The state health agency has declined to publish how many patients are being tested for Coronavirus, as it did during the Zika outbreak a few years ago. CHINA VIRUS SINKS KEYS’ LOBSTER PRICES

he devastating impacts of the coronavirus epidemic that started in late December on the other side of the world in China are now being felt in the Florida Keys. What could coronavirus possibly have to do with Florida Keys’ commercial fishermen? Plenty, given that 95% of the Keys’ commercial spiny lobster catch has been sold to China for the past decade or so. That is, until the Chinese virus that sounds like a Mexican beer closed the world’s most populated country to U.S. flights and kept Chinese people out of the restaurants whose menus featured Florida spiny lobster tails. “We can’t ship to China, because there are no flights going in, and even if there were, my Chinese fisheries rep told me, the Chinese people are only allowed to go inside a grocery store for, say, 30 minutes at a time to get what they need and get back inside their homes,” said Emily Paan-Palma whose family owns The Lobster Connection. The business is headquartered in Marathon, but the commercial fishing family has 8,000 spiny lobster traps. “My dad fishes off Marathon, and my brother does Key West to the Dry Tortugas,” she said. “They’re saying this could last up to six months. It’s devastating our season, which ends March 31.”

Bill Kelly, president of the Florida Keys Commercial Fishermen’s Association, has said the wholesale value of locally caught spiny lobster dropped from $10.50 per pound to $6 per pound in a matter of a few days. The closure of the Chinese market for Florida’s spiny lobsters has led to an unexpected, and for commercial lobstermen, unwelcome, abundance of the tasty crawfish here in the Keys. While the supply-and-demand shift eventually could lead to lower retail prices for retailers and consumers here in the Keys, the commercial lobstermen are doing anything but celebrating. Gary Nichols, a commercial lobster fisherman on Conch Key, has been selling the bulk of his lobster catch to China for the past decade or so. “Thank God for the Chinese,” Nichols said in a 2018 television interview. “We sure import a lot of things from China and people complain, `Oh, it’s Chinese-made.’ Well if it wasn’t for the Chinese right now, I’d be getting three or four dollars a pound for lobster instead of $12 or $13 a pound for lobster.” In recent years, Florida lobster exports to China have ranged from $50 million to $75 million a year. That figure has dropped to near $0 in the past month.

ATTORNEY EYES HOUSE SEAT Suarez one of three in GOP primary

Homestead attorney — who’s now an assistant state attorney for the State Attorney’s Office in Monroe County — wants to bring her education and health care background to the Florida House seat up for election in November. Republican Alexandria Suarez officially filed May 31, 2019 for District 120 state representative, which Rep. Holly Raschein terms out of at the end of the year. The mother of four started her career as a teacher at Glades Middle School before entering an eight-year career as a pharmaceutical representative, which took her to places throughout the district, from south Miami-Dade to Key West. At age 45, Suarez stepped away from the pharmaceutical job and pursued a lifelong dream to become a lawyer. Passing the bar in 2016, she opened her own practice specializing in civil litigation and defense, family and immigrant law and fraud claims. Just last week, Suarez started her new job handling misdemeanors and fish and wildlife violations out of the State Attorney’s Office in Marathon. She said she’ll work out of the Marathon office and will be living in the Upper Keys. Suarez said it’s a switch of her day job as she goes from private to public practice. And she said it has nothing to do with the state office seat. “I’m happy and excited,” she said. “I’ve been on the civil side, but I do have some experience on the criminal side being in health care. I handled fraud claims on the defense side, and I dealt with the State Attorney’s Offices in Miami-Dade and throughout the state.” As for her state rep candidacy, Suarez said she wasn’t planning a career in politics. With Raschein exiting, Suarez said she’s got the background and skills to continue the work in Tallahassee. “With Holly leaving the office, there are big shoes to fill. But I realized I have the feet to fill them. I’m new to politics, but I’m not new to hard work and success,” she said. “I’ve lived in the district for a long time. I haven’t physically been in the Keys. I’ve been in Homestead, but I’ve been in the Keys for work numerous times. My roots are here in the district.” Educationally, Suarez stressed the importance of getting students back to the basics of what to think, not how. KEY BILLS UPDATE 30-HOUR EVAC TIME NO LONGER IN TAKINGS BILL

mended legislation upping the mandatory evacuation time for Keys residents to 30 hours was struck by Judiciary Committee members last week. House Bill 587, sponsored by Rep. Holly Raschein, looks to codify a long-standing agreement between the state and local municipalities regarding takings cases in Monroe County. Legislation was originally put forth to split judgment in cases 50-50 once building permits are gone and property owners begin to sue. During a House Civil Justice Subcommittee meeting on Jan. 29, members agreed to add language that the state wouldn’t be held liable for half the cost of certain takings liability. Language was also added to increase the evacuation time from 24 hours to 30 hours to allow for more development permits. But those provisions were struck during a Feb. 18 House Judiciary Committee meeting. Now, bill language is back to a 24-hour evacuation time and a share of potential takings liability between the state and local governments. Legislation also directs the state land planning agency to update a hurricane evacuation model after the 2020 census. Raschein spoke to the committee during the meeting about the bill and the strike-all amendment. Rep. Joseph Geller, who sits on the Judiciary Committee, said legislation finds balance, protects the environment and splits the cost. “You’ve done a great job on this, and this is the balance,” Geller said to Raschein. “Sometimes people get confused on these issues. When people acting through their government say we’re going to take this action to protect this area, someone has to pay for that. I think this bill gets it right. We want to protect the Keys. We have to be tough in doing so. Both the local government and the state should bear financial responsibility to keep a Florida Keys and a Florida Everglades.”

There’s still an uphill battle, however, to get legislation to the finish line due to the large price tag associated with liability costs. The bill was referred to the House Appropriations Committee on Feb. 21. Per a bill analysis, the state would be required to pay half of property-related liability costs in the Keys. The latest estimate provided by the Monroe County Board of County Commissioners projects that, in a worst-case scenario, after the 1,421 remaining permits are allocated, there will be 8,269 parcels left whose owners could bring lawsuits based on the denial of a development permit. The total value of those parcels is estimated at $846,961,269.13. Since state and local governments in an area of critical concern are involved in land planning regulations, both can be sued as defendants in property rights litigation. For example, a 2018 circuit court entered judgment against Monroe County and the state, finding that both defendants were responsible for “taking” the plaintiff’s property. MOSQUITO BILL MOVES FORWARD Legislation revising requirements for the Florida Keys Mosquito Control District’s board of commissioners to borrow money was unanimously passed in the House and sent to the Senate on Feb. 20. Current legislation allows a $1 million limit on the district’s borrowing authority of a 5-year period. With the bill’s passage, restrictions would be lifted to bring borrowing of the board of commissioners in line with other agencies, allowing the district to purchase helicopters for its mosquito control operation. PLASTIC BAG LEGISLATION STALLING Legislation in the House and Senate pertaining to plastic bags and single-use straws has yet to gain traction. House Bill 6043 would remove prohibitions of local laws relating to regulation of auxiliary containers, wrappings and disposable plastic bags, as well as repealing preemptions of local local laws related to use or sale of polystyrene products. Senate Bill 182, which would delete preemptions of local law related to regulation of auxiliary containers, wrappings and plastic bags, also hasn’t gained any movement.

Public Schools, Suarez said it’s something she wants to implement across the board in schools. “There was a lot of teaching them what to think, how to take a test and solve a problem and working their way through it,” she said. “Those are the best governing standards, focusing on math and history and getting rid of Common Core because it was not working.” As for health care, Suarez said many can’t afford the hundreds of dollars a month for insurance. A pharmaceutical specialist and an attorney who’s practiced in health law, Suarez said she understands the mechanics behind it all. “There are a lot of challenges in trying to improve health care,” she said. “Many can’t afford the cost of medications and health insurance, and we’re paying a lot more for a lot less,” she said. “I want to help to ensure we improve the situation.” Overall, Suarez said she understands the issues in the sprawling district, from farming and a development frenzy in south Miami-Dade to preservation and the heavy tourist flow in the Keys. “Every area is unique. North of the 7-Mile Bridge is very different than south. In Key West, they care about the historical preservation and the pride in being a Conch,” she said. “You go to Islamorada, there’s a lot of recreation and people coming down, which creates bumper-to-bumper traffic.” Despite the differences, Suarez said both regions, from the islands to the mainland, rely on one another, from Homestead’s fresh produce to evacuating people out of the Keys. “You can’t just stay in a bubble. That’s what sets me apart,” she said. “You need to look at the whole district, and Miami-Dade is a part of that equation. The Keys relies on the mainland to get out, and now you have this mandate that you have to get out within 24 hours. Well, we’re not going anywhere if Homestead continues with its mass development.” Suarez is joined in the state representative race by Republicans Jim Mooney, Islamorada councilman, and Rhonda Rebman Lopez, business owner and North Key Largo resident. COW KEY LANE CLOSURES START APRIL 15 MANDY MILES

OT is a BFD. That’s Maintenance of Traffic for those unfamiliar with transportation terminology. And it’s a big freakin’ deal, particularly when it comes to the twin bridges over Cow Key Channel that connect Key West with, well, the rest of the world. Key West city commissioners on Feb. 19 heard from Florida Department of Transportation project managers as the D-Day date rapidly approaches for the dreaded Cow Key Channel Bridge reconstruction. The entire project is scheduled to take place between March 16 and Dec. 30, but the anticipated nightmare of lane closures and traffic tie-ups will only occur from April 15 to Oct. 12, so all lanes will be open by Fantasy Fest. “With regard to Maintenance of Traffic, we’re committed to maintaining three open lanes at all times, with two lanes open in the peak direction of travel,” said George Hoffman, a construction project senior administrator with FDOT. In the morning, there will be two lanes coming into Key West and one heading out town. That will shift in the afternoon to accommodate two outbound lanes and one inbound lane. Currently, the morning inbound schedule is from 4 a.m. to 10 a.m. and the outbound shift is from 10 a.m. to 4 a.m.

He emphasized that the lane closures will only last 180 days, despite the longer duration of the entire project. Hoffman also emphasized that FDOT has offered contractors a total of $800,000 in incentives to complete each phase on time. “If they go beyond the completion date, then they start losing $17,500 per day,” Hoffman said. Work will be permitted 24/7, he said, but added that he doesn’t expect the contractors to work around the clock unless they fall behind schedule. In addition to the lane closure on the bridge, traffic patterns will change on Stock Island. Left turns will not be permitted from College Road South onto U.S. 1. Left turns will be limited to College Road North, where a temporary traffic light will be installed, Hoffman said. Transportation officials pledged to closely monitor traffic and timing and adjust the lane schedules and traffic lights accordingly. In addition, Mayor Teri Johnston confirmed with Hoffman that nine closedcircuit cameras will be installed to monitor traffic on and around the bridges in real time to expedite adjustments. “This project is expected to cause great disruption and huge inconvenience to people,” Commissioner Sam Kaufman said. “But we really do thank you all for committing to just 180 days of lane closures and for including the bigger incentives.”

Get ready to run KAIR’s Sombrero Beach race Save the date: On Saturday, March 7, hundreds of local and visiting runners will take part in the 14th annual Sombrero Beach Run to benefit KAIR, a nonprofit serving those in crisis. The race comes in four flavors — a 10k run, a 5k run, a 5k walk, and a kids’ fun run. Runners may also choose to participate in the back-to-back 10k (starting at 8 a.m.) and the 5k (starting at 9:15 a.m.) as part of the 15k challenge. INAUGURAL DEBATE Commissioner hopefuls square off JIM McCARTHY

hree Republican county commissioner hopefuls took to podiums inside the Coral Shores Performing Arts Center on Feb. 25. Fifty-plus attendees listened intently to opening remarks and responses to various pressing topics facing the Keys. Hosted by the Upper Keys Republican Club, the inaugural debate for the Board of County Commissioners’ District 5 seat featured Mike Forster, Islamorada mayor; Robby Majeska, Keys Kritters owner and member of the Key Largo sewer board; and Jose Peixoto, longtime Key Largo resident who previously ran for Congress and state representative. Kicking off the debate, Forster relayed his passion for serving the public, having spent eight years on the Islamorada dais. He serves on the board of the United Way and was a MARC House board member. He’s a founder of Florida Bay Forever, and said he believes in home rule. Forster said he started off his life in the Keys in Key Largo, serving up beverages at Hobo’s back in the day on the bayside. Forster, who moved to the Keys for the laid-back lifestyle, said things have changed a bit since first coming down. “As everything evolves, and people have found paradise, we have to somehow adjust our sailes and try to create a balance of life,” he said. “I do believe in property rights, but I also believe in quality of life.” Forster said he bought a house in Harry Harris Park and plans on living there if it’s the “will of the people to elect me.” “I’d love to serve with some of the new commissioners and see if we can

get a new culture, maybe some help in the planning department and address sea level rise,” he said. Before getting into his statements, Peixoto took a moment to thank Forster and Majeska for all their efforts serving the community, as well as the sheriff and the county commissioners who were in attendance. One of Peixoto’s messages to the crowd revolved around the fact that residents care about their communities. “We have a lot of problems here. People say, ‘Why does your sign say “Make the Florida Keys Great Again?”’ (The) Florida Keys are still good,” he said. “The people are still wonderful and compassionate. Our waters are still beautiful. But we have stuff that needs to be changed.” Peixoto said there’s a huge workforce housing demand for sheriff’s deputies, teachers and firefighters and bartenders who are just making ends meet. Many come down from Homestead to work, he said. “I understand a lot of people don’t want that in my backyard — the housing — but we have to work together,” he said. “We need those workers. Another problem I see here, if we have to deal with the building department in Key Largo, if you’ve never done it, when you walk in that door they look at you and treat you like a criminal. We are not. We need to be treated well by them. That’s the job of the commissioners to watch that.” Born in New York, Majeska came to Key Largo, a small community where everyone’s friends, with his wife and kids. He ended up opening Keys Kritters Pet Store, a place he calls “your community pet store.” Majeska has lived in the community for more than 20 years, and he’s not only a big animal supporter, but he’s also an advocate

for the environment in the classroom. “(Principal) Lisa Taylor and I put together a classroom for kids so they can learn respect for life,” he said, adding that marine biology classes are offered at Coral Shores and Plantation Key schools. “By teaching kids marine biology, we’re going to teach them about the environment and respecting the environment.” When Majeska’s son was in fifth grade, he wanted to be a boy scout. Majeska ended up becoming a boy scout leader for nine years. Starting out with 16 kids, almost all of them became Eagle scouts. “One of the things I drilled into their head is leave no trace behind and clean up the environment,” he said. Majeska was also elected in Key Largo to what he tells strangers “is an environmental water quality project.” Locally, it’s called

Key Largo Wastewater District Treatment Board of Commissioners. “This project in this office let me go to work for the county and citizens in Tallahassee and D.C., and it’s helping save our reefs,” he said. CANDIDATES TOUCH ON TRAFFIC Majeska said the Army Corps of Engineers showed what they need to do to bring roads up with sea level rise and climate change. Now, costs are up to $1 billion or more over 10 years, he said. “Where’s this money going to come from?,” he questioned. “We have to find partners to come up with this money. We can’t just wave a wand and do these road projects. We can work in increments. We just finished a billion-dollar sewer project. Now we want to put in a $1 billion stormwater project and $1 billion road-raising project.” Forster said he supports a toll in Monroe County where visitor dollars are collected to help pay for Keys infrastructure. As for residents, Forster said the system could be similar to that of Key West for parking permits. Forster said he brought the matter up with then-U.S. Rep Carlos Curbelo and current U.S. Rep. Debbie Mucarsel-Powell. “I don’t think it’s gone and it’s something that’s not doable,” he said. “I believe I have one person in support in Heather Carruthers. Hopefully I can find one more seat, if elected, to explore that. Let the tourists pay impact fees and let them pay for housing for the sheriff’s (deputies) and get more patrols on the highway. Peixoto said the biggest problem is the federal and state government have no idea what’s going in the Keys when it comes to traffic. “I think we should be stronger when we let the state and the federal laws come and close on us. o take or not to take? That’s been the perennial question before the Monroe County Board of County Commissioners when discussing the county’s share of the 1,300 affordable ROGO allocations from the state of Florida. In May 2018, as a response to Irma and the shortage of workforce housing, then-Gov. Rick Scott allocated 1,300 new affordable housing building permits to local governments. Marathon, Key West and Islamorada each accepted their 300 allocations and began amending their respective comprehensive plans to allow for the additional permits. These municipal decisions were challenged by residents on the basis of safety during hurricane evacuations and environmental carrying capacity in a hearing that finished December 2019. A final decision is expected to come from the secretary of the Department of Economic Opportunity later this year. The BOCC hadn’t taken a formal stance on its 300 allotments, deferring to the judicial outcome and requesting more information about potential takings liabilities. All that changed at the February meeting in Key West, where they voted 3-2 to begin the process of accepting the 300 allotments for unincorporated Monroe and to initiate the requisite text amendment to the county’s comprehensive plan and codes. Commissioner Craig Cates advocated in favor of accepting the 300. “It may increase traffic, but we know the amount it will increase, and it’s very important for the survival of

the Keys to take this affordable housing,” he said, noting that if the cities win their case and if the county rejects its share, the former would gladly get together and split the 300 amongst themselves. Commissioner David Rice was persuaded. “If we think that will happen, then I agree with you: the net benefit of us not taking them is negated,” he said. Commissioner Michelle Coldiron agreed, saying, “What Commissioner Cates said is spot on: if we do not take the 300, the municipalities will go back and ask for them, so they will be in the county regardless of whether we own them or not.” Two public speakers, as well as Mayor Heather Carruthers and Commissioner Sylvia Murphy, disagreed. Murphy referenced the number of concerned constituents who ask her not to take the 300. She warned, “We’re packing in like sardines, and the net will be closing one of these days.” Carruthers felt it was premature for the commission to discuss and vote on the issue before the litigation had played out. Unlike her fellow commissioners, she was “all for it” if the county’s 300 went to the cities. She said, “That’s where the employment centers are. Why wouldn’t we want the density concentrated in our municipalities? For that reason, I cannot support it at this time.” After hearty discussion, the commission voted 3-2 in favor of accepting the 300 and beginning the text amendments, with Carruthers and Murphy voting against.

That's why it was so important for Monroe County to accept the 300 affordable housing ROGOs offered to Monroe County by the State of Florida. The shortage of affordable housing in the Keys is one of the top issues affecting our quality of life, our economy and our future. Since Hurricane Irma and before, the lack of affordable workforce housing has negatively impacted the Florida Keys. Residents of the Middle and Lower Keys have been harder hit because the Upper Keys has workers coming out of Homestead and South Miami. The housing shortage impacts not only local businesses’ ability to hire the workers needed to provide services, but local families as well, many of whom are forced to leave families, friends and homes to find housing they can afford. They are not asking for a handout; they are asking for reasonably priced housing so they can work, raise their families and be productive members of the community. I understand the issues associated with an increase in the amount of housing and permanent residents. Such an increase affects our quality of life, safety and future. Some people are saying that having our workers evacuate early would be impractical because they are the ones who must prepare for the evacuation. The truth is, this is 300 potential units, not all the Keys workforce and not everyone who is securing the properties and businesses. The new units, when built, will be stronger, safer and able to withstand Category 5 storms, thus reducing the time it takes residents to prepare for a storm and making evacuation for these residents faster and easier. To say this undermines the

opposition to a new 30-hour hurricane evacuation time, rather than the 24-hour evacuation time, and opens the door for 8,860 new ROGOs and over 20,000 more residents is just not true. This is for a specific purpose and a very small number of new homes that will take several years to be built. New construction must adhere to all controls and standards like building codes, restrictions on where they can be built, impacts on infrastructure, and there must be community input on where larger projects can be built. We know the new qualitybuilt units will improve many residents’ quality of life by offering long-term housing options for a fair rent. I voted to accept the 300 units of workforce housing from the State of Florida so residents can remain in the Keys and enjoy their quality of life, and so employers will have workers to staff the business they’ve worked so hard to build. With proper planning and smart use of our resources we will continue to improve traffic flow, public transportation, infrastructure and our planning to make sure evacuations are safe and organized, with the benefits far outweighing the impacts. ACCEPTING 300 ROGOS WAS ‘WRONG-HEADED AND SHORT-SIGHTED’

have long been an advocate of greater affordability of housing in the Keys, from my work with FIRM (Fair Insurance Rates for Monroe), to the county's Affordable Housing Advisory Committee, to my efforts post-Irma to jump-start construction of workforce housing. It may come as a surprise, then, that I strongly believe the BOCC's 3-2 vote to begin the process to accept from the state 300 ROGOs for affordable housing is wrong-headed and short-sighted. We have just spent the past few weeks working to convince legislative leaders that the 24-hour hurricane evacuation constraint is essential to preserving the Keys. By accepting the 300, we send a contradictory message to Tallahassee. And I'm puzzled that some of the very people who voted against streamlining the bureaucratic process to build workforce housing (Goal 109) within our existing capacity jumped at the chance to overdevelop our Keys. For 28 years, the number of humans our island chain can support has been based on our ability to evacuate residents within 24 hours of a hurricane’s landfall. That number has been managed through the distribution of building permits in our ROGO system. Our infrastructure (sewers, electricity, freshwater supply, medical facilities, roadways, schools) has been balanced to accommodate that metric. (Notably, the evacuation model currently assumes a 62% residential occupancy rate during hurricane season.) Accepting the additional ROGOs could lead to more than the 1,300 units that have been offered by the state. Here's why: If someone can agree to evacuate 48 hours pre-landfall just because they live in a designated workforce housing unit, why can't someone else sign an affidavit agreeing to evacuate in 48 hours, or spend hurricane season outside of the Keys, and thus receive a building permit? We are not talking, then, about 1,300 units, but about 8,860 more dwelling units, or 20,000 more residents, because 7,560 undeveloped

parcels will remain at the end of ROGO. It means millions, if not billions, of dollars to scale up infrastructure. It means more traffic, more impact to nearshore waters, more environmental stress, all while we face expensive mitigation and adaptation projects to address sea level rise. Thanks to supply and demand, it means a loss in value of existing developed properties. And what about U.S. 1? Is it even feasible to widen the road and 42 bridges to move more traffic? I doubt it. Further, the 48-hour evacuation constraint for the workforce is impractical. Our workers – utility workers, deputies, public works employees – are the last to evacuate when a storm threatens. Tourists must get out of town 48 hours before landfall, but hotel staff must check them out and secure hotel property – not to mention their own – before a storm hits. These are the people who inhabit affordable developments. What do we do if they can't or won't leave? Evict them? Mother Nature is the greatest complication. The weather service will admit its ability to forecast a storm’s strength is not perfect. A seemingly benign storm turns, strengthens or intensifies, and we have insufficient time to get off the rock. Conversely, storms aren’t always as damaging as predicted. As a former hotelier, I sent my guests home eight times in 14 months during the ’04-’05 seasons, when just one of those storms caused serious damage to Key West. Finally, the entire proposal has been challenged in court, with no judicial decision expected until May. There was no reason to take any action until that legal battle is settled, no reason to have staff spend time and tax dollars on an issue that may, in the end, be moot. The BOCC voted a year ago to hold off on any decision until that case was settled. What changed? This was a hasty decision and bad public policy. What is the principal of a loan? How is a credit score calculated? On Thursday, March 5, Keys Federal Credit Union will host Marathon High School’s Financial Fitness competition and five teams of students will answer questions like this to determine who will be the next financial tycoons. The community has sponsored five teams and the winning MHS team will face off against the top teams from Coral Shores and Key West later in the month. That winner goes to a statewide competition. The prize? Cold, hard cash in student scholarships. The winning team from MHS will earn $1,500. Every subsequent level, teams have the chance to win even more. This is the third year Keys Federal Credit Union has sponsored such a contest, and the second year all regions have been tested. Juli Lewis, the director of the Southeastern Credit Union Foundation, moderated the competition in 2019. She created the Financial Fitness competition four years ago when she joined the foundation, dedicated in part to financial education. The goal is, of course, financial literacy. “They need to be able to survive after they get out of high school,” said a local spokesperson, about the importance of the exercise. “They have to be able to pay bills. If they are going to college, they are going to have to know how to make a budget. UNITED ARAB EMIRATES GIVES $3.5M FOR CORAL RESTORATION

he Florida Keys’ coral reefs are getting financial support from an unlikely source: the United Arab Emirates. The small but wealthy country on the Persian Gulf in western Asia has granted $3.5 million to United Way of Collier and the Keys to restore seven local reef sites and bolster marine science education programs in Monroe County schools. United Way will administer the grant and distribute funding to organizations such as Mote Marine that undertake coral restoration projects, said Leah Stockton, who heads up the Keys’ United Way efforts. United Way of the Florida Keys recently merged with United Way of Collier County to form United Way of Collier and the Keys. Stockton acknowledged that coral reef restoration “is not normally in the United Way’s wheelhouse.” “But the financial stability and viability of the Keys’ working population is very much a part of what we do,” Stockton said. “Considering that 42% of the Keys population lives paycheck to paycheck, and 60% of our population works in an industry that’s directly or indirectly tied to the marine and tourism environment, this was certainly something we’re proud to be a part of.”

The $3.5 million gift is part of a larger $10 million pledge from the UAE, often simply called the Emirates, to the state of Florida for Hurricane Irma relief efforts. “This is what friends do for each other in times of need,” said Yousef Al Otaiba, UAE ambassador to the United States. “The UAE is delighted to be able to help the Florida Keys community and begin to restore its coral reefs. We share the same planet and face the same challenges. That’s why the UAE is proud to collaborate with partners in the U.S. and around the world to protect and preserve vital ecosystems.” The United Way will oversee, manage and distribute the grant as part of its continuing Hurricane Irma recovery programming and assistance. These will include projects to ensure the viability of the reef and thereby the financial stability of the Florida Keys community who depend upon it to provide over $4.7 billion in annual revenue, the release states. — Contributed

Marathon Garden Club’s annual house and garden tour happens two weeks from now on Saturday, March 7 from 10 a.m. to 4 p.m. There are six stops on the tour and tickets are $30. 1. Mediterranean Getaway West Ocean Drive, KCB This custom home by Ryder Construction has plenty of up-front beauty and a smattering of hidden surprises. While recorded music has become the background soundtrack to our lives, the thrill of live performance is still very real. That’s something the record labels and online services can’t duplicate. Because it’s the one remaining way musicians can earn a living, we are seeing a bit of a live music renaissance. Bands and acts large and small are taking their music to the people, whether in a huge stadium production or an intimate theater performance. Just take a look at the music that recently has been or soon will be in the Keys: Willie Nelson, Tommy Emmanuel, Luke Combs, the Revivalists, Kool & The Gang, Mary Chapin Carpenter and Shawn Colvin, Blackberry Smoke, Night Ranger, Confederate Railroad, Michael Franti & Spearhead, the Mavericks, Rickie Lee Jones and so much more. And just a little north on the mainland, one’s choices expand virtually exponentially. There’s nothing quite like hearing one’s favorite songs performed by the artists who created them. hen assistant director Allison Sayer told theater friends she wanted to stage “How To Succeed in Business Without Really Trying,” she was almost laughed out the door. Historically, the Marathon Community Theater has many more would-be actresses than actors. (Although, to be politically correct in 2020, everyone should be referred to as an “actor.”) But, she dug in her heels and started recruiting. “We have eight cast members who are new to the stage,” Sayer said, who also has a role in the production as Smitty. “That’s about a quarter of the cast.” Local Realtor Josh Mothner is in the musical, as are two students Ayden Leird, and Dakota Meryris, who is 12 years old, but plays a grown man in the production. There’s one other important guy — especially to Sayer — Leslie White. It’s her father, imported from Jupiter, Florida to direct. A former high school English teacher from Redding, Pennsylvania, he often wore a director’s hat for student productions. “Although this is my fourth time directing ‘How To Succeed,’ it’s a new experience — a much smaller venue that I’m used to,” White said. “The challenge has been great and the cast is remarkable.” “How to Succeed” follows the career trajectory of a young windowwasher armed with a self-help pamphlet. There’s a love interest (Kara Pascucci playing Rosemary), a blond bombshell (Stephanie Zajac as Hedy) and many more colorful characters. The show stars Alex Rickert as J. Pierrepont Finch. In real life, Rickert is a Dolphin Research Center trainer and a part-time freelancer for the Keys Weekly. “He’s just one of those tireless people,” said White. “It doesn’t matter what you ask, he’ll do it, and thank you for asking.” The show opens next Thursday, March 7. ‘UNTOLD CUBAN MISSILE CRISIS’ M

ichael J. Tougias, co-author of “Above & Beyond: JFK and America’s Most Dangerous Spy Mission,” will give a multimedia presentation about the Cuban Missile Crisis at the Keys Discovery Center in Islamorada on Wednesday, March 4 at 5 p.m. and at the Key West Public Library on Friday, March 6 at 4:30 p.m. In between, on Thursday, March 5, he will give a different presentation in Key West at the Old City Hall sponsored by the Key West Art and History Society. This two-part slide presentation focuses on his book (now a Disney movie) “The Finest Hours,” about the Coast Guard’s greatest rescue, and on his book “So Close To Home,” about the first U-boat in the Gulf of Mexico. Tougias is a New York Times bestselling author of 30 books and is known for his dramatic, “edgeof-your-seat” programs. For the Cuban Missile Crisis presentation, the author will chronicle the 13 harrowing days of the crisis and then outline the steps President Kennedy made to reach a decision on a course of action. Special emphasis is given to the heroes of the crisis: the U-2 pilots who flew unarmed over Cuba to secure the photographic proof that the Soviets were installing nuclear missiles on the island. These pilots helped Kennedy achieve a difficult objective: have the nuclear missiles removed from Cuba without triggering Armageddon. One of those pilots, Major Rudy Anderson, was shot down and killed by the Russians when his U-2 spy plane was over Cuba. Tougias will also describe the accidental incursion of a U-2 from Alaska into Soviet air space, and the chase that ensued, including fighter jets with nuclear-tipped missiles.

“I really enjoy giving these programs,” said Tougias. “Most people have no idea one of the Air Force pilots was killed and how close we came to nuclear war during the missile crisis. And some of the reasons we came close to disaster were simple miscommunications between the U.S. and Russia.” Tougias said his talk will touch on the true case of a Russian submarine commander who loaded his nuclear missile into the torpedo firing tube and ordered his men to prepare to fire it. “The slides I’ll be showing will help bring these incidents to life. Two other lesser-known incidents and a cover-up of a near shoot-down of a different aircraft will be discussed, as well,” he said. “I’ll also compare and contrast the incidents with the current day crisis with Iran and North Korea.” The author will do a book signing at the end of the program. He will bring some of his other books, including “The Finest Hours,” now a Disney movie starring Casey Affleck and Chris Pine. Tougias has interviewed and researched the U-2 pilots who discovered the missiles eliciting special insights that have remained undisclosed in the intervening 53 years . ahia Honda’s Sandspur Beach is an award winner. It was ranked, twice, as the best beach in America. The magazine Condé Nast Traveler named it America’s number one beach in 1992. The same year, Dr. Beach, Stephen Leatherman, awarded it his Best Beach winner. What makes for an award-winning location? According to Dr. Beach, each locale is judged on a list of 50 criteria that includes size of breaking waves, water temperature, softness of sand, number of sunny days annually, smell, public safety, accessibility and bugs. Bahia Honda has been a popular destination for hundreds of years, and not just because of the lovely natural sand beaches. In the late 18th century, George Gauld, a Scottish-born surveyor sent to map the difficult Florida waters, wrote: “The Harbour of Bahia Honda may easily be known by the tall palmetto cabbage-trees of the Long Island on the right hand coming in; they make it the more remarkable, as there are no cabbage-trees to the westward of it, on any of the Kays that are on the Reef.” At 30 feet, the island’s deep bay, or bahia honda, is one of the deepest natural harbors in the whole of the island chain. Gauld also remarked, “Bahia Honda, like Cayo Hueso is much frequented by the Turtlers and Wreckers from Providence and by the Spanish vessels from Havana, of which there are about 10 annually employed in fishing among the Kays on the coast of Florida, where

there is sufficient quantity of fish to supply the West Indies.” What also made Bahia Honda such a popular locale was that, as Gauld described it, the island was a source for “very good fresh water.” In John Lee Williams’ book, “The Territory of Florida, Or, Sketches of the Topography, Civil and Natural History” (1837), it is suggested a small settlement existed on the east end of the island during the 1820s and 1830s. Williams wrote, “There is a small, but pleasant settlement on the east side of the harbor, with a well of good water.” F.H. Gerdes indicates in his work, “Reconnaissance of the Florida Reef and All The Keys,” that the island’s fresh water supply was turned into a brackish water source by an 1846 hurricane. With the turn of the century, big changes were in store for Bahia

Honda. The island was mapped and charted by Henry Flagler’s surveyors and, by 1908, construction of the Over-Sea Railroad had reached the island. Having completed the series of bridges collectively recognized as the Seven Mile Bridge, railroad workers must have looked at the 5,055 feet separating Bahia Honda Key from Spanish Harbor Key as a somewhat narrow expanse. But, of all the bridges that had to be built to link the Florida peninsula to Key West, the Bahia Honda Bridge was one of the most difficult to construct. Workers were housed in twostory dormitories. The work was hard, the heat oppressive and the marauding hordes of mosquitoes thirsty. Also, there was the matter of bahia honda. During the periods of tidal change, the currents created by the depth of the water became dangerously swift. For safety reasons, work days were cut to two 45-minute shifts during slack tide, the short time between the high and low tides when the water becomes still. Also, because of the depth of the pass, the support beams needed to bridge the expanse required a great deal of materials. A single piling in the center of the structure required an entire boatload of sand, gravel and cement to construct. It was Jan. 22, 1912 when the Key West Extension officially opened and Henry Flagler rode his train all the way to Key West. From that point forward, Bahia Honda became a regular stop where passengers would disembark to picnic and swim in the warm, clear waters. Back on board, when the train would pass through the camel-trestle bridge, passengers were told to keep their hands and heads inside the train as it rambled and roared 25 feet above the pass. After the Overseas Highway reached Bahia Honda in 1938, there was a time when the residents of Marathon had been instructed by the county to use the east end of the island as a dump. Between 1953 and 1957, the land was signed over to Monroe County. In 1961, countyowned land on the island began to be turned over to the Florida Board of Parks and Historic Memorials. It would not be until 1963 that Monroe County officials decided that Bahia Honda could no longer live a dual existence and decried the dumping of trash on the island as unlawful. Successful candidate will be a hands-on self-starter able to work effectively in team-oriented environment & familiar w/all aspects of general accounting, & financial reporting & analysis. Bachelor’s Degree in Accounting & 5 - 8 yrs related exp (or equivalent exp) is required. Knowledge of MAS200 preferred. CPA and/or non-profit experience a plus.
