Waypoint Foundation to host dental health exhibit and fair TIFFANY DUONG

ebruary is National Children’s Dental Health Month, and Clarice Yentsch and Wally Smith want you to know about it. The pair have organized a month’s worth of fun activities, awareness, and dental hygiene tips to kids in the Keys.

Yentsch’s not-for-profit foundation, the Waypoint Foundation, is raising funds for a mobile dental clinic for the Keys, and engaged Smith, a dentist, to lead the initiative. The exhibit and fair are the public kick-off to what Yentsch and Smith hope will be a lengthy conversation about dental health.

Festivities begin on Saturday, Feb. 1 with a ribbon-cutting and opening reception for the “Smile Maker” Art Exhibition at the Key Largo Library Community Room.

“Oh, this is the fun part,” smiles Yentsch, describing the exhibit.

The interactive, four-part exhibit will take dentistry and tooth health to the next level, with installations like medicine cabinets filled with Twinkies and Cokes juxtaposed against cabinets with toothbrushes and floss. Pictures of different animals smiling will also be prominently displayed, as will adult and children’s X-rays.

There will even be dental uniforms for the different dental

careers available, complete with lanyards outlining their role in oral health.

The star of the show is a 1:12 scale model of a mobile dental clinic. Yentsch and Smith are trying to raise funds to bring a full-sized, operational clinic to the Keys. Until they can, they’re using creativity and fun to engage youths about the importance of dental hygiene.

The traveling exhibit will run for the entire month of February in Key Largo before potentially moving down the Keys. During that time, the librarians at the Key Largo Library will continue to host tooth health-themed projects such as painting giant teeth with toothbrushes to learn proper technique.

On Feb. 14, Yentsch and Smith will also host a Public Dental Fair in Key Largo. There will be tents, refreshments, dental gifts, and even a tooth fairy costume parade. “No kid will leave without something interesting and good for their teeth,” assured Smith.

More than 750 people from 22 states registered to take part in the 10-day competition, which raised awareness about this important conservation issue. The longest python caught? 12 feet, 7.3 inches. leven candidates pitched their experience and expertise in a bid to sit on the Islamorada dais. With seat 2 vacated by Cheryl Meads, the council on Jan. 23 unanimously selected former mayor and 10year council member Chris Sante.

Council had 30 days to fill the seat after Meads left the dais to invest her time, energy and focus as an at-large member of the South Florida Water Management District governing board. Upon listening to each candidate, each council member ranked their top three choices.

Don Horton, former council member George Geisler and Sante were among the finalists.

When all was said and done, the council picked Sante, who served on the dais from 2008-18.

In his pitch to members, Sante said plugging him in would give council consistency moving forward to the end of the year. Sante said he has no intention of running in the 2020 election, which will see four seats up for grabs.

A FAMILIAR FACE “My experience and the fact that I won’t be an incumbent trying to run for a seat, I’m just going to help you fill it,” he said. “I’m up to speed on everything.”

Mayor Mike Forster thanked the 10 other candidates who applied.

“I hope to see your name in 2020, or 2022, or 2024. But just stay involved. That’s really important,” he said.

Of the candidates who applied, three are running for open seats in 2020: Pete Bacheler, Mark Gregg and Larry Zettwoch. Other candidates who’ve filed include Frank Lavin and Jenny Bell-Thomson.

Council delved into a light agenda by approving an agreement with Adventure Environmental for professional services related to sediment removal within canal 151, Sandy Cove basin, on Lower Matecumbe. The village is in the final stages of Hurricane Irma canal and sediment projects funded through the USDA’s Natural Resources Conservation Service grant.

Peter Frezza, environmental resources manager, said dredging work is needed at the mouth of the basin, which experiences large washouts.

Frezza said Adventure Environmental identified one practical staging area for dredging operations on the canal, located at 74990 Overseas Hwy.

“They determined they need to first remove sediment in the basin behind the property. That's because they need to be able to pull barges up towards the shore and unload the sediment, and they can’t do it with the amount of sediment there now,” he said. Frezza said sediment behind the property hasn’t been approved for dredging under NRCS. But it will be funded through the Stewardship Act. The estimated cost of the project is $140,000.

RUTH WALPOLE Ruth Smith Walpole, 90, passed away at home in Largo on Jan. 20, 2020. She is predeceased by her parents, Robert and Nan Smith; husband, Robert Walpole; and longtime companion, Lloyd Knouse.

Walpole attended Miami Senior High and then went on to Mars Hill College. She later received her master’s degree in education from the University of Miami.

She lived in Bryson City, North Carolina where she enjoyed teaching school, trout fishing and spending time with family. She later moved to Islamorada where she spent the next 18 years traveling, fishing and playing mahjong.

She is survived by her children, Pamela Chance, Karen Nations, and Robert and Sue Walpole; grandchildren Daryl and Bryan Chance, LeeAnne Nations Harris, and Matthew Nations; and seven greatgrandchildren.

cts of piracy can be associated with the Florida Keys, though not necessarily the kind people generally imagine when the topic arises. There were not pirate dens on the islands like those that flourished at Port Royal, Jamaica, and New Providence, Bahamas during piracy’s Golden Age. This is not to say that pirates were not occasionally documented in and around the island chain. Accounts of their physical presence exist, though they are few and far between. One of the earliest reports of a potential pirate landing comes from a Spanish document dated June 14, 1681 that warns, “the enemy is gathering at Cayo de Guesas to invade Havana.” Cayo de Guesas was one of the earliest recorded names for Key West. In this case, the enemy is assumed to have been piratical in nature.

Clearly, there were occasions when pirates met at one of the islands along the chain for business purposes. It is inconceivable to consider that the meet and greet at Cayo de Guesas in 1681 was an isolated event. They were in the area. Pirate ships were sailing up and down the Florida Reef, plundering those unfortunate ships snagged by stony coral fingers. Pirate captains would have had reason to land on this key or that key on occasion. The documents supporting the idea, however, are rare. The usual piratical presence was not necessarily on the Florida Keys, but around them, and generally relegated to the coral reefs, as well as the creeks and passes separating one island from the next, where scallywag affairs could be conducted in relative privacy.

One of these piratical events involved the notorious wrecker Jacob Housman. Housman, himself, has been sometimes labeled something akin to a pirate when stories are told about Indian Key. This is not one of those stories. In this story, Housman is nearly captured by an actual pirate. The account, published in 1829, might be the only time the words “Indian Key” and “pirate” are ever legitimately coupled in the same sentence.

Accounts of pirates in the Keys exist, though they are few and far between.

FLORIDA MEMORY PROJECT

on April 4, 1829. It read: “Charleston, S.C. March 17 – From Capt. Fitch, of the sloop John Dennison, arrived yesterday from Key West, via Indian Key, we have received the following information of the appearance of a Pirate off the Florida Coast: Capt. Houseman of the wrecking sloop Sarah Isabella, the informant of Capt. Fitch, stated to him that on the morning of the eighth inst. he discovered a schooner inside the Reef off Cape Tavernier. That he immediately got under weigh, proceeded towards and boarded her. That he was then commanded to run the schooner into the Gulf, and threatened if she touched bottom he would be shot. That he carried the schooner across, when the Captain observed that, as his (Capt. H’s) boat was better than his own, and he wanted a few more men, he would take him along.

The wrecking schooner Thistle was then in pursuit, and learning from Capt. H that she was an armed schooner, the piratical Captain determined to liberate him, paying fifty dollars for his pilotage.

Capt. Houseman also described the piratical vessel to be a Baltimore built schooner, carrying a foretopsail and a long gun midship; but without a name on her stern, & manned with fifty persons: officers and men all Spaniards. He could not… unreadable… of the Captain, but the latter reported his having left Havana the day before, bound to one of the ports off the east end of Cuba. Her decks were filled with fish, which indicated that she was a cruiser and had been fishing.

One of the officers on deck was dressed in the Mexican uniform.

Capt. Houseman concluded that she had been chased inside the Reefs, across from Sal Bank, by the United States Cutter, Capt. Jackson, which had left Key West a few days previously, in pursuit, and which appeared a little after, off Key Tavernier, tacking to the northward and southward. – Gazette.”

RESTORATION BLUEPRINT Stakeholders weigh in on sanctuary proposal NOAA’s Restoration Blueprint was introduced at the Sanctuary Advisory Council’s meeting in August, and the community has been buzzing about it since. The proposal seeks to balance the need to bring our marine environments back to health while still promoting the economies and industries depending on those resources.

Four alternatives were presented, but constituents were invited to comment upon as much or as little of the proposals as they wanted – whether that be a specific reef, certain regulations, or an entire alternative. Alternative 3, the sanctuary’s preferred plan, would result in major changes in terms of expanded boundaries, additional zoning, tighter regulation and a new management plan.

Keys Weekly spoke with environmentalists and stakeholders in affected industries about NOAA’s Restoration Blueprint. Here’s what the community has to say:

STATE WILL HAVE MAJOR ROLE TO PLAY

A

s a boater, diver, angler, and your state representative for the last eight years, I can think of no issue more wide-ranging in its impact than the protection of our coral reefs and unique marine environment. Our economy is also inextricably tied to our natural environment, making these issues even more significant for those who call the Florida Keys their home. In my time in the legislature, we have pushed for long-term investments in protecting our coral reefs and improving nearshore water quality in the Florida Keys, including dedicating state funding to restoration and water quality efforts. I’ve also had the opportunity to work with other stakeholders on the front lines and we’ve been successful in tightening penalties against resource violators and increasing funding for coral restoration and replanting specifically. Gov. DeSantis has also shown strong support for our environment, advocating for record levels of state funding in his first year in office to address water quality, and I am extremely proud to have been a part of these efforts.

Now, the Florida Keys National Marine Sanctuary has presented a draft plan “Restoration Blueprint,” calling for a number of changes to its management plan, including extensive changes to the boundaries of the sanctuary and to fishing, diving, boating and other rules for the waters surrounding the Florida Keys. This process has been challenging, but it has had the benefit of engaging so many of our local stakeholders who have really come out and made their voices heard. Since these individuals and groups will arguably be the most impacted by these changes and are often our best resource for catching poachers and bad actors, I think it is critically important that they be a part of the discussion (and contribute potential solutions) as this process moves forward.

I think it is important to remember that we are in the early stages of a very fluid process, and one that touches on a number of issues related not only to access but also to fisheries management. As noted in previous opinions, these issues fall under the purview of the Florida Fish & Wildlife Conservation Commission (FWC) and since the proposed rules will have to be approved by the state and then enforced by the state, I expect we will become an even bigger part of the conversation and will work with the sanctuary to take what they proposed and find the best balance between the protection of our natural resources and the local economy that is supported by those resources.

Florida Keys Day is set for Feb. 3-5, as leaders from various sectors in the Keys meet with state legislators, department heads and Gov. Ron DeSantis’ cabinet. Along with the meetings, seminars and sidebars, there will be a little Keys flavor in Tally with rum punch, seafood and music.

The annual pilgrimage to the state capital began more than 10 years ago thanks to Leadership Monroe Class XVII and class member Rep. Holly Raschein. What started out as a small group grew exponentially over the years to 100-plus. With Raschein and state Sen. Anitere Flores in their final year, the gathering is bound to be one to remember.

With the trip fast approaching, the Keys Weekly asked a few leaders what they’re looking to get out of this year’s Florida Keys Day. Here’s what they had to say.

There should be a link between workforce needs and education, but we need to foster programs, including in higher ed, that don’t prioritize just the tracks that need to be filled right now. I’d like to see more linkages between engineering and business in the state of Florida because we need both to walk boldly into the future.

3. Moms Demand Action for Gun Sense in America was just in Tallahassee. Florida is an outlier when it comes to gun control and it has become the petri dish where lobbyists like Marion Hammer have been outrageously successful in subverting even the most common sense gun control, and capturing this legislature. So what has been the result of the consciousness raising on this led by teenagers on our state legislators? While we are at it, how about ratifying the Equal Rights Amendment at last?

1. How many times have you been to Florida Keys Day? 2. What are you most looking forward to during the visit?

3. What’s the biggest issue that you’re hoping to hear about?

4. What’s a big question you’re looking to get answered?

5. What one item/issue would you bring to the attention of a legislator who’s never been to the Keys?

6. If you have a chance to share a word with the governor, what would you say?

That the growth in $15 an hour jobs all over the state is a start but it’s not enough to live on (see high intellectual capital jobs above) and we should consider both tax incentives for owners to rent second homes year-round for workforce housing as well as provide more assistance to families to obtain affordable child care. Too many of our lawmakers, both state and federal, are barely aware of the struggles to raise children and hold demanding jobs at the same time.

6. I’d like to see more economic development resources to help existing and new launch businesses grow in the Keys, I would suggest that conditions vary so widely in this state you have to allow a great degree of home rule, and the state must pay their fair share of taking lawsuits for the Area of Critical State Concern development caps coming in 2023.

5. Because the governor has proposed an increase in starting salaries for teachers, I’ve heard some people singling out the Keys for leading the state in this category. Don’t forget there’s a reason for that.

6. Take a hard look at what’s being proposed by NOAA.

1. This will be my sixth year attending.

2. Meeting with colleagues from across the county and with legislators and their staff to share our progress, raise concerns and discuss solutions.

3. How the legislature is preparing to support funding for our under-resourced college and for education in general.

4. Can Monroe County be treated as a sub-region for workforce purposes without being lost in a region that includes Miami-Dade County?

5. The deterioration of the affordable housing market while there seems to be a rise in the number of businesses.

6. Spend more time listening to folks in the trenches.

But a little history here: I remember, before Florida Keys Days, back in the ‘80s, there was an event in Tallahassee called Conch Day. I believe it was spearheaded by Sandy Higgs, Ed Swift, Bob Bernreuter and a few others. Bob Graham was governor and Key lime pie was always the centerpiece.

2. Everyone has different goals.

For me it’s a good opportunity to see what we can do to support state Rep. Holly Raschein. I’ll attend some Visit Florida meetings. And since state officials can sometimes be a revolving door, I’ll put faces with names as much as possible.

3. My two primary goals are to talk with the folks at Visit Florida and at the Department of Emergency Management. I want the state to know about the relationship the Monroe County Tourist Development Council has with Emergency Management. We pioneered a program to keep visitors informed about tropical storms and hurricanes.

4. In past years we’ve needed financial help with wastewater funding, but that’s pretty much resolved now. I think now, and this is just Andy Newman speaking personally for myself, I think it’s about water quality issues in the Everglades that can impact our marine ecosystem. That’s certainly one of the main spokes in the wheel when it comes to protecting our coral reef.

5. I’d want them to know how important it is for them to come down and visit the Florida Keys.

It must be hard to visualize and understand the issues we describe when you’ve never been here. And while I think the state of Florida in general is doing better at remembering that the Keys are down here, I’d sincerely invite the legislator to come see us.

6. At the last Florida Keys Days, shortly after DeSantis was elected governor, everyone from the Keys was with the governor for five minutes or so while we were arranging a group photo.

Well, I maneuvered my way over to be next to him, and I told him I truly appreciated what he’s doing with the South Florida Water Management District. If I get the chance again this year, that’ll be my message again because water quality is so critical for us down here.

She has experience in the tropical macroalgal flora of seagrass and reef communities in the Mexican Caribbean and south Florida. Her research focuses on evaluating the effects of land-based stressors on coastal ecosystems and their potential impact in coral reefs and seagrass ecosystems.

She uses macroalgal diversity, abundance, distribution and nutrient content in different spatiotemporal scales to evaluate drivers of phase-shifts in these ecosystems.

hen Melinda Van Fleet moved to the Keys with her husband, Ryan, she had to figure out how to make a living — and how to make friends. Professionally, her long-term goal was to get into sales, but she took odd jobs like walking dogs, cleaning condos and changing the letters at Winn Dixie to get by. Personally, though, she struggled to meet new people she got along with.

“When I moved down here, I knew no one. I really wanted to make friends, so I would drive up to Fort Lauderdale and Miami every evening for meetups run through meetup.com.”

On meetup.com, anyone can organize a social gathering around an interest. Themes can be anything from cooking to Italian speakers to widows in paradise. Others search the online database by interest and can actually attend events to make some friends with shared interests.

While the social setup was far from ideal, Van Fleet didn’t know what other options she had because there were no meetups in the Upper Keys.

She eventually found her social stride but wanted to do something to solve this problem for others. That’s why the self-starter came up with the idea to start her own.

So, Van Fleet started the “Share the Good Vibes” meetup group at the Village Square at the Trading Post in Islamorada. Her goal was to cultivate the environment she wishes she’d had when she first moved down, a place where cool people can come to meet other cool people trying to live their best life.

“I wanted to create a community where people connect and get to know each other and where there’s some self-discovery and personal development discussion,” explains Van Fleet.

Van Fleet encourages participants to leave gossip and complaints at home and only bring positive intentions. “How cool would it be if that was intentional,” she adds, “if people came with a positive outlook, wanting to do some self-work or personal development?”

“Share the Good Vibes” meets the first Thursday of every month in the garden space at the Trading Post. Participants share a group intention, take a few moments to “shake off the cobwebs from their day,” and then journal and share, if they want. The idea is literally to share the good vibes and positive happenings in each other’s lives.

“When someone shares what’s happened to them, other people chime in and say, ‘I’ve had a similar event happen to me, this is how I handled it,’ and everyone can walk away with a new technique or way of looking at things,” said Van Fleet. “That’s where the magic ‘a-ha’ moments happen, when people connect to each other.”

f you haven’t heard, it’s 2020. And if you are overhearing about how you should goal plan etc., I can empathize. I love goal setting (intention setting is the new buzz word) and even choosing a “word” for the year is good, too, and a hot trend.

But how do you handle your emotions and mindset when you don’t continue to work on your goals? When you ‘fall off the wagon,’ so to speak?

Or when you go for the goal and it doesn’t work out?

Here’s how I keep myself going: 1. I know it sounds cliché, but you must change your mind to focus on the positives and keep going through them. It may take a bit of time, depending on your mindset (practice this), but you can push through.

2. Call a positive friend or a coach to help with this if you need help. Make sure the friend is supportive. Explain what you need help on so they can help focus your mind on positives. You are not alone in this journey, and I can bet you that everyone has gone through something similar.

3. Have a big list (dream big people!!!) of other goals so you can start to focus on something else immediately. My list is HUGE, so when something didn’t work out, I was able to start something else right away.

4. Keep your list more general so you are moving forward, but if the exact goal doesn’t happen you won’t feel so defeated. I learned this last October after a tough month of pushing hard toward goals and they didn’t happen exactly as I had hoped, but I had still made strides of forward movement that needed to be celebrated.

5. Failures are good! Yes, you may think I am crazy, but failures are good. You always can learn from them and if you didn’t go for something (the Yoda in me is not a fan of the word “try”) you would never move forward. Bottom line — celebrate that you did something!

I saw this on Pinterest, and it reminds me that every day is a new opportunity to reach my goals: “12 New Chapters 365 New Chances Keep going!

Steelers’ Dunn talks football career, Super Bowl

t’s just past 1 p.m. on a Tuesday. At the OceanView Inn and Sports Pub, I have the chance to meet up with two-time Super Bowl champion Gary Dunn, defensive tackle of 12 seasons with the Pittsburgh Steelers.

Following an hour of stories, laughs, Super Bowl memories and a prediction on the game this year, we head out back to the pool for a photo op at the big chair. Those around the pool take notice.

“I got to get a picture myself,” said one gentleman sitting poolside.

Exiting the pool, a lady takes notice.

“You must be Gary Dunn,” she says.

Growing up in Miami and playing football at the U, Dunn was drafted by the Steelers in 1976. He went on to have quite the career, wreaking havoc on quarterbacks with the likes of Joe Greene and the vaunted defense.

It led to wins against the Cowboys in Super Bowl XIII and the Los Angeles Rams the next year in Super Bowl XIV. Serving as team captain for four years, Dunn ranks ninth on the Steelers’ all-time sack list.

In 1996, Dunn and college roommate and friend, Los Angeles Rams All-Pro Dennis Harrah, took to a new career as they purchased the OceanView Inn. Neither one had been in the business before, so they had to learn fast. And they did. Today, it’s a popular spot for locals and visitors.

“We said, ‘Well, here comes the school of hard knocks,’” Dunn said. “I remember I was here and saying, ‘Them trash cans are getting full. Who takes them out?’

They go, ‘You do.’ I go, ‘Where’s the trash guy?’ They said, ‘You’re the trash guy.’”

Name: Gary Dunn Have a fond memory of the OV? Dennis and I just bought the place two days ago. We were sitting just looking around when all of a sudden the door opened up. In comes a chicken flying around an older guy by the name of Rusty.

Feathers are going everywhere and Rusty’s chasing the chicken around here, knocking down tables. Everybody at the bar just sat here with their drinks. Dennis and I were like ‘What the hell was that?’ They go, ‘Oh, that was Rusty.

His chicken comes here all the time.’

What do you miss most about playing in the NFL? Number one thing, the guys. To play football, you build up to the big game on the weekend. There’s lots of ups and downs, and you wait for the game and you’re pumped up for it. It’s exciting to play. Regular life, you kind of just cruise along, you know?

How were you able to play 12 years as a defensive tackle?

Total luck. We played a four-man front, two defensive tackles and two ends. Half my career was there. I could stay pretty healthy doing that. Then they went to a three-man front and moved me to nose tackle, and that’s where I started to take a beating. I would say it’s like playing out in the middle of U.S. 1 here in traffic.

No matter what, someone's going after your legs. The stuff they used to do in my days, now they would throw you out for ...

How are you doing healthwise?

I’ve had a bunch of leg problems with knee replacements and infection. I’m on my fourth knee on my right leg. That’s been my main health problem, but I’m walking. They can’t just give you a pill. They have to take it out of your body and give you antibiotics. Back in the day when I played, if you tore the cartilage, they took it out. They operated on me for cartilage 10 to 12 times. The last four to five years, I played on legs with no cartilage. That caused a lot of damage and that’s affected me later in life.

What was life like after the NFL? It’s hard, especially to go back out. Football’s what you’ve done. A lot of time you think you know what’s going on out there

but you don't. The guys nowadays are making money. It's much different. Me, I couldn't sit there and retire. I had to go and make a living because I didn't have nearly enough money to retire. I came away with a little bit, enough to buy this place and buy a house. That’s about all I had.

Is the NFL doing enough to help players of your era? Nowadays, they got programs and things to help guys, which is good. They got a lot of stuff for the guys now that we didn’t have.

Pensions for guys like me, right now, there’s a push for the FAIR, Fairness for Athletes in Retirement Act, where they’re trying push the pensions of guys who played pre-1993 up to present-day pensions. Hopefully there’s a big push to do that. They’re all getting older anyway and won’t be around longer anyway.

What was your relationship like with the Rooneys? ‘The Chief,’ we called him, Art Rooney Sr.; talk about a classy gentleman. He used to live near the stadium and would walk to work.

And it wasn’t a great neighborhood on the north side of Pittsburgh. He’d walk through there and no one would mess with Art. One time in the off-season (it was funny as heck) I picked a postcard up. The Rooneys used to own horse tracks. I picked up this postcard and it was a horse’s ass. I said ‘What the heck is that?’ Turn it over, and it said, ‘Gary, I saw this and thought of you, Art Rooney Sr.’ We used to talk a lot.

How did your first sack go down? I’ll tell you who my first sack was my rookie year — Joe Namath. It was funny. I’m in there playing the Jets and I go. He sees me and he drops to the ground.

I basically sacked him with my foot. I launched myself at him. I was going to take him out. I went over top of him. I came to the sidelines and Joe Greene comes up to me and says ‘Hey rook, we don’t hit him like that.’ I said, ‘What do you mean?’ He goes, ‘He’s good for the game. Wrap him up, lay him down.

Don’t take him out like that.’ I was like, ‘I'll be damned.’

Is there a quarterback today you wish you could get after? QBs nowadays, shoot, they’re all so fast. I don't think I could sack any of them. Especially Lamar Jackson. Forget it. I hate playing against that, especially as a lineman. You're finally getting through the pass rush, and you’re working your whole 300-pound pizza, and you take that pizza to the QB and he gives you a juke and he’s gone.

What defensive player today impresses you most? Nick Bosa is really good. JJ Watt is one of the more impressive guys I’ve seen.

Your dream team defensive line would be? I would have to go with guys we had on our team: L.C. Greenwood, Joe Greene, Dwight White and I’ll also go with Ernie Holmes in his prime.

Those guys, when they came up to Pittsburgh, they were impressive.

What was the feeling playing in your first Super Bowl? It was awesome. The game got pretty tight with the Cowboys. You go to the game and you’re excited, all of sudden when you’re going, you go, ‘You better win the thing.’ There's no reason to go all the way and not win the thing. What I also found out is champagne stings your eyes pretty good. I’m in there and they’re shooting them in my eyes.

Nowadays, they all wear goggles.

Were the emotions any different the second time around? It was still great. It’s so hard to get there. Planning January 22, 2020 ANNUAL PROGRESS REPORT The City of Key Colony Beach is a ½ square mile 285 Acre oceanfront residential island which takes floodplain management very seriously.

Damage reduction activities are a major priority.

Our city is part of the Monroe County and Incorporated Municipalities Local Mitigation Strategy Group and has been since its inception in the 1990’s and attended by myself during the last year as new CRS coordinator.

This evaluation report was prepared by the City’s Building Official/CRS Coordinator who works together with the Mayor/ City Administrator on all city projects, daily operation of the city and all legal issues.

This document will be printed under legal notices in the Marathon Weekly newspaper in the 1st available issue and posted on City Hall and Post Office bulletin boards. After printed legal notice has been published the document will then be submitted and reviewed by the City Commission at their next available scheduled meeting.

The public/reader may obtain copies of this annual report and original LMS documents at city hall during regular working hours.

There are seven damage reduction activities listed in the LMS 2010 Revision for the City of Key Colony Beach under Section 10.4 on page 10-10.

This section of the report will briefly address each for the year July 1st 2016 through December 31, 2019.

1. The Comprehensive Plan objectives and policies have been followed and the city has granted NO land use amendments that would increase the land use density and intensity that would have further burdened the countywide hurricane evacuation plan.

2. There were NO City expenditures for infrastructure in the V-zone that would encourage increased private development.

3. The City of Key Colony Beach Disaster Preparedness Committee, composed of residents and City representatives, coordinates with the County on emergency management activities such as planning, response, recovery, and mitigation. It provides its own public information program, disaster command center, and emergency supplies. We had a countywide hurricane drill and monthly Hurricane Preparedness Meetings.

4. Post-disaster redevelopment is addressed in the Coastal Management Element of the Comprehensive Plan, recognizing that redevelopment may require greater building setbacks and elevations, and installation of dunes rather than seawalls.

There was no post-disaster redevelopment to date.

5. The Building Code requires buildings to be designed to withstand the forces of 180 mph winds (assumed in any direction and without regard to the effects of shielding of other structures). In addition all new construction, additions and alterations require: a. double hurricane straps over top member of each roof truss end b. new ¾”CDX Plywood roof sheathing minimum c. 75% of all exterior walls must be reinforced concrete and reinforced masonry This year these rules and others were enforced and verified on 360 building permits including 4 new duplex and 18 new single family homes.

6. Post disaster assessments are required by the Building Department to determine whether demolition versus repairs are appropriate given

the level of damage; buildings damaged more than 50% must be rebuilt to current codes.

Assessments following Irma are currently underway.

7. The Land Development Code requires that all existing mangroves be maintained to state requirements; use of seawalls is restricted and new oceanfront development shall include dune planting plans.

Mangroves have been trimmed, no new seawalls have been installed and there was no new oceanfront development.

All objectives have been improved upon and further mitigation will be accomplished when funding is available for our small city.

Grants are constantly sought.

Recent Projects 1. The City has constructed a new reinforced concrete causeway bridge to improve its ability to withstand storm surge.

2. The City has its own sewage collection and treatment system, which is operated by the Wastewater Treatment Plant Operator. The sewage treatment plant is subject to storm surge flooding but has been recently retrofitted and capable of operating at 2018 requirements. A generating system has been added for emergency operation and 30% of our effluent is converted to potable irrigation through our reverse osmosis and storage system. All lift stations and lines are continually being retrofitted and monitored for infiltration.

3. The entire City Hall/Post Office complex has been retrofitted and flood proofed to current requirements.

4. Several properties were purchased by the City and converted to open space and in July 2013 one City building was demolished and converted to parking and a park.

5. The City’s master storm water control project includes swales, retention ponds, and deep injection wells which were designed, installed and monitored by the South Florida Water Management District, FL Department of Environmental Protection, and the U. S. Environmental Protection Agency. As of this date, the citywide project is approximately 80% complete.

The City recently completed phase VI on West Ocean Drive.

6. The City is currently having plans drawn up for the 100% completion of our storm water project.

7. A new reverse osmosis system and building ($1,100,000.00) was completed in 2015 converting treated wastewater into city park irrigation water. (50,000 gallons daily) 8. The entire ¾ mile of our main entry road, Sadowski Causeway, had all of its utilities transferred from overhead to underground and has been resurfaced 9. The wastewater treatment plant is currently being upgraded to future treatment requirements at a cost of over five million dollars.

10. The wastewater treatment plant is installing a new UV system to bring effluent matter to standards.

Future projects include the 100% completion of our stormwater project, wastewater improvements, additional reverse osmosis irrigation, building mitigation and the purchase of additional open space when available.

MYSTERY CORAL DISEASE Responses to the Stony Coral Tissue Loss Disease WHITNEY WEMETT www.keysweekly.com

na Zangroniz, Miami-Dade County extension agent at UF/IFIS Sea Grant Extension, joined Coral Restoration Foundation for a recent “Sips and Science” lecture. The scientist used humor to discuss what is actually a very serious topic, the stony coral tissue loss disease (SCTLD) currently affecting the Florida Reef Tract. Her talk got into what SCTLD is and some of the response efforts underway.

Zangroniz began by asking people in the room to stand up and indicate how many years they had been diving. The crowd thinned as she asked, “10 years? How about 20 years? How about 30? 40?” The last man standing in the room had been diving for 45 years, most of those in the Keys. Her point in all this was to show how many people are familiar with the underwater world, but might not know about the distressing impact SCTLD has had in recent years and how it has changed the local reefs.

Since September 2014, the Florida Reef Tract has been affected by this devastating coral disease. While disease is normal at background levels on any coral reef system, this specific tissue loss disease is much more severe.

The disease’s name describes the sometimes-quick death that ensues on the affected stony corals; live coral tissue develops lesions which grow as more tissue sloughs off and dies, said Zangroniz. The pathogen moves across the coral colony, eating away all living tissue and leaving just the dead coral skeleton. This skeleton will eventually be overtaken by algae and sponges, making it uninhabitable for future coral. This has turned live reefs into coral graveyards in a matter of months.

To the surprise of many in the room, the initial outbreak started outside of Port Miami in 2014 during a dredging project. The disease spread north, riding the Gulf Stream, and south into the Keys. Scientists hypothesize this waterborne pathogen may have spread into the Keys via ballast water, vessels or scuba diving equipment.

Reef Tract, with the Dry Tortugas being the only area not yet affected. Contrary to most known coral diseases that thrive in warmer months and only affect a few species, SCTLD persists through all seasons and has affected nearly half of Florida’s stony corals, said Zangroniz. These corals, which are the reef-building coral that lay the foundation for the entire reef system, often suffer complete mortality within days to months.

An attendee asked what was on everyone’s mind: what is it and why can’t we stop it?

“I don’t know if we will ever truly know the cause of it,” Zangroniz said.

“I think we are five years into a 10year event.” The disease’s identity still stumps scientists, but they aren’t just sitting by, she said. Rather, they are using the knowledge that they do have — that the mystery pathogen is water-borne and reacts to antibacterial treatments and firebreaks — to test out various treatment methods.

Many agencies and universities have partnered in response to the disease, said Zangroniz. She described how, of the countless treatment methods tested, the most successful has been a specially formulated amoxicillin designed by experts in coral disease from around the world. This antibacterial paste was tested in a controlled lab before being applied to affected reefs.

Adding trenches or firebreaks to treated areas has also proven effective, she said. A portion of live tissue is sacrificed to contain the bacteria and treated corals on the lesions.

Zangroniz said monthly monitoring has shown that this treatment was successful in stopping the disease’s progression.

Zangroniz concluded with a broader view, describing how successful treatment models are being closely watched by Caribbean countries facing their own challenges with manpower and funding for a similar tissue loss disease event.
