days at sea, sailing 2,000 nautical miles from the Galapagos Islands to Easter Island aboard a 72-foot boat.

“This is a dream come true for me,” said Wavra, who grew up on a Christmas tree farm in North Carolina and has always felt a deep connection to the outdoor world as well as a fierce need to leave the world better than she found it.

The Exxpedition features two “x chromosomes” in its logo. All-female crews conduct worldwide research through a series of sailing “legs” in various regions. The project has been described as a collection of “all-female science voyages to make the unseen seen, from the toxics in our bodies to the plastics in our seas.”

Wavra was selected to join Leg 7, and will arrive in San Cristobal in the Galapagos around Feb. 13. Weather permitting, she and nine other women, including a few professional captains and mates, will

depart the Galapagos on Feb. 17 and set a southerly course for Easter Island, off the coast of Chile, that’s known for its ancient and towering stone heads.

Along the way, the crew will sail through the South Pacific Gyre, an area of ocean currents that lead to it being a plastic accumulation zone.

“We’ll do fish dissections to see what they’re ingesting and we’ll be sending samples of microplastics back to a lab that can trace the plastic’s origin,” said Wavra, who launched a Go Fund Me page to help raise money for her self-funded adventure. The Exxpedition is a nonprofit organization, so each crew member is responsible for raising about $11,000 for the trip. Wavra is about halfway to her goal. t the first BOCC meeting of 2020, the county commissioners authorized Mayor Heather Carruthers to execute funding agreements related to FEMA Flood Mitigation Assistance (FMA) grants to the owners of five properties in Key Largo, Marathon and Key West. The commissioners held the agenda item to make a further point about funding that’s still available to other property owners under the programs.

“I held these two agenda items for an explanation from Karl. I’m excited about these because we’re getting some real money to help our residents,” Carruthers said.

Karl Bursa, Monroe County’s chief of floodplain regulatory operations, updated the commissioners on the status of the five properties: “These are flood mitigation grants from FEMA. These five projects have been accepted by the DEO and are now in their final approval state,” he said. “This is money that helps residents, individuals elevate above the floodplain. Feds pay for 75% of it, and sometimes more for vets. That’s the bulk of it.”

Commissioner Sylvia Murphy confirmed that the remaining 25% of project funding will come from property owners themselves.

Bursa hopes to expand the successful federal cost-sharing program to others who qualify.

“We hope this will be the first step in a much wider program,” he said. “It’s the spearhead project.”

Additionally, he noted, the mitigation and renovation efforts will be a net benefit to the entire community by removing properties that could inundate neighbors.

“This really helps our entire community,” he said.

Commissioner Michelle Coldiron queried, “Is it too late for residents to apply?” Bursa said that it wasn’t. “It’s a revolving door of funding. The funding pool from Irma is closing down, but Michael still has a pool.”

Bursa explained that his department hopes to continue to pull actively from the funding pool to help Monroe County residents get ahead of the storms by building more resilient buildings that sit above the new floodplain base elevations.

Coldiron continued, hinting at the intent behind some of her questions. “I know a lot of this, but I’m asking for the benefit of the public — is it just for unincorporated Monroe?” Bursa confirmed that the funding is available for anyone in Monroe, both in the municipalities as well as unincorporated county lands.

The commissioners noted that active military, law enforcement and other public service officers are eligible to receive an even higher federal cost-share; all of the approved contracts showed FEMA funding for 83% of total project costs.

WOMEN OF WONDER CUSTOM HOUSE EXHIBIT CELEBRATES WOMEN’S ARTWORK

ey West Weekly draws your attention this week to a Facebook post and subsequent comment thread that got people’s attention and started conversations, online and in real life.

For those who missed the original post or decided to add their two cents without knowing the impetus, here’s what happened: The Key West Mayor’s Ball took place on Saturday, Jan 18, when nearly 200 folks in formalwear filled the grounds of the stately Southernmost House Hotel. Proceeds from ticket sales were shared among three local charities dedicated to helping local children. Food was donated and prepared by the Key West Iron Chefs to maximize the benefit to the charities.

Just outside the event stood two sign-waving protesters from the Key West Rip-Off Rapid Response Team, the group that’s been picketing and protesting the tactics and activities of downtown cosmetic shops for more than a year.

The picketers at the Mayor’s Ball were attempting to draw attention to the fact that the owner of the Southernmost House Hotel, Michael Halpern, also owns a building in the 100 block of Duval that he rents to one of the cosmetic shops in question.

Representatives from the recipient children’s charities attempted to speak with the

protesters and inform them the ball was a charity event for local children.

Cheryl Cates, who made clear in her post that she had not attended the ball, chastised the picketers without naming them, and the resulting outcry drew a formal and public apology from Bruce Mitchell, co-founder of the Rapid Response Rip-Off Team, as well as a $1,000 donation to each of the charities represented at the Mayor’s Ball: Kids Come First, Michelle’s Foundation and Wesley House Family Services.

“We were not protesting the mayor, the Mayor’s Ball or the great charities it supports.

Rather, we politely brought public discussion of the rip-off shops and (the people) who rent to them to a very influential group of Key West citizens,” Mitchell wrote in a widely circulated email and online apology. “Thank you to many of the attendees who voiced their support for the fight against the rip-off shops, and again my apologies to any attendee who was offended by our actions. I am truly sorry. To demonstrate the sincerity of this public apology, I am donating $1,000 to each of the charities the Mayor’s Ball supports and thank all of those who attended.

ey West Art & Historical Society’s art exhibition, “From a Woman’s Hand,” launched Jan. 17 and will be on display at the Custom House Museum through March 22. The exhibit features paintings, sculptures, photographs, drawings, prints, textiles and ceramics created by female artists.

Drawn entirely from the Keys community, the exhibit illuminates

the remarkable achievements of women artists, addressing the gender imbalance in the art world. This is particularly important as 2020 marks the centenary of women’s suffrage in America. e think we know all about something, someone or an organization. Often, these conventional beliefs are inaccurate or flat- out wrong. Jack Niedbalski, executive director of Habitat for Humanity of the Upper Keys, explores some of the common misconceptions about Habitat.

Myth: Habitat for Humanity was founded by former President Jimmy Carter.

Fact: Habitat for Humanity was founded in 1976 by Linda and Millard Fuller after pioneering a low-cost housing program in rural southwest Georgia. It is an ecumenical Christian housing organization, dedicated to the elimination of poverty and substandard housing worldwide. Jimmy Carter became involved with Habitat for Humanity International in 1984 when he and Rosalyn Carter helped renovate a 19-unit building near their hometown. He has become its highest-profile proponent.

Myth: Habitat for Humanity builds or renovates homes and gives them to people in need.

Fact: In the Upper Keys, Habitat for Humanity builds a home and sells it to a qualified family on a 30-year, no-interest mortgage.

The Habitat affiliate has a buy-back option should the family need to sell or leave the area.

Myth: Anyone in need can apply to buy a HFHUK home.

Fact: The potential homeowner(s) must pass a qualification process in order to be put on the list of qualified families. The head of household must work in Monroe County, must partner with Habitat by volunteering a required number of hours for Habitat activities, must demonstrate a need for safe, affordable housing and must be able to pay a mortgage, taxes and insurance. Household income must fall between minimum and maximum levels based on Monroe County guidelines for the number of people in the household.

Myth: Potential homebuyers must be or become a certain religious denomination to qualify.

Fact: Habitat follows a nondiscriminatory policy of homebuyer selection. Habitat home ownership is open to any family regardless of religion. There is no requirement to be a member of, become a member of, or practice a religion.

Myth: Donations to Habitat for Humanity International from Keys residents will eventually end up at their local Habitat office.

Fact: Local Habitat offices are called Habitat affiliates, with each affiliate operating independently as a nonprofit organization. Affiliates coordinate all aspects of Habitat home building in their local area, including fundraising, building site

selection, family selection and support, house construction, and mortgage servicing. Almost all of the funds raised for HFHUK’s Building Fund are from the local area. Few funds are allocated from Habitat International, and those primarily occur for recovery from natural disasters. Funds raised in the Keys stay in the Keys.

HFHUK’s Building Fund comes from several sources: individual contributions; donations from businesses in the way of money, products or, services; fundraisers; and profits from the Habitat ReStore in Key Largo. To donate gently used home furnishings to the ReStore, call 305-453-7855.

E

ven under ideal circumstances, school bus stops and schedules are complicated equations of cause and effect.

With buses and drivers serving multiple schools, every action in one area produces an equal and opposite reaction elsewhere.

A later start time at one school requires an earlier start elsewhere.

Monroe County School District transportation officials have balanced these tedious equations for decades, adjusting stops and schedules, and ultimately getting thousands of students to and from school.

But today’s circumstances are far from ideal and are about to worsen.

In addition to the persistent and nationwide shortage of school bus drivers, the replacement of Cow Key Bridge in April will involve regular lane closures that are likely to cripple traffic at the nexus of Key West and Stock Island.

Randy Fabal, transportation director, and Pat Lefere, executive director of facilities and planning, on Jan. 21 outlined the anticipated challenges for members of the Monroe County School Board and recommended changing the start times for four Lower Keys schools come April.

“Traffic remains the big unknown,” Lefere told the board. “We don’t know the extent of the impacts, if any.

But by changing a couple of schools’ start times, it opens us up to more efficiency.”

They’re suggesting the board change the start times of Sugarloaf and Gerald Adams from 8 a.m. to 7:30, a move opposed by several Sugarloaf parents who have shared on social media their concerns about dark mornings at bus stops, exhausted kids and earlier bedtimes.

Key West High School students could sleep for an extra hour, as the high school would start at 8:45 a.m., instead of 7:30. And Horace O”Bryant would start at 8 a.m. rather than 8:45.

No vote was taken Tuesday, but will be at the next board meeting, in February, Acting Superintendent Terri Axford said.

Meanwhile, the district desperately needs bus drivers, many of whom moved away following Hurricane Irma.

A nationwide driver shortage stems from a variety of factors, including limited work hours and high barriers to entry, Mike Martin, executive director of the National Association of Pupil Transportation, said in a 2019 report. “Drivers generally need a commercial driver’s license, which requires training, sometimes without pay.

“Unless you have something to fill in the gaps (between drives), you can’t make the money you need to support your family,” Martin said. “These days, most people are looking for some kind of regular, full-time hours.”

The local school district recently made two of its bus driver positions full-time jobs with benefits, but still struggles to provide drivers to sporting events and other activities.

CLAYTON LOPEZ RECALLS SEGREGATION IN KEY WEST

C

ity Commissioner Clayton Lopez was in middle school when Monroe County schools integrated. He finished sixth grade at the all-black Frederick Douglass School and then started seventh grade at a newly integrated Horace O’Bryant School.

“There’s a big difference between sixth and seventh grade anyway, and then add the cultural change of integration on top of that. I didn’t do well with the transition initially,” Lopez said on Jan. 17 while speaking to students at the new Island Prep Charter High School on Flagler Avenue.

In honor of the Jan. 20 holiday honoring Martin Luther King, Jr., school officials asked Lopez to share some of his experiences and memories of a different time on a different island in a different world.

“These are some of the things we endured.”

“I WOULD NOT HAVE BEEN LEGALLY ALLOWED TO MARRY THE WOMAN I LOVE PRIOR TO 1977, WHEN MIXED-RACE MARRIAGE WAS ALLOWED.”

KEY WEST CHAMBER URGES COOPERATION FOR COMMUNITY GOOD

D

uring its first meeting of the new decade, the Key West Chamber of Commerce board of directors unanimously endorsed the proposed Wrecker’s Cay workforce housing project on Stock Island and encouraged commissioners in Key West and Monroe County to approve the project as proposed, with emphasis on median- and moderate-income categories.

“This housing complex addresses a need that is not being met by the new low-income housing that’s coming online,” says Mike Morawski, immediate past president of the chamber and chair of the organization’s workforce housing committee.

“We have teachers and nurses and first responders whose salaries are too high to qualify for units on College Road, and they’re getting squeezed in the middle. Wrecker’s Cay satisfies this acute need and will do so quickly.”

If built, the nearly 300-unit Wrecker’s Cay would represent the largest Key West-area housing project in 50 years to concentrate on median- and moderate-income housing.

Its developer is financing the project without benefit of tax credits and believes units could come on line 12 months from approval.

“This is critical to so many areas of workforce in Key West but especially so in healthcare,” said David Clay, CEO of Lower Keys Medical Center and an executive committee member of the chamber board. “Health care in the Keys will be diminished if we don’t create more housing in this category.”

The Monroe County planning staff has green-lighted the Wrecker’s Cay project but last-second hurdles have been introduced, including the county’s request to borrow building rights from Key West, and appeals by commissioners to expand low-income units.

“We urge the city and county to come together in the interest of our workforce,” said Greg Sullivan, president of the Key West Chamber board and regional manager for Waste Management. “These opportunities don’t come along very often and it’s critical they act now so the opportunity doesn’t expire.”

The Key West Chamber of Commerce has represented business interests on the island for more than a century. It is governed by a 21-member board of directors representing the largest private employers in Monroe County and observing a mission to serve its members and maintain and promote a viable economy for the businesses and working people of Key West.

r. Henry Waterhouse and his son left their home in Vermont hoping the warmer climates found in the West Indies would help to fortify the doctor’s health. They would arrive in Key West during the hot summer months of 1828. A doctor by training and practice, Waterhouse opened an island practice, but also served the community in other capacities. For one, he served as the newly incorporated city of Key West’s treasurer.

From a handful of first-hand observations about his time at Key West, Waterhouse demonstrated himself to be, while perhaps a bit socially awkward, the kind of man who cared about the welfare of the people around him. When rumors of an outbreak of smallpox were reported at Havana, Waterhouse, understanding the close working relationship between the ports at Havana and Key West, had the foresight to stock up on the vaccine.

Subsequently, it would be posted in the Thursday, March 19, 1829, edition of the local paper that Dr. H.S. Waterhouse “has procured from the government hospital at Havana, a supply of pure, fresh vaccine or Cow Pox Matter to inoculate those for smallpox who may desire it.” Shots became available the following Saturday, on March 21, as advertised, to all those who stopped by his office.

Waterhouse is said to have possessed a vast book collection, considered the largest on the island. Water-

house is also seemingly compared to the fictional character of Ichabod Crane, from Washington Irving’s “The Legend of Sleepy Hollow,” published nearly a decade prior, in 1820. Like the willowy Crane, Waterhouse was described as having “a sallow complexion and cadaverous expression, with the contours of his mouth altered by an ill-fitting set of false teeth which he assured his friends were manufactured from the tusk of a hippopotamus. His erudition and flawless diction earned him the nickname of ‘Dr. Syntax.’”

Waterhouse would go on to serve additional community posts, including that of Key West’s first postmaster.

The island’s post office was established at the corner of Caroline and Front streets. He began his post on Feb. 18, 1829. He would resign his duties several years later when he moved to Indian Key sometime in late 1833 or early 1834. The arrival of a doctor at Indian Key must have made him a welcomed addition to the island’s growing population.

Waterhouse replaced Indian Key’s first postmaster, Silas Fletcher. Tragically, Waterhouse’s time at Indian Key would be short-lived. A story in the Key West Register, dated Jan. 24, 1835, reported, “On Saturday last about 9 o’clock p.m. a rumbling noise was heard in a W.N.W. direction from this place and in a short time a violent rush of wind followed which continued near 10 minutes with great force than has ever been felt here for many years.

The schooner Fair America was blown upon the beach, near Browne’s wharf and several boats were injured. To windward the blow was sensibly felt and some damage done, and several lives lost among which we lament to mention the drowning of Dr. H.S. Waterhouse and his little son near Indian Key.” The follow-up to the story would provide additional information. “Dr. Henry S. Waterhouse and his son, residents of Indian Key left the island on Saturday Evening the 17th instant in a boat on an excursion of fishing. The following morning it was discovered that they had not returned — boats were immediately dispatched in search of them, the boat in which they went was very soon discovered bottom upwards, and on further examination during the day, the body of the doctor was found and brought to this island this day interred. No discovery has yet been made of his son. It is the general opinion that the boat capsized in a very severe squall which occurred during the evening they left the Key.” Brad Bertelli is curator of the Keys History & Discovery Center.

onroe County will host representatives from the U.S. Census Bureau on Thursday and Friday, Jan. 30 and 31, to provide information about the upcoming 2020 Census.

The meetings will take place at 5:30 p.m. on Thursday, Jan 30 at the Harvey Government Center in Key West. The Marathon meeting will take place at 10 a.m. Friday, Jan. 31 at the Marathon Government Center; and at 3 p.m., a meeting will be held in Key Largo at the Murray Nelson Government Center.

After providing information about the census process, privacy of your data and more, the representatives will hold an open question-andanswer session with the public. Monroe County encourages anyone who would like to assist in the census effort or those with questions or concerns to attend and find out more.

he Southernmost House and Rotary Club of Sunset Key West will host the fourth annual Manny Madruga Domino Tournament at 5 p.m. on Saturday, Jan. 25, once again to honor the late prosecutor and friend to so many, and to raise funds for a criminal justice scholarship for a KWHS senior in his name as well as local suicide awareness and prevention efforts.

Madruga was a beloved member and past president of the Key West Sunset Rotary Club and participated in a Rotary district leadership capacity, lending his leadership to all Keys Rotaries.

Last year, thanks to generous contributions, the community and Rotary Club were able

to do much good in furthering the need for awareness of this tragic public health concern.

In addition to the third $6,000 scholarship in Manny Madruga’s name, the club was able to contribute to local suicide awareness programs.

Individual table sponsorships are available for $250 with a graphic/ad at the table.

Table sponsorships will include two players. The players will receive dinner, drink tickets and cigars. If more than two people wish to play, a lottery will be held. Those who are not playing may still attend the event for a $20 donation that includes dinner.

RED BARN CHOOSES CHEKHOV FOR ITS 40TH

R

ed Barn Theater could rest on its laurels for its 40th anniversary season and deliver safe, classic content.

Fortunately for Key West, Red Barn Artistic Director Joy Hawkins knows how dull that would be. Instead, the theater continues to live up to its reputation for finding contemporary creative works that, until recently, could only be seen in New York. Their latest offering, “Life Sucks,” written by Aaron Posner and based on a Chekhov classic, is directed by Hawkins and features seven characters mining their daily tribulations and stumblings for deeper meaning.

Anton Chekhov’s “Uncle Vanya” originally premiered in Moscow in 1899. The play portrays an aging professor who visits his family’s estate with his much younger wife in tow. The professor’s brother-in-law — the namesake Vanya — and his wife have long managed the estate and greet the returning family members with open arms, but with a whiff of trepidation and self-preservation.

Each is fighting their own internal battles, something Chekhov utilizes to deftly comment on eternal conflicts of love, longing, lust and malcontent.

Posner’s spin on “Uncle Vanya” comes in the form of “Life Sucks.” The basic bones remain. Uncle Vanya is still Uncle Vanya, and the seven characters grapple with the same existential crises that plagued the players over 100 years ago. The fact that these moral and emotional quandaries have endured a century can either be seen as depressing or as a timeless meditation on what it means to be human. I choose to go with the latter.

What’s changed is the tone. Posner’s play possesses the snappy banter found on modern stages and periodically breaks the fourth-wall with humorous side commentary or questions for the audience. For the scripted content, though, the play carries, but doesn’t quite crackle. “Life Sucks” opened to rave reviews from The New York Times, and the like, and was nominated for a Drama Desk Award in 2019. But there are moments of dialogue that sound a bit like a middleaged mother (like, *ahem* me) using overly youthful slang.

The actors, however, deliver the lines with a wink and a nod, playing the tune perfectly. Karl Stahl is perfect as The Professor— he holds court bellowing in full professorial, pompous glory. George diBraud quietly carries the show as voice-of-reason Babs, the glue holding this soul-searching family together. David Black balances the misguided anxiety and dark comic relief of Uncle Vanya, while Jessica Miano Kruel buoys youthful heartsick angst with humor in the role of Sonia. Aaron R. Duclos makes his Red Barn debut as Dr. Aster, a man constantly competing against himself, and somehow losing. His performance is a strong mix of pathos and humor. Susannah Wells, as Ella, The Professor’s wife, keeps the mood light with a sexy effervescence, in spite of her character’s own challenges in deflecting unwanted male attention. Caroline Taylor bounds onto the stage as Pickles, the play’s comic ringer. She plays her moments in attuned quirkiness, finding the right flavors of off-beat humor and unexplored grief. Overall, the ensemble is strong and has a visibly good time with the material.

There is melancholy in the material, but the play is ultimately more comedy than tragedy. After all, we’re all in this together as the emotional stakes presented onstage are ageless and universal. This is where the play begs for a closer that “Life” indeed does not “Suck.” I’m not falling for that, but I will say that Posner’s play, as presented by the team at Red Barn, illustrates the classic ups and downs of life and love with a generous spirit.

ringe Theater will honor Black History Month on Feb. 6 and 7 with a staged reading of August Wilson’s “Ma Rainey’s Black Bottom” at the William Weech American Legion Post 168, 803 Emma St. The post was built in 1951 to honor AfricanAmericans killed in the World Wars.

The Pulitzer Prize-winning Wilson wrote 10 plays, each set in a different decade to chronicle the 20th century African-American experience. Mixing fact with fiction, “Ma Rainey’s Black Bottom” opened in 1985 to critical acclaim and won the New York Drama Critics’ Circle Award for Best American Play as well as a Tony Award nomination for Best Play.

Born to vaudeville parents and often called the Mother of the Blues, Rainey toured successfully throughout the U.S., recorded more than 100 records and was known as a shrewd businesswoman.

“Ma Rainey’s Black Bottom” is set in a recording studio in 1927 Chicago. The band has gathered to record Rainey’s own version of a popular dance known as “The Black Bottom.” Tensions rise among the band members when an ambitious trumpet player sets in motion an irrevocable and tragic outcome.

Fringe Theater’s reading features Clayton Lopez, Joan Leggett, Gil Parker, Richard Quint, Eva Parker, Jerry Ginsberg, Bob Capetta, Tim Dahms and Ervin Gallo-Tumm.

hey’re economic drivers and protectors to the natural reef. Look no further than Spiegel Grove in Key Largo and the Vandenberg in Key West.

In Islamorada, leaders in the diving industry want to see that same impact with a shipwreck in the waters. Led by Joe Weatherby of Artificial Reefs International (ARI), a group of divers visited the Jan. 9 meeting of the village council to discuss the benefits and how the village would need to be involved to make it happen.

“I’m very optimistic about the power of artificial reefs,” Weatherby said. “I’ve consistently underestimated results that come from this kind of activity. This is the kind of economic development that comes with no overhead and no costs.”

ARI is bringing more than 25 years of experience in highly competitive, marketdriven industries such as artificial reefing, scuba diving, water sports, fisheries and sailing. Weatherby said, every ship ARI has submerged is deployed properly, is clean and complies with regulations to produce happy tourists and exceptional scuba diving.

In order to do the project, Weatherby told the council that a municipal entity needs to hold the permit. As for project costs, the village wouldn’t need to pay anything.

Weatherby said he’s working with Marathon on a big project that he’s proposing for Islamorada.

“We’re going to go out and pay for and deploy off of Islamorada,” Weatherby said.

Council members including Jim Mooney expressed interest.

“It’s a proven fact that it’s working throughout the Keys,” he said. “I got cool pictures of all of them. I have so many friends who fish and dive these wrecks. It works with the environment. It turned out to be good, creating growth and fish and a habitat for humans and animals.”

Capt. Spencer Slate is a dive shop owner of 42 years. He also served as project manager of the Spiegel Grove project. Following the ship’s sinking, NOAA’s Bob Leeworthy and he conducted stops to get head counts.

He said stats they compiled showed more than 70,000 dives in the first 18 months.

“Most dive shops charge $100 for tanks and a dive. TDC rolls that over five times between lodging, food and supplies. It’s contributing almost $80 million a year, and that’s less than 18 months.”

John Bruen, a dive instructor at Key Dives, said they’re looking to sink a military shop that has some historical value to draw people from all over the world.

“The goal is to make this project for the whole community of all of Islamorada that will benefit recreational divers, tech divers and fishermen,” he said.

Mark Rusco, a Tavernier attorney who has practiced law since the ’80s, said he’s handled diving-related cases as far west as Guam and as far east as the Virgin Islands.

Rusco spoke to the council about potential liability, of which he said the village would have very little. He said there are two types of liability: personal and environmental.

“If you think about it, millions of dives on Spiegel and others, and having access to that environment, there’s only five to six cases where people filed lawsuits,” he said. “They never named Monroe County, which was the owner of those vessels.”

With the village council’s interest in a dive wreck, Village Attorney Roget Bryan said there’s some due diligence that needs to be done on the staff end.

“We want to make sure we’ve reviewed appropriate documentation,” he said.

Lisa Mongelia, executive director of the History of Diving Museum, told council that everyone’s seen changes to the reefs over time between human activity and storms.

She said an artificial reef will provide some benefits to the natural reef.

“It will give relief to the reef system as it is growing and still bring tourists to Islamorada and the Keys to enjoy what we have under our waters to see,” she said.

Weatherby said approval from the National Marine Sanctuary also would be required.

END OF AN ERA ROSS TO RETIRE FROM MARC AFTER MASTER CHEFS CLASSIC

H

e calls it a “Key West retirement.”

“I’m retiring from my first full-time job, but keeping my second full-time job,” Gordon Ross said, laughing last week over lunch while fielding calls and answering texts about deep fryers and ticket packages for the final Master Chefs Classic he’ll coordinate for the nonprofit Monroe Association for Remarkable Citizens (MARC).

The culinary competition that takes place Sunday, Jan. 26 on the pier at Margaritaville Resort is the largest annual fundraiser for the organization that provides life skills and services for intellectually disabled adults in the Florida Keys.

For the past 13 years, Ross has worked from 8 a.m. to 5 p.m. handling MARC’s donor development and public relations, and for the past seven years, he’s gone straight from his office there to the front desk at Island House men’s guesthouse, where he works most nights until midnight.

The Ohio native moved to Key West 49 years ago.

“August 26, 1970,” he said with no hesitation. “I had just graduated high school in Rocky River, Ohio.

My tentative plan was to be a marine biologist, starting at the junior college down here.”

The science career didn’t work out, but the social life certainly did.

Ross tended bar, spent some time with Tennessee Williams and eventually started raising money for Key West’s countless charities.

“My friends were all performers, musicians, drag queens, you name it,” Ross recalled. “We always wanted to help, but we didn’t have any money to donate.”

Enter Gordon Ross & Friends, an annual variety show that for 19 years raised money for AIDS Help, while Ross coordinated other performances for other charities.

“I like to do events that make people say, ‘I really want to be here for this again next year,’” Ross said.

“And I know we’ve accomplished that with Master Chefs’ Classic.”

The culinary competition is open to any chef, restaurant, caterer or food service business that wants to enter a dish in one of three categories: appetizer, entree or dessert. Contestants prepare 375 tapas-sized pieces of their entry, Ross said, “So all attendees are guaranteed to get plenty of food without places running out, and tickets include unlimited food and wine.”

“The success of the Master Chefs’ Classic is largely due to the support of Diane Schmidt and her food-and-beverage team at Margaritaville Resort,” he said.

“I’m just thrilled that after this event, when I retire, I’ll be able to approach people without them turning away, assuming I’m about to ask them for money — because I always was.

“I’ll still be asking hotel guests for money, you know, at my second full-time job, but at least they’re getting a room key from me.”

he grown-ups had a fine time in their formal wear at the Jan. 18 Key West Mayor’s Ball, but it was the kids of the community who reaped the benefits of the ball.

Hosted by Michael Halpern of the Southernmost House Hotel and catered by the Key West Iron Chefs, the ball included dinner, drinks and dancing under the stars.

All proceeds from ticket sales and additional donation opportunities will be divided among three local children’s charities. Kids Come First provides school supplies, clothing, prom dresses and other “extras” to lowincome students. Michelle’s Foundation provides tutoring, educational assistance and nutritious meals to at-risk kids and Wesley House Family Services supports parents, children and families with a variety of programs, including child care and parenting classes.

Mayor Teri Johnston welcomed all to the ball that was held in her name, but emphasized that the evening was for everyone.

‘EQUALLY DIFFERENT’ COMMUNITY EVENTS CELEBRATE DIFFERENCES, SUPPORT WOMEN

I

t was a busy week for Key West activists and enthusiastic champions of equality and diversity.

Keys Weekly photographer Larry Blackburn on Jan. 16 organized a peaceful demonstration at Truman Waterfront to oppose the anti-gay sentiments preached by the Rev. Franklin Graham. The evangelical preacher hosted a Christian music concert and prayer gathering that filled the downtown amphitheater that evening.

Outside the venue, nearly 200 peaceful demonstrators held signs calling for equality, supporting diversity and encouraging love, not judgment.

Many of the same signs reappeared two days later, on Jan. 18, when more than 1,000 people packed Duval Street and joined Key West’s version of the national Women’s March, which took place in Wasington, DC and in cities across the nation.

“The mission of Women’s March is to harness the political power of diverse women and their communities to create transformative social change,” states the national Women’s March website.

Sanctioned by the International Women’s Flag Football Association, the event offers 8-on-8 semi-contact flag football, which is the style most inclusive for all body types and skill levels, so every player on the field can be a valuable asset to the team. Punts, field goals,

fake kicks, 10 yards for first down, blocking downfield from shoulder to waist, rush from scrimmage line, no fumbles, no helmets. Girls 9 and older and women of all skill levels are welcome to join in the competitive games.

he whispered rumors started around midday on Jan. 18. They gathered steam throughout the afternoon and were proven true by 9 p.m., when Jimmy Buffett ducked under his guitar strap and nodded with a smile to members of his Coral Reefer Band.

The Margaritaville mogul took the stage at his own bar on Key West’s Duval Street for his first live performance of 2020.

Buffett and the band had been in Key West recording a new album, “Life on the Flip Side,” for release later this year.

The band played to a packed house of surprised tourists and in-the-know locals who had been on the receiving end of the day’s rumors.

With songs that captured Key West’s simpler times, Buffett serenaded sun-loving locals with the lyrics that lured them here so many years ago, and gave the disbelieving visitors the vacation memories of a lifetime.

eeping things cool at the Custom House with ongoing repairs and restoration efforts is the focus of Key West Art & Historical Society’s annual Back in Time fundraiser, set for 6 p.m. Thursday, Feb. 6 at the historic San Carlos Institute. The “Magical Custom House Mystery Tour” bash will take guests away via a costumed 1960s-themed event that includes a cocktail reception, silent auction, 50/50 raffle, costume competition and a live performance by the renowned Beatles tribute band, Let It Be. Event proceeds will support the Community Foundation of the Florida Keys’ Custom House Preservation Fund, currently earmarked for Phase 2 of the 128-year-old Custom House building’s mechanical systems upgrades. The upgrade will replace costly air handler units and exterior chillers to help stabilize the museum’s climate controls.

“The humid, marine environment creates a scenario where we are prone to moisture, mold and general degradation,” said Michael Gieda, society executive director. “Without proper climate control, we run the risk of damaging the collection and the building.”

Since 2013, five phases of upgrades and repairs have been underway to help maintain the building as both a museum and iconic historic landmark.

I joined the military because I wanted to do something different, meaningful and relevant. I also wanted the G.I. Bill for college. Once I started with the Coast Guard, I fell in love with the mission and the camaraderie that came with it.

How many years have you served in the military? I have been serving for 24 years.

Had you been to the Florida Keys before your current assignment?

I remember visiting Key West as a port of call while serving aboard the CGC Seneca between the years 1997 and 2000. I was fascinated with the island and the waters of the Florida Keys. I received orders to the CGC Drummond in Key West in the summer of 2006 and have served here ever since except for May 2017 to 2018 when I deployed to the Arabian Gulf.

Did you choose Key West or were you just assigned here? In 2006 I had to choose between Gulfport, Mississippi and Key West. I chose Key West. In 2018 I had to choose between Baltimore, Maryland and Key West. I chose Key West.

What were your first thoughts when hearing you were coming to the Keys? I was a bit concerned since all I had seen before was Duval Street. At the time I had an eight-year-old son and didn’t know what else was here.

Hobbies? Boating, fishing, snorkeling, spearfishing. Anything on the water.

Favorite things to do? I love to hang out with my wife and friends at a local offshore island or sand bar.

Have you ever attended Fantasy Fest and if so what were your initial thoughts? Yes, I have attended many Fantasy Fest events. I love the concept and what it does for A.H. Monroe.

What do you like most about the Florida Keys? I enjoy the unique lifestyle.

What do you like most about your assignment? The missions and being at sea.

If you could change one thing about living in Key West what would it be? I’d get rid of Daylight Saving Time.

Any advice for other military members seeking assignment here? My advice to all military members assigned here is, “Pace yourself.” Key West has much more to offer than just parties. Go out and explore the Keys, either by boat or by land. Also, buy a boat. It is a requirement to enjoy the Keys to their fullest.

What do you like most about living here? It is a safe and happy island. The sense of community is evident and very clear. Locals will always show up to a fundraiser and/or help each other right away.

EXPLORING THE SYMBOLISM AROUND LUNAR NEW YEAR TIFFANY DUONG

M

y name is Tiffany, and I am a wood rat. I am not one of our endangered little Key Largo rodents, but, according to Chinese astrology and philosophy and by virtue of my birth year and season, my “element” is wood and I was born in the year of the rat.

The lunar new year is marked by the first new moon of the lunar calendar and typically falls in late January or early February. This day is commonly known as Chinese New Year (Chun Jie), but is also celebrated in Vietnam (tết), Korea (Seollal), Tibet (Losar), and other Asian countries. This year, tết falls on Saturday, Jan. 25 and denotes the first day of spring.

My family hails from Vietnam, where tết celebrations last from that first new moon until the first full moon of the lunar calendar, 15 days later. During this time, people visit ancestors’ graves, give children lucky red envelopes filled with money, light firecrackers to ward off evil spirits, and refuse to sweep in case it sweeps away all of their good luck.

I am the first person in my family to be born and raised in the U.S, so growing up, some of these old traditions sounded like superstitious Asian wives’ tales. Nevertheless, I followed them anyway; I didn’t want to tempt fate in case she really is an old Chinese sage.

So, what does this upcoming Year of the Metal Rat mean for me, the wood rat? “Not good. It might be a very bad year for you,” my mom warned me over the phone.

According to Asian astrology and philosophy, each person’s destiny is determined by a complex mix of their date and time of birth, zodiac sign (birth year), and where the major planets and celestial bodies (sun, moon, comets, etc.) were when he or she was born.

A person’s birth year determines his/her zodiac sign. The 12 zodiac animals are: Rat, Ox, Tiger, Rabbit, Dragon, Snake, Horse, Goat, Monkey, Rooster, Dog and Pig. In Vietnam, Rabbit is replaced by Cat. This cycle is part of how my mom and others like her forecast what the lunar new year will bring.

The other cycle at play has to do with the five elements: wood, fire, earth, metal and water. The belief is that the world changes according to how these five elements interact with each other -- generating and overcoming, yin and yang.

The five generating interactions promote development: metal carries water (buckets, pipes); water nourishes wood; wood fuels fire; fire forms earth/ash; earth produces metal. Such element pairs imply good luck and success.

The five overcoming interactions control development or create destruction: metal penetrates wood (chopping, ax, sawing); wood separates earth (tree roots); earth absorbs water; water quenches fire; fire melts metal. These interactions bring bad luck and destruction.

The interplay of the zodiac and the element cycles means a metal rat year like 2020 only comes around every 60 years. And the present-day alignment (or misalignment) of all these different philosophies determines each person’s fortune for the upcoming year.

So, my mom cautions me that it might be a rough year for me. 2020 is my zodiac year, or năm tuổi in Vietnamese, she tells me.

“Remember your dad died in his năm tuổi, your grandma died in her năm tuổi, and your aunt lost all her money in her năm tuổi,” she warns. “So be very careful next year.” Whoa. I hear you, mom.

RESTORATION BLUEPRINT Stakeholders weigh in on Sanctuary proposal NOAA’s Restoration Blueprint was introduced at the Sanctuary Advisory Council’s meeting in August, and the community has been buzzing about it since.

The proposal seeks to balance the need to bring our marine environments back to health while still promoting the economies and industries depending on those resources.

Four alternatives were presented, but constituents were invited to comment upon as much or as little of the proposals as they wanted – whether that be a specific reef, certain regulations, or an entire alternative. Alternative 3, the sanctuary’s preferred plan, would result in major changes in terms of expanded boundaries, additional zoning, tighter regulation and a new management plan.

Keys Weekly spoke with environmentalists and stakeholders in affected industries about NOAA’s Restoration Blueprint.

IS THE SANCTUARY LISTENING?

T

his sanctuary “restoration blueprint” is a fatally flawed document that is not supported by the majority of our local residents. This document did not go through an open and honest public process for creation, and that’s why it does not reflect the will of the majority of our residents.

And while this document isn’t one that our residents support, our residents actually care a lot about our marine environment and have good ideas on what the focus of this document should have been.

The public feels that water quality issues, brought on by pollution from the mainland, are the biggest threat to our Florida Keys marine ecosystem.

The public supports more artificial reefs to enhance and support marine life and take the pressure off of coral reefs, additional mooring balls at our reefs and popular dive sites to help reduce anchor damage, and adding channel markers to prevent prop scarring the sea-grasses.

And the public feels that tourists are a major contributing source of the problems.

They’d like to discuss the elimination of the two-day mini-season. And they’re suggesting required certification for tourists renting boats and better education and outreach to make tourists aware of sanctuary rules.

Yet, this current draft of the Sanctuary Restoration Blueprint does nothing to address any of these issues.

Instead, some of the sanctuary’s proposed regulations actually favor high-intensity tourism activities over low-intensity local usage. Many feel that some on the SAC board have used this document to unfairly create advantages for themselves. And, most feel the sanctuary’s proposals to restrict access to local reefs, back-bay sandbars, and waterways, will not solve any problems — but will instead create a new one by transferring and consolidating pressure onto other areas.

Beth Ramsay-Vickrey is a longtime Keys resident; she grew up in Marathon and now resides in the Lower Keys. She represented her district as a county planning commissioner, and sat on the Keys Energy Advisory Board, focusing attention on utility and conservation issues. She currently sits on the Lower Keys Chamber board of directors.

Opposition to the sanctuary’s “preferred plan” at public meetings and on the regulations.org website has been tremendous. Of the more than 450 people who’ve submitted online comments thus far, most are in objection.

Our county and incorporated cities have voiced concerns through resolutions and some chambers of commerce have sent letters of objection. FWC has voiced its jurisdictional objection, and the chair has written that “the Blueprint takes conservation efforts in the wrong direction and not much in the proposal would help the Keys ecosystem or fisheries”.

The public backlash in our county has become so overwhelming that the sanctuary started a “Stand Up for Florida Keys Sanctuary” Facebook page to beg people across the country to submit public comments of support.

How ridiculous is it that because the people of the Florida Keys do not support this Restoration Blueprint, the sanctuary is instead asking people from the northeast, the west coast, the Midwest, anywhere but here, to chime in. They’re asking people outside of the Florida Keys, who don’t operate boats, and who wouldn’t know the difference between a horse-conch and a queen-conch, to support the plans our own Keys citizens have rejected!

This new strategy to develop artificial support for this document does not instill public trust in the sanctuary or this process.

With a document that is so fatally flawed and unsupported, it is crucial that the promised rewrite represents the will and the voice of the majority of our local Keys residents.

For the past few months, the sanctuary has been telling us “they are listening”. The results of this rewrite will let us know if we’ve been heard or ignored.

Utility lines must move for pedestrian bridge project, and it’s going to cost JIM McCARTHY

onstruction is set for May on a project to get pedestrians safely across U.S. 1 in Islamorada.

Concerns are arising, however, over the costs associated with the Founders Park Pedestrian Bridge at MM 87, specifically over utilities needing to be adjusted to accommodate the elevated walkway.

Founders Park hosts Gigantic Nautical Flea Market, 4th of July festivities and Holiday Fest — all of which see high turnouts, many cars up and down the road and people crossing safely thanks to the Monroe County Sheriff’s Office. But the area also sees heavy traffic backups.

The Florida Department of Transportation’s project, now estimated at $4.4 million, will construct a permanent elevated pedestrian bridge over U.S. 1. With reconstruction and realigning of the asphalt trail also come pedestrian connections to the elevator and stairs at the bridge. Roadside barrier walls will be installed and existing paved shoulders will be widened.

The project is creating some conflicts as it relates to utilities that need to be moved, and it’s going to cost the shareholders of the Florida Keys Electric Cooperative.

FKEC’s overhead and underground facilities are located on the north edge of the FDOT right-of-way next to Founders Park. Per FKEC, they’re in conflict with FDOT’s permanent pedestrian bridge. As a result, rough estimates show that it could cost anywhere from $950,000 to $1.1 million to reconfigure overhead and underground facilities, including a transmission line and underground ductwork and conductor.

More importantly, the price tag to move the infrastructure will not be reimbursed by FDOT, per FKEC. It will be paid by FKEC’s members. FKEC is a member-

owned, not-for-profit electric utility that serves the Upper and Middle Keys.

FKEC says costs are estimates since the final engineering is not finished and the work will be bid out.

Mayor Mike Forster told the Weekly he recently became aware of costs that weren’t anticipated in what was originally a pedestrian bridge project estimated between $1.7 million and $2.9 million. Forster says he’s looking to bring up the matter during Thursday’s village council meeting at Founders Park Community Center.

“I don’t think I can support it (the bridge project) any more,” Forster said.

“Every person who’s a shareholder of our co-op is on the hook to pay for this moving cost.”

“It was a good idea with the right intentions, but now it’s not fiscally responsible to spend millions for a few events we have, even though I think it’s a great thing for our park,” he continued. “To quantify the dollars the co-op has to pay, I just can’t support it.”

Among the other utilities affected are the Florida Keys Aqueduct Authority’s piping. Julie Cheon, public information manager, confirmed that 180-linear feet of 18-inch piping will be relocated as it’s in conflict with the bridge project where workers will need to dig. FDOT will take on moving costs due to a pre-existing agreement for an easement.

“It’s a lot less than what originally needed to be done,” Cheon said. “Initially, they were looking to relocate 700 linear feet.”

“My concern before was the cost, and it wasn’t even $2 million then. It was less than that,” she said. “The constituents I spoke with really didn’t want it.”

Talks among local mayors over pedestrian safety and getting people across U.S. 1 to festivals arose five years ago. What went from a possible mobile pedestrian crosswalk for use from Key Largo to Key West turned into the idea for a pilot program. The targeted spot for the bridge turned out to be Islamorada and Founders Park.

In August 2015, studies were conducted on possible pedestrian improvements at MM 90 near Coral Shores High School and Plantation Key School, Founders Park, North Roosevelt Boulevard and Bessie Road and U.S. 1. An elevated crosswalk for Founders was approved in August 2016. A year later, three bridge configurations were presented.

“All mayors agreed since I was the one who brought it forward, that Founders would be best,” said Forster. “Back then, FDOT did a rating of who’s most deserving, and they had Founders at the top even though PKS and Coral Shores I thought were most deserving because of use. They said there wasn’t enough property for that.

The only choice was Founders.”

With costs skyrocketing, Forster said it’s time to hit the brakes.

“I know I’m one of five votes, but it might be good to slow down the engineering and the extra costs until we talk,” he said.

What advice would you give to underclassmen just starting their high school career?

Trying, failing and learning is a process you need to go through. It makes you better.

What’s your favorite social media channel, whom do you follow? YouTube. I watch ‘The Tonight Show with Jimmy Fallon’ because it helps relieve some stress.

What do you want to be remembered for at KWHS? I want to be remembered as the girl who could talk about K-Pop (Korean popular music) and Kdrama (Korean television drama) for hours.

What three things do you want to have accomplished by your 10-year reunion?

I want to travel the world, become a dentist and be a model.

Will you make the Keys your permanent home?

I don’t know yet, because you don’t know where life is leading you.

Living in the Keys has taught me ... How to be open-minded about other people and cultures.

SOLDIER RIDE 2020 Our annual Soldier Ride, Welcome Ceremony and Community Ride-Along were a huge success as were the various dinners, social activities and fundraising venues scheduled throughout the weekend.

A good time was had by all and thank you Florida Keys and Key West community for welcoming home these brave warriors! What a showing and display by the hundreds of banners, yellow ribbons and thousands of flag waiving patriotic local citizens!

ey West’s garbage bins are looking good, thanks to the mural-painting efforts of the Mayor’s Beautification Committee, led by Diane PIttaroGloriem, who owns Coffee Plantation on Caroline Street.

The committee recently painted floral designs on each side of two large Waste Management trash receptacles.

Waste Management officials will parade the new Dumpters in Paradise the length of Duval Street, from Front Street to South, starting at 2 p.m. on Friday, Jan. 24.

From South Street, the garbage crews then will place the bins at the Southernmost Point.

Dumpsters in Paradise is designed to add beauty to Key West without costing the city anything. If located in the HARC district, murals must feature tropical fauna or mark the historic significance of the area.

Anyone interested in painting or sponsoring a Dumpster can contact solid waste coordinator Dee Dee Green for an application at 305-809-3776 or dgreen@cityofkeywest-fl.gov. The application process is free.

If approved, the artist will be responsible for paint supplies and the city will arrange for Waste Management to have a clean Dumpster delivered to a location for painting.
