t’s been a busy year at Marathon City Hall. With a standalone election (no other Keys municipalities were choosing new leaders), the race seemed magnified somehow. Plus, there were six candidates for three open seats. By August, incumbents Dan Zieg, Steve Cook and John Bartus had all thrown their hat in the ring, as did political newcomers Eugene Gilson, John Kissick and Adam Geaneas. All three of the incumbents were returned to office in early November.

As expected, turnout was low — 29% of registered voters in Marathon cast ballots; that was compared to 76% who voted in the 2016 election that also featured the Trump-Clinton presidential race.

Mayor Cook said all the candidates and supporters were reaching out to one another on election day with bottles of water and snacks.

“What we need to do is get these guys plugged in,” Cook said, referring to the challengers. “We need to get them involved in city business and sitting on panels.”

Zieg has since nominated Gilson to the planning board.

The city of Marathon spent a lot of time this year considering its flood zone, sea level rise and flood insurance rates. The new flood FEMA maps were released, although the implementation (rate hikes) have been delayed. In May, the City of Marathon decided to adopt 3 feet of “freeboard” above base flood elevation for new and redeveloped construction.

In other news: • In February, the council heard a presentation and agreed to back a permit application for an artificial reef (wreck) to be placed eventually in the Middle Keys. According to the representative, the process has stalled due to NOAA’s focus on the Restoration Blueprint.

• In June, the city also tweaked its ordinance allowing law enforcement to issue tickets for possession of less than 20 grams of marijuana.

It matches laws in other Keys cities, as well as the county, and clears up how the fines are to be paid, how to challenge the ticket, and the consequences of doing nothing.

• On Dec. 12, the city hosted a ribbon-cutting ceremony to reopen all of Sombrero Beach damaged

by Hurricane Irma in 2017. The city spent about $1.5 million to restore the park, and in some cases improve it. A low wall now surrounds the park that could help retain the sand in case of another storm.

• And last, but not least, the City of Marathon turned 20 this year. There was a five-page spread in the Keys Weekly detailing some important moments in history from the completion of our wastewater system to the passing of the “pig law.” The city threw a party at Marathon Community Park with fun, games, food and speechifying.

OXITEC UNVEILS NEW METHOD TO KILL MOSQUITOES September 2019 On Sept. 11, the federal EPA opened public comment on the Federal Register on Oxitec’s 2nd Generation technology. It proposes to use biologically modified mosquitoes to combat the spread of infectious diseases via the Aedes aegypti mosquito. Although it is not official and there are no contracts in place, officials at Oxitec — a U.S.-owned, U.K.-based company that develops biologically engineered solutions to insect-control issues — has openly courted the Florida Keys in the past as the best place to conduct a trial of the new technology. Oxitec says the eggs of the 2nd Generation mosquito produce only males. Male mosquitoes don’t bite and are therefore incapable of spreading diseases. When they hatch and mate, they pass the maleonly gene on. Opponents of the company and technology denounce the introduction of genetically modified animals into Mother Nature and also have worries about antibiotic resistance. There were more than 30,000 comments logged on the system. The EPA has yet to rule on the permit for the pesticide’s experimental use.

FWC MARKS IGUANAS FOR DEATH July 2019 The FWC comes out with some carefully worded policy that “encourages” homeowners to shoot iguanas on private property whenever possible. This replaced language that only noted it was legal. The new messaging dovetails with the changing public perception of the reptiles — from oddity to nuisance to invasive exotics. Iguana eradication has become a cottage industry, with businesses like Tom Portuallo’s Iguana Control signing contracts with neighborhoods and resorts in the Keys. Big Pine Key’s Chuck Meier — known locally as the “iguana assassin” — advocates eating them. He’s got a cookbook on Amazon and calls iguanas “a green, walking protein pouch.”

FEDS CONSIDER REMOVING KEY DEER FROM ENDANGERED LIST August 2019 This year, the federal Fish and Wildlife Service started talking about removing Key Deer from the endangered list. The process, though, takes at least three years. The agency’s website said it includes scientific assessment, public comment and peer review. The Key deer is the smallest of its kind — adult males stand about 33 inches high and weigh at most 85 pounds. Population counts range from 600 to 1,000 on islands in the Lower Keys, mostly on Big Pine Key. The deer faced a screwworm infestation that killed more than 100 deer, but was eradicated by April 2017. Then, in September of the same year, Hurricane Irma crossed the Lower Keys. ANTILLEAN PALM-SWIFT SIGHTED ON GRASSY KEY July 2019 Birdwatchers from around the country lost their minds when an Antillean PalmSwift was spotted on Grassy Key in late July. Dozens of birdwatchers, slung with binoculars and notebooks, congregated at the corner of Peachtree and Morton.

Designated as a “mega rarity” — it was last spotted in the U.S. almost five decades ago in Key West. But is it that rare? Mark Hedden, executive director of the Florida Keys Audubon Society, said two things make a bird “rare” — either it’s somewhere it’s not supposed to be, or it is endangered. The rogue swift was in the former category. “There’s always an individual that likes to wander. It’s the same mechanism that fuels evolution,” he said. Birdwatchers were back a few months later when it was sighted again.

SEA TURTLE FOUND, SPEARED BY UNKNOWN ASSAILANT September 2017 A 150-pound sea turtle, dubbed “Splinter,” was found struggling in the waters off the Upper Keys in early September. The reason? It had been speared. The Turtle Hospital’s Bette Zirkelbach said the animal had likely been suffering with the homemade spear through its torso for about a month. She also said the attack likely happened in the waters near Miami or the Upper Keys because the turtle’s condition meant it couldn’t travel very far. Although the reward money swelled to $25,000, the culprit has yet to be found. The silver lining is that following surgery, Splinter was treated, rehabbed and released in early November, to coincide with the screening of WLRN’s documentary “Troubled Waters: A Turtle’s Tale” that highlights the threats to sea turtle survival. *Not, and we can’t stress this enough, the human variety.

IT’S A WRAP

A look back at the stories that shaped Marathon in 2019

SARA MATTHIS thinks community journalism is important, but not serious; likes weird and wonderful children (she has two).

Occasionally she tortures herself with sprint-distance triathlons, but only if she has a good chance of beating her sister.

I love Marathon. I’ve lived here a quarter century — moving here in 1994. I met my husband, had my babies (who aren’t so little any more), met 98% of all my friends, and regularly wrangled with, and wrote about, the challenges of a tropical backyard. And I found my dream job as the editor of the Marathon Weekly — writing about people I admire, issues that hit close to home, and stories that deserve to be told fairly and concisely.

Here are my favorite community news items for 2019.

• In August, the Marathon Weekly added a high school sports page! With the help of intern Clare Merryman, we can at last offer some stats, a schedule and athlete profiles to complement the incredible work of our photographer Barry Gaukel. Oh, and we have a wonderful new book editor, too; her name is Karen Newfield. (See page 34.)

• Nothing could have compared to the excitement of the re-opening of Winn-Dixie in late March. Locals were chomping at the bit to get back in the supermarket that had been closed for more than two years after damage from Hurricane Irma. Corporate suits threw a big party and locals responded with a huge welcome.

• Winn-Dixie was big news, but so was the grand opening of two new Marathon resorts — diametrically opposed and on opposite sides of the town. Isla Bella officially opened on April 1, 2019. The 199room resort looks great on the western end of town, and is great for the economy. The Grassy Flats Resort and Beach Club, opened in the summer of 2019, is a boutique resort with a variety of room and suite styles to choose from. It’s locally owned, and in it’s in my ‘hood!

• Oh, Vince Neil came to town in February. Yes, that Vince Neil. He performed at the CoralHead Music on Feb. 17. That music festival, as well as the CoralHead Blues Festival in October, is the work of local concert promoter Rich Anderson and the American Legion Riders. (Fan girl: the performance by the Ghost Town Blues Band was incredible.) Anderson was recognized at the Best of Marathon annual awards ceremony as “Best Celebrity.”

• It was almost too much to hope for … that for the second year in a row, another young local would take the title of 7 Mile Bridge Run. But that’s exactly what happened when Jonathan Pitchford, 16, broke the tape in 39 minutes in the 38th annual event on April 6. Pitchford was also a part of Marathon High School’s cross country team that qualified for the state championship held in Tallahassee on Nov. 8. The boys’ team finished ninth overall, and the girls’ team placed 29th. (This is an appropriate place to mention that twins are the scourge of sports writers attempting photo captions everywhere; Pitchford’s twin Owen is also on the track team, as were twins Allison and Sarah Paskiewicz.) In other MHS sports news, the girls’ softball team made it as far as the district semi-finals. And the powderpuff football game — between senior and junior girls — was reinstated.

• The Marathon Weekly paid tribute to local “ink.” In August, we featured an assortment of locals — Rachel Bowman, Elizabeth Schut, Megan Hughes Schubert, and Gary “Sammy” Leo — and the beautiful artwork they choose to adorn themselves with. It was such a big hit, we will probably bring that back again next year with a new crop of great people wearing personal art.

• A unique blended family from the Middle Keys had not one, but TWO, babies born on the roadside in 2019.

On Aug. 22, mom Bonnie Barry gave birth to son Sawyer on the steps of the Islamorada Beer Company at about 11 p.m. And, two months later, mom Jessica Bogle gave birth to daughter Amber-Jackalyn on the roadside, just 10 minutes short of the hospital on the mainland. Both times, dad Stephen Anderson, and siblings Caylee and Jaelyn, both 10, and Brycen, 5, were also passengers in the minivan.

• The Weekly was honored to interview and tell the story of Coast Guard Bosun Tracy Mannes, who received the service’s Coast Guard Medal in August 2019. The honor was bestowed for actions during the mass shooting at the Route 91 Harvest music festival in Las Vegas in 2017.

Mannes used her body to shield her friends and strangers, before leading them to safety. Thank you, Tracy.

• Space junk! Who doesn’t love a headline like that?

Marathon’s Tim Green found an unidentified floating object on a paddle. He dragged it home and posted pictures on Facebook. That’s when Weekly reporter Tiffany Duong began her investigation that revealed: one, it was probably part of a Russian rocket; two, the Russians have a space center in French Guiana in South America; three, trying to sell space junk is a big no-no and will land you in hot water.

• Two important projects broke ground in September 2019. The first, is the construction of the new Baptist Health Fishermen’s Community Hospital. The second is a new “fixed base operator” at the Marathon airport.

The hospital is set to be complete in two years at a cost of $43.3 million. The Middle Keys are supporting Baptist Health’s indigent care costs with a property tax. The FBO is set to open in 2020.

• We have our share of spooky stories in Marathon, too. In October, locals including Karen Thurman, conceived of a one-way Witches Paddle to support the local American Cancer Society’s Strides Walk. About two dozen witches paddled from Crane Point Museum to Faro Blanco Resort, with hydration stops. Also in October, Keys author David Sloan debunked the myth of the hanged woman on Pigeon Key. No such thing ever happened.

Leona Kyle, wife of the 7 Mile Bridge tender, lived to the ripe old age of 88 and outlived two husbands.

2019 was the year of the golden shovel, including the groundbreaking of the new Fishermen’s Community Hospital set to be complete in two years at a cost of $43.3 million.

CHI cuts the ribbon Community Health of South Florida has invited the public to the grand re-opening of the Marathon Health Center. The ceremony is set for Tuesday, Jan. 7 at the facility located at 2805 Overseas Hwy. There will be food and music, free health screenings and a tour of the center.

Locals register for race in late January Locals can register for the 7 Mile Bridge Run on Thursday, Jan. 23, 2020 beginning at 6 a.m. The field is limited and often sells out in minutes. A link to register will be posted the evening before on the website 7MBRun.com.

he Key West Extension of Henry Flagler’s East Coast Railway was officially completed in 1916.

True, on Jan. 22, 1912, Flagler’s private rail car made the complete trip from the mainland to Key West. Some of the bridges it crossed along the way, however, were temporary wooden bridges like those crossing both Channel 2 and Channel 5, just below Lower Matecumbe Key. A newspaper clipping dated April 28, 1906, stated, “A large number of workmen are now at work at Knights Key. They will build warehouses and docks there with the intention of making the Key a supply station. A large cistern and the big buildings are already on the Key and lumber and material for the other work is being hauled there in large quantities. The docks will be built on the west side and extend out to the 25-foot channel for the accommodation of deep draught vessels.”

On Dec. 27, 1907, it was announced that all the tracks connecting the mainland to Knights Key had been completed. Railroad service between Miami and Knights Key would be operational by February. Departures from Knights Key were scheduled daily at 5:40 a.m. and 10 a.m.

OAA’s Restoration Blueprint aims to curb the habitat losses and coral degradation found throughout the Florida Keys National Marine Sanctuary. Since its unveiling in August, it’s elicited many responses on all sides. The Weekly has been following the blueprint since day 1 and will continue to report on this monumental plan. Each week, we’ve published an opinion column from an invited expert or community member with a stake in the sanctuary asking them what they think will work and what changes they’d rather see. he year 2019 was no doubt a busy one throughout Monroe County, with many changes for the future already underway. Irma repairs continue while new construction projects — from infrastructure to buildings — take off. With much work still ahead in the year to come, here’s a look back at some of the top county stories from 2019.

NEW CHEMISTRY – District 1 County Commissioner Danny Kolhage resigned from the BOCC effective Nov. 30, 2019. On Dec. 10, Gov. Ron DeSantis appointed Key West’s Craig Cates to fill the vacancy. District 5 County Commissioner Sylvia Murphy finished her term as mayor and announced that she would not be seeking reelection to the BOCC. County Commissioner Heather Carruthers became the new mayor at the November meeting.

LAST CANAL CLEANUP – In October 2019, Monroe County, the Village of Islamorada, and the Department of Environmental Protection celebrated the clearing of the last canal in the Hurricane Irma marine debris removal project in Marathon. The federally-funded project started in August 2018 and finished ahead of schedule.

“This has been a tremendous project and it has been truly appreciated by the homeowners on the canals that have been cleared of debris,” said County Commissioner David Rice. “This shows how we get things done.”

The biggest county news in 2019

NEW MARATHON LIBRARY – The new Marathon library broke ground on July 17. The $7 million facility is solar-driven and high-tech. More importantly, it’s designed to withstand sea level rise and other environmental threats the Keys will be facing. The construction is set to take a little over a year.

THIRD TRAUMA STAR CHOPPER – The county acquired its third Trauma Star helicopter to provide more life-saving service Keyswide. The third bird allows two to always be in service. The purchase allows a full-time crew at both the Lower Keys Medical Center on Stock Island as well as at the Marathon Airport. The service collects fares from patients’ insurance companies, unless they reside in Monroe County, in which case it’s free!

SEA LEVEL RISE – In early December, Key West hosted the 11th Annual Southeast Florida Regional Climate Leadership Summit. The findings presented made international headlines, stoking fears about the future of the Keys. But here in Monroe, the county and cities remain steadfast in their commitment to our island home. Rather than retreat, they continue to innovate and find new ways to rise with the tide.

RESTORATION BLUEPRINT – While the BOCC did not take an official stance on the Restoration Blueprint, Commissioner Michelle Coldiron, who represents the county in regards to the sanctuary’s effort, has kept her finger on what’s happening. Hearing widespread concern over the plan, she urged the commission to pass a resolution imploring the sanctuary to listen to Monroe County’s citizens.

KEYS SCHOOLS GET NEW FIELDS AND FACILITIES

T

he halls of learning in the Florida Keys got some much-needed improvements in 2019, which saw the opening of two brand new campuses at both ends of the island chain at Plantation Key School and Gerald Adams Elementary in Key West.

But the Middle Keys weren’t overlooked; as Marathon High School welcomed a sprawling new, $12 million athletic complex and Stanley Switlik Elementary is currently in the midst of extensive improvements.

MARATHON ATHLETIC COMPLEX The students of Marathon Middle High School got the first peek when they arrived for the first day of school in August. The big reveal to the public wouldn’t come until the first home football game. (Actually, the second, because the first was delayed by Hurricane Dorian’s approach.) The project includes a new combination football and soccer field, ringed by a regulation-size track, practice field, bleachers, a press box, separate softball and baseball fields and two — yes, two — concession stands. Oh, and the gym has a brand new floor for the basketball and volleyball teams. The front of the school has been reconfigured to add student parking, as well.

HALFWAY AT STANLEY SWITLIK The Christmas break marks the halfway point for the $37 million construction and renovation of Stanley Switlik Elementary School in Marathon. The older students (grades 4 and 5) have moved into the new section of the building that includes classrooms, the media center, art and music rooms. The Weekly got a sneak peek a few months ago and the views from the classrooms, plus the modular furniture in the common areas, are very cool. The younger students will move into the modular classrooms while the second building is renovated. The entire student population will be in new classrooms by the start of the 2020-21 school year.

NEW YEAR, NEW SCHOOL FOR PLANTATION KEY Students at Plantation Key School arrived back from holiday break to a new, state-of-the-art facility on Jan. 8, 2019.

Students spent the morning touring through the school, seeing for the first time 21st-century classrooms, a gymnasium — which the former facility didn’t have — and the Science on a Sphere. Located at MM 90, bayside, the 100,000-square foot school is inspiring collaborative learning for the next generation of Florida Keys students from pre-kindergarten through eighth grade.

EYE-OPENING UPDATES AT GERALD ADAMS Students didn’t know where to look first when they returned to school after Christmas in January 2019. They also didn’t know where to go in the brand new building that features 21st-century classrooms, a new media center and cafeteria. But the most popular feature, not surprisingly, was the new playground.

“I love it,” a kindergartner told Principal Fran Herrin after recess on the first day.

COLLEGE GETS A NEW NAME And finally, Florida Keys Community College finally became the College of the Florida Keys in 2019.

It took three tries to get the Florida Legislature to approve a name change that more accurately reflects the school’s expanding four-year degree programs.

The bill finally passed in 2019 and launched a tremendous rebranding effort that included a new logo, new colors and a search for a school mascot.

What is something most people don’t know about you? I have six younger siblings.

Who is your all-time favorite teacher and why? My all-time favorite teacher was Ms. Carpenter, my eighth-grade teacher. She had a really large impact on me, and helped me in learning how I can better help those around me.

What does “a good education” mean to you? It means that you are being taught by a teacher who cares about you being the best you can be.

What is something you know now that you didn’t know when you were a freshman? Embarrasingly, it was the order of the word form of the high school grades.

What organizations and activities are you involved with at MHS and why are they important to you?

I joined volleyball when I first arrived at MHS, and that was one of the best decision that I made. I instantly met my best friends. I am also involved in the school’s newspaper class, and the

Marathon Weekly which allowed me to become familiar with the school and our awesome students. (We love Clare!!!)

What are your plans after high school? I look forward to attending college where I will study to be a journalist of sorts.

What do you hope to be remembered for at MHS? I hope to be remembered for always having a positive attitude.

What is one favorite way to spend your spare time? I take care of my plants, growing plants and collecting new ones.

Will you make the Keys your permanent home? Although I enjoy my time in the Keys, I’d rather move to a more populated city.

What three things would you like to accomplish before your 10-year reunion? I would like to be working in a stable job, be living in one of the Carolinas, and have a nice home where my family and I live.

RICK ROTH 1939-2019

SERGEI PROUDNIK 1971-2019

He was kind. He was fair. Over and over, the people who knew former Monroe County Sheriff Rick Roth repeated those two facts about the top man in Keys law enforcement for two decades. Roth died on Oct. 15, 2019. He hired onto the force in 1965, as a radio dispatcher. He rose through the ranks to road officer, detective and sergeant in Marathon. In 1990, the governor appointed Roth to finish the term of his predecessor, J. Allison DeFoor. He kept winning elections, for a total of four four-year terms, serving as sheriff from 1990 to 2008. Under his watch, the agency fought a war on home turf to end drug smuggling in the 1970s. In 1980, it dealt with a massive influx of Mariel Boat Lift immigrants. The jail on Stock Island was built on Roth’s watch and he started the animal farm under the sheriff’s headquarters. The Trauma Star program was also started during his tenure.

“My three-word definition for Rick Roth is ‘humble public servant,’” said his friend Brian Schmitt.

“He gave so much of his life to the people of the Keys and did it with such humility. He did it for the right reasons. He was just an honorable guy.”

The owner of Key Colony Inn, a popular restaurant in the Middle Keys, passed away unexpectedly in October while on vacation visiting his home country, Belarus. He arrived in the Keys in the 1990s and took his first job as a dishwasher.

He would work his way up to chef, and then restaurateur at places like Little Italy in Layton. By 2006, he had married his wife, Lena, and his son, Anthony, was born and the family had purchased Key Colony Inn from Harry Kirchner.

Sergei had an appetite for work, loud conversations, fishing and classic rock.

“I am an old-school businessman and that’s the way my relationship with Sergei began,” said Kirchner, Sergei’s former boss and mentor.

“I have always tried to bring my key people up from the ranks. We would meet in my office (a bench in the airport terminal) and in a half-hour finish all our business without the aid of pen or paper.

Sergei was a real-life story of going from the bottom (dishwasher) to owning first Little Italy and then the Key Colony Inn. Our relationship had turned to friends in business, conceived with a great amount of trust. His success was no accident but the result of an amazing amount of work ethic.

His untimely death has taken a big piece of me, and I will miss him like a lost son.”
