onroe’s Board of County Commissioners approved a resolution during its Nov. 20 meeting urging the Florida Keys National Marine Sanctuary to hear stakeholder comments, while conveying a message not to limit public access unnecessarily, as the Restoration Blueprint process continues.

Now, the Islamorada dais is crafting its response. And while it’ll likely mirror Monroe County’s, village council is taking it a step further on the enforcement side.

Vice Mayor Mike Forster took a moment to discuss a possible resolution from the village on the Restoration Blueprint during council’s Nov. 21 meeting at Founders Park Community Center. While generally liking what the county commissioners crafted and approved, Forster wanted to include another facet after hearing during meetings the issue of enforcement out on the water and the need to fund an already understaffed Florida Fish and Wildlife Conservation Commission.

“Even in the waters today, we don’t

have the proper enforcement,” he said. “That should be added because right now, FWC has taken over all the enforcement of the National Marine Sanctuary, where they used to have their own boats and patrol officers.”

Expressing her support for the suggested addition to address enforcement, Mayor Deb Gillis acknowledged the overall plan put forth by FKNMS is strong even though there are issues to resolve.

“I am a firm believer something has to happen, or we won’t have a reef,” she said. “And we won’t have any fishing, diving or any tourism. I have more faith that they (FKNMS) will listen to mistakes made and correct them.”

Councilman Ken Davis noted there needs to be another line added in the village’s response to the blueprint.

“Without enforcement, these laws mean nothing,” he said.

FKNMS’ Advisory Council is set to meet Tuesday, Dec. 10 at the Islander Resort to discuss the blueprint and gather comment from the public on the middle and upper regions. Public comments are being gathered through Jan. 31, 2020. The plan is at floridakeys. noaa.gov/blueprint.

Message from the Sheriff Happy Holidays to all, including our visitors! We’ve had a great year here at the Sheriff’s Office and in the Florida Keys. I want to continue that through the Holidays, which always brings more motorists and visitors to our community. And that means more thieves are drawn here as well. I wanted to share a few quick tips that I hope will make your Holiday Season a little less stressful and hopefully crime-free!

Make this a happy holiday season — don’t drink & drive I have instructed Monroe County Sheriff's Office deputies to be out in force watching out for drunk and unsafe drivers during the month of December with the goal of making sure holiday travel is as safe as possible here in the Florida Keys.

We will be concentrating their efforts on drunk drivers, improper passing and other unsafe driving practices throughout the upcoming season in an effort to save lives and make this holiday season a safe and enjoyable one for everyone. Designate a sober driver or take a cab home if you decide to drink. Remember: if you drink and drive and get caught, you will be spending the night in jail.

The Holiday Season is, unfortunately, a time when thieves target residents in myriad ways. As is often the case, most crimes are crimes of opportunity. That means simple precautions, such as locking vehicles and residences, are often the only difference from being unaffected by crime and being a victim. Please lock your doors!

Some other important holiday reminders: • Thieves who target packages left on porches and doors have skyrocketed as sites like Amazon have gained popularity. You can combat this problem by asking neighbors to help keep watch, by mailing to a different location if you know you won’t be home at the delivered day or time as well as request that all packages require a signature to be delivered.

• Use a door bell camera. These technologies continue to drop in price while their ease of use rises. You can link many of them now to your smartphone for real time monitoring.

• Be wary of phone scams! Never give anyone money over the phone using a gift card.

Be particularly wary of anyone calling you claiming to be a law enforcement officer or from the utility company. Never send money to a government entity or a utility over the phone!

• Large displays of holiday gifts should not be visible through the windows and doors of your home or your vehicle.

• If you are gone for an extended period, call your local Sheriff’s Office substation.

Our deputies will keep an eye on your property while you are away.

slamorada is largely advertised as an escape for those seeking R & R, rum and reeling in some of those fine fishes. The Islamorada Chamber of Commerce’s motto is “Sportfishing Capital of the World!”

While the area has been known as a haven for fishermen (and women) since the Islamorada town site was first developed circa 1906, it was originally a farming community. These were not small farms to help sustain the island’s early settlers, but large commercial farming operations.

According to the “Islamorada Notes” column of the Florida Times-Union newspaper dated Nov. 28, 1917, “There are thirty families living on the island: tomatoes, onions and limes are the principal crops. There are 183 acres of lime groves and about 100 acres of tomatoes and onions planted this season. The farmers will commence shipping tomatoes about December and will continue shipping until April. The best tomatoes grown are grown in the Florida Keys.”

Curator, historian debunks myths

There seems to be a treasure chest of pirate legend and lore in the Florida Keys. How much of it actually happened? Did the legendary Black Caesar really call the Northern Keys home? Were more than a dozen pirates hanged from the infamous hanging tree at Key West’s Captain Tony’s Saloon?

Keys History & Discovery Center presents “True Pirate Tales of the Florida Keys,” a lecture, on Wednesday, Dec. 11 with curator and historian Brad Bertelli. Neptune Ball set in Islamorada The second annual Neptune Ball is set for Saturday, Nov. 30, at 81001 Overseas Hwy., Islamorada, by the New Gypsy and Kona Lisa Coffee and the home of the Florida Keys Farmers Market on Sundays. Beginning at 5 p.m., the event will feature live music from Ricky Valido, a DJ, mermaids, dancing, food, craft beer and more.

There will also be a paddleboard raffle and a silent auction to benefit hurricane relief efforts in the Bahamas.

Kids can enjoy glow-in-the-dark paint and meet mermaids. Dress in nautical themed costumes to be considered for best dressed and a cash prize. Requested donation is $10, and donors will receive a free souvenir cup.

Pops in the Park features ukulele group, more Pops in the Park will perform a fun-filled family concert from 4 to 5 p.m. Saturday, Nov. 30 at Founders Park. Admission is always free. Special guests will be the Northernmost Ukulele Society. A musical tribute to veterans will be played, as well as a “Take Me Out to the Ballgame” sing-along. he Friends of the Key Largo Library will host its annual Gigantic Book Sale on Saturday, Dec. 14 from 9 a.m. to 3 p.m. and Sunday, Dec. 15 from 9 a.m. to noon in the community room of the library. This is the major fundraising event for the group, and the money is used to improve and expand community library services.

Books donated by people to the library all year long are checked to see if the library can add them to the shelves. If they are not of use for reference or lending, toward the end of each year, the best and most exciting books are included in the Gigantic Book Sale.

The sale will include favorite fiction authors, crafts, cookbooks, biographies, Florida history, gardening and more — all at affordable prices. Whether buying two books or a bag full, you decide what to donate. Children's books are set apart to encourage browsing. They’re free to readers.

The Key Largo Library program calendar is full of events offered free to the public. Children’s yoga, Legos and reading programs are aimed at new readers and toddlers. KLS Safety Patrol builds character and responsibility HOLLY HOUSER www.keysweekly.com

A

n organization that encourages elementary students to prioritize school safety, all the while teaching responsibility, respect, cooperation and altruism: That is the Key Largo School’s Safety Patrol program in a nutshell.

Safety Patrol, which has been in existence at KLS for more than four decades, is a national program founded in 1920 by the American Automobile Association (AAA). The program began as a way to foster a safer school environment, both in the classroom and in walking to and from school. In addition to pedestrian and classroom safety, the program aims to instill leadership and good citizenship.

The Safety Patrol pledge promises to report for duty on time, perform duties faithfully, report dangerous student practices, obey teachers and officers, earn respect from fellow students and prevent traffic crashes by setting a good example.

Members of the Safety Patrol are “on duty” as soon as they don their neon green belts and accompanying badges, which they wear at all times when at school. At KLS, on-duty responsibilities include raising the flag, saying the pledge, recycling, helping younger students in the cafeteria for breakfast, and, most importantly, encouraging safe traffic practices through escorting fellow students. Every day, Safety Patrol students walk children, aged kindergarten to second grade, to and from their bus and parent pickup sections.

“I think the students feel empowered when they wear their Safety Patrol belt; they feel special,” said Ofelia Wiltz, KLS media specialist and Safety Patrol co-sponsor. “They accept a certain amount of responsibility and know they are supposed to set the example for other students.”

Joining the KLS Safety Patrol is something many students look forward to years before they are even eligible. Each student who joins is nominated by their fourth-grade teachers and/or special area teachers (art, music, PE, etc.).

When considering a student for nomination, the teachers factor in behavior, attendance, attitude and academics.

“As educators, we know that kids will be kids – they will not be perfect,” said Wiltz. “However, Safety Patrol students are held to a higher standard as they act as role models for the students around them.”

As sponsors, Wiltz, along with co-sponsor and KLS fifth- and sixth-grade varying exceptionalities teacher Jessica Shafer, make it their responsibility to help ensure the program’s success by guiding both the patrols and their parents and providing support. The students, with help from their parents, work very hard throughout the school year to raise money for their end-of-year trip

to Washington, D.C. – a tradition that was launched in 1948 by AAA and has since become the highlight of the school year for many children. This trip is meant to thank students for the work they put in throughout the year, as well as teach them about the nation’s capital. During the trip, they visit historical locations like the Lincoln Memorial, Arlington National Cemetery and Mount Vernon.

Over the course of the year, in addition to their safety duties, the students participate in community service projects and raise money for their trip through school dances, Cherrydale and Yankee Candle sales, auctions and their largest event – the annual Fish Fry. Shafer said KLS is unique in that fundraising pays for every Safety Patrol member who wants to attend the D.C. trip – most schools raise some of the money and the family must pay the difference.

Quickly approaching, the next Safety Patrol fundraiser is the Fish Fry, set for Jan. 24, and every Patrol member is required to sell 10 tickets. You may see the students sporting their Sam Browne-style belts selling tickets at local Winn Dixies, Publix or K-Mart – one student recently dressed as a shark to draw attention! (That sounds like dedication.)

Of the 90 students in the KLS fifth grade class, 36 of them are part of the Safety Patrol, and Wiltz and Shafer are proud of each of them. They attribute the success of the program to the students and their parents for their wonderful support and commitment to making Safety Patrol a fantastic program and experience for everyone.

RESTORATION BLUEPRINT Stakeholders weigh in on Sanctuary proposal NOAA’s Restoration Blueprint was introduced at the Sanctuary Advisory Council’s meeting in August, and the community has been buzzing about it since.

The proposal seeks to balance seemingly opposing needs: to bring our marine environments back to health while still promoting the economies and industries depending on those resources.

Four alternatives were presented, but constituents were invited to comment upon as much or as little of the proposals as they wanted — whether that be a specific reef, certain regulations, or an entire alternative. Alternative 3, the sanctuary’s preferred plan, would result in major changes for the sanctuary in terms of expanded boundaries, additional zoning, tighter regulation, and a new management plan.

Keys Weekly spoke with environmentalists and stakeholders in affected industries.

If you have been living in the Keys for the last few years, you have seen the issues the reef is having. If you don’t believe that the reefs and seagrass need help, you have been living with a blindfold on. After reading as much of the NOAA blueprint as I could, I have a few thoughts from a dive operator’s perspective.

I’m just going to go ahead and say it. I want the only commercial operators allowed in ALL protected zones to be Blue Star certified, not just the three areas they are proposing. Commercial boaters all need to be on the same page about educating their customers and promoting conservation of our reefs. If your business is on the water and uses a SPA zone then you depend on the reefs being vibrant and alive. The least you can do is educate your customers and promote the preservation of the reefs you are using. Blue Star certification is free, you can do it online, and the Blueprint discusses having certifications for individual boaters and non-diving operators, again, all for free.

Carysfort, Sombrero, and Sand Key are all high-traffic areas that need protecting. NOAA isn’t some bogeyman intent on kicking locals out of the reefs, they just want to ensure that everyone who enjoys them will know how to protect them.

I don’t like that Key Largo will be made into a no-anchor zone, but I think it’s necessary.

Yes, it is frustrating that we can’t throw an anchor to fish or lobster or explore new places. Yes, if you anchor responsibly in sand it will not damage the reef. But let’s face the facts: most recreational boaters don’t know how to or care to anchor correctly. Just a few weeks ago there was a report about years of Elkhorn coral growth being destroyed by a dragging anchor on Pickles Reef. Who knows how much unreported reef tract is broken apart by anchors? Coral that people pay good money to come down and see year after year can be eliminated in seconds. I have repeat customers that will request the same reef over and over because of the coral quality. Those corals literally give me a paycheck. They are worth the hassle of having to use a mooring ball and not an anchor.

Additional Special Protection Zones and larger SPA zones will create more money from tourists snorkeling and diving. The fish that is caught and eaten has a one-time payout.

The shark that people come down to photograph or swim next to will pay out multiple times over the course of its life and is worth protecting. There will still be plenty of areas to lobster and fish throughout the sanctuary, even with the expanded SPA zones. Additionally, the expanded zones will mean that more fish will grow and breed to be caught in fishing approved areas. SPA zones don’t just benefit themselves, but everywhere around them.

I hope that NOAA will get better funding and support for enforcement of whatever policy they choose. All the regulations in the world will not be enough if there are no boats out informing people and enforcing policies. Even now NOAA and the FWC are seriously underfunded and understaffed. Adding mooring buoys, making Key Largo a no-anchor area, and expanding SPA zones and Blue Star certification will need much more monitoring and enforcement to ensure the reef becomes as beautiful as we all know it can be. I have hope for the future after reading what NOAA plans on doing with the Keys and am optimistic that things can get better for everyone who lives down here.

WINTER WONDERLAND Snow, Santa and sweets at Holiday Fest

T

he forecast calls for mountains of snow, as the beach will transform into a winter wonderland, during the 15th Annual Islamorada Chamber of Commerce Holiday Festival, slated from 4 to 10 p.m. Friday, Dec. 6, at Founders Park.

“Holiday Fest is one of my favorite local community events,” said Chamber of Commerce president Ken Gentes. “It is the perfect evening to kick off the holiday season with friends and family alike, and to celebrate the joy of this time of year.”

The event’s star attraction, the Holiday Fest Snow Mountain, will once again be made out of 30 tons of the cold white stuff – more than enough to delight mitten-clad children and some of their more playful parents, too.

Meanwhile, throughout the evening, Islamorada’s 35-foot-high official holiday tree will be blowing magical snow through its branches.

Snow is far from the only thing promised at Holiday Festival. At 7:30 p.m., the Holiday Parade will kick off, this year boasting the theme, “Caring and Sharing Around the World.”

Long-time Islamorada resident Pastor Tony Hammon will be this year’s grand marshal and will lead the parade.

Recently retired, Hammon served as pastor of Island Community Church for more than 35 years, and has been a member of the church for more than 40 years. He is also well-known and lauded for his humanitarian efforts in Uganda.

In preparation, 50 local artists are already creating original holiday treasures starting from a blank ceramic mold. The finished pieces will be on display throughout the evening. Returning to the Holiday Festival this year is Santa’s Sweet Shoppe, featuring a selection of gourmet desserts and coffee sure to satisfy your holiday sweet tooth. Cuisine for every craving will also be available to indulge in throughout the evening.

ub Scout Pack 914 of Islamorada raised over $2,000 in food items for the First Baptist Church of Islamorada Food Ministry recently. The food pantry is located at The First Baptist Church of Islamorada, 81201 Overseas Hwy. Earlier this month, the pack parked in front of the Winn Dixie in Tavernier as part of “Scouting for Food,” an annual food drive. They collected things like non-perishable food items, canned proteins and vegetables, soups, juices, grains and cereals.

They also collected donations, which were used to purchase and deliver food directly to the food pantry.

Originating as a scout’s service project in St. Louis, Missouri in 1985, “Scouting for Food” has turned into the nation’s largest single-day food drive. The effort aims to alleviate food insecurity for children and to feed those in need in the community.

Melissa Stanfill, one of the volunteer leaders of Cub Scout Pack 914, was grateful. “‘Scouting for Food’ 2019 was a huge success,” she said. Wowed by the amount they were able to raise in just six hours, Stanfill credits the tremendous generosity of the Keys community and the hard work of the pack’s scouts and volunteers.

Pack 914’s participation aligns with the goal to teach the scouts the value of helping others by giving back to their communities.

In response to the generous donation, Steve Olsen of the Food Ministry said, “We will have full shelves this week thanks to your efforts.” He continued, praising the scouts for their commitment to helping those less fortunate in the community.

“We so much appreciate your commitment. … God Bless You!” The food pantry is open every Tuesday, and a free community dinner is served Tuesday evenings at 6 p.m. All are welcome. On Oct. 21, the FDA approved the first triple combination therapy to correct the most common mutation of cystic fibrosis.

The Washington Post writer, Carolyn Y. Johnson, best headlined the news as “The long-awaited cystic fibrosis drug could turn deadly disease into a manageable condition.”

The approval of Trikafta flew through the cystic fibrosis community in emails and social media. I’m writing today to ensure the Florida Keys community, which has long supported the Redbone’s CF fundraising efforts, absorbs the magnitude of this achievement.

Unlike earlier therapies to correct the malfunctioning protein made by the CFTR gene, Trikafta’s triple combination corrects both underlying problems with the most common mutation of CF. Approximately 90% of the CF population now has access to a protein corrector therapy, and the improvement in health is expected to be lifechanging. For me, 35 years old, two copies of the most common CF mutation, hanging onto about half my lung functioning – I’m more than ready for life-changing results.

Trikafta is not a cure. It cannot undo the damage CF does to the body over time, but it could stop it. The impact for each of us adult patients will vary. I hope to write to you in a year with more unbridled optimism, but for now, I simply don’t know.

What I do know is babies born with cystic fibrosis now may never develop lung disease. They will be able to attend college, have careers, adventures and families unhindered by this terrible disease.

My parents began the Redbone Celebrity Fishing Tournaments 31 years ago “To Catch the Cure” for cystic fibrosis. This community rallied around them – fishing guides, sponsors, volunteers and loyal participants. The Redbone Family grew by leaps and bounds and gave me the love and strength to make it to this breakthrough. Thank you! Most importantly, the future of those born with cystic fibrosis is brighter because of your steadfast support.

Of course, the battle “To Catch the Cure” is not over for Redbone or The Cystic Fibrosis Foundation. We will not leave behind the remaining 10% of CF patients with nonsense or rare mutations who continue to fight CF without the hope of this therapy.

Today, I ask that my dear family of islanders take a moment to celebrate and feel the great gratitude from CF fighters like me and all those who love them.

Shortly afterward the mayhem continued. We hooked and landed an 8-foot bull shark after an hour fight. Along with that bull shark we caught three lemon sharks as well from the 50- to 200-pound range. If you’re looking to pull on something big this time of year, sharks are the go-to.

Things in Everglades National Park have stayed consistent with copious amounts of small redfish and snook to be found. I talked to Capt. Charlie Tindal of Stay Fly Inshore Fishing, and this past Sunday, he caught over 150 snook and reds. Those are crazy numbers!

Tindal’s expertise speaks for itself as he is a born and raised local of Islamorada and a second-generation fishing captain like myself. It seems as if everyone who fishes with him

Wenzel and his brother, Scott, offer spearfishing charters for the novice wanting to learn for the first time, and for the expert looking to shoot a trophy. They have mapped out just about all of the offshore bottom in the upper Keys and know exactly what reefs and wrecks are most productive to fish and spearfish around. If you ask me, Ryan and his brother Scott offer one of the best spearfishing charters in all of the Keys.

These men, although young, are hungry to stay competitive with the rest of the fleet, and work just as hard as anyone in the business to do just that.

heeca Lodge & Spa’s seventh annual All American Backcountry Fishing Tournament gathered the industry’s finest to compete and raise funds for Bonefish & Tarpon Trust. In honor of Veterans Day, Cheeca Lodge also hosted two war heroes who competed as a team.

All American anglers competed for trophies and prizes for releasing snook, redfish, bonefish, tarpon and permit. Tackle divisions included fly, artificial and bait. Celebrities in attendance included Jeb Bush Jr.; Bruce Melnick, former American astronaut and retired U.S. Coast Guard officer; and legendary fly champion Stu Apte.

Taking home top honors of Grand Champion Angler and Fly Division Champion Angler was Fred Schwaibold of Charleston, South Carolina, guided by Dave Denkert of Islamorada. Schwaibold released one permit and four bonefish on bait, and eight snook, five redfish, one bonefish and one tarpon on fly. He earned bonus points for catching all five species and released a total of 15 fish on fly.

Grand Champion Team Awards went to Paul McCulliss of Littleton, Colorado, and his son Brian McCulliss of Denver, Colorado, title sponsors representing McCulliss Oil & Gas. Guided by Eric Herstedt of Homestead, the duo released 16 snook, 19 redfish, and one bonefish.

Jim Bokar of Tavernier earned General Division Champion Angler and Second-place Angler Division with 10 snook, eight redfish, five tarpon and two bonefish. Bokar was guided by Frank Ortiz of Key Largo.

Second-Place Team Division Award went to Dennis and Jeffery Bernardo of Cumberland, Rhode Island, for releasing 13 snook, seven redfish and four tarpon, guided by Mike Alfano of Islamorada.

Anthony Bongiovanni of Newington, Connecticut, clinched Champion Angler in the Artificial Division, releasing nine snook and five redfish.

Bongiovanni fished with his father Alan representing the Bongiovanni Group, a title sponsor of the tournament.

Brian Walwyn of Delray Beach landed the Most Outstanding Catch Award for releasing two permits back-to-back, guided by Rich Smith of Marathon.

The field of 14 anglers on 10 boats posted overall totals of 56 snook, 47 redfish, 10 tarpon, 8 bonefish and 3 permit. The total of 124 releases during the two-day tournament included 16 on fly, 44 on artificial tackle and 64 on general tackle.

t’s Christmas time in the Keys as the Key Largo community eagerly awaits some ice-skating, sweets, Santa and more.

Culminating with the lighting of the 35-foot tree, the 10th annual Light Up Key Largo is set for Dec. 7 at the Murray Nelson Government & Cultural Center. From 5 to 9 p.m., families and children will be immersed in holiday scenes and activities.

Families will have the opportunity to get their children’s wish lists to Santa and Mrs. Claus throughout the evening, as well as some pictures. Kids can also get in a little bit of story time as volunteers read holiday favorites throughout the night.

An ice-skating rink returns to the annual event for kids and adults to enjoy, while crafts and cookie decorating will give children the chance to create their own little masterpiece.

New to the event this year is a wreath-decorating contest. Viewing and voting will take place throughout the event. After judging, the wreaths can be donated to a worthy center needing some holiday cheer. There’s no entry fee for the contest, and awards will be presented to first, second and third place based on people’s choice voting. The winner will be featured in the Upper Keys Weekly’s Dec. 19 edition.

More than 20 vendors will be on hand, of which a majority will include local businesses, to help kick off the holiday shopping. Nonprofits will also be situated to provide information about their groups.

Hot dogs and hamburgers will be available, and as always, every child will get a free hot dog and drink. Beer, wine and food will be available for purchase.

The 10th annual Light Up Key Largo event is brought you by the Key Largo Community Preservation Foundation and the Key Largo Chamber of Commerce.

Handicapped parking will be available at the Murray Nelson Center.

General parking will be at Rowell’s Waterfront Park. Transportation will be provided via two trolleys thanks to Hershoff, Lupino & Yagel and Monroe County Mayor Sylvia Murphy.

TIME FLIES IN FINAL YEAR, RASCHEIN READY TO BRING BACK FUNDING, PASS KEY BILLS

A

s the old saying goes, “time flies when you’re having fun. “ For state Rep. Holly Raschein, it couldn’t be truer from her beginnings as a legislative aide in the early 2000s to today as she enters her last year representing the Keys in Tallahassee.

“It’s full of challenges,” Raschein said. “Every day is different and I like that. It’s a little bittersweet, I have to be honest with you, because I’ve been doing this so long as an aide to being elected. It’s kind of been my life, quite frankly.”

Assuming office in 2012, Raschein is in her fourth and final term as the representative for District 120, which encompasses all of the Florida Keys and a portion of south MiamiDade. Serving as the Agriculture and Natural Resources Appropriations Subcommittee chair, Raschein’s no doubt been busy the past month, as state legislators continue to work through the heart of committee meetings and pound through appropriation requests. Legislative session kicks off Jan. 14, 2020, which is earlier than prior years.

Presenting budget bills and filing legislation, Raschein says she’s put in a number of requests for the local community, including the all-important House Bill 587, or the Florida Keys Property Rights Protection Act. The legislation would split the costs with the state and local municipalities on settlements and legal bills as it pertains to takings lawsuits when the state no longer issues building permits in the Keys in 2023.

“We’re going to get to work on that,” Raschein said. “That’s a must-pass. I won’t feel comfortable having my time in the House come to an end without getting that done, so that’s incredibly vital.”

Also high on her priority list is funding of the Florida Keys Stewardship Act. Since it was

signed into law in 2016, millions of dollars have flowed into the Keys for water quality projects and land acquisition. Last year, $6 million was given to the Keys to protect nearshore waters and lands critical to the delicate ecosystem.

Other projects for Raschein include funding support for various community organizations such as Florida Keys Healthy Start Coalition Program, MARC House and Truman Little White House, to name a few.

“Those dollars, while smaller amounts, are incredibly meaningful to these organizations,” she said.

And like last year, Raschein is a sponsor of a bill to provide funds for the United Way tax preparation program that assists ALICE — asset limited, income constrained, employed — families prepare their taxes to help them find savings. A 2018 ALICE report found that around 40 percent of low-income workers struggle to cover essentials.

“That helps them find all savings that are due to them,” she said. “In turn, they put those dollars into our economy.”

THE BUDGET AND SESSION OUTLOOK On Nov. 18, Gov. Ron DeSantis unveiled his 2020-21 fiscal year budget. His recommended $91.4 billion in spending includes investments in education, the environment and public safety.

On the environmental side, his plan includes $322 million for Everglades restoration, $100 million for Florida Bay Forever Program and $22 million to combat algae blooms and red tide.

“Obviously, the environment is going to be really important,” Raschein says. “The governor has maintained that as one of his top priorities, which is really good for the Keys.”

On the education side, giving teachers raises will be a hot topic this year in Tallahassee.

DeSantis’ budget includes $900 million to recruit and retain teachers and principals, $600 million to raise the minimum salary for full-time teachers to $47,500 and $300 million for Florida Classroom Teacher and Principal Bonus programs.

“Our teachers are already at a higher salary rate, so I’m kind of anxious how that’s going to pan out for teachers in the communities like ours,” she said.

Among the other notable topics percolating at the state level are mental health programs, boosting Florida’s correctional system with more positions while implementing a pilot program to alter prison guards’ shifts, and cyber security funding and programming to ensure elections are protected and every vote is counted correctly.

With much work ahead, Raschein prepares to enter her final year in office to make the Keys a better place to live, work and play.

“I’m totally biased, but I think we have the most fantastic and most diverse district in the entire house, and Florida, period,” she said. “There’s a notion that everything is peachy and paradise and wonderful. That’s not necessarily the case all the

time. To understand our housing crisis, or our insurance property rate issues, or our environmental issues, all those things are so innately Florida Keys, and I have just been so honored to be the mouthpiece for those types of topics.”

So far, five candidates have filed for the seat Raschein holds in the 2020 election. Republicans include North Key Largo resident Rhonda Rebman Lopez, Islamorada Councilman Jim Mooney, Key Largo resident Jose Felix Peixoto and Homestead attorney Alexandria Suarez. On the Democratic side, Homestead resident Roy David Walker has filed.

THANKFUL TROOP GIVES BACK Islamorada Scouts Troop 912

B

oy Scouts of Troop 912 of Tavernier define themselves by their environmental stewardship, community service, and good citizenship. When they’re not knee-deep in the water taking trash out of the mangroves, they can be found leading flag ceremonies at the Murray Nelson or the Elks Lodge, or serving food at God’s Kitchen, a meal service for community members in need.

With Thanksgiving approaching, Keys Weekly sat down with the troop to get to know them better and to reflect on what they’re thankful for. Ari Poholek, the scoutmaster for the troop, brags, “They’re all really good kids. They’re still kids – for sure – but they’re really good people.”

Poholek, Cindy Martin and Mike Donovan lead the troop together. Martin, who had never camped before becoming a leader, credits scouting with teaching her so much about the outdoors and each of her scouts. Looking around the room, she said, “I care about each of you. I know so much about you guys. I can’t wait to see what you become when you grow up – what you do.”

Brian, the youngest scout, said, “We all help each other and do things as a group. We have more fun that way.” Micah Carr, a 1st class scout in the troop, said they all try to be good citizens. “That means, we try not to let anyone down."

The group is “really proactive” when it comes to community service and activities, said Poholek. “We try to fill needs. We look for opportunities to be involved with the community. Giving back is a great learning lesson.”

What’s the first thing you do when you wake up?

Micah: Think, “Nope!’”

Ethyn: I sit up in bed and make sure I wake up before I stand up. Because if I stand up too tired, I feel like I’m about to fall back over.

Aidan: I wake up and typically I snooze my alarm a million times. When I get up for real, I get up and get cereal and get up for school.

What’s your favorite food?

Jordan: Rice. Just rice. I eat it every day. In my Asian family tradition, if you haven’t eaten rice that day, you haven’t eaten at all.

Cindy: Do desserts count? Yeah?

Chocolate pudding pie.

Micah: My favorite food is a cheeseburger. I love cheeseburgers, especially with pickles. I love a nice grilled cheese-

burger. Melt that cheese on just right.

What’s your idea of a perfect day?

Zachary: Not go to school. That’s the only requirement for it to be a perfect day.

Ethyn: Really, a perfect day is if it’s cool enough outside so I can step outside without sweating. Me not sweating half to death just standing there.

Micah: A perfect day would be waking up nice, taking a nice warm shower, having pancakes or Cinnabons with my mom, have a nice breeze outside, go to school, and have a really easy day.

What’s your favorite thing about being a scout?

Ethyn: My favorite thing about being a scout is being able to do activities you wouldn’t normally be able to do on a normal day. I never camped before scouts, hiked before scouts. I wouldn’t be active without scouts. And, I wouldn’t have very many friends without scouts. This is most of my friend group. A lot of my friends are right here.

Micah: Family. Also, what I love about scouts is when I go camping, I wake up early and love to see the nice fresh breeze.

The air smells so good. I like cooking outdoors, hiking sometimes — as long as it's not really long.

Aidan: My favorite part of scouts is going on camping trips with these guys 'cause they’re very fun to be around. We always joke. It’s a lot of fun for me. I feel like these are some of my greatest friends.

What’s the most challenging thing you’ve learned to do as a scout?

Micah: Knot tying – that was the worst thing. When you get it wrong, you just have to untie it. Every time, I just untie it.

Cindy: It’s my hardest thing too.

Zachary: The amount of time it takes up, I guess. Because I have a lot of homework sometimes.

What’s the biggest lesson you’ve learned?

Micah: I learned the scout ways. I learned never to leave a friend behind.

Brian: I’ve learned a ton of lessons.

I’ve made a lot of true friends. I’ve learned about family and tying knots. I couldn’t say one specific thing, but I’ve learned a lot of morals and good rules.

Ethyn: Through scouts, I’ve learned to trust other people. It was hard for me to trust people before; now I trust people. I know I can trust people.”

Pascal: I like camping and outdoors a lot more. I can do more than I thought I could.

What does it mean to be a good citizen?

Aidan: Helping local communities, fundraisers to help people. A mixture of a ton of different things that all help. And we’re not old enough, but eventually we can get jobs to help people.

Tommy: God’s kitchen – we serve food

to people in need.

Pascal: It includes being loyal to our country. The responsibilities that a citizen has like paying taxes, voting during elections and helping out in your community.

Taking care of the environment around you.

Ethyn: A good citizen contributes to society, does responsibilities and obligations. Respects everyone’s political beliefs.

What badge are you most proud of earning?

Zachary: Probably the nature one because it had a lot of prerequisites that went along with it, that made it a hard badge.

Jordan: Rifle merit badge. At the beginning it was challenging, but then I learned to aim better.

Ethyn: Small boat sailing because I learned how to save a man overboard.

What makes you feel thankful?

Zachary: Thinking about all the things we have. People in the other (parts of the) world don’t have what we do.

Tommy: My family.

Jordan: Family, friends, personal possessions.

What does Thanksgiving mean to you?

Micah: I’m thankful for my family. I get to spend my baby brother’s first Thanksgiving with him and see my great grandparents. They’ll see him for the first time in New Hampshire, my dad’s hometown.

Pascal: To me, Thanksgiving means being able to spend time with family and see family and friends you don’t see very often. And being grateful for what you have and not taking everything you have for granted.

Artist invited to NY art fair, celebrates studio anniversary

t was a celebration of various sorts for Valerie Perreault, the artist and owner of Portside Studio and Gallery in Islamorada. With her gallery recently marking its second-year anniversary at the Morada Way Arts District, she also celebrated a successful exhibition at The Other Art Fair, an invitation-only art fair in New York with some of the world’s up-andcoming art stars.

“I felt scared opening an art gallery in a fishing community, but this community has been so good,” the artist said. “I’m tucked away in a corner of Morada Way, so this only exists because people care about me and talk nice about me behind my back. That’s not lost on me.”

For Perreault, a seasoned poet and visual artist, the next-level successes result from a lifetime of cultivated creativity. “I knew I wanted to be an artist when I was really young,” Perreault said. “I definitely knew it was a thing.”

At first, Perreault thought she wanted to make films and write music.

“I had 1,000 journals full of song lyrics and emotions,” she said. Perreault explains how she came to recognize the poetry within herself. “In my early 20s, I was moving out of living with someone, and he said, ‘And take your poems with you!’” The quip, meant as a stinging final farewell, catalyzed Perreault. “It was completely eye-opening. I thought to myself, ‘Oh, you’re a poet; you’re writing poems.’”

Perreault wrote poetry “obsessively” for the next 12 years, finding success but also feeling stifled by the medium. She recalls getting published and feeling like she’d finally arrived. “But, it was also a strange letdown,” she adds. “You feel like you’ve cracked your chest open and discovered light, and you put it out there, but it just goes in this little book on a shelf and only your mom reads it.”

The pages were literally too small for Perreault’s big heart and life-sized emotions. Rather than remain successful-but-stagnant, Perreault rebelled.

“I got this idea to write my most favorite poems, my wild pieces from all my journals, on these gigantic pieces – really messy, really raw, not organized, and not on paper,” she says. “I wanted them to look how they felt when I was writing them.”

Initially for her own satisfaction and release, the pieces soon caught the attention of the art world. Perreault was invited to show this side of herself at the Other Art Fair. She exhibited “Astral Luggage,” a collection of 30 similar monotype pieces. “They reflect our internal dialogue,” explains Perreault. “It’s the way we all talk to ourselves; the songs we have on repeat in our heads; the things our parents have said. Astral luggage is what we carry around with ourselves. Hence the huge fabric.”

The ink-on-fabric works are raw honesty. Perreault talks about her dreams, childhood and violence. “When I was flying up to New York," she said, "I was like, ‘I am going to put my whole bleeding heart out there on 6-foot canvases and hang them up in New York, the apex of culture, and let people see me.' It’s so vulnerable. Wicked vulnerable.”

Her work was well-received in New York. “I had great conversations with people who knew what I was doing, and I wasn’t even sure what I was doing. I just knew it was true to me,” she says. Andy, her husband, recounts, “She had people crying. They would sit there reading for 5 to 10 minutes, and they’d just start crying. One gal just bawling her face out came up to me and said, ‘I really need to meet your wife.’”

Back in her Islamorada studio, Perreault giggles, confessing, “I’m still shy to share them here in the Keys. I haven’t shown them locally, because I live here and people already know me a certain way, but these, these are who I am.”

Taking herself through her vulnerability, Perreault said, “I should show it. People have been really supportive and loving to me, and I think I need to honor that. I have to show them this part of me.

“Being an artist is putting your heart out there anyways, and shouldn’t we all? None of us is getting out of this alive, so shouldn’t we all just put it out there and crack it open?

After all, cows fart methane (a greenhouse gas), and forests that help lower the impacts of climate change are being cut down to create cattle-grazing land and to grow feed for cows. “We developed a product just as delicious, the same or better in health, and with the same culinary experience as meat,” says Rebekah Moses, the head of impact strategy at Impossible Foods Inc. “We’ve made a meatless burger for meat eaters.”

The Impossible Burger isn’t marketed as the next big thing in veggie burgers. Instead, it’s presented as a really delicious burger that happens to be plant-based. “Veggie burgers weren’t intended to capture the carnivore market," said Moses. "The watershed moment for Impossible was creating a burger that tastes like a burger.”

The beef made by Impossible Foods is 50% water (just like traditional ground beef), soy protein, coconut oil, sunflower oil, potato protein and heme.

That last ingredient is leghemoglobin protein, and it’s what makes meat taste like meat. The product is a result of five years of research and development meant to trick the consumer’s senses to forget that they’re not eating meat. Oils and fats allow the Impossible Burger patties to sizzle on the grill similar to how meat burgers do, and the heme tricks our taste-buds into experiencing a meat-like savory satisfaction with each bite. The sum total is a plantbased burger that cooks and eats surprisingly like a beef burger.

Nate Amadon, a resident of Key Largo, was pleasantly surprised by the Impossible Whopper from Burger King. “Honestly, I don’t know if I could’ve noticed that it wasn’t beef if I wasn’t told.

The flame-broiled taste was still there,” says Amadon. “I’m a carnivore, no doubt, but would I try it again? I absolutely would.”

Patrick Unique, the manager of the Burger King on Stock Island, reports similar findings for his store.

Unique started serving the Impossible Whopper four months ago, and his customers couldn’t tell the difference. “They loved it. To me, it tastes even better than a whopper. Flavor-wise, it’s all there and it’s never dry,” said Unique. The southernmost Burger King was among the first in the world to offer the Impossible Whopper, and Unique sells almost

as many Impossible Whoppers as conventional Whoppers each month. Globally, Burger King’s sales have risen 15% due to the addition of the Impossible Whopper.

M.E.A.T. Eatery and Taproom in Islamorada started serving the Impossible Burger a year and a half ago. Owner and chef Tom Smith prepares the Impossible Burger the same way he does his award-winning traditional burgers, and the results end up so similar that Smith has had over a dozen calls from food pick-up customers claiming they were given the wrong burger – a beef burger instead of the Impossible. “It cooks pretty much just like a regular burger without as much 'shrinkage' in the volume," he said.

It takes about 36 pounds of corn and soy to produce 1 pound of beef, because the animal consumes a lot of food over its lifetime. In a company blog, Brown offers up more specific environmental benefits of the Impossible Burger: It requires about 75% less water and 95% less land and generates approximately 87% less greenhouse gases than a conventional burger made from cows.

Impossible Foods hopes to change the world, one burger at a time, by meeting their meat-eating consumers where they are. “Ninety to 95% of our customers eat meat on a regular basis,� said Moses. “Vegans and veggies are already doing the right thing and eating sustainable, so we wanted to capture the meat market by providing them with an alternative they would want to eat. That way, even if someone isn’t into climate change, if they eat the Impossible Burger, they still do good. We put the tools of climate and biodiversity help into their hands, even if they don’t believe in it, just because it tastes that good.�

D

uring this Thanksgiving holiday, I wanted to take a moment to highlight one of the things I am most thankful for: The place we live.

I moved to the Keys a year and a half ago to dive and to restore our coral reefs. Diving in the Florida Keys National Marine Sanctuary (FKNMS) is worldfamous, and I had a hunch that Florida’s warm waters and beautiful reefs would blow my mind.

What I didn’t realize, however, was that this place would endear itself to me in a way that no other place has. When I’m diving here, I feel at home. The water is silky, and the visibility can be stunning in the summer heat. We have species of fish and coral that I couldn’t even dream up if I tried.

And every time I get a glimpse of the sea from a balcony or between mangroves, I feel a small burst of gratitude within me to live here in the Keys and to dive these waters year-round.

In fall 2019, NOAA held a “Get

Into Your Sanctuary” photo contest. The objective was to “Show the world what the ocean and Great Lakes mean to you.” Photos had to be taken in one of the 13 National Marine Sanctuaries and were judged for three categories – sanctuary views, sanctuary life and sanctuary recreation.

When winners were announced, I was stoked to win first place in the Sanctuary Views category for a scene of some corals and a giant Caribbean sea anemone off Molasses Reef.

Browsing the other winners, I realized three of the nine winning photos, including mine, were from the FKNMS. Mike Johnson placed second in the Sanctuary Life category with a beautiful shot of a pair of barracuda swimming through sun rays, and Olivia Williamson topped the Sanctuary Recreation category with a shot of a green sea turtle swimming along with a diver.

When I caught up with the other winners, they expressed similar feelings of gratitude.

There’s no place like the Keys, and here are a few of the most beautiful reasons.
