COUNCIL TO HEAR COMMERCIAL PROJECT Planning board votes 2-1 to deny plan for 104th Street

ity of Marathon staff say a proposal calling for a 34,000-square-foot commercial space and 12 homes (four market rate and eight affordable units) meets all city criteria. On Nov. 18, however, the city’s planning commission voted 2-1 to deny it.

“It’s a huge impact,” said planning board member Mike Cinque.

“Although it meets the general calculations, our comp plans says anything over 10,000 square feet needs to be reviewed by the Marathon City Council.” Cinque and board member Matt Sexton voted against, and Lynn Landry voted to approve. Board member Mike Leonard was absent. Pam Dobson has resigned her appointment to the board, and her successor will be appointed by Councilman Dan Zieg.

Several residents spoke at the planning meeting, opposing the project adjacent to their own homes.

“The project should be compatible with the community,” Cinque said.

Guillermo Torres said he wants to build the $3 million, three-story commercial space nearest U.S.1. For reference, the city’s utility building also has a 10,000-square-foot footprint, and is 27 feet at its tallest point.

Last year, the property was rezoned to become a Mixed Use and Residential Low lot. It’s owned by local developer Guillermo Torres, and purchased after Hurricane Irma. It’s adjacent to the city’s Utility building and spans the area between 101st and 104th streets. The project doesn’t require variances and the conditional use request is “intended to allow for the integration of certain land uses and structures,” according to the staff report.

Torres said he wants to build the $3 million, three-story commercial space nearest U.S.1. For reference, the city’s utility building also has a 10,000 square foot footprint, and is 27 feet

at its tallest point. Torres said the first floor of the commercial space would be for retail, the second for varying sizes of office space, and the third floor an open concept for group meetings such as corporate seminars or school reunions.

“We would probably enclose about 10 percent of the top floor for facilities,” Torres said.

If approved, the project would be completed in phases, with the commercial aspect completed first. He said he already has verbal interest in the commercial space and a proven track record of building concrete homes in Marathon for the middle class: 14 houses in 2019 and 15 houses under contract for 2020.

“There are four houses already constructed behind that property. I live in one and my brother lives in the other,” he said, adding that it is his intent to respect the neighbor’s concerns, as he lives there as well.

The entire site is 6.69 acres: 2.3 acres are zoned mixed use and 3.73 acres are zoned residential low. The remaining is considered submerged lands and would remain untouched. The plan calls for access to the site from 101st and 104th streets, and not U.S.1.

The city requested an additional 5-foot easement on 101st Street to widen the road. The city requires, and the plan calls for, 96 parking spaces.

The project will be heard by the City of Marathon at a future council meeting. Torres said he has hired legal counsel.

MARATHON AIRPORT SELECTED AS NEW EOC LOCATION TIFFANY DUONG

t the November BOCC meeting, the county commissioners selected the southwest corner of the Marathon airport property to build a new Monroe County Emergency Operations Center (EOC). The selection allows the building process to move onto Phase II Design.

Kevin Wilson, assistant county administrator, prefaced the presentation by noting, “We’re not building a new EOC; we’re building an EOC because we don’t have one.” Wilson’s subtle reminder of the 2017 hurricane season was not lost on the audience.

Marty Senterfitt, director of Monroe County Emergency Management, noted that a dedicated EOC should be “a place to safely convene to properly run the response to a crisis and train for crisis.”

During Irma, EOC staff had to evacuate to Ocean Reef when conditions became too unsafe to remain at the Marathon Government Center. “While the building sustained only minor damage from the storm, the safety of the EOC staff was paramount," said Wilson, "and the staff operated well as it relocated back to the Marathon Government Center at dawn following landfall.

"With a purpose-designed EOC," he said, "the staff will be able to operate continuously from the EOC without the extra resources required for a relocation for the safety of the staff.”

Senterfitt agreed. “Right now, we are just making the best of our temporary area,” he said, noting that the current setup lacks the dedicated space, technology and equipment needed to run a disaster response properly.

County staff evaluated seven locations on airport property before ultimately choosing the southwest corner based on the amount of space needed, the need to avoid protected airspace, the airport’s master plan, and security setback requirements. The new EOC building is estimated to cost $22 million to 23 million. Funding will come 25% from a state legislative appropriation, 35% to 40% from the Florida Department of Transportation, and 35% to 40% from the Florida Department of Emergency Management.

The project management department of the county has contracted a design team and will oversee design and construction. While Wilson noted that it was still too early to tell the exact specs for the EOC, he hoped to have a clearer idea in the coming weeks. Most importantly, the new building will be a cat-5 hurricane-hardened building built to FEMA 361 Safe Room standards. It will

house the EOC, Monroe County Emergency Management, Monroe County Fire Administration, and Monroe County Sheriff’s Office 9-1-1 Dispatch.

Having the new EOC located at the Marathon International Airport adds an important tool in the County’s hurricane resiliency. The immediate proximity of the new EOC at the airport maximizes use of the airfield as an “air bridge” if and when Overseas Highway becomes unusable. Aid can come in through the airport and get dispersed through the county as needed. During Irma, this is what happened, with federal aid coming in from Mississippi to the Marathon Airport. Having the EOC right there will help manage and expedite the process in the event of another big storm.

“Their lease expires next year, and we will be another year in design,” he said.

The DAV and Monroe County citizens built the DAV on county land in 1987.

Dan Perkins, the current DAV commander, acknowledged how many members are upset by the decision. “I think there’s plenty of room for all of us here,” he said.

Perkins added, “It would really upset us to be relocated. There’s so many memories of people in this building.”

Past DAV Commander Johnny Maddox takes a slightly different viewpoint.

“We’ve been guests of theirs for 40 years. Monroe County has been a gracious host, but a lease is a lease, and it’s time to move on,” he said. “It’s time for growth.”

Commissioner Michelle Coldiron requested that staff be sure to help the DAV find a new building, and Wilson assured her that the county fully intended to help. The county’s Veterans Affairs Department will work with the organization to develop plans for a future location.

Make this a happy holiday season — don’t drink & drive I have instructed Monroe County Sheriff's Office deputies to be out in force watching out for drunk and unsafe drivers during the month of December with the goal of making sure holiday travel is as safe as possible here in the Florida Keys.

We will be concentrating their efforts on drunk drivers, improper passing and other unsafe driving practices throughout the upcoming season in an effort to save lives and make this holiday season a safe and enjoyable one for everyone. Designate a sober driver or take a cab home if you decide to drink. Remember: if you drink and drive and get caught, you will be spending the night in jail.

The Holiday Season is, unfortunately, a time when thieves target residents in myriad ways. As is often the case, most crimes are crimes of opportunity. That means simple precautions, such as locking vehicles and residences, are often the only difference from being unaffected by crime and being a victim. Please lock your doors!

Some other important holiday reminders: • Thieves who target packages left on porches and doors have skyrocketed as sites like Amazon have gained popularity. You can combat this problem by asking neighbors to help keep watch, by mailing to a different location if you know you won’t be home at the delivered day or time as well as request that all packages require a signature to be delivered.

• Use a door bell camera. These technologies continue to drop in price while their ease of use rises. You can link many of them now to your smartphone for real time monitoring.

• Be wary of phone scams! Never give anyone money over the phone using a gift card.

Be particularly wary of anyone calling you claiming to be a law enforcement officer or from the utility company. Never send money to a government entity or a utility over the phone!

• Large displays of holiday gifts should not be visible through the windows and doors of your home or your vehicle.

• If you are gone for an extended period, call your local Sheriff’s Office substation.

KEYS KIDS CONQUER 16 COUNTRIES

I

n the summer of 2019, three dozen students from the Florida Keys participated in the Experiment in International Living — international cross-cultural programs that spanned 16 different countries with 23 differently themed programs. The programs place students all over the world for about a month in the summertime and focus on topics such as environmental sustainability, language training, the arts, technology, human rights and other EIL representatives have said that Monroe County has the highest number of students participating of any county in the U.S., outside of the New York City metro area.

Some of the Keys students are Take Stock in Children scholars and other Keys students were selected to receive partial merit-based scholarships from the Monroe County Education Foundation through EIL’s essay contest.

This is the fourth year that area high school students are invited to enter the Experiment in International Living’s essay competition. Thirty winners will receive merit-based scholarships of 50% off to study abroad this summer on one of the EIL programs around the world.

The Experiment was started in the 1930s and became the basis by which the first Peace Corps volunteers were trained. Its mission is to create peace through understanding on a global basis, with a mission that includes the promise, “Experimenters go to learn, not to teach.”

The Experiment hosted a recent homecoming weekend, bringing the student travelers together as a sort of debriefing process. Most of the 2019 travelers gathered on Nov. 17 at the Doubletree Grand Key Resort in Key West to compare notes.

Melissa Martinez said she nearly fell over last year when her son, Kevin, now a sophomore at Key West High School, told her he’d like to spend four weeks of his summer in Mongolia.

“Then he said, ‘Mom, out of all the places in the world, when will I ever get another chance to go to Mongolia?’” Melissa said. “And I knew he was right.”

So he went, and spent four weeks living with a family in a traditional yurt, or tent-like structure, erected in a vast and unfamiliar place whose name has become synonymous with, well, vast and unfamiliar places.

Martinez was in Mongolia with a group of about 12 students, including another KWHS student, Maryama Akhmetkaliyeva, who had spoken English when she emigrated to Key West three years ago from Kazakhstan.

“I was so quiet, I never wanted to speak because of my accent,” she said. “But I did speak Russian, so when our group missed a flight this summer on our way to Mongolia, we ended up in Moscow for a night, and luckily I was able to help, especially since half our luggage had gotten lost.”

Her accent was barely noticeable as the honor student described her camel ride in the Gobi Desert and her host sister crying when she had to leave.

Luis Parrado from Marathon High School spent the summer in Argentina, where he spent time in Salta, on the Argentinian dunes, an ocean away from one of his Marathon

schoolmates, Christian Ruiz, who was in Spain for the language and culture program. Ruiz instantly learned that the Queen’s Spanish may as well be an entirely different language than the slang-filled Cuban Spanish that Ruiz speaks at home.

Coral Shores senior Caroline Althouse went to Thailand to study “Ancient Temples to Modern Bangkok,” while her classmate Antonio Molina immersed himself in Urban Culture and Technology in Spain, where he learned to appreciate the siesta and late-night schedule.

Other students throughout the Florida Keys related tales of their trips to Japan, South Africa, Morocco, England, Germany, France, Costa Rica and other nations.

“One of the things I learned is how accustomed we are to having everything available,” Akhmetkaliyeva said. “I’m definitely more grateful for everything I have.”

nce upon a time a seed began to grow out of the highway of the historic, Old Seven Mile Bridge.

gence of large sea aquariums, featuring Atlantic bottlenose dolphin, which began to pop up around the country in the 1950s.

For Santini, the arc in his career began when the Miami Sea Aquarium advertised their offer to pay $100 per live dolphin delivered to locations at either Tavernier or Marathon.

A growing industry, by 1962 there were calls for wild dolphin coming in from as far away as Texas and Michigan.

According to a Miami Herald story dated Nov. 30, 1966, the price Santini was being paid for every wild dolphin he delivered had increased substantially. He was selling them to aquariums for between $500 and $1,500 each.

As his business grew, Santini needed to expand. He purchased Campbell’s Grassy Key Lodge. Along the craggy shore behind the lodge, he used dynamite to create dolphin pens that could be partitioned off from the open water.

RESTORATION BLUEPRINT Stakeholders weigh in on Sanctuary proposal NOAA’s Restoration Blueprint was introduced at the Sanctuary Advisory Council’s meeting in August, and the community has been buzzing about it since.

The proposal seeks to balance seemingly opposing needs: to bring our marine environments back to health while still promoting the economies and industries depending on those resources.

Four alternatives were presented, but constituents were invited to comment upon as much or as little of the proposals as they wanted — whether that be a specific reef, certain regulations, or an entire alternative. Alternative 3, the sanctuary’s preferred plan, would result in major changes for the sanctuary in terms of expanded boundaries, additional zoning, tighter regulation, and a new management plan.

Keys Weekly spoke with environmentalists and stakeholders in affected industries.

If you have been living in the Keys for the last few years, you have seen the issues the reef is having. If you don’t believe that the reefs and seagrass need help, you have been living with a blindfold on. After reading as much of the NOAA blueprint as I could, I have a few thoughts from a dive operator’s perspective.

I’m just going to go ahead and say it. I want the only commercial operators allowed in ALL protected zones to be Blue Star certified, not just the three areas they are proposing. Commercial boaters all need to be on the same page about educating their customers and promoting conservation of our reefs. If your business is on the water and uses a SPA zone then you depend on the reefs being vibrant and alive. The least you can do is educate your customers and promote the preservation of the reefs you are using. Blue Star certification is free, you can do it online, and the Blueprint discusses having certifications for individual boaters and non-diving operators, again, all for free.

Carysfort, Sombrero, and Sand Key are all high-traffic areas that need protecting. NOAA isn’t some bogeyman intent on kicking locals out of the reefs, they just want to ensure that everyone who enjoys them will know how to protect them.

I don’t like that Key Largo will be made into a no-anchor zone, but I think it’s necessary.

Yes, it is frustrating that we can’t throw an anchor to fish or lobster or explore new places. Yes, if you anchor responsibly in sand it will not damage the reef. But let’s face the facts: most recreational boaters don’t know how to or care to anchor correctly. Just a few weeks ago there was a report about years of Elkhorn coral growth being destroyed by a dragging anchor on Pickles Reef. Who knows how much unreported reef tract is broken apart by anchors? Coral that people pay good money to come down and see year after year can be eliminated in seconds. I have repeat customers that will request the same reef over and over because of the coral quality. Those corals literally give me a paycheck. They are worth the hassle of having to use a mooring ball and not an anchor.

Additional Special Protection Zones and larger SPA zones will create more money from tourists snorkeling and diving. The fish that is caught and eaten has a one-time payout.

The shark that people come down to photograph or swim next to will pay out multiple times over the course of its life and is worth protecting. There will still be plenty of areas to lobster and fish throughout the sanctuary, even with the expanded SPA zones. Additionally, the expanded zones will mean that more fish will grow and breed to be caught in fishing approved areas. SPA zones don’t just benefit themselves, but everywhere around them.

I hope that NOAA will get better funding and support for enforcement of whatever policy they choose. All the regulations in the world will not be enough if there are no boats out informing people and enforcing policies. Even now NOAA and the FWC are seriously underfunded and understaffed. Adding mooring buoys, making Key Largo a no-anchor area, and expanding SPA zones and Blue Star certification will need much more monitoring and enforcement to ensure the reef becomes as beautiful as we all know it can be. I have hope for the future after reading what NOAA plans on doing with the Keys and am optimistic that things can get better for everyone who lives down here.

lorida Keys National Marine Sanctuary released its Restoration Blueprint on Aug. 20, 2019, opening five months of public comment.

The document includes four alternatives. Alternative 1 is no action, meaning the current boundaries, marine zones, and regulations would remain in place.

That does not mean that the condition of the natural and cultural resources will remain the same. Alternatives 2, 3 and 4 propose changes, with Alternative 3 being the NOAA-preferred option. The sanctuary’s non-regulatory management plan is also available for review. It involves functions such as restoration, buoys, permits, education, and collaborations with state and federal entities on issues including water quality and law enforcement.

Here are the major steps in the federal rulemaking process as they relate to the Restoration Blueprint: PASSAGE OF ENABLING LEGISLATION Deteriorating water quality, declines in marine ecosystem health, large vessel groundings, and oil drilling proposals prompted the United States Congress to act. Florida Keys Representative Dante Fascell introduced the Florida Keys National Marine Sanctuary and Protection Act with Senator Bob Graham as sponsor in the Senate. On Nov. 16, 1990, President George H.W. Bush signed the bill into law.

The sanctuary is administered by the National Oceanic and Atmospheric Administration in the Department of Commerce.

DRAFT RULE FOR PUBLIC COMMENT

REGULATORY PLANNING Federal agencies are required to produce rule-making planning documents.

Following an initial rule-making process, the sanctuary’s original marine zones and regulations became effective in 1997.

More rule-making allowed the sanctuary to add the Tortugas Ecological Reserve in 2001, and revise its management plan in 2007. The Restoration Blueprint represents the first comprehensive review of the sanctuary’s boundaries, marine zones, regulations and management plan in more than 20 years. As a draft environmental impact statement, the Restoration Blueprint proposes changes, states the need for those changes and presents the economic impact of proposed changes.

ENGAGING STAKEHOLDERS Stakeholder engagement is crucial to the rulemaking process. Information is gathered before rules are drafted and during the drafting. Florida Keys National Marine Sanctuary, working with its advisory council, held more than 70 public meetings where input was received from a broad range of stakeholders. That process began in 2012 with an Advance Notice of Proposed Rule-making in the Federal Register. The resulting Restoration Blueprint embodies what NOAA has learned through more than 20 years of cutting-edge science, technical experience and local community involvement.

PROPOSAL After appropriate levels of agency management approve the proposed rules, the agency submits a Notice of Proposed Rule-making to the Federal Register that includes a statement describing the issues and how the proposed rules will address the issues. It lists the dates for public comment and the methods by

which a citizen or group may comment.

NOAA submitted the Restoration Blueprint to the Federal Register in August 2019.

WHERE WE ARE NOW: PUBLIC COMMENT Comment periods typically run for 30 to 60 days. Due to the complex nature of the document and the desire to inform and provide opportunity to as many stakeholders as possible, the Restoration Blueprint public comment period is 165 days.

NOAA will carefully review and consider all official comments. While NOAA has a preferred alternative, elements of all alternatives will be considered and, based on public input, scientific data, and subsequent changes to resource conditions, a single proposal will be released for additional public comment. While the Restoration Blueprint, in its current state, includes concepts for consideration, the refined proposal will include definitive language.

FINAL RULE If NOAA takes a final action, a final environmental impact statement and final rule-making will be published in the Federal Register. That would be followed by an opportunity for review by the governor of Florida as well as by Congress.

Living just slightly north of the Sanctuary in Miami, where our reefs are more degraded, it is a privilege to dive and see the diversity of corals, the abundance of fish and other wildlife, and the structure of the FKNMS reefs. I have seen huge coral colonies, several species of sharks, sea turtles, rays and dolphins while diving in the FKNMS, animals that inspire awe and respect for our oceans. The reefs in the FKNMS are beautiful and worthy of protection. I was very excited to win in the NOAA contest, because it felt like a small way to give back to the reefs that I have been so lucky to dive on.”

uring this Thanksgiving holiday, I wanted to take a moment to highlight one of the things I am most thankful for: The place we live.

I moved to the Keys a year and a half ago to dive and to restore our coral reefs. Diving in the Florida Keys National Marine Sanctuary (FKNMS) is world-

famous, and I had a hunch that Florida’s warm waters and beautiful reefs would blow my mind.

What I didn’t realize, however, was that this place would endear itself to me in a way that no other place has. When I’m diving here, I feel at home. The water is silky, and the visibility can be stunning in the summer heat. We have species of fish and coral that I couldn’t even dream up if I tried.

And every time I get a glimpse of the sea from a balcony or

In fall 2019, NOAA held a “Get Into Your Sanctuary” photo contest. The objective was to “Show

the world what the ocean and Great Lakes mean to you.” Photos had to be taken in one of the 13 National Marine Sanctuaries and were judged for three categories – sanctuary views, sanctuary life and sanctuary recreation.

What is something you know now that you didn’t know when you were a freshman?

I didn’t know how easy high school was going to end up being.

What organizations and activities are you involved with at MHS and why are they important to you? I participate in football, baseball, the culinary team and Explorers. They are important because they are fun to do and keep me from sitting around all day.

COMIC RELIEF POUNDSTONE RETURNS TO KEY WEST THEATER

S

he’s quick, sarcastic and so relatably funny, Paula Poundstone creates an instant connection with her audiences everywhere.

Whether she’s making you laugh or making others laugh at you, it’s all in good fun.

Following last year’s successful show, Poundstone returns to the island for one show only on Saturday, Dec. 7 at The Key West Theater. Doors open at 7 p.m., show starts at 8 p.m.

Late arrivals will be subject to severe and public ridicule.

“I remember last year when I was there I was sort of amazed and a little appalled at the ads on the tables for the injections to cure hangovers,” Poundstone told Keys Weekly during an interview last week. “That just blew me away that people actually make plans to drink so much they’ll need an actual injection to feel better.

How does that work?”

A reformed drinker, Poundstone will not lack for material while she’s in Key West. “I’m so glad my good ol’ days are over,” she said. “I hate needles.”

Poundstone is a humorist, author and comedian known for her clever, observational humor and spontaneous wit.

When she isn’t collecting hotel soaps while on tour or paneling on NPR’s #1 show, “Wait, Wait...Don’t Tell Me!” she hosts the popular podcast, “Nobody Listens to Paula Poundstone,” a comedic field guide to life, complete with taste tests, cats of the weeks and leading experts in everything from beekeeping to ping pong to prosopagnosia — yes, it’s a real thing, a rather interesting thing, too.

Poundstone’s stand-up credentials are endless. She also famously provided backstage commentary during the 1992 presidential election for “The Tonight Show with Jay Leno” and was the first woman to host the White House Correspondents’ Dinner.

In 2017, Poundstone released her second book, “The Totally Unscientific Study of the Search For Human Happiness,” in which she offers herself up as a guinea pig in a series of thoroughly unscientific experiments.

Kirkus Reviews called the book “a deeply revealing memoir in which the pathos doesn’t kill the humor — delivers more than it promises.”

The book debuted at #1 on the Amazon Bestsellers List in Humor, and the audiobook was one of five finalists for 2018 Audio Book of the Year. The book was recognized as one of eight semi-finalists for the Thurber Prize for American Humor, the highest recognition of the art of humor writing in the U.S. Poundstone can be heard on the big screen as “Forgetter Paula” in Disney/Pixar’s Inside Out, winner of the 2017 Academy Award for Best Animated Feature Film. She has also starred in her own series on both HBO and ABC, is included on Comedy Central’s Top 100 Comics of All Time and won an American Comedy Award for Best Female Stand-Up. In February 2019, Poundstone’s stand-up special, “Cats, Cops and Stuff” was named by TIME Magazine and Tig Notaro as one of The 5 Funniest StandUp Specials Ever.

RENAISSANCE Chaplin has done MAN Mike a little bit of everything SARA MATTHIS

I

t’s probably just a matter of time until Mike Chaplin weighs anchor and is off to his next adventure.

He’s been a Navy sailor, a New York City cop, a massage therapist, a chiropractor, a life coach, guitar player, a teen model and a college professor. For now, he’s floating in Boot Key Harbor, and currently starring in Marathon Community Theatre’s “Greater Tuna.”

Buckle your seatbelts, it’s a wild ride.

Full name: Mike A. Chaplin, D.C. Nickname: Mike or Chappy.

Where were you born and raised? In Flushing, New York.

Why did you enlist? I went into the Navy rather than being drafted. I ended up on an ammo ship during the Vietnam War. When I got home, I messed around for a couple years before becoming a New York City cop.

Why join law enforcement? (laughing) I was the only one in my neighborhood without a gun!

Listen, I grew up in a neighborhood where everyone was either Irish or Italian. The dads joined the police force or the sanitation service. Some of them joined the “private sanitation” service, if you know what I mean. And all the mothers were nurses.

How long were you on the force?

For 14 years. I started as a beat cop on foot patrol in Harlem, or South Bronx, or Queens. I worked my way up to a position on the first elevator vandalism squad. My partner and I had to figure out if the elevators were down because of vandalism or maintenance issues.

Why did you leave the force? I tore up the ligaments in my left knee chasing and catching a suspected serial rapist. The chief called in a huge task force to get this guy who was following women home, pushing in behind them, robbing them and raping them.

The oldest victim was 92 years old and died as a result of the injury.

Then what? I moved down to Florida, to the Lake Worth and Palm Beach area and then I decided to become a massage therapist at 40 years old. I moved to Tampa and went to school for two years, and eventually started working with the University of South Florida athletes. Then I moved to Tallahassee to try to set up a similar program with Florida State University athletes. And then I became interested in holistic health care.

Where did you move next? Well, I did my undergrad in Tallahassee first, then went to Texas to attend chiropractic school. I lived in a town called Cut N Shoot, among other places. (This is where he became familiar with the “Tuna” series of plays.) Eventually, I got tired of fighting insurance companies, closed my clinic and bought a boat.

How did you choose Boot Key Harbor? Well, I had been stationed at the Key West Naval Base back in the ’60s.

And we heard about Boot Key Harbor from friends. We pulled in here for the season in 2013 and haven’t left since.

What do you do when you’re not on the stage? Well, I have my boat, I have my 50-ton captain’s license, I’m a health and life mindset coach, and as soon as the show is over, I’m going to finish my pilot’s training.

Any other projects you’re thinking of taking on? I think that you don’t lose mobility because you get old, you get old because you don’t move. I was 50 years old when I became a doctor, and remember, I’m a high school drop out.

If you could have lunch with someone dead or alive, whom would you choose? I would have lunch with Edwin Dunbar Chaplin … I can’t remember if he’s my great-grandfather or my great-great-grandfather, but he was a contemporary of Albert Einstein. He was one of the first inventors of the electric automobile, but his backer died before they could get it in production.

Name your top three musicians: Lyle Lovett, Gordon Lightfoot and Harry Chapin.

What are you reading right now? I’m reading “Atlas Shrugged” by Ayn Rand for the fourth or fifth time. I originally read it in 1957, the year it was published.

Who would play you in a movie? Robert Downey Jr. We have the same type of “joie de vivre.”

What’s your guilty pleasure?

Good cigars and good scotch.

Actually, at this point in my life I don’t feel guilty about it.

If you could have any superpower, what would you choose? The power to cure cancer. It’s taken or threatened too many people that I care about.

But the doctors won’t find the cure, because it’s big business.

Little ones weigh in on what’s important

Let’s just say all of these kids wrote down, on the eve of Thanksgiving, exactly what they are thankful. It’s family — mom, dad, sisters, brothers, grandparents and dogs. Every single one listed those on the front of the paper bag crafts brought to them at Grace Jones Daycare by the City of Marathon’s parks and recreation department outreach program. But the Weekly staff dug a little deeper …

Ashley, 6, may be one of the most nurturing big sisters we have ever met. She neatly printed his answers on his craft, too, and ensured he was pictured. “I like pumpkin pie, and my brother Alex, who is 3 years old,” she said.

Jayden loves his family and especially his dad, who does his hair every morning. It’s very stylish.

Casen, who is 7 1/2, is thankful for his best friend. He lives in town.

His name is Carter and he is also 7 1/2 years old.

In total there are three Jaydens in this classroom at Grace Jones.

This Jayden also loves turkey, his mom, his dad and his family.

“I am going to eat this much turkey,” said Eddie, 5, holding his hands about 18 inches apart. He said that’s his favorite part of the Thanksgiving meal. He also revealed that both he and his mother love bacon. “It’s so yummy!”

Jonathon, 6, is very certain about a few things.

He likes red feathers for his craft, and only red feathers. He’s thankful for his friends. And he likes to play “werewolf and people” with his friends. That’s his werewolf face, extremely effective at Halloween time, he said.

f I told you eating a burger could help save the world, you might color me crazy and tell me to just pass the meat. After all, cows fart methane (a greenhouse gas), and forests that help lower the impacts of climate change are being cut down to create cattle-grazing land and to grow feed for cows. So how does eating more burgers help the planet?

Impossible Foods is a California-based company whose flagship Impossible Burger has taken the world – and even the Keys — by storm. The key difference about this burger is that it doesn’t contain any meat. Yes, you read that right. It’s a meatless burger that cooks and tastes like a traditional beef burger. Sounds, well, impossible, right?

Keys Weekly sat down for an exclusive interview with the food-tech startup, as well as some Keys restaurants and grocery chains serving the new “meat,” to find out more about this innovative new product.

“We developed a product just as delicious, the same or better in health, and with the same culinary experience as meat,” says Rebekah Moses, the head of impact strategy at Impossible Foods Inc. “We’ve made a meatless burger for meat eaters.”

The Impossible Burger isn’t marketed as the next big thing in veggie burgers. Instead, it’s presented as a really delicious burger that happens to be plant-based. “Veggie burgers weren’t intended to capture the carnivore market," said Moses. "The watershed moment for Impossible was creating a burger that tastes like a burger.”

The beef made by Impossible Foods is 50% water (just like traditional ground beef), soy protein, coconut oil, sunflower oil, potato protein and heme.

That last ingredient is leghemoglobin protein, and it’s what makes meat taste like meat. The product is a result of five years of research and development meant to trick the consumer’s senses to forget that they’re not eating meat. Oils and fats allow the Impossible Burger patties to sizzle on the grill similar to how meat burgers do, and the heme tricks our taste-buds into experiencing a meat-like savory satisfaction with each bite. The sum total is a plantbased burger that cooks and eats surprisingly like a beef burger.

Nate Amadon, a resident of Key Largo, was pleasantly surprised by the Impossible Whopper from Burger King. “Honestly, I don’t know if I could’ve noticed that it wasn’t beef if I wasn’t told.

The flame-broiled taste was still there,” says Amadon. “I’m a carnivore, no doubt, but would I try it again? I absolutely would.”

Patrick Unique, the manager of the Burger King on Stock Island, reports similar findings for his store.

Unique started serving the Impossible Whopper four months ago, and his customers couldn’t tell the difference. “They loved it. To me, it tastes even better than a whopper. Flavor-wise, it’s all there and it’s never dry,” said Unique. The southernmost Burger King was among the first in the world to offer the Impossible Whopper, and Unique sells almost

as many Impossible Whoppers as conventional Whoppers each month. Globally, Burger King’s sales have risen 15% due to the addition of the Impossible Whopper.

M.E.A.T. Eatery and Taproom in Islamorada started serving the Impossible Burger a year and a half ago. Owner and chef Tom Smith prepares the Impossible Burger the same way he does his award-winning traditional burgers, and the results end up so similar that Smith has had over a dozen calls from food pick-up customers claiming they were given the wrong burger – a beef burger instead of the Impossible. “It cooks pretty much just like a regular burger without as much 'shrinkage' in the volume," he said. "People have overwhelmingly loved it.”

The product has helped bring meat eaters and vegetarians to the table together – sometimes literally. On her first day at work, Shelby Cornell, the new marketing associate at Coral Restoration Foundation, was taken to lunch.

By creating a beef-less burger that even meat-eaters want to eat, Brown hopes to reduce the destructive footprint humans have had on the environment.

“The single most effective way to avoid deforestation from soy is to eat a soy-based burger,” said Moses. “It’s counter-intuitive, but beef is inefficient. It takes about 36 pounds of corn and soy to produce 1 pound of beef, because the animal consumes a lot of food over its lifetime. If you eat a soy-based Impossible Burger, we don’t have to feed the animal. It’s 1-1 efficiency.”

In a company blog, Brown offers up more specific environmental benefits of the Impossible Burger: It requires about 75% less water and 95% less land and generates approximately 87% less greenhouse gases than a conventional burger made from cows.

Impossible Foods hopes to change the world, one burger at a time, by meeting their meat-eating consumers where they are.

“Ninety to 95% of our customers eat meat on a regular basis,” said Moses. “Vegans and veggies are already doing the right thing and eating sustainable, so we wanted to capture the meat market by providing them with an alternative they would want to eat. That way, even if someone isn’t into climate change, if they eat the Impossible Burger, they still do good. We put the tools of climate and biodiversity help into their hands, even if they don’t believe in it, just because it tastes that good.”

IN FINAL YEAR, RASCHEIN READY TO BRING BACK FUNDING, PASS KEY BILLS

A

s the old saying goes, “time flies when you’re having fun. “ For state Rep. Holly Raschein, it couldn’t be truer from her beginnings as a legislative aide in the early 2000s to today as she enters her last year representing the Keys in Tallahassee.

“It’s full of challenges,” Raschein said. “Every day is different and I like that. It’s a little bittersweet, I have to be honest with you, because I’ve been doing this so long as an aide to being elected. It’s kind of been my life, quite frankly.”

Assuming office in 2012, Raschein is in her fourth and final term as the representative for District 120, which encompasses all of the Florida Keys and a portion of south MiamiDade. Serving as the Agriculture and Natural Resources Appropriations Subcommittee chair, Raschein’s no doubt been busy the past month, as state legislators continue to work through the heart of committee meetings and pound through appropriation requests. Legislative session kicks off Jan. 14, 2020, which is earlier than prior years.

Presenting budget bills and filing legislation, Raschein says she’s put in a number of requests for the local community, including the all-important House Bill 587, or the Florida Keys Property Rights Protection Act. The legislation would split the costs with the state and local municipalities on settlements and legal bills as it pertains to takings lawsuits when the state no longer issues building permits in the Keys in 2023.

“We’re going to get to work on that,” Raschein said. “That’s a must-pass. I won’t feel comfortable having my time in the House come to an end without getting that done, so that’s incredibly vital.”

Also high on her priority list is funding of the Florida Keys Stewardship Act. Since it was

signed into law in 2016, millions of dollars have flowed into the Keys for water quality projects and land acquisition. Last year, $6 million was given to the Keys to protect nearshore waters and lands critical to the delicate ecosystem.

Other projects for Raschein include funding support for various community organizations such as Florida Keys Healthy Start Coalition Program, MARC House and Truman Little White House, to name a few.

“Those dollars, while smaller amounts, are incredibly meaningful to these organizations,” she said.

And like last year, Raschein is a sponsor of a bill to provide funds for the United Way tax preparation program that assists ALICE — asset limited, income constrained, employed — families prepare their taxes to help them find savings. A 2018 ALICE report found that around 40 percent of low-income workers struggle to cover essentials.

“That helps them find all savings that are due to them,” she said. “In turn, they put those dollars into our economy.”

THE BUDGET AND SESSION OUTLOOK On Nov. 18, Gov. Ron DeSantis unveiled his 2020-21 fiscal year budget. His recommended $91.4 billion in spending includes investments in education, the environment and public safety.

On the environmental side, his plan includes $322 million for Everglades restoration, $100 million for Florida Bay Forever Program and $22 million to combat algae blooms and red tide.

“Obviously, the environment is going to be really important,” Raschein says. “The governor has maintained that as one of his top priorities, which is really good for the Keys.”

On the education side, giving teachers raises will be a hot topic this year in Tallahassee.

DeSantis’ budget includes $900 million to recruit and retain teachers and principals, $600 million to raise the minimum salary for full-time teachers to $47,500 and $300 million for Florida Classroom Teacher and Principal Bonus programs.

“Our teachers are already at a higher salary rate, so I’m kind of anxious how that’s going to pan out for teachers in the communities like ours,” she said.

Among the other notable topics percolating at the state level are mental health programs, boosting Florida’s correctional system with more positions while implementing a pilot program to alter prison guards’ shifts, and cyber security funding and programming to ensure elections are protected and every vote is counted correctly.

With much work ahead, Raschein prepares to enter her final year in office to make the Keys a better place to live, work and play.

“I’m totally biased, but I think we have the most fantastic and most diverse district in the entire house, and Florida, period,” she said. “There’s a notion that everything is peachy and paradise and wonderful. That’s not necessarily the case all the

time. To understand our housing crisis, or our insurance property rate issues, or our environmental issues, all those things are so innately Florida Keys, and I have just been so honored to be the mouthpiece for those types of topics.”

So far, five candidates have filed for the seat Raschein holds in the 2020 election. Republicans include North Key Largo resident Rhonda Rebman Lopez, Islamorada Councilman Jim Mooney, Key Largo resident Jose Felix Peixoto and Homestead attorney Alexandria Suarez. On the Democratic side, Homestead resident Roy David Walker has filed.

Being Thankful Specific things in our islands worthy of gratitude

T

hanksgiving in the Keys is different than Thanksgiving on the mainland. For starters, there’s no “over the river and through the woods” like the song celebrates. (Maybe over the ocean and through the 'groves…) Although the weather has turned a bit cooler (YESSS!!!!), it’s not the frosty cold of the Great White North. And while a lot of Keys folk head north to join friends and family, those who remain celebrate in their particular island way with our own particular things for which to be thankful.

Topping the list is the second year in a row without any tropical events!

Gratitude is abundant from island communities still struggling after Irma.

And ever since I moved here, my birthday — Dec. 1 — is a special celebration because it’s also the first day that’s not in hurricane season! I am just hopeful that next year’s Thanksgiving column is all about FEMA reimbursement.

Another thing worthy of gratitude is this subtle change in weather as summer finally seems to have let go its sweltering stranglehold over us. It was a record number of days in our islands — over 220 — where the mercury didn’t dip below 80°. It was freakin’ hot this summer, as anyone who works outside can attest. I have always maintained that the Florida Keys have the best winters in the world, and I am just so glad that our tropical winter is once again upon us!

I am grateful to be associated with organizations dedicated to giving back to our amazing community. I have been a member of the Rotary Club of Marathon since 2003, and every year our club has done some pretty good things: Scholarships for our local kids (including a full ride Take Stock in Children scholarship) that totaled $45,000 last year, serving the community with events like the annual July 4th party at Sombrero Beach, The Best of Marathon, Key Colony Beach Day, and bagging groceries at Publix… and our gratitude to the community for their generosity.

That generosity is evident in all the not-for-profits that help people in our islands. One I recently became involved in is Presents in Paradise; I’ve written about them quite a bit recently.

I am extremely grateful for all those who’ve come to hear me perform over the 40+ years I’ve played music professionally, especially the nearly 36 years I’ve been making music in the islands. Thanks to you for the support throughout the decades, and special thanks to those of you who come out to hear me play my songs. Thanks to the venues that book me and keep me busy, thanks to the musicians who inspire me and share their stages, and thanks to all who support local live music!

And finally, thank you to the people of this community for their support and involvement as we try to make Marathon and the Keys a better place. It’s because of you that our community is so amazing, and after all these years, there’s no place I’d rather spend Thanksgiving.

So as we all get turkey’ed up and relax with a slice of pumpkin pie (and enjoy turkey leftovers all weekend long), let’s remember the things for which we are truly grateful. And then drift into a tryptophan-induced nap… zzzzz….
