uring the Oct. 10 meeting of Islamorada Village Council, members voted unanimously on a five-year sublease agreement with the Florida Department of Environmental Protection and Department of Transportation for 7.38 acres of mostly submerged state land from MM 77.5 to MM 79.8. Following concerns from the public and local officials earlier in the summer regarding overcrowding, trashing and safety, the village and state agencies came to an agreement allowing state land to be under the watch of Islamorada staff. As a result, a parking plan was set in place, portable toilets were installed for major holidays and busy weekends and staff monitoring of boat trailer parking.

Village Manager Seth Lawless opened discussion with fencing options for council members to consider, which included split rail or rope with posts. While some were in favor of a split rail to replace the unappealing orange cone look seen today, councilman Jim Mooney says

he’d like to see a guardrail with plants placed in front.

“It would sure look a lot nicer than a fence,” he said. “I think you should do something for safety as well as aesthetics. You think FDOT would have all the material to do a safety barrier there that they use all over the place and just place plants in front of it.”

For all fencing options, Councilman Mike Forster asked who’d be paying for it. Lawless said the village will request the state to pay for barricades and barriers.

As for parking at the Fills, staff recommended $4 an hour for parking in one of the approximate 80 spots and $30 a day for boat trailers on Indian Key Fill. Other recommendations included upping parking tickets from $32 to $100 at metered locations, no open flames, cooking or overnight camping and a littering fine of $100. The majority of council agreed everyone should pay to park, but residents should get a discount.

“Most municipalities, they offer what they call a citizens discount. I personally would like to see some fee for everybody,” Mayor Deb Gillis said.

Forster acknowledged that village residents should be able to park for free.

“They’re already paying impact fees to run the Fills,” he said. “I don’t think we need to double dip and have them pay again.”

The majority of council also verbally agreed on discounts for locals for boat trailers, while Forster maintained his stance to keep it free for residents.

Council made no final decisions on fencing, parking and regulations. Lawless said he’d bring a final plan back to the dais before it’s sent to FDOT.

t has long been asserted that Henry Perrine was the man responsible for introducing the lime to South Florida. The citrus in question would be Citrus aurantiifolia, recognized as the Mexican lime in some parts of the world and the Key lime in others.

It is native to neither North nor South America, but to Southeast Asia, it is thought to have been brought to the New World by Christopher Columbus, who reportedly introduced the tree to Hispaniola, known as Haiti today. The conquistadors who would follow in their campaign of New World occupation are credited with bringing the Key lime tree to the Americas.

Medical doctor and amateur botanist Henry Perrine was assigned as U.S. consul at Campeche, Yucatan in 1827. Shortly after arriving at his post, he received a letter from Secretary of the Treasury Richard Rush, stating that President John Quincy Adams wanted all foreign consuls to identify and document any potentially beneficial plants for possible cultivation in the United States. Perrine not only made copious notes but, by 1829, had begun sending samples to New York.

Among the more than 70 species of plants, cuttings and seeds he boxed up and shipped was Citrus aurantiifolia.

It was this act that many Henry Perrine scholars, as well as myself and Key lime detective David Sloan, previously attributed as the introduction of the lime to South Florida.

As it turns out, however, by the time Perrine arrived in Campeche the lime appears to have been growing already in South Florida. At least two lime groves had been established in South Florida by 1829. Evidence of one comes in the form of a post in the Key

West Register and Commercial Advertizer dated Feb. 18, 1829 for the sale of James Egan’s Miami River property: “For Sale a Valuable Trace of Land Near Cape Florida Situare [sic] on the Miami River. The Land is very good and will produce Sugar Cane or Sea Island Cotton, equal if not superior to any other part of the Territory. There is a present number of bearing Banana and Lime trees and the fruit is inferior to none raised in the Island of Cuba.

The forest growth consists principally of Live Oak, Red Bay and Dog Wood.

Any person desirous of purchasing a valuable plantation will do well to visit the land.”

Egan’s fruit bearing lime trees were not some isolated grove. Dr. Benjamin Strobel, during his 1829 sojourn from Charleston to Key West aboard the schooner Jane, came ashore in the area of what is modern day Fort Lauderdale. Strobel would record the event in one of his “Sketches of Florida,” later published in the Charleston Courier. He wrote, “The point of land to which we steered our course was steep and perpendicular, consisting of a wall of limestone rock, twelve or fifteen feet above the level of the water. At one of these we landed, and ascending a rude flight of steps, I found myself at the door of a new palmetto hut which was seated on the brow of the hill. It was quite a romantic situation. The cottage was shaded on its western aspect by several large West Indian fruit trees, whilst on its eastern side we found a grove of luxuriant limes, which were bowing to the earth under the weight of their golden fruit.”

Neither lime groves, nor any kind of citrus grove, springs up overnight.

Trees take time to fruit, and for the Egan advertisement to be dated in early 1829, in February, the grove would likely date back, conservatively, to at least 1827, or before Henry Perrine had traveled to Campeche and received the letter from Secretary of State Richard Rush to collect and document potentially useful flora.

What is also made clear from Egan’s advertisement is that he was comparing his limes to those grown in Cuba. This observation indicates that Citrus aurantiifolia had not been initially introduced by way of Mexico through Perrine’s efforts as previously thought by many, but Cuba where lime groves had clearly already been established.

RESTORATION BLUEPRINT Stakeholders weigh in on Sanctuary proposal NOAA’s Restoration Blueprint was introduced at the Sanctuary Advisory Council’s meeting in August, and the community has been buzzing about it since.

The proposal seeks to balance the need to bring our marine environments back to health while still promoting the economies and industries depending on those resources.

Four alternatives were presented, but constituents were invited to comment upon as much or as little of the proposals as they wanted – whether that be a specific reef, certain regulations, or an entire alternative. Alternative 3, the sanctuary’s preferred plan, would result in major changes in terms of expanded boundaries, additional zoning, tighter regulation and a new management plan.

Keys Weekly spoke with environmentalists and stakeholders in affected industries about NOAA’s Restoration Blueprint.

• 6.2% coral cover? Say no more Sarah Fangman, Superintendent of the Florida Keys National Marine Sanctuary, and her dedicated team have been making the rounds to explain, answer questions, and even defend the recently unveiled Restoration Blueprint.

She begins her presentation with these facts: 5.1 million people visit the Keys every year.

4.6 billion tourist dollars fuel the Keys economic engine.

6.2% coral cover is all that remains on our reefs (according to a 2015 study) — and that figure is dropping.

These facts tell an astonishing story with a predictably tragic outcome.

• Can regulation rewrite history?

Yes, regulation rewrites history.

Regulation has changed the way we use lead in our pipes, pesticides, and BPA in cans.

Regulation has allowed the recovery of local redfish, snook and grouper populations. Regulation forced kids to get an education to produce a literate and thinking population.

Yes. Regulation can rewrite history and can change the trajectory of a rapidly declining resource.

We can be realistic about the fact that one law, one protected area, or one closed zone isn’t going to solve all the problems we are currently experiencing.

Some of the biggest assaults on our reefs, seagrass beds and fisheries comes from climate change, coral diseases, hurricanes, nutrient-laden runoff, and warming ocean temperatures. These all affect our nearshore coastal resources and are elements we have very little control over.

And yet, an ironclad case can be made for doing what we can to make our resources as resilient as possible and mitigate factors out of our control as well as the physical impact we cause by groundings, anchoring on coral and other sensitive habitats, and even fishing during the spawning aggregations.

Regulation improves resilience when it is used to protect our resources.

The Restoration Blueprint and the Florida Bay: Increased protections in the National Marine Sanctuary are one piece of a larger preservation and management puzzle that incorporates the Everglades National Park and Florida Bay. The blueprint doesn’t address Everglades Restoration specifically, but its function is to prepare the Florida Bay for when restoration projects finally do bring benefit to the bay.

The Restoration Blueprint is part of a larger conversation about how we, as Florida Keys residents and visitors, must take action to protect our natural resources … the Restoration Blueprint and all its alternatives, shines a day-glo light on the reality of our fragile ecosystem.

• Consensus and Compromise: The Florida Keys is experiencing a paradigm shift caused by a serious decline in the health of our natural resources. Change is painful and almost always inconvenient — but we know that the alternative, in this case, would be worse.

Florida Bay Forever is witnessing and supports a Florida Keys community that is on board with taking action to support compromise for the good of stakeholders, the resource as well as the longevity of a thriving Keys economy.

The Florida Keys is at a tipping point. We are faced with an unprecedented opportunity.

We can get on board with protecting and preserving our resources, or we can continue to bulldoze our fragile ecosystem right out of existence.

the opportunity to make sure that that money stays in Monroe County for workforce housing,” Hurley said.

She said Tract E’s removal will not result in the county losing out on the other two projects under the grant, nor on the critical funding intended to develop Tract E. The county commissioners voted to (1) approve the purchase of the other two projects to move forward with their development, (2) remove the proposed development of Tract E from the grant application, thereby reducing the awarded amount, and (3) amend the ground lease with the Monroe County Housing Authority to eliminate Tract E from the lease while still maintaining the other two sites for development of critical workforce housing.

four-month clash over workforce housing and green space has come to a peaceful resolution with the BOCC’s votes to purchase two properties in the Lower Keys for workforce rental housing while simultaneously removing the hotly contested “Tract E” from the grant application.

The original grant application awarded Monroe County $1,957,160 in Community Development Block Grant – Disaster Recovery funding to build affordable workforce housing. The county was required to identify sites currently owned by the county or under contract for purchase as potential locations for such housing to be built, but the funds were awarded as a single grant.

Howard’s Haven Trailer Park in Big Pine and Conch Key Trailer Park in Conch Key were selected, and later, Tract E in Key Largo was added.

Marlen Weeks, Key Largo resident and local leader of the “Save Our Green Space” movement, explained at the September meeting why Upper Keys residents were riled up. “The county is talking about putting six pickleball courts in our green space.

This is our park. The pickleball courts were supposed to be in Tract E across the street but now are being put inside the park, because Tract E had been submitted as a potential site for affordable housing,” says Weeks.

In both private and public meetings since June, emotions flared and the “opposing sides” somehow took shape as workforce housing versus green space.

September BOCC meeting that Monroe County desperately needs affordable housing and shouldn’t lose out on funding already awarded for that purpose. Seemingly opposed, green space activists used their sounding board agenda item to point out that the park is the only green space in Key Largo and that Tract E was always intended to be park land, even if affordable housing is a big problem. There was no resolution, and staff were instructed to investigate the possibility of substituting other properties into the grant application to ensure Monroe County didn’t lose out on the critical CDBG-DR funding it’s been waiting for.

They delivered an even better solution, a win-win for both sides. At the Oct. 16 BOCC meeting, Assistant County Administrator Christine Hurley prefaced the related agenda items with several assurances that dissolved any worries and harsh words that might have remained in the room. “If you approve these items, we’ll request the housing board to submit a letter to withdraw the request to build five units in Key Largo adjacent to the park,” she said. Hurley continued, explaining her critical breakthrough. County staff worked with the Florida Department of Economic Opportunity to ensure that undesignated funds will remain as a set-aside for Monroe, available for reissuance under new grant proposals.

Rice made a motion to approve, echoing others in thanking Hurley and other staff. He said, “Through their efforts, I think we’ve found what I hoped we would find: a win-win.” Commissioner Michelle Coldiron seconded, voicing the need to memorialize the promise of keeping Tract E as park land for residents to avoid future conflicts and confusions.

Coldiron said, “I am frustrated by our inability to get workforce housing projects off the ground anywhere in the county, so I am super excited that we’re going to be moving forward with at least two of the workforce housing projects. Even though I know we have workers in Key Largo who would benefit, I will bend to the will of the residents of Key Largo. We hear loud and clear the residents want it to remain park land.”

Duong joins Weekly staff Tiffany Duong is the newest addition to the Weekly Newspapers’ growing team.

She will cover environmental, county and school board news countywide and will manage the newspaper’s digital

platforms.

A native Californian, she’s found herself at home in the Keys with the sunshine, year-round access to beautiful diving, and welcoming community.

Duong made her way to the Keys and the Weekly through a career change, some social media magic and some sheer luck. Studying international development and Italian at U.C.L.A. and climate change law at University of Pennsylvania Law School, she practiced renewable energy project finance in Los Angeles until a dive trip to the Galapagos convinced her that an ocean-focused life was the way to go.

She quit law to travel, advocate for the oceans and write. Duong honed her advocacy and journalism skills at environmental nonprofits and as a freelance journalist. She moved to Key Largo and became a scientific diver with the Coral Restoration Foundation in late 2018 after answering a call for interns on Instagram.

Duong has been writing freelance for the Weekly since meeting staff at a lionfish tasting earlier in the year. Now, she’s thrilled to join the staff full time and continue reporting on the amazing people and things happening here in the Florida Keys. “We’re at ground zero for a lot of what matters statewide and even internationally. I love being able to bring that perspective to the table,” she said.

Jeane Eyster We are deeply saddened to announce that Mrs. Jeane Eyster passed away Oct. 1 at home with her loved ones present.

Jeane learned to play the piano as a young child, and loved it so much she would practice four hours per day. By the time she graduated high school she could play beautifully over 600 pieces of classical music from memory. This devotion and dedication to what she loved that emerged as a child was manifested through her whole life.

She met her husband, Irving, at the age of 16, and after their marriage a few years later, they both became pilots in the 1940s, and came to Miami from Indiana for an air show. They had an extra day and went to explore Key West, which they fell in love with. Their lives began in Indiana, and in 1947, they bought property in Key West where they built duplexes on Flagler Street and traveled back and forth from Indiana to Key West.

In 1952, they moved permanently from Key West to Lower Matecumbe Key where together they raised their family and became active members of the community until taken from this Earth. Jeane was an avid photographer and took pictures every day during their early years in the Keys, always documenting and preserving a visual history of their lives and discoveries. She loved history and was a historian as well as Irving. With her keen mind and exceptional secretarial skills, and with an amazing lightning speed of typing and accuracy, she typed everything documenting their discoveries for her husband. Due to her skills and attention to details, she was selected secretary of most organizations that she joined. She gave of herself tirelessly to her family and community.

Jeane and Irving were always together, truly functioning as “one,” and many people saw them as an inspiration of pure love for each other, their family, friends, our community and history. They spent 76 years together. They lived incredible lives. They made lifelong friends with everyone they met.

Jeane was an exceptional wife, mother and friend, and with her beautiful smile, kind manner, and endless energy, she touched the lives of many and is loved by all who knew her. She is now reunited with her devoted husband.

A mass will be held on Saturday, Oct. 26, at San Pedro Catholic Church starting at 11 a.m.

itting at Sharkey’s in Key Largo, Autumn Blum and John Nussbaum are constantly waved at, tapped, and hugged by passers-by on boat and by foot. People can’t get enough of the cool couple and their eco-conscious Stream2Sea sunscreens and body care products.

Jake Holzapfrel, an instructor with Rainbow Reef, hugs Blum as he runs by. “This stuff is awesome,” he tells Keys Weekly. “It’s the most effective sunscreen product I’ve seen on the market.”

Blum chimes in with a wink, “And you know what, it’s not going to kill fish.” Holzapfrel agrees. “And all their stuff is great. The sting gel is the only thing that works on Portuguese man-o-war stings.”

Blum and Nussbaum are somewhere between “local celebrities” and “hometown heroes,” having met on a dive boat of the now-defunct Scuba-Do Dive Company in Key Largo. Years later, in 2014, they would launch Stream2Sea together.

“We’re Florida grown, Florida made, Key Largo launched,” says Blum.

With her success creating environmentally safe sunscreen and body care products, Blum

will be the keynote speaker at the Upper Keys Business and Professional Women’s 100th anniversary celebration on Saturday, Oct. 26 at the Key Largo Marriott Beach Resort. Blum’s products have taken the world by storm. CNN recently featured her as a “small business success,” and Virgin Voyages partnered with Stream2Sea to make their cruises more ocean friendly. Business has been so good, Stream2Sea’s growth has been limited only by how much product it can make. “Last year, we had a hard time keeping up with demand, so in January 2019 we bought my old manufacturing plant,” says Blum. “We quadrupled our capacity. Our biggest batch is 500 kilos. Now I say, bring on the supply chain problems.”

What makes their product special? It’s quality ingredients and the science behind them. Blum, a cosmetic chemist by trade, had spent decades developing organic products she knew wouldn’t harm consumers. But, on a dive trip to Palau, she saw an oil slick coming off a group of snorkelers and realized, for the first time, that products going on people’s skin also affect the aquatic environment. As she watched divers shower off on the deck, another panicked realization hit her. “There were really beautiful bubbles and good smells

washing overboard and then there was Nemo swimming under, going ‘Ahhhh!’” says Blum. “I got off this dive boat and I knew I wanted to develop Stream2Sea. I left with the entire business plan.”

True both to her training as a chemist and her values as a diver and lover of the oceans, Blum created an entirely new formulation of sunscreen that is safe for humans, fish and corals – a first in the industry. Then, she contacted every eco lab asking for safety testing for fish and corals. With none up to her standards, she created her own eco-toxicity and refined her own products until they passed her stringent standards.

“It’s exciting that today people are asking about eco-toxicity. That wasn’t a thing before,” she says.

Nussbaum agrees how much times have changed for the better.

“An old shrimp boat captain of mine used to say, ‘The solution to pollution is dilution. You got something toxic? Throw it in the ocean.

The ocean is so big, you can’t hurt it,’ she recalls. “He was wrong.”

Now, with their new manufacturing plant up and running, the couple is ready to save the oceans, one drop of sunscreen at a time.

“Life’s too short to not have friends and pursue your passion,” said Blum. “The best thing about life now — I feel like I’m making a difference every day.”

What is your favorite subject and why? My favorite subject is math because I love to experience challenges.

What is one favorite way to spend your spare time? I compete for the Florida Keys Swim Club, so I practice two hours, five days a week. I also enjoy archery.

What is the best rule at your school? No running on the catwalk.

What’s your favorite food for lunch? My favorite food for lunch is steak.

Key Largo resort launches sustainable food tours This is part one in a series on the “Dock to Dish” program.

or over a decade, the “farm to table” movement has grown rapidly in North America. More and more, consumers are becoming aware of the inhumane conditions of factory farms, as well as the unsustainable carbon footprint associated with getting a burger or chicken wing on their plate.

As ocean awareness rises, consumers are now seeking more answers about the source of their seafood, including the distance it has been transported and the method by which it was caught. In other words, people are demanding to know: How exactly did this fish get onto my plate or into this aisle at Publix? Unfortunately, the industrialized global seafood market, which supplies much of the demand in the United States, is made up of notoriously long and convoluted chains of custody that cannot provide answers.

As a coastal state with vibrant fishing communities, Florida residents and tourists theoretically should be able to access locallyharvested and well-regulated U.S. seafood with ease. However, for a variety of reasons, this access remains elusive and difficult to find for most consumers. In what celebrated seafood author Paul Greenberg describes as ‘The Great Fish Swap,’ our high-quality local seafood is often exported overseas while cheaper and lower-quality foreign imports flood the marketplace. To make matters worse, imported fish are also commonly mislabeled as being “locally caught” on menus, which further confuses and confounds consumers.

Inspired by the community-supported agriculture (CSA) model, which traditionally connects small-scale farmers with consumers of local produce, a membership with Dock to Dish connects seafood buyers directly to their local fishery in a supply-driven format. This new membership model, which Baker’s Cay Resort Key Largo, Curio Collection by Hilton, is excited to now be apart of, provides individuals, families, and restaurants with hyper local and sustainable options straight from the sea. The model quickly revolutionized transparency and traceability in the marketplace while guaranteeing fishermen financial stability and empowering the fishing community.

The resort, located at MM 97, bayside, saw the opportunity for a truly unique partnership by elevating the “dish” part of the mantra to a whole new level. After months of close collaboration with local Key Largo fishermen and the Baker’s Cay culinary team, the initiative officially launched recently. This new partnership officially makes Baker’s Cay Resort the first resort in the country to unveil a Dock to Dish Tour and customized local seafood initiative for resort guests.

In order for hotel guests to “know their fisherman,” as the Dock to Dish trademark encourages, while supporting the local Keys community, Baker’s Cay has coordinated with a network of reputable Key Largo fishing families and fishermen such as Capt. The experience is designed so that guests can navigate the surrounding ocean waters with the captains and have options to explore the deep water, backcountry or nighttime lobster netting in pursuit of the most local and sustainable catch of the day. In addition, Baker’s Cay Dock to Dish Tours are pioneering the introduction of a “Keeper Cap” to the Florida Keys, which will voluntarily limit, or cap, the amount of fish that are kept (aka “keepers”).

On Dock to Dish Tours, only the number of fish or lobster that are needed to supply the chefs and guests at dinner will be kept, while a catch-and-release adventure will be pursued for the remainder of the tour.

“The Baker’s Cay Keeper Cap is an important element to protecting stocks of local fish populations, and in addition to strict regulatory oversight

by NOAA, this voluntary limitation cap being rolled out by Baker’s Cay advances a next-level philosophy and practice of sustainability that is new to the Florida Keys,” said Dock to Dish co-founder Sean Barrett.

Baker’s Cay Resort Dock to Dish Tours will also be advancing a “whole fish utilization” policy with resort chefs and kitchen staff. Barrett said “this concept encourages chefs to not only use the fillets of the fish but to also incorporate all of the other cuts (collar meat, cheeks, etc) into their dishes, as well as using the leftover bones and scraps to make soups and stocks and sauces in an effort to get as close to 100% utilization of the entire fish as possible.

Pairing this rugged outdoor fishing experience with the latest in fine dining, the catch is brought back to the resort and specially prepared by executive chef Andy Papson, who guides guests through the cooking method used and incorporates fresh herbs picked from the rooftop garden to match their specific tastes. The package pricing, which includes both the fishing charter and the beachfront dinner, starts at $750 for two people depending on the type of fishing excursion and number of guests.

CSHS’ WALTERS SELECTED FOR FUTURES GAME

C

oral Shores senior Dillon Walters, a third-baseman and pitcher in the Hurricanes baseball program, has been selected to participate in the 10th annual South Florida Collegiate Baseball League Futures Game on Oct. 19 in Lakeland.

The Futures Game has a rich history of participation by major leaguers, draft picks and college players. Walters becomes the first Coral Shores player ever selected for this elite team.

Walters, who became a starter in the Canes program as a freshman, has also spent each of his past four falls and summers playing travel ball and attending baseball showcases. This past summer, he was chosen to play on the team representing the United States in the Major Leaguesponsored Dominican Republic Games.

Perfect Game USA, the largest and most reputable of all baseball scouting services, has assessed Walters as a “9” talent on a 10-point scale. Players receiving a “9” are considered “potential top 10 round MLB draft picks and/ or highest level college prospect,” according to Perfect Game.

“I’m truly blessed to receive an invitation to the annual Futures Games in Lakeland,” Walters said.

GIRLS SWIM TEAM BEATS RIVAL

T

he Coral Shores swimmers and divers took on rival Key West on Oct. 9 at Key West High School for a highly-anticipated meet.

The student-athletes were ready to swim their hearts out and pull out a win. In the end, the girls came out with the win, 119-57, while the boys came up just a bit short, 91-85.

Highlights include an impressive boys 200 IM won by Skylar PoissonZettwoch. The boys swim team, comprised of Colton Snodgross, Elijah Blanco and Tanner Olsen, swept the 50-yard free, while Olivia Sargent out touched her opponent to win the girls 100-yard breaststroke.

Coach Kelly Kater said she’s proud how the team came out and competed.

“The kids took the significance of the rivalry to heart and swam excellent races,” she said. “The girls’ win was a huge confidence boost heading into the district championship on Oct. 22 at Founders Park.”

All in all, Olsen said he’s proud of the guys for their performance and effort.

Swimmer Zoe Marchetti said the team deserved the big win for the girls after all their hard work put into the season.

his Sunday, a pink army of negligée-clad walkers and breast cancer awareness advocates will take part in the inaugural American Cancer Society (ACS) Key Largo Bridge Bra Walk. The three-mile “pub crawl” will start at Gilbert’s Resort, cross the bridge to Blackwater Siren as a turnaround point, and end back at Gilbert’s.

Registration includes an event T-shirt/tank, a free mimosa at Blackwater Siren, and a free “boobie” drink at Gilbert’s. The boobie cocktail is Gilbert’s No. 1 selling drink and was put on the menu specifically to support breast cancer awareness, said Suzi Youngberg, the ACS community manager for the Florida Keys. “It’s a delicious, frozen, pink drink concoction and $1 comes back to ACS year-round. We’ve been getting around $10,000 a year from them and they’ve been doing it for 5 years.”

While this is the first bra walk for Key Largo, the events are not new to the Keys. The tradition started in Key West nine years ago and expanded to Marathon eight years ago. All the bra walks in the Keys are part of ACS’ “Making Strides Against Cancer” Campaign, said Youngberg. “In October, all the money we raise in the campaign is earmarked for breast cancer research and to help those in treatment,” she says.

Last year, the Key West and Marathon walks raised around $60,000 for breast cancer research and support services. This year, Youngberg and her team have set a fundraising goal of $70,000 for all the “Making Strides” bra walks. With the Key Largo and Marathon walks still to go, they’ve already raised almost $60,000.

Youngberg is most excited to see the sea of pink bras crossing the Gilbert’s bridge. “I think it’s going to be beautiful, and we’re going to spread so much awareness. I think it’s going to be our most visible walk.”

One-hundred percent of the $35 registration fee goes to the fight against breast cancer.

n the Keys, life revolves around our ocean, the animals that live there, and the life it supports. MarineLab knows our ocean and wants to help locals get to know our blue playground in a whole new way.

“In the Florida Keys, we live right next to an amazing marine environment. Most people know this,” said Rachel Carlson, the outreach coordinator at MarineLab. “But, maybe they don’t know why it’s so amazing or how it came to be this way.” Enter MarineLab with its newest program, Shore to Sea: marine education by locals for locals about what’s happening right here in our backyard.

The Shore to Sea program is perfect for teens and adults who want to experience first-hand all of our unique Florida Keys habitats with a marine biologist guide. There are five different courses that complement each other but can be taken alone. They focus on everything from shoreline ecology to tiny macro life to marine debris. Each program has been extensively researched, includes both a land-based laboratory and an optional snorkeling exploration, and ends with tailored tips and guidelines about how to protect these habitats that sustain our livelihoods here in the Keys.

Allie Ciaramella took the entire July Shore to Sea program with her husband. “We looked forward to it every week,” she said, “and were sad when it ended.

“The ocean snorkel was by far the best I've ever done,” she added. “They took us to a patch reef area where the commercial boats don't typically go.

From a playful younger sea turtle who wouldn't leave us alone, to finger coral polyps being active during the day, to a hogfish refusing to give up on eating a sea urchin that, in turn, refused to be eaten, our amazing Florida Reef Tract was in full form.”

In the plastic pollution lab, Ciaramella was shocked to learn about some plastics that are rarely mentioned, like cheap clothing made with microfibers. She loved learning about solutions she could enact, like opting not to buy these clothes or using a laundry ball to catch the fibers before they get into our waterways. This is the format for all the Shore to Sea programs — an intimate view of some aspect of our unique ecology with ways that we all can help save them for the future.

“The Florida Keys marine ecosystems are definitely something to be proud of,” says Sarah Egner, director of MarineLab. “But in order to protect these habitats, we need to understand them.”

Scouts complete Little Free Library post for Bronze Award

W

hen Girl Scout juniors team up to make an impact on their communities, they learn important leadership skills and discover new passions, all while witnessing how small actions can make a difference in a big way.

Thanks to the work of two local girl scouts, and assistance from fellow community members, a worldwide book-sharing movement has a new post in the Upper Keys.

Ady Norton and Caylee DePauw are both in their third year with the Girl Scout Troop 151 of the Upper Keys. The two Plantation Key School students both acknowledge how much fun they have spending time with the 14 other girls in the troop partaking in various activities.

And yes, DePauw says it gets her out the house, but it’s also allowing the junior scout to leave her imprint on the community.

“It’s very exciting,” she said.

Recently, the two junior girl scouts teamed up on a project to install a Little Free Library at the corner of Old Highway in front of Treasure Village Montessori as part of their Girl Scout Bronze Award project, a leadership adventure that more than half a million scouts do around the world.

“They earn three awards

— bronze, silver and gold,” said Liz Smoak, leader of Troop 151. “This is the first of those awards that requires a service project within the community to earn the award.”

“They had different projects they could choose, but the Little Library is nationwide,” she continued. “You can put it on a map, a computer, and if you’re visiting in an area you can look them up and they’re all marked. It’s their intention to be on the map for all to enjoy.”

The girls have to follow specific steps to get the award, including going on a journey to discover things about themselves, building a team, exploring the community and choosing a project.

For Norton, the idea of a Little Free Library is something the community as a whole can use and enjoy.

“Kids can come after school and pick up a book,” she said. “Adults can too.”

DePauw said she was reading a magazine when she came across the Little Free Library Sharing Network.

She also says she’s seen them while visiting her grandma in Sebring.

With more than 90,000 posts worldwide, Norton and DePauw identified a location outside TVM, which sponsored the project, and gained some help from Zoli Bedo and Josh Walker of Zoli Custom Construction, and Bill Guy of All Southern Trucking and Bobcat to build and place the post into the ground.

Who can stop by the Little Free Library for a book? DePauw and Norton say anyone can visit and grab a book.

People are also encouraged to leave a book when they take one for another reader to enjoy. To help fill the Little Free Library, Sue Woltanski is assisting as the biggest book donor.

BPW Anniversary party set

onroe County Mayor Sylvia Murphy and Islamorada Village Mayor Deb Gillis have officially proclaimed Oct. 20-27 as National Business Women’s Week. Upper Keys Business and Professional Women (BPW) president Ilja Chapman and public policy committee chair Gina Boilini were on hand to witness and accept the declarations.

“It was especially meaningful to hear the proclamation read into the record by two women leading our community in Mayor Murphy and Mayor Gillis,” said Chapman.

First organized in 1928, this year’s National Business Women's Week is promoted by the Florida Federation of Business and Professional Women as a way to observe and raise awareness about women in businesses and women-owned businesses.

Before the 1974 Equal Credit Opportunity Act guaranteed women access to credit cards and loans, single women were routinely denied credit, and married women had to take out loans under their husband’s name.

The Women’s Business Ownership Act of 1988 created the National Women’s Business Council, the office of Women’s Business Ownership and planted the seeds for the Network of Women’s Business Centers around the country. Business and Professional Women members and supporters were on the front line on these and other battles for better conditions and opening doors for working women.

In the Upper Keys, National Business Women's Week is the centerpiece of a month-long program of activities to recognize local women who work in and lead businesses from Islamorada to Key Largo.

The month’s festivities will culminate in a 100th Anniversary Celebration Dinner at the Key Largo Bay Marriott Beach Resort on Saturday, Oct. 26 to mark the founding of the National Federation of Business and Professional Women's Clubs on July 16, 1919.

Throughout the month, BPW members have been voting from among their ranks for Woman of the Year and Business of the Year. For the first time, a Woman of Distinction also will be selected by a panel of judges. “Nine women were nominated from the community,” said Jackie Harder, BPW vice president of development. “We are thrilled to have this level of participation in a new program.”

These awards will be announced at the 100th Anniversary Celebration, together with the recipients of the Fall 2019 Adult Women Scholarship Awards. In addition to the award presentations, the evening will include dinner, drinks, music, drawings and a keynote speech from Autumn Blum, creator and CEO of environmentally friendly Stream2Sea sunscreen and skin care products.

Although the public is invited to join all events and promotions, there is a limited-time incentive to join the local organization. Any new member who enrolls in October will get two months of Upper Keys BPW membership free.

“In honor of 100 years of BPW history, we aim to have 100 members by the end of this month,” Chapman said.

undreds of racers are gearing up to conquer the iconic Jewfish Creek Bridge, a gateway into the Florida Keys, and the scenic course en route to Key Largo for the 10th running of the First State Bank Key Largo Bridge Run presented by Keys Weekly on Saturday, Nov. 9.

Participants in the half marathon and 4-mile run/walk will revel in the scenes as they make their way over the bridge into the Uppers Keys, with beautiful views of the Oceanside and the eastern edges of the Everglades.

Since its inception 10 years ago, the bridge run has attracted participants throughout the U.S. and around the globe, including Puerto Rico, Europe, Canada and the Bahamas. Taking off near Gilbert’s Resort, the race is a challenging and exhilarating experience for all who participate.

“We are honored to be a part of this event in beautiful Key Largo,” said Henry Menendez, organizer of the Key Largo Bridge Run and president of HNO Productions. “Not only is this a well-known community event, but bringing the half marathon back

on its 10th anniversary puts this event on the map nationally and globally. We look forward to producing this race for years to come.”

Events kick off Friday, Nov. 8 with Pasta Palooza at Doc’s Diner, 99696 Overseas Highway, Key Largo, from 5 to 8 p.m. All proceeds benefit Key Largo Rotary.

The racing begins Nov. 9 at 6 a.m. with the half marathon; the 4-mile run/walk starts an hour later. The starting line for both races is on the access road leading to Gilbert’s Resort. The finish line will be at Rowell’s Park, MM 104, bayside. The course will be USATF

certified and timed. After the race, participants can reunite with family and friends at Rowell's Waterfront Park while enjoying food, refreshments and music.

All participants will receive a shirt and a medal after crossing the finish line. There will also be overall and age group awards. Key Largo’s Carmen Sotolongo-Kelley designed the ribbons for the participant medals.

The Proposed Action includes the following actions: shift Runway 7-25 to the northwest 40 feet to provide a runway-to-taxiway centerline separation distance of 240 feet; reconstruct 35 feet by 5,008 feet of existing runway pavement to provide a 75-foot wide runway; remove 65 feet of excess runway pavement on the south side of the existing runway; remove excess runway shoulder pavement; construct new blast pads at relocated runway ends; demolish existing excess pavement on Taxiway B; demolish existing Taxiway C and reconstruct it west of its existing location; demolish existing Taxiway D and reconstruct it perpendicular to relocated runway; demolish existing excess pavement on Taxiway E; construct new Taxiway F; grade the Runway Safety Area (RSA); clear a 40-foot wide by 5,608-foot long strip of vegetation on the north side of the shifted runway within the Runway Object Free Area (ROFA); trim or remove select trees to clear the relocated runway Threshold Siting Surface; and associated lighting, marking, drainage and navigational aide improvements. No fill or excavation would occur in the area to be cleared. A Draft Environmental Assessment (EA) of the economic, social, and environmental impacts of the Proposed Action and its alternatives (including the No Action Alternative) has been prepared.

The Draft EA evaluates the potential environmental effects of the Proposed Action described above and its alternatives and has been prepared pursuant to the requirements of Section 102(2)(c) of the National Environmental Policy Act of 1969 (NEPA), and Section 509(b)(5) of the Airport and Airway Improvement Act of 1982, as amended. The FAA is the lead federal agency to ensure compliance with NEPA for airport development actions. The Proposed Action would involve the clearing of an approximate 40-foot strip of land resulting in disturbance to 0.22 acres of Mangrove Swamp (FLUCFCS 612), of which 0.18 acres are tidally influenced mangrove wetland and 0.04 acres are isolated mangrove wetland.

The wetlands proposed for clearing are considered Waters of the United States under the jurisdiction of the U.S. Army Corps of Engineers (USACE). Mitigation for these impacts is proposed in the Draft EA. Consultation would be required with the USACE for a Clean Water Act Section 404 permit for potential discharges, with the South Florida Water Management District for an Environmental Resources Permit, and with the Florida Department of Environmental Protection for the accompanying Clean Water Act Section 401 permit related to water quality.

t’s official — the Gonzalez family celebrated ownership of their new home among family, friends, volunteers and donors at their Habitat for Humanity of the Upper Keys home dedication on Sept. 26.

Smiling through happy tears, Juan, Rayza and children, Juan Jr. and Jasmine, cut the ribbon to their brand-new, three-bedroom, twobath, concrete home.

The real story began a few years ago when Juan, an electrician at Normand Gonsalves Electrical, and wife, Rayza, Mariners Hospital employee, moved their family of four to Key Largo from Orlando. “We love Key Largo and we spent years looking for something here we could afford,� said Juan. “Then we found this program and they’ve made our lives so blessed.�

The Gonzalez family submitted their application in September 2018 to Habitat for Humanity, a nonprofit organization dedicated to eliminating poverty and substandard housing. One year later, they stood in their beautiful new home.

So how does the process work?

Once an application is submitted, Habitat determines whether the family meets its required criteria: need, willingness to partner

with and donate time to Habitat for Humanity, and an ability to repay a no-interest mortgage. Habitat considers all approved applications and selects the family with the greatest need and inclination to give back to the organization.

In order to qualify for a home, a twoadult family like the Gonzalezes are required to put in 500 hours of “sweat equity� through working at the ReStore, other Habitat for Humanity homes, and/or their own home once selected. Habitat homes are not just given to homebuyers — a point that is really driven home through equity hours. Potential homebuyers are encouraged to begin tackling their sweat equity before finding out if they’re the chosen homeowner. Juan did exactly that, finishing a full day of work at Normand Electric just to put in more hours at the ReStore and the house itself once building commenced. Juan said his whole family put work into building the home, making it that much more special for all of them: “We had to work very hard for this house - seven days a week - and I enjoyed every single day of it. It’s like seeing your baby growing up.� Jack Niedbalski, executive director of Habitat for Humanity of the Upper Keys, said there is not a lot of true affordable housing

in the Upper Keys, and this can be defeating to the most hardworking of families. Habitat of the Upper Keys’ mission is to create living in the Keys that truly is affordable, giving deserving community members the opportunity to change the course of their lives.

Niedbalski said his affiliate is fortunate to partner with government, but jokes they have a horrible business model: “We raise the money, we build the house, and then we sell it to the family at a 0% interest loan and it takes us 30 years to get our money back.

We’ll put up $200,000 to build a house and our mortgage payment will be $600 a month.

It takes us a long time to get our money back, but we’re a nonprofit so we survive off of sponsors, fundraisers, our ReStore and donor support.�

Sponsors like Shell World, whose funding of the Gonzalez home paid construction almost in full. “Horrible business model� aside, the Upper Keys affiliate has built 31 homes, including the Gonzalez home, since its inception in 1989. The goal is to build 50, and it’s getting close.

Habitat is currently building 16 units at Windley Point, its largest project so far, and has broken ground on another four units at Esslinger Corner. Once construction is all said and done, the organization will be at or over its goal of 50.

From Islamorada to Key Largo, Habitat for Humanity of the Upper Keys makes a huge impact on many people’s lives. Juan said he can’t even put into words the appreciation he has for the organization and he encourages members of the community to do what they can to volunteer, donate and sponsor. “For me and my family, this is a dream come true,� said Juan. “We found this program and it made our lives so blessed. We appreciate everything (Habitat for Humanity) does for the community and for us. What else can I say? Thank you, thank you, thank you.�
