urricane Irma hit South Florida over two years ago, but fixes and funding have been slow to come to the Keys. A new federal grant opportunity, however, could change that.

A total of $774 million in federal Community Development Block Grant money was allocated to Florida for disaster recovery (CDBG-DR) after Irma. Monroe County’s set-aside has funded programs like Rebuild Florida’s workforce housing, housing repair and replacement, and voluntary home buyout programs.

Helene Wetherington, the local disaster recovery director for Monroe County, discussed the ineffectiveness of these programs at the Sept.

18 Board of County Commissioners meeting. “They’ve all been funded under CDBG-DR, but we’re waiting to see how they come to fruition. And, unfortunately, they haven’t yet,” she said.

Wetherington presented to county commissioners not to deride the current recovery funding, but rather to ask for their help in directing a brand new line of federal funding. Unlike CDBG-DR funding, Community Development Block Grant Mitigation (CDBG-MIT) funds don’t have to tie directly back to Irma.

between the projects and building resilience for future disasters against hurricanes and sea level rise,” said Wetherington. “So, we can look much broader and fund more, important mitigation projects.”

So how much money might we see and what fixes might get done?

Dennis described this “homework” as an opportunity to influence how much of the mitigation funding will get to the Keys and for which types of projects. Accepting her “assignment,” Commissioner Heather Carruthers agreed: “I think we’re in a position to determine whether it’s more important to preserve a historic building or elevate roads as a high and medium priority.”

Wetherington will use that guidance to report directly to the Florida Department of Economic Opportunity. “As the DEO is developing their action plan for this funding, it’s important for them to remember Monroe is still the most impacted and distressed county from Hurricane Irma,” she said. “So our needs should be fully integrated into this plan.”

Projects could include programs like protecting critical facilities and residential drainage systems, elevating roads, stimulating economic development and building up wind resistance. They will also recommend a direct setaside for Monroe County under the new grant to prevent having to compete against other bigger, but less-affected counties like MiamiDade and Broward for critical funds.

In a story published in the Oct. 4, 1947 edition of the Florida Keys Weekly News, the Greyhound bus terminal was reported to be in full operation. According to the article, the name of the island where the terminal was located had been recently changed to Tropical Key. The small island that is today connected by a causeway to the Overseas Highway at Mile Marker 70 has known many names. Its earliest, dating back to 1846, was Jewfish Key. By 1934 when World War I veterans first arrived to build the bridges necessary to eliminate the need for automobile ferries operating between Lower Matecumbe and No Name keys, the first bridge under construction would have been from Lower Matecumbe to Jewfish Bush Key, another name for the island. It would become home to the Greyhound bus terminal in the late 1940s. Subsequently, the name of the island would eventually change to Greyhound Key. In 1966, the island was purchased by Kampgrounds of America and become home to a KOA campground which it is to this day.

The name, too, would change to its modern identifier of Fiesta Key. Brad Bertelli is curator of the Keys History & Discovery Center.

Sanctuary expands times for oral comments Florida Keys National Marine Sanctuary has expanded the time allotted for oral public comment during its Oct.15 and Dec. 10 advisory council meetings and scheduled a Restoration Blueprint public meeting in November for additional oral comment. Speakers will have a maximum of three minutes. As time, space, and parking are limited, groups are strongly encouraged to designate a speaker to allow for the greatest number of views to be expressed.

At the Sanctuary Advisory Council meetings, beginning at 1 p.m., members will discuss NOAA’s proposed changes to the sanctuary’s boundaries, marine zones, regulations, and management plan. Oral public comment will be taken from 3:30-5 p.m. and 6-9 p.m. with speaker signup at 3 p.m. and 5:30 p.m., respectively. The Sanctuary Advisory Council meetings are streamed live and the recording posted on YouTube.

An additional opportunity to give oral comment will take place at a public meeting on Nov. 6 at Marathon Middle High School, 6-9 p.m., with speaker signup beginning at 5:30 p.m.

There are so many things I love about this plan. I, of course, love the expansion of the sanctuary line. I love expanding the SPAs inshore and offshore to protect species as they migrate to shallower or deeper waters throughout different life cycles and/or for breeding and feeding habits.

There is immeasurable biodiversity on our reefs. The genetic diversity of corals and the comprehension of what is most important is, I believe, currently above our level of understanding. Because of this, I also love expanding SPAs in towards shallow waters as well as out into deeper waters. We need to protect a broad range of reefs because they all play important roles.

I love slowing boaters down along all coastlines, not just residential areas (we need to protect our limited natural coastlines). I love no animal feeding within the sanctuary; let’s keep our wild animals wild. While there are some modifications I would like to see, I am very excited for the work the sanctuary has done so far.

Ultimately, I believe the best plan will pull from each alternative as well as some new and as-of-yet unheard suggestions from the public. We want to see as much conservation as possible. We see the value in preserving the reef.

Alligator is one SPA that we frequent and care for, so we are paying special attention to the plans for this reef. However, we understand that the health of the entire reef system must be the focus. We need more than a few small highly protected areas. We need a continuous and well-protected sanctuary.

There are some gaps that still need to be addressed such as enforcement. There are some modifications that should be made, especially pertaining to anchoring laws. The implementation of mooring buoys was overlooked and, in my opinion, is extremely important to the sustainability of our coral reefs.

I would like rental boat companies to be held to a higher standard to educate renters on the sanctuary zones and laws. We often find ourselves educating tourists once they are already moored up in a SPA with fishing lines in the water. These boaters speed through SPAs over diver bubbles and anchor directly on coral in 20 feet of water. An increase in Keys-specific boater education would reduce damage to seagrass beds and inshore habitats.

I encourage all operators – fishing, diving, snorkeling, and all other watersports – to incorporate conservation into their business models and their customer-based activities. The sanctuary should also enforce a reef tax on all individuals diving, snorkeling, fishing, renting boats, etc. that can then be utilized for mooring buoy installation and management.

RESTORATION BLUEPRINT Stakeholders weigh in on Sanctuary proposal NOAA’s Restoration Blueprint was introduced at the Sanctuary Advisory Council’s meeting in August, and the community has been buzzing about it since.

The proposal seeks to balance the need to bring our marine environments back to health while still promoting the economies and industries depending on those resources.

Four alternatives were presented, but constituents were invited to comment upon as much or as little of the proposals as they wanted – whether that be a specific reef, certain regulations, or an entire alternative.

Alternative 3, the sanctuary’s preferred plan, would result in major changes in terms of expanded boundaries, additional zoning, tighter regulation and a new management plan.

Keys Weekly spoke with environmentalists and stakeholders in affected industries about NOAA’s Restoration Blueprint.

Cities, agencies line up to outline priorities SARA MATTHIS

n Sept. 23, Florida Rep. Holly Raschein and Sen. Anitere Flores attended a town-hall-style meeting in Marathon. They were joined by school, city and county leaders as well as citizens to urge Raschein and Flores toward certain objectives — funding and legislative — during the session that starts early this season in Tallahassee, in January. It is the last time the women will host this annual session together, as both have reached term-limit maximums.

HERE’S WHAT EVERYONE CAN AGREE ON: • Continued support for Florida Keys Stewardship Act funding — $20 million for water quality projects, $5 million for Florida Forever program land acquisition.

• Support for workforce housing funding.

• Continue working on rate reductions for Citizens Insurance.

Two other issues stood out: First, the “50/50” bill, which has been rebranded Property Rights Bill, which seeks state assurance it will split the costs with the county and cities — settlement fees and legal bills — of coming takings lawsuits when the state will no longer issue building permits in the Keys. Raschein told the audience she thinks the new nomenclature could make it more palatable for lawmakers in Tallahassee.

Lisa Tennyson, director of legislative affairs, said Monroe County has already settled for the full $540,000 in a recent takings case with Galleon Bay. She said the county will prepare an appropriations request for the state to pay half of that.

“Up until this point it has been a gentlemen’s agreement. We want something that will be set down in law, in black and white, how we will share takings cases,” Tennyson said.

And, second, the “home rule” issue, which refers mostly to vacation rental law.

“Do us no harm,” said Marathon Mayor John Bartus, referring to the vacation rental law. “Thank you for acting as safeguards for the Keys up in Tallahassee.” If the state were to overturn local vacation rental laws — supersede it with state law such as it did with taxis in order to make ride-sharing legal even in cities that had already legislated against it — it could mean that single-night rentals would be allowed in residential neighborhoods.

Key West, the Village of Islamorada and Monroe County also asked the legislators to hold the line on vacation rental law. Raschein singled out the good works of Key Colony Beach, whose leaders are brainstorming other ways to curtail vacation rentals.

“In Key Colony Beach, we are the tip of the spear,” said KCB Mayor John DeNeale. “Thirty-four percent of our homes are vacation rentals, and that number may climb to 36% by next year. We are the canary in the coal mine. We’ve been working with the Florida League of Cities and Florida League of Mayors, both of whom have said, ‘Bring us something new.’”

Two entities will be asking the legislators’ help in passing local bills.

Florida Keys Mosquito Control District Chairman Phil Goodman said he needs help amending the enabling legislation language so the agency can make large capital expenditures. Key West Mayor Teri Johnston said the recent changes to tree-trimming law have citizens up in the boughs, and seeks a carve-out for the Southernmost City as it relates to trimming trees on private property.

The City of Marathon also asked Flores and Raschein to continue pushing on behalf of the city for FEMA reimbursements post-Irma and expediting Florida Rebuild money to the Keys. Key West Mayor Teri Johnston asked the legislators to begin thinking about what will happen when glass can no longer be recycled in Florida. She

asked if it can be ground up into sand, or road aggregate. Islamorada’s Seth Lawless asked for support in helping broker a deal between the state Department of Transportation and the village on how to split management duties at “The Fills.” The village recently took over the management of the weekend destination, popular with road-trippers, at its own expense. The College of the Florida Keys and Monroe County School District both asked for funding support. The school district’s superintendent, Mark Porter, said he would like more latitude in how to award teacher bonuses, as those are now funded by local taxpayer money.

“We need a directive led by the state,” she said.

Three local parents asked Flores and Raschein to vote against Senate Bill 64, which seeks to remove religious and medical exemptions for vaccinations. They presented arguments both medical and moral, advocating for their own right to choose for their children.

he 20th annual Take Stock in Children Backcountry Challenge, presented by the Key Largo Rotary, had an impressive showing from anglers of all ages. The three-day catch-andrelease fishing tournament, held Sept. 27-29, produced awards in 10 categories. And if catching the biggest fish wasn’t enough, winners in every age group for the largest redfish, snook and trout hooked coveted framed art by local artist Roberto “Pasta” Pantaleo. Tournament proceeds go to Take Stock in Children scholarships for financiallychallenged, college-bound youth, as well as other local scholarships. The Florida legislature matches every dollar donated.

“As a wildlife not-for-profit, donations of services and materials towards the upkeep of our facilities is vital and allows us to focus more of our budget on our animals,” said Jordan Budnik, executive director for the Wild Bird Center.

wo popular books, “It Had To Be You” and “Storm of the Century: The Labor Day Hurricane of 1935,” are available for purchase at Keys History & Discovery Center. The books have been re-released after being out of publication for many years.

“Storm of the Century,” first released in 2002, was updated to include comparisons to Hurricane Irma, which made landfall in the Lower Keys in 2017. Author Willie Drye will be presenting on this topic the evening of Wednesday, Nov. 20, as part of Keys History & Discovery Center Presents lecture series. A book-signing will follow.

“It Had To Be You” is a look back to the late 1930s in an area of Key Largo once known as Planter. The book, originally printed in 1996, documents some of K. Wilkinson’s fondest memories of simple years living by the water’s edge with her husband, Jack. The Wilkinsons moved in the late 1930s, squatting along the Atlantic coast at Mile Marker 92.5 (in the general area of the present-day Harry Harris Park). Jack and K. called a makeshift tent their home and lived largely off what the ocean could provide, which included furniture that would occasionally wash up.

In addition, “It Had To Be You,” the exhibit, is on display through late October. The Discovery Center is open Wednesdays through Sundays, 10 a.m.-5 p.m.

The Joe and Lindy Roth Foundation donated the original manuscript to the Florida Keys History and Discovery Foundation, which operates the Discovery Center, in the hopes the foundation could reprint the book. As was the wish of K. and her family, a donation from the sale of each book goes to the American Cancer Society.

A reprinting of the book in 2012 was spearheaded by the Historical Preservation Society of the Upper Keys (HPSUK), an organization for which K. Wilkinson once served as president.

Loralea Carrera, HPSUK vice president, provided a selection of photographs to include in the upcoming reprinting to Brad Bertelli, curator of the Keys History & Discovery Center.

CADETS, CORRECTIONS OFFICERS COMPLETE TRAINING

T

he College of the Florida Keys (CFK) held a graduation ceremony on Sept. 27 for two law enforcement training academies completed at its Upper Keys Center.

A total of 17 cadets — 10 in a basic law enforcement academy and seven in a correctional officer crossover to law enforcement academy — successfully completed their respective training programs. Upon passing the state certification exam, each will be eligible to become Florida law enforcement officers.

Cathy Torres, director of CFK’s Institute for Public Safety, recognized top performing graduates with special accolades. Leadership awards were given to the class captains of each academy: Jacinto Molina, who was sponsored by the Homestead Police Department, and Sarai Romero. Michael O’Connor, Jesse Dacosta and Frank Hernandez were recognized for academic achievement. “Top Gun” honors went to Pablo Hernandez for superior shooting skills. Jose Toscano and Claudia Curbelo re-

ceived physical fitness awards and the “PIG” awards, which recognize pride, integrity, and guts, went to O’Connor and Dacosta.

CFK’s law enforcement programs satisfy the training requirements of the Florida Department of Law Enforcement and the Criminal Justice Standards and Training Commission. CFK is currently accepting applications for three upcoming academies. All of the classes are part-time and take place in the evening. The college will begin a correctional officer training academy at the Upper Keys Center in October. Applications are due Oct. 11. Two basic law enforcement academies will begin in January — one at the College’s Key West Campus and the other at its Upper Keys Center. Applications for the law enforcement academies are due Dec. 6.

AProgram POSITIVE STEP extends initiative Keys-wide

A

Positive Step of Monroe County, a non-profit organization serving Monroe County’s highest risk kids and their families since 1999, has expanded its free program that provides parenting skill coaching and other support services for dads, with program sites now operating in Key West and Key Largo.

Called the Southernmost Fatherhood Initiative, the program consists of 12 two-hour sessions to help dads develop new skills in parent, co-parent and child relationships. APSMC founder Billy Davis said the program, developed for closed groups of six to 10 dads, has been tested and validated through educational and social service organizations.

“Good parenting is a learned skill,” said Davis. “A Positive Step of Monroe County is committed to breaking the cycle of absentee dads, and this is partly accomplished through teaching better skills to men who might not have had a role model — or a good role model — on which to base their own parenting.”

In addition to fatherhood skill building, the program has been designed to offer anger management skills, general health education and substance abuse awareness, including introduction to

12-step programs if needed, along with GED referrals, OSHA training, job coaching, construction job referrals and case management. “We are also providing pre- and postprogram testing, so that dads can evaluate their progress from start to finish,” he said.

The Key West-based sessions, which started Oct.1 and are held from 6 to 7:30 p.m. at 404 Virginia St., as well as sessions at the Monroe County Detention Center on Thursdays from 7:30 to 9 p.m., will be facilitated by Elvin Quinones, who will also facilitate for Spanishspeaking groups based on interest and need.

Tim Crutcher, a recent addition to the APSMC team, will facilitate the Key Largo sessions, to be held from 6 to 7:30 p.m. beginning on Monday, Oct. 7 at the Church of the Nazarene, 100399 Overseas Highway. Wesley House Family Services of the Upper Keys is providing some referrals for that program. Sessions in Marathon will also be launched based on interest and need.

ith current state Rep. Holly Raschein terming out in 2020, candidates are lining up in hopes to represent the Florida Keys and south Miami-Dade in Tallahassee.

Newest candidate Rhonda Rebman Lopez wants to make the islands a better place to live, work and play.

Rebman Lopez officially filed for state representative in District 120 in September, joining Islamorada councilman Jim Mooney and Homestead lawyer Alexandria Suarez on the Republican side. A primary is scheduled for Aug. 18, 2020.

“The reception has been amazing and people have been so supportive,” Rebman Lopez said in a recent interview with the Weekly. “People who I don’t even know in the Keys have called and spoke to me about the office.”

Born in Florence, Alabama, Rebman Lopez moved to South Florida with her family 30 years ago. She now lives in North Key Largo with her husband, Jorge, sons, Benjamin and Noah, and two rescue dogs, Spot and Lola. Today, she serves as president of PECO International Electric, a thirdgeneration family business — an established electrical exporter in the southeast region of the U.S. Rebman Lopez said her family’s always had property in the Keys while her husband’s family has resided in Sugarloaf Key since 1971. She said her family’s always been active Keys fishermen.

“The Keys is such a unique place as far as the community goes as a whole,” she said.

“We all just connect on so many levels as far as wanting the best for our God-given environment. There’s nowhere else on Earth that you’ll find a natural, beautiful habitat.”

Rebman Lopez has begun to make her rounds since joining the race. Just last weekend, she stopped by the Conch Scramble charity golf tournament to witness dressedup participants play a little golf on the water.

The next day, she made an appearance at the 20th annual Take Stock in Children Backcountry Challenge at the Elks in Tavernier.

“I enjoy the diversity of the Keys and I really enjoy talking one-on-one on the priorities in keeping the Keys wonderful,” Rebman Lopez said.

For the past 25 years, Rebman Lopez has dedicated her time to helping nonprofits like the American Cancer Society. Here in the Keys, she’s supported organizations such as the Florida Keys Marine Sanctuary and the Florida Wildlife Society.

One of Rebman Lopez’s reasons for running is supporting local taxpayers by continuing to secure state funding for programming, water quality projects and the emergency center operations, to name a few. She also wants to work for the district’s small businesses.

“I know firsthand how important they are to our local economy and how burdensome regulations and unnecessary taxes can negatively affect a small business’ ability to survive and create jobs,” she said.

Top priorities include workforce housing, the environment and growth control.

Traffic safety is also of concern, specifically over Card Sound Road and the serious and fatal crashes.

“I want to advocate better safety measures for our traffic and safety from Card Sound, as well as the Stretch and U.S. 1 in the Keys,” she said. “There’s been way too many accidents and fatalities.”

“As for growth control, we want to keep the Keys unique,” she continued. “What’s unique about it is the fact it’s not overbuilt and it’s not metropolitan.”

The wife of a retired Naval fighter pilot and a mother to two young men, Rebman Lopez says she wants local families to feel protected in their neighborhoods and schools. She also wants to ensure first responders have the resources they need to provide the best care.

Overall, Rebman Lopez says she wants to continue the great work Raschein has done for the community.

“She’s worked tirelessly and has brought a lot of money back. As a fellow female, I’m proud of the work Holly’s done in Tallahassee for the environment and Keys issues,” she said.”

Jean “Julian” Baidet, a senior leader of the Coral Shores swim team, is this week’s Upper Keys Weekly Male Athlete of the Week. Baidet is in his third year with the program. According to head swim coach Jon Olsen, “Julian has helped out in a number of different events. He’s all about the team.

He consistently asks to fill in where we have voids for the sake of team points. You have to love that selfless approach.”

Kelly Kater, associate head swim coach, said, “Julian makes every swimmer on the team better. He is such a great encourager … he’s inspirational.

Every swimmer feeds off of the energy he brings to practices and events.”

Baidet was honored with the “Spirit Award” at last year’s swimming/ diving awards banquet.

Baidet has also been singled out for his Upper Keys Foundation community service. Additionally, Baidet is deeply involved in the Special Olympics. He has been active in that cause each of his four years at Coral Shores.

He has placed a special focus on the soccer and flag football events. Last May, he traveled with six other Coral Shores student-athletes to participate in the Special Olympics “challenge games” in Orlando.

“Julian is an invaluable member of our Special Olympics program,” said Upper Keys Special Olympics coach and organizer, Pete Reineso. “He’s so dependable and so inspirational.”

Baidet is active in Coral Shores’ Drama Club and the Sound and Engineering Club. He is an accomplished animator and has participated in animation and “Voice Acting” seminars throughout South Florida.

Sheila Gonzalez, a junior and three-year member of the Coral Shores Canettes dance team, is this week’s Upper Keys Weekly Female Athlete of the Week. “Whether the Canettes are performing on the sidelines, at a football game or in the gym at a pep rally, Gonzalez always stands out with her talent, attitude and smile,” said Canette sponsor Joanne Haddad.

“It is her attitude which makes her a favorite of her teammates during long practices.”

Haddad said Gonzalez has had to come back and work hard following a serious knee injury and surgery, but it has not slowed her down and her perseverance is a great example for the team.

Gonzalez is also a member of the On Your Toes dance studio Elite Competition team, where she travels across the state competing and participating in classes and workshops. Along with her On Your Toes teammates, Gonzalez won numerous platinum and high score awards. She’s currently involved in The Upper Keys Foundation-Hurricane Dorian Relief Mission. She also frequently volunteers at the Plantation Key Nursing Home, performing and visiting with residents.

Gonzalez is also a standout in the classroom. She takes a full schedule of AP and Honors classes, carries a 4.0 unweighted GPA — a 4.441 weighted GPA — and is ranked in the top 5 of her junior class of 166. Her current goals include attending Boston College and studying pre-med in preparation to become an anesthesiologist.

Winning the match in four sets, 28-30, 25-9, 25-23, 25-16, senior captain Carly Lindback led the way for the Canes with 14 kills, 16 digs, 2 aces and 2 blocks. Local vet heads to nation’s capital JIM McCARTHY

apt. Skip Bradeen has enjoyed plenty of memorable excursions out on the water. Recently, the charter boat captain took a day away from the ocean and the Keys for a trip with fellow veterans to the nation’s capital.

Bradeen, Islamorada resident who runs Bluechip Too Charters, was one of 43 Vietnam veterans picked to go on the Honor Flight of South Florida on Sept. 21. Transporting America’s veterans to Washington, D.C., Honor Flight South Florida assists veterans who are willing and able to get on a plane or bus and visit memorials that honor the ultimate sacrifice. Joining the Vietnam vets were 17 Korean War veterans and eight who fought in World War II. “It was a day of full activity,” Bradeen told the Weekly in an interview.

Arriving at Fort Lauderdale Airport around 4 a.m., Bradeen and veterans from South Florida gathered for breakfast before boarding Spirit Airlines flight 1941 to Baltimore/Washington International Airport at 5:45 a.m.

Landing just after 8 a.m., Bradeen and vets hopped on buses en route to Washington, D.C. There, they spent the day visiting the Iwo Jima Memorial, the tombstones at Arlington National Cemetery, the World War II and Korean War memorials and the Vietnam Wall. Bradeen said the Korean War Memorial stuck with him the most.

“There were about a dozen GIs in a field with white capes on and boots and all,” he said. “They were depicting a winter scene.

Whoever did the expressions on their faces was unbelievable.

Their eyes were open and looking at you. That, to me, was the most impressive of all the things I saw.”

A guardian accompanied each vet on an Honor Flight trip.

Guardians are essential to the success of every adventure as they support and ensure veterans enjoy their time. Bradeen brought his brother, Ralph, from New York, to serve as his guardian.

“It was so heartfelt that he flew down from New York to be part of this special ceremony,” he said.

Following a day of sightseeing, veterans flew back to Fort Lauderdale. And just when they thought a spectacular day was going to conclude, more than 1,500 people were waiting for their arrival back to South Florida.

“People were there waving flags and little kids making signs that said ‘We Love You’ and ‘Thank You For Your Service’ and ‘God Bless America.’ They were also playing patriotic songs,” he said.

“That was the most spectacular thing that happened to me.”

The final flight for 2019 takes place Oct. 19 before ramping up for another round of trips in 2020. Bradeen says there’s a list of about 140 vets waiting to board the Honor Flight. Veterans in the Keys who are interested in applying can visit honorflightsouthflorida.org, click on the veterans tab and choose the veteran online application. Bradeen said he’ll help any veteran who’s looking to apply.

“The trip and seeing the people welcome you back redoes your faith in America,” he said. “It shows we’re not forgotten, especially us Vietnam vets. When we got back from Vietnam, America didn’t accept us. They treated us like it was our fault. This trip is a way of showing appreciation. It’s a tremendous program.”

oral Shores fall athletic and co-athletic programs have a full slate of Upper Keys Foundation service missions. On Sept. 14, 42 members of the swim team assisted with the highly successful Alligator Lighthouse Swim — a fund-raiser for the nonprofit Friends of the Pool.

"I was really proud of our swimmers," said CSHS swim coach Jon Olsen. "There are so many moving parts to putting together this great event. With 450 participants, every one of our swimmers were needed. They came through like champs."

Rich Russell, Coral Shores athletic director, said all fall athletes, along with the cheerleaders and Canettes, are involved in the UKF Hurricane Dorian relief mission.

"We have shifted our focus working from directions of the Bahamian Deputy Prime Minister to monetary

collections,” he said. “We will continue to have all fall participants, 173 in total, and their coaches involved in the mission through the middle of October."

t wasn’t quite the standingroom-only crowd on Sept. 30 in Marathon High School’s auditorium, but the audience was substantial, to hear region-specific details about the National Marine Wildlife Sanctuary’s Restoration Blueprint plan.

About a half-dozen armed officers were on hand, but the evening’s tone was respectful.

“We are looking for your input on this,” said sanctuary superintendent Sarah Fangman. “We are making decisions that are hard, to address the challenges our resources are facing. We may not like all the changes, but our kids will.”

Anthony and Michelle Nassaur are concerned about the no-motor zone proposed on the oceanside of Marathon. It runs from Vaca Cut to Tingler Island and is bisected by 10 channels.

“We live on 63rd street,” said Anthony. “I can’t get from my canal to one of those channels. What am I supposed to do? I’m concerned about the loss of use.”

Before the beginning of an hour-long presentation, Fangman addressed the three “elephants” in the room. The first is the notion that locals (or passengers on noncommercial boats) would be denied access to Sombrero Lighthouse under one of the proposed alternatives. She said language would be added to the next draft that would make it clear that is not the case. Second, that these proposed changes to the sanctuary have appeared out of thin air; she said there have been more than 70 public meetings that generated 1,500 comments and 200 suggestions.

Third, that “new areas” are already being marked.

“The Fish and Wildlife Commission is just beginning to put signs up in areas that have been zoned since 1992. The timing is confusing,” she said.

Throughout the presentation, sanctuary staff passed out blue comment cards that were collected and grouped by subject. Then sanctuary staff came up on stage to answer questions.

WITH SANCTUARY STAFF Bill Kelly, the director of the Florida Keys Commercial Fishing Association said his concerns range from the use of outdated numbers to lack of specificity.

“None of these maps have latitude and longitude data. How do they define trolling? What is idle speed? What is considered a large vessel?” Kelly said. “The FKCFA wants the sanctuary to focus on three things — water quality, education and law enforcement.”

Many locals had questions about how the sanctuary regulations would be enforced. FWC’s Capt. David Dipre fielded that question. He told the audience the FWC force has 51 positions in the Keys, of which only 41 are currently filled. He said there’s a need for better, bigger law enforcement and urged locals to reach out to legislators about the budget.

“Regardless if you have enforcement, most people will obey the law, especially if it’s for the right reason,” Dipre said. “Even if enforcement isn’t perfect, it doesn’t mean the sanctuary rules are a bad idea.”

Others in the audience questioned the efficacy of closing more areas when existing Special Preservation Areas, such as Looe Key, have continued to deteriorate.

“We know this is not the only answer,” said the sanctuary’s Andy Bruckner, mentioning other initiatives and agencies such as sewering the Keys and increasing water flow to Florida Bay from the Everglades. “But it’s a step in the right direction. Bruckner also talked about the small-scale successes of outplanting new corals to the reef and the need for more research to determine what methods to use and how to execute largescale projects.

When the new regulations are passed, the need for more markings — buoys and signs — will only increase. As Fangman noted, not all current zones are marked.

A sanctuary staff person said all the new zones probably won’t be marked either.

“You don’t want to see a string of channel markers — that’s not visually appealing,” he said.

The public comment period on the Restoration Blueprint runs through January 2020. At that point, Fangman said, all the comments will be “synthesized” and brought back in one draft plan without alternatives. Again, the public will have a chance for input, before the agency issues the Environmental Impact Study, it’s approved and passed into law.

An audience member passed up a comment card that acknowledged how the suggestions would be handled, but wanted to know who had the final authority.

“The sanctuary,” Fangman said, “and our state partners.”

The next informational meeting will be Monday, Oct. 7 from 6 to 9 p.m. at Coral Shores High School. Only written comments will be accepted. The sanctuary will host a public meeting in Marathon on Wednesday, Nov. 6 from 6 to 9 p.m. at Marathon High School.

t was a “par-tee” of all sorts during the annual golfing-onthe-water tournament, the Conch Scramble, on Sept.

28. Participants decked out in costumes made several stops along the bayside in Islamorada as they hit biodegradable golf balls on a floating green. Those who shanked it left or pulled it right were feeding the fish, as balls turned into food. The Conch Scramble is a nonprofit organization, and money raised from the event will go to the Key Largo School Parent Teacher Association, Coral Shores High School Culinary Program and Islamorada Firefighters Explorer Program.

With offices in Key Largo, Marathon and Key West, this position requires frequent travel.

PLAN YOUR ESCAPE County Fire Rescue providing outreach programs

M

onroe County Fire Rescue will take to the community to provide outreach programs for Fire Prevention Week, set for Oct. 7-11, in Monroe County schools and day cares.

This year’s fire prevention theme is “Not Every Hero Wears A Cape, Plan Your Escape.”

Each Monroe County Fire Rescue station will visit eight Keys schools and help students and children practice how to escape a fire, as well as have a meet and greet with Sparky the Fire Dog, and a fire truck tour.

“Monroe County Fire Rescue firefighters are dedicated to reduce the occurrence of home fires and home fire injuries through prevention and protection education,” said Monroe County Fire Rescue Chief Jim Callahan.

Home fire escape planning and drills are an essential part of fire safety. A home fire escape plan needs to be developed and practiced before a fire.

Fire escape planning • In each room, point to the two ways out.

Make sure someone will help children, older adults and people with disabilities wake up and get out.

• Teach children how to escape on their own in case you cannot help them.

• Establish a meeting place outside and away from the home where everyone can meet after exiting.

• Have properly installed and maintained smoke alarms and test them regularly.

• Practice “Get low and go. Get out fast.”

• Practice using different ways out and closing doors behind you as you leave.

• Never go back for people, pets or things.

• Know to call 911 from a cell phone or a neighbor’s phone in the event of a fire.

Smoke alarms • Install smoke alarms in every sleeping room, outside each separate sleeping area, and on every level of the home.

• Test smoke alarms at least once a month using the test button.

• Make sure everyone in the home understands the sound of the smoke alarm and knows how to respond.
