Social media reports are coming in that Tesla’s new “Smart Summon” feature isn’t working so well. (It’s sort of like how character Michael Knight summoned his car, Kitt, on the television show “Knight Rider, but less successful.) On Oct. 1, the Verge reported four reports posted to social media about minor collisions. The feature became available with the most recent software update.

ON THE ISSUES Marathon City Council forum this Monday

W

ith the election for Marathon City Council about a month away, residents will have chance to find out where the candidates stand on particular issues this coming Monday, Oct. 7 at a forum hosted by the Keys Weekly Newspapers and Greater Marathon Chamber of Commerce.

The forum will take place at Marathon City Hall from 6 p.m. to approximately 7:30 p.m. and will be broadcast on Comcast Channel 77 and streamed live at www.tikilive.com/show/city-ofmarathon. The video will also be reposted at www.keysweekly.com.

The doors open at 5:30 p.m.

“Part of the Marathon Chamber’s mission is to inform our business members. The candidate forum is an important event in which we to look to accomplish this,” said Marathon Chamber CEO Daniel Samess.

Six candidates have qualified to run for three seats. In the at-large election, the three candidates with the most votes on Nov. 5 will earn a threeyear term on the city council.

Current council members John Bartus, “Doc Dan” Zieg and Steve Cook will join Adam Geaneas, Eugene Gilson and John Kissick on the dais to discuss a wide range of topics ranging from

the proposed splash pad to affordable housing and other important issues the council will be facing in the next three years.

“This is a very important election for the city of Marathon,” said Weekly publisher Jason Koler. “Our residents need to familiarize themselves with the candidates so they can confidently vote for those who will best represent their interests.”

Each candidate will deliver a one-minute opening statement and then respond to questions prepared by the Keys Weekly staff and the Chamber’s Community Affairs committee with input from various community leaders.

New to this year’s forum will be a feature that allows candidates to respond when their name is directly mentioned by another candidate.

The forum will conclude with closing statements from each candidate.

More opportunities to meet the candidates: As the election grows closer, Marathon City Council candidates will be hosting campaign events where interested residents will have the chance to speak with them one-on-one. Zieg will be hosting an event on Thursday, Oct. 3 at the Stuffed Pig at 5:30 p.m.

Geaneas has invited the public to Irie Island Eats on Friday, Oct. 4 at 5:30 p.m.

Matthew Edward Lohlein, 50, of Roswell, Georgia, died suddenly in his home on Sept. 15, 2019.

Matthew was born Oct. 5, 1968, in New York City, New York, to Robert and Rosemary (Findlay) Lohlein.

He attended Marathon High School in Marathon, Florida. He continued his education at University of Alabama in Tuscaloosa, where he graduated in 1992 with a bachelor’s in communications. He worked for Wyndham Hotels as director of franchise sales and development.

Among Matt’s favorite things were being with his family and friends, enjoying live music, and Alabama football (Roll Tide!). Whether you just met Matt or knew him for years, he made you feel like an old, dear friend. He will be missed by many but none more than his family and dear friends.

Matt was preceded in death by his father, Robert Lohlein, and his mother, Rosemary Lohlein. He is survived by his wife, Kirstene, and his two beautiful children, Anniston, 8 years old, and Sawyer, 6 years old; sister Lauren, and brothers Robert and Michael; nieces Erica, Jaime, Peyton and Regan, and nephews Robert, Charles and Justin.

Matt leaves behind many others in his family and close friends.

Matt was an amazing father and incredibly proud of his wife’s career as a teacher. In honor of this and in lieu of flowers, donations are being accepted to the Matthew Edward Lohlein Memorial Scholarship Fund for Anniston and Sawyer’s college education.

The Marathon Library Book Discussion Club will meet on Friday, Oct. 4 at 10 a.m. in the library conference room to discuss “Leaving Time” by Jodi Picoult. The novel’s main character goes on a quest to find her missing mother with the help of a self-doubting psychic and jaded detective. The book selected for the November meeting is “Bel Canto” by Anne Patchett.

Valedictorian, or summa cum laude?

Monroe County School District officials are seeking community feedback about a potential transition from the traditional valedictorian/salutatorian graduation recognition to a student honors recognition program. The district proposes switching to collegelike designations of summa cum laude (weighted GPA of 4.5 or above), magna cum laude (4.25 or above), and cum laude (4.0 or above). Any change in the academic recognition program would be phased in with the 9th grade class of 2019-2020 (graduating class of 2023). The existing valedictorian/ salutatorian recognition would remain unchanged for students in 10th, 11th, and 12th grades.

t’s exciting to see new faces, filled with surprise and delight, clutching the signature red-and-white Best of Marathon plaques. It’s indicative of a growing, thriving town and a chance to recognize how we’re changing. Here’s a look at some of the new winners crowned during the 2019 Best of Marathon awards show held on Sept. 28 at the Marathon City Hall. It was a crowded room of 212 ticket holders who came for the camaraderie, and below of is a partial list of our “first-timers.”

BEST PHOTOGRAPHER The Keys Weekly staff was so pleased to see our staff photographer Barry Gaukel nominated as the town’s best shooter. In addition to covering sports and events for the newspaper, he has a thriving photo business with his wife Lori, and they also own Shady Palm Art Gallery. He said he was surprised by the honor. “But I did get asked five or six times whether I was going to the awards show, so that was a little strange,” he said, laughing. “But it was the only suspicion I had. Thanks, everyone!”

BEST SALON The Sea Level Spa marked its second year in business with a Best of Marathon win for Best Salon. “I want to thank our customers who are super faithful and loyal and supportive,” said owner Heather Rouse, pictured center. The salon, located in Gulfside Village, is a full-service space for beauty for hair, manicures and pedicures, waxing, microblading and eyelash extensions.

BEST REALTOR Teri Hiller was tickled pink to win the 2019 Best Realtor designation. And we put it down to her sparkly personality. We think fellow Realtor and colleague Sam Williams put it best when he said, “I have a feeling that Teri has a ‘Desperate Housewives’ edgy vibe, but she’s classy at the same time — kind of like a blond Charlize Theron.” She said she fell into the profession by accident but, apparently, it suits her!

BEST LAW FIRM There’s a first time for everything even when it comes to the law. “This is my first nomination and my first win,” said local attorney Bill Heffernan pictured with daughter, Liz. “I am deeply honored to be of service to all my friends and neighbors in the City of Marathon.” Heffernan has been practicing law since 1972 and has resided in the Keys since 1988.

BEST LOCAL CELEBRITY Rich Anderson is still scratching his head over the Best Celebrity win in 2019. “I don’t know how this happened, but if it helps me sell sponsorships for the Coral Head Music Festivals, that’s all right,” he said, laughing. (Personally, we think it’s because he looked better on stage than some of the aging rockers and because the concert proceeds benefit great causes, local and national). There are three Coral Head concerts coming up — the blues show on Saturday, Oct. 19; the rock and roll shows on Nov. 2 and Feb. 15, 2020.

BEST PLACE TO HAVE A WEDDING Marathon’s newest resort, Isla Bella Beach Resort, was honored with the Best Place to Have a Wedding in Marathon. The 199-room resort opened on the west end of Marathon in January of 2019. Isla Bella features a lushly landscaped spot, with a south-facing aspect right on the open ocean. The resort is lavishly designed and perfectly appointed for everything up to, and including, weddings.

BEST NON-PROFIT It’s hard to win the hearts and minds of voters when you’re up against super cute dolphins and terribly vulnerable turtles, but the Florida Keys SPCA, operators of the Marathon animal shelter, did just that in 2019. PADDLING 4 PUPS Shelter and Grassy Flats team up for event

I

t was a tad windy, but no sweat for Grassy Flats Resort co-owner Matt Sexton on Sept. 28 for the inaugural Paddling 4 Pups event to benefit the Marathon animal shelter. “I’ve put on events in all kinds of weather,” said Sexton.

A handful of folks brought their pooches and paddles to Grassy Key for a low-key event that highlighted good fun for the whole family. “It was a great way to spend a Saturday morning,” said Tara VickreyMcFarland, the director of the FKSPCA’s Marathon campus.

MHS Bistro invites public to build a burger The culinary students at Marathon High School are having the first dinner of the school year on Thursday, Oct. 3 from 4 to 7 p.m. The event takes place in the Dolphin Bistro dining room at the high school. Guests can choose their own condiments and veggie burgers will also be available. The meal is completed with fries, potato salad, baked beans and, yes, butter toasted buns. Guests can choose a soda or milkshake. The cost is $20 and supports the magnet program at the high school.

Sanctuary expands oral comment opportunities Florida Keys National Marine Sanctuary has expanded the time allotted for oral public comment during its Tuesday, Oct. 15 and Dec. 10 advisory council meetings and scheduled a Restoration Blueprint public meeting in November for additional oral comment. Speakers will have a maximum of three minutes. As time, space and parking are limited, groups are strongly encouraged to designate a speaker to allow for the greatest number of views to be expressed.

At the Sanctuary Advisory Council meetings, beginning at 1 p.m., members will discuss NOAA’s proposed changes to the sanctuary’s boundaries, marine zones, regulations, and management plan. Oral public comment will be taken from 3:30 to 5 p.m. and from 6 to 9 p.m. with speaker signup at 3 p.m. and 5:30 p.m., respectively. The Sanctuary Advisory Council meetings are streamed live and the recording posted on YouTube.

An additional opportunity to give oral comment will take place at a public meeting on Nov. 6 at Marathon Middle High School, from 6 to 9 p.m., with speaker signup beginning at 5:30 p.m.

Oral statements can be supplemented by detailed written comments submitted at meetings and online at www.regulations.gov (docket number NOAA-NOS-2019-0094). NOAA is taking public comment on the proposals through Jan. 31, 2020. The Restoration Blueprint is available at floridakeys. noaa.gov/blueprint.

‘CHEF OF THE YEAR’ William Ryan honored by state association

W

illiam Ryan, executive chef of Hawks Cay Resort, was named “Chef of the Year” by the Florida Restaurant and Lodging Association (FRLA) during the organization’s Hospitality Stars of the Industry Gala in September. The annual awards program recognizes hospitality industry employees in Florida who have shown exemplary leadership and service in their area of expertise.

“No one is more deserving of the Chef of the Year award than Chef Ryan,” said Hawks Cay Resort Vice President and Managing Director Sheldon Suga. “From successfully building a team from the ground up for our Angler & Ale restaurant to reimagining all six of our culinary outlets after Hurricane Irma, Chef Ryan has set the standard for what we look for in a crew member and we’re honored to have him as a part of the Hawks Cay community.”

Ryan has more than 30 years of culinary experience in various parts of the world and has performed duties in all aspects of the field. He mentors an average of 10 international interns every year who train with him to develop their own culinary skills.

Realtors invite public to meet public servants

County commissioners asked to prioritize projects for new mitigation funding

urricane Irma hit South Florida over two years ago, but fixes and funding have been slow to come to the Keys. A new federal grant opportunity, however, could change that.

A total of $774 million in federal Community Development Block Grant money was allocated to Florida for disaster recovery (CDBG-DR) after Irma.

Monroe County’s set-aside has funded programs like Rebuild Florida’s workforce housing, housing repair and replacement, and voluntary home buyout programs.

Helene Wetherington, the local disaster recovery director for Monroe County, discussed the ineffectiveness of these programs at the Sept. 18 Board of County Commissioners meeting. “They’ve all been funded under CDBG-DR, but we’re waiting to see how they come to fruition. And, unfortunately, they haven’t yet,” she said.

Wetherington presented to county commissioners not to deride the current recovery funding, but rather to ask for their help in directing a brand new line of federal funding. Unlike CDBG-DR funding, Community Development Block Grant Mitigation (CDBG-MIT) funds don’t have to tie directly back to Irma. “We just have to show a relationship between the

projects and building resilience for future disasters against hurricanes and sea level rise,” said Wetherington. “So, we can look much broader and fund more, important mitigation projects.”

So how much money might we see and what fixes might get done?

That’s why we’re here,” said Wetherington.

Wetherington and her colleague, Julie Dennis of Ovid Solutions, hope to leverage the lack of a state action plan to get a win for Monroe County. Calling on each commissioner to fill out project prioritization cards before the October BOCC meeting, Dennis asked them

for their “black laundry list” of desired resilience-building and mitigation projects.

Dennis described this “homework” as an opportunity to influence how much of the mitigation funding will get to the Keys and for which types of projects. Accepting her “assignment,” Commissioner Heather Carruthers agreed: “I think we’re in a position to determine whether it’s more important to preserve a historic building or elevate roads as a high and medium priority.”

Wetherington will use that guidance to report directly to the Florida Department of Economic Opportunity. “As the DEO is developing their action plan for this funding, it’s important for them to remember Monroe is still the most impacted and distressed county from Hurricane Irma,” she said. “So our needs should be fully integrated into this plan.”

Projects could include programs like protecting critical facilities and residential drainage systems, elevating roads, stimulating economic development and building up wind resistance. They will also recommend a direct set-aside for Monroe County under the new grant to prevent having to compete against other bigger, but less-affected counties like Miami-Dade and Broward for critical funds.

The Marathon and Lower Keys Association of Realtors is hosting a “Getting to Known Monroe County” event on Thursday, Oct. 10 from 1 to 4 p.m. at the Marathon Government Center at 27th Street.

At 1 p.m., Monroe County administrators and representatives from the building and permitting office will speak about various real estate and property rights issues . At 2:15 p.m., the forum welcomes officers and officials from Key Colony Beach. At 3 p.m., representatives from the City of Marathon will take center stage.

County extends fuel tax The Monroe County Board of County Commissioners passed an emergency ordinance to extend the county fuel tax by 30 years at a special meeting held Sept. 30 in Marathon.

The 6-cent fuel tax was last renewed in 1989, but modified in 2009, at which time county staff thought the expiration date extended beyond 2019.

The fuel tax, which is distributed among the county and the five municipalities, raises about $4.1 million a year. The tax is exclusively for road, bridge, traffic and transportation projects and improvements. To view the meeting, visit www.monroecounty-fl. gov/mctv under Video on Demand.

he Bermuda Triangle was given its name by Vincent Gaddis in 1964.

It has been suggested that Marathon, among its myriad of historical associations, is also home to the southernmost point of this allegedly devilish triangle.

Even if the mythical phenomenon had not been thoroughly debunked by science and statistics, with plenty of bona fide history intertwined with the Middle Keys, it seems absolutely superfluous to introduce the realm of fantasy into the mix.

While not the first time a strange phenomenon has been attributed to the island chain, this declaration seemed to be the most arbitrary. At least when the Skunk Ape was sighted on Key Largo in the 1970s several police reports could be held up as documentation.

While it would be impossible to nail down the exact transactional lines delineating its locale, imagined or otherwise, the idea that Marathon would be included is, at best, an aggressive inclusion as the three points of the geometric anomaly most notably pinpoint Bermuda, San Juan, Puerto Rico, and Miami.

ith current state Rep. Holly Raschein terming out in 2020, candidates are lining up in hopes to represent the Florida Keys and south Miami-Dade in Tallahassee.

Newest candidate Rhonda Rebman Lopez wants to make the islands a better place to live, work and play.

Rebman Lopez officially filed for state representative in District 120 in September, joining Islamorada councilman Jim Mooney and Homestead lawyer Alexandria Suarez on the Republican side. A primary is scheduled for Aug. 18, 2020.

“The reception has been amazing and people have been so supportive,” Rebman Lopez said in a recent interview with the Weekly. “People who I don’t even know in the Keys have called and spoke to me about the office.”

Born in Florence, Alabama, Rebman Lopez moved to South Florida with her family 30 years ago. She now lives in North Key Largo with her husband, Jorge, sons, Benjamin and Noah, and two rescue dogs, Spot and Lola. Today, she serves as president of PECO International Electric, a thirdgeneration family business — an established electrical exporter in the southeast region of the U.S. Rebman Lopez said her family’s always had property in the Keys while her husband’s family has resided in Sugarloaf Key since 1971. She said her family’s always been active Keys fishermen.

“The Keys is such a unique place as far as the community goes as a whole,” she said.

“We all just connect on so many levels as far as wanting the best for our God-given environment. There’s nowhere else on Earth that you’ll find a natural, beautiful habitat.”

Rebman Lopez has begun to make her rounds since joining the race. Just last weekend, she stopped by the Conch Scramble charity golf tournament to witness dressedup participants play a little golf on the water.

The next day, she made an appearance at the 20th annual Take Stock in Children Backcountry Challenge at the Elks in Tavernier.

“I enjoy the diversity of the Keys and I really enjoy talking one-on-one on the priorities in keeping the Keys wonderful,” Rebman Lopez said.

For the past 25 years, Rebman Lopez has dedicated her time to helping nonprofits like the American Cancer Society. Here in the Keys, she’s supported organizations such as the Florida Keys Marine Sanctuary and the Florida Wildlife Society.

One of Rebman Lopez’s reasons for running is supporting local taxpayers by continuing to secure state funding for programming, water quality projects and the emergency center operations, to name a few. She also wants to work for the district’s

small businesses.

“I know firsthand how important they are to our local economy and how burdensome regulations and unnecessary taxes can negatively affect a small business’ ability to survive and create jobs,” she said.

Top priorities include workforce housing, the environment and growth control.

Traffic safety is also of concern, specifically over Card Sound Road and the serious and fatal crashes.

“I want to advocate better safety measures for our traffic and safety from Card Sound, as well as the Stretch and U.S. 1 in the Keys,” she said. “There’s been way too many accidents and fatalities.”

“As for growth control, we want to keep the Keys unique,” she continued. “What’s unique about it is the fact it’s not overbuilt and it’s not metropolitan.”

The wife of a retired Naval fighter pilot and a mother to two young men, Rebman Lopez says she wants local families to feel protected in their neighborhoods and schools. She also wants to ensure first responders have the resources they need to provide the best care.

Overall, Rebman Lopez says she wants to continue the great work Raschein has done for the community.

“She’s worked tirelessly and has brought a lot of money back. As a fellow female, I’m proud of the work Holly’s done in Tallahassee for the environment and Keys issues,” she said.”

The Dolphin Research Center Training Institute (DRCTI) recently welcomed 17 Japanese marine mammal training students and three established trainers for a weekend of focused study in DRCTI’s Professional Animal Training Program. The program’s goal was to teach Dolphin Research Center’s style of relationship-based training of marine mammals. Over the two days, the students participated side by side with DRC staff, developing their relationships and connection with the dolphins through hands-on activities both in the water and from the docks. The group was coordinated by Miho Murase, a professor at Osaka College of Eco and Animals in Osaka, Japan. t wasn’t quite the standingroom-only crowd on Sept. 30 in Marathon High School’s auditorium, but the audience was substantial, to hear region-specific details about the National Marine Wildlife Sanctuary’s Restoration Blueprint plan.

About a half-dozen armed officers were on hand, but the evening’s tone was respectful.

“We are looking for your input on this,” said sanctuary superintendent Sarah Fangman. “We are making decisions that are hard, to address the challenges our resources are facing. We may not like all the changes, but our kids will.”

Anthony and Michelle Nassaur are concerned about the no-motor zone proposed on the oceanside of Marathon. It runs from Vaca Cut to Tingler Island and is bisected by 10 channels.

“We live on 63rd street,” said Anthony. “I can’t get from my canal to one of those channels. What am I supposed to do? I’m concerned about the loss of use.”

Before the beginning of an hour-long presentation, Fangman addressed the three “elephants” in the room. The first is the notion that locals (or passengers on noncommercial boats) would be denied access to Sombrero Lighthouse under one of the proposed alternatives. She said language would be added to the next draft that would make it clear that is not the case. Second, that these proposed changes to the sanctuary have appeared out of thin air; she said there have been more than 70 public meetings that generated 1,500 comments and 200 suggestions.

Third, that “new areas” are already being marked.

“The Fish and Wildlife Commission is just beginning to put signs up in areas that have been zoned since 1992. The timing is confusing,” she said. continued on page 37

n Sept. 30, staff from the National Wildlife Marine Sanctuary presented region-specific details of its Restoration Blueprint in the Marathon High School auditorium.

The plan outlines the details of the management plan itself, changes to the boundary of the sanctuary, sanctuary-wide regulations and changes to marine zones and zone regulations.

The sanctuary has said there are four alternatives for every spot and the first is the status quo option, or “no change.” However, in many instances the blueprint only offers two alternatives. Below are five zones in the Middle Keys that may see changes in the way they can be accessed, used, or made off limits — however, they are NOT the only proposed changes to Middle Keys waters.

1. Marathon Oceanside Shoreline This area runs from the edge of Tingler Island in the west to Vaca Cut at the east.

There are only two alternatives proposed for this Wildlife Management Area. The first is status quo (no change). Alternatives 2, 3, and 4 are identical. The proposal is to not allow motor vessel traffic. There are 10 channels that bisect the area leading to deeper ocean waters.

The sanctuary’s aim is to decrease disturbance to nearshore grass and hard-bottom habitats and decrease prop scarring.

3. Gulfside Banks • Channel Key Banks • Old Sweat Bank • Jewfish Bush Banks (not pictured) This area is located north of the Overseas Highway in between Duck Key, Conch Key and Long Key. The largest block with a green border is the proposed Channel Key Banks Conservation Area; it would also be “transit only,” meaning no anchoring, fishing or diving.

The sanctuary’s aim is to protect a large, contiguous shallow habitat and decrease prop scarring.

4. Sombrero Key SPA • Delta Shoal SPA • Marathon SPA (not pictured) • Coffins Patch SPA (not pictured) • Turtle Shoal SPA (not pictured) This area is located Oceanside near Sombrero Lighthouse and due south of Boot Key. Delta Shoal is located just to the east, and the Marathon and Coffins Patch are also oceanside to the west of Duck Key.

Sombrero Key is currently a Sanctuary Preservation Area that is 0.3 square miles. Alternative 2 keeps it the same size, but makes it idle speed and no anchoring zone.

Alternative 3 makes it idle speed, no anchor, and open to commercial businesses that are Blue Star certified (non-commercial users would also have access, the sanctuary has said). Alternative 4 is identical to alternative 3 but the area size is increased to 0.5 square miles.

The agency’s purpose is to protect the reef and limit use.

The Delta Shoal and Marathon Shoal are currently unregulated.

Alternatives 2, 3 and 4 are identical and would make it into a Sanctuary Preservation Area that is idle speed with no anchoring and no fishing.

Coffins Patch is currently a 0.4 square mile area that is a Sanctuary Preservation Area. Alternative 2, 3 and 4 are identical. Those make the SPA also idle speed and no anchor zones in addition to no fishing.

Turtle Shoal is currently unregulated. Alternative 2 proposes an SPA area with idle speed, no anchor and no fishing. There is no Alternative 3.

Alternative 4 makes it transit only, which means no stopping for fishing, diving or snorkeling.

Delta Shoal is proposed for an area of 0.13 square miles.

Marathon Shoal is approximately 0.11 square miles.

Coffins Patch SPA is approximately 0.39 square miles.

Turtle Shoal SPA is approximately 1.41 square miles.

The sanctuary’s aim is to protect coral.

5. Long Key • Tennessee Reef This area is located Oceanside off Long Key. It is 9.57 square miles.

There are four alternatives for Tennessee Reef Special Use Area/ Conservation Area. Currently, there is a transit only area that measures 0.2 square miles. Alternative 2 keeps it as a transit area that is slightly larger, 0.7 square miles. Alternative 3, the agency’s preferred option, makes it a Sanctuary Preservation Area that allows only idle speed through the zone, with a corner notched out for transit only, meaning no fishing, diving or snorkeling.

Alternative 4 makes the entire 9.6 square miles transit only.

The agency’s purpose is to protect a large continuous swath of habitat and it is a possible site for coral restoration.

WITH SANCTUARY STAFF Throughout the presentation, sanctuary staff passed out blue comment cards that were collected and grouped by subject. Then sanctuary staff came up on stage to answer questions.

Bill Kelly, the director of the Florida Keys Commercial Fishing Association said his concerns range from the use of outdated numbers to lack of specificity.

“None of these maps have latitude and longitude data. How do they define trolling? What is idle speed? What is considered a large vessel?” Kelly said. “The FKCFA wants the sanctuary to focus on three things — water quality, education and law enforcement.”

Many locals had questions about how the sanctuary regulations would be enforced. FWC’s Capt. David Dipre fielded that question. He told the audience the FWC force has 51 positions in the Keys, of which only 41 are currently filled. He said there’s a need for better, bigger law enforcement and urged locals to reach out to legislators about the budget.

“Regardless if you have enforcement, most people will obey the law, especially if it’s for the right reason,” Dipre said. “Even if enforcement isn’t perfect, it doesn’t mean the sanctuary rules are a bad idea.”

Others in the audience questioned the efficacy of closing more areas when existing Special Preservation Areas, such as Looe Key, have continued to deteriorate.

“We know this is not the only answer,” said the sanctuary’s Andy Bruckner, mentioning other initiatives and agencies such as sewering the Keys and increasing water flow to Florida Bay from the Everglades. “But it’s a step in the right direction. I think we are making progress in addressing the threats.”

Bruckner also talked about the small-scale successes of outplanting new corals to the reef and the need for more research to determine what methods to use and how to execute large-scale projects.

When the new regulations are passed, the need for more markings — buoys and signs — will only increase. As Fangman noted, not all current zones are marked.

A sanctuary staff person said all the new zones probably won’t be marked either.

“You don’t want to see a string of channel markers — that’s not visually appealing,” he said.

The public comment period on the Restoration Blueprint runs through January 2020. At that point, Fangman said, all the comments will be “synthesized” and brought back in one draft plan without alternatives. Again, the public will have a chance for input, before the agency issues the Environmental Impact Study, it’s approved and passed into law.

An audience member passed up a comment card that acknowledged how the suggestions would be handled, but wanted to know who had the final authority.

“The sanctuary,” Fangman said, “and our state partners.”

The next informational meeting will be Monday, Oct. 7 from 6 to 9 p.m. at Coral Shores High School. Only written comments will be accepted. The sanctuary will host a public meeting in Marathon on Wednesday, Nov. 6 from 6 to 9 p.m. at Marathon High School.

There are so many things I love about this plan. I, of course, love the expansion of the sanctuary line. I love expanding the SPAs inshore and offshore to protect species as they migrate to shallower or deeper waters throughout different life cycles and/or for breeding and feeding habits.

There is immeasurable biodiversity on our reefs. The genetic diversity of corals and the comprehension of what is most important is, I believe, currently above our level of understanding. Because of this, I also love expanding SPAs in towards shallow waters as well as out into deeper waters. We need to protect a broad range of reefs because they all play important roles.

I love slowing boaters down along all coastlines, not just residential areas (we need to protect our limited natural coastlines). I love no animal feeding within the sanctuary; let’s keep our wild animals wild. While there are some modifications I would like to see, I am very excited for the work the sanctuary has done so far.

Ultimately, I believe the best plan will pull from each alternative as well as some new and as-of-yet unheard suggestions from the public. We want to see as much conservation as possible. We see the value in preserving the reef.

Alligator is one SPA that we frequent and care for, so we are paying special attention to the plans for this reef. However, we understand that the health of the entire reef system must be the focus. We need more than a few small highly protected areas. We need a continuous and well-protected sanctuary.

There are some gaps that still need to be addressed such as enforcement.

There are some modifications that should be made, especially pertaining to anchoring laws. The implementation of mooring buoys was overlooked and, in my opinion, is extremely important to the sustainability of our coral reefs.

I would like rental boat companies to be held to a higher standard to educate renters on the sanctuary zones and laws. We often find ourselves educating tourists once they are already moored up in a SPA with fishing lines in the water. These boaters speed through SPAs over diver bubbles and anchor directly on coral in 20 feet of water. An increase in Keys-specific boater education would reduce damage to seagrass beds and inshore habitats.

I encourage all operators – fishing, diving, snorkeling, and all other watersports – to incorporate conservation into their business models and their customerbased activities. The sanctuary should also enforce a reef tax on all individuals diving, snorkeling, fishing, renting boats, etc. that can then be utilized for mooring buoy installation and management.

Sarah Fangman mentioned during the Blueprint release that if we all work together and sacrifice a little of what we want for the greater good, we will see a successful outcome for the sanctuary. We are all on the same team, like it or not. As long as we remember that we will all win in the end.

RESTORATION BLUEPRINT Stakeholders weigh in on Sanctuary proposal NOAA’s Restoration Blueprint was introduced at the Sanctuary Advisory Council’s meeting in August, and the community has been buzzing about it since.

The proposal seeks to balance the need to bring our marine environments back to health while still promoting the economies and industries depending on those resources.

Four alternatives were presented, but constituents were invited to comment upon as much or as little of the proposals as they wanted – whether that be a specific reef, certain regulations, or an entire alternative.

Alternative 3, the sanctuary’s preferred plan, would result in major changes in terms of expanded boundaries, additional zoning, tighter regulation and a new management plan.

Keys Weekly spoke with environmentalists and stakeholders in affected industries about NOAA’s Restoration Blueprint.

When the Ghost Town Blues Band rolls into Marathon on Saturday, Oct. 19, it will be playing the title track from its latest album, “Shine,” that is less than two weeks old.

Ghost Town Blues Band, a Memphis act, is part of the fantastic line up of the Coral Head Blues Fest at the Marathon Community Park. Also appearing: Dana Fuchs, Shaw Davis, Anthony Gomes, Bill Blue and the Paul Deslauriers Band.

“Shine” is Ghost Town Blues Band’s fifth album, and fourth studio album. (The fourth, a live recording of its shows, debuted at No. 4 on the Billboard charts. Wow.) “‘Shine’ is a departure from what we normally do,” said frontman Matt Isbell. “It’s a little bit Americana, rock ’n’ roll, roots-driven.”

Isbell said it’s a natural fit — Memphis is the “Melting Pot of the South” and his band mates, together 10 years, come from wildly disparate backgrounds. “When you put six musicians in a room, they are going to speak the truth musically. We’re not trying too hard, just making the music that comes out of our fingers and minds and bodies and souls,” Isbell said.

The band often makes a New Orleans-style second line entrance before transitioning to normal instruments. But not that normal. Isbell plays an instrument made from his grandmother’s silverware chest and drummer Andrew McNeill has an electric analog push broom.

(Yeah, we don’t know, either, but we can’t wait to find out.)

Isbell said one of the crowd favorites is “I Get High,” originally performed by the Funky Meters.

“It has a Porter, Batiste Stoltz vibe, but we made it our own and it took on a new life. Put it this way, at one point our trombonist starts rapping, and we got some Allman Brothers jams in the middle,” he said.

Ghost Town Blues Band has some serious credibility with about two dozen industry accolades earned since 2015. Living Blues Magazine said, “With a shoot-from-the-hip Memphis attitude, and a STAXbusting explosion of modern blues vision, GTBB represents a welcome changing of the guard.”

Who is your all-time favorite teacher and why? Ms. Cox is my favorite teacher. She is very supportive of her students and spends a lot of her time helping us out in activities like Drama Club productions and Academic Challenge.

What does “a good education” mean to you? It is one that provides a wide variety of brain stimulus, developing the logical and creative thinking in a student.

What is something you know now that you didn’t know when you were a freshman? As I am only a few weeks into my sophomore year, I still haven’t figured out the tips and tricks myself.

What organizations and activities are you involved with at MHS? I am involved in the Drama Club and the Jazz Club.

What are your plans after high school? After high school, I plan to go to college or university where I will study science before going into medical school.

What do you hope to be remembered for at MHS? I hope to be remembered for my contributions I make to improve the school.

What is one favorite way to spend your spare time? I spend my spare time practicing the piano and browsing Reddit.

FRIDAY NIGHT LIGHTS Cinema Joker Marathon High School’s young program optimistic about future

O

ne of the best things about small-town life is the community gathering and coming together around the local high school football team. It’s a healthy dose of Americana, and it’s a wonderful thing to experience.

As a musician who works nearly every Friday evening, I haven’t had many chances to see our local team in action. This past Friday was an exception, and I found out that there is a lot to celebrate about football in Marathon.

I had a chance to speak with Marathon Dolphins’ head coach Mac Childress this week. His enthusiasm for the program is catching, and he is more than a little excited about the future. First of all, the new athletic complex has gotten rave reviews from spectators, coaches, and athletes.

“This new complex is the nicest in South Florida,” Childress said. “It looks and feels like turf, but it’s natural grass!” Childress said that these new facilities will draw a lot of interest from potential student athletes, as well as enhance the football, baseball and track programs.

Childress is quick to give credit to his coaching staff: defensive coordinator Justin Hare, running backs coach Andre Garvey, defensive line coach “Chef” Carl Stanton, linebackers coach Jason Long, and team chaplain Nick Vaughn. They really help build the athletes’ character on and off the field.

“And special thanks to the Kirk of the Keys for cooking a team meal each Thursday night and helping build the brotherhood.”

“We have a really super young lineup,” Childress explained. “There are a lot of freshman and sophomore starters on our varsity team — a lot of them had never played football before.

They are working hard and will get better and do great things.”

The excitement of varsity football has encouraged the re-creation of youth leagues. “Football is demanding,” Childress said, “but now that the youth teams have started, it’s enabling us to build for the future.” He is optimistic that having Paul Davis as the city’s new parks & recreation director will assist in building that future. Davis happens to be a former MHS football coach and was also a stellar player.

As demanding as football can be, Childress insists on his athletes’ academic performance as well. “Football builds and reveals character,” Childress explained, JOHN “but as an algebra BARTUS teacher, I insist on our students’ acais the mayor of demic performance the City of Maraas well.” Childress thon. He also is set a goal for his a musician who performs around varsity team to hit a 3.0 GPA … and town. As mentioned above, football not only builds character, but reveals character as well. Coach Childress wants to create a culture that will help his players succeed on and off the field. “My goal is to help these players become good dads and good men in the future.”

Childress is grateful for the support the team gets from Marathon.

“This community has been amazing.

Win or lose, they are there to support us.” Childress noted the packed house for both home games, and everyone’s collective thrill at the first Marathon touchdown being scored on the new field last Friday night. Childress credits the Marathon High School administration as well as the school board and the school district for getting the new complex finished and for their continued support. And he specifically thanked former Athletic Director Teresa Konrath and current AD Lance Martin for their hard work and support.

This, after all, is what small town living is all about. Showing up on a Friday night to support the local team — while having big fun — is what matters. If you have never gone, or it’s just been a while, do yourself a favor and go to a game. You’ll see a lot of your friends and neighbors helping out in different ways, or just enjoying the game.

Friday Night Lights are American as apple pie, so I wish much success to the Marathon Dolphins. No matter the season record, everyone who plays, attends or helps out is a winner.

Locals respond to Oxitec’s latest proposal

omments will close on Oxitec’s application to the EPA on Oct. 11. At presstime, the paper published on the Federal Register has been viewed 1,942 times and generated 34 public comments.

Oxitec is proposing a trial of its “2nd Generation” technology in the U.S. to use biologically modified mosquitoes to combat the spread of infectious diseases via the Aedes aegypti mosquito. Although it is not official and there are no contracts in place, officials at Oxitech — a U.S.-owned, U.K.-based company that develops biologically engineered solutions to insect control issues — has openly courted the Florida Keys in the past.

At about the same time as the Keys Weekly published an in-depth article about Oxitec’s new technology three weeks ago, genetically modified mosquitoes were making international headlines. The interest sparked from a study published in the Scientific Reports journal titled “Transgenic Aedes aegypti Mosquitoes Transfer Genes

into a Natural Publication” about an Oxitec trial. The paper refers to the company’s 1st Generation technology of a field trial conducted in Brazil from 2013 to 2015.

Oxitec has filed a complaint and asked for a peer review of the study from Nature Research, publishers of the journal, to address what it says is a range of misleading and speculative statements.

“The paper explores the flow of genes between the local population of Aedes aegypti and the natural background strain of OX513A (Oxitec’s genetically modified mosquito). The gene transfer referenced in the title does not refer to the persistence of Oxitec’s self-limiting and marker genes,” said Nathan Rose, head of scientific and regulatory affairs for Oxitec.

“Yes, some of the background genes were present 27 months after the trial ended, but they decreased in time until they completely disappeared. That was unsurprising to us. We knew that about 3 to 5 percent of the 1st Generation offspring would survive, and we published that in our first paper in 2007 and shared that information with regulators. The study authors confirmed that with good data.”

In recent trials in Brazil, releases of these 2nd Generation male mosquitoes achieved up to 96% suppression of wild Aedes aegypti populations in the city of Indaiatuba.

— Oxitec Rose said the rest of the study descends into speculation not suited to a reputable scientific paper. For example, Rose cited the paper’s hypothesis that introducing background genetics would lead to “hybrid vigor,” or the idea that offspring’s traits are enhanced due to the mixing of genetic contributions of its parents.

“There is no data to back up this claim. In fact, the study showed the opposite, that it disappeared over time. If indeed, it were some type of ‘super mosquito,’ then the genes would have persisted,” he said.

The paper also said the genetically engineered mosquito is more susceptible to insecticide resistance.

“That’s frustrating because that’s the exact opposite of what we’ve done with the Oxitec mosquito,” Rose said. He said Oxitec has purposely made the mosquito sensitive to the most common insecticides. In fact, Rose said, the most overlooked part of the paper deals with the success of the trial in Brazil — that the test achieved 85% suppression of mosquitoes in the wild.

“Not only was it not creating a ‘super mosquito,’ it was reducing the local wild mosquito population that are the real threats because they are the ones that spread disease,” he said.

Barry Wray of the Florida Keys Environmental Coalition isn’t convinced. He said Oxitec is guilty of “unprofessional, unscientific behavior.”

“They have supplanted scientific conversation and quantitative results with market speak. They want to get to market so they can profiteer,” Wray said. “The level of information disclosed about the mosquito is just a theory of operations. Just because technology has improved doesn’t mean it’s perfect.”

Wray said that before a trial of the genetically modified mosquito takes place, there need to be three controls in place: identification of the permitting authority; a clear outline

of the protocols for the release of the genetically modified mosquito (for example, whether it can happen next to a school or when the wind is blowing); and, third, criteria for success and failure.

Dr. John W. Norris III, the chief of staff of the Lower Keys Medical Center in Key West, led the charge in 2018 to stop the Oxitec approval from EPA and even visited Washington, D.C. to meet with regulators personally. He said his concerns about Oxitec’s new technology are the same as the old technology.

It has nothing to do with genetic modification (the “nature finds a way” argument) but about spreading antibiotic resistance and the ability to treat “super bugs” with one of the strongest, most versatile antibiotics on the market — tetracycline.

In both versions of the technology, Oxitec takes a biologically modified mosquito and uses tetracycline to keep it alive to adulthood so that it can mate. A very basic layman’s explanation of the procedure is to say that when the tetracycline applications stop (when the mosquitoes are released into the wild), the mosquitoes and offspring die.

In the 2nd generation technology, only female breeders are treated with tetracycline in the lab in the U.K. Then the male-only eggs can be shipped globally for distribution.

Oxitec said that the eggs and the adult male mosquitoes that hatch from them are not exposed to tetracycline. Dr. Norris said that is not the full story.

“The act of giving birth — whether it’s a mosquito mother or human mother — is a very germy, gooey thing,” he said.

In his comment to the EPA, he phrased it scientifically.

“The microbiome of the breeding females should be expected to be heavily weighted for tetracycline resistant bacteria … As we are used to chicken egg recalls for the bacteria salmonella, you must challenge the microbiome transfer

from mosquito mother to child …

Females feed on humans causing risk of transfer to humans of possibly pathogenic antibiotic resistant bacteria.”

While Norris acknowledges that tetracycline is a common genetic tool switch used in many scientific experiments, he said those only happen in a controlled environment, i.e. the lab. If approved, Oxitec’s trial would happen in the wild and possibly put his patients with compromised immune systems at risk.

Rose, the Oxitec scientist, agreed that tetracycline as a genetic tool switch is commonly used in lab scenarios. But he said the antibiotic is also used heavily in Florida for agricultural citrus health and medicinal purposes. Furthermore, he said, the amount of tetracycline used to treat the female “breeders” for the purpose of a trial in the U.S. is minuscule.

“It would be about 5 grams, comparable to a teaspoon of sugar, or the equivalent of two courses (10 days each) of antibiotics prescribed to a human to fight an infection,” he said. “In comparison, the agriculture use of tetracycline is 88 million times higher.”

In his comments to the EPA, Dr. Norris has asked for more time to study the new Oxitec application and for the agency to extend the comment period.

WHAT THE COMMENTS SAY At presstime, there were 34 public comments posted to the EPA’s solicitation for comment on the proposed Oxitec application to use biologically modified mosquitoes to control the population and decrease mosquito-transmitted diseases. I’ve been all over Sturgill Simpson since hearing him cover “The Promise” on Late Night with Seth Meyers in 2014. Rex, David Bowie and the Cars and mixed them all in a blender.” For those who cling to tradition, Simpson’s Sound and Fury will be a tough pill to swallow. But for those who appreciate a rising star who truly embodies the term “outlaw” for giving the middle finger to Nashville, while having the brass to expand his artistic limits — buckle up and enjoy this masterful ride.

… about the word ‘hammock’ or ‘hummock’ in our local place names?

ofia Figueredo, 9, tackled the challenge and this is what she wrote: What do you think of when you hear the word “hammock”? Do hardwood hammocks with trees come to mind, or do you think of a swinging bed for relaxation? No matter which one, you are in for a surprise! Hardwood hammocks are habitats that are found on higher grounds, making it a dry habitat (much like the Everglades pinelands).

Hardwood hammocks are mainly found in Florida. The trees in hardwood hammocks are grouped into “hardwoods.” They are often described as broad-leaved trees that grow well in the Everglades. To walk into one of these sun-dappled wonderlands is like walking into a shady tropical forest.

The air temperature in one of these hammocks is much cooler than in the hot Florida sun. In fact, for that reason, the Native Americans living in the Everglades frequently stayed within the hammock habitats. If you happen to be in the Everglades on a hot day, you can cool off there, too!

You can also find tons of biodiversity in hardwood hammocks. Once you walk into the shady hammock, you’ll notice numerous species of plants. The gumbo limbo tree, also known as the Tourist Tree, is one of the most noticeable. It got its nickname because of its flaky bark which makes it look like a sunburned tourist. Other popular trees are the strangler fig and the pigeon plum. Strangler figs grow on trees and

strangle them until they die – hence the name.

The pigeon plum grows little plum-like fruits that are popular among various birds.

“The Jewel of the Hammock” is actually another name for a tree snail.

In the past, many people would come to hardwood hammocks in search of these little beauties. Back then they would take them home to collect their shells. Because they are an endangered species, they are now protected. People still come to search for these snails but now only for taking a snapshot. Other fauna in hardwood hammocks include deer, opossums, raccoons and the endangered Florida panther.

As you can see, a walk through a hardwood hammock is a stellar way to learn about Florida's diverse ecosystem. It should be obvious that wandering in hardwood hammocks can be even more relaxing than lying in “regular” hammocks.

The Rock Stars are working in concert with the Domestic Abuse Shelter to raise awareness as well as funds for the DAS Capital Improvements. October is National Domestic Violence Awareness Month, was started in 1981 by the National Coalition Against Domestic Violence as a Day of Unity to connect battered women’s advocates across the country. The Rock Stars and DAS are kicking off the month in style.

Come Support Domestic Violence Awareness Month With Good Beer And Good Vibes.

There will be live music, silent auction items, and a 50/50 raffle.

At the end of the night the Rock Stars will present the Domestic Abuse Shelter with a check for all of the funds raised for the shelter destroyed by Irma.

Local vet heads to nation’s capital JIM McCARTHY

apt. Skip Bradeen has enjoyed plenty of memorable excursions out on the water. Recently, the charter boat captain took a day away from the ocean and the Keys for a trip with fellow veterans to the nation’s capital.

Bradeen, Islamorada resident who runs Bluechip Too Charters, was one of 43 Vietnam veterans picked to go on the Honor Flight of South Florida on Sept. 21. Transporting America’s veterans to Washington, D.C., Honor Flight South Florida assists veterans who are willing and able to get on a plane or bus and visit memorials that honor the ultimate sacrifice. Joining the Vietnam vets were 17 Korean War veterans and eight who fought in World War II. “It was a day of full activity,” Bradeen told the Weekly in an interview.

Arriving at Fort Lauderdale Airport around 4 a.m., Bradeen and veterans from South Florida gathered for breakfast before boarding Spirit Airlines flight 1941 to Baltimore/Washington International Airport at 5:45 a.m.

Landing just after 8 a.m., Bradeen and vets hopped on buses en route to Washington, D.C. There, they spent the day visiting the Iwo Jima Memorial, the tombstones at Arlington National Cemetery, the World War II and Korean War memorials and the Vietnam Wall. Bradeen said the Korean War Memorial stuck with him the most.

“There were about a dozen GIs in a field with white capes on and boots and all,” he said. “They were depicting a winter scene.

Whoever did the expressions on their faces was unbelievable.

Their eyes were open and looking at you. That, to me, was the most impressive of all the things I saw.”

A guardian accompanied each vet on an Honor Flight trip.

Guardians are essential to the success of every adventure as they support and ensure veterans enjoy their time. Bradeen brought his brother, Ralph, from New York, to serve as his guardian.

“It was so heartfelt that he flew down from New York to be part of this special ceremony,” he said.

Following a day of sightseeing, veterans flew back to Fort Lauderdale. And just when they thought a spectacular day was going to conclude, more than 1,500 people were waiting for their arrival back to South Florida.

“People were there waving flags and little kids making signs that said ‘We Love You’ and ‘Thank You For Your Service’ and ‘God Bless America.’ They were also playing patriotic songs,” he said.

“That was the most spectacular thing that happened to me.”

The final flight for 2019 takes place Oct. 19 before ramping up for another round of trips in 2020. Bradeen says there’s a list of about 140 vets waiting to board the Honor Flight. Veterans in the Keys who are interested in applying can visit honorflightsouthflorida.org, click on the veterans tab and choose the veteran online application. Bradeen said he’ll help any veteran who’s looking to apply.

“The trip and seeing the people welcome you back redoes your faith in America,” he said. “It shows we’re not forgotten, especially us Vietnam vets. When we got back from Vietnam, America didn’t accept us. They treated us like it was our fault. This trip is a way of showing appreciation. It’s a tremendous program.”

Turtle crime reward climbs to $25,000 A group of Key West businesses has banded together to increase the amount of the reward for tips leading to a conviction in a recent crime.

The group has raised an additional $20,000 on top of the $5,000 offered

by The Turtle Hospital founder Richie Moretti. On Sept. 7, a green sea turtle was found off Carysfort Reef with a spear lodged in its body, and tangled in a lobster trap.
