ith Anne’s Beach back open and the vehicle situation at the Fills under control, a mobile application could be in store for those looking to park.

The mobile pay-for-park company Passport Parking and representative Daryl Davis visited Islamorada Village Council during the Sept. 19 meeting to discuss the system that uses a smartphone.

Based in Charlotte, North Carolina, the parking application was initially for municipalities before it expanded to universities and companies that own a parking lot.

How would the mobile parking application work, if implemented? People would first download the Passport app and create an account.

From there, they’d look for a zone number that’s posted on a sign at the specific parking area, enter how long they want to park and pay.

“It’s really quick and easy to use, and we use progressive profiling, meaning we take the minimum amount of information necessary for someone to start a parking session. They’d enter a phone number or an email address and they would be issued a PIN,” Davis said. “Then, they’d enter license plate number, select the space they want to park or zone they’re parking in — again that would be provided on the signage we’d provide. They’d select duration of the parking session.

Their charges would be clearly identified on the app.”

Along with quick and safe pay via smartphone, Passport also sends out alerts when a parking session is about to end. Those wanting to stay at the park longer can extend their parking session directly from the phone.

Davis said validation codes can be presented to residents for discounted parking, or license plates could be whitelisted for village employees and residents for free parking.

As for enforcement, Davis said it’s done through a handheld device and a printer held by a code officer at the parking lot. People who received a citation would be able to pay online.

“If parking is to be enforced in a certain area, a ticket can be issued from an enforcement officer’s waistband, ensuring people are complying with the rules,” he said. “If someone receives a violation, they’re able to pay for it in 30 seconds.”

There’s license plate recognition with Passport, so those who might

have a violation for staying longer than their session, didn’t pay up and left the area can be sent a letter to pay.

There’s no capital startup expenses for the village, according to Davis.

Councilman Jim Mooney says he’s used the parking app in Utah.

“God, is it easy, compared to the old days of hunting down that machine. It was just miserable,” he said.

“There are a few questions how you want to do it… (if you want it for a) two-hour minimum, four-hour minimum,” Village Manager Seth Lawless said. “We’ll come up with that list of areas and discussions about rules and you guys can establish what you want.”

Davis said Passport usually gets $.35 when visitors spend $2 to park for an hour.

When a violator goes to pay for a ticket, and it costs $15, for example, the company would add a fee, typically around $3, to pay for the system. The village would keep the money from the violation.

T

he H.M.S. Winchester was a 60-gun British warship built in 1693. At just over 146 feet long and 38 feet wide, the square-rigged vessel maintained a crew of 285 sailors and soldiers. Captain Edward Bibb sailed the Winchester to the West Indies with orders to disrupt French business in the southern latitudes. In January of 1695, the Winchester set sail for Kingston Harbor, Jamaica.

In Kingston, however, all was not well aboard the ship. Men were dying — as many as one every day. Some accounts attribute the deaths to scurvy; others, to yellow fever.

Among the dead was Captain Bibb who, before his death, delegated his duties to John Soule.

While the death toll aboard the Winchester continued to rise, Captain Soule sailed the ship out of Kingston Harbor. While sailing through the Straits of Florida, Captain Soule had also fallen ill.

On board, only 60 men were still alive, with just 10 deemed healthy enough to work.

Unable to perform his duties, Soule delegated his command to the next in line, Master Andrew Mallard. Mallard was in charge just after midnight on Sept. 24, 1695 when the Winchester struck a tract of coral that would later be named Carysfort Reef. The cannons prominently displayed at Lignumvitae Key were salvaged from the wreck of the Winchester.

Comic-Con comes to the library

Sanctuary to hold Blueprint info session

Islamorada Library has scheduled another event for young adults: ComicCon for teens. The event happens Thursdays in October starting Oct. 3 from 4 to 6 p.m. Attendees can explore their love for all things in the comic and manga universe. They can design and build masks, dress as their favorite characters, watch video screenings and more. The event is free for ages 12 and up. No registration is necessary. Local artist and educator Maxine Trainer and library staff member Charlotte Caria will lead this gathering. More information about the library or its events is at 305-664-4645. Florida Keys National Marine Sanctuary will hold an informational session on the Restoration Blueprint on Monday, Oct. 7 from 6 to 9 p.m., at the Coral Shores High School auditorium. Written questions and comments will be accepted. The Restoration Blueprint, a draft proposal recommending a range of potential changes to existing boundaries, regulations, and marine zones in the Florida Keys National Marine Sanctuary, is available at floridakeys.noaa.gov/blueprint.

Trunk or Treat seeking car back ends The second annual Trunk or Treat at Founders Park is seeking supporters to decorate their trunks and give out treats on Oct. 26. The event will be held on the Great Lawn and parking space will be assigned for each trunk.

A site map will be provided a few days before the event. Vehicles are encouraged to set up and decorate at 4:30 p.m. The registration deadline is Friday, Oct. 18. The event goes from 6 to 8:30 p.m. Trunk or Treat is a safe family environment where families and their kids spend the evening going from trunk to trunk collecting candy from volunteers who decorated their vehicles. MarineLab program tailored for local teens MarineLab’s latest Shore to Sea program is specially tailored for Monroe County teens and adults who want to get to know their own beautiful ocean "backyard" with a marine biologist guide. The one-day marine ecology field education programs start with a classroom and interactive, hands-on lab, followed by a snorkel trip after lunch. Participants don't have to swim to participate and can choose to do only the morning land-based portion.

They’ll learn about the marine ecosystems our community relies on and how to make a difference protecting these habitats. The next Shore to Sea program is Saturday, Oct. 5 at 9 a.m.

Homeowners Federation to host Fangman The Island of Key Largo Federation of Homeowner Associations will hold its general membership meeting on Wednesday, Oct. 9 at 7 p.m. at the Key Largo Library Community Room.

Sarah Fangman, superintendent of the Florida Keys National Marine Sanctuary, will be speaking on the proposed Restoration Blueprint proposal. All meetings are open to the public.

EVENT HIGHLIGHTS PIRATES, PROJECTS

n Saturday, Sept. 28, Fritz Hanselmann of the University of Miami’s underwater archaeology program will present “Real Pirates of the Caribbean: The Search for and Study of Shipwrecks of Captain Morgan and Captain Kidd” at the History of Diving Museum. Following the 10 a.m. presentation, a dive/snorkel trip will head out with Florida Key Dives Center to see some of the archaeological projects off Key Largo.

For centuries, piracy has been romanticized and aggrandized through popular culture, but what do we really know about pirates? Not only are pirates popular in books and mainstream media, but they also played a significant role in a much broader historical context.

Hanselmann directs the underwater archaeology program at the Rosenstiel School of Marine and Atmospheric Sciences at the University of Miami. He has researched and worked on submerged cultural sites throughout Latin America and the Caribbean and has traveled around the world speaking at museums, universities and other organizations.

RESTORATION BLUEPRINT Stakeholders weigh in on Sanctuary proposal NOAA’s Restoration Blueprint was introduced at the Sanctuary Advisory Council’s meeting in August, and the community has been buzzing about it since.

The proposal seeks to balance seemingly opposing needs: to bring our marine environments back to health while still promoting the economies and industries depending on those resources.

Four alternatives were presented, but constituents were invited to comment upon as much or as little of the proposals as they wanted — whether that be a specific reef, certain regulations, or an entire alternative. Alternative 3, the sanctuary’s preferred plan, would result in major changes for the sanctuary in terms of expanded boundaries, additional zoning, tighter regulation, and a new management plan.

Keys Weekly spoke with environmentalists and stakeholders in affected industries.

I serve on the Sanctuary Advisory Council representing recreational fishermen, from guides to anglers, and the interests of flats guides. Everything is declining. We’ve had the worst lobster season that we’ve ever had; the worst tarpon season we’ve ever had; the worst dolphin season. We just came off the worst stone crab season last year. Tell me one fishery that’s doing better. Across the board, everyone’s reporting losses.

Bookings are down, the fish aren’t swimming where they used to. They’re just not there.

The fishermen are constantly concerned — worried, anxious. I’d rather be fishing, but the collapsing fisheries brought me to the table.

Regarding the Restoration Blueprint, the way I’m looking at this is, we have 98 zones. So there are 98 courses in our meal. And for every course, we’re going to pick a dish — alternative 1, 2, 3, 4. On each one of those proposed zones, I have a preferred alternative or something not even suggested. So, I don’t know what “meal” I’m going to end up eating (or if it will make me full and satisfied). Of course, I have certain “dishes” I’d rather see, but we’ll get there in time.

I’d also like to point out that not doing anything might be more consequential and affect us more than doing something. And that goes for all of us — fishermen and conservationists, locals and visitors.

I was really happy to see a proposed expansion of the sanctuary to include Pulley Ridge.

It’s one of the only known mesophotic coral reefs (a deep coral reef that’s still photosynthetic) in the world. It’s incredibly important to a lot of fish. If we keep a box around it and keep boats from anchoring on it, we’re going to prevent damage sooner rather than later.

I also support the establishment of coral nursery sites. We need to have those sites in order to scale up our restoration efforts on the ridge. Those staging areas in coral nursery areas are going to become vital to those efforts.

The major issues for me are new regulations on Long Key; Western Dry Rocks as a protected spawning area; the lack of spatial zoning in the Marquesas; and some of the Marvin Key vessel exclusion zones.

The proposed zone regulations from Long Key to Tennessee Reef will be highly problematic for catch-and-release tarpon fishermen. This is what I do; I’m a guide for fly fishermen for tarpon and bonefish. Typically, the shallow water south of Long Key is one of the major fly-fishing tarpon spots. And, it’s slated for closure to fishing. That’s going to be a big problem.

Sure, there are lots of fishing spots. Some are better than others, but this is one of the very best in the entire world for fly-fishing for tarpon. We support conservation and large contiguous protected areas; however, the sustainable nature of catch-and-release fly fishing isn’t adverse to the overall goal of protection.

I’m concerned that they have not presented navigation routes in the backcountry that would address the enormous increase in boating pressure. I’m concerned that with everything we’ve said about protecting habitats — seagrasses in particular — that there isn’t mandatory boater education. The astronomical increase in boating pressure in the last 5 years is destroying our seagrasses. We need more governmental support and more funding and resources for our law enforcement to do their job and keep our ecosystem safe.

Overall, I think the sanctuary needs to address the dynamic of more people on the water with less healthy habitat. If the proposed zoning regulations don’t strike a balance between habitat protection and users, we’re going to continue to degrade our resources.

With everything that I see out there — the decline of our coral reef and our fisheries — drastic action is needed. I Implore the fishermen and everyone to get more involved. We need to communicate with our politicians and impress upon the leaders of this community that the golden goose that is the environment down here is hurting.

The underdog needs to win here. Our community has its work cut out for it. We’re fighting a war with limited resources and I really hope we can find the silver bullet. Soon.

OFF TO THE RACES Director amped up for 10th running of Key Largo Bridge Run

A

nd they’re off! Come Nov. 9, runners will take to the starting line in Key Largo for the 10th running of the First State Bank Key Largo Bridge Run presented by Keys Weekly (Woo hoo!). Going over the iconic Jewfish Creek Bridge overlooking the Key Largo Bay, it’s a beautiful scene that runners, joggers and walkers won’t want to miss.

Behind the scenes, race director Henry Menendez is hard at work organizing and bringing new elements to bring more excitement to the race.

And he’s doing just that with a 4-mile run/walk and a half marathon course to tap into the national running market.

In addition, this year’s finish line and festivities take place at Rowell’s Waterfront Park.

Menendez is president of HNO Productions, where he manages events from start to finish. He now owns the Bridge Run after becoming director in 2018.

“To be the race director of the Bridge Run’s 10th year is all in itself very exciting,” Menendez said. “I have always thought the sight of watching it all come together and seeing the public with such positive emotions is amazing. Being the sole owner and management company of this race just takes it to the next level.”

Full name? Nickname? Enrique Menendez. I go by Henry.

How excited are you going into the 10th annual Bridge Run? The bridge run exists because of this wonderful community and our partnership with First State Bank, Keys Weekly, the TDC and all the other businesses that have really welcomed us this year. Their assistance has really helped in making the transition from a 5K/10K to the 4-Mile/Half Marathon.

What about this event is special/ unique? It’s the fact that this is my vision, which I am creating and making a reality in Key Largo. For example, the beautiful start line with the special effects was an exciting moment for runners and spectators.

What will Henry be doing on race day? Henry will be having fun with his community and guests from all over the world bringing to them an enjoyment that will hopefully last a lifetime.

Coolest event you’ve organized?

The coolest event I ever organized was my wedding. From lit-up fountains in the ocean to a customized dance floor on the sand, it was everything my wife and I wanted it to be and more.

What’s the first thing you do when you wake up in the morning? Read a bible story and run!

What’s one thing most people don’t know about you? I truly believe in God, and because of Him, all of this is possible.

When not planning events and bothering your wife, what’s Henry doing? Going out to eat! My wife and I are very social. We love trying new foods and making friends.

Where’s your favorite place to go in the Keys? The ocean! I believe the water is so soothing, just looking at it brings calmness.

Did you have a role model growing up? My mother was my role model growing up. I have always tried listening to everyone I have met and tried to understand other people’s perspectives. All individuals look at things from a different light, and understanding them gives me the ability to pick and choose right from wrong.

I believe role models change throughout your life.

If you weren’t event planning, what do you think you’d be doing?

I love what I do, so I guess I would be retired.

What’s your dream vacation look like? My dream vacation has always been to stay at a bungalow in Fiji.

ISSUES TRAVERSE KEYS BOCC OKS OCEAN REEF REQUEST, BIKE LANE REMOVAL, KOTS AGREEMENT

he Monroe Board of County Commissioners convened at Murray Nelson Government Center on Sept. 18. The top priority issues were as follows: MAXIMUM BUILDING HEIGHT WITHIN OCEAN REEF: Ocean Reef Club’s master association requested a BOCC resolution allowing decorative structures within Ocean Reef to exceed the 40-foot maximum height limit contained within the county’s comprehensive plan. This provision already permits Ocean Reef’s architectural features to exceed the countywide 35-foot maximum height limit. Several speakers on the topic voiced their concerns that height extension would create a “race to the top” and encourage other communities and neighbors with resources to exceed the county’s building height limits. Ultimately, the resolution passed with new staff recommendations for language limiting total maximum building height to 60 feet and four habitable floors.

Evidence must be submitted of Ocean Reef’s master association approval of such proposed building height.

REMOVAL OF BIKE LANE ON CROSS STREET, STOCK ISLAND: Mayor Pro Tempore Danny Kolhage called for removal of the bike lane on Cross Street between the

bridge and 5th Avenue to facilitate parking. Kolhage suggested transforming the lane into a shared lane for cars and bikes.

While Mayor Sylvia Murphy inquired about the safety of removing such a lane, Commissioner David Rice clarified that there is a bike lane on the other side of the street.

The commission voted 4-1 to approve.

KOTS APPROVAL: The commission voted unanimously to approve the Keys Overnight Temporary Shelters and Essential Government Employee Housing Interlocal Agreement with the City of Key West. Sheriff Rick Ramsay acknowledged the “long road” in getting the approval and thanked the commission for its support. “Affordable workforce housing is the No. 1 issue in our county,” Ramsay said. “It’s so hard to get people to be officers when they can’t afford to live here. We’re fighting for a small few.” He offered assurance to a concerned potential neighbor that changed zoning allowing for more units wouldn’t overburden the area: “I want these to be nice too, for my officers. I want to be a good neighbor.”

County Attorney Bob Shillinger closed out the meeting with a hopeful appeal for cooperation on all these issues: “It’s better to work together than to work apart.”

COUNTY PASSES BUDGET

The Monroe County Board of County Commissioners adopted the 2020 budget and millage rate at its final public hearing held on Sept. 18 at Murray Nelson Government Center in Key Largo.

The countywide certified adopted millage rate by the BOCC for fiscal year 2020 is 1.66% above the rollback millage rate from 2.5459 to 2.5881.

Per the BOCC’s authorization, a new taxing district to help fund a new hospital in the Middle Keys encompasses homeowners between MM 40 and MM 65.

With the new taxing district, the aggregate millage rate is 3.14% above the rolled back millage rate. Ad valorem taxes collected overall will be $94.1 million.

The $472,696,406 budget covers the Board of County Commissioners’ operating budget, capital projects, and constitutional officer’s budgets.

The budget includes the salaries for 11.5 new positions.

The board also approved raises up to 4% for county employees, which will include a cost of living increase and possible meritbased raise.

The budget goes into effect Oct. 1, 2019.

NOAA backs CRF with $2.5 million

The National Oceanic and Atmospheric Administration is awarding a $2.5 million grant as part of a new three-year agreement with Coral Restoration Foundation to restore Florida’s coral reefs.

CRF manages the world’s largest coral restoration effort, and is now coming to the end of a previous threeyear funding cycle of a total of just over $2 million from NOAA that began in 2016. The previous round of funding contributed to a dramatic scaling-up of CRF efforts; the foundation returned more than 50,000 corals to Florida’s reefs in just three years. CRF has now returned more than 100,000 corals to the degraded Florida Reef Tract.

“As some of the most diverse ecosystems on the planet, coral reefs are critical in supporting the well-being of our environment, our economy and our coastal communities,” said Pat Montanio, director of the Office of Habitat Conservation in NOAA Fisheries.

“NOAA is dedicated to collaborating with partners like Coral Restoration Foundation to address the urgent need for coral reef conservation and preserve the future of coral reefs.”

Coral Restoration Foundation CEO R. Scott Winters said funding to the organization will “allow us to demonstrate a paradigm shift in the restoration world.”

“We are now looking at restoring coral at densities that exceed recommendations in NOAA’s Acropora Recovery Plan,” he said. “This grant will support the inclusion of additional species and the development of revolutionary new techniques; it would allow us to make progress on a scale at which we can talk about habitat recovery in terms of acres of reef restored.”

Hosted by the Islamorada Firefighters’ Benevolent Association and Islamorada Moose Lodge, more than $9,800 was raised to support geriatric and pediatric advanced life support classes for local rescuers. “We had some really step up to the plate,” said Larry Zettwoch. “We sold out of two of our sides and we had people coming in right up until 5 p.m.” Zettwoch said funds generated will go to “keep paramedics at the top of our game.”

A SERIOUS ATTEMPT Experienced, local group working to acquire Islamorada lighthouse JIM McCARTHY

sk Larry “Lighthouse” Herlth what it would mean to obtain the iconic, historic marvel in Alligator Lighthouse, and he’ll tell you it would be a 10-year dream come true.

The anchors to the annual Swim to Alligator Lighthouse, Larry Herlth and Capt. Rob Dixon are spearheading the local effort to secure the historic maritime treasure, which the U.S. Coast Guard and Department of Homeland Security determined to be excess to their needs. Per the National Historic Lighthouse Preservation Act of 2000, the historic property located 4 miles offshore of Islamorada is being made available at no cost.

“It’s such an important part of Keys life in Islamorada,” said Herlth, who’s coming off yet another highly successful Alligator Swim, which saw hundreds of participants. “To restore it would just be phenomenal.”

The deadline is drawing near for applications by interested agencies, nonprofit corporations and other organizations to the National Park Service. Dixon, who spent 20 hours this past weekend finalizing the application, said they’ve been working on the 120-page document since the beginning of the year.

“I think our application isn’t just going to be excellent and right in every way, but I also think it’s going to be a template for anybody that (NPS) ever wants to give a lighthouse to,” Dixon said. “We’re trying to set the standard and raise the bar to do everything to the best we can do, and you can see how that turned out with our swim.”

Alligator Light Reef Station, built in 1873, is a 148-foot-plus cast iron octagonal screw-pile tower with keeper’s quarters and landing dock. With nearly 450 swimmers partaking in the annual Swim to Alligator this year, the event drew some 1,500 visitors from 37 states and seven countries. The money raised from the swim goes to student scholarships and awareness for the lighthouse.

The swim to Alligator all began with Lighthouse Larry, who decided one day to swim to the lighthouse and back — alone.

And while his friends thought he was crazy, he knew it was something every open swimmer needed to experience.

Herlth, who took his talents and skills to create many replicas of Alligator Light, said the attempt to acquire and restore the lighthouse is a serious one — so much that he’ll spend the rest of his life to ensure Alligator stands and gleams. Herlth knows every aspect of marine construction, and he knows what it’s going to take.

“I could build that lighthouse in my sleep. It’s going to happen,” he said. “That’s the only way I can think about it.”

“I’ve spoken with casting companies that actually made the casts in 1873, and there’s still a company today in Georgia, and they cannot wait for us to get it,” Herlth continued. “We’re trying to figure on everything.”

“I think when we think about the application, if I had to make a choice between people that had money and people that had local community power, I’d pick the people with local power in a heartbeat,” she said. “When you have local support of this type represented here, you’re talking about very deep and broad community support.”

The U.S. General Service Administration concluded its review of interest letters submitted by potential stewards for Alligator as well as Carysfort, Sombrero and American Shoal. In coordination with NPS and the U.S. Coast Guard, site visits were conducted in mid-July.

Celebration encourages voting, good citizenship ach year in September, Constitution Day and Citizenship Day celebrations commemorate the U.S. Constitution’s adoption on Sept. 17, 1787, while recognizing all who have become U.S. citizens.

The Upper Keys League of Women Voters (LWV) and the Upper Keys Business & Professional Women (BPW) hosted a community gathering at the Murray Nelson Government Center to promote the ideals of the Constitution and to encourage everyone to vote, said LWV member Susan White.

A fitting opener for the day, Troop 914-G of Scouts BSA, the first all-girls scout troop in the Florida Keys, led the auditorium in the Pledge of Allegiance. Speakers then emphasized the importance of voting and staying engaged. One of those speakers was U.S. Rep. Debbie Mucarsel-Powell, who addressed the crowd via video. She described voting as “our most sacred right as Americans.”

“The ability to vote is the most basic and fundamental right in a democracy,” she said. “It is a freedom that is unique to a democracy. To every American, exercise the power you have. Make our democracy work.”

Leaders from LWV and BPW described ways their respective organizations encourage informed participation with local government and groups, from educational talks to networking lunches. Three student essay contest winners continued with the same theme of active community engagement and voting in each of their essays. Keegan Wittke, the third-place winner, implored his fellow citizens to keep the environment clean.

“Cleaning our beaches and oceans will help our economy grow,” he said. He also encouraged voting as the best way to ensure someone who “shares your values gets into office.”

For Kali Gomer, being a citizen of the Florida Keys is “not just a privilege but a special right.” The second-place winner called on the community to repay the charity shown to the Keys during Hurricane Irma by extending a hand to those affected by Hurricane Dorian in the Bahamas. Finally, Gomer quoted George Jean Nathan and said, "Bad officials are elected by good citizens who do not vote."

Pascal Weisberger defined good citizenship as “being actively involved in the community” — from environmental to social to political issues. The first-place winner also emphasized the importance of voting for “people brave enough to make difficult decisions.”

The evening closed with a discussion about election security by Candice Hoke, an experienced elections security officer. Hoke ran through what she called “shocking” security pitfalls of current voting systems and encouraged everyone to become informed and invested in the fight for a better system before 2020. “Why should we care?” asked Hoke. “Because our votes matter; our elections matter.” She closed in the same vein as those before her, hoping to spur action. “Contribute to this instead of thinking someone else has got it,” she said.

Local students competed by writing essays about what it means to be a good citizen of the Florida Keys.

The winners were Pascal Weisberger (first), Kali Gomer (second), and Keegan Wittke (third).

What is something most people don't know about you? I write every day.

Who is your all-time favorite teacher and why? Ms. M., who was my old art teacher. She was my teacher for a long time. She was nice and encouraged her students a lot.

What is your favorite subject and why? Other than lunch, “Gifted” is my favorite class because it’s funny, I have friends and I debate.

What organizations and activities are you involved with at KLS? I’m new to this school, but I plan on joining Gaming and the Creative Writing Club.

What do you want to be when you grow up and why? I want to be a lawyer because I want to help people. I want to help people with unfair events that had happened in their life and I just want to be that hero who can save them.

What's one thing you like about KLS? I like that the people in KLS aren’t fake, unlike Miami. They can be their real selves without fearing that anyone is going to judge them for who they really are! The classes are also really fun and it helps me learn information more.

What is one favorite way to spend your spare time? My favorite way of spending my spare time is writing anything and everything that comes to my mind. I feel like it helps my writing skills by letting me express what I can into words. It helps me become more descriptive with what I’m writing.

Will you make the Keys your permanent home in the future?

Why or why not? Yes, hopefully. My parents have a business down here, a food truck named BGG. If where my parents have it parked at the moment goes well, then we will stay here.
