So going forward, how does Senmartin think the city should fund nonprofits?

“Oh, that’s hard. Before, I would get a five-inch think stack of paperwork from all the nonprofits that applied with supporting documentation like funding sources, payroll. It took me weeks of reading through all of this and stress because it’s a hard thing to decide who is going to get money — and it probably ends up being the charity you like best for whatever reasons. Probably the fairest way is to have nonprofits apply like they used to … stress out over the whole thing, and come up with something that is workable for everybody. I don’t know.”

And, going forward, how does Zieg think the city should fund nonprofits?

“I don’t think we should,” Zieg said. “I never liked the idea. (Nonprofit funding) is like saying the citizens of Marathon are not smart enough to know how to give money to nonprofits.

Everyone’s individual decision would be involved in that.”

Then he acknowledged his donation and philosophy are opposing ideas.

“The reason I gave to the Guidance Care Clinic is because they have been a fixture in our community for so many years. And the city can leverage its money with a bill being proposed

by Rep. Holly Raschein. I was a reserve deputy for 10 years, and I have a special place in my heart for facilities that provide mental health care and suicide prevention.”

Both Zieg and Senmartin said in interviews and at public meetings that the other’s cause should not be funded by the city because the parent organization (Monroe County School District for Senmartin’s pledge to the drama club, and Monroe County for Zieg’s pledge to the clinic) has “more money than we do.”

Cities, agencies line up to outline priorities SARA MATTHIS

n Sept. 23, Florida Rep. Holly Raschein and Sen. Anitere Flores attended a town-hall-style meeting in Marathon. They were joined by school, city and county leaders as well as citizens to urge Raschein and Flores toward certain objectives — funding and legislative — during the session that starts early this season in Tallahassee, in January. It is the last time the women will host this annual session together, as both have reached term-limit maximums.

HERE’S WHAT EVERYONE CAN AGREE ON: • Continued support for Florida Keys Stewardship Act funding — $20 million for water quality projects, $5 million for Florida Forever program land acquisition.

• Support for workforce housing funding.

• Continue working on rate reductions for Citizens Insurance.

Two other issues stood out: First, the “50/50” bill, which has been rebranded Property Rights Bill, which seeks state assurance it will split the costs with the county and cities — settlement fees and legal bills — of coming takings lawsuits when the state will no longer issue building permits in the Keys. Raschein told the audience she thinks the new nomenclature could make it more palatable for lawmakers in Tallahassee.

Lisa Tennyson, director of legislative affairs, said Monroe County has already settled for the full $540,000 in a recent takings case with Galleon Bay. She said the county will prepare an appropriations request for the state to pay half of that.

“Up until this point it has been a gentlemen’s agreement. We want something that will be set down in law, in black and white, how we will share takings cases,” Tennyson said.

And, second, the “home rule” issue, which refers mostly to vacation rental law.

“Do us no harm,” said Marathon Mayor John Bartus, referring to the vacation rental law. “Thank you for acting as safeguards for the Keys up in Tallahassee.” If the state were to overturn local vacation rental laws — supersede it with state law such as it did with taxis in order to make ride-sharing legal even in cities that had already legislated against it — it could mean that single-night rentals would be allowed in residential neighborhoods.

Key West, the Village of Islamorada and Monroe County also asked the legislators to hold the line on vacation rental law. Raschein singled out the good works of Key Colony Beach, whose leaders are brainstorming other ways to curtail vacation rentals.

“In Key Colony Beach, we are the tip of the spear,” said KCB Mayor John DeNeale. “Thirty-four percent of our homes are vacation rentals, and that number may climb to 36% by next year. We are the canary in the coal mine. We’ve been working with the Florida League of Cities and Florida League of Mayors, both of whom have said, ‘Bring us something new.’”

Two entities will be asking the legislators’ help in passing local bills.

Florida Keys Mosquito Control District Chairman Phil Goodman said he needs help amending the enabling legislation language so the agency can make large capital expenditures. Key West Mayor Teri Johnston said the recent changes to tree-trimming law have citizens up in the boughs, and seeks a carve-out for the Southernmost City as it relates to trimming trees on private property.

The City of Marathon also asked Flores and Raschein to continue pushing on behalf of the city for FEMA reimbursements post-Irma and expediting Florida Rebuild money to the Keys. Key West Mayor Teri Johnston asked the legislators to begin thinking about what will happen when glass can

no longer be recycled in Florida. She asked if it can be ground up into sand, or road aggregate. Islamorada’s Seth Lawless asked for support in helping broker a deal between the state Department of Transportation and the village on how to split management duties at “The Fills.” The village recently took over the management of the weekend destination, popular with road-trippers, at its own expense. The College of the Florida Keys and Monroe County School District both asked for funding support. The school district’s superintendent, Mark Porter, said he would like more latitude in how to award teacher bonuses, as those are now funded by local taxpayer money.

“We need a directive led by the state,” she said.

Three local parents asked Flores and Raschein to vote against Senate Bill 64, which seeks to remove religious and medical exemptions for vaccinations. They presented arguments both medical and moral, advocating for their own right to choose for their children.

ISSUES TRAVERSE KEYS BOCC OKS OCEAN REEF REQUEST, BIKE LANE REMOVAL, KOTS AGREEMENT

he Monroe Board of County Commissioners convened at Murray Nelson Government Center on Sept. 18. The top priority issues were as follows: MAXIMUM BUILDING HEIGHT WITHIN OCEAN REEF: Ocean Reef Club’s master association requested a BOCC resolution allowing decorative structures within Ocean Reef to exceed the 40-foot maximum height limit contained within the county’s comprehensive plan. This provision already permits Ocean Reef’s architectural features to exceed the countywide 35-foot maximum height limit. Several speakers on the topic voiced their concerns that height extension would create a “race to the top” and encourage other communities and neighbors with resources to exceed the county’s building height limits. Ultimately, the resolution passed with new staff recommendations for language limiting total maximum building height to 60 feet and four habitable floors.

Evidence must be submitted of Ocean Reef’s master association approval of such proposed building height.

REMOVAL OF BIKE LANE ON CROSS STREET, STOCK ISLAND: Mayor Pro Tempore Danny Kolhage called for removal of the bike lane on Cross Street between the

bridge and 5th Avenue to facilitate parking. Kolhage suggested transforming the lane into a shared lane for cars and bikes.

While Mayor Sylvia Murphy inquired about the safety of removing such a lane, Commissioner David Rice clarified that there is a bike lane on the other side of the street.

The commission voted 4-1 to approve.

KOTS APPROVAL: The commission voted unanimously to approve the Keys Overnight Temporary Shelters and Essential Government Employee Housing Interlocal Agreement with the City of Key West. Sheriff Rick Ramsay acknowledged the “long road” in getting the approval and thanked the commission for its support. “Affordable workforce housing is the No. 1 issue in our county,” Ramsay said. “It’s so hard to get people to be officers when they can’t afford to live here. We’re fighting for a small few.” He offered assurance to a concerned potential neighbor that changed zoning allowing for more units wouldn’t overburden the area: “I want these to be nice too, for my officers. I want to be a good neighbor.”

County Attorney Bob Shillinger closed out the meeting with a hopeful appeal for cooperation on all these issues: “It’s better to work together than to work apart.”

COUNTY PASSES BUDGET

The Monroe County Board of County Commissioners adopted the 2020 budget and millage rate at its final public hearing held on Sept. 18 at Murray Nelson Government Center in Key Largo.

The countywide certified adopted millage rate by the BOCC for fiscal year 2020 is 1.66% above the rollback millage rate from 2.5459 to 2.5881.

Per the BOCC’s authorization, a new taxing district to help fund a new hospital in the Middle Keys encompasses homeowners between MM 40 and MM 65.

With the new taxing district, the aggregate millage rate is 3.14% above the rolled back millage rate. Ad valorem taxes collected overall will be $94.1 million.

The $472,696,406 budget covers the Board of County Commissioners’ operating budget, capital projects, and constitutional officer’s budgets.

The budget includes the salaries for 11.5 new positions.

The board also approved raises up to 4% for county employees, which will include a cost of living increase and possible meritbased raise.

The budget goes into effect Oct. 1, 2019.

ey lime pie has been a Conch delicacy since some blessed, imaginative soul first decided to combine evaporated milk, egg yolks, and the juice of fresh squeezed Key limes. Hookers are considered the ones to start the tasty trend — hookers, in this case, being those weather-beaten men on sponge boats tasked with manipulating long wooden poles and hooking sponges off the ocean bed.

The sweet and tart dessert was not possible until the successful canning of one of its primary ingredients, evaporated milk, in 1856. While Key lime pie comes in a myriad of forms these days, the oldest Conch family recipes served the pie in a pastry shell and topped it with a golden meringue.

In 1994, Florida officials recognized Key lime pie as an important state symbol. It would not be until July 1, 2006 that Key lime pie was officially declared the Florida State Pie. Today, Sept. 26, is National Key Lime Pie Day. While there is a lot of tasty Key lime pie found in Marathon, Porky’s Bayside serves an interesting twist on the dessert by deep-frying the slice and topping it with a raspberry sauce and whipped cream. No matter your preference, there is no better day than National Key Lime Pie Day to enjoy a slice of this Conch tradition.

It’s a ‘life-changer’ T Winners describe how it feels to be named the best he Marathon business community will gather at the city hall this weekend as the Keys Weekly Newspapers and Marathon Rotary Club announce the winners of the 11th annual Best of Marathon voting.

The philanthropic event has raised tens

of thousands of dollars, but the real winners are the actual winners, as earning a Best of Marathon plaque is a life-changing event.

The Weekly recently caught up with some previous winners to find out how the award has changed their life.

“Listen … all the applause is great and I appreciate seeing smiles on people’s faces when I can help their animals,” said Dr. Dunn.

“But I became a doctor for the same reason anyone becomes a doctor — to hang my accomp-lishments on my wall.

These plaques are the reason I get up and go to work every day. I better win again this year or I don’t know what I am going to do.”

“I was blown away last year,” said Williams.

“The day after the Best of Marathon, I received a call from the president.

I know he’s controversial and all, but it’s still the president.

Hard to believe.”

“For some reason, dogs have always sensed an element of danger in me,” said Stevens. “But immediately after winning last year, dogs just stopped barking at me. I even petted my neighbor’s pug, Mr. Bubbles, the other day. And that dog has hated me for years.”

With that monkey finally off his back, Stevens will be co-hosting the 2019 show.

“I went home after last year’s Best of Marathon and immediately noticed that I had free movie channels that I’ve never paid for,” said Bartus. “Who knew how enlightening Cinemax can be after 11:30 p.m.?”

“After last year’s win my mom and dad finally invited us back to their house for Thanksgiving dinner,” Elwell said. “I am not a fan of raisins in the stuffing, but my mom makes the best chocolate pudding pies. I am blessed.”

Sam’s fiancé Beth later added, “I still don’t think Sam knows it was the president of Rotary who called him the next day.

Sure, he tells this story to anyone who will listen, but I’m not going to burst his bubble at this point.”

FIRE UP THE BAND MMHS band director has sights set on growth ALEX RICKERT

hen learning an instrument, one of the largest causes of “burn-out” is music that fails to interest and inspire the students. Fortunately for Marathon students, they won’t have that problem. Meet Stanford Hancock, Marathon Middle High School’s band director.

Hancock still remembers his whirlwind weekend of taking over the band program from former director Joe Rayhill. After graduating from Temple University in 2018, he was challenged by three drives between the Keys and his hometown in south Georgia over a five-day span between his hiring and the start of the 2018 school year. Upon arriving, he couldn’t help but tip his cap to the solid foundation Rayhill had left. “Sometimes you get into situations where the old director ‘checked out’ a long time ago and everything is a mess, but that wasn’t the case here.

He left me with a great program and strong players. I’ve talked to him a few times, and he’s never been anything but helpful and nice.”

Stanford has already set his sights on growing the program with as many talented players as possible. “Job number one is to get as many kids in as I can and show them how to love band and love music. Band’s not for everyone, but it’s for more kids than people think.” Whether they were inspired by a Little Mermaid concert at Stanley Switlik or an open house at the high school, Hancock’s vision is to re-invite players of all ages to have fun playing together. Many directors aim to start their students young and discourage new players joining after eighth grade, but according to Hancock, some of his strongest players are those who joined during their high school careers.

Rather than trying to achieve mastery within a limited class period, Hancock aims to empower his musicians to progress independently at home because of their own desire. He chooses music for his students accordingly; pieces the students learn may stretch their current abilities, but are interesting enough to the players that the challenge is worth the effort.

“I gave my guitar class music from

‘Pirates of the Caribbean.’ It might be a little above their pay grade, but it’s something they get excited about, so they practice a lot.”

For Stanford, the particularly exciting days are those when his students return with their own versions of the song after their interest inspires independent research. After all, in his vision, the path to greatest success lies in “giving them what I can so they can go fill in the gaps. I’m trying to move away from me being the source of information all the time. If I can get them excited, they’ll go learn things on their own.

Kids will go home and figure out their own chords and tabs because they liked a song, and they’ll bring them back to me and ask what I think.”

Stanford’s early results are encouraging, to say the least. About one-quarter of the sixth grade class participates in band.

Two of his “late additions” that other directors might overlook have grown into one of his best saxophone players and a hopeful music major. The high school band has 25 students, while the middle school band boasts 34.

Support from the community has reinforced Hancock’s vision of growth. The Marathon Church of God selected the band program for its 2019 summer mission project after Pastor Nick Vaughn became aware of the need for new instruments to support the influx of students. Through the community’s generosity, a donation of $5,600 will eventually aid the department in purchasing new instruments before the start of the new year. In Hancock’s opinion, expense should not be an obstacle to learning music. “If a child wants to learn, it’s my job to give them an instrument,” he said.

At the end of the day, Hancock simply wants to inspire his students to share in his excitement and the joy of music. Regardless of their background, he aims to provide an environment that fosters curiosity, independent learning, and fun. After all, he says, “If you’re not having fun, there’s just no point.”

n Sept. 20, hundreds came out to see 10 golden shovels throw the first spadefuls of dirt for the new Fishermen’s Community Hospital, set to cost $43.3 million and be complete in two years.

“I cried three times,” said Mike Leonard, unabashedly.

Leonard is the board chairman of the Fishermen’s Community Hospital Council that operates under the umbrella of the Baptist Health South Florida Foundation. “It was just an amazing day.”

Rick Freeburg is the CEO of Baptist Health South Florida’s hospital in Tavernier, Mariners Hospital, as well as Fishermen’s Community Hospital. Fishermen’s was destroyed by Hurricane Irma; afterward, staff first operated out of a tent hospital, and now a modular hospital while the demolition of the old facility and construction of the new one takes place.

“We are active in the community and want to stay that way,” Freeburg said. “This is really a monumental event for us.”

Mayor John Bartus and the entire Marathon City Council were on hand, as well as Monroe County Commissioner Michelle Coldiron and members of the Fishermen’s Community Hospital Council. Speakers emphasized the success of not only the hospital’s support for the community, but also the community’s commitment to working alongside Baptist Health South Florida.

The local philanthropic council raised $12.5 million in donations, and Monroe County created a special taxing district that collects .05 mills from homeowners between MM 40 and 65. At the time the tax was passed, officials said the goal was to raise $15 million to pay for indigent health care.

“The Middle Keys now has a premier hospital because of Baptist,” said Coldiron. “The care has been seamless and we can say that we have excellent medical care in the Lower Keys, Upper Keys and Middle Keys. It’s a day to celebrate.”

Leonard said the council and foundation are currently considering the construction of a medical arts building, similar to the Tassell Medical Arts Building next to Mariner’s Hospital in Tavernier. If the project gets the go-ahead, fundraising would begin anew to build medical office space to attract and retain new doctors, as well as the creation of a wellness center.

he second week of youth soccer is complete. This past Saturday the Marathon Eagles took on the Pink Thunder on the new grass at the Marathon Community Park. The league has 144 kids among 17 teams, in age divisions from 4 years old to 13. Games are played on Friday nights, and on Saturdays and Sundays at Marathon Community Park and Founders Park.

RESTORATION BLUEPRINT Stakeholders weigh in on Sanctuary proposal NOAA’s Restoration Blueprint was introduced at the Sanctuary Advisory Council’s meeting in August, and the community has been buzzing about it since.

The proposal seeks to balance seemingly opposing needs: to bring our marine environments back to health while still promoting the economies and industries depending on those resources.

Four alternatives were presented, but constituents were invited to comment upon as much or as little of the proposals as they wanted — whether that be a specific reef, certain regulations, or an entire alternative. Alternative 3, the sanctuary’s preferred plan, would result in major changes for the sanctuary in terms of expanded boundaries, additional zoning, tighter regulation, and a new management plan.

Keys Weekly spoke with environmentalists and stakeholders in affected industries.

I serve on the Sanctuary Advisory Council representing recreational fishermen, from guides to anglers, and the interests of flats guides. Everything is declining. We’ve had the worst lobster season that we’ve ever had; the worst tarpon season we’ve ever had; the worst dolphin season. We just came off the worst stone crab season last year. Tell me one fishery that’s doing better. Across the board, everyone’s reporting losses.

Bookings are down, the fish aren’t swimming where they used to. They’re just not there.

The fishermen are constantly concerned — worried, anxious. I’d rather be fishing, but the collapsing fisheries brought me to the table.

Regarding the Restoration Blueprint, the way I’m looking at this is, we have 98 zones. So there are 98 courses in our meal. And for every course, we’re going to pick a dish — alternative 1, 2, 3, 4. On each one of those proposed zones, I have a preferred alternative or something not even suggested. So, I don’t know what “meal” I’m going to end up eating (or if it will make me full and satisfied). Of course, I have certain “dishes” I’d rather see, but we’ll get there in time.

I’d also like to point out that not doing anything might be more consequential and affect us more than doing something. And that goes for all of us — fishermen and conservationists, locals and visitors.

I was really happy to see a proposed expansion of the sanctuary to include Pulley Ridge.

It’s one of the only known mesophotic coral reefs (a deep coral reef that’s still photosynthetic) in the world. It’s incredibly important to a lot of fish. If we keep a box around it and keep boats from anchoring on it, we’re going to prevent damage sooner rather than later.

I also support the establishment of coral nursery sites. We need to have those sites in order to scale up our restoration efforts on the ridge. Those staging areas in coral nursery areas are going to become vital to those efforts.

The major issues for me are new regulations on Long Key; Western Dry Rocks as a protected spawning area; the lack of spatial zoning in the Marquesas; and some of the Marvin Key vessel exclusion zones.

The proposed zone regulations from Long Key to Tennessee Reef will be highly problematic for catch-and-release tarpon fishermen. This is what I do; I’m a guide for fly fishermen for tarpon and bonefish. Typically, the shallow water south of Long Key is one of the major fly-fishing tarpon spots. And, it’s slated for closure to fishing. That’s going to be a big problem.

Sure, there are lots of fishing spots. Some are better than others, but this is one of the very best in the entire world for fly-fishing for tarpon. We support conservation and large contiguous protected areas; however, the sustainable nature of catch-and-release fly fishing isn’t adverse to the overall goal of protection.

I’m concerned that they have not presented navigation routes in the backcountry that would address the enormous increase in boating pressure. I’m concerned that with everything we’ve said about protecting habitats — seagrasses in particular — that there isn’t mandatory boater education. The astronomical increase in boating pressure in the last 5 years is destroying our seagrasses. We need more governmental support and more funding and resources for our law enforcement to do their job and keep our ecosystem safe.

Overall, I think the sanctuary needs to address the dynamic of more people on the water with less healthy habitat. If the proposed zoning regulations don’t strike a balance between habitat protection and users, we’re going to continue to degrade our resources.

With everything that I see out there — the decline of our coral reef and our fisheries — drastic action is needed. I Implore the fishermen and everyone to get more involved. We need to communicate with our politicians and impress upon the leaders of this community that the golden goose that is the environment down here is hurting.

The underdog needs to win here. Our community has its work cut out for it. We’re fighting a war with limited resources and I really hope we can find the silver bullet. Soon.

TWO SIDES TO EVERY STORY

Learning life’s lessons every day

T

here is an African proverb that says, “Until the lion learns how to write, every story will glorify the hunter.”

It doesn’t matter whether the lion or the hunter was victorious, the lion’s point of view forever remains unknown.

It’s a lesson that bears learning as many times as it takes. We are all guilty of taking something — a story, a rumor, a media report — at face value without questioning it. Is the source credible? Have all sides had a chance to comment or weigh in? Is there another side of the story to be considered?

Especially in today’s world of faceless social media, it’s so easy to jump to a conclusion and condemn a person, a candidate, a cause online without getting all the pertinent information. And when emotions run high, it’s so easy to lose perspective and not see all sides. Politics and personal relationships suffer as a result of being played out on social media.

So what are we to do? For some, the answer is so obvious as to make the rest of us look like blithering simpletons. They know they are right. Everyone else is wrong. There is no other side to the story. Their friend/candidate/issue has the only point of view worth hearing; all others are not worthy of consideration.

Belittling and name-calling preclude any chance of coming to a mutually beneficial outcome. The other side doesn’t matter — in fact, they are the enemy and worthy of whatever bad happens to them. No matter the expense. And, almost always, everyone loses.

The other approach involves perspective — the ability to see the issue from more than the information provided by one side. There are some techniques that can help us when we get into these situations.

First is to remain at least somewhat emotionally detached. When emotions overtake us, it becomes difficult to come out of our corners to find middle ground.

Second, try and find all the facts.

Hearing just a few facts can provoke one on a course of action that, in hindsight, turns out to be ill-advised.

Discovering missing pieces of information can illuminate another’s point of view and result in more appropriate action.

Third, try not to act immediately.

Time and perspective can prevent going off half-cocked.

Fourth, try and be open and receptive to the other’s point of view. If the hoped-for outcome is mutually beneficial, then stepping outside one’s JOHN self is necessary BARTUS to get there. Try is the mayor of and understand the City of Marawhere the other thon. He also is person is coming a musician who from. And have performs around the maturity to town. There is even a biblical reference to this: Proverbs 18:17 says, “The first one to plead his cause seems right, until his neighbor comes and examines him.” And former President Jimmy Carter said, “Unless both sides win, no agreement can be permanent.”

This, of course, presumes that both sides want to come to a mutually beneficial outcome. In some of the personal and political discussions on social media, however, it is apparent that destroying the other side is the only acceptable outcome.

The eventual results are obvious in the generational unrest and loathing in the Middle East … the My-Jesus-is Better-Than-Your-Jesus conflict in Northern Ireland … the widening divide between Democrats and Republicans in the United States … and spiteful snarky social media posts just about everywhere.

I’ll leave you with one more nugget of wisdom, from Stephen Hawking: “A few years ago, the city council of Monza, Italy, barred pet owners from keeping goldfish in curved bowls ... saying that it is cruel to keep a fish in a bowl with curved sides because, gazing out, the fish would have a distorted view of reality. But how do we know we have the true, undistorted picture of reality?” How indeed!

A celebratory event took place Sept. 23, with airport officials, the Monroe County Board of County Commissioners, local dignitaries and members of the Marathon Aviation team. Newly unveiled plans include an Ernest Hemingway inspired FBO facility with generously-sized relaxation and recreation areas, and outdoor viewing decks. The exterior and interior are designed to offer a modern, yet authentic, Key West chic charm to ensure an unforgettable experience. The new hangar, with 28 foot doors, is conveniently located for the easy taxiway, runway, and highway access. Foundation work has started, and construction will continue throughout the rest of 2019 to open early 2020. "This week we officially celebrate the start of construction on a new, iconic FBO to serve as a launchpad for U.S. Customs and complement the region's tourism, five-star resorts, and world-renowned fishing industry,� said Marathon Aviation owner Marty Hiller. “Our investment in this venture reflects our deep, long-term commitment to this local community, its economy, and our customers. Monroe County School District officials are seeking community feedback about a potential transition from the traditional valedictorian/salutatorian graduation recognition to a student honors recognition program. The district proposes switching to college-like designations of summa cum laude (weighted GPA of 4.5 or above), magna cum laude (weighted GPA of 4.25 or above), and cum laude (weighted GPA of 4.0 or above). Any change in the academic recognition program would be phased in with the 9th grade class of 2019-2020 (graduating class of 2023). The existing valedictorian/salutatorian recognition would remain unchanged for students in 10th, 11th, and 12th grades.
