A

popular Islamorada beach damaged by Hurricane Irma is rebuilt, reinvigorated and ready to welcome the public

back.

On Friday, Aug. 23, at 11 a.m., a ribbon cutting will celebrate the work to restore and revitalize Anne’s Beach.

Located at MM 73.5, oceanside, the facility will reopen immediately to locals and visitors following the ceremony.

Anne’s Beach, named after environmentalist and Lower Matecumbe resident Anne Eaton, closed after the storm took out park infrastructure and parking. Rebuilding started in October 2018 following village council’s approval in September 2018 to go with Island Villa Construction.

The 11-month, $1.6 million project saw the installation of 1,300 feet of boardwalk, six pavilions, two parking lots and a restroom facility. Public Works Director A.J. Engelmeyer told the Weekly recently that mitigation and

“Irma completely destroyed the boardwalk and pavilions at Anne’s Beach,” Engelmeyer said. “The parking lots experienced erosion and major damage caused by storm surge in the bathrooms. The facilities at Anne’s Beach will be in a similar layout as

With the project nearing completion, locals and guests will be sure to check out Anne’s Beach with its new boardwalk and pavilions along the oceanfront. Councilman Ken Davis said Anne’s Beach is a focal point of the community.

“It’s a place everybody gets to enjoy,” he said. “It’s been a great loss since Irma, and it’s darn close to two years on the date, so it’ll be exciting to see it back. The boardwalk is very nice and I look forward to the reopening.”

Mayor Deb Gillis said construction crews have done a great job in putting back together a place that was severely damaged.

“It’s one of few public beaches around. It’s definitely important to the community to have it open again,” she said. “It’s a beautiful place that many of our foreign, overseas visitors like to stop by and see the water.”

Islamorada Chamber of Commerce Executive Director Judy Hull said she’s thrilled to see the progress made since Irma destroyed the area.

“It’s been two years and everyone is looking forward to it,” she said.

Parking will be limited, and carpooling is suggested for the ceremony.

Park at the south entrance and along the U.S. 1 right-of-way near the entrance. Sheriff’s officers will be present to assist with safety of those parking on U.S. 1. The north parking lot at the beach remains under construction, with completion slated for sometime in late September and early October.

Message from the Sheriff Many of you may have noticed school buses are running again as our Florida Keys kids are back in school for the 2019-2020 year.

It’s an exciting time for students, teachers and administrators — particularly for our high school seniors!

The Sheriff’s Office School Resource Officers and myself are excited as well. I want to remind you of a few important points as part of my commitment to the safety of our children: • All vehicles must stop for a stopped school bus. The only exception is opposing motorists on the other side of a divided highway (divided by a median, barrier or five feet of unpaved or paved space). Those motorists must proceed with caution.

• All school visitors must check-in at the school’s main office before entering any campus. Knowing who is in our schools is vital to school safety. Always make sure school officials know who you are and where you are going when you are visiting.

• You’ve probably heard the phrase, “If you see or hear something, say something.” It’s an important message for our children and for all of us alike. If you ever see or hear anything that doesn’t seem quite right, especially if it pertains to weapons, threats or violence always contact a law enforcement officer.

Remember, if you ever have a question about school safety always contact your School Resource Officer or any law enforcement officer.

BRIEFLY Stuff the Bus for Monroe County Students’ Success In Monroe County, 54% of families with children cannot afford life’s basic necessities. Many of these children begin the school year without school supplies such as pencils, backpacks, books, and other items they need to succeed in school.

United Way of the Florida Keys’ Stuff the Bus program provides school supplies for these children, ensuring they have the tools to excel this academic year. Working closely with the Monroe County School District, each school uses the funds raised to purchase exactly the items their students need.

Every dollar collected for Stuff the Bus goes directly toward purchasing supplies. Financial donations allow the program to expand beyond backpacks, paper and crayons to include important educational devices like graphing calculators, equipment for children with special needs and other tools necessary for the school year.

Donations may be made before Aug. 31 online at keysunitedway.org; by mail to PO Box 2143, Key West, FL, 33045; or at “Tools for Back to School” at Publix checkout counters in August.

Deadline extended for home buyout program

The Florida Department of Economic Opportunity (DEO) has extended the deadline for local governments in communities impacted by Hurricane Irma to apply for grant funding through the $75 million Rebuild Florida Voluntary Home Buyout Program.

The State of Florida has allocated $10 million to Monroe County through the program. The voluntary program was created to encourage risk reduction through the purchase of residential property in high flood-risk areas impacted by Hurricane Irma.

The application deadline for the county to submit the application to the DEO was extended to Oct. 1. Interested homeowners must notify the county prior to Sept. 23 to be included in the application. Grant funds will allow the government to purchase homes damaged by Hurricane Irma from willing homeowners in high-risk flood areas at the pre-Hurricane Irma fair market value for both the land and the structure. Priority properties are

located in low- and moderate-income areas. Any existing structures will be demolished, and the property will be used for permanent open space, conservation, recreation, or stormwater management systems in perpetuity.

As of Aug. 19, unincorporated Monroe County received 41 applications. The City of Marathon and Village of Islamorada are also participating in the program. The county will be submitting the first round of applications this week to be considered for early review. The county and cities will submit any additional applications received prior to Sept. 23 to DEO by the deadline.

Haunt the Forest looking for participants The Monroe County Sheriff's Office is looking for businesses or organizations to “Help Haunt the Forest” during the 2019 Trunk or Treat and Haunted Hayride event to be held at at Founders Park on Saturday, Oct. 26.

The Haunted Forest will be created again this year on property north of Founders Park. Each group will be designated in an area of the Haunted Forest to set up with their own spooky theme. Capt. Corey Bryan is organizing the event; sheriff's officers and cadets are volunteering to fill the forest as roaming zombies. Hayrides begin at 6 p.m. with the "Not so spooky hayrides" for the little ones until 7 p.m., then everyone can turn up the scariness during the Haunted Forest Hayrides from 7 to 9 p.m.

Groups will be responsible for setting up their section and cleaning up after the event. No vehicles are allowed in the forest; the sheriff's office can help move larger items into the forest with their motorized carts.

This year’s event will have more activities, double the haunted hayrides, hot dogs, snow cones and more than the 2018 version. The Trunk or Treat will go from 6 to 8:30 p.m. Haunted Hayrides will continue until 9 p.m.

Benefit scheduled for captain’s cancer fight On Saturday, Aug. 24 at Whale Harbor (upstairs at the Sandbar), a fundraiser will be held for Capt. Paul Johnson of the Reef Runner, who’s currently fighting to beat cancer. The fundraiser will go from 2 to 7 p.m. and will feature good food, games, live music, a silent auction, raffles, 50/50 raffle, prizes, cast throwing and more. All proceeds will go toward hospital bills as Capt. Paul is unable to fish and has no insurance. Donations can be made to “Beat Cancer Paul” at Capital Bank.

Snake Creek Bridge traffic advisory FDOT will begin closing U.S. 1 at the Snake Creek Bridge from 11:45 p.m. to 4 a.m., Sundays through Thursdays, for three weeks from Sept.

8 through Sept. 30.

The Florida Department of Transportation will begin the closures to sandblast and repaint the Snake Creek Bridge over Snake Creek at MM 86.

Traffic will be stopped at the beginning of the bridge — which connects Plantation Key with Windley Key — in both directions.

This is a full road closure. There will be no alternating traffic and no lane shifts.

Only emergency traffic — for which there will also be delays — will be allowed on the bridge.

“I have expressed my disappointment and concerns with FDOT over this project and the massive inconvenience this will be to motorists on U.S. 1 as well as workers, delivery truck drivers and all the people who work or drive on U.S. 1 at night,” said Monroe County Sheriff Rick Ramsay. “FDOT is working with law enforcement to ensure emergency responders will have access to the bridge.”

McCOMB NEXT TO LEAD CFFK

J

ennifer McComb has been hired as the new president and CEO of the Community Foundation of the Florida Keys (CFFK), effective Oct. 1.

McComb is a resident of the Upper Keys and has extensive nonprofit management and fund-raising experience. She will follow Dianna Sutton, who is retiring in November after nearly 15 years. Sutton will be working with McComb through the transition.

An Ivy League graduate with a master’s degree in direct marketing, McComb’s nonprofit background includes work with the Florida Keys Children’s Shelter, Ocean Reef Community Foundation and United Way of the Florida Keys. Among other duties, McComb will spearhead CFFK’s continued development efforts in the Middle and Upper Keys, expanding outreach as part of CFFK’s strategic Vision 20/20 plan.

OBITUARY

BOB MITCHELL Bob (Robert Lynn) Mitchell, of Islamorada, a loving husband, father and friend, passed away unexpectedly on Aug. 10, 2019, due to complications from a fall. Born May 13, 1940 in Joplin, Missouri, he was raised in the Navy.

He graduated from the University of Missouri’s School of Journalism and Advertising in 1962, and then married the love of his life, Phyllis, on Aug. 30 of that same year.

He served in the U.S. Navy as a P-3 (anti-sub) plane commander, deploying twice to the Philippines and to Japan, from 1962-67. After leaving the Navy, Phyllis and he relocated from Hawaii to Miami, where he worked for National Airlines and then Pan American.

Throughout his aviation career and beyond, Bob also utilized his journalism degree. An avid fisherman, Bob was a founding staff member of Florida Sportsman Magazine when it debuted in 1969 and served as its marketing director until 1999.

Bob and Phyllis fell in love with boating and joined the Dinner Key Cruising Club of Boca Chita Key in Biscayne Bay where they spent the weekends fishing and socializing for many years. They also spent much time in the Florida Keys, vacationing often as their daughters grew, spending time in and on the water. They bought their first Keys home in the early ‘80s and relocated permanently to Islamorada in 1999. Bob also loved running and inspired his family to join him, running several marathons, the first Seven-Mile Bridge Run, and countless 5K and 10K races. During his early years, Bob was adopted by a neighborhood dog that faithfully ran along with him, beginning the family’s lifelong love of dog ownership.

Every Wednesday for nearly 50 years, Bob could be found in Miami with many friends who called themselves the “Lunch Bunch.” These friends hailed from a variety of careers but had one interest in common — a love of fishing.

Bob was a village council-appointed member of Islamorada’s Near Shore Water Regulation Citizens’ Advisory Committee since its inception in February 2001. Bob insisted on the creation of the committee to solve near-shore safety problems by installing buoys. He was the committee's first chair and served as chair many times through the years, including in the current term.

Bob also enjoyed the people who rented the Mitchell’s Villas year after year. Sharing his knowledge of the Keys, fishing, and plant life was his joy.

In addition to Phyllis, Bob is survived by his daughters, Jennifer Mitchell Cable (Dr. Ben Cable), Roanoke, Virginia; Jessica Mitchell, Miami; grandchildren Devon Lynn Cable and Zachary Barton Cable, also of Roanoke; and brother Carl Mitchell, Reston, Virginia.

In lieu of flowers, the family asks that donations be made in Bob’s name to the Florida Keys History and Discovery Foundation, an organization which they have supported since its founding and for which Phyllis serves on the board of directors. A Celebration of Bob’s Life will be held Thursday, Aug. 22, from 5 to 7 p.m., at Keys History & Discovery Center at the Islander Resort Conference Center. The family looks forward to sharing and hearing memories of time spent with this kind, gentle and thoughtful soul.

hipping pineapples from the fields of the rocky Florida Keys to northern markets was always a tricky enterprise.

The fruit had to be picked green to survive the trip. Packed in crates and loaded into the cargo holds of a ship, the fruit would continue to ripen. Should contrary weather be encountered and the shipment delayed at sea, entire loads of pineapples could ferment and spoil. As a general rule, some 25 percent of the pineapples from any given shipment would rot in transit.

South Florida resident and writer Kirk Munroe made an interesting observation about the pineapple trade in his piece “Pineapples of the Florida Keys” published in the Aug. 22, 1886 edition of Harper’s Weekly. He wrote, “Thus the produce of the Florida Keys has heretofore not only been high-priced in Northern markets, but the consumer has found it to be devoid of a true pineapple flavor, sour, fibrous, and indigestible.

Whereas the same fruit ripened in the field and sun-kissed until of a golden yellow is as juicy as an orange, as sweet as sugar, and so wholesome that one may eat it in quantity not only with impunity, but with beneficial effects.”

Early methods to navigating the Florida Keys waters

A

s part of the History of Diving Museum’s featured exhibit, “Diving with a Purpose,” several special activities are planned through the rest of the year. The next event will take place on Saturday, Aug. 24 at 10 a.m.

South Florida historian James Tilghman will present “Taming the Reef – The Coast Survey in the Keys.”

His presentation will detail the early methods used to survey and navigate the waters around the Keys.

These surveys took the better half of the 1800s and resulted in charts, navigational aids and even the first scientific studies of the reef. The program goes hand-in-hand with the “Diving with a Purpose” exhibit by examining the need to improve navigation to prevent the loss of more ships, which then create additional navigational hazards in the area.

In the afternoon, there will be an optional snorkel/dive trip to Alligator Reef with Key Dives. The trip will head out near the lighthouse to understand the underwater topography and importance of navigational beacons.

The next “Diving With a Purpose” event will be Saturday, Sept. 28: The morning presentation by University of Miami professor Fritz Hanselmann on “Anti-Piracy in the New World”.

The final Saturday event will be on Nov. 16 with University of California archaeologist Justin Dunnavant, focused on several marine archaeology projects that Diving With a Purpose worked on which are showcased in the exhibit. Both lectures will be followed by an optional dive/ snorkel trip in the afternoon.

Event fees: $15 includes morning presentation and museum admission, Museum members & dive/snorkel participants are free.

Dive: $70 museum member, $85 non-museum member, includes tanks and weights (rental fees apply for additional gear).

Snorkel: $35 museum member, $44 non-museum member, includes snorkel equipment.

onroe County Administrator Roman Gastesi has made it clear that he would like to commit five more years to Monroe County before retirement. The county commission has approved Gastesi’s terms, and he’ll have that opportunity.

The county voted 3-2 to renew his contract through Oct. 18, 2024 (originally set to expire May 11, 2020) with county Mayor Sylvia Murphy and Commissioner Danny Kolhage dissenting.

Gastesi started with Monroe County in May 2008 after serving as regional director of South Florida Water Management District for five years and various positions at Miami-Dade County for 15 years. While a resident commented that Mr. Gastesi has sought other employment at Ocean Reef, questioning his commitment, the commission corrected that Ocean Reef had approached Mr. Gastesi about employment.

“Anyone who doesn’t investigate opportunities like that is crazy,” said County Mayor Sylvia Murphy flatly. The majority of the commission voiced their support of Gastesi.

“I think our county is getting more than their money’s worth from our team under your leadership,” said Commissioner Heather Carruthers to Gastesi, “I think we are in good hands.”

Carruthers did say that she

thinks Gastesi’s contract should mirror other county employees in terms of sick days and personal days. Gastesi concurred and said that amendment would be made.

The primary sticking point?

Gastesi will also be allowed to cash in $219,912.30 of unused sick and vacation hours at an hourly rate of $106.65, effective Aug. 22. This is nearly the amount of his annual salary: $222,249.84. Commissioner Danny Kolhage said this kind of payout was “not within our policy” and requested the clerk not pay out hours that weren’t properly recorded. He also made a motion to equitably allow all county employees to cash out unused sick time, invalidating the “use it or lose it” system now in place. No one seconded the motion.

Commissioner David Rice applauded Gastesi’s ability to hire well and commented on the county staff’s excellent performance under his tutelage. He also mentioned upcoming challenges the county will face: the period during Gastesi’s contract extension will mark the end of ROGO, issues of sustainability and “things we haven’t even anticipated.”

Having been given the green light for five more years, Gastesi plans to move into the Florida Retirement System’s Deferred Retirement Options Program (DROP), a pension plan where he can continue to work while his earned pension is deposited into a savings account for up to five years. His new contract regarding leave and sick days will be consistent with the employee policy manual going forward.

Marathon City Manager Chuck Lindsey said “Roman Gastesi has been a pleasure to work with—he’s been great for Marathon.” Marathon—and the rest of Monroe County—will have five more years to come.

THE ISLAMORADA BEER BABY Middle Keys baby makes sudden appearance in unlikely spot

awyer Nathaniel Shawn Anderson, or the “Islamorada Beer Baby,” was born on the steps of Islamorada Beer Company at 11 p.m. on July 24. Aaron Reed, an off-duty bartender at the Islamorada Beer Company, had stopped by the brewery to socialize with coworkers, when he noticed a car pull in with emergency lights blinking.

Reed poked his head outside to see what was going on. That’s when he heard mom Jessica Bogle, who was crouched in front of mom Bonnie Barry on the cement in front of IBC, yell out “We’ve got a head!”

Reed looked over at dad Stephen Anderson, who calmly told Reed, “We’re having a baby.”

Reed describes the entire experience as one of the wildest scenes he’s ever witnessed. “I’d never seen a live birth before. We saw the baby being handed to the mother. Literally, you’re seeing a baby seconds and minutes old,” he said.

Barry, the mother of Sawyer, and Bogle and Anderson had been en route from their home in Duck Key to Jackson Memorial Hospital in Miami with their three other kids in tow. Then Barry’s water broke in their minivan. Bogle, who is also pregnant and due in October, checked Barry and saw that the baby was already crowning.

Barry thought there would be time. “My first was a 17-hour labor, so when contractions started, I thought we’d at least make it to Mariners, but no,” she said, smiling.

Bogle interjected in the re-telling, “He was crowning in the car. We weren’t making it to Mariners!”

Barry laughed, “Yeah, Sawyer had other plans.”

Bogle said she pulled over at the first set of lights she saw, which were in front of IBC, and told Barry, “Sit down before he falls out!” Bogle and Anderson laid towels on the stoop, and two pushes later, Sawyer was born. Bogle says, “Sawyer came out perfect and I put him on her chest. I have no medical training. I don’t know how I did it, but it was amazing!”

The entire experience took only 8 minutes. The other kids, Caylee and Jaelyn, 10, and Brycen, 5, were still seatbelted in the minivan. “We didn’t even tell the kids what was going on,” says Anderson, “It was just go time.”

Sawyer’s unexpected birth played a role in his name. “We were deciding between Sawyer and Nathaniel,” said Barry, “but when he decided to come here, I thought, ‘Okay, Sawyer, like Tom Sawyer — an adventurer. He started his adventure. He proved his name.’”

A few weeks after the birth, the family stopped by the IBC to introduce Sawyer to the staff, inadvertent witnesses to the birth.

Bogle thinks the baby’s birth warrants a new brew: “They should make a special brew for him — ‘Doorstep Sawyer’ or ‘Special Delivery,’” she said, smiling. “This is one of those feel good stories you hear on TV. I never expected it to be us. But that’s okay; I wouldn’t change it.”

Anderson, looking at Bogle who is also pregnant, dead-panned, “Yes, but let’s not do it again.”

outh football players in the Upper Keys Youth Football League hit the field at Coral Shores High School for their first practice on Aug. 20.

Any kid between the ages of 6 and 14 is encouraged to play. Teams will be six-on-six and grouped by weight, age and experience. With six-on-six, there’s a better coach-to-player ratio and more playing time for kids.

According to league secretary Andrea Oughton, the focus is on positions and fundamental football skills based on the USA Football’s Heads Up Program.

“These games are generally higher scoring because everyone’s eligible,” she said. And it’s a fastpaced game.”

The league is looking to have three to four teams for each age group. Registration is $140 and includes all new state-of-the-art helmets, pads, uniforms, insurance and officials.

Lloyd and Marie Heiselbetz stay side by side at Crystal Health Rehab Center. The two came down to the Keys in August of last year with their daughter, Janie.

t was a celebration of various sorts for Marie and Lloyd Heiselbetz on Aug. 20 at Crystal Health and Rehab Center on Plantation Key. Eighty-two years ago to the day, the two high-school sweethearts exchanged wedding vows.

“I lied about my age so we could get married,” Marie said. “But we could do things like that. We went to high school with each other and we just loved one another.”

Not only did Lloyd marry the love of his life in 1937, but he did so on his birthday. Celebrating 82 years of marriage, Lloyd also rang in his 100th birthday.

“He looks so good to be 100,” Marie said as she smiled at him. “He’s never smoked or drank in his life.

Inside the rehab center, family and friends of the Heiselbetzs, as well as nursing staff, gathered for some cake, some champagne and some laughs. Marie and Lloyd are originally from Beaumont, Texas. “We did good for everybody,” Marie said. “I took care of my mom until she passed. He (Lloyd) worked, fished and hunted, and when he was not doing that, he was doing it backwards. Fishing and hunting was his thing.”

The two have received many cards and many happy calls, Marie said, from family and friends. Fellow residents at the rehab center also joined in to have some cake and celebrate.

Janie said she’s never seen her parents have an argument.

“They always held hands, and he would hold her purse when they’d shop,” she said. “My dad, he’s the epitome of a true Southern gentleman. That’s how you describe my dad.”

Marie goes in for the kiss on her husband of 82 years, Lloyd.

waths of rotting sargassum are piling the shores near and far from the Keys to the Caribbean.

And while Islamorada isn’t the only area dealing with the statewide and international problem, the village is seeking a comprehensive approach to address the stench and amassing of seaweed on beaches.

“We’re having an issue, but we’re not alone,” said Mayor Deb Gillis. “We need to try to get something done locally. Many of those seaweed beaches are also turtle beaches, so we have to protect the turtles.”

Sargassum is a type of algae that floats in an island-like mass that can stretch miles across the ocean. This floating habitat serves as a food source for fish, marine birds and sea turtles.

It also serves as a primary nursery for a variety of commercially important fishes.

Too much seaweed, however, can smother corals and seagrass. And it ultimately ends up on beaches, releasing gas that smells like rotten eggs.

Scientists have called this year’s bloom the Great Atlantic Sargassum Belt, spanning 5,500 miles and made up of over 20 million tons of biomass. What’s been a naturally-occurring phenomenon has now exponentially exacerbated with a perfect storm of conditions — nutrient loading, right water temperatures and the right current.

Village Manager Seth Lawless said village staff is researching how other municipalities are handling the stinky seaweed along the shores and cleaning at turtle beaches. Nesting season began in April and goes through October. Lawless said village representatives went to Robert Moser’s Lower Matecumbe residence to examine the

extent of the problem.

“Maybe we can start a trial project where we locate the nests and invite a monitor out to watch the activity and do a 100-foot stretch and see how it goes,” Lawless said. “Maybe with identification of nests and somebody out there watching nests to make sure they don’t get run over, maybe we can recommend changes to the ordinance.”

Turtle beaches have protection per a village law. Mechanical cleaning devices can’t penetrate the beach substrate by more than 2 inches. In addition, lightweight motorized vehicles are to be used for beach-cleaning operations.

“We need to take a look and make sure that any ordinances and regulations we have are updated, because there may be some equipment that can be used that we may be restricting,” said Councilman Ken Davis.

Moser, who’s a Lower Matecumbe Beach Association member, recommended the Near Shore Water Committee take on the issue.

“Our use and enjoyment are diminished; you can’t swim off your home where we used to get in water and swim out,” Moser said.

Village Attorney Roget Bryan said there’s going to be some modification to how the village has historically handled seaweed and protected turtle nesting habitat with a common-sense approach.

“There are some potentially negative effects from all the sargassum coming in, de-oxygenation of water, de-oxygenation of canal basins and of course stench on the beaches,” he said.

Vice Mayor Mike Forster said it might be good to engage with the Florida League of Cities on the matter.

eorge Buckley was surprised to go viral after retirement.

The scientist and researcher recently retired from his post as assistant director of the Sustainability and Environmental Management Program at Harvard University and has dedicated his recent years to environmental filmmaking and consulting. His March video on the urgency of the Sargassum seaweed problem has blown up online, shared on Facebook thousands of times by people in coastal communities, including the Keys.

While many longtime locals simply pinch their noses when driving by the beaches flooded with stinky Sargassum, Buckley says that the problem is serious, and it’s not going anywhere unless we do something.

“This is an international biological problem — and everyone is behind the ball,” he said. Buckley has spent ample time in the Keys and, more recently, investigated the Sargassum blooms around small Caribbean islands — in particular Bonaire, where the video was filmed. We caught up with the scientist to understand how serious the Sargassum problem is — and, most importantly, what we can do about it.

How did this project go viral?

I work with Hendrik Wuyts, a Belgian filmmaker, based in Bonaire. It’s been so interesting to watch, in 90 days or so, how the video spread like wildfire, and so has talk about the issue. People have contacted me from islands all over the Caribbean.

One thing I keep saying to those who suffer the worst is: “It’s not your fault.”

What do you mean by “it’s not your fault?”

The problem I’ve seen overall is that is the worst of it is in the places that are least able to deal with it. Collecting it or trucking it from small islands is all but impossible, and the solutions are few and far between. They’ve been selling these boom systems that have proven to be expensive and not so worth it. (Key West is planning to try a boom system off the southernmost end of Duval Street.)

It’s not the people living in the Keys; it’s us living in the middle and the southeast of the U.S. People destroying the forests, industries increasing the runoff. I’ve been battling environmental groups, because they focus on the ocean, and the problems in the ocean are coming from the land. Down in Brazil, the environmental laws are not being enforced with the current president, and the toxic runoff from the big rivers down there is terrible. Combine that with the constant dribble of waste from the U.S., and we have millions of cubic meters of runoff, heavily laden with pollutants and nutrients, running into the Gulf and the Caribbean.

So is runoff the primary factor in the increased Sargassum bloom?

I say the Gulf and Caribbean are “running a slight fever.” The runoff increase and the temperature increase are the big ones. And the increase in CO2.

Why does this type of seaweed create such a noxious smell? Is it just rotting?

The Sargasso Sea is a critical biological entity (the part of the Atlantic where seaweed is plentiful and the water is largely calm), and green turtles spend much of their lives there.

Sargassum seaweed is healthy stuff, in terms of its makeup; young sea turtles and fish live in it.

The problem now is that it’s crept up on people, and it came back and came back and came back. Once it starts to rot, it’s wretched.

It traps everything below it, young sea turtles, fish, and clams. The smell is essentially the rot of the seaweed itself and the associated biota — dead snails, shrimp, small sea creatures.

This is extremely serious for those impacted.

My friends in the Caribbean that live near landfills — they are literally praying to God for the wind to change direction. They are talking about moving. Tourists won’t wade onto those beaches.

So… what can we do?

I’ve got a former student who is in China who is interested in collecting it in used freighters at sea. Once it’s onshore, there’s damage to the shoreline when collecting it. If collected offshore, it has huge value: grinding up as pellets for fish farming, compost, and it has great food value. The key would be collecting it offshore, dehydrating it, shredding it and taking it to another facility that could deal with it.

We’ve got hundreds of metric tons a week, and it’s potentially a valuable substance. Lots of times, they are feeding fish on fish farms smaller or ground-up fish, and it doesn’t make sense. Sargassum could be a partial solution to a lot of that.

We need someone to market it. I was part of a project with one of the top growers of tilapia, and in the ’70s, we couldn’t figure out how to give it away. Now people eat it for breakfast.

So it has everything to do with marketing. Can Sargassum be the new tilapia story?

But not all of us can buy freighters and harvest it. What can individuals do?

I’d contact every congressman in America, and not get the environmental laws just enforced but increased. You can call it one of the worst algae blooms in the history of mankind on earth.

Will it get worse before it gets better?

It depends on the temperature of the water and the amount of runoff that happens. If the winter has really bad rains, there will be more runoff and it will get worse; if we have less rain, it would probably abate a bit.

If we don’t act quickly, what are the ultimate big threats?

Once it gets into the mangroves, it could strangle them, which is the equivalent of losing the salt marshes. Washed up on the beach, it’s clogging pipes and marinas and creating an economic problem — it’s sending tourists scattering. I also worry about the shallow water corals, and the Keys have been doing such good work there.

n a much-anticipated Florida Keys National Marine Sanctuary Advisory Council meeting in Marathon on Aug. 20, the National Oceanic and Atmospheric Administration and the Office of National Marine Sanctuaries presented an extensive proposal to preserve and steward our fragile marine environments. The Draft Environmental Impact Statement, better known as the “Restoration Blueprint,” focuses on three areas of suggested change: management, zoning, and restoration.

Sarah Fangman, sanctuary superintendent, prefaced the four “alternatives” contained within the blueprint by reminding everyone that while no one perfect solution exists, a collaborative solution would emerge from the process.

Alternative 1, the “status quo” action, allows for no additional actions to be taken in terms of regulations or management. Fangman said this alternative does not guarantee that marine resources will remain “status quo,” just that sanctuary management plans will.

Alternatives 2, 3, and 4 each, to varying degrees, would: (1) expand the sanctuary boundaries, (2) update sanctuary-wide regulations, (3) modify existing and create new marine zones, (4) update marine zone-specific regulations, and (5) revise the sanctuary management plan.

Fangman noted, “I think we can all agree that our way of life and our economy are all tied to our ocean resources.

I suspect we will start to disagree on exactly what we need to do to make those ecosystems more healthy. That said, we must work together and we must take steps to address this.”

Andy Bruckner, a research coordinator with the sanctuary, presented

the environmental consequences, both biological and physical, of Alternative 3.

Bruckner emphasized how the proposed regulations and actions were intended to minimize physical impact and allow for species populations and biodiversity to rebound within protected areas and “spill-over” to benefit fishing and other areas.

Beth Dieveney, a policy analyst with the sanctuary presented the sanctuary’s Regulatory and Marine Zone Preferred Alternative. Known as “Alternative 3,” it is neither the most nor least restrictive.

The next steps in the process will be SAC and public comment, state partner coordination, and Agency and Fishery Management Council consultations.

These will result in a final environmental impact statement and public comment, and finally with revised rules and zones.

NOAA and the sanctuary continue to invite public comment to ensure the proposal can meet as many needs as possible while still effectively stewarding marine resources.

NOAA and sanctuary staff recognized their many partners in the effort, including SAC members and their constituents.

In the years leading up to the blueprint’s release, public meetings have been held in hopes of capturing and addressing advisory council and community concerns.

Fangman thanked everyone for their willingness to participate in those talks.

“I hope that you see your voices and fingerprints in what we present to you today and that you hear what you’ve contributed in this process,” she said, adding that she hoped they remain engaged and active in voicing their concerns now that the blueprint had been shared.”

Alternative 2 - expand sanctuary boundaries to include Tortugas; update 3 existing sanctuary-wide regulations and propose 4 new; propose new marine zones (including Wildlife Management Areas (WMAs) and sanctuary Preservation Areas (SPAs) and converting Ecological Reserves (ERs) and Special Use Areas (SUAs) into Conservation Areas (CAs) and proposing new CAs); eliminating exceptions to and updating existing marine zone regulations (more protective than Alternative 1); and proposing a new management plan.

Alternative 3 (sanctuary preferred) - expand sanctuary boundaries to include Tortugas; update 4 existing sanctuary-wide regulations and propose 4 new; propose new marine zones (including WMAs, SPAs, and CAs); eliminating exceptions to and updating existing marine zone regulations (more protective than Alternatives 1 and 2); and proposing a new management plan (same as Alternative 2).

Alternative 4 - expand sanctuary boundaries to include Tortugas and Pulley Ridge; update 4 existing sanctuary-wide regulations and propose 4 new; propose new marine zones (including WMAs, SPAs, and CAs); eliminating exceptions to and updating existing marine zone regulations (more protective than Alternatives 1, 2, and 3); and proposing a new management plan (same as Alternative 2).

SAC member Will Benson, whose constituents include many fishermen, voices his concerns about unclear wording in the proposal and asks for clarification. The new plan could include changes to zoning, no-wake zones, and trolling areas which would affect fishermen.

NEW YEAR, NEW EXCITEMENT VISION PROCEEDS FOR NEWLY NAMED COLLEGE OF THE FLORIDA KEYS

new chapter for the College of the Florida Keys started on Aug. 19.

Go back 54 years when the Florida Keys Junior College opened its campus on Stock Island, tuition was just $9 with 500 students enrolled.

Fast-forward to today: more than 1,200 students enter programs that are integral to the Keys — nursing, culinary and hospitality, engineering technology and marine science, to name a few. Add to that a new name, a fresh logo and work to bring a new facility in Key Largo, and there’s plenty of excitement and energy running up and down the Keys.

Stephanie Scuderi, chair of the board for College of the Florida Keys, said it best at the “Brand New Day” celebration last Monday.

“Simply stated, we will and always will be the community college,” she said. “Today, the College of the Florida Keys celebrates a new name and reflects our growth that will be fitting as we sail ahead to many exciting initiatives on the horizon.”

For President Jonathan Gueverra, the name change was something he and others waited a while to see. Thanks to legislation spearheaded by state Rep. Holly Raschein in the Florida House, state lawmakers gave a unanimous “yes” during session this year.

And while the name change and new logo are no doubt exciting, so, too, is the news surrounding the residence hall and athletics kicking off this fall.

“The energy is very high, I think,” Gueverra said. “Our residence hall here on campus is completely full. We’ve got 100 beds, and we’ve got 100 students living there with people waiting to get in. There’s a project that people hope we start up pretty soon because we’re supposed to build another 200 beds. That’s something we have to get permission from the state. We just can’t go ‘we want some more dorms’ because we’re in an area of critical concern.”

As for sports, Gueverra says they’ll be starting off with swimming with the hope to bring on beach volleyball.

“I’ve always said ‘Let’s do things for athletics that are related to the sand and the water,’” he said. “Ultimately, we might do things like crew (rowing) and those kinds of things that make us who we really are.”

On the academic side, Gueverra said the institution is launching its bachelor’s degree in nursing. In addition, the college is introducing a bachelor of applied science in hospitality as well as a bachelor of science in marine resource management and conservation.

“There’s so much going on,” Gueverra said.

The college’s world-class marine science, diving and marine engineering programs and facilities attract students from all over the world to come, study and research. And with innovative programs like engineering technology that train students to harness energy to produce renewable energy, the College of The Florida Keys is developing students for careers to shape the Keys of tomorrow.

In Key Largo, work is underway on a state-of-the-art Upper Keys Center that will allow the college to expand workforce training and apprenticeship programs locally. The new facility will replace the college’s increasingly limited space at Coral Shores High School, and will allow the college to double its capacity to serve more than 300 students annually. As the newest charter in the Little Free Library network, the library joins a global network aimed at building community, sparking creativity and inspiring readers. The Little Free Libraries were originally founded to provide 24/7, free access to books and reading in areas lacking actual libraries. They’re usually small boxes on a post filled with books from the community. The boxes function as a free book exchange, and everyone is encouraged to "Take a Book. Share a Book."

he Coral Shores Hurricanes took on the Coral Park Rams in preseason action on Aug. 16. The Canes showed a strong defensive effort in a 12-7 loss.

The team returns home for the regular season opener Friday, Aug. 23, against LaSalle at 7 p.m.
