‘VERY’ PRELIMINARY FEMA MAPS RELEASED PLANNING STAFF GETS A FIRST LOOK

T

he Federal Emergency Management Agency (FEMA) multi-year study of Monroe County’s coastal flood risks has reached its next step. On Aug. 21-22, many municipal and county planning staffers met with FEMA for an initial review. On Aug. 23, the same group met with industry partners to begin the explanations to lay people.

What is for certain is that the draft maps link provided in this story covers the entire Florida Keys — unincorporated Monroe County, and the municipalities.

Coastal Flood Maps, otherwise known as Flood Insurance Rate Maps (FIRMs), are used to determine the minimum elevation needed for construction to reduce the chances of flooding. FEMA has stressed that these are draft flood maps. FEMA is asking the county and municipality staffs to

review and provide comments on the draft maps, before the agency then issues preliminary flood maps for the public to review and comment on.

Whenever new flood maps are issued, some property owners may see an increase or decrease in their flood risk, while others will experience no change.

Monroe County will place these new “draft” maps on the county website so residents and business owners can find their property and see what change might occur when the maps become final.

The maps can be found at www. monroecounty-FL.gov/floodmaps.

To emphasize that flood risks are changing and to make sure property owners understand this is coming, Hurley said permit applicants will sign a form on the county’s permit application indicating they know the maps will be changing. This is intended to help homeowners understand that what they might be proposing to build today, under existing flood maps, could become non-conforming after the maps are changed, thereby making their flood risk and insurance costs greater. It could help them think about designing their improvements to meet the proposed, draft maps to assure they are addressing potential future risk.

After review of the draft maps, FEMA will publish preliminary flood maps. It usually takes three to four months for local governments to review the draft maps and communicate any concerns to FEMA prior to FEMA issuing preliminary flood maps.

When preliminary maps are published, formal public comments or appeals of the preliminary maps can then be provided to FEMA by local governments and/or the public.

Once FEMA completes the review of all comments and appeals, it will publish the final Flood Insurance Rate Maps (FIRMs).

The final flood maps (FIRMs) will most likely become effective sometime in 2021 or 2022.

he Seven Mile Bridge was not what the expanse connecting Knights Key to Little Duck Key was known as during much of the life of the Over-Sea Railroad. The name came to fruition early in the 1930s.

The conduit was constructed of four separate bridge sections that included the Knight’s Key Bridge, Pigeon Key Bridge, Moser Channel Bridge, and the Pacet Channel Viaduct.

Two kinds of bridges were constructed, depending on the depth of the water. Over the deeper areas, the bridges were built atop tall concrete pier structures while over the shallower areas leading to Little Duck Key, the shorter viaduct variation was utilized. The choices were made depending on the depth of the water being crossed because the deeper the water, the greater the height of storm waves that could be generated.

It would take four years to complete the bridges that would one day be lumped under the umbrella identifier of the Seven Mile Bridge. The first steel girder placed atop the concrete piers of the Knight’s Key Bridge section was raised on Aug. 21, 1909.

he City of Marathon is investing in software and studies to improve the efficiency of its Growth Department, which oversees the code and building practices, and the Planning Department.

On Aug. 13, the Marathon City Council approved the purchase of Viewpoint software. The software costs $37,100 the first year, and has annual fees of $20,300.

“This purchase wasn’t budgeted until next year, but I have to commend Growth Management Director Doug Lewis for finding a way to make this happen,” said City Manager Chuck Lindsey. “What we’re currently using is outdated.”

Lindsey said the new software will allow residents and contractors to submit applications electronically, pay for them, and print them at home. It also allows inspectors to file reports from the field, search for permit information and view plans. Instead of a file folder that moves from desk to desk through city hall, various employees can work on a single issue simultaneously. “There’s real-time awareness and users can log in and see more accurately the status of permits,” Lindsey said.

He said the software can “grow” with the city. “As we go along, we can add functionality like the ability to reserve and pay for a pavilion reservation at the beach,” he said. The data is stored in the “cloud,” and can be accessed remotely in the event of a natural disaster.

Right now the city employs three building inspectors. Lindsey said they are performing between 40 and 60 inspections a day, about 1,000 a month.

“That’s another thing the software can do,” he said. “Users can log in and see where their inspector is. That way they are not ‘waiting for the cable guy to come.’”

The software, expected to go live in January, will help alleviate the high number of hours needed to deal with code cases and issue building permits. Lindsey said he’s well aware that the city is seeing a spike of work, and revenues, for the two departments; that isn’t expected to last forever once the city is mostly recovered from Irma.

In addition to the software, the city has commissioned two studies.

“The impact fees study should show us where we have the most impacts and costs associated with new growth, and how to help offset those costs with fees collected from new construction,” wrote Lewis in the August report to council. Lewis said it cost $50,000.

“The permit fee study will focus on the cost to operate and support the building department.

This will give us the ability to show the public what the fees are based on and why,” Lewis wrote.

“Additionally, we will be able to see what the cost savings are with private provider projects (both inspections and plan review), so we can set a fee reduction schedule when those services are involved.” The permit fee study cost $25,000.

At the council meeting, council directed staff to reimburse contractors who paid for the inspection in the permit, but then hired private inspectors to perform the service. Lacking the fee structure on how much that will cost, the city will mirror Monroe County’s policy of refunding 25% of the cost of the permit as a temporary solution.

The studies should be complete in late October, according to Lewis.

In May and June, the city opened 891 new permit applications, issued permits and performed almost 2,000 inspections. More than 75 percent of the permits are described as “accessory” such as fences, almost a quarter are residential permits and the remaining sliver is for commercial work. Marathon’s Building Department collected $394,156.10 of revenue over the same two months.

THE ISLAMORADA BEER BABY Middle Keys baby makes sudden appearance in unlikely spot

S

awyer Nathaniel Shawn Anderson, or the “Islamorada Beer Baby,” was born on the steps of Islamorada Beer Company at 11 p.m. on July 24. Aaron Reed, an off-duty bartender at the Islamorada Beer Company had stopped by the brewery to socialize with coworkers, when he noticed a car pull in with emergency lights blinking.

Reed poked his head outside to see what was going on. That’s when he heard mom Jessica Bogle, who was crouched in front of mom Bonnie Barry on the cement in front of IBC, yell out “We’ve got a head!”

Reed looked over at dad Stephen Anderson, who calmly told Reed, “We’re having a baby.”

Reed describes the entire experience as one of the wildest scenes he’s ever witnessed. “I’d never seen a live birth before. We saw the baby being handed to the mother. Literally, you’re seeing a baby seconds and minutes old,” he said.

Barry, the mother of Sawyer, and Bogle and Anderson — a unique blended family — had been en route from their home in Duck Key to Jackson Memorial Hospital in Miami with their three other kids in tow. Then Barry’s water broke in their minivan. Bogle, who is also pregnant and due in October, checked Barry and saw that the baby was already crowning.

Barry thought there would be time. “My first was a 17-hour labor, so when contractions started, I thought we’d at least make it to Mariners, but no,” she said, smiling.

Bogle interjected in the re-telling, “He was crowning in the car. We weren’t making it to Mariners!”

Barry laughed, “Yeah, Sawyer had other plans.”

Bogle said she pulled over at the first set of lights she saw, which were in front of IBC, and told Barry, “Sit down before he falls out!” Bogle and Anderson laid towels on the stoop, and two pushes later, Sawyer was born. Bogle says, “Sawyer came out perfect and I put him on her chest. I have no medical training. I don’t know how I did it, but it was amazing!”

The entire experience took only 8 minutes. The other kids, Caylee and Jaelyn, 10, and Brycen, 5, were still seatbelted in the minivan. “We didn’t even tell the kids what was going on,” says Anderson, “It was just go time.”

Sawyer’s unexpected birth played a role in his name. “We were deciding between Sawyer and Nathaniel,” said Barry, “but when he decided to come here, I thought, ‘Okay, Sawyer, like Tom Sawyer — an adventurer. He started his adventure. He proved his name.’”

A few weeks after the birth, the family stopped by the IBC to introduce Sawyer to the staff, inadvertent witnesses to the birth.

Bogle thinks the baby’s birth warrants a new brew: “They should make a special brew for him — ‘Doorstep Sawyer’ or ‘Special Delivery,’” she said, smiling. “This is one of those feel good stories you hear on TV. I never expected it to be us. But that’s okay; I wouldn’t change it.”

Anderson, looking at Bogle who is also pregnant, dead-panned, “Yes, but let’s not do it again.”

arathon hosted the Monroe County Preseason Volleyball Classic on Aug. 15 with Marathon, Key West and Coral Shores. With eight seniors and six underclassmen, the Lady Fins have changed their offensive system this year, with junior Cecily Ozbun earning the starting setter’s spot. “We are excited about this team; they work hard and have good chemistry,” said coach Kevin Freeman. “We have a full schedule this year and we are just trying to get better every day.”

The Lady Fins play again at home on Wednesday, Aug. 28 when they play Bishop McLaughlin Catholic High of Spring Hill.

The Marathon varsity football team plays its first home game in the new stadium on Friday, Aug. 30 against Everglades Prep at 7 p.m. The community is invited to attend the ribbon-cutting event and watch the Dolphins on the field. The volleyball team will also play three times: at Palmer Trinity High School in Miami on Monday, Aug. 26; at home on Wednesday, Aug. 28 against Bishop McLaughlin Catholic High at 4 p.m. (JV) and 5:30 p.m. (V); and at Posnack Jewish Day School in Davie on Thursday, Aug. 29.

CROSS COUNTRY Marathon High School is one of 23 South Florida schools bringing cross country runners to the Conquistador Kickoff at Larry and Penny Thompson Park in Miami on Friday, Aug. 23. According to Coach Jim Murphy, the team has swelled to 16 girls and 11 boys.

WORKFORCE HOUSING ONGOING ISSUE COUNTY CONSIDERS STOCK ISLAND PROJECT

here were several high-stakes conversations about workforce housing at the Aug. 21 county commission meeting. The Evergreen study on employee compensation and cost of living was presented, prompting comments from commissioners Heather Carruthers and Michelle Coldiron about how the Keys are becoming a vacation home buyer’s market rather than a full-time resident market. The commission is eyeing a larger study on cost of living in order to move ahead with workforce housing projects on their agenda. This primed the commission for the two key items to come: affordable housing on Sugarloaf and Stock Island.

The 2.81 acres on Sugarloaf were up for development into 20 affordable housing units. The project proposed by the school board would charge rent on an income base. Commissioner David Rice and County Mayor Sylvia Murphy queried about the exact projected cost of rents.

While he was unable to set a number, school board member Andy Griffiths fielded the question.

“Right now the average employee uses about half their income for housing … and if we could lower that to a third of their income, it’s the goal,” said Griffiths.

He said that they envision a new teacher making $48,000 a year to be offered housing at $16,000 a year, making it

feasible for school district employees. The commission voted in favor and the project will move ahead.

The final affordable housing item, and undoubtedly the most hotly contested, was regarding workforce housing on Stock Island, the Wreckers Cay apartments. The Miami company Integra bought three parcels of land — Tropic Palms, Water’s Edge and Snead Property, all of which have previously been used as mobile home parks. Integra is now proposing combining those three properties into the Wrecker’s Cay development.

Residents of those mobile home parks have vocally opposed being displaced after the purchase of the land, posting videos online pleading their case.

Speakers, including a representative of Roy’s Trailer Park on Stock Island, spoke of the problem of increased traffic in the area.

Dissenters seek to stop the planning early on, as this hearing is only the first step in the process. In order to move forward with adopting a plan for development, the county must including adopting exemptions for density requirements and fewer off-street parking places. The income levels applicable for the housing development were not included in staff’s report, much to the frustration of commissioners Danny Kolhage and Heather Carruthers.

The big point of debate? The requested density increase in units — from 40 units per acre to 80 per acre — that the commission must approve to move forward. Kolhage said it’s a “serious step” to set the precedent that it’s okay to “double up density” of the units up and down the Keys in the name of affordable housing. They are asking for 279 units total to be approved. Locals like Hogfish owner Bobby Mongelli argued for the density increase because of the strength of the plans and the large space. Hemingway House CEO Michael Morawski also applauded the developers for not going the highest-earning route, but rather trying to make an affordable housing project work.

Sheriff Rick Ramsay also spoke in support of the project.

Bart Smith, attorney for Wreckers Cay, argued that using workforce housing permits for low-middle (as opposed to very low) housing would allow families with two teacher incomes, public defenders, and other low-middle income jobs to rent there. Commissioner David Rice discussed the problem of the economics of these projects, requiring developers to build higher density units or sell units with transient rental licenses in order to recoup their cost. The parcels in this case cost over $13 million.

The commission had still not gone to vote as of press time.

arathon City Manager Chuck Lindsey and Assistant County Administrator Kevin Wilson appeared together at the Aug. 21 Board of County Commissioners meeting to discuss a proposal for a “new” 33rd Street in Marathon.

Sections of the street are owned by the county, city, aqueduct authority and school board, making a revitalization effort complex. Marathon is proposing an ownership arrangement — redrawing property lines — that is more clearly divided between the city and county.

“The real intent here is requesting your guidance to continue to work with staff on this … and to do it collaboratively,” said Lindsey. They propose plans to build a new senior center that would be a “vital service” to the community, a renovated rec center, and ideally an event center to hold community events, meetings and after-school programs for the neighboring Stanley Switlik Elementary School.

Commissioner Heather Carruthers questioned whether Lindsey was asking for county funding, and he said he was currently only requesting working with county staff, and Commissioner Michelle Coldiron asked if the area would be considered for workforce housing. Lindsay demurred that it was in the planning phases and would need to be negotiated, since property lines between city and county run through not only the property itself but existing buildings.

The commission approved a collaboration between county and Marathon staff to move ahead.

a Niña 2 is going to have that same family feel as the original space on the west end of Marathon. Originally just a coffee counter, the first La Niña has outgrown its space, and now the second one will more than double the restaurant’s foothold in Marathon.

La Niña is the creation of Vicente Colón and his family. Originally from Cuba, he moved to the Keys years ago, and opened the first coffee stand. The grand opening of La Niña 2 takes place on Friday, Aug. 23.

He said, in Spanish, that staffing wouldn’t be a problem. “My whole family works here. My daughter, my son, my aunts and cousins,” he said.

Isbely, his daughter, will run the front of the house, and his son, Javier, will cook in the space that used to be Plaza Grill, which Colón has leased. (He has two more sons, and two granddaughters he adores, too.) The front cover of the menu proclaims “A Little Piece of Cuba in the Keys, Family Restaurant.”

“He has a beautiful family. He’s going to be a success,” said landlord Ralph Lucignano.

“He’s helped me so much,” Vicente said. “I am grateful to Ralph.”

Colón has made a significant investment in the restaurant (check out the etched glass decorations which depict the melding of flags from the U.S. and Cuba) and intends to offer Cuban cuisine with some eclectic surprises. So, don’t be surprised to see the gleaming, stainless steel espresso machine sharing counter space with a retrolooking, bright orange juicer.

The dinner menu reveals some out-ofthe-ordinary options that sound delicious.

Sure you can have the mahi, but why not try the kingfish? Churasco is always delicious, but when’s the last time you indulged in grilled liver?

The new menu spans breakfast, lunch and dinner.

For breakfast it includes favorites like huevos con chuleta (eggs and pork chops), omelets, empanadas and croquetas con jamon (ham croquettes). Colón is proud to offer Café La Rica, which is the official coffee of the Miami Marlins.

Lunch includes Cuban, Cuban Mix and Midnight sandwiches and pasta marinara and Alfredo.

For an appetizer, skip directly to the Picadita La Niña — it’s fried pork chunks, Cuban tamale and fried plantains. Another delicious option looks like the fried green plantains stuffed with shrimp.

A

s federal protections for animals see further cuts from the Trump administration, a beloved local species may be the first to feel the aftershocks. The U.S. Fish and Wildlife Service (USFWS) announced last week that considerations are underway possibly to remove Key deer from the Endangered Species List.

The current plan includes Key deer on the “National Downlisting and Delisting Workplan,” a three-year process that comprises scientific studies on population, habitats, threats and the health of the herd; a petition to delist (if that decision is made in light of the information gathered); a 60-day period for public comment and review; and a final vote.

Ken Warrens, spokesperson for USFWS South Florida, said there is still opportunity for public engagement before the agency would consider moving forward with a delisting. The agency plans to update the existing Species Status Assessment, “a documented collection of all related science for a given species.” If that information leads to a delisting petition, there would be time for feedback. “We want to make sure the people who care about the species are able to comment,” said Warren.

KEY DEER FALLOUT FROM ESA CHANGES But what do “downlisting” and “delisting” mean? Downlisting demotes a species from “endangered” to “threatened,” a lower level of federal protection. Delisting wholly eliminates a species’ endangered status.

On paper, the intent of delisting/downlisting is to ensure a majority of resources are streamed to the most critically threatened populations. Unfortunately, there is a finite amount of federal funding allocated for conservation, which requires prioritization.

The structure of the evaluation process is crumbling, though, under increasing budget cuts and the revision of the criteria.

The National Key Deer Refuge, an 8,542-acre preserve on Big Pine Key and No Name Key, and the only home in the world to Key deer, received notice on July 30 that Key deer would be included on the threeyear plan. Less than two weeks later, on Aug. 12, the federal government announced critical changes to the application of the Endangered Species Act, making it easier to remove species from the list.

One change allows decisive power based on economic factors, meaning that habitats with lower revenues may find themselves on the chopping block based as much on fiduciary merit as on scientific or biological

factors. Another critical change eliminates climate change as a factor in determining a species’ threat level. For a species that is entirely contained on a tiny speck of rock in the vast ocean though, the threat of encroaching waters, higher tides, beach erosion and increasingly dangerous storms is very real.

Unfortunately, a “three-year plan” doesn’t mean that the clock starts today and runs through 2022. 2019 is simply the date of the “proposed rule,” or the year that it was publicly listed in the Federal Register. For Key deer, the final decision is slated for fiscal year 2020. At that point the proposal will either pass or be withdrawn (based partially on public comment and review). If it passes, Key deer will be delisted, losing all protections that are engendered under the ESA. Those skinny gams and doe eyes shouldn’t fool anyone though — Key deer are fighters. The population has hung on, clinging to life despite the odds. The species was nearly obliterated in the 1930s to ’50s due to overhunting, but bounced back thanks to legislative protections. More recently, Key deer survived a devastating screwworm epidemic, a major hurricane and the constant onslaught of vehicular traffic on U.S. 1.

The resilience of a species can only go so far without human intervention, though.

If Key deer do lose their status, the onus will fall to citizens, volunteers and nonprofit groups, like Save Our Key Deer (SOKD), which was formed in 2016 by volunteers who worked with the U.S. Department of Agriculture to address the screwworm outbreak. The organization’s broader mission is “to advocate on behalf of the Florida Key deer population to ensure they receive ethical treatment and protection and to reduce human-caused illness, injury and death.” Even in the best circumstances, it’s a gargantuan task for a small organization to ensure the well-being of an entire species in perpetuity.

In a public statement released on Aug. 14, Valerie Preziosi, president of SOKD, denounced the latest ESA changes, citing the rhetoric on economic impact and climate change as “intentionally vague.”

“We should be noble enough to put survival of animal species over simple, selfish economic gain. In the Keys, this aspect seems trivial since other concerns have frozen land development expansion, the drastic loss of deer habitat has been well documented, and, if anything, the Key deer

habitat section of the Keys is experiencing an economic downfall unrelated to the deer.”

Preziosi sees the elimination of climate change as a qualifying factor for endangered status as equally detrimental. “‘Foreseeable future’ in the Keys means a much shorter time span than in a place like Arizona,” said Preziosi, “Our Key Deer were officially put on the Endangered Species list in 1967 and the major reason is linked to its very limited habitat range. And their habitat is shrinking.

The edges of the fresh water lenses are becoming more contaminated with sea water and even the foliage on the peripheral edges have changed to more salt-tolerant plants unsuitable for Key deer food.”

No doubt, the metrics are incongruous.

Whatever these latest studies reveal, Key deer have not crossed the finish line by any estimation. The removal of climate change and the addition of economic impact as deciding factors have falsely moved the finish line closer, allowing space for statistical shifts based on federal motivations, as opposed to quantifiable scientific research. It’s grading on a curve, at its most detrimental.

At this stage, individuals can still help steer the conversation by making their voices heard. Warrens encourages concerned citizens to present tangible observations, not just emotional appeals. “We need information that is scientific”, said Warrens, adding that Keys residents may want to share notes about traffic, habitat and other factors that are easily observed in their own backyards.

FLORIDA CITIES UNITE League fights to save local rights

L

ast week, municipalities in Florida convened for the 93rd annual Florida League of Cities Conference in Orlando. A little history of the league from its website: “Florida’s city officials formed as a group of municipal governments for the first time in 1922. They wanted to shape legislation, share the advantages of cooperative action, and exchange ideas and experiences. Growing from a small number of cities and towns, our membership now represents more than 400 cities, towns and villages in the Sunshine State.” In addition to being Marathon’s liaison to the league, I serve on its Land Use and Economic Development Committee.

Every year, more emphatically over the past several years, the league fights the good fight in Tallahassee during the legislative session to protect home rule. The concept of home rule is simple — the most local government is the right government to make decisions that affect the people. As the power to govern derives from the people, it only makes sense that decisions with local consequences be made by local representatives. People in Orlando, Ocala and Arcadia don’t know our local issues, just as we in the Keys don’t know theirs.

Sadly, our Florida Legislature often fails to grasp this important concept.

Lobbyists for large interests like telecommunications firms and vacation rental brokers would much rather have one set of (more lenient) rules instead of having to deal with each city or county. They do the things that they do to persuade legislators to vote to preempt our right to govern ourselves locally. Home rule has taken a beating over the past several years, and here are some of the issues we continue to fight.

Short term rentals — we all know this issue. No matter our opinions, local governments are best equipped to make decisions about short term rentals in their respective communities.

But corporations like VRBO, AirBnB, and others have lobbied legislators to the point where unregulated overnight rentals are legal in Florida, unless a local short-term rental ordinance already existed. Still, every year, the Legislature considers bills that would preempt those existing ordinances and allow unregulated overnight vacation rentals everywhere in Florida.

The City of Marathon, the Village of Islamorada, and Monroe County all have ordinances that are currently “grandfathered” in. But the Legislature has made it so that we can’t even open the ordinances for discussion or

revision — we will lose our grandfathered status and then unregulated overnight rentals would be legal everywhere. Another issue is local plastic straw and single-use plastic container bans. The City of Key West recently passed just such an ordinance, but the Legislature again tried to preempt home rule by eliminating local single-use plastic straw ban ordinances. In his first veto, Gov. Ron DeSantis stopped Tallahassee’s power grab and allowed local governments the home rule power to consider and enact such bans.

Other key issues the Legislature looks at every session are limitations of local control of electric scooters, the ability of local governments to allow voters to approve local taxes — and even strip the ability of local governments to regulate any business at all. That hideous bill was really up for consideration this past session; luckily, it died during the bill-making process. But it likely will be back in some form next session, just like all the others discussed here.

As mayor of the City of Marathon, I really wish that Tallahassee would stick to state issues and leave control of local issues to local governments. And I’m pretty sure I speak with the vast majority of Florida’s elected municipal officials in asking Tallahassee to mind its own business, do its own job and let our cities do our jobs for our constituents.

Public info session on Key deer herd status The U.S. Fish and Wildlife Service is hosting a public information meeting on Thursday, Aug. 22, at the Marathon Government Center, second floor BOCC Chambers, starting at 6 p.m.

The purpose of the meeting is to share information about Key deer recovery and a possible change in the listing status of this iconic species.

The Fish and Wildlife Service will provide information about how Key deer recovery is progressing, how the recent species status assessment (SSA) is informing/guiding decisions regarding Key deer and how the public can participate in the decision making process when/if the Service proposes to change the listing status of Key deer under the Endangered Species Act (ESA). Should the Service propose a change in the listing status in the future, an additional public hearing will be scheduled at which the public will be allowed to make oral comments or submit written comments.

Students paid for software certifications Monroe County School District computer science students finished the 2018-19 school year with over 700 Internet Technology industry certifications, according to Theresa Axford, the district’s executive director of teaching and learning. She said district students earned almost 300 more certifications than last school year’s totals, bringing <Monroe /> COMPUTE$ prizes to $87,000 so far this year The program rewards students for earning certifications with cash prizes ranging from $50 to $500 depending on the difficulty of

the certification exam. In addition to the industry certification exam incentives, <Monroe /> COMPUTE$ awarded 29 students with $250 incentives for passing advanced placement computer science end-of-course exams.

“The grant for <Monroe /> COMPUTES is being increased to $145,000,” said John Padget, co-founder of the Golden Fleece Foundation. “Eager students should speak to their middle and high school teachers and get enrolled for the new school year.”

Funds may be used for certifications, training classes or classes and required materials for higher educational degrees. Applicants must be out of school for one year prior to application, as scholarships are designed to benefit returning students. Individuals currently attending full-time are not eligible, with the exception of previous BPW adult scholarship recipients.

eorge Buckley was surprised to go viral after retirement.

The scientist and researcher recently retired from his post as assistant director of the Sustainability and Environmental Management Program at Harvard University and has dedicated his recent years to environmental filmmaking and consulting. His March video on the urgency of the Sargassum seaweed problem has blown up online, shared on Facebook thousands of times by people in coastal communities, including the Keys.

While many longtime locals simply pinch their noses when driving by the beaches flooded with stinky Sargassum, Buckley says that the problem is serious, and it’s not going anywhere unless we do something.

“This is an international biological problem — and everyone is behind the ball,” he said. Buckley has spent ample time in the Keys and, more recently, investigated the Sargassum blooms around small Caribbean islands — in particular Bonaire, where the video was filmed. We caught up with the scientist to understand how serious the Sargassum problem is — and, most importantly, what we can do about it.

How did this project go viral?

I work with Hendrik Wuyts, a Belgian filmmaker, based in Bonaire. It’s been so interesting to watch, in 90 days or so, how the video spread like wildfire, and so has talk about the issue. People have contacted me from islands all over the Caribbean.

One thing I keep saying to those who suffer the worst is: “It’s not your fault.”

What do you mean by “it’s not your fault?”

The problem I’ve seen overall is that is the worst of it is in the places that are least able to deal with it. Collecting it or trucking it from small islands is all but impossible, and the solutions are few and far between. They’ve been selling these boom systems that have proven to be expensive and not so worth it. (Key West is planning to try a boom system off the southernmost end of Duval Street.)

It’s not the people living in the Keys; it’s us living in the middle and the southeast of the U.S. People destroying the forests, industries increasing the runoff. I’ve been battling environmental groups, because they focus on the ocean, and the problems in the ocean are coming from the land. Down in Brazil, the environmental laws are not being enforced with the current president, and the toxic runoff from the big rivers down there is terrible. Combine that with the constant dribble of waste from the U.S., and we have millions of cubic meters of runoff, heavily laden with pollutants and nutrients, running into the Gulf and the Caribbean.

So is runoff the primary factor in the increased Sargassum bloom?

I say the Gulf and Caribbean are “running a slight fever.” The runoff increase and the temperature increase are the big ones. And the increase in CO2.

Why does this type of seaweed create such a noxious smell? Is it just rotting?

The Sargasso Sea is a critical biological entity (the part of the Atlantic where seaweed is plentiful and the water is largely calm), and green turtles spend much of their lives there.

Sargassum seaweed is healthy stuff, in terms of its makeup; young sea turtles and fish live in it.

The problem now is that it’s crept up on people, and it came back and came back and came back. Once it starts to rot, it’s wretched.

It traps everything below it, young sea turtles, fish, and clams. The smell is essentially the rot of the seaweed itself and the associated biota — dead snails, shrimp, small sea creatures.

This is extremely serious for those impacted.

My friends in the Caribbean that live near landfills — they are literally praying to God for the wind to change direction. They are talking about moving. Tourists won’t wade onto those beaches.

So… what can we do?

I’ve got a former student who is in China who is interested in collecting it in used freighters at sea. Once it’s onshore, there’s damage to the shoreline when collecting it. If collected offshore, it has huge value: grinding up as pellets for fish farming, compost, and it has great food value. The key would be collecting it offshore, dehydrating it, shredding it and taking it to another facility that could deal with it.

We’ve got hundreds of metric tons a week, and it’s potentially a valuable substance. Lots of times, they are feeding fish on fish farms smaller or ground-up fish, and it doesn’t make sense. Sargassum could be a partial solution to a lot of that.

We need someone to market it. I was part of a project with one of the top growers of tilapia, and in the ’70s, we couldn’t figure out how to give it away. Now people eat it for breakfast.

So it has everything to do with marketing. Can Sargassum be the new tilapia story?

But not all of us can buy freighters and harvest it. What can individuals do?

I’d contact every congressman in America, and not get the environmental laws just enforced but increased. You can call it one of the worst algae blooms in the history of mankind on earth.

Will it get worse before it gets better?

It depends on the temperature of the water and the amount of runoff that happens. If the winter has really bad rains, there will be more runoff and it will get worse; if we have less rain, it would probably abate a bit.

If we don’t act quickly, what are the ultimate big threats?

Once it gets into the mangroves, it could strangle them, which is the equivalent of losing the salt marshes. Washed up on the beach, it’s clogging pipes and marinas and creating an economic problem — it’s sending tourists scattering. I also worry about the shallow water corals, and the Keys have been doing such good work there.

waths of rotting sargassum are piling the shores near and far from the Keys to the Caribbean.

And while Islamorada isn’t the only area dealing with the statewide and international problem, the village is seeking a comprehensive approach to address the stench and amassing of seaweed on beaches.

“We’re having an issue, but we’re not alone,” said Mayor Deb Gillis. “We need to try to get something done locally. Many of those seaweed beaches are also turtle beaches, so we have to protect the turtles.”

Sargassum is a type of algae that floats in an island-like mass that can stretch miles across the ocean. This floating habitat serves as a food source for fish, marine birds and sea turtles.

It also serves as a primary nursery for a variety of commercially important fishes.

Too much seaweed, however, can smother corals and seagrass. And it ultimately ends up on beaches, releasing gas that smells like rotten eggs.

Scientists have called this year’s bloom the Great Atlantic Sargassum Belt, spanning 5,500 miles and made up of over 20 million tons of biomass. What’s been a naturally-occurring phenomenon has now exponentially exacerbated with a perfect storm of conditions — nutrient loading, right water temperatures and the right current.

Village Manager Seth Lawless said village staff is researching how other municipalities are handling the stinky seaweed along the shores and cleaning at turtle beaches. Nesting season began in April and goes through October. Lawless said village representatives went to Robert Moser’s Lower Matecumbe residence to examine the extent of the problem.

“Maybe we can start a trial project where we locate the nests and invite a monitor out to watch the activity and do a 100-foot stretch and see how it goes,” Lawless said. “Maybe with identification of nests and somebody out there watching nests to make sure they don’t get run over, maybe we can recommend changes to the ordinance.”

Turtle beaches have protection per a village law. Mechanical cleaning devices can’t penetrate the beach substrate by more than 2 inches. In addition, lightweight motorized vehicles are to be used for beach-cleaning operations.

“We need to take a look and make sure that any ordinances and regulations we have are updated, because there may be some equipment that can be used that we may be restricting,” said Councilman Ken Davis.

Moser, who’s a Lower Matecumbe Beach Association member, recommended the Near Shore Water Committee take on the issue.

“Our use and enjoyment are diminished; you can’t swim off your home where we used to get in water and swim out,” Moser said.

Village Attorney Roget Bryan said there’s going to be some modification to how the village has historically handled seaweed and protected turtle nesting habitat with a common-sense approach.

“There are some potentially negative effects from all the sargassum coming in, de-oxygenation of water, de-oxygenation of canal basins and of course stench on the beaches,” he said.

Vice Mayor Mike Forster said it might be good to engage with the Florida League of Cities on the matter.

n a much-anticipated Florida Keys National Marine Sanctuary Advisory Council meeting in Marathon on Aug. 20, the National Oceanic and Atmospheric Administration and the Office of National Marine Sanctuaries presented an extensive proposal to preserve and steward our fragile marine environments. The Draft Environmental Impact Statement, better known as the “Restoration Blueprint,” focuses on three areas of suggested change: management, zoning, and restoration.

Sarah Fangman, sanctuary superintendent, prefaced the four “alternatives” contained within the blueprint by reminding everyone that while no one perfect solution exists, a collaborative solution would emerge from the process.

Alternative 1, the “status quo” action, allows for no additional actions to be taken in terms of regulations or management. Fangman said this alternative does not guarantee that marine resources will remain “status quo,” just that sanctuary management plans will.

Alternatives 2, 3, and 4 each, to varying degrees, would: (1) expand the sanctuary boundaries, (2) update sanctuary-wide regulations, (3) modify existing and create new marine zones, (4) update marine zone-specific regulations, and (5) revise the sanctuary management plan.

Fangman noted, “I think we can all agree that our way of life and our economy are all tied to our ocean resources.

I suspect we will start to disagree on exactly what we need to do to make those ecosystems more healthy. That said, we must work together and we must take steps to address this.”

Andy Bruckner, a research coordinator with the sanctuary, presented

the environmental consequences, both biological and physical, of Alternative 3.

Bruckner emphasized how the proposed regulations and actions were intended to minimize physical impact and allow for species populations and biodiversity to rebound within protected areas and “spill-over” to benefit fishing and other areas.

Beth Dieveney, a policy analyst with the sanctuary presented the sanctuary’s Regulatory and Marine Zone Preferred Alternative. Known as “Alternative 3,” it is neither the most nor least restrictive.

The next steps in the process will be SAC and public comment, state partner coordination, and Agency and Fishery Management Council consultations.

These will result in a final environmental impact statement and public comment, and finally with revised rules and zones.

NOAA and the sanctuary continue to invite public comment to ensure the proposal can meet as many needs as possible while still effectively stewarding marine resources.

NOAA and sanctuary staff recognized their many partners in the effort, including SAC members and their constituents.

In the years leading up to the blueprint’s release, public meetings have been held in hopes of capturing and addressing advisory council and community concerns.

Fangman thanked everyone for their willingness to participate in those talks.

“I hope that you see your voices and fingerprints in what we present to you today and that you hear what you’ve contributed in this process,” she said, adding that she hoped they remain engaged and active in voicing their concerns now that the blueprint had been shared.”

Alternative 3 (sanctuary preferred) - expand sanctuary boundaries to include Tortugas; update 4 existing sanctuary-wide regulations and propose 4 new; propose new marine zones (including WMAs, SPAs, and CAs); eliminating exceptions to and updating existing marine zone regulations (more protective than Alternatives 1 and 2); and proposing a new management plan (same as Alternative 2).

Alternative 4 - expand sanctuary boundaries to include Tortugas and Pulley Ridge; update 4 existing sanctuary-wide regulations and propose 4 new; propose new marine zones (including WMAs, SPAs, and CAs); eliminating exceptions to and updating existing marine zone regulations (more protective than Alternatives 1, 2, and 3); and proposing a new management plan (same as Alternative 2).

SAC member Will Benson, whose constituents include many fishermen, voices his concerns about unclear wording in the proposal and asks for clarification. The new plan could include changes to zoning, no-wake zones, and trolling areas which would affect fishermen.

Congresswoman Debbie Mucarsel-Powell stopped by the SAC meeting and NOAA Restoration Blueprint presentation to offer her support in any way she can and to encourage her constituents to participate in the process.

The Florida Department of Economic Opportunity (DEO) announced the extension of the deadline for local governments in communities affected

by Hurricane Irma to apply for grant funding through the $75 million Rebuild Florida Voluntary Home Buyout Program. The state has allocated $10 million to the Keys for the program.

The application deadline for the county to submit the application to the DEO was extended to Oct. 1. Interested homeowners must notify the county prior to Sept. 23 to be included in the application.

Grant funds will allow the government to purchase homes damaged by Hurricane Irma from willing homeowners in high-risk flood areas at the preHurricane Irma fair market value for both the land and the structure. Priority properties are located in low- and moderate-income areas. Any existing structures will be demolished, and the property will be used for permanent open space, conservation, recreation or stormwater management systems in perpetuity.

As of Aug. 19, unincorporated Monroe County received 41 applications. The City of Marathon and Village of Islamorada are also participating in the program.

or those living in the Keys, it’s nearly impossible to avoid coming across a shirt or a brochure with a “Promotions Guy” logo.

The “guy” behind the business may be slightly less well-known, though not by much. Meet Ryan Schraffenberger, the “big ideas expert” behind the operation.

Originally from Royal Oak, Michigan, Schraffenberger moved to Marathon in 2010. Today, he runs Promotions Guy to offer everything from printing services to websites and marketing assistance. The company has not only sponsored the Best of Marathon Awards in recent years, but has also taken on the Bubba Awards in Key West. “We like to help other businesses grow, so we work for everybody,” he said, and when he says “everybody,” he truly means it. Through Promotions Guy, Ryan is a member of seven different chambers of commerce, and the company also has an office in Michigan, where he spends a good amount of time.

In addition to an omnipresent business, Ryan makes time for his own family here in Marathon: his wife Julie and 3-year-old daughter Georgia.

As if a family and business with two locations wasn’t enough to keep up with, however, he also has a heavy involvement with local organizations.

“Pretty much anything anybody asks for, I throw my hand up and do it.” He leads the church band at Kirk of the Keys Church as a guitarist and vocalist, is involved with the Marathon Rotary Club, and even served a two-year term on the Key Colony Beach city council.

What is your favorite and least favorite thing about Marathon? Oh man … my favorite thing about Marathon would be the people. My least favorite thing? The people.

If you could have dinner with any person living or dead, who would it be? John Bartus. I think he’s just an awesome performer. How he shows up every day, I think it’s wild.

What’s the weirdest app you have on your phone? I don’t know, none of them are weird!

I’m embarrassed that there’s not something ridiculous on here.
