onroe County Administrator Roman Gastesi has made it clear that he would like to commit five more years to Monroe County before retirement. The county commission has approved Gastesi’s terms, and he’ll have that opportunity.

The county voted 3-2 to renew his contract through Oct. 18, 2024 (originally set to expire May 11, 2020) with county Mayor Sylvia Murphy and Commissioner Danny Kolhage dissenting.

Gastesi started with Monroe County in May 2008 after serving as regional director of South Florida Water Management District for five years and various positions at Miami-Dade County for 15 years. While a resident commented that Mr. Gastesi has sought other employment at Ocean Reef, questioning his commitment, the commission corrected that Ocean Reef had approached Mr. Gastesi about employment.

“Anyone who doesn’t investigate opportunities like that is crazy,” said County Mayor Sylvia Murphy flatly. The majority of the commission voiced their support of Gastesi.

“I think our county is getting more than their money’s worth from our team under your leadership,” said Commissioner Heather Carruthers to Gastesi, “I think we are in good hands.”

Carruthers did say that she

thinks Gastesi’s contract should mirror other county employees in terms of sick days and personal days. Gastesi concurred and said that amendment would be made.

The primary sticking point?

Gastesi will also be allowed to cash in $219,912.30 of unused sick and vacation hours at an hourly rate of $106.65, effective Aug. 22. This is nearly the amount of his annual salary: $222,249.84. Commissioner Danny Kolhage said this kind of payout was “not within our policy” and requested the clerk not pay out hours that weren’t properly recorded. He also made a motion to equitably allow all county employees to cash out unused sick time, invalidating the “use it or lose it” system now in place. No one seconded the motion.

Commissioner David Rice applauded Gastesi’s ability to hire well and commented on the county staff’s excellent performance under his tutelage. He also mentioned upcoming challenges the county will face: the period during Gastesi’s contract extension will mark the end of ROGO, issues of sustainability and “things we haven’t even anticipated.”

Having been given the green light for five more years, Gastesi plans to move into the Florida Retirement System’s Deferred Retirement Options Program (DROP), a pension plan where he can continue to work while his earned pension is deposited into a savings account for up to five years. His new contract regarding leave and sick days will be consistent with the employee policy manual going forward.

Marathon City Manager Chuck Lindsey said “Roman Gastesi has been a pleasure to work with—he’s been great for Marathon.” Marathon—and the rest of Monroe County—will have five more years to come.

his week, the conversation about the Mall on Duval threatened to escalate to a brawl on Duval, as restaurateurs and shopkeepers on both sides of the issue adamantly argued their cases to the city commission on Aug. 20. Supporters wore T-shirts declaring “I love the Mall on Duval,” while detractors wore buttons declaring their dissent.

On Aug. 19, the conversation escalated when the law firm Fischer & Sauls sent the city commission a letter, representing “a group of business owners and tenants located on Duval Street” which “strongly objects to the continuation of Mall on Duval.” The letter states that “the members of the group have agreed to combine their collective resources to strongly oppose the continuation of the initiative.”

The letter claims that Mall on Duval is an invalid and illegal use of a publicly dedicated street. It claims that property owners of lots on either side of the street hold title to the center of

the street as well, making it illegal for the city to close the street as it has during Mall on Duval.

While the firm’s clients remained unidentified, a number of business owners, property owners and tenants criticized the Mall on Duval at the Aug. 20 meeting.

Owners of Zazoo, Wyland Galleries and Key West Gallery claimed that the Mall on Duval had hurt their sales. Jay and Amber Shaffer from Wyland said extending the pilot through February would be “pretty disastrous for us.” The chorus of gallery owners echoed the same concerns: that while they would be in favor of beautification projects for Duval Street, the “mall” was directing pedestrian traffic away from their stores.

Restaurateurs and bar owners, too, spoke in objection: Daniel Dingeman of Mangoes said Mall on Duval is not working and argued that there is a confusion between beautification and a public pedestrian mall. He conducted an informal poll of businesses and stated that of 64 businesses in the 500-700 blocks, 40 say it’s hurting their businesses. Rick’s and Sloppy Joe’s proprietor Mark Rossi brought photos of a missing light post, a pothole, and full trashcans, and asked the commission to spend money in more substantive ways for beautification rather than street closings.

While loud, the dissenters were nonetheless in the minority of public speakers. Representatives from Life is Good, Tucker’s Provisions, 801 Bourbon and Bourbon Street Pub applauded the pilot program. Ed Russo of The Green Pineapple praised how many locals have returned to Duval during the mall, calling it “the place to be,” and he described it as a way to ward off urban decay.

Maureen Johnston of Willie T’s spoke in favor of the program, despite not seeing a marked increase in revenue; she said that it “promotes the positive image of Key West and its unique eclectic charm.”

Bill Lay of La Trattoria said he has had a 10% increase in business. Not only that, but the businesses have worked together.

He cited naysayers saying that his clientele would clash with the loud music and atmosphere at Willie T’s, but it has worked harmoniously.

“This island is made of people that say ‘we can,’” said Lay. The commission, too, was split between sympathies for business owners expressing hardship (that they attributed to Mall on Duval), and the desire to keep momentum of the largely popular downtown revitalization project. Commissioner Clayton Lopez said: “Putting out tables and chairs does not a mall make.”

Commissioners Mary Lou Hoover and Gregory Davila expressed concern for the businesses reporting a struggle during the mall and admitted other constituents had praised the program.

Commissioner Jimmy Weekley and Mayor Teri Johnston reminded the public that there were meetings on Mall on Duval every Wednesday, offering the opportunity to opponents to come and speak to forge a compromise. No opponents have attended thus far, said Weekley. Commissioner Samuel Kaufman suggested a formal survey of business owners, not conducted by supporters or detractors of Mall on Duval, but by city staff.

The final words before the vote were from Johnston.

“It’s trying to make a better experience on a street that we can all admit is well-worn at this point,” she said, citing dedicated staff, fire, police, code, planning and legal personnel who have listened to concerned business owners and citizens. She also said that modifications like moving tables to the center of the street and forcing foot traffic back onto the sidewalk are all within the realm of reason.

“We don’t want it to be negative for anybody, but we want to be realistic … and I guess what we are trying to do here is figure out if it is more positive than it is negative.” The commission ultimately agreed that it was more positive, compromising and amending the resolution to extend the pilot through November rather than February.

“You either grow or you die,” said the mayor. The commission voted 4-3 in favor, with Hoover, Lopez and Billy Wardlow dissenting.

There had been no additional correspondence from the law firm of Fischer & Sauls at print.

• You’ve probably heard the phrase, “If you see or hear something, say something.” It’s an important message for our children and for all of us alike. If you ever see or hear anything that doesn’t seem quite right, especially if it pertains to weapons, threats or violence always contact a law enforcement officer.

he so-called straw ban has been hotly debated nationally and locally in recent months. An Aug. 20 piece in The Atlantic

by Annie Lowrey noted, “paper straws put the lie to the belief that we can consume our way out of the problems created by consumerism.” Advocates for Americans with disabilities also have argued that paper straws are a poor and flimsy substitute for plastic.

Nonetheless, the city commission voted 7-0 in favor of moving ahead with Key West’s single-use straw ban.

Locals turned out at the Aug. 20 commission meeting in favor of the environmentallyminded ban. Business owner and Reef Relief board member Ed Russo said it was symbolic, because straws aren’t enough.

“We’re a small island but can have a great impact,” Russo said.

Volunteer coordinator Julie Brown spoke on behalf of Surfrider Foundation, a nonprofit that advocates for sustainability and clean oceans, and she asked that all types of plastic materials be included in the language of the ban and offered to assist to be sure it was a success.

Assistant City Attorney Ron Ramsingh brought up the legal concerns from Americans with disabilities and noted that the language of the ordinance of-

fered exemptions for hospitals and schools.

“That’s a consistent theme in other cities,” said Ramsingh.

Commissioner Greg Davila noted that the current language of the ordinance made it illegal to be in possession of — not just to sell — a plastic straw.

“In 2020, we would legally be allowed to possess an assault rifle, legally allowed to possess marijuana, but not to possess a plastic straw,” he said.

The commission moved to make changes to the ordinance for the second reading, including striking language making possession of a plastic straw illegal. The second reading — if no commissioners jump ship — will make the ordinance banning straws effective in 2020.

Key West has led the charge on this environmental issue, recently ordering staff to write up language for an ordinance banning single-use plastics including plastic bags.

SARGASSUM STRUGGLES Village talks impacts, steps to address

waths of rotting sargassum are piling the shores near and far from the Keys to the Caribbean.

And while Islamorada isn’t the only area dealing with the statewide and international problem, the village is seeking a comprehensive approach to address the stench and amassing of seaweed on beaches.

“We’re having an issue, but we’re not alone,” said Mayor Deb Gillis. “We need to try to get something done locally. Many of those seaweed beaches are also turtle beaches, so we have to protect the turtles.”

Sargassum is a type of algae that floats in an island-like mass that can stretch miles across the ocean. This floating habitat serves as a food source for fish, marine birds and sea turtles.

It also serves as a primary nursery for a variety of commercially important fishes.

Too much seaweed, however, can smother corals and seagrass. And it ultimately ends up on beaches, releasing gas that smells like rotten eggs.

Scientists have called this year’s bloom the Great Atlantic Sargassum Belt, spanning 5,500 miles and made up of over 20 million tons of biomass. What’s been a naturally-occurring phenomenon has now exponentially exacerbated with a perfect storm of conditions — nutrient loading, right water temperatures and the right current.

Village Manager Seth Lawless said village staff is researching how other municipalities are handling the stinky seaweed along the shores and cleaning at turtle beaches. Nesting season began in April and goes through October. Lawless said village representatives went to Robert Moser’s Lower Matecumbe residence to examine the extent of the problem.

“Maybe we can start a trial project where we locate the nests and invite a monitor out to watch the activity and do a 100-foot stretch and see how it goes,” Lawless said. “Maybe with identification of nests and somebody out there watching nests to make sure they don’t get run over, maybe we can recommend changes to the ordinance.”

Turtle beaches have protection per a village law. Mechanical cleaning devices can’t penetrate the beach substrate by more than 2 inches. In addition, lightweight motorized vehicles are to be used for beach-cleaning operations.

“We need to take a look and make sure that any ordinances and regulations we have are updated, because there may be some equipment that can be used that we may be restricting,” said Councilman Ken Davis.

Moser, who’s a Lower Matecumbe Beach Association member, recommended the Near Shore Water Committee take on the issue.

“Our use and enjoyment are diminished; you can’t swim off your home where we used to get in water and swim out,” Moser said.

Village Attorney Roget Bryan said there’s going to be some modification to how the village has historically handled seaweed and protected turtle nesting habitat with a common-sense approach.

“There are some potentially negative effects from all the sargassum coming in, de-oxygenation of water, de-oxygenation of canal basins and of course stench on the beaches,” he said.

Vice Mayor Mike Forster said it might be good to engage with the Florida League of Cities on the matter.

eorge Buckley was surprised to go viral after retirement.

The scientist and researcher recently retired from his post as assistant director of the Sustainability and Environmental Management Program at Harvard University and has dedicated his recent years to environmental filmmaking and consulting. His March video on the urgency of the Sargassum seaweed problem has blown up online, shared on Facebook thousands of times by people in coastal communities, including the Keys.

While many longtime locals simply pinch their noses when driving by the beaches flooded with stinky Sargassum, Buckley says that the problem is serious, and it’s not going anywhere unless we do something.

“This is an international biological problem — and everyone is behind the ball,” he said. Buckley has spent ample time in the Keys and, more recently, investigated the Sargassum blooms around small Caribbean islands — in particular Bonaire, where the video was filmed. We caught up with the scientist to understand how serious the Sargassum problem is — and, most importantly, what we can do about it.

How did this project go viral?

I work with Hendrik Wuyts, a Belgian filmmaker, based in Bonaire. It’s been so interesting to watch, in 90 days or so, how the video spread like wildfire, and so has talk about the issue. People have contacted me from islands all over the Caribbean.

One thing I keep saying to those who suffer the worst is: “It’s not your fault.”

What do you mean by “it’s not your fault?”

The problem I’ve seen overall is that is the worst of it is in the places that are least able to deal with it. Collecting it or trucking it from small islands is all but impossible, and the solutions are few and far between. They’ve been selling these boom systems that have proven to be expensive and not so worth it. (Key West is planning to try a boom system off the southernmost end of Duval Street.)

It’s not the people living in the Keys; it’s us living in the middle and the southeast of the U.S. People destroying the forests, industries increasing the runoff. I’ve been battling environmental groups, because they focus on the ocean, and the problems in the ocean are coming from the land. Down in Brazil, the environmental laws are not being enforced with the current president, and the toxic runoff from the big rivers down there is terrible. Combine that with the constant dribble of waste from the U.S., and we have millions of cubic meters of runoff, heavily laden with pollutants and nutrients, running into the Gulf and the Caribbean.

So is runoff the primary factor in the increased Sargassum bloom?

I say the Gulf and Caribbean are “running a slight fever.” The runoff increase and the temperature increase are the big ones. And the increase in CO2.

Why does this type of seaweed create such a noxious smell? Is it just rotting?

The Sargasso Sea is a critical biological entity (the part of the Atlantic where seaweed is plentiful and the water is largely calm), and green turtles spend much of their lives there.

Sargassum seaweed is healthy stuff, in terms of its makeup; young sea turtles and fish live in it.

The problem now is that it’s crept up on people, and it came back and came back and came back. Once it starts to rot, it’s wretched.

It traps everything below it, young sea turtles, fish, and clams. The smell is essentially the rot of the seaweed itself and the associated biota — dead snails, shrimp, small sea creatures.

This is extremely serious for those impacted.

My friends in the Caribbean that live near landfills — they are literally praying to God for the wind to change direction. They are talking about moving. Tourists won’t wade onto those beaches.

So… what can we do?

I’ve got a former student who is in China who is interested in collecting it in used freighters at sea. Once it’s onshore, there’s damage to the shoreline when collecting it. If collected offshore, it has huge value: grinding up as pellets for fish farming, compost, and it has great food value. The key would be collecting it offshore, dehydrating it, shredding it and taking it to another facility that could deal with it.

We’ve got hundreds of metric tons a week, and it’s potentially a valuable substance. Lots of times, they are feeding fish on fish farms smaller or ground-up fish, and it doesn’t make sense. Sargassum could be a partial solution to a lot of that.

We need someone to market it. I was part of a project with one of the top growers of tilapia, and in the ’70s, we couldn’t figure out how to give it away. Now people eat it for breakfast.

So it has everything to do with marketing. Can Sargassum be the new tilapia story?

But not all of us can buy freighters and harvest it. What can individuals do?

I’d contact every congressman in America, and not get the environmental laws just enforced but increased. You can call it one of the worst algae blooms in the history of mankind on earth.

Will it get worse before it gets better?

It depends on the temperature of the water and the amount of runoff that happens. If the winter has really bad rains, there will be more runoff and it will get worse; if we have less rain, it would probably abate a bit.

If we don’t act quickly, what are the ultimate big threats?

Once it gets into the mangroves, it could strangle them, which is the equivalent of losing the salt marshes. Washed up on the beach, it’s clogging pipes and marinas and creating an economic problem — it’s sending tourists scattering. I also worry about the shallow water corals, and the Keys have been doing such good work there.

WORKFORCE HOUSING ONGOING ISSUE COUNTY CONSIDERS STOCK ISLAND PROJECT

here were several high-stakes conversations about workforce housing at the Aug. 21 county commission meeting. The Evergreen study on employee compensation and cost of living was presented, prompting comments from commissioners Heather Carruthers and Michelle Coldiron about how the Keys are becoming a vacation home buyer’s market rather than a full-time resident market. The commission is eyeing a larger study on cost of living in order to move ahead with workforce housing projects on their agenda. This primed the commission for the two key items to come: affordable housing on Sugarloaf and Stock Island.

The 2.81 acres on Sugarloaf were up for development into 20 affordable housing units. The project proposed by the school board would charge rent on an income base. Commissioner David Rice and County Mayor Sylvia Murphy queried about the exact projected cost of rents.

While he was unable to set a number, school board member Andy Griffiths fielded the question.

“Right now the average employee uses about half their income for housing … and if we could lower that to a third of their income, it’s the goal,” said Griffiths.

He said that they envision a new teacher making $48,000 a year to be offered housing at $16,000 a year, making it

feasible for school district employees. The commission voted in favor and the project will move ahead.

The final affordable housing item, and undoubtedly the most hotly contested, was regarding workforce housing on Stock Island, the Wreckers Cay apartments. The Miami company Integra bought three parcels of land — Tropic Palms, Water’s Edge and Snead Property, all of which have previously been used as mobile home parks. Integra is now proposing combining those three properties into the Wrecker’s Cay development.

Residents of those mobile home parks have vocally opposed being displaced after the purchase of the land, posting videos online pleading their case.

Speakers, including a representative of Roy’s Trailer Park on Stock Island, spoke of the problem of increased traffic in the area.

Dissenters seek to stop the planning early on, as this hearing is only the first step in the process. In order to move forward with adopting a plan for development, the county must including adopting exemptions for density requirements and fewer off-street parking places. The income levels applicable for the housing development were not included in staff’s report, much to the frustration of commissioners Danny Kolhage and Heather Carruthers.

The big point of debate? The requested density increase in units — from 40 units per acre to 80 per acre — that the commission must approve to move forward. Kolhage said it’s a “serious step” to set the precedent that it’s okay to “double up density” of the units up and down the Keys in the name of affordable housing. They are asking for 279 units total to be approved. Locals like Hogfish owner Bobby Mongelli argued for the density increase because of the strength of the plans and the large space. Hemingway House CEO Michael Morawski also applauded the developers for not going the highest-earning route, but rather trying to make an affordable housing project work.

Sheriff Rick Ramsay also spoke in support of the project.

Bart Smith, attorney for Wreckers Cay, argued that using workforce housing permits for low-middle (as opposed to very low) housing would allow families with two teacher incomes, public defenders, and other low-middle income jobs to rent there. Commissioner David Rice discussed the problem of the economics of these projects, requiring developers to build higher density units or sell units with transient rental licenses in order to recoup their cost. The parcels in this case cost over $13 million.

The commission had still not gone to vote as of press time.

Mote Marine Laboratory and Aquarium has hosted its annual Staghorn Restoration Project with SCUBAnauts International and the Combat Wounded Veteran Challenge (CWVC) since 2010. Mote researchers study coral resilience and restoration. SCUBAnauts introduce teens to scientific SCUBA diving and leadership skills, enabling them to become tomorrow’s environmental and science leaders. The Combat Wounded Veteran Challenge helps wounded veterans realize their potential for the benefit of all through education, rehabilitation, research and innovations.

Each year, the three organizations collaborate for a week of coral restoration and research collaboration in the Lower Keys. Mote’s top scientists train the students and veterans to tend to corals in Mote’s offshore coral nursery and outplant corals. SCUBAnauts and veterans gain valuable experience assisting with scientific research and find inspiration working with each other.

“What we’re doing is bringing together the next generation of marine scientists and divers and combat veterans,” said Michael Crosby, Mote’s president and CEO. Over the week, divers from all three organizations conduct disease surveys, maintain corals in Mote’s nursery, and outplant corals onto local reefs.

The project is very special to Crosby, whose dad and two brothers served. “It’s beautiful to bring together all these different parties for coral restoration. It’s one of the most incredible things I’ve ever been a part of.” he said. “Combat-wounded veterans are often looking for a new mission in life, and we want to give back to them. The youth will be the ones who inherit these reefs, and they need to understand how important they are.

So, through this project, we all work together and contribute to bringing coral reefs back from the brink of functional disaster.”

After surfacing from a dive in Mote’s coral nursery, Lt. Thomas Faulkenberry, USCG, is all smiles. “For me, being in the water gets me rhythmically breathing. It’s very therapeutic and very healthy for me.”

Lt Col. Andrew Lourake, USAF, an above-knee amputee, agrees. “Diving is therapy for me in life. When I’m diving, my mind doesn’t notice its phantom pain.”

Both men have participated in the challenge for a few years and love the fact that they can do so much good through this unique partnership. They hug the kids who’ve also returned from previous summers like old friends, bragging about how great they are as people and how skilled they are as divers. Lourake expands on the added emotional benefit of the collaboration: “We want to protect this way of life and these kids. That’s why I went to war. It’s wonderful to have this chance to interact with them to restore the reef.”

The student divers are AAUS trained, so they qualify as scientific divers and the data they collect can be used by research institutions like Mote.

The students gain access to cuttingedge research, like the effort to understand stony coral tissue loss disease, the mysterious coral disease currently ravaging the Keys. SCUBAnaut Emma Paliotta, 15, of Sarasota describes her disease survey: “We found huge corals that took hundreds of years to develop, all full of disease. It’s really disheartening that something that took so long to grow can degrade so fast.”

SCUBAnaut adult leader Shaian Blanc, 20, who has been part of the Mote-SCUBAnauts-CWVC collaboration for six years, provides a little more background. “First, it was climate change threatening the corals. Then it was Hurricane Irma. This year, it’s the coral disease. It’s saddening. We all need to do more to save our reefs.”

Crosby echoes this sentiment. He said Florida’s reefs create 72,000 jobs, increase biodiversity, support the culture of the Keys, and act as a natural barrier for the Keys. He recalls seeing 50% to 60% coral cover as a boy growing up in the Keys. Then, he accesses the current decline:

“We’re at 6% now and facing a terrible disease. We’re about to lose the rainforests of the sea.” Rather than become complacent or hopeless, Crosby, the scientists at Mote, the SCUBAnauts, and the CWVC collaborate every year to restore the reefs and to inspire each other. “You don’t have to be a rocket scientist to know that the reefs are functionally extinct,” Crosby said. “But, you can be part of this story and turn it around. This project is special: We plant 500 corals in one day.

One day, multiplied by 365 days a year, multiplied by 10 years. In 10 years, we can bring this back and increase coral cover.”

He concludes with a plea, “To save Earth, we must save the oceans first.

Get connected and get involved in restoring these coral reefs.”

ey West became less isolated on Aug. 21, 1867 when the island’s mayor, E.O. Gwynn, was able to send a telegraph cable to the Spanish governor of Cuba, Captain General Joaquin del Manzano in Havana.

The underwater cable that now linked the two islands provided Key West with its first direct conduit to the outside world.

The cable was produced by the India Rubber, Gutta Percha Telegraph Works Company of England and shipped to the West Indies aboard the CS Narva. The 1,200-ton schooner was charted by the International Ocean Telegraph Company and fitted as a cable ship able to lay the 102 nautical miles of cable necessary to connect Key West to Cuba.

The land based portion of the cable was fitted at Key West on Aug. 3, 1867. The land based portion of the cable was fitted at Moro, Cuba on Aug. 5. Three support ships accompanied the CS Narva, the Tahoma, the lighthouse steamer Fountain, and the Spanish war steamer Francisco de Asis as the cable was slipped beneath the Atlantic waters between the two countries. The first cable was exchanged on Aug. 21.

A

s federal protections for animals see further cuts from the Trump administration, a beloved local species may be the first to feel the aftershocks. The U.S. Fish and Wildlife Service (USFWS) announced last week that considerations are underway possibly to remove Key deer from the Endangered Species List.

The current plan includes Key deer on the “National Downlisting and Delisting Workplan,” a three-year process that comprises scientific studies on population, habitats, threats and the health of the herd; a petition to delist (if that decision is made in light of the information gathered); a 60-day period for public comment and review; and a final vote.

Ken Warrens, spokesperson for USFWS South Florida, said there is still opportunity for public engagement before the agency would consider moving forward with a delisting. The agency plans to update the existing Species Status Assessment, “a documented collection of all related science for a given species.” If that information leads to a delisting petition, there would be time for feedback. “We want to make sure the people who care about the species are able to comment,” said Warren.

KEY DEER FALLOUT FROM ESA CHANGES But what do “downlisting” and “delisting” mean? Downlisting demotes a species from “endangered” to “threatened,” a lower level of federal protection. Delisting wholly eliminates a species’ endangered status.

On paper, the intent of delisting/downlisting is to ensure a majority of resources are streamed to the most critically threatened populations. Unfortunately, there is a finite amount of federal funding allocated for conservation, which requires prioritization.

The structure of the evaluation process is crumbling, though, under increasing budget cuts and the revision of the criteria.

The National Key Deer Refuge, an 8,542-acre preserve on Big Pine Key and No Name Key, and the only home in the world to Key deer, received notice on July 30 that Key deer would be included on the threeyear plan. Less than two weeks later, on Aug. 12, the federal government announced critical changes to the application of the Endangered Species Act, making it easier to remove species from the list.

One change allows decisive power based on economic factors, meaning that habitats with lower revenues may find themselves on the chopping block based as much on fiduciary merit as on scientific or biological

factors. Another critical change eliminates climate change as a factor in determining a species’ threat level. For a species that is entirely contained on a tiny speck of rock in the vast ocean though, the threat of encroaching waters, higher tides, beach erosion and increasingly dangerous storms is very real.

Unfortunately, a “three-year plan” doesn’t mean that the clock starts today and runs through 2022. 2019 is simply the date of the “proposed rule,” or the year that it was publicly listed in the Federal Register. For Key deer, the final decision is slated for fiscal year 2020. At that point the proposal will either pass or be withdrawn (based partially on public comment and review). If it passes, Key deer will be delisted, losing all protections that are engendered under the ESA. Those skinny gams and doe eyes shouldn’t fool anyone though — Key deer are fighters. The population has hung on, clinging to life despite the odds. The species was nearly obliterated in the 1930s to ’50s due to overhunting, but bounced back thanks to legislative protections. More recently, Key deer survived a devastating screwworm epidemic, a major hurricane and the constant onslaught of vehicular traffic on U.S. 1.

The resilience of a species can only go so far without human intervention, though.

If Key deer do lose their status, the onus will fall to citizens, volunteers and nonprofit groups, like Save Our Key Deer (SOKD), which was formed in 2016 by volunteers who worked with the U.S. Department of Agriculture to address the screwworm outbreak. The organization’s broader mission is “to advocate on behalf of the Florida Key deer population to ensure they receive ethical treatment and protection and to reduce human-caused illness, injury and death.” Even in the best circumstances, it’s a gargantuan task for a small organization to ensure the well-being of an entire species in perpetuity.

In a public statement released on Aug. 14, Valerie Preziosi, president of SOKD, denounced the latest ESA changes, citing the rhetoric on economic impact and climate change as “intentionally vague.”

“We should be noble enough to put survival of animal species over simple, selfish economic gain. In the Keys, this aspect seems trivial since other concerns have frozen land development expansion, the drastic loss of deer habitat has been well documented, and, if anything, the Key deer

habitat section of the Keys is experiencing an economic downfall unrelated to the deer.”

Preziosi sees the elimination of climate change as a qualifying factor for endangered status as equally detrimental. “‘Foreseeable future’ in the Keys means a much shorter time span than in a place like Arizona,” said Preziosi, “Our Key Deer were officially put on the Endangered Species list in 1967 and the major reason is linked to its very limited habitat range. And their habitat is shrinking.

The edges of the fresh water lenses are becoming more contaminated with sea water and even the foliage on the peripheral edges have changed to more salt-tolerant plants unsuitable for Key deer food.”

No doubt, the metrics are incongruous.

Whatever these latest studies reveal, Key deer have not crossed the finish line by any estimation. The removal of climate change and the addition of economic impact as deciding factors have falsely moved the finish line closer, allowing space for statistical shifts based on federal motivations, as opposed to quantifiable scientific research. It’s grading on a curve, at its most detrimental.

At this stage, individuals can still help steer the conversation by making their voices heard. Warrens encourages concerned citizens to present tangible observations, not just emotional appeals. “We need information that is scientific”, said Warrens, adding that Keys residents may want to share notes about traffic, habitat and other factors that are easily observed in their own backyards.

TOWN HALL FOCUSES ON ENVIRONMENT

W

hile the island was fighting rising rain waters and flooding, U.S. Rep. Debbie Mucarsel-Powell held a conference on Aug. 20 at the Eco Discovery Center to talk about environmental issues and Capitol Hill’s agenda. The rain didn’t sway concerned constituents but brought them out for her 5:30 p.m. address.

“It’s the biggest threat facing our livelihood, and this is the time to push certain legislation,” said Mucarsel-Powell in regards to environmental threats to South Florida.

Topics she touched upon included her concern about the Trump administration’s continual push for offshore drilling in Florida, and she stressed that the state needs to clarify an outright ban. Also, the congresswoman is looking at ways to find more tax incentives for those investing in renewable energy to reduce carbon footprint in South Florida.

Businesses that invest in new technology and alter practices would be a winwin. On a broader scale, the house has passed a bill to re-enter the Paris accord, but it is stalled in the Senate. MucarselPowell highlighted that the Everglades, thanks to federal legislation, will be receiving $200 million for restoration.

She intends to make that a recurring line item until the restoration is completed.

As vice chair of the Subcommittee on Water Resources & Environment, Mucarsel-Powell says we “need to think ahead” to preserve a greener water infrastructure. She regularly meets with groups like the Audubon Society, National Parks, and The Everglades Foundation but stresses it is up to state legislation to regulate the toxicity of local waters.

Islamorada resident Barry Wray of the Florida Keys Environmental Coalition brought to the audience’s attention a federal coral reef bill. It has the potential to help regulate nitrogen levels in Lake Okeechobee that affect water runoff into the reef. The water subcommittee is also streamlining FEMA practices to ensure bureaucracy doesn’t stop constituents from getting financial help after a catastrophe. As of Aug. 21, FEMA had reimbursed the county for 57% of Hur-

ricane Irma expenses, two years after the storm, and Mucarsel-Powell has been vocal in applying pressure to the agency.

Mucarsel-Powell noted she has been securing more investments for the Coast Guard to boost its infrastructure along shore areas like the Keys. And she was happy to announce NOAA will receive $33 million to help with the coral restoration. The congresswoman has been working with the marine sanctuary to be better involved and understand the particularities of the virus attacking our reef.

Also on topic was the issue of Key deer, in peril of being struck from the endangered species list (see full article, p.

24).

“I will be very vocal about any species on the endangered list,” said MucarselPowell. “But the deer have only been considered, not removed, so now it is up to residents to be vocal and organized to keep them safe.” Mucarsel-Powell blamed the Trump administration for wanting to acquire the land for its threat to remove the deer from the list.

The congresswomen also took questions concerning background checks for guns, Medicare for all, workforce housing and banning sunscreens and plastic straws. She stressed the house has already passed bills for universal background checks for guns, for lower health insurance premiums and prescription costs and for LGBTQ equality measures.

And recently, she has introduced a bill to ban harmful sunscreen ingredients oxybenzone and octinoxate in marine sanctuaries.

“The house has passed over 400 bills (many of them created with bipartisan approval), but they are waiting to be introduced to the Senate,” said MucarselPowell. A number of the bills are blocked

by Senate Majority Leader Mitch McConnell, who won’t allow them to the floor for a vote. If the 2020 election changes the Republican Senate stronghold (i.e., flips the majority), then there will be a potential flood of bills that could change many of these federal and local issues.

Fighting Irish H BRYAN BATES AT YOUR SERVICE

ospitality is in the blood for Bryan Bates. Now recognized as the face of the Marquesa Hotel, his family has owned and operated a restaurant and hotel in Rathdrum, Ireland since the late 1700s.

Should you find yourself in County Wicklow, at the eponymous Bates Restaurant, he recommends the centuries-tested fish and chips.

Military service is another family tradition for Bates. His father was an American Navy man and Bates served as an infantry soldier in the United States Army.

“It takes a really special individual to sacrifice his own life for the love of people he does not even know. I have a lot of respect for anybody that served,” said Bates. After two tours of duty, in Iraq and Afghanistan respectively, Bates made the move toward a nursing career and a kind of karmic retribution.

“I weighed it in my mind. I tried the nursing field because I thought ‘I’ve done this much damage, let’s see if I can balance the scale and help people.’” Bates has since shifted focus in his definition of help, finding challenge and satisfaction as the concierge, reservationist and front-ofthe-house face of The Marquesa Hotel. “I had a problem relating to civilians, and I knew it was a weakness of mine, but I can adapt, improvise and overcome in any situation.”

Nearing his five-year anniversary at the historic property, Bates admits the demands of the discerning clientele can be trying. “I have learned how to be a polite prick,” he laughed. “But, there’s more good people than there are bad. At least I’m not getting shot at.” Among those good people are well-mannered guests such as Andy Garcia, Josh Brolin, Michael Keaton, Amazon’s Jeff Bezos, and author Margaret Atwood. Bates is a fan of “The Handmaid’s Tale” and an avid watcher of the show it inspired. “I was totally trying to get a selfie with her.”

According to Bates, another notable perk of working for the property is Chef Graham Dailey’s beignets, available from the Marquesa Cafe.

Bates’ affinity for fine food and firearms comes by way of the matriarchy.

“My great-grandmother was a no-nonsense woman. If you had any lip for her she had a shotgun behind the door. She put me to work, I would peel potatoes, cut up onions. I would watch and learn how and what she cooked and take it and make it my own.” The watching paid off for Bates, who considers himself an amateur chef. “I make a really lovely Irish pot roast, I’ve mastered pasta, I bake. I’m a total fat kid at heart.”

That inner fat kid is kept at bay by Bates’ martial arts training. A fighter before he was a soldier, Bates began studying Japanese Wadō-ryū as a response to bullying he faced as a child. Bates now practices a combination of Brazilian Jiu-Jitsu

and Mixed Marital Arts and trains locally with boxing coach Eddie Cabrera. A middleweight fighter, Bates competes in several matches a year and finds the practice and the preparation meditative.

“When I’m in the gym or sparring,” he said, “it completely puts my mind at ease because I’m in my element.”

While disciplined early morning workouts limit his social life, Bates counts himself lucky to keep the company of a few close friends. “You need someone you can trust and rely on. You have to have the ones you can call at 5 in the morning and say: ‘I’m halfnaked and drunk by the pier, can you come and pick me up?’” If an evening out ends that way for Bates, on the rare occasion that it does, Proper Twelve Irish Whiskey is usually to blame. Bates’ favorite local watering hole is The Irish Oak Barrel, though he, like the rest of us who remember it, is still mourning the loss of Finnegan’s Wake. “It was the one place in town where the cooking was almost like home.”

The love of home is skin deep for Bates, whose sleeve of tattoos includes a portrait of St. Patrick, a shamrock and a Celtic cross. The Biblical passage Romans 12.19 decorates his upper arm, advertising his ethos.

“Vengeance is mine, said the Lord … but he does subcontract,” Bates deadpans.

Retribution aside, it is the inclusivity of the Key West community that anchors Bates to the island. “I love the area, the people,” he said. “Everyone is really accepting, no matter what walk of life you might be from.”

‘VERY’ PRELIMINARY FEMA MAPS RELEASED PLANNING STAFF GETS A FIRST LOOK

T

he Federal Emergency Management Agency (FEMA) multi-year study of Monroe County’s coastal flood risks has reached its next step. On Aug. 21-22, many municipal and county planning staffers met with FEMA for an initial review. On Aug. 23, the same group met with industry partners to begin the explanations to lay people.

What is for certain is that the draft maps link provided in this story covers the entire Florida Keys — unincorporated Monroe County, and the municipalities.

Coastal Flood Maps, otherwise known as Flood Insurance Rate Maps (FIRMs), are used to determine the minimum elevation needed for construction to reduce the chances of flooding. FEMA has stressed that these are draft flood maps. FEMA is asking the county and municipality staffs to review and provide comments on the draft maps, before the agency then issues preliminary flood maps for the public to review and comment on.

Whenever new flood maps are issued, some property owners may see an increase or decrease in their flood risk, while others will experience no change.

Monroe County will place these new “draft” maps on the county website so residents and business owners can find their property and see what change might occur when the maps become final.

The maps can be found at www. monroecounty-FL.gov/floodmaps.

“While the flood maps we received are drafts, we believe that property owners should be able to see how their risks might change,” said Christine Hurley, Monroe County assistant county administrator. “That way they can be more proactive in reducing their flood risk, whether that

means building higher if they are planning on making improvements to their property or buying flood insurance now to reduce any potential insurance cost increases.”

To emphasize that flood risks are changing and to make sure property owners understand this is coming, Hurley said permit applicants will sign a form on the county’s permit application indicating they know the maps will be changing. This is intended to help homeowners understand that what they might be proposing to build today, under existing flood maps, could become nonconforming after the maps are changed, thereby making their flood risk and insurance costs greater. It could help them think about designing their improvements to meet the proposed, draft maps to assure they are addressing potential future risk.

After review of the draft maps, FEMA will publish preliminary flood maps. It usually takes three to four months for local governments to review the draft maps and communicate any concerns to FEMA prior to FEMA issuing preliminary flood maps.

When preliminary maps are published, formal public comments or appeals of the preliminary maps can then be provided to FEMA by local governments and/or the public. Once FEMA completes the review of all comments and appeals, it will publish the final Flood Insurance Rate Maps (FIRMs).

The final flood maps (FIRMs) will most likely become effective sometime in 2021 or 2022.

NEW YEAR, NEW EXCITEMENT VISION PROCEEDS FOR NEWLY NAMED COLLEGE OF FLORIDA KEYS

A

new chapter for The College of the Florida Keys started on Aug. 19.

Go back 54 years when the Florida Keys Junior College opened its campus on Stock Island, tuition was just $9 with 500 students enrolled.

Fast-forward to today: more than 1,200 students enter programs that are integral to the Keys — nursing, culinary and hospitality, engineering technology and marine science, to name a few. Add to that a new name, a fresh logo and work to bring a new facility in Key Largo, and there’s plenty of excitement and energy running up and down the Keys.

Stephanie Scuderi, chair of the board for The College of the Florida Keys, said it best at the “Brand New Day” celebration last Monday.

“Simply stated, we will and always will be the community college,” she said. “Today, The College of the Florida Keys celebrates a new name and reflects our growth that will be fitting as we sail ahead to many exciting initiatives on the horizon.”

For President Jonathan Gueverra, the name change was something he and others waited a while to see. Thanks to legislation spearheaded by state Rep. Holly Raschein in the Florida House, state lawmakers gave a unanimous “yes” during session this year.

And while the name change and new logo are no doubt exciting, so, too, is the news surrounding the residence hall and athletics kicking off this fall.

“The energy is very high, I think,” Gueverra said. “Our residence hall here on campus is completely full. We’ve got 100 beds, and we’ve got 100 students living there with people waiting to get in. There’s a project that people hope we start up pretty soon because we’re supposed to build another 200 beds. That’s something we have to get permission from the state. We just can’t go ‘we want some more dorms’ because we’re in an area of critical concern.”

As for sports, Gueverra says they’ll be starting off with swimming with the hope to move to beach volleyball.

“I’ve always said ‘Let’s do things for athletics that are related to the sand and the water,’” he said. “Ultimately, we might do things like crew (rowing) and those kinds of things that make us who we really are.”

On the academic side, Gueverra said the institution is launching its bachelor’s degree in nursing. In addition, the college is launching a bachelor of applied science in hospitality as well as a bachelor of science in marine resource management and conservation program.

“There’s so much going on,” Gueverra said.

The college’s world-class marine science, diving and marine engineering programs and facilities attract students from all over the world to come and study and research.

And with innovative programs like engineering technology that train students to harness energy to produce renewable energy, the College of The Florida Keys is developing students for careers to shape the Keys of tomorrow.

The only thing brighter than the midday sun that afternoon was the future of the College of the Florida Keys.

ntering Liz Stricker’s Avenue Salon on Truman Avenue manages to feel like entering both a celebration and an oasis. The air is cool and fragrant, tropical greenery adorns the walls, but there is also the sound of laughter, the bustle of activity, and the hum of a neon sign on the wall, reading “Hello Gorgeous.”

“I wanted the Versailles hall of mirrors in the jungle,” said Stricker, a statuesque blonde in all black, who strides to greet guests like she owns the place. Well, because she does. Stricker credits Marky Pierson of Wonderdog Studios for making her vision a reality, painting the mural for the wall and making each wall “a selfie wall,” says Stricker. “Even the bathroom.” Another presence immediately notable is Kingsley, Stricker’s 14-year-old rat terrier, who also operates like the proprietor, assessing each guest, and easily persuading them to pet him for the duration of their visit — not that I write from experience.

“Kingsley is very jealous of Killian,” Stricker says. Killian is her year-old little boy with husband Josh, and part of the inspiration to open her own salon.

Hailing from Connecticut, before arriving at this point on her path, Stricker was a makeup artist in New York.

“I lived in Greenwich Village.

I lived in my uncle’s boyfriend’s apartment, and he was a hairdresser at Frederic Fekkai, and he was like my idol,” said Stricker. “Then I went back to Connecticut and went to school, and I trained under any-

one who would take me.” Though her mom pushed her to follow this path at an early age, Stricker resisted. “I fought being a hairdresser for a long time,” she said.

She attended college in Connecticut to get a foundational education despite her mother’s urging to drop out of school and go to hairdressing school.

“I’m glad I didn’t listen to her,” Stricker laughed. “Until I turned 30, and now I listen to her.” She described growing up around powerful women with “big jobs” and looking to them as inspiration. She said that getting to help them on their paths and cater to them is part of her mission; owning her own place has only crystalized that vision.

After her years in the Northeast, Stricker set her sights on sunnier shores and headed south.

Upon moving to Key West, Stricker said she “became obsessed with continuing education because I felt like I was in a bubble.” She worked at Bobby Shop on Southard Street for nearly 10 years, cutting her teeth — or sharpening her shears — in Key West.

“I kind of always saw myself in the background,” she said. “I have always had mentors, and then it came time for me to be on my own.

Bobby was the greatest mentor and helped shape me a lot.”

Several factors prompted Stricker to strike out on her own.

Having Killian was a huge motivator, and she also had ideas of the kind of space she wanted to cultivate for herself and her employees.

“I’ve always wanted a super ergonomic space, so that the employees don’t feel like their bodies are shutting down at the end of the day,” she said. “At the end of the shift, I always ask my employees how they went, and is there any way I can make your experience more comfortable? I’ve always wanted that, and now that it’s my own place, I can do that.”

Stricker said the discomfort of being on your feet all day, having a workspace that doesn’t fit her job or body’s needs, has taken its toll. “I don’t ever want to be called a diva for wanting a proper chair.”

The space isn’t just designed for comfort of Stricker and her employees, but also has a particular type of customer in mind that it caters to: the proverbial “woman who has it all,” living a fast-paced life and career. When Stricker talks about her beloved clients, they embody the antithesis of the Key West beach bum stereotype.

“I have a very clear vision of what I’m going for, and I haven’t seen it at other salons,” she said.

“There are women that are doing way too many things in one day and have to look fabulous, and I want them to be able to come in and get it all done. I did extensions last night on a lady who had her feet in the pedicure tub and hands wrapped up in foil. So she was able to get her extensions and hands and toes done.”

She describes her female friends and clients as all “living a fast lifestyle.” From entrepreneurs, to hoteliers and designers, doctors and nurses, “None of them come here for leisure,” she said. “They don’t relax and get their hair done.

That’s snowbird season. My regular local clients come to get their game face on so that they are ready to face whatever they are up for.”

Stricker has an employee dedicated to handle the needs — and the nails — of Stricker’s hair clients, who doesn’t take appointments.

It’s the focus on multi-tasking that distinguishes Avenue from other salons in town. Okay, and the fabulous décor.

Living in the neighborhood, Stricker also seems to be one of those women juggling the world on her wellmanicured nail, too. Josh is a stay-at-home dad, bringing Killian by a few times a day to see his mom. They stumbled upon the Truman Avenue space, just a stone’s throw from their home, and Stricker knew that it was her future salon. “The space was big, and I had to have it,” she said.

The story of facilitating women to succeed and enabling her family to do the same is the thread that appears to pull Avenue forward.

“I never wanted anyone to be able to pull the rug out from underneath me when I’m

trying to feed my family,” said Stricker. She cites opening her own salon as a financial and personal calculation — Avenue enables her to maximize her earning while getting to spend more time with her son and husband. As Stricker seems to dance through the space, attending to clients and checking in with staff, offering a seltzer, greeting her husband and baby, bending to give Kingsley a rub, doing this interview, anyone can see the art of having everything in motion.

“Everything in here for the most part is on wheels,” Stricker says. It seems even the woman herself.

he Key West High School Conch football team will be entering regular season with the momentum of victory. On Aug. 16, Key West beat Cypress Lake in the preseason classic, going into overtime to win 35-28. The Conchs were trailing going into the fourth quarter and tied the game with a touchdown.

In overtime, Key West’s Jeremiah Osbourne scored the game-winning touchdown, to the crowd’s applause. While the Conchs don’t play this Friday (Cooper City canceled), the regular season will open the following week on Aug. 30, at home against Dade Christian. Go Conchs!
