n Tuesday, Councilman Mark Senmartin had a concise agenda: ask his colleagues to agree to fund a site plan, engineering and design of a splash park in this budget cycle with a plan of budgeting the construction of such about a year down the road.

The other four members of the council declined.

The compromise: ask City Manager Chuck Lindsey to bring back a report, in about two months, with preliminary costs for two sites — Marathon Community Park and Rotary Park.

“We need to identify the location to get more accurate numbers. What is the cost of the equipment? What is the cost for plumbing? Without the site, I couldn’t dial it in,” Lindsey said, adding he’s done a limited amount of research and talked to the managers of the Truman Annex splash pad in Key West.

“There’s a lot of costs associated with the splash park, like an employee responsible for water treatment, and we can benefit from Key West’s mistakes.”

There were half a dozen families in the audience who left after the splash pad conversation was over; one citizen spoke in favor of it and suggested it be located at Jessie Hobbs Park.

Councilmen Dan Zieg and Steve Cook disagreed with Senmartin’s splash pad proposal on many points.

Cook took issue with Senmartin’s financing ideas — about a $200,000 donation from a developer, plus about the same from the sale of a city-owned canalfront lot, and the rest from the Tourist Development Council’s capital projects fund.

“The $200,000 is already allocated for the new kayak dock on Grassy Key and even if we get TDC funding, the city has to pay for everything in advance before they are reimbursed a dime,” Cook said.

“We can keep the city-owned lot and the building right, extinguishing two takings cases,” said Zieg, referring to “build out” in 2023 when the state will no longer issue building rights to property owners. He suggested turning the lot into a small park.

Zieg also questioned whether the TDC would fund such a project, as the money is earmarked for tourist entertainment, not locals. He also said the skate park needs upgrades, the city is still waiting on Hurricane Irma FEMA reimbursements, and the city is still on the hook for repairs to the Old Seven Mile Bridge.

“We need to attract and keep young families. There are always going to be sacrifices and the budget can be cut or changed or trimmed. It’s not a very high-dollar thing,” Senmartin said.

Gonzalez expressed support for the splash pad.

“We want it done responsibly. This is a good starting point and we should direct staff to get the ball rolling,” he said.

Mayor John Bartus thanked Senmartin for bringing up the splash pad proposal.

“I think financing is the key to going forward. We need money and site plans. I would love to see us move forward,” Bartus said.

In other news: • The city passed a resolution 4-1 in the first hearing of a ban of right-of-way parking on Stirrup Key Road. According to the dialogue on the dais, Zieg was approached by homeowners of the gated community at the end of the street who were concerned about commercial vehicles parking on the side of the narrow road, creating a safety issue.

Other suggestions were proposed including cutting back the vegetation or outlawing overnight parking.

“We like to enforce things uniformly and we can certainly dive in and look at the whole parking ordinance,” Lindsey said, “but it would be opening a can of worms. We do have a parking issue in Marathon that is not of our own design. We can tackle them one at a time. We do have an issue here; we can’t have commercial vehicles parking in residential neighborhoods.”

• The council approved three upcoming events for Marathon Community Park: a rest stop permit for the Tour de Reef bike ride in October, the Taste of the Islands event in November, and the Coral Head Music Festival in February 2020.

Permit fees were waived for the latter two, as staff is still working on restructuring the costs associated with using the fields, recently resodded at a cost of about $200,000.

• Monroe County Sheriff Rick Ramsay updated the council on FDOT’s efforts to restore the streetlights in Marathon. He said the utility’s count of non-working lights is off by about 35 lights. “They say there are 23 non-functioning lights.

We will contact FDOT and give them the list of the additional 35 we think need to be fixed,” he said. Ramsay told the council FDOT would be working on repairs soon.

• The council agreed to re-name the road that runs behind the park’s amphitheater and tennis courts Jimmy Schmidt Way, in honor of the retiring director of Parks and Recreation. The council also introduced the new director, former Marathon High School football coach Paul Davis.

n Aug. 14, the Marathon City Council approved staff’s compilation of homes that may qualify for Rebuild Florida’s voluntary home buyout program. The program targets homes with repetitive damage, in low-income areas. The county negotiates a deal, buys the home, and demolishes it to leave the lot vacant.

In all, the Keys have $10 million to spend. The municipalities share is about $5 million.

Lori Rittel’s home is on the list.

She purchased the 634-square-foot home on 27th Street a year before Hurricane Irma hit the Keys.

“It’s a cute little Conch house, the first house I ever bought in my entire life,” she said. “Everyone was so happy for me to finally get a house, and I truly had never been so happy. My favorite thing of all was my bedroom: it had giant windows, and I would wake up and just look at all the green outside. That was the best — just waking up and looking at the tropical plants in my windows and feeling like I was in paradise.”

Now, Rittel calls it “Squalor Holler.” She has a bed, a TV, and a fridge she got for free. There is no hot water and no kitchen sink. There are no windows or walls for the bathroom, and she uses a piece of plywood as a makeshift door. “What is normal any more?” she questions.

“When you live like this, you put up with a lot more than you should. It’s dangerous and unsanitary, but I’m stuck here.”

Hurricane Irma brought winds and flooding that filled Rittel’s cute little home with three feet of water and tipped trees onto the roof, resulting in a destroyed foundation and the home being deemed “substantially damaged.” Rittel said that even if she was granted permission to make repairs or rebuild she doesn’t have enough money, even with the insurance checks. She also can’t walk away because she has a monthly mortgage of over $1,500.

Rittel finds herself desperate and caught in a “nightmare Catch-22: “The house is worth zero, but I’m required to keep paying my mortgage and to keep insurance. So I’m paying to live in this thing that’s worth the same as a cardboard box,” she said.

According to city officials, Rittel is a very good candidate for the Rebuild Florida program funded by the federal Department of Housing and Urban Development.Through it, the city can offer qualifying homeowners pre-Irma fair market value for their land and structures. The city tears down the buildings and uses the resulting vacant lots for conservation, recreation or stormwater management.

On Aug. 13, the Marathon City Council approved a list of 17 properties with proposed values attached to each — a combination of pre-Irma market values from the property assessor’s office, and pre-storm value of the land alone, also from the property assessor’s office. The least expensive property on the list is $49,000 and the most expensive is $950,000. The average price is about $264,000.

Marathon’s Planning Director George Garrett said the value of the properties is less than $5 million; however, the ranking and final awards will be determined by Rebuild Florida.

“They have to meet the qualifications,” he said.

THE BUYOUT QUALIFICATIONS INCLUDE: • Low- to moderate-income neighborhoods.

• Household income at or below 80% of the annual median income.

• Households that include the elderly, or children; or households with disabled, handicapped or special-needs members.

• Homes in the V flood zone (coastal).

• Properties with reported repetitive loss.

• Homes with no flood insurance at the time of damage (although homes with flood insurance are also eligible).

Rebuild Florida has not announced when it will make the determinations, nor when it would disburse the awards. There is also likely to be a second “draft” of homeowners volunteering for the program. For more information, visit www.monroecountyfl.gov and search “Irma Housing Grants and Programs.”

Rittel is cautiously optimistic that a payout from the Buyout Program could be the answer to her prayers.

“This program could turn my life around from this nightmare. Buy this from me so I can move on. I could

be happy again,” Rittel said. She also said she is excited about the intended use of purchased lands.

“I love the idea that they’ll tear down my house and make green space,” she says. “The Keys are overloaded with houses, and we need more natural space. It’s the only thing that makes me feel better about leaving my house.”

While she doesn’t like the idea of starting over and potentially leaving a job and community she loves, Rittel is hopeful for the first time since Irma.

“Maybe I can stay in the Keys.

If not, I’ll still come back to visit and hopefully drive by my little piece of green space and feel good about it.”

n a surprise move on Aug. 12, the day before the qualifying period ended, Marathon Councilman Steve Cook decided to run for reelection.

Mayor John Bartus and Councilman Dan Zieg have also filed for reelection, as well as political newcomers Eugene Gilson, John Kissick and former City of Marathon fire marshal Adam Geaneas. All six have been qualified by the Monroe County Supervisor of Elections office.

According to the elections website, Marathon resident Bruce Schmitt requested paperwork and information about running for office, but did not complete the application that was due at noon on Aug. 13. Schmitt will not be on the ballot.

“Once you start serving, it’s hard to not serve,” said Cook of his decision to throw his hat into the ring. “I know what the council has started, and I want to see it through and do something better for our city.”

Cook said he decided to run, in part, because of the other candidates who have announced. He also said he’s been approached by friends and complete strangers who have encouraged him to run for another three-year term.

“The council needs to be honest and balanced and experienced. We are in some trying times. I was elected three years ago, and I am just now really understanding the nuances of what we are supposed to be doing for everyone in the community, not just for some,” Cook said.

A week ago, Geaneas also filed to run. He said he is running because he

wants what’s best for the city.

“The Keys are my home. I want what’s best for Marathon,” said the Marathon High School graduate.

Geaneas served as the city’s fire marshal for 12 years. In the third week of July, he signed a severance agreement with the City of Marathon that placed him on administrative leave with full pay and benefits for the period of July 22 to Aug. 30. The agreement is standard operating procedure, according to a city official, but the extended administrative leave was put into place as a precaution in case Geaneas was needed to respond immediately regarding a safety issue in his previous scope of responsibility.

Of his decision to resign, Geaneas said: “The city and I just went our separate ways. There were no hard feelings.”

If elected, Geaneas said, his top priorities would be improving the speed of permit issuance and the process for doing so, attending to the highway median’s landscaping while at the same time improving the safety of landscapers, and making sure affordable housing is actually affordable. The Weekly also asked him about Councilman Mark Senmartin’s proposal for a splash pad.

“I think a splash pad might be good, a happy medium. I know the citizens want a pool, but this is middle ground,” he said.

The Marathon City Council election is non-partisan. The top three vote getters by percentage will be elected to serve a three-year term. Early voting begins on Oct. 21 and the election is on Nov. 5, 2019.

HEADS IN BEDS Funding for events decided

n Aug. 7, the Tourist Development Council’s district advisory council funded $170,000 worth of turnkey funding applications for 2020 events in District III (the Middle Keys).

Turnkey applications refer to funding for events produced by outside parties, and the money is reimbursed after the event is complete.

Not every event received funding, however.

While the Coral Head Blues Fest received the full funding it requested, $20,000, the other music festival did not. The Coral Head Music Fest (rock concert) received $10,000 of the $30,000 it applied for.

“It’s a good event. We were just questioning the timing of it,” said Karen Thurman, a DAC member.

“President’s Day weekend is already very popular, maybe our most popular, and we’re obligated to fund events that put more heads in beds. That event in September would be a different story.”

The Phil Peterson’s Florida Keys Poker Run was awarded nothing for the 2020 funding cycle.

“The application was incomplete,” said DAC member Cora Baggs. In 2017, the then-named Phil Peterson’s Annual Key West Poker Run ended a 45-year tradition after event organizers failed to secure a nonprofit partner for City of Key West approval to stage the event. (It was canceled, though, due to Hurricane Irma.) In 2018, the event stopped short of Key West at Boondocks on Ramrod Key. The 2019 event has been moved back a month to Columbus Day weekend in October, but the website doesn’t list stops.

Organizers also made application for every other DAC except for Key West.

“In 2020, we didn’t see an opportunity for an event that would put heads in beds in Marathon,” said Thurman of the Marathon decision.

Other awards: • $30,000 for Fantasy Fest.

• $30,000 for Heroes Salute Weekend at Hawks Cay Resort.

• $20,000 for Sombrero Beach Run. • $40,000 for the Marathon Seafood Festival.

In total $170,000 was put toward event funding in 2020.

Marathon Chamber of Commerce Dan Samess said the meeting also revealed some other positive notes.

“Our occupancy rates are great,” he said. “And the bed tax collections for June of 2019 were better than any June from the year 2015 forward.”

AUDITIONS! Marathon Community Theatre ready to find the next cast of stars

ight now, Marathon Community Theatre leaders are gearing up for the next season by announcing the production lineup earlier than usual, so amateur thespians have a chance to come to the auditions prepared for early September.

Bringing in droves of folks to audition is just as important as filling the seats for a mainstream production. In fact, the two go hand-in-hand, said Alison Sayer, who has performed in past productions, and will be the assistant director of this year’s musical.

“Last year, we found new members who were instrumental in bringing more new people to the theater,” said Sayer. “Some of them didn’t even know there was a theater in Marathon, thinking it was the same thing as our

An individual membership costs $20 for the whole year, or $30 for the family. Members are entitled to some ticket discounts, and can take free dance classes that feature different styles of dance almost every evening of the week. Everyone has enough time to be a part of MCT, Sayer said.

“First, our directors understand this is a big time commitment and do their best to work around everyone’s schedule,” she said. “People always ask me how I have enough time to be in the theater. The bottom line is, I really don’t. I am a wife, mother, business owner, assistant basketball coach, chef, chauffeur … the list goes on. But my passion is theater and I MAKE time for it.”

Auditions are Saturday and Sunday, Sept. 7-8. From 9 a.m. to 3 p.m., both days, with a break for lunch from noon to 1 p.m. Auditions for the musical are in the morning, and the plays are in the afternoon.

There will also be a “perusal” day where actors and singers and dancers can come meet the directors, glance at the scripts and obtain sheet music.

The perusal day is set for Saturday, Aug. 31 from 10 a.m. to 3 p.m., with a break for lunch from noon to 1 p.m.

SUCCESS COACH Katrina Wiatt has been guiding kids for years SARA MATTHIS

W

ith her perfect blonde flip and bright blue eyes, Katrina Wiatt is everywhere at once as the Middle Keys’ college success coach for the Take Stock in Children program. Although her degree is in chemical engineering, the Middle Keys resident immersed herself in all things educational when she moved to the islands almost two decades ago.

With two young children, now grown of course, she volunteered at Stanley Switlik Elementary, and then turned to substitute teaching and also sat on the governing board of TSIC as well as being a mentor. In 2010, she signed on as a TSIC employee, when the Keys program was gearing up to expand.

“I started the job when my daughter Marina Kay was a junior at Marathon High School,” she said.

“So I knew the program, I knew the kids and I knew I really enjoyed working with the students.”

Currently, there are 48 TSIC students at Marathon Middle and High School who are enrolled in 8th through 12th grades. In October, she will be adding a new crop of 7th graders, probably 10 to 15.

Wiatt’s role spans a variety of duties — recruiting the kids, recruiting the mentors, preparation workshops, career exploration workshops, college applications and — the big one — college essays. Naturally, she forms lasting relationships with the students.

“Sometimes I still get text messages in the middle of the night when they are having a crisis,” she said.

Wiatt was born in England to a German mother and Australian father and grew up in Virginia, where her father was an Episcopalian minister. In high school, she was the class salutatorian, and most likely robbed of valedictorian status by some shady, back-door dealings. Put it this way: Wiatt is the type of person who “studied” for this interview with the Marathon Weekly:

What’s something most people don’t know about you? I was born in England and didn’t become a U.S. citizen until 2009.

Where did you study? At Virginia Tech, where I majored in chemical engineering and met my husband, who majored in biochemistry. We moved to Texas for 15 years. I worked for the Dow Chemical company in manufacturing and a business unit. I was an engineer for 15 years.

Why did you move to the Keys? I was ready to drop out of the rat race and spend more time with my kids. And my husband, Bill, wanted the same things, but also to do more fishing!

What was the TSIC program in Marathon like in the beginning? In the beginning the program was focused on just high school graduation and going to college. A federal grant that made the Keys a pilot program allowed us to focus more on college preparation, admittance and completion. Now we can also encourage students to pursue technical and vocational trades.

What makes a successful TSIC student? They have to meet the five requirements: good grades, good attendance, good behavior, meet with their mentor once a week, and stay crime- and drug-free.

What makes a good TSIC mentor? A good mentor will share life experiences and encourage students to continue striving after high school graduation, keeping in mind that many of the TSIC students are firstgeneration college students.

What TSIC duties do you perform? In 7th and 8th grade, the students participate in high school preparation workshops. In 9th and 10th, we do career exploration workshops. Juniors attend workshops about college application and essay writing and the seniors learn about preparing to leave the Keys and start university, college, or a technical program. But finding the right pairing of mentor and student is also a very big part of my job.

How often do you meet with your TSIC students? I meet with kids in 7th through 10th grades at least once a semester, and the upper classmen twice a semester. But in reality, because I’m here at the school, I see the kids every day, all day.

What’s something you do every day? Read.

Right now I’m on the 13th book in the Bregdan Chronicles; it’s historical fiction about the American Civil War. What’s your guilty pleasure? Wine and dark chocolate.

What job would you be terrible at? Chef. I’m a terrible cook. My husband does all the cooking. But I’m a good baker!

What was the first concert you ever went to? The Police in Charleston, West Virginia.

Do you have a secret talent? I can speak German.

What keeps you sane? Running and bicycling. I don’t run at a rocket pace, but I’ve beat the bus during the Seven Mile Bridge Run every year for the 13 years I’ve done it.

What are three things on your bucket list? Well, I’ve been fortunate to do a lot of things, but I would like to visit the last two continents (South America and Antartica) so I can say I’ve been to all seven. I want to start spending my summers up north. And I would like to be a grandmother one day!

Lunch with one famous person — whom would you choose and what would you eat? Michelle Obama. We would have a very nice steak and crème brulee for dessert.

Do you have a life motto or favorite saying? Stay healthy and have fun.

What will you teach? This year I will be teaching 4th grade math and science.

Where did you study? University of Florida.

What kind of high school student were you? In high school I enjoyed working with my service club to get students involved in community service projects. I was not an athlete, but I would often attend games to cheer on our school teams.

What do you do on Saturday?

My husband and I like to spend our free time on, or in, the water.

We love that we now live in a place where we are surrounded by water.

What will you teach? Pre-kindergarten.

Where did you study? I studied at Florida Keys Community College (all campuses), University of South Florida (Sarasota campus), University of Brighton (Brighton, England) and Florida State University.

What kind of high school student were you? I was a collegebound high school student who was very active in clubs, sports and a job at Hyde Park Supermarket.

Camping, junior football league games and driving!

Best part of the school year? The first and last weeks are the best; seeing the prospective minds with new hopes and knowing they have grown intellectually, socially, and emotionally over the school year.

What will you teach? I will be teaching chemistry (regular, honors, AP) at Marathon High School.

I like to wake up early on Saturdays and go to the beach with my dog. You might see me there!

Graduating! Finishing college with honors has been the greatest accomplishment of my life! Now I’m back in Marathon to guide the students of Marathon High School to find success.

What kind of high school student were you? I was a skateboarder, and not a very good student.

What do you do on Saturday?

Boat, kayak, motorcycle, read or watch Netflix. I’m watching “Yellowstone” with Kevin Costner right now. (Also, he told the Weekly he’s single and ready to mingle!)

Best part of the school year? All of it. It’s all great.

What will you teach? Alternative education and art.

Where did you study? Liberty University. I took additional classes at FKCC to get my teaching credentials.

What kind of high school student were you? I could have been a better student. I wasn’t motivated. I only had to take two classes my senior year to graduate, so I worked full-time at Denny’s. I wish I knew I could take college courses in high school. I wish I had better guidance.

Swim, snorkel and fish. I love any activity that involves water.

What kind of high school student were you? I was very involved. I participated in student government, as well as athletics with the baseball team.

What do you do on Saturday?

Saturdays are family days. I love spending time with my wife and daughter, and enjoying our beautiful island.

Best part of the school year? I am really excited for the beginning of the school year. Getting off to a fresh start and getting to know all of the new students is really important to setting the tone for a successful school year.

What will you teach? 9th grade English language arts.

What kind of high school student were you? I was an athlete (tennis and basketball) and a hardworking student. Both my parents taught and recently retired to the Middle Keys, so I’m getting a good deal on the rent!

I go fishing, play tennis, basketball, or golf.

‘What I did on my summer vacation’

ver the summer, Marathon High School senior Cory Bisson attended three engineering camps at various college campuses. He said he hopes it will help him decide on a school to complete his medical sciences career.

Just kidding. He wants to study engineering, or maybe material science.

“In other words, I wouldn’t be designing the airplane, rather deciding what materials would be best,” said Bisson of the material science focus.

It was an ambitious summer itinerary.

University of Minnesota, Minneapolis Bisson said it was a STEM camp.

Among the experiments was one on creating bio-fuel using household products such as vinegar and corn oil.

“The downside of bio-fuel is that you don’t get a lot of it after it’s processed,” he said. The students also studied water quality and learned about chlorination for drinking water.

University of Illinois, Urbana-Champaign Again with the water quality experiments at this engineering camp.

However, Bisson said he was also able to touch on a variety of aspects of engineering at the University of Illinois, including computer science and aerospace engineering. The students built their own launcher and plane to test. “My plane was just basic, because I spent so much time on the launcher,” he said. Bisson said he particularly enjoyed seeing the university’s nuclear fusion reactor where professors do research. “I think they said it’s one of five colleges in the U.S. that offer a nuclear engineering degree,” Bisson said.

Michigan Technological University, Houghton Guess what? More water purification. “This was the best, though, because we did it outside. We collected water from a natural source and then had to figure out the best found material to purify it and then test it after,” he said. Bisson’s favorite moment of the camp, though, was a time trial where students worked in groups to create a car capable of stopping in a certain footprint. His team’s car was the only one that employed string “brakes” while others emphasized the natural glide to a stop. “It was my teammate’s idea; a really good idea,” Bisson said.

Bisson has a 4.235 weighted grade point average at MHS. He said he’s leaning toward continuing his academics at the University of Minnesota where the Keys- born and Keys–raised kid has spent most of his summer vacations.

Ronald J. Plattner Ronald J. Plattner passed away at the age of 87 on June 16, 2019.

He is survived by his wife Annette Braun Plattner and his three adult sons, Stephen, Mark, and Ronald, Jr., along with five grandchildren.

Ron, a nine-time decorated U.S. Naval Korean War veteran, who served on the USS Toledo and received the rank of petty officer first class, was born Aug. 31, 1931 in Cincinnati, Ohio. He had a home in the Florida Keys for over 35 years, primarily in the Marathon area, and began living here full time in 2010.

Ron retired as the President of The H. Dennert Distributing Corporation of Cincinnati after starting as a salesman in 1957.

Ron had other passions including horse racing and banking, serving on the board of directors at First National Bank of the Florida Keys. He was an Honorary Conch, a 35-year-plus member of the American Legion, and supported many local charities.

Ron will be terribly missed by his family and friends. We are blessed and we are better for having known him. Rest in Peace Prince Ron, you certainly deserve it!

LRN’s new documentary “Troubled Waters: A Turtle’s Tale” explores the impact of human behavior on our environment — as seen through the lens of one of the Keys’ most beloved and fragile underwater creatures — the sea turtle. Featuring acclaimed actor and ocean activist Ted Danson and narrated by award-

winning actor Peter Coyote, the world premiere of this one-hour film will take place in the Florida Keys.

Both screenings will include a Q&A session with the film’s producers and participants. In Key West, a reception will take place before the screening.

“This documentary is part of our long-term initiative to make our South Florida audience aware of the climate risks we’re dealing with here — from sea-level rise to hot temperatures, and with this documentary, our ocean health,” said Adrienne Kennedy, one of the executive producers of the film, alongside WLRN’s general manager John Labonia. Kennedy said the spaces in Key West are filling up fast.

The documentary means to illuminate the human impact on endangered sea turtles, ranging from climate change, rising seas, commercial fishing, polluted waters, discarded nets, hooks and fishing lines, and — most significantly — trash, specifically plastic in our oceans. With ocean health intricately linked to human activity, “Troubled Waters” will reveal some of the technological advancements that are tackling the challenges faced by turtles and other marine mammals today.

At the center of Troubled Waters is a dedicated team of biologists, researchers and conservationists.

Often struggling to remain optimistic for the future, they pour their hearts and souls into saving a species with a past as old as the dinosaur. The story begins on the shores of Palm Beach County where conservationists at Gumbo Limbo Nature Center rescue and rehabilitate thousands of injured sea turtles a year, many of whom are found wrapped in trash, struck by boats or poisoned from toxic waters.

Conservationists interviewed say nearly 100% of baby sea turtles are found with bellies filled with plastics, causing birth defects, food chain issues and, all

too often, premature death.

In the Florida Keys, Marathon Turtle Hospital manager Bette Zirkelbach, alongside a team of experts, work diligently every day to save, rehabilitate and release turtles. The oldest full-time turtle hospital, founded

by Richie Moretti in the 1980s, tackles yet another life-threatening problem specific to sea turtles — a virus called fibropapilloma.

“I don’t know how big a part we have in the documentary, but I know we made the cut because I’ve seen the trailer!” said Zirkelbach, laughing. She said the organization is profoundly grateful to be included. “Beyond fixing turtles, we have a responsibility to share this information about turtles.

Increased awareness can shift the course of the future with people who make decisions about our natural resources. I sincerely hope this documentary leaves people with that hope.”

In addition to the two turtle organizations, the documentary cites the research from a Florida Atlantic University marine biologist studying the effect of rising temperatures on the sex of sea turtle hatchlings. Then the story extends across the U.S. to the National Energy Commission in Golden, Colorado, where chemical engineers are using bacteria and microbes to develop plastics that may one day decompose in just one year as opposed to hundreds or even thousands of years.

Closer to home, the crew visits local surfers and owners of a Delray Beach brewery, whose love for the oceans prompted them to develop “edible” beer and soda rings made from wheat and barley.

Best of Marathon voting begins today!

he Best of Marathon awards is the most accurate and precise endeavor the Marathon Weekly undertakes every year, spelling notwithstanding. Ahem.

“The Best of Marathon has been verified as the most accurate and scientific poll in all of the Middle Keys,” said Marathon Weekly publisher Jason Koler. “We have avoided all of the polling mistakes that happened in Broward County in 2016. And, the results are certified by a secret panel that meets in the basement of Pizza Hut.” Joking aside, the contest is fair and square. First and foremost, it’s all done digitally. (The days of counting paper ballots are long past, thank God.) The voting begins on Thursday, Aug. 15 with nominations.

Straight from the Weekly’s IT guy*: “Our readers should visit the Weekly’s website, keysweekly.com, and click on the Best of Marathon banner. Every voter will have the chance to nominate a business or person for each category.”

There are about 50 categories, ranging from the Best Place to Have a Wedding, to the Best Cup of Coffee, Best Realtor and Best Pool. For the first time ever, the Weekly is striking the Best Neighborhood category.

“We’re DONE giving out awards to the neighborhood behind the airport,” said Koler. “We concede.”

There will also be some new categories, such as Best Beer Selection.

The nomination period closes on Friday, Aug. 30 at 5 p.m. Then the IT guy presses a button and the top three vote getters in each category make it to finalist status. The finalists are announced on Thursday, Sept. 5 in the Marathon Weekly. Voting begins on Friday, Sept. 6 online at keysweekly. com. In order for the ballot to be valid, and counted, more than 35 categories must be filled out. Otherwise, it’s considered ballot-stuffing and that’s a no-no.

That means each voter gets two votes — one in the nominations period, and the other to help determine the finalist. Again, our IT guy has some special mumbo jumbo magic that makes it so every voter can only vote once.

The voting closes for good on Friday, Sept. 20 at 5 p.m.

And then the real fun begins. We let all the nominees chew on their fingernails for an ENTIRE week before the winners are announced at the awards party on Saturday, Sept. 28. As Marathon knows, you haven’t really “arrived” until you’ve been roasted during one of the skits.

CLEAR THE SHELTERS Annual event seeks to find new homes for dogs, cats, more

oth the Key West and Marathon campuses of the Florida Keys SPCA are joining over 1,000 nationwide animal rescues during the fifth annual Clear the Shelters pet adoption drive Saturday, Aug. 17, in an effort to help local families adopt a new pet. The Marathon shelter is open from 10 a.m. to 6 p.m. to facilitate the adoptions.

Pet adoption fees are waived, although standard adoption procedures and policies still apply. Interested adopters are encouraged to visit either of the FKSPCA locations ahead of the event to complete an adoption questionnaire as part of the pre-approval process.

FKSPCA’s goal is to adopt every animal it houses. On the Marathon campus there are 54 cats and 14 dogs ready for adoption.

In past years’ events, the two locations successfully adopted over 50 animals.

“Residents are welcome to drop by the shelter during the hours of 10 a.m. and 6 p.m. on Saturday to meet our animals,” said Marathon shelter director Tara Vickrey-McFarland. “I’m pretty sure they are going to fall in love with a ‘furever’ animal.”

Since 2015, NBC- and Telemundoowned stations’ nationwide Clear the Shelters campaign has resulted in more than 256,000 pet adoptions.

Clear the Shelters is sponsored nationally by Cat’s Pride and Hill’s Pet Nutrition.

BUILDING THE OVERSEAS HIGHWAY MARATHON HISTORY BRAD BERTELLI

O

ne of the common misconceptions regarding the Overseas Highway is that it was not built until after the 1935 Labor Day Hurricane ended Henry Flagler’s Over-Sea Railroad. To the contrary, it was possible to drive a car from Miami to Key West as early as 1927. J. Otto Kirchheiner, chairman of the Monroe County Commission, is credited as being the first person to traverse the initial iteration of the Overseas Highway, officially called State Road 4A, on July 18, 1927. The dusty, bumpy conduit opened to public traffic on Jan. 25, 1928.

State Road 4A followed what is today considered the Card Sound Road route. The biggest difference between that first version of the road and those that followed was a 40-mile gap requiring a trip aboard an automobile ferry to complete. Leaving the mainland in 1928, drivers could make it all the way to Lower Matecumbe Key, where the road ended and it became necessary to board the ferry, embark on a four-hour trip to No Name Key, disembark, and then continue the drive to Key West.

In 1930, the Army Corps of Engineers looked into building a continuous solid bridge system that would eliminate the automobile ferries. The plans were submitted to Congress under the project name “Oversea Highway.” In the meantime, construction of two additional ferry terminals, one on Grassy Key and one on Hog Key, both in the Middle Keys, were completed in 1931. Additionally, 13.5 miles of roadwork between the two terminals was created. The terminals shortened the ferry ride to two 14mile trips.

Believing a solid bridge system connecting Key West to mainland America presented a potential boon to the economy, Monroe County officials formed the Overseas Highway Bridge Corporation in 1932. When the Reconstruction Finance Corporation forwarded a plan to build the bridges for congressional approval, the request for a $10.7 million loan was not approved.

After Franklin Delano Roosevelt was elected into office in 1932 and enacted his New Deal, which included

the creation of the Works Progress Administration, hundreds of World War I veterans were sent to the Keys in 1934 and 1935 to work on automobile bridge construction projects. Building came to an end when the eye of the 1935 Labor Day Hurricane, a Category 5 storm still ranked as the most powerful storm ever to strike North America, crossed the Upper Keys. As many as 500 people, hundreds of whom were those veterans, were killed in the storm.

Forty miles of Henry Flagler’s Over-Sea Railroad’s tracks, too, were twisted and torn from the right-of-way, summarily putting an end to the Key West Extension. With the exception of the Lower Matecumbe ferry landing and several Upper Keys bridges, the highway had weathered the storm relatively intact. Because the railroad became a defunct enterprise, its rightof-way was purchased from the Florida East Coast Railway for $640,000. Subsequently, the Public Works Commission approved a $3.6 million loan to convert the standing railroad bridges into bridges capable of accommodating automobile traffic in 1937.

When the bridge conversions were completed, the newly refurbished Overseas Highway opened to traffic on March 29, 1938, with an official celebrated opening occurring July 4, 1938. It was at this point that Greyhound bus service between Miami and Key West became operational. Also, a toll system was implemented to help recoup costs associated with construction of the bridge system linking Lower Matecumbe to the rerouted end of the highway at Big Pine Key, with toll booths placed at Lower Matecumbe and Big Pine keys.

It would be the third version of the highway that would most resemble the road driven today. The Overseas Highway 3.0 opened to the public on May 16, 1944. To celebrate the event, Florida Gov. Spessard Holland was among those participating in an automobile caravan that left Key West at 10 a.m. and arrived in Florida City at 3:30 p.m.

It was at this juncture that the road known today as the 18-Mile Stretch became part of the drive, the Jewfish Creek drawbridge formally opened, and the conduit was officially dubbed U.S. Highway 1. It was now possible not only to drive an automobile all the way from Key West to Miami, but all the way to Fort Kent, Maine.

got into an argument with two Very Important People from this very newspaper. While I won’t mention any names, their initials are Sara Matthis and Mike Howie. The subject of our disagreement? The small, lowly, yet essential Oxford Comma.

(For those reading this who aren’t grammar nerds, this column may be sleep-inducing at best; painful at worst. You may wish to skip this week’s musings in favor of cleaning your oven or discarding the mystery decayed vegetable matter in the produce drawer of your refrigerator.)

The Oxford comma is the comma that appears after the penultimate item in a list of things in a sentence. Take, for example, the literary characters Wynken, Blynken, and Nod. The Oxford comma is the one that appears after Blynken but before Nod. Oxford comma detractors suggest that the comma between Blynken and Nod is unnecessary; in their addled brains, the sentence should read Wynken, Blynken and Nod. Pffft.

The top reasons for not using the Oxford comma, according to an actual website on the actual internet, are these: 1) You don’t need it. 2) I was taught not to use it. 3) It’s easier to not use it. 4) Sans comma makes the sentence flow more. 5) It adds no value.

6) Not having it forces you to make your sentences make sense. The arguments, one by one: 1) Debatable. 2) By whom?

3) So much effort required to type or write a comma. 4) It does not. 5) Poppycock! The only one of these arguments that possibly carries any weight is the last one, but it’s akin to saying not having a car forces you to walk around more. It’s a Captain Obvious circular logic argument that just folds in on itself like stellar matter into a giant sucking black hole.

From that same Oxford comma-hating website is this, the writer’s supreme argument: “The first reason why you don't need the Oxford comma is a basic one: AP Style tells you not to use the Oxford comma. The premiere grammar ruling for journalists says we don't need the Oxford comma.

But that’s an outright fib! The AP Stylebook itself tweeted the following: “We don’t ban Oxford commas! We say: If omitting a comma could lead to confusion or misinterpretation, then use the comma.”

So there! Hah! Besides, A majority of American style guides mandate use of the serial comma, including APA Style, The Chicago Manual of Style, The MLA Style Manual, Strunk and White’s Elements of

Style, and the U.S. Government Printing Office Style Manual.

Seriously, the Oxford comma plays an important role in punctuation; namely, differentiation between different things that otherwise may be grouped together for no reason. The Business Insider website posted an article that showed why the Oxford comma is useful and even necessary, with three example

sentences: 1) Among those interviewed were Merle Haggard’s two ex-wives, Kris Kristofferson and Robert Duvall.

2) This book is dedicated to my parents, Ayn Rand and God. 3) Highlights of Peter Ustinov’s global tour include encounters with Nelson Mandela, an 800-year-old demigod and a dildo collector.

The Oxford comma would have enhanced — nay, saved — the example sentences above. Unless, of course, the above book author’s parents were indeed Ayn Rand and God. Or if Nelson Mandela had been an ancient supernatural dude with a unique hobby.

While we’re at it here, let’s explore other AP Style errors that good writers know and avoid. In correct grammar and punctuation practices, titles of books, newspapers and other publications, movies, plays, and record albums are supposed to be italicized. Examples include the New York Times, the Marathon Weekly, Shakespeare’s Romeo and Juliet, and the Beatles’ Abbey Road. Song titles and quotes should be enclosed by quotation marks: “Come Together,” “Wherefore art thou, Romeo?”

The program is loud and proud and shows no signs of slowing. “The goal of the program is to bring more kids to the library, to bring awareness to music and to give kids an opportunity to learn an instrument for free,” said librarian Lorenia Díaz, whose own daughter is also taking lessons. BRIEFLY Students paid for software certifications Monroe County School District computer science students finished the school year with over 700 Internet Technology industry certifications for the 2018-2019 school year, according to Theresa Axford, the district’s executive director of teaching and learning. She said district students earned almost 300 more certifications than last school year’s totals, bringing <Monroe /> COMPUTE$ prizes to $87,000, so far this year The program rewards students for earning certifications with cash prizes ranging from $50 to $500 depending on the difficulty of the certification exam. In addition to the industry certification exam incentives, <Monroe /> COMPUTE$ awarded 29 students with $250 incentives for passing Advanced Placement Computer Science end of course exams.

“The grant for <Monroe /> COMPUTES is being increased to $145,000,” said John Padget, co-founder of the Golden Fleece Foundation. “Eager students should speak to their middle and high school teachers and get enrolled for the new school year.”

BPW offers adult scholarships The Marathon chapter of the Business and Professional Women club is accepting applications from adults who wish to further their education. Funds may be used for certifications, training classes or classes and required materials for higher educational degrees. Applicants must be out of school for one year prior to application, as scholarships are designed to benefit returning students.

Individuals currently attending full-time are not eligible, with the exception of previous BPW adult scholarship recipients.

Gastesi seeks to extend contract Monroe County Administrator Roman Gastesi would like to commit five more years to Monroe County Roman Gastesi before retirement and seeks to renew his contract with the Board of County Commissioners through Oct. 18, 2024.

His current contract expires May 11, 2020.

Gastesi started with Monroe County in May 2008 after serving as regional director of South Florida Water Management District for five years and various positions at Miami-Dade County for 15 years.

“Working for the citizens of Monroe County at the pleasure of the Board of County Commissioners has been one of the highlights of my career, and I look forward to spending the next five years before my retirement committed to the continued success of Monroe County,” said Gastesi.

Public info session on Key Deer herd health The U.S. Fish and Wildlife Service is hosting a public information meeting on Thursday, Aug. 22, at the Marathon Government Center, second floor BOCC Chambers, starting at 6 p.m. The purpose of the meeting is to share information about Key deer recovery and a possible change in the listing status of this iconic species.

The Fish and Wildlife Service will provide information about how Key deer recovery is progressing, how the recent species status assessment (SSA) is informing/guiding decisions regarding Key deer and how the public can participate in the decision making process when/if the Service proposes to change the listing status of Key deer under the Endangered Species Act (ESA). Should the Service propose a change in the listing status in the future, an additional public hearing will be scheduled at which the public will be allowed to make oral comments or submit written comments.

• Their tail is about half the length of an anhinga’s.

The permit authorizes expansion of an existing 29-slip marina facility by constructing 6,963 square feet of access docks and finger piers to accommodate 44 additional boat slips in Florida Bay, Class III Outstanding Florida Waters.

The Department will issue the environmental resource permit unless a timely petition for an administrative proceeding is filed pursuant to the provisions of Sections 120.569 and 120.57, F.S. On the filing of a timely and sufficient petition, this action will not be final and effective until further order of the Department.

Because the administrative hearing process is designed to formulate final agency action, the hearing process may result in a modification of the agency action or even denial of the application.
