he beauty of an artist’s life is they live on long after they are gone. Jon “Tosh” McIntosh passed away in March 2018 but will again shine a bright light on Key West with his soon-to-be-refurbished sculpture “#2 Tree.” Thanks to the efforts of Craig Gray, local artist/sculptor, and Jed Dodds, director of the Studios of Key West, the sculpture has been saved from oblivion and will be on view Thursday, Aug. 15 from 6 to 8 p.m. at The Studios of Key West.

Gray will be talking to patrons and showing how the sculpture will be restored on site.

Created for Sculpture in Key West in 2011, the piece was photographed and hailed by many as being innovative, funny and a valid symbol of Key West. McIntosh, using steel and wood, created a giant pencil that appears to be a palm tree or a palm tree that seems to be a pencil. Referred to as “Palm Tree Pencil,” it was a cheeky commentary on McIntosh’s creativity and life as an illustrator/painter/artist in the tropics. Fifteen feet high, the sculpture speaks to many for its nod and reverence for arts in the Keys. Also, “#2 Tree” served as the basis for The Studios of Key West’s first logo.

Last spring Gray, a friend of McIntosh’s, noticed the sculpture decaying outside the former Lucky Street Gallery on Greene Street and went to Dodds to concoct a plan to save the piece.

Dodds has been working

closely with Liz Young, executive director of the Florida Keys Council of the Arts, to secure the sculpture’s best future.

“I was thinking about applying for an arts council grant and this fit perfectly,” said Dodds. He hails it as “a tribute to a major figure in the firmament of Key West’s cultural history.”

Dodds contacted McIntosh’s family, who were thrilled at the community’s commitment to his memory. Securing the grant for materials and volunteering man hours, Gray was able to start repair of the termite damage inside the sculpture. The goal is that “#2 Tree” will eventually find a permanent public home in Key West.

Gray will be making adjustments to the piece to secure its longevity. “It’s in the spirit of Tosh.

He always wanted more money for public arts. What better way to remember him than keep the sculpture public?”

Also on exhibit will be a selection of small-format watercolors by students of Susan Sugar’s Summer Solstice workshop, including works

by Elizabeth Chamberlain, Cricket Desmarais, Natalia Duke, Elizabeth Hanes, Frances Lee Larkin, Kathy Letarte, Colleen McIntyre, Marcy Moyer, Morgan Ridler, Robin Robinson, Susan Seroskie, Emma Starr and Rita Troxel. DAC1 APPROVES TDC FUNDING

T

he Tourist Development Council’s district advisory council for District 1 (DAC1) has made its decision on funding approval for events in Key West. Ultimately, the council approved $983,000 worth of funding — $1,066,000 was originally allocated, and the remaining $83,000 will go toward the advertising budget.

“The event managers and volunteers that put on the myriad events for Key West do a spectacular job in bringing tourists to Key West and to the county,” said Board Chair Clif Thompson. “It’s energizing for us to hear their presentations and then watch their results year after year.”

The presentations are divided between “Destination” and “Turnkey” applications for events. Destination funding is given up front, and the organization must provide receipts for expenditures afterward. Turnkey refers to funding for events produced by outside parties, and the money is reimbursed after the event is complete.

The applications are scored based on criteria including primary purpose, timing of event, soundness of plan, financial commitment and action plan.

Applicants are asked to request their funding level as well as project how many nights of hotel rooms will be required for attendees.

The good news? Out of 28 applicants, 25 were approved for some funding. Funds are also more available this year.

“Last year was not a good year for funding because of Irma,” said Thompson. “It impacted the money that we had, so last year we funded $762,000 Continued on page 9.

PLASTIC BAG BANS HOW DO THEY WORK?

O

n Aug. 6, the Key West City Commission voted to move ahead with composing a resolution banning single-use plastic. While it seems the “right” thing to do for the environment, businesses county- and statewide hesitate to support legislation that may mean additional cost and inconvenience.

We aren’t close to the first place to take steps toward such a ban. Anyone who has traveled to Europe — or, since 2015, Hawaii, and since 2016, California — has had the experience at the end of a checkout line. Either you elect to pay the fee, maybe 50 cents, to take a reusable bag, or you go bag-less. In Scotland, they’ll offer you a cardboard box that produce was shipped in. In California, a recycled paper bag for 10 cents. In other places, the invisible ease of plastic bags is a thing of the past.

The average plastic bag is used for only 12 minutes, and it takes about 1,000 years for it to decompose in a landfill. A 2015 study published in Science magazine reported that 4.8 to 12.7 million metric tons of plastic entered the ocean in 2010 alone, and that the cumulative quantity of plastic entering the ocean is predicted to “increase by an order of magnitude by 2020.”

Yet, we’re attached to the convenience of plastic. We don’t see the Great Pacific Garbage Patch out our back window, and convenience continues to trump conservation. But how hard is it to think ahead to the earth our children and grandchildren will inherit? We already have some models to look toward. Several restaurants up and down the Keys have made the move to being plastic-free (the Key West ban would also disallow polystyrene takeout containers and plastic cups). Mellow Ventures in Key West uses carry-away cutlery and containers that are made of recycled paper and wood — all biodegradable and compostable.

Hawaii, California and New York (whose ban goes into effect March 2020) are the only states that have passed sweeping plastic bag ban laws, and there are lessons to be learned from their legislation. First, none of those states has eschewed all single-use plastics, though California proposes to do so by 2030.

They started with plastic bags, the most

ubiquitous of offenders. Here are some of the details to keep in mind as municipalities — and maybe even the county — eye legislation: • California requires at least a 10-cent charge for recycled paper bags, reusable plastic bags, or compostable bags, moving that cost to the consumer. They also rolled out the law over two years, with two public comment periods.

• In Hawaii, bans took effect county by county, ending with the most populous (Honolulu). They also require that even paper bags are at least 40% recycled.

• In New York, there are exemptions, including newspaper bags, trash bags and garment bags. They also allow businesses to place a 5-cent fee on the bags, with 2 cents going to the local government and 3 cents to the Environmental Protection Fund.

• A study by CalRecycle found the ban has been effective. Six months after the ban, in 86% of transactions, customers brought their own bag and didn’t purchase a paper or reusable bag.

• University of Sydney economists also found that these bans work. In a 2016 study, they found that people in cities with bans use significantly fewer plastic bags, which leads to about 40 million fewer pounds of plastic trash per year.

However, sales of plastic garbage bags (not included in bans) increased 120%.

• To be effective, reusable bags actually have to be reused. For a tote bag to be better for the environment than a thin plastic bag, a consumer would need to use it at least 131 times, according to a study by the UK government.

• Surfrider Foundation offers an Ocean Friendly Restaurants Program to help incentivize restaurants to move toward being less wasteful. Keys restaurants can contact Surfrider Foundation at surfrider.org/ programs/ocean-friendlyrestaurants in order to learn more about the program. Hint: You don’t have to be perfect.

While restaurants and retailers may feel daunted, the decrease in plastic straw use in the Keys evidences how grassroots efforts can prompt a sea change. Though the resolution in Key West proposes a ban going into effect immediately — a move that would be supported by conservationists if not all business owners — there are ways to roll out efforts using other states and municipalities as a model. It seems slow and steady may win the race — for now. At the same time environmental scientists say that change must be extreme and immediate to roll back the damage we’re causing the ocean and earth. For now, we know a few things: whether opting for plastic or a reusable tote, use bags as many times as possible; don’t take a bag at all if only purchasing a few items; eschew all Styrofoam.

And if asked the eternal question: “Paper or plastic?” Always opt for paper. It takes a paper bag two to six weeks to decompose, compared to plastic’s thousand years.

ne of the common misconceptions regarding the Overseas Highway is that it was not built until after the 1935 Labor Day Hurricane ended Henry Flagler’s Over-Sea Railroad. To the contrary, it was possible to drive a car from Miami to Key West as early as 1927. J. Otto Kirchheiner, chairman of the Monroe County Commission, is credited as being the first person to traverse the initial iteration of the Overseas Highway, officially called State Road 4A, on July 18, 1927. The dusty, bumpy conduit opened to public traffic on Jan. 25, 1928.

State Road 4A followed what is today considered the Card Sound Road route. The biggest difference between that first version of the road and those that followed was a 40-mile gap requiring a trip aboard an automobile ferry to complete. Leaving the mainland in 1928, drivers could make it all the way to Lower Matecumbe Key, where the road ended and it became necessary to board the ferry, embark on a four-hour trip to No Name Key, disembark, and then continue the drive to Key West.

In 1930, the Army Corps of Engineers looked into building a continuous solid bridge system that would eliminate the automobile ferries. The plans were submitted to Congress under the project name “Oversea Highway.” In the meantime, construction of two additional ferry terminals, one on Grassy Key and one on Hog Key, both in the Middle Keys, were completed in 1931. Additionally, 13.5 miles of roadwork between the two terminals was created. The terminals shortened the ferry ride to two 14-mile trips.

Believing a solid bridge system connecting Key West to mainland America presented a potential boon to the economy, Monroe County officials formed the Overseas Highway Bridge Corporation in 1932. When the Recon-

struction Finance Corporation forwarded a plan to build the bridges for congressional approval, the request for a $10.7 million loan was not approved.

After Franklin Delano Roosevelt was elected into office in 1932 and enacted his New Deal, which included the creation of the Works Progress Administration, hundreds of World War I veterans were sent to the Keys in 1934 and 1935 to work on automobile bridge construction projects. Building came to an end when the eye of the 1935 Labor Day Hurricane, a Category 5 storm still ranked as the most powerful storm ever to strike North America, crossed the Upper Keys. As many as 500 people, hundreds of whom were those veterans, were killed in the storm.

Forty miles of Henry Flagler’s Over-Sea Railroad’s tracks, too, were twisted and torn from the right-of-way, summarily putting an end to the Key West Extension. With the exception of the Lower Matecumbe ferry landing and several Upper Keys bridges, the highway had weathered the storm relatively intact. Because the railroad became a defunct enterprise, its right-of-way was purchased from the Florida East Coast Railway for $640,000. Subsequently, the Public Works Commission approved a $3.6 million loan to convert the standing railroad bridges into bridges capable of accommodating automobile traffic in 1937.

When the bridge conversions were completed, the newly refurbished Overseas Highway opened to traffic on March 29, 1938, with an official celebrated opening occurring July 4, 1938. It was at this point that Greyhound bus service between Miami and Key West became operational. Also, a toll system was implemented to help recoup costs associated with construction of the bridge system linking Lower Matecumbe to the rerouted end of the highway at Big Pine Key, with toll booths placed at Lower Matecumbe and Big Pine keys.

It would be the third version of the highway that would most resemble the road driven today. The Overseas Highway 3.0 opened to the public on May 16, 1944. To celebrate the event, Florida Gov. Spessard Holland was among those participating in an automobile caravan that left Key West at 10 a.m. and arrived in Florida City at 3:30 p.m. It was at this juncture that the road known today as the 18-Mile Stretch became part of the drive, the Jewfish Creek drawbridge formally opened, and the conduit was officially dubbed U.S. Highway 1. It was now possible not only to drive an automobile all the way from Key West to Miami, but all the way to Fort Kent, Maine.

New events that received funding included Mango Fest, The Mile Zero Fights and Pole Vault in Paradise. This is the second year for Pole Vault in Paradise, and it is a testament to demonstrating a draw and then applying for TDC funding.

“Some (on the board) attended the first year and said it was awesome, so we’re looking forward to seeing them bring more people down to Key West,” said Thompson.

This was also the first year that Race World Offshore was awarded money for the power boat races — to the tune of $150,000. That meant that Superboat International did not receive funding. While they both applied and made presentations, Thompson said, the board went with the organization that had already received approval of the city and Coast Guard.

Events that were not approved for funding were the City of Key West 4th of July Fireworks Celebration and the Key West Fashion Extravaganza put on by Mystic Krewe of Key West.

Why? “Well, the simple answer is: the board has to look at what event is going to increase occupancy in the hotels and vacation rental space. And if, in our opinion, there would be no increase, it would probably score very low,” said Thompson.

The refrain from TDC when it comes to funding approval is “heads in beds,” and if there isn’t a compelling case that an event will increase tourism, it is likely to be denied funding.

George Fernandez, vice chairperson of the TDC, said of denying funding: “It’s really unfortunate, but the issue is, they must meet the criteria.”

He encouraged applicants to try again in following years, as other events have had success with subsequent applications.

A Touch of Grey and a Ton of Music

Thompson explained the difference between funding for, say New Year’s Eve vs. 4th of July Fireworks.

“New Year’s Eve is an international event. The CNN coverage and so forth bring people down year-round. On July 4th, almost every city is going to have fireworks, and it doesn’t do enough to make it unique. There was an attempt to reclassify them to get them some funding, but that attempt failed.”

Notable events that received top funding were:

Plenty of other events put on by locals, like the Kelly McGillis Classic Women’s Flag Football Championship, The Key Lime Festival and The Key West Paddle Classic, also received funding anywhere from $10,000 to $35,000.

The county — and Key West — are well on the road to recovery from Irma in 2017.

This year, the bed tax money for DAC1 is already over $17 million, while in all of 2018, the total was $19 million.

“So this year is looking very good,” said Thompson, “and that means next year’s funding will be perhaps even better.”

Board member Piper Smith, who is a veteran on the committee, said, “It’s nice to be able to fund so many events. … I’ve been on this committee for years, and there have been some lean years. It was tough.

So it’s nice to be able to fund small events, along with Fantasy Fest and the Boat Races.

We have a full calendar, and it’s wonderful.”

elcomed by a cacophony of woofs and howls, Mayor Teri Johnston stepped into the Key West SPCA building on Aug. 9 to accept the Mars Petcare Program Better Cities Award. The designation, which recognizes communities making exceptional efforts to accommodate pet owners, is not given lightly. Only 25 cities have earned the distinction.

Johnston, joined by Commissioners Greg Davila, Mary Lou Hoover, Sam Kaufman and Clayton Lopez, thanked the entire city for its hard work on the issue, which she recognizes as an intentional effort. “We plan and legislate to be a pet-friendly city,” said Johnston, “I, as mayor, and all of the commissioners that are with us today certainly commit to enhancing Key West as a pet-friendly city. We love our pets. We commit to you, we are going to do more and more as the years go on.”

Key West has already started down a positive path. With the completion of the Truman Waterfront Park, renovation projects in other parks and the creation of two dedicated dog parks, the city is providing plenty of romping stomping ground for its canine friends. In terms of policy efforts, Johnston referenced the construction of 103 workforce housing units being built just down the street from the shelter on College Road. Those units carry an important marker

of equitable housing — they will all be petfriendly.

The Better Cities for Pets program evaluates cities based on four categories — shelters, homes, businesses, and parks. Johnston spoke about homes and parks while standing in the gorgeous new SPCA shelter. The only category left was pet-friendly businesses, which on this island nearly goes without saying. It’s a fair bet that most residents have downed a cold beer next to a dog perched on a bar stool or found a cat lazing in a store in Old Town. Key West’s businesses, shelters, parks and homes show the city’s love for animals.

To contradict the Beatles (though sacrilegious!), love isn’t all you need. A city needs money in order to execute socially responsible policy. Jubi Arriola-Headley, who thanked the city on behalf of the United States Conference of Mayors, acknowledged the importance of awards such as this to a city like Key West, which faces socio-economic issues such as a shortage of affordable housing and a heightened cost of living.

“In evaluating dozens of cities, we look to see where is the best bang for our buck,” he said. “The judges were impressed with the notion that someone would try to underwrite the costs of important and innovative services for people who have pets. Affordability is a real issue. We want to help people at all income levels keep their pets and care for their pets.”

One of the programs Arriola-Headley alluded to is the FKSPCA Spay and Neuter

Clinic, which is 100% donor-funded. The clinic ensures that every adopted animal is altered before going home, making an exponential difference for years to come.

The clinic doesn’t end with shelter pets, though. Community members may bring their animals, or feral cats, for low- (or no-) cost surgeries. The SPCA also offers behavior counseling, emergency pet boarding for individuals confronted with hospitalization or domestic abuse situations, and end of life services — a wealth of assistance for any community member who may need an extra hand to keep a pet happy and healthy.

In addition to awards like Better Cities, the FKSPCA is an innovative fundraising machine. Each month there are local “yappy hours,” at which Key Westers can support the shelter for the cost of a drink. On Saturday, Aug. 17, both the Key West and Marathon campuses have planned a Clear the Shelter event. The goal is straightforward, albeit ambitious: find a home for every pet.

In order to make that happen, the campuses are waiving all adoption fees. It’s the perfect day to make a new lifetime friend. Those not in the position to adopt can still enjoy kids’ activities, door prizes and “Kiss-A-Bull” booths, where shelter favorites spend their day trading sloppy smooches for donations.

Next month offers what is arguably the year’s best named event, the 5th annual Spayghetti and No Balls Dinner at La Trattoria Oceanside. Tickets to the multi-course Italian dinner (with vegetarian option) benefit the Clinic Fund and include a wel-

come drink, live entertainment, a silent auction and 50/50 raffle.

The Dogwood Foundation has also come on board for the clinic, offering a $50,000 match for the month of September, essentially doubling any donation made at the dinner.

The FKSPCA has mastered the art of providing something for everybody. For those who can’t adopt or don’t do carbs (who are you people?!), there’s another creative way to give in the coming months.

Local photographer Nick Doll has been donating his time providing professional photographs of shelter dogs. In September, he ups the ante by offering Photos for Fido, a pet portrait shoot that contributes every dime to the FKSPCA. Pet owners can bring in their best friends for the glamour treatment they deserve. Doll will set colorful backdrops and work through his memory cards to catch the perfect image. A $50 donation gets a professional photo session, where Fido gets to feel like Beyoncé, and a finished product of 10 edited, high quality files of the fashionista at their colorful best.

It’s not hard to remember why we need to give back to the animals in our community. Johnston

stressed the importance of pets, “remembering what pets do for us — they reduce loneliness and isolation and reduce depression and anxiety. In a community that’s considered a party town, it’s really important that we have pets. We have one of the highest suicide rates of a community our size, so it’s one of the things we take very seriously.

It’s also one of the only ways that many of us get any exercise all day long. I roll out of the door at about 4:30 a.m., and believe me, those few blocks walks are about all I get.”

While fundraisers and mayoral speeches rightly tout the elements of housing, shelter, health and safety as being of the utmost importance for pets, it’s important to retain the fun quotient. Key West proves once again that enjoyment lands near the top of the pet priority list. Beyond the upcoming fundraisers, Johnston reminded those gathered at the award ceremony to come out for events like the New Year’s Dachshund Parade (and Chihuahua takeover) and the upcoming Fantasy Fest Pet Masquerade, which, during a week of debaucherous events, thankfully features only minimal (animal) nudity.

ince everyone is back to school this week, it’s worth reviewing how it usually goes, illness-wise.

Everyone’s healthy for a few weeks after the start of school — long enough to get through, say, NFL Week Three. Then it starts: a hack here, a cough there, and before you know it, we have a symphony, one we’d rather not have unfinished. The lucky ones do seem to come to conclusion after a few days. However, a not insignificant minority of kids (as well as some otherwise healthy adults) seem to linger with a cough for weeks, if not months.

What’s up with that?

That last question is one of the most commonly asked ones I’ve heard in my years of practice.

And it gives me great pleasure to finally commit my oft-recited “prolonged cough speech” to written prose.

The great majority of those kid coughs are, of course, due to colds. Most of these can normally last up to two weeks. Given that infants and young children characteristically get up to 10 colds a year, a lot of times that cough is just one cold after another. One clue that this is what’s going on is that you might get a day or two that’s cough-free in between bouts.

If a child has never, ever, ever had a day without cough for a few weeks or more, most of us will start looking for other things. Even here, though, the list of common conditions is pretty short, and since there are three that overlap, I’ll mention them all at once: asthma, allergic rhinitis (what most people call “allergies”), and something in the environment. All three are generally due to the body’s overreaction to one or more stimuli. In asthma, the small airways (tubes in the lungs that carry air) get narrow. Allergic rhinitis can cause a chronic runny or stuffy nose and sometime post-nasal drip that

stimulates a cough.

Stuff in the environment can cause either or both of these problems.

Dr. Stanley Sack There are sometimes, but not always, clues to these conditions on an examination. And although there are tests that can be done, they often take a little while to arrange. For this reason, if a provider suspects that asthma or allergic rhinitis might be going on, she might choose to try some treatment — either to decrease inflammation in the lungs or nose, or to open up the airways by relaxing their muscles.

Most other causes of chronic cough are less common, and most have other symptoms associated with them. (Some not-sorare exceptions: whooping cough and a foreign object in the lung.)

Bacterial causes of cough such as pneumonia often come with a fever. We’ll occasionally try an antibiotic for a persistent cough, particularly if a sinus infection might be present, but it doesn’t help that often. Also, most cough medicines in kids are now largely a no-no due to side effects, particularly if they are infants or toddlers.

Do talk with your provider about how he wants to handle that cough, especially if it’s your child’s first long-haul bout.

Coughing children who otherwise look and feel well do have a little time to get it all figured out, and usually, with a little trial and error, that NFL Week Three cough will be improved by Goombay weekend!

Hundreds of people peddle sweets in the Florida Keys, but few rise to the iconic status of Marilyn Kellner, better known to the world as “The Cookie Lady.”

My first Cookie Lady David Sloan encounter took place in 1996 during a visit to Fort East Martello Museum.

There was an exhibit featuring Key West characters that included a stuffed likeness of Marilyn. It portrayed her selling desserts from a bicycle, and her exhibit shared space with a tribute to “The Iguana Man.” The sign informed that she “pedaled” sweet treats at Mallory Square.

Despite her name, The Cookie Lady wasn’t in the cookie business. She specialized in Key lime tarts and brownies that were so decadent The Miami Herald described them as “addictively delicious,” “barely legal” and “served with a rhyme.” My mouth started to water and my ears were eager to hear her rhymes. I left the museum and headed to Mallory Square on a mission to taste The Cookie Lady’s Key lime pie, but my plans came to a halt when I was told The Cookie Lady didn’t live in Key West any more.

Marilyn was born in Cleveland, Ohio.

She grew up helping her mom bake, and together they made everything from scratch.

They loved baking for friends, and Marilyn’s mom included notes with poems when they delivered treats for birthdays, anniversaries and other special occasions. Marilyn had a knack for helping with rhymes, and her first poem was published before she graduated from first grade. As Marilyn grew up, she kept her passion for baking and poetry close to her heart.

A sailboat brought Marilyn to Key West in 1980. She hit the ground running and began whipping up desserts to sell to tourists at sunset. Mallory Square was unregulated and had just a few vendors, so Marilyn quickly became a fixture. Her name grew, and people started seeking her out for peanut butter chocolate chip brownies, mint chocolate chip brownies, turtle bars, fudge, Key lime tarts, rhymes and good times.

Marilyn outgrew her home kitchen as more and more people sought out The Cookie Lady. She approached local restaurants to use their space, and through the years, she prepared her baked goods everywhere from the bagel shop on the boulevard to the kitchen at Blue Heaven (before it was Blue Heaven). Marilyn became a media darling, frequently appearing in newspapers.

She even had a cameo in Carl Hiassen’s “Trap Line” and was hired to portray herself alongside Billy Crystal in “Running Scared.”

Her legend spread around the world, but it was on the docks of Mallory Square that she truly shined.

Marilyn left Key West in 1995 to recalibrate. She returned in the early 2000s, but the void she left at Mallory Square remained, as Marilyn dedicated her time and energy to other artistic outlets. I stalked her on Facebook to see if The Cookie Lady would come out of retirement to bake a Key lime pie. I was delighted by her response.

Marilyn invited me to her house, where her kitchen was decorated with the famous signs that used to adorn her bicycle and advertise her baked goods. She shared dozens of amazing stories, and as we baked, I observed her well-practiced techniques. Marilyn mixes fresh granola and honey into her Graham cracker crust. She uses three egg yolks plus one whole egg to create a lighter custard. For safety and texture, Marilyn likes to bake her pies for a good 15-20 minutes.

Her signature topping is a lightly sweetened coconut whipped cream. Her mother taught her to clean as she goes. It’s a process that brings back fond memories for Marilyn every time.

Key lime pies are fundamentally the same, but slight differences in preparation, technique and enhancements leave a maker’s mark from each baker. Equally important to these nuances is the personality behind the pie, and the setting where it is consumed — or devoured.

Marilyn served our slices in the dining room. I saw a gleam in her eye that she may have inherited from her mother. As I took my first bite, the flavors rolled across my tongue in waves. onroe County Administrator Roman Gastesi would like to commit five more years to Monroe County before retirement and seeks to renew his contract with the Board of County Commissioners through Oct. 18, 2024. His current contract expires May 11, 2020.

Gastesi started with Monroe County in May 2008 after serving as regional director of South Florida Water Management District for five years and various positions at Miami-Dade County for 15 years.

“Working for the citizens of Monroe County at the pleasure of the Board of County Commissioners has been one of the highlights of my career, and I look forward to spending the next five years before my retirement committed to the continued success of Monroe County,” said Gastesi.

Gastesi was hired 11 years ago and put together a professional senior management team to help him oversee the county’s 22 departments and approximately 560 employees.

If the Board of County Commissioners extends his contract at the Aug. 21meeting, Gastesi plans to move into the Florida Retirement System’s Deferred Retirement Options Program (DROP), a pension plan where he can continue to work while his earned pension is deposited into a savings account for up to five years.

rincipal Amber Archer Acevedo has the hang of “back to school”— she’s been doing it nearly every year of her life. After graduating from college, she started in elementary education, teaching first grade, and has gone on to work in education for 35 years. Acevedo is starting her ninth year as principal of Key West High School, and not without some fanfare. KWHS received an “A” grade from the state, based on student performance on the Florida Standards Assessment statewide exams, as well as advanced placement exams.

It’s KWHS’ second year to score an “A.” Last but not least, KWHS earned a Bubba Award for Best School and Acevedo took home the Bubba for Best Teacher or Administrator. Sadly (for us, not her!), this is Acevedo’s last year as principal, so we caught up with her as she looks ahead to one last fall going back to school.

What are the unique challenges of Key West High School? I think the unique challenges are reaching the population of struggling students and ELL (English Language Learner) students where language is a barrier. Those are two of our big focus areas. In high school, some of the challenge is reaching students that aren’t motivated — and that’s non-quantifiable, so to speak. It’s about reaching and teaching those students that have been discouraged.

Factors like high cost of living contributed to a pretty high teacher turnover in the Keys. How do you view that issue as principal? I will say that over the past three years, we have had anywhere from 12 to 18 new teachers at a time, and many do come with experience. But regardless of experience, the exchange of ideas is always a re-energizing point — to make the new teachers feel welcome and the veteran teachers learn something new. New teachers are a large contingency, even though our staff is almost 90 teachers. I think the learning from each other and the exchange of ideas help our teaching staff.

What changes can students or parents look out for? I think they’ll definitely see a step up in safety. Such as: the front door will now be a “buzz in;” students have to show ID at the front gate; there will be more training for students and staff.

Parents and students should look out for more info on that topic, which will be ever-evolving.

What are the big dates that should be on community calendars? School started Wednesday, Aug. 14. Our open house is Sept. 5, and we end the evening with a bonfire, which the community is welcome to come to at 7 p.m.

What are you most proud of KWHS for achieving last year? It’s great that we came back and celebrated that we had earned an “A” for the second time, which means the students are learning. And we were proud of the Bubba Award, because that’s a community award. We also received the Sportsmanship Award from the FHSAA (Florida High School Athletic Association) for athletics, so there were a lot of things to come back and celebrate.

Any notable changes in curriculum or AP Tests? Our advanced placement curriculum is pretty steady and has been consistent to what it was last year. Our career tracks are going strong, too. Our engineering track is building and our auto mechanics track is building. The school is strong — we’re moving forward, and as we say, we stay “committed to excellence.”

How many were in last year’s class of graduating seniors? How many can we expect this year? There were 276 graduating seniors last year, and while I don’t have an exact number yet, we average between 260-280 a year. Our enrollment is up — we’re up to 1,270+ kids in the school.

How are you feeling about the last year? Although I will have more time on my hands, it’s bittersweet as I am definitely going to miss it. I truly love being in a school setting – education is my passion.

t’s only the first week of school, and Poinciana Elementary already had a lot to celebrate. The week kicked off with a “Meet the Teacher” event on Aug. 12; the classrooms had colorful individual themes; the halls were bedecked with fish, flamingos, schooners, and — of course — Poinciana Pelicans.

On Aug. 13, the school received a commendation from the City of Key West — Mayor Teri Johnston and Vice Mayor Sam Kaufman visited to present the honor to Principal Larry Schmiegel and his teaching staff.

ongtime Key West stylist Liz Stricker celebrated the grand opening of her Avenue Hair Salon on Truman Avenue on Aug. 1. The party was catered by Maxine Lopez-Keough, and the design and renovations of the space were done by Wonderdog Studios.

“My salon is going for a Versailles-in-the-jungle motif,” said Stricker. “Love me some gold!” The space is chic and tranquil, “built for the busy woman who has places to go and people to see, so she can get her nails done while her hair processes.” Stricker has been in the salon business for over 15 years and has cultivated the beauty of many Key West women. She said her new baby “changed everything,” and she sought out her own space to have more freedom.

“I specifically focused on an ergonomic workspace with good vibes, so I can keep working the hours that I normally do,” she said.

LRN’s new documentary “Troubled Waters: Turtle’s Tale” explores the impact of human behavior on our environment — as seen through the lens of one of the Keys’ most beloved and fragile underwater creatures — the sea turtle. Featuring acclaimed actor and ocean activist Ted Danson and narrated by awardwinning actor Peter Coyote, the world premiere of this one-hour film will

take place in the Florida Keys. The Turtle Hospital will also be releasing Harry, an olive ridley sea turtle who was found in a fishing net, in conjunction with the event.

• Key West Film Premiere: Wednesday, Aug 21 at 6 p.m. at Tropical Cinema; $5; reserve seats at tropiccinema.com.

• Key West Sea Turtle Release: Thursday, Aug. 22 at 9:30 a.m., for a prompt 10 a.m. release.

Both screenings will include a Q&A session with the film’s producers and participants. In Key West, the reception will take place after the screening and in Marathon, it will take place before.

“This documentary is part of our long-term initiative to make our South Florida audience aware of the climate risks we’re dealing with here — from sea-level rise to hot temperatures, and with this documentary, our ocean health,” said Adrienne Kennedy, one of the executive producers of the film, alongside WLRN’s general manager John Labonia. The documentary means to illuminate the human impact on endangered sea turtles, ranging from climate change, rising seas, commercial fishing, polluted waters, discarded nets, hooks and fishing lines, and — most significantly — trash, specifically plastic in our oceans. With ocean health intricately linked to human activity, “Troubled Waters” will reveal some of the technological advancements that are tackling the challenges faced by turtles and other marine mammals today.

At the center of Troubled Waters is a dedicated team of biologists, researchers and conservationists.

Often struggling to remain optimistic for the future, they pour their hearts and souls into saving a species with a past as old as the dinosaur. The story begins on the shores of Palm Beach County where conservationists at Gumbo Limbo Nature Center rescue and rehabilitate thousands of injured sea turtles a year, many of whom are found wrapped in trash, struck by boats or poisoned from toxic waters.

Conservationists interviewed say near-

ly 100% of baby sea turtles are found with bellies filled with plastics, causing birth defects, food chain issues and, all too often, premature death.

In the Florida Keys, Marathon Turtle Hospital manager Bette Zirkelbach, alongside a team of experts, work diligently every day to save, rehabilitate and release turtles. The oldest full-time turtle hospital, founded

by Richie Moretti in the 1980s, tackles yet another life-threatening problem specific to sea turtles — a virus called fibropapilloma.

“I don’t know how big a part we have in the documentary, but I know we made the cut because I’ve seen the trailer!” said Zirkelbach, laughing. She said the organization is profoundly grateful to be included. “Beyond fixing turtles, we have a responsibility to share this information about turtles.

Increased awareness can shift the course of the future with people who make decisions about our natural resources. I sincerely hope this documentary leaves people with that hope.”

In addition to the two turtle organizations, the documentary cites the research from a Florida Atlantic University marine biologist studying the effect of rising temperatures on the sex of sea turtle hatchlings. Then the story extends across the U.S. to the National Energy Commission in Golden, Colorado, where chemical engineers are using bacteria and microbes to develop plastics that may one day decompose in just one year as opposed to hundreds or even thousands of years.

Closer to home, the crew visits local surfers and owners of a Delray Beach brewery, whose love for the oceans prompted them to develop “edible” beer and soda rings made from wheat and barley.

THROUGH HER LENS STARR CONNECTS WITH ‘ELEMENTAL NATURE’

When Australian-born photographer Emma Starr left Key West for Melbourne in 2006, she vowed never to return. A decade away and a convincing Instagram message from her now-husband changed her mind.

“You tell the universe ‘never say never.’ And now I’m living here again. I’m in a different space, different energy, a different circle of people I’m connected to. It’s supportive, and I can make my art.”

Part of what distinguishes that art, and Starr herself, is a deep sense of nostalgia. Her reverence for the past is evident in the heirloom cameras that line the shelves of her studio. Starr’s first exposure to photography came through her grandmother. “She’s 95 and still has a film camera in the bedside dresser in her nursing home.” The landscape of her home country and her longing for it are a source of inspiration for Starr, who misses the scent of fallen eucalyptus leaves most.

Returning to Key West after a 10-year absence provided a creative challenge for Starr, who found her photographic footing along the shoreline.

“Walking along the water, when I don’t see any buildings or people, that always does something for me.”

Reflecting on the pieces in her most recent show, Starr recalls, “Nearly every shot had water. It was about me reconnecting with the elemental nature here and what was appealing to me. Plant life, water, sky.”

In addition to her shows at Salt Gallery and the Studios of Key West, Starr’s work has been featured in the most recent issue of “She Shoots Film” as well as “Uncensored,” “Feathered Magazine” and “Visible Ink Anthology.”

The revelatory nature of photography continues to call to Starr, who began her artistic career as a jewelry designer. “That’s what I love about film; you never know how your shot is going to work out. On every roll there’s always one shot that works, and I don’t care if the other thirty don’t turn out.”

In Starr’s work, a singular shot is just the beginning. Her creative process was influenced by her time as a member of the Melbourne Silver Mine, or MSM, a collective of experimental photographers she describes as “a beautiful group of camera-hacking, film-sniffing nerds.”

Starr credits MSM with teaching her the importance of regular

shooting and continual innovation.

She applies these principles to her work today, often to the tune of true crime podcasts. “You take the photo and then what do you do with it?

I like the idea of deconstructing it, pulling it apart and reimagining it.”

Polaroid film suits this reimagining.

“I’ve always gone back to Polaroids.

You don’t need a darkroom. I’ve always liked how far you can take them.”

For Starr, “taking it far” can mean stripping the photos of their iconic borders, layering them in collage, applying emulsion lifts and hand stitching the developed images. Her alterations evoke the way time shapes memory.

In her sunny studio in the Historic Armory building on White Street, Starr honors the memory of past tenant, late author and artist, Maureen Tracy Vent. “I try to always honor what came before,” said Starr, who uses Vent’s writing desk daily. In the vein of revering what came before, Starr’s latest project is latched inside a centuries-old box.

Inside is a series of glass plate slides captured by an unnamed photographer.

“I nearly fainted when I saw it.

These slides are from mid to late 1800s, pre-war Europe and include the construction of the Eiffel tower,” said Starr, who purchased the box at an antiques auction. She hopes to refurbish and digitize the box of slides and eventually create her own series of altered images. “I wish I knew its story. It’s been hiding for a long time. It has come from Europe; it has made its way to America; it has come to Australia; now it’s back in America and who knows where it was in between.” And if we’re lucky, Starr will show us the story as she sees it. “If I can restore them and create something new with them, I like the idea of making it into something else in the world.”

For the time at hand, Starr’s making will be anchored by her adopted island home. “I have a history and a nostalgia for this place now, because it’s been my home twice. Key West always has a part of you, and if you leave you come back in some way. This island has a magnetic spiritual draw. You reconnect in a different way each time you return — and if you embrace it, it will embrace you.” As Starr’s work evidences, if you return to it, it will return itself to you.

he Federal Emergency Management Agency (FEMA) multi-year study of Monroe County’s coastal flood risks has reached its next step.

FEMA will release new DRAFT Coastal Flood Maps on Aug. 22 to county staff, which will provide the first look at how flood risks are changing, based on studies, using updated information and the best available science and technology. Coastal Flood Maps, otherwise known as Flood Insurance Rate Maps (FIRMs) are used to determine the minimum elevation needed for construction to reduce the chances of flooding. FEMA has stressed that these are draft flood maps. FEMA is asking the county and municipality staff to review and provide comments on the draft maps, before the agency then issues preliminary flood maps for the public to review and comment on.

Whenever new flood maps are issued, some property owners may see an increase or decrease in their flood risk while others will experience no change. Monroe County will place these new “draft” maps on the county website so residents and business owners can find their property and see what change might occur when the maps become final. The maps can be found at www.monroecounty-FL.gov/floodmaps.

“While the flood maps we received are drafts, we believe that property owners should be able to see how their risks might change,” said Christine Hurley, Monroe County assistant county administrator. “That way they can be more proactive in reducing their flood risk, whether that means building higher if they are planning on making improvements to their property or buying flood insurance now to reduce any potential insurance cost increases.”

To emphasize that flood risks are changing and to make sure property owners understand this is coming, Hurley said, permit applicants will sign a form indicating they know the maps will be changing.

It usually takes 3-4 months for local governments to review the draft maps and communicate any concerns to FEMA prior to FEMA issuing preliminary flood maps.

When preliminary maps are published, formal public comments or appeals of the preliminary maps can then be provided to FEMA by local governments and/or the public. Once FEMA completes the review of all comments and appeals, it will publish the final Flood Insurance Rate Maps (FIRMs).

In February, the Monroe County Board of Commissioners requested county staff issue a request for proposal (RFP) to retain a technical consultant to review the maps and modeling conducted by FEMA and to be prepared to appeal. The commission will consider approving a contract for this work with the top-ranked firm, Woods Hole Group.

The final flood maps (FIRMs) will most likely become effective sometime in 2021 or 2022.

When that happens, the county will formally adopt the maps by ordinance and the maps will be used when reviewing permits. The final maps will establish what a finished floor elevation needs to be and determine building and site design requirements to reduce future risk of flooding. Further, new lender requirements may go into effect, as will any changes in flood insurance rates that result from the map changes.

egan Richardson was scanning the Florida Keys SPCA website for volunteer opportunities when she stumbled across a photo of a Belgian Malinois. She said she couldn’t get the dog out of her head. After a month, constantly checking back to see if the dog was still waiting for adoption, she texted her husband in early July: “Dean, he’s still there.”

And so the Marathon couple made the drive to meet the one-year-old Rocky at the Key West shelter.

“Cathy Baier is an amazing adoption counselor,” said Megan. “She spent hours on the phone with me before we ever came to the shelter.

We were concerned about how the ‘puppy’ would get along with our older Belgian Malinois.”

Baier is the Key West shelter’s behavior program manager. She, of course, remembers the Richardsons and Rocky.

“Sometimes we’ll match adoptees with a breed they have experience with, because you know something about the breed’s predisposition. The chances for success are higher,” Baier said, adding that a new young male dog and older female match, generally speaking, is good.

Baier said the adoption process starts with a short questionnaire – history of animal ownership and lifestyle questions. Then there’s a conversation about details. Baier said she weighs not only the family’s wants, but also the animal’s needs.

It’s the shelter’s job to remind potential adopters of the reality of adopting an animal — not just the fun stuff, but the problems that can arise if the animal’s needs are not being met. Baier said families who are ready to welcome a baby, or a new job, or a move might want to press the pause button on an adoption. And young people especially need to consider how an animal will affect their lifestyle.

“I had one young man think about this and decide against adopting.

We love thoughtful people. If they say, ‘We need to go home and think about this,’ we know those people are taking it seriously,” Baier said.

oth the Key West and Marathon campuses of the Florida Keys SPCA are joining over 1,000 nationwide animal rescues during the fifth annual Clear the Shelters pet adoption drive Saturday, Aug. 17, in an effort to help local families adopt a new pet.

Pet adoption fees are waived, although standard adoption procedures and policies still apply. Interested adopters are encouraged to visit either of the FKSPCA locations ahead of the event to complete an adoption questionnaire as part of the pre-approval process.

FKSPCA’s goal is to adopt every animal it houses. At the Key West campus, a newly constructed facility on College Road, 194 animals are currently being cared for, including cats, dogs, birds, rabbits, guinea pigs, hamsters and gerbils.

Of the 80 animals at Marathon’s campus, most are cats of all ages, colors and personalities. However, 21 dogs are also looking for their forever home.

“This year is the first year we can host the Clear the Shelters event in our new, spacious facility in Key West. We are hopeful we attract more adopters to come out and find their next best friend,” said Tammy Fox, executive director of the FKSPCA. “Between our Key West and Marathon locations, we have 274 animals waiting for you to come and meet them. If you are thinking about bringing some love into your life and saving a life while you do so, now is the time,” Fox added.

In past years’ events, the two locations successfully adopted over 50 animals.

Since 2015, NBC and Telemundo owned stations’ nationwide Clear the Shelters campaign has resulted in more than 256,000 pet adoptions.

90 Miles Closer HAVANA NIGHTS HEATS UP THE STAGE AT KEY WEST THEATER

“I

n Havana, they are doing what we do — they just do it without the same equipment,” says Rolando Rojas, pulling out his phone, showing a video of musicians on the streets of Havana. As he says, they are making an incredible sound — like a band much bigger than the four men on the corner — without a microphone or speakers. “The music revolves around percussion,” he says, “that and piano, and horns.”

On Saturday night, Aug. 17, guitar virtuoso Rojas and a band of accomplished musicians and dancers will take the stage at Key West Theater, bringing with them the music of Cuba — and Chile, Venezuela, New York and Key West. Rojas has been playing Latin music in Key West for over 25 years, after having classically trained on guitar and piano in his native Chile.

Rojas’ original home is in the vineyard and wine-making region of Viña Del Mar in Chile.

His first gig in 1993 was with the original Conjunto Caribe band with Jose Rodriquez. At its formation in 1989, it was a 12-piece band with mostly Navy guys playing. In 1993, the original band downsized and changed its name to Caribe of Key West. The combination of Conjunto Caribe and Caribe of Key West have been playing together for probably the longest run of any Key West band.

On Saturday, Rojas will be joined on stage by Evelyn Suarez Calero, a celebrated Cuban American flutist and saxophonist — and music teacher — down from Miami, along with powerhouse vocalist Lu Annen, as well as Hiram Garzaro on percussion, Mario Quintero on piano and Caribe member Kenny Fradley on trumpet. They’ll be joined by the Key West Dancers, performing cha cha, merengue, salsa and bachata. This is the third time the group has been united as “Havana Nights.”

Rojas and an ensemble of musicians have been performing Latin music at El Meson de Pepe, Sloppy Joe’s and Virgilio’s (and more recently, Saturday afternoons poolside at Havana Cabana) for years. Ralph De Palma, producer of the show, musical documentarian and aficionado, calls Rojas and his rotating band members the “keepers of the flame” of the eclectic Key West music scene. Rojas plays on average 300 shows a year, often working seven days a week.

“This is the most unique music scene in the country,” says De Palma, “and musicians can work. We have a half dozen bars here that have three sets a day.”

The evening of “Havana Nights,” too, will reflect diverse influences rather than strictly traditional Cuban music. Rojas promises a “good combo

of slow and fast Latin music, music from current stars and Top 40, as well as great old Cuban music.” He draws from a range of influences, promising even a jam that starts with “I Like it Like That” and ends with a rendition of Metallica. There will be two highenergy sets with an intermission between. While the musical mix may be unorthodox, Rojas promises a show like those at the famous Tropicana in Havana.

“But that’s 1200 people, and this is 300,” he laughs. The theater will clear out the first three rows for a dance floor twice the size as it has been in years past, so that the audience can join in when the rhythm moves them. There will be cocktail service to embolden those who are rusty, and as Rojas says, “Trust me—there will be lots of guitar.”

KWHS MARCHING BAND PREPARES FOR THE FIELD

olks who live in the neighborhood surrounding Key West High School have probably gotten used to a hornblasting, drum-thumping rendition of “Burnin’ Love” accompanying their morning coffee. KWHS’ band camp just concluded on Aug. 9, as the 100-strong musical force prepares for the upcoming season. Friday, Aug. 16, the band will take the field for the first time for a preseason football game, but the first “real” game is on Friday, Aug. 30. While football season is enough to get excited about, it’s also an extra-special moment for the band.

“We just ordered brand new uniforms for the first time in 18 years,” said Band Director Gary Hernandez, “and they should be in some time this week. So we should be in them by the first game. That’s a huge thing— bands don’t get uniforms often.”

While the band crosses their fingers that the new uniforms will arrive on schedule, they also steel themselves for marching and playing in their new duds in the extreme heat. The temperature hovered around 90 last week, one of the biggest challenges of the grueling practice schedule the band undertakes for the two weeks of camp. Hernandez is starting his 11th year of directing the KWHS band, so he’s experienced when it comes to coping with the conditions.

The band kicks off in the morning at 8:30 with marching in full force on the field. After lunch, they spend the early afternoon hours indoors in the air conditioning doing music rehearsal, often in smaller instrumental sections.

“We focus on hydration and a healthy diet — lots of students are used to skipping breakfast, and it’s very much an athletic activity,” Hernandez said. “We require them to bring a water bottle — thermoses at least a half-gallon — and we have a student officer that helps keep them full.”

Band camp and the ensuing season is certainly hard work, but it’s also a lot of fun.

Hernandez calls team-building “a huge part of what we do.” In the first week, the band does ice-breaker type activities and establishes section unity. At the end of the first week, there’s a band lock-in at the school.

Volunteer parent Pamela Oropeza, who has two kids in band, helps out at such events and has great photos and videos of son Hunter, a senior saxophone player, doing “Grease” skits at the lock-in. In the second week, there are dress-up days, like “hippies” or “twins.”

“The love of the band is so cool. … It’s an incredible group, and it’s wonderful to see a lot of support in the community for the arts,” said Oropeza.

At the culmination of the second week, the band performs for their parents and families, and there’s a big barbeque on the field.

“By then,” said Hernandez, “They know 10% of the school, and they’ve been there for 80 hours.” So the band members — especially the freshman — go into the year with the advantage of familiar faces, and the considerable feat of making it through band camp already accomplished.

As a music town, Key West can be proud of the diversity of instruments on the field: “We have flute, clarinet, sax, trumpet, mellophone, trombone, tuba and then percussion: snare drums, bass, cymbals and tenors … a vibraphone, a marimba.” The band also includes the color guard, whose performance is incorporated with the band, flags waving

(truly, all participants earn the half-credit for physical education that is allotted). It’s a stunning spectacle, and the community has an opportunity to join in during football season.

While the best way to take part is to come to the games and cheer on the musicians and athletes from the bleachers, the band also welcomes help with funding.

“We receive funding from the school district that covers the quite steep transportation,” said Hernandez. The band requires three buses for travel, and each bus is $700 to $1,000 per overnight trip. However, the district does not cover hotels, which run $5,000 to $6,000 per night for the approximately 100 students, so that’s the big expense. The band has to raise about $50,000 to make it happen.

Even bigger news than the uniforms?

“We plan to go to Italy over spring break, and the last time we did was right before the [2008] recession, and we’ll be releasing info about it the next week.” The cost would be $3,800 a student.

Bachelor’s Degree in Accounting & 5 - 8 yrs related exp (or equivalent exp) is required. Knowledge of MAS200 preferred. CPA and/or non-profit experience a plus.
