That’s the number of days before Monroe County School students return to the classrooms, sharpen their pencils and hit the books. It’ll also be the moment when parents rejoice and yell, “freedom!”

STUDY: SANCTUARY GENERATES JOBS, MONEY

The National Marine Sanctuary Foundation recently released a study showing that economic activity generated in the Florida Keys National Marine Sanctuary is responsible for $4.4 billion and 43,000 jobs across the state.

The National Marine Sanctuary is a major driver of tourism and recreation dollars, offering opportunities for world-class diving and fishing alongside abundant and varied wildlife. Increased use, boat groundings, marine debris, pollution, intensifying storms, disease outbreaks, rising ocean temperatures and acidification are among the threats to the environment and the economy that the sanctuary supports. The report demonstrates the need to protect and restore the fragile habitats of the Florida Keys for the economic well-being of the entire state.

“The sanctuary and its underwater wonders are what set the Keys apart and make them such a tremendous tourism destination,” said Kris Sarri, president and CEO of the National Marine Sanctuary Foundation. “In light of the sanctuary’s impact on the whole state of Florida, the protection and restoration of its valuable resources is a major priority.”

Understanding the economic impact of the sanctuary is critical as future decisions are made about its management at the federal, state and local levels.

“There is no doubt that sanctuary resources are among the top incentives attracting vacationers to the Florida Keys,” said Stacey Mitchell, director of the Monroe County Tourist Development Council, the Keys’ destination marketing office. “The TDC not only understands and appreciates the sanctuary’s value, but actively promotes its protection.

The study, conducted by TBD Economics LLC, describes how spending on tourism and recreation is driven by resources within and around the sanctuary and provides jobs, wages, and contributions to the gross domestic product (GDP) across the state.

Contributions to the Florida economy increased each year of the study, from $4.2 billion in 2015 to $4.4 billion in 2017. Expenditures on tourism and recreation in the sanctuary also led to $1.46 billion in labor income statewide in 2015, and $2.57 billion in value added to the state economy over the cost of business inputs. Employment supported by sanctuary use rose for every region of the state, and statewide from 38,000 jobs in 2015, to 41,000 in 2016, and 42,900 jobs in 2017.

With a population of about 75,000 residents, the Florida Keys annually receive about 3 million overnight vacationers and more than 400,000 day visitors.

The report also showed that ocean-related tourism is generally resilient to economic downturns.

However, that economic strength is reliant on a healthy, clean and safe natural environment. In the Keys, 54 percent of jobs and 60 percent of all spending are related to tourism.

The report included an analysis of the potential effects of harmful algal blooms (HABs) in the Florida Keys. The analysis shows that in a normal year, the impacts to the state of Florida from HAB events impacting the Florida Keys NMS could result in approximately $389 million lost from the economy, while an extreme HAB event in the Florida Keys NMS could cause up to $1.5 billion in damages.

MONEY FOR EDUCATION BPW ACCEPTING APPLICATIONS FOR SCHOLARSHIP

T

he Upper Keys Business and Professional Women (BPW) Club is accepting applications for its Adult Women Scholarship program. The deadline to submit an application is Sept. 15.

For more than 50 years, the BPW has been empowering women in the Upper Keys to achieve their full potential through a range of meetings and programs, including awarding of scholarships for education and career advancement.

“The Adult Women Scholarship program is just one part of our mission to make a tangible difference in the lives of working women and their families,” said Ilja Chapman, Upper Keys BPW president.

Individual scholarships of up to $1,500 will be awarded and may be used for certifications, training classes or classes and required materials for higher educational degrees. Applicants need not be members of Upper Keys BPW but must be residents of the Florida Keys for at least three years.

n the early morning hours of Aug. 7, 1840, some 130 Indians paddled out to Indian Key and launched a surprise attack. Of the roughly 50 people still living on the island at the time, six or seven were killed — depending on the account.

It is said that the Indians entered resident Jacob Housman’s house from the rear. He and his wife escaped out a window and ran out into the Atlantic shallows to hide from the assault. Two of Housman’s large dogs followed them, barking in their excitement.

In order to hide their position, Housman had to silence the animals. He placed a hand atop each of the dogs’ heads and drowned them.

The house, as well as many of the island’s structures, were burned by the Indians. The Housmans escaped to a military ship, the Medium, anchored offshore where Housman would later stand smoking a cigar as he watched the island burn. “Well,” he reportedly said. “There goes two-hundred thousand dollars up in smoke.”

Left with nothing after the attack, Housman moved to Key West where he was crushed to death in a wrecking accident less than a year later.

EVALUATION, REGISTRATION SET FOR FOOTBALL LEAGUE Open registration and evaluations for the Upper Keys Youth Football League will take place Sept. 19 and 20 at 5 p.m. at Coral Shores High School.

Any kid between the ages of 6 to 14 is encouraged to play. Teams will be six-on-six and grouped by weight, age and experience.

“We are going to evaluate each kid individually to ensure everyone has fun, learns the game and doesn’t get hurt,” said league organizer Augie Wampler.

He added that practices will be two hours with one hour of stretching and fundamentals, followed by an hour of team practice.

The league is hoping for three to four teams for each age group. Game schedules will be determined later. $140 registration includes helmet, pads, uniforms, insurance and officials.

Water Utility Improvements project, conducted by the Florida Keys Aqueduct Authority. This area commences three miles south of the Ocean Reef Gate House and continues south to U.S. 1. Paving is expected to be completed by Wednesday, Aug. 14, weather permitting. Phase 3 includes work on the remaining 600 feet of CR-905 and the utility crossing beneath U.S. 1. This work is expected to begin at the end of August and will be completed in January 2020.

CAPITAL IMPROVEMENTS COMMITTEES APPROVE REQUESTS

E

ach year, the Tourist Development Council, in concert with the Monroe County Board of County Commissioners, allocates a portion of the annual bed tax revenue from the last complete fiscal year. Uses of funds are contingent upon the continued stability and growth of the Keys’ tourism industry.

Recently, District Advisory Committees in Key Largo and Islamorada requested funding for several projects for the 2020 fiscal year. Those requests will head to the BOCC for the October meeting.

DAC IV ISLAMORADA FOUNDERS PARK PICKLEBALL COMPLEX — $96,000 Pickleball is growing in numbers and interest at Founders Park. With requests for more courts, the project would see the relocation of existing fitness equipment to install a pickleball complex. Three permanent pickleball courts with net posts, nets and lines would be installed and 6,970 square feet of asphalt would be surfaced. With pickleball one of the fastest-growing sports in America, staff installed a temporary pickleball court behind the Community Center in October 2015.

Since then, Founders Park has held pickleball clinics for adult beginners and advanced classes.

DIVE MUSEUM CACHALOT DIVE CHAMBER — $94,875 With the donation of a historic cachalot saturation diving chamber, The History of Diving Museum is eyeing funds for a project that will draw more interest. The museum is a great stop for visitors to take a break from being in the car. Guests often comment on the outdoor exhibited items such as the posed navy Jake suit and the mural that covers the building. Adding the cachalot dive chamber to the museum brings historical significance that will also attract commercial and military divers.

FOUNDERS PARK TENNIS COMPLEX PRO OFFICE — $30,000 The new tennis complex at Founders will look to provide needed space to grow programs and provide retail services to attract new participants. The programs offered are for all ages. They include tournaments, round robins, clinics and private lessons.

Offering retail sales of tennis-related items provides a convenient service for guests. The project would see the removal of the existing tennis complex to install a new facility.

INTERACTIVE MUSEUM EXHIBIT IMPROVEMENT — $9,210 Upgrading the Florida Keys History & Discovery Center’s interactive exhibit displays is important to maintain quality of services for Discovery Center patrons. In an effort to present new and exciting exhibits and lectures and entice visitors to stay longer, the center is looking to install nine mini interactive display computers.

RESTORING ESA THREATENED SPECIES — $15,000 Coral Restoration Foundation is proposing a project to outplant 500 staghorn corals on Conch Reef off Islamorada from Oct. 1, 2019 to Sept. 30, 2020. Reefs are degraded and continue to face decline. The success of growing corals in CRF nurseries and their survival rates suggest that restoration can improve the condition of offshore reefs. By restoring the condition of coral reefs in the Keys, tourism of all forms throughout the county will increase.

FLORIDA KEYS STATION PHASE II — $14,999 With the Caboose in need of repairs, the Matecumbe Historical Trust’s project aims to convert the historic destination in the heart of Islamorada into an outdoor museum with large picture windows to view historical artifacts, free of charge. The project will look to be a “must-see” destination visible from the highway. The site is already on the Historic Monument Trail, which ties directly into the Florida Keys Scenic Highway.

ROWELL’S WATERFRONT PARK BATHROOM PHASE 2 — $246,406 With a dedicated parking lot and bathroom at Rowell’s Waterfront Park, the project will increase visits to the site. The set structure of an asphalt entrance and the parking lot is more appealing to the public and will make a safer entry and exit. Estimated costs for construction of a public bathroom facility is around $1.8 million.

CORAL RESTORATION — $224,925 Coral Restoration Foundation is planning to outplant 3,300 staghorn corals and 2,300 elkhorn corals among Carysfort, North Dry Rocks and Pickles reefs off the Upper Keys between Oct. 1, 2019, and Sept. 30, 2020.

With natural recovery of corals unlikely due to a reduced and scattered population, CRF’s strategy involves re-establishing genetically diverse coral populations in large numbers to jumpstart natural recovery.

TWO EMPLOYEES IN THE OFFICE TO RUN FOR TAX COLLECTOR

n late June, Monroe County Tax Collector Danise “Dee Dee” Henriquez threw her name into the race for the District 1 seat on the Board of County Commissioners. With Henriquez moving on, two of her employees are stepping forward in hopes to lead the office.

SAM STEELE (R) The last five weeks have arguably been one of the busiest Sam Steele times for Key West resident and County Tax Manager Sam Steele. A Florida State University graduate who was first introduced to the Keys by his wife 10 years ago, Steele announced his candidacy in late June following Henriquez’s announcement. Steele and his wife, Lauren, a sixth-generation Florida Keys resident, have a son, Carter, who will turn 2 in November, and a baby on the way.

With his official kickoff party set for Thursday, Aug. 15 at Southernmost VFW Post 3911, Steele said it’s another exciting step in the long road ahead. Recently, he’s been traveling up and down the Keys meeting with voters.

“I’ve been getting some suggestions and ideas about how we can make improvements to the office,” Steele said during a recent Weekly interview. “I want to continue to get out there and meet voters and let them get to know me as a person.”

As tax manager, Steele is in direct communication with the tax collector and works

closely with departments to assist in daily operations.

Before becoming a county employee, Steele was a commercial real estate appraiser for Cushman & Wakefield, one of the largest real estate firms in the world. As an appraiser, he forecasted income and expense statements and projected 10-year cash flows for multimillion-dollar properties daily.

From running the mailroom to balancing the $300 million annual property tax roll, Steele said he holds the knowledge needed to run the tax collector’s office. Steele’s served in the office for two years. Running the office was something he wanted to do from the first day he entered.

“I told the tax collector, ‘One day I’m going to run this office,’” he said. “I’ve learned every inch of the office. I believe with my educational and professional experience, along with knowledge shadowing the tax collectors, it makes me the person to fill the big shoes.

Most importantly, my entire career is ahead of me.”

Steele said he will be a hands-on tax collector who’s able to work the front counter, validate Tourist Development Taxes and process hunting and fishing licenses, concealed weapon permits, among other tax and title work. As tax collector, Steele said he will look to integrate new technology to provide timely access to information and a professional level of service to the public.

Steele also believes in an open-door policy and encourages the public to approach him with any suggestions, questions or concerns.

AILEEN GALVAN (D) Aileen Galvan is the current director of operations at the Monroe County Tax Collectors Aileen Galvan Office. She is Key West-born and -raised, and has worked in the office since 1993.

“I oversee the real estate tax department, as well as oversee the preparation and mailing of tax bills,” Galvan said. “I’ve sat in every chair and can do every job in all of our offices.”

On Aug. 5, she was present for the grand opening of the new driver’s license office on North Roosevelt Boulevard at the Searstown Shopping Center in Key West.

“It went very smoothly and I think the public is pleased,” Galvan said.

“Customer service is a priority in our office.”

Galvan said her decision to run was prompted by her sincere desire to uphold the office’s high level of efficiency and service.

“This office is a well-run machine.

I’m passionate about our work and the people who work here,” she said, adding that friends and acquaintances encouraged her to run for office upon learning that Henriquez was set to step down.

If elected, Galvan said, she will continue to update the office’s technology to keep pace, and continue to provide the efficient and friendly rapport Monroe County taxpayers expect.

“Right now, I’m out and about meeting people, telling them why I’m running for office and what I can do,” she said. A campaign kick-off party is in the works and will be announced later.

VETERANS ID

In Monroe County, honorably discharged veterans have the option to have the veteran designation placed on their driver’s license or ID card.

“The veteran designation honors those who served to protect and defend our country and is a verification method used by many establishments offering veteran benefits, services, or discounts,” said Veterans Affairs Director Cathy Crane.

Veterans can have the designation placed on their driver license or ID card by providing a copy of their DD214 reflecting an honorable discharge from active duty or their United States Department of Veterans Affairs ID card. There is no fee to add the designation to a driver’s license or ID card. Homeless veterans and veteran dependents are also eligible for a free Florida ID card.

Veterans who are 100 percent permanently and totally disabled are also eligible for a “Disabled Veteran” license plate at no charge.

BEHIND THE SCHOOL GRADES HOW TEACHING TECHNIQUES AFFECT RISING TEST SCORES

M

onroe County should be proud of the educational improvements we’ve achieved — but that doesn’t mean resting on its laurels.

The school district has particular challenges, not only being stretched over 100-plus miles of highway, but also being 4th in the state for ELL (English Language Learner) students and 4th in socioeconomically disadvantaged students. Those challenges have made administrators think creatively about how to approach our unique student population and strive for excellence.

David Murphy, director of assessment and accountability for Monroe County Schools, presented the school board the “school grades” for the 20182019 school year at the July 23 meeting. The district remains ranked an “A,” and a number of schools, including elementary schools Poinciana, Ocean Studies and Gerald Adams raised a grade rank (from B to A, B to A, and C to B respectively). To be fair, some schools, like Stanley Switlik and May Sands Montessori, did show decreases.

“To me, the most impressive thing is at Sugarloaf and Poinciana, there were gains in science, math, language arts and social studies. And at Sugarloaf you see gains in those lower 25% (reading) areas,” said Murphy. “We don’t normally see that, because when you turn your attention to one area, another one changes. It’s really hard to maintain that growth in every subject every year.”

There were also impressive gains on AP testing, notably at Coral Shores High School. “Last year at Coral Shores 334 students took at least one AP test,” said Murphy, “and enrollment was around 750, so about half is taking the AP coursework at any given time.

Other schools also show very robust programs.”

Murphy gave due credit to teachers working hard and innovating. “In Sugarloaf,” he said, “a civics teacher had 96% passing, which is ridiculous, it’s so high.” After the school grades were reported, the district had a meeting with all of the principals on Aug. 2, and invited top-scoring teachers like the civics instructor at Sugarloaf to share their best practices.

Executive Director of Teaching and Learning Teresa Axford attributes programming like that meeting for a lot of the gains.

“We think the underpinnings of what’s important in terms of working with students and staff are creativity, collaboration, critical thinking and communication.” Axford described the “VIEW” Program, which stands for Visiting Innovative Educators’ Workplaces and encourages collaboration.

“We set up teachers that have had remarkable successes in different ways, and we have other teachers go to their classrooms and see what they do,” she said.

“Education is more than just a test on one day,” she said, “but we are evaluated on how kids test on one day.” All of the school grades are based on the Florida Standards Assessment, statewide tests taken once a year, and AP exams. “We make it a habit in the district to share best practices to make sure the kids can perform to the benchmarks and standards.”

Axford’s philosophy points to sharing as the backbone of improving.

“There’s not much of an apprenticeship program in teaching, so we make all kinds of efforts to help teachers collaborate with one another,” she said.

“It’s creating a climate of sharing that really makes the difference.” She talks about pooling resources and creatively forging the considerable distance between schools.

“We create professional learning communities, in which we are taking across the district with Skype and faceto-face meetings from Coral Shores to Key West High,” she said.

The programming proves to be working well thus far, considering the strong scores and improvements. After a dip to number 23 (out of 74 districts) in 2013-2014, Monroe County has climbed back into the top 15. Axford and Murphy both also applauded reading gains for English Language Learning students, and Axford cited classroom computer programs that offer over 20 languages to aid students.

Murphy emphasized the context.

“When we report school grading, remember we’re reporting on really only a small slice of what public schools do for students, and it’s only one way of how they are learning,” he said.

The evening, which featured food and fun, gave community members the opportunity to meet sheriff’s deputies, fire rescuers, and others in the public safety field in the Florida Keys while sharing a friendly conversation. A SPECIAL PLACE DECISIONS THAT ARE KEEPING THE BAY HEALTHY

I

was invited to go out on Florida Bay in early December 2017. I was pumped and felt like I hit the jackpot. I was just asked to go on a boat for work for the first time in my life.

And Florida Bay did not disappoint. The water was so clear, calm and blue that you couldn’t tell the difference between the water and the cloudless sky. We saw dolphins and manatees. I had my first glimpse at the seagrasses I had been reading and hearing about so much. There was hardly any wind so I could easily hear wading birds talking to one another in their high-pitched voices.

We were out there because Hurricane Irma had passed through just a few months prior, and I was helping inventory damaged channel markers. This was a priority at Everglades National Park because these channel markers help to protect seagrass beds.

Florida Bay is not easy to navigate, even for experienced boaters. The bay is made of shallow basins separated by even shallower banks of mud and seagrass. Seagrass beds are easily damaged if boat propellers contact the bottom. Channel markers help prevent that from happening by defining a trail network through the bay.

Seagrass needs protection because all life in Florida Bay depends on it. These flowering plants are food for animals ranging from manatees to sportfish like tarpon. Different seagrass species protect the babies of some fish species by allowing them to hide to escape predators.

Seagrass even improves water quality by taking up nutrients from the water; it prevents coastal erosion and keeps the water clear by stabilizing sediments.

When seagrass isn’t doing well, the health of the entire bay suffers. So when planning how to manage Florida Bay, the Everglades makes decisions that minimize damage to resources like seagrass, but still aims to provide opportunities for people to get on the bay.

“When we first started to map out Florida Bay and identify management options, we set out to find ways to enhance both visitor use and seagrass protection,” said Fred Herling, supervisory park planner for Everglades and Dry Tortugas national parks. “We used several years of aerial photo imagery to look for prop scar damage to seagrasses and evaluated that data along with other variables, like water depth and high boat use areas. We found that areas with water depths less than two feet accounted for more than 90% of prop scar damage.”

With that finding in mind, a team, including just about every division in the park, worked closely with the public to put together a preliminary plan for the bay. After over 100 public meetings and several rounds of formal public comment periods, a revised plan was finalized in 2015.

The final decisions all became part of the park’s General Management Plan, an effort that includes ensuring channel markers are in place, setting up strategic zoning and creating educational opportunities for boaters.

A lot of progress has been made. A little over half of the channel markers I was helping to inventory two years ago have already been replaced. Boaters can now use them to avoid boating in shallow waters. The work will be completed later this year.

Zones have also been designed based on water depth. For example, pole and troll zones are located in the most shallow areas where seagrass is most at risk for damage from boating. You can only use push poles, paddles, or electric trolling motors to move.

“The park has set up 103,000 acres of pole and troll zones, which represents about 25% of Florida Bay,” Herling said. “The key driver for the pole and troll zones is to protect the seagrass beds.”

But do the pole and troll zones work to protect the seagrasses? So far, it seems like they do.

In January 2011, a popular 9,000-acre area east of Flamingo called Snake Bight was designated as the first pole and troll zone in Florida Bay. Since that decision was made, park and partner agencies and university scientists have been monitoring the area with images captured with aerial photography.

“Results are still preliminary, but seagrasses do seem to be recovering nicely and boat operator behavior has changed,” said Matt Patterson, marine ecologist for Everglades and Dry Tortugas National Parks. “If we can educate the boating public about the pole and troll zone locations, in conjunction with the boater education course, we should see a reduction in seagrass scarring,” Patterson said.

The public is a major reason the park now has a boater education course that introduces boaters to the unique Florida Bay ecosystem. It was one of the most highly supported plans to protect Florida Bay during public meetings.

The course has been available since last year, and over 3,000 people have completed it and received their permit. On Aug. 1, it became mandatory for all boaters in the park’s marine waters.

I didn’t know about all of these plans when I took my first trip out to Florida Bay in 2017.

But I did notice that day that the bay was a special place. And I think a part of me unconsciously decided to become an advocate for Florida Bay. In doing so, I joined many others who are also making decisions to keep the bay healthy.

You don’t need to be a park manager to make decisions that put Florida Bay first. We all can do that.

ouncil members convened for the one and only budget workshop on Aug. 5 at the Founders Park Community Center.

For just over five hours, council thoroughly reviewed each department, examined the village’s governmental debt and discussed FEMA reimbursement for Hurricane Irma cleanup, among other matters.

Following talks, a majority on the Islamorada dais voiced their backing for a 3.20 millage rate to build more funds to better prepare and respond to a future storm. The millage rate won’t be finalized, however, until two public meetings are held, per Florida statute. Budget hearings are set for Sept. 4 and Sept. 11 at 5:30 p.m. at Founders Park Community Center.

As for the millage rate council’s proposing, Mayor Deb Gillis says it would allow the village to put $2.8 million into the coffers

by October 2020. But she said it still wouldn’t be enough to respond adequately to a storm.

Assuming the budget passes all the way through, Gillis said they’d take $2 million from reserves to pay off the village’s line of credit that’s due in November before it becomes a loan. The line of credit in the amount of $2.5 million was taken out to help finance Irma recovery, with $2 million going into the general fund and $500,000 going toward the canal debris cleanup program.

In total, the village submitted

$10.8 million in reimbursement to FEMA for hurricane recovery costs. The village won’t likely get the full requested amount, but the village hasn’t received much back.

“To date, we only got $1.5 million back. We got a ways to go yet,” Gillis said.

Councilwoman Cheryl Meads said she’s glad the village will be able to pay off its line of credit.

But she said she couldn’t support going to the highest millage rate.

She also said the village needs to rethink the money spent on Freebee and seek bidding it out.

An estimated $1.46 million would be added to the unassigned fund balance with a 3.20 millage rate, bringing the estimated total unassigned fund balance to $2.58 million (that’s if budgeted and obligated FEMA reimbursement funds are received).

Vice Mayor Mike Forster said the 3.20 millage rate is the bar that’s there for now.

“I do believe there’s things in the budget that are more wish list than necessity,” Forster said.

“They still need to be addressed, and they mainly deal with vehicles.”

Forster said the village was able to recover in quick order from Irma due in part to a fund balance that was built thanks to the foresight of Councilman Jim Mooney, who was then mayor.

Forster said the money raised wouldn’t be spent frivolously.

More, the money would head to the fund balance so the village doesn’t have to borrow and pay interest.

slamorada Village Council will take action on 14 items and discuss a long-term plan for the Fills at its meeting on Thursday, Aug. 8 at 5:30 p.m. at Founders Park Community Center.

In July, the Florida Department of Transportation gave the village immediate, but temporary, control of state-owned land along U.S. 1 from MM 77.5-79.5, following concerns over traffic safety, overcrowding and trashing. Historically, hundreds of people gather at the Fills on weekends and holidays.

As the number of people has risen, so has the amount of trash, human waste, shoreline erosion and human-made trails through the mangroves.

Following a meeting of Islamorada, county and state stakeholders, FDOT Secretary James Wolfe acknowledged that the village could lease long term if it submitted a parking and management plan.

As of today, vehicular access to no-parking areas is blocked with a series of 900-pound barriers. Near the bike path, cars are prevented from entering no-parking zones.

In total, around 90 parking spaces are available at the Fills — an 80 percent reduction from before when vehicles were able to park where they pleased. The area on the oceanside of Lignumvitae Key near the south end of the Fills is completely blocked off due to erosion.

“I think we have a very good start,” Mayor Deb Gillis said during a meeting in late June. “This has been a very long time coming, and it can’t be fixed overnight. But we can put in quick fixes. For us to get this far is good.”

In addition, FDOT reduced the speed limit on the Fills to 45 mph at the request of Monroe County Sheriff Rick Ramsay.

Notable resolutions on the docket for the meeting include: • Approving Tourist Development Council fiscal year 2020 capital project grants for Founders Park pickleball complex and tennis pro office.

• Approving professional services with Disaster Program and Operations Inc., for disaster-related financial recovery services.

• Authorizing participation in CDGG-DR Hurricane Irma Voluntary Home Buyout Program.

• Approving new contract for local police services with Monroe County Sheriff’s Office.

• Approving and ratifying final ranking and recommendation for Housing Development Services for affordable and employee workforce housing.

Motions will be made to designate a village council member to serve as a member of the Florida Keys Transportation Coordination Committee and approve the June 2019 update to the 2017-23 strategic plan.

n July 20, people around the world took to the seas for PADI Women’s Dive Day. Every year, thousands of divers join in this single-largest day of diving, and 2019 was no different. People of all genders and experience levels participated in over 1,000 events worldwide in over 100 countries.

In the Upper Keys, there were two separate celebrations of women in diving, spanning the entire day. Rainbow Reef Dive Center in Key Largo hosted a daytime event with reef dives, and Key Dives in Islamorada continued the celebrations with an evening event and night dive.

Rainbow Reef invited participants to tie-dye Rainbow Reef shirts at their docks before enjoying a yoga session led by one of Key Largo’s female yoga instructors.

LOCAL SHOPS CELEBRATE PADI WOMEN’S DIVE DAY IN STYLE before hopping onto two boats, completely dedicated to women, for a two-tank dive on Molasses Reef. Annie Huebner and Sarah Rubelowsky, conservation coordinators at Rainbow Reef, plan events that get their customers extra excited about dive trips.

PADI Women’s Dive Day provided them a perfect opportunity to turn a regular dive day into a fun event celebrating women all over the world. Huebner and Rubelowsky wanted their clients to take home a souvenir from the day, the T-shirts, to have a chance to get in touch with each other, themselves, and the environment through yoga and appreciate everything the dive community has to offer.

Key Dives kicked up the celebrations as the sun started to wane, hosting a DIY body scrub workshop by local conservation artist Victoria Cassar.

“Women’s rights and marine life are two topics I am passionate about,” said Cassar, “and I loved sharing my coconut coffee scrub recipe with fellow female divers.”

Cassar is excited that they’ll be able to make their own exfoliates instead of purchasing plastic-contained products that often contain plastic microbeads. After the workshop, the boat sailed out to The Maze Reef for a sunset celebration and night dive.

The night capped off with a champagne toast under moonlight on the way home.

Cortney Benson, the marine conservation coordinator at Key Dives, planned the event as a “Girls Night Out” celebration of women. She believes it is important to celebrate the accomplishments of women in diving, and to showcase the industry and how helpful it can be for environmental conservation to another generation of ocean lovers.

Both shops recognize the importance of the annual, global celebration. Huebner said, “At Rainbow Reef, we are lucky enough to have over 30 female employees. We wanted to showcase the important roles females play in the dive industry by having two boats with an all-female crew, from the captain, to the mates and guides. The day was all about making women feel empowered and excited about their love for diving.”

Benson echoed the significance of PADI Women’s Dive Day: “To us at Key Dives, PADI Women’s Dive Day is a celebration of women — past, present and future — who are guardians of the ocean.”

Key Dives also staffed its dive boat with a female captain and crew.

When diving first started, it was more of a men’s sport.

“It may have started there, but it certainly isn’t any more. Some of the most influential people in ocean conservation have been and currently are women,” Benson said.

“Women are making waves in the dive community all over the world,” said Huebner. “Women are taking leadership roles in many different fields of the dive community. Women are out there promoting conservation, running dive shops, becoming course directors, and various other important roles.”

Huebner sees these achievements as only the beginning. “Women have access to advance as far as they please in the recreational dive world and the professional dive industry. Events like PADI Women’s Dive Day act as a reminder of how far women have come, and how far women are able to go.”

Both shops emphasize that in the end it’s really about celebrating the love of diving and of each other.

“We wanted to come together as women and remember we all have a common love of diving,” Huebner said. “It’s not about separating men and women or singling out women; it’s solely about having one day of fun activities and diving to recognize how important women are to the dive community.”

Benson agreed, saying, “I believe the diving community does an outstanding job of embracing each other and that makes moving forward in the industry a lot easier. We are all here for the same reason, to protect what we love and spend time in our happiest place. This is far from the hostile environment in the corporate world. In this community, we do not discriminate; you either love the ocean or you don’t. If you do, you’re one of us.”

A

new program at Florida International University’s Center for Coastal Oceans Research is opening the eyes of teachers near and far in the realm of Florida Keys ecology and bringing new learning to classrooms.

Educators from Broward County to Ohio visited FIU’s Upper Keys facilities for a multi-day session of learning, exploration and adventure as part of the Aquarius Teachers Academy. It’s a program that school districts both local and across the country can participate in.

Upon their arrival, teachers learned about the history of Aquarius Reef Base and the undersea lab, gathered information about coral degradation and Coral Restoration Foundation’s response, identified fish while in the water and got hands-on work dissecting the invasive lionfish at REEF. They also had the chance to paddleboard through the mangroves, explore reefs and snorkel above Aquarius.

“A lot of the teachers have never been snorkeling, or let alone seen a reef,” said Analisa Duran, education and outreach coordinator with FIU. “At the same time, they’re hearing about bleaching and threats for the first time.

“They didn’t know what coral was alive and what was dead,” she continued. “They think of the colors like the Pacific, but here, our reefs are earthy. Pretty much, they thought everything was alive. Most of it is dead. It opened their eyes.”

Duran said the new program gives teachers curriculum to use throughout the year in their classrooms. Duran said the academy isn’t just for science teachers.

“I think a lot of the teachers, especially in English and math who aren’t in science, benefitted from this,” she said. “Anyone

can be involved with it. Lessons they’re getting can be used in math, for instance, with dive tables.”

More than 20 teachers have gone through the new program so far. Many say the experience was life-altering, while others said it’s inspiring them to bring what they witnessed and learned back to students. Teachers say they also feel more connected with the issues facing coral reefs and the undersea world.

Located toward the front of the Islander Resort at MM 82, Oceanside, the fine dining establishment began welcoming guests and locals in July. Outside, Elements sends its guests into a serene dining environment with an outdoor patio, which features a oneof-a-kind flaming fountain and lush landscaping. Inside, an aquatic-themed dining room gives a memorable culinary experience.

At Elements, the atmosphere is as unique as the menu presented by executive chef Andy Niedenthal. A 1988 graduate of the International Culinary Arts Institute in Baltimore, Niedenthal brings extensive dining knowledge and experience to Elements’ guests. He worked as executive chef for local restaurants, including Pierre’s at Morada Bay, Cheeca Lodge and The Green Turtle Inn. In the Caribbean, he was executive chef for Peter Island Resort in Tortola, British Virgin Islands, Marinteau Bay Resort in Puerto Rico and Scrub Island Resort in the British Virgin Islands. He also had a stint as executive chef at The Marshall House in Savannah, Georgia, and consulting chef at Bambu in Miami.

His list of achievements is also extensive and his television appearances include the Food Network special “Seafood Challenge” in 2015, the Travel Channel’s “The Very Best of Everything” in 2004 and CBS’ “The Morning Show” in 2001.

Niedenthal presents an eclectic, contemporary menu showcasing the bounty of what Florida has to offer. His menu has a bit of Mediterranean flair, some Caribbean influence and a touch of modern American steakhouse.

“We focus on the finest ingredients and let them shine through,” Niedenthal said.

“We try to do as much fresh from Florida as we can.”

For starters, order a cheese board to the table that serves two to four. Indulge in the chef’s choice of sourced cheese from around the world with grapes, figs, honeycomb and fresh baked bread on a board handmade by Niedenthal from a buttonwood tree that fell during Irma.

Inside Elements, the cocktail bar is stocked with a variety of European liquors and cocktail offerings. The menu also boasts an extensive wine list.

Signature appetizer items include the pan-seared diver scallop served with goat cheese mashed potatoes, sherry vinegar brown butter, white truffle oil, frizzled leeks and chives. There’s also the herb seared tuna with hearts of palm hash, aged balsamic, black sea salt and chive oil.

If you’re eyeing a salad, the signature avocado and fresh hearts of palm features heirloom tomatoes, baby cress, yellow

tomato with a white balsamic sorbet. If you want a little seafood on your greens, go for the snapper tiradito. It features thinly sliced snapper with shallot, scallions, Key lime and sour orange juice, hot peppers, celery leaves, black sea salt, blanched garlic, achiote chili oil and toasted corn nuts.

For entrees, the bone-in filet mignon is tender and mouth-watering. A 10-ounce prime beef tenderloin, it’s served with fondant potato, Florida mushroom ragout and a pinot noir sauce. There’s also the herb-roasted Murray Farms organic airline chicken breast that’s served with goat cheese mash, grilled long stem artichoke and natural jus.

House made ice creams, gelatos, sorbets and signature desserts are the perfect ending to the evening with some after-dinner drinks and gourmet coffees to enjoy indoors or outside.

o restore habitat for coastal and marine species, NOAA’s Restoration Center is recommending $10.4 million in funding to 19 partners through community-based Restoration Program Coastal and Marine Habitat Restoration grants for new habitat restoration projects and two ongoing restoration awards.

These investments will restore habitat in 11 states and territories, leading to lasting results for communities, the economy, and the environment.

Coral Restoration Foundation has been recommended to receive a grant of $835,016 in funding for the first year of a three-year project that will see 84,000 nursery-grown corals returned to the reefs of the Keys. Of these, 24,000 corals will be outplanted in the first year of the project. The corals will come from existing nurseries and will be secured to the reef using best practices for coral restoration.

Coral Restoration Foundation, which currently manages the world’s largest restoration effort, is coming to the end of a previous three-year funding cycle of a total of just over $2 million from NOAA that began in 2016.

“We are thrilled to be recommended for this funding opportunity,” said Jessica Levy, Coral Restoration Foundation restoration program manager. “It is a testament to what we were able to accomplish with previous support from NOAA, which allowed us to expand our reach and our restoration efforts dramatically. Not only have these opportunities put more corals on the reef, but they’ve also allowed us to build critical relationships within the restoration community and work with NOAA’s Restoration Center to better our practices in the Florida Keys.

VISITOR TALKS ENCOUNTER WITH PASTA I first met the artist Roberto Pasta Pantaleo when my son and I attended the Mote festival in Islamorada on December 1, 2018.

I

n the beginning he was playing the drums with his band. But later on, while the incomparable Howard Livingston was playing his own songs, Pasta was creating another impressive piece of art, a fantastic painting of a tarpon.

For the next couple of hours, while we were listening to Howard’s songs, we watched in amazement as Pasta was starting and finishing his painting, which was immediately afterwards auctioned (the money used to help the community, Pasta is always helping). I had never seen something like that. In just two hours Pasta had created a masterpiece! We were so lucky to watch a genius at work! After the auction I decided I had to meet this Artist (with a capital A).

So I said “hello” and introduced myself and my son. He was so friendly, so gracious, he made us feel that we had known him for years! We timidly asked him how we could get some of his paintings (it was already late afternoon and we

were leaving the next day) and he immediately called the people in his gallery, which was close by, and told them to wait for us, to stay open for us.

He even sent his wife to the gallery in case we needed some guidance. That is where we met Angela, who helped us choose two great paintings (in very low prices, thank you Angela) that we took with us in Greece. Roberto Pasta Pantaleo is of Italian origin; he was born in a village outside Bari, he emigrated to the U.S. when he was 7 years old, he lived for some years in New York City and then, as a teenager, he moved to Florida with his family. He used his art to express his love for the sea and the sea life, especially the beautiful sailfish that, as he told me, still fascinates him.

He soon moved to the Florida Keys to be as close to the water as possible, and he ended up living in Islamorada, the game fishing capital of the world. Of course, this is the right environ-

He is now so well known that collectors from all over the world passionately seek and buy his art. He really has an international following since many of his paintings deliver a European aura, a Mediterranean aura. Four months later, we were again in Islamorada and we visited his Signature Gallery. Pasta was there. He remembered us and we started talking about art, about life in the Florida Keys, about Italy and Greece. He invited us to go to his new gallery, the Roberto Russell Galleries. We were impressed! The space is huge and operational so now this great artist can show his enormous talent even better.

His beautiful wife Angela was there too. I asked them to prepare two paintings for me, “Boats” and “Goldie,” that I like so much, which they did and they actually presented me with a third one, called “Play the blues” as a gift! I love them all! We kept talking about his art and later we asked them to suggest a place that we could go out for dinner that night. They suggested one of their favorites, we went, the food was excellent and we were so lucky that we even got to listen to Dave Feder, the great guitar player (actually a friend of Pasta’s) who was playing

there that night. But they also proposed that we have dinner together next night. We were surprised and very happy to accept. Well, next night was an experience. They took us to one of the best restaurants in the Florida Keys. We had dinner at the bar. Food was amazing. But much more amazing was the company of these two people.

Pasta and Angela are people who like people. They live in Islamorada, and they feel that all the other people who live in Islamorada are their family, their close family. They are involved with the community, they give back to the community by participating in charities, they go fishing, they create fine art, they play music (Pasta is the drummer of the Lower Mat Cats band), they love to communicate with other human beings, they enjoy food, they have fun. They LIVE! Angela told me why she really was so hooked to the Florida Keys. When she first came here, every morning that she drove from her home to work she enjoyed the colors and the natural beauty of the Atlantic Ocean and the Bay of Mexico so much that they made her day already fabulous (I can understand that, I feel exactly the same way; these colors are one of the main reasons I like the Florida Keys so much). She is so sweet, so understanding.

Pasta invited us to go fishing together next time we will be in Islamorada. I cannot wait. Note: these people did not know us! Or did they? I don’t know. Maybe just because

we are humans we are already members of their family. … I myself like to meet people, to talk to people, to connect with people. But Angela and Pasta are on a different level.

They make you feel that you have known them your whole life. You feel so comfortable that you forget who they really are.

Pasta is one of the best Marine Artists in the world, and Angela with her kindness, her positive attitude and love gives him the balance and support that I think every great Artist needs. I love my Pasta paintings, all five of them. Not only because they add color to my house, or because they make me happy every day. It is mostly because when I look at them, I think of Pasta and Angela and I want to become a better person. I want to be as kind and giving as they are. I even got inspired and I organized a similar event (in a smaller scale though) at the Mote Festival, in the city of Preveza, Greece, that really brought people together. A local artist, Kostas Kalentzis, the best in Preveza, who himself was inspired by Pasta, presented a painting that he had made specifically for the Panhellenic Open Sea Competition in Preveza (he worked on that for almost a month), a beautiful painting that was auctioned and the money collected were given to charities. ictoria Cassar and Ian WilsonNavarro create art that sparks conversations about nature and how to protect it. The couple uses different media — sculpture for Cassar and photography for Wilson-Navarro — that complement each other’s work. They live in Tavernier and use their home base in the Keys to create art that spreads awareness and moves people.

At the University of Vermont, Cassar double majored in studio art and environmental studies, using art to advocate for sustainability and conservation. She got involved with plastic pollution, deciding one day to quit single-use plastics “cold turkey.”

“It doesn’t mean I’m perfect all the time,” Cassar said, “but I’ve worked really hard to minimize my single-use plastic consumption as much as possible. I think it’s really cool that you can quit plastics just like that since many single-use plastics aren’t necessary for a majority of people.”

Cassar uses these same pesky singleuse plastics in her work, creating three-dimensional art and jewelry from reclaimed materials. By “redesigning excess,” Cassar raises awareness around issues that matter to her: extinction, plastic pollution and invasive species. She recently was invited

by Keen to exhibit in its Denver art gallery’s “Art as a Catalyst for Change: Visualizing the Single Use Plastics Issue.” Her works

communicate the importance of protecting wildlife through collective, conscientious decision-making.

While Cassar uses man-made elements to convey messages of environmental protection, Wilson-Navarro focuses on creating images of pristine environments and sustainable ways to interact with them. He’s a self-taught photographer with expertise capturing lifestyle, adventure, fish and surf. After graduating from Coral Shores High School, Wilson-Navarro honed his craft as a first assistant to professional photographer Mark McInnis, a renowned commercial and surf photographer based on the West Coast. He’s traveled across the globe documenting surf, fishing, oceans and other coastal environments. His works often include wildlife as well as people interacting in these wild places. He intentionally incorporates people in scenes of wilderness and oceans to emphasize the relationship between humans and nature.

Wilson-Navarro wants his work to inspire people to get outdoors and connect with nature.

V: Victoria Emilie Cassar. Nickname Vic. I: Ian David Wilson-Navarro. The Navarro sends for my mom’s name. My friends call me “EEaaaaan” (like Ian, but with a Spanish accent, like how my mom used to call me from my living room).

Where did you grow up?

V: New Rochelle, NY, which is a suburb of New York City.

I: Port Largo, MM 100. Bahama Ave. How did you meet? How long have you been dating?

V: Ladies’ night at Big Chill. We don’t go as often any more because they use way too much plastic. Fin & Juice is our new spot.

I: Ladies’ night at Big Chill. Year and a half.

What’s something people don’t know about the other?

V: That Ian practices his breath hold in every possible environment, including bathtubs, jacuzzis and pools. Also, he’s obsessed with bread.

I: That she was a windsurf instructor in Burlington, VT on Lake Champlain.

What’s a ‘locals only’ secret about life in the Keys that you’re willing to share?

V: There’s a kind of dirt path at the end of the Bird Center that’s really beautiful and provides views of the bayside with clear water. It’s just really nice to hike through, but there’s a lotta spider webs.

I: I’d say Dove Creek. It can be a little buggy. It’s like a wildlife area. There’s a lagoon there. They do dive courses now, and there’s tarpon that live there. It’s a unique environment; it’s in the tidal flow. There’s trails you can hike.

What’s the first thing you do when you wake up?

V: Snooze.

I: Go on my phone. Or stand up and take a cold shower if I’m in a good routine.

What’s your idea of the perfect weekend?

V: Oooh, camping in the Everglades. Or, and I think this is true for both of us, getting out on the skiff and exploring a bunch of little mangrove islands as far away as possible. Taking photos of birds.

I: Just a glassy day on the water in the company of good people. And cold drinks.

You guys do cleanups and other conservation events. What’s the strangest thing you’ve found during one of your clean ups?

V: A few things that come to mind. A Japanese water bottle, and recently we found a really big sunbrella stuck high up in the mangroves.

I: The strangest things are the little yellow vinegar bottles from the Caribbean. It’s always the same bottle and says ‘vinegar’ in Spanish. I’ve been seeing them since I was a kid.

Did you always want to be an artist? What drew you in?

V: Yes, definitely. It was always a feeling of having to create art about issues I learned about. The summer when I was visiting family in France, I found a notebook with a selfportrait I’d made of myself as a little girl stick figure scuba diving in the ocean. There was also a photocopy of an article about me and my friends making bead bracelets. We sold them and made $120 and donated them to my neighbor whose house had burnt down.

I: No, but I always knew I wanted to do something different than the normal trajectory. In high school, I was pretty set on not going to college immediately after. I was a horrible student — lost in my head, daydreamer, thinking about exploring far-flung locales. My passion for surfing led me to photography. What pushed me to create was the opportunity to maintain memories: I love having something to look back on and something to give to people I shared my memories with.

What is your motivation for working in conservation art?

V: I think of Jane Goodall’s quote a lot: “There’s still a lot left worth fighting for.” Sometimes, when you look at the statistics of extinction rates and climate change, it can be really overwhelming.

I: The future, I guess. Yeah, a promising future.

What’s your go-to drink after a long day?

V: Ooh … I love moscow mules.

I: A refreshing beer. Maybe not like an IPA or anything.

What’s the project you’ve worked on that you’re most proud of?

V: Definitely the Trové endeavor I’ve been pursuing because I’ve been putting everything I believe in out there. It’s a little scary, but I’ve come to a point where I really know what I believe in and know it resonates with other people too.

I: For me, it’s gotta be the Everglades project. It’s been an incredible learning process, a learning experience. It’s taught me a lot about myself and has been a fantastic view into the world of cheerleading something for a greater purpose than just yourself.

Who’s been your biggest support?

V: Definitely Ian. And my sister and my friend Oriana from NY who works in a consumer-driven environment of cosmetics and marketing.

I: My family, my girlfriend, and my dogs.

What’s the most exciting project you’ve got coming up?

V: A lot of my artwork is based on raising awareness. Now, I want to take it one step further, to help people take action.

Whether that be signing a petition, drafting a bill, or getting the community involved somehow so they don’t just leave my social media page or workshops thinking ‘Oh, I learned something today,’ I want them to know ‘I did something today!’

I: Documenting the Florida Bay and really understanding what’s going on out there.

And attempting to capture some of the lesser-seen moments — the storms, the colors, the wildlife, all of it together.

By Jeanette Walls Jeanette Walls grew up in a family of wanderers. Her father and mother, both brilliant, creative types, were completely unstable. Making rash and spontaneous decisions without foresight, they dragged their kids on a rambling “educational” journey through the Southwest. Attending school sporadically, they lived outside the norm of society, money and the government. Eventually, they made their way to West Virginia, where Rex alternated between unmanageable projects and heavy drinking. Despite ramshackle houses and verbal abuse, Jeanette poured her heart into reading and writing. Finally accepting their limitations, she could never fully abandon the parents who raised her. TIP: If this book captures your interest, Jeanette Walls has others that are equally compelling and the movie is an exceptional adaptation.

READING LOLITA IN TEHRAN: A MEMOIR IN BOOKS
