any community luminaries, musicians and artists were in attendance at the Aug. 6 city commission meeting for a particular item: the resolution to name the Truman Waterfront Amphitheater after local legend Lofton “Coffee” Butler. JT Thompson of Bahama Village — and creator of One Human Family — spoke before the commission in enthusiastic endorsement. Photographer, author and longtime collaborator Ralph DePalma, too, was in attendance. So were Butler’s family and friends, including cousin and Commissioner Clayton Lopez, who —along with the rest of the commission — voted in favor of the resolution.

The resolution was proposed by Commissioner Greg Davila, whose writing reflected the sentiment of the community in attendance, who applauded and shed tears after the vote. The resolution describes Butler as “an exceptional resident, whose talent and passion for entertainment is deserving of lasting recognition … Coffee Butler and his extended family have been an instrumental part of the cultural evolution of Key West into the ‘island of the arts’ as it is known today.” Davila called Butler a “music icon.”

Butler, who is 90 years old, has famously played for visiting dignitaries, including President Harry Truman and even The Beatles. His legacy lives on through the people whose lives he continues to touch through his charitable giving and his music. Butler continues to play at venues like the Little Room Jazz Club and Key West Theater. His music — perhaps most notably “The Beautiful Isle of Key West” — is familiar to longtime locals and visitors alike.

TWO EMPLOYEES IN THE OFFICE TO RUN FOR TAX COLLECTOR

n late June, Monroe County Tax Collector Danise “Dee Dee” Henriquez threw her name into the race for the District 1 seat on the Board of County Commissioners. With Henriquez moving on, two of her employees are stepping forward in hopes to lead the office.

SAM STEELE (R) The last five weeks have arguably been one of the busiest Sam Steele times for Key West resident and County Tax Manager Sam Steele. A Florida State University graduate who was first introduced to the Keys by his wife 10 years ago, Steele announced his candidacy in late June following Henriquez’s announcement. Steele and his wife, Lauren, a sixth-generation Florida Keys resident, have a son, Carter, who will turn 2 in November, and a baby on the way.

With his official kickoff party set for Thursday, Aug. 15 at Southernmost VFW Post 3911, Steele said it’s another exciting step in the long road ahead. Recently, he’s been traveling up and down the Keys meeting with voters.

“I’ve been getting some suggestions and ideas about how we can make improvements to the office,” Steele said during a recent Weekly interview. “I want to continue to get out there and meet voters and let them get to know me as a person.”

As tax manager, Steele is in direct communication with the tax collector and works

closely with departments to assist in daily operations.

Before becoming a county employee, Steele was a commercial real estate appraiser for Cushman & Wakefield, one of the largest real estate firms in the world. As an appraiser, he forecasted income and expense statements and projected 10-year cash flows for multimillion-dollar properties daily.

From running the mailroom to balancing the $300 million annual property tax roll, Steele said he holds the knowledge needed to run the tax collector’s office. Steele’s served in the office for two years. Running the office was something he wanted to do from the first day he entered.

“I told the tax collector, ‘One day I’m going to run this office,’” he said. “I’ve learned every inch of the office. I believe with my educational and professional experience, along with knowledge shadowing the tax collectors, it makes me the person to fill the big shoes.

Most importantly, my entire career is ahead of me.”

Steele said he will be a hands-on tax collector who’s able to work the front counter, validate Tourist Development Taxes and process hunting and fishing licenses, concealed weapon permits, among other tax and title work. As tax collector, Steele said he will look to integrate new technology to provide timely access to information and a professional level of service to the public.

Steele also believes in an open-door policy and encourages the public to approach him with any suggestions, questions or concerns.

AILEEN GALVAN (D) Aileen Galvan is the current director of operations at the Monroe County Tax Collectors Aileen Galvan Office. She is Key West-born and -raised, and has worked in the office since 1993.

“I oversee the real estate tax department, as well as oversee the preparation and mailing of tax bills,” Galvan said. “I’ve sat in every chair and can do every job in all of our offices.”

On Aug. 5, she was present for the grand opening of the new driver’s license office on North Roosevelt Boulevard at the Searstown Shopping Center in Key West.

“It went very smoothly and I think the public is pleased,” Galvan said.

“Customer service is a priority in our office.”

Galvan said her decision to run was prompted by her sincere desire to uphold the office’s high level of efficiency and service.

“This office is a well-run machine.

I’m passionate about our work and the people who work here,” she said, adding that friends and acquaintances encouraged her to run for office upon learning that Henriquez was set to step down.

If elected, Galvan said, she will continue to update the office’s technology to keep pace, and continue to provide the efficient and friendly rapport Monroe County taxpayers expect.

“Right now, I’m out and about meeting people, telling them why I’m running for office and what I can do,” she said. A campaign kick-off party is in the works and will be announced later.

VETERANS ID

In Monroe County, honorably discharged veterans have the option to have the veteran designation placed on their driver’s license or ID card.

“The veteran designation honors those who served to protect and defend our country and is a verification method used by many establishments offering veteran benefits, services, or discounts,” said Veterans Affairs Director Cathy Crane.

Veterans can have the designation placed on their driver license or ID card by providing a copy of their DD214 reflecting an honorable discharge from active duty or their United States Department of Veterans Affairs ID card. There is no fee to add the designation to a driver’s license or ID card. Homeless veterans and veteran dependents are also eligible for a free Florida ID card.

Veterans who are 100 percent permanently and totally disabled are also eligible for a “Disabled Veteran” license plate at no charge.

ntrigue and corruption have been a part of politics for as long as people have been voting. The Florida Keys have not proved to be an exception.

An example of island shenanigans was presented in a letter dated Aug. 8, 1829, written by the customs collector at Key West and sent to President Andrew Jackson.

“At the election for a delegate to Congress held at Indian Key in the county on the first Monday of May last, Captain John Jackson permitted his two Lieutenant Messrs. Day and Harby to go on shore from the cutter under his command with most of the crew of said cutter for the purpose of voting. Eighteen of whom did and the two lieutenants. I have been been credibly informed that several of the men belonging to said cutter declined voting in consequence of Lt. Harby requiring their vote for Col. J.M. White when it was their wish to vote for Col. Jas. Gadsen.”

T

he “sunscreen ban” made waves back in February, which the Key West city commission approved, and Gov. Ron DeSantis ultimately upheld (vetoing HB 771), after an attempted upending of home rule. Now, a new and more ambitious environmentally-motivated ordinance is on the city agenda: a single-use plastic ban.

Following the lead of places like California, New York, Hawaii — and over 30 countries — Key West is considering banning single-use plastic.

Commissioner Sam Kaufman proposed a resolution in the Aug. 6 city commission meeting that would direct the city manager and city attorney to write an ordinance “banning retail distributed single use convenience plastics (cups, lids, straws, bags, ‘to go containers,’ utensils/ cutlery, etc.).” The resolution cites other municipalities, including Miami Beach, Miami Dade County, Gainesville and Bal Harbour, that have banned such polystyrene items.

The reasoning behind this resolution may be evident, especially to environmentallyaware island-dwellers. Yet

some jarring statistics were revealed — to an audible reaction of the crowd — that made the issue take on urgency (the resolution’s language proposes the ordinance being enacted upon immediately).

Barry Wray, of Join the Plastic Free Keys! Initiative, presented the following: • 46,000 pieces of plastic are floating on every square mile of ocean.

• Each year, over 19 billion pounds of plastic flow into the ocean.

• 100,000 sea creatures die each year from plastic entanglement and ingestion.

• 1,000,000 sea birds die annually from plastic ingestion.

• The United States has the highest global per capita plastic waste.

• The U.S. recycles 1 out of 200 plastic bags, and the average bag is used 12 minutes.

• The European Union has banned single-use plastics.

The resolution also includes a goal of bringing the governments of Marathon and the Upper Keys, as well as Monroe County, into unity and collaboration on this initiative.

The commission passed the ordinance unanimously.

obster season started on Aug. 6. Just two days later, Key Westers and lucky visitors can sit down to a crustacean feast of epic proportions. The 23rd Annual Key West Lobsterfest celebrates the start of spiny lobster season with a block party, pub crawl and numerous prime eating opportunities.

Lobster season runs through March 31, but boat trips are already filling up with those who are in the know. August typically boasts the best conditions, glassy surfaces and good visibility, for catching the sea bugs.

Lobstering is not only a route to delicious dinner, but also a great way to get out into the warm summer ocean. Trapping is prohibited for recreational hunters, which means divers must get a permit, take a deep breath and dive under the surface to find their food. The Florida Fish and Wildlife Conservation Commission (FWC) publishes the rules and provides an easy link for print-at-home permits. Basically, permitted lobster seekers can bag six regulation size crustaceans a day. Lobsters may not be caught in “no-take areas” and must be brought to shore whole. Once they know the rules, divers, both free divers and SCUBA divers, are encouraged to pull on some gloves — they are spiny lobsters after all — and get out on the water.

The salty dogs of Key West make it look easy. Hold your breath, peek under a coral head, ‘tickle’ the lobster (euphemism for agitate), and watch it zoom into your bag. The pros dip under and magically pop back up moments later with dinner in a takeout net. The rest of us can attest that the experience typically involves more flailing and saltwater-gulping than underwater grace. For the former, season’s open, go out there and grab dinner! For the latter, Lobsterfest is coming to the rescue! Head to Old Town next weekend where the lobsters are plentiful and significantly easier to catch.

Lobsterfest packs all the deliciousness of a fresh catch, for a fraction of the effort. For this experience, crustacean aficionados can leave the dive gear and gloves at home — and just bring their appetite. Every August, the beginning of lobster season is heralded by scores of restaurateurs and thousands of hungry locals and tourists. Attendance last year topped the 20,000 mark, but not to fear, there are plenty of fish, er lobster, in the sea with events spanning four days.

The weekend kicks off early with a Thursday night lobster boil on the Waterfront Brewery rooftop. It’s the perfect spot to watch an iconic Key West sunset over the harbor while sipping an ice-cold beer. Of course, the goal here is loftier than a sunset cocktail. It’s training time.

There’s going to be a lot of lobster dishes to try this weekend, so big meal conditioning is crucial.

Luckily, Waterfront Brewery is prepared with a stomach-stretching menu of delectable regional comfort foods. Jumbo shrimp, andouille sausage, freshly baked jalapeno corn bread and a cornucopia of veggies accompany the star of the show — freshly boiled spiny lobster tails. Live music provides a perfect atmosphere to relax, digest, and plan the next meal.

On Friday, the festivities continue with Fiesta de Langosta at The Havana Cabana Resort.

Lobster-aspirant humans can swim in the largest pool on the island and work on adding a slight tinge of red to their skin. The resort’s Floridita Food Truck, known for its classic Cuban fare, will be serving special lobster dishes all afternoon.

Additionally, Mojitos Pool Bar will have specially priced Corona and craft cocktails available, in addition to the 15 unique mojitos that are always on offer. Live music, contests and giveaways round out the fun.

That evening, toasty tourists and locals can join the Lobsterfest Duval Crawl. Hundreds of

people will scuttle down Duval Street on a selfdirected tour of some classic Key West watering holes including, but not limited to, Schooner Wharf, Hard Rock Cafe, General Horseplay, Rick’s, Smokin’ Tuna Saloon, Margaritaville, Mary Ellen’s, and Pinchers Crab Shack. The crawl starts immediately after sunset and continues until midnight.

For $20, participants receive an official Lobsterfest 2019 T-shirt, souvenir Corona bottle opener/ lanyard and access to killer drink specials. Key West is a reliably generous community though, so of course, all the drinking is served with a charitable chaser. A portion of the proceeds benefit the Key West High School’s Scholarship Fund.

Saturday is the main event. Lobsterfest officially takes over Duval Street, with the 100-500

blocks restricted to pedestrian traffic. The classic Keys block party serves up thousands of pounds of lobster in a single day. Restaurants from the Keys and beyond line the streets, firing up the grills that morning to prep for the appetites that will descend on them starting at noon. The first band takes the stage at 1 p.m., offering just enough for a first round of lobster before the show. The concerts continue with funk and island vibes from Cool Breeze at 5 p.m. and classic rock from The Durtbags at 8 p.m. Vendors of all stripes will be on hand to tempt visitors in between music sets and food courses. The festival also serves as a perfect excuse to indulge in an (almost) midnight snack as the street fair continues to serve food, drinks and entertainment until 11 p.m.

Phew — lobstered out? Hopefully everyone’s resolve holds out for one more day to enjoy

the annual Lobster Brunch. The decadent meal, served in the tropical gardens of First Flight Grill & Brewery, is the perfect close to the weekend. For anyone who didn’t get their fill on Friday, the brunch offers lobster scrambles, Caribbean style lobster rolls, mini lobster pot pies, cheddar biscuits with lobster gravy and truffle lobster mac & cheese.

By Sunday afternoon, even the hardiest lobster-consumers should be satiated. Of course, it won’t be long until the cravings for that sweet briny treat flare up again.

Fortunately, the season continues through March in the Keys, offering many months ahead of lobster bliss. Restaurants and fish markets will keep a steady stream of supply and divers can still leap in the ocean to catch a meal. After Lobsterfest’s onslaught though, the lobster dishes will most likely just continue one at a time.

CONSIDER THE LOBSTER THE GOOD, THE BETTER AND THE BEST

Y

es, David Foster Wallace, we have considered the lobster: with or without mayo, drawn butter and even a squeeze of Key lime.

At the opening of lobster season in the Keys — it kicked off Aug. 6 — we decided it was the perfect time to sample some of the town’s best lobster rolls.

While native to New England (and generally using Northeast lobster), the lobster roll has found fandom at several Key West restaurants, most notably small outposts reminiscent of the seafood shacks of the Northeast.

While we typically hear it called “Maine lobster,” as we learned from Tim O’Hara, owner (along with wife Shelly) of The Lobster Shack on South Street, those famous crustaceans attributed to Maine are often caught in the cold Atlantic shores off the coast of Connecticut, New York and even as far north as Nova Scotia.

For comparison, while our South Florida lobster season yields around 5 million pounds of lobster, Maine lobstermen and women bring in over 100 million pounds of lobster annually.

That said, our real interest isn’t a lobstering competition, but lobster eating competition. We sampled rolls from the places around the island rumored to offer the best bites and evaluated them on roll, lobster, dressing, service and atmosphere.

THE LOBSTER SHACK 507 SOUTH ST. The unassuming Lobster Shack boasts several varieties of the classic roll, including the jalapeno-studded and satanically-named “Diablo” and the decadent lobster grilled cheese (we were bereft to have to choose!). At the recommendation of the owner, we sampled the Key lime roll; as he said, “When in Key West…” It was the right move; the roll was perfectly balanced and beautifully executed.

Roll: Buttery, not too heavy, perfectly toasted Lobster: Generous — it tasted impossibly fresh given the journey Dressing: A pop of fresh Key lime juice balanced by a drizzle of melted butter allowed the lobster to take center stage.

Service + Atmoshere: Appropriately named, the Lobster Shack is a tight space filled with, at lunch on a Friday, a formidable line. It’s well worth the wait, but we’d recommend getting them to-go or snagging the outdoor picnic table and opting for a photo in the cute and kitschy lobster cutout. Tim exudes a spirit of hospitality and a familiarity not only with his product but with the customers he serves.

THE CONCH SHACK 118 DUVAL ST. The Conch Shack is already a mainstay for quick, tasty eats on Duval.

They even won the Bubba for Best Conch Fritters! Employee Ross Kimov un-self-consciously declares the Conch Shack’s lobster roll the best on the island, citing, “the taste, the bun, the whole combination.”

The Conch Shack serves a classic, quick service and beach picnicready roll.

Roll: No disrespect to Ross, but while the roll was fresh and buttery, it was a touch heavy for our taste.

Lobster: That said, it was the most generous portion of lobster and a nice variety of textures: tail and claw meat both piled high!

Dressing: Simple, lightly dressed with mayo, shredded iceberg lettuce, a zing of celery salt and a finishing touch of drawn butter.

Service + Atmosphere: Turnaround time is quick and the service friendly. The perk of being in the Hog’s Breath parking lot is the proximity to great live music and ample booze. That said: beware the cash-only policy and the bizarrely aggressive parking attendant (we are still having nightmares). Said kindly: it’s a great option for biking.

DJ’S CLAM SHACK 629 DUVAL ST. DJ’s boasts the only lobster roll locale personally endorsed by Mr. Flavortown himself, ladies and gentleman, Guy “Flaming Cheetos” Fieri. DJ’s Clam Shack is already a hometown favorite for their lobster rolls and signature garlic butter steamed clams. The staff is super friendly, delivering the goods with not just a smile but a sense of humor — and of course, great seafood.

Bonus points: they have punk rock reminiscent T-shirts that say “Sex, Drugs, Lobster Rolls.”

Roll: Beautifully buttery and nicely toasted, excellent meat to bun ratio.

Lobster: The meat was in huge chunks—all claw meat, for a nice texture and flavor, but, as our fellow diner from across the pond said, “a wee bit chewy.”

Sauce: At DJ’s, it’s all about the sauce. I could dip cardboard in that garlic butter, and it would taste amazing, but fortunately, one can dip lobster in it instead. The maple aioli with the sweet potato fries was also transformative, and the tarragon mayo was a light complement to the lobster.

Service + Atmosphere: High marks all around here! Behind DJ’s, there’s a adorable outdoor space adorned with the marks of fishing village Americana. The staff couldn’t be lovelier or more accommodating, smiling and joking with customers, churning out the food in short order.

ROLL SEASIDE CAFÉ 1400 DUVAL ST. Seaside Café is our unconventional entry in two ways: it is a food truck rather than a “shack” (and anchored at the gorgeous Southernmost Mansion for the best view) and serves its lobster up on a biscuit rather than a roll. Owner Michael Halpern and Johnson & Walestrained son, Chef Rafe, are at the helm of this delicious operation.

The lobster roll, ahem, honey butter lobster biscuits were no exception.

Roll: It’s a deep-fried, melt-in-yourmouth, honey butter biscuit. It’s reminiscent of funnel cake and insanely decadent.

Lobster: The lobster salad is nicely dressed, tender and fresh-tasting.

The only caveat is that the biscuit is such a prominent flavor that the lobster is not as singularly showcased as with a simpler preparation.

Dressing: The classic mayo dressing is tangy and not overpowering.

Nice restraint here.

Service + Atmosphere: The view is impossible to beat and the fatherand-son Halpern team are born charmers. It’s a place you’ll want to laze away a few hours — just look out for the seagulls. They, like we, have a taste for the truffle fries.

TOP IN EACH CATEGORY: Roll: Seaside Café. It’s a f*%&ing honey butter biscuit.

Lobster: Lobster Shack for flavor, Conch Shack for generosity Dressing: DJ’s has the handle on the sauce game Service + Atmosphere: Seaside Café for atmosphere; we got great service everywhere AND, DRUMROLL PLEASE… Overall: Lobster Shack.

God love all the lobster rolls, but Lobster Shack was the dark (sea)horse that sped into the lead.

They are newer to the dining scene, but have aced the lobster roll from their South Street storefront. It is the freshesttasting, perfect bite that truly delivers summer in your mouth.

It’s a tough assignment, but someone had to take it on. Our cholesterol levels have rocketed out of the stratosphere (“I feel like a slug covered in butter”), and we will likely be in this food coma until the end of lobster season, but it was Worth. Every. Bite.

W

hen you’re boating over a dark green patch, have you ever stopped and wondered what you’re passing over?

You might mistake seagrass for a lush and unruly lawn, but to scientists, it is more like a tropical rainforest — a vast reservoir of carbon and a rich ecosystem. For thousands, even millions, of years, the seagrass we boat over has been quietly sucking carbon dioxide from the air and storing it in the soil beneath the water, locked away just below. That carbon? It’s called blue carbon, and it’s something quite special.

Seagrasses are angiosperms, meaning that they are plants that produce flowers and seeds, adapting to life under the waves. They help stabilize sediment, protect our shorelines and recycle nutrients.

They also serve as nurseries for juvenile reef fish and shellfish, homes for endangered animals like manatees and sea turtles, and as habitats for commercial and recreational fisheries. Surviving for roughly 100 million years, seagrasses have been a home to an amazing diversity of life. But today, it is estimated that 2 football fields’ worth of seagrass is lost every hour. That die-off is mainly due to water quality, but can you guess another reason? It’s the same reason that manatees were on the endangered list: boat propellers.

Florida Bay has some of the highest fishing pressure — as more boaters use the area; the impact to seagrass beds from

propeller scarring has increased. Within the Florida Keys National Marine Sanctuary there has been a 285% increase of prop scarring since 1995. Every shallow water seagrass bed has these prop scars, so instead of paddling over a beautiful, thick meadow, home to hundreds or thousands of species, there will be long, barren lines of sand, leading to a decline in the productivity of seagrass habitats. Not only does this loss of habitat hurt fisheries, as seagrasses die off it allows for all the thousands of years of stored blue carbon to escape back into the atmosphere. This added carbon dioxide into the atmosphere just increases the effects of our climate change crisis.

However, you can help to avoid this crisis. One action you can take is by boating responsibly (pole, drift or troll). Avoid areas that are too shallow for your vessel to operate without damaging the seagrass beds. Also, follow the many organizations taking action, including the Florida Keys National Marine Sanctuary, which, through partnerships, developed a safe-boater education course. This free, voluntary course will teach boaters about the natural resources within the sanctuary and offers strategies for responsible boating and stewardship. KEY WEST PICKS UP THE PLOGGING TREND

O

ne part exercise, one part conservation effort, one part treasure hunt — plogging has become a trend for all the right reasons. The concept is simple. People are encouraged to get outside, go for a walk, and grab bits of trash as they go. It can be a small effort, like snagging a handful of bottlecaps after a morning run, or a full trek complete with grabbers, gloves and bags.

Like minimalist furniture and synth-pop, the concept was imported to the U.S. from Sweden. The word comes from a mash-up of “jogging” and the Swedish term “plocka upp”, which means pick up. The idea originated, or found form, in Scandinavia and, propelled by the hashtag #plogging, quickly spread to neighboring European countries before hopping the pond.

Many runners have taken on this task for years, but never realized it had a name.

Some had even organized groups around the concept. “Trashercize” events fill Facebook, some dating back to 2016, and span the country from Erie, Pennsylvania to Raleigh, North Carolina. The environmental nonprofit Keep America Beautiful picked up these early waves of plogging and started pushing the initiative through wider channels. Soon enough, people were either adopting a new habit, or calling their existing routine by a new name.

Key West caught the tide in 2018, thanks to champions like Dee Dee Green. Green, who serves as the solid waste coordinator for the City of Key West, is a fire-haired green warrior who leads recycled art camps for kids and organizes cleanups in her spare time. Drop a cigarette butt on the ground in Key West and Green will tell you about, albeit in the kindest scolding tone possible.

Last year, Green splintered off a bit of that energy, starting a weekly plogging group.

The group casually convenes each Friday at

White Street Pier and radiates out for a few blocks, picking up everything from cigarette butts to clothing. Some weeks they have a crowd; other weeks may just see one or two people. On Aug. 2, five people gathered at 8 a.m. with the specific goal of attacking the litter at the bocce courts. An hour later, bags and buckets were filled to the brim with every kind of cast-off imaginable. A hefty dent, and all before the start of the workday.

Green is inspired by the response she sees to plogging.

“I’ll have people who don’t meet up with the group, but will bring me bags of garbage from their runs,” she said. And while locals are shining in the effort, she pointed out that the community shouldn’t count out the tourists. “I’ve met so many people who are just visiting and decide to come out for a morning. Aside from the Facebook page, our local group is listed on ‘Plogging World’ and ‘Plogging America,’ two of the most popular sites.” Much like getting a day pass for an out-of-town gym, plenty of people try to carry on their healthy routines on vacation.

Sites like these allow them to find outlets in other cities.

Going out as a cohesive group gives Green and others a chance to engage directly with people who are either causing litter, or being affected by it. After exchanging pleasantries and talking weather with a group of individuals gathered at a picnic table on Friday morning, Green asks a favor.

“If you could help tell people to please put their cigarette butts in the trash, you’d make my job easier,” said Green.

Fellow plogger Jacqueline Luhta chimes in, “We’re having a nice morning, but there are certainly better things we could be doing on a Friday.” The group responds positively that they may not get their butts to the trash but they would at least concede to not throwing them directly in the ocean.

Baby steps. Green conceals any frustration and shares a story of a more progressive response. “I had a man come up to me recently and apologize. He’d been throwing his cigarette butts on the ground for years, not realizing what a profound effect it has on the environment. He said he felt so guilty. I told him he shouldn’t feel guilty … unless he keeps doing it,” laughed Green.

Many smokers believe that cigarettes are biodegradable, or they simply don’t feel the same litter guilt twinge they would with larger waste. “There’s just something about flicking away the end of a cigarette that doesn’t trigger the same ‘litter’ association as throwing a plastic bottle on the ground,” said Tom Morales of Keep America Beautiful.

Unfortunately, there must be some truth to that sentiment since cigarette butts are the most littered item in the world. Key West, sadly, is no exception. Stand on the pier or at a park and look down. It’s almost guaranteed that at least 10 butts will surround your feet.

Picking them up is the obvious first step, but what happens to all those butts once they’re neatly bagged? One of the most interesting programs Key West supports is TerraCycle, a company that recycles cigarettes into a form of resilient plastic that’s in turn used to create park benches and fencing.

A healthier planet is one benefit of plogging. Other benefits are a bit more self-serving, though. Everyone’s been told as a kid, or perhaps a stressed-out adult, to go outside and get some fresh air. Plogging pushes people out of their homes and offices, and into the sunshine. A walk outdoors can do wonders for stress levels, giving people much needed time with their kids, their dog, or simply with their own thoughts. Besides benefitting the brain and soul, plogging also gives a healthy cardio punch. The health app Lifesum estimates that an hour of plogging burns 288 calories, topping the 235 burned by jogging alone. The difference lies in the stretch. That extra little bend taken to pick up a bottle cap is essentially a mid-jog squat.

So, no excuses. As Green says as she stoops to pick up a particularly dirty bottle, “Healthy planet, healthy you.”

BEHIND THE SCHOOL GRADES HOW TEACHING TECHNIQUES AFFECT RISING TEST SCORES

M

onroe County should be proud of the educational improvements we’ve achieved — but that doesn’t mean resting on its laurels.

The school district has particular challenges, not only being stretched over 100-plus miles of highway, but also being 4th in the state for ELL (English Language Learner) students and 4th in socioeconomically disadvantaged students. Those challenges have made administrators think creatively about how to approach our unique student population and strive for excellence.

David Murphy, director of assessment and accountability for Monroe County Schools, presented the school board the “school grades” for the 20182019 school year at the July 23 meeting. The district remains ranked an “A,” and a number of schools, including elementary schools Poinciana, Ocean Studies and Gerald Adams raised a grade rank (from B to A, B to A, and C to B respectively). To be fair, some schools, like Stanley Switlik and May Sands Montessori, did show decreases.

“To me, the most impressive thing is at Sugarloaf and Poinciana, there were gains in science, math, language arts and social studies. And at Sugarloaf you see gains in those lower 25% (reading) areas,” said Murphy. “We don’t normally see that, because when you turn your attention to one area, another one changes. It’s really hard to maintain that growth in every subject every year.”

There were also impressive gains on AP testing, notably at Coral Shores High School. “Last year at Coral Shores 334 students took at least one AP test,” said Murphy, “and enrollment was around 750, so about half is taking the AP coursework at any given time.

Other schools also show very robust programs.”

Murphy gave due credit to teachers working hard and innovating. “In Sugarloaf,” he said, “a civics teacher had 96% passing, which is ridiculous, it’s so high.” After the school grades were reported, the district had a meeting with all of the principals on Aug. 2, and invited top-scoring teachers like the civics instructor at Sugarloaf to share their best practices.

Executive Director of Teaching and Learning Teresa Axford attributes programming like that meeting for a lot of the gains.

“We think the underpinnings of what’s important in terms of working with students and staff are creativity, collaboration, critical thinking and communication.” Axford described the “VIEW” Program, which stands for Visiting Innovative Educators’ Workplaces and encourages collaboration.

“We set up teachers that have had remarkable successes in different ways, and we have other teachers go to their classrooms and see what they do,” she said.

“Education is more than just a test on one day,” she said, “but we are evaluated on how kids test on one day.” All of the school grades are based on the Florida Standards Assessment, statewide tests taken once a year, and AP exams. “We make it a habit in the district to share best practices to make sure the kids can perform to the benchmarks and standards.”

Axford’s philosophy points to sharing as the backbone of improving.

“There’s not much of an apprenticeship program in teaching, so we make all kinds of efforts to help teachers collaborate with one another,” she said.

“It’s creating a climate of sharing that really makes the difference.” She talks about pooling resources and creatively forging the considerable distance between schools.

“We create professional learning communities, in which we are taking across the district with Skype and faceto-face meetings from Coral Shores to Key West High,” she said.

The programming proves to be working well thus far, considering the strong scores and improvements. After a dip to number 23 (out of 74 districts) in 2013-2014, Monroe County has climbed back into the top 15. Axford and Murphy both also applauded reading gains for English Language Learning students, and Axford cited classroom computer programs that offer over 20 languages to aid students.

Murphy emphasized the context.

“When we report school grading, remember we’re reporting on really only a small slice of what public schools do for students, and it’s only one way of how they are learning,” he said.

A SPECIAL PLACE DECISIONS THAT ARE KEEPING THE BAY HEALTHY

I

was invited to go out on Florida Bay in early December 2017. I was pumped and felt like I hit the jackpot. I was just asked to go on a boat for work for the first time in my life.

And Florida Bay did not disappoint. The water was so clear, calm and blue that you couldn’t tell the difference between the water and the cloudless sky. We saw dolphins and manatees. I had my first glimpse at the seagrasses I had been reading and hearing about so much. There was hardly any wind so I could easily hear wading birds talking to one another in their high-pitched voices.

We were out there because Hurricane Irma had passed through just a few months prior, and I was helping inventory damaged channel markers. This was a priority at Everglades National Park because these channel markers help to protect seagrass beds.

Florida Bay is not easy to navigate, even for experienced boaters. The bay is made of shallow basins separated by even shallower banks of mud and seagrass. Seagrass beds are easily damaged if boat propellers contact the bottom. Channel markers help prevent that from happening by defining a trail network through the bay.

Seagrass needs protection because all life in Florida Bay depends on it. These flowering plants are food for animals ranging from manatees to sportfish like tarpon. Different seagrass species protect the babies of some fish species by allowing them to hide to escape predators.

Seagrass even improves water quality by taking up nutrients from the water; it prevents coastal erosion and keeps the water clear by stabilizing sediments.

When seagrass isn’t doing well, the health of the entire bay suffers. So when planning how to manage Florida Bay, the Everglades makes decisions that minimize damage to resources like seagrass, but still aims to provide opportunities for people to get on the bay.

“When we first started to map out Florida Bay and identify management options, we set out to find ways to enhance both visitor use and seagrass protection,” said Fred Herling, supervisory park planner for Everglades and Dry Tortugas national parks. “We used several years of aerial photo imagery to look for prop scar damage to seagrasses and evaluated that data along with other variables, like water depth and high boat use areas. We found that areas with water depths less than two feet accounted for more than 90% of prop scar damage.”

With that finding in mind, a team, including just about every division in the park, worked closely with the public to put together a preliminary plan for the bay. After over 100 public meetings and several rounds of formal public comment periods, a revised plan was finalized in 2015.

The final decisions all became part of the park’s General Management Plan, an effort that includes ensuring channel markers are in place, setting up strategic zoning and creating educational opportunities for boaters.

A lot of progress has been made. A little over half of the channel markers I was helping to inventory two years ago have already been replaced. Boaters can now use them to avoid boating in shallow waters. The work will be completed later this year.

Zones have also been designed based on water depth. For example, pole and troll zones are located in the most shallow areas where seagrass is most at risk for damage from boating. You can only use push poles, paddles, or electric trolling motors to move.

“The park has set up 103,000 acres of pole and troll zones, which represents about 25% of Florida Bay,” Herling said. “The key driver for the pole and troll zones is to protect the seagrass beds.”

But do the pole and troll zones work to protect the seagrasses? So far, it seems like they do.

In January 2011, a popular 9,000-acre area east of Flamingo called Snake Bight was designated as the first pole and troll zone in Florida Bay. Since that decision was made, park and partner agencies and university scientists have been monitoring the area with images captured with aerial photography.

“Results are still preliminary, but seagrasses do seem to be recovering nicely and boat operator behavior has changed,” said Matt Patterson, marine ecologist for Everglades and Dry Tortugas National Parks. “If we can educate the boating public about the pole and troll zone locations, in conjunction with the boater education course, we should see a reduction in seagrass scarring,” Patterson said.

The public is a major reason the park now has a boater education course that introduces boaters to the unique Florida Bay ecosystem. It was one of the most highly supported plans to protect Florida Bay during public meetings.

The course has been available since last year, and over 3,000 people have completed it and received their permit. On Aug. 1, it became mandatory for all boaters in the park’s marine waters.

I didn’t know about all of these plans when I took my first trip out to Florida Bay in 2017.

But I did notice that day that the bay was a special place. And I think a part of me unconsciously decided to become an advocate for Florida Bay. In doing so, I joined many others who are also making decisions to keep the bay healthy.

You don’t need to be a park manager to make decisions that put Florida Bay first. We all can do that.

That’s living the dream,” he said. Mook’s own dreams and his definition of living them have changed over the years. “It’s the responsibility of an artist to evolve,” he said.

For Mook, that evolution includes the transition from musician to actor. Mook began writing his own rhymes as a teenager, finding kinship in the work of the late great Tupac Shakur. “He had a story to tell that other people could relate to and I knew I had that story too.” The stories he told took him to stages throughout the South, opening for artists Slip ‘N Slide All Stars, Mr. Cheeks and Yellowman Dissatisfied with the changing landscape of the music industry and the limited attention span of listeners, Mook moved toward a different kind of performing, telling the stories of others through his work as a stage and screen actor.

His first acting role was as wrongfully convicted death row inmate Robert Hayes in the Red Barn Theatre’s production of ‘The Exonerated.”

The play’s director, Carol MacCartee, became a teacher and mentor to Mook.

“I’m a competitor. If I’m going to do something, I’m going to be very good at it,” he said. “She taught me how to act, how to channel characters.” He credits MacCartee and the characters he has played with deepening his sense of empathy. “These roles change your life. You learn how to feel and understand somebody else. It makes relating to people and accepting them so much easier.”

Mook has gone on to perform in several theatrical productions at The Red Barn Theatre, The Studios of Key West, The Waterfront Playhouse and the Tennessee Williams Theatre.

The constant demand for reinvention suits his sensibilities. “I love that with acting, you can always be somebody else.”

His stage performances have led to film roles, most notably in the Mike Marrerodirected shorts “Fried Pickles” and “Buzzcut.”

He recently played the part of a 19th Century soldier and yellow fever survivor in an episode of the Travel Channel’s “Legendary Locations,” filmed at Fort Jefferson.

As for stage fright or nerves, a history of performing music to a live audience was more than adequate preparation for his acting roles.

“When you’re performing music onstage, the crowd is at liberty to do what they want” he said. “There’s nothing more frightening than that.”

A night owl by nature, Mook finds inspiration in the pre-dawn hours. “It’s a sacred time. You aren’t going to be bothered by the phone ringing, and the energy is more powerful.”

Though he no longer performs his songs live, Mook continued to record music in his home studio in New Town. The house also shelters Mook’s sneaker collection, which is prodigious enough to demand its own room.

A generous collector, he gifted a brand-new pair of Jordans to a friendly hotel employee on a recent trip to Paris. “We’re still in contact,” he said.

The trip to Paris was eye-opening for Mook, who filmed a music video during his days in the city. “It blew my mind, the architecture, the food, the people,” he said. He was warned about the dismissive attitude of Parisians toward tourists but didn’t experience it firsthand. “I guess it’s my swag. I identify with them. I’m fancy too – I like cheese, I’m into art,” said Mook with a laugh. He and his indomitable swag are set to return to the City of Lights this fall.

Viewing his creative career as a journey, Mook expresses gratitude for the myriad ways he has been able to express himself.

“They say I’m a natural but I don’t believe it. I am blessed by it all. It all called to me.”

Favorite guilty pleasure? Shopping! Definitely shopping. I love shopping for clothes and shoes. I own a huge Air Jordan collection and I have a closet full of fly clothes but I still shop every day. Gotta stay fly!

Extreme loyalty. As a lover, friend or family member, if I’m with you, I’m all the way with you. There’s almost nothing that I wouldn’t do for the people I love.

If you were to die and come back as a person or a thing, who or what would it be? I’d want to come back as a better version of myself. I think I’m a pretty cool dude now, but there’s always room for improvement.

hat’s 398 feet long, costs $500 million and is on extended vacation in Key West?

It’s not the latest luxury condo development, but the Navy’s brand new littoral combat ship the USS Billings (LCS 15). A “littoral” ship is agile, stealthy and built for speed — 40 knots to be exact, or approximately 46 mph, which is damn fast for a combat ship. It’s powered by two gas turbines and two massive diesel engines that combine for propulsion to the tune of 120,000 horsepower. The ship was built by Marinette Marine at a shipyard in Wisconsin, named for the Montana town and docked in its current home in Key West July 28. The ship hit a slight snag in Montreal earlier this summer — colliding with a merchant ship and requiring repairs. Since the repairs and a change of command, it’s been smooth sailing for the sunny shores of Key West.

The official commissioning ceremony of the ship was Aug. 3, on the Naval Base at Trumbo Point, meaning the USS Billings and her 70-person crew are officially “reporting for duty.”

Why is the USS Billings so special? Well, she boasts the latest technologies and capabilities for multiple types of combat missions.

“As threats progress,” said CRD Nathan Rowan, commanding officer of the ship, “the Navy builds ships to counter those threats.

We need a ship that can go into shallow water for operations — the only ships that can do that now are the amphibious ships, and they are pretty slow. We need ships that are agile.” Agile the Billings is; not only is she fast, but she has a shallow draft — only 14 feet, allowing her to maneuver into waters too shallow for a combat ship like a destroyer to traverse.

The process began three years ago, with the construction of the body. “You just start with the metal,” said Rowan. Then, the ship goes out for testing — making sure everything works as it should and will respond under combat conditions. The crew is now training in Key West. Next, the ship will depart for Jacksonville, to receive orders for deployment. The ship is scheduled for deployment in late 2020 or early 2021, according to Rowan.

“Locally, we’ve been doing special operations,” he said, “and we’re excited for any opportunity we have to test new technologies.” The ship will also be updated nearconstantly with new equipment. Since the crew is relatively small — the 70 members plus 30 or so if a flight crew is added — they are all highly specialized and multi-functional in their training.

“If you look at the crews of other combatants and cruisers,” Rowan said, “they have roughly anywhere between 250 and 300 people, but we have 70. We are capable of doing the same missions that those ships do.” The difference is the expertise of the crew.

“All of our people have a job in everything that we do,” said Executive Officer, Commander Aaron Helgerson of the challenge of a small crew. “So they have to reconfigure themselves and go to another spot on the ship, so we can start our next day or next mission.” Each crewmember has at least two or three duties, and their training allows them to “plug and play” in different positions. Rowan calls the crew “the best and the brightest” who have been specially

screened and trained for 9 months to a year and a half to serve on this type of surface combat ship.

In short, they can do more with less — it’s a sleek ship and crew, configured to a number of different types of missions.

What are those missions? The Billings is built for three types: counter mine missions, shallow water anti-submarine warfare and surface warfare. So that means it could be interacting with mines, subs, or other surface combat ships. The Billings will be outfitted with special mine-finding technology along with the existing self-defense systems, sensors and weapons onboard.

There are a few key features of the ship: the CCS, Central Control Station, the bridge (the little room up top with the steering controls and a killer view), the AMZ (the airborne mission zone) and the WMZ (the waterborne mission zone). So that means the ship can travel holding helicopters on the top deck and additional boats (they’ll embark with two) below. The CCS and the bridge share

some of the same technologies, crucially, cameras and steering controls. While the USS Billings is a “smart ship” with the latest technologies, the captain can actually steer the ship from a small joystick located on the bridge. Don’t worry, they have two backup steering controls.

While the future of the USS Billings may include some incredibly serious combat situations, the present includes a little down time in Key West. The ship is a friendly environment for visitors and crew, where everyone does their own chores — the commanding officer washes his own dishes and does his own laundry. The crew brags on the great food coming out of the galley, including a favorite night: Taco Tuesday. Even better? The Billings flew a Conch Republic flag alongside the stars and stripes when pulling into port in Key West.

he 20th annual National Farmers Market Week runs through Saturday, Aug. 10 and highlights the important role farmers markets play in the nation’s food system. The new Key West Farmers Market will be celebrating Thursday, Aug. 8 from 10 a.m. to 2 p.m. at the Truman Waterfront.

n July 20, people around the world took to the seas for PADI Women’s Dive Day. Every year, thousands of divers join in this single-largest day of diving, and 2019 was no different. People of all genders and experience levels participated in over 1,000 events worldwide in over 100 countries.

In the Upper Keys, there were two separate celebrations of women in diving, spanning the entire day. Rainbow Reef Dive Center in Key Largo hosted a daytime event with reef dives, and Key Dives in Islamorada continued the celebrations with an evening event and night dive.

Rainbow Reef invited participants to tie-dye Rainbow Reef shirts at their docks before enjoying a yoga session led by one of Key Largo’s female yoga instructors.

LOCAL SHOPS CELEBRATE PADI WOMEN’S DIVE DAY IN STYLE before hopping onto two boats, completely dedicated to women, for a two-tank dive on Molasses Reef. Annie Huebner and Sarah Rubelowsky, conservation coordinators at Rainbow Reef, plan events that get their customers extra excited about dive trips.

PADI Women’s Dive Day provided them a perfect opportunity to turn a regular dive day into a fun event celebrating women all over the world. Huebner and Rubelowsky wanted their clients to take home a souvenir from the day, the T-shirts, to have a chance to get in touch with each other, themselves, and the environment through yoga and appreciate everything the dive community has to offer.

Key Dives kicked up the celebrations as the sun started to wane, hosting a DIY body scrub workshop by local conservation artist Victoria Cassar.

“Women’s rights and marine life are two topics I am passionate about,” said Cassar, “and I loved sharing my coconut coffee scrub recipe with fellow female divers.”

Cassar is excited that they’ll be able to make their own exfoliates instead of purchasing plastic-contained products that often contain plastic microbeads. After the workshop, the boat sailed out to The Maze Reef for a sunset celebration and night dive.

The night capped off with a champagne toast under moonlight on the way home.

Cortney Benson, the marine conservation coordinator at Key Dives, planned the event as a “Girls Night Out” celebration of women. She believes it is important to celebrate the accomplishments of women in diving, and to showcase the industry and how helpful it can be for environmental conservation to another generation of ocean lovers.

Both shops recognize the importance of the annual, global celebration. Huebner said, “At Rainbow Reef, we are lucky enough to have over 30 female employees. We wanted to showcase the important roles females play in the dive industry by having two boats with an all-female crew, from the captain, to the mates and guides. The day was all about making women feel empowered and excited about their love for diving.”

Benson echoed the significance of PADI Women’s Dive Day: “To us at Key Dives, PADI Women’s Dive Day is a celebration of women — past, present and future — who are guardians of the ocean.”

Key Dives also staffed its dive boat with a female captain and crew.

When diving first started, it was more of a men’s sport.

“It may have started there, but it certainly isn’t any more. Some of the most influential people in ocean conservation have been and currently are women,” Benson said.

“Women are making waves in the dive community all over the world,” said Huebner. “Women are taking leadership roles in many different fields of the dive community. Women are out there promoting conservation, running dive shops, becoming course directors, and various other important roles.”

Huebner sees these achievements as only the beginning. “Women have access to advance as far as they please in the recreational dive world and the professional dive industry. Events like PADI Women’s Dive Day act as a reminder of how far women have come, and how far women are able to go.”

Both shops emphasize that in the end it’s really about celebrating the love of diving and of each other.

“We wanted to come together as women and remember we all have a common love of diving,” Huebner said. “It’s not about separating men and women or singling out women; it’s solely about having one day of fun activities and diving to recognize how important women are to the dive community.”

Benson agreed, saying, “I believe the diving community does an outstanding job of embracing each other and that makes moving forward in the industry a lot easier. We are all here for the same reason, to protect what we love and spend time in our happiest place. This is far from the hostile environment in the corporate world. In this community, we do not discriminate; you either love the ocean or you don’t. If you do, you’re one of us.”

e at Keys Weekly have for a long time considered how to best honor the men and women serving in the military. With the help and advice of our community members in the armed forces, we’re thrilled to present our bi-weekly Military Spotlight.

SARAH SMART U.S. NAVY Nicknames? Sarah ‘Hangry’ Smart.

Why did you join the military? I joined the military to explore the world and find a more meaningful purpose in life.

How many years in the military & what do you do? As of this May, I have been on active duty 7 years. I am an Air Intercept Controller for Tarpon on Boca Chica. As my collateral duty, I am the Navy Community Service Program installation coordinator.

What is NCSP? NCSP stands for Navy Community Service Program. I am the Installation Coordinator for all of Key West and the Keys.

My job is to identify the needs of our community and match them with the interests of our military volunteers. It is a little known fact that anyone can participate in these events regardless of their military affiliation.

This program is close to my heart. My parents ensured I prioritized giving back to the community from an early age. I can remember being no more than 9 or 10 years old and Candy Striping at the local nursing home with my cousin. The smiles we got from the residents will be forever ingrained in my mind. You don’t have to look hard to find someone that could just use an extra hand moving some furniture or a child that could benefit from playing a game of basketball with you. Ever been to the Florida Keys or Key West before your current assignment? That is actually a funny story. My wife is also a veteran of the Navy and spent a lot of time in Key West on detachments here. When we met, I had never even heard of Key West. I thought the Beach Boys sang about a made up fantasy land when they sang about Key Largo! So, for our honeymoon, we decided to visit Key West. I fell in love with the atmosphere immediately.

Did you choose Key West or were you just assigned here? I didn’t originally know that getting stationed here in Key West was an option for me, since my military rate is very specific, which means limited duty station options. When I was offered upstate New York or Key West — it was a no brainer. I’m originally from Houston, TX and not really ‘snow savvy.’

What were you first thoughts when hearing you were coming to the Keys? My initial thought was just pure excitement. In fact it still is. This assignment has been challenging and I know that I am blessed to have the endless opportunities that come with it.

Hobbies? Wow. I have quite a few hobbies.

My most recent avenue of interest has been woodworking and furniture restoration. I enjoy finding a forgotten item and really trying to bring it back to life. I recently found an antique cedar desk for $30 at the thrift store. Of course, I’ve spent way more on the restoration of it, but it’s so unique. You can tell that someone spent a ton of time making this desk with hand tools. I feel privileged to be the one to bring it back to life.

Have you ever attended Fantasy Fest and if so what were your initial thoughts? This past year was my first time seeing Fantasy Fest. My wife used to tell me crazy stories about it and to be honest, I didn’t really believe her until I saw it for myself. I was fortunate to have some family members and friends come down and visit for the festival so it was a ton of fun. I have an 8-month-old daughter that would love to do the Zombie Bike Ride, so that is going on the bucket list for this duty station.

What do you like most about the Keys? I think the locals would have to be my favorite thing so far. I’ve met so many people around the world but nothing compares to the hospitality of the Conchs. They’ve embraced me and my family like a warm hug and a chocolate chip cookie from Grandma.

They’ve taught me that the world isn’t just full of judgment and hostilities. There are good people here that want to live their best life and let you do the same.

What would you change about living here in Key West if you had the power to do so? I would change the housing situation.

I understand that the Keys are a vacation destination and that tourism is a lot of people’s bread and butter, but there are a lot of houses that sit empty for a majority of the year until the owners stop in to use them.

To the best of my knowledge, there is not an exclusive market for people that must live here at a reasonable price. I would create a market for those people like myself. The Keys needs an exclusive market of affordable housing options for those that live here because we work here.

n Aug. 1, Reef Relief hosted its biggest fundraiser of the year, the annual Jerry Garcia Birthday Bash at The Green Parrot. The Happy Dog kept live classics flowing, setting an upbeat atmosphere for ecologists, philanthropists and retired hippies to sway and dance. Those who weren’t on the dance floor roamed the bar checking out raffle and silent auction items and catching up with friends who attend year after year. Reef Relief staffers were on hand to answer questions about Keys ecology and their own programs, which include everything from storm drain stenciling to the popular summer Coral Camp. The team also had “Grateful Diver” merchandise on hand — a collaboration between Reef Relief and the Jerry Garcia Foundation.
