Fills, future storm recovery funds among considerations

I

slamorada Village Council is set to kick off its first budget workshop for the 2019-20 fiscal year, with major considerations including repayment of outstanding principal on the village's line of credit in the amount of $2.5 million and replenishment of the unassigned fund balance for future emergency response and recovery needs.

Set for Monday, Aug. 5 at 2 p.m. at Founders Park Community Center, the meeting will begin with a review of staffing levels and proposed employee compensation by Village Manger Seth Lawless and Finance Director Maria Bassett. The status of FEMA and state reimbursements for Irma response and recovery expenditures will also be examined, along with the village’s governmental debt, including the Hurricane Irma line of credit.

Toward the end of the workshop, the general fund budget will be presented, reviewed and discussed. Proposed budgets will also be examined for all governmental and enterprise funds.

As council prepares to work on another budget, Councilwoman Cheryl Meads said she wants members to talk openly during budget meetings, and pull out pieces and projects to discuss costs.

“We spend more money than we have. We think the answer is raising taxes,” Meads said. “We need to live inside the budget and we need to prioritize.”

“We’re in a situation where we have to figure out the Fills and how we are going to pay for this,” she continued. “We need to be careful about taking it on full-time.”

Councilman Jim Mooney said balancing the budget and stabilizing the reserve fund are among the main issues.

“The biggest budget hassle, for me, is going to be where do we put that millage rate to start to accumulate another fund balance,” he said. “But we know we can’t accumulate it in one year.”

Vice Mayor Mike Forster notes that in his 11 previous budget workshops, only a handful from the public came out to participate.

He said those who have an opinion or want to express a want or need should come out.

In July, village council established a proposed millage rate of 3.20 for reflection on 2019 TRIM notices to be distributed to property owners by the Monroe County Tax Collector's Office in August.

The objective of the proposed millage rate is to set a rate that results in net ad valorem tax revenue sufficient to cover anticipated General Fund expenditures in the coming year when combined with other revenue sources in the fund. A higher value is generally established for publication on the TRIM notices with the goal to adopt a lower rate at final adoption during the September budget hearings.

Lobster traps allowed early in state, federal waters Commercial spiny lobster traps were able to be placed in the water beginning July 27 in both state and federal waters. This is the first year the soak has been scheduled early in federal waters.

The Florida Fish and Wildlife Conservation Commission (FWC) allowed harvesters to place traps in the water early, starting last year, in response to requests from the industry and in an effort to provide additional time to those affected by Hurricane Irma.

Previously, traps were not allowed to be placed in the water until Aug. 1.

“Commercial spiny lobster is one of the most economically valuable fisheries in Florida. Having this extra time to get ready for the Aug. 6 season opening is important to commercial spiny lobster harvesters across Florida, especially those who were hit hard by Hurricane Irma in the Keys,” said FWC Chairman Robert Spottswood. “We are happy that harvesters now have the opportunity to place their traps in both state and federal waters early for this and future years.”

Traps may not be pulled until the 2019 recreational and commercial spiny lobster season starts Aug. 6.

FIRM welcomes new board member Wayne Carter, CEO, Marathon and Lower Keys Association of Realtors, has been named to the board of Fair Insurance Rates in Monroe (FIRM). As a real estate industry expert for over 20 years, Carter's contribution will help in maintaining a strong relationship with realtors in Monroe County and other parts of the state, FIRM said. Carter has been the organizer, joining forces with the Key West Association of Realtors the last two years, of the FIRM Charity Golf Tournament, FIRM’s largest fundraiser.

Board members Michael Larson and Robert Maynard, who each served for four years, are leaving the board.

“FIRM’s directors are all volunteers and do not receive any compensation for their tireless efforts,” said President Mel Montagne. “We have several committees, and they are all active. It is an honor and a privilege to work with so many talented people who volunteer their time to help all of the residents of Monroe County.”

FIRM's other officers are Steve Russ, Joe Walsh and Theresa Faber as vice president, treasurer and secretary, respectively.

Free summer camp retreat for teens, preteens Limited spaces are available for a free overnight camp for Monroe County youth ages 10-17, to be held August 5-10 at the Melvin M. Jelsema Children’s Center on Plantation Key. “We’re happy to make this special experience available at no cost to qualifying youth,” said camp director Sebastian Rivera. “This is the last of three camps held this summer, and youth attending the first two weeks had so much fun that they did not want to go home.”

Daily outings like Sky Zone, snorkeling, and roller blading are funded in part by the Community Foundation of the Florida Keys. Recreation, life skills and educational programming is made possible thanks to the Ocean Reef Community Foundation. A United Way of the Florida Keys grant funds meals and snacks prepared by a chef, from fresh and healthy ingredients.

All other costs are covered by Helen’s Hope Foundation along with county, state and federal grants.

Youth at risk of making bad decisions, who would benefit from a supervised, structured environment, are encouraged to apply for the free camp.

County holds first meeting to certify millage rate The Monroe County Board of County Commissioners (BOCC) certified the proposed millage rate to the Property Appraiser at a special budget meeting July 22 at the Marathon Government Center.

A proposed budget was presented to the commissioners that reflects their direction to meet increased service demands and workload, continued Hurricane Irma recovery, infrastructure improvements and future challenges, like climate change and sea level rise.

The countywide certified adopted millage rate by the BOCC for FY 2020 is 1.66 percent above the rollback millage rate from 2.5459 to 2.5881. Per the BOCC’s authorization, a new taxing district to help fund a new hospital in the Middle Keys stretches from MM 40 to MM 65. With the new taxing district, the proposed aggregate mileage rate is 3.14 percent above the rolled back millage rate.

In September, there will be three community budget meetings before the final budget is adopted. A public budget hearing is set for Sept. 18 at the Murray Nelson Government Center in Key Largo at 5:05 p.m. More information is at www.monroecounty-fl. gov/budgetandfinance.

OBITUARY

JESSIE DUSTIN RIVERS Jessie Dustin Rivers, AKA Dusti, passed away at the Miami Veterans Hospital on July 8, 2019. He was born July 2, 1946. He lived in and loved the upper Florida Keys for at least half his life.

He enjoyed the outdoors, owned a nursery in Tavernier and loved fishing. He was a Marine and served in Vietnam. A special thank-you to the Miami Veterans Hospital & Hospice for their loving care and support.

Jessie was always there to help friends and help others with whatever they needed.

Jessie (Dustin) is surived by his sister, Ava Anderson; daughters Darlene Taylor, Michelle Hippensteel, Charisse Rivers and Barbara Matthewman; sons Dusty Rivers Jr., James Matthewman Jr.; son-inlaws Dave Taylor and John Hippensteel; grandchildren Emily, Luke, Ella, Eli, Brandon, Justin Heather, Kyler, Taylor and Maverick; and great-granddaughter Kayla. Preceded in his death is his great-grandson Adrian. May you both be singing together in heaven.

Services will be held on Monday, Aug. 5, at 10 a.m. at South Florida National Cemetery, 6501 S. State Road, Lake Worth, 33467. Our family now has another angel watching over us.

Key West Citizen newspaper clipping dated Aug. 5, 1909 reads: “We have tips from good authority that Long Key Fishing Camp is going to be crowded this winter. It is one of the most attractive places along the line; contains a two-story hotel and about 30 neat little cottages.”

The fishing club would be made world-famous with the help of writer Zane Grey, who first visited the Florida Keys in 1911 after a tarpon fishing trip with his brother, originally planned for Mexico, fell through.

An epidemic had swept through their destination.

Having heard of the fishing camp and with time on their hands, Grey and his brother decided to ride Flagler’s train south to experience the camp.

It would not prove an isolated trip. Between 1911 and 1926, Grey only missed what became his annual trip to Long Key twice.

The popular target species in those days was kingfish. Sailfish were considered a nuisance species referred to as "boo-hoos."

Grey promoted a catchand-release policy for fish not destined for the dinner table.

He also introduced the sport of “light-tackle” fishing to the general public, promoting the pursuit of game fish like tarpon and bonefish.

n Tuesday, Aug. 6, the Monroe County Sheriff's Office will sponsor National Night Out events in the Upper, Middle and Lower Keys. The Key West Police Department is co-hosting the Lower Keys/ Key West event.

All of the events will feature food, refreshments and a chance to meet your neighbors, members of the Sheriff’s Office, police officers, firefighters and members of the military from a wide variety of divisions, departments and special teams and many others who are involved in the field of public safety in the Keys.

The goal of National Night Out is to bring the community together to discuss how to make neighbor-

The Sheriff's Office will have crime prevention information to share at the event. Community members will learn how to heighten their crime and drug prevention awareness.

“National Night Out is a great event for us, because it’s a perfect time to meet those of us in law enforcement in a fun and relaxed setting,

particularly for kids,” said Sheriff Rick Ramsay. “Everyone is invited to come out and meet those of us who patrol your neighborhood.”

The Sheriff’s Office hopes to generate support for, and participation in, local anti-crime programs and strengthen neighborhood spirit and police-community partnerships. Everyone participating will send a message to criminals, letting them know that Monroe County neighborhoods are organized and fighting back against crime.

Each event — depending on the area — will feature displays of the Sheriff’s Office elite units such as the Dive Team, SWAT, Crime Scene Investigation, among others. Also appearing will be the Coast Guard, Florida Fish and Wildlife Conservation Commission, Florida Highway Patrol, Park Services, Monroe County Fire Rescue and other fire districts, Monroe County schools, business chambers and more.

All the following events will occur on Tuesday, Aug. 6: • The Key Largo event will be from 5:30 to 7:30 p.m. at Key Largo Community Park. Capt. Don Fanelli and Lt. Al Ramirez will lead the event. Members of the Sheriff’s Office will be on hand, along with

others from the public safety community including Florida Highway Patrol, Florida’s Fish and Wildlife Conservation Commission, Key Largo and Tavernier Fire and EMS. There will be displays and goodie bags for the children.

There will be food prepared by the Rotary Club of Key Largo Club, refreshments and a local DJ will play music.

• The Islamorada National Night Out event will be held at Founders Park from 5:30 to 7:30 p.m. with Capt.

Corey Bryan and Lt. Michael DiGiovanni. There will be displays and presentations from the Sheriff’s Office as well as various other county, state and federal law enforcement agencies. Fire Rescue firefighters and vehicles as well as various other organizations and community groups will be there. There will be give-a-ways, music, and food. Everyone is welcome.

ctive Upper Keys community member Patricia Mull wanted to teach women how to feel more responsible and more comfortable when it came to accumulating and preserving wealth for themselves.

A certified public accountant and wealth manager, she realized that women didn’t grasp the concepts as she witnessed a pattern of financial mistakes. To help guide clients, she often drew from her own experiences. She even conducted seminars, from Homestead to Key West, based on the concept of simply thinking about their net worth as a “red ball.”

“I would teach them what made the red ball bigger and what made it smaller,” she said. “All they had to do was keep their eye on that red ball and make sure that it was getting bigger and bigger each month.”

“I would often provide each person with a red balloon and we would have fun blowing up and deflating them to make my point.

At some point I would prick a balloon to show them what the face of bankruptcy looked like,” she continued.

Recently, Mull released two books which provide a “NEW” (net worth, equity and wealth) way of thinking when it comes to accumulating and preserving wealth. The first book, “The Essentials for Accumulating and Preserving Wealth," contains six elements that anyone can incorporate.

“The bottom line is that increasing your wealth is all about increasing your net worth,” Mull said.

“Look at any financial book and you will notice, at best, one or two pages are devoted to net worth.

All you are told is how to compute it. Yet, at the end of the day, net worth is the bottom line.”

After writing her first book, Mull said, she received questions from audiences that led her to start a new one on complications brides encounter with accumulating and preserving their NEW when married. That led to “Bridal Financial Boot Camp,” which explores many

of the financial and other risks embedded in marriage.

Mull says this book allows brides to learn how to recognize those risks in advance and be Patricia Mull ready to manage them so they can protect their accumulated wealth before, during, and even after a good or bad marriage.

“The book helps brides focus on and recognize that there are financial and other risks embedded in a marriage union and that they must learn to identify these risks, and also learn how to manage these risks and protect themselves financially,” she said.

Mull said she feels great having completed and published these two books, as she has always enjoyed trying to help women mature financially.

“Statistically, a woman will probably face one or more marriages in their lifetime,” she said.

“Divorce must not become a financially devastating event in their life.”

‘LITTLE FREE LIBRARY’ Upper Keys Book club celebrates literacy, community

ittle Free Libraries are a global phenomenon. The small, front-yard book exchanges number more than 75,000 around the world in 85 countries — from Iceland to Tasmania to Pakistan. Now, a new Little Free Library at 151 Morada Way in Islamorada will join the movement to share books, bring people together and create communities of readers.

The Well Read Women Book Club, in partnership with Portside Studio & Gallery, will host a grand-opening party for their Little Free Library on Thursday, Aug. 15, from 6 to 9 p.m., open to the public. The celebration will be during the Morada Way Artwalk. The grand opening will feature live music by Koty James and the Keybillies on the Portside Garden Stage, as well as wine, drinks and snacks. The official unveiling will be at 7 p.m. There will also be a new summer-themed art show, “Summer Forever,” opening inside the gallery that evening.

The Little Free Library belongs to the whole community.

Organizers hope the library will bring a little more joy, a little more connection and a whole lot more books to the community.

The Little Free Library nonprofit organization has been honored by the Library of Congress, the National Book Foundation, and the American Library Association. avernier art gallery Our Place in Paradise showcases artwork from a fiveweek Art Summer Camp taught by local artist Veronica Gutierrez. Gutierrez, better known to her students as “Ms. Veronica,” proudly shows off papiermâché turtles, mosaic stepping stones and flower pots, acrylic cupcakes, and perspective paintings and drawings.

The works are highlights from her summer camp, introducing youths to artistic expression and art history, and providing a much-needed creative outlet for kids in the summertime.

"Look at all this work. The kids come with their own creativity. I put the materials on a buffet table, explain the colors and shapes, and they just create. It's all them," said Gutierrez.

Circling past a bright, blue acrylic painting of a cupcake, Gutierrez introduces the artist: Peyton Lamb, 5, of Tavernier. Lamb, her youngest student, was given an exception to join the class (usually 7 to 10 years old) because of her strong inclination toward art.

“She has a real interest in art. Everything she does, she adds color and paint,” said Peyton’s mom, Simone.

“She was referred to the camp by her art teacher at Treasure Village (Montessori), and I’m so glad. She came home every day talking about her Picasso and her Monet. She’ll be back next year, for sure!”

Lamb’s cupcake and talent impress everyone in attendance.

The painting assignment was modeled after one of Kathleen Denis’ paintings of a cupcake. Denis is the artist-in-residence at Our Place in Paradise and hosts a painting demonstration on the night of the exhibition. As Lamb and Denis hold up their respective cupcake paintings, Denis tells the young student, “I hope you keep painting, because you’re really good!” Lamb smiles at the compliment and moves on to show her other works. "This is my Picasso. It wasn’t really hard. I used these faces, and I drew (sic) on them, and then when I finished, I glued. And then, I sharpied to color the sides. It took me, I don’t know, a few minutes.”

When asked why she loves art so much, Lamb adds, “Well, I like art because it helps me get started in the day. When I get up, I do my routine and then draw or color.”

Lamb’s little sister Riley, 4, watches local artist Jason Barth as he paints an octopus in his signature glaze style. “He’s so good, mom!

Look!” Barth loves the interaction with the kids and recalls his own art camp experiences: “I went to art camp at the Biltmore in Miami, and I still remember it. It stuck with me, just like this will with these kids. I’d love to eventually help teach!”

Other young artists echo how camp has helped them as well.

Gabriella Raffanello, 9, of Tavernier, said, “It’s like you’re literally cooling yourself down after a hard day.

Art just makes it better.” Raffanello chose to do papier-mâché this year, and is excited to add mosaics next year. Twins Madeline and Hannah Welch, 8, excitedly tell why they loved mosaics class the most.

“Instead of coloring and drawing, you can just stick the pieces in and be creative. We already told a ton of our friends to come next year. This is the best!”

Neighbor to the gallery, Glenda Smith, said, “I think it’s really great that they’re teaching kids to be creative early in life. I’m very impressed. Art is good for everyone — like a therapy.” Gutierrez sits at the end of the night, exhausted and very content: “I used to teach a lot of these kids, and to see how they’ve grown in their art is so rewarding.”

n April 24, Florida Supreme Court Chief Justice Charles Canady issued a proclamation declaring July 2019 to be Opioid Awareness Month within the state court system. Chief Justice Canady stated: “It is incumbent upon judges and court staff members, particularly those serving in problem-solving courts and family courts, to understand the basics of addiction and its impact on the brain, the standard for treatment of opioid use disorder, and legal implications and court responses to individuals with this disorder.”

The need for education and awareness is clear; Florida is experiencing an opioid crisis. We know that this epidemic is more than a public health issue. The courts have a frontline view of the devastating impact that the opioid epidemic is having on our state, destroying futures and families. At some point, most people with opioid use disorder end up in court. Perhaps they have been arrested for stealing to feed their habit or been deemed unfit parents. Whatever the reason, the justice system is now the primary referral source for addiction treatment in the country. Whether in a criminal court, family court or problemsolving court, the courts have

a role in combating this crisis, ensuring that people with opioid use disorder get the treatment they need.

To provide more treatment in the justice system, federal and state opioid task force groups have recommended more problem-solving courts. The Sixteenth Judicial Circuit is fortunate to have a drug court, a problem-solving court for dependency, juvenile delinquency and criminal proceedings.

These courts link participants with treatment and provide court oversight with treatment and recovery teams.

The court and team members are dedicated to crafting responses and solutions that are required to combat this serious and complicated epidemic.

Currently, the most effective treatment for opioid use disorder combines medication with behavioral therapies.

Aside from the clinical effectiveness of medication-assisted treatment, it also allows for patients to regain a sense of normalcy and functionality in their lives by often decreasing criminal activity associated with substance use disorders, increases the ability to secure and maintain employment, and even improves birth outcomes for women who have opioid use disorder while pregnant.

The courts are working to combat Florida’s opioid crisis. When court-involved citizens have access to effective treatment, it stops the cycle of criminal activity and the destruction of families.

Longtime friends and owners Jason Webb and Bayne Hayes are sharing their passion, experience and style with eclectic dishes and drinks on tap and in the bottle.

Webb, who owned a business in Atlanta, and Hayes, who started cooking in Atlanta and owned a barbecue restaurant in Flagler Beach, wanted to embark on a new endeavor, specifically a gastropub. The two concluded their respective businesses to start a new one that landed on Morada Way in Islamorada.

“Restaurants, like any business, are all about location,” Webb said. “I have been visiting the Keys for a long time with family, being on the water mostly.

We ended coming down to Nest Key and did a camping trip. My wife had never been to the Keys before. She fell in love with the place.”

Looking for a location, Webb said he stumbled upon the building on Morada Way, the site of the former Fern Inn. He then reached

out to Hayes about the project and brought him down to look. Hayes has a diverse background in food, with 10plus years in fine dining and 12 years as a barbecue restaurant owner.

“When this project started coming to fruition, I was like ‘I can really get on board with doing a gastro,’” Hayes said.

“It was the right timing and the right way to bring my passion out with some of my food.”

A majority of the menu items are geared toward locals as Hayes and Webb say they’re trying to fill a void they believe exists in the Keys — fare not seen elsewhere.

“To me, it’s the biggest thing that sells as far as the dining experience goes,” he said. “We have French-inspired charcuterie trays, bruleed beef marrow, but we also bridge the gap into pub fare dishes like Scotch eggs.

We also crossed into Asian plates.”

STUDY REVEALS KEY CONTRIBUTOR TO CORAL HEALTH PROBLEM

E

nvironmental stressors like warming water temperatures are contributing to massive coral death, scientists say. But a recent study with three decades of data collected from Looe Key Reef is revealing another serious problem — land-based nutrient runoff.

Looe Key Sanctuary Preservation Area is about 5.5 nautical miles south of Ramrod Key, about 8 nautical miles southwest of Bahia Honda State Park.

Data within the study, published in the international journal Marine Biology, shows living coral cover at Looe Key Sanctuary Preservation Area went from nearly 33 percent in 1984 to less than 6 percent in 2008. And while the annual rate of coral loss varied during the study, it increased between 1985-87 and 1996-99 following periods of heavy rainfall and increased water deliveries from the Everglades.

Between 1991-95, the study shows significant increases in Everglades runoff and heavy rainfall resulted in increases of reactive nitrogen, which cause biodiversity loss, at Looe Key. Phytoplankton levels for offshore reefs are also high as evidenced by the presence of macroalgae and harmful algal blooms due to excessive nutrients. The issue? Nutrient-enriched runoff, from improperly treated sewage and

fertilizers to topsoil, are increasing nitrogen levels. That’s causing phosphorus starvation in the corals and reducing their temperature threshold for bleaching.

“Our results provide compelling evidence that nitrogen loading from the Florida Keys and greater Everglades ecosystem caused by humans, rather than warming temperatures, is the primary driver of coral reef degradation at Looe Key Sanctuary Preservation Area during our long-term study,” said Brian Lapointe, senior author and a research professor at FAU’s Harbor Branch.

According to the study, nitrogen loading to the coast is predicted to increase by 19 percent globally from changes in rainfall due to climate change. Management actions are urgent and needed to prevent further degradation, and Lapointe said there are initiatives people can take about the nitrogen problem such as reducing fertilizer inputs, and at a larger level, increasing storage and treatment of storm water on the Florida mainland.

Andy Bruckner, Florida Keys National Marine Sanctuary research coordinator, said the study highlights the role nutrients play in the health of Florida’s reefs. However, he said it’s important to note that nutrients aren’t the only factor responsible for the decline. Climate change is also posing significant stress on reefs worldwide.

The Florida Keys National Marine Sanctuary is working to address the severe coral disease outbreak throughout the Florida Reef Tract through a number of measures. In about three weeks, Andy Bruckner, Florida Keys National Marine Sanctuary research coordinator, says the sanctuary will release the “restoration blueprint for public comment.”

This plan includes a variety of alternatives to help reduce impacts to the sanctuary and improve protection to sanctuary resources, and it includes a number of management actions designed to restore coral reefs and other habitats.

“The major losses of coral to the sanctuary reefs is due to bleaching and disease, and both of these threats have occurred throughout the region in both areas affected by nutrient inputs as well as remote locations with no nutrient impacts,” he said. “We know elevated nitrogen can affect the symbiosis corals have with algae, and it can result in bleaching, but the recent large scale bleaching events (1997-98 and 2014-16) were global in extent. These resulted in large die-offs of coral both in areas with and without nitrogen input.”

The study also notes how improvements at sewage treatment plants are helping mitigate local land-based nitrogen contributions. Plants service 76,000 yearround residents and millions of visitors annually.

Bruckner says the Florida Keys have taken the first step by eliminating septic tanks and connecting houses and businesses to sewage treatment. But until nutrients from agriculture runoff, and runoff from Lake Okeechobee, are reduced, there will continue to be elevated nutrients reaching the Keys.

“The second larger source of nutrients is Florida Bay water and water carried from the west coast of Florida to the Keys,” he said. “This can be partially addressed through the proposed Everglades restoration.”

RAMPING UP RESTORATION NEW TECHNIQUES ROLLED OUT TO BRING BACK REEFS

I

n the face of the crisis confronting our planet’s coral reefs, Coral Restoration Foundation is rolling out new techniques to restore them more quickly.

The foundation is on the front lines of the world’s fight to save and restore our coral reefs. Managing the biggest coral tree nurseries in the world, the foundation is able to grow more than 44,000 “reef-ready” corals every year. It is now developing ways of getting more, larger corals onto the reef to restore the habitat more quickly.

This “novel outplanting” project is being conducted under permits from the Florida National Marine Sanctuary. The trials are taking place on sites that might be visited by recreational divers. Coral Restoration Foundation is asking for people to know what to look for so they don’t mistake the materials for marine debris.

With support from the Florida Keys National Marine Sanctuary (FKNMS), the foundation has begun to experiment with novel outplanting techniques for the staghorn coral, Acropora cervicornis, that would allow the organization to restore Florida’s reefs more quickly.

This species is not affected by the stony coral tissue loss disease that is currently threatening other corals on the reef.

The new techniques have been under development for the past year and are now being deployed at specific restoration sites in the Florida Keys National Marine Sanctuary. By year’s end, the foundation plans to return up to 14,000 ecologically relevant, and critically endangered, colonies to five reef sites in the Florida Keys, taking advantage of the increase in outplanting efficiency that the novel techniques allow.

Alex Neufeld, Coral Restoration Foundation special projects coordinator, is helping to spearhead the project.

“These novel techniques represent the next evolution in the Coral Restoration Foundation model — one that will allow us to begin returning critically endangered corals to the reef at a scale that is immediately relevant from an ecological perspective,” he said. “By outplanting large, mature colonies, we are

not only introducing structural and biological complexity to the reefs very quickly, but we are also accelerating the reefs’ natural process of recovery via sexual reproduction of corals.”

Jessica Levy, the foundation’s restoration program manager, said, “This is also a timely development for us as we move deeper into the summer months and hurricane season. Getting larger corals off the trees means that we will be able to avoid a lot of potential issues associated with warmer summer waters and overcrowding in the nurseries.

Smaller corals on the trees are also less likely to be lost if a big storm rolls through.”

SUSTAINABLE MATERIALS Sharing information with, and learning from, other restoration practitioners are central to the work of Coral Restoration Foundation. These novel methods use sustainable materials that degrade over time, including bamboo and hemp rope, and represent techniques that have not yet been used in the Florida Keys, but draw on concepts pioneered by other groups around the world.

A ‘LIVING LABORATORY,’ NOT MARINE DEBRIS These new outplanting methods are getting trials at Carysfort, Horseshoe Reef, Conch Reef, and Pickles Reef. These are sites that are regularly visited by recreational divers and snorkelers. Coral Restoration Foundation is urging ocean lovers to be aware of the project so that visitors to these “living laboratories” know not to try to remove the materials.

RAMPING UP IN 2020 Through 2019, Coral Restoration Foundation will monitor the corals outplanted in this project to better understand which techniques are most successful. As these new techniques are tried and validated, the organization will be looking to pursue an expansion of the project in 2020, incorporating them into their core practice, replacing traditional outplant methods.

FIRM HELPS FREEZE WIND RATES Insurance commissioner order keeps rates steady

W

indstorm insurance rates for Monroe County homeowners will remain at 2017 levels for the next year. Florida Insurance Commissioner David Altmaier ordered Citizens to freeze residential rate increases in Monroe County at existing levels.

In March, Fair Insurance Rates in Monroe (FIRM) testified at the Citizens Rate Hearing in Tallahassee, arguing that Monroe County has consistently had among the highest insurance rates in the state while also having the strongest building codes.

FIRM’s arguments for fair and affordable wind insurance rates were an integral part of Altmaier’s order to Citizens to keep current rates in place in Monroe County. Since 2017, Monroe County policyholders have saved an additional $15 million in potential rate increases, thanks to FIRM’s advocacy.

FIRM has testified that Citizens windstorm insurance rates are unjustifiably high for Monroe County, resulting in Monroe County premiums that are more than $805 million higher than claims since 2004, including Wilma and Irma losses.

In 2017, the Office of Insurance Regulation (OIR) and Altmaier considered the issues that FIRM raised and directed Citizens to complete a series of analyses, one of which has not yet been completed. Altmaier, this year, ordered Citizens to complete “an evaluation and study of the models accepted by the Florida Commission on Hurricane Loss Projection Methodology using the 2017 stands which includes the requirement that the county building codes be reflected in the model results, as specified in the prior rate order, Order No. 211627-17.”

he summer has been quite busy for Stephanie Scuderi.

Recently, she traveled with her parents and son to France. Scuderi says Ray is a World War II buff, so they walked the beaches of Normandy.

“It was quite an experience,” she says.

Now, Scuderi is getting in the groove with some new responsibilities, as she recently was named Centennial Bank’s market president for Monroe County. Many say Scuderi’s very deserving of the promotion, not just for the respect she’s garnered from the community, but also for her instrumental work in the bank’s growth.

“I’m super excited. I’ve been working up and down the Keys for a long time,” Scuderi said. “I’ve had the luxury of lots of responsibility and the opportunity to work with everybody in the Keys.

I’m ready to kick it up a notch and see what new challenges come.”

Outside of work, Scuderi gives back, serving in various roles and capacities with boards, notably with the College of the Florida Keys trustee board, which she chairs.

She’s a dedicated worker, a dedicated community member and a dedicated mother. And she knows how to have some fun — just look at who she’s dating and the performance the two put on during the Bubbas in Key West recently.

You’re currently dating Monroe County’s top administrator.

What kind of perks come with that? You can only imagine.

What’s in store for Roman’s performance next year? Again, I can only imagine.

You’re quite involved with the community, serving on various boards and helping organizations. How do you do it all with a full-time job and being a mother? Fortunately, the responsibility of my job put me in the community. Part of my job is being in the community and part of being a great mother involves being in the community. In my Venn diagram of life, community is at the center of it. I’m fortunate to have everything else fall into place.

What do you enjoy most about volunteering? Seeing the progress and moving the community forward.

Just how many boards are you on currently? I’ve whittled it down to focus a lot with the college (College of the Florida Keys.) I chair the college trustee board. I’m on the college foundation board and I vice chair DAC in Islamorada. I also just finished my second Take Stock mentor program. I think over the course of 12 years, I’ve honed in on what is important to me: education and the economy.

Your initial reaction when learning of your promotion?

Laughs … you got to be kidding me.

Where can people find Stephanie on the weekend? I wish they can find me on my new little boat.

You’re more likely to find me behind the Centennial bank grill.

What’s your go-to drink after a long day? Everybody knows I’d be getting a Ketel martini straight up with a twist.

If you could have dinner with anyone, dead or alive, who would it be? I’d say my father’s mother.

What’s your dream vacation look like? A vacation that doesn’t involve a passport.

Did you have a role model growing up, or someone you looked up to? My parents and my grandfathers.

POSITIVE REPORT OVERALL OF TWO-DAY EVENT

T

he 2019 mini-season was more peaceful and less destructive than some years past, according to Officer Bobby Dube of the Florida Fish and Wildlife Conservation Commission.

Dube offered the Weekly a report of his experience on the water during July 24 and 25. “I worked both days,� he said “and I worked our information booth preceding mini-season. There were a lot more people that stopped by than last year, and I’d like to draw the decline in arrests, etc. from that.�

Dube was posted up at Divers Direct in Key Largo. “I was there 10 hours a day: Sunday, Monday, Tuesday. I don’t think I’ve been as hot,� he laughed.

Dube and others at FWC, as well as the Monroe County Sheriff’s Office, the Coast Guard, the National Marine Sanctuary and many other entities worked together to ensure a safe and successful lobster season. Dube reported very few incidents and injuries.

The most serious incident reported by the Sheriff’s Office occurred July 25: An out-of-county man was struck by a boat prop on his leg/foot and was taken to Conch Key, then Mariners Hospital and then was airlifted to Jackson South Medical Center

in Miami. His injuries were not expected to be life-threatening. The Sheriff’s Office also assisted in the search for a missing diver near Spanish Harbor Bridge, but the driver was found safe shortly thereafter.

Dube attributed some of the success to good, clear weather and good visibility. “It let people spread out,� he said, “so they could go wherever they chose, to the bayside or oceanside. When the weather includes high winds and bad visibility, people tend to be by bridges and on top of each other, and that increases risk of accidents.�

There were a few incidents (see our “By the Numbers,� opposite page): a man who was illegally spearing snook (which are undersize and out of season) at Tom’s Harbor, a pair of brothers from Broward taken to jail for 12 undersize and over-limit lobsters, and a man who just couldn’t help himself but get started on lobstering on Tuesday before season opened. “He started bully netting before midnight, and everyone was trying to warn him, but he didn’t listen,� Dube said, “and there

was an officer right there among them.�

The funniest story? “We had a gentlemen that ended up going to jail in the Lower Keys, because there were officers pulling him over, and he tried to throw a bag of lobsters over.�

The only problem? “The bag was tied to a cleat on the vessel ‌ so he went to jail.â€?

The biggest bust was of a boat that was 37 lobsters over the limit. Greed isn’t rewarded when it comes to mini-season!

Dube and FWC were glad there weren’t many arrests and no other serious injuries reported. All lost divers reported to FWC were located and boats in distress aided. “No big lobster mobster stories,� said Dube. “It was a relatively safe two-day sport season for everyone down here.�

Rescue shows need for marine mammal hospital

T

wo Atlantic bottlenose dolphins were rescued off the shallow waters of Fiesta Key Campground and Marina at MM 70 on July 26. With the dolphins now in longterm care, the organization that helped save them continues its work to develop a marine mammal hospital.

The Florida Fish and Wildlife Conservation Commission (FWC) and National Marine Fisheries Services (NMFS) notified Dolphins Plus Marine Mammal Responder of the situation involving the two dolphins.

“Seeing these two stranded dolphins struggling on their sides to just gasp a single breath of air devastated me. After righting the weaker of the two first and moving them both together into deeper water, it was sad to see that neither could stay upright without assistance.” says Capt. Matt Bellinger, who was on-site assisting in the rescue. “The reality was that both dolphins would’ve drowned on the incoming tide and it horrified me. I was relieved to see the arrival of the DPMMR crew and medical staff; there was hope for these magnificent beings.”

After two unsuccessful release attempts, medical evaluation by veterinarian Dr. Jillian Schwartz, and consultation with the NMFS, it was determined that both animals needed longterm rehabilitation to survive. DPMMR does not yet have the facilities necessary to offer such rehabilitative care, so the two animals were transferred to the only place in the state that had the capability to take on their rehabilitation: SeaWorld.

SeaWorld has rescued over 35,000 animals, including

an impressive 533 whales and dolphins. Here, the two dolphins will receive world-class veterinary care in a behind-the-scenes area for as long as it takes to make a full recovery.

The ultimate goal is for the two to be released back into Florida Keys waters, which depends on both the success of the rehabilitation and the NMFS, the governing agency that determines if an animal is ready for release, and if the animals are deemed non-releasable it will make the decision on where the animals should be placed.

"If it wasn't for SeaWorld, these animals would have had to be euthanized. We were really grateful for their partnership in this rescue and their willingness to support these dolphins’ rehabilitation." said Nancy Cooper, president of DPMMR. "As it stands right now, there is no facility authorized by the NMFS to carry out dolphin rehabilitation in the Florida Keys. However, we're working hard behind the scenes to obtain the funding to create a facility so that when these strand-

ings happen, the animals can undergo rehabilitation in their Keys home."

Cooper said DPMMR has secured a 2-acre plot in Key Largo to be used for rehabilitation facilities, but in order to become licensed by the NMFS to carry out any long-term rehabilitation, special facilities will need to be developed.

These include quarantine pools, filtration systems, sea pens and support areas (fish preparation, medical room and office space).

The initial development will cost around $2 million. Approximately $35,000 of this was raised at the organization's first “Connect to Protect” gala in May, but that still leaves a hefty amount to be raised.

Kinney said they are actively working toward finding such a donor, but in the interim are accepting any donations to the cause, including in-kind services.
