Mom-daughter duo sending positive message to motorists JIM McCARTHY

erri Robinson and her daughter, Corey, stood along the shoulder of U.S. 1 on July 19 holding signs with a simple message. “Respect the Keys.” “Thank You. Jesus Saves.”

Once homeowners at Coral Harbour Club, the two now live in Tequesta. Terri said her late husband, Larry, always loved the Keys. Born in 1952, he’d come to the islands with his dad in the ‘50s and ‘60s to fish.

Larry passed away in 2009. In 2010, Larry’s ashes were spread at Hens and Chickens Reef.

The mother-daughter combo came down to the Keys on June 29 for a month-long stay with friends at Coral Harbour Club. Terri said she’s been reading about what’s going on in the Keys, from the Fills to traffic safety concerns, and she wants to alert the conscience of those coming down to visit and stay.

“My daughter was 10 when we bought our place. She grew up here part-time,” she said. “We don’t own any property down here any more.

We just care. We want to make a difference.”

As to the response from motorists passing by? Terri says it’s been nothing but positive.

“From Fish and Wildlife to Monroe County sheriffs, troopers, paramedics and EMS, everybody’s been responding,” she said. “Semis are honking, dump trucks are honking, people are giving the thumbs up, waving and flashing lights.

Some people are slowing down saying ‘thank you.’”

“If we can leave here and make an impression on people, if we reach one person or two people, it’s a huge blessing,” she continued Terri said she’ll be standing along U.S. 1 all week holding the signs. Her ultimate hope is the placement of a larger sign with a similar message somewhere near the stretch as people make their way into the Keys.

“It’s our privelege to be able to come down here and it’s our privelege to be able to try and make a difference. It’s an absolute blessing,” she said.

Agencies discuss challenges facing Florida Bay

The 2019 First State Bank Key Largo Bridge Run is giving the option to all participants to personalize their medal at the post-race party.

HNO Productions and Finish Line Engravers will be working together to give the option to all runners who cross the finish line an opportunity that will make this year's race a forever memory.

“We believe that by giving our participants this opportunity to personalize their medal, it will bring everlasting memories on their accomplishment,” said HNO Productions president Henry Menendez.

“It will also be a great conversation piece for years to come.”

Each registrant will have the option to select engraving their participant medal for an additional fee of $20 when registering for the race.

Participants who have already registered can sign back in to the race website, add the Medal Engraving option, and pay the fee. If the participant decides at the last minute to engrave their medal at the post-race party, they will be able to do so for a possible slightly higher fee. Work is underway on the Florida Department of Transportation’s rehab project for the Snake Creek Bridge.

The containment curtain under the bridge, to collect paint and sand during the high-pressure sandblasting work, is being installed. The containment curtain will affect boaters.

Vessels that might otherwise have been able to pass under the bridge may need to wait for the bridge to open.

Sandblasting work began this week. The hours of the work have been changed for the duration of the project. All work will be completed during daytime hours and lane closures are no longer planned, although an occasional lane closure may be necessary.

The sandblasting will be very loud in the area near the bridge; it will be completed during the first 30 days of the project.

The rehabilitation project is scheduled to be completed in April 2020.

During a recent meeting, Florida Fish and Wildlife Conservation Commission (FWC), National Park Service and South Florida Water Management District discussed Florida Bay. Florida Bay is a unique, shallow estuary heavily influenced by water flow from the Everglades. It is an integral part of the south Florida ecosystem that serves as a nursery habitat for economically important species and provides boating, fishing and wildlife viewing opportunities.

The total value of ecosystem services for the area is estimated at $15 billion annually and it generates $438 million from recreational fishing.

Based on challenges facing the area, such as seagrass and sponge die-offs and harmful algal blooms, the FWC and partners have critical research, monitoring and restoration efforts underway.

Addressing the salinity of Florida Bay through the quantity, timing and distribution of fresh water remains a priority objective for Everglades restoration.

“I want to thank our partners for the important work they’re doing on this,” said FWC Chairman Robert Spottswood. “At times this has seemed like an overwhelming task, but it is all coming together. With the support of Governor (Ron) DeSantis, we are making exciting progress with the complex issues of waterflow into Florida Bay.” “The South Florida Water Management District is proud to work in tandem with the Florida Fish and Wildlife Conservation Commission to follow Gov. DeSantis’ directive and do more for Florida’s environment now,” said South Florida Water Management District Executive Director Drew Bartlett. “We already work closely together with FWC on a comprehensive ecological and water-quality monitoring plan to evaluate Florida Bay, and the District is committed to getting more water into Everglades National Park to help both the park and Florida Bay.”

Recreational limit for blackfin tuna At its July meeting in Stuart, the Florida Fish and Wildlife Conservation Commission (FWC) approved a draft proposal to create a recreational limit for blackfin tuna of two fish per person or 10 fish per vessel, whichever is greater, and to extend this proposed regulation into federal waters. The proposal is expected to come before the Commission for a final public hearing in October.

Staff has heard a variety of concerns from anglers about the blackfin tuna fishery for several years and held seven public workshops across the state earlier this year to gather input on management of this fishery.

Blackfin tuna can be found throughout Florida, the Atlantic, Gulf and Caribbean.

NOAA sends extra resources during lobster mini-season NOAA’s Office of Law Enforcement (OLE) deployed additional boats, officers and agents to Florida Keys National Marine Sanctuary during the July 24-25 spiny lobster sport season, more commonly known as the “mini-season.” Traditionally, more than 50,000 vessels and 80,000 recreational harvesters participate in the two-day mini-season because of the abundance of spiny lobster in nearshore, protected waters.

As the primary agency enforcing the National Marine Sanctuaries Act, OLE coordinated with federal, state and local agencies to deter and detect illegal lobster harvest and other fisheries and sanctuary violations. Officers and agents will conduct boardings from several different platforms including OLE’s new 36-foot patrol vessels.

Protecting the nation's living marine resources is a team effort, and information from the public plays a vital role. OLE may, on a case-by-case basis, issue rewards to individuals who provide information that leads to an arrest, conviction, civil penalty assessment, or forfeiture of property for violation(s) of the laws and regulations NOAA enforces.

aptain John Whalton would serve aboard both lightships that would anchor off of North Key Largo to mark the dangerous Carysfort Reef from 1826-1837.

The lightships, first the Caesar and then the Florida, anchored at nearby Turtle Harbor. Both vessels were designed with two masts. Each mast was equipped with a lantern-based light source that was theoretically visible for a distance of 12 miles.

While anchored at his post, Whalton did not rely solely on the delivery of the ship’s provisions from outside sources and tended a small garden on nearby Key Largo where he grew fruits and vegetables. He would also come ashore to procure firewood, as he did in late June of 1837.

A letter written in Key West, published in the Charleston Courier, and reprinted in The Plaindealer in New York on July 15, 1837 read: “Captain John Whalton, with his crew of four men, left the light ship for the purpose of procuring wood on Key Largo, a distance of about six miles, at which place he had cultivated a garden for some years past. The Indians, six in number, seeing them unarmed, secreted themselves behind some bushes and barrels on the shore, waited deliberately until they landed, at which point they fired and killed Captain Whalton. The men next him gave the alarm, and the four men ran for the boat, three of whom succeeded in getting on board; the other man was shot down in the water.”

Locals make Keys connection aboard USS Truman aircraft carrier SARA MATTHIS

“Oh my gosh, it was amazing.” ounty Commissioner Michelle Coldiron gushed about her experience aboard the USS Harry S. Truman aircraft carrier this past week.

Her experience included a tailhook landing and the rush of being catapulted back into the sky after her 24 hours aboard.

Coldiron and Monroe County planner Cheryl Cioffari were guests of the U.S. Navy Distinguished Visitor Embark, a program designed to place key leaders from all sectors of society — corporate, civic, government, education, non-profit and service — aboard a deployed carrier to experience firsthand how sailors and the Navy contribute to the stability of the country and the global community.

Aboard, they made their “Keys connection.”

Captain David Snowden, a Tavernier native and graduate of Coral Shores High School, is the executive officer aboard the USS Truman. That means he’s second in charge, enforcing the CO’s guidelines and ensuring that daily ship operations run smoothly.

Captain Robert “Fitz” Gentry is commander of Carrier Air Wing One — directly responsible for operation and administrative control and the warfighting capability of the air wing. Gentry’s dad was a well-known football coach at Marathon High School, Coldiron said. (Gentry recently replaced Captain Brent Blackmeyer, who was removed from the post in March over unspecified misconduct and relegated to a desk.)

The USS Truman is 1,092 feet long, 257 feet wide and is as high as a 24-story building. It uses nuclear reactors for propulsion, meaning the ship can go 3 million miles before refueling. The Nimitz Class carriers have a contingent of 6,000 aboard, including crew and aircrew, and can accommodate up to 90 aircraft on a flight deck that is almost 5 acres.

“It’s a floating city,” Coldiron said. “They took us through every part of the ship.”

The group, which also included representatives from Sen. Marco Rubio’s office, a circuit court judge from Jacksonville, and a president of a Florida university, toured the supply warehouse, the onboard dentist office, the machine shop used to make replacement parts while underway, and even the “jet shop.”

“They have engineers onboard who know how to fix every part of the aircraft,” Coldiron said.

The civilian contingent was flown out to the aircraft carrier from Jacksonville aboard a C-2 Greyhound Carrier Onboard Delivery aircraft, or COD.

“The tailhook landing was, um, very riveting. You’re strapped into a barebones metal chair, facing backwards,” said Coldiron, laughing. “The jerk when you land — going from 180 mph to 0 mph in less than three seconds … I almost did a somersault over the back of the chair.” Coldiron may, or may not, have screamed just a little.

It was a thrilling experience, she said, and made a huge impact on her about how important the air station is to the Navy, and to the Keys.

Want to wash your hands of the whole affair — your storm-wrecked home — and walk away? Monroe County has a program for that.

“The purpose of the program is to reduce community risk,” said the county’s Helene Wetherington.

The program targets homes with repetitive damage, in lowincome areas, that house the elderly (62 years or older) or young children (18 years or younger). The county negotiates a deal, buys the home, and then demolishes it to leave the lot vacant.

Homeowners are encouraged to apply for the county’s Volunteer Home Buyout Program, part of the Rebuild Florida program funded by the federal Department of Housing and Urban Development.

Throughout the state, there’s $75 million, and $10 million has been set aside for properties damaged

by Hurricane Irma. Each jurisdiction in the Keys — unincorporated Monroe County, Marathon, Key West, Islamorada — can apply for no more that $5 million. The initial application must be submitted by Tuesday, July 30.

If approved, and the homeowner accepts the offer price, the home would be demolished and the building right, or ROGO, would revert to the county. The purchase price would be a fair market value

for the land and structure preIrma.

“What is the logic there?” asked Monroe County Commissioner David Rice. “It’s almost like we are rewarding the irresponsible property owners.”

Commissioner Heather Carruthers agreed, but said the county’s slice of the program would probably only amount to about 10 qualifying homes.

Wetherington said the properties would be ranked using the following criteria: • Low- to moderate- income neighborhoods • Household income at or below 80% of the annual median income • Households that include the elderly, or children; or households with disabled, handicapped or special needs members.

• Homes in the V flood zone (coastal) • Properties with reported repetitive loss • Home with no flood insurance at the time of damage (although homes with flood insurance are also eligible).

The resulting vacant space of the raised homes could then be used for conservation, recreation or storm water management.

Wetherington said that as of July 22, 14 property owners have expressed interest in the buyout program. To apply, visit www.monroecounty-fl.gov and search “Irma Housing Grants and Programs.”

The Monroe County Board of County Commissioners (BOCC) approved a resolution on July 17 to create the Florida Keys Transportation Coordination Committee. The committee will study and research traffic issues and create formal recommendations to the governing bodies of the five cities and the BOCC. The committee will be made up of six elected officials, one from each municipality and one from the BOCC. State and regional transportation officials and city and county staff will work with the committee to help make recommendations and answer questions. The committee will discuss enhancing public transportation, increasing intercounty trips for added convenience, and promotion of services to out-of-town visitors, as well as bring other ideas to be considered.

“Any improvements done to the U.S.1 corridor will help the entire island chain,” said Monroe County Commissioner David Rice, who brought the resolution forward. “Something needs to be done to make sure we have a convenient and safer highway.”

According to data collected for the recently published strategic plan, traffic is one of the top concerns of Monroe County citizens.

FLOOD INSURANCE REAUTHORIZATION Changes needed at federal level to protect Keys homeowners The latest National Flood Insurance Program (NFIP) reauthorization bill, HR 3167, was passed out of the federal Financial Services Committee on June 12. The bill has bipartisan support but lacks protection against increasing unaffordable flood insurance premiums for Monroe County homeowners. At the July 17 meeting of the Board of County Commissioners, the commissioners unanimously approved a resolution urging inclusion of broader affordability protections for the new bill.

“Our main concern is this bill does not sufficiently protect affordability for all policy holders,” said Lisa Tennyson, director of Monroe County legislative affairs.

The bill proposes establishing a five-year pilot program for primary homeowner policy holders who are at 80 percent Area Median Income (AMI). For those policyholders, the maximum chargeable premium rate will not exceed 2 percent AMI. For those who are not at 80 percent AMI, the current annual increases will remain in effect at 18 percent for primary homes and 25 percent for second homes and commercial properties.

The Board of County Commissioners has long supported affordability protections in the National Flood Insurance program and urges the new bill include additional, broader affordability measures for all policy holders.

FEMA is planning on enacting a new NFIP pricing scheme in October 2020. The program, Risk Rating 2.0, will change the way FEMA prices NFIP policies based on three variables, including a structure’s distance to the water, exposure to different types of flood risk, and the cost to rebuild.

Monroe County has fought to lower the annual increases and has supported legislation that would have capped annual increases at 5% to 10%. The county would like to see a lower cap applied to all properties whether a primary home, secondary home, or commercial building.

Monroe County’s 31,000 policy holders have $7.5 billion insured for $38 million in annual premiums.

IMPROVEMENTS APPROVED Advisory Board Says ‘Yes’ to Rowell’s Park Reimagined

xpansion of Freebee’s ride-sharing service to all of Islamorada is moving forward as new vans could be transporting people beginning in November.

During the July 18 meeting, Islamorada council members discussed three options brought forth by the ride-sharing service and Jason Spiegel, co-founder. Following lengthy discussion, council members agreed to extend the current service, which transports people on Upper Matecumbe Key, for up to 120 days and enter into a two-year agreement for service. The two-year agreement would begin when the vans, or XL vehicles, are put into service later this fall. There’s an option to terminate with a 45-day notice after the first nine months.

“I’m fairly confident once service starts it will be successful,” Spiegel said. “We’re guaranteeing $120,000 in this program off the top.”

An advertising credit guaranteed by Freebee of $40,000 per vehicle is applied to offset some of the expense incured by the village.

Council showed support for option B, which would run 70 hours a week Monday through Sunday at a yearly cost of $317,275. Scheduled hours of operation will be based on usage (i.e. fewer hours Sunday, more hours other days).

Mayor Deb Gillis acknowledged that the village could supplement its portion of costs via a grant through the Florida Department of Transportation. She said the staff is working to get more information.

Councilman Jim Mooney said he sees riders in Freebee vehicles all the time. He acknowledged that the village can’t implement public transportation all by itself.

“While yes, it’s extremely hard to swallow the number, I think this city can afford this,” he said. “I think

once established, once businesses start to realize this is for real, they’re going to contribute more.

They’re going to know it’s a longterm advertising effect for them.

I do believe you will start to see advertising dollars flowing in.”

Councilwoman Cheryl Meads noted that the village should study other options to see if there’s anything potentially cheaper. As for a contract to expand service with Freebee, Meads said it’s something the village can’t afford.

“If we think we can go after people’s money, that’s fabulous.

Then let’s bring it back when we have people’s money in hand,” she said.

Councilman Mike Forster also shared some concerns he had regarding price. While the village could seek grants to subsidize the service, there’s no guarantee that they’d receive funding.

Overall, Councilman Ken Davis said, the service will give visitors the opportunity to get out and away from the resort to a local restaurant or bar.

“It will have a direct benefit to our community,” he said. “This is going to single us out from everybody in the Keys.”

In other matters, council approved a request by Sunset Ventures LLC for minor conditional use approval to develop a 24-unit affordable housing apartment complex on property located at 82200 Overseas Highway.

Council also approved a resolution determining the proposed millage rate for fiscal year 2019-20 and establishing the current year rolled-back rate. Per the Monroe County Property Appraiser, the 2019 gross taxable value is $3,714,386,173. The proposed millage rate for TRIM notices is 3.200. The first tentative budget hearing is scheduled for Sept. 4 at 5:30 p.m. at Founders Park Community Center.

owell’s Park in Key Largo is set to undergo some major improvements for the enjoyment of locals and visitors. During a July 15 Monroe County Parks & Recreation Advisory Board meeting, enhancements were discussed and approved, with minor changes from suggestions made at a meeting in June.

“I think we have a pretty good plan here,” said Jack Kardys, a former Miami-Dade Parks director who’s assisting the county in developing the park. “It actually came out rather well because of the input and dialogue had here.”

Plans include a dog park, a splash pad, a nautical-themed playground, a kayak launch, bathroom facilities, a fishing platform and a walking nature path. Near the water, plans show a swimming area with zero-entry depth and non-motorized boating access.

“What we were tasked to do is look at Rowell’s today and look at what it might be if it were reimagined,” Kardys said.

“We heard from folks about walking paths, parking, fitness zones (and) water features. We also looked at flexible space for events and a dog park — boy, did we hear from dog lovers.”

The design shows a park pay station/pay booth to charge nonresidents. The park will remain free to locals.

The Monroe County Board of County Commissioners will give final approval of the Rowell’s Park project.

y 8 a.m. on July 23, only a handful of birders were still milling around the intersection of Peachtree and Morton streets on Grassy Key. Earlier the same morning there were twice that many. The area has been a hotspot since July 15, when Shirley Wilkerson posted a sighting of the Antillean Palm-Swift on Grassy Key to ebird.org. The announcement went viral.

According to the same website, it’s a “mega rarity” — last spotted 47 years ago at the Key West Cemetery.

Because of its special status, the bird has attracted bird watchers from around the Keys and around the country.

“I traveled to Grassy Key to see this rare bird because it’s on my ‘life bird list,’” said Ken Walsh of Philadelphia, a member of the Delaware Valley Ornithological Club and dedicated birder for the past 45 years.

What’s a life bird list? Well, it’s like a bucket list, but for birders.

Nicole Koeltzow arrived on Grassy Key wearing a shirt blazoned with “Got 700?” She said the slogan refers to the number of birds she has identified on her own bird list. (Wow!) The Washington native said she was a participant in the World Series of Birding.

“One of the cool things about watching birds is that there is no guarantee you’re going to see what you came for,” said Walsh, adding that there is no telling what other species you might see while waiting for that special bird to arrive.

Paul Waller also reported the sighting on Grassy Key on Facebook, identifying it as a “Code 5” rarity, which means, according to the American Birding Association, a “species recorded five or fewer times in the ABA Checklist Area, or fewer than three records in the past 30 years.”

That’s pretty rare.

Mark Hedden, executive director of the Florida Keys Audubon Society, said it was enough to make the drive from Key West to the Middle Keys.

“Chasing rarities isn’t really my thing … but it’s in the Keys. How can I not go look for it?”

Hedden said there are two things that make a bird special — it’s either somewhere it’s “not supposed” to be, or it is endangered. In the case of the Antillean Palm-Swift, it’s the former.

“This one probably came from Cuba or Jamaica or the Bahamas.

I’ve seen this species in Cuba,” he said. “But every once in a while, a bird gets a wild hair and goes somewhere else. It’s the same mechanism that fuels evolution.

There’s always an individual that likes to wander, and that’s when species separation happens. That’s why we have 10,000 species of birds. Of course, that takes 4,000 years to happen, so this sighting on Grassy Key is a small version of that process.”

U.S. birders like the chance to spot a bird not normally found in the contiguous United States. Ray Sharpton drove all the way from New York to see the Antillean PalmSwift. He quickly bonded with the other birders on Grassy Key. As a group, they are encouraging others to take up the hobby. They said it requires interest, patience and binoculars.

“And a copy of the ‘Sibley Field Guide to Birds,’” Sharpton said.

e all love animals. When we see that they are in pain or in need of help, it is our first instinct to want to care for them. However, when it comes to wildlife it is best to leave the rehabilitation to the professionals.

Recently, the Florida Keys Wild Bird Rehabilitation Center received a baby Northern mockingbird from a family that found and raised him for over a month before turning him over to our care. Regarding her new patient, Wildlife Rehabilitator Emily Buonopane said “He was kept in improper (caging) for at least four weeks, which caused his feet to develop incorrectly. We’ve fitted him with a new pair of ‘shoes’ in the hopes of correcting his feet.”

Wild animals raised by unpermitted people can encounter any number of health and behavioral issues, ranging from nutritional deficiencies to deformities to metabolic bone disease and “imprinting” — when a young animal is raised by humans, creating a dependency on people that prevents that animal from being able to return to the wild.

In addition to the health risks to the animal, there are legal considerations. “It is illegal to feed, rehabilitate, or otherwise care for any native wildlife in any state without proper permitting. I see too many people attempting to raise squirrels, possums, birds, etc. on their own and it never ends well for the animal,” says Wildlife Rehabilitation Manager Shylyn Pierce.

The Bird Center receives calls every spring and summer during baby bird season from people who are keeping wildlife as pets. Often they are compassionate, kind individuals who were trying to do the right thing. By opening a dialogue, we can provide information and educate the community about how best to help wildlife. We encourage those that find injured or orphaned wildlife to bring them to a permitted wildlife rehabilitator immediately.

Shylyn echoes the sentiment of many wildlife rehabilitators with a plea to the community: “If you truly love animals, then please think selflessly and do what is best for them.”

HIGH HONOR MOTE SCIENTIST TO RECEIVE PRESTIGIOUS AWARD AT NATION’S CAPITAL

E

rinn Muller’s coral and disease research is catching the attention of many in Florida, the U.S. and around the world.

The science Erinn Muller director of Mote’s Elizabeth Moore Center for Coral Reef Research & Restoration on Summerland Key, Muller was in her office when she received an email from the National Science Foundation that she had been chosen for a prestigious presidential award.

In early July, President Donald Trump announced the recipients of the Presidential Early Career Award for Scientists and Engineers. In Florida, Muller was among eight scientists to receive the highest honor bestowed by the U.S. government. The award is given to outstanding scientists and engineers who are setting out on their independent research careers and exude promise for leadership in science and technology.

“My National Science Foundation program officer, Dan Thornhill, recommended me for the award,” Muller told the Weekly in a recent interview. “He sent me an email with a link to a press release and asked if I knew anything about it. I clicked on the link and saw the press release for the award with my name listed. That was the first I heard about it.”

“We (Dan and I) both got really excited together, being hopeful it was real,” she continued. “A couple hours later, I got an email from the National Science Foundation saying indeed I received it.”

On Wednesday, Muller traveled to Washington, D.C. with family for the awards ceremony, set for Thursday, July 25 at the Daughters of the American Revolution Constitution Hall. Muller, who began her career at Mote in 2012, said getting the news was “unreal.”

“I knew over the last two years I was being considered for the award. I knew how competitive it was and never got my hopes up,” she said. “It was an out-of-body experience when I found it was actually true.”

Muller is one of the primary responders who are dealing with the devastating coral disease in the Florida Reef Tract. Her goal is determining how coral health and disease change under climate change and ocean

acidification conditions.

She admits there’s much work ahead to understand the mechanisms leading to compromised coral health to prevent future disease outbreaks. But working with Mote Marine Laboratory, she said it provides her with the support needed for essential research. Through the National Science Foundation, Muller has worked since 2015 to study resiliency in staghorn coral, a threatened species.

“Water temperatures are going to keep increasing, and pH will continue to decrease until we have societal change that addresses these issues,” she said. “My research focuses on what makes certain corals special and able to survive these threats.”

Muller said she’s very grateful for the award and recognition. She said she’s received a lot of support along the way, from her parents, who told her to follow her dreams, to advisors and teachers and Mote staff.

“It’s a long list,” she said. “Mote has supported my research in so many ways from the financial support to get me the results for my research and the people helping me with day-to-day tasks.”

t’s Friday morning at Founders Park. At the tennis courts, a group of tennis players are going through a butt-kicking boot camp class.

Led by tennis pro Susie Jannach, the class is more than just running around and smashing a tennis ball or running up to hit a drop shot. The class originated eight years ago, and intertwined with it are exercises using resistance bands, slam balls and weights.

“Not everybody likes to go to the gym. Some people swim, scuba or paddle. These women do this and they’re just addicted,” said Jannach. “It’s a calorie burner. It really helps them with their tennis a lot.”

And a calorie burner it is. By the end of the class, Jannach said, 1,200 calories are burned. She said it’s similar to a spin class in terms of intensity, but the difference is this

class is outside in the sun.

“The women socialize, the music is blaring and they’re out here getting a good workout,” Jannach said. “The whole goal of the class is to keep them moving.”

Jannach said the class doesn’t use real tennis balls, but low-compression balls.

“When you hit a low compression ball, it’s a little slower. If it’s slower, you’re going to get more touches,” she said. “It’s better cardio; you’ll get more touches on rally.

Boot camp classes take place every Tuesday and Friday from 8 to 9:30 a.m. The class is for players from advanced beginner to advanced. Players must also be in reasonable shape. Call Jannach at 954-290-7502 to sign up. The class fee is $25 and class size is limited to about six.

A Key Largo café under new ownership is hitting the ground running.

Owners of the newly named Keys Classic Café, formerly known as DJ’s Diner, took over on May 31. For Mark and Saundra Peavler, the two were eyeing something to do following retirement, so they entered the restaurant business with their love for cooking.

Saundra, who was born and raised in the Keys, makes the homemade cinnamon rolls every day. Mark, who works in industrial engineering and construction, makes the chili every week.

“We’re from here, we’re eventually going to retire here and we were looking for a business,” Saundra said. “We like the restaurant business. My family has been in it before in the Keys. We liked the location of this café and we wanted to be a part of the community.”

Located across from CVS Pharmacy at MM 99.4, Oceanside, the café’s friendly service is matched with its made-from-scratch breakfast and lunch items. With soups and sauces and fresh burgers and sandwiches, expect to enjoy some tempting creations from Chef Rex in the kitchen.

Breakfast is served all morning and afternoon. Café staff is highly experienced at breakfast options, including build-your-own omelets and eggs cooked the way you want. There are also waffles, pancakes topped with fruit and pastries like Saundra’s cinnamon roll.

“A lot of people love the breakfast,” she said.

For lunch, the Keys Crazy Bacon burger is to die for. A half-pound black angus burger is served up with cheese, bacon, grilled onion, grilled mushrooms and mayo or mustard at your request. If you really want to take this burger to the next level, tell the server you want some of Mark’s spicy chili on there as well. While your fingers may get a little messy, it’s all worth it.

Other sandwich options include the Philly supreme, tuna salad and the Key Largo Club, which comes with ham, turkey, bacon, cheese, lettuce, tomato, avocado and mayo. Seafood options, wraps and salads are also on the menu.

Overall, Saundra said, the community has been really receptive since she and Mark took over in late May. “People have really been supportive being it is a local spot,” she said. “I think friendliness, a good atmosphere and good food make this a local spot.

We want people to feel at home.”

A

former Keys resident is gearing up to compete in the World Championships for underwater rugby in Austria with Team USA. “I love being in the water.

When I found a sport that I can play underwater, I knew I would enjoy it,” said Mike McCallister, who once resided in Marathon. “While it is a team sport, it also requires a high level of individual discipline too.”

On his hour-and-a-half drive home from underwater rugby practice to Fort Pierce, where he lives, McCallister hopped on the phone with Keys Weekly. He plays for the Florida Krakens, an underwater rugby club based in Pompano.

The Krakens began as the Florida Keys Krakens, spring boarding off the popular Florida Keys Underwater Hockey Club in Key Largo.

A few underwater hockey players who played underwater rugby in Colombia (where they originate and where the sport is very popular) introduced the sport to the underwater hockey club. This is how McCallister, a regular at underwater hockey practices, started his underwater rugby career.

He lived in Marathon for two years and played underwater hockey and rugby with the club until he moved away from the Keys in April 2016. He started playing again in April 2018, when those same Colombian players moved and rebranded as the Florida Krakens in Pompano — the only underwater rugby team in Florida.

So, what exactly is under-

water rugby? “Basically, it’s like mixing water polo with actual rugby, and playing it underwater while holding your breath,” said McCallister. “Players wear masks, fins, and snorkels. You swim back and forth just like water polo. You have a small ball and you’re trying to score.

But, the goals are on the bottom in the deep end/diving well of the pool, usually 12 to 15 feet deep. Aspects of rugby also remain — grabbing, tackling and holding.

“As long as you have the ball, you can grab any player in the water. And if you’re defending, you can hold onto any other person,” McCallister continues. “When you have to breathe, you have to either let go of the ball or swim to the surface with it. But the ball can't break the surface: that’s out of bounds.”

There are three positions: forward, defender and goalie.

Each play is about 15 to 20 seconds long, with one set of players underwater while another set is recovering at the surface.

“We don’t stay down too long, because then it throws the rotation out of sync. The longer you recover at the surface, the longer the person at the bottom has to wait. Instead, we get fresh lungs, fresh people in there,” he said.

McCallister and six of his fellow Krakens are preparing to travel to Graz, Austria with the USA National Team for the 11 CMAS Underwater Rugby World Championships from July 27 – Aug. 3. McCallister, who will play defense, made the cut for the 15-person team out of about 52 players who tried out between May 2018 and February 2019.

The last World Championship was hosted in 2015 in Cali, Colombia, and Team USA finished 9th out of 12 teams.

“I can’t wait to represent Team USA. I’m super excited to get this opportunity,” said McCallister. “It’s a World Cup — the highest competition for this sport. It’s a mini-Olympics.”

There will be 17 different countries putting forth a men’s team at the World Championship in Austria. Still, for Team USA, the relative obscurity of their sport has meant that players take on the financial commitment for all expenses to tryouts, tournaments, team training and travel to the World Championship. “Without question the hardest part is the time commitment,” McCallister said. ‘It requires an immense amount of sacrifice both in my work and my personal life. The financial commitment has also been significant. Fortunately, my family, friends and col-

leagues have been very supportive of me throughout this endeavor.”

Notwithstanding the time and financial obligations, McCallister and his team are eager to represent the country: “Team USA is fairly young, but this is the strongest we’ve ever played since competing in the Worlds. We’ve got the strongest, most cohesive fleet ever, so we feel we can have a good showing … and maybe even make an upset. Either way, it will be a huge honor to wear the letters USA on my uniform, and I can’t wait to hear the National Anthem after we win games. Coming form the Keys and getting to play on the world stage, representing U.S.A., it doesn’t get better than this.”

SCUBA AND SCOUTS Certification through Sea Base a memorable experience

I

t’s 7:45 a.m. on a Thursday at the Florida Sea Base in Lower Matecumbe Key. Boy Scout packs from around the U.S. line up in front of the scuba dorms for the morning flags ceremony before their day of activity — whether it be scuba or sailing. I line up with a Troop 1324 from Houston, Texas, which I joined recently to accomplish something sitting atop my list since coming to the Keys — obtaining my scuba certification.

Thanks to the Florida Sea Base and Executive Director Mike Johnson, I was graciously given the opportunity to join up with troop members to go through class. I’m no boy scout. And even though I’ve never belonged to a troop, I sure felt like I was part of one with six scouts, a crew leader and his son making up the group.

We’d enter the galley together to get our morning, afternoon and evening nourishment. I even started wearing blue shirts to fit in with the group.

With the scouts’ arrival July 17, we meet our dive instructors, Phil Kelly and Claire Ramsey, who will be teaching us the scuba basics in the classroom, in the pool and out in the ocean.

Days one and two are spent with our eyes in the PADI Open Water Diver book. It was back to school in a way, with reading, quizzes and tests. Passing all with flying colors, it’s on to getting fitted for scuba gear.

A portion of day two and all of day three are in the pool where we spend the majority of our time. They say the first breath under water is a memorable one. No doubt it was. One thing I found out while doing pool work? I have no problem sucking in air.

With one more underwater activity to do before the lunch hour on day three, I approach 500 psi in my tank. I ascend to the surface at instructor Kelly’s request. I manage to get in the last exercise before we hop out for some food.

With pool work complete, it’s out on the ocean for open water dives on days four and five. We spend the weekend at Long Key, and Pillars of Atlantis to Labyrinth Deep and, last but not least, Alligator Reef.

CORAL EXPERIMENT STUDY BRINGS HOPE TO FUTURE SUCCESS OF OUT-PLANTS

ecause you’re all here tonight, I know I don’t have to remind you all of the importance of coral reefs,” said Paige Carper during Coral Restoration Foundation’s Sips and Science event. Carper works as a restoration associate for CRF, but got her start in the field much earlier. She presented her master’s research to an enthralled audience of “coral nerds” and enthusiasts.

“I have always been interested in coral reefs and have been a witness to their declining health over the years in the Florida Keys,” Carper said. This is where coral restoration comes in: “Coral restoration is a necessary step to get reefs back to a healthy state. Climate change and numerous other factors have and continue to contribute to a decline in live coral tissue. However, despite many colonies experiencing negative results, there are the few that continue to persist. Through restoration, we can continuously add live tissue to the reefs that are declining, while striving to learn more about why certain corals are surviving.”

Generally, coral restoration involves placing identical fragments of coral species close together onto old reef with glue, nails, epoxy, twine, etc. “The hope,” Carper adds, “is that the corals will grow over their pucks, fuse together, and become one huge, sexually-reproductive adult in a fraction of the time it would have taken to grow that same colony from a single coral recruit.”

Carper describes the more specific aims of her research — a predator exclusion experiment. Carper specifically focused on parrotfish predation of newly out-planted coral fragments, which had been observed to cause mass mortality of the new corals. She designed an experiment to look into the short- and long-term effects these fish have on three species of corals under three separate treatments for restoration.

The experiment compared growth rates of corals that were caged, open, and cage-controlled (cage materials are present but not covering the corals). Carper’s research focused on three species of corals that were commonly found throughout the Florida Keys.

“Unfortunately, their live tissue cover has decreased drastically over the years, as has happened with many coral species in this region,” she said.

Coral restoration often focuses on historically-dense populations of corals that have been lost to various stressors in hopes of jump-starting ecosystem-level recovery.

“My main goal was to improve techniques for future restoration work and coral fragment success and survival,” said Carper.

“Now it gets fun! Hang on,” Carper said, explaining the week-to-week comparisons of coral growth under different array-types (treatments with a cage, open with no cage, and with a cage control). And then her plot twist comes in: “Imagine you’re a coral and you’re trying to hang on against parrotfish, storms, bleaching, etc. and then you get slammed with a hurricane.”

Hurricane Irma hit the Keys in the middle of Carper’s experiment, destroying all the caged and cage-control treatments along with much of the lower Keys community that the experiment was based out of. Jessica Levy, from CRF, asked Carper, “After Irma, the fish had no idea what to do, or where they were. The fish just went in a washing machine. Did that affect your results?” Carper said it might

have, describing how her statistical analysis was warped by this anomaly and how she’d love to replicate her project and compare these results with a non-storm year.

Notwithstanding the storm, Carper finished her experiment as best she could and ended up with a few key conclusions and takeaways for coral restoration: “Coral fragments out-planted in a vertical orientation typically experienced less bleaching in times of elevated temperatures than those out-planted horizontal on the tops of mounds. This small change in our techniques may alleviate some stress during the increasingly hot summers.”

“So, what would I do different?” asked Carper. “Not have a hurricane!”

But, Irma aside, Carper was thrilled personally to put live coral tissue back into the environment and to observe how much growth was achievable in

just one year. “It made me hopeful for the future of those out-plants and restoration as a whole,” she said.

Carper concluded with the hope that her findings will be used in restoration of these bouldering species within the region and to spark an interest in other scientists studying other ways to improve restoration efforts.

“When I began my master's program, bouldering species of corals being used in restoration work was still fairly new, especially to the Florida Keys.

Now, the Florida Keys have lost a drastic amount of live coral cover. Many reefs today appear barren and almost desert-like. If the coral reefs in the Keys are to once again thrive, restoration is essential.”

ictures of Stuart Marr filled the tables and lined the rails as a large contingent from the community came out on July 13 to remember the Key Largo icon at Lighthouse Beach.

A philanthropist and successful developer in the Upper Keys, Marr passed away at age 92 on July 8. Born June 7, 1927 in Clear Lake, South Dakota, Marr moved with his family in 1959 to Tampa, Florida, and then to Miami. He finally ended up in Key Largo. A World War II veteran, Marr developed properties like Buccaneer Point and Port Largo.

Joy Martin, owner and broker at American Caribbean Real Estate, knew Marr for almost 30 years.

Martin said he was mentor to her on many levels when she went into real estate. She said he very much enjoyed living in the Keys with community and business his staples.

“He used to tell me as years went by that his wife would want to travel and go on vacation, and he’d say, ‘I wake up and I feel on vacation.’ He just loved the Keys,” Martin said.

“He didn’t evacuate his oceanside home during Irma, much to the dismay of family members and wife.

They stayed through the storm, and being on the open ocean through a hurricane is a scary proposition. He had built that house and felt comfortable.”

Marr was instrumental in the growth and stability of the Key Largo Chamber of Commerce. In the mid-1990s, Marr permitted the building of a facility on his property at MM 106, bayside, for the chamber and visitors center.

In 2015, the chamber was looking to remortgage the building to get a better loan rate. They couldn’t, however, since they didn’t own the land. After Marr received an explanation about the situation, he signed over the land to the chamber.

“We owe him a lot of gratitude because we’re here today and thriving as a Chamber of Commerce,” said president Elizabeth Moscynski. “He’s been part of this community for so long.

We’re certainly grateful for all his contributions.”

The public hearing is being held for the purpose of receiving public comment on the proposed assessments and collection of the assessment on the ad valorem tax bills.

All affected property owners have the right to appear and provide input at the hearing, and may file written objections with the County Administrator at any time prior to the public meeting or within twenty (20) days following publication of this notice, whichever is greater.

The Assessments have been proposed to fund ongoing annual maintenance costs for the canals, including but not limited to cost of electricity to run air curtains, vegetation removal and related services. The assessment for each parcel of property will be based upon the number of Tax Parcels in the Assessment Area. A more specific description is set forth in the Initial Assessment Resolution adopted by the Board of County Commissioners on July 17, 2019.
