Want to wash your hands of the whole affair — your storm-wrecked home — and walk away? Monroe County has a program for that.

“The purpose of the program is to reduce community risk,” said the county’s Helene Wetherington.

The program targets homes with repetitive damage, in lowincome areas, that house the elderly (62 years or older) or young children (18 years or younger). The county negotiates a deal, buys the home, and then demolishes it to leave the lot vacant.

Homeowners are encouraged to apply for the county’s Volunteer Home Buyout Program, part of the Rebuild Florida program funded by the federal Department of Housing and Urban Development.

Throughout the state, there’s $75 million, and $10 million has been set aside for properties damaged

by Hurricane Irma. Each jurisdiction in the Keys — unincorporated Monroe County, Marathon, Key West, Islamorada — can apply for no more that $5 million. The initial application must be submitted by Tuesday, July 30.

If approved, and the homeowner accepts the offer price, the

home would be demolished and the building right, or ROGO, would revert to the county. The purchase price would be a fair market value for the land and structure pre-Irma.

“What is the logic there?” asked Monroe County Commissioner David Rice. “It’s almost like we are rewarding the irresponsible property owners.”

Commissioner Heather Carruthers agreed, but said the county’s slice of the program would probably only amount to about 10 qualifying homes.

Wetherington said the properties would be ranked using the following criteria: • Low- to moderate- income neighborhoods • Household income at or below 80% of the annual median income • Households that include the elderly, or children; or households with disabled, handicapped or special needs members.

• Homes in the V flood zone (coastal) • Properties with reported repetitive loss • Home with no flood insurance at the time of damage (although homes with flood insurance are also eligible).

The resulting vacant space of the raised homes could then be used for conservation, recreation or storm wa-

ter management.

Wetherington said that as of July 22, 14 property owners have expressed interest in the buyout program. To apply, visit www. monroecounty-fl.gov and search “Irma Housing Grants and Programs.”

A public meeting will be held regarding the program on Monday, Aug.t 13 at 5:30 p.m. at the Marathon City Council meeting to be held on that date.

erri Robinson and her daughter, Corey, stood along the shoulder of U.S. 1 on July 19 holding signs with a simple message. “Respect the Keys.” “Thank You. Jesus Saves.”

Once homeowners at Coral Harbour Club, the two now live in Tequesta. Terri said her late husband, Larry, always loved the Keys. Born in 1952, he’d come to the islands with his dad in the ‘50s and ‘60s to fish. Larry passed away in 2009. In 2010, Larry’s ashes were spread at Hens and Chickens Reef.

The mother-daughter combo came down to the Keys on June 29 for a month-long stay with friends at Coral Harbour Club. Terri said she’s been reading about what’s going on in the Keys, from the Fills to traffic safety concerns, and she wants to alert the conscience of those coming down to visit and stay.

“My daughter was 10 when we bought our place.

She grew up here part-time,” she said. “We don’t own any property down here any more.

We just care. We want to make a difference.”

As to the response from motorists passing by? Terri says it’s been nothing but positive.

“From Fish and Wildlife to Monroe County sheriffs, troopers, paramedics and EMS, everybody’s been responding,” she said. “Semis are honking, dump trucks are honking, people are giving the thumbs up, waving and flashing lights.

Some people are slowing down saying ‘thank you.’”

“If we can leave here and make an impression on people, if we reach one person or two people, it’s a huge blessing,” she continued Terri said she’ll be standing along U.S. 1 all week holding the signs. Her ultimate hope is the placement of a larger sign with a similar message somewhere near the stretch as people make their way into the Keys.

“It’s our privelege to be able to come down here and it’s our privelege to be able to try and make a difference.

It’s an absolute blessing,” she said.

EXIT INTERVIEW Parks & Rec director set to retire

F

or 16 years, the City of Marathon has had Jimmy Schmidt as director of Parks and Recreation. In fact, he was the city’s first park employee. He’s done the job with dedication, joy and a lot of humor.

“I directed myself for years. There were a lot of problems. I’m hard to control,” he said grinning, and leaning back in his office chair in the little yellow building squeezed between the Marathon Community Park’s pavilion and the tennis courts.

Under Schmidt’s guidance, the city’s parks and recreation program has grown to four fulltime employees, four part-time employees, two maintenance guys, and — during camp season — an additional seven counselors and a bus driver.

The department oversees the flagship, Marathon Community Park, but also Jessie Hobbs, Rotary, Oceanfront, and Sunset parks and Sombrero and Coco Plum beaches.

At one point in his life, Schmidt was the director of a Boys and Girls Club in Maryland.

And then he was a union carpenter foreman for 18 years in New York City. When his wife, Patti, was hired in 2001 to do information technology for the National Weather Service in Key West, he of course came along too. Now, she’s retired and living in Venice, and Schmidt is set to join her in a few weeks. In the meantime, he’s training his replacement, Paul Davis, the former football coach for Marathon High School.

A little more about Marathon’s first director of parks and recreation:

particular boys were getting in “trouble” on purpose, so they could come hang out with me in the air-conditioned office.

What’s something that most people don’t know about you? I’m one lazy so-and-so. At work, I’m not. But at home …

What did the park look like when you were hired? Well, it was all done, the pavilion and everything was already here. But when I walked into the office, my desk was still in a box and the computer was on the floor.

What’s your guilty pleasure? Ice cream.

Never met a flavor I didn’t like.

What’s something the public would be surprised to learn about your job? How much work is involved in running these programs. We have to budget them to break even, handle the registration, order the equipment and supplies, advertise the programs, run them, clean up afterwards and report back to the council.

What’s on your bucket list? I don’t have a bucket list.

Is there a little-known secret about the camps offered to kids during the summer months and school breaks? I don’t turn anyone away. I asked the council once about scholarships and they approved it, and I never asked again.

What’s the most challenging aspect of your job? In the beginning, it was finding and retaining employees. Now, it’s maintaining the facilities. After the hurricane, that just became such a daunting task.

What’s the most rewarding aspect? I love seeing the smiles on the kids’ faces after a successful program. My wife and I don’t have kids.

But sometimes I feel like I have 90! (The summer camp has between 30 and 60 children every week.) I get to hang out with them all day and then send them home! And, I’m a softie, too.

What are you secretly good at? History. I love history. Most recently, I’ve been studying the Civil War. But I get really interested in certain aspects. I started researching the origins of Anglo Saxon and learned a ton about Scotland, the Tudor family and all that good stuff. I’ll have 20 windows open on my computer.

What are you going to miss about the Keys? I’m going to miss the people in Marathon. I’m going to miss the weather.

Locals make Keys connection aboard USS Truman aircraft carrier SARA MATTHIS

“Oh my gosh, it was amazing.” ounty Commissioner Michelle Coldiron gushed about her experience aboard the USS Harry S. Truman aircraft carrier this past week.

Her experience included a tailhook landing and the rush of being catapulted back into the sky after her 24 hours aboard.

Coldiron and Monroe County planner Cheryl Cioffari were guests of the U.S. Navy Distinguished Visitor Embark, a program designed to place key leaders from all sectors of society — corporate, civic, government, education, non-profit and service — aboard a deployed carrier to experience firsthand how sailors and the Navy contribute to the stability of the country and the global community.

Aboard, they made their “Keys connection.”

Captain David Snowden, a Tavernier native and graduate of Coral Shores High School, is the executive officer aboard the USS Truman. That means he’s second in charge, enforcing the CO’s guidelines and ensuring that daily ship operations run smoothly.

Captain Robert “Fitz” Gentry is commander of Carrier Air Wing One — directly responsible for operation and administrative control and the warfighting capability of the air wing. Gentry’s dad was a well-known football coach at Marathon High School, Coldiron said. (Gentry recently replaced Captain Brent Blackmeyer, who was removed from the post in March over unspecified misconduct and relegated to a desk.)

The USS Truman is 1,092 feet long, 257 feet wide and is as high as a 24-story building. It uses nuclear reactors for propulsion, meaning the ship can go 3 million miles before refueling. The Nimitz Class carriers have a contingent of 6,000 aboard, including crew and aircrew, and can accommodate up to 90 aircraft on a flight deck that is almost 5 acres.

“It’s a floating city,” Coldiron said. “They took us through every part of the ship.”

The group, which also included representatives from Sen. Marco Rubio’s office, a circuit court judge from Jacksonville, and a president of a Florida university, toured the supply warehouse, the onboard dentist office, the machine shop used to make replacement parts while underway, and even the “jet shop.”

“They have engineers onboard who know how to fix every part of the aircraft,” Coldiron said.

The civilian contingent was flown out to the aircraft carrier from Jacksonville aboard a C-2 Greyhound Carrier Onboard Delivery aircraft, or COD.

“The tailhook landing was, um, very riveting. You’re strapped into a barebones metal chair, facing backwards,” said Coldiron, laughing. “The jerk when you land — going from 180 mph to 0 mph in less than three seconds … I almost did a somersault over the back of the chair.” Coldiron may, or may not, have screamed just a little.

It was a thrilling experience, she said, and made a huge impact on her about how important the air station is to the Navy, and to the Keys.

t was July 1965 when news of several uncharted shipwrecks discovered by Treasure Salvors Inc. hit the newspapers. Working under a lease from the State of Florida, Treasure Salvors were allowed to retrieve treasures and artifacts from any shipwreck in their designated area. In return, the state was given 25 percent of everything salvaged. The state was also given first pick of all artifacts. The laws regulating treasure salvage are much different today.

At least one of the Marathon area shipwrecks had been part of the 1733 New Spain Fleet. The fleet had been largely dashed against the Florida Reef by a September hurricane that left a trail of shipwrecks stretched between Key Largo and Marathon. The treasure hunting team of Dick Williams, Bob Jordan, Jack Steffney, all from Marathon, and Islamorada’s Bob Klein recovered anchors, cannons, barshot, silver, utensils and a 1732 Spanish “pillar dollar” from their collection of wreck sites.

A second band of treasure hunters working under the Treasure Salvors lease was Royal Fifth Inc., a group working out of Duck Key that included the legendary treasure hunter Bob “Frogfoot” Weller. This group, working a previously explored 1733 wreck Sueco de Arizon, discovered a cache of more than 300 coins valued between $25,000 and $30,000. The news was also publicized in early July 1965. The goal of National Night Out is to bring the community together to discuss how to make neighborhoods cleaner, safer and more secure. The sheriff's office will have crime prevention information to share at the event.

Community members will learn how to heighten their crime and drug-prevention awareness.

“National Night Out is a great event for us, because it’s a perfect time to meet those of us in law enforcement in a fun and relaxed setting, particularly for kids,” said Sheriff Rick Ramsay. “Everyone is invited to come out and meet those of us who patrol your neighborhood.”

B

y 8 a.m. on July 23, only a handful of birders were still milling around the intersection of Peachtree and Morton streets on Grassy Key. Earlier the same morning there were twice that many. The area has been a hotspot since July 15, when Shirley Wilkerson posted a sighting of the Antillean Palm-Swift on Grassy Key to ebird.org. The announcement went viral.

According to the same website, it’s a “mega rarity� — last spotted 47 years ago at the Key West Cemetery.

Because of its special status, the bird has attracted bird watchers from around the Keys and around the country. “I traveled to Grassy Key to see this rare bird because it’s on my ‘life bird list,’� said Ken Walsh of Philadelphia, a member of the Delaware Valley Ornithological Club and dedicated birder for the past 45 years.

What’s a life bird list? Well, it’s like a bucket list, but for birders.

Nicole Koeltzow arrived on Grassy Key wearing a shirt blazoned with “Got 700?� She said the slogan refers to the number of birds she has identified on her own bird list. (Wow!) The Washington native said she was a participant in the World Series of Birding. “One of the cool things about watching birds is that there is no guarantee you’re going to see what you came for,� said Walsh, adding that there is no telling what other species you might see while waiting for that special bird to arrive.

Paul Waller also reported the sighting on Grassy Key on Facebook, identifying it as a “Code 5� rarity, which means, according to the American Birding Association, a “species recorded five or fewer times in the ABA Checklist Area, or fewer than three records in the past 30 years.�

That’s pretty rare.

Mark Hedden, executive director of the Florida Keys Audubon Society, said it was enough to make the drive from Key West to the Middle Keys. “Chasing rarities isn’t really my thing ‌ but it’s in the Keys. How can I not go look for it?â€?

Hedden said there are two things that make a bird special — it’s either somewhere it’s “not supposed� to be, or it is endangered. In the case of the Antillean Palm-Swift, it’s the former. “This one probably came from Cuba or Jamaica or the Bahamas. I’ve seen this species in Cuba,� he said. “But every once in a while, a bird gets a wild hair and goes somewhere else.

It’s the same mechanism that fuels evolution. There’s always an individual that likes to wander, and that’s when species separation happens. That’s why we have 10,000 species of birds.

Of course, that takes 4,000 years to happen, so this sighting on Grassy Key is a small version of that process.�

U.S. birders like the chance to spot a bird not normally found in the contiguous United States. Ray Sharpton drove all the way from New York to see the Antillean Palm-Swift. He quickly bonded with the other birders on Grassy Key. As a group, they are encouraging others to take up the hobby.

They said it requires interest, patience and binoculars. “And a copy of the ‘Sibley Field Guide to Birds,’� Sharpton said.

he hottest topic on the Hill, and in Homestead, in recent weeks has been the conditions at immigrant detention centers. Congresswoman Debbie Mucarsel-Powell has been one of the most vocal challengers to the conditions in immigration facilities, particularly the Homestead Detention Facility, which is in District 26. The Weekly has reported on the controversy surrounding the center, operated by parent company Caliburn, including reports from Minister Gigi Delgado of Hope 4 Life, who has volunteered in the facility, calling it a “protection center” rather than a “detention center” and lauding its humane conditions. Others, including protesters and lawmakers, disagree.

Mucarsel-Powell, who arrived in the U.S. as an immigrant from Ecuador at 14, has visited the center some half-dozen times. She also invited Democratic presidential hopefuls to visit the facility, following the June 26 and 27 debates in Miami, an occasion on which they were denied access. The congresswoman has a clear message about the Caliburn-owned facility: “People say it’s clean, and they have beds and they have food — it’s prison-like conditions. There are prisons that are clean, and they have food,” said MucarselPowell. “But these are kids who haven’t committed a crime.”

She notes that The Miami Herald reported that the facility had 20 children detained who were U.S. citizens. A number

of detained children have relatives in the U.S. As of July 15, the facility spokesperson cited the population at 1,309.

“I’ve been working on this issue since January,” she said. “It was critical to me for folks to see what was happening there.”

Some of that work may be paying off.

Mucarsel-Powell said the detention center has contacted her staff to report that 1,600 children are being moved out of the facility. Mucarsel-Powell asks: “I want to know where those kids were moved.” The center claims the children are being moved to foster care and homes with family members. The center has stated to press that 376 children have been reunified and 70 were transferred. Mucarsel-Powell has composed a list of 50 questions that her staff has sent to the administrators of the center, demanding answers.

The House Judiciary Committee will also hold a hearing on Thursday, July 25, at which Mucarsel-Powell and her colleagues will have the opportunity to question Office Of Refugee Resettlement Director Jonathan Hayes about the Homestead facility and other immigration detention centers.

In light of her vocal advocacy for immigrants, especially children, MucarselPowell has received some criticism for voting “no” on the House bill approving $4.6 billion in emergency funding for border aid, which passed 305-102. Speaker Nancy Pelosi supported the bill, saying it would “reluctantly pass” the Senate-approved bill.

House members and Pelosi stated that the bill that came out of the Senate did not follow through with good-faith provisions negotiated. She stated in a letter to Demo-

cratic members of Congress: “The children come first … therefore, we will not engage in the same disrespectful behavior that the Senate did in ignoring our priorities.”

Reps. Mucarsel-Powell and Alexandria Ocasio-Cortez were among those who voted against the bill, saying it did not include key provisions.

“We sent billions of dollars to Homeland Security in January,” said MucarselPowell, “Then they came back in May, saying they didn’t have adequate funds.”

She described the “good faith agreement” made with the Senate, asking for added provisions including a time limit for children to be detained before being reunited with their families, and that basic humanitarian healthcare needs would be satisfied.

“I don’t think we should write a blank check to an administration that has misused funds,” she said. “They say they don’t have the funding to provide basic necessities like food, water, blankets and diapers? To me that was unacceptable.”

Comprehensive Health Services, the wing of Caliburn that operates the facility, negotiated a $341 million contract with the federal government in May, which is up in November. The Department of Health and Human Services has reported that the company is being paid $775 per child, per day detained.

he current U.S. House session is coming to a close, and District 26 Rep. Debbie MucarselPowell reports back on funding for important Keys efforts.

Most pressing for a lot of Keys residents is the long overdue FEMA reimbursements the congresswoman has helped usher in, via her seat on the Transportation and Infrastructure Committee.

“I’ve been really proud and excited that we’ve been able to get a lot of funding for Monroe County,” said MucarselPowell. “I’ve been putting a lot of pressure on FEMA and we were able to get $14 million for debris removal.” In committee hearings, Mucarsel-Powell, among others, pressed FEMA officials for the reasons for the hold-up. As of July 17, Monroe County had submitted $60.6 million in completed and tentative projects for approval to FEMA. The state has approved $34.5 million of federal money for completed or in-progress projects in Monroe County thus far, and the reimbursements received this July marked the biggest payments.

Mucarsel-Powell has also advocated for affordability of flood insurance, penning a letter to FEMA Administrator Pete T. Gaynor regarding the “lack of transparency” of FEMA’s risk-assessment process and the “disparate impact” it will have on coastal communities.

Flood insurance in the Keys remains the most expensive in the state.

Besides working with FEMA, “One of my big wins was getting $200 million for Everglades restoration,” the congresswoman said. “We approved funding that invests in South Florida and ensures our priorities — including investments in clean energy, the fight against climate change, critical resources for Everglades restoration, and water infrastructure — are national priorities.”

HR-2740, which passed in the House, included not only environmental funding for South Florida, but also money for local education and health programs like Head Start, which will receive $1.5 million for regional programming. The congresswoman plans to visit the Keys after the session’s conclusion to see the funding come to fruition. “It’s so important to support early learning, and it’s such a determining factor in kids succeeding,” she said.

As a member of the Transportation and Infrastructure Committee, Mucarsel-Powell has helped secure an additional $5 million of funding for Key West International Airport updates. The committee also introduced the Coast Guard Shore Infrastructure Act, a bill that will fuel over $11 billion in funding, nationally, for the Coast Guard to shore up infrastructure repairs, improvements and maintenance. The congresswoman acknowledged that funding for the Coast Guard to perform needed repairs is crucial in the hurricane season.

In this session, the House also voted to raise the national minimum wage to $15 over the next six years as well as raise wages for service members.

As a district with a high cost of living and large military community, this legislation is sure to have a broad impact in the Keys.

“In the past six weeks,” said Mucarsel-Powell, “our goal has been to pass legislation that will raise wages, reduce costs for health care, lower prescription drug prices, and get the funding we need for the environment and Everglades restoration.”

REGATTA RESULTS ‘Mixer-In-the-Middle’ is a success.

n July 20, Marathon Yacht Club Education Foundation/ Middle Keys Sailing held the first regatta in decades for Marathon, on the waters off 33rd Street, with a pool party for skippers and crew at The Marathon Yacht Club.

Ten-knot winds greeted sailors on the flat, warm waters of the Gulf. Early threatening thunderstorms failed to materialize as the sailing went on uninterrupted throughout the afternoon on two overlapping modified Olympic courses.

Twenty boats in multiple classes under 20 feet vied for the crown of Sir or Dame Mix-Master, complete with a side mounted ball cap. Sailors came from all corners of Monroe County to participate in this pre-season regatta to benefit youth sailing education.

Young and adult alike sailed alongside each other in a series of five races.

The action was fast and furious, with different classes mixing it up on the water. Tricky currents, wind shifts and a difficult racecourse challenged sailors' skills to the end, with many races decided by mere seconds.

‘BORN IN THE KEYS’ Florida Salt Scrubs began with a weekend in Key West ALEX RICKERT

F

or those as cosmetically challenged as this writer, a bowl of salt next to a bathroom sink might cause more confusion than excitement. If that bathroom is in the Keys, chances are good that it is filled with a Florida Salt Scrub, created by owner and founder Geoffrey Schmidt.

Schmidt said his foray into the business was far from expected. “Out of all the directions my life could go in, I never in a million years would have guessed this one. Not even close.” Schmidt began with a surf instruction company in his twenties before selling the business and moving into coaching young entrepreneurs.

However, something was missing.

“Coaching was very lonely, and rarely was it face to face. My radar was constantly up, and I was looking for something that I connected with.”

According to Schmidt, his unexpected venture into the world of salt scrubs began during a weekend in Key West, an island he describes as the company’s “birthplace” and “second home.” While

at dinner one night, Geoff came upon a bowl of what he could only describe as “salt stuff” in the bathroom. “I didn’t even know what it was. I stared at it long enough and I figured, ‘maybe you put it in your hands.’” The moment he felt his hands after using the scrub, the obsession began. “This stuff was phenomenally amazing,” he said. “When we got back to Boca, I literally got infatuated with it. Within a week, you could ask me any question about salt scrubs and I knew all about it.”

Even with such an obsession, Schmidt initially focused on making a scrub for his own personal use. After doing his “homework,” he ordered oils, Atlantic sea salt, and Key lime essential oils for fragrance, and production began in his own kitchen. “I made more than I could ever use for myself in 20 years, so I gave some to my girlfriend Laurie to give to her Pilates clients.”

The response, he said, was beyond what he could have imagined. “Her clients started raving about it, comparing it to $40 and $50 scrubs they were buying.

They thought I was a cosmetologist. When I started getting that feedback, I said to her, ‘I might be on to something here.’” His first sales began by selling out of the product within three hours at the Pinecrest Gardens farmer’s

market, and the company took off.

Today, Florida Salt Scrubs has a team of eight full-time employees (including two true Conchs), along with several contracted manufacturers, and offers a diversified array of products from sunscreens and lip balms to bath bombs. CONSTRUCTION TO START TRANSPORTATION FACILITY MOVES AHEAD

he Monroe County School Board met on July 23 to discuss a proposed bus facility on 5th Street and 3rd Ave on Stock Island. The project is estimated by Ajax Construction Company to cost $13.9 million.

The board also received a report on learning gains across the county and approved advertisement of the proposed budget.

The school district bought the land on Stock Island in 2017, with the intention of it being a relocation site for part of its headquarters, now located on Trumbo Road. The Lower Keys Chamber of Commerce registered public dissent regarding the location of the proposed bus facility. On July 8, Chamber Executive Vice President Virginia Panico penned a letter to the school board, reasoning that the Stock Island location would be better used for workforce housing.

“As I know you are aware, the issue of workforce housing is dire and losing what could be a great residential area to a solely commercial/industrial endeavor seems shortsighted at best,” the letter stated. The chamber proposed an alternate location on Rockland Key as more suitable for rotating buses.

The chamber showed up at the meeting as well: representatives Michael Morawski, president of the Hemingway House, senior district manager of Waste Management Greg Sullivan and Panico all spoke on the issue.

“We’ve been discussing workforce housing since I’ve been here for 29 years,” said Panico. “The lower-income folks seem to manage it, but who is hurting is the teachers, police and firemen. This would be a perfect place for workforce housing … there are places to park elsewhere.” The representatives from the chamber also argued that the Rockland Key location — which had previously been scouted for a Wal-mart — would offer better space, less expensively.

“This is a very important community issue, and we want to get the facts out and have a good solid rationale,” said school board Chairman Bobby Highsmith.

Superintendent Mark Porter supported the transportation proposal in his report: “With regard to workforce housing, I think the school board has indeed stepped up,” he said. “I think it’s important to look at how we invest existing assets into workforce housing.” He cited the district’s Sugarloaf property and its Trumbo Road property as sites for housing. He said that if the district does not decide to develop Stock Island as a transportation depot, the board should instead sell it to a developer who can build workforce housing. Porter also said that using the Stock Island location for a warehouse facility would vacate a portion of the Trumbo land.

Board member Mindy Conn said there were valid reasons that the Rockland Key property wouldn’t work because it is not located close enough to employees. She also stated that she didn’t feel the district should be building on land it doesn’t already own, and rather, use the Trumbo Road property, which “would be ideal for workforce housing.”

Board members Sue Woltanski and Andy Griffiths brought up the proposed warehouse space on the Stock Island property as an issue, since files can now be digitized.

“I don’t understand why we need a space three times the size of my house to store paper,” said Griffiths. Board member John Dick brought up some issues with the proposed construction plan but ultimately said that it was a disservice to staff and the district to abandon the project.

“We are way too far in the process to begin second-guessing,” said Highsmith, and commented that if the district sells the property to a developer, “that would set Trumbo back significantly.” Highsmith acknowledged the problem of the affordable housing shortage in the Keys and said that if it’s not addressed then the community will be come transient. “I don’t want to wait, and I don’t want to postpone with Trumbo.”

The board agreed that Ajax Construction is a fair company that — while the cost is high — has offered a reasonable estimate.

The board voted 3-2 to approve, with Conn and Griffiths dissenting.

Highsmith also pointed out that the county actually received money back on the Gerald Adams construction project. Bill Byrne of Ajax Construction reported to the board that he was pleased with the construction, and $575,000 would be returned to the county.

HIGH HONOR MOTE SCIENTIST TO RECEIVE PRESTIGIOUS AWARD AT NATION’S CAPITAL

E

rinn Muller’s coral and disease research is catching the attention of many in Florida, the U.S. and around the world.

The science Erinn Muller director of Mote’s Elizabeth Moore Center for Coral Reef Research & Restoration on Summerland Key, Muller was in her office when she received an email from the National Science Foundation that she had been chosen for a prestigious presidential award.

In early July, President Donald Trump announced the recipients of the Presidential Early Career Award for Scientists and Engineers. In Florida, Muller was among eight scientists to receive the highest honor bestowed by the U.S. government. The award is given to outstanding scientists and engineers who are setting out on their independent research careers and exude promise for leadership in science and technology.

“My National Science Foundation program officer, Dan Thornhill, recommended me for the award,” Muller told the Weekly in a recent interview. “He sent me an email with a link to a press release and asked if I knew anything about it. I clicked on the link and saw the press release for the award with my name listed. That was the first I heard about it.”

“We (Dan and I) both got really excited together, being hopeful it was real,” she continued. “A couple hours later, I got an email from the National Science Foundation saying indeed I received it.”

On Wednesday, Muller traveled to Washington, D.C. with family for the awards ceremony, set for Thursday, July 25 at the Daughters of the American Revolution Constitution Hall. Muller, who began her career at Mote in 2012, said getting the news was “unreal.”

“I knew over the last two years I was being considered for the award. I knew how competitive it was and never got my hopes up,” she said. “It was an out-of-body experience when I found it was actually true.”

Muller is one of the primary responders who are dealing with the devastating coral disease in the Florida Reef Tract. Her goal is determining how coral health and disease change under climate change and ocean acidification conditions.

She admits there’s much work ahead to understand the mechanisms leading to compromised coral health to prevent future disease outbreaks. But working with Mote Marine Laboratory, she said it provides her with the support needed for essential research. Through the National Science Foundation, Muller has worked since 2015 to study resiliency in staghorn coral, a threatened species.

“Water temperatures are going to keep increasing, and pH will continue to decrease until we have societal change that addresses these issues,” she said. “My research focuses on what makes certain corals special and able to survive these threats.”

Muller said she’s very grateful for the award and recognition. She said she’s received a lot of support along the way, from her parents, who told her to follow her dreams, to advisors and teachers and Mote staff.

“It’s a long list,” she said. “Mote has supported my research in so many ways from the financial support to get me the results for my research and the people helping me with day-to-day tasks.”

CORAL EXPERIMENT STUDY BRINGS HOPE TO FUTURE SUCCESS OF OUT-PLANTS

ecause you’re all here tonight, I know I don’t have to remind you all of the importance of coral reefs,” said Paige Carper during Coral Restoration Foundation’s Sips and Science event. Carper works as a restoration associate for CRF, but got her start in the field much earlier. She presented her master’s research to an enthralled audience of “coral nerds” and enthusiasts.

“I have always been interested in coral reefs and have been a witness to their declining health over the years in the Florida Keys,” Carper said. This is where coral restoration comes in: “Coral restoration is a necessary step to get reefs back to a healthy state. Climate change and numerous other factors have and continue to contribute to a decline in live coral tissue. However, despite many colonies experiencing negative results, there are the few that continue to persist. Through restoration, we can continuously add live tissue to the reefs that are declining, while striving to learn more about why certain corals are surviving.”

Generally, coral restoration involves placing identical fragments of coral species close together onto old reef with glue, nails, epoxy, twine, etc. “The hope,” Carper adds, “is that the corals will grow over their pucks, fuse together, and become one huge, sexually-reproductive adult in a fraction of the time it would have taken to grow that same colony from a single coral recruit.”

Carper describes the more specific aims of her research — a predator exclusion experiment. Carper specifically focused on parrotfish predation of newly out-planted coral fragments, which had been observed to cause mass mortality of the new corals. She designed an experiment to look into the short- and long-term effects these fish have on three species of corals under three separate treatments for restoration.

The experiment compared growth rates of corals that were caged, open, and cage-controlled (cage materials are present but not covering the corals). Carper’s research focused on three species of corals that were commonly found throughout the Florida Keys.

“Unfortunately, their live tissue cover has decreased drastically over the years, as has happened with many coral species in this region,” she said.

Coral restoration often focuses on historically-dense populations of corals that have been lost to various stressors in hopes of jump-starting ecosystem-level recovery.

“My main goal was to improve techniques for future restoration work and coral fragment success and survival,” said Carper.

“Now it gets fun! Hang on,” Carper said, explaining the week-to-week comparisons of coral growth under different array-types (treatments with a cage, open with no cage, and with a cage control). And then her plot twist comes in: “Imagine you’re a coral and you’re trying to hang on against parrotfish, storms, bleaching, etc. and then you get slammed with a hurricane.”

Hurricane Irma hit the Keys in the middle of Carper’s experiment, destroying all the caged and cage-control treatments along with much of the lower Keys community that the experiment was based out of. Jessica Levy, from CRF, asked Carper, “After Irma, the fish had no idea what to do, or where they were. The fish just went in a washing machine. Did that affect your results?” Carper said it might

have, describing how her statistical analysis was warped by this anomaly and how she’d love to replicate her project and compare these results with a non-storm year.

Notwithstanding the storm, Carper finished her experiment as best she could and ended up with a few key conclusions and takeaways for coral restoration: “Coral fragments out-planted in a vertical orientation typically experienced less bleaching in times of elevated temperatures than those out-planted horizontal on the tops of mounds. This small change in our techniques may alleviate some stress during the increasingly hot summers.”

“So, what would I do different?” asked Carper. “Not have a hurricane!”

But, Irma aside, Carper was thrilled personally to put live coral tissue back into the environment and to observe how much growth was achievable in

just one year. “It made me hopeful for the future of those out-plants and restoration as a whole,” she said.

Carper concluded with the hope that her findings will be used in restoration of these bouldering species within the region and to spark an interest in other scientists studying other ways to improve restoration efforts.

“When I began my master's program, bouldering species of corals being used in restoration work was still fairly new, especially to the Florida Keys.

Now, the Florida Keys have lost a drastic amount of live coral cover. Many reefs today appear barren and almost desert-like. If the coral reefs in the Keys are to once again thrive, restoration is essential.”

CAMERAS REDUCE COSTS COUNTY USES DATA TO SETTLE DISPUTE SARA MATTHIS

I

t was an offhand remark by Monroe County Administrator Roman Gastesi that revealed the county’s newest cost saving measure — time-lapse cameras.

In one instance, the device saved taxpayers $25,000.

Cary Knight, the county’s project manager director, said the footage was used to settle a dispute in the construction of the new Cudjoe Fire Station.

“The site used to be a nursery and we encountered a pit that they used to dispose of organic material like tree stumps that was not suitable for compacting the site for construction,” Knight said. “Using the camera, we were able to document how big the hole was, how much material was in it, how much time they spent working on it. So, the original cost proposed by the service provider was $45,000 and we were able to get that down to $20,000.”

Knight said the county now employs the cameras at the sites of all its major capital construction projects and the images are streamed live on the county’s website — www.monroecounty-fl.gov (search “current projects”). Right now, the county has views of the fire station, plus the Marathon library, Rowell’s Waterfront Park and the Plantation Key Courthouse construction projects.

The cameras cost $3,500 each, Knight said, and are solar and battery operated.

When offline, they can continue to function and store data for up to a week. Online, they record images and videos that are uploaded to the cloud in case they need to be reviewed.

said. “We’re going back to put in some more irrigation and it would be helpful to know exactly where the pipes were laid because the drawings don’t always match what happens on the ground.”

Knight said he has the ability not only to view the aerial images, but also zoom in close enough to identify specific details such as the type of joint material used.

“It’s a tremendous amount of information,” he said.

The new Cudjoe Fire Station is set to be complete by January 2020. The entire building is rated to 200 mph and features a three-bay garage for apparatus that measures about 4,000 square feet and an administrative section that measures about 3,700 square feet.

The time lapse cameras allow the public to view the project’s progress in real time, or enjoy a speedy time-lapse of a project from start to finish. For Knight the cameras provide important historical notes about the actual construction and last, but not least, security.

“God forbid, something happens and there’s an accident, then it’s documented,” he said. “Site safety is very important.”

$24.6 MILLION ‘IN THE BANK’ County receiving FEMA payment

T

ina Boan, Monroe County director of budget and finance, presented the Hurricane Irma recovery finance report at the July 17 Board of County Commission meeting in Marathon.

The county has submitted $60.6 million in completed and tentative projects for approval to the U.S. Dept. of Homeland Security Federal Emergency Management Agency (FEMA) and the Florida Department of Emergency Management (FDEM). The state has validated, or approved, $34.5 million of the $45 million in completed or in-progress projects to be disbursed to Monroe County. The county has received a total of $24.6 million (in the bank). The remaining expenses are still in the first review phase.

“The $16.7 we received this week is the biggest chunk we have been issued, so this is huge, and we have another $2 million in the pipeline to receive,” said Boan. “Monroe County staff has worked very hard and I want to make sure they are recognized for their outstanding jobs.”

COUNTY TO STUDY TRANSPORT

T

he Monroe County Board of County Commissioners (BOCC) approved a resolution at its July 17 meeting to create the Florida Keys Transportation Coordination Committee. The committee will study and research traffic issues and create formal recommendations to the governing bodies of the five cities and the BOCC. The committee will be made up six elected officials, one from each municipality and one from the BOCC. State and regional transportation officials and city and county staff will work with the committee to help make recommendations and answer questions. The committee will discuss enhancing public transportation, increasing inter-county trips for added convenience, and promotion of services to out-oftown visitors, as well as bring other ideas to be considered.

“Any improvements done to the U.S.1 corridor will help the entire island chain,” said Monroe County Commissioner David Rice, who brought the resolution forward. “Something needs to be done to make sure we have a convenient and safer highway.”

REPRESENTING Former Keys resident to compete in Underwater Rugby World Championships TIFFANY DUONG

A

former Keys resident is gearing up to compete in the World Championships for underwater rugby in Austria with Team USA. “I love being in the water.

When I found a sport that I can play underwater, I knew I would enjoy it,” said Mike McCallister, who once resided in Marathon. “While it is a team sport, it also requires a high level of individual discipline too.”

On his hour-and-a-half drive home from underwater rugby practice to Fort Pierce, where he lives, McCallister hopped on the phone with Keys Weekly. He plays for the Florida Krakens, an underwater rugby club based in Pompano.

The Krakens began as the Florida Keys Krakens, spring boarding off the popular Florida Keys Underwater Hockey Club in Key Largo.

A few underwater hockey players who played underwater rugby in Colombia (where they originate and where the sport is very popular) introduced the sport to the underwater hockey club. This is how McCallister, a regular at underwater hockey practices, started his underwater rugby career.

He lived in Marathon for two years and played underwater hockey and rugby with the club until he moved away from the Keys in April 2016. He started playing again in April 2018, when those same Colombian players moved and rebranded as the Florida Krakens in Pompano — the only underwater rugby team in Florida.

So, what exactly is under-

water rugby? “Basically, it’s like mixing water polo with actual rugby, and playing it underwater while holding your breath,” said McCallister. “Players wear masks, fins, and snorkels. You swim back and forth just like water polo. You have a small ball and you’re trying to score.

But, the goals are on the bottom in the deep end/diving well of the pool, usually 12 to 15 feet deep. Aspects of rugby also remain — grabbing, tackling and holding.

“As long as you have the ball, you can grab any player in the water. And if you’re defending, you can hold onto any other person,” McCallister continues. “When you have to breathe, you have to either let go of the ball or swim to the surface with it. But the ball can't break the surface: that’s out of bounds.”

There are three positions: forward, defender and goalie.

Each play is about 15 to 20 seconds long, with one set of players underwater while another set is recovering at the surface.

“We don’t stay down too long, because then it throws the rotation out of sync. The longer you recover at the surface, the longer the person at the bottom has to wait. Instead, we get fresh lungs, fresh people in there,” he said.

McCallister and six of his fellow Krakens are preparing to travel to Graz, Austria with the USA National Team for the 11 CMAS Underwater Rugby World Championships from July 27 – Aug. 3. McCallister, who will play defense, made the cut for the 15-person team out of about 52 players who tried out between May 2018 and February 2019.

The last World Championship was hosted in 2015 in Cali, Colombia, and Team USA finished 9th out of 12 teams.

“I can’t wait to represent Team USA. I’m super excited to get this opportunity,” said McCallister. “It’s a World Cup — the highest competition for this sport. It’s a mini-Olympics.”

There will be 17 different countries putting forth a men’s team at the World Championship in Austria. Still, for Team USA, the relative obscurity of their sport has meant that players take on the financial commitment for all expenses to tryouts, tournaments, team training and travel to the World Championship. “Without question the hardest part is the time commitment,” McCallister said. ‘It requires an immense amount of sacrifice both in my work and my personal life. The financial commitment has also been significant. Fortunately, my family, friends and col-

leagues have been very supportive of me throughout this endeavor.”

Notwithstanding the time and financial obligations, McCallister and his team are eager to represent the country: “Team USA is fairly young, but this is the strongest we’ve ever played since competing in the Worlds. We’ve got the strongest, most cohesive fleet ever, so we feel we can have a good showing … and maybe even make an upset. Either way, it will be a huge honor to wear the letters USA on my uniform, and I can’t wait to hear the National Anthem after we win games. Coming form the Keys and getting to play on the world stage, representing U.S.A., it doesn’t get better than this.”

A look at the numbers from June 2019

I

n June, Florida’s housing market reported rising median prices and increased inventory, including pending inventory and active listings inventory compared to a year ago, according to the latest housing data released by Florida Realtors. Sales of single-family homes statewide totaled 27,283 last month, down 1.9% from June 2018.

“Sales cooled slightly in June, following what was a record-breaking month for home sales in Florida in May,” said 2019 Florida Realtors President Eric Sain, a Realtor and district sales manager with Illustrated Properties in Palm Beach.

“However, inventory levels continued to improve in June, which helps ease the pressure of rising home prices and offers more options for potential homebuyers who may have been waiting to enter the market.

Florida’s single-family inventory (active listings) last month rose 2% over June 2018, while condo-townhouse inventory increased 4.6%. Meanwhile, pending inventory for existing single-family homes was up 4.9% year-over-year, while pending inventory for existing condo-townhouse properties was up 2.5%.

“It may be difficult for a buyer or seller to stay on top of changing conditions in local housing markets, but a local Realtor will put his or her knowledge and expertise to work for you.”

Pending inventory is the number of listed properties that were under contract at the end of the month or data collection period.

June’s statewide median sales prices for both single-family homes and condo-townhouse properties rose yearover-year for 90 months in a row. The statewide median sales price for singlefamily existing homes was $270,000, up 3.8% from the previous year, according to data from Florida Realtors Research Department in partnership with local Realtor boards/associations. Last month’s statewide median price for condo-townhouse units was $194,900, up 2.6% over the year-ago figure. The median is the midpoint; half the homes sold for more, half for less.

According to the National Association of Realtors, the national median sales price for existing single-family homes in May 2019 was $280,200, up 4.6% from the previous year; the national median existing condo price was $257,100. In California, the statewide median sales price for single-family existing homes in May was $611,190; in Massachusetts, it was $420,000; in Maryland, it was $312,500; and in New York, it was $273,200.

Looking at Florida’s condotownhouse market in June, statewide closed sales totaled 10,094, down 9.4% compared to a year ago. Closed sales may occur from 30 to 90-plus days after sales contracts are written.

“On the heels of a record-breaking month of May, sales of existing homes in Florida cooled off a little in June,” said Florida Realtors chief economist Brad O’Connor. “Single-family home sales were down compared to last June in 14 of the state’s 22 metro areas, falling by slightly less than 2%.”

t. Thomas, a juvenile green sea turtle, was rescued in October 2018, 3 miles offshore of Big Coppitt Key where he was found debilitated and covered in fibropapilloma tumors. St. Thomas’ treatment at the Turtle Hospital included five tumor removal surgeries, broad spectrum antibiotics, anti-parasitic medications, vitamins, and a healthy diet of fish, squid and greens. Now strong and tumor free, St. Thomas was released on July 19 and is fitted with a small transmitter as part of Tour de Turtles 2019, You will be able to follow St. Thomas' track online at http://www.tourdeturtles.org Assisting with the release were members of Force Blue, a program that unites the community of Special Operations veterans with the world of coral reef conservation for the betterment of both.

Is it something in the water? amn. Another one. That’s what I think when I am entering yet another contact into my phone whose first name is Sara or Sarah. Honestly, I didn’t know any other Sara(h)s, until about seven years ago, and suddenly my life is crammed with them. Seriously, I have 18 contacts filed under that name. To review some: • Sarah Thomas: This is the editor of the Key West Weekly Newspaper. She’s a very important part of the Weekly team and I adore working with her. Yes, it’s hard working someplace where there are two people with the same name. But we got one thing right at the start — we weren’t going to play that first name email game. She is sthomas@ keysweekly.com and I am sara@ keysweekly.com. Can you imagine the number of misdirected emails if we only had one letter differentiating ourselves?

• Sarah Fullheart: This woman is a combination of my soul sister and my favorite fraternity brother.

She has taught me so many things, including the fact that I am unmanageable unless I am regularly engaged in strenuous exercise. I love her successes, I love her struggles, and I love our insider jokes. She is the “bro” I always wanted, and she is constantly dreaming up ways for us to play hard.

While she lived here, we distinguished ourselves as Good Sara(h) and Bad Sara(h), and the origin is rooted in one experience that may have involved tequila. We traded the moniker back and forth — sometime she was good and I was bad, and vice versa. At least I like to remember it that way, but my family still referred to her as the Good Sarah, saying things like, “What time are we going to Good Sarah’s house for dinner?”

Sheesh. Despite her elaborate PR wins, I still love her. She moved away two years ago and I’m still mad about it.

• Sarah Brawer: A local counselor, and long-time local, I consider Sarah to be a friend. She is quirky and fun and smart and there is no better breakfast date in the whole world. She considers the ocean to be just as healing as I do, and she is a reliable source of information and a really good listener. I love her wise advice.

• Sarah Dodamead: I’ve only met this young woman in person twice and she made quite an impact on me. I interviewed her for a story about her SARA foreign exchange MATTHIS experience while she was still enthinks commurolled at Marathon nity journalism is important, but High School. She is my daughters’ former swim coach (but oh so much more than that) and my friend. I hear she’s moving back to the Keys after a oneyear hiatus, but I haven’t clapped eyes on her yet. Sarah, if you’re back and reading this, give me a shout.

• Sarah Mandile: Again, a contemporary of my oldest daughter, and now a Weekly freelancer. (Hey, where is that Camper of the Week you owe me?!) Sarah is studying journalism and communication at University of Florida and is an up-and-coming writer. If you’re keeping track of all of these Sarahs, you now realize if you are reading the Weekly there is a 3 in 10 chance (or something like that, math is hard) that the byline reads Sarah or Sara.

Sara is a recent Keys transplant, and I look forward to getting to know her better.

BRIEFLY Author Willie Drye to speak in Key West Mark your calendars. Willie Drye, author of “Storm of the Century,” will speak at the Key West Art and Historical Society on Sept. 26 in Key West.

Drye will discuss how he came to write about the 1935 hurricane, the people he met in the course of his research, and the hurricane itself. He will also present his newly released “Storm of the Century: The Labor Day Hurricane of 1935 – Revised Edition,” updated with additional details about the hurricane as well as a new chapter devoted entirely to Hurricane Irma. The original book, published in 2002 and now out of print, is regarded by many as the definitive account of the devastating category 5 storm that made landfall in the Keys. BPW offers adult scholarships The Marathon chapter of the Business and Professional Women club is accepting applications from adults who wish to further their education.

Funds may be used for certifications, training classes or classes and required materials for higher educational degrees. Applicants must be out of school for one year prior to application, as scholarships are designed to benefit returning students. Individuals currently attending full-time are not eligible, with the exception of previous BPW adult scholarship recipients.

NORTHERN SUMMER A bit of a July travelogue — Part 1

I

t’s nice to spend a bit of July in the more northerly latitudes… really nice! The temperature and humidity don’t ascend to Keys tropical heights, and it can really actually cool down at night. There are these wonderful tall green leafy trees, and the ground beneath one’s feet undulates into hills and mountains. And there is poutine.

Ann and Dick Harper, Key Colony Beach residents, spend summers in northern Vermont. Up there, they are active in promoting a summer concert series in a town called Highgate with the regional All Arts Council. When they invited me to play a concert in Vermont, it sounded like the perfect excuse to get off the rock for some cooler July weather (and real Vermont maple syrup). Invitation accepted, flights and hotel booked … but how do we round out an entire week in the northern U.S.?

Canada.

Highgate is just south of the U.S./ Canada border, and Montreal is just on the other side. Having never been to Montreal, the call of the unknown destination beckoned. I had heard for years the stories of how the Frenchspeaking Canadians in Quebec weren’t very fond of English-speaking Americans. I heard that they were rude, boorish, condescending.

And none of that was true.

The people of Montreal were among the friendliest I have ever encountered in a foreign city. While French was the native tongue, everyone spoke English as well. There was never a language or an attitude barrier, and everywhere we went, we felt welcome. There are more than a few tourist destinations I’ve experienced that can learn about hospitality from the people of Montreal.

For those who haven’t been, I highly recommend it. Montreal is the closest thing to a European city in the New World. The Old Port section is chock full of quaint cobblestone streets, beautiful old buildings, and amazing shops, restaurants and cafés.

Walking is the preferred method of transportation, and everything is close — from the riverfront attractions to the historic sites.

Dating back to the 1800s, the Notre Dame Basilica is a truly luminous and inspiring experience. A large Old World church, the Basilica features many New World touches (the stained glass windows among them), and her story is a huge part of Montreal’s history. It’s so worth a visit.

Eye (La Grande Roue de Montreal), along with shops, restaurants, and a true under-thebig-top Cirque du Soleil production (Alegria). I don’t think we had a bad meal anywhere. Fantastic Italian, awesome New World dishes, and traditional Canadian delicacies like smoked meat and poutine were all served up — and they were all delicious. And they paired very well with many of the regional craft beers (needless to say, keto dieting took a temporary time out).

Poutine is easily explained yet hard to understand. It’s a combination of French fries, flavorless white cheese curd, and brown gravy. One can add one’s choice of topping (like smoked meat). I really didn’t think I was going to like it … but it really went well with a local brew.

The attractions and the food were all wonderful, but the people of Montreal were so friendly and welcoming.

And that is why I will return one day to Montreal.

The Green Mountains of Vermont were also beautiful, with quaint little small towns popping up every few miles on winding country roads. Read more about Vermont next week.
