TDC makes tough funding decisions in Middle Keys SARA MATTHIS

f the 12 projects requesting financial help, only eight received funding. Of those eight, only four projects received full funding. That’s because the project requests totaled almost $1.6 million, and the amount available for capital project applications was $888,000.

The funds are bed (hotel) taxes collected by the Florida Keys Tourist Development Council and distributed by the District Advisory Council in Region 3, or the Middle Keys.

In fact, the meeting on June 25 started with a general plea from the TDC’s Maxine Pacini. Initially, the applicants were silent.

“At the beginning of this DAC meeting, I told the applicants how much was available, and what had been requested. Then I asked if anybody would like to withdraw or modify the application,” she said.

Pacini said the Dolphin Research Center was the first to speak up and lower its funding request.

“Then other people started raising their hand,” she said, adding the spirit of cooperation was heartening. “Everybody was trying to work together for the betterment of the Middle Keys community.”

The awards must be approved by the TDC, and then contracts will be approved by Monroe County at the start of the fiscal year in October.

The Crane Point Museum had three projects funded, and scrubbed a fourth. It received $37,350 to restore the interior of the antique train car recently moved to the highway frontage.

And it received about $44,000 for two trail repair projects.

“We’re extremely grateful to get three out of the four we applied for,” said Charlotte Quinn of Crane Point.

“Those two trails desperately need attention and need it now. We’re very grateful.”

The Turtle Hospital also received the full $33,750 it applied for, to install a modern generator above the flood plain.

The biggest grant went to the Pigeon Key Foundation, which leases the small island in the middle of the Seven Mile Bridge from Monroe County. It received $300,000 of the $375,000 it requested to bring power to the island.

Other recipients: • The City of Marathon received $140,000 in a multi-year grant to improve local beaches, although it asked for $253,000.

• The Dolphin Research Center received $130,000 of the $150,000 it requested to restore the dolphins’ lagoons.

• Pigeon Key Foundation also received $72,000 of the $90,000 it requested for re-roofing needs on two structures. It also made an application for about $487,000 to repair the wooden ramp leading from the Old Seven Mile Bridge down to the island but was allotted $50,000.

• The Coral Restoration Foundation received $81,750 of the $84,750 it requested to plant coral near Sombrero Beach Lighthouse.

Marathon Chamber of Commerce director Daniel Samess said DAC capital funding is always tight, but especially so this year.

“We basically had a two-to-one deficit — twice as many applications as money,” he said. “Right now all of the DACs are dealing with a reduced capital budget because of the Irma effect, although Key West not as much.

And the need is still high because we’re still trying to repair the damages from Hurricane Irma.”

The competition for DAC funds has also increased because of changes made in 2017 to the way it funds projects. Previously, only the county received 100% reimbursement for “brick and mortar” projects, but new governing rules also grant the reimbursement rate to applying municipalities and upped the reimbursement to 75% (from 50%) to qualified nonprofits. The favorable reimbursement has made applying for capital improvement projects more attractive and competitive.

M

ost crabbers in the Florida Keys are used to 70-plus degree temperatures while they work.

But for Erik James, the new owner of the Conch Key Inn & Marina, the summer heat of the Keys is a welcome change from the snow and ice of the Bering Sea during Alaskan King Crab season.

James’ family has always been in the restaurant business, with five other establishments in Florida, but Erik himself has always been a fisherman. So much so, in fact, that he was given a chance on season 15 of Discovery’s Deadliest Catch

by Captain “Wild Bill” Wichrowski, a family friend. “It was surreal. It was cool, but it got so messed up out there. You’re at war with those guys in the worst situation imaginable.”

Understandably, the sub-freezing temperatures refocused James on warmer climes. “I realized that one of the happiest times of my life was when I was running a business in Captiva, Florida, checking in on my employees in the morning and fish-

Once his time on the Bering Sea was over, Erik considered multiple businesses in the Keys before stumbling across a Craigslist ad for a property on Conch Key. The ad led him to the former Bayview Inn & Motel, and by January 2019 he gave it a new name.

The newly-branded Conch Key Inn & Marina sports 11 rooms, a general

store, boat slips, a jet ski rental business, a newly repaired boat ramp, and fuel pumps available to guests and locals alike. Complete with a brand new paint job and distressed nautical decor, the site features a bright tropical vibe centered around a fisherman’s lifestyle.

At the heart of James’ vision for the property is a commitment to creating a true hub where locals can find what

they need and spend quality time together. “I’ve gone over to meet the kids and the families here, and they’re all just really good people.

Being a part of the community here has made us blossom.” The grounds, including the pool, are open to locals, and the general store is stocked with essentials so that Conch Key residents never feel the need to leave the island (especially during drinking hours). Erik even has a list by the general store’s register where locals can request items for his next order. “We’ve got our own little oasis over here; I never really leave Conch Key,” James said. He lives on-site with his 24/7 sidekick, a chihuahua named Rico Suave.

As the business grows, James wants to help the island stay true to its fishing village roots. “My whole plan (for Conch Key) is to not lose touch with the people who grew up here and made it what it is. It’s the last commercial fishing village in the Florida Keys, and that’s part of our name here.” He plans to cater to the other fishermen who share his lifestyle. “The vibe here is different than your regular hotel, but fishermen love it.” As business continues to grow, Erik plans to become the fish market for Conch Key and sell only locally caught seafood. Except, of course, for the Alaskan King crab he plans to have brought down from Dutch Harbor.

Above all, the new venture has helped him finally find a balance between his work and passion. As he described, “I was having to pick in life between doing what I loved and doing what made money. This is the first place I found that combines what I love doing with a lot of potential. The sky is the limit, and I’m one step away from needing nothing.”

.S. Rep. Debbie Mucarsel-Powell walked up to the gates of the Homestead shelter for unaccompanied migrant children on June 28. Flanking her were several Democratic presidential candidates who were coming off a debate the night before in Miami.

Around them were a swarm of media, as well as demonstrators chanting, “shut it down.”

Mucarsel-Powell has toured the facility once before — it’s where 2,700 migrant children as young as 13, from Honduras, El Salvador and Guatemala are located. Mucarsel-Powell said she has a special place in her heart for these children as she came to the U.S. from Ecuador with her sisters and mother in search of better opportunities.

On the Monday before the Democratic debate in Miami, she called on the 2020 Democratic presidential candidates to visit the facility, which is run by the for-profit Caliburn International, during their time in South Florida.

And several did.

But the candidates who came — U.S. Sen. Kirsten Gillibrand, of New York; U.S. Sen. Kamala Harris, of California; Pete Buttigieg, mayor of South Bend, Indiana; Julian Cástro, former U.S. secretary of Housing and Urban Development; and former Colorado Gov. John Hickenlooper — weren’t allowed

a tour. Upon entering a building at the front of the property, they exited and took to the podium out by the road to speak.

“I know that as they continue their campaign trail, they will not forget what they experienced this morning,” Mucarsel-Powell said as she addressed the media. “I know that we’re going to take on the White House, and I’m confident knowing we have incredible candidates that will be able to run this country to deal with the immigration problem we have and put the priority — the safety of our kids — first.”

Mucarsel-Powell, who represents western Miami-Dade, Homestead and the Florida Keys, has sounded the alarm on child separation issues and what’s going on at the Homestead facility — specifically the White House’s lack of a hurricane preparedness plan for the detention facility, along with the living conditions inside.

During a May 29 visit, she says she was explicitly told that “there is no plan in place to evacuate or relocate the children prior to a natural disaster.”

“The absence of foresight and coordination to effectively prepare for a disaster is irresponsible and is needlessly endangering the lives of thousands of children,” she wrote to the Office of Refugee Resettlement. Mucarsel-Powell wanted a final version of the

evacuation and relocation plan by June 12. That never came.

Mucarsel-Powell was joined

by South Florida U.S. Reps. Donna Shalala and Debbie Wasserman Schultz recently in calling for a closure of the Homestead facility.

She’s also called for the resignation of Health and Human Services Secretary Alex Azar for the “gross mishandling of the facility, the failure to provide a safe and secure environment for migrants, the lack of an adequate hurricane preparedness plan and the deaths of several children while in custody of the Office of Refugee Resettlement.”

“We are imprisoning kids for profit,” Mucarsel-Powell said.

Gillibrand said she’s upset over the fact there’s no plan to bring families back together again.

“This is about children. I cannot tell you how angry it makes me when you lock up a child and deny them time they need to play outside, the time they need to be with their families,” she said.

While many have seen the candidates going at each other in debates, Buttigieg said they’re all on the same side when it comes to the way the country should care for the most endangered and vulnerable.

“We have a moral obligation to support them,” he said.

hile discussing history during a recent game of Keys trivia, a surprising answer was given. The question was seemingly straightforward. “Key Largo is the largest island in the Florida Keys. What is the second largest island in the chain?”

The official answer was Big Pine Key. One of the answers offered by a long-time local was Marathon, as in Marathon Key. Tourists and the occasional travel writer refer to the island of Marathon Key which is no more a real place than Islamorada Key. Surprisingly, it proved necessary to explain that Key Vaca was an island, the largest of more than a dozen islands covered beneath the umbrella identifier Marathon.

As far as the incorporated city of Marathon, it is a relatively recent development in the realm of Florida Keys history. The first city to be incorporated in Monroe County was Key West in 1828.

The second city to be incorporated in Monroe County was Fort Myers, back in 1885. The city of Marathon was incorporated in 1999.

n Friday and Saturday, July 12-13, and Friday, July 19, at 7 p.m., the Marathon Community Theatre (MCT) Children's Summer Theatre Program will present “Peter Pan Jr.” This summer marks the program’s eighth year, where kids ages 6 through 18 can learn everything about theater, on the stage and behind the scenes. The 54 young actors in “Peter Pan Jr.” represent all ages (some even turning 6 during the rehearsals). They are assembled by co-directors Jamie Stevens, a first-time director at MCT, and Kara Pascucci, a familiar face on and off the stage. Pascucci has been a part of the Children's Summer Theatre Program from the beginning and has been in many local productions,

Program was born eight years ago thanks to Kristeen Teague, who brought in her experience with kids’ theater camps and tailored it for Marathon. She has since left for the mainland, but her influence lives on with productions such as “Into The Woods Jr.,” “Willy Wonka Jr.,” “The Marathon Cheese Police” and “Shrek Jr., the Musical.”

Devin Clarke was a pillar at MCT and with his departure from Marathon last year, Stevens jumped at the chance to lend a hand. “My daughter Abbigail was involved in the program last year and with Devin leaving, Kara needed a little helper here,” she said.

Pascucci immediately interrupted her humble words and said, “I needed another co-director!” which is no small feat.

Stevens is the owner and an instructor at Key Dance Academy.

As a dancer she has performed in the Macy's Thanksgiving Day Parade as well at a Pro Bowl halftime show in Hawaii, so she brings a lot to the MCT team.

Pascucci said the summer program for kids continues to grow every year.

“We’ve had more and more kids every year, but this year we’ve had a significantly higher number of kids,” she said. “For next year’s program we may be looking at some different options on how to accommodate that many children in a way that is meaningful and true to the program. And to make sure everyone is having a good time!”

HOW DID YOU GET ‘HOOKED’ ON ACTING? “I really enjoy acting and I love to dance and sing. I’m very musically inclined, playing 11 instruments,” said 17-year-old Ria Rodriguez, who plays Peter Pan. “Theater takes a lot more … because there’s no do-overs and there’s no reset button like, ‘Oh you messed up? That’s ok.’ If you mess up on stage, you mess up and that’s it. And I love the time and effort it takes to put on a good show.” They play Peter Pan in “Peter Pan Jr.” and this is their fourth year in MCT’s Children’s Summer Theatre Program.

“I really like acting. Ever since I was little my mom would always say I’m different because I always said I wanted to act. I never said I wanted to be a doctor or anything, all I talked about was acting,” said Derek Lujam who plays Starkey, a pirate on Captain Hook’s ship.

The 12-year-old has big plans that include strutting on the red carpet.

Stephanie Rodriguez said, “I like theater because I like acting and all, and I get to be with all of my friends ... plus it’s better than TV or video games. But I like singing more than anything.” The 9-year-old plays Nana the dog in “Peter Pan Jr.” She has been a part of MCT’s Children’s Summer Theatre Program since she was 6 years old and is going to continue next year.

Siblings Fisher Stevens and Abbigail Stevens play opposing sides as a pirate on Capitan Hook’s ship and Tinker Bell. Because Fisher is 6 years old, this is his first time in MCT’s Children’s Summer Theatre Program. He said, “Theater is important because I get to play with my friends and with swords.” Eight-year-old Abbigail said, “Theater is important because we learn new stuff about singing.”

Fifteen-year-old Charles David Tuttle plays Jukes, a pirate on Captain Hook’s ship. He said, “Theater entertains people and it’s more interactive than TV and movies, like you’re there and you get to see what’s going on. Plus, the mistakes can be even funnier because on a live stage you have to keep them in.” This is Tuttle’s first year at MCT’s Children’s Summer Theatre Program and Ria Rodriguez (a.k.a. Peter Pan) was the one who convinced him to get on board.

BUDGET, NO TEXTING WHILE DRIVING AMONG BILLS INKED SARAH THOMAS

ith legislative session over, a flurry of bills are making their way to the desk of Gov. Ron DeSantis. Here are a few notable measures that have been inked recently by the governor.

BRIGHTER FUTURE BUDGET A budget totaling $90.9 billion for the 2019-20 fiscal year was signed by the governor in late June. With increased investment for the environment also came funds to support transportation and infrastructure project and money that areas hit by hurricanes Irma and Michael have been waiting for. Notably, Everglades restoration and initiatives to protect the state’s water resources received more than the governor’s $625 million ask — $682 million. A total of $2.7 billion is provided for highway construction, which includes 125.7 new lane miles to expand transportation capacity. As for hurricane recovery, the state is projected to spend $2.9 billion on preparedness and recovery, $1.1 billion for Irma and $1.8 billion for Michael. “Although this budget includes increased investments in a number of areas, it is also respectful to Florida taxpayers, providing them nearly $400 million in tax relief,” DeSantis said.

TREATMENT OPTIONS FOR VETS On June 26, DeSantis signed House Bill 501 to provide alternative treatment options for veterans. Specifically, legislation creates a $200,000 pilot program that’s focused on treating post-traumatic stress and traumatic brain injuries in veterans using alternative therapies. It also expands available therapies for eligible veterans to include accelerated resolution therapy, equine therapy, music therapy, service animal training therapy and hyperbaric oxygen therapy at registered facilities.

The bill passed unanimously in the Senate and House. “With more than 1.5 million veterans living in Florida, this community makes up an important part of our state’s identity,” DeSantis said. “While we may never be able to fully repay these men and women for their sacrifices, we will continue to do everything we can to support them and their families.”

DRIVERLESS CARS It is now legal for self-driving vehicles to drive on Florida roads — even if there is not a human driver behind the wheel. Beginning July 1, the “autonomous” vehicles can operate in the Sunshine State so long as the cars meet insurance and safety requirements outlined in the legislation. Previously, only self-driving vehicles with a backup human operator were allowed. “Signing this legislation paves the way for Florida to continue as a national leader in transportation innovation and technological advancement,” DeSantis said in a statement.

SHARK FISHING FROM SHORE Anglers who plan to target sharks from shore, or a bridge, now need to take an online class. Upon completion, they get a no-cost permit that must be renewed annually. The class is required for anglers ages 16 and up; the young anglers don’t need the permit, but must complete the class unless they are fishing with an educated and permitted adult. The new law also applies to fishermen in kayaks and requires the use of non-offset, nonstainless-steel circle hooks, and the anglers must have a tool that can cut the leader or hook.

TEXTING AND DRIVING Although it has been a “secondary” offense in Florida, law enforcement officers can begin pulling over motorists who they see texting and driving beginning July 1. Previously, drivers could be cited for texting and driving only after a traffic officer spotted another offense, such as not wearing a seat belt. The non-moving violation tickets typically cost about $30 for first-time offenders. Only warnings will be issued for the next six months. After that, it’s ticket time.

CYBERSECURITY TASK FORCE House Bill 5301, signed by DeSantis on June 25, establishes a cybersecurity task force to be chaired by Lt. Gov. Jeanette Nuñez. The task force will bring together law enforcement, information technology, emergency management, legislative and private-sector partners to research best practices and recommend solutions to enhance Florida’s cybersecurity infrastructure.

“The Florida Cybersecurity Task Force will bring cutting-edge ideas and best practices to Florida,” Nuñez said. “I look forward to collaborating with stakeholders to research and recommend best practices to protect our state’s digital footprint.”

CAREER READINESS & WORKFORCE OPPORTUNITIES DeSantis signed legislation that promotes career readiness and workforce opportunities for students and working families. Legislation establishes the Florida Pathways to Career Opportunities Grant Program, which provides competitive grants to eligible institutions to create or expand apprenticeship and pre-apprenticeship programs. The Last Mile Scholarship Program is also established to pay for eligible individuals to finish their first associate or bachelor’s degree.

ith all kinds of special events planned for the Fourth of July holiday countywide, the Monroe County Sheriff’s Office expects traffic to be very heavy through Monday, July 8.

The sheriff’s office will have extra officers on the water and on the highway in an effort to keep residents and visitors safe.

If you plan to drive anywhere in or out of the county, make sure you plan extra time for your trip.

Traffic enforcement deputies will be on the roads watching for impatient and unsafe drivers. Don’t pass in no-passing zones or in center turn lanes or you are likely to get a ticket. Also, if you plan to drink alcohol, make sure to designate a sober driver — for the car or the boat — to make sure you get home safely.

Leave the fireworks and explosive firecrackers to the professionals this holiday. Illegal explosive firecrackers could be confiscated and the person with the fireworks could be charged with a state violation.

The sheriff’s office recommends that those setting off legal fireworks be courteous and do so at a reasonable hour. Each year the office receives numerous complaints about fireworks late at night and early in the morning; those calls can keep deputies from responding to others.

The sheriff’s office also asks that those celebrating take a few moments to clean up after themselves; discard trash properly, in a trash can or a recycling container. It isn’t fair to leave it on the ground or in the water for someone else to clean up, and violators could be charged with littering. When disposing of fireworks, however, make sure they have cooled first so you don’t start a fire in a trash can or trash bag.

Traffic note: A parade in Key Largo on July 4 is expected to cause traffic congestion. Northbound traffic will be closed at MM 99 from 9:30 a.m. to 9:45 a.m. All traffic will then be diverted into southbound lanes starting at 9:45 a.m. The parade starts at 10 a.m. and will last about two hours. The highway will return to normal traffic patterns by 1 p.m. Those who can should avoid traveling through that area between the hours of 9:30 a.m. and 1 p.m. If you have to travel through that area during those times, plan extra time and expect slowdowns.

ressure put on by the village, Monroe County Sheriff’s Office and residents over the Fills has drawn some action from Florida Department of Transportation — at least for the short term until a long-term plan is hashed out.

FDOT is immediately allowing the village to control the amount of parking and areas of access on state-owned property at the Fills. On Tea Table and Lignumvitae Keys, parking will be allowed only on the four areas with paved driveway aprons, with space available for 15 to 18 passenger vehicles in each of those areas.

Visitors will be allowed to walk from the parking areas to desired picnicking spots.

In addition, no parking signs are being installed and vehicular access to no-parking areas is blocked with a series of 900-pound barriers. Near the bike path, cones will be installed with ropes or tape to keep vehicles from entering no-parking zones.

In total, 90 parking spaces will be available at the Fills — an 80% reduction. The area on the oceanside of Lignumvitae Key near the south end of the Fills is completely blocked off due to erosion.

Along with parking restrictions, there will be increased village staff from July 4-7 to manage traffic, take care of trash and inform people when parking areas are filled. Parking at the Indian Key Fill boat ramp will be managed by on-site staff, but no cones or barricades will be placed.

Six portable toilets will be delivered to the Fills for at least the next month with twice-daily cleanings scheduled on hightraffic days. “I think we have a very good start,� Mayor Deb Gillis said as she addressed the public during the June 27 village council meeting. “This has been a very long time coming, and it can’t be fixed overnight. But we can put in quick fixes. For us to get this far is good.�

FDOT’s decision to give immediate control of parking and access to the Fills comes amid major concerns surrounding the trashing and overcrowding seen — especially during weekends and holidays. On June 21, Sheriff Rick Ramsay invited state officials and the village to discuss safety and sanitation issues. Out of the meeting came commitments by FDOT District 6 Secretary James Wolfe for a study to determine if a speed reduction to 45 mph and no-passing zones should be implemented.

All these solutions will be evaluated during and after the July 4th holiday. A long-term parking and management plan has been designed by Islamorada’s public works director for submittal to FDOT with a lease application. “I couldn’t be happier with the position we’re in now,� Vice Mayor Mike Forster said. “Local representatives and state agencies are listening.�

Forster said he would like to see paid parking on the Fills to get some cost-recovery back to enforcement. Councilman Ken Davis credited Forster’s emails to Tallahassee and Kevin Thibault, DOT secretary, in getting swift action toward a short-term solution. “If you hadn’t gotten online and sent emails to Tallahassee, we wouldn’t be where we are now,� he said.

THE COST OF DIABETES

DRUGS IN DISTRICT 26 SOME OF MOST EXPENSIVE

T

he House of Representatives’ Committee on Oversight and Reform released a report in late June, detailing the inordinate cost of diabetes drugs for Americans — in particular, those living in the 26th Congressional District, including the Florida Keys. As the Democratic debates heated up last week in Miami, some candidates trumpeted “Medicare for all,” advocating for the program to be expanded to Americans under 65. Universal health care has been a notoriously sticky subject in Florida, and even for those who have private health insurance, Medicare or Medicaid, diabetes drugs can be incredibly costly.

More than 30 million people in the U.S. are living with diabetes, which means they rely on prescription drugs, including insulin, to keep their blood sugar levels in check. In 2017, according to the report, diabetes contributed to the death of 277,000 Americans and was the primary cause of death for 85,000 people.

The report details that 21,000 Medicare beneficiaries in the district have been diagnosed with diabetes, and the cost of common brand-name diabetes drugs in the district is up to four times as much as in other countries like the U.K. or Australia.

For uninsured patients, it’s worse. The report “finds that uninsured diabetes patients in the district who purchase Novolog Flexpen — a popular brand of insulin — pay on average 21 times more than they would in Australia, 14 times more than they would in the United Kingdom, and 12 times more than they would in Canada.” All of those developed nations have public health-care programs.

Mucarsel-Powell is introducing legislation that would allow Medicare to negotiate lower drug costs to allow less expensive generic alternatives to reach the marketplace.

“This report highlights how rising diabetes drug prices are depleting the health and finances of American families, patients, taxpayers and, disproportionately, communities of color,” said Mucarsel-Powell, “putting Americans at a financial disadvantage in the world’s richest country.”

Private pharmaceutical companies setting the market standards for drug costs is not a new story, but it’s nonetheless an urgent one — especially when it comes to the widespread health concern of diabetes and inordinate costs. The report states: “Over the past two decades, manufacturers have systematically and dramatically raised the prices of their insulin products by more than tenfold — often in lockstep. These prices dwarf manufacturing costs. One study found manufacturers could charge as little as $7 to $11 per month for insulin and still make a profit.”

The cost creates a financial strain not only for patients, but also for the federal government — which provides diabetes meds to 43 million Americans through Medicare — and thus taxpayers. The federal government has failed to pass legislation that would allow Medicare to negotiate directly with drug companies, so Medicare is paying top dollar. On the other hand, legislation dictates that the Department of Veterans Affairs must be given the lowest price that is offered to any buyer. In 2016, Medicare paid out over $20 million in the 26th district of Florida for diabetes medications.

out insurance may have to pay over $600 a month for today’s most preferred type 2 diabetes drugs, said Dr. Gerald Ginsberg, the only practicing endocrinologist from Key West to Homestead. Ginsberg moved to the Keys to retire, but seeing the need for care, in particular for diabetes patients, he has continued to practice one to two days a week. Ginsberg cites newer classes of drugs, such as GLP1 agonists which came to market in 2005 and SGLT2 inhibitors, which came to market in 2013, that are effective with regard to lowering blood sugar, have minimal risk of hypoglycemia, and are associated with weight loss, lower blood pressure and better cardiovascular outcomes.

“These are great drugs,” he said, “but right now, doctors prescribe the lower cost generic drugs or the drugs that are available free of charge at Publix, because they are affordable for people without health insurance.” Metformin is often the first drug prescribed to all patients with type 2 diabetes and is one of the drugs available free of charge at Publix. But as the ability to make insulin deteriorates in the normal course of type 2 diabetes, patients generally require second and third drugs such as the GLP1 and SGLT2 medication classes.

So, patients stick to what they can afford — which may not be the best medicine for their long-term care. Ginsberg doesn’t mince words about what he sees as a tragically flawed system: “It’s always been like this,” he said. “We are the only democracy in the Western world that has a for-profit health care system, and that’s the bottom line. The drug companies are corporations that choose to develop products and charge whatever they decide they want to charge once the drug is approved. It’s awkward because nobody needs to buy a fancy car or needs to buy a big house, but people need to use insulin. Our government has allowed the development of this type of a health care system.”

While endocrinologists are hard to come by, there are some more affordable alternatives for diabetes care in the Keys.

Ginsberg said that while man-

agement with medicine is part of the equation, “It’s what you eat every day; it’s how you take care of yourself; it’s if you can do what you’re being asked to do.”

There are also facilities like Rural Health Network in Key West, which accepts Medicare, Medicaid, all private health insurance and offers care to uninsured patients on a sliding income scale.

They offer a free nutrition class for friends, family, caretakers and patients with diabetes. They also connect patients with pharmacies through the 340B Drug Discount Program, which offers drug discounts at Walgreens and, newly, CVS and Publix.

“We do have a high demand in Monroe County,” said Vivian Roberts, a nurse and clinical coordinator for Rural Health Network. “You have a high cost of living, and fixed incomes, and it’s expensive to eat healthy.”

However, they have seen improvements in patient health in recent years, testing returning patients’ A1C levels (% of hemoglobin attached to glucose in the blood) and consistently seeing improvements. “For our patient control here in Monroe County, we’ve seen a significant change because of the work that we do.

When we compare nationally, we are doing really good.”

Roberts recommends coming in to get A1C levels checked, especially if someone has a family history of diabetes, so that they can engage in preventive lifestyle changes. The Rural Health Network is open Monday through Friday, 8 a.m. to 5 p.m., and they accept walk-ins.

While these community efforts help individuals and curb the severity of diabetes in Keys patients, they don’t address the problem of rising drug costs: for patients and taxpayers paying into the Medicare pot. According to Mucarsel-Powell, the key is in the hands of Congress.

“Unreasonably high insulin prices cause families to ration or stop taking diabetes drugs, putting their lives at risk,” she said. “Floridians cannot bear the economic burden of rising prescription drug costs, nor should they be asked to. Congress must allow Medicare to negotiate lower drug costs.”

A six-man crew from Florida Keys Aqueduct Authority was overseeing some repairs to the main transmission line under Toms Harbor Bridge on June 27. Using their bare hands, the crew was smearing a brown waxy glue on the 30inch pipe. Then they wrapped it with rolls of Trenton tape that are 9 inches wide and 18 feet long.

The procedure is an improvement, said FKAA’s supervisor Greg Gato.

“We used to paint the pipes,” he said, adding that one of the last times the aqueduct did that was for the pipe under the Spanish Harbor Bridge. Paint is more susceptible to corrosion in the saltwater environment. At the time, it cost $500,000. In time, they moved to the tape; and now, a different kind of glue. Gato said wrapping the pipe under Toms Harbor Bridge and Toms Harbor Cut would likely cost just half that amount — $250,000.

The difference between the pipe that has been rewrapped and the old stuff is noticeable. Older sections are pockmarked with repeated strikes from sinkers lobbed by fishermen on the adjacent fishing bridge. The damage invites corrosion.

“The new glue works better in extreme temperatures,” he said. FKAA hopes to get more than 12 years and, Gato said, the tape job could last 20 years.

The Marathon Yacht Club and Marathon Yacht Club Educational Foundation awarded $4,500 to four graduation seniors from Marathon High School’s class of 2019.

MYC Vice Commodore Rosemary Thomas presented Rachel Lebo with $1,500 to continuer her education in the culinary arts. Linda Presz, standing in for MYCEF’s Betsy Lefler, awarded $1,000 scholarships to Kyshaun Appolon, Luke Hoffman and Ryan Koutros to further their education.

The Marathon Yacht Club is hosting an all-ages regatta on Saturday, July 20. The regatta is open to all sailboats with an overall length of 20 feet or less. There will be categories for adult, youth boys, and youth girls. Winners will be crowned Sir and Dame MixMaster of the Florida Keys for 2019.

The regatta will begin with a skipper’s meeting at 1 p.m. The first start is scheduled for 2 p.m.

Races will start to the northwest of the yacht club, 825 33rd St. Gulf, Marathon. A triangular course will be set up.

Fees are as follows and due at registration: Entry fee is $20 for youths under 18, and $40 for adults. Each entrant receives a T-shirt and a meal.

The meal costs $10. There will be an awards pool party at 7 p.m.

COUNTY INSTALLS MEDICAL KITS FOR EMERGENCIES

M

onroe County Fire Rescue mounted “Stop The Bleed” boxes at 13 locations throughout Monroe County this week in areas close to schools and parks.

The boxes are mounted to utility poles located just outside of the “hot zone” at key locations that can be safely accessed during an emergency. Each mounted box contains 30 stop the bleed kits inside. Each kit includes a tourniquet, a quick-clot dressing, a Kling bandage, and gloves. The boxes are secured with a combination lock that 9-1-1 dispatchers can give to first responders or trained individuals in an emergency to access the kits.

The program is funded through a Florida Keys Health Ready Coalition grant and supported by the Florida Keys Electric Co-op and Keys Energy Services.

“In this day and age, we need to have an extra stash of critical items located outside of large assemblies throughout the county for those justin-case times,” said Monroe County Fire Rescue Captain Andrea Thompson, who helped coordinate the grant.

“To have the resources readily available should an unfortunate event happen where there are mass injuries could mean a matter of life or death for those involved.”

SOGGY DOGGIES! Volunteers wash pups and trucks to fund good works

O

n June 29, volunteers from the Marathon campus of the FKSPCA and Forgotten Felines came together to wash dogs, cars and sweeten the community’s tooth with a bake sale. Residents and visitors supported the cause by stuffing the jar with donations. Organizers plan to make this a monthly event throughout the summer.

“It was a very successful morning and, thankfully, the rain stayed away,” said shelter director Tara McFarland. “We are so grateful to all our supporters and volunteers.” Stay posted for future events as they rotate to various hot spots around Marathon.

CATTERY DE MATTHIS Summer is a great time to foster

A

bout a week into fostering a kitty from the Marathon campus of the FKSPCA, I realized two

things: One, why haven’t we done this before?

And, two, summertime is the perfect time to foster. That’s because our tweens and teens are home for the summer and easily convinced (who wouldn’t be?) into caring for the animal.

It all started innocently enough, no matter what my husband says. I had stopped by to see shelter director Tara McFarland about three weeks ago on some FKSPCA business. As usual, she was calmly doing 73 things at once, including syringe feeding a tiny kitten — seriously tiny, palmof-your-hand tiny.

Tara, of course, noticed the sideways glances I kept giving the kitty.

Boldly, she asked, “Do you want to foster?” Umm … well … yes. Yes, I did.

And by “I,” I meant my 16-yearold daughter, Rachel. She came to the shelter the next day, armed with a list of questions and ready to take on the baby cat with brown and gray tabby markings. (She cleared the biggest hurdle the night before with a well-rehearsed script delivered expertly, designed to melt her father’s heart in .02 seconds. It was a cinch, because he never denies her anything and if she was, perhaps, coached a little bit … no one needs to repeat that to my husband who understands the family dynamic pretty thoroughly.)

The little cat proved to be a very fast learner — eating by herself in a day, and learning the ins and outs of the litter box in the first week. And Rachel handles the food, the water, the potty. She gives the kitty plenty of time to explore, and was ready to scoop up the kitty when she strayed too close to the two bigger, wary cats already in residence at Cattery de Matthis. (The once-strained relationship between the kitty and the dominant cat is mostly resolved. This morning, we caught the two playing but when the big one noticed this, he nonchalantly walked away in that typical independent, arrogant way of the

American House Cat. I swear the switches of his tale spelled out “Whatever!”)

I lie on the terrazzo floor and let her climb all over me, or play a game of foot tag where the kitty courageously darts out from under the coffee table to attack my toes. Sometimes we snuggle nose-to-nose and I virtuously tell myself this is as good as, or better than, the meditation all the self-help gurus are yammering about right now.

I’m writing this not to rub my good fortune in your face, but to tell you the shelter is full of cats that need some extra loving. Forgotten Felines, a separate organization that regularly partners with the shelter, also finds homes for the Middle Keys’ homeless cats. There are young cats, old cats, friendly cats, snooty cats and some that desperately need the socialization that can only be provided by a persistent kid who’s bored senseless until school starts again.

Of course, the Matthis family is a foster failure. Yes, we’re keeping her. Of course, we’re keeping her.

Her name* is “Ellie,” named after Eleven of Netflix’s “Stranger Things.”

Naming rights were Rachel’s, which is only fair.

INDEPENDENCE DAY AND PROJECT APOLLO Remembering Apollo 11 50 years on…

M

y family had left the Space Coast just before Apollo 11; my father was a launch team leader and engineer on the Apollo/Saturn IB program. He saw the eventual winding down of Apollo and the space program; not wishing to be part of a glut of unemployed aerospace engineers, he found a job elsewhere and left the Cape while he could still sell our family’s house.

His last launch was Apollo 7 in 1968.

I was used to watching Apollo/ Saturn launches from my backyard on Merritt Island. I had to settle for watching Apollo 11 on our new console color TV in South Carolina. But I can remember watching those blurry black and white images being beamed directly from the moon to our den, while many millions of us on Earth watched with amazement and pride.

The American ideal has always meant striving for great things. When President John F. Kennedy committed the United States to land a man on the moon before the end of the decade in an address to Congress in 1961, I’m not sure how many believed it was possible. But no one believed a ragtag bunch of primitive colonials could take on the Army of the British Empire in 1776 either.

Take them on, they did. (Someone recently called our Revolution the first Brexit.) When British General Lord Cornwallis surrendered in October of 1781, a nascent nation began to form.

By 1789, the United States of America were established by the U.S. Constitution, our first legislature and executive were elected, and the concepts of freedom and independence those founders cherished we still hold dear today.

Starting out with only flintlocks, muskets and horse-drawn carriages, our nation developed the technology needed to expand westward. The steam locomotive and railroads made relatively swift transcontinental transportation possible. The automobile and highway systems made the continent even more accessible. And the advent of the airplane made America smaller still.

So when space became the New Frontier in the late 1950s, it shouldn’t have been a total surprise that America would rise to the challenge.

The United States had a worthy and capable adversary in the Soviet Union; they orbited the first satellite (Sputnik) and put the first man into space (Yuri Gagarin) and the first woman into space as well (Valentina Tereshkova). A Soviet cosmonaut performed the first

spacewalk. America was behind.

Several technological advances during Project Gemini (including the first successful orbital rendezvous between two spaceJOHN craft) brought the BARTUS United States back.

Apollo 8 orbited the moon, Apollos 9 and 10 tested the lunar module in Earth and lunar orbits, and 50 years ago this month, Apollo 11 carried Neil Armstrong and Buzz Aldrin to the moon’s surface on the Sea of Tranquility (Michael Collins stayed behind on the Command Module).

We went back to the moon five more times, the last visit being Apollo 17 in December 1972. The remaining Apollo/Saturn combinations were used in Skylab and the Apollo/Soyuz Test Project.

50 years on, there’s lots of talk of returning to the moon, possibly as early as 2024. I doubt that’s going to happen. We reached the moon in the 1960s using slide rules and very primitive computers … and the national will (and funding) to do so. While our technology is light years ahead of what it was then, I’m not sure the will is there.

Still, I’d love to see it happen…

CITY-RUN SUMMER CAMP IS SMOKIN’ HOT

he City of Marathon Parks Department hosts a summer camp for kids ages 5-13. The camp runs Monday to Friday, 8:30 a.m. to 5 p.m. at the Community Park’s main pavilion. The camp includes a variety of events and field trips. Weekly photographer Barry Gaukel stopped by for lunch on “camp cookout Friday.”
