reebee and the Fills are among the topics up for discussion for the Islamorada Village Council meeting on Thursday, June 27 at Founders Park Community Center.

During the May 31 gathering, Freebee co-founder and managing partner Jason Spiegel came before council to speak on the free rider service on Upper Matecumbe Key. Freebee’s been on a six-month trial, and it came to an end May 31. Council decided to extend the service two months while Spiegel and Freebee began to examine what it would take to service all of Islamorada.

Approval of the two-month extension costs $6,750 per month, which is 50 percent of the original contracted rate. Village council approved funding for Freebee in the amount of $80,000 for the 2018-19 fiscal year.

Spiegel told council members in May there’s been a longterm vision since service began transporting visitors and locals to restaurants, hotels and businesses on Upper Matecumbe Key. He said the free on-demand, door-to-door

transport system’s goals are being met in terms of reducing traffic congestion, cutting the carbon footprint and slashing drinking and driving.

Council expressed concerns over advertising dollars, through wrapping around the vehicles, which Freebee hoped to get to make the operation go. Spiegel noted they’re working to get national businesses to sponsor vehicles.

Councilman Jim Mooney acknowledged that Freebee began as local businesses continue to work to get back on their feet following Hurricane Irma. Overall, Mooney said he’s heard nothing but positive remarks regarding the service.

“I know locals love it,” he said.

As to feedback Freebee’s received, coverage across all islands in Islamorada is the biggest. Right now, vehicles on Upper Matecumbe Key can’t cross bridges. Spiegel said Freebee recently unveiled a new, nine-passenger, 100-percent electric vehicle in Miami that’s able to drive on all roads. Councilman Ken Davis asked what a hybrid would cost.

“I think it would be a great compromise if it saved a lot of money,” Davis said. “A hybrid vehicle is still going to cut the carbon footprint by a third when you combine that with the number of riders we’re going to keep off the road.”

Freebee is available Thursday and Friday from 4 p.m. to midnight and Saturday and Sunday from 11 a.m. to 8 p.m.

With the 4th of July coming up, the Fills will also be a topic of discussion at the meeting. Mayor Deb Gillis will provide a report regarding the multiagency meeting, and Councilman Ken Davis will raise the topic of abandoning the maintenance and upkeep of the Fills. Under the existing maintenance agreement between the village and Florida Department of Transportation, the village maintains the FDOT right-ofway within the incorporated boundaries of Islamorada.

ohn Whalton of the lightship Florida was anchored at Turtle Bay to mark the treacherous tract of coral known as Carysfort Reef.

During the Seminole War, on Sunday, June 25, 1837, Whalton and four of his crew came ashore at Key Largo where he maintained a garden. On this day, they had not come to pick ripe fruits or vegetables. According to a letter written in Key West and reprinted in New York’s The Plaindealer on July 15, 1837, “Captain John Whalton, with his crew of four men, left the light ship for the purpose of procuring wood on Key Largo, a distance of about six miles, at which place he had cultivated a garden for some years past. The Indians, six in number, seeing them unarmed, secreted themselves behind some bushes and barrels on the shore, waited deliberately until they landed, at which point they fired and killed Captain Whalton. The men next to him gave the alarm, and the four men ran for the boat, three of whom succeeded in getting on board; the other man was shot down in the water.”

he 2019 Afro Roots Fest concludes at MM 102 in Key Largo on Saturday, June 29. For the first time ever, the music festival will team up with local favorite Arthur’s Caribbean Kitchen, which will create a special menu presenting a taste of international cuisines from Africa to the Caribbean.

The event will also offer craft beer tastings

by South Florida standouts The TANK Brewing Company and Florida Keys Brewing Company, in addition to live music by Elastic Bond, JUke, the Nag Champayons, plus the DJ Le Spam VW Bus Experience.

Also, there will be a variety of arts and craft vendors, plus a Moksha Virtual Reality Gallery curated by the Moksha Arts Collective.

The festival will kick off at 3 p.m. at the Murray Nelson Cultural Center, located at 102050 Overseas Hwy, Key Largo. 33037. All ages are welcome. Admission is free, with a $10 suggested donation.

The event is being made possible with the support of the Monroe County Tourist Development Council, the Community Foundation of the Florida Keys, and the Friends of Key Largo Cultural Center.

Children can learn about FWC, safety On Monday, July 1, at 1 p.m., at Islamorada Library, Lieutenant Liz Lyne of the Florida Fish and Wildlife Conservation Commission will give a presentation geared toward children.

She'll discuss the role of the agency in the Florida Keys as well as give safety tips. This program is free and part of Islamorada Library's 2019 Summer Reading Program for Children, "A Universe of Stories."

Alzheimer’s health conference in Key Largo Monroe County Social Services will be hosting an Alzheimer’s Disease Initiative mental health conference on Friday, June 28, from 10 a.m. to 2:30 p.m. at Murray Nelson Government Center in Key Largo. The focus will be on health issues for patients with Alzheimer's Disease and their caregivers.

The conference is designed to provide knowledge, skills and methods of coping to family caregivers, professionals and others involved in the care of individuals with Alzheimer’s Disease and other memory disorders. Topics will include mental health problems in Alzheimer's Disease, the mental health of the caregiver, managing problem behaviors and more.

The conference is sponsored by The University of Miami Health System, in collaboration with the state Department of Elder Affairs, Alliance for Aging, and Monroe County Social Services.

Carruthers recognized for county advocacy Monroe County Commissioner Heather Carruthers was recognized by the Florida Association of Counties (FAC) as a Presidential Advocate for her work during the 2019 legislative session. Carruthers received the designation during an awards ceremony held at the FAC annual conference in Orlando recently.

“FAC’s work on issues related to NFIP, water quality, Everglades restoration and more have a great benefit for the Florida Keys,” said Carruthers, who has served on the board and several policy committees. “It’s wonderful to know that our voice is heard on this statewide, and even federal, platform.”

The FAC Presidential Advocate recognition is given to county commissioners who have shown exceptional leadership in advocating with FAC during the 2019 session to advance the counties’ legislative agenda.

Cleanup planned at Sea Oats Beach FIU’s Center for Coastal Oceans Research and the Florida Keys National Marine Sanctuary will hold a cleanup of Sea Oats Beach in Islamorada on Saturday, July 13 from 8:30 a.m. to 12:30 p.m. The cleanup is part of the Goal: Clean Seas Florida Keys program.

Sea turtle nesting season is well underway. Loggerhead turtles are using sea oats as a nesting beach and the goal is to make sure it is clean.

Florida Keys Brewing Co. will be providing a voucher for a free beer at the brewery after the cleanup to all participants who are 21 and over.

Permit, contactor and code search interface launched The Monroe County Building Department introduced MCeSearch, a new program that allows the public to review status and information on permits, search local licensed contractors, see code compliance cases, and review property information for unincorporated Monroe County. The website is a single point access search tool for permits, licenses, and code compliance cases and will replace the eGovPLUS website.

“The new system is a more stable application and provides a better user experience,” said Ed Koconis, Monroe County Building Administrative Director. “Since the previous application is very similar to MCeSearch, we do not expect issues for the user in migration.”

Permit and code compliance searches can be done by the owner’s name, address of property, permit or case numbers, real estate numbers, or inspector. Contractors can be found in a general “all” search, or by company name, category, license numbers, or contractor ID. To transition, eGovPLUS will still be available until June 30. STATE MONEY FOR CLEANUP, WORKFORCE HOUSING Governor visits Keys again SARA MATTHIS

n June 20, Gov. Ron DeSantis arrived in Marathon to make two important announcements: $21 million in debris removal reimbursement for Monroe County, and a new $35 million program to build affordable or workforce housing in the Florida Keys.

“Oh, and I also visited the prayer wall in Israel recently. I prayed for no hurricanes!” he said, to the applause of the audience at Marathon City Hall.

“Jared Moskowitz of our Florida Division of Emergency Management deserves much of the credit. He has a system that is much more efficient and effective, especially for smaller communities that need reimbursements.

They don’t have multibillion-dollar budgets that they are working off of,” DeSantis said of the debris removal money.

When he announced the money last week, DeSantis said it should be in the county’s bank account this week.

On June 26, the county confirmed it’s expected by July 3.

The City of Marathon spent some $13 million on debris removal after Hurricane Irma, and has estimated permanent repair costs of $14.4 million. It has been reimbursed about $414,000.

Economic Opportunity and the Florida Housing Finance Corporation. Statewide, the program has $140 million in funding, $35 million of which will be available to the Keys. Of that $35 million, $10 million has been set aside for land acquisition and the other $25 million will be for building housing.

Developers submitting plans to the Florida Housing Finance Corporation isn’t new; what is new is the source of the funds — Community Development Block Grant funds from the federal Department of Housing and Urban Development (HUD).

“Florida Housing Finance Corporation will launch a competitive application cycle beginning with Monroe County, allowing housing developers and public housing authorities with experience in this field to apply for funding,” DeSantis said.

Developers will submit plans and top-ranking projects will be selected.

Usually, the Florida Housing Finance Corporation acts like a bank by giving out loans. This program is slightly different, according to Juanita Jones, the county’s housing recovery administrator.

“It will be treated as a grant with a 20-year forgivable term,” she said. “The priority applicants for the funding are the local governments, public housing authorities, land authorities, community land trusts, and 100% non-profit

organizations.” Jones said for-profit developers can earn a second priority rank if they partner with one of the aforementioned groups, or third place if they submit alone.

“The CDBG disaster recovery funding will be paired with other resources to help rebuild rental housing stock in the Florida Keys and other areas of Florida hard hit by this widespread storm,” said Florida Housing Executive Director Trey Price.

According to state officials, in the six months he’s been in office, the governor has handed out $550 million in state and federal dollars for hurricane response and recovery.

“We are laser focused on response, logistics and learning the capabilities of all 67 counties when it comes to hurricanes,” said Moskowitz.

The announcement was attended by other Keys leaders including Monroe County Sheriff Rick Ramsay, Monroe County Mayor Sylvia Murphy, Monroe County Councilwoman Michelle Coldiron, County Administrator Roman Gastesi, Marathon Mayor John Bartus, Marathon City Manager Chuck Lindsey, and Baptist Health’s Rick Freeburg.

“The governor’s actions demonstrate that he listens and cares about the concerns of the Florida Keys,” said Coldiron.

Since taking office, Gov. DeSantis has announced big plans for Everglades restoration, an ambitious plan to clean up all the canals in the Keys, and now a boost for affordable and workforce housing.

t’s Rowell’s Park reimagined: Community members came out to the Murray Nelson Government Center on June 24 to get a look at the latest conceptual plan for the park, located at MM 104.5, bayside.

The plan for the 8-acre park, shown during the informal meeting, includes a number of improvements and features that community members suggested during a public input gathering held on April 15. Notable amenities include a dog park, a splash pad for kids to enjoy on a hot day, a nautical-themed playground, a fitness zone and a walking, nature path.

“We heard a lot about splash pads,” said Jack Kardys, who’s helping the county develop the park. “We also heard a lot from folks about dogs.”

Near the water, the plan shows a swimming area with zerodepth entry, non-motorized boating access and docking, kayak and paddle launches, a fishing area and public boat slips.

Restrooms are also shown within the plan, with one located toward the front of the park inside the park office and another by the water. As for parking, there are 113 spaces available with another 100 available by the dog park that can be used for overflow during events.

Following a brief presentation from Kardys, residents had the chance to chime in with their thoughts. Many were pleased with the updated plan, and some had additional suggestions that included the idea of a living reef for those learning to snorkel in the deeper swimming area.

John Stuart, who’s a Rotary Club of Key Largo member, expressed his excitement and noted “everyone has done a great job with compromise.”

Dottie Moses, president of the Key Largo Federation of Homeowner Associations, said she’s pleased so many ideas were incorporated.

“Personally, I’ve been an advocate for a shaded plant walkway and some little signs that talk about nature, the sanctuary and the Everglades,” she said.

This Rowell’s Waterfront Park conceptual plan was unveiled during a June 24 meeting at the Murray Nelson Government Center. The plan was formulated with input gathered from residents from an April 15 meeting. Amenities include a dog park, an event lawn, 100-plus parking spaces, a swimming area and non-motorized boat access and docking. CONTRIBUTED

Questions from the public included a timeline for improvements, park fees for noncounty residents and avoiding the situation seen at the Fills. Kevin Wilson, assistant county administrator, said the Fills doesn’t have a local owner, where Rowells does. The design shows a park pay station/pay booth to charge nonresidents. The park will remain free to local residents. Two full-time employees will also be at the park to ensure appropriate management and rules enforcement. As for a timeline, Wilson said there isn’t one yet.

“Like anything else, it functions on how fast we can permit and fund it,” he said. “That’s why we’re starting now. We started with a rough, passive park. We’ve cleaned it up, at least the lower part. We’ll do more things as we can.”

Just recently, Monroe County Public Works added 70 pallets of grass, 60 buttonwoods and 30 parking spaces near the park.

he importance of high quality drinking water cannot be overstated and the Florida Keys Aqueduct Authority (FKAA) wants to make sure its customers are informed about their water.

The FKAA’s annual water quality report provides information about where the water comes from, how it is treated and the FKAA’s compliance with regulatory requirements. This report, also referred to as the Consumer Confidence Report, is published each year as mandated by the United States Environmental Protection Agency.

The FKAA report shows its water supply continues to meet or surpass all regulatory standards. The report is at www.fkaa.com/ WaterQualityReport2018.htm) or any FKAA customer service office.

While the report provides a tremendous amount of information, the FKAA encourages customers to contact its professional water quality staff any time they have questions about their drinking water.

SWIM TO ALLIGATOR Hundreds expected for September event

A

s many as 460 solo and relay-team open-ocean swimmers will attempt to conquer the annual Swim for Alligator Lighthouse Saturday, Sept. 14, a unique endurance challenge in Atlantic Ocean waters off Islamorada.

Individuals and two-, threeand four-person teams must complete the 8-mile round-trip course in less than eight hours. To compete as an individual, a participant must show proof of completing a prior 1,650-meter or 1-mile swim in 35 minutes or less.

Officially sanctioned by the World Open Water Swimming Association, the event features an in-water start and beach finish at the host hotel, Amara Cay Resort at MM 80.5 oceanside.

Awards will be given for firstthrough fifth-place solo and relayteam finishers in male, female and mixed divisions. All successful participants receive a finisher medal and souvenir towel.

Early-bird check-in and packet pickup is set for 4 to 6 p.m. Thursday, Sept. 12, at Amara Cay. A meet-up social is planned for 6 to 9 p.m. at Florida Keys Brewing Co. at 200 Morada Way. Participants also can check in Friday, Sept. 13, from 10 a.m. to 7 p.m. at Amara Cay. Saturday, wave starts for swimmers will begin by 7:45 a.m.

All swimmers must exit the water by 3:30 p.m. An awards ceremony with dinner begins at 6 p.m. at Amara Cay. Entry fee is $210 for solo swimmers and individuals must provide their safety-kayaker information to race officials by July 15. Fees are $190 per person for a two-person team, $170 per person for a three-person team and $150 per swimmer on four-person relay teams. Online registration is available, and the field will be capped at 460 swimmers, according to race officials.

he Boy Scouts of America were created 109 years ago.

Tonight, the first all-female Cub Scout den in the Keys will cross over to become Scouts BSA,” says Kathleen Pegues to a room of eager cub scouts and their families. “It’s taken 109 years for you ladies to be sitting here, 109 years for girls to join the Boy Scouts. I think when you get older, you’ll realize how important this is.”

Pegues and her daughter Lilly formed the all-female Cub Scout Pack 914 in September 2018. Since then, the pack, who call themselves the Timberwolves, have grown together

and excelled in their new scouting world. Last week, four of the girls officially earned the “Arrow of Light” rank, the highest award in Cub Scouting, and Cub Scout Pack 914 officially graduated to Troop 914.

Pegues adds, “These girls are the first females in the Keys and some of the first in the entire country to crossover. Talk about being poised for greatness and filling a need for this community!” From the audience, one of Pegues’ Cub Scouts jokes, “Can I put that on my resume?”

The Arrow of Light award was not open to females until 2019, and the four Timberwolves are the first girls in the Keys to ever earn the rank. They did it in record time. The girls completed both the Webelo rank and the Arrow of Light Award in a single scouting year, an accomplishment that usually double that.

Leanne Rutten, the committee chair for Troop 914 said “The girls took off like a comet. If there was a way to launch a comet out of a starting gate, they’d do it. They’re as eager as you can be.”

Mike Piekenbrock, the District Executive for the Buccaneer District of the Boy Scouts of America, adds, “This is all pretty historic.”

The crossover ceremony was held in San Pedro Church in Islamorada, the troop’s Charter Organization. To kick off festivities, family members of each Timberwolf take a flaming arrow and address their Scout. “I’m proud how you’ve grown through compromise,” says scout mom Cherie Dimond to her daughter, Mallory Hughes, 10, as she lights her candle.

The Scouts are now ready to cross over.

Presenting each cub scout with her own arrow, Pegues says, “Before you, you see the Arrow of Light. This has special meaning…. Notice the seven rays of the sun [that] represent wisdom, courage, self-control, justice, faith, hope, and love. They will remind you to do your best every day as you follow the arrow that leads you to boy scouting.”

While the girls are most excited to continue onto bigger scout adventures like horseback riding and mountain climbing, parents and scout leaders highlight deeper importance of the moment. For Rutten, who grew up camping alongside her dad’s Boy Scout troop but never was integrated, said watching Troop 914 cross over is very fulfilling and rewarding. “The inclusivity now is great. Little girls like I was and all these girls are there anyways. Now, they can participate as a family.” Pegues shares a similar motivation for starting the troop: “Lilly was always a “tag-along” to her big brother, Aiden, and his Cub Scout pack. She worked alongside him but was never formally recognized or awarded simply because she was a female.

There were about 15 other young girls ages 7-11 who also camped, hiked, fished, and performed community service with the Boy Scouts.

They were always unofficial but had every bit of scout spirit that the boys had.”

Pegues continues, “People have been pushing for “family scouting” style for many years.

The Boy Scouts of America took the very brave and very timely step of opening programming up to females in 2019. As soon as Lilly heard that females could join, she wrote a letter to Michael Surbaugh, the national Boy Scout Executive Director.” Surbaugh answered, promising that the Boy Scouts were indeed inviting girls into scouting with open arms and equal programming and adventures.

Scouts BSA programming focuses on character development, leadership, and outdoorsmanship. Paula Wittke notes the benefits she’s seen for her daughter Calista Wittke, 12, and the other Timberwolves: “They’ve grown so much at leadership and helping each other.

I’m most excited to see them continue to have that support of one another.” Calista, hugging a fellow Scout tightly, adds, “I just fell in love with Boy Scouts. I love it so much -- more than any other outside of school activity.”

“I have a feeling the Scouts will look back on these experiences and be in awe at what they were on the frontier of in terms of equality,” Pegues said to close the ceremony. “At a time when women are often under attack, for girls to take control and empower themselves, it’s still a great time to be alive.”

ADDRESSING FILLS Multi-agency meeting seeks solutions JIM McCARTHY

mid elevated concerns surrouding Indian Key Fill, multiple state agencies convened with Sheriff Rick Ramsay and village officials at the Roth Building on June 21 to discuss a path forward.

Indian Key Fill, which connects Upper and Lower Matecumbe Keys, is an area where many day-trippers come to pitch tents, barbecue and enjoy the day. The boat ramp is also a popular spot as boaters can launch at no cost. Property and the ramp are owned by the state.

But during holidays and weekends, the area is left trashed, with garbage and debris along the shoreline and in the water. It’s leaving many locals upset and disgusted, and look no further than response to videos posted on Facebook this past weekend of a man defecating and another of a man DJing.

The June 21 meeting, organized by Ramsay, began with acknowledgement that the Fills cannot be closed to the public. The area, however, has become a traffic safety issue with accidents. Ramsay stated his priorities of reducing the speed limit to 45 mph, creating no-left-turn and no-passing zones through the area, to which FDOT District 6 Secretary James Wolfe was responsive.

“I’ve been saying for a while, and to this day, that the 3-mile stretch should be 45 mph,” Ramsay said. “There’s so much traffic and congestion and so many people pulling on and off the roads. We’ve got fishing bridges and people camping out. There’s so much distracted driving.”

Overall, Islamorada Mayor Deb Gillis said the meeting was positive in the sense that multiple agencies were in the room to discuss improvements and solutions: the Florida Department of Transportation, Fish and Wildlife, Department of Environmental Protection, National Park Service, Florida Highway Patrol, State Attorney Dennis Ward, Village Manager Seth Lawless, Village Attorney Roget Bryan, Village Public Works Director A.J. Engelmeyer and Sara Craven, district director for state Rep. Holly Raschein.

“Everybody was on board with trying to make improvements,” Gillis said. “Secretary Wolfe made some commitments as soon as possible fixing stuff for us. There’s shortterm and long-term goals on this issue.”

Also attending was Keys homeowner and Lt. Gov. Jeanette Nuñez. She said she was glad to be invited by the sheriff to

participate and understand the situation. Nuñez said it’s a multi-faceted problem with public health, public safety and quality of life concerns.

“I left understanding that it’s not an easy fix, but there was resolve of all the different players there,” she said. “What was most productive was allowing for a reset of the situation, because there’s been no progress to date.”

Wolfe made several commitments to improve safety along the Fills, including installing barriers at the eroded section of the bike path on the oceanside of Lignumvitae Key near the south end of the Fills. Wolfe also confirmed that FDOT would consider leasing the land to Islamorada and would install no-parking signs at locations to be designated in a detailed plan for the area. The detailed plan would need to be provided by the village with the lease application. In addition, Gillis says she’s committed to putting more trash receptacles and providing porta potties during the remaining holidays this season.

MEETING GATHERS PUBLIC INPUT ON FILLS On June 18, the village council called a special meeting to gather public input on solutions and improvements for Indian Key Fill. The nearly two-hour meeting at Founders Park Community Center saw a packed room with many local residents rising to express their frustration and recommending some changes to curb the mayhem and mess.

Residents’ suggestions ranged from paid parking and paid launching to no-passing zones and a barrier to prevent left-hand turns. Others suggested the village secure a lease with FDOT to maintain the property, or having FDOT fence off the area until a plan’s in place.

Following input from residents, council members chimed in to provide their thoughts. Councilman Ken Davis, who called for the special meeting, said he believes in paid parking.

“We asked for a special meeting not just to hear from you guys, but that you guys could know that this is a big concern to us and that we can let you know what we’re thinking as well,” he said.

And while their ideas varied, council urged residents to email and contact state leaders in Tallahassee about the situation.

“You have to put the pressure on FDOT,” Councilman Jim Mooney said to the crowd. “When you do write emails and send letters to the officials above us at the

state level, make sure you let them know they need to be responsible for the shorelines. I’m telling you it’s a $30-40 million job right now, thus that’s why they’re not doing anything anyway.”

Councilwoman Cheryl Meads says she’d like to see temporary fence until there’s a solution in place.

“I don’t want any more of this,” she said. “I’ve had enough. I look at those pictures and get so mad.”

COUNCIL TO DISCUSS ABANDONING MAINTENANCE AGREEMENT The Indian Key Fills has become a fiscal burden to the village and its taxpayers, and Councilman Ken Davis said it shouldn’t be any longer. Davis says the state pays $54,000 a year to maintain the roadways of U.S. 1 through Islamorada while the village foots the rest — $300,000 to $400,000.

Davis says he will request an addition be made to the agenda of the June 27 meeting to discuss abandoning the maintenance agreement with the state regarding the Fills. This would be effective immediately and allow the state a full week to prepare for the upcoming July 4th weekend. If abandoned, the village would no longer maintain the state-owned property. Instead, it would be up to the state and FDOT. “This has been a financial burden to the taxpayers and citizens of Islamorada to continue to maintain that property owned and managed by the state. Why should residents continue to pay? Let the state bear the financial burden,” Davis said. “When we’ve asked for a lease, they’ve stalled for months. They came to the table during the meeting Friday and said ‘Yes, we’ll consider it, but you need to come up with a master plan, and if we like it we’ll lease.’”

VIce Mayor Mike Forster wrote a letter to DOT Secretary Kevin Thibault expressing concern over the state’s lack of management and maintenance at the Fills. In his letter, Forster notes that a 2014 comprehensive plan was conducted by FDOT that included community input from several noticed workshops. That plan ended up being shelved. Forster also said FWC showed plans for a new boat ramp and 40-foot dock that council agreed to, but money was never appropriated.

Forster said he had a productive conference call with Wolfe, DEP and the Park Service on Wednesday, and he plans to add another option to the table for deliberation during the meeting.

“We are better together, there is magic in the middle,” Forster said. “I’m asking for mitigating and compromise in helping us help ourselves.”

The state’s Bright Futures scholarships are funded by the Florida Lottery, dating back to 1997. According to the state, the Lottery has contributed more than $5 billion to send over 800,000 students to college since its inception.

To qualify for any of the Bright Futures scholarships, students must be a “B” student or better. According to the Bright Futures’ own statistics, just 22% of Florida high school students are eligible.

Does it cover everything? Nope. When it comes to attending college or university, there are tons of add-ons such as dorm fees, meal plans, books, technology fees, parking passes, athletic fees, buses, etc.

There are many requirements, of course, for KEEPING the Bright Futures scholarships like taking enough course hours and maintaining a B grade point average.

The eligibility and funding for the program lies in the hands of elected politicians, a.k.a. state legislators. This year, legislators made the Bright Future standards higher for students graduating in 2021 and beyond. The new SAT requirements have been upped to 1330 and 1200 for the Academic and Medallion scholarships, respectively.

In 2019, as there were last time SAT requirements were raised in 2011, there are concerns that students of color are disproportionately affected. A more likely explanation, however, is twofold — changes to the SAT in 2016 that changed penalties for wrong answers and resulted in rising scores nationwide. And, probably much more important at the local level — the 10% increase in students winning FAS scholarships in 2018, over the number who qualified in 2017. There is no indication that the Bright Futures scholarship program will take into account the new roll out of SAT scoring called the “Adversity Score” or “Environmental Context Dashboard” in which students will be given a score that will reflect factors such as average class size, percentage of students who qualify for free or subsidized lunches, or median family income.

So, is college tuition free for EVERYBODY in Florida? Well, no. As you can see, Bright Future scholarships are merit-based scholarships.

And while those measurements can be flawed, I think it’s still the “cleanest” measure. Bright Futures scholarships reward hard work.

Frankly, both the program and the students who qualify deserve recognition.

wenty-one months after Hurricane Irma, the funds are in place to begin restoring the losses of commercial fishermen in the Keys. The Florida Wildlife Commission has $44.6 million that will be available for marine fisheries assistance.

The first step, according to the state agency, is for commercial fishermen to register in two places: • To be eligible to receive a payment under this program, fishermen must be a registered vendor in the state’s purchasing program. File an active W-9 at flvendor.myflorida.com • Second, login to the FWC’s commercial licensing system (search “FWC CSL online”) to verify or update address, phone number and e-mail.

Commercial fishermen — from coastal counties in Florida from Dixie County to Monroe County on the west coast and Nassau County to Miami-Dade County on the east coast — are urged to complete these steps by July 10, 2019.

“These funds are desperately needed. The fishermen of the Keys were hard hit by Hurricane Irma,” said Bill Kelly, head of the Florida Keys Commercial Fishermen Association.

According to officials, the first to be assisted will be lobster trap certificate holders who lost gear in the storm. Kelly served on the board with state officials as well as Jerry Sansom, the mainland executive director of the Organized Fishermen of Florida, and Bob Jones of the Southeast Fisheries Association.

“The lost gear is fairly easy to compute,” Kelly said. According to estimates, there are 465,000 lobster traps in Florida, and about 350,000 of those are fished in Monroe County or adjacent waters. Kelly said he estimates about 160,000 traps were lost. Although it depends on how many trap certificate holders apply for assistance, Kelly said they would be paid about $8 or $8.50 per trap. (A new trap costs about $40 for trap, line and buoy.)

The $44.6 million has been divided into categories: • $13.8 million for commercial fishermen with saltwater product licenses.

• $12.9 million for wholesale dealers and fish houses.

• $3.1 million for cleanups.

• $14.8 million for charter fishermen, repairs to public boat ramps, fishing piers, etc.

The funds for the charter fishermen are a welcome addition, as early incarnations of the spending plan did not include them.

Greg Eklund, president of the Islamorada Charter Boat Association, said that’s good news.

“This is good for everybody’s business that survived the aftermath of Hurricane Irma,” he said.

“This allows the members of the association to recover. Post-storm, we gathered funds among ourselves to keep a few of the guys in business.”

After the gear replacement part of the program is launched, the next group to be addressed will be the spiny lobster fishermen and fin fishermen. Refunds for commercial fishermen will be based on comparisons of reported landings pre- and post-storm, as recorded in the FWC’s trip ticket system.

yeing a juicy burger with some fries and a thick Guinness milkshake? Stop into MEAT — Meat Eatery & Taproom — in Islamorada for a burger that was voted the best in Florida, or for some craft beers, a sandwich, wings or some other cool, crafty foods.

July 19 will mark the eatery and taproom’s seventh anniversary. MEAT is run by Thomas Smith and chef George Patti, who previously ran the popular Tasters Grill at Tavernier Towne that was a top-rated restaurant for five years.

Smith said a couple years after opening Tasters, they saw some space available at MM 88 on the oceanside.

“We had an idea to do a concept of meats like bacon, pork, sausages and making our own condiments,” Smith said. “When we opened here, the burgers took off for us, especially the Inside-Out Juicy Lucy burger. The restaurant really wasn’t associated with burgers in the beginning, but it put us on the map.”

“The second year we were open, we were named top 5 burger restaurant in the country by Trip Advisor,” Smith continued. “The following year, we were named top burger

by Thrillist.”

With its English pub-style dining room, Smith said, the MEAT concept is the future of faster food. At the time they opened, Smith said, fast casual joints were gaining more recognition as original fast-food establishments were declining.

“We think people want a tastier, fresher product. They want it fast, but it doesn’t have to be fast food,” he said.

“People come up and order with the bartender and they take care of you from there. We have a great staff who takes care of our guests.”

Some of the MEAT favorites include the Inside-Out Juicy Lucy burger, which is stuffed with pimento cheese and topped with American cheese; house smoked chicken wings topped with a honey chipotle barbecue and blue cheese crumbles; and the award-winning fish dip with tortilla chips, celery and cucumber. If you’re stopping into MEAT for the first time, you won’t go wrong ordering the Juicy Lucy. It’s a pimento cheese and bacon stuffed Angus burger that’s topped with American cheese, lettuce and tomato and served with French fries. Juicy on the inside, the burger lives up to the hype. And don’t forget to throw on some of MEAT’s homemade condiments.

Along with burgers, MEAT also offers up some saucy, delicious house-smoked chicken wings. Featured on “Diners, Drive Ins and Dives,” the wings are topped with a honey chipotle barbecue and blue cheese crumbles. The wings have received recognition at South Florida Wings Fest for best wing and best sauce.

MEAT’s menu also features smoked fish dip, house-made pork rinds, Carolina pulled pork sandwich and salads, to name a few.

“We make our hummus in house, and even our fish dip has won for best in the Keys,” Smith said. “We do things that people don’t associate with burgers. We cater to everybody.”

Milkshakes, ice cream and bread puddings are also served up.

Smith says they’ll be making cakes in a jar again soon.

THE FIRST KEY LIME FESTIVAL

The festival included a Key Lime Queen and four princesses.

T

he Key lime has inspired intimate celebrations in the Florida Keys for almost two centuries, but it wasn’t until 1953 that the Upper Keys Chamber of Commerce David Sloan launched The Upper Keys Lime Festival and enlisted our dear citrus to “promote early tourism and prove that there are things to do in the Upper Keys besides fish, swim, relax and eat Key lime pie.”

According to articles published in The Miami News, the first lime festival kicked off Dec. 5, 1953, with Chamber of Commerce President Harry Harris introducing former U.S. Sen. Claude Pepper and Florida’s Secretary of State R. A. Gray during a ceremony at Indian Key Fill. A giant fish fry followed— priced at just 75 cents—where crowds were entertained by a water parade of 100 decorated pleasure, commercial, and charter fishing boats. Local “youngsters” held water skiing exhibitions under the direction of John Woodruff that afternoon, kicking the eightday event into high gear.

The festival was a celebration of people and included an entire day dedicated to the Seminole and Calusa tribes of the Keys.

Day two started with memorial ceremonies honoring those who died exploring and developing our island chain during which Navy Chaplain R.C. Tindall presented a choir from the Key West Navy base, and the Fleet Sonar School Band played. A second fish fry was held on the second day of the festival and, with an eye to the future, 19-year-old Dorothy Albury was crowned Key Lime Festival Queen. Dorothy reigned over the events with her four princesses, Carolyn

Smith, Babs Kaufman, Jackie Sweeting and Jo-Anne Byrum. Photos of the Key lime royalty appeared in newspapers from Texas to Pennsylvania, sending a nice reminder to the outside world that the Florida Keys were rich with beauty and tropical flavor.

Day three kicked off with a third fish fry, and later in the week everyone celebrated Conch Chowder Day with real Keys conch chowder prepared by Sid and Roxie Siderius of The Green Turtle Inn, served by “King Conch” Johnny Russell. Key lime pies-aplenty were served all festival long, and Arthur Godfrey Day saw final judging of the Key Lime Pie Baking Contest created to find the best Key lime pie baker in South Florida.

Finalists included Marguerite Carrero, Alice Bartelt, Helen Trandel, Marie Price, Bessie Bland and Elizabeth Curry.

When attendees were not busy eating at a fish fry or sampling Key lime pie, they enjoyed tours of the lime groves and introductions to other plants and flowers growing in the Keys. These tours were organized

by Helen Cunningham and the Key Largo Garden Club. Our magnificent wildlife was showcased too, with the Audubon Society conducting four tours a day and allowing participants to view “the many beautiful birds in full plumage,” including roseate spoonbills.

Things got a little crazy with a bridge and canasta tournament hosted at the Elks Club on Windley Key mid-festival. There was also an open house at the electricity generating plant in Tavernier, and the new Navy water pumping station was shown off. Ed Tommerlin took charge of a swimming party for school children at Plantation Yacht Harbor.

hosted a one-day fishing tournament with prizes for the biggest barracuda and snapper.

Of course the tart and juicy Key lime was the main attraction and took a staring role.

George Sawyer, Jerry Mills and the Tavernier Fire Department staged Lime Follies and the eight-day celebration ended with the Lime Festival Ball and another fish fry. An abbreviated second annual Upper Keys Lime Festival was held the following year but, for reasons unknown to me, the Upper Keys Chamber appears to have dropped the concept. Perhaps they had bigger fish to fry.

Whatever the case, the next 58 years of citrus celebrations became more intimate once again until 2012 when Marky Pierson and I launched The Key West Key Lime Festival at the suggestion of our friend Carol Shaughnessy.

Today’s festival is much different than the original, but the spirit remains unchanged. Now we drop pies from the top of the Key West Lighthouse and pie-baking contests have become pie-eating contests.

New events like the Key Lime Pie Hop, Key Lime Cocktail Sip & Stroll and Key Lime Scavenger Hunt have become festival favorites for a new generation. Though it doesn’t have a fish fry, it remains a celebration of the people, the culture, the citrus and the eccentrics who now, and always, have made the Florida Keys one of the finest places in the world. “W

hen horseshoe crabs mate, they hold onto each other for up to two weeks. It’s a big ocean out there, and if you find someone you like, you might not find them again. So you hang on tight,” said Shelly Krueger at Coral Restoration Foundation’s monthly Sips & Science event. “They don’t eat this entire time. That’s a big sacrifice.”

Krueger, a marine biologist and the Florida Sea Grant agent in Monroe County for the University of Florida IFAS Extension, speaks to potential citizen-scientists and interested locals, drumming up interest in these unique animals. Horseshoe crabs are arthropods more closely related to ticks and spiders than to actual crabs. They’ve remained virtually unchanged for 200 million years, and possibly longer. “They’re living fossils,” she said.

Horseshoe crab eggs and small hatchlings serve as a critical food source for many shorebirds and migratory birds, as well as for other animals in the estuarine food web. “They’re also like worms in your garden,” says Krueger. “As they dig, they move stuff all around.”

The crabs also serve a vital function to society: their blood is copperbased and reacts to gram-negative bacteria. What this means is that horseshoe crab blood can indicate if pharmaceutical products and medical devices are contaminated with endotoxins, bacterial substances that are potentially fatal to humans. “It’s the standard for testing all injectables,” said Krueger.

So there’s interest in the viability of their populations. The horseshoe crab harvest is closely managed where known populations exist.

“Researchers collect horseshoe crabs alive, bleed them one-third to one-half, and return them to the water.

It’s sustainable in that they collect horseshoe crabs alive and return them alive.” Krueger said. “Florida is the big question mark. We don’t really know how many horseshoe crabs we have here in Florida, and we haven’t found any nesting beaches in the Keys.”

Krueger and collaborators at the Florida Fish & Wildlife Conservation Commission (FWC) are conducting a five-year study of horseshoe crabs in the Keys. The researchers hope to locate at least two nesting beaches and to set up permanent transects there.

return every spring and fall to tag, sex, weigh and measure adult horseshoe crabs and to look for previously tagged individuals. Two years into the study, the researchers have yet to identify any beaches.

“We currently have no idea how many horseshoe crabs are present in the Keys. Without knowing what the initial population is, we can’t determine if the population is stable, growing, or declining. Without population, it is very hard to make management and

conservation decisions,” said Berlynna Heres of the FWC. To fill in this data gap, the researchers launched the Florida Horseshoe Crab Watch Program, a citizen-science program, in 2015. They expanded the program to Monroe County in 2017. At her talk, Krueger seeks help: “We’re asking people to keep an eye out. We’re looking for nesting beaches. Many small horseshoe crabs and many tiny molts might indicate that they were hatched nearby.” Heres said. “The babies can travel large distances, but most don’t. So, if you’re seeing a lot of juveniles, you are probably close to a nesting beach.”

After Krueger’s talk, local boat captain Rachel Crane and avid diver Bob Murray ran up. “I’d love to volunteer,” said Murray.

“We both know a beach with hundreds and hundreds of these little guys,” said Crane. “They’re about an inch big and right at the bird sanctuary, right behind the salt ponds.”

Murray said, “My wife and I were kayaking and I saw them a week ago.

I’ve always got my face in the water, and I’ve never seen anything like this before.”

Krueger asked Murray to email her pictures he and his wife, Barbara Overton, took of the tiny horseshoe crabs and to report all sightings on the FWC Reporter phone application. “This is the best way to help out; this way someone from our team can follow up,” said Krueger.

“I’m the only FWC employee who is focused on horseshoe crabs in the whole state,” said Heres. “I could not possibly survey all nesting beaches by myself, especially when they all spawn on roughly the same days. So you can imagine how valuable citizen scientists are to the Florida Horseshoe Crab Watch program.”

eef Environmental Education Foundation and MarineLab Environmental Education Center partnered to host a Citizen Science Saturday Seagrass Monitoring Workshop hosted at both nonprofits. MarineLab staff presented at REEF about seagrass ecosystems — why they matter and what's threatening them. Everyone then hopped north to MarineLab to conduct seagrass monitoring surveys at Scott's Channel, where MarineLab is monitoring seagrass bed cover after a deep channel was dredged. The day was capped with a seagrass data analysis workshop. Data collected from the event is compared to staff data to help validate findings. elebrating freedom since July 4, 1776. Independence Day, the federal holiday commemorating the Declaration of Independence of the U.S., means fireworks, parades, barbecues, baseball games, picnics and ceremonies to celebrate the nation’s history and traditions. Here in the Upper Keys, there’s plenty for families and children to enjoy this Fourth of July holiday, so get out and enjoy.

KEY LARGO 4th of JULY PARADE & PICNIC Key Largo will hold its 44th annual 4th of July Parade & Picnic, presented by the Key Largo Chamber of Commerce.

The parade, which kicks off at 10 a.m., can be seen from MM 98-100. Grand marshal is Captain Spencer Slate, of Capt. Slate’s Scuba Adventures Dive Center, and this year’s parade theme is “Honoring our Ecosystem.” Awards will be given out for most patriotic, best theme, best business and most beautiful. Following the parade, a picnic will be held at Key Largo Community Park, MM 100 behind Walgreens, from 10:30 a.m. to 12:30 p.m. More information at keylargochamber.org or by calling 305-451-1414.

FIREWORKS AT BLACKWATER SOUND A 4th of July fireworks display will shoot off on Blackwater Sound at MM 104, bayside, in Key Largo at 10 p.m. (weather permitting). Best places for viewing include restaurants like Caribbean Club, Sundowners and Senor Frijoles and Marriott Key Largo Bay Resort, all located near MM 104, bayside, Reservations are suggested because seating is limited; contact restaurants directly.

INDEPENDENCE DAY CELEBRATION AT FOUNDERS The Upper Keys Rotary Club is proud to produce the 4th of July Celebration at Founders Park in Islamorada. The festivities, which go from 6 to 10 p.m., will feature entertainment for families and children such as bean bag toss, rock climbing wall and a temporary tattoo booth. The Carousers and Leah Sutter will appear on stage throughout the evening.

An American Apple Pie Contest will be judged at 6:30 p.m. and a patriotic puppy parade will commence at 7:30 p.m. at the Ampitheater stage. Fireworks will light the sky after dark, and it’s something you don’t want to miss.

TOYS FOR TOTS CHRISTMAS IN JULY Florida Keys Toys for Tots will have its Christmas in July on July 4 between 11 a.m. and 4 p.m. Stop by the Oceanview and receive a free toy for the kids to enjoy. You must provide proof of Monroe County residency.

SALUTE TO OUR VETERANS FESTIVAL The Independence Day Weekend Salute to our Veterans Festival will take place Sunday, July 7 at Coconut Cove, located at MM 85, Oceanside, in Islamorada. ‘Stop the Bleed’ boxes close to schools and parks

onroe County Fire Rescue mounted “Stop The Bleed” boxes at 13 locations throughout Monroe County this week in areas close to schools and parks.

The boxes are mounted to utility poles located just outside of the “hot zone” at key locations that can be safely accessed during an emergency. Each mounted box contains 30 stop the bleed kits inside.

Each kit includes a tourniquet, a quick-clot dressing, a Kling bandage, and gloves. The boxes are secured with a combination lock that 9-1-1 dispatchers can give to first responders or trained individuals in an emergency to access the kits.

The program is funded through a Florida Keys Health Ready Coalition grant and supported by the Florida Keys Electric Co-op and Keys Energy Services.

“In this day and age, we need to have an extra stash of critical items located outside of large assemblies throughout the county for those justin-case times,” said Monroe County Fire Rescue Captain Andrea Thompson, who helped coordinate the grant. “To have the resources readily available should an unfortunate event happen where there are mass injuries could mean a matter of life or death for those involved.”

According to Thompson, the second phase of the project will include a “Stop The Bleed” how-to video for the public and hands-on training in the schools. Tourniquet application training is also done during the "Heroes Among Us" CPR and bystander aid training that is offered throughout the year to community members.
