n June 20, Gov. Ron DeSantis arrived in Marathon to make two important announcements: $21 million in debris removal reimbursement for Monroe County, and a new $35 million program to build affordable or workforce housing in the Florida Keys.

“Oh, and I also visited the prayer wall in Israel recently. I prayed for no hurricanes!” he said, to the applause of the audience at Marathon City Hall.

“Jared Moskowitz of our Florida Division of Emergency Management deserves much of the credit. He has a system that is much more efficient and effective, especially for smaller communities that need reimbursements.

They don’t have multibillion-dollar budgets that they are working off of,” DeSantis said of the debris removal money.

When he announced the money last week, DeSantis said it should be in the county’s bank account this week.

On June 26, the county confirmed it’s expected by July 3.

The City of Marathon spent some $13 million on debris removal after Hurricane Irma, and has estimated permanent repair costs of $14.4 million. It has been reimbursed about $414,000.

The program for workforce or affordable housing is a partnership between the state Department of Economic Opportunity and the Florida Housing Finance Corporation. Statewide, the program has $140 million in funding, $35 million of which will be available to the Keys. Of that $35 million, $10 million has been set aside for land acquisition and the other $25 million will be for building housing.

Developers submitting plans to the Florida Housing Finance Corporation isn’t new; what is new is the source of the funds — Community Development Block Grant funds from the federal Department of Housing and Urban Development (HUD).

“Florida Housing Finance Corporation will launch a competitive application cycle beginning with Monroe County, allowing housing developers and public housing authorities with experience in this field to apply for funding,” DeSantis said.

Developers will submit plans and top-ranking projects will be selected.

Usually, the Florida Housing Finance Corporation acts like a bank by giving out loans. This program is slightly different, according to Juanita Jones, the county’s housing recovery administrator.

“It will be treated as a grant with a 20-year forgivable term,” she said. “The priority applicants for the funding are the local governments, public housing authorities, land authorities, community land trusts, and 100% non-profit organizations.” Jones said for-profit developers can earn a second priority rank if they partner with one of

the aforementioned groups, or third place if they submit alone.

“The CDBG disaster recovery funding will be paired with other resources to help rebuild rental housing stock in the Florida Keys and other areas of Florida hard hit by this widespread storm,” said Florida Housing Executive Director Trey Price.

According to state officials, in the six months he’s been in office, the governor has handed out $550 million in state and federal dollars for hurricane response and recovery.

“We are laser focused on response, logistics and learning the capabilities of all 67 counties when it comes to hurricanes,” said Moskowitz.

The announcement was attended by other Keys leaders including Monroe County Sheriff Rick Ramsay, Monroe County Mayor Sylvia Murphy, Monroe County Councilwoman Michelle Coldiron, County Administrator Roman Gastesi, Marathon Mayor John Bartus, Marathon City Manager Chuck Lindsey, and Baptist Health’s Rick Freeburg.

“The governor’s actions demonstrate that he listens and cares about the concerns of the Florida Keys,” said Coldiron.

Since taking office, Gov. DeSantis has announced big plans for Everglades restoration, an ambitious plan to clean up all the canals in the Keys, and now a boost for affordable and workforce housing.

The seat is currently held by Danny Kolhage, who does not intend to seek re-election. Henriquez will run against former Key West Mayor Craig Cates.

Henriquez has been married for 37 years to husband Ralph, head baseball coach at Key West High School. Their son, Ralph Jr., was drafted out of high school by the Houston Astros and now coaches for the Atlanta Braves; daughter Ashley is an attorney in Tampa.

A closer look at the coming FEMA flood maps Editor’s note: This is the second story about potential changes to flood insurance rates based on new FEMA maps. Part 1 appeared on June 20 and is also available at keysweekly.com

“Get flood insurance now. And get an elevation certificate.”

For months now, Monroe County Commissioner Heather Carruthers has been repeating the same mantra about insurance and elevation. Why? Well, officials are telling homeowners who are “naked” now — who have no flood insurance — they can buy a policy to keep insurance rates low before the new FEMA maps are finalized. Drafts of those maps, which the federal agency has been purportedly working on for four years, are expected to be released “soon.”

Flood Insurance Rate Maps (FIRM) were instituted in the Keys in 1975. How it affects homeowners will depend on whether the houses were built pre-FIRM or post-FIRM. And it will affect those homeowners with a mortgage who are required to have flood insurance.

Owners of stilt homes built after 1975 have less to worry about. Although the new FEMA maps may reveal a foot or two difference in base flood elevation, insurance policy costs are not expected to spike; rather they will rise gradually. However, the new FEMA flood maps are of particular interest to owners of pre-FIRM homes.

Pre-FIRM homes with a flood policy are currently subsidized and, in the absence of a certificate of elevation, are charged the highest base rate. (With a certificate of elevation that exceeds the neighborhood’s base flood elevation, however, the homeowner could earn a flood insurance policy rate break.) On average, the cost is $2,900 a year; whether the home is 4 feet above or 4 feet below the base flood elevation, it makes no difference.

So long as the home is continuously insured, the homeowners will pay roughly the same rate.

If, however, the policy lapses, and the homeowners choose to re-insure, they will have their flood policies recalculated using information from the new FEMA maps and they will be much higher. This would also be the case for the new buyers of that lapsed policy home.

How many Keys homes were built pre-FIRM? According to the county, of the approximately 24,000 homes in unincorporated Monroe County, about 6,500 were built before the flood maps were instituted. That means as many as 27% of Keys homes could be built below base flood elevation. Numbers were not available at press time for pre-FIRM homes within the city limits of Key West, Marathon or Islamorada.

The FEMA maps will be based on LIDAR mapping only recently completed in the Keys. And the draft versions are set to be released this summer.

“When the maps come out, I will be standing in line to look at it. I, and the rest of the Keys community, want to know how it will affect us,” said Monroe County Commissioner Heather Carruthers.

The Keys local advocacy group Fair Insurance Rates in Monroe (FIRM) is also fundraising to support a Flood Map Task Force project.

“While FIRM supports updating the flood maps to better understand our risk, it is crucial that the risk is not overstated,” said Mel Montagne, president of FIRM. FIRM and the City of Key West are examining some of that raw data in-house to get an idea of what FEMA might be bringing to the table.

The new FEMA maps won’t just measure base flood elevation, but also “flow,” according to Montagne. Using historical data, for example, experts can evaluate how water flowed through Key West during Hurricane Wilma. Appeals to FEMA’s flood maps likely won’t challenge the base flood elevations, but rather the methodology used to calculate the elevation, or the flow, or some other scientifically verifiable data such as changes to the topography.

Montagne said he also understands there will be a new zone added to the flooding maps. Right now, all Keys homes are located in zone X (out of the flood plain), zone VE (right on the coast), or zone AE (inland). Montagne said he understands that AE Coastal will now be part of the new tier system and will fall on the risk scale between VE and AE. Montagne said he does not believe flood insurance premiums in the Keys will soar immediately.

“I think they will be gradual increases,” he said. “It’s not going to be overnight.”

Real estate agents are watching the process closely.

Neither high risk nor high policies help sell homes, a major component of the Keys’ economy.

“We support FIRM with frequent donations,” said Brian Schmitt of Coldwell Banker Schmitt Real Estate Company. “I feel Realtors are the watchdogs on this. And Heather Carruthers is doing a great job leading with the county. Her deep knowledge and understanding and monitoring is instrumental. Our county is way ahead of other counties in coast flood zones.”

rassy Key was once home to the southernmost egg farm in the United States.

It was opened in the 1950s

by J.P. Hollingsworth, a resident of Miami, and called the Grassy Key Poultry Supply Company.

According to some records, the farm received its first shipment of 5,000 hens in November 1958. Located in the area of Mile Marker 57.5, the egg farm offered service up and down the Florida Keys with routes delivering fresh eggs four times a week.

The farm would be purchased by Ev and Suze Fowler of Upper Matecumbe Key in 1964 and listed in the phone book as Grassy Key Poultry and Supplies.

The Fowlers are better remembered for their place at the tip of Upper Matecumbe Key, built after the 1935 Labor Day Hurricane, named Ev Fowler’s Caribee Yacht Basin. It was once located across from Bud N’ Mary’s Marina and would later become a local favorite known as Papa Joe’s.

The Fowlers would sell to William “Wild Bill” Plank in 1976 and the property would become known as Wild Bill’s Grassy Key Ranch, an egg farm and chicken ranch. Today the property at 57478 Overseas Highway is privately owned.

What is something most people don’t know about you? I love to do makeup, and I am always begging my family and friends to let me do it on them.

Who is your all-time favorite teacher and why? I appreciate all of my teachers for their nurturing skills and compassion. My all time favorite teacher has to Ms. Dennington, my third grade teacher.

She brought me out of my shell as the new kid. She really embraced my talents and helped me find my place.

What does “a good education” mean to you? A good education to me means that I am ready for college, and that I will have a bright future where I can support myself.

What is the dumbest rule at your school? The best? The dumbest rule is probably “no hoodies” — they are just so comfy! The best rule is that juniors and seniors with a license can drive off campus for lunch. It sounds so fun!

What is something you know now that you didn’t know when you enrolled? I didn’t know procrastination was a thing.

What organizations and activities are you involved with at MMS and why are they important to you? I’m involved in the Drama Club and Student Government. This year I did the science fair and spelling bee. The drama club is basically my second family and “the stage” my home. SGA is important to me because I can voice my opinion.

What are your plans after high school? I want to go to Dartmouth College, and then to dental school to become an orthodontist. I want to open my practice somewhere in the USA and retire in Hawaii.

What do you hope to be remembered for at MMS? I want to be remembered as “the theater kid.”

What is one favorite way to spend your spare time? I’ve been doing ballet, tap, and jazz since I was 2 years old, and I’ve done lacrosse since I was 5. Next year my family is planning to start a league here in Marathon. When I’m not doing that, I like to be with my family, friends, and my dog spending time in the ocean or playing volleyball.

Will you make the Keys your permanent home? I love it here, but I want to get at the big world and travel it. I’m not sure where I want to live yet, but Hawaii and California sound interesting.

BRIEFLY Texting and driving is a ticketable offense come July 1 Although it has been a “secondary” offense in Florida, law enforcement officers can begin pulling over motorists who they see texting and driving beginning July 1. Previously, drivers could be cited for texting and driving only after a traffic officer spotted another offense, such as not wearing a seat belt. n June 22, local attorney Hal Schuhmacher was sworn in as president of the Florida Association of Criminal Defense Lawyers (FACDL) while attending the organization’s 32nd annual meeting.

“There are two main goals for my presidency. The first goal is chapter development and retention, exposing all the lawyers throughout the state to become members of the organization, while also contributing to members of the organization. We also want to increase diversity within the organization such as women and minorities,” Schuhmacher said. “The second goal is legislative — to use our power in numbers to get legislation that is cost effective and safety effective but also gets in line with the constitution and the rights of our clients.”

The FACDL annual conference is held in a different city every year and 2019’s meeting was held in Bonita Springs. FACDL was formed in 1988 and Schuhmacher started the Monroe County chapter in the late 1990s.

Mark H. Jones, chief circuit court judge of Monroe County, swore Schuhmacher in to office.

Schuhmacher’s predecessor, Richard A. Greenberg of Tallahassee, said, “I’m very excited about what Hal’s going to bring to the table. He’s been a long time FACDL member and a long time board member. I can tell he’s excited and has big visions for the next year.”

The Marathon Yacht Club Educational Foundation (MYCEF) will award up to two scholarships of $1,000 to adults 18 years of age and older wishing to further their education in marine sciences, services, and trades.

This money may be used for tuition, training, books, or room and board.

Applicants must have been out of high school for at least one year, resided for at least one year in the Middle Keys (Big Torch to Long Key) and demonstrate a financial need.

County hosts conference on Alzheimer’s Disease Monroe County Social Services will be hosting an Alzheimer’s Disease Initiative mental health conference on Friday, June 28 from 10 a.m. to 2:30 p.m. at Murray Nelson Government Center in Key Largo. The focus will be on health issues for patients with Alzheimer's Disease and their caregivers.

The educational conference is designed to provide knowledge, skills, and methods of coping to family caregivers, professionals, and others involved in the care of individuals with Alzheimer’s Disease and other memory disorders. Topics will include mental health problems in Alzheimer's Disease, the mental health of the caregiver, managing problem behaviors, and more.

This conference is sponsored by The University of Miami Health System, in collaboration with the State of Florida Department of Elder Affairs, Alliance for Aging, and Monroe County Social Services.

Young couple takes the reins at popular Marathon eatery SARA MATTHIS

S

ara and Dallas Cook are the new owners of Overseas Pub and Grill. Recently of Jupiter, Florida, the couple said they looked up and down the Keys for the right place, before settling on the Marathon eatery, bar and liquor store.

Much of what makes the place so special will remain, they said.

“We really like Marathon,” Dallas said. “We think it has the most to offer.”

Both have ties to the Keys. He grew up in Tavernier, where his family owned Keys Diver. Her father, Mark Veith, is a Marathon local of about a decade. The couple has two small children — ages 7 and 5. And if Sara seems REALLY familiar, well, that’s because she has an identical twin sister, Shannon, who also works at the Overseas. (Whew, we’re glad we knew that up front!)

In Jupiter, the family owned two restaurants and a property management company. Everything was sold to finance the new beginning.

The pair plan to honor the locals’ affection for Overseas.

“We appreciate how much the locals love this place,” Dallas said.

“And, the bartending staff matches so well with the locals,” Sara said. “We love our crew and we’re keeping all of them.”

Of course, there will be a few small shifts — a smaller footprint for the liquor store, moving more billiards tables in, and creating a comfortable arcade (darts, video games) for young and old. There will be regular poker nights and billiards tournaments. More seafood options, including a crab boil night where the entrée is dumped onto the table Maryland style. And to these small changes, Sara and Dallas want to bring a ton of added energy — joining local service clubs, hosting fishing tournaments, raising funds to shade a playground at Marathon Community Park.

“Oh, and kids eat free on Sunday nights. We put a bunch of board games out on the tables for everyone to enjoy,” Sara said.

Sara and Dallas Cook are taking over from Tim O’Connell, and his late wife Kathy. The O’Connells bought the property, which had been long dormant, and rehabbed it for a grand opening in 2016.

D: That new Adam Sandler one on Netflix, “Murder Mystery.”

S: I fell asleep watching that one.

I guess it was “What a Girl Wants,” that teeney bopper movie.

If you could have any superpower, what would you choose?

S: To be invisible. I’d spy on people.

D: Superman, whatever powers he has, which I guess are to fly and not die!

What’s the difference between Marathon and Jupiter?

D: Marathon is way more laidback.

S: It’s called island time, Dallas.

What’s your guilty pleasure?

S: Watermelon Sour Patch kids.

D: Brownies, probably.

S: Yeah, and he says ‘I hate chocolate’!

What three things do you take to a dessert island?

D: A knife, a rope and a tarp.

S: Kids, water and a tent.

D: Wait, you’d take the kids?

S: Well, I’m not leaving them behind!

What’s on your bucket list?

S: Another visit to Santorini, Greece.

D: Ski the Swiss Alps again. My dad was an airline pilot so we did a lot of traveling.

Both: We’d like to visit all the castles in Ireland and Germany.

What’s your life motto?

D: Never quit.

S: I used to say I’d sleep when I’m dead. But now I have kids. I’ll sleep now.

he Overseas Pub and Grill hosted a pig roast on June 22 with the goal of raising money to purchase instruments for the Marathon High School Band. The band is in need of about 50 instruments and is welcoming donations of musical instruments. Keith Anderson and Steve Odell got the party started about 2 a.m. (!) to put the pig on a bed of coals to slow cook for 11 hours. The party and pig roast continued well past 3 p.m.

Legendary journalist spent his winters in Key Colony Beach JASON KOLER

F

amed New York Post journalist Steve Dunleavy passed away at his home in Island Park, New York this past Monday — leaving his friends on Key Colony Beach wishing for one more story.

Perhaps most recognized as the anchor of Fox News’ “A Current Affair,” Dunleavy spent decades collecting the stories of some of the most notable figures in recent history, including Fidel Castro, David Berkowitz (Son of Sam), Charles Manson and countless other cult figures.

For years Dunleavy spent his winters, mostly sipping vodka on the rocks with his buddies, at the Cabana Club on Key Colony Beach.

Key Colony Beach resident Bob Licause became one of his closest friends. “I remember the first time I saw him at the bar, I told the bartender that looks a lot like Steve Dunleavy!”

Licause said the gaudy and raucous tales about Dunleavy appearing in the national obituaries like the New York Times and New York Post are true.

“He was a very unique and knowledgeable person to talk to,” said Licause. “Very friendly with a huge vocabulary.”

His daily routine often included a ride from his condo aboard a motorized scooter to the Cabana Club, where he would drink and fraternize with anyone and everyone.

Dunleavy championed many causes and New York’s first responders held a special place in his heart.

Licause said he attended the funerals of nearly every firefighter who perished in the 9/11 terrorist attacks, sometimes as many as three or four in a single day.

Licause said he will most miss hearing Dunleavy say, “What’s going on mate?” in his Australian accent and their alcohol-laced talks at the Cabana Club bar.

‘DOING GOOD ON MULTIPLE FRONTS’ Turtle Hospital, Force Blue team up for assessment of iconic green sea turtle ALEX RICKERT

I

n the Florida Keys, most divers enter the water to go after lobster, fish, or maybe just some underwater scenery.

But what about diving for … turtles?

Enter the Turtle Hospital’s recently completed Lower Keys green sea turtle assessment, the first of its kind to assess the green sea turtle population in the Keys. Over 10 days in early June, two vessels contracted through Inwater Research Group scouted for turtles in the waters from Big Pine Key to Cudjoe Key. After a sighting, turtles that could reasonably be brought on board were retrieved using nets or divers.

Each individual was analyzed with measurements, bloodwork, shell and skin biopsies, and a general health assessment. “The study allowed us to see if the turtles brought to the Turtle Hospital are a true representation of the local population or just a small slice of an otherwise healthy population,” said Turtle Hospital Manager Bette Zirkelbach.

Once data was collected, healthy turtles were released unharmed within 30 minutes.

Of the 24 turtles acquired during the study, three made their way back to the Turtle Hospital in Marathon for further treatment for the virus fibropapillomatosis.

Assisting with the “turtle wrangling” were divers from Force Blue. Founded in 2016, the organization works with military special operations veterans and combat divers to “retool, retrain, and repurpose” them to do marine conservation work. As executive director Jim Ritterhoff described, the group aims to address two seemingly unrelated problems simultaneously: the peril currently facing

many marine resources, and the difficulty of returning to civilian life for veterans whose military service has ended. “They come home, and there’s no more mission. You can’t ask these guys to just jump in a cubicle for the rest of their lives. That doesn’t work, because there’s no sense of purpose. We operate in a way that’s very similar to how they operated in the military, but we give them a new positive mission,” Ritterhoff said.

After previous work fighting the coral disease outbreak in South Florida, Force Blue learned that a generous donor was interested in funding another mission. The one contingency? The mission needed to provide aid to turtles. Fortunately, the group had recently been introduced to Zirkelbach and the Turtle Hospital’s work, so discussions for the pilot study began immediately. The final product was a collaborative effort among Force Blue, the Turtle Hospital, Inwater Research Group, and the Florida Atlantic University Harbor Branch.

“The real magic is that the veteran special operations community and the scientific community are coming together and forming strong bonds that transcend any notion of politics,” said Ritterhoff. “In this hyper-partisan environment, it’s a way to get a message across to entirely different audiences.”

After their experience with turtles, Ritterhoff said he hopes the study leads to similar work. “These guys are serving something larger than themselves, which is really all they’ve ever done in their military careers.

They fight for communities that can’t fight for themselves.”

ummer is here. With recent heat advisories and the desire to stay indoors or in the shade, I’m not putting out a newsflash here. While summers in the past used to be slow and easy (and sweltering), there are actually a lot of things to do in the Marathon summer.

Fridays in July, from 7 to 8 p.m., it’s Friday Night Kickball at Marathon Community JOHN Park’s Little League fields! Games are loosely BARTUS organized pickup games and are open to players aged 4-10. Be there by 7 p.m. and play is the mayor of ball! the City of MaraOn Thursday, July 4, it’s the big July thon. He also is Fourth at Sombrero Beach Independence a musician who Day party!

Florida already HAS free college tuition Surprised, aren’t you?

n Wednesday, the Democratic presidential candidates had a debate in Miami.

U.S. Sen. Elizabeth Warren will no doubt bring up her pledge to eradicate student loan debt and make college tuition free. U.S. Senator Bernie Sanders has a similar platform.

But … in Florida it’s already free. Color me surprised, too, when I learned about this last year as my older daughter was graduating from Marathon High School. The state’s Bright Futures scholarships are funded by the Florida Lottery, dating back to 1997. According to the state, the Lottery has contributed more than $5 billion to send over 800,000 students to college since its inception.

To qualify for any of the Bright Futures scholarships, students must be a “B” student or better. According to the Bright Futures’ own statistics, just 22% of Florida high school students are eligible.

Does it cover everything? Nope. When it comes to attending college or university, there are tons of add-ons such as dorm fees, meal plans, books, technology fees, parking passes, athletic fees, buses, etc.

There are many requirements, of course, for KEEPING the Bright Futures scholarships like taking enough course hours and maintaining a B grade point average.

The eligibility and funding for the program lies in the hands of elected politicians, a.k.a. state legislators. This year, legislators made the Bright Future standards higher for students graduating in 2021 and beyond. The new SAT requirements have been upped to 1330 and 1200 for the Academic and Medallion scholarships, respectively.

In 2019, as there were last time SAT requirements were raised in 2011, there are concerns that students of color are disproportionately affected. A more likely explanation, however, is twofold — changes to the SAT in 2016 that changed penalties for wrong answers and resulted in rising scores nationwide. And, probably much more important at the local level — the 10% increase in students winning FAS scholarships in 2018, over the number who qualified in 2017. There is no indication that the Bright Futures scholarship program will take into account the new roll out of SAT scoring called the “Adversity Score” or “Environmental Context Dashboard” in which students will be given a score that will reflect factors such as average class size, percentage of students who qualify for free or subsidized lunches, or median family income.

he Fourth of July festivities in Marathon are a community-wide effort.

It involves city personnel (especially from the Parks and Fire departments), plus ubervolunteers like Randy Mearns (who assembles the fireworks show) and the Marathon Rotary Club. It’s a good reflection of the United States’ own beginnings. “July 4 is the American celebration,� said Marathon Mayor John Bartus, who will also play music at the beach. “The fact that a ragtag bunch of colonials spaced throughout this new nation could come together and challenge the mighty England to win independence from the Crown is certainly a cause worth remembering and celebrating.

America’s diversity is one of its major strengths — no matter our backgrounds or heritage, we can all come together to work for the common good and make the United States a beacon of freedom around the world.�

The Rotary Club is in charge of two important features of the Fourth — it organizes, and we use that term loosely, the parade, which is more of a comeone, come-all extravaganza; and it runs the beer-wine-soda-water and hamburger-hot dog booths.

The money the club raises goes right back into the community. “Although we provide small grants to community organizations like KAIR, our main objective is student scholarships,� said Rotary president George Garrett. “This year we funded $40,000 in scholarships, including $25,000 to Take Stock In Children to sponsor one student’s entire college education, and $15,000 to 15 graduating Marathon High School seniors.�
