Tania Mattson said she likes to take an extra day off and spend it in the sun or on the water with nature, whether it be on the boat or paddleboard, in a kayak, or on a beach somewhere. “This year I am also spending a lot of my time attending concerts,” she says. “I will travel in both late July and mid-August to St. Augustine to see Ireation and Rebelution and then finish the summer with The Rolling Stones in late August. The summer is my slow season so I can take extra time to do things for myself.”

esidents interested in viewing design plan concepts and who want to give their input for Rowell’s Waterfront Park in Key Largo will have a chance.

Monroe County project management is set to host an informal community meeting regarding the preliminary design plans for the waterfront park on Monday, June 24 at 6 p.m. at the Murray Nelson Government Center’s meeting room. The state of the design concept plans will be shown at the meeting and community members can add input that will later be presented to the board of county commissioners.

County Mayor Sylvia Murphy said residents interested in the development of the park should come out and speak. Murphy said any and all suggestions are welcome, but the public should know that not everything can be included in the plans.

“Every suggestion is written down, and the county considers if it’s feasible and if it’s sustainable,” she said. “What they need to remember is just because a member suggests

something, it doesn’t mean it’s going into the plans, because what also happens is people who are working on the plan also make suggestions that don’t get put into the plan.”

Rowell’s is an 8-acre, kid- and dog-friendly passive park along Florida Bay at MM 104.5 The park currently has picnic tables, benches, a place to swim and launch for kayaks, canoes and standup paddleboards. Boats and personal watercraft aren’t allowed.

On April 15, the Monroe County Board of County Commissioner’s Parks and Recreation Advisory Committee met with residents who packed the Murray Nelson Government & Cultural Center. During the gathering, Jack Kardys, who’s helping the county develop the park, presented some plans while residents chimed in with their ideas.

Rowell’s Park closed after Hurricane Irma in September 2017. For a while, the park was used for the county’s hurricane recovery efforts.

On July 3, 2018, Rowell’s reopened as a passive park.

Within the preliminary design concept, there are plans for a splash pad, a popular attraction for kids and families to cool off during a hot summer day, as well as bathrooms, a park for owners to take their dogs, kayak and canoe launch areas and water access areas, among other improvements.

During the April meeting, Kardys noted the park will not have a boat ramp for docking.

Issues from the public surrounded live-aboards, loud music and swimming areas. Kevin Wilson, assistant county administrator, said there would be a similar ordinance to the one that went into effect at the park behind the Murray Nelson & Government Center that put an end to docking.

In addition to the design, Monroe County Public Works recently added 70 pallets of grass, 60 buttonwoods and 30 parking spaces near the park.

ceanX, along with Woods Hole Oceanographic Institution, Scripps Institution of Oceanography, and Mote Marine Laboratory, is in the Florida Keys National Marine Sanctuary through Thursday, June 20 for a scientific expedition to assess the health of the entire Florida Reef Tract in real time.

The Keys are home to America’s only coral barrier reef. They provide habitat for more than 6,000 species and generate almost $6 billion in jobs and sales for Florida’s economy. Over the decades, the reef system has been in serious decline due to the impacts of climate change, overfishing, poor water quality, disease and physical destruction.

Stony coral tissue loss disease has affected the reef tract since 2014 and coral coverage has become critically low in this region, with only 5% coverage remaining. Florida’s efforts in recent years have made significant strides in protecting the reef, but there is more to be done by improving water quality, curbing pollution, preventing offshore drilling and supporting coral reef restoration.

This mission is serving as a check of the reef’s vital signs, shedding new light on the reef tract and what keeps corals and reefs healthy or makes them sick, and helping science understand stony coral tissue loss disease.

OceanX hopes to use scientific out-

put from this mission to inform and support conservation and restoration efforts to revitalize the reef.

OceanX’s research vessel, the Alucia, is in the Keys, with scientists aboard the vessel diving the shallow water reefs and conducting research at over 100 sites along the reef tract over a two-week period. The research will involve fine-scale analyses of reef microbiomes using both macro and micro biotechnology tools and coupling state-of-the-art 3D imaging, coral biofluorescence data and imaging, and disease response to understand the reef vital signs. The mission will be collecting over 700,000 images to map the reef in 3-D, and sequencing more than 2 billion base pairs of DNA to reveal the microbiome of the reef.

The mission will provide a nearly instantaneous, comprehensive snapshot of the entire 300 miles of the reef, providing a baseline for assessment of reef health moving forward. This is entirely unprecedented because scientists will be able to cover a large distance over a short time while maintaining very high-resolution sampling, which is only possible because of the access and capabilities provided by OceanX’s Alucia.

This mission is part of a partnership between OceanX and Bloomberg Philanthropies’ Vibrant Oceans Initiative to create ocean exploration and protection globally.

From Bimini, Bahamas, Chris Bell successfully completed the 80mile trip to the Florida mainland on June 15 as part of the Crossing for a Cure paddle. Upon arrival, he was greeted by friends and family who congratulated him on one great accomplishment. While he says he’s proud, the real accomplishment was the amount of money raised for cystic fibrosis — $600,000. Around 200 paddlers took part in the long-distance endurance challenge. CONTRIBUTED

t seems as if pirates and the Florida Keys should go together like rum and lime. And they do, in the sense that stories of pirates are often passed around by barstool historians while sipping rum. Contrary to their legendary status, there are scant accounts of pirates physically being on the island chain. Did they frequent the Florida Reef like bands of sharks in search of an easy meal? Absolutely – what better piratical prey than a ship floundering on the reef?

The most common form of piratical activity associated with the Florida Keys occurred when pirates would intercept a ship out at the reef, bring it back to one of the creeks separating the islands, and conduct their piracy in relative privacy. Rear Admiral Casper F. Goodrich studied the evidence of piratical activity in 1818 and published his findings in the “U.S. Navy Proceedings Magazine,” Volume 42. Among a number of other incidences involving pirates, Goodrich noted, “To these must be added the ship Emma Sophia, from Hamburg to Havana, which was boarded on December 19, by a piratical schooner of 30 tons, 1 gun, 30 men, between Bahama Bank and Sal Key Bank. The ship was sent to a small port formed by

the Florida Isles and the Martyr’s Reef, and was plundered to the tune of $5,000.”

More often than not, however, these legitimate pirate stories take a back seat to the more legendary tales told in and about the Florida Keys. Take, for instance, the one about the dozen or 18 pirates strung up and dangled from the hanging tree growing in the middle of the legendary Captain Tony’s Saloon.

Beyond the lack of supplemental documentation supporting the claim, it was the pirate-based motives of Commodore David Porter who arrived on Key West in 1823 with the mission of eradicating the pirates of the West Indies that punches the biggest hole in the story. It is universally agreed that Porter was quite good at his job.

One of the things that made him so effective was that, unlike his predecessor Commodore James Biddle, when capturing pirates (even suspected pirates), Porter would hand them over to the English to deal with as they saw fit.

Unlike the American system of justice where pirates were taken into custody and tried before a judge, the English could simply have them hanged without any formal hearings. This is not to say that no one has ever dangled from Captain Tony’s legendary tree — a great deal of sh*t has gone down on this island chain since the days of piracy and the best legends are always based on kernels of truth.

The legend of the hanging tree at Captain Tony’s is just one in a long list of pirate tales that have been told and retold. After all, pirate stories and this particular island chain should go together like, well, rum and lime. As for any piratical connection to Captain Tony’s, however, beyond the legendary Captain Tony himself, it more than likely begins and ends with the well-dressed skeleton hanging behind the bar.

Thank you to the Upper Keys community, U.S. Postal Service mail carriers and local food drive volunteers for making this year's Stamp Out Hunger food drive a success! Between the Islamorada, Tavernier and Key Largo Post Offices, more than 7 tons of non-perishable food items were collected on May 11. Added to this were contributions from the students at Plantation Key and Key Largo schools as well as items collected at the drop stations at Publix.

Our local food pantries desperately needed restocking for the summer, when many school breakfast and lunch programs are not available to children in need. Pantries at St. Justin Martyr Catholic Church, First Baptist Church of Key Largo, Burton Memorial United Methodist Church and First Baptist Church of Islamorada all benefited from your generosity. The National Association of Letter Carriers has sponsored this event for 27 years with more than 1.6 billion pounds of food collected nationally in 2018.

We do not have the national totals for this year's drive — but be assured your donations are already at work in the Upper Keys, making a difference for those in need.

Thanks to fifth graders at Key Largo School for collecting food items for this year’s Stamp Out Hunger Food Drive.

indy Smith was filled with emotion as she remembered her husband, Eric, who died from a tragic incident in Key Largo in late May. “My husband was known for being the kindest, gentlest man you would ever meet,” she said in an interview with the Weekly. “He was always very happy.”

Born June 29, 1956 in Miami, Eric developed a love for music early on, traveling with the Teen Challenge Band in his early 20s.

His love for music influenced his career decisions. Cindy said Eric was a sound engineer and a guitar player who loved God, his wife and Operation Christmas Child — one of the many charitable events the two were involved with throughout the year. Recently, the two were out installing signs throughout the Upper Keys for the Stamp Out Hunger Food Drive.

“What’s important to me is to honor my husband for the things he did in this community alongside me. We were a team,” Cindy said.

“Eric’s thing for Operation Christmas Child was prayer,” she said. “We had these big packing parties at John Pennekamp State Park. He took such joy in praying with pastors. He prayed every 10 minutes over boxes. He took his position very seriously with OCC.” Cindy and Eric met in 1994 at Sonrise Mission and dated a short time later. On April 6, 2003, they became husband and wife. Cindy recalls the day Eric grabbed and kissed her, and she says her husband would say she initiated it.

“My husband had the biggest, most beautiful, green-blue eyes,” she says. “I loved that he was a musician, and I wanted to be with one since I write poetry.”

Helping Cindy with Operation Christmas Child and Stamp Out Hunger food drive, Eric would also dress up as an elf each Christmas to help needy families alongside “Cindy Claus.” Eric also loved veterans and the Stars for Troops and Vets program, in which retired flags are repurposed and stars given to service members and veterans.

“Eric absolutely loved that program and our veterans; he was all about that,” Cindy said. “He was a patriot even though he wasn’t a veteran himself.”

Eric Smith developed a love for music early on in his life.

A memorial service for Eric was held June 8 as community members filled the First Baptist Church of Key Largo. Cindy thanked the community for all the support given to her.

“The love and support of the Keys family, Eric would be happy to know his wife is in such good care,” she said. “It would comfort Eric in such a great way to know that just by doing things that we did that came natural to us, this outpouring means a lot to me and my loved ones.”

EXAMINING PAY STUDY RECOMMENDS RAISES

A

pay and classification study presented to Monroe County Board of County Commissioners during the June 19 meeting recommends adjustments to just under 300 of the 533 county employees.

Every three to five years, a salary study is performed to ensure the county continues to have competitive wages while recruiting and retaining top talent.

The project and study — by Evergreen Solutions and Queenell Fox, project director, and Lee Bouchelle, project consultant — started in May 2018.

With review of the county’s current compensation system, comparisons to nearby governmental agencies in South Florida, and collection of employee data, Evergreen recommended a new pay plan that alters the total number of pay grades, from 26 to 29, with total annualized costs for base wages estimated at $2.5 million.

Today, range spreads, which is the minimum to maximum amount a person can be paid, are constant throughout the county pay plan, at 55%. Per Evergreen’s study, compensation ranges for county positions would increase, particularly at the higher pay grades. For instance, an employee at the 310 pay grade could make anywhere from $51,450 to $82,230, a 60% spread. Range spreads are higher for higher-level positions, as someone in a 323 pay grade could get anywhere from $110,775 to $182,778, a 65% spread.

“Employees in a higher pay grade tend to have less frequent upward movement from grade to grade,” said Fox. “It provides greater ability to remain a pay grade longer without achieving the maximum, and it’s consistent with HR/ compensation best practices.”

The study also determined that current firefighter entry rates should be pushed from $45,625 to $48,538 — a 6.38 percent increase. Pay for paramedics, lieutenants, captains and battalion chiefs in the study show increases. In all, 134 employees would receive adjustments for a total of $510,933.

Following the presentation, county commissioners had questions and concerns. Commissioner Dan Kolhage noted that the study compared Monroe County’s pay to areas such as MiamiDade, Broward and Collier, all of which have bigger operational budgets.

“Monroe County has a population of 73,000 permanent. Some people believe that’s declining,” he said. “The county cannot maintain salaries with what you call peers. We’re not in the same universe as they are. It produces a result right now that’s unfeasible.”

Commissioner Heather Carruthers questioned how the firm looked at salaries and pay grades in areas the county’s having issue recruiting and attaining.

Bryan Cook, county employee services director, noted that the county has had positions open for more than a year — and one in particular at more than 440 days.

“We have recruited a number of positions, but we haven’t been able to sustain,” he said.

Commissioner David Rice said there are two problems: compression and the inability to hire for certain positions.

Rice noted that it’s necessary to look at what neighboring agencies are paying to ensure Monroe County is in the same ballpark.

“People come down and want to live in the Keys; they’re typically younger and highly trained,” he said. “They spend a week here. They talk to people who tell them what it costs to own a home. They look and say there isn’t a remote chance to aspire to that chance of living in this county, especially what we’re offering right now.”

Sheriff Rick Ramsay said he didn’t agree with a study that saw top management looking to have salaries that he couldn’t possibly fit into his budget, while deputies, jailers and sergeants saw no raise.

“The study to me was worthless,” he said. “It was offbase to what I needed, which was a tool and a guide.”

Ramsay said he included a 6% raise for unit deputies in his budget.

New owners at the helm of a notable Tavernier restaurant are exiced for a new endeavor.

On May 29, partners Justin Andrews, Alfredo Mora and Salvador Ornelas took over Craig’s, located at MM 90.1, bayside, in Tavernier. The three have been working together on and off for the past 10 to 15 years up at Sundowners in Key Largo. With Bobby Stoky selling the Key Largo restaurant and the three at turning points, Andrews said taking over Craig’s came at an opportune time.

“We’re really excited,” Andrews says. “Our passion is food. I’ve had enough experience from the business side of it to steer a good ship out here. Between us all, we have the right people to get the job done here.”

Andrews and Mora have known each other since their teenage years working in the restaurant. Andrews was a server while Mora was a busser. For Mora, he says he never thought he was going be a restaurant owner.

“When I went to culinary school, I thought it would be a cool thing to cook for people. Now, I own and run a restaurant. It’s definitely exciting,” he said. “We’re providing great food. We’re sticking to consistency and sticking to good food.”

A Florida Keys destination since 1981, the restaurant’s name has received a bit of a touch-up, as it’s now called Capt. Craig’s. Andrews says they did that to tip their hats and recognize Craig while letting incoming patrons know there are new owners and an updated menu. And yes, Craig’s famous fish sandwich is still on the menu.

“We didn’t touch the fish sandwich, but we wanted to make changes to the menu,” Andrews said. “We’re going to do a full interior remodel later in the year; we’re just not there yet. As soon as we get there, it’s going to be a whole different look.”

The menu at Capt. Craig’s has gone from over 70 items to 25 dishes made fresh. Andrews says there aren’t many frozen products in the building, pretty much just French fries and ice, as everything is homemade and not store-bought.

Notable items to come in and try include the Key lime tacos made with slaw, shredded cheese, baja sauce and pico de gallo inside corn tortillas. Andrews says the shrimp po boy is “amazing,” and so is Captain’s chicken and the churrasco kabobs, made with steak and vegetables grilled on a skewer and served with chimichurri.

There’s also a selection of wine and beer to enjoy with meals.

Capt. Craig’s is open daily from 11 a.m. to 10 p.m.

Andrews said they eliminated breakfast, but brunch will be offered featuring bottomless mimosas.

County interface allows search for permits, more The Monroe County Building Department introduced MCeSearch, a new program that allows the public to review status and information on permits, search local licensed contractors, see code compliance cases, and review property information for unincorporated Monroe County. The website is a single point access search tool for permits, licenses, and code compliance cases and will replace the eGovPLUS website.

“The new system is a more stable application and provides a better user experience,” said Ed Koconis, Monroe County Building Administrative Director. “Since the previous application is very similar to MCeSearch, we do not expect issues for the user in migration.”

Permit and code compliance searches can be done by the owner’s name, address of property, permit or case numbers, real estate numbers, or inspector. Contractors can be found in a general “all” search, or by company name, category, license numbers, or contractor ID. To transition, eGovPLUS will still be available until June 30. BUSINESS SURVEY RESULTS: The results of Monroe County’s Unmet Needs Survey were unveiled on June 3 at a long-term recovery meeting in Marathon. During May, county staff sought voluntary responses from businesses in Monroe County at the behest of the state Department of Economic Opportunity, intended to guide future recovery. The county collected 85 responses from businesses located along the island chain, from Key West to the Upper Keys. (The county estimates about 4,500 “employment establishments” in the same area, although there are many more occupational licenses for self-employed businessmen and women.) Here are some of the key findings: • Business owners said “overwhelmingly” that lack of skilled workers and workforce housing is the major issue they face. However, respondents also said they had either more or the same number of employees as they did prior to Hurricane Irma.

• 46% of business owners report still having physical damage.

• 54% of businesses said they were uninsured or under-insured.

• 47% of businesses reported they were currently stable; 22% said they were in decline.

roll-out of new post-hurricane business recovery programs can best be named Rebuild Florida, phase 2. On June 3, Monroe County brought together stakeholders to learn about help available to Keys business owners from federal and state funds, and to brainstorm ideas that would make the Keys economy more resilient the next time a storm hits the Keys.

Those in attendance expressed some skepticism about the new program, given the results so far of the initial phase of Rebuild Florida. (See sidebar on opposite page.)

The audience received updates on four different programs available during the second phase. The Florida Wildlife Commission’s C.J. Sweetman told the audience about $44.6 million that will be available for marine fisheries assistance. The state Department of Economic Opportunity’s Reginald Dixon explained updates on the $60 million business recovery grant program, $20 million workforce training program, and the $85 million infrastructure repair and mitigation activities.

There is a third pot of money, phase 3, coming: $791 million available in Florida for infrastructure and mitigation purposes. Most agree that municipalities are the natural fit for the final program.

The phase 2 funds are not available yet. Dixon guessed it would be October before the grant documentation is finalized, application period opened, and applicants reviewed.

Are program funds necessary two years after a natural disaster?

The businesses that needed help have already gone out of business and are no longer eligible. That leaves businesses that have already demonstrated their ability to survive; what is owed to them?

Both Dixon and Monroe County’s Christine Hurley addressed the issue.

Dixon said the grants focus on long-term recovery and resiliency after all other assistance has been exhausted, including private insurance and other forms of federal assistance.

“When we were entering Hurricane Recovery after Hurricane Irma, everyone thought everything had to get done immediately,” said Hurley, assistant county administrator over the building, planning and code departments. “But there is a different philosophical view, and that is that people have to be responsible for their own well being, before they spend public money.”

One of the ways the Business Recovery Grant Program can be used is to pay for lost equipment and inventory. Daniel Samess, of the Marathon Chamber of Commerce, said that a theoretical business owner who had to replace an expensive generator after the storm could provide a receipt and request BRGP funds.

Dixon said he’s investigating what portion of the Florida Keys Community College’s apprenticeship program — to train new skilled workers in construction, plumbing and electrical — would qualify for the Workforce Recovery Training Program. The Marine Fisheries Disaster Supplemental Assistance presumably could be used to pay for lost traps, and possibly lost income.

Later in the day, the workshop participants broke into small groups. Quickly, the conversation turned to ways to modify the current programs, or prepare for the future.

Helene Wetherington, the workshop organizer and Monroe County Disaster Recovery director, said the group had several ideas: increasing the amount of financial assistance per business above $50,000; in addition to funds to replace lost equipment and inventory, adding the ability to make structural repairs; and more work on the loan program to come up with more favorable terms for Keys businesses.

"Participating in the activities that took place in this room today was an eye-opening experience," said Wetherington. "Almost two years after Hurricane Irma, our businesses still lack financial resources, and we need to continue to make funding for Monroe County businesses a priority."

“There is one silver lining to this,” said Julie Dennis, a disaster consultant. “Every time Congress gives funding for a disaster, there are brand-new rules. It’s not efficient. This is a chance to get ahead and come up with something more streamlined.”

WHERE ARE WE NOW? REBUILD FLORIDA, PHASE 1: In September 2018, with much fanfare, Gov. Rick Scott rolled out a program called Rebuild Florida. Funded with $616 million from the U.S. Department of Housing and Urban Development for Hurricane Irma victims in Florida, the first phase of the program set aside $90 million JUST for the Florida Keys. About $50 million would go to repair, rebuild and renovate private homes — whether owned or rented — of the most vulnerable Keys residents (households with elderly, young children, low-income, etc.) The other $40 million would be split among programs for construction of rentals for workforce affordable housing, land acquisition for affordable housing, and voluntary home buyouts.

Fast forward almost a year and, one home project has been completed in Central Florida, far from Hurricane Irma’s ground zero on Cudjoe Key. “We just finished the first house in Lake Wales,” said Reginald Dixon, director of disaster recovery in the state Department of Economic Opportunity. “And we have pushed four houses in Monroe County to the awards stage.”

According to Rebuild Florida officials, 1,250 households in the Keys have registered for the program. Of those, 533 have been “invited to apply” to the program. Frustration is mounting.

“Rebuild Florida has been hyped and hyped and hyped, and not one project done in the Keys,” said former Monroe County Commissioner George Neugent.

Homeowners will not receive funds directly. Rebuild Florida will manage and complete the construction process for the repair or reconstruction of damaged homes on behalf of eligible homeowners. It will use an approved list of contractors licensed in Florida, but not necessarily Monroe County, Dixon said.

We need more flexibility (spending grant money). I say that for the Keys specifically, but also the entire state. We are diverse.”

During the workshop, period what I did was I partnered with the Islamorada Chamber to think about things we could do to make things better for the next hurricane. Overall, it was beneficial and interesting.”

Judy Hull, Islamorada Chamber of Commerce: “I’m going to compartmentalize the different grants, and explain the progams to different segments of my membership. I’m going to deal with it more individually. For example, the FWC grant is a good fit for my boat captains.”

CERP is a partnership among state and federal agencies to build critical Everglades restoration projects, such as the C-44 Reservoir and stormwater treatment area. FIRM SUPPORT Capital Bank Foundation awards grant

The Capital Bank Foundation has awarded a $5,000 grant to Fair Insurance Rates in Monroe (FIRM) to support FIRM’s FEMA Flood Map Task Force project.

The grant underwrites some of FIRM’s contracting costs with Ransom Consulting Inc. to collect and review the data FEMA has used to prepare new flood maps. The grant also will help FIRM keep the community informed about the flood mapping process.

“While FIRM supports updating the flood maps to better understand our risk, it is crucial that the risk is not overstated,” said FIRM President Mel Montagne. “The grant from Capital Bank Foundation will help us ensure that the residents of Monroe County have the most accurate flood maps possible.”

FIRM is a non-partisan grassroots organization formed to fight for fair property insurance rates for property owners and residents of Monroe County. FIRM was successful in securing a 2018 residential windstorm insurance rate freeze for Monroe County, which saved policyholders about $4 million in 2018 alone. More information is at firmkeys.org.

hird graders from Ocean Studies Charter School presented their project research for the NOAA Ocean Guardian School program, the Seagrass Restoration Experiment, throughout the Keys on May 17.

The Ocean Guardian School program is coordinated

by NOAA’s Office of National Marine Sanctuaries and supported by National Marine Sanctuary Foundation. Students started their journey at Windley Key Fossil Reef Geological State Park, and stopped at Long Key, Curry Hammock, Bahia Honda and Fort Zachary Taylor Historic state parks.

At each park, a different student group presented their seagrass research to park staff and visitors. Following the presentation, students were given a tour, demonstration, or time to explore each park. The final experience of the day was at the Florida Keys Eco Discovery Center in Key West, where scientists and managers from NOAA Florida Keys National Marine Sanctuary and Mote Marine Lab Center for Tropical Research viewed the final student presentation.

Once a fish is shot, the spear gets disconnected from the gun and connects to a separate float line and buoy that has been sitting on the surface. There are many different initiatives in the Florida Keys that are aimed at protecting our local natural environments. From seagrass and coral restoration to water quality and fisheries management, passionate groups are working diligently to ensure the health and integrity of our home for years to come.

Among these initiatives are the Blue Star programs created by NOAA’s Florida Keys National Marine Sanctuary (FKNMS). The most recent of these programs, Blue Star Fishing Guides, was established in 2018 to help provide local charter fishing operators with the materials to teach their clients about the issues affecting our environments and fisheries throughout the Keys.

With hundreds of thousands of people fishing on our waters every year (48% fishing of 2.25 million people visiting) it made sense for NOAA to get local guides involved in the conservation efforts, especially since many of them already have extensive knowledge of our ecosystems and are aware of the potential impacts to our economy (their livelihoods) if nothing is done.

According to NOAA’s website, “The Blue Star Fishing Guide program recognizes guides who are committed to sustainable fishing practices and educating their customers about resource protection in the Florida Keys National Marine Sanctuary. The voluntary training and compliance program

seeks to increase fishing guides' knowledge and, ultimately, that of their clients, to conserve the unique marine ecosystem of the Florida Keys. In the Florida Keys, approximately 20 percent of the region's recreation is dedicated to sport fishing.”

Nicole Uibel, the Blue Star Fishing Guide program coordinator, came to the Keys wanting to bridge the gap between research and education. Through NOAA, she found a way to do that by collaborating with local fishing guides to support a sustainable Florida Keys marine fishery.

Since the inception of the Blue Star Fishing Guide program a year ago, 12 guides have joined the program. “Most of these

guides are already doing this work,” she said. “They all care about the environment and have been educating their clients in their own ways up until this point. We’re here to allow them to take that education a step further. We provide online training for our captains and their crew that go over general education about our national marine sanctuaries, our diverse habitats, and our fisheries.”

It is still early in the program's history but judging by the success of the Blue Star Diving program, the fishing program is looking promising. According to Uibel, one tangible example of the diving program being a success is that divers are 2.5 times less likely to come in contact with coral after a Blue Star briefing while aboard a diving charter. For the fishing program, some hopes would be to reduce fish mortality rate upon being re-

leased, prevent unnecessary pollutants from entering their habitats, and to encourage self-controlled fishing limits that don’t follow the “catch as many as you can” mentality that is so common here in the Keys.

I recently joined Capt. Tony Young during a wahoo spearfishing trip aboard Forever Young Charter Company. Young was one of the first guides to sign up for the Blue Star Fishing program and is the only guide in the Keys currently who holds both the Blue Star Fishing and Diving certifications.

“The NOAA Blue Star program is here for us,” Young said. “They want to support local charter businesses that promote sustainable fishing and diving practices. Blue Star also provides us with educational tools and training programs for our crew; this helps us provide the very best on water experience for our guests. We’ve been involved with the program since day one. Our business was just getting started and we were barely running trips. Since then, it’s been an absolute pleasure and we get great engagement from our clients who want to learn about what's going on down here. At the end of the day, it’s all about connecting people to the environment.

They start to realize how unique and special the ecosystems in the Florida Keys are, their appreciation grows and they begin to understand why local conservation efforts are so important.

Every charter is an opportunity to connect our guests with the Keys, and over time, I hope they want to protect these ecosystems as I do.”

Fishing guides recognized as Blue Star are required to follow legal and ethical standards as well as conservation measures such as proper fish handling. Best practices include using gear suited to the size of fish targeted and employing proper techniques and tools to revive fish if they are released. Blue Star guidelines also encourage the use of barbless circle hooks whenever practical, and limit catch to what clients want for their own use. In Tony’s case, he often focuses on spearfishing, which is a fishing method that completely removes the risk of by-catch, as well as prevents any fishing tackle from entering the environment. Specific fish such as invasive lionfish can be targeted while spearfishing. Removing these fish not only provides a tasty meal but also helps the reef system.

“We are not here to fill the boat with fish, but rather provide a fun and educational fishing experience,” he said. “If you can't eat it, we don't take it. We have to think about our future. I want my kids to be able to experience the ocean as we have. With some hard work, I believe they could even see a healthier Florida Keys than we have today. In the long run, I want my kids to know how hard I worked to protect the places I love.”

There are many others like Young who understand the value of our natural resources and how fragile they can be when facing adversity. With more changes happening to our environment every year, it’s never been more important to participate consciously with our natural world front and center in our minds. South Carolina woman has arrived in Key West, completing a 2,575-mile walk to create awareness of the opioid overdose crisis.

Jessie Grieb ended her journey on the East Coast Overdose Awareness Walk on June 14 at the Southernmost Point in the Continental U.S. marker. The date marks the fourth anniversary of her brother Brian’s death from an accidental overdose. Grieb also lost a boyfriend to heroin and has struggled herself with addiction since she was 17.

The Pawleys Island resident started her trek in Fort Kent, Maine, July 28, 2018, after she had suffered a relapse.

"I just hope this can inspire people, you know, that are dealing with addiction and grief,” Grieb said.

“I've been struggling with both of those things for years now, and it's just a matter of not giving up and keep pushing forward."

Throughout her journey, Grieb overnighted in police and fire stations as well as with friends and supporters. Sometimes she camped in parks and on bike trails.

"Every mile that I walked, two people in this country will die from overdose,” she said. “Last year we lost over 72,000 people, which is more than the Vietnam war itself.

“It's getting up to over 100 – almost 200 – people every day that are dying from this,” she added.

Supporters accompanying her to the Southernmost Point carried banners bearing photos of nearly 500 overdose victims.

To help carry supplies, Grieb towed a small cart named “Lieutenant Dan” in honor of the “Forrest Gump” character who dealt with addiction in the movie. The cart also carried Dakota, a dog she adopted in South Carolina.

n 2018, Florida set a tourism record for the eighth consecutive year, drawing 126.1 million out-ofstate visitors. With Florida poised to break another tourism record and many residents looking forward to holiday weekends and vacations, the Florida Department of Health encourages everyone to maximize the health benefits and fun of days spent in and around Florida’s waters: play it safe and keep it healthy.

Swimming Simming in open water is different than swimming in a pool, but most people are not aware how different.

Even the strongest swimmer can get in trouble swimming in open water.

That’s why everyone should never swim alone and always use the buddy system when swimming.

Parents know to supervise their small children, but older children — this includes teens — need to be watched, too. Children ages 1–4 are more likely to drown in home swimming pools and children ages 5–19 are more likely to drown in natural bodies of water. Someone watching from the shore who is aware of where swimmers are at all times is an important layer of protection. In Monroe County,

Other safety measures: · Attention to safety signs and flags can help swimmers avoid dangerous conditions and currents like rip tide. · Open cuts or wounds should not be immersed in water. Water should not be swallowed either. · A cut or wound that happens when swimming, wading or boating should be washed with clean, running water and soap, and covered with a clean, dry waterproof bandage.

Florida’s natural waters are home to aquatic life, land animals and plants that should not be approached or touched. Swimmers, waders and boaters should also stay away from red tides and algal blooms like blue green algae that occur naturally. Both can cause skin irritation, burning eyes, and throat and breathing irritations.

Mosquitoes are another familiar part of Florida’s summer landscape.

Lightweight clothing that covers arms and legs, and mosquito repellent, can keep pesky bites to a minimum.

Walking barefoot on beaches, piers, lakeshores and rivers is not a good idea. The risk for injury — step-

ping on sharp objects, slipping on mossy rocks, tripping on uneven trails — is high.

Sun’s up, cover up According to the Centers for Disease Control and Prevention, skin cancer is the most common cancer in the U.S. In 2015, 6,484 melanoma cases, the most dangerous form of skin cancer, were reported in Florida. The best way to protect skin is to cover with sunscreen, shade and clothing. Sunscreen is most effective when it’s reapplied every two hours. Shade breaks taken throughout the day, especially between 10 a.m. and 4 p.m. when the sun is strongest, limit sun exposure. While hats and sunglasses are standard beach attire, adults and children should also cover up with lightweight clothing. Swim shirts are a good idea. Many carry a UPF (ultraviolet protection factor) rating of 50+ that blocks out over 98% of the sun's harmful rays.

When using sunscreen with insect repellent, apply sunscreen first.

Beat the heat Anyone can suffer from heat exhaustion, so it’s important to know the symptoms: headache, dizziness, weakness, lightheadedness, irritability or confusion, upset stomach and vomiting. Heat exhaustion can lead to heat stroke — the most serious form of heat injury. Dress for the heat: the same lightweight, loose-fitting clothing worn to cover up from the sun can also reflect heat and sunlight if it’s light-colored. Drinking plenty of water before thirst sets in and avoiding alcohol will keep the body hydrated. Heavy meals will increase body temperature.

n World Oceans Day every year, Coral Restoration Foundation takes out an army of ocean lovers to restore reefs in Florida and beyond. The fifth annual Coralpalooza, held June 8, saw participants return a total of 1,760 corals to the Florida Reef Tract — the most outplanted during any Coralpalooza.

The Florida Reef Tract is the third largest barrier reef system in the world and the only one in the United States.

Over the last 40 years, the tract has lost roughly 97% of the reef-building elkhorn and staghorn coral that used to dominate this extraordinary reef system.

For those who can’t wait for next year’s Coralpalooza, there are plenty of ways to get involved with the Coral Restoration Foundation, whether it’s joining a dive program, becoming a volunteer, making a donation, or getting involved in its education programs.

SEAWEED SMELLS LIKE TROUBLE RECORD-BREAKING SARGASSUM DRIFTS THREATEN PUBLIC HEALTH, TOURISM AND ECOLOGY

I

n the past several weeks, a noxious smell emanating from the beaches of the Keys has kept swimmers, sun seekers and nature lovers away from the shoreline.

Rotting eggs and hot garbage are some of the descriptors bystanders used to describe the odor. The cause of the offensive scent is the record-breaking level of sargassum seaweed rotting along the water’s edge. A report published last month by the Florida Atlantic University Harbor Branch Oceanographic Institute maintains the current level of seaweed is 10 times the historic average.

“Let’s face it, it stinks,” said Key West City Commissioner Mary Lou Hoover, whose district includes sargassum-dense Higgs Beach.

Hoover is exploring options that would elimiKey West City Commissioner nate or at least reduce Mary Lou Hoover. the amount of sargassum making its way to the city’s beaches. Options include a manmade floating barrier known as a boom.

“We’re currently looking at a test project using a boom for seagrass that would basically keep it from coming to shore,” said Hoover, who plans to test the boom on the area at the south end of Duval Street later this year. “If that works, it would be a great start,” said Hoover.

“Contacted by Southernmost properties, we looked at the area using Google Earth,” said Dr. Patrick Rice, chief science and research officer at FKCC, consulted with Hoover on the project. “The location and the environment have created a catcher’s mitt for the sargassum,” A primary challenge of sargassum removal is keeping up with the near-constant replenishment of it. “As soon as we empty one construction Dumpster, there’s enough to fill another,” said Hoover.

Sargassum, which takes its name from the Sargasso Sea, an offshore region between the east coast of Florida and the Atlantic Ocean, has been trending on social media. A video featuring Harvard University professor George Buckley discussing the influx of the macroalgae has gone viral. In the clip, Buckley outlines the environmental

conditions that have fostered the unprecedented levels of the seaweed. The Gulf of Mexico and the Caribbean have what Buckley describes as “a fever,” with higherthan-ever water temperatures, coupled with nutrient-rich pollutants from agriculture runoff and other manmade sources. “Almost every single island, every single shore, in the Gulf of Mexico has faced droves of dying sargassum seaweed washing up on to their beaches, causing untold economic and environmental problems,” said Buckley.

His solution to the problem is to start at the source. “We need help from the places where the nutrients and the septage discharge is coming from to stop runoff, stop pollution and help fund clean-ups,” said Buckley. Islands like ours are reaping the most devastating effects of inland pollution. “Islands are victims. They’re not putting the great amounts of nitrates, phosphates, sewage, pollution and runoff into the Gulf of Mexico, out into the Caribbean, and yet they’re left to deal with it,” said Buckley, who describes current measures to stave off the seaweed, like those underway or proposed in Key West, as shortsighted. “The treatment being done so far is at best reactive,” he said, promoting using “harvesting machines that could start to collect it outside the beaches, outside the bays, and then have barges that it’s put onto and bring it to a place where it can be recycled.”

For Buckley, the sargassum influx is yet another marker of the anthropocene era, our current geological period wherein mankind is directly and destructively affecting the natural world. Buckley’s stance is shared by local historian and environmental horticulturist Jeff Stotts.

“People need to understand that pollution has a price. We’re reaping what we sow,” said Stotts. He argues that the remedy for the excessive seaweed may come at a cost. “Mother nature will send a cure for this.

There will be a tropical cyclone that will take this out to sea and mix up the ocean. Nature has a way of balancing itself out,” said Stotts.

The reaction of tourists to the seaweed and the smell it carries has been surprising to some. “I find that more locals complain about it than guests,” said Dusti Rusher,

assistant general manager of Parrot Key Hotel and Villas. Parrot Key provides daily shuttle service between the resort property and Smathers Beach. The seaweed hasn’t deterred guests from venturing to the beaches but it has limited the amount of time they spend there. “They go out and they quickly come back; they’ll come sit at the pools instead,” said Rusher. “Guests that are educated enough are okay with it. Key West is an island and people understand that the sargassum on the beach is an environmental condition beyond our immediate control,” said Rusher, who has not seen an obvious decline in revenue as a result of the inhospitable beach conditions.

Marine life has suffered and that will continue under the anoxic conditions of excessive sargassum. In a normal, healthy ocean, sargassum functions as a critical nourishing element.

“In healthy levels, sargassum is beneficial to the beach,” said Rice. “The influx of nutrients creates a microhabitat for life to grow.” Yet the current levels have proven deadly. Fish kills are commonplace throughout the Caribbean. In Tavernier, a swath of dead eels was reported earlier this month as a result. For sea turtles, sargassum poses a dual threat; the piles of seaweed that wash ashore impair their movement during nesting season, while organized cleanups disturb nests. Sargassum poses health risks for humans as well. When beached and rotting, sargassum releases hydrogen-sulfide gas, which, in addition to being unpleasant, can wreak havoc on the respiratory system.

“For people’s health, the amount of gas that comes off when it sits on the shore, that is dangerous to humans. It’s not good, it’s not healthy,” said Hoover, who suffers from a lung condition aggravated by sargassum.

Hoover hopes efforts of the city and neighboring municipalities will balance the health needs and recreation demands of humans with due respect paid to the environment, “We want to give people a space where they can sit and enjoy. We want to clean up some beach space for our visitors and at the same time not hurt our ecosystem.”

n June 4, the Trump administration announced new travel restrictions to Cuba, essentially a follow-through on promises President Trump made two years ago.

The new rules do several things: • Stop U.S.-owned private and corporate aircraft and boats from traveling to Cuba. Stop U.S. cruise ships from making port in Cuba. Commercial flights to Cuba will still be allowed.

• Ending the people-to-people category of visas.

According to a statement by the federal Department of Treasury, “These policies continue to work to channel economic activities away from the Cuban military, intelligence, and security services.”

The rules took effect on June 5.

However, those who have already paid for travel will be allowed to complete their trips, according to officials in Washington, D.C. Robin Smith-Martin, who began his upscale concierge service (OKW or Our Key West) over two years ago, offers trips to Cuba for tourists and local residents in the Keys. OKW provides day trips to Havana that allow visitors to spend the day in Havana with the ability to return to Key West “in time for your dinner reservation.”

Smith-Martin said things continue as normal … for now.

“All booked Havana Day Trip flights are continuing as scheduled,” he said.

“OKW is monitoring the situation and working with our industry partners to communicate our displeasure with the Trump administration’s ineptitude in opening markets to seed democratic participation in closed societies. We expect a positive outcome from current negotiations surrounding Venezuela will lead to genuine rapprochement with the Republic of Cuba.”

The Cuban travel sanctions have much to do with unrest in the western hemisphere. U.S. Treasury Secretary Steven Mnuchin said, “Cuba continues to play a destabilizing role in the Western Hemisphere, providing a communist foothold in the region and propping up U.S. adversaries in places like Venezuela and Nicaragua by fomenting instability, undermining the rule of law, and suppressing democratic processes.”

The State Department added this: “Veiled tourism has served to line the pockets of the Cuban military, the very same people supporting Nicolás Maduro in Venezuela and repressing the Cuban people on the island.”

Doug Bradshaw, the City of Key West Port and Marina services director, said the city has yet to hear from cruise lines on how they are going to revise their itineraries. This month, about two dozen cruise ships will make port in Key West, and about half of those have listed Cuba as one of the

stops on the itinerary.

Monroe County Director of Airports Richard Strickland said one or two private charter flights leave Key West every day. Brian Slaga, of the former Duck Key Charters, no longer runs private flights to Cuba, although he did so for two years out of the Marathon airport. He said he feels for the honest Cuban nationals who depended on tourism dollars to survive.

“Ingrid, our English-speaking tour guide, will suffer. She had a choice between making $30 a month working for the government, or working as a tour guide and earning $50 in tips a day. And the people who run the casa particulares, or bed and breakfasts,” Slaga said, “those are the people that will suffer.”

Jim Parker of Caribbean Flying Adventures on the mainland has traveled to Cuba in his own plane 25 times during the last three and a half years, the same time frame it’s been legal to do so. He said he’s also arranged 450 landing permits for pilots with private planes to do the same.

“I don’t think people realize that there’s 2 million Cubans who now work in the private sector in Cuba,” Parker said. “This is going to deny maybe 500,000 or 1 million people a livelihood.”

Of course, tourism in Cuba has another side. The Joint United Nations Programme on HIV and AIDS (UNAIDS) estimates there are almost 90,000 prostitutes in Cuba. It’s a legal profession in Cuba.

And despite the headlines, it’s still legal for Americans to travel to Cuba.

Parker said this week’s news further confuses the public.

“Take a commercial flight — Delta, American, Jet Blue. Get one of the other 11 categories of visas. Book a tour guide, stay in a private hotel. It’s a way to support the Cuban people,” he said, while also acknowledging that some of the bigger resorts are government-owned.

Captains Elizabeth Jolin and Xavier Figueredo know the Florida Bay quite well, having navigated one of the nicest coastal waters in the world for the past 20 years. With their love for the bay, the two are also very attuned to the issues and complexities from water flow and water control to the Central Everglades Restoration project (CERP).

On June 6, I recently had the opportunity to hop on the boat with the two for an afternoon out on the bay to get a real understanding of the issues at hand. Joining me was photographer Ian Wilson, who captured some amazing shots of our adventure. With a rookery full of beautiful birds, one of the trip’s highlights was the spotting of a juvenile bald eagle up in a nest.

“It’s so exciting,” said Jolin, who moved to the Florida Keys after working and living in Washington, D.C. She ultimately got away from the hustle and bustle of the city life and found the waves and the ocean to be her joy and inspiration.

She enjoys educating and teaching, as evidenced by her camp that’s currently teaching young girls basics of operating a boat. A member of the grassroots organization Florida Bay Forever, Jolin also is interested in educating and engaging the public on the issues surrounding the bay and Everglades restoration.

“It started off after the seagrass died off that brought high salinity levels,” Jolin said. “It’s threatening wildlife. The bay is in need of more clean, fresh water. Today, we rely on rain.”

Florida Bay Forever is helping the community communicate with policymakers, by providing tools for advocacy and guidelines on how to communicate on a political level. Jolin admits the issues are “incredibly complicated,” and she’s right. For any citizen, understanding the Central Everglades Protection Plan is no easy task — not to mention all the agencies involved and the roles they play. Jolin says one of the bigger roles for Florida Bay Forever is simplifying the issues so residents know what to do and whom to call to encourage change.

Just recently, Everglades National Park received $60 million to complete the Tamiami Trail project, which will go to help

restore the natural flow of fresh water into the Everglades. Funding to move the project forward is a big win, Figueredo acknowledged, as lack of freshwater has affected wildlife and destroyed critical habitat like seagrass. Full project completion is expected by 2023.

While the news surrounding Tamiami Trail is encouraging, there’s still more educating and work to do. Florida Bay Forever will be doing just that in July and the months ahead by giving our readers some basic knowledge on the bay, the Everglades and ways to engage and act to protect the vital waters of the Florida Bay.
