The Social Security Administration is sending 685,000 payments to beneficiaries overseas. According to theweek. com, that’s a 40% increase of Americans retiring overseas in the past 10 years. The number, however, may be higher as some Americans deposit payments in U.S. banks while living abroad.

BOCC CONVENES IN KEY WEST

he Monroe Board of County Commissioners convened at the Harvey Government Center on May 22 to look ahead: at state funding, ecological and water quality issues, and what’s going to happen in 2023. The meeting kicked off with a brief airport report from Director of Airports Richard Strickland and Marathon Airport Manager T.J. Henderson. Henderson is leaving the Keys for California, and the commission wished him well.

The 13 items on the agenda pertaining to the airports were bulk approvals, and Strickland promised more to come with improvements and expansion.

Environmental projections Presentations on storm damage, water quality and sea level rise dominated the latter half of the morning session with a familiar refrain: consequence vs. cost: Dan Hughes, planning resources chief for the Army Corps, presented its studies assessing risk management for storm damage. The measures suggested were: elevation, floodplain management, warning systems, and structural elements like road and shoreline stabilization. He presented maps of roads most vulnerable to storm damage and proposed stabilizing shorelines along the Overseas Highway.

While hardening structures and roads for inevitable storm damage is a priority, the cost would be high. Coldiron called the price tag for proposed changes “astronomical” and asked if the state would approve funding for the projects. Hughes was unable to answer with certainty.

Also related to water quality, the commission approved a $497,211 study. The University of Miami will measure effects of canal waters on quality of nearshore waters. The two-year study proposed will cost $497,211 and measure water quality in over 700 locations. It will consider how canals may pollute nearshore waters, carry debris from the land, and how these waters respond to extreme weather events. Despite the price tag, Rice said the study “should put some critical issues to rest.”

A NOAA grant also enabled Jason Evans of Stetson University to do modeling on 50,000 properties to gather data on flood risk in the Keys. They also created a water management plan to pursue improving the county’s Community Rating System score. The key question posed by the commission was: At what point is the government responsible for flooding and storm damage, and when is mother nature responsible?

MOONEY IS ALL IN FOR DISTRICT 120 Longtime resident, councilman to run for state rep JIM McCARTHY

e was 99 percent sure last year about making a run for state representative with current Rep. Holly Raschein terming out in 2020. Last week, longtime Islamorada resident and current councilman Jim Mooney finalized that decision. He’s 100 percent in.

It was a year and a half ago when Mooney heard from others that he should pursue Raschein’s seat. Thinking long and hard about a potential run, Mooney says he also heard from some people in Monroe County he highly respects who told him to go for it.

“I was like, yeah we’ll see,” Mooney said in a recent sit-down with the Weekly. “Then there’s the moment where you go, shoot, have I lost my mind? And what if I’m going to spend the summer somewhere else? Then I thought, ‘Yeah, I’m not going anywhere.’”

Mooney is well attuned to the government scene, having served as mayor and councilman of the village for a number of years. He’s also visited Tallahassee on several occasions for Florida Keys Day, witnessing the basic interworking of it all. Mooney said he could have served one more term on the village dais. The decision to forgo that wasn’t easy, he says.

He said filling Raschein’s shoes wouldn’t be easy. He said she’s been inspirational and “a super rock star.”

“She’s so well respected up there,” he said.

“She worked for Ron Saunders, a Democrat.

She worked for Ken Sorensen. She earned her spot, and those are two really good guys who worked hard to take care of the southern district. Holly earned it all.”

Mooney says if he’s fortunate enough to win, he feels he can get the job done.

“It’s going to be a challenge, but I’m excited about it,” he said.

OBITUARY

Joel Rhash Joel Lee Rhash, the second son of Arthur and Ruby Rhash, born in Rock Hill, South Carolina in 1935, passed away after battling a long illness.

He moved to Marathon in 1953 and from there began a long career in marine and civil contracting playing a crucial role in the development of Key Colony Beach in the late 1950s and the rest of the Middle Keys until his retirement in 2000.

He served our nation in Korea and was a proud veteran with a foundation of patriotism that remained throughout his lifetime. He was passionate about the Keys’ subtropical environment and enjoyed the diverse nature offered by the native hammocks. He also cherished the people of the Keys, especially his neighbors, greeting friends every morning as they walked along Gulfstream Boulevard enjoying the beauty of a Florida Keys morning. He was a role model to many and missed by more.

Joel’s surviving family includes his loving wife of 62 years, Sheryl Rhash, his son Ray Rhash, and his grandson Joel Rhash II. He was preceded in death by his parents, his three brothers and their spouses Dewane and Edith Rhash, Van Rhash and Mary Lois Rhash, and Calvin Rhash.

There was a celebration of Joel’s life at the pavilion on Sombrero Beach in Marathon on May 19.

n the wake of the 1935 Labor Day Hurricane, the Overseas Road and Toll Bridge District was created to oversee construction projects associated with the bridging of a gap in the highway between Lower Matecumbe and Big Pine keys, formerly linked through an automobile ferry service.

Headquarters for the district were based at Pigeon Key. When the highway reopened in 1938, it became a toll road with booths erected at Lower Matecumbe and Big Pine.

All monies collected at the booths were brought to operations at Pigeon Key where business was not on the up and up.

Though created to repay a $3.6 million federal loan, toll monies were being used to lavish district headquarters with expensive food and drink.

In addition to a host of other fraudulent schemes uncovered by investigative reporters at the Miami Daily News, a $60,000 swimming pool was built at Pigeon Key and the district manager was provided with a luxury cabin cruiser for fishing and other entertainment purposes.

The Overseas Road and Toll Bridge District was subsequently liquidated in 1954.

ore than 80 young men and women are ready to graduate Marathon High School and move on toward the next chapter of their lives. Before they can receive their diplomas, however, there is a slew of events scheduled: • The Switlik Walk on Thursday, May 23 at 10 a.m. at the elementary; • Take Stock in Children Graduation on Saturday, May 25 at 11:30 a.m. in the auditorium; • Baccalaureate on Sunday, May 26 at 5:30 p.m. at San Pablo Catholic Church; • Class Night and Capping Ceremony on Tuesday, May 28 at 7 p.m. in the auditorium; • and, finally, Graduation on Thursday, May 30 at 8 p.m. in the auditorium.

With the help of school administrators, the Marathon Weekly has selected a handful of graduating seniors to feature in its end-of-theschool year section.

• What do you do in your spare time? I play video games like Battlefield and Call of Duty.

•What was the best moment of high school? Meeting lifelong friends. I can sum it up with Post Malone’s “Congratulations.”

• Have you decided on a career or area of study? Right now, both my brother and I have a plan to become civil engineers and follow my dad into business. Also, I like math.

• What was the best moment of high school? Winning softball districts four years in a row. I pitched all four years.

I had offers to continue playing at the college level, but I’m done. It’s very high pressure.

• Future school: Florida State University.

• Have you decided on a career or area of study? Marine research or medical school. Probably the second.

My favorite TV show was “Grey’s Anatomy.”

• What do you do in your spare time? I’m usually working at Porky’s, and when I’m not you can find me at the beach.

• What was your worst subject/class in school? Calculus. If I missed one day, it felt like I was a week behind.

• Did you play sports? I played football all my life. I ended as a left guard.

• Which movie, show, song or meme best defines your senior year? Kermit the Frog, sipping tea.

• What’s your weirdest quirk/eccentricity? I’m addicted to cereal. Pops is my favorite. I can eat three bowls at a time with a whole gallon of milk.

• Who inspires you? My parents have an incredible work ethic and are very supportive. They taught me never to give up.

• What was the best moment of high school? All of the Drama Club meetings, practices and show nights. If I had to choose a movie that defined my senior year, it would be “Grease.”

• What’s the farthest you’ve ever been from home? The Bahamas. One day I would like to visit my mom’s family in Cuba.

• Did you play sports? Soccer (4 years), weightlifting (junior year), and volleyball (since eighth grade).

• What’s the farthest you’ve ever been from home? My home is in Ecuador, so I guess I would say the Keys.

• What’s your weirdest quirk/eccentricity? I’m very accident prone. I have broken both my legs and both my arms. (To be fair, they are all sportsrelated injuries.)

• What makes graduating high school in the Florida Keys special?

Leaving here will feel like I am going out to the “real” world. Also having the beach down the same street as school is not something you see in other places.

Being able to go out on the boat after school.

Mainly I will be accruing wealth to pay for school. I would like to study out west — maybe Montana State or University of Colorado at Boulder. I like to fly fish.

• Have you decided on a career or area of study? I’m going to be a psychiatrist. Also, fishing is very therapeutic.

• What do you do in your spare time? I play music, fish, and read.

The abundance of marine life. There are so many educational opportunities about the natural world right outside your door!

• Which friend, family member or national personality inspires you?

Both of my parents inspire me daily.

They moved to the United States from Venezuela to create a better life for my family and have cultivated a business that continues to grow. They have taught me to work hard for what I want because I am the only person who can reach my goals.

• Did you play sports? Yes, I was the MVP and captain of the Girls Weightlifting Team and I was lucky enough to rank #7 in the state of Florida as a senior. I was also on the track and field team where I participated in various field events and I qualified for the track district and regional championship three years in a row.

• What’s the farthest you’ve ever been from home? I have traveled all over the world but the farthest I have ever been away from home would be when I traveled to the Amalfi Coast in Italy.

My dad sets a good example in sports, and life, and dealing with people. He rarely yelled at me, but if he did it was always in private and I deserved it.

• Did you play sports? I’m going to play Division 1 football, I was named basketball co-player of the year, and I ranked 9th in state for high jump.

• Did you play sports? I ran cross country and track, made seven State Championship appearances, finished 11th overall at cross country this year, and won the 7 Mile Bridge Run in 2018.

Graduating high school in the Florida Keys has had its pros and cons — sometimes there’s nothing to do, but just being at the beach relaxing is amazing. But, most of all, the friends that I have made, and have been close with, mean the world to me.

Beth Pinkus because she pushed me to do my best ever since elementary school and instilled the love of travel in me.

• Did you play sports? I played volleyball, weighlifting and tennis. I think volleyball was my favorite, because the team was so close; we were like family.

• What’s your weirdest quirk/eccentricity? I’m super antsy.

• What’s the farthest you’ve ever been from home? I went to Europe in 2017. I spent some time doing community service in the refugee camps, including helping to build a fence around a community garden.

• Have you decided on a career or area of study? I want to study elementary education. I was inspired by my first grade teacher Ms. Doyle. She had an amazing way of teaching.

• Have you decided on a career or area of study? Finance. Math isn’t my strong suit, but I like the business side of money. I think I’m naturally good at it.

• What do you do in your spare time? I go to work, hang out with friends or bake with my mom. Our go-to recipes are pumpkin bread and chocolate crinkle cookies.

• What do you do in your spare time? Work, invest in stocks and hang out with friend. (He recommends Apple and Disney — the perennial strong stocks.)

• What was your worst subject/class in school? AP Calculus. My brain was not prepared for higher math this year.

• What was the best moment of high school? When I became Senior Class President and the general uproar over Rizo’s Rant, my column in the school newspaper; especially the column about school rivalries. I got dirty looks in the supermarket.

• What was the best moment of high school? Performing in “Mamma Mia” my senior year.

• Which movie, show, song or meme best defines your senior year? “Bad Idea” by Ariana Grande. It was a bad idea to take four AP classes my senior year — calculus, psychology, government and literature.

• Which friend, family member or national personality inspires you?

My mother, because she is so strong and supports me in everything I do.

• Did you play sports? No, I prefer theater.

• What’s your weirdest quirk/eccentricity? I am known for randomly bursting into song.

• What’s the farthest you’ve ever been from home? To France and Italy.

In Paris, me and a few other students did a city-wide scavenger hunt.

• Which movie, show, song or meme best defines your senior year? “The Office,” because I’m like Michael Scott — everyone is annoyed by him but they still like him somehow.

• Which friend, family member or national personality inspires you?

Mom worked hard to raise three of us and give us a comfortable home.

• Did you play sports? No, but I was the head football manager and am planning on managing for FSU’s football team.

• What’s the farthest you’ve ever been from home? New York City.

Don’t go to New York City during the summer.

• What makes graduating high school in the Florida Keys special?

The view and the fact that everyone knows you so you can get away with anything!

• Future school: Embry-Riddle Aeronautical University. I’ll be joining three other recent MHS grads.

• Have you decided on a career or area of study? Aerospace Engineering.

I’ve always been fascinated by planes and space. I’ve been to countless museums. And when I was little and building Legos, I would always go “off book” to create my own flying machines.

• What do you do in your spare time? Work out or play video games.

• What was the best moment of high school? The time we won tug of war as freshmen against the senior class. Oh, and playing Kyle in the “Legally Blonde” musical.

• Which movie, show, song or meme best defines your senior year? “Waiting for Godot.” In this case, Godot is graduation.

• Which friend, family member or national personality inspires you?

Gary Vaynerchuk — an entrepreneur and social media influencer — has motivated me to be pro-active and always give my best effort.

• Did you play sports? I have participated in swimming, tennis and cheerleading for two years each. I was voted most spirited cheerleader my junior year.

• What’s your weirdest quirk/eccentricity? I’ve got a robo-ankle — a metal plate, seven screws, and a “tight rope” to stabilize my tendons.

• What’s the farthest you’ve ever been from home? I spent a summer at a fishing lodge in Alaska.

• Future school: Florida State University.

• Have you decided on a career or area of study? I want to study computer science. I was inspired by my dad who is a technician. He was always repairing stuff. I want to know about the infrastructure of a computer – the guts and software.

• What do you do in your spare time? I don’t have spare time. I am always doing schoolwork or working the front desk at Key Colony Beach Motel. My shifts run from 3 to 11 p.m. after school.

• What was the best moment of high school? Playing soccer my senior year.

I was so happy to make the team and glad I made the time. I hadn’t really played since I lived in Nicaragua and it was very different there.

• Which friend, family member or national personality inspires you?

My parents.

• Did you play sports? Soccer, and I also was the manager for the track and field team. I also took photos of the team, and I think the students appreciated that.

• What’s your weirdest quirk/eccentricity? Well … I don’t know why I do it, but I pat my friends on the head.

• What’s the farthest you’ve ever been from home? I traveled to Japan.

The people were so nice, and I got to visit the anime museum.

• What makes graduating high school in the Florida Keys special?

It’s a small community that’s tranquil, no violence. It’s hot and humid, the weather is crazy, but you can’t complain about the seaweed!

• Have you decided on a career or area of study? I want to become a welder. I am going to spend the next couple of months practicing, and then head to Louisiana to work in the oil refineries. Eventually, I’d like to be in the shipyards of Virginia.

• Have you decided on a career or area of study? I want to study environmental science and policy. I was always attacted to the science, but attending Girls State really got me interested in policy.

• What do you do in your spare time? Netflix, Hulu and YouTube — the holy trinity. And I just finished the last season of “Santa Clarita Diet,” which ended on a cliffhanger. It’s cute and gory.

• What was the best moment of high school? All of the musicals, and the Drama Club’s field trip to New York City. We saw “Hamilton” and even workshopped with some of the actors.

• Which movie, show, song or meme best defines your senior year? The “This is Fine” meme.

• Which friend, family member of national personality inspires you?

Besides my mom, it’s Dr. Titus, a professor at FKCC. While he taught us a lot of valuable skills for college, he has also pushed me to become a better person in life and in academics.

• Did you play sports? Varsity swim, I hold the school record in the 100m breaststroke, as well as three relay events.

• What’s your weirdest quirk/eccentricity? I’m always bouncing my legs.

It’s a nuisance at the dinner table.

• What makes graduating high school in the Florida Keys special?

Some people assume that a small school means less activities or opportunities, but it’s really the opposite.

Being on the water is pretty neat too.

• What was your worst subject/class in school? Well, I never found a reason to learn Shakespeare.

• Have you decided on a career or area of study? I am going to take over the family business — Effrain Marin Tile LLC. • Do you recommend a particular kind of countertop? Cambria is a manmade quartz that is easy to work with and doesn’t chip. But I like the natural look of stone, too.

• What was the best moment of high school? It will be when I get my diploma.

• What do you do in your spare time? I hang out with friends and family. We work out in the backyard or watch TV.

• Which friend, family member or national personality inspires you?

My father.

• What was your worst subject/class in school? Geometry was easy, but algebra stumped me.

• Did you play sports? I played football in eighth and my senior year, and baseball in eighth and ninth grades.

• What was the best moment of high school? Probably putting on my senior shirt for the first day of school.

• What’s your weirdest quirk/eccentricity? Apparently, I like to stick my finger between crashing boat hulls when anchored at the sandbar.

• Which friend, family member or national personality inspires you? I try to be my own person. I’m motivated to succeed, and that can make my perspective different.

• What’s the farthest you’ve ever been from home? The farthest north I’ve been is Louisiana, and the farthest south is Cuba.

The Keys taught me to break out and explore in ways that I wouldn’t have in Miami.

• Did you play sports? I participated in football, weightlifting and track. I was also part of the OJT (on the job training) program.

• What’s your weirdest quirk/eccentricity? I’m always busy — washing my truck, lifting, etc.

Rhode Island schools are overly competitive, stressful and soul draining.

Besides basketball, I was also a wide receiver on the football team.

• What’s your weirdest quirk/eccentricity? I make faces all the time, but I don’t say much. I’m the silent type.

We live on a small island.

‘OPPORTUNITIES LEAD TO DREAMS’ ALEX RICKERT

King’s art has blossomed from necessity

F

or every time a parent tells their child they won’t make a living with art or music, there’s a success story to prove them wrong. Meet Marathon resident Krystal King, an Ocean Blue Galleries featured artist.

King and her husband moved to Marathon 10 months ago, but a move to the Keys has been their goal since 2012. “We honeymooned here and fell in love with it. We kept joking about moving here and wanting to sail.” Last year, that “joke” became a reality. “We were coming down for our annual vacation, and we told our Realtor that if she could sell our house, we’d move to the Keys.” Sure enough, the house sold, and the Kings became Marathon’s newest live-aboard sailing residents.

As with many, King’s fascination with art began at a young age, but not in a typical way.

“I was orphaned at an age when it’s tough to get adopted, so out of loneliness or necessity I started drawing.” When she was adopted at the age of 10, her adoptive grandmother, a professional artist, taught her to watercolor. “She saw some creativity in me, and really fostered that.”

King continued with watercolors and charcoal drawings as a teenager and initially pursued music as a career, but after entering the University of Colorado Springs at 16, her passion for piano and trombone burned out within a few years.

She entered the Air Force in 2014, but an injury forced an early exit just two years later. As she described, painting and drawing quickly drew her back as a way to deal with PTSD and depression.

“I judged myself for the way I played piano, but I never judged myself for my art. It was always just a form of expression.”

Today, Krystal is an art dealer for the Wyland art gallery in Key West. Acting as a liaison between customer and artist, she helps interested parties find the perfect pieces for their homes or describe their needs for a brand new commission. However, her independent artwork has begun to draw attention on its own. She was recently notified that her work will be added to Ocean Blue Galleries in St. Petersburg, Florida.

Home to many world-renowned artists, the gallery is the only one featuring Jim Carrey’s work. “(Founder) Jay Shaffer called me and said, ‘Welcome to the Ocean Blue family. We were told we’d be stupid not to pick up your work.’”

King focuses on acrylic impressionist pieces with thick and heavy paint strokes. Known as impasto, the thick layering gives an almost three-dimensional look to an otherwise two-dimensional piece. She enjoys working in other media and even using her skills in detailed portraits, but one theme ties all her pieces together. “From medium to medium, my work may change in style, but the one thing that stays the same is the bright vivid colors. They always made me happy.”

King hopes that her story and art can give strength and inspiration to others going through similar struggles. “I’ve learned that if you chase opportunities, they’ll lead you to your dreams. Everyone should have a way to take care of their soul. For me, that’s art.”

arathon’s Rachel Bowman was personally recruited to take a spot on the “Florida Man” team for this past weekend’s Emerald Coast Open, formerly the Lionfish World Tournament.

“I was the Florida Ma’am of the Florida Man team,” Bowman said, laughing. She joined brothers Joe and Josh Livingston of Destin, Florida, and John McCain of High Springs, Florida so they could recreate their win of 2018.

She replaced Alex Fogg, who stepped down to run the tournament, the biggest of its kind. Bowman and her team collected 2,241 fish on 87 dives in two days to win.

“The tournament is good for the environment, and good for tourism in our area,” said Fogg, who describes his full-time job as part marine research and part tourism cheerleader, under the auspices of Okaloosa County. This is the fourth year of the tournament and it attracted 187 divers from seven states. Divers netted almost 20,000 lionfish, big and small.

“This was a really successful year,” he said.

“These are really big numbers,”

said Bowman. “This is unheard of.”

The tournament had two parts.

The first was a four-month long collection of lionfish so local restaurants would have enough of the fish to serve divers attending the tournament. That was about 5,000 fish.

And then the two-day tournament brought in the other 14,000 fish.

All of those fish were sold to Whole Foods, and divers were compensated $4 a pound for small lionfish, and $6.25 for big fish.

So, is it working? Are humans able to stop or slow the lionfish invasion?

Lionfish are the scourge of the seas. Although native to the tropical waters of the South Pacific, the venomous (not poisonous!) fish found its way to the U.S. about two decades ago, where there are no natural predators to this fast-reproducing and voracious fish. More than 120 different prey fish have been found in the bellies of the beast, and they can eat other fish that are as big as half their size. Snapper, grouper, the ornamental parrotfish and even baby lobster are no match for this fish, found in abundance in the Florida Keys.

Even more terrifying: a female lionfish can lay 5 million eggs in one year.

“I think humans have made a small dent in the situation,” Fogg said, “but there are other things in play. Nature has a tendency to figure this out.”

He said divers in the panhandle used to average 50 fish a dive; now the number is lower, sometimes in the single digits. Fogg attributes the decline in lionfish to a number of factors — Hurricane Michael, red tide, and perhaps some unknown pathogen. While the lionfish had no known predators in U.S. and Caribbean waters, they may be susceptible to a disease that leaves native populations untouched.

Still, Fogg said, the lionfish fight isn’t over. Tournaments like the Emerald Coast Open are important because they remove lionfish from the waters and continue to raise awareness.

Bowman is very committed to the cause.

“Tournaments get won because of extremely hard work, but none of this would have been possible without the amazing support of our family, friends, colleagues and employers,” she said. “The sponsorship of Keys Fisheries and Dive Rite, a scuba company out of Lake City, is also very important.”

s the sun sets on May 30, Marathon High School’s seniors will be walking down the auditorium aisles towards the stage where this chapter of their lives will come to a close. Following its founding in 1957, MHS has been an integral part of our community, shaping students into adults who are equipped to pursue their individual dreams.

Marathon has been fortunate to have some graduates return and contribute their talents to our community.

SCHOOL BOARD DISCUSSES RESULTS OF RANDOM TESTS ON STUDENT ATHLETES

T

hey’re in: the results of the Monroe County School District’s one-year trial of random drug testing for student athletes. The district tested a total of 246 high school students and found 11 positive results — mostly marijuana.

The report to the school board also attempted to quantify levels of change in students’ involvements in sports; in other words, knowing that they could be tested, how many students elected not to participate in sports. Marathon High School and Coral Shores High School said the number of student athletes stayed about the same compared to last year. Key West High School reported 96 fewer students. Both Coral Shores and Key West said fluctuations in specific rosters (baseball or football, for example), were due to changes in management of the athletic programs rather than due to the drug testing.

The trial aimed to test 15% of the total roster for each sports season — fall, winter and spring. Students participating in varsity and junior varsity sports, as well as band, cheerleading and dance teams, were tested. Students were assigned numbers, and then randomly selected by a “random number generator.”

Here’s what the school board thinks: BOBBY HIGHSMITH DISTRICT 1

I am satisfied that the new testing program corrects many of the egregious elements of the prior testing regime. I am pleased that there were relatively few positive tests. My personal belief is that the results of this trial indicate that we don’t have a great need for this type of random, suspicion-less testing, and I would prefer that we not continue it. However, I understand that a majority of our principals, athletic directors and coaches, whose opinion I greatly respect, would like to see the program continue. I would be willing to support its continued implementation if the program is expanded to cover all students who are legally eligible to be tested. I don’t think it’s fair to single out our student-athletes for this type of highly offensive and invasive testing when there is no evidence that this group of students is more likely to use drugs than any other group of students.

ANDY GRIFFITHS DISTRICT 2 On this particular subject, I really give a lot of influence from the high school leaders. I know they want to do the best for their students, and make sure they are safe.

And they are all telling me they want this.

A very low percentage tested positive, so that’s good news. Until I hear anything to the contrary, I will continue to support it.

MINDY CONN DISTRICT 3 I’m pleased that so few tested positive and that there were students who made the choice to not take drugs as a direct result of the policy. Also, with staff, high school administration and the community wanting to continue the program, I would support their decision. However, I do believe it’s something that requires an annual review to ensure it continues to have support and effectiveness.

JOHN DICK DISTRICT 4 I asked the question ‘Do the principals and athletic directors want to continue the program?’ and received an emphatic yes. They are on board, so that’s my driving force.

I don’t want to take that tool away from them. Two years ago, some students told me they didn’t want to smoke pot, because they might be tested. It’s hard to say how many students are affected in this way. But even if it’s a couple, it’s worth it to me.

SUE WOLTANSKI DISTRICT 5 I was not in favor of random drug testing because I have concerns about the repercussions of a false positive test on a child. And I had concerns about how to keep that information confidential. I don’t think there were any false positives, but I don’t think there was any privacy for students. I don’t believe that the data shows long-term impacts from programs like this, but there might be short-term value to it. I’m on the fence, I guess.

arah Brawer discusses impacts and strategies to cope: Everyone who lived here during Hurricane Irma was impacted in some way. Whether your home went seemingly unscathed or you lost everything, the extent of damage and destruction caused by this storm was different than anything experienced by most. Almost everyone was able to get out of the path of the storm. The shock was coming back after the danger had passed.

Despite it all, our tough little community cleaned up and began restoring “normal” life.

But the long-term effects of this storm cannot be ignored. In many ways we have become inured to the new “normal.” Whether it is getting used to dead foliage, a new home or the daily stress of an on-going fight with insurance, we adapt to the changes. But these changes also bring along wear and tear of chronic stress.

In Monroe County, anecdotal evidence shows an increased rate of suicide and suicide attempts, increased substance use, an increased divorce rate and increased physical illness since Irma landed in 2017. These are all classic effects of the chronic stress associated with a natural disaster.

So how do we cope?

It is essential to acknowledge that this is a normal reaction to an abnormal set of circumstances. Then we

can start doing things like increasing our self-care — taking walks, making extra time to spend with your friends, enjoying the water, even taking a break off the rock can help recharge the batteries. If you are going to live through a stressful incident, self-care helps us with a long-haul win.

When the impact of stress becomes overwhelming, counseling can help. Finding a therapist to work with allows for reprocessing, development of cognitive skills and resolution of thoughts or images that continue after the storm.

The Florida Keys TRN was developed in response to Hurricane Irma.

The Humanitarian Aid Project trained 12 therapists from Key West to Key Largo in a treatment technique called EMDR (Eye Movement Desensitization Reprocessing) – a treatment specialized in resolving the psychological effects of trauma. The Florida Keys TRN is now available for anyone struggling with emotional effects in the aftermath of the storm.

t’s rather amusing to note the concept of Florida Man — a person so lacking in intelligence or common sense that he could only live in Florida. We really are one of the most unusual states in the union, home to alligators, snakes, iguanas, abundant mosquitoes, and year-round humidity. Perhaps the climate and inhabitants have an effect on the human residents, making them care just a little less about actual consequences to actions. One writer called Florida Man America’s id. There is even an attempt to trademark “Florida Man,” and someone has allegedly written a Florida Man song.

CUBAN AMBASSADOR VISITS KEY WEST SARAH THOMAS

ose Marti came to Key West in May of 1883, having established a relationship with the Cuban leaders of the community who were eager to support Cuba’s bid for independence. The revolutionary addressed the town from the second-floor balcony of the stately home owned by cigar manufacturer Teodoro Perez. Marti spoke passionately about Cuba’s bid for independence from Spain, seeking support for his cause — the political, cultural and intellectual independence of Cuba and the rest of Latin America.

While his tour spanned larger U.S. cities, the Cuban community of Key West remained close to Marti’s heart, which he regarded with “tenderness, just pride, and gratefulness.” It was the heyday of the cigar industry, and Cuban influence was writ large in “Cayo Hueso.”

Last week, on May 14, Cuban Ambassador to the U.S. Jose Ramon Cabañas stood on that very balcony — now the popular inn and restaurant La Te Da — addressing a lively crowd, greeted by Key West businesspeople and officials including Mayor Teri Johnston. Cabañas said he was visiting our city in an effort to strengthen the relationship and the cultural exchange between Key West and Cuba. He also said his goal was to invite 500 people from Key West to attend the celebrations in the capital city of Havana this year.

The number 500 is deliberate: the Cuban capital city will celebrate its 500th anniversary this year. In November, Havana will host festivities including open concerts, green initiatives, and rebuilding and repairing projects to properly appoint the city for her birthday. This year marks many firsts for Cuba, including the March visit of British royals Prince Charles and Camilla Duchess of Cornwall to the city — the first members of the royal family ever to visit the island nation.

Besides Havana’s big birthday, why the whirlwind PR push now?

Cuba seems to be on the cusp of international reconsideration, coming out of the shadows of the Castro regime — though still operating under the model of Marxist communism. Massive paintings of Fidel Castro adorn the capital, and the language of nationalist pro-

paganda papers the newsstands. Yet the world stage is taking notice of diplomatic gestures like the ambassador’s visit to Key West.

When Ambassador Cabañas took his position in 2015, after many years in Cuba’s Foreign Service, he became the first Cuban ambassador to the U.S. in the last 50 years. Cabañas took the position during the Obama administration, which took an interest in normalizing relations.

In 2015, President Obama — the first U.S. president to visit Cuba since 1928 — met with then Cuban President Raul Castro to negotiate the “thaw” of the Cold War relationship between the two countries. Trade restrictions were lightened, if not lifted, as was travel for U.S. citizens.

Obama restored “people to people” travel cards, allowing U.S. citizens to visit for cultural, recreational or educational purposes.

Ambassador Cabañas appeared to be making a bid for — and participating in—this very type of travel while in Key West. Cabañas, his wife Edilia, and Counselor Rodney Gonzales Maestrey were invited and escorted by former City Commissioner Tony Yaniz, as well as founder of the Conch Republic Independence Festival and owner of 801 Bourbon Bar, Jim Gilleran. Yaniz and Gilleran led the ambassador through a tour of the cultural landmarks of Key West.

Gilleran credits Yaniz as the catalyst for the visit but was thrilled to be on board.

“My personal belief is that we can learn a lot more by engaging with Cuba than not. And the historic ties between Key West and Cuba are huge,” he said.

Key West author David Sloan took the visiting group on a trolley tour with Commissioner Clayton Lopez and Michael Morawski, CEO of the Hemingway House. The tour covered topics and sites like Marti’s addresses on Duval Street, the historical and economic significance of the cigar industry, the record-breaking crossings of the Florida Straits by Diana Nyad, Sonny McCoy and Paul Menta — whose Key West Legal Rum Distillery hosted the ambassador for a taste of the favorite Cuban spirit. Good thing, as beloved Cuban Havana Club rum isn’t available for consumption in the States, as it is still traderestricted by the U.S.

Menta focused on commonality over shared spirits, saying “Rum is an international language and is something we all agree on,” and calling the visit from the ambassador an “honor.”

Sloan took a similar approach. “I broke the ice talking about the Beatles and finished by explaining our One Human Family philosophy,” he said. “They are two things that bring people together every time.” He also pointed out the need to be friendly to our Southern neighbors, as Cuba is, in his words, “closer than Walmart.”

Key Westers overall embraced the visit as an opportunity to share our local treasures and way of life with the visiting dignitaries. Cabañas responded in like manner. He and Maestrey said that they were in Key West not only to celebrate the long-standing ties between the two islands but also to learn from the Keys’ tourism industry. On a private tour of the Hemingway House Cabañas and Morawski discussed how to further develop the relationship between the Key West property and Finca Vigia, Hemingway’s property outside of Havana, Cuba.

At the Hemingway House, Ambassador Cabañas queried as how to cross-promote the two attractions and create an “exhibit exchange.” Cabañas’s team took notes, exchanged contact info with officials and businessmen and women in Key West, and brainstormed ways to better connect the two cities in the interest of shared benefit.

“There are so many reasons for the people here to visit Cuba,” Cabañas said. “We are celebrating the 500-year anniversary of Havana. We have multiple galleries and concerts. Finca Vigia has beautiful memorabilia and artifacts.” While Finca Vigia is not centrally controlled by one tour company — in the way the Hemingway House is — Maestrey and Cabañas discussed how they might streamline tourism to Finca and maximize profit and quality of experience.

Representatives of the property have already worked closely with the Hemingway Foundation in Boston.

4 the most broadly interpreted and used for non-official business) works well, Cabanas said simply: “For us, it does. For some people in your government … not so much.”

Indeed, when President Trump entered office, he announced that he was “cancelling” the loosened stipulations of the new relationship, though the changes have been slow. While tourism to Cuba still exists, Trump reversed Obama’s enactment of people-to-people visas, threatening violators with 10 years in prison and a $250,000 fine. In late April, Trump’s national security advisor John Bolton announced that the Department of the Treasury would implement further regulatory changes to restrict nonfamily travel to Cuba. “These new measures will help steer Americans’ dollars away from the Cuban regime,” Bolton said.

While Cuba has, in the Castros’ wake, elected President Miguel Diaz Canel, the political and cultural environment has, from afar, remained largely unchanged: poverty, prostitution, media censorship and centralized governmental control remain. The philosophies and realities of those in the United States vs. Cuba remain very different. But it seems Cabañas, and the people of Key West, have an eye for closing, or at least shortening, the gap and finding common ground.

Locals like Jim Gilleran already support this mission through his travel agency, Amiga Travel, which arranges tailored visits to Cuba from Key West. Amiga focuses on cultural enrichment and exchange. OKW, or Our Key West, founded by Robin Smith Martin, offers day trips to Cuba, and also offers education through

5 themes like The Hemingway Excursion. At least anecdotally, it seems like more Key Westers have visited Cuba than the rest of the states combined.

“Havana is our sister city,” said Smith-Martin. “People forget that Key West was Spanish before it became part of America, and I hope we can continue and improve the dialogue between our two cities.”

Cruise ships, of course, dock at ports in Key West and Havana as well—it’s the means of travel Hemingway chose when he first arrived in Key West from Havana with wife Pauline, destined to buy the house on Whitehead Street (and destined to return to Cuba). It seems that, on land and sea, through literature like Hemingway’s “Islands in the Stream” and Marti’s revolutionary poetry, our two islands will continue to enjoy a close relationship. Closer, if diplomatic efforts like those of Cabañas have anything to do with it.

While the ambassador didn’t announce when he was returning, he did invite everyone to Havana’s birthday party. It seems like some may be in attendance—or at least cheering from our Southernmost shores.

“There is a tremendous amount of camaraderie and working together that will result from that visit,” said Commissioner Lopez at the May 21 city commission meeting. Commissioner Kaufman added: “The connection our city will have with Havana for economic and cultural exchange is exciting.” Jim Gilleran is even working on erecting a marker in Cuba that says “90 miles to Cayo Hueso.”

Viva la relationship.

Traveling to Cuba by air isn’t that complicated either. Just book a ticket through a major airline and follow their travel instructions by securing a tourist card. Be sure the category selection accurately represents the purposes of the trip—and you can prove it if pressed to upon return.

Who is your all-time favorite teacher and why? My all-time favorite teacher would be Paul Davis. Coach Davis left Marathon High School last year, but was always my favorite. I was able to come to him about any situation I had, and get advice no matter if it was school-related or not.

What does “a good education” mean to you? A good education helps with socialization and communicating with others. It sets me up for success.

FUNDING, FINALLY? PRESIDENT SUPPORTS $200 MILLION FOR EVERGLADES JIM McCARTHY

letter by South Florida Water Management District board members to U.S. Congress for Everglades funding was answered as seen within the president’s budget proposal, and more recently, approval by the House Appropriations Committee.

On May 10, the SFWMD governing board issued a letter to the U.S. House’s Energy and Water Development Subcommittee, and Chairwoman Marcy Kaptur, related appropriations subcommittees in the U.S. House and fellow representatives. The letter also went to the U.S. Senate Appropriations Subcommittee on Energy and Water Development.

Within the letter, board members urged support for the highest possible funding for the South Florida Ecosystem Restoration line items, as well as $200 million for the U.S. Army Corps of Engineers to restore the Everglades.

“There is strong bipartisan support for restoring America’s Everglades, and this world-renowned ecosystem depends on a sustained $200 million in annual federal funding for restoration,” the SFWMD letter reads.

Three days later, President Donald Trump changed his budget proposal, increasing Everglades funding from $63 million to the requested $200 million.

“Good for Florida and good for the environment,” he said.

On May 21, the House Appropriations Committee gave approval to the energy and water appropriations bill, which was amended to include the $200 million in funding for Everglades restoration. It will now go before the full U.S. House.

Cheryl Meads, SFWMD at-large board member, says she’s optimistic Congress will approve the funding needed to restore the Everglades. As for the letter to Congress that the SFWMD board sent, Meads said she reached out to the district’s communications staff to put something together. Executive Director Drew Bartlett felt a letter signed by all board members would be more effective.

“At the last board meeting that we had, all the letters were prepared, and we all read and signed them,” Meads said. “Our communications director and our executive director made sure it went to every member of Congress. Marco Rubio immediately tweeted the letter he received, because he’s been working diligently to get funding as well. It’s a great story of a large collective group of people who’ve been working diligently.”

Meads said U.S. Rep. Debbie Mucarsel-Powell, D-26th District, and U.S. Rep. Brian Mast, R-18th District in southeast Florida, are working to get both sides of the aisle on board.

“Democrats and Republicans in Florida are working together asking for this money,” she said. “It’s a collection of

Democrats and Republicans who are working for a common goal.”

The president’s support for Everglades funding was met with praise from The Everglades Foundation and Eric Eikenberg, CEO, who said they’re optimistic that the planets may finally be aligning for a sustained, $200 million level of funding.

“This funding level, on a continuous basis, will be sufficient to finally move forward with the Everglades Agricultural Area reservoir and other long-delayed restoration projects,” he said.

More federal funds would complement the state’s investment to accelerate the design and construction of the Central Everglades Planning Project (CEPP), which will identify and plan for projects on land already in public ownership to allow more water to flow south to the central Everglades, Everglades National Park and Florida Bay. Money will also help with the Everglades Agriculture Area Storage Reservoir to send clean water while reducing damaging discharge events.

Elizabeth Jolin, Florida Bay Forever member and charter captain, said funding in the amount of $200 million is critical to move restoration forward this year and subsequent years. Jolin said this level of funding would support Gov. Ron DeSantis’ aggressive environmental agenda and be a boon for restoration.

“When CEPP was passed in 2000, it was determined that it would take $200 million commitment from the state and feds to get 68 projects done,” Jolin said. “In all that time, at the federal level, this commitment has only been met once. About three projects have been actually finished, so this is a big deal.”

DeSantis and U.S. Sens. Rick Scott and Marco Rubio sent a letter in February to the president urging him to include funding in the budget request.

“Everglades restoration is critically important to the state of Florida and enjoys broad bipartisan support in Congress,” Scott said.
