ov. Ron DeSantis has been establishing a record that places him more firmly in the camp of conservationists than voters may have expected from the Republican governor.

On May 10, DeSantis used his veto power to strike down a bill that would have prevented local municipalities from banning plastic straws. House Bill 711 passed in an 87-23 vote and in the Senate with a 24-15 vote. The bill would impose a five-year ban on local municipalities banning plastic straw.

The state has already legislated preventing municipalities from banning plastic bags and Styrofoam containers. That puts Florida on the national map as moving in the opposite direction from other states where major cities — like New York, New York and Portland, Maine — have banned Styrofoam and other environmentallyunfriendly products.

The legislature has historically limited home rule in environmental instances, citing the need for the Depart-

ment of Environmental Protection to investigate efficacy of such bans — and effectively slowing the process.

DeSantis might be an integral part of turning the tide. In his letter explaining his stance on the veto, DeSantis wrote of the straw ban, “These measures have not, as far as I can tell, frustrated any state policy or harmed the state’s interests. In fact, the Florida Department of Environmental Protection has encouraged Florida residents, schools and businesses to reduce plastic straw use. Under these circumstances, the State should simply allow local communities to address this issue through the political process.”

City and county officials can count this as a victory for local efforts to legislate what’s best for the community.

“I find it refreshing that our governor stood up for the local governments to enact laws that are best for their communities and protect home rule,” said Monroe County Commissioner Michelle Coldiron. “I am also encouraged that he is staying true to his pledge to protect our environment.”

On Jan. 10, mere days after taking office, the new governor signed an executive order that, among other things, allotted a record-breaking $2.5 billion for Everglades restoration, created a blue-green algae task force to reduce the algae blooms over the next five years, and has encouraged the DEP to oppose offshore drilling and fracking.

Keys officials and residents could be some of his biggest supporters in these efforts. As Key West Mayor Teri Johnston has said: “We are at the ground level for climate change,” and nowhere evidences those changes more than in our water. The Keys may have an important ally in Tallahassee, starting with ridding the ocean of plastic straws.

County Mayor Sylvia Murphy says she agrees with DeSantis’ veto. Not only does Murphy want to see more local action on plastics straws, she also would like to see the state give control over plastic bags to local governments.

“The last statement he made was he wants to see it where every local entity can make up their mind on plastic straws. I’m all in for it,” she said. “I definitely hope we see a lot more – No. 1, plastic bags. That’s a biggie. You look at our shoreline when we do cleanups in the Upper Keys and they’re littered with plastic bags.”

VANDENBERG PROJECT CELEBRATES 10-YEAR ANNIVERSARY ERIN STOVER SICKMEN

n May 27, 2009 the USNS Gen. Hoyt S. Vandenberg was intentionally sunk to create an artificial reef in the Florida Keys National Marine Sanctuary, six miles off the coast of Key West. In just one minute and 44 seconds, the 522-foot-long Vandenberg settled on the ocean floor, preparing to transition into the second largest artificial reef in the world. Marine life began moving in immediately and the “Vandy” is now home to pelagic and reef fish, aquatic plants and animals.

The Vandenberg has also, on occasion, served as an art gallery.

In 2010, internationally renowned visual artist Andreas Franke dove 100 feet below the surface to photograph on the deck of the sunken behemoth (which sits on the ocean floor at a depth of 140 feet). After processing the photographs, he added nostalgic scenes of daily life to the haunting, empty ship surfaces. He then returned to the sea floor and secured the finished pieces to the ship with specially designed magnets. The photos remained on the ship for four months, during which time divers could visit one of the most unusual exhibition spaces in the world. When the photos resurfaced, they were transformed, carrying barnacles and other evidence of time under the sea. The effects of the ocean became a major element of the work, which, at the point of installation, was no longer in the artist’s control. Franke waited patiently, awaiting the last step.

To celebrate the 10th anniversary of the Vandenberg sinking, Franke is reprising his project with a few twists. The newest collection of photographs doubles the size of his last installation—from 12 to 24 works. At the time of writing, the 600 kilograms (1,300 pounds) of artwork were somewhere over the Atlantic, en route from Austria to Key West.

More than scale, though, the new project shows a shift in tone and conversation. The new series, “Plastic Ocean,” sends a message of the necessity of removing plastic from the ocean and preventing more from entering the waters.

One set of photographs features classical female faces staring at the viewer through layers of floating detritus, collected by Franke on the Italian coast. Another set shows children looking through the same watery backlog. For Franke, the children symbolize the future, innocently staring out, seeking assistance and reassurance.

He speaks of the works as part art installation, part awareness campaign.

“I feel I had to do something like this,” Franke said. “As a photographer, I can help more by making photos than donating money. In the beginning, it was a project, but now it’s more than a project.” It’s true that the reach from this venture is invaluable. “In Key West, where you have the ocean, you know the ocean, but we need to tell this to everyone,” said Franke, who splits time between Key West and Austria. He hopes that by pushing the project far and wide, the message will resonate with a

larger audience, many of whom may never have visited an ocean.

The anniversary celebration brings together two distinct communities in Key West. Artists may find themselves strapping a tank on their back to see the unique gallery space, while the dive community will be submerged in the art world for a few months.

Project Lead Joe Weatherby straddles both worlds, having worked with Franke on the first iteration of the project, “The Sinking World.” He’s excited for the opportunity to take the project to a new level. “We’re bringing the circus back to town”, he laughed about the upcoming schedule of events. There is something for everyone: aquatic types have plenty of chances to dip below the surface and witness installations. Top-siders can enjoy the events on dry land, seeing the photos on display at the Ingham Maritime Museum prior to their submersion, and then celebrating the installation with a social hour and slide show after Franke and the divers return to shore.

The Vandenberg is certainly worthy of such fanfare. Weatherby said the reef that resulted from the sinking “exceeded expectations, environmentally and economically.” He recalls being on the water the day of the sinking, watching everything play out exactly as he had planned. “I wish everyone could have just one day in their life to feel like I felt that day.”

he 60-day legislative session in Tallahassee came to a close May 4. With money for Keys projects and increased funds for Everglades restoration, state Sen. Anitere Flores and state Rep. Holly Raschein say session was an overall success, despite a few items that didn’t pass.

The legislature approved a $91.1 billion budget that included $6 million for the Florida Keys Stewardship Act, which protects the near shore waters and lands critical to the delicate ecosystem. The budget also provides $1 million for the Florida Keys Aqueduct Authority’s reverse osmosis plant.

From an environmental standpoint, more than $686 million was allocated for issues important to Gov. Ron DeSantis. Twenty-five million will go to combat blue-green algae and red tide, $50 million for targeted water quality improvements and $100 million for springs restoration. Over $400 million is allocated for Everglades restoration, $4 million of which will go to nutrient reduction and water retention projects in the Lake Okeechobee watershed.

“The Everglades and water quality were big winners,” said Raschein, who sits on the Agriculture and Natural Resources Committee. “There’s also lots of focus on red tide research, harmful algal bloom research and water quality improvements, which are obviously important to the Keys.”

Locally, budget highlights include $750,000 for the Monroe County mobile vessel pump-out service, $568,605 for Mote Marine Laboratory’s Summerland Key Coral Restoration Program and $1 million for lionfish removal efforts.

Legislation sponsored by Raschein and Flores to study the cost of derelict vessels to the county and state received the legislature’s approval. It was met with praise from Monroe County Marine Resource Administrator Rich Jones, who said the county is the “poster child for derelict vessels in Florida.” Flores says she was pleased to get the bill through the Senate, having heard from many advocates from Monroe County.

“It’s a very important issue to the Keys,” Flores said.

Legislation that would have capped wind insurance rates didn’t make it through the legislature.

Raschein said work will go on during the summer and off-season to find common ground on the issue.

Unfortunately, Flores says Monroe County residents can expect another increase next year.

“It’s not a good thing at all,” Flores said.

The 50-50 takings bill also didn’t gain passage. Raschein acknowledged it’s a critical, yet complicated issue in terms of educating new representatives.

“We’ll work on that issue this off-season,” Raschein said.

Overall, Flores said the two chambers got along while a new governor came in to execute an aggressive agenda.

“There’s always more work left to be done,” Flores said. “We’ll be back at it next year.”

enjamin Strobel was born in Charleston, South Carolina. A doctor by profession, he studied medicine at the Medical College of South Caroline.

He also fancied himself an amateur naturalist and studied under Reverend Dr. John Bachman, who co-authored “The quadrupeds of North America” with John James Audubon.

Strobel sailed from Charleston and after a brief stop at Indian Key, arrived in Key West in 1829.

Strobel would serve as editor to the briefly published Key West Gazette. Letters written by Strobel would later appear in the Charleston Courier.

In one letter, published on May 12, 1837, he provided observations about Key West: “The former residents of Indians on this island is proved by the existence of a number of mounds supposed to have been burial places. One of those was opened and examined in the year 1823. It contained a number of human skeletons, gold and silver ornaments, domestic utensils, arrowheads, pipes. … Immense quantities of human bone found on every part of the island.”

hree weeks remain on the Monroe County school calendar for 2018-19.

Kids are dreaming of long lazy days, but there’s still a last hurdle to leap.

In May, Florida Standard Assessment (FSA) testing begins.

Katie Holtkamp, a middle-school teacher at Horace O’Bryant School (HOB), said this year is especially challenging, as testing started earlier and school is ending earlier than normal.

Despite the compressed schedule, she feels that her students are prepared and are taking things in stride.

“It’s a lot of going with the moment, but we work to accommodate every kid,” said Holtkamp.

Parents, educators and students are all seeking ways to reduce the pressure. Holtkamp makes a point of getting her students outside for fresh-air breaks. At home, parents are rolling back bedtimes and stocking up on healthy snacks. While parents and teachers emphasize surviving the next three weeks in the healthiest ways possible, results still command major attention. Statewide, communities and generations of students are being affected by the assessments.

The state uses FSA results to evaluate teachers and schools and to track student progress. The intention is that districts may use these results to course-correct where needed.

At their best, assessments point to universal areas of struggle. Unfortunately, limited autonomy over curriculum means this may not be the actual result. In recent years, teachers have adjusted to curriculums, requiring them to spend as much as 30% of the school year on test preparation.

School board member Sue Woltanski recalls that when her daughter was in kindergarten, students were told to circle the answers on their tests. A few years later, when her son entered kindergarten, he was required to fill in a bubble. From an early age, her son was being trained how to take tests properly.

“The focus on the tests has taken over,” she said.

The FSAs are scored on a scale of 1 to 5, where 1 is deemed “inadequate” with the student “highly likely to need substantial support,” and 5 is considered “mastery,” indicating students are “highly likely to excel.” According to the Florida Department of Education (FDOE), on average, across all school districts in Florida, just 54% of students achieved a score of 3 or above. Level 3 is considered “passing” and indicates a “need for additional support for the next grade.”

This is where the issues become cumulative. When students hit the next grade, their teachers will be working to share the lessons for the next grade level while putting in extra effort to help the 46% of students who, statistically, need to be brought up to speed.

For students with disabilities, the achievement level drops to 21%. For students categorized as English language learners, that number drops to 17%. There are numerous studies on the correlations between test scores and social mobility, but nobody understands the connections better than an educator. Woltanski said test scores “reflect what’s happening outside of the school more than what’s happening in the school.”

Despite efforts on the part of teachers, resources to help students with unique challenges are in short supply. For example, one benchmark stipulates that schools must test 95% of their students. This sets up an inequitable metric, as schools can’t realistically maintain complete control over attendance.

Obstacles, from family disruptions to lack of transportation, and even homelessness, may prevent regular attendance.

The repercussions from these challenges affect broad communities. Schools are evaluated by the state and receive a grade.

“The carrot is not as enticing as the stick is frightening,” said Woltanski, discussing the high stakes of testing. The “carrot” comes in the form of high grades for schools and subsequent funding bumps. Of the 11 components used to determine school grades, four are tied directly to standardized testing. Schools achieving an “A” grade are eligible for extra funding of up to $100 per full-time student. Though spending decisions are at the discretion of the district, typically these extra funds are paid to teachers as bonuses.

Florida Standard Assessments (FSAs) are state tests used to assess students and schools. FSAs include testing in English language arts for grades 3-11, mathematics for grades 3-8, and end-of-course (EOC) assessments in algebra 1, geometry, algebra 2, biology, U.S. history, and civics. Of these tests, EOCs are the only scores that are factored into students’ course grades. The assessments are all summative, which means they serve as a survey of the academic year, capturing what students have learned from the past year’s curriculum. In 2018, Monroe County beat the state average by a small margin but, like most districts, fell within a finite range of scores.

The “stick,” on the other hand, yields all sorts of fallout scenarios. The promise of potential teacher bonuses places additional pressure on teachers to push students to succeed.

Lower school grades affect real estate prices in communities, which in turn affect a town’s entire economy. Schools that consistently fail to meet basic levels are threatened with closure.

Woltanski said that in those situations, privatized educational options are left to fill the void left by a public school closure.

While seventh graders may not be thinking about how their scores affect their teacher’s salary or the financial health of their community, they are most certainly feeling the pressure.

Fortunately, school grades do not speak to the caliber of teachers or the caliber of students. Holtkamp said of her students, “although testing is important, it’s more important that they succeed daily.”

Still, the bottom line is, parents, tuck your kids in early. Teachers, pat yourselves on the back. Kids, take a deep breath. Summer is coming.

POPULARITY OF KEY WEST SONGWRITERS FESTIVAL DID NOT HAPPEN OVERNIGHT

B

y 8 p.m. last Thursday, May 9, a tightly formed line of about one hundred fans stretched from Cowboy Bill’s down several blocks on lower Duval Street.

Cole Swindell, one of the biggest names—not just in country, but in all of music—was headlining a 10 p.m. show for a scheduled Key West Songwriters Festival performance. Later, names like Dale Earnhardt Jr. and rising country star Adam Doleac would join Swindell on stage, creating yet another extraordinary moment at a festival that is making such moments the norm. The following day, Amazon’s Jeff Bezos, the wealthiest man in the world, was spotted with an entourage of about 25 security members as he took in the 24th annual festival. And the festivities were capped with an outdoor Duval Street show by Brad Paisley on Saturday evening.

Of course, other stars, legendary songwriters and aspiring artists, were seen all over town. But the buzz around this year’s Songwriters Festival had nothing to do with the current star power over the weekend. Rather, the energy around the event has been culminating for the past 24 years. Over that time, some of the greatest songwriters in history have participated in the Key West Songwriters Festival. And yet the festival has stayed true to its roots, inviting rising stars and aspiring songwriters from the BMI network into a city that already boasts an eclectic appetite for music and performers.

In March of 2018 we published an article entitled “How Key West is Becoming ‘Music Town’ USA.” At the time, we received mixed reviews, as some skeptics likened the piece to local propaganda, while others cited Key West’s density and population capacity as lacking in comparison to other musical settlements like Seattle and Austin.

Within the article, we listed some of the biggest shows and performers to hit the Southernmost City over the past decade—including the likes of the Revivalists, Kenny Chesney, Jake Owen

and of course, Jimmy Buffett. And we paid tribute to local promoters for changing the landscape of live music in Key West (most notably names like the Green Parrot’s John Vagnoni, the Key West Theater’s Bill Muehlhauser and the Smokin’ Tuna’s Charlie Bauer—also a pioneer of the Songwriters Fest). And yet, haters and doubters still found time to scoff at the notion of Key West boasting a national presence within the live music scene.

Since March of ‘18, the Mile 0 Fest has continued to recruit mainstream contemporary acts: The Avett Brothers recently performed two shows, The Revivalists made another appearance and big names like the Beach Boys and Michael McDonald continue to fill local venues. But for anyone doubting that Key West continues to trend towards one of the nation’s most vibrant, upand-coming musical destinations, they should look no further than the crowds and energy around the Songwriters Festival this past weekend.

Key West is an emerging city on the national music scene. Not just because of the of the stars and performers who are now visiting on a reoccurring basis, but because of the local talent pool and artists who call Key West home. As “Field of Dreams” taught us: “Build it, and they will come.”

Our local artists and promoters have built a unique cathedral that is drawing national attention to performers who are looking to play venues in cities with authentic character—and the vibe and artistry of Key West is unlike any other place on the planet.

So the next time you attend a concert or festival in Key West and see Jeff Bezos sitting beside you at breakfast, just remember he did not arrive by accident. The allure of hearing live music in Key West has been culminating for decades. It has been brewing at the Smokin’ Tuna and at Sunday soundchecks at the Green Parrot. It has been intensified by Ramshead and the Key West Theater and celebrated with mainstream shows at Tennessee Williams. Yet most of all, it has been our local artists that have defined the city’s music persona. They have built the foundation. And now more are coming.

For the rest of us—sit back and enjoy the show.

THE GREAT CITY MANAGER DEBATE: PART II T

he Weekly has reported on the ongoing conversation about who will replace current City Manager Jim Scholl, whose contract was recently extended to Oct. 1. Assistant City Manager Greg Veliz is the obviCity Manager ous next-in-line choice for Jim Scholl the position, but officials are also positing that a state or nationwide search is the proper course of action for the crucial position. At the city commission meeting May 7, parties staked out their territories that fell broadly in the camps: hire from within the existing

city government vs. conduct a search for the position. The discussion became heated enough that Mayor Teri Johnston advised everyone to “Take a deep breath” before proceeding.

Here, we’re featuring prominent proponents of each position. District 2 Commissioner and attorney Sam Kaufman weighs in on the importance of a search, while businessman and restaurateur Danny Hughes writes on the value of hiring from within.

As we move through hurricane season and setting a budget for the city, the value of a well-qualified and effective city manager will only become more apparent. With four months left to make the hire, let the conversation continue.

The great thing about Key West? We’re always up for a lively debate.

THE NEXT KEY WEST CITY MANAGER: A PERSPECTIVE

by Danny Hughes Mr. Scholl’s successor seems to be on a lot of people’s minds, so instead of repeating my thoughts when asked, I thought I would do Two Friends owner Danny Hughes what I normally do — speak my mind: The new city manager should absolutely be chosen from someone already working for the City of Key West or Monroe County. The only exception to this is if there is absolutely no person qualified for the city manager’s job working at those two institutions. Based on my experience of running companies with a combined payroll of 500+, as well as my tenures in public institutions, here are the reasons for my statement:

MORALITY, LOYALTY AND AMBITION: If someone devotes 15, 20, 25 or more years to an institution, they have earned the right to be considered first for a promotion. I find it morally wrong to disqualify someone because of some fanciful notion that “something better” is out there, somewhere. Not only that, but put yourself in the shoes of someone who has devoted all those 15, 20, 25+ years to an organization: You knock their legs out from under them, you pollute their ambition, and you pollute the ambition of every other member of your organization. When your entire organization knows that they can elevate themselves, and not be knocked out of line by an outsider, you will have a better organization. And the only way people can predict how a leader(s) acts is by seeing how that leader(s) has already acted.

HISTORY: Have we not been down this road before? Like, less than a decade before?

The last time Key West went “outside” for a city manager, it was disastrous and cost the city a lot of money. “If we are not students of history, we are doomed to repeat it,” as the proverb goes.

EXPERIENCE WE ALREADY HAVE: Before, during, and after Hurricane Katrina, I had the privilege (?) to serve as chairman of the Property & Insurance Committee for the Port of New Orleans; while at the same time owning the company that provided the largest number of electrical linemen to the utility in the state of Louisiana. After Hurricane Irma, our restaurant was among the first to open in Old Town (if not the first). I can fill you in with stories about Katrina, but nothing compares to experiencing it firsthand.

The current staff at the City of Key West handled the restoration after Hurricane Irma better than any other organization I have ever witnessed. Period.

The next city manager should come from within, and we will have a better city organization for it. We cannot repeat the mistakes of the past (again). Lastly, we have outstanding people with outstanding experience that is unsurpassed in the toughest of times.

Commissioner Sam Kaufman The city manager (CM) is appointed by the city commission to lead the day-to-day operations for the city.

Our city is a large and complex organization with close to 500 employees and a $185 million annual budget. The next CM will need to build upon the successes of our current CM and the successes of our current city staff working in more than a dozen city departments. The selection of the next city manager is the most important decision the sitting city commission will make. This decision will have an impact upon Key West residents’ lives for the next five or even 10 years, so we need to select the best candidate for the job to successfully lead the city.

The CM’s responsibilities are vast, sometimes complex, and require professional skills to successfully implement city policy and oversee operations. Some

examples include oversight of the building department, the planning department, the police and fire departments, public works and facilities/park and recreation department, risk management and human resources departments, parking department, the transit department, the sewer, stormwater and solid waste fund operations, port and cruise ship facilities, coordination with other government agencies and more. This includes oversight of development projects, the implementation of the land development regulations, maintenance of our streets, sidewalks and all public facilities, insurance policies and claims, negotiations with collective bargaining units for police, fire and other union employee organizations, development for the transportation development plan, the Bahama Village and Caroline Street Corridor community redevelop agencies, and all capital projects.

Retaining a professional search firm provides the most comprehensive process to select the next CM. Cities and counties throughout Florida use search firms to select their administrators. A search firm is best equipped, more than any other option, to recruit the most qualified candidates with the attributes, knowledge, skills and abilities needed for this position. Search firms develop the

advertisement and position profile to be reviewed and approved by the city commission, and coordinate the application process and interviews of final candidates.

Here are some of the desired characteristics we should be looking for: strong fiscal management experience including understanding public financing; technical experience with and knowledge of municipal operations including emergency management; excellent communication skills and building consensus; customer service oriented, commitment to long-term and strategic planning; experience with redevelopment and economic development; someone who is outgoing, positive, proactive, innovative, even-tempered, and who will timely execute commission policies.

The best candidate will be a CM who will effectively address the concerns of our residents. Engaging a search firm to facilitate the process to identify the best candidates for the city commission to consider will be the most beneficial. And this process needs to be professional and fair for everyone, including those who apply from within City Hall.

THE WORLD IN A GRAIN OF SAND MARIANNE VAN DEN BROEK ON A CAREER IN THE SANDBOX SARAH THOMAS

M

arianne van den Broek may have the coolest job on the island—and this is an island full of ship captains, fire dancers, scuba divers and guitarists. As the resident sand sculptor for Waldorf Astoria’s Casa Marina and Reach resorts, van den Broek not only sculpts for the thousands of guests that flock to the Key West resorts, but also hosts the annual International Sand Art Competition.

“Well, you don’t find an advertisement for this job, so you kind of come up with it,” she laughs. She started at 18 in her native Holland, doing the grunt work of shoveling sand for a large event as a temp job. It resonate with the young artist, and she began traveling Western Europe to do sand events.

She started competing as a sand sculptor in the US in 2002 and moved to Key West in 2005.

Van den Broek didn’t immediately land the premier sand sculpting gig on the island.

With the city’s blessing, she started a space called The Sandbox on Virginia and White, sculpting striking and whimsical figures with the sand, including a 12 foot tall giraffe.

Since the most frequent question she was asked was “What do you mix in to make it stick?” she named her business after the answer: “Just Sand and Water.”

As a sand sculptor, perhaps her most interesting unexpected job is as an assistant to marriage proposals. She sculpted a large scroll for a proposal and the groom’s daughter wandered over to look at it while the family was still dining—van den Broek had to enlist the kid into silence, trying to keep it under wraps. Finally, when Dad came over to pop the question, his other child, a boy of about three, also got down on one knee. Her attitude about the shenanigans?

“It’s a labor of love.” Except when it looks like rain. For her, following the weather becomes an “ongoing emotional state.”

But she’s become a master of going with the flow—even when an actual wave took out a wave sculpture.

“If I want to sleep well at night, I have to cover them.”

Full Name? Marianne Eveline Petra van den Broek What’s your background? Hometown and/or college? Born and raised in the Netherlands, I moved to the US after graduating college in 2004. I went to the Hogeschool school of Utrecht and have a Bachelors degree in Communication.

What other jobs have you held before sand sculpting?

My first job was stocking shelves in a local supermarket at age 11, and I have not stopped working since. Even now, I’m juggling three to four jobs at a time, from sand sculptor to boat captain, art framer to bookkeeper. I don’t like the feeling I’m doing the same thing every day, but I consider sculpting sand at the Casa Marina Resort is my ‘full time’ job.

How did you come to Key West?

Through friends of friends. I came down on blind faith that this was the place we were going to live for two years … that was almost fifteen years ago.

Do you have a life credo or motto? “Life’s a garden, dig it” —Joe Dirt What’s on your bucket list? According to the last the inventory: 73 buckets.

What is your idea of perfect happiness?

Appreciating the moments those brief feelings of perfect happiness come along.

What is it that you most dislike? Misunderstandings.

Which TV, movie or superhero character is your alter ego? Rocket Raccoon from Guardians of the Galaxy.

What are three things you couldn’t live without? Hope, love and gratitude.

WHAT GREAT WHITE SIGHTINGS MEAN … AND DON’T SARAH THOMAS

A

pril and May have been big months for big sharks in the Keys. In midApril, a fisherman named Carter Bates posted a video online of a white shark devouring a chum bag, and it went viral. He estimated the shark was 16 feet long. Then, a couple weeks later, Knee Deep charter boat owners Barbie and Kevin Wilson spotted another great white, about six miles off Geiger Key. Barbie described it as “huge.” Neither Bates nor the Wilsons expressed feeling in danger during the episodes, and the Wilsons described the shark as uninterested in a bonita they threw it.

Yet, comments online included sentiments like “No more snorkeling in Key West” and “Can someone shoot it?”

Terror is the knee-jerk reaction when it comes to these apex predators.

The reputation of white sharks continues to have a big, dorsal-fin-shaped shadow cast on it, likely since Steven Spielberg decided to make a movie out of Peter Benchley’s book “Jaws” in 1974. Yet people who actually spend their time on the water – divers, fishermen, boat captains and marine scientists – don’t maintain those attitudes.

The warm, shallow waters of the Florida Keys are not a typical hangout spot for white sharks — no density of activity like off the coast of California, or the waters off the tip of South Africa.

But what does the recent evidence of white shark activity in the Keys tell us?

Not much, says Dr. Rob Nowicki, a research fellow at Mote Marine Laboratory, whose expertise lies in how climate change affects apex predators — like white sharks.

“These opportunistic photos and videos are not standardized any way,” he said. “We need to not just look at sightings and videos, but also how many people have chum bags, how many are taking photos. It’s really hard to create a pattern from these videos.” As smart phones become more common, the opportunities for people to capture such images have gone up. “That doesn’t mean that people here weren’t seeing them before,” said Nowicki.

Nowicki points to the value in the great white videos: it indicates the sharks’ seasonal migration. We are also in the time of seasonal migration for birds, so many species are passing through — in the air or under the water — to feeding and mating grounds. Nowicki says it’s impossible to diagnose changes in behavioral patterns without establishing baselines — which scientists are on their way to establishing with whites.

Organizations like Ocearch, a group that uses advanced tracking technology to follow white sharks, among other species, are offering scientists a clearer picture of the seasonal migration patterns. Last year showed an increase of white sharks swimming through waters surrounding the Keys. Anyone interested can check out Ocearch’s shark tracker online.

It currently places an 11-foot male white shark named Nova around the Dry Tortugas and a female white shark named Miss Costa further up the coast in the Gulf, parallel to Tampa. Indeed, Ocearch shows more sharks of other types in our part of the ocean: makos, hammerheads, tigers and bulls, with the occasional white — their numbers increase in colder water in the Northeast.

Patrick Rice, chief science and research officer at Florida Keys Community College, notes that whites, like other migratory species, follow the movement of their food.

“These sharks are following tuna and marlins that are going to the Gulf of Mexico to spawn,” he said. “They follow the big migratory species: bluefin tuna, yellowfin tuna and blue marlin.” They follow large pelagic fish, which are the species that live in the open ocean, rather than at the bottom of the sea.

We do know that climate change is changing some aspects of shark ecology.

Scientists like Charles Bangley, a postdoctoral fellow at the Fish and Invertebrate Ecology lab of the Smithsonian, published a paper showing that bull sharks have shifted their nursing grounds from Florida to North Carolina. According to the Smithsonian, Bangley’s work posits that sharks may be the “first responders to climate change.”

So we may see changes in migratory patterns of whites, but that’s not what the Keys sightings are evidence of.

Other factors, however, like shark conservation legislation, have encouraged growing numbers of whites in the Atlantic.

“White sharks are protected,” said Rice.

“There was a law that was enacted in 1993 that protected them, so populations are rebounding. There is an increase in sharks and increase of people going in the water; there will be an increase in encounters.”

Rice references a study that attributes the perceived population increases to the 1993 implementation of the U.S. National Marine Fisheries Service (NMFS) Fishery Management Plan (FMP) for sharks of the Atlantic Ocean.

Indeed, Florida Fish and Wildlife Conservation Commission spokesperson Amanda Nalley confirms that great whites are prohibited from harvest.

“That means that anglers who hook one are required to release it as quickly as possible. Beginning July 1, shark anglers will be required to meet even more stringent details such as requiring the shark to stay in the water, and requiring anglers to have some type of device to cut the steel leader quickly.”

Why is it crucial to protect these shark species, especially in places populated with boaters and swimmers?

SHARK DEATH IN THE KEYS

According to the Florida Museum of Natural History, sharks only kill about six humans a year, while humans kill about 100 million sharks. This week, a reef shark familiar to local divers perished in a net, a cautionary tale of the human toll on sharks. Southpoint Dive Instructor Mike Jackson tells the story:

“These large shark species are apex predators,” said Nowicki, “and they deserve the respect that any apex predator deserves, whether on land or water.” They are also irreplaceable — the loss of apex predators, because of their position at the top of the food chain, can have disproportionate affects on a marine ecosystem. “They can impact entire populations of prey just by being present: what they do, where they go, what they eat, how they eat. These cascades are really important for ecosystems.”

People who love the water can peacefully coexist with the creatures that call it home—even those with lots of sharp teeth.

Shark bites are very uncommon in the Keys, and almost never fatal. “Most shark attacks occur because someone is standing in murky water, and they take an investigatory bite,” said Rice. Most “attacks” (a misnomer — they are nearly always investigatory bites) with great whites are because of surfing, wherein the person floating on a surf board looks a lot like a seal. We don’t have a lot of surfing in the Keys, and we often enjoy clear water, so we aren’t a prime location for these encounters.

To combat what Nowicki calls the “Jaws effect” – responses of horror and fear in the face of white sharks – he recommends moving away from sensationalist media that focus on attack tropes. “Folks need to spend some time with these animals, in an aquarium or out in the wild. I encourage people to get dive certified.” Nowicki says he prepares amateur divers before diving wrecks that may attract sharks by telling them that if they are afraid, they can come back to the surface, no questions asked. But that’s never what happens. “Once you spend some time around the animals, you see they aren’t hunting or killing machines, as they are portrayed. They are big predators that deserve respect, but aren’t out to get people.”

So as it turns out, maybe it is safe to get back in the water.

“We go to one spot on Rock Key where sharks hang out. There’s a shark named Roxy that’s hung out for years— they say since 1987. She has a particular snaggletooth, and that’s what we distinguish her by. We went out, and I had terrible visibility. I saw a dead shark lying upside down and its head was through a net. It was a little spooky. It was the same

GREAT WHITE SHARK FACTS • White sharks have ampullae of Lorenzini, special sensing organs that function as electroreceptors, which detect electrical signals generated by fish or other organisms’ muscles contracting. There is no comparable sense in humans.

• The white shark is an “apex predator,” which means that it is at the top of the food chain. The only known natural predator of white sharks is the killer whale.

• White sharks were first described by Carl Linnaeus, the “father of modern taxonomy” in his “Systema Naturae” in 1758, though fossils date the species back 16 million years.

• In January, divers off Oahu, Hawaii, took photographs of what is believed to be the largest shark ever recorded, named “Deep Blue” and estimated to be 50 years old and weigh 2.5 tons.

• There is a “white shark café,” between California and Hawaii in the Pacific Ocean, where tagging projects have shown a high volume of whites hanging out. It hasn’t been established if this is where whites are having their pups, though scientists have posited theories about Pacific and Gulf grounds for having pups.

• Rice and partners Eric Stroud and James Hanson developed Shark Defense, a chemical repellent based on necromone, the chemical released from putrified sharks, which can help repel sharks and reduce bycatch for fisheries.

Why did you join the military? I joined the military to be a part of something bigger than myself, and to challenge myself and grow independent as a young man.

How many years have you served in the military? I have been in 5½ years (six years this September).

Had you ever been to the Florida Keys before your current assignment? One time I visited Islamorada when I was a youth, for a soccer game with my traveling team.

Did you choose Key West or were you just assigned here? I chose to be here. When I saw the opportunity I jumped at it, and I was surprised when I found out I got it.

What were you first thoughts when hearing you were coming to the Keys? I felt lucky to be in a unique location with a new, diverse culture. Also, I was excited since my family is not too far from the Keys.

What are your hobbies and favorite things to do? Playing soccer, Netflix, music, traveling and going out to eat. I occasionally enjoy the night life in the Keys with my girlfriend.

Have you ever attended Fantasy Fest, and if so, what were your initial thoughts? I have not had the

chance. But I have heard it’s a unique experience, and a Key West staple.

What do you like most about the Keys? The diversity, the beaches, the food and down-to-earth lifestyle many enjoy.

What do you like most about your assignment? Working with different personalities from differing cultures, and the unique mission here. Also the great leadership where I work.

What would you change about living here in Key West if you had the power to do so? I would probably add a big mall. But, then again, where would it fit? Something more viable could be a Dave & Busters, which are always fun.

Any advice to give other military seeking assignment here? Do your research, as with any other assignment. Key West is great, but military dependents with serious medical needs may have limited options for specialized health care.

I had a supervisor that had to keep this in mind wherever he went.

What do you like most about living here? The relaxed state of mind, being five minutes from the beach or anywhere else on the island, and the ability to walk to many places. Also, the soccer culture in Key West is great, with pickup games throughout the week all over the island.

The World Health Organization had to step in to stop that.

Here, for example, we are using pea rock, which is full of lime and is polluting our water.

Then we use Roundup to keep the weeds out of pea rock. By doing that, we continue creating a dead and toxic zone.

Butterflies, bees, migrating birds, lizards, ibis – they all need food to live here.

And many developers landscape with non-natives.

Sarasota and a number of other cities in Florida and elsewhere have banned Roundup.

When using it, people don’t wear masks, inhale the fumes, the wind is blowing the poisonous particles into neighboring communities and people end up getting sick.

We have to start changing our ways.

For example, Amazon offers vinegar in a 30% concentrate (usually household vinegar has a 5% concentrate). Search “Home and Garden Vinegar.”

Instead of Roundup you could use this vinegar by diluting it with water 50/50.

he Financial Literacy Competition was a success. On April 16, nine teams consisting of three high school students in each team met at the Florida Keys Community College and had quite a showdown testing their financial savvy and expertise.

It came down to a grueling finish. At stake was the top prize of $15,000, with each student receiving $5,000.

The winning team of the $15,000 prize was crowned Key West Champions: Kirsten Haughey, Divya Navani and Wanrueni Khuantang.

The second place team

won $3,000, with each student receiving $1,000: Elizabeth Rocklage, Priscilla Castro Sanchez, and Landon Stotts.

The race for third place resulted in a tie, and the two teams shared the victory. The winners of the $1,500, with each student receiving $250, were Verity Pond, Finn Pond, Chase Floyd, Emerson Fariss, John Mott and Melody Morales. — Contributed

ed Speedo” begins not with a bang, but with a splash. In a darkened theater, the audience hears someone slip out of an actual on-stage pool. The lights come up, revealing actor Cody Borah standing on stage, in the titular red Speedo, shaking out his shoulders and pulling himself into a confident stance.

He moves with all the conviction of a man not standing mostly naked in a room full of strangers. Borah, who made his debut at the Waterfront last year in “Hand to God,” stars as Ray, a young swimmer at the top of his game. Ray is entering the Olympic trials and angling for a contract with Speedo, when a stash of performance-enhancing drugs is found in the locker room. What follows is a sharp-eyed look at ambition and ethics. The play, written by Lucas Hnath, was an Off-Broadway critical darling. This version, directed

by John McDonald, also hits high marks, without any performanceenhancing assistance.

Waterfront Playhouse, like the film industry before the Oscars, has set a standard for late-season programming, rolling out their strongest character-driven pieces as the crowds begin to thin and the days heat up. “Red Speedo” is a treat for those lingering on the island, seeking thought-provoking entertainment.

The actors in McDonald’s production hold their own with the subject matter, exchanging lines in clipped tones, keeping a rapid cadence to the script. Borah manages to balance his character’s dopey, endearing persona (Ray’s not the swiftest fin in the pool) with his own stage confidence. Ross Pipkin imbues Ray’s opportunistic brother with a charmingly sleazy demeanor, playing the role perfectly as a man who would be the villain if he could just pull his life together. Jessica Miano Kruel deftly propels the role of Ray’s drug-dealing ex-girlfriend past any potential stereotypes, and Steve Miller, a relative newcomer to the acting game, seems right at home rounding out the cast as Ray’s coach.

As the tension ratchets up among the characters, some impressive fight choreography (hat tip to coach Dave Bootle) comes into play. It’s a beautiful dance, just brutal enough to elicit a few sincere groans and eye aversions from the audience. Beyond the strong acting, “Red Speedo” presents an impressive set design by Michael Boyer.

Boyer has outdone himself here, creating a pool on stage that, on this unseasonably hot May evening, is a tempting sight greeting sweaty theatergoers. All in all, “Red Speedo” is a strong entry into Waterfront’s late-season library. Pool’s open now through Saturday, June 1.

GENERAL HORSEPLAY GOES THE EXTRA 127 MILES

C

hris Shultz and his cohort of professional merry-makers have been opening, and occasionally closing, bars and restaurants in Key West for a decade now. His team has been behind local favorites like Mary Ellen’s, Tiki House, the Porch, the Other Side, 2 Cents, and now, General Horseplay, the fun-loving kid sister of the bunch that is truly coming into her own.

General Horseplay’s décor takes locals in a time machine to bygone favorites like the Porch and 2 Cents — locals will immediately recognize the iconic, steampunk-style light fixtures, and cartoonish art on the walls that reflects the brand Shultz and company have spent 10 years honing.

If General Horseplay is half nostalgia, however, the other half is innovation. Shultz has teamed up with Tim Rabior, who is co-owner and chief mixologist (okay, I made up that title) at General Horseplay, with an all-star cast including beloved Porch alum and wife Livi Shultz and Porch alum and Pirate radio personality Landon Bradbary on the back bar.

The team has built out General Horseplay to have a music venue in the back and a top-

notch cocktail bar in the front (there’s a mullet joke in there somewhere). They are also innovating on the ingredient front: some of the flavors on GH’s new cocktail list taste exotic but are regional. They’ve been driving all the way to Robert is Here in Homestead, the iconic fruit stand, to make sure GH has the only cocktails of its kind in town.

“We go up to Robert’s every couple of weeks. That was the original idea when we opened,” Shultz said. “Tim and I drive up, and we get some cool shit and see what magic Tim can make with it.”

And Rabior’s already making a lot. The new jackfruit cocktail, derived from the massive, sticky tropical fruit full of sweet and savory character, is refreshing and unexpected.

“The jackfruit is one of the most unusual ingredients,” said Rabior. “They are difficult to work with, so that’s why they aren’t used as much. Jackfruit is full of sap, and it’s impossible to get off your hands. Robert showed us how to use it.”

The seeds can be baked and eaten, and the yellow, fleshy fruit has become a popular meat substitute for vegans. Rabior steeps the fruit “like a tea or syrup” in order to extract maximum flavor and extend the life of the ingredient. The new jackfruit cocktail is bourbon-based, with jackfruit, bitters, lemon juice, egg white and Angel’s Envy Bourbon. It’s super light for a bourbon-based cocktail, and they’re dubbing it “The Tropical Envy.”

They also pick up fruit like guanabana, sapodilla and papaya. The new papaya cocktail is a tangy, refreshing mix of Aperol, reposado tequila, lime, and fresh papaya.

This is where GH has arrived after months in the making — and the process hasn’t been as pretty as the papaya cocktail.

“We had to figure out what to do with the space, and gutted some of it,” said Shultz. “There were pigeons, cats, possums, strippers, wildlife. The area where there used to be wet T-shirt contests was a disaster.

And we cleaned it all up to make the lovely complex you see here today.”

Now they are featuring live music and one of the best sound systems in Key West. General Horseplay carries on the grand

tradition of the 2 Cents happy hour (rolling the dice to determine the drink price), and runs specials like the “Teeny Mary,” a mini Bloody Mary crowned with a local garden hen egg. Surprisingly, there were no chickens on the property — they source those eggs from elsewhere. They also grow their own herbs for cocktails on the property.

“You can order anything here from a $20 specialty martini to a Bud Light,” said Shultz.

Since the clean up and now the bi-weekly treks to Robert is Here for the freshest fruit, GH has its sights set on continued excellence.

“We are hoping to be nominated for Best New American Cocktail Bar in Cocktails,” Shultz said.

After Robert showed Rabior and Shultz how to best butcher and use the unusual fruits, they hope to offer the same goodwill in return.

“Hopefully some time, Robert will come down on his motorcycle and try some of our new cocktails,” said Shultz.

n May 13, La Te Da hosted the 36th annual Queen Mother Pageant to benefit the Metropolitan Community Church’s Cooking with Love program. Cooking with Love delivers meals to Key West residents who are in need, many of whom are homebound. The Queen Mother Pageant took place on a stage outside La Te Da, with Christopher Peterson as emcee and tables flanking Duval Street. The winner was crowned for 2019: Queen Vanna Black.

he members of the Key West Business Guild enjoyed spirits with spirit on May 8 at the iconic Hemingway Rum Company, which produces Papa’s Pilar. The networking and social event brought some of Key West’s favorite faces from the business world, and Pilar rums were available for sampling (a great social lubricant before proposing your next business venture!). Keys Weekly was there to catch the fun and try the rum! For the record, Pilar Blonde remains the company favorite.
