ummer camp is at the heart of so much American lore: for my generation, Camp Anawanna of “Salute your Shorts” on Nickelodeon was a great source of romantic angst and poop jokes. “Camp Nowhere” came out not long after, and “Wet Hot American Summer” solidified the charm, horror and absurdity summer camp in American consciousness. But none of our camps were quite that extreme … or were they? We asked Key West locals:

What are your good or bad memories of summer camp?

According to the Centers for Disease Control and Prevention, the number of measles cases in the U.S. has grown to 704 in an outbreak that has spread to 22 states. It’s the largest outbreak in 25 years. Earlier this week, two Brooklyn, New York schools were closed to address the spread of the disease to unvaccinated children. Kids who have had all the measles vaccine shots are considered to be 97% protected.

onroe county homeowners’ insurance rates have increased over 220% in the last 10 years. They’re likely to go up another 10% this year.

The good news? The state Senate just passed SB 1476, sponsored by Sen. Anitere Flores, a measure that would limit the wind insurance increases by Citizens Property Insurance Corporation — whose wind policies represent those held by two-thirds of homeowners in the county. The company has proposed a 10% annual increase to rates.

Fair Insurance Rates for Monroe (FIRM) has been at the front line of advocating for years, pushing for a bill allowing only an inflation increase, but settled on the 5% ceiling proposed by Sen. Flores’ bill.

“We are concerned that as a community, the cost of homeownership and rental property will get so out of hand that the nature in the community will change and the quality of life will change, “said Steve Russ, vice president of FIRM.

Russ testified on April 23 in Tallahassee before the Florida Senate Rules Committee in support of SB 1476. His testimony, and Sen. Flores, helped push the bill through committee, which would limit Citizens Property Insurance annual rate increases for Monroe County to 5%. The bill addresses the impact of wind insurance on the cost of home ownership and workforce housing.

Russ cites several reasons FIRM believes the rate are unfair and unfounded: “Current hurricane loss projection models do not incorporate local building codes, and Monroe County’s codes are and have been the strongest in the state,” he said. Those tight building codes require high standards for structural integrity that aren’t required in other counties and municipalities.

“Our buildings have been built recognizing storms are an inevitability in some sense,” he said, “We build houses that withstand 180 mph, so we pay more to build, and then we pay for the insurance too.”

There are also a variety of hurricane models approved by the state that produce a wide spread of damage projections, but Citizens has traditionally relied on a model that was unfavorable to Monroe County to set local rates.

To be fair, since the 2017 season of Hurricane Irma, Citizens has frozen rates for two years, but did not come close to losing money, or even breaking even, after the Irma payouts. In fact, from 2004 through 2018 — years including Wilma and Irma losses — Monroe County policyholders have paid over $805 million more to Citizens in premiums than they have received in claims.

“That’s $1,000 for every resident in the county,” he said, “Monroe County wind insurance rates are the highest in the state, twice the average.”

Rep. Holly Raschein has sponsored a parallel bill in the house, HB1145, to keep limit Citizens’ rates to a 5% increase, but it’s stuck in committee.

“There’s a faint hope,” said Russ, “but I don’t think we should be optimistic.”

COMING TO A CLOSE Bills linger as end of session approaches

Legislative session in Tallahassee comes to a close May 3, and bills in the House and Senate are learning their fate. Here are a few notable bills the Weekly has tracked along the way and where they stand.

SB 720 & HB 525 — FLORIDA KEYS COMMUNITY COLLEGE A bill to rename Florida Keys Community College to The College of the Florida Keys is set for a vote in the Senate before session ends. Legislation in the House, sponsored by state Rep. Holly Raschein, passed unanimously in late March.

Legislation in the Senate, sponsored by state Sen. Anitere Flores, passed unanimously through the Education and Appropriations committees.

HB 1229 — CRAFT DISTILLERIES Legislation to even the playing field for craft distilleries awaits consideration. The bill would allow distilleries to hold multiple vendor licenses for the sale of alcoholic beverages.

They would also be able to obtain permits to conduct tastings and sales of distilled spirits at specified events.

SB 1694 & HB 1019 — TAKINGS CLAIMS Legislation in the House and Senate that would provide for apportionment of awards of damages for takings claims within areas of critical state concern appears dead. Local governments in the Florida Keys, per the bill, would share liability 50-50 when defendants are successful in property rights litigation. Legislation in the Senate, sponsored by Flores, last saw movement April 9 when it passed through the Community Affairs Committee. In the House, the bill sponsored by state Rep. Thad Altman hasn’t seen any forward movement.

SB 1666 & HB 1221 — VESSELS The bill that would direct Fish and Wildlife Conservation Commission to conduct a study on derelict vessels was postponed on third reading in the House on April 30. Similar legislation in the Senate passed 40-0. Flores and Raschein are bill co-sponsors in the Senate and House.

SB 816 & HB 771 — RECYCLING Legislation passed through both the House and Senate requiring counties and municipalities to address contamination of recyclable material in specified contracts and prohibit them from requiring collection or transport of contaminated recyclable material by collectors. The bill in the House passed via an 87-23 vote while the Senate gave its approval via a 24-15 vote.

SB 824 & HB 987 — VACATION RENTALS Bills that would preempt the regulation of all vacation rentals to the state likely won’t see passage this year. Legislation would have repealed the exemption for a local law, ordinance or regulation adopted before June 1, 2011. The state first passed vacation rental law in 2011, but Keys municipalities were “grandfathered,” or exempt from the new regulation. The 2019 bill would have removed that grandfather status and opened the Keys to vacation rentals with no limits on frequency or duration.

SB 336 & HB 5 — SALES TAX REFERENDA Legislation gained passage in the House on April 11 with a 69-44 vote. A similar bill in the Senate was placed on the calendar for consideration for May 2. Legislation would require any local sales tax referendum question to appear only during major elections, and would require a two-thirds majority to pass. It would also force a county to make the proposed referendum and a specified legal opinion available on its website. Local governments often pass a discretionary sales tax to pay for necessary projects such as neighborhood construction or sewer projects.

LEGISLATURE APPROVES BUDGET On the evening of April 30, the Florida legislature agreed to a budget of more than $90 billion for the new fiscal year starting July 1. Final votes still need to be cast on the spending plan, but that can’t be done until a 72-hour review period. The budget includes an increase of $780 million for public schools, bringing per-student funding to over $240 for the coming school year. There’s also an increase of discretionary funds of around 2 percent for the state’s school districts. As for the environment, the budget shows about $682 million for projects such as Everglades restoration.

The budget also contains funds to rehab the President Harry S. Truman Little White House.

t took a while, but the city has once again been able to fill the position of bicycle/pedestrian/ transportation coordinator – locally dubbed “bike czar.” It’s been bumpy progress for anyone who’s tried to tackle the city’s congestion and transportation puzzle — ask Chris Hamilton, who took the job in 2016 and resigned in 2017. Previously, the position had not been filled since 2008.

Now Tim Staub is stepping up to the plate under the newer moniker: multimodal transportation coordinator. Staub started work on March 4 and seems well-suited for the task. The Notre Dame graduate studied civil engineering and marketing before working for Zipcar, the dominant car-sharing company.

Overall, Staub has been in the car business for 14 years, and while living in New York City and Hoboken, New Jersey, Staub became interested in bike, pedestrian and transportation advocacy. He credits his father, an avid bicyclist, for instilling in him a love of cycling, alternative transportation and introducing him to the Keys.

“Key West checked most of the boxes as a place I wanted to live,” said Staub, who arrived here while following his father bicycling from Homestead to Key West. Wanting to switch into the government, education or nonprofit sector from the corporate world, Staub found the city’s open position a good fit.

“I will be involved in policy work and trying to enact action that I know can benefit the community,” said Staub. “A lot of codes and ordinances need updating right now, and I am that guy.” While he has lots of plans, it’s about starting with what the city has in place and moving toward easing congestion.

Key West’s Master Bike and Pedestrian Plan will serve as Staub’s starting point, as he looks at creating friendlier infrastructure for both cars and bicycles. First, he is focusing on the needs of commuters and residents – and wants to implement bike sharing. (Hamilton tried in 2017 and was rejected by the city.)

“I have talked to most of the bicycle shop owners. This is not about creating competition but complementing services,” said Staub. For example, residents coming in through the Lower Keys bus system to work will have greater access to bike sharing at heavy traffic and work areas. These improvements will be less tourist-centric.

“Tim is great. He knows the case studies, the best management practices, the trends across the country and nation,” said Alison Higgins, sustainability coordinator.

“He’s the perfect person for this position.” She has been securing a grant to bring in more bike racks, bike repair stations, bike lockers, and water stations to enhance transit areas as well.

“I understand how government works,” said Staub. “You need patience. I will do my damnedest to get things done.” His biggest challenge will be finding room for both cars and bicycles to share the road, and how the city can figure out how to repurpose the space. Also, Staub will be creating pedestrian and bicycle websites with more information and more transparency from the government on the process.

t the City Commission meeting on Tuesday, May 7, City Manager Jim Scholl will announce what is next for him — his contract with the city is up in July. Though Scholl will offer a contract extension through October, the city has stayed mum on who his successor might be.

“I have always said it is incumbent to conduct a national search, including considering those candidates already working for the city — and several have expressed interest,” said Mayor Teri Johnston.

“We need someone who can have influence in Tallahassee and in D.C.” Scholl isn’t the only one who may — or may not — be leaving soon. A number of familiar faces at City Hall are either nearing the end of their tenure because of contract or term limits, or are part of the city’s DROP program.

While retirement numbers for the city have fluctuated in recent years, with the highest being 12 in 2016, participation in the DROP program has increased.

An employee who enters the Deferred Retirement Option Program has a maximum of five years before retirement. Patti McLaughlin, IT director and general pension administrator, said 14 city workers are up for retirement in the DROP program this year, compared to previous years with usually half that number.

“The concern with DROP is that there isn’t a formalized succession program in the city,” said Johnston.

“It creates a knee-jerk reaction.”

McLaughlin said, “We have Senior Deputy City Clerk Sue Harrison leaving in June, and Cemetery

Supervisor Russell Britton soon after.” City Clerk Sheri Smith entered a year ago, while Deputy Finance Director Nancy Kielman has three more years in DROP. A worker can enter the DROP program after 20 years with the city. In the DROP program, a certain percentage of the worker’s salary, approximately 6%, is invested, so that they have a lump sum after five years.

“But there is no choice: they must retire. It helps bring in different people and different salaries,” said McLaughlin.

Often, these are senior positions vacated. Notable city employees like KWPD Community Affairs Officer Steve Torrence recently retired after having participated in the DROP program, and Police Chief Donie Lee retired last year.

The city also has had expectant eyes on the commission seats held by long-time officials Jimmy Weekley, Clayton Lopez and Billy Wardlow, who are all serving their penultimate terms.

Said McLaughlin of the retirements, “You’re losing historical knowledge as well as experience, so that’s an issue. Those (city staff) positions will become available or management will decide if it’s necessary to fill them or to promote people.”

Johnston has expressed enthusiasm for getting young talent and new faces in City Hall, as well as expanding staff who deal with pressing issues like the city’s response to climate change.

“We are a city with a budget of $200 million, on the ground floor of rising sea levels,” Johnston said, “We need to look ahead to the next 50 to 75 years.”

MEADS READY FOR WATER DISTRICT ISSUES

T

his month, Cheryl Meads will travel to the South Florida Water Management District headquarters in West Palm Beach for the next governing board workshop on water quality management. Appointed by Gov. Ron DeSantis in February, Meads and seven other new board members are set to confront some serious water problems facing the southern end of the state.

An Islamorada councilwoman, Meads submitted her application as DeSantis set out to bring change to the board, which sets policy for the agency, for a fresh start. And DeSantis did just that as new appointed members took oath in March.

“I think, like anyone, I was humbled by it and happy to have the opportunity to make a difference,” Meads said. “I just believed my background fits well, and we’re in a situation where now we have a governor who has the vision and is putting things in action.”

Meads holds a degree in chemistry with education, training and experience in biology, microbiology, water analysis, development and implementation of quality systems. She previously worked as a contractor for the U.S. Environmental Protection Agency. As a global quality assurance manager with GlaxoSmithKline, she discovered defects with GSK medications and brought forward a whistleblower lawsuit. It led to a felony guilty plea in 2010 to distributing adulterated drugs with the intent to mislead and defraud.

During the first couple weeks, Meads says the board has been digesting a tremendous amount of information. During a workshop last month, members heard and discussed the district’s history, how and why canals were made and moving water from one place to another.

“I believe that we are focused on moving water south, but there are some obstacles that we need to work with and talk through, like reducing phosphorus in the discharge waters from Lake Okeechobee,” Meads said.

In late 2014, the Florida Department of Environmental Protection adopted a 10-year, $750 million plan to combat excessive nutrients entering Lake Okeechobee — and a goal to reduce the amount of phosphorus entering the lake by 33 percent.

Meads said there are many stakeholders involved, from those who manage the issues to those feeling the result of decisions. The Army Corps of Engineers controls Lake O when it comes to releasing water, but Meads said the water district provides input and opinion.

“We all have to sit at the same table and we all have a seat and we have to work together to come through for a positive result,” she said. “The needs differ county to county. Some worry about having enough water, others about algal blooms and others too much water. It’s a delicate balance.”

Meads says she enjoys working with fellow members. She’s also looking forward to seeing Ron Bergeron, whose term started in April.

“They’re bright and accomplished and they all bring different things to the table,” she said. “We have an Army colonel who’s fantastic, a lawyer, a couple of finance guys.”

MEET THE MEMBERS DIVERSE BOARD GOVERNS WATER DISTRICT

T

he South Florida Water Management District is directed by board members who set policy.

They live in the 16-county region that makes up the district, and they come from diverse backgrounds, from business and the environment to local government and agriculture.

Gov. Ron DeSantis has filled eight of the nine board positions after asking for the resignations of former members. The position is volunteer-based; terms are four years. Meetings are held monthly in West Palm Beach.

Here’s a look at the eight members of the governing board.

CHERYL MEADS An at-large member, Meads represents an area that includes St. Lucie, Martin, Palm Beach, Broward, Miami-Dade and Monroe counties. Meads is a dedicated water quality advocate who believes protecting this precious resource is key to helping the lives of all who call South Florida home.

CHARLETTE ROMAN An at-large member, Roman represents Collier, Lee, Charlotte, Hendry, Highlands, Glades, Okeechobee, Orange, Osceola and Polk counties.

Roman is a retired U. S. Army officer with 26 years of military service who enlisted in 1973 and was commissioned as a second lieutenant in 1976.

JACQUI THURLOW-LIPPISCH An at-large member, she represents St. Lucie, Martin, Palm Beach, Broward, Miami-Dade and Monroe counties ThurlowLippisch, a longtime advocate for the St. Lucie River and Indian River Lagoon, publishes a blog sharing commentary about the impacts to the health of those waterways.

F

orced to abandon his beloved Indian Key after the attack of Aug. 7, 1840 during the Seminole War, Jacob Housman moved back to Key West with his wife Elizabeth and a number of slaves.

No longer able to hold a wrecking license himself, Housman was working a shipwreck during what was reported to be a period of turbulent weather on May 1, 1841.

It is said that while Housman was moving from Ship A to Ship B he became caught in the middle and was crushed to death between the hulls of two ships.

Housman’s widow, or so the story suggests, retrieved her husband’s body and returned it to Indian Key, where Housman’s body was interred beneath a marble slab engraved with the words: “Here lieth the body of Capt. Jacob Housman, formerly of Staten Island, State of New York, Proprietor of this island, who died by accident May 1st, 1841, aged 41 years 11 months. This monument is erected by his most disconsolate though affectionate wife, Elizabeth Ann Housman. Sic Transit Gloria Mundi.”

Over the decades, the tombstone was broken by vandals into 27 pieces and later moved to the more protected Lignumvitae Key. Housman’s tombstone will be moving and put on exhibit at the Keys History & Discovery Center.

HOW WE CELEBRATE REFLECTS WHO WE ARE SARAH THOMAS Editor of Key West Weekly and moved down from her secondfavorite island, Manhattan. She has worn many hats: publicist, tour guide, bartender, teacher, and cat wrangler, but this one seems to fit the best.

FOR CONSIDERATION ON THE EVE OF ETHNIC HOLIDAYS

T

his week offers us two days of remembrance: Yom HaShoah, or Israel’s Holocaust Remembrance Day, on May 1, and Cinco de Mayo, commemorating a Mexican military

victory, on May 5.

At first they seem to have nothing in common. One is a religious holy day, while the other is a holiday for Mexico; one commemorates a loss, while the other a victory (among losses). Their observations couldn’t be more different.

One is the most somber of days, commemorated by the lighting of candles and worship. The other has become a tequila-shooting melee in the U.S. Yet there are striking similarities in these days: proximity in the calendar year, occasions of great bloodshed, and recognition of historically marginalized groups in the United States. By “historically marginalized,” I mean pushed to the side, in jobs and schools, and, literally, in many history books.

So, let’s look at the history first.

Holocaust Remembrance Day seems straightforward: in World War II, the Nazis executed an unimaginable genocide, murdering 6 million or roughly two thirds of the Jewish population of Europe.

Cinco de Mayo commemorates a day of deaths, numbering 600 rather than 6 million. It celebrates the Mexican Army’s 1862 victory at Puebla against the French in the Franco-Mexican War. Ultimately, World War II and the Franco-Mexican War were won by people defending their rightful homes and their lives. So, both of these days commemorate deaths and celebrate triumphs over imperialism.

Now, let’s look at how we treat these days—and the people they honor — today.

History is written daily with our words and deeds. Just this week, The New York Times editors allowed an anti-Semitic cartoon slip through to print, picturing a dog

with the head of Benjamin Netanyahu. More sobering, anti-Semitic attacks tripled in the U.S. from 2017 to 2018, according to a study released on April 30 by the Anti-Defamation League. Just a few days ago, a gunman entered a synagogue in San Diego, shouted anti-Semitic slurs, and opened fire.

As for the relationship between the U.S. and our Mexican neighbors, well, the writing is on the would-be wall. Our president infamously has called Mexicans “criminals” and “our enemies.”

Federal officials are still unable to confirm the whereabouts of some 1500 immigrant children separated from their families, many of whom identify as Mexican. The Herald reported recently that the Miami detention center for migrant children will soon eclipse Homestead High in population.

I don’t have the solution for our immigration fiasco. And issues facing Jewish and Mexican populations aren’t the same. Yet they both offer examples of ghettoization of minority populations. They both expose how our casually racist language and our cartoonish notions of “the other” undermine our policy, our media, and ultimately, our humanity. Which is important in a town with humanity in the motto.

Even our sincerest platitudes don’t exclude us from a nation and a system that silences the voices and restricts the rights and safety of others. We can’t single-handedly fix these issues. But we can start with our little island in how we celebrate, and how we treat others.

This isn’t to say: don’t criticize the policies of Israel. Or perhaps more damning to a Key Wester: don’t shoot tequila on Cinco de Mayo.

Rather, strive to live a more empathetic and thoughtful life. In how we talk, certainly, and how we conduct ourselves, but also how we commemorate holidays, and even how we party. That means resisting donning the insensitive costume or sharing the unkind cartoon. It means allowing thought to precede deed. Key West is a place to have your tequila and drink it too—just don’t sip it while bemoaning the undocumented worker who just made your drink.

MODERN DAY COWBOY JOHN MCCANDLESS, SEAPLANE PILOT

B

adass. That would be the word at the top of the list to describe John McCandless. His father set the wheels in motion by naming him after John Wayne (whose character was named McCandless in “Big Jake”), and since, McCandless has become a modern-day cowboy, riding the air and the seas. Born in Marathon but raised in Islamorada, where his family still resides, he found his way to Key West via the Navy. Stationed in Key West, he learned to fly as well as become a rescue swimmer (again, badass).

Then, McCandless moved on to being a boat captain and driving every kind of rig on the horizon.

Eventually, he found the perfect mix of his love of air and sea, becoming one of the first commercial seaplane captains in the Keys.

McCandless got his early hours in up in Alaska, but as soon as the company opened in Key West, he was the first one to sign up and pilot back and forth to the Dry Tortugas.

On land, he dares to ask the question, do we need more cowbell? (He’s a dead ringer for Christopher Walken.) McCandless’ other hobbies, aside from commandeering machinery, including epic event costumes and raising his boys to be the next generation of McCandless men.

What’s the most illegal thing you’ve done? No comment, lol.

Do you have a life credo or motto? If you’re gonna be dumb, you gotta be tough.

What’s the craziest thing a tourist has ever asked you?

When I was a captain on the sailing cats during a reef trip, a customer came up from snorkeling, spitting and carrying on that he wanted his money back because no one had told him that he would be snorkeling in salt water!

How did you become a pilot?

What type of licenses do you have? I fell in love with aviation while in the Navy. I was a rescue swimmer and rode in SH-3 helicopters. Years later, I got my private pilot’s license and decided I wanted to pursue a career in aviation.

My first paid gig was flying checks in a Cherokee Arrow in the middle of the night. And years later, I became a seaplane pilot, inspired by a friend and fellow pilot who flew seaplanes to the Dry Tortugas and around Alaska back in the mid-90s. I have a multi-engine commercial instrument seaplane license.

Were you a rescue diver in the Marines? How did you become one? I was a United States Navy Rescue Swimmer. I volunteered for air crew mechanic school, and while I was there, I was intrigued by the men training to be rescue swimmers. After inquiring about what it entailed, I felt it was right up my alley.

Are you also a Boat Captain?

I am a 100-ton licensed boat captain. My different captain jobs have included flats fishing, tug boats, sports fishing, sailing catamarans, and the ferry to the Dry Tortugas. The ferry boat job helped to lead me to the job I have now at the seaplanes.

What inspires your walking parade costume choices?

What are your favorite KW events? For the walking parade, I like to do obscure characters that are less obvious. One of my favorites was dressing up like “Mayhem” from the Allstate commercials.

Besides the walking parade, Goombay and the Zombie Bike Ride are some of my favorite Key West events.

What job would you be terrible at? Waiting tables … been there, done that!

What skill would you like to master? To be able to meditate.

If invisible in Key West, what would you do? I would sneak into the courthouse and erase anything incriminating.

Who is your alter ego? Jules from “Pulp Fiction.”

Favorite guilty pleasure? Ice cream and whiskey.

If you could grant Key West one wish, what would it be? That our reef would be restored and forever protected from future damage. Without the reef, we would cease to exist.

What quirks do you have? I don’t ever want my clothes to match.

Lunch with one famous person, whom would you choose? Past day: Peter Tosh.

Present day: Clint Eastwood Finish these sentences.

My friends and family would describe me as … charismatic, hard worker, loyal.

KWHS STUDENT WALKS IN FKCC GRADUATION

I

t isn’t often that a student completes a college-level degree before receiving her high school diploma. But that’s just what Leila Nolan will be doing this Friday, May 3. The Key West High School senior will walk in FKCC’s graduation and receive her associate’s degree a month before walking in KWHS’ ceremony.

Nolan’s dad is an Irish immigrant who met her New Yorker mother in Key West. “It’s a unique place,” she said, “and I’m glad to have been born in this melting pot.”

Nolan has participated in FKCC’s Dual Enrollment program, which is free for Monroe County high school students (tuition, books and fees) and allows students to get a head-start on college credits finishing high school.

That’s not to say it’s easy — but it is rewarding.

“While it was a social pull to drive back and forth from the high school to the college, I’m so glad I did it,” said Nolan. “I knew it was going to help me in the future, and so I think of the long term instead of the short term.”

Nolan took AP classes as well as Dual Enrollment classes, attending five classes at the college per semester, while continuing with two classes at the high school throughout the years. She also teaches piano lessons to kids for Bahama Village Music Program, played in the KWHS marching band and steel drum band, and won third place in the state’s solar energy competition.

While she already has an impressive resume, Nolan credits FKCC for helping prepare her for the independent role she anticipates at the University of Florida.

“I’m grateful I have the Dual Enrollment program, because it’s preparing me for college. At the high school, they are more on top of you about your work. At the college they allow me to be more independent, so it’s pushed me to success in a way.”

ast year, the Kentucky Derby began a new practice of selling $1,000 mint juleps. The pricey concoctions, which are served in handcrafted sterling silver cups and contain a single petal from the Garland of Roses — draped upon the winner — are poured in order to raise funds for a local arts charity. If the idea of a thousanddollar drink elicits sticker shock, there is a party closer to home where the juleps are markedly less expensive and the funds still benefit a worthy cause.

This weekend, The Gardens Hotel brings horse-racing revelry to Key West with its third annual Derby Party. General manager and self-proclaimed “Giant Jockey” Jim Marquardt promises a full-flavored Southern garden party in the center of Key West. A $25 donation at the door grants guests a mint julep and a feast of delectables like bourbon meatballs and mini pecan pies by Judy’s Little Bites. Actor Daniel Bochlas, in his finest Jim Dandy costume, keeps the party moving as a lively master of ceremonies. Once guests have grabbed a julep, they may pony up and select a favorite horse in the Derby raffle.

When the horses and jockeys hit the track, the crowd gathers as The Gardens presents a live-stream of the “most exciting two minutes in sports”.

Leading up to the main event, visitors can expect to see some jockeying on The Gardens grounds as partygoers vie for best hat and costume prizes. The original Kentucky Derby, held in 1875, was itself a gamble. Founder Meriwether Lewis Clark Jr. spent years in Europe attending high-profile races and hoped to bring the well-heeled glamour to the states. At the time, though, U.S. audiences associated horse-racing with gambling, drinking and general debauchery.

In order to sell the vision to his new audience, Clark crafted a dress code requiring “full morning dress” for gentlemen and hats and gloves for ladies. Trends have evolved over the past 144 years, but fashionable hats are a mainstay. While the Kentucky Derby is ground zero for extravagant headwear, it’s no secret that the Key West community knows its way around creative costuming and is certainly up to the task of emulating.

Those who bring their best hat game to The Gardens next weekend could take home some fabulous Derby-themed prizes, in addition to bragging rights.

The Gardens Derby Party is about more than hats, though. Fittingly, the fête is designed to raise money for Key West Police Department’s Mounted Unit. Marquardt teases that beyond first-place food and drinks, they are also offering a celebrity meet-and-greet. The celebrity? A horse, of course. Actually, two of Key West’s finest equestrian officers plan to hold court on the red carpet, posing for selfies with guests. The Key West Mounted Unit provides a friendly presence around town, but is an especially

style important asset in a parade-friendly city like Key West. Mounted police are more visible in crowds and serve as gentle deterrence to crime. The city supports the unit financially by providing stables, feed and basic care.

Fundraisers, like the Gardens Derby Party, help provide specialty equipment and potential emergency vet care.

The event is family-friendly and open to all. In true Key West form though, everything is a bit nice and a bit naughty. This year’s theme, “Talk Derby to Me,” ensures that guests will see at least one costumed participant proudly brandishing a leather whip. It’s reassuring to know that whatever is happening in the world, good-humored debauchery and fashionable hats still reign supreme in Key West.

aley Townsend from the Florida Keys Aquarium Encounters tells us which is which: Many people often mistake crocodiles for alligators and vice versa.

Physical differentiation, such as the alligators’ broad, U-shaped snout with an overbite — therefore only seeing the top row of teeth — and the crocodiles’ narrow, V-shaped snout with a vertical bite, seeing both rows of the teeth, is one way to distinguish which is which.

However, the biggest difference is where you would find them.

Crocodiles live in saltwater habitats. Just like any other saltwater animal, the crocodile must be able to expel the excess salt out of their bodies to maintain homeostasis — the ability to keep internal stability in organism to compensate for environmental changes.

Crocodiles possess salivary glands, allowing them to excrete the salt intake they get from both their diet and osmosis through their skin.

Alligators lack these glands and are unable to excrete that salt on their own. So they have to flush any salt out in freshwater.

Here, in the Florida Keys, we are surrounded by saltwater and see many crocodiles … but that’s not to say we cannot come across the occasional alligator, as they have become very well adapted to venturing into saltwater.

LIGHTS OUT HOW TO HELP NESTING, HATCHLING SEA TURTLES

M

ay marks the beginning of sea turtle nesting season on many of Florida’s sandy beaches. The Florida Fish and Wildlife Conservation Commission (FWC) is asking beachfront property owners and beach visitors to help nesting turtles and hatchlings by turning off or shielding lights that are visible from the beach at night.

“Making an effort to keep our beaches dark at night is one of the most important things you can do to help sea turtles.” said Robbin Trindell, head of the FWC sea turtle management program.

“Even small artificial lights from a house, a flashlight or a cellphone camera can confuse female sea turtles and their hatchlings and cause them to wander off course.”

Sea turtle nesting is starting on beaches along the Gulf coast, including the Florida Panhandle, as well as the state’s northeast Atlantic coast and from MiamiDade County south to the Keys.

Nesting began earlier in March along Florida’s southeast Atlantic coast from Brevard County south to Broward County.

Florida is a critically important destination for nesting sea turtles. More loggerhead turtles nest here than anywhere else in the continental United States, with 91,451 loggerhead nests counted statewide during the 2018 nesting season. Leatherback and green sea turtles also nest in significant numbers in Florida.

What are the basics of being sea turtle-friendly?

• It’s a sea turtle night, turn off the light: After sundown, turn off any lights not necessary for human safety. Use long wavelength amber LED lamps for lights that must stay lit and shield lights so they are not visible from the beach. Remember to close shades or curtains.

• Sea turtles get lost in the light: On the beach at night, don’t take flash photos or use bright cellphones or flashlights.

• Sea turtles are protected and must be respected: Stay back and give sea turtles space if you see one on the beach at night. Don’t touch a nesting turtle because it may leave the beach without nesting if disturbed. Remember, it is illegal to harm or disturb nesting sea turtles, their nests, eggs or hatchlings.

• Clear the way at the end of the day: Beach furniture, canopies, boats and toys left behind on the sand can become obstacles that block nesting and hatchling turtles. Fill in any holes dug in the sand.

• Keep your distance from nests and hatchlings: Do not handle hatchlings crawling toward the water. Any interference or disturbance by people, such as getting too close or taking flash photos, increases the chances the hatchlings will get confused, go in the wrong direction and not reach the ocean quickly. That makes them vulnerable to dehydration, exhaustion and predators. As with all wildlife, watching from a distance is best.

Buildings and other structures along the beach that need lights for human safety can be lit with long wavelength amber LED bulbs in a downward-directed, well-shielded fixture that is not visible from the beach. The FWC tests lights submitted by manufacturers to see if they meet our “Keep it long (wavelength), Keep it low (lumens and mounting height) and Keep it shielded” requirement. Approved fixtures are less likely to affect nesting or hatchling sea turtles. The agency maintains a list of these certified wildlife-friendly fixtures so property owners along Florida’s coastlines can easily find options that work for human and sea turtle safety. The list is available at MyFWC.com/Conservation by clicking on “How You Can Conserve,” “Wildlife Lighting” and then “Certified.”

nited Way of the Florida Keys helped more than 200 persons to more than $140,000 in tax refunds, during the third year of providing free tax help throughout Monroe County. The VITA (Volunteer Income Tax Assistance) program is completely volunteerrun and helps qualified taxpayers with completion of their annual tax return.

In addition to the VITA program, local taxpayers had a second option, MyFreeTaxes.com, providing free, online preparation.

VITA volunteer tax preparers are IRS-certified and trained to complete simple tax returns, including identifying available credits for those who earned less than $55,000 in 2018. There is no charge to the taxpayer for this service. UWFK offered the VITA program through partnership with the Internal Revenue Service, as well as grants from Volunteer Florida and Wells Fargo.

Highlights this year include: • 219 tax returns prepared (193 VITA and 26 MyFreeTaxes. com) • 17 volunteers working 528 hours total • $31,856 in estimated tax preparation fees saved • $145,980 in total refunds generated through VITA • 12 tax preparation sites throughout Monroe County • Clients’ average adjusted gross income: $24,599 “We are grateful to our volunteers; their time and talents made it possible for us to be able to again offer this free service for Keys residents,” said Leah Stockton, president and CEO of United Way of the Florida Keys. “As one of the only local free tax preparation choices, we know how important this program is to help families and individuals save money on their tax preparation and maximize their refunds. Unfortunately, this is also the time of year when we at the Sheriff’s Office start taking reports involving marine-related thefts.

Thieves depend on the inattention of our residents and visitors to steal just about everything marine-related. That includes boats, boat engines and lower units as well fishing and dive gear.

High-end boat electronics are also ripe targets.

Help us at the Sheriff’s Office and follow some of these tips to protect yourself from thieves: • Remove the keys from the boat. If it is on a lift, turn the breaker off in the house to disable it.

• Whether on a trailer or in a canal, make sure your boat can be seen by neighbors and Deputies patrolling the neighborhood.

• Install a boat alarm.

• Install motion sensor lights. Make sure the area around your boat is well lit.

Keep the engine down, touching the ground so the lower unit can’t be removed.

• Don’t leave fishing and dive equipment unattended.

• If you are gone for an extended period, call your local Sheriff’s Office substation. Our Deputies will keep an eye on your property while you are away.

I live in this community too and I know doing some of these things can be a hassle, but it will save you a lot of grief in the long run.

Thieves look for soft targets, so make things as difficult as you can for them. We all live in this community together and together we can make a difference in curbing these thefts.

n April 25, Key West gathered in full force to celebrate our weirdness, our community, and most of all, our independence. Under Mayor Dennis Wardlow’s leadership, Key West made its historic secession from the United States as a micro-nation on April 23, 1982, in response to a U.S. Border Patrol checkpoint set up on U.S.1, creating a 23-mile traffic jam. While the 37th anniversary of our secession is symbolic rather than political (er, we are still a part of the United States), the town decked out for the Longest Parade (from sea to shining sea!) on Duval Street to remind everybody of how different we are. Long live the Conch Republic!

From art to sailing to sports, activities are bountiful through August in the Keys. Here, we’ve compiled information to help parents and kids come up with the best summer plan. —Weekly Staff Report

ARTCAMP! 2019

One-week camps through Key West Art and Historical Society.

All camps ages 6-12, running June 3-Aug 9.

Children will learn about the apparatus used in wreck and salvage operations. Peering through traditional sight glasses, they will locate the submerged bounty and then build tripods, swing arms, and sling carts to retrieve the materials.

Students will create art using various media and take a field trip to explore the Custom House art exhibitions. Students will also tour the lighthouse in preparation to design a way to drop a Key lime pie safely from the top.

• CLAYMATION CAMP,June 10-14, 9 a.m. to 4 p.m.

In this camp, the participants will learn the art of clay molding, wire figures, set design, and how to compose 24 frames per minute using stop-motion photography to create an animated movie.

• PIRATE CAMP, July 8-12, 9 a.m. to 4 p.m.

The children will make pirate pouches to collect treasure on a nature walk, make personalized pirate flags, learn authentic pirate knots and lashings, participate in a treasure hunt with puzzles and riddles and compete in a day-long water battle for “the booty.”

• FOSSIL CAMP, June 17-21, 9 a.m. to 4 p.m.

Children will learn about geological epochs and the associated dinosaur species that dominated at the time. Each day will feature

This camp is for students interested in making art in the storytelling style of Mario Sanchez. Students will be inspired after a field trip to the Custom House to view his artwork. Students will learn about the elaborate brown paper bag sketches that Mario Sanchez drew before beginning his intaglios and have the opportunity to depict their Key West memories on brown paper bags.

• ADVENTURE CAMP, Aug. 5-9, 9 a.m. to 4 p.m.

Students will play the part of the hero as well as the antagonist in a fantasy-themed week of action. The students will work together to solve a variety of different puzzles while designing their own modules along the way.

REEF RELIEF CAMP ADDS ‘BIG KIDS’

F

or 32 years, Reef Relief has been established in the Keys, first as a fledgling environmental nonprofit, and now as a source of action and influence in education and policy. The environmental advocacy group was one of the forces behind the city’s monumental ban of oxybenzone and octinoxate sunscreens, community awareness of coral disease and moving away from single-use plastics.

The summer of 2019 also marks its 11th year of summer camps for kids.

“Now, we’re just starting to see those kids graduate from college, and how Coral Camp might have inspired them to pursue a major in environmental science or marine science,” said Alex Risius, assistant program director.

This consideration of continuing education is one of the reasons Reef Relief is launching a new addition to its Coral Camp roster: “Big Kids Camp.” The camp will run August 5 through 9 and is for ages 10-14.

“There are so many kids that have come to our regular camp year after year, and are getting older. We wanted to do something that would challenge those kids more, and have them doing something in the ocean in the summertime that’s a little more advanced.”

It’s more advanced in a number of ways. First, the campers will spend two nights at Dry Tortugas National Park. They’ll be conducting scientific experiments observing, noting, and measuring differences between the reef around the Keys and the reef at the Dry Tortugas. Campers will have more ownership in deciding what kind of projects they want to design, and will execute those plans in smaller groups. They’ll conduct fish identification activities and counts.

They’ll also learn techniques to measure water quality, like finding pH, measuring salinity and using a plankton net to catch micro-organisms—as well as micro-plastics.

GROWING UP ON THE WATER

Reef Relief also has some exciting, and exclusive, ventures planned. The group will visit Loggerhead Key, is a remote key off the Tortugas, restricted from public use, to test out their research methods. They’ll also take a trip out on The Squid, Eco Tours’ cutting-edge boat, on which they’ll learn about hybrid electric engines, solar power and reducing carbon footprint.

Maybe the most sophisticated part?

“One of the coolest things they’ll do after this comparative study is share their knowledge with younger kids on the last day,” said Risius.

There’s also an application process. Reef Relief is committed to small group work and is capping the Big Kids Camp at 10 campers in this inaugural summer. They ask kids to have basic knowledge of snorkeling and ideally have attended the regular Coral Camp in the past.

“We want them to have a little grasp on marine science. In Coral Camp, we are already doing fish dissection and learning the basics of snorkeling,” Risius said, “and this is going to be much more advanced.”

“They are going to be the future leaders,” aid Risius.

“We want to make sure they know exactly what is so special about our oceans, and they understand the negative effects humans have on it. Then, later in high school and college, and when they are establishing political positions, they realize the importance of it.”

The application process opened May 1.

our years ago, Garrett Dutton, known by his stage name G. Love — the front man for the blues/hip-hop/folk trio “G. Love and Special Sauce” — first rolled into town for one of the most memorable shows to hit the island in quite some time. Since then, he’s made Key West a mainstay on his national touring route, stopping here three times for sold-out shows.

On Tuesday May 7, he’s back, playing for the first time at Southernmost Beach — starting at the end of the road for his annual Florida “Beachside Blues” run.

“Garrett is the ultimate performer,” said Coast owner Billy Kearins, “loads of energy, plays for the crowd and has a deep catalog (of songs) that people can sing and dance to the whole time — and we’re just really excited that he keeps coming back.

“He had always played at our spot on Stock Island, but since we moved in January, we needed to find a new spot — and I can’t think of a more appropriate spot for his style than right on the beach.”

Southernmost Beach Resort will co-host the event with Kearins’ Coast Projects.

The night will feature an opening set by Florida’s own “The Ries Brothers.” Past shows have ended with extended jam sessions where all musicians on site end up on the stage for an encore set — something rare at more structured music venues.

Gates will open at 7 p.m. with the Ries Brothers on at 8 p.m. and G. Love taking the stage just after 9 p.m.

he fourth annual Papio Kinetic Sculpture & Art Bike Parade, part of a three-day tribute to the late Key Largo rebel folk artist Stanley Papio, is set to launch from the Custom House Museum at noon on Saturday, May 4. ust 90 miles from Cuba, the Florida Keys is the perfect place to learn more about the fascinating history of our Caribbean neighbor and wonder about its future. In her novel, “Next Year in Havana,” bestselling author Chanel Cleeton captures the essence of this beautiful island and its people and, in her most recent novel published last month, her tale continues with the sequel, “When We Left Cuba.” Here are reviews of both of these delightful reads, as well as some questions I had the chance to ask Cleeton about her life and writing!

“NEXT YEAR IN HAVANA” In 1958, Elisa, one of the beautiful and wealthy Perez sisters, falls deeply in love with a mysterious older man.

He’s a revolutionary, working tirelessly to oust the cruel dictator, Fulgencio Batista, and liberate the Cuban people.

Fifty-nine years later, Elisa’s granddaughter, Marisol, lives in Miami and travels to Cuba for the first time. She sets out to honor her grandmother’s wishes by spreading her ashes in the place of her birth. While there, Marisol discovers many secrets and dreams that Elisa had kept hidden for decades. She also meets a man, who becomes her own revolucionario. Throughout this magnificent family saga, Marisol learns more about her heritage and herself.

These novels lingered in my mind long after the final page, and Chanel Cleeton graciously answered some questions I had. Here are the highlights: Have you ever visited Cuba?

I haven’t. In 2016, we were planning a family reunion. For many, it was the first time they would return since they had left in exile after the Cuban Revolution. My 95-year-old grandfather became very upset with the thought of returning, and the trip opened up a discussion within my family about his experiences in Cuba, his fears of returning and his anger over supporting the regime. While I understand that the decision to return to Cuba is a complicated

and personal one for many Cubans and Cuban-Americans and wholly respect the decision to return, my father and I decided it wasn’t the appropriate time for us to go. This trip and the realization that the Cuban Revolution had such a lasting impact on my grandfather and family was one of the factors that inspired me writing “Next Year in Havana.”

Do you speak Spanish?

I do. I was born in the United States, but I spent the first few years of my life in the Dominican Republic, so I learned Spanish before I learned English.

My grandparents lived with us growing up and spoke Spanish at home. Admittedly, as I’ve

moved away and lived overseas, I’ve not used my Spanish as much as I’d like, and I think that sense of physical distance from my family and Cuban identity played a role in my desire to explore our history.

When did you know you’d be writing a sequel?

I didn’t plan to write another entry into the Perez family’s life until I introduced Beatriz in “Next Year in Havana.” I instantly was intrigued by Beatriz and had to stop writing “Next Year in Havana” so I could write the first chapter of “When We Left Cuba” because her voice was so strong.

What’s next?!

My next release will be out in 2020 and is set in the Florida Keys in 1935 and features three heroines who find themselves in the path of the Labor Day Hurricane. One of the heroines is Beatriz’s aunt, so the Perez family makes another appearance. I am also working on my 2021 release, tentatively titled “The Most Beautiful Girl in Cuba,” which is set during the Gilded Age and the SpanishAmerican War. ‘FAMILIAR BUT NOT FAMILIAR’ DELGADO SHOWS AT THE STUDIOS OF KEY WEST

M

ichel Delgado is one of those elusive artists who follows his thoughts, his path and his journey all in visual form. The Senegal native, who decided to be a painter at 14 years old without formal art training, paints an elaborate portrait of his emotional exploration over the years. With an exhibit opening Thursday, May 2 at the Studios of Key West, Delgado does not have to explain what he means; audiences will feel it.

“Many things are abstract, and there are a lot of things you can’t work around, and that’s the attitude,” he has said of his work.

This is reflected in his show, “Solid Uncertainty.” Delgado says he feels people crave certainty in their everyday life, but it’s too elusive. Instead, Delgado celebrates uncertainty and approaches his work as a true blank canvas: unknowing what images, composition or color will appear.

“I want to convey emotional experience without having had an actual visual experi-

ence. Instead, I want to encounter the visual experience while painting,” said Delgado. “I am trusting something is there and accessing it. It’s about being interested in things that aren’t obvious.”

His paintings appear instinctual with primal lines, colors and anthropological forms.

Delgado purposely makes the painting about actually making the painting. The brush and line follow a pattern of one thought to the next.

“It’s familiar but not familiar,” he said.

Painting on large panels, he starts on a black background, creating a haunting, ghostly quality as colors are muted when placed on top.

With sharp, frenetic lines, and bold abstractions surrounding perhaps a face? Maybe an animal? He weaves a story of whatever may be in his consciousness at that very moment.

“It’s about making our spiritual side tangible,” said Delgado. Painting allows him to see within himself and his paintings feel very much in the here and now. Delgado knows only one certainty: painting keeps him in the moment, and it’s gratifying.

Delgado is an awardwinning artist who lives in Key West and Chicago. He has been a part of the Key West art scene for the past two decades.

What organizations and activities are you involved with at KWHS? Bone Island jujitsu, which has taught me discipline and love for martial arts; my job at Miami Subs, my second family and source of income; Take Stock in Children mentored me and helped me become college-ready.

What are three things you want to accomplish before your 10-year high school reunion? Graduate from college, pass the bar exam and buy a new car.

What do you hope to be remembered for at KWHS? I want to be remembered as someone who worked hard and put a smile on everyone’s face.

What is your favorite social medium and why? My favorite social medium is Facebook. It helps me keep up with far away family. I also follow funny accounts and news outlets.

Will you make the Keys your permanent home? Yes, once I graduate college and begin a successful career, I plan to come back to have a family and further my career.
