UPDATING STANDARDS Village to discuss proposed landscaping regulations JIM McCARTHY

slamorada council members are set to resume discussion on landscaping standards and environmental regulations.

Discussion on an ordinance was heard during meetings on March 14 and April 4.

The ordinance, which village staff introduced during a Local Planning Agency meeting in January, would do things such as strengthen protection on various trees while better safeguarding turtles. The LPA recommended approval at its March 11 meeting.

The ordinance includes an updated definition of a specimen tree: A diameter at breast height that is 75 percent of the record of a specific tree species, or greater than or equal to 18 inches.

There are also updates to where canopy trees can be installed in relation to structures and other canopy trees. Language pertaining to plant materials, removal and major pruning are also included within the ordinance, among other items.

As for landscaping, a plan would be required for submission to the planning department.

It would have to be signed and sealed by a state-registered landscape architect, unless otherwise waived by Planning Director Ty Harris. The plan would also need to conform to the Islamorada Landscape Manual.

“There’s exception for the site plan for these smaller projects so we’re not putting onus on small builders or single-family homeowners, to go through those hoops that we’d normally put on for a contractor for a larger project,” Harris said.

Any development activity occurring on a property containing mapped sea turtle nesting beach during the nesting season would be required to have a temporary exclusionary barrier. Construction of a barrier would have to prevent turtles from traveling inland of the beach area, and would have to be placed at a maximum 5 feet seaward of the limits of construction.

During the April 4 meeting, council members noted the ordinance contained a lot of detail. Council agreed to table the ordinance to further discuss with Dan Parobok, village arborist, before the April 25 meeting.

“It’s probably not as convoluted as we think,” Councilman Jim Mooney said. “Maybe we should take the minutiae out and do a more bullet point thing.”

Councilman Ken Davis had similar sentiments.

“I don’t want to pass an ordinance that is so restrictive there’s no way out and there’s no exception,” he said. “I don’t see a problem with passing an ordinance, but there needs to be an exception. When somebody comes up and says ‘I need to trim this limb because it is right over my child’s bed and it could come off and crush…’ This is the sort of the thing I want to avoid (restricting).”

ndian Key’s first general store was built by Silas Fletcher in 1824.

He would take on a partner, Joseph Prince, who would sell his rights and interests to the store to Fletcher, move away, come back to Indian Key, and open a second general store on the island.

Fletcher would sell his store, and his home, to Thomas Gibson in 1828 who, in turn, would sell the store and other properties to Jacob Housman in 1831.

It should be noted that what was by 1833 Housman’s store was no Mom and Pop operation.

The residents of Indian Key sent a Memorial to the Congress of the United States dated April 23, 1833 with the testimonial (Carter’s Territorial Papers of Florida): “One store on this Island sold in the last 12 months merchandise to the amount of 25 thousand dollars. 1/4 part of this sum was purchased by residents of the mainland — the remaining 3/4 by inhabitants of the Keys and by vessels who resort here for supplies.”

Adjusting for inflation, $25,000 in 1833 would have been equal to $747, 341 in 2018.

STATE POLICY SEEMS TO BE MOVING AWAY FROM HOME RULE

H

ome rule is the ability of local governments — think the City of Key West or Monroe County — to tailor laws to fit their unique environment and constituents; that’s above and beyond what state law stipulates. It is a part of the state constitution, added in 1968 — Article VIII, Section 2(b). The opposite of home rule is called preemption — the legislature overturning home rule because it conflicts with state policy.

Some think the state’s preemptive strike against vacation rental law is too radical to come to fruition. But consider that in 2017, the state did the very same thing when it came to transportation network companies — Lyft and Uber. It struck down local governments’ laws regarding the regulation and number of taxis to allow Lyft and Uber into every city.

“The preemption wave seems to get larger and larger every session,” remarked Monroe County Commissioner Danny Kolhage at last week’s meeting. “Where is this stuff coming from? Do these people (legislators) live in another state?”

Commissioner Heather Carruthers concurred. “The state bristles when the feds get in their way, but they are happy to get into ours,” she said at the same meeting.

Here’s a look at current preemption legislation: SB 824 & HB 987 — VACATION RENTALS These bills would preempt the regulation of all vacation rentals to the state and would repeal the exemption for a local law, ordinance or regulation adopted before June 1, 2011. Monroe County’s legislative affairs director Lisa Tennyson said this bill appears to be stopped by an unpopular amendment that would require tracking the lessees of vacation rental homes to ensure that sexual predators are kept out. It’s an unwieldy requirement that demands time-consuming verification processes. Despite some concern surrounding the amendment, legislators will likely be drawn to consider keeping local neighborhoods safe from felons who could gain access to them on a transient basis.

The bill in the Senate has stalled in the Innovation, Industry and Technology Committee.

In the House, similar legislation was recently added to the calendar for members to consider the second reading.

The state first passed vacation rental law in 2011, but the Keys municipalities and county’s laws already on the book were “grandfathered,” or exempt from the new regulation.

The 2019 bill would remove that grandfather status and open the Keys to vacation rentals with no limits on frequency or duration of vacation rentals.

HB 7103 – AFFORDABLE HOUSING & DEVELOPMENT This bill would preempt local laws that regulate the ratio of market rate housing and affordable housing; i.e., the requirement for local developers to set aside a certain number of units for affordable housing for rent or sale.

According to Tennyson, the bill is moving in both houses. The bill in House awaits consideration by representatives. On April 18, it was ordered to the special order calendar for April 24. Several amendments have been filed since being placed on the calendar.

“State Rep. Holly Raschein has filed an amendment that would carve us out of the worst of the provisions, because we are an Area of Critical Concern,” Tennyson said. She added that if the bill DID pass, it would be unclear how that would play out in the Keys as the Keys’ entire permitting system revolves around an affordable-market ratio. “Affordable housing is one of the guiding principals of the state Area of Critical Concern.”

SB 336 & HB 5 — SALES TAX REFERENDA If passed, this bill would require any local sales tax referendum question to appear only during major elections, and would require a two-thirds majority to pass. It would also force a county to make the proposed referendum and a specified legal opinion available on its official website. Local governments often pass a discretionary sales tax to pay for necessary projects — such as neighborhood school construction or sewer projects.

“In 2018, there were 11 local referendum questions on local ballots elsewhere in the state, and 10 passed,” said Tennyson. “While communities are generally against taxation, they seem to support it when it’s clear what the tax will pay for specifically and understand the specific benefit to the local community.”

By requiring the supermajority to pass, this bill would put taxation back almost exclusively in the hands of state legislators. An analysis of the bill states that 56 counties and 19 school districts levying one or more discretionary sales surtaxes were projected to realize $3.38 billion in revenue from local fiscal year 201819. If all counties and school districts levied discretionary sales surtaxes at the maximum possible rates, they would have been projected to raise $14.32 billion in fiscal year 2018-19.

The Senate bill was placed on the calendar on April 22 for second reading. The House passed similar legislation April 11 with a 69-44 vote.

ON WIND INSURANCE: Sen. Anitere Flores’ bill that reduces the Citizens Insurance rates in the Keys was approved 15-1 by the Rules Committee on April 23. FIRM Vice president Steve Russ testified before the Florida Senate Rules Committee in support of SB 1476. Legislation will likely see consideration among Senate members during the April 25 session.

SENATE PASSES FIREFIGHTERS CANCER BILL The Senate unanimously passed legislation that would grant certain benefits to a firefighter upon receiving a diagnosis of cancer, if certain conditions are met.

The bill also requires an employer to make certain disability payments to a firefighter in the event of a total and permanent disability, and provides death benefits to a firefighter’s beneficiary if a firefighter dies as a result of cancer or cancer treatments.

With a 38-0 vote, state Sen. and co-sponsor Anitere Flores said legislation is a win for the state and for an altruistic profession that overwhelmingly merits full support.

“The Florida Legislature gave our brave firefighters a vote of confidence and passed legislation to aid them in their hour of need,” she said. “The unanimous vote in favor of SB 426 gives our brave men and women in fire service the benefits they deserve.”

t’s funny, almost. Florida legislators and Key West city officials are using the exact same argument on opposite sides of the issue to prove their point. Key West thought it had put the sunscreen topic to bed (coral bed, that is) with a 6-1 ban on sunscreens containing oxybenzone or octinoxate starting January 2021. But state officials are trying to find ways to overturn it.

Key West’s argument is that harmful chemicals, not sunscreens, may kill off the coral reef and affect tourism. Without a reef to dive on, Key West will lose business. But state Sen. Travis Hutson says that banning these types of chemicals in sunscreens will also affect tourism, and Florida at large will lose business. He was quoted as saying, “I don’t want that brand to be changed from the Sunshine State to the melanoma capital of the world.” Despite the fact that two chemicals, not sunscreens themselves, were banned, Hutson’s argument is representative of anti-ban rhetoric.

“They are upset by the 6-1 vote and are going through the back door to change legislation,” said Weekley. “They have the money, we don’t . Maybe we can start a Go Fund Me page for Key West to pay the fine.”

It plays into a whole host of state legislation that is determined to clamp down on home rule. In the Florida House, HB 603 and HB 1299 would prevent local government from regulating distribution of plastic straws or even banning them, and there are several Florida cities that already have a ban in place. The argument here is that paper straws cost more for businesses (only a few cents) and laws should be uniform across the state. But laws aren’t uniform across the United States.

“It’s puzzling to me how the very legislators who complain about federal oversight are doing the same thing with state legislation,” said County Commissioner Heather Carruthers. “Local governments know more about what their municipalities need. It’s absurd to think we can all be on the same page.”

Both Weekley and Carruthers are also concerned with state legislation in the works aimed at taking away the affordable housing requirements for developers and new building projects. But they are thankful that legislation recently died that would have given the state jurisdiction over vacation rental laws.

“Every year we face preemption bills, but they may have set a record this year with how many,” said Carruthers. “It’s about home rule, meaning let us rule at home.” Now, that seems like good business.

WORKING TOGETHER Loan saves taxpayers millions

M

onroe County Mayor Sylvia Murphy, on behalf of the Board of County Commissioners, presented the Key Largo Wastewater Treatment District with $2.125 million on April 16. It is the fourth installment in a multi-year agreement regarding the distribution of $18.25 million in Mayfield Grant/Florida Keys Stewardship Act funds for wastewater projects in the Keys.

Monroe County and the district entered into the agreement on May 20, 2015. In the agreement, the district lends Monroe County funding to make the most efficient

possible use of the Mayfield Grant Funds for the benefit of all residents of Monroe County, including those who reside within the Key Largo service area.

The loan will save taxpayers about $6.5 million in combined interest costs.

“This is a true representation of two government agencies working together to provide a win for the taxpayers of this county,” Monroe County Mayor Sylvia Murphy said.

So far, Monroe County has repaid $5.125 million of the loan.

he district’s Student Information Systems Coordinator Michael Michaud demonstrated to the school board how paperless report cards might work, using his youngest son’s marks as an example. The Monroe County School District is considering, but has taken no formal steps toward, the idea of paperless report cards.

According to Michaud, a recent survey of parents shows that 80% to 90% have internet connectivity. District staffer Dave Murphy said the technology could be more accessible for some parents, plus be a “greener” alternative to printed report cards. Right now, parents can access grades electronically only by signing in as their students to the Focus portal.

The district decided to survey parents before implementing report cards and, most likely, the first step would be to have parents “opt in.”

In other news: • The board approved the expulsion of a 16-year-old Key West High School student who allegedly brought a handgun to school on April 12. According to a police report, it was a Walther PK380 he intended to sell to another student for $500. The student told police he found the weapon in an unlocked car in the Lower Keys.

• The district accepted two huge donations — one from Yamaha and the other from the Miami Dolphins Foundation. Yamaha has donated 10 used engines to the Coral Shores High School’s marine mechanic program. The Miami Dolphins Foundation had gifts for all three Keys high schools: for CSHS, a scoreboard and football equipment such as helmets and shoulder pads totaling $25,000; for Key West High School, $30,000 including equipment such as sleds and lockers; and for Marathon High School, $35,000 including a new scoreboard plus equipment ranging from sleds to player bench and cleats.

• The district’s attorney, Dirk Smits, told the board the plans for workforce housing on Sugarloaf Key are ready to be submitted to the county’s planning commission, and then the Board of County Commissioners. He said the process should be finished

by July and staff would begin on the Request For Proposals in the meantime.

SlimeFest to excite at Islamorada Library SlimeFest 2019 is set to take place Saturday, April 27 from 2 to 4 p.m. at the Islamorada Library — Helen Wadley Branch. Amara Cay names Cash to be executive chef Amara Cay Resort has named Chris Cash as executive chef. Bringing a passion for fresh Florida Keys style cooking, Cash will oversee the property’s signature restaurant, Reelburger, along with food and beverage efforts for meetings and special event catering.

A

t 3, Ira Sullivan learned to play trumpet from his father in his hometown of Washington, D.C. His mother taught him the saxophone.

By age 5, Sullivan played during services at his grandma’s church outside of Chicago. During his teenage years, he emerged and became part of the jazz scene.

A world-class, multi-instrumentalist, Sullivan has performed all over and alongside the likes of jazz musicians Charlie “Bird” Parker, Johnny Griffin, Dexter Gordon, Art Farmer, Red Garland, Wilbur Ware and Roy Haynes, among others.

Sullivan has also played in the Keys several times, and he’s set to return on Thursday, April 25 for a concert presented by Islamorada Community Entertainement at 7 p.m. at the Keys Community Jewish Center, 93095 Overseas Highway. Tickets are $15.

Sullivan plays trumpet, flugelhorn, peck horn, tenor, alto and soprano saxophones, flute, and an occasional round of drums — all of them impeccably, and not as a gimmick. Sullivan last performed in the Keys four years ago.

“It’s always enjoyable to come to the Keys, especially if you stand in the water and see your feet at the bottom,” Sullivan said.

Sullivan became an integral part of the Chicago jazz scene of the ‘50s, playing in clubs with well-known jazz players. In 1956, he toured with Art Blakey’s Jazz Messengers, a collective of jazz greats and an incubator for young talent. He continues to perform to appreciative gatherings around the globe.

“Ira Sullivan is truly one of jazz’s true masters, playing in Chicago at the birth of Bebop in the 1950s,” said David Feder, ICE president. “Though he has called Miami home for the last several decades, Sullivan is widely recorded and tours on the national and international jazz circuits.”

Sullivan has played on several occasions with Feder and his son, Nyan, in Islamorada.

“It’s always a great time,” Sullivan said. “My son, Brev, plays guitar and so does Nyan, so I’m hoping the two will do a duet during the show.”

ICE is a non-profit organization dedicated to bringing quality entertainment and cultural events to Upper Keys residents.

Proceeds from ICE events provide music, dance, and arts scholarships to local students and grants to school programs.

IN AN OCTOPUS’ GARDEN Ground-breaking research at FKCC HAYS BLINCKMANN hays@keysweekly.com

I

t was a once-in-a-lifetime moment for research diver Lucja Rice, faculty member with the Diving Business & Technology department at the Florida Keys Community College. On April 12, she went to check on recent find “Agnes," a Caribbean reef octopus hidden in the rocks in the FKCC’s lagoon.

During Rice’s dive, Agnes’ 200-plus eggs began to hatch, and Rice didn’t just capture the event on film, but also one baby octopus – now FKCC’s newest resident. When octopus babies are born, they immediately find crevices in which to hide from predators, and one quickly squirreled away in Rice’s Sea Life camera as a welcome stowaway.

Taking baby octo back to the lab, Rice, along with a team of excited students and researchers, can continue moving forward with some ground-breaking research in their aquatic nursery.

Since 2013, FKCC’s divers have found several Caribbean reef octo-moms who use the lagoon for breeding; unfortunately, octo-dads die after mating. This academic year has seen a record of four moms, only the size of a fist, using FKCCprotected waters surrounding the college where there are few boats, and no fishing or recreational use unless sanctioned by the school. The protected waters also host a healthy supply of lobsters and stone crabs, crustaceans being the favored food supply of octopuses. Discarded shells are a good

FKCC students Madeline Ticer, 22, and Riley Martinez, 19, studying marine environmental technology and marine diving technology, are now a part of a team with Patrick Rice, chief science and research officer; Lucja Rice, of the Department of Diving Business and Technology faculty; and Bill Irwin, biology. They are poised to be on the forefront of research about the genetics and habits of the Caribbean reef octopus.

The team, upon finding the multiple octo-moms with a life span of only 18 months, began to ask, were these octopuses born in the lagoon and returned to hatch the next generation?

Would their DNA match that of their predecessors?

Also, if they are returning to their “home," how did they navigate back after leaving as newborns?

When Ticer and Martinez began to research Caribbean reef octopuses and their lifestyle habits, they did not find any specific published studies answering their questions.

Both students are eager to continue studying the octomoms and will be looking for grants with Rice to keep studying and, hopefully, publish their own papers from Key West.

“I found RNA testing but no DNA testing,” said Ticer.

Having gathered DNA from a deceased octopus, Ticer, working with Irwin, hasn’t found a viable way to read the DNA yet. Finding a DNA test that will work for an octopus will be a first, as the team cannot find any similar studies, let alone mapping their habits.

After the team gathers a readable DNA code, the next step will be to compare it to the DNA of the future existing octopuses in the lagoon. If there is over 50% match, then the team has proven that octopuses will grow, leave and return to their original home – in zoological terms, philopatry.

As only one to two baby octos survive out of roughly 200-400 eggs that hatch, it's fascinating to imagine the odds of their return. Known as solitary creatures, they do not travel in schools or pods; in fact, there is no term for an octopus group.

Rice is trying to discover how the octopuses relocate to the lagoon. One possibility common in animals is magnetic reception, when an organism uses the earth’s magnetic field to perceive location. Since octopuses are famously intelligent invertebrates, is it possible that they are merely using their memory?

“Everything we do is about trying to learn – it’s called conservation aquaculture,” said Rice. For now, baby octo, the size of a thumb tip, is thriving at FKCC. The team already has seen mother Agnes pass away, fading in color to an almost white after the eggs hatched.

“Water is getting warmer, and we don’t know if the mothers take a summer break, and return in the fall,” said Rice. The team cannot predict when octo-moms will arrive, but they are eager for them to return.

ack in the day, when Monroe County Sheriff Rick Ramsay was a sergeant detective working narcotics, he knew of a man who shot himself in the stomach just to get a prescription for OxyContin.

“He didn’t want to kill himself; his intent was to get Oxy,” said Ramsay. In the 20 years since then, he’s witnessed OxyContin and street heroin ravage lives. “I’m glad Monroe County is taking some action on this.”

SEEKS TO RECOUP COSTS ASSOCIATED WITH OPIOID ADDICTION This month, Monroe County filed a complaint that names Purdue Pharma and other opioid manufacturers and distributors on behalf of the county. It is not part of a cookie-cutter class action suit; rather, the case is specific to Monroe County and the impacts of the opioid epidemic in the Keys.

Monroe County joins a long list of entities with similar lawsuits dating back to 2007. According to the Washington Post, there are more than 1,600 entities — cities, counties, states and even Native American tribes — suing Purdue for allegedly creating a drug it knew was addictive and lying about it. OxyContin was first marketed in 1996.

“Lawsuits like this one have been going on with local governments throughout the country for the past years. But each plaintiff will have a different story, provide different medical services and been impacted differently,” said Monroe County Attorney Bob Shillinger.

Cynthia Hall, assistant county attorney, cited costs to the county’s self-insured health plan, EMS services and the population of Monroe County availing itself of services connected to the opioid epidemic such as addiction treatment, opioid related investigations, arrests, adjudications, incarceration, the treatment of addicted newborns, burying the dead, and the cost of placing children in foster care.

“When we started looking into this, we realized how far-reaching it was. We talked to the sheriff’s office, the medical examiner, court administration, human services advisory board,” Hall said. “We spent about a year on research.”

Monroe County Commissioner David Rice, who has a doctorate in chemical psychology, said the pattern of drug abuse in the Keys has changed.

“Twenty years ago, a heroin addict was a rare bird down here. That has changed,” he said.

“Personally, I know people who we’ve lost and

the hell they went through because they were prescribed opiates for chronic pain, became addicted to it, and woke up dead one morning.

Opiate abuse takes a huge toll on society, across social strata.”

Ramsay said the blame is more widespread: pharmaceutical companies, doctors, pharmacies, pharmacists. “It’s greed,” he said, sharing that he personally approached prescribing doctors years ago and was essentially told to kiss off, that he didn’t understand pain management.

The lawsuit is being handled by outside counsel. Morgan & Morgan is the lead law office, but includes the counsel of lawyers from seven other law firms. The lawsuit alleges that opioid manufacturers made false and deceptive marketing claims to increase the use of opioids and the profits, and grossly understated the addictive risk. The lawsuit also alleges that named opioid distributors failed to fulfill legal obligations regarding monitoring, detecting, reporting or investigating suspicious orders.

In 2011, the state of Florida cracked down on the popular “pill mills” — or clinics freely prescribing OxyContin and other opioid narcotics. During that time some of the worst abuses involved bus loads of “patients” who would make their way down I-95, collecting prescriptions from various clinics under a variety of false names, sometimes even stolen identities. And though the state laws curtailed the activity of pill mills for the most part, addicted patients were forced underground.

“These addicted people, they had to turn to something,” said Ramsay. “And that was street heroin. Today they shoot it, snort it or smoke it.”

Ramsay said the rise in crime associated with the opioid epidemic has many faces — burglaries for cash, burglaries with the intent to plunder medicine cabinets, the cost for arrests, investigations, jail time and medical attention.

Earlier this month, a Key Largo student, 14, was arrested for bringing Xanax to school and giving it to two other students.

While not an opioid, it is a drug that makes opioids more dangerous because it also suppresses cardiopulmonary function. It, too, is addictive. And then there’s Fentanyl, which is often mixed into street heroin.

Just a few grains is enough to be fatal for some. According to the National Institute of Drug Abuse, Fentanyl is 50 times more powerful than morphine. OxyContin is said to be 10 times more addictive than crack cocaine.

Hall said the lawsuit is not frivolous.

“Opioid addiction has real costs for Monroe County taxpayers and we think it’s important to get the money back,” she said. “So we need to shine the spotlight on the problem and possibly fund recovery and treatment programs that will hopefully reduce the scourges of opioid addiction.”

In Islamorada, 97 doses of Narcan have been ordered since 2016. Fire Chief Terry Abel said some people only need one dose to come back around while others require

multiple doses just to keep them breathing.

The county said it collected data for more than a year to make its case from a variety of sources — the sheriff’s office, the medical examiner, court administration, human services … even libraries.

It’s still early days and there are a number of litigation issues that need to be worked out: Whether the defendants will try to separate OxyContin usage from heroin usage, whether other Keys municipalities will join the suit, and whether it will end, if the county is successful, in a one-time settlement or some other type of arrangement. Hall said she expects the case to take years to litigate, but not decades.

As of three months ago, more than 36 states are suing Purdue Pharma. Last month, the pharmaceutical company settled with the state of Oklahoma for $270 million. The company has been embroiled in litigation since 2004.

The case has been filed in the U.S. District Court for Southern District of Florida in Miami. The lawsuit is assigned to Judge Jose Martinez.

There’s no exact way to tabulate OxyContin or heroin abuses, but one set of numbers at least sheds light on the subject — the number of Narcan dosages administered in the Keys. An opioid overdose essentially suppresses the natural instinct to breathe. Narcan, or naloxone HCI, is an FDA-approved emergency treatment of a known or suspected opioid overdose. Narcan kits cost about $90 each. In the Keys, they’re carried by EMS personnel and sheriff’s deputies. On average, EMS delivers about 200 dosages of Narcan to patients experiencing an overdose in the Keys every year.

iffany Duong and Sara Nilsson are the oldest interns at Coral Restoration Foundation. When not out planting coral and doing CRF work, the two highly ambitious women are out and about in the Keys community talking about their journey and their plans to champion environmental change through films, advocacy and expeditions.

Nilsson and Duong moved to the Keys in September 2018.

Duong, from California, studied international development and Italian at UCLA. But her attention turned to the environment, so she went to law school at the University of Pennsylvania in Philadelphia before heading back to California to be a lawyer with a focus on renewable-energy. Following a scuba trip to Galapagos, she pursued a slightly different path.

“The dive trip changed me,” Duong said.

“I tried to see how I could combine saving the Earth in some way while doing field work, so that led me to do ocean work in Los Angeles. But that water is cold, and I had to drive three to four hours. Now, here I am in the

Keys.”

Duong saw an ad for an internship with Coral Restoration Foundation. She applied, got the post and moved down to the Keys.

Nilsson studied neuroscience at the University of St. Andrews and spent some time working in the pharmaceutical industry. The lab wasn’t for her, however, so she went to the University of West England for a master’s in documentary filmmaking.

“I was doing some independent films here and there, but wanted to get back in ocean conservation and the environmental side of things,” she said.

Nilsson, too, applied for a CRF internship. And she, too, was accepted. Upon their arrival, Nilsson and Duong ended up rooming together, as they were older than other interns. It led to a bond and the discovery of a common interest: producing material that’s bringing awareness, prompting a change in behavior and promoting the environmental work ongoing in the Keys.

“We want to show the good work of scientists who are doing cool research, and people who are breaking open the field,” Duong said. “We want to tell their stories —

those who become the Jane Goodalls.”

When not working, Nilsson and Duong are out and about in the community, meeting new people and speaking to them about what they do.

Through Ocean Rebels, a relatively new media production venture, Nilsson and Duong believe in thinking differently, acting boldly and taking action even — and especially — when it’s difficult, and celebrating those who imagine a better future for the planet.

The two recently had the opportunity to join with the Fish and Wildlife Conservation Commission to film efforts to rescue the reefs threatened from disease, which has now spread down to Key West. Nilsson and Duong said FWC’s taking corals from the reef, placing them into partner aquariums as they wait for the disease to pass before replanting and restoring them in a few years.

“It’s cool to see what FWC is doing. It’s an innovative approach and it’s a really young team,” Duong said. “They’re fresh-thinking and they’re doing whatever it takes to ensure the reef is here long term.”

S: Tiff has a talent for putting together fun and creative costumes for festivals and fun events. For Fantasy Fest, she made me into a beautiful sparkly jellyfish.

How’s the Ocean Rebels venture gone so far?

T: Every way it could possibly go — up, down, weird, amazing and scary. I think it’s been really heartening to find support in places we didn’t think we had it. It’s been very awesome to see what we can create. It’s literally at our kitchen table at 2 a.m. What we’ve been pulling out of ourselves has been amazing.

S: It’s been amazing to see vague dreams become ideas, then plans, and finally happening in such a relatively short time period.

It’s been a lot of hard work, late nights, and there have been many difficult periods too.

However, the whole experience has been so empowering, and I’m looking forward to see what the future holds for us.

How would you describe your time in the Keys so far?

T: Really aligning and affirming. There are so many resources and cool people and great things to do, so I think we’ve been able to make a very interesting life.

S: It’s been great. For a while, I knew I wanted to do ocean conservation, but wasn’t in the right place. Coming here, it’s really inspiring and cool to see how quickly we’re able to build the life we’d like.

Favorite place to go diving?

T: Galapagos because it changed my entire life. But the most beautiful place I’ve dived is the Maldives.

S: Indonesia. I did a two-week diving training and we did research there.

That was really amazing. There’s so much diversity and there were beautiful reefs. Just a lot of life and diversity.

The weirdest thing you’ve removed from the water during a cleanup?

S: I lost my mask earlier before a dive, and I think I was borrowing one. I went on a dive and found a mask. It was a little encrusted. I took it back, cleaned it up and used it.

T: I was in with a cleanup team and we found a micro penis from a bachelorette’s headband.

What about interning with CRF do you enjoy?

T: Refining how I convey my own message. Our supervisor Derek gave us a curriculum workshop on how to speak and present info. From that, we’ve taught classes at University of Miami, we’ve gone to my old high school and talked to a full class.

S: The variety of projects we’re able to do. We get to go out on the water and do cool stuff, and we can make films and talk to the public and talk to kids and the elderly. Just a lot of different opportunities and different venues.

What do you hope to accomplish as you begin this adventure?

T: I want to make products that we’re so proud of and that create our environmental legacy and that ripple, and help change other people, but with the message we want and impact we want to leave.

S: It would be nice to make media that makes a difference, and also to create a life that we can be happy with, and one that follows ideals of what you want to do.

Your favorite spot to go in the Keys?

T: Sitting on the bow of a ship, going over the water and seeing that turquoise blue water, and looking at how it’s going to be to dive into that in a couple of minutes.

S: I enjoy Founders Park running there with Hudson, my dog. It’s nice after work to be able to enjoy the sun and unwind.

What’s the first thing you do when you wake up?

T: Brush my teeth.

S: Roll over and snuggle Hudson.

“I was doing some independent films here and there, but wanted to get back in ocean conservation and the environmental side of things.”

Something you like to do in your spare time?

T: I like to do yoga. There’s a lot of beachside yoga at sunset. It’s nice to take a moment and pause and appreciate where I am.

S: Underwater hockey, free dive hockey.

It’s super fun. The first time I went I was absolutely dead tired.

Favorite movie?

T: “Moulin Rouge.”

S: “Billy Elliott.” It’s a film about class issues in the UK, and it has a message to follow your dream and go against the grain.

Is there somewhere you’d like to travel one day?

T: I have this vision of myself doing a headstand amongst penguins in Antarctica. I want a find a way to do that.

S: Two places: Great Barrier Reef because I want to see the corals and the reefs. The other is Mongolia. It’s such a vast wilderness and different from any other environment.

Do you have a role model or someone you look up to?

T: I looked up to my mom. She’s the godfather of the family. She’s the fiercest, most caring, most benevolent and generous person. She’s got us through a ton of stuff. She’s got 10 brothers and sisters. Eight of the 10 have two to three kids. We were refugees, I was the first one born here. She got us situated into life and made sure we had an education and strong foundation so we could succeed. Whatever we needed she took care of everyone.

S: My grandma. She grew up on hard times on an island. Her sister and her had one pair of nice shoes to go out.

She’s always been just interested in what’s right. She’s been volunteering for this organization in Tanzania for 50 years. She’s now blind, but she’s never let that stop her.

n April 11, Monroe Association of “ReMARCable” Citizens held its Spring Into Art antique car show at Coconut Cove Resort in Islamorada. The fundraiser included local art, antique cars, a fashion show by MARC’s clients and much more.

Marie Brishke, Vihlen’s former Sunday School teacher, and Leslie Bennett, a volunteer at MARC, place roses into the ocean in Vihlen’s memory and recount their favorite memories about him.

“He had this deep laugh, and you couldn’t help but dance when he laughed,” says Brishke.

doing a little bit of everything at the restaurant, including welcoming and seating guests as they come through the doors. Working alongside her mom and brother, Sarah says she enjoys the atmosphere.

“We have a really good work environment,” she said. “We have great co-workers and it’s nice to be able to work with my family, versus working with strangers.”

Family opens new Square Grouper in Islamorada

W

hat’s better than two joints? Three.

With Square Grouper Bar & Grill and My New Joint 420 Lounge on Cudjoe Key, Owner Lynn Bell opened the popular Square Grouper restaurant at the Islamorada Marina, MM 80.4 bayside, on March 1. Converting an old boathouse into an elegant, waterfront dining destination, Square Grouper is all about fresh, local seafood, some of the finest craft cocktails, a fantastic wine selection and top-notch service.

Running the restaurant alongside Lynn are son and daughter, Joe and Sarah. Both grew up in the business, having worked at Square Grouper Bar & Grill at MM 22.5, Oceanside, on Cudjoe Key since Joe was 9 years old and Sarah was 8.

Now, at 24 and 23, Joe and Sarah are bringing a lot of knowledge and experience to the new Islamorada joint.

“It’s probably the biggest compliment that I could ever have,” Lynn said. “Having them working with me, even though they’ve gone away and done their college, and open a restaurant with me is like a

dream. They bring a lot of knowledge and they know what’s expected of them. It’s great to have them bring that experience to this staff.”

From busing tables to hosting and serving, Joe worked every position in the business before leaving for college in New York. He initially went for real estate, and he did an internship in New York City.

But he wasn’t one to work behind a desk. He got back into the restaurant business, spending time at an establishment outside Chicago and later as general manager for a Fort Lauderdale restaurant.

Joe now serves as general manager of Square Grouper in Islamorada. He said he’s working to ensure the experience is similar to the Cudjoe joint that’s had a great track record.

“It’s one of the most successful restaurants in the Keys for the past 16 years,” he said. “Making sure it’s very similar is important to me. If a guest goes down to Cudjoe and is coming to have dinner here, making sure, for instance, that the seafood stew tastes the same is important.”

Sarah decided to attend massage therapy school where she became a massage therapist. She returned to the family business at Square Grouper when the Islamorada venue was ready to open its doors.

THE MENU Joe says guests will see a few new menu items, like the oysters Rockefeller.

‘That sells great,” he said. “It’s fresh oysters using our homemade Key lime butter sauce.”

You won’t go wrong by starting out with the delicious seafood stew. Or, try the yellowfin tuna and avocado egg rolls with Asian dipping sauce.

For the main entrée, go for the almond encrusted grouper that comes with a warm Caribbean cranberry-pineapple relish.

It’s served over house-made sweet potato mash.

“She (my mom) likes to classify it as a tropical Thanksgiving of sorts,” Joe said.

As for a drink, do yourself a favor and go for the house signature cocktail Key lime martini.

Square Grouper is a lunch destination Thursday through Monday from 11 a.m. to 2:30 p.m.

Appetizers, soups, salads, tacos and seafood platters are among the afternoon menu items. There are also house specialties like the Square Grouper sandwich, pan sautéed and topped with house onion rings and Key lime tarter, as well as the chicken sandwich, Philly cheesesteak and B.L.T., just to name a few.

Dinner goes from 5-10 p.m.

he XXVII class graduated from the Leadership Monroe County program earlier in April and recently held a celebration at Playa Largo Resort and Spa in the Upper Keys.

The “Rock Stars,” as the class called itself, have chosen to champion the Domestic Abuse Shelter in Monroe County with various programs throughout the coming year, helping the nonprofit to raise funds and awareness. Members of the Leadership board, past graduates, and the class — numbering about two dozen — attended. On Saturday and Sunday, April 27-28, Keys Cable and oTHErside Boardsports are hosting a party that includes axe-throwing (!), music, food, fashion, wakeboarding and more. The setting for the second annual Earth Day Fest is the huge 50-acre natural tract on Grassy Key at MM 59. It’s an evolving arts community that features the raw outdoors, cable wakeboarding, a sawmill, nature trails, a garden and so much more.

“This is an Earth-centric event that promotes civil action and sustainable brands,” said Matt Sexton. “There’s stuff for the kids and stuff for adults.”

So folks, bring your own cup to partake in the “beer Olympics,” plus sample some craft cocktails and “good for you” food truck offerings.

Sexton and his partners, Shana and Mike Walsh, have lots of special stuff planned including live mural painting by a quartet of mainland street artists. (Remember the incredibly cool pink, skeletonized flamingo that was painted in 2018?) Plus there will be music by Jahfe, Micah, Sol+The Tribu, and local Ken Fairbrother. And there will be pop-up shops selling Earth-friendly gear.

New this year: a friendly competition of axe throwing and a One Wheel course. The axe-throwing trend is sweeping the nation, and this is its first official appearance in the Keys.

“Axe throwing is sort of like target practice and we have two lanes,” said Sexton. He likens it to bowling and said scoring is akin to cricket. The axe throwing is set up next to Bongo’s, the wake park’s almost-complete drinkery and eatery. The Onewheel (a self-balancing electric board, often described as an electric skateboard) course will feature obstacles. “We have a lot of local kids who own these now, plus we have some groups coming down to compete as well.”

On Sunday morning, the day starts with activism. There will be a mangrove cleanup, but volunteers can also pitch in by planting wildflower seedlings along the highway to promote natives and deter the use of pesticides.

“We’ve ordered 1,000,” Sexton said. “That’s in addition to the 1,200 we’ve already planted ourselves.”

“This is our second annual Earth Day Fest , and we’re going all in,” said Shana Walsh. “There are going to be so many activities in one spot with this common theme of sustainability, and doing good things for the Earth.”

The party runs from 10 a.m. to 10 p.m. on Saturday, and 9 a.m. to 5 p.m. on Sunday. For more details, visit www. keyscable.com/events or check them out on Instagram @othersideboardsports.

he Coral Shores varsity baseball team took on Palmer Trinity on April 22 at Founders Park. Palmer Trinity won by a score of 3-0. The Canes then traveled for a game against Ransom Everglades on April 23 where they fell 11-1. The team will host LaSalle at 4 p.m. at Founders Park on Thursday, April 25 and close out the regular season at home for its senior night game against Homestead at 7 p.m. on Monday, April 29. The district tournament begins on Monday, May 6.

he Upper Keys community was hopping with activity throughout Easter weekend. It began on April 19 with the Good Friday cross walk, which started at Venetian Shores and ended at Matecumbe United Methodist Church. On April 20 at Founders Park, children and families gathered for Spring Fest, which featured a massive egg hunt for all ages. On April 21, sunrise services were held along the oceanfront from John Pennekamp State Park in Key Largo to Islander Resort in Islamorada.

Plenty of Easter egg hunts throughout the area kept children and adults busy.

n impressive Canes softball season culminated in a 13-3 win over Colonial Christian at Miami Country Day School to become conference champions.

The team finished the season with a 17-1 record and undefeated in conference, 9-0. Coach Lesa Bonee was a unanimous selection for conference coach of the year honors while Anna Langley was awarded conference player of the season and most valuable player of the championship.

Langley also received first-team all conference alongside sister Madeline Langley and teammates Atlantis Hofstetter and Keely Flanagan. Lexi Brito and Jenna Jones were selected to the second team, while Dallas Christmas and Emma Lovell were selected to the third team.

“It was a great year with a great group of student-athletes,” Bonee said. “We’re going to be rebuilding next year, but it’s still a good group of kids, and we will have some fun softball to watch.”

Coach Dominique Colarusso says she’s proud of these girls for their hard work this season. “It has been an honor to coach them,” she said. “All these girls bring something different to the team and it is great to watch them all come together with great spirit.” The Hurricanes fell to Palmer Trinity, 11-5, on April 15. Kaylee Stoky led with four goals and Macey Harrelson with one. Stoky had two draw controls while Ava Swanson had three.
