STATE POLICY SEEMS TO BE MOVING AWAY FROM HOME RULE

H

ome rule is the ability of local governments — think the City of Key West or Monroe County — to tailor laws to fit their unique environment and constituents; that’s above and beyond what state law stipulates. It is a part of the state constitution, added in 1968 — Article VIII, Section 2(b).

The opposite of home rule is called preemption — the legislature overturning home rule because it conflicts with state policy.

Some think the state’s preemptive strike against vacation rental law is too radical to come to fruition. But consider that in 2017, the state did the very same thing when it came to transportation network companies — Lyft and Uber. It struck down local governments’ laws regarding the regulation and number of taxis to allow Lyft and Uber into every city.

“The preemption wave seems to get larger and larger every session,” remarked Monroe County Commissioner Danny Kolhage at last week’s meeting. “Where is this stuff coming from? Do these people (legislators) live in another state?”

Commissioner Heather Carruthers concurred. “The state bristles when the feds get in their way, but they are happy to get into ours,” she said at the same meeting.

Here’s a look at current preemption legislation: SB 824 & HB 987 — VACATION RENTALS These bills would preempt the regulation of all vacation rentals to the state and would repeal the exemption for a local law, ordinance or regulation adopted before June 1, 2011. Monroe County’s legislative affairs director Lisa Tennyson said this bill appears to be stopped by an unpopular amendment that would require tracking the lessees of vacation rental homes to ensure that sexual predators are kept out. It’s an unwieldy requirement that demands time-consuming verification processes.

Despite some concern surrounding the amendment, legislators will likely be drawn to consider keeping local neighborhoods safe from felons who could gain access to them on a transient basis.

The bill in the Senate has stalled in the Innovation, Industry and Technology Committee. In the House, similar legislation was recently added to the calendar for members to consider the second reading.

The state first passed vacation rental law in 2011, but the Keys municipalities and county’s laws already on the book were “grandfathered,” or exempt from the new regulation. The 2019 bill would remove that grandfather status and open the Keys to vacation rentals with no limits on frequency or duration of vacation rentals.

HB 7103 – AFFORDABLE HOUSING & DEVELOPMENT This bill would preempt local laws that regulate the ratio of market rate housing and affordable housing; i.e., the requirement for local developers to set aside a certain number of units for affordable housing for rent or sale.

According to Tennyson, the bill is moving in both houses. The bill in House awaits consideration by representatives. On April 18, it was ordered to the special order calendar for April 24. Several amendments have been filed since being placed on the calendar.

“State Rep. Holly Raschein has filed an amendment that would carve us out of the worst of the provisions, because we are an Area of Critical Concern,” Tennyson said. She added that if the bill DID pass, it would be unclear how that would play out in the Keys as the Keys’ entire permitting system revolves around an affordablemarket ratio. “Affordable housing is one of the guiding principals of the state Area of Critical Concern.”

SB 336 & HB 5 — SALES TAX REFERENDA If passed, this bill would require any local sales tax referendum question to appear only during major elections, and would require a two-thirds majority to pass. It would also force a county to make the proposed referendum and a specified legal opinion available on its official website. Local governments often pass a discretionary sales tax to pay for necessary projects — such as neighborhood school construction or sewer projects.

“In 2018, there were 11 local referendum questions on local ballots elsewhere in the state, and 10 passed,” said Tennyson. “While communities are generally against taxation, they seem to support it when it’s clear what the tax will pay for specifically and understand the specific benefit to the local community.”

By requiring the supermajority to pass, this bill would put taxation back almost exclusively in the hands of state legislators. An analysis of the bill states that 56 counties and 19 school districts levying one or more discretionary sales surtaxes were projected to realize $3.38 billion in revenue from local fiscal year 2018-19. If all counties and school districts levied discretionary sales surtaxes at the maximum possible rates, they would have been projected to raise $14.32 billion in fiscal year 2018-19.

The Senate bill was placed on the calendar on April 22 for second reading. The House passed similar legislation April 11 with a 69-44 vote.

erriam-Webster Dictionary defines peonage as “a) the use of laborers bound in servitude because of debt, and b) a system of convict labor by which convicts are leased to a contractor.”

Henry Flagler’s Florida East Coast Railway was investigated for peonage. Labor agents working for the railroad were charged with convincing laborers to go with them to New Jersey, only to be taken to Florida and put to work on the railroad connecting Miami to Key West in a state of “peonage, slavery, or forced servitude.”

The trial began on Nov. 11, 1908 in the United States Court with Judge Hough presiding. The government planned to call 300 witnesses. On April 24, 1909, the first congressional committee came to Key Vaca and conducted a hearing at Boot Key Harbor in connection with charges of peonage involving the railroad and its workers. Judge Hough was inclined not to charge peonage, but that evidence showing conspiracy should be introduced.

Peonage charges against the F.E.C. were later dropped.

egalization of medical marijuana was voted into Florida law on Nov. 8, 2016, and the changes have happened fast. Some 116 dispensaries have opened statewide, operated by 12 parent companies licensed by the Florida Department of Health. On March 18, Governor Ron DeSantis signed Senate Bill 182, allowing a physician to “determine that smoking is an appropriate route of administration for medical marijuana,” meaning smoking cannabis is legal for patients for the first time. Last but certainly not least: Monroe County’s first medical marijuana treatment facility had its grand opening on April 11.

Surterra Wellness is located at 3126 Flagler Ave. in Key West. The space is reminiscent of a spa, with multiple seating areas, soothing music and staff at the ready to assist patients. Surterra is open to the public — you don’t have to have a medical marijuana card to take a peek at the offerings or have a consultation, but you do need one to purchase any of their cannabis products. Surterra also has a list of doctors to refer patients to (See box, opposite page).

Surterra’s chief marketing officer, Levent Hamdemir, visited Key West to take part in the ribbon-cutting and explain the role of cannabis — in many forms — in patients’ lives. Patients were lined up for consultations and, ultimately, purchase.

“Every year, we are expanding the scope,” said Hamdemir. “One of the interesting challenges that we see is that, unlike traditional pharmaceuticals that have one active ingredient treating a symptom, all of our products are helping your body deal with life and your environment better.” Hamdemir cites the holistic nature of medical cannabis treatment: as an anti-inflammatory, hormone regulator, anxiety reducer and seizure treatment.

Hamdemir said that while cannabis is normally organized by strains, those monikers tell a patient very little about the plant’s specific health benefits (it’s hard to know whether “Sour Diesel” or “Strawberry Fields” is better for joint pain). Surterra instead engineers products based on the symptoms or “needs”

FIRST MEDICAL POT SHOP OPENS IN COUNTY it is addressing, and each product is a blend of cannabinoids. They have names like “Calm,” “Soothe” and “Revive.” The products incorporate THC (tetrahydrocannabinol) and CBD (cannabidiol) in different percentages; the former creates the euphoric feeling associated with marijuana, while the latter has no such effect.

How do they isolate strains and create formulas that address certain medical concerns?

Their research and development team works with physicians and looks at the more than 100 cannabinoids in the plant. While only a handful have a euphoric impact, they all potentially have different health effects.

“We just recently acquired a new division of scientists based out of Boston,” Hamdemir said, “and we are competitively invested in research and development.” While cannabis is still federally illegal, however, scientists studying the effects of the plant can’t receive federal funding, and thus there is limited science based in the U.S. Surterra is looking at research from elsewhere, like Israel.

While U.S.-based research is limited, last June, the FDA approved a cannabisbased epilepsy drug called Epidiolex, and it’s the first FDA-approved substance that is derived from the marijuana plant. This makes companies like Surterra — which also has divisions that work with policy makers to move medical marijuana legislation ahead — hopeful.

The federal law isn’t stopping the science, or the business, from progressing.

While Surterra is the first dispensary to open its doors in the Keys, there are two more on the horizon in Key West.

Jeff Burgess, chief licensing official for the City of Key West, said MedMen on Duval Street has already registered and paid its city taxes, while another, Trulieve, has yet to apply for a city license.

“Licensing isn’t much different (from other retail spaces),” said Burgess. “The only thing that’s different is that they have to be listed on the Department of Health website. The Department of Health authorizes the companies, and they can have x number of facilities throughout the state.”

This is new territory for doctors, too. Dr. Gregory Sonn prescribes legal forms of cannabinoids to patients who are seeking treatment for their pain and other medical issues. Sonn has offices in the Upper Keys and Key West, and he is the largest prescriber of medical marijuana in Florida.

Some of the top ailments and complaints coming into his office include anxiety, depression, seizure and insomnia.

Sonn is dually boarded in family practice and palliative medicine and has been prescribing medical marijuana since 2016. He said that prescribing medical marijuana is based on the doctor’s ability and knowledge.

“We are tasked with building our own bank of information,” he said. “We all have our own. I have 50 diagnoses who qualify. Some doctors may only have two.”

Obtaining a medical marijuana card isn’t complicated, Sonn said. First, people need to see a doctor who certifies the patient. Once patients get a diagnosis that’s deemed acceptable, they apply to the Florida Department of Health. Once the doctor and DOH give their approvals – it can take at least two weeks to obtain a card – patients can purchase medical marijuana products. Sonn said he lets patients freely choose the products they like. As for dispensaries, Sonn recommends trying them all.

“They all have initial patient discounts,” he said. “I always tell everybody you should get as much discount products as you can. Maybe you fall in love with a certain dispensary, maybe you don’t. But if someone has specific requests, I do have knowledge of every dispensary to deliver to make specific recommendations.”

The Florida Department of Health’s user-friendly website makes it easier for patients to find doctors and dispensaries, as well as review current legislation.

“We are in a transformative age,” said Hamdemir.

Teach your old dog a new trick The Monroe County Board of County Commissioners amended the Monroe County Code to require animals in public places to be on a leash. “Effective voice command� is no longer an acceptable means of control for an animal in a public place. The regulation now requires a physically capable person to be in control of an animal by means of a leash; or for the animal to be enclosed by a secure fence. This does not apply to cats. The law applies countywide and within municipalities, if there is no conflict with an existing municipality’s ordinance.

Ann Marie Angelotti Ann Marie Angelotti passed away, surrounded by all of her children, on March 25, 2019. She was proceeded in death by her husband, Peter Angelotti, and her parents, Paul and Lena Doucet. Ann Marie lives on in her children, Peter Jr., Rachele, and Dante; her three brothers, Peter, Paul and Michael; and her many grandchildren, nieces and nephews.

Born in Haverhill, Massachusetts in 1959, she moved to the Florida Keys in 1984. In addition to owning Angelotti’s Pizza for four years, she was a familiar smiling face in the service industry in the Lower Keys for over 30 years.

Ann Marie was happiest outdoors in the sunshine, working with her plants, boating with her family, or enjoying a book on a quiet beach.

A memorial mass will be held at St. Peter Catholic Church on Big Pine Key on Friday, May 3 at 9 a.m. A gathering to commemorate Ann Marie’s joyful spirit will be held at the family home at 82 Dorsett Dr. on Grassy Key from 4 to 7 that evening; all are welcome to attend.

On Saturday and Sunday, April 27-28, Keys Cable and oTHErside Boardsports are hosting a party that includes axe-throwing (!), music, food, fashion, wakeboarding and more. The setting for the second annual Earth Day Fest is the huge 50-acre natural tract on Grassy Key at MM 59. It’s an evolving arts community that features the raw outdoors, cable wakeboarding, a sawmill, nature trails, a garden and so much more.

“This is an Earth-centric event that promotes civil action and sustainable brands,” said Matt Sexton. “There’s stuff for the kids and stuff for adults.”

So folks, bring your own cup to partake in the “beer Olympics,” plus sample some craft cocktails and “good for you” food truck offerings.

Sexton and his partners, Shana and Mike Walsh, have lots of special stuff planned including live mural painting by a quartet of mainland street artists. (Remember the incredibly cool pink, skeletonized flamingo that was painted in 2018?) Plus there will be music by Jahfe, Micah, Sol+The Tribu, and local Ken Fairbrother. And there will be pop-up shops selling Earth-friendly gear.

New this year: a friendly competition of axe throwing and a One Wheel course. The axe-throwing trend is sweeping the nation, and this is its first official appearance in the Keys.

“Axe throwing is sort of like target practice and we have two lanes,” said Sexton. He likens it to bowling and said scoring is akin to cricket. The axe throwing is set up next to Bongo’s, the wake park’s almost-complete drinkery and eatery. The Onewheel (a self-balancing electric board, often described as an electric skateboard) course will feature obstacles. “We have a lot of local kids who own these now, plus we have some groups coming down to compete as well.”

On Sunday morning, the day starts with activism. There will be a mangrove cleanup, but volunteers can also pitch in by planting wildflower seedlings along the highway to promote natives and deter the use of pesticides.

“We’ve ordered 1,000,” Sexton said. “That’s in addition to the 1,200 we’ve already planted ourselves.”

“This is our second annual Earth Day Fest , and we’re going all in,” said Shana Walsh. “There are going to be so many activities in one spot with this common theme of sustainability, and doing good things for the Earth.”

t a recent meeting of the Marathon City Council meeting, council agreed to schedule a workshop to look at impact and permit fees charged by the city. The fee structure hasn’t changed since 2007.

What’s the difference between an impact fee and a permitting fee?

Well, an impact fee reflects a policy that growth should pay its own way. Impact fees are, in essence, a way to offset the additional cost to the city of a private development, based on the impact the development is projected to have on city resources, such as road improvements, library use or demands on the city’s solid waste system. Permit fees cover city staff’s efforts to ensure a safe community by checking that the proposed house will be built to code by qualified professionals.

The worksheet here reflects the permitting and impact fee costs for a new stilted three-bedroom, two-bath home of concrete block construction, with stucco finish and metal roof. The estimated cost of the home is $285,000, a figure that is provided by the applicant to the city to make these calculations.

I

f he isn’t running the basketball program, helping with the Parks and Recreation Department spring and summer camps or teaching home-school physical education, Austin Tubbs can be found on the tennis courts.

“I started playing tennis when I was about 13. I was actually training with the cross-country team and after practice one day, I was sitting beside the courts watching my dad and brother play,” Tubbs said.

“My cross-country coach and a few of my teammates came over and started playing on the court next to them, and I thought it looked like they were having fun, so I thought maybe I should give it try.”

A soon-to-be resident of Marathon, and employee of the Parks and Recreation Department since 2015, Tubbs hit the ground running with the idea to resurrect the tennis program for local youths. The tennis program ran out of steam around 2009, until Tubbs arrived and devoted his time to bringing it back.

“Tennis is great for all the different age groups. I started out with just a group for ages 5-7 and 8-10, but I’ve started implementing groups for older kids; this year I have a 15- to 18-year-old group,” he said. “The older groups have the fundamentals and are getting into strategy and match play, but with the youngest kids the goal is working on hand-eye coordination. The intermediate group is still building on the fundamentals but getting an introduction to match play.”

“Tennis is also great for socialization. So far, we have 12 kids registered for the youngest group.

This year we have so many kids registered that I am bringing on two assistant instructors, Lucy Segard and Ella Dunn,” Tubbs added.

BRIEFLY MARC to host bingo game

“At the end of the program, I am giving each student a tennis racquet as a reward for completing the program. I like to do that when I have a lot of new kids, or kids who have been doing this long enough they need an upgrade in racquet.”

Car show benefits soldiers overseas Combine good works with looking at cool cars on Saturday, April 27 from 10 a.m. to 2 p.m. at the former site of “The Quay,” which is now a city park at 12650 Overseas Highway in Marathon.

All cars are welcome. In addition, the public is encouraged to attend and bring supplies to send to the troops.

Cash donations are also welcome to cover shipping costs.

Suggested tangible donations include toiletries, reading materials and games, batteries, phone cards with overseas minutes, writing materials and non-perishable food and candy.

That was the tally for the demonstration on April 22 held at Marathon High School. Marathon fire rescue and members of the Monroe County Sheriff’s Office put on a sobering show for a crowd of students.

THE BIG REVEAL Meet Marathon’s Engine No. 14 SARA MATTHIS

he City of Marathon Fire Rescue recently added a new “truck” to the fleet. Engine No. 14 joins Ladder No. 14, Tanker No. 14 and Engine No. 15, which will be transferred to Grassy Key as soon as some updates are made.

“This is a replacement apparatus for us,” said Chief John Johnson. “For the next 10 years it will be our front, or lead vehicle, and then we will continue to use it for another five years as a secondary vehicle. Ladder No. 14 is now our backup vehicle, which is important to have in case one needs maintenance.”

Johnson said the other engines and ladder trucks could last as long as 20 years simply because they’re not run as much.

(By comparison, the rescue ambulances only last 7 years, and the inter-facility transport ambulance only 4 to 5 years.)

“This is really a high-tech vehicle,” said paramedic firefighter Mario Macias, who hopes to pass his driver/engineer test soon.

“And because it’s ALS rated, Advanced Life Support, this new engine can handle any emergency. It has the same equipment as an ambulance; the only thing it doesn’t have is room for the stretcher and the patient,” said Deputy Chief Eric Dunford.

Here are the specs: • Manufacturer: Pierce • Cost: about $560,000 • Top speed: 65 mph* • Passengers: 4 firefighters • Gallons per minute: 1,260 • Water storage: 750 gallons • Foam storage: 30 gallons

• Hose: There’s about 2,700 feet of hose on the truck in different widths, all color coded for easy reference.

• ALS rating: This fire engine carries the same equipment and medications as a city ambulance.

The only thing it doesn’t have is room for a patient.

• The Mermaid: The engine has a small, built-in cooler for medications. (Plus, there’s a snack fridge!)

• Catwalks & fold-out steps: The catwalk is designed to give firefighters a good view of the action, but also remove them from the road for safety when operating or retrieving equipment. The fold-out steps allow access to the top of the truck.

• Lights: The truck is equipped with LED features that are able to run off the truck’s engine, rather than employing a stand-alone generator (although the truck carries one of those, too). The lights in the back can be used as traffic indicators, the ones on the side indicate the amount of water left in the tank.

• It is tradition in the fire service for each station to have its own name and patch. Station 14’s logo — The Lone Sentinel — is designed and drawn by Marathon firefighters; it depicts the train that responded unaided during the Labor day Hurricane of 1935 as they, too, served unaided as did the Marathon crew immediately following Hurricane Irma in 2018. *We don’t believe that for a second. arathon artist Betty Rondeau, 87, had a dangerous fall, but the resulting brain bleed hasn’t stopped the “cloud queen” from painting. On Friday, April 26, the public, friends and former students are invited to attend a special gathering from 5:30 to 7:30 p.m. at Shady Palm Art Gallery in Marathon to celebrate her spirit and recovery.

Rondeau, who formerly gave drawing lessons — specializing in clouds! — is back to sketching with her right hand and, with intense physical therapy, her left arm and left hand are on the rebound.

“Being able to do her sketches is a joy for my mom and my joy is being able to share them,” said her daughter, MeriLynn Rondeau Britz.

Rondeau has been a member of the Marathon Art Guild and the Key West Art Center for more than 20 years. More notably, she and her friends founded the Florida Keys Watercolor Society in 1980.

According to her daughter, Rondeau grew up in Marathon and was a former student of the Sue M. Moore, before attending high school in Key West at Mary Immaculate Convent.

She said her mom has fond memories of the time spent on her parents’ charter boat, especially the trips to the Bahamas.

Becoming a homemaker and raising four children didn’t slow Rondeau’s pastel portraits and watercolor paintings. She is well known for her paintings of Marathon boats and portraits of local children.

e it a five-tier wedding cake weighing 150 pounds or a small cupcake looking like a piece of art, Simone Stanton makes them all. The cakes come in different flavors: chocolate, lemon- or champagne raspberry or strawberry and cream, just to name a few.

“I was bitten by a cake bug!” said Stanton, smiling, resting for a moment in front of her cakery on Key Colony Beach.

Before moving to the Keys eight years ago, Stanton, who has a background as a legal secretary, and her husband Carl, who’s a chef, had a catering business in Maryland. While catering weddings and other events, she outsourced the cakes. That’s when she decided to learn how to make those delicious desserts herself. She started taking decorating classes and got so good at it that the instructor asked her to teach the course. “It was so much fun!” recalled Stanton.

Stanton wanted to use a word connected to the process of making the cake in the name of her business. “’Batter up’ popped into my head because we don’t just do cupcakes. We also make big cakes for any occasion. People love our Sin Buns – big cinnamon rolls,” she said.

They also bake cookies – white chocolate macadamia nut, chocolate chunk, oatmeal raisin, peanut butter and sugar. As far as muffins go, cappuccino chocolate chip is the favorite, followed closely by blueberry, cinnamon apple, banana nut and orange cranberry with huge fresh berries.

And then those fun cupcakes. They come in exotic flavors like chicken and waffle or some with a touch of a special flavor — bloody Mary, mimosa, grasshopper, brandy Alexander or Fireball.

Their children, now 21, 16 and 14, help with the business. On Saturdays, her football coach husband pitches in as well. On Sundays the bakery is closed but that’s when the chicken pot pies and quiches are baked and new soup recipes are worked out for the next week. “Everybody seems to love our Cuban sandwich,” said Stanton.

She said they had tried to open the business a couple of years ago but it just didn’t happen. “Here I am now, having my own cakery and loving every minute of it. I was meant to bake cakes. Doing what you love – who can say that? It’s the best thing ever!”

GOT, climate change, and other modern diversions…

I

am one of those few individuals who has never seen an episode of the HBO series “Game of Thrones.”

Not one. Ever.

The closest I got to GOT was the Bud Light Super Bowl commercial where a dragon from GOT laid fiery waste to the Dilly Dilly kingdom in an effort to promote the new season. It was a very good use of the dragon, I might add.

Not all people share my blissful ignorance of this cultural phenomenon. GOT has a huge fanbase who are so damn joyful when “Winter is Here.” And when a dragon from a series on HBO is able to annihilate an entire Anheuser Busch ad campaign’s cast of silly characters in a Super Bowl ad, it can’t be all bad.

Alf Hornborg wrote in Popular Science magazine that GOT was, and I quote, a “strange blend of fictive medieval Britain, supernatural monsters, and pornography.” At least in the early seasons. He goes on to postulate that GOT author George R.R. Martin’s story has a hidden message … and that the coming winter is all about climate change. Really. Hornborg alleges that the White Walkers’ army of dead beings are an allegorical representation of fossil fuels. As we all remember from science classes, fossil fuels are the chemically altered remains of billions of deceased organisms buried within the Earth’s crust. So, like in GOT, fossil energy is at war with life itself.

Hornborg even includes a table showing how the themes contained within the mythical GOT land of Westeros correspond to issues we have here in the real world. He goes so far as to say that just like in GOT, if we don’t put aside our differences and band together against our common enemy, we will die. “And then it doesn’t matter whose skeleton sits on the Iron Throne.”

I have no idea whether Hornborg has one salient point, or whether he’s just trying to justify years of watching an HBO fantasy series. I did get caught up for a while in a different HBO fantasy series — the one about vampires and werewolves and shape shifters called “True Blood.”

(If vampires and werewolves really existed, I’m sure it would be exactly like they were portrayed in this show.)

Yes, I’m aware that TV critics (and others) maintained that the show was about racism, bigotry and homophobia.

Like GOT, it also had a lot of JOHN sex and gore.

Or are these shows “teachable moments” in our modern entertainment culture?

I’m not sure I have an answer to that. Neither do I know if there are any life lessons to be gleaned from battling the zombies in episodes of “The Walking Dead.” What I do know is that humanity does face real problems and significant issues in the relatively near future. And one of these is this: What is to become of all the GOT fans after the show wraps up its final season? How will they cope with the fact that there will be no more battles, no more episodes, no more suspense about which important character will be killed off next? What if the wrong character ascends to the Iron Throne?

Will there be another allegorical fantastic tale on HBO that will capture GOT fans’ attention? And how will the rest of society cope with the very real problem of GOT Withdrawal Syndrome?

I remember when TV shows raised real issues in a humorous yet still serious way. (Aging Baby Boomer alert!) Shows like “All in the Family” and “M*A*S*H” dealt with controversial issues of the times in an entertaining way without burying them under medieval ice ages and serious CGI. And if George R.R. Martin confirms that GOT really is a metaphor for climate change, I’ll drink a Bud Light and shout, “Dilly Dilly!”

he district’s Student Information Systems Coordinator Michael Michaud demonstrated to the school board how paperless report cards might work, using his youngest son’s marks as an example. The Monroe County School District is considering, but has taken no formal steps toward, the idea of paperless report cards.

According to Michaud, a recent survey of parents shows that 80% to 90% have internet connectivity. District staffer Dave Murphy said the technology could be more accessible for some parents, plus be a “greener”

alternative to printed report cards.

Right now, parents can access grades electronically only by signing in as their students to the Focus portal.

The district decided to survey parents before implementing report cards and, most likely, the first step would be to have parents “opt in.”

In other news: • The board approved the expulsion of a 16-year-old Key West High School student who allegedly brought a handgun to school on April 12. According to a police report, it was a Walther PK380 he intended to sell to another student for $500. The student told police he found the weapon in an unlocked car in the Lower Keys.

• The district accepted two huge donations — one from Yamaha and the other from the Miami Dolphins Foundation.

Yamaha has donated 10 used engines to the Coral Shores High School’s marine mechanic program. The Miami Dolphins Foundation had gifts for all three Keys high schools: for CSHS, a scoreboard and football equipment such as helmets and shoulder pads totaling $25,000; for Key West High School, $30,000 including equipment such as sleds and lockers; and for Marathon High School, $35,000 including a new scoreboard plus equipment ranging from sleds to player bench and cleats.

• The district’s attorney, Dirk Smits, told the board the plans for workforce housing on Sugarloaf Key are ready to be submitted to the county’s planning commission, and then the Board of County Commissioners. He said the process should be finished by July and staff would begin on the Request For Proposals in the meantime.
