The Notre Dame Cathedral in Paris is 856 years old – construction began in the year 1163 and finished in the year 1345 – and on Monday, much of the world watched as fire destroyed the spire and two-thirds of the cathedral’s roof. Some of its treasures were saved

by Father Jean-Marc Fournier, chaplain to the Paris Fire Brigade, and other firefighters. So far, more than $700 million has been raised to restore the church. The cause of the blaze is under investigation, but officials suspect it’s related to a renovation.

n April 15, Key Largo residents filed into the Murray Nelson Government & Cultural Center to voice their ideas for a waterfront park that awaits development.

The Monroe County Board of County Commissioners’ Parks and Recreation Advisory met with the public to go over plans for Rowell’s Waterfront Park with Jack Kardys, who’s helping the county develop the best possible park. Kardys, who lives in Key Largo, has spent close to 40 years designing and working at parks, mostly in South Florida.

With 8 acres at Rowell’s, Kardys said, there are ways to blend local needs while building capacity to serve a broader, civic purpose.

“You can over-improve and make it useless in the end if you’re not careful as well,” he said. “Eight acres is a pretty significant piece of land. You can do some pretty remarkable things out there.”

Options for the park have been put out over the years.

Kardys showed residents a 2013 drawing that he said is “getting warmest and closest,” based on what they’ve been hearing from the community. It showed parking opportunities, intense landscaping along Tamarind Bay and the south side, a perimeter walking path that goes through the park in serpentine fashion and a swimming area.

During a walk out to the park with county officials before the meeting, Kardys said they discussed swimming and keeping those in the water away from navigable areas, as well as a fitness zone, a bike kiosk and restrooms to serve the biking community.

“We also talked about food trucks and adding electric drops so utilities are dispersed for varying sizes of events,” he said.

Kardys said the park will not have a boat ramp for docking, but noted there are opportunities for kayaking and paddleboarding. Following a brief presentation, residents chimed in with their thoughts. Many spoke to the idea that it should be a dog park. Tamarind Bay residents who spoke acknowledged their intent to be good neighbors, and several from the community said they’d like to see a buffer with either fencing or some lush landscaping. Issues regarding live-aboards,

loud music and swimming were also brought up. Kevin Wilson, assistant county administrator, said there would be a similar ordinance to the one that went into effect recently at the park behind the Murray Nelson that put an end to docking.

John Stuart said he’s excited about the park and the civic space concept that provides flexibility for nonprofits.

“I recognize there’s issues with use, traffic and noise,” he said. “I’m very confident we can come together and come up with some reasonable accommodation, mitigation, restriction so we can all use this.”

Rowell’s Park closed after Hurricane Irma, which struck in September 2017, and was used for the county's hurricane recovery efforts. On July 3, 2018, Rowell's reopened as a passive park. Some of the remaining debris from the park has been removed.

WIND STORM, TAKINGS BILLS STALLING

L

egislative session is at the midway point in Tallahassee, and bills with implications in Monroe County aren’t faring too well.

Senate Bill 1694 and House Bill 1019 address takings claims within areas of critical state concern. Under the bill, state and local governments located in an area of critical state concern, like the Florida Keys, would share liability 50-50 when defendants are successful in property-rights litigation.

But that’s only if the court has found liability against the state and local government, the regulation restricting development or use was mandated by the state land planning agency and the regulation was adopted by the local government restricting use.

Legislation, sponsored by state Sen. Anitere Flores, passed the Senate Community Affairs Committee on April 9 with a 5-0 vote. It now sits in the Appropriations Committee. However, the bill in the House sponsored by state Rep. Brad Altman hasn’t moved since its March 5 introduction. While legislation appears to be on life support, Monroe County Director of Legislative Affairs Lisa Tennyson said it’s still breathing.

“Although it passed two Senate committee hearings, it’s not moving in the House,” she said. “However, it’s possible that it could be tacked onto another bill, as an amendment, and the same might happen in the House.”

Bills in the House and Senate related to wind storm insurance are also facing an uphill battle. Senate Bill 1476 and House Bill 1145 set out to put a cap on annual rate increases for policyholders in Monroe County at 5% the next two years, January 2020 to January 2022. Today, rate hikes can spike 10 percent. Legislation in the Senate, sponsored by Flores, continues to sit in the Rules Committee. A related bill introduced by state Rep. Holly Raschein awaits consideration as well.

“The bill doesn’t appear to be moving,” Tennyson said.

BILL UPDATES CONTROVERSIAL BILL STALLING SB 824 preempts to state regulation of vacation rentals, including but not limited to the inspection of rentals. It would also eliminate grandfathered local government ordinances that have vacation rental regulations. The bill, sponsored by state Sen. Manny Diaz Jr., was not considered by the Senate Committee on Innovation, Industry and Technology on March 26, and it was later postponed during an April 10 meeting.

OTHER NOTABLE BILLS SB 720 and HB 525 — Florida Keys Community College Legislation sponsored by Flores and Raschein would rename Florida Keys Community College to The College of the Florida Keys. In the Senate, the bill gained unanimous approval from the Appropriations Committee. It now waits to be heard on the Senate floor.

The bill passed unanimously in the House.

look at factors such as significant tropical storms or hurricanes and to make recommendations to the governor and legislature for potential management options for future long-term storage of vessels on our waters. Raschein says this bill has been approved by two House subcommittees and will now go before the State Affairs Committee. A similar bill sponsored by Flores is ready to go to a vote on the Senate floor.

HB 771 and SB 816 — Recycling Legislation requires counties and municipalities to address contamination of recyclable material in specified contracts and prohibits them from requiring collection or transport of contaminated recyclable material by collectors. The bill continues to sit in the State Affairs Committee. In the Senate, legislation moved out of the Community Affairs Committee on April 9 and is on the Appropriations Committee’s April 18 agenda.

SB 1666 and HB 1221 — Maritime Law The bill defines criteria for vessels in a long-term storage status on our waterways, and directs FWCC to study the impacts of these vessels on the derelict and at-risk vessel numbers.

n Sunday, April 18, 1982 a roadblock was set up at the junction of U.S. 1 and Card Sound Road by the U.S. Border Patrol.

A cadre of federal agents directed Florida Highway Patrol officers and Border Patrol agents to put into place the flashing red lights and barricades of a U.S. border checkpoint just after three o’clock in the afternoon in front of the Last Chance Saloon.

All northbound traffic departing the islands from a weekend in paradise came to an immediate halt.

Armed men approached each vehicle, asking not only for identification, but also proof of citizenship — and not just from the drivers!

Leaving the Florida Keys had become identical to leaving Canada or Mexico.

It did not take long for the resulting snarl of traffic to stretch all the way to Key Largo, 18 miles away.

International media outlets began billing the quagmire as the world’s biggest parking lot. The roadblock devastated the Keys economy. Hotel rooms emptied; grouper and Key West pink shrimp began to spoil in the coolers of waterfront restaurants. Barstools gathered a fine layer of dust.

What was the ultimate result?

The Conch Republic was created.

he first American flag to flap over the Florida Keys had 13 stripes and 24 stars. This flag flew from 1822 to 1836.

While the first staff to fly an American flag was raised in Key West in March 1822, the second seems to have been planted in the Middle Keys at Port Monroe.

On Feb. 10, 1823 it was noted in a Notice to Mariners, “The public is informed that this settlement was commenced, Nov. 19, 1822 by Joshua Appleby of New Port, Rhode Island, and John W. Fiveash of Norfolk, Va. Immediately at the west of the Key (Vaca), which lies latitude 21, 41 N., is the settlement, which there is a flag staff erected.”

A third staff was raised at Indian Key some years later.

Reflecting the idea that people in the Florida Keys need little reason to celebrate, the following observation was recorded in the Key West Register on April 6, 1829, regarding the installation of a flagpole. “The citizens of the Key were joined by a number of wreckers and smackmen and the staff was raised amidst the shouts of the multitude assembled on the occasion. A remarkable occurrence took place — persons who had climbed to the top of the staff, up to the height of 40 feet, after drinking several toasts, threw the glasses to the ground, which fell without breaking or fracturing any of them.”

On Gov. Ron DeSantis’ first official visit to the Keys on April 16, local officials had the opportunity to share their concerns with him in Marathon — hurricane recovery, water quality and Everglades restoration topped the list.

He also announced a new plan to clean every canal in the Florida Keys over the next 10 years. According to Rhonda Haag, Monroe County’s director of sustainability, there are 500 canals in the Keys; 172 have received recent attention after Hurricane Irma.

“That’s huge,” said Islamorada Village Manager Seth Lawless.

DeSantis did not elaborate on how much the plan would cost, or which state department would administer the program.

“He saw how flawlessly we cleaned up after the hurricane — under budget and ahead of schedule,” said Monroe County Commissioner David Rice. “He knows this will be money well spent to protect the environment.”

Besides Keys dignitaries, also in attendance were Lt. Gov. Jeanette Nuñez, who has Keys roots with a home in Islamorada, Director of Emergency Management Jared Moskowitz, Director of Economic Opportunity Ken Lawson, and Secretary of Environmental Protection Noah Valenstein.

Moskowitz told the small crowd assembled at the Coast Guard base in Marathon that his staff will continue to expedite Irma reimbursement to Keys governments.

“It’s no secret that the money isn’t flowing fast enough back to the cities, the county, and even the utilities,” he said. “But we’ve changed the policy from auditing the FEMA reimbursement worksheets 100 percent before sending the dollars, to a 50 percent standard.” Moskowitz said the department has cut recovery checks totaling $125 million in the last 100 days, $3.8 million of which was sent to the Keys.

Moskowitz also said he supports putting state funds into a new Emergency Operations Center in Marathon.

He emphasized its uses beyond a hurricane command center. “We are at the southernmost tip of the U.S. It might also be used for potential issues with geopolitical situations, not just hurricanes.”

Lawson, head of DEO, also made some brief remarks about the federal funding in Community Block Develop-

ment Grants that passes through the state’s Rebuild Florida program. In the first phase, homeowners will be aided by the state, which will award recovery funds and hire the contractors itself. The deadline to apply was March 29. As of five weeks ago, 1,128 Keys households had applied and 477 applications had been vetted.

“I have $90 million in my back pocket,” Lawson said.

Environmental Protection’s Valenstein said two things are crystal clear.

“The people in the Keys have a passion for the environment, and understand how the environment interacts with our economy,” Valenstein said. “And they overcome adversity by working together.”

The governor and his staff re-stated the goals of spending $625 million on water quality improvements and Everglades restoration. DeSantis praised both the House and Senate budgets that grant the full amount — actually a tad more in the Senate budget.

“I promised our voters swift action, but I think people are used to the same platitudes made by politicians. But I came here to lead. And I think it’s clear to the legislature that people support these projects,” DeSantis said. “We might even be able to bring in another $70 million from the federal government to fix the issues with Tamiami Trail. We can’t keep the water stopped up. It needs to come down here, to Florida Bay.”

‘PLASTICS NEVER GO AWAY’ JIM McCARTHY

COMMUNITY GETS LOOK AT IMPACTS, ALTERNATIVES

T

he world produced 2 million tons of plastic in 1950. Fast forward 65 years: global production of plastic exceeded 380 million tons.

From milk cartons and bags to bottles and wrappers, not a day goes by when plastic isn’t used and disposed of in some fashion. And not a day goes by when plastic isn’t entering and polluting waterways and oceans throughout the world.

On April 11, community members had the chance to view the 2016 documentary “A Plastic Ocean” at Founders Park Community Center. Journalist Craig Leeson set out in search of the elusive blue whale. But instead, he discovered plastic waste in what should be a pristine ocean. Teaming up with divers, scientists and researchers, they travel to 20 locations to examine the fragile state of the oceans, unveil some alarming realities of plastic pollution and showcase solutions to curb the issue.

The facts surrounding plastic waste and its impact on the environment are alarming.

According to National Geographic, plastic since the beginning of production six decades ago has amounted to 8.3 billion metric tons — and most of it single-use, disposable plastics that end up in the garbage. Also, 91 percent of plastic created is not recyclable, and it takes more than 400 years to degrade, so most of it still exists in some form. Only 12 percent has been incinerated.

Here at home, hotels, restaurants and businesses are beginning to take some action on the front of plastic use. Some are going without straws, eliminating single-use plastics or seeking other alternatives to plastic products. Before the movie, patrons were able to see alternative options and speak to organizations working to educate the public and advocate for less plastic.

In January, Reef Relief, a nonprofit dedicated to improving and protecting the coral reef ecosystem, visited businesses up and down the Keys, asking them to sign a pledge in which they’d offer straws only on demand or provide alternatives. When businesses signed, they received a sign to let patrons know.

“Since last January, we’ve had over 150 businesses that have signed the pledge from

Key West to Key Largo,” said Mill McCleary, executive director for Reef Relief. “It’s been really successful and it took on a life of its own after we hit 50 or so. We started having people call us or email us.”

McCleary said there are a few businesses in Islamorada that Reef Relief is getting back to.

With Reef Relief’s marine debris cleaning events, 200,000 pounds have been removed since Hurricane Irma, McCleary said. During the International Coastal Cleanup Day, held each year in September, McCleary says the Ocean Conservancy produces a report. It found that straws alone ranked 7th in the most commonly found types of plastics out of cleanups in Florida.

“It was something like 30,000 straws were found from these cleanups in just a few hours,” he said. “Plastics never go away.

The bigger issue isn’t so much larger debris of plastics, it’s what they break down into.”

“A huge part of our awareness campaign is to teach people that we don’t need to use plastics. You can find alternatives, like using water bottles,” McCleary said.

Janis Luckie, marketing specialist with Gordon Food Service, was on hand displaying eco-friendly items. She said Miami Beach has taken a stand to ban foam, straws and plastics. Now, businesses there are finding alternatives to use.

“Our sales reps talk reduce, reuse and recycle, and we try to make them (businesses) understand that plastics they use are

being thrown into a landfill.”

Last October, the European Parliament approved a ban on single-use plastics like straws, plates and cutlery. It takes effect in 2021.

In the U.S., California was the first state to ban single-use plastics. Every county in Hawaii has taken action on single-use plastics, effectively giving the state a ban.

Recently, New York state lawmakers agreed to implement a similar ban, although food takeout bags used by restaurants, bags used to wrap deli or meat counter products and bags for bulk items will still be allowed.

In Florida, there’s a bill before the Senate and House that would remove preemptions of local law relating to regulation of auxiliary containers, wrappings, or disposable plastic bags. The bills are sponsored by state Sen. Linda Steward, D-Orlando, and state Reps.

Anna Eskamani, D-Orlando, and Michael Grieco, D-Miami-Dade. Another bill before the Senate and House would prohibit a store or food-service business from providing a carryout bag made of plastic film or a single-use plastic straw to a customer. Bills are sponsored by state Sen. Kevin Rader, DDelray Beach. Bills have not gained traction in either chamber yet.

Children’s Shelter CEO enjoying the job

en Kemmer has always enjoyed working with youth.

During his days in Illinois before coming to the Keys, he provided runaway and street homeless outreach in the Bloomington area.

During his college days, he got involved with coaching and after-school programs.

Today, Kemmer serves as CEO of the Florida Keys Children’s Shelter. Located in Tavernier, the shelter contains an array of programs, residential and nonresidential, to assist and counsel youth and their families in their time of need.

Moving down with his wife in 2000, Kemmer landed a job at the shelter as a youth advocate, where he worked to ensure kids were receiving the necessary attention and counseling.

“What I enjoyed most was taking kids on recreational outings like fishing and the beach. We’d also go to Dolphins games,” Kemmer said. “I’d get them out in the community and they’d have fun. That’s the key; keeping them busy or else they keep you busy.”

At the children’s shelter, Kemmer said it’s an always-changing atmosphere as kids come and go. The most rewarding aspect of what he does? It’s the ones he sees years later who grow up and become productive citizens in the community.

“Twenty years later, they come up and thank you. And lots apologize for their behavior,” Kemmer says. “I love this job. I don’t even really call it a job.”

When Kemmer first started at the shelter, he didn’t have any kids. Today, he has four who are 18,16,14 and 12.

His wife works as a director at Mariners Hospital.

What did you do last weekend?

I participated in the Marathon Games with the Florida Keys Children’s Shelter. It was a charity event that benefitted 10 different charities, of which we were one.

How did that go? Staff and I participated in the pentathlon, and we came in third! We all did different events. I kayaked.

What’s something people don’t know about you? I am the evening transport for my kids and their friends to clubs and sporting practices from Key Largo to Islamorada. I got the family minivan.

What’s the first thing you do when you get up? Coffee first. Sit down. Then I wake up the kids and let the dog out.

What about your job is challenging, and what about your job do you enjoy? The most challenging part is with the youth we get from the community: A lot of the times we are unaware of certain behavioral issues the youth might have.

Our team gets together, and we need to make sure the child gets all the appropriate services while with us to make sure they get everything they need while here. A lot of times, it’s a short period of time they’re here with us.

What’s enjoyable is working with a great team and staff we have here.

We’ve got a lot of staff that bring a lot of different skills. It’s a highenergy and fun place. Like I said it’s not like a job. I like playing pick-up basketball with the kids. That’s a bonus.

The best word to describe the staff and volunteers you work with? They are very skilled and very patient. It’s a hard job. Our staff is very resilient and having done the job myself for eight years, it can be stressful.

What’s your plan for Easter? I’m the cook of the house, so I will plan on making a full spread with turkey, ham, mashed potatoes and green bean casserole. We usually do the Easter egg hunt, although the kids are a little old. In the evening, we get family together and watch a movie.

The best thing you ever found in an Easter egg? Growing up, we had Easter at grandma’s. Basically the kids would get to find the candy and she would hide $10 bills for the adults. It was something different she wanted to make sure we were having a good time.

Where do you like to go with the family for a weekend? They like Orlando. We just went all in on Universal. Although it’s a mad-house, they love it.

Did you have a role model growing up? My dad. He was a hard worker and a provider, and he was the one who got us into sports and fitness. He did marathons.

Something you do on your spare time? When I get time, I like to fish and boat … the normal Keys routine.

Best piece of advice you received? Treat others as you want to be treated. Just be a good person.

Your dream trip? I would like to do Portugal. I was in the Army for a little while and got to see Germany and that area.

If you could be in any movie, what one would it be? “Star Wars.”

SPREADING AWARENESS Programs aim to fight child abuse

A

pril is National Child Abuse and Neglect Prevention month. For children and families, access to safe, stable, nurturing relationships and environments is important for them to thrive.

At the Florida Keys Children’s Shelter, programs are offered to youth that are residential and nonresidential. Since 1985, the shelter has helped and counseled thousands of children and families in time of need. Staff at the Florida Keys Children’s Shelter are dedicated to providing the best possible solution for abused, abandoned, and children who run away.

Ben Kemmer, CEO of the Florida Keys Children’s Center, says if people see something, they should “say something” and call the 1-800-96-ABUSE hotline. This reporting tool is available to professionally-mandated reporters as well as the general public as an additional avenue to report suspected cases of abuse, neglect, abandonment or exploitation of children. The Florida Abuse Hotline accepts reports of known or suspected child abuse or neglect 24 hours a day and seven days a week.

CITY NATURE CHALLENGE EXPANDS Residents encouraged to send environmental pictures

A

s citizen and community science initiatives build momentum around the world, this year’s fourth annual City Nature Challenge will expand to more than 150 cities, including the Upper Keys, and across six conti-

nents.

Kicking off on Friday, April 26 at 12:01 a.m., the challenge goes to 11:59 p.m. on Monday, April 29. The global event calls on current and aspiring citizen scientists, nature and science fans, and people of all ages and education backgrounds to observe and submit pictures of wild plants, animals, and fungi using the free mobile app iNaturalist. Identification of photographed species will be crowd-sourced through the online community April 30 to May 5, and results will be announced on May 6.

This is the first year the Upper Keys will be participating.

There are multiple events that will be happening throughout CNC weekend: – Blitz on the Bay: On Saturday, April 27 from 9 a.m. to noon, join Ocean Studies Charter School, Florida Bay Forever and Florida International University at Florida Bay Outfitters and the Caribbean Club to participate in a Keys-wide BioBlitz.

While on our dive, we will take as many photos as possible of the flora and fauna that we see on the reef. Photos will be uploaded to iNaturalist to be a part of a global bioblitz that will be taking place that weekend. Cost is $85 per person.

– MarineLab: During the weekend, MarineLab in Key Largo will be participating with its school groups visiting that weekend. During their stay, the students will visit multiple ecosystems including sea grasses, mangroves, and coral reefs. While the students snorkel, they will see a great range of biodiversity at each site. They intend to record as many species as possible in the nearby habitats. This will only be for MarineLab Students.

Last year’s four-day challenge invited participants in 68 cities around the world to observe and submit pictures of wildlife they encountered using iNaturalist. Participants added over 400,000 observations of nature to iNaturalist, and scientists continue to use data to understand and conserve urban wildlife.

This year, the challenge is expanding, and organizers estimate that 750,000 observations will be made by over 25,000 people in over 150 participating cities.

Specialized vision of marine animals to be discussed

T

he year-long Ocean Life series brings marine science researchers and academics to the Keys to educate, entertain, and inspire audiences of all ages. Hosted by Florida International University’s Center for Coastal Oceans Research (CCOR) and the Friends of the Key Largo Cultural Center (FKLCC), the series features interdisciplinary experts from FIU and the Keys.

This month, Lorian Schweikert, a post-doctoral researcher in the department of biological sciences at Florida International University, will discuss why marine animals have such specialized vision, and how that information might benefit anglers, engineers and scientists. The lecture begins at 6 p.m. at the Murray Nelson Government & Cultural Center.

The Friends of the Key Largo Cultural Center works to attract affordable entertainment and educational programs and events to Key Largo.

The Center for Coastal Oceans Research is a center within the Institute for Water and Environment, within the College of Arts, Science and Education at Florida International University.

New online course aimed at boaters

B

oaters can learn how to protect themselves, their vessels and the unique Florida Keys marine environment through a new online course.

Florida Keys National Marine Sanctuary launched the voluntary course to inform the boating public about the natural and historical resources within the sanctuary, provide strategies for responsible boating and stewardship, and highlight relevant sanctuary rules and regulations.

The 30- to 45-minute course, available in English and Spanish, complements existing safe boating courses. It can be accessed on the sanctuary’s website: floridakeys. noaa.gov.

The sustained health of the nearshore marine environment is vital to the tourist-based Florida Keys economy. Disturbance and direct impacts, including damage by boat propellers, groundings, turbidity and water quality, are major contributing factors to declines in habitat essential for birds, fish and other animals.

The boater education course is a component of Florida Keys National Marine Sanctuary’s current management plan review process.

It was developed in partnership with Indiana University’s Eppley Institute for Parks and Public Lands with funding through a Florida Keys National Marine Sanctuary Water Quality Protection Program Special Studies grant administered by the U.S. Environmental Protection Agency. Additional partnership support was provided by the National Parks Conservation Association.

WALK FOR THE CROSS Good Friday journey set

P

astor Marlin Simon will never forget that Good Friday when he was stopped by a police officer as he walked with a small group along U.S. 1 with a wooden cross over his shoulder.

“I had a dozen or more people with me,” said Simon, who at 80 is set to make the walk for the 33rd time on Friday, April 19. “The cop pulled me over. He said ‘Hey, I want to see your driver’s license. I said, ‘I need a driver’s license?’ What they told me later was the cop relayed back and said there was a strange and suspicious character carrying a cross down here and ‘we’re not sure about what’s going on.’”

Simon is a Keys resident of 59 years and pastor of 32 years at Spirit and Truth Ministries on Plantation Key. In 1965, Simon said, he witnessed Arthur Blessit walking with a cross in the Keys. Blessit is a Christian preacher who has walked all over the U.S. as well as Central America and South America. Simon said Blessit’s the one who jump-started people to walk with the cross.

Simon recounted his first journey with the cross from just south of Big Pine Key with a friend.

“We walked to 7-Mile Bridge, and we went around 30 miles or something like that,” Simon said. “That was on a Good Friday, and that would have been 33 years ago. Every year after that, I’ve walked with it.”

Simon said he’s walked with the cross alone, and with as many as 35 people. The cross, which he made, weighs 57 pounds. At the bottom of it is a wheel to make the carry a little less stressful on the body. There’s also a lighter cross he made that weighs 35 pounds for women to carry. During the trek, Simon gives fellow walkers the ability to carry the cross.

“It’s an incredible, spiritual time when you’re walking with a cross,” Simon said. “You feel something different with it. People generally are honking at you when they see it.”

Simon spent 25 years of his life carving tikis and totem poles. One day, while carving and reading the bible, the book of Isaiah jumped out at him.

“It talked about carving idols, and I knew I was carving fishermen’s gods and war gods and stuff like that,” he said. “I went, ‘God, if you don’t want me carving any more I’m willing to quit. But you’re going to have to provide for me.’”

“I went home that night and the phone rang,” Simon continued. “Someone asked if I would put a dock up for them, and I said ‘yes.’ I did a lot of carpentry on the side because carving all day — my one arm was 3 inches bigger. Ten minutes later, someone asked about building a deck. A half-hour later, I got a call about

putting an addition on someone’s house. I said ‘I got it!’ He (the caller) said ‘I’m talking to you,’ and I said, ‘No, I’m talking to God!’ I went down the next day and closed my shop. I haven’t carved a thing; it’s been over 35 years.”

The Good Friday walk will begin at Venetian Shores at 9:30 a.m., reaching Matecumbe United Methodist Church around noon for a service. Simon said several churches throughout the area will take part. People in all churches are encouraged to participate.

“It’s not a church type of thing; it’s a God type of thing,” Simon said. “It brings people to the realization of the day and what Christ did. Hopefully it gets a lot of people thinking. I know we’ve made some incredible inroads in that.”

At 80, Simon is ready to make the walk again. How is he able to make the walk and carry the cross still? Simon said he stays active.

“I’m not a couch potato, at least I try not to be,” he said.

REPAIR THE SEA Scubi Jews remove plastic, debris from water

ost people who live in the Keys care about the oceans and marine life and are aware that the oceans are being choked by plastic. But the problem seems overwhelming. Fortunately, we have a group of students who are helping and encouraging others to help “Repair the Sea.” This group is the Scubi Jews, led by Rabbi Ed Rosenthal.

Scubi Jews is an organization that started at Eckerd College as part of its Hillel organization. Hillel is the largest Jewish campus organization in the world, with branches in over 550 universities across the globe. Eckerd College Hillel, led by Rosenthal, has taken Hillel in a new direction with the Scubi Jews program.

Rabbi Ed writes in his recent blog about the Scubi Jews spring break trip, “It's been an incredible spring break. The students have worked hard removing plastic and other debris from the ocean, mangroves and beaches in Key Largo. There is more plastic than anyone can ever imagine. We must reduce our use and remove what's already out there. It's killing the ocean, and if we don't repair the sea, the rest of the planet doesn't stand a chance.”

Thanks to all of our friends at the Keys Jewish Community Center, Rainbow Reef Dive Center, Captain Slate’s Scuba Adventures and Florida Bay Outfitters. A special thanks to Shayna Cohen, who organized this amazing experience, and to all the students who could have been taking it easy over spring break but instead wanted to do their part to repair the sea.

Kayaks helped students access hard-to-reach mangroves during the debris cleanups. Piles of lobster trap lines, two piggy banks, and 1,436 other plastic debris items were removed from the roots of these important ecosystems on the north end of Key Largo. Florida Bay Outfitters donated kayaks for the clean-up.

Based on the tenet of Tikkun Olam, which is the Hebrew word for the Jewish responsibility to repair the world, and focusing on the marine environment, Scubi Jews is dedicated to educating students about the intersection of Judaism and the Sea. Their programs are intended to help repair the damage done to the oceans, rivers and lakes of the world and the creatures that live in them. They call it Tikkun HaYam, which is Hebrew for “Repair the Sea.” They sponsor local reef and waterfront clean-ups, coral restoration dives in Key Largo, shark awareness dives in the Bahamas, manatee appreciation trips to Crystal River, speakers, movies and much more.

Scubi Jews is one of the most popular programs at Eckerd College for Jewish and non-Jewish students alike and has inspired the creation of Scubi Jews organizations on numerous other college campuses. Scubi Jews have done many coral restoration dive trips to the Keys as well as waterfront cleanups. Rabbi Ed will soon be hosting the world-wide head of Hillel in Key Largo, to teach him and his two sons to scuba dive and see for themselves what the Scubi Jews have been doing. Hopefully this will lead to more Scubi Jews organizations on more college campuses.

Many people in the Keys understand the importance of the water to our way of life. Hopefully the Scubi Jews will inspire us to take more action to Repair the Seas.

hey were called jewfish. When divers asked me why, I had no answer. Fish are named scientifically by taxonomists. Fishermen have their own monikers for what they catch. Names can vary from place to place. Relatively recently, likely in response to the Age of Enlightenment, these large fish are called goliath groupers.

Normally, fish keep their distance from divers. Some divers use spear guns to hunt underwater. It doesn’t take fish long to make the connection, especially game fish.

Florida has banned taking goliath groupers. When they are caught by line fishermen, they must be released. It is not uncommon to see several goliaths on one of our artificial reef shipwrecks trailing monofilament leaders, hooks stuck in their mouths. Once I was able to cut a trailing monofilament line close to its mouth to ensure it would not snag underwater.

Releasing fish underwater can be tricky. Any tension put on the line is akin to a fisherman reeling them in. It is best to use shears and clip the line without pulling on it.

Divers on the outside reef often see the big fish. Fish are curious and become quite tame if they are not mistreated by divers. Like any animal, fish respond to feeding. That too is taboo in Florida. Authorities allow fishermen to chum on the surface, but have outlawed feeding marine creatures underwater in Florida territorial waters that extend three miles offshore.

Have divers fed this big fish? I know spear fishermen who gig lionfish have clipped their spines and released them. I have been told that the goliath at first would not touch the lionfish, the invasive fish with no natural predators in our waters. Even moray eels leave them alone. A spear fisherman who dives offshore reefs extensively said that the goliath has now acquired a taste for lionfish. I have never seen the big fish take one on its own. I assume the only temptation comes when a spear fisherman offers a handout of one of these speared venomous fish, spines cut off.

Lobsters are another story. This big fish is a pest. I teach diving and guide divers over the offshore reefs.

Many like to catch spiny lobsters in season. I’ll point them out and wait patiently while divers seek supper. One Canadian woman was busy at work trying to snare a lobster in 80 feet. These reefs extend out from the outside edge of the reef in fingers toward the ocean.

To see the drama unfold underwater was comical.

The big fish nuzzled up beside the diver. It waited in mid-water just over her shoulder. The diver, intent on getting her snare around the lobster’s tail, was unaware of the fish’s presence. I watched a moment before swimming over to distract the grouper. It was poised to snatch the catch the moment the diver snared it and pulled it out of its hole.

This fish wouldn’t move. What do you do with a huge, 300-pound, stubborn fish? Well, I used both of my hands and simply pushed it out of the way. It was like pushing a large truck.

The big fish didn’t pay any heed to me. It didn’t swim away. It just didn’t move. I had to keep pushing it with both hands, swimming it away from the diver.

She caught her lobster, popped it in her catch bag and we swam away.

The goliath grouper followed. It is quite a photogenic fish that will accompany divers for the entire time underwater.

It can be a nuisance. A wonderful nuisance. After all, how many times do we get to interact with another species in its natural environment?

My turn. I was trying to snare a lobster. My friend is handicapped.

He needs protein. I delight catching a spiny lobster every so often and cooking it for him and his wife to enjoy. The goliath hung about. I figured I could manage as I always had in the past, to snare my lobster, pop it in my catch bag and get away. I eased my snare around the lobster’s tail, pulled the handle and caught my prey. Just as I eased the lobster out of its hole on my snare the big fish swooped down and grabbed it. The fish swallowed the lobster and the end of my snare.

I held on. The grouper was in no way willing to give me back either my lobster or my snare. The fish didn’t swim away. It didn’t go anywhere. It just stayed right there with the lobster in its mouth, my bright green lobster snare sticking out of its closed mouth.

I was holding onto the end. This is a very strong fish. Crunch, crunch and it crushed the lobster in its mouth then spit out my snare.

I had to laugh. I had my camera around my neck. With my hands on the end of the stick, I could only take a picture when the big critter let go of my snare. I swam away fast, continued down the reef, thinking I could get away from the pest. It followed me.

I spotted another lobster. This time I devised a plan. I would out-think the big fish. I would cover the hole with my body, ease my snare around the lobster’s tail and get it into my catch bag quickly before the big grouper could push around me.

Just as I was using my gauge to check the lobster’s size the goliath pushed in, grabbed the lobster and the snare and started to crunch it down. As I watched, holding onto the end of my snare again so the grouper would not swim off with it as well as the lobster, the fish spit it out. Out came my snare.

Out came the lobster in two parts. My snare was free, the lobster was free.

In the next second the big fish gulped down the two floating pieces of my lobster.

The big fish looked at me. The look was telling. If there could be communication between us, the grouper seemed to insist I catch it more lobsters. If it could read my expression, it would have known that the next time this jewfish takes one of my lobsters it will become gefilte fish.

What do you do with a huge, 300-pound, stubborn fish? Goliath groupers will nuzzle up beside divers, waiting to snatch a catch.

Public meeting set for Snake Creek bridge The Florida Department of Transportation (FDOT) is conducting a feasibility study to replace the existing Snake Creek Bascule (drawspan) Bridge with a fixed-span bridge on SR 5/US 1 /Overseas Highway between MM 84 and MM 87. An evaluation of the congestion at the bridge is underway and will provide recommendations for future project development studies.

The study objectives include evaluating existing bridge conditions, evaluating future transportation conditions, and developing conceptual design plans for replacing the current bridge with a fixed span bridge.

egalization of medical marijuana was voted into Florida law on Nov. 8, 2016, and the changes have happened fast. Some 116 dispensaries have opened statewide, operated by 12 parent companies licensed by the Florida Department of Health. On March 18, Governor Ron DeSantis signed Senate Bill 182, allowing a physician to “determine that smoking is an appropriate route of administration for medical marijuana,” meaning smoking cannabis is legal for patients for the first time. Last but certainly not least: Monroe County’s first medical marijuana treatment facility had its grand opening on April 11.

Surterra Wellness is located at 3126 Flagler Ave. in Key West. The space is reminiscent of a spa, with multiple seating areas, soothing music and staff at the ready to assist patients. Surterra is open to the public — you don’t have to have a medical marijuana card to take a peek at the offerings or have a consultation, but you do need one to purchase any of their cannabis products. Surterra also has a list of doctors to refer patients to (See box, opposite page).

Surterra’s chief marketing officer, Levent Hamdemir, visited Key West to take part in the ribbon-cutting and explain the role of cannabis — in many forms — in patients’ lives. Patients were lined up for consultations and, ultimately, purchase.

“Every year, we are expanding the scope,” said Hamdemir. “One of the interesting challenges that we see is that, unlike traditional pharmaceuticals that have one active ingredient treating a symptom, all of our products are helping your body deal with life and your environment better.” Hamdemir cites the holistic nature of medical cannabis treatment: as an anti-inflammatory, hormone regulator, anxiety reducer and seizure treatment.

Hamdemir said that while cannabis is normally organized by strains, those monikers tell a patient very little about the plant’s specific health benefits (it’s hard to know whether “Sour Diesel” or “Strawberry Fields” is better for joint pain). Surterra instead engineers products based on the symptoms or “needs”

FIRST MEDICAL POT SHOP OPENS IN COUNTY it is addressing, and each product is a blend of cannabinoids. They have names like “Calm,” “Soothe” and “Revive.” The products incorporate THC (tetrahydrocannabinol) and CBD (cannabidiol) in different percentages; the former creates the euphoric feeling associated with marijuana, while the latter has no such effect.

How do they isolate strains and create formulas that address certain medical concerns?

Their research and development team works with physicians and looks at the more than 100 cannabinoids in the plant. While only a handful have a euphoric impact, they all potentially have different health effects.

“We just recently acquired a new division of scientists based out of Boston,” Hamdemir said, “and we are competitively invested in research and development.” While cannabis is still federally illegal, however, scientists studying the effects of the plant can’t receive federal funding, and thus there is limited science based in the U.S. Surterra is looking at research from elsewhere, like Israel.

While U.S.-based research is limited, last June, the FDA approved a cannabisbased epilepsy drug called Epidiolex, and it’s the first FDA-approved substance that is derived from the marijuana plant. This makes companies like Surterra — which also has divisions that work with policy makers to move medical marijuana legislation ahead — hopeful.

The federal law isn’t stopping the science, or the business, from progressing.

While Surterra is the first dispensary to open its doors in the Keys, there are two more on the horizon in Key West.

Jeff Burgess, chief licensing official for the City of Key West, said MedMen on Duval Street has already registered and paid its city taxes, while another, Trulieve, has yet to apply for a city license.

“Licensing isn’t much different (from other retail spaces),” said Burgess. “The only thing that’s different is that they have to be listed on the Department of Health website. The Department of Health authorizes the companies, and they can have x number of facilities throughout the state.”

This is new territory for doctors, too. Dr. Gregory Sonn prescribes legal forms of cannabinoids to patients who are seeking treatment for their pain and other medical issues. Sonn has offices in the Upper Keys and Key West, and he is the largest prescriber of medical marijuana in Florida.

Some of the top ailments and complaints coming into his office include anxiety, depression, seizure and insomnia.

Sonn is dually boarded in family practice and palliative medicine and has been prescribing medical marijuana since 2016. He said that prescribing medical marijuana is based on the doctor’s ability and knowledge.

“We are tasked with building our own bank of information,” he said. “We all have our own. I have 50 diagnoses who qualify. Some doctors may only have two.”

Obtaining a medical marijuana card isn’t complicated, Sonn said. First, people need to see a doctor who certifies the patient. Once patients get a diagnosis that’s deemed acceptable, they apply to the Florida Department of Health. Once the doctor and DOH give their approvals – it can take at least two weeks to obtain a card – patients can purchase medical marijuana products. Sonn said he lets patients freely choose the products they like. As for dispensaries, Sonn recommends trying them all.

“They all have initial patient discounts,” he said. “I always tell everybody you should get as much discount products as you can. Maybe you fall in love with a certain dispensary, maybe you don’t. But if someone has specific requests, I do have knowledge of every dispensary to deliver to make specific recommendations.”

The Florida Department of Health’s user-friendly website makes it easier for patients to find doctors and dispensaries, as well as review current legislation.

“We are in a transformative age,” said Hamdemir.

Ryan M. Harke, an anthropologist, will share his ongoing research, which seeks to determine whether this site shows evidence of being a year-round village, and how Stock Island and its people relate to other places in the Upper Keys and South Florida. The Stock Island archaeological site is a mound and midden once located on a tiny island between Key West and Stock Island.

AGENCIES POOL EFFORTS Critical boost underway for diversity on Reef Tract

Over 3,000 unique genotype corals, reared at the Florida Aquarium from eggs and sperm collected from corals in the Coral Restoration Foundation’s Coral Tree nursery, will be introduced to the Florida Reef Tract.

Led by the Florida Aquarium, in collaboration with Coral Restoration Foundation (CRF) and Florida Fish and Wildlife Conservation Commission (FWC), the University of Florida, Nova Southeastern University, and others, this effort is the largest genetically diverse coral out-planting of stag horn corals in Florida’s history.

This conservation mission is designed to help prevent the extinction of corals along the Florida Reef Tract.

These reefs have lost more than 90% of their once-dominant coral populations over the last 40 years, and are now battling a rapidly spreading disease that is killing off some of the reefs’ last remaining wild corals.

The new coral genotypes will be out-planted to various specific locations along the Florida Reef Tract, and have been installed in coral nurseries belonging to Coral Restoration Foundation, University of Miami, Florida Fish and Wildlife Conservation Commission, and Nova Southeastern University, where they will be monitored.

Should this pilot project be successful, it will allow land-based breeding to assist in creating a huge amount of genetic diversity that could help to regenerate degraded reefs.

“Florida’s vital coral reefs are a focal point of The Florida Aquarium’s conservation and research mission,” said Roger Germann, president and CEO of the Florida Aquarium in Tampa, “This multiorganizational effort is crucial to the survival of the Florida Reef Tract.

The Florida Aquarium will continue to work with the Coral Restoration Foundation and other partners to better understand the threats facing Florida’s coral reefs and how we can continue to work together to restore them significantly faster than they are able to replenish themselves in the wild.”

The Florida Reef Tract spans nearly 150 miles, from Key Biscayne through the Florida Keys. It is the third largest coral barrier reef system in the world, and critical for the animals and people who depend on it. The reefs of the Florida Keys provide food and recreational opportunities for residents and vacationers alike, and protect coastal communities as a buffer from hurricanes and other storms. Tourism related to the Florida Reef Tract generates $8.5 billion in economic activity and supports over 70,400 jobs.

Today, more than 1,700 of these new coral genotypes have been homed in the Coral Restoration Foundation Tavernier Coral Tree Nursery - the largest such nursery in the world.

“With the transfer of so many new genetic individuals to the nursery, we can begin thinking of the many farreaching implications of this increased genetic material,” said Amelia Moura, Coral Restoration Foundation science program manager. “Not only do we have thousands of new corals banked in the nursery to preserve their unique genetic strain, but once they grow large enough, we will be in a unique position to incorporate even more genetic diversity into our restoration strategy. This is an exciting moment in reef restoration as it means that the cost of producing thousands of genetically unique individuals comes down dramatically.”

The recruits (young corals) have been grown and transported on settlement tiles. The foundation’s team has installed the corals on the Coral Trees along with their tiles so as to not risk losing coral tissue by removing them.

The organization that created the Coral Tree technology is adapting its design, giving trials to two new structures to determine which one better accommodates the needs of these unique and fragile colonies.

“We are excited to see these corals, spawned here at CRF and reared at The Florida Aquarium, returned to our nurseries,” said Scott Graves, the foundation’s chief operating officer. “This is the most successful spawning and rearing of stag horn coral to date, and we’re extremely excited to continue to partner with the Florida Aquarium on the project. These 3,200 animals will provide the critical scientific data needed to see how their diverse genetic make-up will respond to the changing environment in the Florida Reef Tract. These sexual recruits embody a significant increase in the genetic diversity of this imperiled species, and represent a big leap forward for coral reef restoration.”
