by Father Jean-Marc Fournier, chaplain to the Paris Fire Brigade, and other firefighters. So far, more than $700 million has been raised to restore the church. The cause of the blaze is under investigation, but officials suspect it’s related to a renovation.

he City of Marathon has plans for a kayak dock on Grassy Key. Designed by K2M, the project has already garnered a variety of approvals — environmental resource, submerged lands usage, coastal zone management, federal authorization, etc.

Marathon City Manager Chuck Lindsey said he would like to put it in front of the council, and out to bid as soon as possible.

“I’m really excited to be able to enhance the park for Grassy Key and its residents and families. I believe it is the only city-owned amenity in that neighborhood. Marathon central seems to get the majority of the attention,” Lindsey said.

Sunset Park is located on the west end of Grassy Key on Morton Street. At the moment, its only draw is the waterfront, gulfside location and a fallen log that serves as a makeshift bench. Kayakers who use the park now must wade through seaweed or muck to launch.

The plan calls for a dock that is 188 feet long and 8 feet wide. It will have a larger platform at the end, and a section attached to that for a floating dock shaped like a horizontal “E.” If built, it would be the second kayak launch in Marathon; the other is located behind city hall. The dock is not intended for motorized launches to tie up.

The project could cost between $150,000 and $200,000. Lindsey said the funds were set aside pre-Irma, and once the city is reimbursed by FEMA, the project would get the green light.

“It’s also the kind of project that would be eligible for Tourist Development Council brick-and-mortar grants,” Lindsey said.

tate Road 4A, better known as the Overseas Highway, officially opened to public traffic on Jan. 25, 1928.

While it was then possible to drive an automobile from Miami to Key West, a four-hour trip aboard an automobile ferry was required, with one ferry landing located on Lower Matecumbe Key and the other at No Name Key. When the second version of the road opened to traffic on March 29, 1938, it became possible to drive the length of the Overseas Highway, right through Marathon and the Middle Keys, without stopping for a boat ride.

This new version of the road was a toll road, costing drivers $1 with an additional quarter charged for each passenger.

Two toll booths were erected, one at Lower Matecumbe and the other at Big Pine. The toll charges ceased on April 15, 1954 and the toll booths picked up and hauled away.

Along the side of the road, signs were erected declaring the road “The Florida Freeway,” but not for long. The Florida Keys community protested this renaming, the signs were removed, and the road once again became the Overseas Highway.

race Anderson Beacham, of Duck Key, Florida and Bethany Beach, Delaware passed away on March 24, 2019 at Duck Key. She was born on Aug. 25, 1938 in Gaithersburg, Maryland, daughter of the late O.W. Anderson and Mary Potter Anderson of Gaithersburg, Maryland.

In addition to her parents, she was preceded in death by her son, Robert Anderson Beacham. She is survived by her loving husband, Robert M. Beacham; a sister, Sarah Anderson Hitchcock and numerous nieces and nephews.

Services were private.

In lieu of flowers, the family suggests memorial contributions in Grace’s name to a charity of the donor’s choice.

• Rotary Club is hosting an Easter egg hunt on Saturday, April 20 at 10 a.m. at the Marathon Rotary Park. The event is free and open to the public.

The Easter Bunny will also make an appearance at the annual event.

• Monroe County Fire Rescue is hosting its 10th annual Easter egg hunt on Easter Sunday, April 21 from noon to 3 p.m. at the Big Coppitt Fire Station, 28 Emerald Drive. The Easter Bunny will be on site for pictures after hiding 1,000 eggs and three “special” golden eggs for kids to collect. There will also be an area designated for small children. Children also can tour a fire truck, meet the on-duty firefighters, and safely help the firefighters put out a pretend house fire. “Farmer Jeanne” Selander and some of her animals will also be making an appearance. Snocones and cotton candy will be served.

WIND STORM, TAKINGS BILLS STALLING

L

egislative session is at the midway point in Tallahassee, and bills with implications in Monroe County aren’t faring too well.

Senate Bill 1694 and House Bill 1019 address takings claims within areas of critical state concern. Under the bill, state and local governments located in an area of critical state concern, like the Florida Keys, would share liability 50-50 when defendants are successful in property-rights litigation. But that’s only if the court has found liability against the state and local government, the regulation restricting development or use was mandated by the state land planning agency and the regulation was adopted by the local government restricting use.

Legislation, sponsored by state Sen. Anitere Flores, passed the Senate Community Affairs Committee on April 9 with a 5-0 vote. It now sits in the Appropriations Committee. However, the bill in the House sponsored by state Rep. Brad Altman hasn’t moved since its March 5 introduction. While legislation appears to be on life support, Monroe County Director of Legislative Affairs Lisa Tennyson said it’s still breathing.

“Although it passed two Senate committee hearings, it’s not moving in the House,” she said. “However, it’s possible that it could be tacked onto another bill, as an amendment, and the same might happen in the House.”

Bills in the House and Senate related to wind storm insurance are also facing an uphill battle. Senate Bill 1476 and House Bill 1145 set out to put a cap on annual

rate increases for policyholders in Monroe County at 5% the next two years, January 2020 to January 2022. Today, rate hikes can spike 10 percent. Legislation in the Senate, sponsored by Flores, continues to sit in the Rules Committee. A related bill introduced by state Rep. Holly Raschein awaits consideration as well.

“The bill doesn’t appear to be moving,” Tennyson said.

BILL UPDATES CONTROVERSIAL BILL STALLING SB 824 preempts to state regulation of vacation rentals, including but not limited to the inspection of rentals. It would also eliminate grandfathered local government ordinances that have vacation rental regulations. The bill, sponsored by state Sen. Manny Diaz Jr., was not considered by the Senate Committee on Innovation, Industry and Technology on March 26, and it was later postponed during an April 10 meeting.

OTHER NOTABLE BILLS SB 720 and HB 525 — Florida Keys Community College Legislation sponsored by Flores and Raschein would rename Florida Keys Community College to The College of the Florida Keys. In the Senate, the bill gained unanimous approval from the Appropria-

tions Committee. It now waits to be heard on the Senate floor. The bill passed unanimously in the House.

SB 1666 and HB 1221 — Maritime Law The bill defines criteria for vessels in a long-term storage status on our waterways, and directs FWCC to study the impacts of these vessels on the derelict and at-risk vessel numbers. And drawing from the Keys’ experiences with marine debris following Hurricane Irma, it also directs FWCC to look at factors such as significant tropical storms or hurricanes and to make recommendations to the governor and legislature for potential management options for future long-term storage of vessels on our waters. Raschein says this bill has been approved by two House subcommittees and will now go before the State Affairs Committee. A similar bill sponsored by Flores is ready to go to a vote on the Senate floor.

HB 771 and SB 816 — Recycling Legislation requires counties and municipalities to address contamination of recyclable material in specified contracts and prohibits them from requiring collection or transport of contaminated recyclable material by collectors. The bill continues to sit in the State Affairs Committee. In the Senate, legislation moved out of the Community Affairs Committee on April 9 and is on the Appropriations Committee’s April 18 agenda.

On Gov. Ron DeSantis’ first official visit to the Keys on April 16, local officials had the opportunity to share their concerns with him in Marathon — hurricane recovery, water quality and Everglades restoration topped the list.

He also announced a new plan to clean every canal in the Florida Keys over the next 10 years. According to Rhonda Haag, Monroe County’s director of sustainability, there are 500 canals in the Keys; 172 have received recent attention after Hurricane Irma.

“That’s huge,” said Islamorada Village Manager Seth Lawless.

DeSantis did not elaborate on how much the plan would cost, but said the Department of Economic Opportunity would draft the plan.

“He saw how flawlessly we cleaned up after the hurricane — under budget and ahead of schedule,” said Monroe County Commissioner David Rice. “He knows this will be money well spent

to protect the environment.”

Besides Keys dignitaries, also in attendance were Lt. Gov. Jeanette Nuñez, who has Keys roots with a home in Islamorada, Director of Emergency Management Jared Moskowitz, Director of Economic Opportunity Ken Lawson, and Secretary of Environmental Protection Noah Valenstein.

Moskowitz told the small crowd assembled at the Coast Guard base in Marathon that his staff will continue to expedite Irma reimbursement to Keys governments.

“It’s no secret that the money isn’t flowing fast enough back to the cities, the county, and even the utilities,” he said. “But we’ve changed the policy from auditing the FEMA reimbursement worksheets 100 percent before sending the dollars, to a 50 percent standard.” Moskowitz said the department has cut recovery checks totaling $125 million in the last 100 days, $3.8 million of which was sent to the Keys.

Moskowitz also said he supports putting state funds into a new Emergency Operations Center in Marathon.

He emphasized its uses beyond a hurricane command center. “We are at the southernmost tip of the U.S. It might also be used for potential issues with geopolitical situations, not just hurricanes.”

Lawson, head of DEO, also made some brief remarks about the federal funding in Community Block Development Grants that passes through the state’s Rebuild Florida program. In the first phase, homeowners will be aided by the state, which will award recovery funds and hire the contractors itself. The deadline to apply was March 29.

As of five weeks ago, 1,128 Keys households had applied and 477 applications had been vetted.

“I have $90 million in my back pocket,” Lawson said.

Environmental Protection’s Valenstein said two things are crystal clear.

“The people in the Keys have a passion for the environment, and understand how the environment interacts with our economy,” Valenstein said. “And they overcome adversity by working together.”

The governor and his staff re-stated the goals of spending $625 million on water quality improvements and Everglades restoration. DeSantis praised both the House and Senate budgets that grant the full amount — actually a tad more in the Senate budget.

“I promised our voters swift action, but I think people are used to the same platitudes made by politicians. But I came here to lead. And I think it’s clear to the legislature that people support these projects,” DeSantis said. “We might even be able to bring in another $70 million from the federal government to fix the issues with Tamiami Trail. We can’t keep the water stopped up. It needs to come down here, to Florida Bay.”

PIGEON KEY LEASE GRANTED

County working on appeal for base camp reimbursement denied by FEMA

T

he item was hardly finished being read into the record before the Monroe County Board of Commissioners agreed to extend the lease to the Pigeon Key Foundation for the management of the tiny island in the middle of the 7 Mile

Bridge.

The island was originally leased to the nonprofit in 1993 for 30 years. The new lease runs through 2033, with an option to renew for an additional 10 years.

Foundation director Kelly McKinnon thanked the county staff and commission.

“We’ll make sure Monroe County is proud of Pigeon Key and continue the work we are doing out there,” he said.

The county also revised the amount of the cost of the wooden Pigeon Key ramp renovation to $2.4 million, an increase of almost a half-million dollars. Staff said the change was needed due to a plan error for steel weight calculation in regards to structural needs.

The commission was not so understanding, however, after hearing from a representative from the 208-unit affordable housing project in the Lower Keys, the Quarry. He was requesting an additional $84,000 to build a structural retaining wall to support a road.

So far, Monroe County is paying the developers of the project almost $1.5 million — to create a new access road to reduce loads on neighborhood streets, complete wastewater connections, build a bike lane and add buffering landscape. The additional $84,000 would improve the road that would revert back to Monroe County ownership. It was also too much for commissioners Heather Carruthers and Danny Kolhage.

“This was a strategic error,” said Kolhage of the request for extra funds.

“Is it worth it? Eighty-four thousand dollars? After everything we’ve provided to you guys?” Carruthers asked of representative Bart Smith.

Commissioners Michelle Coldiron and David Rice soothed the waters.

“This is for a retention wall to protect a road that will be turned over to the county eventually; this is an investment for the affordable housing that we all want,” said Coldiron.

Coldiron, Rice and Kolhage agreed to pay the extra $84,000, while Monroe County Mayor Sylvia Murphy and Carruthers voted no. The motion carried.

LOCAL CONTRACTORS INVITED TO APPLY The Monroe County Board of County Commissioners approved requesting proposals from companies and vendors to provide a variety of emergency services in the event of a hurricane or other natural disaster. Monroe County Emergency Management and the Monroe County Attorney’s Office will work with companies on standby contracts.

“These contracts are only activated in the event of an emergency, like a hurricane,” said Assistant County Attorney Cynthia Hall. "This is the critical response needed from day one to day 120 to facilitate rapid and effective recovery after a storm."

Emergency services needed include plumbing, roof repair, catering, janitorial and mold remediation. The complete list of needed services is noted on the county’s Request for Proposals (RFP). The RFP will be on Demand Star starting on Saturday, April 20 at www.monroecounty-fl.gov/demandstar. Proposals are due

by May 29 at 3 p.m.

In other news: • There will be a public hearing on Thursday, April 25 at 5 p.m. in the Marathon Government Center to review the land management plan of state lands, leased to Monroe County. The update is required every 10 years, and statutes require a public hearing now that Monroe County manages more than 160 acres. Coldiron is one of the members of the public advisory board.

• The commission gave the go-ahead to County Attorney Bob Shillinger to investigate the possibility of bringing misdemeanor probation services inhouse and the costs associated with the move. In the past, the contract has been outsourced to various organizations such as the Salvation Army.

• The commission approved the purchase of two lots on Big Pine Key for affordable housing, and one for conservation.

• Finance Director Tina Boan informed the commission she had received another $666,000 in FEMA reimbursements. She anticipates receiving another $11 million for debris work by the next meeting.

The commission also asked for an update on the appeal of the $6 million costs for a base camp during Hurricane Irma that FEMA has denied. The county attorney drafted a letter to the state Department of Emergency Management. “I’m encouraged and optimistic,” said Shillinger.

County Administrator Roman Gastesi told the commission that the state director of Emergency Management has told him verbally he has to take care of Hurricane Michael’s effects on the Panhandle before he can turn his attention to the Keys.

• Legislative Affairs Director Lisa Tennyson briefed the commission on happenings in Tallahassee. (See page 10 for details on bills.) She outlined various “pre-emption bills” — designed to remove authority from local governments and grant it to the state. She said she’s hopeful that the vacation rental bill, allowing nightly rentals in residential neighborhoods, is stalled. And she warned commissioners about SB 1730 and HB 207, legislation that would deny local governments the ability to negotiate affordable housing provisions when granting permits for new developments.

“All of these pre-emption moves seem to be happening in a wave,” said Kolhage. “Where is this stuff coming from?”

• The commission approved the purchase of five “less than fee” transactions, that would remove the building rights from privately owned lots. The move lessens the county’s exposure in takings cases come 2023, when the state will no longer grant new development rights in the Keys, while the homeowner continues to pay taxes on the parcel that can no longer be used to build a new home.

T

he Lake Okeechobee Systems Operating Manual (LOSOM) is being redeveloped by the U.S. Army Corps of Engineers.

The Corps is in charge of regulating water levels of the lake, which is a lot more complicated than it sounds, and is inviting feedback from citizens affected by the lake and its runoff.

Lake Okeechobee has long been under scrutiny for its potential toxic environmental impact, especially its bluegreen algae bloom and its discharge into local waterways. Ultimately, that runoff ends up in the waters around the Keys.

The Corps says the purpose of the new manual — the first one since 2008 — is to reevaluate operations for Lake Okeechobee and its water level regulation schedule, as well as regulate operations of additional infrastructure: the Herbert Hoover Dike rehabilitation, Kissimmee River Restoration Project, the Comprehensive Everglades Restoration Plan (CERP) and C-43 West Basin Storage Reservoir and C-44 Reservoir and Stormwater Treatment Area.

What does all this mean? We break it down: WHAT? The LOSOM dictates operations like how the Army Corps regulates water levels. The workshops, meetings and open comment period mark the beginning of a four-year process to rewrite the manual for the lake’s operation. The plan will be finalized in 2022. According to the Army Corps of Engineers, almost 2,000 members of the public have attended these “scoping meetings� to offer comment on the LOSOM currently in drafting process.

WHERE? Lake Okeechobee outflows into the Everglades, rivers like the Caloosa-

hatchee and St. Lucie, smaller tributaries, the Florida Bay, coastal lowlands, and ultimately, the waters surrounding the Florida Keys.

WHY? The consequences of Lake Okeechobee water level regulation have proven crucial on the surrounding areas.

In the March 20 community meeting in Marathon, Congresswoman Debbie Mucarsel-Powell commented: “Every action that you take up north at Lake Okechobee has an impact down here. ‌ That water charges our aquifer, prevents saltwater intrusion, provides us with fresh seafood and resources, and allows the people of Monroe County to enjoy the way of life that makes them so unique. On the other hand, when that water flow is not made available, the community has suffered through seagrass die-off, algae blooms, poor water quality, and negative impacts on fish and wildlife.â€?

Now vice chair of the Water Resources & Environment Subcommittee, she is seeking $200 million for the Corps’ environmental restoration projects in South Florida. “We need more fresh water discharge into Florida Bay during rainy season, and a lot more in dry season,� said Ross Boucek, a scientist with Bonefish and Tarpon Trust, also at the March 20 meeting.

Groups like Bullsugar report that in 2018, anticipating a dry season, the Army Corps didn’t draw down Okeechobee Lake levels adequately.

Their predictions were off, and in order to lower lake levels, they discharged “billions of gallons of toxin-filled water into coastal communities or to avoid piling too much behind an unstable dam,� according to Bullsugar. This is alleged to contribute to the toxic bluegreen algae bloom overtaking coastal waterways.

WHO? Any citizens are welcome to comment, but some comments are more useful to the Corps than others. The Army Corps is inviting input and asks people to consider: • What studies do you want to see? • How do we (Corps) measure success? • What solutions should we (Corps) consider?

‘PLASTICS NEVER GO AWAY’ COMMUNITY GETS LOOK AT IMPACTS, ALTERNATIVES

T

he world produced 2 million tons of plastic in 1950. Fast forward 65 years: global production of plastic exceeded 380 million tons.

From milk cartons and bags to bottles and wrappers, not a day goes by when plastic isn’t used and disposed of in some fashion. And not a day goes by when plastic isn’t entering and polluting waterways and oceans throughout the world.

On April 11, community members had the chance to view the 2016 documentary “A Plastic Ocean� at Founders Park Community Center. Journalist Craig Leeson set out in search of the elusive blue whale. But instead, he discovered plastic waste in what should be a pristine ocean. Teaming up with divers, scientists and researchers, they travel to 20 locations to examine the fragile state of the oceans, unveil some alarming realities of plastic pollution and showcase solutions to curb the issue.

The facts surrounding plastic waste and its impact on the environment are alarming.

According to National Geographic, plastic since the beginning of production six decades ago has amounted to 8.3 billion metric tons — and most of it single-use, disposable plastics that end up in the garbage. Also, 91 percent of plastic created is not recyclable, and it takes more than 400 years to degrade, so most of it still exists in some form. Only 12 percent has been incinerated.

Here at home, hotels, restaurants and businesses are beginning to take some action on the front of plastic use. Some are going without straws, eliminating single-use

plastics or seeking other alternatives to plastic products. Before the movie, patrons were able to see alternative options and speak to organizations working to educate the public and advocate for less plastic.

In January, Reef Relief, a nonprofit dedicated to improving and protecting the coral reef ecosystem, visited businesses up and down the Keys, asking them to sign a pledge in which they’d offer straws only on demand or provide alternatives. When businesses signed, they received a sign to let patrons know. “Since last January, we’ve had over 150 businesses that have signed the pledge from Key West to Key Largo,� said Mill McCleary, executive director for Reef Relief. “It’s been really successful and it took on a life of its own after we hit 50 or so. We started having people call us or email us.�

McCleary said there are a few businesses in Islamorada that Reef Relief is getting back to.

With Reef Relief’s marine debris cleaning events, 200,000 pounds have been removed

since Hurricane Irma, McCleary said. During the International Coastal Cleanup Day, held each year in September, McCleary says the Ocean Conservancy produces a report. It found that straws alone ranked 7th in the most commonly found types of plastics out of cleanups in Florida. “It was something like 30,000 straws were found from these cleanups in just a few hours,� he said. “Plastics never go away. The bigger issue isn’t so much larger debris of plastics, it’s what they break down into.� “A huge part of our awareness campaign is to teach people that we don’t need to use plastics. You can find alternatives, like using water bottles,� McCleary said.

Janis Luckie, marketing specialist with Gordon Food Service, was on hand displaying eco-friendly items. She said Miami Beach has taken a stand to ban foam, straws and plastics. Now, businesses there are finding alternatives to use. “Our sales reps talk reduce, reuse and recycle, and we try to make them (businesses) understand that plastics they use are being thrown into a landfill.�

Last October, the European Parliament approved a ban on single-use plastics like straws, plates and cutlery. It takes effect in 2021.

In the U.S., California was the first state to ban single-use plastics. Every county in Hawaii has taken action on single-use plastics, effectively giving the state a ban.

Recently, New York state lawmakers agreed to implement a similar ban, although food takeout bags used by restaurants, bags used to wrap deli or meat counter products and bags for bulk items will still be allowed.

In Florida, there’s a bill before the Senate and House that would remove preemptions of local law relating to regulation of auxiliary containers, wrappings, or disposable plastic bags. The bills are sponsored by state Sen. Linda Steward, D-Orlando, and state Reps. Anna Eskamani, D-Orlando, and Michael Grieco, D-Miami-Dade. Another bill before the Senate and House would prohibit a store or food-service business from providing a carryout bag made of plastic film or a single-use plastic straw to a customer.

Bills are sponsored by state Sen. Kevin Rader, DDelray Beach. Bills have not gained traction in either chamber yet.

ack in the day, when Monroe County Sheriff Rick Ramsay was a sergeant detective working narcotics, he knew of a man who shot himself in the stomach just to get a prescription for OxyContin.

“He didn’t want to kill himself; his intent was to get Oxy,” said Ramsay. In the 20 years since then, he’s witnessed OxyContin and street heroin ravage lives. “I’m glad Monroe County is taking some action on this.”

SEEKS TO RECOUP COSTS ASSOCIATED WITH OPIOID ADDICTION Last week, Monroe County filed a complaint that names Purdue Pharma and other opioid manufacturers and distributors on behalf of the county. It is not part of a cookie-cutter class action suit; rather, the case is specific to Monroe County and the impacts of the opioid epidemic in the Keys.

Monroe County joins a long list of entities with similar lawsuits dating back to 2007. According to the Washington Post, there are more than 1,600 entities — cities, counties, states and even Native American tribes — suing Purdue for allegedly creating a drug it knew was addictive and lying about it. OxyContin was first marketed in 1996.

“Lawsuits like this one have been going on with local governments throughout the country for the past years. But each plaintiff will have a different story, provide different medical services and been impacted differently,” said Monroe County Attorney Bob Shillinger.

Cynthia Hall, assistant county attorney, cited costs to the county’s self-insured health plan, EMS services and the population of Monroe County availing itself of services connected to the opioid epidemic such as addiction treatment, opioid related investigations, arrests, adjudications, incarceration, the treatment of addicted newborns, burying the dead, and the cost of placing children in foster care.

“When we started looking into this, we realized how far-reaching it was. We talked to the sheriff’s office, the medical examiner, court administration, human services advisory board,” Hall said. “We spent about a year on research.”

Monroe County Commissioner David Rice, who has a doctorate in chemical psychology, said the pattern of drug abuse in the Keys has changed.

“Twenty years ago, a heroin addict was a rare bird down here. That has changed,” he said.

“Personally, I know people who we’ve lost and

the hell they went through because they were prescribed opiates for chronic pain, became addicted to it, and woke up dead one morning.

Opiate abuse takes a huge toll on society, across social strata.”

Ramsay said the blame is more widespread: pharmaceutical companies, doctors, pharmacies, pharmacists. “It’s greed,” he said, sharing that he personally approached prescribing doctors years ago and was essentially told to kiss off, that he didn’t understand pain management.

The lawsuit is being handled by outside counsel. Morgan & Morgan is the lead law office, but includes the counsel of lawyers from seven other law firms. The lawsuit alleges that opioid manufacturers made false and deceptive marketing claims to increase the use of opioids and the profits, and grossly understated the addictive risk. The lawsuit also alleges that named opioid distributors failed to fulfill legal obligations regarding monitoring, detecting, reporting or investigating suspicious orders.

In 2011, the state of Florida cracked down on the popular “pill mills” — or clinics freely prescribing OxyContin and other opioid narcotics. During that time some of the worst abuses involved bus loads of “patients” who would make their way down I-95, collecting prescriptions from various clinics under a variety of false names, sometimes even stolen identities. And though the state laws curtailed the activity of pill mills for the most part, addicted patients were forced underground.

“These addicted people, they had to turn to something,” said Ramsay. “And that was street heroin. Today they shoot it, snort it or smoke it.”

Ramsay said the rise in crime associated with the opioid epidemic has many faces — burglaries for cash, burglaries with the intent to plunder medicine cabinets, the cost for arrests, investigations, jail time and medical attention.

This past week, a Key Largo student, 14, was arrested for bringing Xanax to school and giving it to two other students.

While not an opioid, it is a drug that makes opioids more dangerous because it also suppresses cardiopulmonary function. It, too, is addictive. And then there’s Fentanyl, which is often mixed into street heroin.

Just a few grains is enough to be fatal for some. According to the National Institute of Drug Abuse, Fentanyl is 50 times more powerful than morphine. OxyContin is said to be 10 times more addictive than crack cocaine.

Hall said the lawsuit is not frivolous.

“Opioid addiction has real costs for Monroe County taxpayers and we think it’s important to get the money back,” she said. “So we need to shine the spotlight on the problem and possibly fund recovery and treatment programs that will hopefully reduce the scourges of opioid addiction.”

In Islamorada, 97 doses of Narcan have been ordered since 2016. Fire Chief Terry Abel said some people only need one dose to come back around while others require multiple doses just to keep

them breathing.

The county said it collected data for more than a year to make its case from a variety of sources — the sheriff’s office, the medical examiner, court administration, human services … even libraries.

It’s still early days and there are a number of litigation issues that need to be worked out: Whether the defendants will try to separate OxyContin usage from heroin usage, whether other Keys municipalities will join the suit, and whether it will end, if the county is successful, in a one-time settlement or some other type of arrangement. Hall said she expects the case to take years to litigate, but not decades.

As of three months ago, more than 36 states are suing Purdue Pharma. Last month, the pharmaceutical company settled with the state of Oklahoma for $270 million. The company has been embroiled in litigation since 2004.

The case has been filed in the U.S. District Court for Southern District of Florida in Miami. The lawsuit is assigned to Judge Jose Martinez.

There’s no exact way to tabulate OxyContin or heroin abuses, but one set of numbers at least sheds light on the subject — the number of Narcan dosages administered in the Keys. An opioid overdose essentially suppresses the natural instinct to breathe. Narcan, or naloxone HCI, is an FDA-approved emergency treatment of a known or suspected opioid overdose. Narcan kits cost about $90 each. In the Keys, they’re carried by EMS personnel and sheriff’s deputies. On average, EMS delivers about 200 dosages of Narcan to patients experiencing an overdose in the Keys every year.

THRIFTERS, REJOICE!

Well, I got my fix this weekend. On Friday, I dropped by the Middle Keys’ Habitat for Humanity space in front of the Blue Green Hammock resort on the west end of Marathon. While not a typical Re-store, it does have pop up sales every Friday from 10 a.m. to 2 p.m.

As soon as I walked in the door, I spotted a (looked like) brand new leather or pleather recliner. My gait faltered. Immediately, I ran through the list of questions — Can I afford this recliner? (Hell, yes; it’s 100 bucks.) Do I need it? (Well …)

Do I have a place to put it? (Ummm …)

Will I regret it if I DON’T buy it? (Yes. Well, probably.) In the end, the Habitat store didn’t have exactly what I was looking for but believe you me, I know what I’m doing for lunch on Fridays for the foreseeable future. (Also, see sidebar about the big sale this weekend.)

Those questions running through my mind? Well, I got an outside perspective of what that looks like the very next morning, on Saturday, when I dropped by St. Columba’s Nearly New Furniture Store, located on Overseas Highway near Sadowski Causeway and formerly home to a dive shop. You see, a brand new leather couch had just come in. There was a lady perched on the edge for at least a half hour. I knew what was going through her head. She was justifying the need for this beautiful couch at a bargain-basement price.

Me, I settled for an adorable antique parlor chair in need of a seat re-do and a large mirror with a beveled edge — $25 total.

Like the Habitat furniture sales retail, the Nearly New Thrift Furniture shop is open only a few days a week.

Both spaces feature really quality pieces — whether it’s a Jenn-Air downdraft cooktop or a really nice piece of furniture.

“Someone donated a $2,000 dresser that came from a house over

“The store helps us raise money for St. Columba’s charities. It’s really a needed service,” said Cynthia Johnston, a volunteer at the Nearly New Furniture Shop. “I have a real job, but I get to play here at least once a week.”

Both operations “vet” the goods before they ever come through the door. Those who wish to donate are encouraged to call in or email a photo of the goods. The emphasis, though, is on quality and re-sale speed.

Children’s Shelter CEO enjoying the job

en Kemmer has always enjoyed working with youth.

During his days in Illinois before coming to the Keys, he provided runaway and street homeless outreach in the Bloomington area.

During his college days, he got involved with coaching and after-school programs.

Today, Kemmer serves as CEO of the Florida Keys Children’s Shelter. Located in Tavernier, the shelter contains an array of programs, residential and nonresidential, to assist and counsel youth and their families in their time of need.

Moving down with his wife in 2000, Kemmer landed a job at the shelter as a youth advocate, where he worked to ensure kids were receiving the necessary attention and counseling.

“What I enjoyed most was taking kids on recreational outings like fishing and the beach. We’d also go to Dolphins games,” Kemmer said. “I’d get them out in the community and they’d have fun. That’s the key; keeping them busy or else they keep you busy.”

At the children’s shelter, Kemmer said it’s an always-changing atmosphere as kids come and go. The most rewarding aspect of what he does? It’s the ones he sees years later who grow up and become productive citizens in the community.

“Twenty years later, they come up and thank you. And lots apologize for their behavior,” Kemmer says. “I love this job. I don’t even really call it a job.”

When Kemmer first started at the shelter, he didn’t have any kids. Today, he has four who are 18,16,14 and 12.

His wife works as a director at Mariners Hospital.

What did you do last weekend?

I participated in the Marathon Games with the Florida Keys Children’s Shelter. It was a charity event that benefitted 10 different charities, of which we were one.

How did that go? Staff and I participated in the pentathlon, and we came in third! We all did different events. I kayaked.

What’s something people don’t know about you? I am the evening transport for my kids and their friends to clubs and sporting practices from Key Largo to Islamorada. I got the family minivan.

What’s the first thing you do when you get up? Coffee first. Sit down. Then I wake up the kids and let the dog out.

What about your job is challenging, and what about your job do you enjoy? The most challenging part is with the youth we get from the community: A lot of the times we are unaware of certain behavioral issues the youth might have.

Our team gets together, and we need to make sure the child gets all the appropriate services while with us to make sure they get everything they need while here. A lot of times, it’s a short period of time they’re here with us.

What’s enjoyable is working with a great team and staff we have here.

We’ve got a lot of staff that bring a lot of different skills. It’s a highenergy and fun place. Like I said it’s not like a job. I like playing pick-up basketball with the kids. That’s a bonus.

The best word to describe the staff and volunteers you work with? They are very skilled and very patient. It’s a hard job. Our staff is very resilient and having done the job myself for eight years, it can be stressful.

What’s your plan for Easter? I’m the cook of the house, so I will plan on making a full spread with turkey, ham, mashed potatoes and green bean casserole. We usually do the Easter egg hunt, although the kids are a little old. In the evening, we get family together and watch a movie.

The best thing you ever found in an Easter egg? Growing up, we had Easter at grandma’s. Basically the kids would get to find the candy and she would hide $10 bills for the adults. It was something different she wanted to make sure we were having a good time.

Where do you like to go with the family for a weekend? They like Orlando. We just went all in on Universal. Although it’s a mad-house, they love it.

Did you have a role model growing up? My dad. He was a hard worker and a provider, and he was the one who got us into sports and fitness. He did marathons.

Something you do on your spare time? When I get time, I like to fish and boat … the normal Keys routine.

Best piece of advice you received? Treat others as you want to be treated. Just be a good person.

Your dream trip? I would like to do Portugal. I was in the Army for a little while and got to see Germany and that area.

If you could be in any movie, what one would it be? “Star Wars.”

The Florida Keys Children’s Shelter is … a wonderful part of the Keys community and a needed resource.

Child Abuse Prevention Month (April) is important because … we need to make sure these vulnerable kids get the services they need.

SPREADING AWARENESS Programs aim to fight child abuse

A

pril is National Child Abuse and Neglect Prevention month. For children and families, access to safe, stable, nurturing relationships and environments is important for them to thrive.

At the Florida Keys Children’s Shelter, programs are offered to youth that are residential and nonresidential. Since 1985, the shelter has helped and counseled thousands of children and families in time of need. Staff at the Florida Keys Children’s Shelter are dedicated to providing the best possible solution for abused, abandoned, and children who run away.

Ben Kemmer, CEO of the Florida Keys Children’s Center, says if people see something, they should “say something” and call the 1-800-96-ABUSE hotline. This reporting tool is available to professionally-mandated reporters as well as the general public as an additional avenue to report suspected cases of abuse, neglect, abandonment or exploitation of children. The Florida Abuse Hotline accepts reports of known or suspected child abuse or neglect 24 hours a day and seven days a week.

As for programs, the shelter has counselors Keys-wide who work with youth ages 6-17 at schools in Coral Shores, Marathon and Key West high schools. Professionals help through issues including missing school, anger management and substance abuse.

ASK — STILL SEARCHING FOR ANSWERS Jill Campbell raises autism awareness in the Keys

hile these past weeks have offered a host of really remarkable events throughout the Keys, I wanted to take the opportunity to recognize one individual who is an unsung hero in our community.

Jill Campbell, the founder of the Autism Society of the Keys (ASK), has quietly become one of the strongest advocates for families

in our county.

On April 6, Jill and her team hosted the annual ASK Autism Awareness Event fundraiser at the Hampton Inn. The night itself was magical as only spring evenings in the Keys can be. A perfect breeze, perfect temperature and a lovely party on the amazing pool deck of the Hampton Inn made for a wonderful family event.

But all this was a mere backdrop to the incredible work Jill has done in promoting not only awareness, but also solutions to families who struggle to cope with autism. With the number of diagnoses increasing rapidly, many families in Monroe County are directly affected by this disorder. Needs may range from basic support and education to financial assistance and advocacy in order to provide appropriate, individualized educational support for each child.

The beginnings of ASK grew from a very personal place for Jill. When her son Craig was initially diagnosed with autism, Jill and her husband were given a very bleak prognosis. She was told that he would never function as a “normal” child and would likely be institutionalized in the end. Jill refused to accept that answer, and began her own research regarding this potentially dark future. After an extensive period of online research, and applying the lessons learned, she found that with the right resources the disorder can be fought and managed. Her son now attends regular classes, spends time with friends, and participates in sports — this is a great testament to Jill and her family’s refusal to give up.

Now Jill brings that drive to the county as a whole. Through ASK, she conducts educational seminars and support groups throughout the Keys. Jill advocates within the schools to provide necessary accommodations for students with autism. She responds to anyone looking for help. Families in our community are better served because of her efforts.

While Jill’s heart and soul appear to be poured into the work of ASK, it only scratches the surface of her many good works throughout our community. As a board member and membership chair of the Rotary Club of Marathon, Jill works tirelessly in fundraising events centered on raising money for local scholarships, the continued battle against polio and other good works in the community. Many other local non-profit organizations turn to her for support, advice and venues — and for each one she finds answers.

This humble and good woman has shown her investment in and caring for our county time and again. Though she often seems to work from behind the scenes, her work shines through every day.

You may have noticed a blue flag flying on the flagstaff in front of Marathon City Hall this month. This flag highlights April as Autism Awareness Month, and families in the Keys are significantly more aware of autism mainly through the efforts of Jill Campbell.

ASK has become the local resource for families affected by autism. Sharing treatments and solutions that have worked for so many families is Jill’s inspiring work. Her dedication to making this possible for Keys families is admirable and deserving of recognition. Jill really is one of our local unsung heroes, and I was honored to present her an Autism Awareness Month proclamation from the Marathon City Council.

The most amazing and heartwarming part of living in the Keys is meeting and knowing the people who make our islands truly special. Jill Campbell is one of those people, and she has made the lives of so many here so much better.

The diet is gaining popularity in Marathon

t’s like someone whispered “Keto” at the edge of an echo canyon. I hear the word repeated in countless conversations among Marathon locals and quite a few are having very notable success.

So, what is Keto? Well, it’s short for ketogenesis or when the body uses stored fats, breaks them down and uses them to produce energy. It’s the antithesis of a low-fat diet, which relies on glucose as the body’s fuel.

It first rose to popularity in the mid-’90s, when it was a possible treatment to reduce pediatric seizures. And it has

a remarkable similarity to the Atkins Diet, popular in the 1970s, but the emphasis in Keto is the amount of fat the dieter should consume. The accepted breakdown is about 70% fat, 20% protein and 10% carbohydrates.

The diet emphasizes “good fats” such as avocado, olive oil, coconut oil, nuts, cheese, and cream. Most of the allowed carbs come from fruits and vegetables and the protein, of course, from meat and eggs.

We rounded up four locals and asked them for a diet overview and about their successes. Here they are:

NAME: LYNN GOODWIN WORK: Realtor, Key Colony Beach MY BEST KETO SOURCE: I purchased the plan at "Keto Fit Diet" and received two cookbooks and opportunity for online help with questions, etc. The reason I chose this particular program was that the Volume 1 of the recipe book gave eight weeks of menus with the breakdown daily of the total grams of protein, carbs, fat and calories; plus a shopping list for each week, eliminating a lot of guesswork. I also have another book called “Keto Sweet Treats” that has turned out to be a lifesaver for those times when you just have a craving that only a sweet treat will satisfy.

PROS OF KETO: Steady weight loss, mainly easy to stay on the program.

Oh, and bacon, butter and heavy cream. Vodka is allowed, but not sugary mixers.

CONS OF KETO: Have to read labels on EVERYTHING to make sure it doesn’t have sugar. Some recipe ingredients are hard to find. You need to keep up the electrolytes. You need to be mindful of what you order when eating out, and wine is off the list due to high sugar content.

MY BEST KETO RECIPE: 4 ounces butterflied high quality chicken breast stuffed with garlic-sauteed spinach and cream cheese, drizzled with olive oil, seasoned, and baked in 425-degree oven for 30 minutes. Perfect every time and you can change it up by wrapping the chicken with bacon and leaving out the spinach.

BEST KETO SNACK: Handful of nuts — almonds, macadamia, walnuts, pecans. Also Cheese Whisps (chips), or a "Fat Bomb" by Atkins or Slimfast (dessert).

HOW LONG ON KETO: 7.5 months POUNDS LOST: 46

NAME: JOHN HOOVER WORK: Project manager, Big Pine Key MY BEST KETO SOURCE: I personally really like several Keto YouTubers, especially Dr. Berry and Dr. Berg.

PROS OF KETO: The Keto diet is unlike any diet I’ve tried over the years, many of which I would lose weight only to gain it back with added pounds in a very short while. Keto, however, satiates you and seldom do you have the urge to snack. You end up choosing foods your body likes and wants instead of the carbs and sugars you have been giving it for years.

CONS OF KETO: You have SO much energy you have few excuses for being lazy. Also, you realize just how bad many of us eat … carb crazy! You have to think before you order food out, but it gets easier as you go.

MY BEST KETO RECIPE: Broccoli casserole with fresh broccoli, grass-fed hamburger, eggs, cheddar cheese and a few other tasty things. Best part? No bread!

MY BEST KETO SNACK: Handful of pecans, or a few uncurled pepperoni Natural Choice with no additives, or avocado.

HOW LONG ON KETO: 11 months POUNDS LOSTS: 80 pounds. (Plus, I’ve convinced 16 friends to start Keto, too!)

The sign by MM 58 in Grassy Key reads “Rainbow Bend Resort,” and even after turning into the parking area behind the fence, it’s hard to notice another, more modest sign for The Hideaway Café. The restaurant faces a breathtaking panorama of the ocean and is very well camouflaged.

A few stairs up and you are inside, where the picturesque views continue, no matter where you are seated.

A man in a white shirt and tie is arranging the menus at the front desk: “A table for two? Right this way.” Robert Gray is the owner of the Hideaway Café. It recently reopened.

“We got slammed by Hurricane Irma. It knocked us out, but fortunately the core staff stayed together,” said Gray. “I think that’s what happened to many other businesses — we spent those days together. We lived together, helped each other, fought through the hardships and celebrated the holidays together. It took us a year and a half but here we are.”

Originally from New York, Gray and his late wife Jacquelyn had been in the restaurant business in New York and Miami Beach.

In 1999, they had heard about a restaurant available on Grassy Key. “Jackie came down and instantly fell in love with the place. It looked different then, of course, but after she got back to Miami she told me that we were moving to the Keys,” said Robert. He said his wife was the chef in the kitchen, while he took care of the front of the house.

Their former sous chef, Freda, is now a chef and continues to use Jacquelyn’s original recipes plus some of her own. Guests definitely gravitate towards the famous duck glazed with soy, garlic and honey, and for the crisp, herb-coated rack of lamb served with mint sauce.

But first, a bowl of tapenade whets the appetite. Freshly chopped tomatoes, basil and garlic in olive oil on a warm slice of bread tease the palate. So did the Caesar salad that came before the main course.

“How’s the shrimp bisque?” asked Gray, who cruises the tables checking on his guests’ comfort.

I had to admit that it tasted delicious — not too thick, not too runny — just right.

“Freda does a great job,” smiled Gray. “I can’t reveal ev-

erything, but sherry is one of the secret ingredients.”

But it’s not just about the food.

It’s about the atmosphere — small, romantic lampshades complement the napkins and white tablecloths; the owner’s consistent yet unobstrusive presence. “I wanted to get rid of him after the hurricane but then decided to keep it,” smiled Gray. “Let’s give him a name! Melvin sounds good.

Sorry Q, U, X, Y, and Z, you guys don’t make the cut—stop smirking, Quentin and Zelda. But, did anyone ever think a name dictated a hurricane’s personality?
