slamorada Council during its April 4 meeting said "yes" to the second reading of an ordinance adding language to its comprehensive plan and land development regulations to allow for the allocation of up to 300 new, affordable residential units.

Before the vote, Planning Director Ty Harris took a moment to update council members on applicants and pre-applications in need of units.

During the first reading, there were five applications needing around 95 units. Today, the number of applicants remains the same, but units requested have slightly changed.

“Since that time (the first reading), one of the applicants has gone out of contract, so those 23 out of that project are currently off the table,” Harris said. “I think that may come back around, but right now, that’s on hold.”

Harris said the village had another pre-application for approximately eight units to repurpose property in Islamorada.

The village has a total of 36 affordable housing allocations available until 2023. During a discussion period later in the meeting, Mayor Deb Gillis said there needs to be a tighter restriction on those remaining allocations, which could be used as rentals or for homeownership.

“Going forward, we have an inclusionary zone ordinance in place that if you build bigger, you have to do so much. You have to build a house or provide housing in some way. If we have no permits to give them, we can’t enforce our own ordinance. We need to at least think how we can move forward with those 36.”

If the village gets the 300 units from the state, Harris said the 36 allocations the village has then become

“extremely valuable” for use for deedrestricted affordable housing.

“The 300 are severely restricted and can only be used for rentals,” Harris said. “If you use up the remaining 36 on rentals, that’s all you’re going to get. What do you have for deed-restricted? There won’t be anything left.”

Harris said Village Attorney Roget Bryan and he will speak with the Florida Department of Economic Opportunity on the problem and a path forward.

In other matters, council approved a 99-year ground lease with Carysfort Homes, a wholly-owned subsidiary of Leben Family LLP, for property at the corner of Woods Avenue and Gardenia Street on Plantation Key for use as affordable housing. In 2017, the village secured ownership of the property.

Approval was given for eight affordable allocations in 2017.

In May 2018, village council approved an agreement for housing development services for affordable housing with Leben. In late 2018, village staff began discussions with Leben regarding the affordable housing project.

Council expressed its desire for Daniel Leben, president of Carysfort Homes, to make a concerted effort to ensure Upper Keys community members get first shot at the units. Councilman Jim Mooney said they should be for teachers, nurses, doctors, firefighters, staff from hotels and other local workers.

“I don’t want to see somebody who qualifies who doesn’t really work in Islamorada or even the Upper Keys that maybe just qualifies, and they’re the first application in and we haven’t solved an issue,” he said. “That’s just something I’d like to see.”

Leben said putting quality people in place is the key to longevity. Even if it’s a rental, Leben said, people want to be proud of where they live.

“You want people living in the community and investing in the community,” he said. “This site is right across the street from both the schools (on Plantation Key). I can’t imagine both those schools aren’t going to fill all these units right there.”

LEAVING THE NEIGHBORHOOD Social services, meal site going to Tradewinds JIM McCARTHY

ollowing neighborhood concerns, services provided by Monroe County out of Pearl House of Worship in Islamorada will be heading north to Key Largo.

The Board of County Commissioners, during a meeting last month, approved to forward a lease of termination notice for the Pearl House of Worship site, located at 161 Pearl Ave. It’s the temporary location for community services in the Upper Keys before a new government complex opens in roughly three years. Commissioners also approved to negotiate a lease for the social services office and congregate meal site at the Tradewinds Shopping Center in Key Largo.

Action from the board comes after the village told Assistant County Administrator Kevin Wilson and County Mayor Sylvia Murphy during a March 14 meeting to seek a new location for services. It comes amid concern from those in the neighborhood regarding use of the building and increased traffic.

Wilson told council members the site is used by a social worker who sees 10 to 12 clients. It’s also used as a meal site for qualified seniors to come for a hot dish and social time with fellow community members.

Overall, Wilson said, the Pearl House of Worship site on Plantation Key isn’t fully operable service-wise due to some neighborhood pushback.

“Twenty to 25 seniors a day for meal service is the high end,” Wilson said. “They’ll come by bus. (We also) do Meals on Wheels and take them out to people.”

Councilman Ken Davis said the board isn’t opposed to what they’re doing service-wise, but to the location.

“There are some services you don’t have up and running, and that will provide more ammo for the neighborhood,” Davis said. “You shouldn’t have to hold back. I’d like to see it in a place where people are coming and going 24/7 if you wish.”

Wilson said they chose the site because the county believed they could deliver all services provided at the site. County Mayor Sylvia Murphy told board members they’re not running a soup kitchen.

“People don’t come off the highway, and I heard from people in that area that came to me and said they think people will come in off the street who will walk all over the neighborhood or steal.” she said. “That’s the furthest thing from the truth.”

Pam Martin, president of the AARP chapter in the Keys, told council during an April 4 meeting that seniors in the lower end of Islamorada won’t be able to make it to Key Largo.

“I wish you would come to the senior center and tell all those folks who eat lunch there every day that you don’t want them to have a location there in Islamorada,” she said. “Social interaction is so important to keep the brain active, prevent depression and it really helps them.”

Councilman Jim Mooney said he heard concerns about traffic and trucks on site. Vice Mayor Mike Forster said the county’s temporary location doesn’t conform to the area that’s zoned residential. Forster told Martin seniors could use the community room at Founders Park. Forster also gave Wilson two possible locations in Islamorada.

“Knowing there was 8,000 square feet of commercial square footage available at a reasonable rate, it made sense for (the services) to come out of a residential neighborhood,” Forster said.“It was totally up to (Wilson) what he wanted to do with that because we weren’t renting space. The county was.

“There are alternatives,” Forster continued. “We just have to find them.

We didn’t sit here and say we don’t want to take care of citizens. That’s a falsehood.”

Council discusses fertilizer ordinance JIM McCARTHY

n an effort to prevent igniting harmful algal blooms in local waters, Islamorada village officials are beginning to discuss an ordinance that would limit application during the rainy season of fertilizers containing two key nutrients.

Councilman Ken Davis took a moment during the April 4 council meeting to discuss an ordinance the city of Sanibel enacted after suffering an economic hit due to the emergence of harmful algal blooms — with tens of millions lost in area revenue and $4 million in tax base. While blooms were emerging, the city’s own use and abuse of fertilizers helped feed the fire.

“Everyone was canceling reservations and restaurants were closing. It was devastating,” Davis said.

Sanibel’s ordinance regulates applicators of fertilizer within the city from July 1 to Sept. 30. Specifically, it bans use of fertilizer with more than 2% phosphorus or 20% nitrogen during that period. The Sanibel ordinance also provides a buffer zone so no fertilizer can be applied within 25 feet of the water.

Davis turned to some landscapers in the field to get their take, one being licensed horticulturist and Islamorada resident Hilary Whitehouse. Owner of Model Pest Control, Whitehouse told council members the ordinance would be “great for the village.”

Whitehouse said there are three major elements in fertilizer: nitrogen, phosphorus and potassium. Of those, nitrogen and phosphorus are the most

readily available nutrients that will leach very quickly into the soil. As rains come in, nutrients end up flowing into the water and help feed harmful algal blooms. Whitehouse said applying the right fertilizer at the right time of the year is critical.

“We never hit a full dormancy period; we’re growing all year long,” Whitehouse said. “Here, we’ve got companies who are out applying nitrogen and phosphorus, (which are) to make things grow and to make things green. It’s unnecessary to make things grow when things are already growing.”

Kelly Cox, counsel and program director for Miami Waterkeeper, a Miami-based nonprofit dedicated to protecting the watershed though advocacy, also spoke in favor of a fertilizer application ordinance. Cox reached out to council members regarding water quality issues and solutions, one being a fertilizer application ban. A Plantation Key resident, Cox said she’s grateful the village is considering an ordinance.

“Water quality is innately connected not only to the cultural heritage of Islamorada, but also to the economic vitality of this area,” she said. “It’s obvious it’s at the forefront of your minds.”

Davis asked village staff to come up with an ordinance so it could be adopted. Ty Harris, village planning director, said it could be added to the landscaping code.

“That would be the most appropriate and we’ll put it into our list of code re-writes,” he said.

Language on a fertilizer ordinance will be brought back to council once written. Whitehouse said her company is already compliant, applying no nitrogen or phosphorus.

“I hope all the Keys take this on,” she said.

HARMFUL ALGAL BLOOM According to the Florida Fish and Wildlife Conservation Commission, a harmful algal bloom (HAB) is the proliferation of a toxic or nuisance algal species that negatively affects natural resources or humans. Scientists prefer the phrase “harmful algal bloom” to “red tide” because blooms are not always red and are not related to the tides. Harmful algal blooms damage the environment because they replace vital food sources, clog fish gills, prevent sunlight from reaching seagrass and contribute to low oxygen “dead zones” when they degrade. Some HAB species produce potent toxins that can persist in the water and enter the food chain. These toxins can be harmful to humans and animals.

he Monroe County Commission will have its all-day meeting on Wednesday, April 17 at the Marathon Government Center. The meetings rotate among Marathon, Key West and Key Largo.

The board will consider many items, including a special taxing district on Big Pine Key, as well as Pigeon Key Foundation’s lease of the tiny island in the middle of the 7 Mile Bridge.

“This will be our first,” said the county’s Rhonda Haag, director of sustainability, regarding the special tax zone. She said the “majority” of residents along canal No. 266 on Big Pine Key are asking the county to institute what’s called a Municipal Service Taxing Unit (MSTU) to install an air curtain to keep the canal clean.

Although the project has not been sent out to bid, she said the air curtain and installation could cost about $100,000 — plus costs for maintenance. A neighbor must agree to allow the county to put the pump equipment on his or her property. Staff is recommending the neighbors pay $75 monthly per lot for canal maintenance.

“There are 41 lots facing the canal, owned by 25 property owners, some who own more than one lot,” said Haag.

That particular canal — considered one of the “worst” preIrma, according to Haag — was part of the county’s pilot project to address water quality issues in the Keys. The county spent approximately $1.35 million in grant money to remove 5 feet of muck,

and install and operate the air curtain. The air curtain and equipment was destroyed by the storm, but the canal’s navigability is intact, Haag said.

James and D’Ann Stone, residents who live on that particular canal, wrote in support of the subject in an email addressed to County Commissioner Michelle Coldiron.

“The project turned back the clock 50 years, and we had a clean, live marine environment opening out into near shore waters. While some weed wrack continued to ease past the curtain and aggregate in the back of the canal, it was much reduced. As a result, we support the return of the air curtain to our canal, and are willing to pay the costs to keep our backyards cleaner than they will be without it.”

Also before the commission will be the renewal of the Pigeon Key Foundation’s lease to operate on the island in the middle of the 7 Mile Bridge. The lease is for 30 years at a rate of $1 per year. Kelly McKinnon, director of the foundation, said approval is necessary for the organization’s future.

“The lease allows us to secure private benefactor funding,” McKinnon said. “People want to know that we have the county’s trust to manage the island for the long term.”

Currently, the wooden ramp that connects the Old 7 Mile Bridge to the island is undergoing $1.9 million in repairs. When the repairs to the old bridge are complete, it will allow trolley access to the island. In addition, the foundation is overseeing the restoration of historic buildings and, McKinnon said, continuing to increase its numbers of student visitors and tourists.

LEGISLATURE WORKING THROUGH BUDGET DIFFERENCES

T

he Florida Senate and House recently passed their respective budgets for the upcoming fiscal year. While overall spending is similar, the chambers are far apart on certain line items.

During legislative session, the state House and Senate each passes a budget reflecting the chamber and its members’ priorities. On April 3, the Florida Senate was unanimous in its passage of a $90.3 billion budget. The House followed the next day with approval of an $89.9 billion budget. Gov. Ron DeSantis’ budget plan totaled $91.3 billion.

State Rep. Holly Raschein said the House and Senate will meet for budget conferencing as there are matters to resolve. The legislature is required to approve a single budget to send to DeSantis.

“We’re far apart on certain things, but that’s why we all get together,” Raschein said. “Hopefully we can pass a bill and get it to the governor.”

DeSantis’ budget proposed $625 million for Everglades restoration and water quality improvements. The Senate’s bill took it a step further, including $656 million. The House bill, on the other hand, is at $607 million.

As for education, the Senate’s bill increases funding by $1.1 billion, about $350 more per student, while the House measure is roughly $579 million, or $167 more per student. DeSantis’ ask was $224 more per pupil. The House and Senate also have funding differences on school mental health services and Visit Florida, the state’s official tourism marketing corporation.

BILL UPDATES STUDY LONG-TERM VESSELS On March 26, the House Agriculture and Natural Resources Appropriations Subcommittee unanimously approved a bill that would provide an appropriation for the Fish and Wildlife Conservation Commission to study the impacts of long-term stored vessels and certain anchored and moored vessels on local communities. Co-sponsoring the bill in the House, Raschein said there are issues where vessels become derelict and a problem on the water. She expressed support for a state plan to deal with the issue.

“Obviously, Florida is home to a number of vessels,” she said. “Imagine a number of those that get forgotten, break free or lose anchor lines and fall into a dangerous condition. They become derelict and there are a lot of issues like that. There’s also the environmental impact and they’re obviously a navigational hazard. FWC wants to take a look at this to see if we need more mooring areas or if we need to have time limits.”

“Everybody isn’t a bad apple,” she continued.

“The majority who use boats are good actors.”

The bill sits in the House State Affairs Committee and the Senate Rules Committee. State Sen. Anitere Flores is a bill cosponsor.

CRAFT DISTILLERIES Raschein is sponsoring House Bill 1229, which would allow a craft brewery to hold multiple vendors’ licenses for the sale of alcoholic beverages.

There are a few distilleries in the local community, but they’re limited in where they can conduct tastings, where they can distribute or store product and how much they can sell. Raschein said the bill seeks to level the playing field between wineries and distilleries.

“The industry is new to the scene and they’re very limited in what they can do to expand their business and their business model,” she said. “It’s a forward, pro-business-thinking bill.”

The bill was referred to the House Commerce Committee on March 26.

STATUS OF RASCHEIN-SPONSORED BILLS HB3671: Provides an appropriation of $250,000 for the Harry S. Truman Little White House rehabilitation in Key West. The bill awaits consideration from the Appropriations Committee.

HB 3673: Provides $500,000 for Monroe County Centralized Receiving Facility Behavioral Health Clinic.The center, which was built over 30 years ago, is in need of security upgrades to keep clients and staff safe. The bill sits in the Appropriations Committee.

HB3683: Provides $500,000 for Monroe County Children’s Health Center. The Florida Keys Area Health Education Center will provide no-cost primary care services through eight clinical sites to medically vulnerable children throughout Monroe County. The bill gained support from the Health Care Appropriations Subcommittee and now sits in the Appropriations Committee.

SB 720 and HB 525: Renames Florida Keys Community College to The College of the Florida Keys. The bill is on the Senate Appropriations Committee’s agenda for April 11.

The bill passed the House by a 112-0 vote on March 27.

HB 4737: Provides $7.5 million for the Monroe County Emergency Operations and Public Safety Center. The bill received unanimous support from the House Transportation and Tourism Appropriations Subcommittee March 7. The bill sits in the House Appropriations Committee.

“The regulations that Monroe County has for vacation rentals are working. The state meddling with that is incredibly problematic.”

BILL EYES STATE CONTROL OVER VACATION RENTALS Senate Bill 824 would preempt the regulation of vacation rentals to the state, including but not limited to the inspection and licensing of vacation rentals.

Legislation would also eliminate grandfathered local government ordinances that have vacation rental regulations.

The bill, sponsored by state Sen. Manny Diaz Jr., is drawing some concern from Monroe County. Sen. Anitere Flores told the Weekly during a recent interview she shares those concerns about preempting something that’s “working very well in the county.”

“I think right now the regulations that Monroe County has for vacation rentals are working,” she said. “The state meddling with that is incredibly problematic.”

Flores said she’d only support the bill if there is an exemption for the county. Last year when the bill was moving ahead, Flores was able to get a carve-out for Monroe County. The bill didn’t get through the legislature, leaving vacation rental control under local governments. Flores says the path for the bill to move is increasingly challenging.

“I think it’s going to be pretty hard to get this passed. But you never know and you have to be vigilant,” she said. “If the bill’s going to move, we’re going to make sure Monroe County keeps local control.”

illy, one of MARC’s regular clients, grins as he proudly displays his freshly-baked muffins. “I like baking. I like new recipes,” he says.

MARC, short for the Monroe Association of “ReMARCable” Citizens, has served the Monroe County adult population with developmental disabilities since 1966. The nonprofit’s Upper Keys location is a vocational center and a thrift store. Tucked to the side of Coral Isles Church in Tavernier, the store is marked out front by a big, red chair with “MARC” written in rainbow letters. Inside, it bustles with activity, joy and smiles.

Each day, staff, trainers and volunteers pick up their clients and bring them to the center for adult day training and life skills work. These workshops ensure each client receives individualized support and training and include topics like money management, food service, taking care of a home, and making good social choices. The goal is to enhance each client’s individual abilities to understand daily community routines and learn social, self-care, and vocational skills.

In Tavernier, the storefront raises money for MARC and doubles as a vocational training ground. Clients train to hang clothes, sort donations, work the floor and greet customers.

“Our clients enjoy interactions with customers,” said Francine Lemay, the supported employment coordinator. “They love greeting people as they come in and building friendships.”

The store-center is all about inclusivity within the community and encourages MARC’s clients to form and enjoy relationships with nondisabled peers.

“I’m really glad we have this service for this population,” Lemay said. “Because they’re important and they deserve to be seen.” As she says so, Cinnamon, another client, flashes by, holding a gold dress off the racks.

She’s preparing for the big “Spring Into Art Antique Car Show” happening Thursday, April 11 at Coconut Cove Resort. It’s a huge fundraiser for MARC, and includes local art, antique cars, a fashion show by MARC’s clients, and much more. As Cinnamon shows off her outfit of choice, she describes how she hopes the dress will look good for the event.

Cinnamon also runs her own business — putting cards she’s painted into local stores for sale. Her MARC adult day training has helped her develop and execute her business plan. Lemay describes how she helps other clients find what they want to do: “Think about what you want to do and we’ll work on it. Maybe something with animals? Let’s try the Humane Society.”

Beyond serving this population, MARC also serves the Keys community at large. Donations that aren’t sellable are donated to the humane society, assisted living homes, and women’s and children’s shelters. Dawn, a local customer who’s been shopping at MARC for over 10 years, agrees.

“The people here — they have a huge heart,” she said. “They do great things for the community. They’ve helped my family and I through really hard stuff. I can’t ask for anything else from a shop. They’re wonderful!”

Cycling event honors work of children’s shelter A group of cyclists rode 125 miles, from North Key Largo to Mile Marker 0 in Key West for the children. On April 5, riders took off from Ocean Reef. Making several stops along the way, cyclists eventually made it down to Key West, to raise awareness and honor the work of the Florida Keys Children’s Shelter, which serves over 500 youths a year throughout the Keys.

Serving Monroe County for over 30 years, the nonprofit organization continues to touch the lives of children through its no-cost programs, emergency shelter, group homes, community-based counseling and drop-in center for homeless and run-away youth.

TAKE THE PLEDGE Challenge for water conservation underway

I

n 2016, Islamorada ranked fifth in the U.S. in the Wyland National Mayor’s Challenge for Water Conservation. This year, the village is hoping to come out on top in the small-city category to pledge to save water.

The eighth annual challenge is underway and runs through April 30. My Water Pledge is a friendly competition among cities across the United States to see which can be the most "water-wise." Mayors nationwide are challenging their residents to conserve water, energy and other natural resources on behalf of their city through a series of informative, easy-to-use pledges online. Mayor Deb Gillis endorses the Water Conservation Challenge and encourages all residents to participate.

Through www.mywaterpledge.com, residents can make a series of online pledges to reduce impact on the environment. By pledging to make changes to decrease water and energy use and reduce pollution for one year, customers can see savings in water and electricity bills.

Before the April 2 meeting, Mayor Deb Gillis took a moment to proclaim April as Water Conservation month. The state of Florida and the village are working together to bring awareness to the importance of water conservation. April is typically a dry month when water demands are the highest. “(I) call on each citizen and business in Islamorada to help protect our precious resources by practicing water saving measures up and beyond our needs,” Gillis said.

The South Florida Water Management District said South Florida is one of the wettest areas of the country; it typically gets about 53 inches of rainfall a year. About 90% of the water used in homes and businesses comes from groundwater sources called aquifers. The remaining 10% comes from surface water such as lakes, community ponds and rivers. Both surface and groundwater supplies are primarily recharged by rainfall.

Even with our typical abundant annual rainfall, South Florida’s weather can quickly change from deluge to drought. That’s why conserving water year round is an integral part of managing and protecting South Florida’s water supplies today and for future generations.

WATER CONSERVATION PRACTICES • Replace aerators in kitchen and bathroom sinks with models rated for 1.5 gallons per minute or less.

• Water the lawn based on its actual needs and following the district’s year-round landscape irrigation water conservation measures and/or local ordinances • Install low-flow appliances, such as a dishwasher.

• Install low-flow water fixtures, such as showerheads.

n 1992, 80 years after the 30-foot steamship was built on England’s Lancashire coast by the Lytham Shipbuilding and Engineering Company, the African Queen was placed on the U.S. National Register of Historic Places.

When it was first launched into the River Ribble in 1912, the steamship was christened the S/L Livingstone for use by the East Africa British Railway.

The Livingstone was used to shuttle cargo, missionaries and hunting parties across the lakes separating Uganda from the Belgian Congo.

When legendary director John Huston went looking for an authentic steamship, he and Sam Spiegel traveled to Africa, where they discovered the Livingstone in Uganda. The vessel was purchased in 1950 for use in Huston’s 1951 production “African Queen.”

The film won Humphrey Bogart an Oscar and helped cement Katharine Hepburn’s status as a star.

The ship came to the Florida Keys after lawyer and hotelier Jim Hendricks Sr., who built the Key Largo Holiday Inn, discovered the historic steamboat in an Ocala cow pasture in 1982. He bought the African Queen for $65,000 and shipped it to Key Largo.

After refurbishing the vessel, he began chartering scenic rides on the ship around Key Largo. Hendricks died in 2002. His son Jim Jr. leased the boat to Lance and Suzanne Holmquist in 2011. It was again refurbished and today the African Queen is once again taking passengers on scenic tours through the mangrove-lined canals and bays of Key Largo.

Rowell’s Park to host Bridge Run this year The 2019 First State Bank Key Largo Bridge Run replaces the 5K and 10K distances with a 4-mile run and a half-marathon course with post-race activities being held at Rowell's Waterfront Park.

The Key Largo Bridge Run will take place on Saturday, Nov. 9, with an estimated start time of 6 a.m. The start line for the half-marathon & 4-mile distances will be located on the access road leading to Gilbert's Resort; the finish line will be located at Rowell's Waterfront Park.

The half-marathon distance “will give us the ability to truly tap into the national running market,” said HNO Productions President Henry Menendez. “Post-race activities at Rowell's will also give us the ability for growth this year.”

The organization also offers daily dolphin interaction programs to the general public, and conducts education and research programs.

Staff scientists are involved in over 40 research projects exploring aspects of bottlenose dolphin behavior, cognition, acoustics, medicine and welfare.

“Findings from these studies, and the over 30 peer-reviewed scientific studies already published, allow for improved welfare for our resident dolphins and any stranded whale or dolphin that requires our assistance,” said Kelley Winship, senior scientist. The organization also has curriculum offerings for pre-K through graduate level classes, covering a range of marine science topics, and is currently offering a marine mammal applied behavior and managed care graduate course in partnership with the University of Miami’s Rosenstiel School of Marine and Atmospheric Science.

Proceeds from this year’s gala will directly fund these programs, and help pay for capacity building efforts.

Hunter Kinney, senior marine mammal specialist and assistant director of development, said the gala represents the official launch of a new fundraising and development program that Kinney said "will allow the organization to grow into a landmark marine conservation center, something that will not only have lasting positive effects on the Florida Keys environment, but also the economy."

Dolphins Plus gala set for May 4

I

n just a few short weeks, the newly remodeled and luxurious Baker’s Cay Resort in Key Largo will host an event for Dolphins Plus Marine Mammal Responder (DPMMR), the agency responsible for rescuing whales and dolphins throughout the Florida Keys.

On Saturday, May 4, DPMMR will host its inaugural “Connect to Protect” gala in the Baker’s Cay ballroom.

The event kicks off at 5 p.m. with a private cocktail hour for key benefactors in the VIP Lounge, with doors opening at 6 p.m. The evening will feature a silent auction highlighting one-of-a-kind art and experiences, as well as raffles and a brief live auction. Additionally, attendees will have a three-course meal, open bar and music, dancing and fellowship.

Tickets are on sale at www.dpmmr.org/gala. Some ticket packages come with a new year-long membership to DPMMR. The nonprofit is the only organization responsible for the rescue of stranded whales and dolphins in Monroe County. The team covers over 10,000 square miles of sensitive marine habitat and responds to orphaned, sick, injured and stranded whales and dolphins. Although DPMMR officially organized in 2015, it wasn’t until the beginning of 2018 that it opened its headquarters to the public; there, it has eight Atlantic bottlenose dolphins that could not survive in the wild.

Signs discussed to alleviate cigarette litter

I

n an effort to keep Islamorada clean, village officials are looking to raise awareness of cigarette butt littering.

While receptacles are in place for disposal, not everyone uses them. Instead, smokers flick cigarette butts onto the ground.

During a recent meeting, Vice Mayor Mike Forster brought up the matter and discussed with fellow council members possible ways to bring more awareness. Forster noted that Key West is drafting an ordinance that would require private establishments to have receptacles and signs that warn against violations.

While receptacles are a must and signs a good idea, Islamorada council members agreed the village should pursue signs instead of imposing another expense on local business. Forster said he thought Key West’s ordinance is a good one to duplicate for continuity of the Keys as a whole.

“It’s all about talking about it. It’s all about the education about it,” Forster said. “And it goes back to giving code enforcement people the tools to enforce the rules that we have.”

Village Attorney Roget Bryan said there’s partial overlap with existing regulations regarding litter in village code. It’s already unlawful to throw or deposit litter in any manner or amount on any street, other public place, or body of water within the village, except in public receptacles or in authorized private receptacles. Those found in violation could be issued a citation or notice to appear in county court.

While tobacco products are called out in the code, Bryan said it doesn’t expressly deal with cigarette butts. He said it wouldn’t be a heavy lift to amend the ordinance.

“It appears at a staff level to be an enhancement of our existing litter regulations,” he said.

Councilman Ken Davis said he has no issue with signs. He said it’s a way to show community pride.

“When we do that, our visitors will follow,” he said. “Until we start, don’t expect them to do it in on their own.”

Councilman Jim Mooney said the village should make signs instead of letting businesses do them.

“I think you’d be better received than imposing on business,” he said. “Just let people know Islamorada thinks clean. You have to plant the seed first.”

Mayor Deb Gillis noted that discussion came up a few years ago related to cigarette butts, and council backed off since the village’s litter ordinance covered it. Overall, Gillis said she likes the idea of the village providing signs along the road. Village staff and Forster will meet to work on signs to keep Islamorada clean.

“It will make our town a little bit better,” Forster said.

“T

his is where God wanted us to be,” smiles Monica Bankowski. Originally from Michigan and Ohio, Bankowski recounts several earlier hurdles to her ending up in the Keys.

But, six years ago, she retired and moved here. Now, she teaches watercolor painting at Our Place in Paradise, a community art space and gallery in Tavernier. Bankowski, one of several instructors at the gallery, specializes in teaching novices.

“I love teaching people who are afraid of watercolors,” Bankowski said.

With life, as “with watercolors, you can’t cover-up mistakes. You have to learn to relax and accept what happens.”

Our Place in Paradise Gallery recently held an open house, which showcased new works by the gallery’s many talented artists, highlighted by a painting demonstration by Kathleen Denis.

The gallery was founded by Joanne Kolb and Liza Moore. The pair originally wanted to open up a little coffee shop and a library. When they saw the space, they weren’t impressed.

“It was nondescript, behind trees, dark,” Kolb said. After they gutted the building and put down an “ocean green/blue floor” to add calm to the atmosphere, it started to come together.

“We wanted a relaxing place like home. We wanted a place where when you step inside, you say ‘ahhh,'” Kolb said. Eventually, the building morphed into the community space it is today, hosting painting and ceramic workshops, demonstrations and art collections from local and international artists.

Bankowski said the people in the community support the gallery, and the gallery supports the community and the wider world.

“This place brings the best out of everyone,” she said.

Kolb and Moore want their gallery to be different — one that promotes other galleries and brings people together. The “hostess” for the space, Tina Porter, admiringly talks of Kolb and Moore: “These guys are givers.

They are always looking out for other people. They have momma hearts.”

Kolb and Moore use their gallery to boost interest in art and art education through events like the live demonstration that artist-in-residence Denis is hosting this night.

Denis started painting over 20 years ago and was recently accepted as a U.S. Coast Guard Artist. She loves to educate and pass on what she knows through weekly classes and workshops.

“Teaching helps me be a better artist,” she said.“There’s a joy here, in painting. It’s better than any other therapy. When I paint, I feel the pres-

ence of God.” During her demonstration, she painted a rustic village scene with sunset oranges and purples. As Kolb looks on, she commented, “People don’t know what is involved in making a piece. With demos, we can see the process from start to finish. Demos get people excited to do art."

Patty Cook, who organizes food for the gallery’s events and classes, said, “Kathleen is a nationally-acclaimed artist, who works very well with light and shadows, and teaches here."

“There are art lessons three to four times a week, and you don’t need talent to start,” Kolb said. “Workshops and classes always include lunch,

to make you feel like you are at home. We spend a lot of effort on lunches. It’s a time to get to know each other and take a break.”

Cook loves the gallery and its mission to give back to the community. She also brings her own art, and community help, to the space: Beads for Beds. Cook uses recycled paper beads made by Ugandan orphans to make jewelry that raises money to buy beds for the children. Each bracelet buys one bed, and through this work, Cook has been able to raise enough to buy 600 beds — all the beds the orphanage needs. “God gets the credit,” she smiles. “I’ve never made jewelry in my life.”

Local artist Veronica Gutierrez, originally from Peru, is in the audience for the live demonstration. Gutierrez has a stained glass mosaic art studio one block north of the gallery. She took a class here once and loved it. Now, her art is featured on the walls and she teaches community classes to give back.

“Oftentimes us artists get lost working in our own studio. The gallery brings us all together.” Gutierrez said. “We can update each other on our lives and motivate each other with our art”.

Skippers Dockside in Key Largo offers locals seeking relaxation or vacationers a spot to enjoy a drink under the tiki bar and a meal as they watch boats on the canal or listen to some music. It’s a unique establishment, with its sports bar and restaurant along with that tropical vibe along the water.

Eugene Bergin, assistant general manager, said the establishment is family-oriented for casual dining. While cuisine is seafood-based, there are many options for people who are looking for burgers, wings or flatbreads and more.

“Our menu has a nice mix,” Bergin said. “We’ve been around since 2015.

We do change the menu up every year.

Over the years, we’ve built a pretty good menu that everyone likes.”

For a drink, try one of a variety of handcrafted cocktails and frozen drinks. Bergin said the jalapeno or Skip’s mojito is the go-to for many visitors. Skip’s mojito is made with Bacardi pineapple rum, ginger liqueur, muddled mint, fresh lime, simple syrup and topped with ginger beer. There are also craft beers and a large collection of wines to enjoy.

Skippers Dockside just might have some of the best flatbreads around.

Try the herb-roasted chicken, made with basil-pesto, oven roasted tomato, fresh mozzarella, balsamic reduction and scallions. These flatbreads are hot, fresh, crunchy and satisfying.

There are also signature handhelds like the island marinated chicken and the Dockside signature burger, which

comes with Jack Daniel’s bacon jam, crispy onions, maple barbecue and melted cheddar cheese.

If you’re coming for dinner and are looking for a delicious entrée, you won’t go wrong with the grilled mahimahi. It comes with seasoned vegetables, roasted red pepper butter sauce, pickled onions, purple cabbage and herb risotto. The meal’s a true stomach pleaser. For non seafood eaters, try the grilled Mojo marinated chicken made with dirty island rice, orangeglazed plantains, chimichurri and Jack Daniel’s bacon jam.

“It’s really, really good,” Bergin said.

For a sweet ending, let the warm coconut bread pudding with dolce de leche ice cream take you to heaven.

The community came out April 6-7 for music, food, classic cars and some fun on the water as part of Island Fest. D

iving off the Philippine Islands in the Pacific, I photographed what they called “turkeyfish.” In places, these were the only species of fish in abundance. Members of Scorpaenidae family, these beautiful fish remained perfectly still suspended in the water column, brightly colored red and white spines deployed, large mouths poised to devour prey.

Lionfish have a variety of other names, including turkeyfish in the Philippines, as well as zebrafish and filefish. They’re all exotic and beautiful fish to behold. They became aquarists’ dream fish, decorating salt-water tanks with resplendent beauty. Their popularity waned when admirers found the species had voracious appetites and quickly devoured other small tropicals in tanks with them. Not wanting to kill their magnificent fish, thoughtless saltwater aquarium owners dumped them

into the Atlantic Ocean. When Hurricane Andrew destroyed a large seaquarium in Miami, it was reported that six lionfish were blown into Biscayne Bay. Some postulate that ocean-going ships from the Pacific Ocean emptied them when they released water from ballast tanks.

Whatever the origin of the first lionfish invasion of the Atlantic Ocean regions off Florida and the Caribbean, they have proliferated as an invasive species and continue to menace other tropical reef fish.

Not particularly large species, Pterois range from tiny juveniles about 2 inches in length to adults that can be 18 inches long weighing up to three pounds. These are long-lived fish that remain in the reef environment for some 15 years without predators. Females reproduce every month, releasing upwards of 15,000 eggs.

In the Philippines, I found turkeyfish to be aggressive. When I would approach to take a photograph they would aim their venomous spines at me and prepare for an attack. With specialized muscles that control swim bladders, lionfish species can remain poised in the water column or on reefs, ready to attack prey.

Lionfish are not only exotic, they are dangerous. Stings from venomous spines cause immediate pain and swelling. The venom breaks up under extreme heat. Divers who have been stung are told to immerse their hands in water of 120 degrees to break down the poison. Usual sting relief options such as vinegar do not work on lionfish stings.

People who are allergic to stings or have compromised health must exercise extreme caution. “Look but don’t touch” is the key. Divers are stung more often while spearing lionfish than accidentally coming in contact with their spines.

In attempts to reduce the impact of lionfish on Florida reefs, Keys Marine Sanctuary officials have permitted harvesting them within sanctuary boundaries. Elsewhere in Florida there are organized efforts to reduce populations of lionfish, including lionfish derbies or contests with prizes for the largest catch.

While there are no natural predators in the Atlantic Ocean to prey on lionfish, divers spearing them have begun to get sharks, groupers and moray eels to eat them. In some cases divers cut spines off before offering them to these reluctant predators. The hope is to get them to eat lionfish on their own in the wild.

Jason Adams takes a trident pole spear with him on every dive out of Islamorada. Adams, operations manager for Key Dives, encourages divers he takes underwater to spot lionfish for him. Under pressure from spear fishers, lionfish have become wary. The once easy shot is not always so, since they tend to flee in popular dive sites when they sense divers’ bubbles and the approach of a spear-wielding diver.

“We have permits from NOAA and the Marine Sanctuary to spear lionfish in areas where no harvesting of anything is allowed,” said Mike Goldberg, owner of Key Dives.

He has run dive operations in the U.S. Virgin Islands, where lionfish were known to wipe out populations of small reef fish. “Nothing preys on them underwater and they reproduce rapidly. We have found a dozen and more juvenile fish inside the stomachs of larger lionfish. They can wipe out an entire reef population,” he said.

When Adams speared a lionfish that sought refuge under a coral head, a small nurse shark appeared. He did not use shears to cut off its spines. He wears special teflon gloves that do not allow spines to penetrate. The nurse shark is now trained to eat lionfish.

it in its mouth. Another speared lionfish was offered to a green moray eel. The eel came out of its niche and grabbed the lionfish off Adams’ spear.

It was in the early 1990s that a friend came aboard a dive boat and told me he photographed a lionfish on Florida’s Atlantic coast off Delray Beach.

I was enthused by the prospect of photographing it, received a good description of the location, went back underwater and took the picture. That was the first. Since then lionfish continue to be a favorite photographic subject with colorful venomous spines deployed. They are found underwater all along Florida’s coast.

The flesh, once spines have been cut off and fillets made, is white and among the besttasting fish to be had. Prices in markets offer lionfish from $7.99 a pound and more. Restaurants have begun featuring lionfish on menus. Since the fish are relatively small, it takes a lot of fillet from smaller ones to create a pound. Spear fishing for lionfish, going to the extra effort of filleting them, is still a cottage industry in Florida. Hopefully with the dedication of divers from Key Dives and many other dive operators and private spear fishing enthusiasts the population will be controlled.

“They are in deeper water where not too many divers go now,” Goldberg said. One diver descended to the edge of a deep reef in over 100 feet of water.

It was not a spectacular reef; however, it yielded a catch of 20 lionfish. Because of the rate of reproduction, NOAA estimates that sustained harvest of 27 percent of the population is required every month to control the population.

Divers are doing their part.

Slowly, popularization of lionfish as food is gaining acceptance as a delicacy. The key in any of this is to educate people that disposing of exotic species of any kind, be they snakes or tropical aquarium fish, will harm Florida’s environment on land and underwater.

magine a woman named Sheila. She crosses an ocean and arrives in America from Ireland. She decides to make a life in the Florida Keys. She falls in love, marries and works as a teacher for decades.

They save money and buy a house. It is paradise.

2017: Hurricane Irma hits. Their house is destroyed, along with nearly everything in it.

The couple is desperate, and Sheila’s husband has some connections in Texas. They drive up the state, across the Panhandle and arrive in Texas, hope buoyed. They stop at a gas station, and Sheila goes inside for a moment. When she returns to the car, her husband is dead. A heart attack.

Here is Sheila’s new situation: no job, no savings (as a school teacher), no house, in a place where she’s never been. She contacts a church she attended in the Keys, which arranges for her return. Upon arrival, she is referred to Samuel’s House. Samuel’s House, a nonprofit, is able to house her, provide her with amenities and support for the next six months while she reconnects with her family back in Ireland. Her son, an attorney, ultimately arranges for her return, where she is now building a new life.

“She sends us postcards frequently,” said Kim Stover, executive director of Samuel’s House.

essarily the most tragic. Stover and Tara Salinas, deputy director, recall “countless” stories: single parents with no resources — they are currently housing a single father of five — as well as underage girls who have been victims of sex trafficking.

“We never turn away a pregnant woman or a woman who has children,” said Stover, “So, even if the rooms are filled with single ladies, we’ve had to have ladies sleeping on couches to provide rooms for the kids.”

And they always make room. There’s hope at Samuel’s House — hope grounded in concrete services, the most pressing of which is housing. Women, and men with families, come to Samuel’s House via many different paths.

Samuel’s House has three different programs: The Mary Spottswood Women’s Center, with 32 beds, providing emergency shelter for up to 90 days; Kathy’s Hope, providing structured independent housing for families recovering from homelessness; and Casa de Meredith, providing structured affordable permanent housing to men and women with intact families.

“We take referrals from all over the county, whether it’s from the Sheriff’s Department or KWPD or any other agencies, like Wesley House or Florida Keys Outreach Coalition. Some are court-ordered, and a lot are self-referrals,” said Stover.

Who should come to Samuel’s House for help?

“We’re able to help anybody in Monroe County, whether it’s a single woman, a woman or man with children that need shelter.” Through grant funding, Samuel’s House is able to assist with first, last and security payments, utility bills, food, clothing, medical and dental care, “for anyone we are able to assist — not just people coming into the shelter,” said Stover.

Samuel’s House is part of the Continuum of Care, the lead agency of a network of agencies providing services for homeless and at-risk people in the Keys. The reporting agencies with the Continuum of Care are in constant contact, referring clients to each other and creating a web of support for those in need.

“I think for the size of our community, the amount of agencies and help available is astounding,” said Salinas, “We band together very well.”

Mark Lenkner, executive director of the Continuum of Care, is a point person for all of the reporting agencies. “When you have HUD (Department of Housing and Urban Development) and DCS (Department of Child Safety) issued funding, they don’t want to deal with each non-profit,” said Lenkner.

So the CoC serves as a go-between. The state of Florida has 27 Continuums of Care across the state that work in coordination to address homelessness. Lenkner’s CoC has a monthly meeting with each of the reporting organizations to discuss funding, clients and overall strategy.

Said Lenkner, “The beauty of this small community is they all know each other — they can directly refer each other. We are all connected to the HMIS database (Homeless Management Information System), and the CoC administers that database, so none of these organizations have to pay for it.”

Once a client is in the database, their file can be accessed by any participating agencies. And they are not short on clients. While the Monroe County homelessness problem is relatively well managed, the small numbers — 515 reported Keys-wide in the last “Point in Time” count — are deceptive. Miami’s Point in Time calculated a population of 1.3 homeless individuals per 1,000 people; in Monroe County, it is 6.7 per 1,000.

“The cost of living is a huge factor,” Lenker said. That sentiment is echoed by staff of homeless organizations across the Keys. Addressing the massive affordable housing crisis in the Keys is daunting, but each bed filled and job application accepted, each child fed and each “homecoming” is one more success story. For Sheila, it was a return to Ireland. In a “Farewell” note to Samuel’s house staff, she wrote: “They helped me get back on my feet, Samuel’s House took me under their wings. … Farewell but not goodbye.”

hrough April 28, John David Hawver Solo Exhibition of Paintings and Collages, inspired by the Keys, is on display in Miami at the Hibiscus Gallery in Pinecrest Gardens.

Hawver’s paintings are filled with great expanses of water, enormous skies, leggy mangroves and vistas, abstracted into pure energies of light and color.

Recently, he’s also been playing with pieces of his own imagery, transforming them into collages. They are being exhibited in Miami and Tampa for the first time.

Hawver, a well-known regional artist, whose work is synonymous with Florida and especially the Keys, lives and works in Islamorada.

As a child, he moved to South Florida from New York state and grew up on, in, under and around water, which greatly influenced his work. For years, he worked in Miami as a commercial artist, but gave that up in the early 1990s to live and work by the ocean, finding inspiration in nature’s design. For many years, Hawver had his own gallery at the Rain Barrel in Islamorada.

His large landscape paintings have been shown extensively in museums and galleries throughout the South, including the Fort Lauderdale, Boca and Lowe art museums, Key West Art and Historical Society, Miami Dade College and The Art and Culture Center of Hollywood.

Hawver’s work is included in private, corporate and public collections throughout the world. In the Keys, “Mangrove Canopy,� his 10foot by 8-foot commission, is at the Murray Nelson Government and Cultural Center. Other work is in the Tassell building of Mariners Hospital and the Sheriff Roth building. He also has works at the Ryder Trauma Center in Miami Dade, and Cleveland Clinic in Weston.

wo of the world’s most famous living artists served as judges for the International Poster Contest for Youth. Internationally acclaimed marine artist and designer Guy Harvey and Wyland, known for painting more than 100 ‘Whaling Walls’ depicting cetaceans on structures around the globe, chose winners from hundreds of posters submitted.

This year’s theme was human exploration of oceans, with History of Diving Museum in Islamorada joining the contest as one of its sponsors.

The contest celebrated its 37th year challenging young people around the globe to submit ideas and concepts for ocean environmental preservation and conservation about a given theme.

This year’s theme sought to involve young people in the challenge of human exploration as well as exploitation of ocean resources. Artists used their imagination and talent to create poster art that represented concerns for conservation as well as dangers presented by careless exploitation of marine resources and contamination by hazardous wastes and toxic substances.

HDM, under the leadership of its founder, Dr. Sally Bauer, its executive director Lisa Mongelia and the Monroe County School District, including participating public schools in the Florida Keys, undertook a major contest that produced hundreds of poster entries.

Judges through HDM selected regional winners. Many businesses in the Keys donated prizes for students whose entries were selected. The winners

of that regional contest were sent to the international contest to be judged among entries from around the world.

Contest organizers and judges are always inspired by the values young people place on protection of marine resources. The contest is a tribute to all who participated, a special tribute to teachers, parents, and sponsors who mentor, facilitate and encourage endeavor.

Judges select in two categories: primary and secondary school. A special caring award is also given in memory of 8-year-old Darl Christin Harlan Desamero, a third-grade student at Immaculate Heart of Mary College in Quezon City, Philippines. Darl was awarded a prize in the 2005 contest. She passed away before receiving it. Darl’s special love and concern for ocean conservation is memorialized by this additional award.

In primary school, honorable mention was given to Anthony Korzen, 12, sixth grader from Key West. In secondary school, the first prize was given to Angelina Bello, 13, seventh grader at Key Largo School. Third prize was given to Calvin Kemmer, 17, 11th grader at Coral Shores High School. Brittany Howard, 17, 11th grader at Key West High School, received honorable mention.
