“I will say that if the city and council wish to revisit (the seal issue) and come up with a better solution, I would be willing to sell my trademark to the city for one dollar plus costs,” he said.

Senmartin told the Weekly it cost him $87.50 to register the trademark.

The rest of Senmartin’s colleagues, and city staff, were clearly taken by surprise. Mayor John Bartus asked for City Attorney David Migut’s opinion.

“If you will provide me with the documentation, I will look into it,” Migut told Senmartin. “I will brief the council 14 days from today.”

Senmartin set a deal deadline for the council — 30 days.

The discussion about the city seal arose out of a disagreement between Councilman Dan Zieg and Senmartin soon after the most recent election, regarding the use, or display, of a city seal in campaign endorsements and ads. Formally adopting a city seal is one way to control its use, according to Migut.

A "Celebration of Life" gathering will be held late spring in New Jersey, for all family and friends.

BLUE ANGELS

The Naval Air Base’s “Southernmost Spectacular” is set for this weekend, March 30-31. It will be held on the Boca Chica Air Field at MM 8. (Regular ticket holders southbound enter at this gate.) The famed Blue Angels will dazzle the crowds with truly spectacular feats of flight, and they will be joined by other flight demonstration teams showcasing maneuvers used in aerial combat. The Navy also opens up the base to food vendors, live music and attractions like helicopter rides. The schedule is the same both Saturday and Sunday — gates open at 9 a.m.; air show starts at 10:30 a.m., and Blue Angels fly at 2:30 p.m. General admission and parking are free. CONTRIBUTED

y 1928 it was possible to drive an automobile from Miami to Key West. Well, not all the way to Key

West.

The first iteration of the road that would become the Overseas Highway was created with a significant gap, requiring a four-hour, 40-mile trip aboard an automobile ferry. Drivers would board the ferry at Lower Matecumbe Key and disembark at No Name Key where it was then possible to drive the rest of the way to Key West.

The ferry system was not the most reliable source of transportation which is why, in 1934, World War I veterans were brought to the Keys to begin building a series of concrete structures that would bridge the gap.

On Sept. 2, 1935, the Category 5 Labor Day Hurricane destroyed 40 miles of Henry Flagler’s Over-Sea Railroad and took hundreds of lives, including those of more than 200 veterans.

ing the train tracks, the standing train bridges would be widened to create automobile bridges. The Key West Citizen announced on March 28, 1938, “Several Thousand Automobiles And 10,000 Visitors Expected To Arrive In Key West During Next Few Days.” This new iteration of the Overseas Highway would travel over the Upper Keys, pass through the Middle Keys, and create a direct path from the mainland to Key West when it re-opened to traffic on March 29, 1938.

Lower Mat resident one of two females to be accredited

I

f Diane Douglass comes to survey your boat, there’s no need to help her onto the deck. Since following her husband, Keith, onto boats 25 years ago, Diane has conducted hundreds of surveys over the years, and she’s now one of only two females in all of Florida to be an accredited marine surveyor.

“It’s a man’s world,” Diane said as she described her job. “I’ve been asked to leave the boat and not to come on the deck. I tell them ‘OK, check with your insurance company.’”

A resident of Lower Matecumbe near MM 74, Diane and Keith came down to the Keys 29 years ago, journeying 52 days via sailboat from their Central New York home with their two children, who were 4 and 8 at the time. With Keith securing a job at the Florida Sea Base, where he still works, Diane was offered a nursing job at Mariners before she even made land in the Keys.

“The head of the Sea Base, Sam Wampler, was friends with the head of Mariners Hospital,” she said. “They knew I was a nurse, so I was offered a job before I got here.”

During their fourth year in the Keys, Keith decided to run for county commission. He won in 1984, but the family needed some income as their pay went down coming to the Keys — and even more so during Keith’s county commission days.

“He started to look into surveying — that’s what he was doing at the Sea Base, as he’d get boats into the program and inspected to make sure they were safe,” she said. “Somebody said to him, ‘Become a surveyor.’”

Diane, who worked in the nursing and health care industry for many years, would follow her husband whenever possible onto boats as he conducted surveys. The experience she gained allowed her to obtain three years of credit toward her accreditation as a marine surveyor. But she was given just a short period of time to take a test for full accreditation — something that many usually have five years to take.

“I only had a year and a half to take the test,” she said. “They called me last June and said, ‘You have until October to take the test.’ I had to learn everything from electrical and wooden boats and fiberglass repair to all the Coast Guard stuff and industry standards. I had a stack of books several feet tall.”

Sure enough, Diane passed the test within the timeframe, and she’s now part of the Society of Accredited Marine Surveyors, or SAMS. Diane says she enjoys the work that involves all sorts of scenarios.

“Say you want to buy a boat; we check all the systems to make sure it’s all working, what it’s being advertised as and things that are wrong with the boat,” she said. “For insurance purposes, companies want to know where their risk is.”

Diane said they survey many charter fishing boats. In the aftermath of Hurricane Irma, she said, they’ve conducted 80 damage claims in the Keys.

“She can hold her own,” Keith said.

“When I first met her, she never had been on anything bigger than a rowboat.”

Who listens to you better, your dog or your husband? My dog.

What are your hobbies? Fishing and sewing. I used to be a seamstress. I was also a sail maker.

Do you have a dream boat or dream car? My dream car is covered in the driveway, a 1978 MGB.

What’s the nicest boat you’ve surveyed? A 63-foot Merritt.

Used to be at the end of the canal where we live. I spent two-and-ahalf days on that boat.

What’s your go-to drink after a long day? Scotch.

Ever have a rough encounter on the job? Oh yes. I had a guy who had an engine all apart, and he knew we were coming. There was grease all over. We showed up and he said ‘She’s not coming on my boat.’ He said ‘I’m going to lunch’ and walked away.

What do you like to do on your down time? Go out on the boat.

It’s called Reel Lady. Keith and I also like to go to Dog Beach, which is a little island. We have a little yacht club, and the dogs can run there. Our cat used to go with us.

arch is Women’s History Month, an appropriate time to celebrate the women who were instrumental in creating today’s Marathon. Most of the information here is from three sources — “Marathon the Middle Keys” by Laura Albritton and Jerry Wilkerson, “Marathon Matures” by Dan Gallagher, and “Tequesta: The Journal of the Historical Association of Southern Florida,” a collection of academic essays edited by Charles W. Tebeau.

To start, a community can’t flourish without a school and this town has had some rough starts while pursuing formal education. According to “Tequesta,” Marathon’s first recognized teacher was Gloriana Gardner. She was a teacher in early Marathon and in an interview, she said, “There were 17 children, representing seven grades, all in a one-room schoolhouse, with no desks, not even a blackboard, and only benches for the children to sit on.”

It was Sue Marvin Moore who really got the public school going and her history is also recorded in “Tequesta.” Moore, also called “Miz Sue,” opened a public school with 25 children in 1931. They represented grades 1 through 10 and came from “five or six families.” There was no “true” schoolhouse, so she taught wherever she could fit her students. In 1946, a twoclassroom schoolhouse was built and christened with her name. Enrollment grew alongside the town’s population. In 1947, there were 39 students; 10 years later there were 490 students. By the 1970s, Sue Sue Marvin Moore M. Moore Public School was aging and overcrowded; the last time a wing was added to make a total of 12 classrooms was in 1956. In “Marathon Matures,” Gallagher writes it was 1972 when Sue M. Moore Public School gave way to the new Stanley Switlik Elementary School, built on the adjacent property. Moore retired in 1947, shortly after Sue M. Moore Public School was built. According to the website findagrave.com, she passed away in 1961 and is buried in Key West.

It would be 25 years before there was a segregated school in Marathon for non-white children; previously they were bussed to Key West. In the face of ignorance and segregation, Grace Jones started the Grace Jones Elementary School for all the nonwhite children of Marathon in 1956.

But she had to apply for the charter four times, twice to the county, once to the state, and a final time at the county level when it was approved. Jones was finally able to open the Grace Jones Elementary School in 1956 with 20 students.

She did all that while she and her husband Harry were raising 14 children of their own. Somehow, Jones still had time for everything else — making homemade coconut bread and wine, and canning fruits and vegetables from her garden. Jones emigrated to the Keys from the Bahamas where her family history dates back to 1743. Jones’ living relatives say her ancestors were even noticed by Queen Victoria because they fought fiercely against pirates and Spaniards. In Marathon, her family legacy is education for all.

Grace Jones Elementary School is now the Grace Jones Community Center, which continues to care for the children of Marathon. Longtime Director Iris Coe said, “We keep Grace Jones’ memory alive; she’s the one that started the original school because of segregation.” Jones is survived by her grandchildren and her great-grandchildren, some of whom are still in Marathon. The information about Jones was gleaned from “Tequesta” and interviews with family members and school staff.

Alma Cagle Bishop is best known as “The Snake Lady.” She came to Marathon in 1946 and had experience raising snakes to be skinned and then turned into belts, purses, wallets, and whatever else she pleased. She rode her horse to the Flamingo lounge on Grassy Key (and at least once to Key West) taking her live snakes along, where she would also sell her snakeskin accessories. She also owned a marmoset named Freddie. With drinking, swearing, and a string of boyfriends, Bishop loved the freedom that Marathon brought, according to “Marathon The Middle Keys.” At the age of 73, Bishop was hit by a car as she crossed U.S. 1 and died on Aug. 13, 1975. She is buried on Big Pine Key.

Cecelia Chaplin came from West Virginia where she lost her first husband, a coal miner, to black lung and her youngest son to a spinal complication. She then married Delbert, another West Virginian, in 1945 and in 1954 they and their children arrived in Marathon. She and her husband opened the Sea Dell Motel, with Sea standing for the “c” in Cecelia and Dell meaning Delbert, according to “Marathon The Middle Keys.” The motel is still in operation today.

Her son, Jim Chaplin Sr., said she was active in local politics and was a part of the real estate business, notably the properties around the golf course.

“She loved fishing,” said Betty Chaplin, her daughter-in-law and a current Marathon resident, and that led to the creation of the International Bonefish Tournament, again, still in operation. “Marathon was really hard up for things to do in the summertime because we had a winter business and in the summertime you could play volleyball on U.S.1; there was just nobody here. Cecelia decided, with Marge and Frank Street, to start the International Bonefish Tournament.”

It’s the longest running fishing competition in the Keys. From the very beginning, the tourney included a wading division so even “boat-less” anglers could compete. Chaplin is survived by her children and grandchildren, some of whom still live in Marathon.

According to the Stout’s restaurant website, Irma Stout and her husband Robert “Pop” Stout came to Marathon from Iowa. They bought a plot of land and built a restaurant. Stout’s Restaurant opened in 1964, and soon became known for its pies. Irma Stout also became a curator of Marathon history with photographs and articles, keeping them in scrapbooks or framing them on the wall of the restaurant. Unfortunately, Hurricane Irma destroyed much of her work. However, the restaurant has been renovated and many Marathon residents have provided duplicate historic pictures for the walls of the restaurant, according to current owner Lisa Meirich. Stout’s Restaurant was run by Irma Stout and Robert Stout, then Tom Stout (Irma and Robert’s son), followed by Suzy Curry and her husband Richard Curry, and today is run by Lisa Meirich and Jody Hogan. Stout died in 2001 and is survived by her husband and their son.

“We already had plans to expand the store, but then Hurricane Irma hit,” said Eddie Garcia, senior vice president of operations at WinnDixie. “It destroyed the product, of course, and all the equipment. We literally scrubbed the blueprints and started from scratch.”

The store’s new footprint encompasses the former CVS storefront — increasing the area from 28,000 square feet to 38,000 square feet. The ceilings have been raised, the lighting is LED, the shelves are completely stocked and the store is fully staffed.The design team preserved the underwater mural inside the store. And Winn-Dixie also donated $1,000 to the Marathon High School.

“I have to give credit to our store manager Robert Garcia,” said Garcia, no relation. He was named store manager two weeks before the hurricane. He kept 30 of the store’s associates employed by finding work for them at neighboring Keys stores — Tavernier, Big Pine, Key West and Key Largo. All but the Key Largo store have also received cosmetic updates.

Marathon’s Winn-Dixie has many new amenities — a beer cave, fresh sushi, a pizza station (by the slice or whole pie), a café featuring breakfast pastries, coffee, hot and cold sandwiches. The store also has increased its offering of Hispanic foods and products, a regional decision.

The first Winn-Dixie in Marathon opened in 1982 in its previous location, where Beall’s Outlet is now.

The grand opening was attended by about 30 executives from WinnDixie’s corporate headquarters in Jacksonville.

Recycling rates are increasing, but so is ‘contamination’ SARA MATTHIS

ery few of us would consider it an ethical choice — whether to buy Corona beer in bottles or cans.

The layperson shrugs a shoulder … both cans and bottles can be recycled, right? What does it matter? But it does. Right now, there is no secondary market for used glass in Florida. The one place that does take it charges for the service, according to Monroe County District Manager Greg Sullivan of Waste Management.

Sullivan said it’s cheaper to make new glass bottles rather than recycle old glass bottles.

Aluminum cans, however, are a different story.

“Aluminum is one of the most valuable commodities, about $1,100 a ton,” he said.

Recycling is a market. Ten years ago, the market was better — less supply, more demand.

Now, there are more recyclables entering the stream, but also more contamination — a greasy pizza box mixed in with reams of office paper, for example. And the global appetite for recycled materials has shifted considerably.

In 2017, the U.S. was sending 4,000 shipping containers full of recyclables a day to China — more than 50 percent of the world’s recycling market. But in 2018, China created a policy called “China’s National Sword.” It listed 24 types of waste it would no longer accept. Plus, it instituted a very low contamination rate of 0.5 percent, down from the 5 percent to 10 percent it used to accept.

“The global recycling market is challenged right now,” said Dawn McCormick, community affairs manager for Waste Management. “The little material that

China will accept has to meet a standard of 0.5 percent contamination. But the material coming into our recycling centers can have rates as high as 30 percent contamination.”

Waste Management operates four MRFs (Materials Recovery Facility), or recycling centers, in Florida. There are another three or so that are operated by other companies. The waste from the Florida Keys heads to the Reuter Recycling Center in Pembroke Pines.

Sullivan said contamination is a huge problem for curbside recycling.

“Plastic bags are our biggest enemy. If a plastic bag gets into the recycling and enters the system it hurts all the equipment that does the sorting — conveyor belts, shafts, bearings — the plastic bag wraps around the machin-

Thirty percent to 40 percent of Florida’s recyclables are contaminated (a figure backed by the state Department of Environmental Protection).

And only 35 percent of what is sorted has a positive market value, i.e. a secondary recycler will buy the tons of clean paper or empty plastic water bottles. What’s left goes into the landfill or is burned in a waste-to-energy plant.

“The otherside of the coin isn’t all bad,” Sullivan said. “Plastic burns great.”

Waste-to-energy processes generate electricity and/or heat directly through combustion, or produce a type of fuel such as methane, methanol, ethanol or synthetic fuel.

While recyclers in Florida and the Florida Keys are largely unfazed by the changes in the global market, other places in the country are not so fortunate. Various news outlets are reporting that Philadelphia is burning about 50 percent of its recyclables, leading to public health concerns.

The future of recycling isn’t in jeopardy, but the face of recycling is likely to change.

“We have contracts in place, so I don’t see any immediate changes. Our biggest push is to educate people,” Sullivan said. “If you’re not recycling properly, it’s just wasted effort, wasted time, everything is wasted. If three people recycle correctly, and the fourth doesn’t and contaminates the recyclables, everyone’s good efforts are lost.”

McCormick states it more plainly.

“When in doubt, throw it out,” she said.

This applies, she said, to dirty pizza boxes or peanut butter jars.

Sullivan wants the consumer to consider what can and can’t be recycled before buying. He likes plain old bar soap that comes in a thin paper wrapper, rather than a plastic bottle of liquid body soap. Choose aluminum cans over glass bottles. Buy in bulk — a big jug that can refill a counter-top dish soap dispenser.

“Think about what you’re buying and the implications of recycling it,” he said.

The shrinking recyclable market, and the need to recycle correctly, will make it difficult to meet the state mandate passed six years ago — increase

recycling rates to 75 percent by 2020 in Florida. (Fortunately, putting solid waste through waste-to-energy processes will count towards this goal.)

One state legislator has put forth a 2019 bill that would address contamination. In HB 771, Palm City Republican Rep. Toby Overdorf wants local governments to create strategies for minimizing contamination, and create procedures by which the contaminated recycling could be rejected.

HB 771, put forward by Overdorf and the companion SB 816 advanced by Gainesville Republican Senator Keith Perry, are making progress in this legislative season.

“In other words, they aren’t contaminated so it allows for the waste companies to have more material going to recycling rather than the landfills,” Overdorf told the Tampa Bay Times.

The bill has passed several committee readings, including the House Agriculture and Natural Resources Subcommittee and Senate Environment and Natural Resources, with some amendments.

GUIDE TO FUTURE STRATEGIC PLAN APPROVED

doption of the 2020 Monroe County Strategic Plan passed without objection or any lengthy discussion during the Board of County Commissioners’ March 21 meeting at the Murray Nelson Government & Cultural Center in Key Largo.

Taking effect Oct. 1, 2019, the five-year plan will guide priorities and direction of county services through future annual budgets. The plan, based on priorities from the BOCC and the public, was created using 18 months of research and feedback from the community, collected before and after Hurricane Irma in 2017.

“The 2020 Strategic Plan is a 30,000-foot view of the largest issues, biggest concerns and most daunting challenges facing our Keys community,” said Kimberly Matthews, Monroe County’s senior director of strategic planning. “The next step is to create programs, solutions and actions focused on the priorities and areas of concern that are detailed in this plan.”

Results from a public survey showed affordable housing at the top of the list throughout the Keys, followed by growth control/lack of open space, U.S. 1 traffic and safety and water quality. The initial 2017 survey and Community Input sessions gathered 443 residential and 21 business responses. Hundreds of residents also provided feedback during 13 community input sessions. The 2018 process included: 23 interactive presentations with nearly 850 attendees, 826 (non-duplicated resident) responses to the online survey, meetings with 96 people, more than 41 individual or group stakeholder meetings, and six Facebook polls with more than 1,500 votes cast.

“This detailed plan guides the future of Monroe County and it was an immense project that our Strategic Planner Kimberly Matthews worked very hard for more than a year,” said Monroe County Administrator Roman Gastesi.

In other news: PAVING CR 905 IN KEY LARGO Monroe County commissioners approved an agreement with the Florida Keys Aqueduct Authority for additional paving under FKAA’s CR 905 project in Key Largo, which involves replacement of a line to Ocean Reef. The county wanted additional paving to be added to the project to allow for the full width overlay of the road and bike lane. FKAA is currently under contract for the construction of this project and has provided the cost for the additional paving, which the county will be responsible for reimbursing. The county will reimburse FKAA for $995,324 for the work.

Assistant County Administrator Kevin Wilson said the repaving is from U.S. 1 to the three-way stop heading up to Ocean Reef.

NEW LIBRARY IN MARATHON Commissioners gave approval to award a contract to the highest-ranked respondent, Pedro Falcon Construction, to build a new Monroe County Library in Marathon. The contract total cost is $7,016,385. Construction will be paid for through the one-cent infrastructure sales tax. On Feb. 20, the county opened sealed responses to the request for proposals for construction. On March 4, a ranking committee meeting resulted in the award. As part of the Monroe County emissions reduction goal of 40 percent below 2012 by 2030, an alternate item for a solar voltaic panel system is included with this recommendation in the amount of $153,500.

IRMA RECOVERY Helene Wetherington, who heads local disaster recovery for the county, gave commissioners a presentation regarding Irma recovery progress. She noted that a total of 1,178 total applications were submitted to date for Rebuild Florida, a federally-funded, state-run program to help Floridians recover from Hurricane Irma.

FIREFIGHTER RECOGNITION The meeting began with a recognition for the professional firefighters of Monroe County. Mayor Sylvia Murphy presented a proclamation to firefighters for selflessly contributing their time and energy fighting for kids and adults with muscular dystrophy, ALS and related life-threatening diseases that severely limit muscle strength and mobility by raising money each year for the Muscular Dystrophy Association (MDA). Last year, the Professional Firefighters of Monroe County raised $21,544 for MDA through the annual Fill the Boot campaign.

he Marathon High JV girls softball team is not afraid of a challenge.

The team is made up of mostly middle school girls playing at the high school JV level, and playing against some high school varsity teams, too. Going into spring break with a 1-3 record, the Lady JV Fins have a win over Homestead’s Colonial Christian’s varsity team. “Our losses are to a very experienced Key West JV, to a varsity squad from Westwood Christian of Kendall and a much improved JV team from Keys Gate,” said head coach Thomas Bottomley. The JV Fins take the field again Thursday, March 28 against St. Brendan.

The corps has extended the public comment period which will close on Sunday, March 31.

ot many residents understand that the Army Corps of Engineers controls the water level in Lake Okeechobee — when to conserve it, when to let it go, and in which direction. Lt. Colonel Jennifer Reynolds, dressed in fatigues, told the audience in Marathon on March 20 the Corps’ first duty was to dispel rumors.

“There is this perception that the Corps is driving the lake level down to 10.5 feet. We have not been told to drive the lake toward any particular level,” she said. “We are looking at everything we can do to mitigate algae blooms in any part of the system.”

The meeting was the beginning of a four-year process to rewrite the manual for the lake’s operation, otherwise known as the Lake Okeechobee System Operating Manual (LOSOM).

The last plan was done in 2008. It includes a schedule of public comments, like this meeting, workshops, drafts, and more before the plan is finalized in 2022. Plus, it must incorporate elements of the rehabilitation project for the Herbert Hoover Dike that are not even under construction yet.

The corps added the public comment session to the schedule at the request of U.S. Rep. Debbie MucarselPowell. She was late to the meeting in Marathon, read a prepared statement and left immediately after.

Tim Gysan, with the corps, explained the LOSOM update is required by the 2018 Water Resources Development Act. “And as we complete the C-43 and C-44 we need to understand what will be happening in the next four years,” said Gysan, an engineer with the corps.

The C-43 and C-44 reservoirs are located on either side of Lake Okeechobee and would serve to filter the waters of the reoccurring blue-green algae bloom before they enter the Caloosahatchee River to the west of Lake Okeechobee, and the St. Lucie River to the east. To the members of the audience in Marathon, however, the focus was on the importance of filtering water south, to drain into Florida Bay. “We need more fresh water discharge into Florida Bay during rainy season, and a lot more in dry season,” said Ross Boucek, a scientist with Bonefish and Tarpon Trust. “Florida Bay is vulnerable during droughts like the one of 2015. The salinities then were so high, they reached salinities that would be recorded in the Great Salt Lake. The seagrass died, rotted and fueled algae blooms.”

Boucek went on to say the trust regularly invests in research.

During 2015, the organization was in the middle of sponge research and the species died. “We can’t invest in restoration until these water issues are resolved.”

Other audience members stressed cleaning up the lake waters first, before worrying about releasing the water south to feed Everglades National Park and Florida Bay. Alina Davis, an Upper Keys resident and Realtor, said, “We need to come together to help the lake recover its health. If the water coming downstream is clean, if we can get it downstream, that would help Florida Bay. Until then, we have nothing.”

Not only are the Keys the last literal (geographical) stop for the water draining from Lake Okeechobee, its needs are also far down on the priority scale. One of the corps’ handouts emphasizes

the priorities of “public health and safety and flood control first. Other authorized project purposes evaluated include water supply, runoff, weather, ecological conditions of the lake its surrounding area, navigation, salinity and groundwater control.”

The last purpose to be listed is “recreation.”

Capt. Fred Ferreira read aloud a letter from a former client canceling a group charter. He said the cost to the guides alone would total about $38,000, more if the lost bookings and reservations for air, hotel and restaurants were counted. Others encouraged the corps to examine safe lake levels that would preserve

Steve Thomas, an Upper Keys charter captain, questioned the timeline of LOSOM. “I’m looking at where (the health of Florida Bay) was four years ago, to where we are now … In another four years I’m afraid we’re going to be in big trouble,” he said.

In February, DeSantis, and U.S. Sens. Marco Rubio and Rick Scott,

requested President Donald Trump commit $200 million to Everglades Restoration plan. Instead, the federal government committed $68 million. According to the South Florida Water Management District, the state of Florida has outspent the federal government by almost double. From 2000 to 2018, the state and SWFMD have spent $2.34 billion, while the feds have contributed $1.3 billion on the Comprehensive Everglades Restoration Plan.

The VITA (Volunteer Income Tax Assistance) program assists qualified taxpayers with completion of their annual tax return, to ensure that families receive every available benefit, and MyFreeTaxes.com offers online, easy to complete tax returns.

VITA volunteer tax preparers are IRS-certified and prepared to complete

simple tax returns, including identifying available credits for those earning less than $55,000 in 2018. There is absolutely no charge to the taxpayer for this service.

elly Grinter, director of Marathon Wild Bird Center, explains: This question makes me laugh because when you hear the word “snowbirds,” you think about people first.

For the real birds, migration doesn’t begin or end, for the most part, as it happens all year long. However, the most “snowbirds” are here from December through April, with the busiest time being January and February. Sound familiar?

According to data provided by Bryan White, the biological technician from Audubon Florida Everglades Science Center, there are about 78 resident species of birds in Monroe County — Florida Keys and the Everglades. An additional 315 species of birds are migratory: passing through, here to breed or here to winter, aka snowbirds?!

Through the years, we have treated more than 80 species of bird, both resident and migratory.

The most distant and uncommon guest I have come across was a black-legged kittiwake, a seabird species in the gull family, that was spotted in Key Colony Beach. It had a band on it and after verification we found out that it was 27 years old and was banded in Alaska.

Some of the strictly migratory birds are yellow-billed cuckoos, common loons, night hawks and white-crowned pigeons.

We have a lot of migratory hawks and we have been breaking the records of migrating peregrine falcons but we only see them in the fall for a short period.

My name is Kelly Stafford Grinter and I was born and raised in central New York. Although I earned a BFA in art, I gravitated toward wildlife rehabilitation 25 years ago. I began as an intern at the Florida Keys Wild Bird Center in Tavernier under the tutelage of the late Laura Quinn. After a short eight weeks I established the Marathon Wild Bird Rescue in the Middle Keys. Within less than a year, along with the help of volunteers, we built the Marathon Wild Bird Center at Crane Point Hammock. During this time we’ve rescued, admitted and treated more than 25,000 wild birds, from warblers to bald eagles. In addition, a 2-1/2-year stint at running the Key West Wildlife Center has brought the admitted/treated tally to more than 28,000.

n March 18-20, officials from local governments and organizations went up to Tallahassee for an event called Florida Keys Day. This is an event hosted by our state representative, Holly Raschein, and it gives us a chance to present our local Keys issues in front of legislators and state officials. It also provides the opportunity to watch legislation in progress. Tracking bills that potentially preempt local control over critical issues gives local officials a case of heartburn at times. Hopefully, the damage won’t be too great this year.

The City of Marathon was wellrepresented by Council Members Steve Cook, Luis Gonzalez, and Mark Senmartin (as well as yours truly), City Manager Chuck Lindsey, City Attorney David Migut, Growth Management Director Doug Lewis, and Planning Director George Garrett.

Our lobbyist, Carol Bracy, made sure we had meetings with key officials above and beyond the day’s scheduled events.

So what happened? Let’s start with FEMA reimbursements and the Florida Department of Emergency Management. Anyone who listens to me or reads my column knows that I haven’t had a lot of kind things to say about the previous administration’s handling of the state’s audit process — this is why, 18 months post-Irma, the city has received just $244,000 of a total of $32 million in damages and costs, with more than $20 million worth of reimbursable claims already submitted.

In a meeting with DEM’s senior staff and Deputy Director Kevin Guthrie, they said that they are totally revamping their audit procedures to ensure that this doesn’t happen again, and commit that the state will be a boots-on-the-ground partner and advocate for local municipalities and counties devastated by hurricanes. The changes in the department are music to the ears of Irma victims in the Keys. Perhaps help really is on the way.

Meeting with Ken Lawson, head of the Department of Economic Opportunity, was a very refreshing change in how government meetings are conducted. It was very much tothe-point, direct, and totally lacking any bureaucratic spin. Mr. Lawson was the head of Visit Florida, and now he is in charge of the department that deals with growth man-

agement and other local Keys issues.

One of the big issues is the progress of Rebuild Florida, the program that offers grants for people still struggling with damage JOHN to their homes. The BARTUS deadline to apply is this Friday, and Mr. is the mayor of Lawson and his sethe City of Maranior staff informed thon. Other DEO issues discussed were the 300 affordable housing allocations for Marathon pending appeal, and the Legislature moving forward with the 50-50 Bill and their legal and fiscal responsibility to assist with takings cases. The 50-50 Bill, supported by all local Keys governments, has gotten a bit of traction this session; its eventual outcome is still to be determined.

The biggest change in Tallahassee this year is that there is a new sheriff in town. Gov. Ron DeSantis has made a serious commitment to improving water quality statewide, including fast-tracking Everglades restoration.

Our Marathon delegation met with the Governor’s chief of staff, Shane Strum, to discuss Hurricane Irma recovery issues, takings cases and the 50-50 Bill, and the continued need for state involvement as we navigate through the end of new permit allocations and buildout. There is a good chance that this governor will still be in office when these issues rise to the surface, and it’s good to know they’re listening to our concerns.

Our Marathon delegation had a brief meeting and photo op with the governor; in my face time with him, I thanked Governor DeSantis for the bold steps he is taking for improving water quality in Florida.

Florida Keys Day includes some fun events as well — the photo ops, the big Seafood Celebration and Happy Hour in the Capitol Courtyard where Islamorada Vice Mayor Mike Forster supplied the drinks and I supplied the tunes, the reception at the Governor’s Club hosted by Holly Raschein and Senator Anitere Flores, our joint dinner “summit” with the Village of Islamorada’s delegation. Although good times were had, the important takeaway this year is that decisionmakers and officials in Tallahassee are listening to us and promising some real assistance in the very near future.

GAUGING THE PROBLEM — PART 1 —

aradise has its problems, and homelessness in the Keys is one of them.

While some transient people seek out the Keys’ warm weather, many of Monroe County’s homeless have lived here for years. Perhaps they lost a job, fell back on rent, are escaping domestic violence or struggling with addiction. Essentially: many the homeless people we see in the Keys were our neighbors a few months or years ago.

The Monroe County Continuum of Care (CoC), the lead agency for homeless services in the Florida Keys, just released its annual “point in time” census of the homeless population.

“This count is mandated by HUD and gives us a snapshot of the homeless population at a given time,” said CoC’s executive director, Mark Lenker. (See graphic).

“The cold weather, and the choppy water which prohibited the Upper Keys from surveying boats, may have made the Upper Keys count artificially low,” Lenker noted.

As of Jan. 29, the CoC also had 164 clients in emergency shelters and 116 in transitional housing, for a total count of 515 homeless in Monroe County.This is higher than in 2018 but lower than 2017.

“We know that Hurricane Irma likely depressed the 2018 count as some homeless took shelter in Miami and did not return,” said Lenker.

These numbers aren’t high, considering the population of the Florida Keys is about 73,000. That means we are doing something right in keeping our population housed — and that hasn’t always been the case.

“There have basically always been homeless people in the Keys, and the culture was probably less compassionate in the ‘60s and ‘70s,” said Commissioner Sam Kaufman, who is chairman of the board of the Florida Keys Outreach Coalition (FKOC). “I came in the late ‘90s, at a time when there was a significant issue.” Kaufman, who as a public defender in Miami was part of what the Miami Herald billed as “the dream team for the homeless,” noted that in the early 2000s, the Bridle Path on Smathers Beach was essentially a tent city. “There were people sleeping on Duval Street in much larger numbers too,” he said.

That’s when Keys Overnight Temporary Shelter (KOTS) was constructed, and over the years, organizations and individuals have made a concerted effort to house the Keys’ homeless. Two women who have been a huge part of that effort are Elicia Pintabona, executive director of the Southernmost Homeless Assistance League (SHAL) and Stephanie Kaple, executive director of the Florida Keys Outreach Coalition (FKOC).

SHAL has a contract with the city to run KOTS, which houses between 108 and 120 homeless clients any given night, and is again up for movement to a new location in September 2019. While KOTS was intended to be temporary, emergency shelters are necessary, even if the Keys don’t have a huge homeless population.

“Point in time data has shown us that there is a homelessness problem throughout Monroe County,” Pintabona said, “and the issue with those that are anywhere other than the Lower Keys is that they are unsheltered. Our partners in Marathon and the Upper Keys do a great job, but shelter is not as readily available.”

KOTS doesn’t just provide shelter, either.

“We try to get them linked with benefits,” Pintabona said, “like food stamps, a cell phone, employment services, a work uniform, transitional housing opportunities like FKOC, and basic things like getting them a local ID which is now $8.75.”

Transitional housing — moving clients from an emergency shelter like KOTS into a apartment or dorm-like housing with an eye for independence — is FKOC’s territory.

“We provide steps to permanent housing,” said FKOC’s Stephanie Kaple. “We have emergency temporary 90 day housing with very strict rules; then we have transitional housing with fewer roommates and kitchen access; when we move to a third phase, you can just have one roommate, a night job, and we give you opportunities to make mistakes in a safe environment.”

So if these organizations are doing such good in the communities, what’s the problem?

“The problem is,” Sheriff Rick Ramsay said, “nobody wants a homeless shelter close to their business, close to their home, close to their kids.”

“You get a lot of NIMBY,” said Pontabina, “which is ‘not in my backyard.’”

The city had agreed to move KOTS to the property where Easter Seals once was on College Road, but affordable housing took precedence. “At least everyone is trying to be part of the solution, and it’s hopeful, but the city thinks KOTS should stay, and that’s been the response for 15 years,” he said. Ramsay said he thought the Easter Seals property was a “good solution” for the new KOTS location but acknowledged that “they want to do affordable housing because it’s more of a crisis need.”

Affordable housing is a crisis need — and it dovetails with the homelessness problem. Kaple highlights the problem of wages not matching cost of living in the Keys.

“A lot of people presume that the people in the shelter are unemployed,” she said, “But most clients have a full-time job if not a second or third part-time position.

They are underemployed.” Getting homeless people into jobs that can sustainably allow them to pay rent — not to mention childcare — in the Keys is a huge feat. The organizations that feed into the CoC also compete with each other for grants.

Pintabona said, “Part of the problem is that right now, it’s a well-maintained issue. If it was a huge problem, it would have a huge will. But this problem actually needs support desperately.”

One is that all of FKOC’s 172 beds are also in Key West, meaning many homeless in the Middle and Upper Keys find unconventional shelter in places like the mangroves. Marathon does have Keys Area Interdenominational Resources (KAIR), which provides social services, and Independence Cay, offering a dozen beds for men, but there are not close to the resources available in Key West.

The second concern is that the county has been pressing the city to move KOTS for 15 years. It is on county property at the Sheriff’s Department, which has voiced complaints, and neighboring Sunset Marina condo owners filed a lawsuit with the city for KOTS being next door to their gated community. While KOTS is cheaper for taxpayers — a night at KOTS is under $10 while it’s more than $100 at the jail — there are still occasional issues with clients on the sheriff’s property, a case in point being last week with a man stealing the sheriff’s office’s American flag.

If clients have children, we need their birth certificates. (Clients) can come once a week,” she stated.

“Usually Monday mornings, we are crushed until about 11 a.m.; it picks up again around noon,” said volunteer Gordon Johnston. “What Tom [Callahan] has done by creating this is amazing. To get food in surplus and coordination between different programs, I am in awe,” he added.

The SOS Foundation covers the Lower Keys and a food pantry in Key Largo, while the Keys Area Interdenominational Resources (KAIR) serves Islamorada to Big Pine Key, centrally located at Marathon United Methodist Church, MM 48.5.

“At a time when most people in our country are cutting calories, we believe food is a right, not a luxury. We do not ask for identification when receiving food,” she said. “We do require identification for other services.”

In a stuffy hallway, bread sat in a box on an old church pew, while John, a client with KAIR, waited beside it.

“I need an inhaler and can’t afford it. KAIR arranged to pay for it at the drugstore across the street. I come here to get lunch every day and it helps me so much,” he said. “I don’t know what I would do without them.”

“Because KAIR is not affiliated with any national foundations or organizations, we can be more flexible with our types of assistance,” Roberts stated. “We can help people with food, transportation and much more because we are independent.”

The largest fundraiser for KAIR is the Sombrero Beach Run, which was held March 2.

“I haven’t tallied it yet, but it usually brings in $40,000 to $50,000. Last year we gave out over $1 million in assistance,” she said.

The SOS Foundation and KAIR need men’s professional clothing right now, and monetary donations are always appreciated.

he premiere Inter-Keys Regatta was held March 23 in Key West. Youths from the Upper Keys Sailing Club, Middle Keys Community Sailing Program and Key West Community Sailing came together for competition, fun and bonding. ducating the next generation of conservationists is nothing new for New York resident and part-time Marathon local, Neil Schoenfeld.

“I retired and my wife, Sharon, and I started coming down here in the winter,” he said. Since 2000, they have been volunteering every winter with Crane Point Hammock.

A former New York Audubon president and board member just outside New York City, Schoenfeld is no stranger to helping nature centers begin programs to teach the importance of planting and maintaining native vegetation. Taking his knowledge and love for nature to Florida, he is now helping Crane Point Hammock start a similar program.

“It all started with native plant projects down here,” he said. “I keep a native plant garden at my house and throughout town I’ve planted a few native gardens. I started donating plants from my garden to Crane Point when I prune them back.”

Children from Hammock House, a ministry of St. Columba’s Episcopal Church, are among the first to benefit from Schoenfeld’s youth-oriented native plant tour, something he hopes will continue for years.

Beginning by showing the students various seeds that often wash ashore, Schoenfeld explained how trees, such as the palm, are not native to the Keys; however, because of the ocean they washed up and took root. Then he led the students down dirt trails, stopping to point out birds, reptiles and plants.

“We saw a black racer snake and that was really cool. I’ve never seen a snake like that so close before,” said Malanna Myrmel, a student in the Hammock House program. “Mr. Schoenfeld explained the Crane family donated the land and people had to come clear everything out, so the plants could grow. That was pretty interesting,” she added.

“Learning about poisonwood was really helpful. Now I know what it looks like, so I won’t touch it,” said Caidyn Young, as she picked her way around puddles along the trail.

Schoenfeld and another Marathon resident, Larry Benvenuti, lead native plant tours for adults and the general public on Sunday afternoons at 12:30 p.m. Similar to the youth educational program, the goal is to provide information and identification of Keys native plants and how to preserve them for future generations to enjoy. The Sunday afternoon tours with Schoenfeld and Benvenuti are free with the purchase of admission to Crane Point Hammock.

BRIEFLY Autism Society hosts charity event On Saturday, April 6 at 5:30 p.m., the Autism Society of the Keys (ASK) is hosting Light It Up Blue, a fundraiser for the nonprofit.

Speakers include Jimmy Morales, former City of Marathon attorney and current city manager of Miami Beach; Michael Alessandri, executive director of the University of Miami-Nova Southeastern University Center for Autism and Related Disabilities (UM-

NSU CARD); and Jill Campbell, executive director of the Autism Society of the Keys.

The evening includes a Caribbeanstyle dinner by Irie Eats and entertainment by Reel Ting Steel Drums along with a silent auction, raffles and prizes.

Sponsors, silent-auction donations and volunteers are needed to help support this event.

The event will be held at The Hampton Inn in Marathon, 13351 Overseas Hwy.

Hockey foundation donates to AHEC The Keys AHEC Health Centers received support from the Florida Panthers Foundation for its Primary

fter suffering extensive damage from Hurricane Irma in 2017, the oceanside Veterans Memorial Park at the west end of the 7 Mile Bridge, has reopened with limited access.

The parking lot and beach opened on March 23. The permanent bathrooms and one pavilion at the site need further renovations and will remain closed. There are portalet facilities on site.

Monroe County Facilities Maintenance Department workers removed sand and debris from the area to reopen the park. The park also will be used as a staging area for the 7 Mile Bridge Run finish line on April 6.

“This park took a direct hit from Hurricane Irma,” said Willie DeSantis, Monroe County director of facilities maintenance. “We are especially happy it will be open in time for the runners to use it as a place to cool down and celebrate after finishing the 7 Mile Bridge Run.” Maggie Sayer, co-director of the 7 Mile Bridge Run, shared the sentiment. “It’s such a great place for the runners to reenergize after the race,” she said. “We are very thankful for the hard work the county did to get the beach back together because we all know it is one of the best photo spots after the race.”
