ith a 3-0 vote, Islamorada Village Council approved the first reading of an ordinance during a March 14 meeting to encourage new affordable housing with a waiver/reduction of impact fees.

Under the proposed ordinance, affordable/workforce housing development by a nonprofit that receives donation of property or cash from the village of 25 percent or more of the purchase price of land would get a 50 percent reduction in impact fees. For affordable and workforce development by a nonprofit entity with no donation from the village of land and/or less than 25 percent of the land purchase price, an 80 percent reduction in impact fees would be given.

Affordable housing development by a for-profit that receives donation of cash from the village of 25 percent or more of the land purchase price would get a 20 percent reduction in impact fees.

Development by a for-profit without land donation from the village and/or less than 25 percent of the land purchase price would get a 50 percent reduction.

Before a vote, Mark Gregg took to the podium to ask why fees couldn’t be 80 percent reduced for everybody. A member of the Achievable Housing Citizens’ Advisory Committee, he questioned why the village would discriminate on whether it’s privately or publicly owned, or a for-profit or nonprofit.

He also said it would give singlefamily lot owners a little more incentive.

Lawless said part of his thinking was that it should matter if the village has provided several hundred thousand dollars worth of real estate.

“It’s a lot different for someone who comes out of pocket to buy the property, versus ‘I just got a free halfacre of land.’ That was just the thinking going into it.”

Village Attorney Roget Bryan said there was significant discussion from the Local Planning Agency on the range of reductions. Echoing Lawless’ sentiments, Bryan said the idea was to create a formula encouraging development “We’ve heard for years no one wants to do it, it costs too much, land costs are too high,” Bryan said. “That was the entry point into this.”

Islamorada Mayor Deb Gillis said she thought it was a reasonable reduction.

“It seems to me like a fair balance; we talked about it two other times and no one seemed to object to it,” she said.

Councilman Mike Forster abstained, while councilmen Ken Davis and Jim Mooney said “yes.”

“Everybody wants affordable housing in any way and help us as much as possible,” Davis said. “But I do recognize the difference between Jack Niedbalski and Habitat for Humanity doing this versus a private contractor.”

he Florida Keys Aqueduct Authority (FKAA) is supporting the Environmental Protection Agency’s “Fix A Leak Week” campaign, encouraging consumers to help put a stop to the more than 1 trillion gallons of water lost from household leaks each year.

The FKAA is redoubling its efforts through Sunday, March 24 to engage customers in becoming leak detectives and encouraging consumers to heed the “Check, Twist, Replace” catchphrase to help save water. Leaks can account for more than 10,000 gallons of water loss in an average home every year — the amount of water it takes to wash 270 loads of laundry.

The FKAA is asking consumers to: • Check for leaks. Look for dripping faucets, showerheads, sprinklers and other fixtures. Also check for toilets with silent leaks by putting a few drops of food coloring into the tank, waiting 10 minutes, and seeing if color appears in the bowl before you flush. Don’t forget to check irrigation systems and spigots.

• Twist and tighten hose and pipe connections. To save water without a noticeable difference in flow in your bathroom, twist on a WaterSense-labeled faucet aerator.

• Replace the fixture if necessary. Look for WaterSenselabeled models, which are independently certified to use 20 percent less water and perform as well as or better than standard models.

In many cases, fixture replacement parts pay for themselves quickly and can be installed by handy do-it-yourselfers or local plumbing professionals.

Since toilet leaks are the most common household leaks, the FKAA is providing free toilet dye tablets to help customers find those often silent, intermittent leaks. Tablets can be obtained at any of FKAA’s three customer service offices.

SISTERS TAKE TO THE WATER

he Laidlaw sisters, Bonnie, Frankee and Beulah, were raised on Pelotes Island found within the St. Johns River.

Frankee recalled, “We were always sort of surrounded by fish.

I remember spearing flounders at night as a little girl, using a burning pine knot for a light.”

The Laidlaw sisters moved to Islamorada in the mid-to-late 1930s.

The oldest of the girls, Bonnie, revealed in a 1949 interview, “After a while we sort of got tired of paying men to guide us, so we up and married us some guides.”

Bonnie married Captain Bill Smith, the first man to catch a bonefish on fly; Bonnie became the first woman to catch a permit on fly.

In 1950, Bonefish Bonnie Smith went on to guide writer Joe Brooks to his first permit catch on fly.

It was the early 1940s when Bonefish Bonnie was chartered by a young soldier on leave from the war.

The soldier caught his first bonefish while fishing with Bonnie and it was Bonnie who introduced her client to her sister, Frankee.

His name was Jimmie Albright, a man who also went on to become a Florida Keys fishing legend. The two went on to marry.

During the Korean Conflict, Bonnie, Frankee, and Beulah’s husbands were called to duty. Frankee said, “We just had to keep things going so we did the guiding ourselves. We made out. Bonnie had done some guiding before, you see, and we had lots of experience. Anyhow, the fishermen kept coming back and asking us to take them out again.”

According to Bonnie, when the men came back from the war, “We held a conference and decided we’d be more help out on the Gulf than over a hot stove.”

PREGNANT BATS FWC warns it’s maternity season

I

f you think bats may be living in your building, now is the time to check your attic, eaves or chimney spaces and take action to exclude them. Bat maternity season begins April 15 and runs through Aug. 15, and during this time it’s illegal to block bats from their roost.

“This is a critical time of year for bats, when they give birth and raise their young,” said Terry Doonan, a Florida Fish and Wildlife Conservation Commission (FWC) biologist and mammal conservation coordinator. “If bats are excluded from a building before their young can fly, they can become trapped inside and die.”

Florida is home to 13 resident bat species, including listed species such as the Florida bonneted bat. Some bat species roost in artificial structures, including buildings and houses. Although it is illegal to harm or kill bats in Florida, rules have been developed stating that legal exclusion of bats has to occur outside of the maternity season.

Bats cannot legally be captured or relocated.

Exclusion guidelines on how to remove bats from buildings can be found at MyFWC.com/Bats. Materials and methods to exclude bats can affect the success of that process. Bats are beneficial to people and are an important part of the ecosystem. The state’s native bats help keep insect populations under control, with the average bat eating hundreds of insects a night.

In addition to the benefit of keeping mosquitoes and other insects at bay for residents enjoying the outdoors, the value of insect suppression by bats to U.S. agriculture has been estimated to be in the billions of dollars.

There are several ways that Florida residents and visitors can help bats: • Preserve natural roost sites, including trees with cavities and peeling bark. Dead fronds left on palms can also provide roosting spots for bats.

• Put up a bat house.

• Report unusual bat behavior to: MyFWC.com/BatMortality.

Bats can carry rabies. Although infected bats may not become aggressive, like any other wild animal, they may bite to defend themselves if handled. Don’t touch or go near any wild animal, especially one that’s not acting normally. For more information about rabies, visit the Florida Department of Health website at FloridaHealth.gov.

STRUGGLING TO SURVIVE

Report shows households barely getting by JIM McCARTHY

aying for the basic needs is a struggle for many in the Keys.

Per the United Way of the Florida Keys, 42 percent of households in Monroe County are having a hard time paying for housing, childcare, food, transportation and health care.

During a recent Islamorada Village Council meeting, United Way of the Florida Keys President and CEO Leah Stockton visited to present the latest ALICE (Asset-Limited Income-Constrained Employed) report that examined 2016 data. Stockton explained that ALICE households are the backbone of the community, but aren’t earning enough to cover needs such as food and housing. The report says ALICE survival family income is $34.46 per hour, yet local starting salaries are $11.83 per hour for food service staff, $10.13 an hour for cashiers and $16.19 for early childhood teachers.

“They work hard to provide critical services in the community but due to the high cost of living, they don’t earn enough to make ends meet,” Stockton said.

Stockton said the bare minimum to get by in the Keys, without any savings or assets, is $68,900 for a family of four, which is more than double the federal poverty guideline, $24,250 for a family of four. Housing makes up 44 percent of a person’s budget, and child care can cost up to $200 a week. A single person needs to make $27,192 to survive, more than double the federal poverty level of $11,770 for a single adult.

A stability budget, which includes savings and increased budget for housing and other needs, is $42,228 for a single person and just over $119,600 for a family of four. The stability budget reflects a more secure situation to achieve a better quality of life.

Within the Keys, 48 percent of families in households were considered ALICE in 2014. Today, it’s at 42 percent.

Actual figures show the number of ALICE households at 13,467 in 2014 and 12,734 in 2016. Stockton said the ALICE individuals are teaching children

BY THE NUMBERS • The biggest driver of a family's budget in Monroe County is the high cost of housing. Even based on the survival budget’s use of 40 percent of fair market value for a single efficiency unit, housing accounted for 44 percent of a single person’s monthly budget at $999.

• Fifty-four percent of Keys families with children are considered ALICE or are living below the federal poverty line.

Statewide, wages have not increased to compensate for the rising costs of living. In Florida, 67 percent of jobs pay less than $20 per hour, yet $27 per hour is needed to cover the basic costs of living according to the statewide Florida survival budget.

• Stock Island has the highest percentage of combined ALICE and poverty level families at 63 percent, followed by Tavernier (54 percent) and Marathon (53 percent). The lowest percentage is North Key Largo at 22 percent.

the ABCs, serving the morning cup of coffee or drawing blood at the doctor’s office.

“There’s a significant disparity between what a family needs to earn and what the current wages are for critical positions in the community,” she said. “This should matter to all of us because it affects the quality of life for all of us in the community.”

Breaking down ALICE households by area, the report, with 2016 data, showed more than 2,000 ALICE households in Islamorada. In Tavernier, the number is more than 700 and in Key Largo, the total is about 4,000. In Marathon, the figure totaled 3,000, and at Big Pine Key, data showed just over 2,000. While ALICE households may have a good job, the high cost of living and unexpected life events can leave these people vulnerable.

How do ALICE households survive? Stockton said they use short-term strategies that often are harmful in the long run. ALICE households rely on social services and nonprofits for help with items from food and adequate roofing to childcare.

“They skip preventative health care, home maintenance and bill paying,” she said. “ALICE individuals often have to make tough choices such as ‘am I going to be able to pay rent or will I be able to send my child to the dentist for needed services.’”

Stockton acknowledged that data within the report is pre-Irma and noted that ALICE households are now one crisis away from homelessness. Any accumulated savings these households had were used for evacuation and repairs.

“Living situations have become more unstable, our already overburdened rental market has become even more so and we’re seeing more people are living in substandard conditions because that’s what they need to do to get by,” she said. “The United Way and many nonprofit-based organizations here in the Keys are doing our part, but the community need is greater than ever before.”

Food pantries are reporting a 15 percent increase in services, while more than 1,000 households are still in disaster case management, Stockton said.

Many families continue to rebuild their homes and get their lives back on track.

n news from the hill: on March 14, U.S. Rep. Debbie Mucarsel-Powell shared some significant achievements in her first three months representing our district. She is moving forward on the issues that she committed to during her South Florida campaign, like supporting common sense gun control and environmental efforts. The House Democrat has recently joined two very high-profile committees, Transportation and Infrastructure, and Judiciary.

Locally, Mucarsel-Powell plans on meeting in the Keys with the Army Corp of Engineers this week to discuss water quality and leaky septic tanks (Miami-Dade has roughly 90,000 tanks).

“I am leading efforts to get stronger funding. It’s a request to deal with the leaky septic and Miami-Dade. It’s a part of the Florida Keys Water Quality Improvement Program,” said Mucarsel-Powell, who also is concerned with the poor water quality from Lake Okeechobee reaching us in the Keys.

“I asked for the meeting in the Keys because they need to hear from us. It’s an important opportunity for residents to weigh in, because we have footed the bill down here.”

Mucarsel-Powell is also focused on the coral disease affecting our reefs, and constituents from the Keys have visited her office about the situation.

“I am working with Mote Marine,” she said. “My focus is to

obtain funding to support coral research along the coast. Especially funding research and providing support to find answers to why the reefs are dying from this bacteria. It’s a critical issue, and we aren’t talking about it daily.”

At a federal level, the representative has been involved with the House introducing the Equality Act. With strong support from both the House and Senate, Mucarsel-Powell expects it to pass. The bill modifies existing civil rights legislation to ban discrimination against LGBTQ people as a national nondiscrimination law.

“This country was built on freedom and equality, and it’s time we finally pass this bill so that we guarantee LGBTQ Americans are not discriminated against because of who they choose to love,” she said.

Mucarsel-Powell also helped introduce, through the Judiciary committee, the Dream and Promise Act, HR6, providing “dreamers” — beneficiaries of Temporary Protected Status (TPS) and Deferred Enforced Departure (DED) — a path to citizenship.

“These people are our neighbors, our friends, part of

our community, and have been here for decades,” she said.

“They need to stop living in a state of limbo and know they can legally remain here. They have all been vetted. We need to allow them to participate in our economy and provide services we need, as nurses, educators and health-care providers. I am very excited about that bill.”

The first bill Mucarsel-Powell co-sponsored — the For the People Act of 2019, HR 1 — has passed the House. “It’s the largest anti-corruption voter protection bill that has ever passed through the House. It was a vote to take dark money out of politics. It stops voters from being purged off the rolls. We have

had a lot of those problems in Florida.”

“It restores faith in democracy,” she said.

She also co-sponsored the Background Checks Act of 2019, or HR 8, which passed the House; the proposal is a step toward tighter gun control.

“That was another huge achievement for me and our community, because I made a promise I was going to do everything I could to pass common sense gun reform laws. HR 8 is the biggest piece of gun reform legislation passed in the past 25 years through the House.”

“I don’t stop,” MucarselPowell said. “I take advantage of every moment in D.C. I go back to the main reasons why I ran: issues important to Florida, like health care and gun control.”

lorida Keys Day is an annual event. Every year, dozens of island residents from all walks of life descend on Tallahassee to lobby issues specific to Monroe County.

Started as a Leadership Monroe class project by Rep. Holly Raschein, 10 years ago, the pilgrimage continues to this day. In the state Capitol, accustomed to its share of influencers, the Florida Keys Day are singular because no other county has a similar event.There are seminars scheduled, but many residents schedule “side bars� to reach the highest levels of state government. In 2019, it’s a crowd of new faces — not only from the Keys, but also new state leaders working with Gov. Ron DeSantis.

WAYNE CARTER, CEO,Middle and Lower Keys Association of Realtors Wayne Carter is doing double duty in Tallahassee this week. He’s a participant in the Florida Keys Day, but there is also a congregation of Realtors in the state capital. “We’re able to cover both areas,� he said. “We’re focusing on water quality, natural resources and encouraging allocation of funds for Everglades restoration.�

As a former mayor and councilman in the Village of Islamorada, Gregg is in Tallahassee to support Everglades restoration. “The budget includes numerous improvements to the waterflow and I’m very optimistic,� he said, “but they have to make it to the finish line, be included in the final budget.� Gregg said the pervasive attitude in Tallahassee is one of bipartisan support for Everglades restoration. He said he’s most enthused about plans for the reservoir south of Lake Okeechobee and funding for a scientific center to study the causes of blue-green algae blooms and red tide.

JONATHAN GUEVERRA, President, Florida Keys Community College The number one priority for Jonathan Gueverra in Tallahassee is to push, for the third straight year, a name change for the community college. While FKCC offers baccalaureate programs, it needs a “state college� moniker to go with it. He said the traction is favorable this year, perhaps because the North Florida Community College has joined the struggle.

“Equally important is the issue of funding,�

Gueverra said. FKCC receives 68.5 percent of the funding it “should,� while other institutions top out at 90 percent. “If we could get 78 percent of our funding, that would mean an additional $1.1 to $1.2 million.� Gueverra said the funding is critical for special offerings like the programs for construction apprenticeship and classes for those with intellectual disabilities. “If we can’t sustain them, we hurt ourselves and the community,� he said. Gueverra is traveling with three FKCC students — a baccalaureate student, a retired colonel from the Marines who went through the college’s diving certification and now studies marine life, and a student with intellectual disabilities.

SB 1076 would allow the county offices to retain certain revenues from the previous year, plus addresses deposits into the Clerk of the Courts Trust Fund rather than the general revenue fund. “It’s a moving target, but we’re encouraged,� he said.

“I can’t get that out of my head,” Banick said. "I can’t believe myself that health care isn’t a basic necessity of life.”

This year’s Big Kahuna race saw four contestants stepping up to raise funds for The Good Health Clinic, a free health-care provider to uninsured and low-income residents in the Keys.

The Kahuna competition alone raises roughly 20 percent of the clinic’s operating funds, and this year, Kahunas raised just over $64,000. The top fundraiser, crowned Big Kahuna, was Dr. Thomas Morrison, who raised $23,000.

“I’m very grateful for everybody who helped me,” Morrison said. “It’s a community effort. GHC is something everybody can get behind. For me, just to promote it was fantastic. One of the things my wife and I discussed was doing events everyone could enjoy. So doing the poker run tapped into our passion for motorcycles and doing casino night was just a big party.”

The fundraising experience was a fun and memorable one for the other competitors, Alina Davis of Coldwell Banker, Walt Stephens of Florida Keys Electric Cooperative and the Upper Keys Weekly team.

“It was fantastic,” Davis said. “I could not believe how many people gave so much to the cause. The Good Health Clinic does so much good work.

One person who I know gets their shots — that are $10,000 a month — for free because they (GHC) did it. The work they do is incredible.”

“I had a lot of fun,” Stephens said.

“It was all for a good cause. I’m proud that I participated. I’m not disheartened at all that I was not Big Kahuna because of the total of money raised; $64,000 is huge.”

Last year, The Good Health Clinic continued on a path of excellence, serving 665 patients in the Florida Keys. Around 2,000 clinic visits were made by patients while 1,000 visits were made to specialty doctors who donated their time. GHC this year opened a satellite clinic in Marathon to serve patients.

Banick said she’s thankful for all the support from the community. She said it speaks highly of the mission to serve the uninsured and low-income residents of the Keys.

“I think how lucky the clinic is to have all of you supporting us, and how lucky the community is to have individuals to have the will to make something happen,” she said. “We’re saving and changing lives and it’s impactful.”

riginal works of art showing the life-sustaining interactions among Biscayne Bay’s abundant plants, animals and insects will be on display at the Florida Keys History & Discovery Center starting Wednesday, March 27.

To highlight the complex natural relationships that occur in Biscayne Bay’s terrestrial and aquatic environments, members of the Miami-based Tropical Botanic Artists collective used a variety of media and artistic approaches to create the exhibition “Encounters: Friend or Foe?” The exhibit is on display at the Florida Keys History & Discovery Center from March 27 to June 30.

Biscayne Bay’s ecosystems support hundreds of species, many found nowhere else in the United States. The artists illustrated encounters ranging from mollusks grazing on mangroves, to marine animals interacting with underwater plants, to nesting birds catching native fish to feed their chicks, to butterflies and other insects pollinating or laying eggs on the indigenous vegetation.

“Encounters: Friend or Foe?” was first shown at Biscayne National Park in early 2017 to mark two milestones: the 100th anniversary of the National Park Service in 2016 and the 50th anniversary of Biscayne National Park in 2018.

“Members of Tropical Botanic Artists were honored to participate in

these celebrations by highlighting many aspects — some relatively hidden — of the fascinating terrestrial and aquatic life that flourishes in this natural paradise,” said Kristi Bettendorf and Beverly Borland, co-chairs of Tropical Botanic Artists.

The exhibition has traveled to several Florida venues, sponsored in part by the Florida Keys Council of the Arts, the State of Florida, Department of State, Division of Cultural Affairs, Florida Council on Arts and Culture, and private donations.

Artists with works in the exhibition are Margie Bauer, Beverly Borland, Silvia Bota, Marie Chaney, Susan Cumins, Jeanie Duck, Julio J. Figueroa, Pauline Goldsmith, Leo Hernandez, Carol Ann Lane, Elsa Nadal, Carol Onstad, Laurie Richardson, Donna Torres, and Jedda Wong. All are long-time residents of South Florida.

The Tropical Botanic Artists collective was established in Miami in 2006 to highlight the beauty of tropical plants through art. Its members come from all walks of life; they share a love of the natural world.

The Florida Keys History & Discovery Center, located at MM 82, Oceanside, on the property of the Islander Resort, is open Wednesdays through Sundays from 10 a.m. to 5 p.m. General admission is $12 and $10 for seniors; children 13 and under are admitted for free.

FLYING HIGH Blue Angels featured in Southernmost Spectacular

The Naval Air Base’s “Southernmost Spectacular” on March 30-31 is an event that Keys residents anticipate every year with excitement. This year’s theme is “Women in Aviation.” (See opposite page.) Emma Harlow, heading Marketing and Sponsorship for the Naval Air Station’s events, said “So many women in the aviation world have done air shows together — it’s a small group, but we get to know each other intimately.” Harlow is pleased to feature aviators and performers like Patty Wagstaff and Julie Clark, who has performed for 40 years.

The air show will be held on the Boca Chica Air Field at MM 8. The famed Blue Angels dazzle the crowds with truly spectacular feats of flight, and they are joined by other flight demonstration teams showcasing maneuvers used in aerial combat. The Navy also opens up the base to delicious food vendors, live music and attractions like helicopter rides. The Naval Air Base has been a part of the Keys community since 1917, and it’s a special opportunity for a peek (up) into their operations.

Where can I park?

Northbound traffic enters at marina gate MM 7. Southbound traffic enters at main gate MM 8. VIP pass holders, ride share vehicles enter at commercial gate MM 9. Note that all ride share vehicles are required to ONLY use the gate at MM 9. If a ride share vehicles enters through any other gate they will not be able to exit the base since MM7 and MM8 are strictly entrance gates. Once you enter the base you will be guided to the nearest available parking area. For questions specific to parking different types of vehicles, contact the security office at 305-293-2506.

What can I bring?

Chairs and blankets are permitted and recommended for general spectator seating. Strollers, carriages and wagons are permitted, but cannot take up aisle space in the seating areas. No pets other than service animals. No drones. Camera bags and diaper bags are allowed but subject to search. No outside food or beverages (no coolers) are allowed into the air show, other than baby bottles (non-glass) and small snack items for infant children.

ATM Keys Federal Credit Union will have ATMs on site during the air show. The mobile unit will be in the second row of vendors, centrally located.

Helicopter rides Helicopter rides will be offered throughout the two-day air show and rides will conclude when the U.S. Navy Blue Angels perform at 2:30 p.m. each day. The helicopter is able to accommodate three people per ride. Each ride is 4 minutes and cost is $39 per person. There is a single rider option for $34.

Stop by to find out what is available at the event and where things are located. The medical tent is available for lost and found and medical attention. CELEBRATING A QUARTER-CENTURY Music fest tops half-million dollars raised “This year might be the best Bay Jam ever, with a wide range of music including country, Afropsychedelic, funk-rock and reggae.”

Born 25 years ago, the annual Bay Jam music festival began with local musicians performing to raise money to provide grants for local students to pursue art and music endeavors in the face of steep state and federal funding cuts. A quarter-century later, Bay Jam, along with other ICE events, has awarded more than $500,000 to students and community organizations.

This year’s Bay Jam features a rising county music star, Stephanie Quayle, recently inducted into Country Music Television’s Next Women of Country. Last month, she made her third appearance at the Grand Ole Opry in Nashville (with Keys native Nyan Feder as music director, guitarist and backup singer). Quayle’s warm and powerful vocals are drawn from her Montana roots.

The event’s lineup also includes the return of Jackii Kennedy, the Michael Allman band (son of the rock legend Greg Allman), the Lower Mat Cats, a special children’s show by Micah Gardner, and more “This year might be the best Bay Jam ever, with a wide range of music including country, Afro-psychedelic, funk-rock and reggae,” said David Feder, director of ICE. He said proceeds from ICE events have supported ESE classroom music programs, in-school and adult-education workshops, and infrastructure for many local not-for-profits including Habitat for Humanity, Island Dolphin Care, Everglades Foundation, Wild Bird Center and others.

Students can download a scholarship application at www. keysice.com or contact their art or music teachers for more information. All Upper Keys high school students are eligible to apply, including home-schooled students.

The event is a family-friendly day of music and fun. Concertgoers can enjoy a swim at the bay-front beach just steps away from the ICE Amphitheater stage, check out arts and crafts vendors and sample a variety of food, as well as craft beer from the Florida Keys Brewing Company.

Gates open at 10 a.m. and music begins at 11 a.m. on Sunday, March 31, at Founders Park, MM 87, Islamorada. Parking is free.

Ticket donations are $10 for adults, $5 for students with ID and free for seniors and kids under 12.

While spring break is in full swing at Coral Shores, March 15 was a music rehearsal day for students in this year’s CSHS Drama Club production of “The Little Mermaid.” On March 16, some were hard at work constructing sets.

Set for March 29-31 and April 5-7, expect to witness a show unlike ever before. Spoiler: The talents of these 35 students are off the charts.

Michele Zofchak, teacher and play director, had a moment to step away from Friday’s rehearsal to sit down with the Weekly for a few minutes as Suzanne Gagliardini, music director, headed up rehearsal. Zofchak said the show was picked a year ago, and in November, auditions began and participants began to learn music. In January, the actors and actresses took to the stage for rehearsals.

“The thing about theater kids is that we are a little quirky, and that we really come together despite our differences to put on something that is quality,” she said. “They have a passion for the arts and I think you’ll see that in the show.”

Playing Prince Eric is junior Chris Hernandez. For previous shows, Zofchak said, Hernandez was always behind the scenes and in the light booth. For the first time this year, he told Zofchak he wanted to audition.

Sure enough, Hernandez got the lead as Prince Eric.

“He opened his mouth and sang and I leaned over and whispered,

‘Christmas came early,'” she said.

Junior Lina Coole is playing Ariel, and Zofchak said she has a strong passion for the arts. (Oh, and get prepared to be blown away by Coole’s vocals.)

“She is one of the sweetest, kindest people and I think she can portray that in Ariel,” Zofchak said. “And her voice is amazing.”

Junior Eric Ericksen, who plays Grimsby, has a voice that should be on broadcast radio. “You want to listen to his voice,” Zofchak said. Senior Morgan Whittle, playing Sebastian, is set to pursue a career in theater. Zofchak said she’s an amazing dancer and a great character actor.

What should you expect coming to this play? Zofchak said be prepared to have a lot of fun and see kids dressed in bright colors enjoying their time under the lights.

“They will see a different 'Little Mermaid' than the movie, but it will still be true to Disney,” Zofchak said.

Show times are March 29-30 at 7 p.m.; March 31 at 2 p.m.; April 5-6 at 7 p.m. and April 7 at 2 p.m. Tickets are $5 in advance at the high school office and $10 at the door.

lease follow me outside,” Charles Fulco said to his audience. Each person held a solar eclipse viewer in front of his or her eyes to safely watch the sunset. As the crowd looked at the sun through protected eyes, Fulco urged, “Now, there’s going to be quite a few solar eclipses in the next four to five years, so hang onto these!”

Fulco is a dark-sky ambassador and educator. He travels around the country spreading awareness about the dangers of artificial light. He serves as the International Dark Sky Association local chapter director, and recently, he spoke at the Coral Restoration Foundation’s monthly Sips & Science talk.

As the crowd funneled back inside, Fulco began: “How sad is it that one light can obliterate an entire night sky?”

Fulco showed a night landscape totally blown out by one streetlight. “This is why we need full cutoff LEDs and full coverage fixtures – the light shouldn’t go beyond the horizon line,” said Fulco.

Older light shades allowed light to shine upward into the sky, polluting the night, he said. In contrast, modern shades keep light shining downward and help eliminate glare from viewers’ eyes. “Isn’t that better?” Fulco prodded, smiling.

“Form follows function. In nature, if it’s wasted, it goes extinct,” he said.

“We humans create useless things.

What’s an upward light do? Shine up my inseam? There’s really no purpose or reason for that.” Instead, Fulco wishes that the function of buildings would determine their lighting. Most of our buildings are over-lit, he said, creating a night atmosphere that is anything but dark.

This excess of light has unintended consequences. Fulco said that, like humans, trees need sleep at night.

Artificially lit trees become confused, and actually grow when they aren’t supposed to. Griffith Observatory in Los Angeles no longer can function as an observatory because the L.A. lights obliterate the view. Finally, in an ironic twist, so-called “safety lighting” in plazas and at banks actually ends up hiding crime. The light is so blinding and poorly directed that criminals have been known to hide in the glare.

“The Florida Keys are a particularly susceptible ecosystem,” adds Fulco.

“We have baby sea turtles in the Keys whose eyes have naturally evolved over millions of years to follow the moonlight reflecting over the sea after they hatch. ... We’re leading them to Joey’s Clam Shack when they should be going towards the ocean.” Fulco has long advocated in the Keys for red, sodium lights that don’t affect baby turtles’ eyes in nesting areas. Some stretches on Overseas Highway near Marathon already have these lights in place.

Birds, fish, vegetation and even humans can also be negatively affected by light pollution.

Fulco ended with a plea, asking his audience to get involved and make different choices when it comes to light pollution and their ecological footprint in general. “We don’t have to be perfect, but we’ve gotta start somewhere and do better,” he said.

sland Fest returns to Islamorada on Saturday and Sunday, April 6-7, featuring a juried art show, live music, food, classic cars and more. The annual Islamorada Chamber of Commerce fundraiser, now in its 28th year, will take place from 10 a.m. to 7:30 p.m. on Saturday and 10 a.m. to 5 p.m. on Sunday at Founders Park, MM 87 bayside.

The Plantation Yacht Harbor Arts and Crafts Show will feature some 100 artists whose works include everything from paintings and sculpture to jewelry, fine crafts, and driftwood carvings.

This year’s poster artist is painter Jen Callahan. “I am so happy to have been selected as the poster artist this year at Island Fest,” she said, adding that her love for animals began as a young child, which was “later cultivated into a need to express my fascination with animals and color.” This is apparent in her 2019 Island Fest poster piece “Manatee.”

Food is a mainstay during both days of Island Fest. On Sunday at noon, the Taste of Islamorada competition brings out top local restaurants. Attendees will get to cast their ballot for the People's Choice Award. The award ceremony will take place at 4 p.m. on Sunday.

An array of musical acts will perform, from country and rock to blues and reggae. New to the Island Fest lineup will be Nashville- and Miamibased country/rock group Saints and Angels. Those looking for local music can look no further than the Carousers, who are slated to take the stage on Saturday. The Coconut Cowboys will be back again for a sunset beach party from 5:30 to 7:30 p.m. on Saturday.

Island Fest features activities for children and creative adults, from helping paint a life-sized dolphin statue to competing in hula-hooping contests, and watching giant kites. On Saturday, teams will compete to build the best sand sculpture, inspired by this year’s theme of “Birds, Butterflies and Blooms”.

Also on the show’s first day is the “What Floats Your Boat?” homemade boat race. Participants will create a “boat” to enter in the race, which will begin at 1 p.m. Saturday. There is no entry fee and the Chamber of Commerce is seeking entries. Winners will be declared for the Yachtiest Award, Thriftiest Award, Anchor Award, Krazy Krewe Award and Sink and Swim Award. The big winner will be presented with the Lucky Ducky Admiral Award.

Seminar teaches kids fishing technique Fly-tying master Ted Rogowski, 91, helped teach kids how to tie flies during the Florida Keys Fishing Guides Association's Kids Fishing Seminar at Founders Park, on March 17. Rogowski, who has been tying flies since he was 12, is married to fly fishing legend Joan Wulff. He says it's a "sense of accomplishment" when the instructor teaches the student how to tie a fly, adding that properly "winding" the line is the key to a good fly. Book records tales of marijuana runners

new memoir details the adventure, humor, successes and screw-ups in real stories of people who worked in the marijuana smuggling industry.

A new website, SmugglersTimes. com, is live in support of the memoir “Smugglers’ Times: Smuggling in the Days of Marijuana Prohibition.”

Complete with tales of a long-retired pioneer of the marijuana smuggling industry, who lived and worked in Islamorada and the Keys, the website gives samples from the book and information about the author, M. Dennis Taylor. The book includes tales from Keys Don, as he is still known, that long-retired pioneer, who worked under the name Gomer.

Don flew single-engine planes in the 1970s back and forth to Colombia, carrying up to $1 million worth of pot per load, in today’s money, and finally told his story to Taylor.

“I tell about the life of a smuggler,” said Keys Don. “When marijuana is legal, we will be like the rumrunners during Prohibition and people might be interested in the history of how it was in smugglers’ times.”

During a 30-plus-year career, working under aliases, Don brought marijuana through the Keys, an area with thousands of places to hide, that’s been a haven for smugglers since the times of the Spanish Main. Don and his friends used planes, boats and vehicles, and expanded connections throughout the states, Mexico and the Philippines, reportedly even working with federal agents.

he Coral Restoration Foundation’s work would not be possible without the support of a wider community, backing that will be demonstrated at the organization’s 7th annual fundraising gala, Raise the Reef 2019, on Saturday, April 6, beginning at 5 p.m.

Raise the Reef is once again being held at the Ocean Reef Club, highlighting a relationship that demonstrates the power of collaboration. The two are working together toward the full, ecosystem-level restoration of the iconic Carysfort Reef. This collaboration will ensure that 30,000 critically endangered corals are returned to Carysfort Reef by 2020.

Raise the Reef 2019 aims to be as sustainable as possible; it will be plastic-free and offers a sustainable menu featuring lionfish, an invasive species, and premium vegetarian dishes.

Live mangrove seedlings, donated by MANG, will grace the tables as centerpieces. After the event, these seedlings will be planted along the coast as part of the effort to restore Florida's mangrove forests.

Two advocates for the natural world will give presentations – Sarah Fangman, superintendent of the Florida Keys National Marine Sanctuary, and Will Stolzenburg, a celebrated wildlife journalist.

During the live auction, guests will have the opportunity to bid on one of the last available Limited Edition Oris Staghorn Restoration watches, as well as an original painting by the renowned marine life artist BJ Royster, member of the Ocean Artists Society and the Ocean Reef Art League, and the opportunity to dive with the Coral Restoration Foundation in its Coral Tree Nursery to witness the annual coral spawn – an amazing natural phenomenon.

Paddy’s Day festivities in Key Largo

The Upper Keys community came out decked in green for the 20th annual Upper Keys Irish Festival parade at Caribbean Club, MM 103, on March 16. The floats were something to behold. Kids eagerly awaited the thrown candy so they could fill their bags. Even dogs had their leprechaun costumes on. The Upper Keys Irish Fest has been a Key Largo tradition and a family event since 1999.
