R

esidents of the Venetian Shores neighborhood are all too familiar with flooding — even during the smallest rain events. Engineering studies blame the problem on the lack of a storm water management system.

During its Jan. 31 meeting, village council approved proceeding with a project that would establish a system for storm water for the Venetian Shores community, specifically at the bottom of the bay. Village Manager Seth Lawless noted the Venetian Shores project has been in plans for several years following preliminary studies of problematic areas in the village. Venetian Shores came out on top when examining other projects. The Water Quality Improvement Citizens’ Advisory Committee also recommended it.

The project will address issues at the bottom of the bay at Bayview Isle and Villa Bella drives as well as a portion of Venetian Boulevard. A crowned road would be established with a 2 percent slope at each side, with a gutter on the side of the road that will collect and send water through a grate.

It’ll be treated before being discharged into the canal and Florida Bay.

Changes in village personnel and the impacts of Hurricane Irma on the Keys and the village delayed the project's development. In March 2018, the village issued a request for qualifications (RFQ) for design of a storm water management system at Venetian Shores. The village selected the engineering firm Weiler to prepare the design and construction plans for the storm water management system.

By October 2018, Weiler finished a design and constructions plans. Weiler helped the village draft an RFP document for construction of the proposed system, and provided an updated engineer’s estimate of projects costs,

which was approximately $1.6 million.

In December 2018, the village issued a request for proposals for construction of Venetian Shores Stormwater Management System.

With two bids received for the project, council elected to go with the low bidder in Ferreira for $1,593,050.

Councilman Jim Mooney noted that the project’s price tag for two streets is a lot.

“At that pace, the sewer will be a cheap investment,” Mooney said. “In three years, it’s gone up $700,000. I understand labor costs have changed, but $2 million for two roads and a main drag (is a lot).”

To pay for the project, Lawless said the village has $700,000 from assessment revenue, a $150,000 grant from South Florida Water Management District and some $750,000 in Stewardship Act grant funds.

Village council will convene on Thursday, Feb. 21. On the agenda is a resolution to approve installation of community aesthetic art features on property next to U.S. 1 near MM 80, bayside. Members will also consider a motion for adoption of land lease changes for new affordable housing projects receiving property or monetary donations.

he Florida Keys Fishing Guides Association will show kids the ropes -- or fishing lines -- next month.

The free Kids Fishing Seminar will be held on Sunday, March 17, from 10 a.m. to 2 p.m. at Founders Park Beach Pavilion.

“This is a really fun day for kids – and the guides," said organizer Capt. Steve Thomas. "Kids love to learn and when you include fishing-related activities, it’s a win for everyone. There’s nothing better than to see a kid learn to get a feel for fly casting.

This should be a great day.”

Local captains will teach anglers 18 and under how to flycast, spin-cast, tie flies, throw a cast net, and pole a boat. Kids will compete in age-division spin- and fly-casting competitions as well as skiff poling. All boys and girls are welcome to come and learn from the pros.

Free hot dogs, hamburgers, and drinks will be available for all participants. Kids under 13 must be accompanied by an adult.

Early registrants will receive free prizes. Competition winners in the casting and skiff poling events will receive awards.

COMMUNITY NEWS OBITUARY

RALPH BERARD Ralph Berard, 88, passed away recently at his home in Key Largo.

He was born and raised in Miami, Florida. He is a graduate of the University of Miami. He served in the U.S. Navy during the Korean War. He was preceded in death by his wife, Jeanne, about 15 years ago.

They were married for more than 40 years. They owned Keys Realty in Tavernier for many years.

Ralph was very active in the Upper Keys community. He was a 35-year member of the Upper Keys Rotary Club, serving as president and board member. He taught real estate at Coral Shores campus of the Florida Keys Community College. He was a longtime volunteer at the Key Largo Library and Mariners Hospital. He was a voracious reader and had an inquisitive mind, always having insightful questions for Rotary speakers.

He is survived by his niece Nikki Taylor, of Dayton, Ohio. He will be remembered and fondly missed by his “Keys family.”

BRIEFLY Lecture explores smuggling refugees from Cuba to Key West Keys History & Discovery Center presents author and poet Arlo Haskell discussing "The Jewish Underground: Smuggling Refugees from Cuba to Key West," on Wednesday, Feb. 27, from 5 to 7 p.m.

The lecture is at the Keys History & Discovery Center at MM 82 on the property of the Islander Resort in Islamorada. Cost for non-members is $10. As American immigration laws prohibited Jews from entering the United States during the 1920s, thousands of Jewish migrants became refugees in Cuba, where authorities looked the other way as smugglers transported them to Key West by any means necessary. Their actions inspired Ernest Hemingway’s novel "To Have and Have Not" and pitted them against powerful local officials who belonged to the Ku Klux Klan.

Drawing on thousands of pages of declassified government records and extensive forensic research, Haskell illuminates the clandestine acts and secret societies of an era.

Dishes will celebrate early residents’ ingenuity and creativity in using the foods available to them before and after Henry Flagler’s railway enabled the transporting of products which made life -- in the kitchen and out -- a little easier.

With each course, guests will learn about the history of the main ingredient in the dish, making culinary history part of the evening out.

The cost of $50 per person includes tax and gratuity; there is a cash bar.

Take a tour through time on Matecumbe trolley The Matecumbe Historical Trust's next historical “Trolley Tour Through Time” will be Saturday, Feb. 23 at 10 a.m.

Tours will be each Saturday in February starting at 10 a.m. from the Islamorada Moose Lodge, 81573 Old Highway.

A monitor located in the trolley shows over 90 photos allowing you to see the past while viewing the present. Tours take about one hour. Reservations are needed to guarantee seating. Annual Fish Fest at St. James the Fisherman St. James the Fisherman is hosting its Annual Fish Fest at the Caribbean Club, MM 103 on March 3. The day begins with service on the beach at 9 a.m. Fish Fest starts at 11 a.m.

There will be plenty of food, music, silent auction, 50/50, basket raffles and games for the entire family. All proceeds go toward the church for outreach and its children’s center.

ranklin Delano Roosevelt’s first fishing adventure in the Florida Keys occurred in 1923.

Tavernier’s Rodney Albury was hired as his guide. It would not be a one-time expedition. During a 1925 fishing trip, Roosevelt’s yacht Larooco blew an engine out in the Everglades’ Shark River. Roosevelt wrote a note that was transported to the Long Key Fish Camp by a passing boat captain. It was then handed to the train conductor with instructions that it be delivered to Albury at the Tavernier Depot. The note read: “Dear Captain Albury, come save all our lives.” Rescuing Roosevelt would prove the second to last time Albury would see Roosevelt. Feb. 18, 1939, the now President Roosevelt was driven down the Overseas Highway en route to Key West where he would board the cruiser Houston to observe war games in the Caribbean. As the presidential caravan drove down the highway, in Tavernier, Captain Albury and his wife walked out to the side of the road and yelled out when he passed. The president turned and waved. Albury said, “I’m always sorry I didn’t stop him. I know he would have stopped the motorcade. I knew him just as good as I knew my brother.”

t’s noon on a Tuesday at Craig’s Restaurant. Upper Keys Rotary is set to begin, but not until Terry Abel hits the bell so hard that you jump out of your seat and throw food onto your lap.

Abel has worked through the Rotary ranks to where he serves as president today. Next year, he will be past president, but he doesn’t plan on going anywhere, as he says he’ll be back in the queue for sure.

“When I first joined Rotary, I didn’t understand how big it was,” he said. “For me, I started because of the scholarship money we give back to the community. It’s people who volunteer their time, talents and treasure to help strangers out, like I do here at work.”

Abel enters his 25th year with the Islamorada Fire Department, and his fifth as fire chief. A military brat who grew up in Virginia Beach, he left the state where he was born and raised to come to the Florida Keys to run boats out of Bud 'n’ Mary’s.

“I had a buddy who dodged the Army and would call me every time the weather up north was horrible,” he said. “He found me a job and I packed up my 1994 Ranger and headed south.”

He worked at Sea Tow, and one night he went to Whistle Stop to find that it was closed. He ended up stopping by the fire department to see what it was all about.

“I grew up wanting to be a firefighter,” Abel said. “It’s the best job in the world. I started as a volunteer, and when they went paid I went paid.”

Abel said he thoroughly enjoys the community that he said is resilient, helps each other and bounces back quickly. He also enjoys the public interaction and appreciates those who commend his fellow firefighters for their work.

“The crew here is just phenomenal,” he said. “I wouldn’t be anything without my crew.”

What’s the first thing you do when you get into the office? I say good morning to Ms. Debbie. She runs this place. I just go to the meetings.

What do you do to relax after a day’s work? If it’s summer, I like to go on the boat for a sunset cruise. Otherwise I like to chat with the wife, kids, critters and make a tall rum drink.

Best word to describe the members of the Islamorada Fire Department? Awesome family. That’s two words … can you hyphenate it?

Who was your biggest role model growing up? My uncle Terry.

What band or musician do you rock out to? I’m all over the place … love me some old-school Bob Marley.

It puts me in my happy place. Tom Petty, don’t ask me why, and Zac Brown Band.

Favorite hangout spot? My back porch with my wife.

You’re about to hop in the DeLorean; what time period would you go back to and who are you bringing back? I’d go back and grab my dad and let him see his grandkids.

If you could be stranded anywhere in the world, where would it be? My old house in the Bahamas. It’s very laid-back and the people are awesome there.

Fire department vs. sheriff’s office in a tug-of-war match, who wins? We do, of course. They got many power rings around the midsection.

And two more points on their exam and they could have been firemen too.

Who do you like to pick on during Rotary gatherings?

I’m an equal opportunity offender. Those who can dish it out can get it more, but I pick on everyone.

Who do you try to scare when you ring the bell?

Everyone. I ring that thing so loud.

Who let Jason into Rotary?

I’m going to have to look into that and make more fun of them, but I think it was Derfler.

Jason is a good guy.

he biggest shopping event in the Florida Keys doesn’t happen without the many dedicated community members who set aside their time and put forth tireless effort. A big “thank you” goes out to all volunteers who make the Upper Keys Rotary’s signature fundraiser, the Gigantic Nautical Flea Market, what it is today.

NICOLE KRAUS "The Booth Mogul” — vendor liaison & recruitment She likes working with vendors while finding new ones shoppers will like.

Kraus said she likes to watch the event come together, knowing that the money is going straight to local students.

BARBARA NEAL “The Terminator” She’s the vendor troubleshooter who greases the squeaky wheels.

Enabling another year of educational opportunity for students is Neal’s favorite part about the flea market. Neal said she enjoys the more than 300 volunteers and loves the way the community pulls the event off every year.

CHRIS TRENTINE “The Problem Solver” — chief logistician He’s good at putting things together at the last minute and figuring stuff out.

At the flea market, Trentine likes to walk around and see the big production and all the people who come out.

JOHN STUART “The Builder” — coordinator and liaison He’s a member of Upper Keys and Key Largo rotaries and loves the camaraderie that’s developed between the two clubs. The challenging part of his role is coordinating the schedule of volunteers. During the event, he likes to work long hours with close friends for a good cause.

MICHAEL JOHNSON “THE QUIET FORCE” — food planning, ordering and logistics He likes to reorganize the Rotary trailer multiple times to determine how many cups and napkins are left from last year.

What’s challenging about his role is cooking better scrambled eggs than Terry Abel (which really isn’t a challenge). Johnson likes to find great deals on Sunday afternoon during a break from cooking.

DON HORTON and CARLA BAHN “Grillmaster”and “Coffee and tea brewmaster” Horton’s cooked on the grill for 19 years, and he said the community service and the fellowship shared in the kitchen is unmatched and rewarding. What’s challenging about his role is keeping ahead of the crowd because “they come hungry and ready to eat.” Seeing old friends and looking for that one special bargain are his flea market favorites.

REALTOR CLAIRE JOHNSON “The List Maker” — committee chair She enjoys being involved with the event as it makes a difference in a person’s life. “We all have a heart for children and we want to help them succeed.

We are truly blessed to live in such a wonderful community where we all pull together for this event. It takes a Village!” At the flea market, Johnson likes to explore and spend money.

FRANK DERFLER “The Cheerleader” — marketing, promotion and greeting He gets to negotiate with ad sales reps, and people don't know that he used to be one. The challenging part about his role is figuring what works. His favorite part of the Nautical Flea Market is sitting and watching people.

The first Latina lieutenant governor in the state’s history, Jeanette Nuñez is hitting the ground running alongside Gov. Ron DeSantis. Her schedule is a busy one, having recently hosted a listening session with First Lady Casey DeSantis regarding the ongoing Venezuela situation. Days later, the governor and Nuñez were on hand as President Donald Trump paid a visit to Florida International University, where he spoke on the crisis in the South American country.

n between those events, she managed to get a little down time and drove south on U.S. 1 to her place in Islamorada to see family and friends. She’s been coming to the area since 2001 and is no stranger.

“This by far is our happy place,” Nuñez said in a sit-down with Keys Weekly on a beautiful, sunny day at Founders Park.

"The minute you drive down that stretch, you feel all your anxieties go away. It’s just a simple, relaxed way of life that doesn’t exist in other places, and certainly not in the county north of us.”

A former health care executive and state legislator, Nuñez was the first Hispanic woman to be speaker pro tempore in the Florida House. DeSantis tapped Nuñez in early September as his running mate, touting her leadership and legislative accomplishments.

The first weeks have been a whirlwind, and Nuñez said the governor was insistent that he wanted to work hard right out of the gate.

“That’s been evident with everything he’s been doing,” she said. “He was always very vocal on issues like the environment, so that’s something he came out with a lot of strong announcements and a lot of strong appointments, and a really bold budget with regards to environment funding.”

THE ENVIRONMENT Nuñez said the governor’s $2.5 billion commitment over the next four years to tackle water quality issues has been met with praise from those within the environmental community. He’s also pledged $360 million for Everglades restoration, a matter Nuñez said sits atop DeSantis’ priority list as he works with DEP director Noah Valenstein and the federal government. With a healthy environment comes a healthy economy, as Nuñez notes it’s something people in the Florida Keys know all too well.

“I think for far too long, the federal government has left the state of Florida out in a lurch with regards to environmental funding that’s been promised for over 20 years,” Nuñez said. “Gov. DeSantis is insistent on obtaining that funding that’s been promised and due to Florida, and I think that’s also an important component because we have a partnership with a lot of these projects.”

SOUTH FLORIDA WATER MANAGEMENT DISTRICT BOARD Last month, DeSantis called for the immediate resignations of the South Florida Water Management District board members. In his remarks, the governor noted that change was needed for the agency, which plays a vital role in flood control and Everglades protection in the region. Only two of those members remain, and their terms expire in March.

“I know there was a little hesitancy on the parts of some, but I think ultimately everyone came to the same conclusion that this governor should be afforded the opportunity to appoint people that are going to align with his vision,” Nuñez said. “I’m glad to see that resolved itself and I’m also eager to see the types of individuals this governor is going to vet.”

As to whether the Keys will see representation on the board, Nuñez said it’s something she’s going to advocate for. Former County Commissioner George Nugent and Capt. Steve Friedman, Florida Keys Fishing Guides Association commodore, have submitted letters of interest to the governor’s office. Both received support from Islamorada Village Council.

“I would advocate for that, but obviously it has to be the right person,” she said. “There are statutory constraints in terms of people. That being said, I think having someone from the Keys is something that would be valuable.

“I think based on his appointments to date, with our friend ‘Alligator’ Ron (Bergeron), who probably understands the Everglades better than anyone I know, it’s a testament to what the governor is looking for,” Nuñez said. “He wants people who are dedicated and passionate and have a strong understanding because it’s a complex issue.”

THE BUDGET AND STRONG LOCAL REPRESENTATION Water quality issues are being addressed in DeSantis’ proposed budget. With money set aside for Everglades restoration, Nuñez says the governor’s also eyeing the coastlines and beaches.

“It really is as comprehensive a budget as I’ve ever seen with regards to the environment,” she said. “I think the people of the Florida Keys are really going to benefit not just from the focus on the budget but also policy.”

Nuñez said there’s tremendous leadership in the Keys with a state representative in Holly Raschein who works diligently to ensure the area is first and foremost when discussing issues of the environment. Nuñez notes that the two started out as legislative aides and grew up together in the Florida legislature.

“I have tremendous respect for her work ethic and focus on issues important to the Florida Keys,” she said. “I have nothing but admiration for her.”

ieutenant Governor Jeanette Nuñez has been a part of the Keys community since 2001. Keys Weekly asked about her time in the Keys and what she enjoys.

Where is your favorite place to go with family?

One of my favorites is Morada Bay, but my kids like to go to Shrimp Shack.

What are some of your favorite memories in the Keys?

My favorite memories are really when my kids were younger.

We live at Executive Bay, so there’s a little beach area. It’s a nice place to be for the sunset. I have pictures that I could show you that would wow the most renowned photographers.

What do you like to do if you have an afternoon with the family in the Keys? We love to go to The Sandbar. Usually, we take the boat out and spend time there. When the conditions align, we like to go out to Mosquito Bank. Sometimes we’ll just have lunch over there. The kids also like to go to Bass Pro Shop and board the Pilar and take pictures there.

What about the Keys do you enjoy? We have a lot of friends and family here. It’s a sense of community and being able to spend time and enjoy the beautiful scenery that’s like nowhere else. I also love the people and how everyone is in flipflops and casual. No one’s worried about the rat race, and it’s really a special place.

How do you balance your work life and time with family? It’s a balance for sure. As lieutenant governor, there are requests for my attendance at events, ribbon cuttings or to speak at events. I have to balance because I can’t be everywhere and I certainly need to focus on the things that are important to our administration and balancing work life. The kids are a little older now, so they’re not as needy. My oldest is 20 and I have two boys, 17 and 12. I’m very involved in their lives and I like to be involved in their lives. We always prioritize family time as much as possible, especially Keys times, in summers when things are little more laid back and we have more flexibility with our weekends.

What are top priorities for the Keys? Obviously No. 1 is the environment. I think there’s no other area more affected by issues of the environment than the Florida Keys. One could argue the Treasure Coast blue-green algae or the red tide in the Sarasota area, but I think the Keys for far too long have had to deal and contend with these issues. Affordable housing is another priority and, overall, the economy with regards to access to quality education and access to skilled career and technical training, which is something the governor has spent a lot of time talking about.

bill recently introduced by Florida state Sen. Anitere Flores proposes a new tool to confront the affordable and workforce housing issue in the state, especially in the Keys.

Flores, in a recent interview with the Weekly, said it’s a program that’s used in other states. Known as the Pilot State Workforce Housing Tax Credit, the bill differs from other traditional housing programs in terms of eligibility and the way it’s funded, Flores said.

“The income levels are a little bit higher than traditional affordable housing programs,” Flores said. “For the Keys, that percentage would be at 120 percent of the adjusted monthly income. That universe of people includes nurses, teachers, firefighters and police officers. They make a good living, so they make too much to participate in traditional affordable housing, but still have challenges, particularly in the Keys.”

Flores said the second difference is the funding mechanism for the program, which would be through the insurance premium tax. These taxes and fees are paid by every authorized insurance company that issues policies covering risks in Florida. She said it would be a tax credit for developers who invest in workforce housing. The

pool of funding totals $50 million over 10 years.

“Workforce housing in the Florida Keys is a major problem,” she said. “After Hurricane Irma, it became an even bigger issue. We have to find a way to make sure the people who work in the Keys, people who provide our services and keep us safe are able to live in the Keys.”

In the Upper Keys, Flores said, many people live on the mainland and work in the Keys.

“That’s not good for anybody,” she said. “This is another way for us to hopefully tackle this issue.”

Flores said the bill passed within Senate committee, and it should have its second hearing the first week of session. In the House, the bill will be heard in the first week of session.

Flores said there hasn’t been a whole lot of opposition to the bill.

“We’ve been working with Florida Housing Finance Corp. to make sure they continue to ultimately have a say how the credits would be given out and evaluating the program and application, and making sure quality projects are being approved,” she said.

"We’re moving along in the process.”

Flores says she hopes to get the bill across the finish line to confront the workforce and affordable housing issues in the Keys.

Who is your all-time favorite teacher and why? My all-time favorite teacher is Mr. Roper because he always is making funny jokes and always asks me how I’m doing. I love how he cares about everyone all the time.

What is the dumbest rule at your school? The best? The dumbest rule at my school is that we can’t wear hoodies and the best rule is that we get to wear jeans.

What organizations and activities are you involved with at ICS and why are they important to you? I played varsity volleyball and it was so much fun. I am in student government and in Key Club.

What are your plans after high school? I’m going to go to a nice college and get a really good job.

What do you hope to be remembered for at ICS? I hope that I will be remembered for making a lot of people laugh and the effort that I put into sports.

What is one favorite way to spend your spare time? I like to be on my phone, go out to eat, and hang out with my friends.

Will you make the Keys your permanent home? Why or why not? I don’t know because there isn’t a lot to do down in the Keys, but the water is really nice, so it’s a possibility.

What three things would you like to accomplish before your 10-year reunion? I would like to have a good job, have a house and be engaged or married.

ew experiences are typically more agreeable to women than getting a new look. But when the cast of the upcoming production of “The Dixie Swim Club” got together earlier this month, the "new look" they were going for offered an unusual challenge.

The five actresses will need to age 33 years during the course of the play, starting at age 44, and will do their own makeup backstage during scene changes. To help them make that transformation, cast member Jaimie Evans, a make-up professional in a former life, demonstrated how to get sagging jowls and a furrowed brow with a little foundation, eyeliner, and blush — or, conversely, tricks for turning back the clock with some strategically placed packing tape to create a mini-facelift.

"We are all different ages," she said, with a twinkle. "But, frankly, all but one of us hasn't seen 44 in quite a while."

The Key Players production of “The Dixie Swim Club” opens at the Murray E. Nelson Government & Cultural Center on Thursday, Feb. 28. The Jones Hope Wooten comedy — wildly popular in regional theaters since it was first produced in 2007 — follows five Southern women, whose friendships began on their college swim team years earlier. Each August, without fail, the friends gather at the same beach cottage on North Carolina's Outer Banks to recharge, sip martinis, and get updates on marriages, kids, and jobs. The play focuses on four pivotal weekends and delivers not just a steady stream of laughs but a lot of surprises.

"We did 'The Dixie Swim Club' eight years ago, and it was very well-received, but it was the middle of the summer when fewer people got to see it," said Jonelle Kop, a Key Players board member who is directing the play, with Craig Zabransky as her assistant director. "We thought it was time to bring it back with this very dynamic group of ladies, who have pulled it together beautifully."

As described by Kop, the play features a lawyer, a gym coach, a nun, a hillbilly, and a prima donna — played by Susan Groendyk, Cristina Von Essen, Jaimie Evans, Cathy Austin, and Patrice Messina respectively. "You remember the TV show 'Golden Girls'?” Kop says. "If you liked that, you'll love this more."

The clash of diverse personalities makes the play tick.

"Vernadette, the hillbilly, has a new catastrophe each act, and Lexie, the prima donna, is so obsessed with youth, plastic surgery, and men, she'll appear younger in the play at 77 years old than she does at 44," said Kop, looking over at Messina — a.k.a. Lexie — as she gamely struggles to apply a false eyelash for the fourth time.

"Oh, I see the problem," laughs Groendyk, the "careerobsessed" lawyer. "You've got the wrong eyelash on the wrong eye!" As everyone turns to look, Messina bats a dangling eyelash with persuasive Southern charm. "Note," said Kop, "she's already got the character down."

The Key Players, a community theater in the Upper Keys, will present "The Dixie Swim Club" in partnership with Friends of the Key Largo Cultural Center at the Murray E. Nelson Government & Cultural Center on Thursday through Saturday evenings on Feb. 28, March 1, 2, 7, 8 at 7 :30 p.m. Admission is $15. A special Key Players 40th Anniversary celebration will be held in conjunction with a 7 p.m. performance on March 9. Tickets are $30.

he Island Christian School community came out Wednesday, Feb. 20, to hear from Pastor Trevor Mann about the future and suggest ways to possibly keep the doors open past the 2018-19 school year.

“This is meeting strictly for support, prayer and momentum for ICS,” Mann said during opening comments.

“ICS has been a huge blessing and has made an incredible impact on countless lives.”

Mann, a 1993 ICS graduate, said enrollment was down to just over 90 paying students as the 2018-19 school year began. Around 50 students were lost from Hurricane Irma and other various reasons. Mann told the room

full of people that it was financially devastating, and the ministry’s elders decided to subsidize the school with a one-time payment of $265,000 in order to avoid a shutdown and allow another year to raise enrollment.

“We have not given up. We are praying for a miracle; for God to show up in the form of at least 145 students

by March 1, generous donations or a combination of the two,” Mann said.

“The teachers are in the process of personally speaking to the parents of each their students, encouraging them to not only re-enroll, but to encourage friends and family to consider ICS.” Community members expressed their desire to see ICS open for another year to figure out a plan. Some suggested extending the March 1 deadline to meet fundraising goals or enrollment numbers. While elders would like

to stretch it out, Mann acknowledged teachers and staff must know sooner than later so they could seek other job opportunities. There were also suggestions that included seeking out grants, gaining community support for funds, and closing the high school and having an elementary program.

Mann told community members to be the positive advertising that ICS needs to succeed and thrive. Mann said he’s thankful to the ones who’ve reached out in prayer, given encouraging words and suggestions.

Mann said they’re still seeking ideas and are still in the process of creative school models for different school levels, but elders of ICS decided the full effort will be gaining enrollment, obtaining funds or a combination of the two. If requirements aren’t met, Mann said it will be the last year of ICS. “If it is not God’s will to continue the ministry of ICS, we don’t want to force another year,” he said. "We will continue to pray for a miracle and be patient to see what God has in store.”

wenty Coral Shores High School students and two teachers took advantage of the President's Day weekend to celebrate the founding fathers of our country with the Broadway Student Summit in New York City and the box-office hit, “Hamilton.”

The summit is designed to connect theater students with the Broadway community — and with each other — through a series of workshops, master classes, and an unforgettable experience with musical. The program spanned two days and included an orchestra ticket to Hamilton, and six workshops in acting, voice and dance with cast and creative team members from the show.

During a master class on auditioning, Coral Shores students Lina Coole, Morgan Whittle and Sophie Kubida received individual coaching from a Broadway professional. The class focused on each performer's individuality and creativity. The result was a more textured and authentic performance in a song or a monologue.

The students were also able to enjoy things in NYC that weren’t a part of the summit.

Due to the location of their hotel, the iconic Hotel Edison, students were able to walk and take in the sights near Times Square. They enjoyed the famous Ellen’s Stardust Diner on Friday afternoon, and Friday night they were able to attend the longest running play on Broadway, "The Play That Goes Wrong," in its new theater location. Ice skating at Central Park, having a make-up tutorial from a professional make-up artist, and getting an unexpected backstage tour of the "Hamilton" theater and meeting the actors were also highlights.

Many of the students felt that this was a once in a lifetime opportunity, and are inspired to keep pursuing their own theatrical endeavors, starting with the CSHS Drama Club’s production of "The Little Mermaid" on March 29, 30 and 31 and on April 5, 6 and 7

ith Gov. Ron DeSantis recently unveiling his spending proposal, school officials discussed the 2019-20 fiscal year budget during a recent meeting at Coral Shores High School.

Executive Director of Finance and Performance James Drake’s presentation to county school board members examined figures put forth by DeSantis in his budget recommendation, which was released Feb. 4. State law requires the governor to submit a budget recommendation at least 30 days before the beginning of legislative session.

Then, the House and Senate will begin to craft the state’s budget.

Drake said the legislative budget request, the amount of money each agency needs to perform the functions authorized and required by law, showed $100 million for safe schools, $75.3 million for transportation and an additional $2 million for mental health this year.

Drake said the governor’s budget increases safe school spending by $50 million, compared with the legislative budget request of $100 million. The mental health allocation for schools includes an increase of$10 million, compared to the legislative budget increase request of $2 million. Digital classroom spending would be reduced by $50 million.

Drake said the legislative budget request had a $2.2 million increase for Monroe County schools. The governor’s budget recommendation shows about a $2.9 million increase. Drake acknowledged the increase from the legislature could be about $1.5 million.

District enrollment projections appear to be similar to numbers pre-Irma, according to Drake. He said the district’s next steps include gathering school staff numbers, and he added that administrators will draft school-level budgets in March.

“We’re starting to get students back into the district,” he said. “We already put in a forecast (of) 8,283 FTE (full-time equivalent students), and that includes all traditional and charter schools. Last year, we had growth of about 80. This year, it’s just under 80. We’re pretty confident with the number.”

In other matters, representatives from Campus Safe Solutions spoke to board members about a professional development safety service designed to distribute “Run, Hide, Fight” training at the school level. The system includes in-person and virtual training, as well as what representatives call “360-communication,” which allows users to share emergency notifications, and notifications for students, families and the community at large in a time of crisis.

Campus Safe Solutions representatives proposed piloting the program at two schools in the district, having already implemented it at schools with as many as 3,000 students elsewhere in the country.

t Sal’s Ballyhoo’s in Key Largo, stop in and get some chef-crafted Florida Keys seafood and enjoy a little southern hospitality.

Located in the median near MM 97.8, Ballyhoo’s has served the community for years. Owner and chef Sal Barrios said the establishment, once a Chinese restaurant, was turned into a seafood restaurant under the Stokeys. A longtime chef at MM 88 and Sundowners, Barrios took over Ballyhoo’s three years ago.

“I love it,” he said as he sat at the bar with a smile. “It was an offer I just couldn’t resist.”

With dining inside and outdoors, patrons can come in for lunch or dinner and enjoy everything from fresh seafood and steaks to burgers, salads, soups and more. Barrios said everything from the sauces on up is made from scratch.

For starters, patrons can order one of 11 appetizers that range from char-broiled oysters and New Orleans BBQ shrimp to grilled avocado and tuna sashimi.

As for entrees, Barrios says the Cast Iron Mahi is a hot menu item. Fresh mahi is lightly blackened and topped with smoked shrimp, diced tomato, garlic, shallots and Creole cream. With small and large portions, the mouth-watering dish comes out hot, tasty and ready to satisfy one’s appetite.

“It’s definitely one of the signature dishes right now,” Barrios said.

Other entrees on the menu are captain’s platter, which comes with Florida lobster tail, fresh mahi, jumbo shrimp and scallops and the choice to add crab meat stuffing, butterpoached grilled lobster, chicken & shrimp curry and grilled ribeye, just to name a few.

Casual fare menu items include Ballyhoo’s fish & fried tomato sandwich. Fresh mahi can be grilled, blackened, jerked or fried. It’s topped with a fried pink tomato, lettuce and a side of remoulade. There’s also the sweet potato burger, pimento grilled cheese and tomato soups as well as Betty’s chicken sandwich, which is fried buttermilk chicken tenders with pickled onions and house-made slaw.

To top off the meal at Ballyhoo’s, try one of nine dessert items, including the Mile High peanut butter pie, peanut butter Oreo cheesecake or the Key lime pie voted best in Key Largo.

Along with the food, try a wide selection of beer and wine.

Barrios says Ballyhoo’s just started a happy hour that runs from 3 to 6 p.m.
