bill recently introduced by Florida state Sen. Anitere Flores proposes a new tool to confront the affordable and workforce housing issue in the state, especially in the Keys.

Flores, in a recent interview with the Weekly, said it’s a program that’s used in other states. Known as the Pilot State Workforce Housing Tax Credit, the bill differs from other traditional housing programs in terms of eligibility and the way it’s funded, Flores said.

“The income levels are a little bit higher than traditional affordable housing programs,” Flores said. “For the Keys, that percentage would be at 120 percent of the adjusted monthly income. That universe of people includes nurses, teachers, firefighters and police officers. They make a good living, so they make too much to participate in traditional affordable housing, but still have challenges, particularly in the Keys.”

Flores said the second difference is the funding mechanism for the program, which would be through the insurance premium tax. These taxes and fees are paid by every authorized insurance company that issues policies covering risks in Florida. She said it would be a tax credit for developers who invest in workforce housing. The pool of funding totals $50 million over 10 years.

“Workforce housing in the Florida Keys is a major problem,” she said. “After Hurricane Irma, it became an even bigger issue. We have to find a way to make sure the people who work in the Keys, people who provide our services and keep us safe are able to live in the Keys.”

BRIEFLY Parks department clinic teaches kids to fish The City of Marathon Parks and Recreation department is hosting Fishing Fun, a program to introduce youngsters (ages 4-14) to the sport of fishing.

The program takes place on Saturday, Feb. 23 from 10 a.m. to noon at Crane Point.

Stations will be set up to teach casting, bait, safety with birds and turtles, and catching fish. The program is free and no advance registration is required. Meet at 9:45 a.m. at Crane Point museum parking lot. Parental supervision is required. Poles and tackle equipment are made possible through Fish Florida, and O.F.F. Marathon chapter. Friends of the Marathon Library host the ‘Voice of the Keys’

State Sen. Anitere Flores is proposing a bill to allow more people in the workforce to be eligible for affordable and workforce housing. CONTRIBUTED

In the Upper Keys, Flores said, many people live on the mainland and work in the Keys.

“That’s not good for anybody,” she said. “This is another way for us to hopefully tackle this issue.”

Flores said the bill passed within Senate committee, and it should have its second hearing the first week of session. In the House, the bill will be heard in the first week of session.

Flores said there hasn’t been a whole lot of opposition to the bill.

“We’ve been working with Florida Housing Finance Corp. to make sure they continue to ultimately have a say how the credits would be given out and evaluating the program and application, and making sure quality projects are being approved,” she said.

"We’re moving along in the process.”

Flores says she hopes to get the bill across the finish line to confront the workforce and affordable housing issues in the Keys.

Island Yoga hosts sheriff's self-defense class for women Island Yoga and Wellness is hosting a free women’s self defense program on Thursday, Feb. 28 from 6 to 8 p.m. at the studio, located at 8347 Overseas Hwy., Marathon. The “S.A.F.E.” program will be presented by deputies of the Monroe County Sheriff's Office. It is a two-hour educational awareness, crime-victim prevention program that provides teen and adult women with information that may reduce their risk of exposure to violence, and introduces them to the physical aspects of self-defense. t takes a village to put on a show. Just ask Jack Louden. “The students have worked very hard and we have been faced with some unique challenges this year,� said Louden, gazing up at the stage. Louden is the music director and producer for the Switlik Elementary production of “The Little Mermaid.�

School construction has turned the stage into the library and media center, in addition to the set for the production. This is the third year of musical productions at Switlik and this production showcases 35 students between third and sixth grades.

Auditions were held in November and rehearsals began right after Thanksgiving, three days a week until 5 p.m. “The show must go on,� Louden said, as costumes, some on loan from Marathon Community Theatre, glittered in the light behind him,. “Shannon Wiley, the art teacher, de-

signed and created the set with help from the Art Club he formed this year,� Louden said. “Students from Marathon High School serve in backstage roles such as costume changes, hair, makeup and food for the kids during the two nights of the show.�

Backstage, students line the wall, giggling with excitement. Fluffing wigs, Janie Sperry and Shilo Yeider, who play the menacing eels Flotsam and Jetsam, share smiles. “We have awesome costumes and wigs and (our characters) get to spy on everyone.We also have cool hand motions,� the girls said. “I love all the singing and dancing,� Tinashay Cunningham said of her part as Sebastian the crab, sidekick to Ariel the mermaid (Mia Marchino). “Michele Licause and Stacy Gonzales did all the choreography and blocking for this musical,� Louden said, observing the choreography rehearsal for Ursula the sea witch, (Addison Collins). He credits the women who have worked tirelessly to help the students prepare, ensuring each student feels comfortable with the dancing.

Additionally, the community is coming together to make the production a reality and support the students in their theatrical endeavors. This year the community connects to the show through several Marathon church congregations, sharing their talents. “Lori Mandille is helping with audio; her husband is pastor at Martin Luther Lutheran Church.Deb LaFountain is also helping with audio; her husband is pastor at New Life Church. Chris Willis is a pastor and helping with audio and lighting, as well as his father; and I am music director at San Pablo Catholic Church,� Louden said. “Finally, Doug Lawes is a music minister at Keys Vineyard Church and has shared his expertise and time to improve our sound and lights!�

Switlik students will perform "The Little Mermaid" on Wednesday and Thursday, Feb. 27 and 28, at 6 p.m. on stage in the cafeteria. Tickets can be purchased at the door, $5 for students and $8 for adults.

As a reward for their hard work, Louden said, “The students will travel to the Arsht Center in May to see ‘The Lion King.’�

D

eath and taxes: both are inevitable, neither is predictable.

President Donald Trump’s Tax Cuts and Jobs Act, approved in 2017, is now taking effect and it has are some major changes. The idea behind the act was to take less out of worker’s paychecks, giving them more money in the short term that would hopefully boost the economy. Some economists warn the changes will expand the nation’s debt, while others say it will be offset by overall growth of the economy.

It’s hard to say if it’s positive or negative just yet; every person’s situation is different. And there are many parts of the act that feature complicated timetables. For example, a deduction that’s available only during a one-month window, or a provision that doesn’t start until 2019, or expires in 2025.

HERE’S A BREAKDOWN OF SOME OF THE CHANGES: INDIVIDUAL INCOME TAXES The benefit for everyone was reduced individual income tax rates; every bracket fell a percentage point or two. According to the U.S. census, the 2017 median household income was about $63,000. Assuming it was a husband and wife filing jointly, they would have paid a rate of 15 percent in 2017, but enjoy a rate of 12 percent in 2018. The highest tax rate of 37 percent applies to a couple with a taxable income of more than $600,000. Last year, they paid a rate of 39.6 percent.

STANDARD DEDUCTION One of the biggest changes eliminated certain itemized deductions for a doubled standard deduction, for singles from $6,350 to $12,000 and married filing jointly from $12,700 to $24,000 for 2018 taxes. Because the deduction has almost doubled, it no longer behooves some to fill out the complicated forms for deductions; the flat rate may make more sense.

OTHER DEDUCTIONS The new tax code eliminates personal exemption — the box you used to check to save $4,150 for each member of your family. That hurts large families. On the plus side, the child tax credit was increased from $1,000 per mini-me to $2,000 per minime up to the age of 17.

Old deductions such as moving expenses, except for military personnel, are gone. Effective Jan. 1, 2019 those paying alimony can no longer deduct it for agreements executed after Dec. 31, 2018, while those receiving it do not report it as income. (There are other provisions in there, too, but none that would make exes feel any more charitable about one another.) And filers can’t write off that tax preparer bill either, or investment

expenses, or employer-reimbursed business expenses like parking costs. The good news is retirement savings and student loan interest deductions are still there. And that part of the code called “Pease Limitations” has been repealed. That means those who make donations can claim the tax deduction in full, as it is no longer tied to income levels — but only if they itemize.

The medical expenses deduction has been reduced to 7.5 percent down from 10 percent for adjusted gross income for regular tax, which is a win for people with high medical costs. Taxpayers without insurance will still have to pay a fine this year (but not next year) — $695 or 2.5 percent of the household income, whichever is higher.

Mortgage deductions have also changed, and only homeowners with an acquisition debt (mortgage) of $1 million or more are hurt. Mortgage interest deductions on homes valued at $750,000 or less still qualify, so long as they were purchased between December 2017 and closed by January 2018.

Again, because of the rise in standard deductions, many homeowners may no longer choose to itemize this one.

ESTATE TAXES For taxpayers who happened to inherit a lot of money in the past year, the larger estate tax exemption will help.

The tax only applies to the portion of the inheritance which exceeds a certain amount.

In 2018, that’s up from about $5 million to $11.2 million for singles or $22.4 million for couples, but the 40 percent tax rate still applies. According to the Tax Policy Center, only 1,700 estates would owe federal taxes this year.

CORPORATE TAXES The act reduces corporate taxes to the lowest rate since 1939 — from 35 percent to 21 percent. But, and there’s always a but, the effective rate for American businesses is actually 18 percent because of credits, rebates and loopholes. (For example, according to national media, Amazon will pay no federal taxes — $0 — for the second year in a row, despite profits of $11 billion in 2018.)

Business taxes are figured differently if the business qualifies as a “pass-through” entity. This mostly affects partnerships, S-corporations, and LLCs — which make up a huge percentage of Keys businesses. A pass-through business pays no tax itself, but the business owners (based on their share of ownership) pay the business tax based on their individual income tax bracket. For these folks, they qualify for a new below-theline deduction 20 percent tax rate of qualified business income (QBI), or the taxpayer’s taxable income reduced by net capital gains — whichever is lower. Sole proprietors and rentals that qualify as a business or trade can benefit from the QBI as well.

LOSS CLAIM DEDUCTION Beginning in 2018, taxpayers can only claim a deduction in this category who suffered a loss from a federally declared disaster. These losses can be taken in the year incurred or the year prior. That means it’s okay in the event of a big hurricane, but other losses such as fire and theft are only deductible if they don’t exceed personal casualty gains.

SALT SALT stands for State and Local Tax deduction, and applies more to states with high income tax rates like California and New York, but not Florida as it has no income tax. In previous year, taxpayers were allowed to make deductions based on property tax, sales tax and income tax.

Now, taxpayers can’t file deductions based on sales plus income tax it has already paid, and it’s limited to $10,000. While some say this will hurt those living in high income tax states, other say it will properly distribute the tax burden geographically.

COUNTY COMMISSION RECAP BOCC HEARS UPDATES ON COW KEY BRIDGE, FEMA FLOOD MAPPING

T

he Monroe Board of County Commissioners convened on Feb. 20 to focus on projects facing the county, most pressingly, FDOT projects Cow Key Channel Bridge and the Cudjoe Tower, as well as FEMA’s flood mapping project. The Commissioners broke to attend the ribbon cutting at the FKSPCA at reconvened to discuss the FDOT projects. The top priority items were as follows:

CUDJOE KEY AFFORDABLE HOUSING A request for amendments to policy of the Monroe County Comprehensive Plan was presented, essentially asking for zoning changes so that a mobile home site might be redeveloped into affordable housing units. Currently at the “Coco’s Cantina site,” Coco Palms Affordable Housing Subarea requested zoning be changed to Suburban/ Commercial. It would effectively allow 16 additional affordable housing units, for a total of 33. The grey area is whether Coco Palms would actually build hurricane-resistant and code-compliant units or simply add 17 additional mobile homes, an idea speakers resisted. The commission voted 4-1 to approve.

KOTS CONTROVERSY The Keys Overnight Temporary Shelter has been threatened with a move for years; however, its new location is now set to be used for low income housing instead—104 one-bedroom, one-bath apartments. The city has promised 30 units to employees of

the Sheriff’s Department, and Assistant City Manager Greg Veliz acknowledged that the College Road project would require them to make room elsewhere for KOTS. Commissioners Michelle Coldiron and Danny Kolhage asked if the requirements for the low-income housing might be expanded or reconfigured from the guidelines set forth by the grant to a larger sector of workers (and be applicable to Sheriff’s Department higher paid staff). Veliz acknowledged the income restriction is the “biggest wrinkle” in the plan.

Veliz said they were “pretty far down the road” with funding sources and were ready to break ground. Rice was concerned that “almost exclusively” the employees of the sheriff’s office make too much money to live there. Veliz acknowledged that the proposal was not a “long-term housing solution.”

Sylvia Murphy asked that they “take KOTS and find a place to put it, where it’s not in the way of the Sheriff’s department.”Teri Johnston spoke, noting that Veliz was speaking under the confines of the previous commission which directed him to go forth with the housing project and acknowledged the need for flexibility.

FEMA FLOOD MAP The commission heard from the Coastal Study group to update Flood Insurance Rate maps: “FEMA has been working on revised flood plain maps for several years.” Bruce Bender, consultant for the county, said that the Monroe County data is outdated; the surge analysis is 30 to 40 years old, and the climate data is from the ‘70s. He said our storms have increased, and we’ve seen significant land alterations. He said the county will be notified of the new FEMA maps and have the opportunity to dispute scientific or technical differences. Bender offered map changes and how they will affect insurance; the differences will go into effect in the winter of 2020. FEMA will allow grandfathering in insurance for lower rate zones. Commissioner Heather Carruthers mentioned that particularities like the mangroves protecting coastlines and lack of sand beaches are factors that FEMA, as a national agency, may not be taking into account. Citizens voiced concerns about the expense to the community the new maps may bring in insurance fees. The commission voted to move ahead with flood insurance rate maps drafting, due in April.

COW KEY CHANNEL BRIDGE Harold Desdunes, director of transportation development, as well as a team of state Department of Transportation staff, presented.

The FDOT team presented evidence of damage, cracks and deficiencies they have assessed because of the “marine environment” on Cow Key Channel Bridge. The bridge was originally built in ’78 and the additional lanes were completed in ’85. They presented slides demonstrating the damage, which at this point is “not reversible.” Their assessment found the root of the damage is saltwater spraying up from Jet Skis. Carruthers said she was “flabbergasted” that a bridge over saltwater was deteriorating because of exposure to saltwater. The construction is projected to cost $5.7 million. They debated models for how to reroute traffic while parts of the bridge are reconstructed. The next public meeting is set for March 20 at 5 p.m. at the Marriott, and the commission requested they change the date. FDOT proposed a mandatory construction start date of April 13, 2020, after tourist season. They said “safety is our priority” and have also analyzed for minimal environmental damage.

FKCC UPDATE FKCC President Jonathan Gueverra presented a programmatic and strategic update on the college. He discussed the destruction after Hurricane Irma and recovery: “Despite the fact that we lost 27 days to the storm,” he said, “we ended the semester and students graduated on time.” Gueverra discussed expanded housing, meeting the needs of out-of-county and out-of-state students, their Baccalaureate program, and how to further success of graduates. “We prepare people for the workforce and are putting them into jobs that are high-paying and in demand.”

Lee Arrowsmith Lee Scovil Arrowsmith, 88, died Sunday, Feb. 10, 2019 from Alzheimer’s disease. He is survived by his best friend and wife Nancy; daughters Patti D’Ausilio of Denver, N.C., Sandra Arrowsmith of Iron Station, N.C.; son Kenneth Arrowsmith of Stanley, N.C.; stepdaughter Christine Quackenbush of Sugarhill, Ga.; nine grandchildren and 13 great grandchildren.

Lee could build or fix most anything and took great pleasure in helping others. You could hear him whistling happy tunes wherever he went, especially while doing woodworking in the garage.

He also loved boating, fishing and motorhome trips. However, his feline buddies were his true pride and joy. Alzheimer’s took Lee’s mind but it couldn’t diminish his heart. He was a true gentleman and incredibly caring.

All applicants must be a 501 (c)(3) charitable nonprofit operating in or serving residents of Monroe County.

hen it came to postal service in the Florida Keys, the first post office was established on the corner of Key West’s Caroline and Front streets in 1829. The second post office established in the Keys opened on Indian Key May 21, 1833.

The Indian Key Post Office would serve communities at Cape Florida, Key Biscayne, New River (Fort Lauderdale area), as well as the men stationed aboard the lightship Florida anchored at Carysfort Reef and those living on Key Vaca.

The community that would become Marathon would enter the postal game relatively late in the island chain’s postal game. The first post office established on Key Largo occurred on June 14, 1870 when the island was still largely recognized as Cayo Largo. The first postmaster was the Key West wrecker Ben Baker, who created a pineapple plantation on Key Largo in the 1860s. In the Upper Keys community of Planter, the coastal precursor to the community of Tavernier, a post office was established Dec. 23, 1891. A post office was established at Cape Sable on Feb. 23, 1904. The Marathon Post Office would not be established until Feb. 23, 1909, inside the Lummus Commissary, which had been Marathon’s first merchandising store.

VOLUNTEER VILLAGE TAKES SHAPE T

he Florida Keys missed out on thousands of volunteer hours after Hurricane Irma hit the Keys. While there were many offers of help, volunteers either had no place to stay as many hotels were offline, or had to arrive fully funded and able to pay the $200-a-night rate. Even in cases where hotels were open, it was hard to balance the need for volunteers with the need to bring the economy back up to speed with tourism dollars.

The “Volunteer Village” on Big Pine Key will alleviate some of that pressure.

Last week, two bunkhouses arrived. They are actually recycled shipping containers, completely finished with outlets and USB connections, ceiling fans and an air-conditioner

RIBBON-CUTTING SET FOR MARCH 5 (think large wall units, like the ones in a Best Western). The “plug and play” bunkhouses were built by a company in Bangor, Maine called Snap Space Solutions which also builds boathouses, concession stands and even commercial kitchens using the same formula.

Each bunkhouse can accommodate 10 guests.

And, the bunkhouses can be plugged into electrical outlets or, if needed, a small generator.

“What makes this village system so unique, is that the units are designed for mobility,” said Michelle Luckett, head of the Monroe County Long Term Recovery Group (MCLTRG). “The bunkhouses and bathhouses will remain on their chassis and will be evacuated during a large storm.”

Monroe County signed a two-year lease with MCLTRG— at $10 a year — to develop the former site of the Habitat for Humanity Re-Store on Big Pine Key back in September of 2018. Luckett said the first bathhouse will arrive in five weeks, and more bunkhouses will probably be added in the future.

“Until the bathhouses arrive, the Salvation Army has loaned the MCLTRG a 46-foot unit that has four showers/ bathrooms plus 14 beds,” she said.

The bunkhouses were paid for by a variety of grants; each cost $27,000, plus shipping and chassis modifications. St. Vincent de Paul, a national charity, paid for the bunkhouse furniture and mattresses.

The idea is that visiting groups — Habitat for Humanity or American Red Cross — would pay a small fee to stay in the village. The United Way of the Florida Keys will provide $2,000 in matching money for groups that raise money for their respective project.

MCLTRG reports that Star of the Sea will be providing breakfast and lunch to the volunteers, who will eat dinner out in the community.

The grand opening of the Volunteer Village is set for Tuesday, March 5 at 10:30 a.m.

S

afety concerns have prompted temporary support columns at the Tarpon Harbour complex in Marathon. The units are fairly new — certified for occupancy in early 2016.

Tenants were notified in December that the balconies were unsafe. The balconies were taped off to prevent access and, beginning in February, tenants received a $100 credit toward the rent.

At issue are the balcony supports of the two-story modular homes above parking spaces. It appears the materials were improperly sealed and have begun to rot.

The modular homes were constructed by Champion Homes of Lakeland, Florida, and were shipped to the Keys on flatbed trucks.

The City of Marathon has issued permits for repairs to begin at Tarpon Harbour.

There are about 100 units in the complex, with a 40/60 split between market rate and workforce housing. The rents for the workforce housing are set at 120 percent of the median income for the twoand three-bedroom units.

ith Gov. Ron DeSantis recently unveiling his spending proposal, school officials discussed the 2019-20 fiscal year budget during a recent meeting at Coral Shores High School.

Executive Director of Finance and Performance James Drake’s presentation to county school board members examined figures put forth by DeSantis in his budget recommendation, which was released Feb. 4. State law requires the governor to submit a budget recommendation at least 30 days before the beginning of legislative session.

Then, the House and Senate will begin to craft the state’s budget.

Drake said the legislative budget request, the amount of money each agency needs to perform the functions authorized and required by law, showed $100 million for safe schools, $75.3 million for transportation and an additional $2 million for mental health this year.

Drake said the governor’s budget increases safe school spending by $50 million, compared with the legislative budget request of $100 million. The mental health allocation for schools includes an increase of$10 million, compared to the legislative budget increase request of $2 million. Digital classroom spending would be reduced by $50 million.

Drake said the legislative budget request had a $2.2 million increase for Monroe County schools. The governor’s budget recommendation shows about a $2.9 million increase. Drake acknowledged the increase from the legislature could be about $1.5 million.

District enrollment projections appear to be similar to numbers pre-Irma, according to Drake. He said the district’s next steps include gathering school staff numbers, and he added that administrators will draft school-level budgets in March.

“We’re starting to get students back into the district,” he said. “We already put in a forecast (of) 8,283 FTE (full-time equivalent students), and that includes all traditional and charter schools. Last year, we had growth of about 80. This year, it’s just under 80. We’re pretty confident with the number.”

In other matters, representatives from Campus Safe Solutions spoke to board members about a professional development safety service designed to distribute “Run, Hide, Fight” training at the school level. The system includes in-person and virtual training, as well as what representatives call “360-communication,” which allows users to share emergency notifications, and notifications for students, families and the community at large in a time of crisis.

Campus Safe Solutions representatives proposed piloting the program at two schools in the district, having already implemented it at schools with as many as 3,000 students elsewhere in the country.

POETRY MAKES A COMEBACK MHS student heads to statefinals SYDNEY SCHUHMACHER www.keysweekly.com

arathon High School student Katerina Nikivorova won first place in the Poetry Out Loud competition held recently. She recited “Nocturne” by poet Li-Young Lee. “I really liked the essence of the poem, how it’s kind of scary but not a scary topic,” Nikivorova said. “It was more like something we all experience, the scraping of iron, weird noises during the night, and I felt like it was something everybody could relate to because it was such a simple thing.”

It has been years since the last Poetry Out Loud competition was held at Marathon High School, but recently students were ready to give it their all. Classroom rounds produced 14 contenders,and the students recently performed at the auditorium in front of three judges. While reciting the poem of their choice, students were assessed on physical presence, voice and articulation, evidence of understanding, dramatic appropriateness, accuracy of the poem, and overall performance. Students choose a selection from a 900-poem anthology.

Second place was awarded to Synthia Robles, and Pedro Marin placed third. Now Nikivorova is in the running for Poetry Out Loud’s state finals and will represent Marathon High School on March 2 at the University of Florida in Gainesville.

Nikivorova said she’s excited to see the University of Florida campus: as a sophomore, she is eyeing University of Florida for her first stop after high school. Nikivorova is new to poetry and describes herself as a math and science person, but her splash into the literary world has her opening doors that she hadn’t considered before.

Jill Williams, literary coach and teacher, said, “Poetry is a form of expression and I feel like sometimes we

get so stuck on preparing for the test and focusing on ‘the test the test the test’ and we forget that there is more to reading than extracting information.

It’s about building connections and feeling things with your heart.”

If Nikivorova triumphs at state finals, she will go to Washington, D.C. for nationals, representing Florida.

In middle school Poetry Out Loud competition, top honors went to Zyan Wiggins. Rylee Seligson won the sixth grade competition, Mikkel Ross won seventh grade, and Riley McDonald won eighth grade. Middle schoolers are too young to go Poetry Out Loud’s state finals, but their participation builds their skills and confidence as well as prepares them for the high school competition.

BLOWING THEIR HORNS Spanish Brass comes to Marathon, Islamorada

W

hat happens when five members of the Spanish Youth Orchestra bond and never stop playing? They become the Spanish Brass, performing more than 100 concerts

a year.

Two of those concerts will be next week in the Keys.

The first is at the Marathon High School Auditorium on Monday, Feb. 25 at 7:30 p.m.; the second is at Coral Shores High School in Islamorada on Tuesday, Feb. 26, also at 7:30 p.m.

With 21 albums to their credit and despite their concert schedule, they teach at Berklee College of Music in Valencia, Spain, and are considered leaders in

international music education.

In 1996 the group won first prize in the Narbonne (France) International Brass Quintet Competition, the most prestigious event of its kind in the world.

The Keys concerts will feature music of Verdi, Bernstein, Manuel de Falla and more. BRIEFLY Lecture explores smuggling Jewish refugees Author and poet Arlo Haskell will discuss “The Jewish Underground: Smuggling Refugees from Cuba to Key West,” on Wednesday, Feb. 27, from 5 to 7 p.m. at the Keys History & Discovery Center in Islamorada.

As American immigration laws prohibited Jews from entering the United States during the 1920s, thousands of Jewish migrants became refugees in Cuba, where authorities looked the other way as smugglers transported them to Key West by any means necessary. Their actions inspired Ernest Hemingway’s novel “To Have and Have Not” and pitted them against powerful local officials who belonged to the Ku Klux Klan.

Drawing on thousands of pages of declassified government records and extensive forensic research, Haskell illuminates the clandestine acts and secret societies of an era.

Annual Fish Fest at St. James the Fisherman St. James the Fisherman is hosting its annual Fish Fest at the Caribbean Club, MM 103 on Sunday, March 3. The day begins with service on the beach at 9 a.m. and the Fish Fest starts at 11 a.m. There will be plenty of food, music, a silent auction, a 50/50 drawing, basket raffles and games for the entire family. All proceeds go towards the church for its children’s center and for outreach.

FLORIDA KEYS DRIVING GUIDE How to get around the islands and annoy everyone else in the process

N

ow that it’s about time for my annual turn-signal reminder column, recent events on our main traffic artery here in the Keys have prompted a comprehensive article. Please clip and save this one for future generations of U.S. 1 drivers who will be here long after you and I perish as just two more traffic statistics. Here is the first complete “Keys Disease Florida Keys Driving Guide.”

TURN SIGNALS: Just because your vehicle may be equipped with a lever on the steering column that controls your directional indicators (otherwise known by their technical name, “blinkers”), there’s no actual need ever to move that lever to activate them. They are considered optional by most Keys drivers (locals and visitors), and most choose not to exercise that option. The exception to this is when the driver plans to stay in one lane with no intention to turn for miles. Then, the turn signal is recommended so that other drivers are kept guessing as to your intentions.

TURN LANE: It’s time to review the proper procedures for making a turn off the highway. First, make sure you have entered the appropriate “turn lane.” If you are making a left turn, the right-most lane is appropriate. Likewise, if you’re making a right turn, the left lane or middle “suicide lane” would be correct.

When making a turn, please review the above TURN SIGNAL procedures.

TURNING ONTO HIGHWAY: When turning onto U.S. 1, please be sure to wait until the appropriate moment, such as when your turn into traffic will affect the largest number of drivers. If other drivers are forced to hit their brakes when you enter the highway, chances are they were already driving too fast.

If you happen to be driving a long vehicle, such as a truck towing a boat, a motorhome, or a sightseeing bus filled with out-of-towners, feel free to back up as much traffic as needed until you’re able to properly affect drivers coming from the other direction. One last tip: the center “suicide” lane is there to be used as an acceleration lane. The proper use would be to enter the lane and hit the gas, accelerating to a speed that’s faster than the moving traffic.

PEDESTRIANS AND BICYCLES: If you attempt to traverse any length of U.S. 1 by foot or bicycle, you are a fool. Stay away from the highway. Motorists don’t care about you. To them, you are nothing but road hazards and speed bumps. If you do decide to ride your bike close to the highway, please remember that you have the right of way at all times, and that all motorists are observant and really will see you and stop for you. After all, the fact that you had the right of way will really give you aid and comfort as they pry your mangled body off the grill of the Escalade with Michigan tags that just hit you.

If you do follow any of the above techniques, there’s a good chance that, sooner or later, you will be recognized by our local law enforcement officers and “cited” for your observance of the aforementioned practices. These “citations” can result in the accumulation of “points” that you can redeem for a future of self-financed taxi rides. Remember that driving isn’t a right, it’s a privilege — and it’s sure been a privilege to share the road with people who drive like those in this column.

Nigel Poor, a visual artist and volunteer at San Quentin, collaborated with theninmates Earlonne Woods and Antwan Williams to tell the stories of people living on the “inside.” It was made to be listened to by inmates, but has had a much broader reach than they could have imagined.

They won a podcast contest sponsored by Radiotopia, and now have millions of listeners and are in a second season. “Ear hustle means eavesdropping in on other peoples’ conversation — being nosy,” Woods explained to NPR. NAUTICAL FLEA MARKET IS THIS WEEKEND Islamorada event has something for everyone, supports worthwhile causes

he Gigantic Nautical Flea Market is the signature fundraiser for the Upper Keys Rotary Club. In 2019, it’s set for Saturday and Sunday, Feb. 23 and 24 from 8 a.m. to 5 p.m. on Saturday and 9 a.m. to 3 p.m. on Sunday at Founders Park in Islamorada, MM 87.

It is a chance for locals and visitors alike (it’s the third biggest event in the Florida Keys in terms of attendance) to shop to their heart’s content. This year, more than 250 vendors have acquired booths to hawk their wares.

“There is a basic nautical theme, but youcan find a lot more than just that,” said Bette Brown, a Rotary volunteer. “Wear comfortable shoes and enjoy browsing for some unique items, gobble a great Rotary burger and sip the coldest and best beer around!”

The event has raised in excess of $250 million in direct scholarship aid that’s benefitted local graduating students and current college scholars for decades.

and is beginning to look at med school.

“I am also so grateful that the Upper Keys Rotary has helped me make my career dreams into a reality by financially supporting me through the long, rigorous, and expensive process of becoming a future physician,” she said.

Rotarians from other Keys clubs provide significant volunteer help to make this event a “gigantic” success in terms of turnoutand money raised.

“Scholarship awards from the Rotary club are the byproduct of hundreds of people in the community who give their time and effort to this great event that is the Gigantic Nautical Flea Market,” said Rotarian Frank Derfler. “Held annuallyin February, the planning cycle ends when we award the scholarships, then we get planning again for the following year.”

The flea market features vendors, food and drink. Plus, guests are welcome to make a day of it by lounging on the beach. Derfler, a veteran of this annual soiree, has helpful hints: “If you’re coming by boat, anchor outside the swimming area and wade in,” he said. “Also the crowds are smaller and bargains are better on Sunday!”

Standing at the marina near Key Largo Fisheries last November, I had the opportunity to meet and interview Jeanette Nuñez as Election Day neared. Recently, I had the chance to catch back up with the lieutenant governor in the Keys to see how the first months in office have gone and get insight into the administration’s priorities and work ahead.

The first Latina lieutenant governor in the state’s history, Jeanette Nuñez is hitting the ground running alongside Gov. Ron DeSantis. Her schedule is a busy one, having recently hosted a listening session with First Lady Casey DeSantis regarding the ongoing Venezuela situation. Days later, the governor and Nuñez were on hand as President Donald Trump paid a visit to Florida International University, where he spoke on the crisis in the South American country.

n between those events, she managed to get a little down time and drove south on U.S. 1 to her place in Islamorada to see family and friends. She’s been coming to the area since 2001 and is no stranger.

“This by far is our happy place,” Nuñez said in a sit-down with Keys Weekly on a beautiful, sunny day at Founders Park.

"The minute you drive down that stretch, you feel all your anxieties go away. It’s just a simple, relaxed way of life that doesn’t exist in other places, and certainly not in the county north of us.”

A former health care executive and state legislator, Nuñez was the first Hispanic woman to be speaker pro tempore in the Florida House. DeSantis tapped Nuñez in early September as his running mate, touting her leadership and legislative accomplishments.

The first weeks have been a whirlwind, and Nuñez said the governor was insistent that he wanted to work hard right out of the gate.

“That’s been evident with everything he’s been doing,” she said. “He was always very vocal on issues like the environment, so that’s something he came out with a lot of strong announcements and a lot of strong appointments, and a really bold budget with regards to environment funding.”

THE ENVIRONMENT Nuñez said the governor’s $2.5 billion commitment over the next four years to tackle water quality issues has been met with praise from those within the environmental community. He’s also pledged $360 million for Everglades restoration, a matter Nuñez said sits atop DeSantis’ priority list as he works with DEP director Noah Valenstein and the federal government. With a healthy environment comes a healthy economy, as Nuñez notes it’s something people in the Florida Keys know all too well.

“I think for far too long, the federal government has left the state of Florida out in a lurch with regards to environmental funding that’s been promised for over 20 years,” Nuñez said. “Gov. DeSantis is insistent on obtaining that funding that’s been promised and due to Florida, and I think that’s also an important component because we have a partnership with a lot of these projects.”

SOUTH FLORIDA WATER MANAGEMENT DISTRICT BOARD Last month, DeSantis called for the immediate resignations of the South Florida Water Management District board members. In his remarks, the governor noted that change was needed for the agency, which plays a vital role in flood control and Everglades protection in the region. Only two of those members remain, and their terms expire in March.

“I know there was a little hesitancy on the parts of some, but I think ultimately everyone came to the same conclusion that this governor should be afforded the opportunity to appoint people that are going to align with his vision,” Nuñez said. “I’m glad to see that resolved itself and I’m also eager to see the types of individuals this governor is going to vet.”

As to whether the Keys will see representation on the board, Nuñez said it’s something she’s going to advocate for. Former County Commissioner George Nugent and Capt. Steve Friedman, Florida Keys Fishing Guides Association commodore, have submitted letters of interest to the governor’s office. Both received support from Islamorada Village Council.

“I would advocate for that, but obviously it has to be the right person,” she said. “There are statutory constraints in terms of people. That being said, I think having someone from the Keys is something that would be valuable.

“I think based on his appointments to date, with our friend ‘Alligator’ Ron (Bergeron), who probably understands the Everglades better than anyone I know, it’s a testament to what the governor is looking for,” Nuñez said. “He wants people who are dedicated and passionate and have a strong understanding because it’s a complex issue.”

THE BUDGET AND STRONG LOCAL REPRESENTATION Water quality issues are being addressed in DeSantis’ proposed budget. With money set aside for Everglades restoration, Nuñez says the governor’s also eyeing the coastlines and beaches.

“It really is as comprehensive a budget as I’ve ever seen with regards to the environment,” she said. “I think the people of the Florida Keys are really going to benefit not just from the focus on the budget but also policy.”

Nuñez said there’s tremendous leadership in the Keys with a state representative in Holly Raschein who works diligently to ensure the area is first and foremost when discussing issues of the environment. Nuñez notes that the two started out as legislative aides and grew up together in the Florida legislature.

“I have tremendous respect for her work ethic and focus on issues important to the Florida Keys,” she said. “I have nothing but admiration for her.” continued on page 45

Where is your favorite place to go with family? One of my favorites is Morada Bay, but my kids like to go to Shrimp Shack.

What are some of your favorite memories in the Keys? My favorite memories are really when my kids were younger. We live at Executive Bay, so there’s a little beach area. It’s a nice place to be for the sunset. I have pictures that I could show you that would wow the most renowned photographers.

What do you like to do if you have an afternoon with the family in the Keys? We love to go to The Sandbar.

Usually, we take the boat out and spend time there. When the conditions align, we like to go out to Mosquito Bank.

Sometimes we’ll just have lunch over there. The kids also like to go to Bass Pro Shop and board the Pilar and take pictures there.

What about the Keys do you enjoy? We have a lot of friends and family here. It’s a sense of community and being able to spend time and enjoy the beautiful scenery that’s like nowhere else. I also love the people and how everyone is in flip-flops and casual. No one’s worried about the rat race, and it’s really a special place.

How do you balance your work life and time with family? It’s a balance for sure. As lieutenant governor, there are requests for my attendance at events, ribbon cuttings or to speak at events. I have to balance because I can’t be everywhere and I certainly need to focus on the things that are important to our administration and balancing work life.

The kids are a little older now, so they’re not as needy. My oldest is 20 and I have two boys, 17 and 12. I’m very involved in their lives and I like to be involved in their lives. We always prioritize family time as much as possible, especially Keys times, in summers when things are little more laid back and we have more flexibility with our weekends.

What are top priorities for the Keys? Obviously No. 1 is the environment. I think there’s no other area more affected by issues of the environment than the Florida Keys.

One could argue the Treasure Coast blue-green algae or the red tide in the Sarasota area, but I think the Keys for far too long have had to deal and contend with these issues.

Affordable housing is another priority and, overall, the economy with regards to access to quality education and access to skilled career and technical training, which is something the governor has spent a lot of time talking about.

COMMERCE CORNER Habitat for Humanity of the Middle Keys Established in 1991, Habitat Middle Keys’ mission is to create affordable home ownership opportunities for hard working neighbors, such as teachers, daycare workers, city and county employees, mosquito control, police, first responders, healthcare and other important roles. In addition, since January 2017, it is doing home repairs in the Middle Keys, helping families recover from hurricane Irma.

The community should reach out to Habitat if they dream of homeownership and cannot purchase via a conventional loan AND consumers in need of home repairs (small and large). Generally, Habitat can help those who were underinsured, not insured, or who are still trying to get insurance money. Habitat has a scaled fee structure that has allowed it to do $20,000 worth of work for a cost of $9,000 — just one example of how it helps “give a hand up, not a hand out.”

Habitat is currently rebuilding one Irma destroyed home and building two new duplexes for four families. It has assisted over 80 families since Irma with repairs and critical appliance replacement. Habitat needs a building to open a Habitat ReStore. It needs monetary support from the community to continue the mission and volunteers to work with side by side with Habitat staffers — now numbering seven! — on these builds and repairs.

eth Ranson, public education and information officer of the Florida Keys Mosquito Control District, explains: One very important thing that would occur if we didn’t have mosquito control in Monroe County would be an increase in mosquitoborne diseases.We work very hard at the district to monitor and control the mosquito population that could carry the diseases like dengue and zika. I believe we would see a lot more of these diseases taking foothold in the Keys without mosquito control.

There’s another aspect to the mosquito control – the quality of life.

The saltmarsh mosquito, which is one of the most abundant ones

in the Keys, is a vicious and annoying type. Although it does not carry diseases that endanger humans, it’s capable of making our lives outside absolutely miserable. Residents and visitors would either have to stay inside during certain times of the day, or be prepared to wear protective netting to enjoy the outdoors.

Mosquito Control has played a very important role in the history of the entire state of Florida.The first official mosquito control began in 1923 when Dr. Joseph Y. Porter, and other mosquito leaders, founded the Florida Anti-Mosquito Association to help protect Florida citizens from mosquitoborne diseases, such as malaria and yellow fever. Established mosquito control districts throughout the state have played a major role in making the state of Florida habitable.
