Flores, Raschein hear about Keys’ needs for upcoming legislative session SARA MATTHIS

he audience swelled to about 100 at the Tuesday meeting in Marathon City Hall. Billed as the “Monroe County Legislative Delegation,” it was a chance for state Sen. Anitere Flores and state Rep. Holly Raschein to exchange ideas before the start of the Florida session, which begins in Tallahassee on March 5.

The meeting came on the heels of Gov. Ron DeSantis’ announcement that he intends to spend $2.5 million on Everglades restoration, and the realization that Raschein will term out of the House in 2020, and Flores’ term ends in 2020.

“There’s lots of pressure on us to get as much as we can, and what the next chapter looks like,” Flores told the audience, which included dignitaries from the county and every municipality except Key West, as well as representatives from the community college and school board.

Lisa Tennyson, the legislative affairs and grants acquisition director for Monroe County, presented aggressive requests for 2019. In addition to pursuing more Keys Stewardship Act funding to construct water quality projects and retire development rights, it also plans to pursue better wind insurance rates tied to cost of living adjustment rather than automatic increases. It also intends to put something before the local board of county commissioners, and then the state, that would formally outline responsibility on takings cases, expected when 2023 rolls around and the state will no longer grant new development rights to property owners in the Florida Keys. The county wants the state to bear 50 percent of the responsibility (judgment, interest, attorney fees and costs), and wants that in writing.

“County and state officials have been jointly defending the litigation and operating under the long-standing assumption that the state would partner equally with the payment of the judgment,” she said.

Islamorada Mayor Deb Gillis said the village needs canal restoration, sewer and stormwater funding, help with mass transit options and FEMA reimbursements. The last was echoed by the City of Marathon. City Manager Chuck Lindsey said while it’s not a legislative issue, he would like state officials to revisit the decision not to

expedite funds which, he said, clearly violates the spirit of the federal funding.

Another issue important to most Keys residents is preserving the islands’ home rule ability, especially when it comes to vacation rental law.

In recent years there have been efforts to preempt local rule making.

Flores reiterated her support for environmental issues, but warned issues concerning insurance are of particular concern.

“The new chairman of that committee has opposite views of all my work in this area,” she said. “Buckle up; it’s going to be a wild ride this next legislative session.”

Raschein closed with comments about educating the new governor, cabinet and agency heads, and legislators about the Florida Keys.

INCOMPLETE HIGHWAY Marathon history

he first version of the Overseas Highway opened to the general public on Jan. 25, 1928.

The initial road was incomplete and came to an end at Lower Matecumbe Key before picking back up again at No Name Key. In order to bridge the 40-mile watery gap, an automobile ferry system was put in place. Three ferryboats, each capable of carrying up to 20 vehicles at a time, were purchased from Gibb’s Shipyard of Jacksonville for the price of $850,000.

The ferries began operating between Lower Matecumbe and No Name keys on Jan. 16, 1928. Scheduled to depart daily at 8 a.m. and 1 p.m., the trip took four hours. Weather and tides often hampered the trek. Vehicles less than 14 feet long were charged $3.50, while those longer than 16 feet cost $6.50. Ticket prices included the driver, but passengers were assessed an additional fee of $1 each. The ferries would come to the Middle Keys in 1931 with the construction of two additional terminals, one on Grassy Key and one on Hog Key. Connecting the two terminals by land was also accomplished with the construction of 13.5 miles of road.

The addition of these two terminals shortened the ferry ride from one 40mile ride to two 14-mile trips.

A WORKING VACATION

temporary neighbors are not on vacation and to be respectful. I manage all of these homes as if they were my own, or I was a neighbor. And, I don’t know how that would work without skewing the value of homes, or hurting real estate values. There are many people whose dream it is to own property here, but they are not in a position to move here full-time. So they buy it, and rent it out for a few years, in order to live here down the road. This is how so many people make it work.

How do you spot a potentially problematic tenant?

Oh, we have a whole list of red flag questions. The best is, “Do we have to be a certain age to rent this house?”

(Yes, you do; it’s 25.) I tell them to just go a little further down the road. Key West is where they want to be.

day after moving to Marathon, Leslie Christensen found her dream job.

“I was roped into going to a Rotary meeting with Theo and Ganine Derleth and afterwards they stopped to visit their friend who was looking for an assistant,” Christensen said. “I got back in the car and said, ‘This is what I want to do. I want to rent vacation homes.’”

Christensen, who worked all the way through her degree at Ohio State, never got to kick back on the beach and take a couple of months off. Fourteen years later, she “bought her job” by purchasing the vacation rental side of American Caribbean Real Estate (the home sales side was purchased recently by Berkshire Hathaway). The new American Coastal Vacation Rentals has a huge inventory of homes, a dedicated staff and thousands of loyal renters.

Any other odd moments stand out? One time a neighbor to one of our vacation rentals called and complained about the shiny, stainless steel grill because they were affecting her husband’s cataracts. So we went out there, and moved everything around to her satisfaction. There’s never a dull moment.

What about this career appeals to you? I like seeing the same families year after year. You get to see the kids growing up. It’s neat to be a part of their tradition.

They save all year to spend a vacation where we live every day.

What’s the most expensive rental in your inventory? During peak season, one of our five-bedroom homes rents for $10,000. Our least expensive is probably $650 for a one-bedroom condo.

MUST a vacation rental home have a pool? Pool homes definitely rent better. But lots of fishermen just want deep water and easy access to the ocean.

If you could have any superpower what would it be? Breathing under water; to be a real life mermaid.

Full name? Leslie Ann Christensen

What TV or movie character do you most resemble? Bea Arthur ... but not the old Bea Arthur, the young one.

Nickname? I’m open to suggestions.

How did you get to the Keys? Um, I came on vacation and stopped at the Holiday Isle tiki bar where I met my now husband, Rob. We have two children — twins Cannon and Mya, 5.

Last book you read? “The Pout-Pout Fish.”

Guilty pleasure? Ghostwriting Bruce Schmitt’s Facebook posts.

How many homes do you manage?

I manage 100 homes. Almost all of them are vacation rentals. I think when I started I had just 30 homes. It snowballed from there.

What does a typical day look like? We have no idea what’s going to happen.

Keys react to DeSantis’ water plans apt. Xavier Figueredo is very pleased with Florida’s new governor, straight out of the gate.

“Gov. Ron DeSantis hit the ground with both feet running,” said Figueredo, a Florida Bay Forever board member. “The promises he made on the day after inauguration are incredible. In fact, that the Everglades is one of the first things he’s talked about is encouraging.”

Gov. DeSantis was sworn in on Jan. 8. On Jan. 10, he released a five-point plan for major water-quality reform in Florida. And on the same day, he asked for the resignations of the 11-member board of the South Florida Water Management District.

“He’s made the environment a priority, and that’s obviously a huge priority of mine,” said state Rep. Holly Raschein. “I think everybody should be encouraged by his stance, but I also want people to understand that we are not going to flip a switch (and reverse damage to the Everglades). We have to have reasonable expectations.”

By his actions, however, DeSantis has made it clear to Florida that this is a pressing concern.

“That’s why … I am taking immediate action to combat the threats which have devastated our local economies and threatened the health of our communities,” DeSantis said in a statement.

• The appointment of a chief science officer to coordinate and prioritize scientific data, research, monitoring and analysis with Florida’s most pressing problems.

Raschein said the appointment of a chief science officer is critical.

RASCHEIN IN UNIQUE POSITION TO HELP With her current committee assignments, state Rep. Holly Raschein said she’s uniquely situated to assist important water quality measures that affect the Keys. Most important, perhaps, is as chair of the Agriculture and Natural Resources Appropriations Subcommittee.

“That’s significant because all of the funding for programs like the Stewardship Act, Florida Forever, the FWC’s budget and the Water Management District comes through that subcommittee,” she said. In addition, she is vice chair on the same panel’s policy board.

She is also a member of the appropriations, joint administrative procedures, rules and state affairs committees.

“With a scientific solution in place, it removes party politics. We need to follow the science and get the right solution and funding in place as quickly as possible,” she said.

The order addresses other details, like expediting the work on the C-44 and C-43 reservoirs, both key Everglades projects, and taking action to adamantly oppose all off-shore oil and gas activities and hydraulic fracturing in Florida.

Insiders say the new SFWMD board is in response to a November 2018 vote, just days after the election, to extend the lease of a parcel where the largest reservoir in Florida is set to be built. DeSantis sent an envoy — U.S. Rep. Brian Mast — to the meeting to ask the board to delay the vote. They didn’t. Everglades Foundation CEO Eric Eikenberg was one of the first to protest the SFWMD actions and applaud DeSantis’ commitment to not only starting the Everglades restoration project, but finishing key portions of it early, including the estimated $1.5 billion reservoir just south of Lake Okeechobee.

“After decades of delay, Gov. DeSantis has today placed Florida on a trajectory to complete the EAA Reservoir, not in 10 years, but in four,” Eikenberg said. “He has clearly heard the cries of Floridians who have had enough of perennial algae outbreaks, and to scientists and engineers who confirm that construction of the reservoir will reduce algae-causing Lake Okeechobee discharges by more than half. We applaud him for directing the state’s resources to immediately commence design of the reservoir, with construction to begin on schedule.”

CLEAR CREEK rane Point Hammock Museum and Nature Center is clearing out what’s known as “Rachel Creek.” The little cut in the mangroves of the bayside property has existed for decades, and now after five years of diligently pursuing funding, the waterway is being restored courtesy of an $800,000 grant from the Florida Keys Mitigation Trust Fund. “We’re clearing out the culverts and all of the debris that has collected,” said the museum’s Charlotte Quinn, adding she’s hoping to procure a flamingo to populate the waterway. BRIEFLY Author Corcoran to speak in Marathon As James Hall says, “No one writes about Key West with more authority, lyricism and muscularity than Tom Corcoran.” Corcoran will introduce his latest Alex Rutledge mystery novel, “Guava Moon Revenge” to the Friends of the Marathon Library on Thursday, Jan. 24 at 2 p.m. in the Parish Hall of St. Columba Episcopal Church.

A longtime denizen of Key West, Corcoran now lives in Lakeland, Fla. He is still a friend of Jimmy Buffett, for whom he shot the photographs for seven album covers and co-wrote “Fins” and “Cuban Crime of Passion.”

Get ready to register for the run In an effort to grant Keys runners an advantage, organizers of the 38th annual 7 Mile Bridge Run have set aside a block for those with photo identification showing a Keys address.

This locals-only registration opens on Thursday, Jan. 24 at 6 a.m. and often fills in minutes. Those registering early MUST have a Keys address with a photo identification that matches that address. Others will be disqualified.

Registration for the general public will open on Tuesday, Jan. 29, at 6 a.m.

The field is limited to 1,500 runners, total.

The race takes place on Saturday, April 6, beginning at 7:20 a.m.

The span is closed to vehicles from 6:45 a.m. to 9 a.m.

Cost to enter is $75 per person and registration can be done ONLY online at 7MBRun.com.

Students attending Monroe County Public Schools are allowed to run the 7 Mile Bridge Run at a reduced registration fee of $25, if registrations are returned by mail by Friday, Jan. 18.

Student-aged children who are

interested in running may pick up an application at any Monroe County public school.

The proceeds of the event benefit Middle Keys youth, with an emphasis on athletics.

Fishing guides talk at Marathon seminar Steve and Patty Huff will talk to the Friends of the Marathon Library on Thursday, Jan. 31 at 2 p.m. in the Parish Hall of St. Columba Episcopal Church. The meet-and-greet begins at 1:15 p.m., with the talk to follow. Steve Huff was born in Miami and began guiding in the Florida Keys in 1968, after graduating from the University of Miami with a degree in marine biology.

In 2010, he became the first full-time professional fishing guide ever inducted into the IGFA Fishing Hall of Fame.

THE MAJESTY OF THE MONARCH FADING

A

disturbing report has recently been published concerning the iconic monarch butterfly.

Tragically, their population is dwindling at an alarming rate. Known for its iridescent orange and black tiger like markings, the monarch is a familiar sight along both east and west coasts of the United States. The Xerces Society for Invertebrate Conservation, a nonprofit group, studies their over-winter migration to California every Thanksgiving and observed there was an 86 percent decline from 2017 to 2018. Using 97 counting sites, Xerces volunteers registered 148,000 monarchs in 2017, which dropped to an estimated 20,456 in 2018. This is on top of the decline over the past three decades when 4.5 million were registered in the ‘80s. Xerces worries the monarch is reaching “quasi-extinction” for North America.

“It’s the small things that suffer and go unnoticed,” said Sam Trophia, founder of the Key West Butterfly and Nature Conservatory, and creator of The Trophia Butterfly Foundation.

Trophia has studied monarchs since he was 7 years old and has visited one of their protected over-winter migration sites in Mexico’s Oyamel Fir Forest.

“It was 50 acres in the ‘70s, and now it’s dropped to just a few. I didn’t know the scope until I could see the beauty and the majesty.” According to the World Wildlife Federation, in the ‘90s, monarchs occupied roughly 45 acres in all of Mexico — down to 1.66 acres in 2013 — but up to 6.12 acres in 2017.

Still, their population isn’t nearly as strong as it used to be.

Trophia echoes the Xerces assertion that a decrease of farmland habitats, as well as climate change and increased pesticide use, have all been factors in eliminating the milkweed plant vital to the monarch on both coasts. Milkweed is a food source for monarch caterpillars and also where the butterflies lay their eggs. “Remember when they used to cut the grass on the side of the road? Now they just

spray pesticides to kill it and that kills the milkweed, ” said Trophia.

California’s recent historic drought and wildfires have also played a major role in reducing air quality and decimating milkweed for the western monarch.

Another threat is the proposed border wall between Mexico and the United States. For example, the 100-acre National Butterfly Center in Mission, Texas occupies land the wall would cut through, which would directly affect its ecosystem. A wall would stop valuable animals and plants from thriving and would disrupt the landscape for more than 240 different species of butterflies that inhabit the center. As pollinators, a decrease in butterflies would affect plants and flower growth as well. According to Trophia, the monarch travels through Texas after becoming sexually mature in Mexico (okay, there is a joke in there) to lay its eggs. Again, if the milkweed is disturbed or destroyed, then monarch numbers likely will fall.

“There is always hope that people will realize what’s happening and begin to protect them,” continued Trophia.

On a positive note, he saw an “inundation” of eastern monarchs this year in North Carolina en route to Mexico.

Xerces expects the Mexico numbers to be relatively positive this year but the fact remains there has been an estimated 80 percent decline of eastern monarchs since the mid-1990s.

For now, the focus is on milkweed restoration on both coasts. The Key West Butterfly and Nature Conservatory offers milkweed seed packets for

everyone to plant. As Trophia said, it’s the little things that make a difference.

Trophia is also concerned with the declining giant swallowtail butterfly, as the numbers are down in the Keys.

He will be fundraising through the TrophiaButterflyFoundation.org and concentrating efforts to save the swallowtail as well. While it may seem like a minor issue, declining numbers of butterflies negatively impact pollination, harming plant growth and ultimately damaging our delicate ecosystem.

: That’s the number that keeps bothering the Supervisor of Elections Joyce Griffin. It is the number of absentee ballots that arrived after the Nov. 6, 2018 election deadline and, looking at the postmarks, she noticed a pattern that pointed to the United States Postal Service, not voter error. The consequence? When one voter learned his ballot arrived late, he issued a verbal death threat at Griffin and called her an unprintable name. Luckily the state attorney was upstairs, intervened and an apology was issued to Griffin.

Anyone who knows Griffin knows how meticulous she is after 34 years with the Monroe County elections office. When she compared the lot by mail postmarks, she said it became obvious the fault was with the United States Postal Service. It took one ballot a whopping 36 days from Washington State to Key West — it was mailed Oct. 9 and received Nov. 13.

In another instance, more than 20 ballots were mailed from Oct. 24-26 from all parts of the U.S., including Florida, but they all arrived simultaneously on Nov. 8. One ballot took 18 days from Tavernier; another, 13 days from Key Largo.

“I could have gotten on a horse and ridden to get it and still gotten back in time for the election,” said a frustrated Griffin. One voter spent $7.45 on three-day Priority Mail and still it took 11 days and, consequently, arrived late.

The USPS has no service standard or set delivery time for first class or standard mail, simply touting an average of two to three days.

The only service that is guaranteed

is Priority Mail Express.

“Ever since they closed Pembroke Pines (in 2015) all mail has had to go through the Opa-Locka processing center. That’s the problem — OpaLocka is not built to handle the volume of mail,” Griffin said. “We need to investigate,” she told U.S. Rep. Debbie Mucarsel-Powell at an open forum recently. Griffin said she doesn’t fault the local postal carriers.

Opa-Locka has already made headlines for receiving the October mail bombs before the midterm elections. And after the elections, claims surfaced that scores of missing ballots were at the center, according to the Miami New Times. The online complaints about the facility are plenty and commonly refer to the facility as a “black hole” for mail and packages.

Debra J. Fetterly, USPS spokeswoman for the South Florida District, said in an email, “We employ a robust and proven process to ensure proper handling of all election mail, such as ballots.

For the 2018 election, local postal officials performed regular checks for all ballots received and tendered those to the election office.” She did not respond to questions about whether there was a formal investigation following the election, and, if so, its findings.

letters to the 320 voters informing them of their late vote-by-mail ballots and encouraging them to contact the USPS about the problem. She has also written the USPS district manager, postmaster general and Florida elected officials, looking for a solution before the next election.

“There is a lot of responsibility on the voter to get their ballot in on time but two weeks should be plenty,” said Griffin who will be working to make sure every ballot gets counted in the future.

s of Jan. 8, 2019, Florida’s Amendment 4 went into effect, restoring voting rights to potentially 1.2 million to 1.4 million Florida residents with a criminal history. Newlyelected Gov. Ron DeSantis created a media kerfuffle back in December, saying that until state legislators worked on the “implementing language,” the amendment would be on hold.

But the Florida constitution puts amendments before lawmakers’ wishes, and there was nothing to stop convicted felons (except those convicted of homicide or sex crime offenses) who have served their sentences, completed probation or parole and paid any obligatory fees from registering to vote.

“The legislature never anticipated Amendment 4,” said Joyce Griffin, Monroe County’s supervisor of elections. She points to the Division of Elections, which will have to create guidelines for processing the new applications. There is no database of felons who have gone from ineligible to eligible, thus no appointed department in charge of verifying these new voters.

As it stands, registering is as simple as filling out an application online or going to the election office in person, answering the questions truthfully, and submitting the application. The burden is on the state to find any false claims. Before the amendment, a convicted felon had to get permission from the clemency board, but not any more.

“I just press ‘send,’” said Griffin, who has personally helped a handful of people register since Jan. 8 but does not check their information.

If in doubt, residents can check with their parole officer, Clerk of Courts or Florida Department of Law Enforcement. The Florida Rights Restoration Coalition and ACLU are also prepared to help with legal guidance. While it may take the state months to notify applicants of ineligibility, as of now there is no stopping anyone from registering and voting in upcoming elections.

There has not been a surge of new voter registrants, but Griffin predicts an uptick closer to election time, especially 2020.

T

he power struggles and the government shutdown in Washington, D.C. are very removed from the Florida Keys’ turquoise waters and drinks with little umbrellas. And yet, the matter hit very close to home when more than 700 members of the U.S. Coast Guard stationed in the Keys did not receive a paycheck on Jan. 15.

According to Coast Guard spokeswoman Crystalynn Kneen, based in Miami, it will take three to five business days to “process” paychecksonce legislation is passed — whenever that may be.

For now, the Coast Guard men and women are working through the uncertainty.

“We are going to be here 24/7,” said Master Chief Timaree Sparks of Coast Guard Station Marathon. “And we appreciate the community’s support.”

Several local banks have come together with plans to keep the Coast Guard afloat. First State Bank is offering a “no fee, no interest” loan to any member of the Coast Guard — or any other member of the federal government going without pay, for that matter. They only need to bring in a pay stub and proper identification, bank officials said, and are guaranteed same-day funds.

“First State Bank appreciates the service of our Coast Guard and federal employees and wants to try and ease the hardship placed on them during this shutdown,” said Karen Sharp, president and CEO of First State Bank. “In a situation that is out of their control, we trust this will give them some peace of mind to be able to at least remain in control of their daily needs and finances.”

The loans have to be paid back within 15 days of the next paycheck, or the government reopening — whichever occurs first.

Keys Federal Credit Union is offering a similar deal, but is emphasizing a personalized approach and urges customers to call the bank directly. “There’s a big difference between a two-year career Coast Guard employee who needs to defer a boat loan payment, and a 25year member who wants to redeem a certificate of deposit, without incurring a penalty,” said Maggie Sayer, CEO of Keys Federal Credit Union. She said the KFCU is historically a military financial institution in the Keys and when the shutdown appeared to be open-ended, the bankers sat down to work on solutions.

“The Coast Guard ARE our community,” she said. “This whole thing has nothing to do with their personal choices.”

When the government shut down on Dec. 22, 2018, the Homeland Security Department found a way to supply the $75 million needed to cover the Dec. 31 pay period. Members of the other branches of the military — Army, Navy, AirForce and Marines — are receiving paychecks because the Department of Defense had already passed its budget before the shutdown.

There are some 800,000 federal workers and roughly 500,000 are deemed “essential” and so are still working, but not receiving a paycheck, such as Customs and Border Protection, federal park rangers, Homeland Security employees as well as the Coast Guard.

The 2018 Fantasy Fest Queen Bernadette Restivo and King Larry Blackburn, with the help of Amy Culver in Key West and Marathon’s Rich Malafy, are also organizing support. They are collecting gift cards and cash to see the unpaid employees through the rough patch. Centennial Bank branches are collection points, and the public can also donate cash into an established account. They are publicizing their effort on a newly created Facebook page: “Friends for Furloughed (This is EFF’d Up).”

“Speaking as a former federal employee, personally I was furloughed one time. Fortunately, it didn’t devastate me, but it hit other people much harder,” Blackburn said. “This furlough is different. And I don’t know how to say that without getting political.”

Restivo said she made it her mission after reading heart-felt posts on Facebook. She said, “It’s a sense of helplessness … what can we do?”

“Our Coast Guard is very valuable to us in the Keys, as a peninsula,” said State Attorney Dennis Ward. “They are a necessity and they do so much good work, with rescues and drug interdictions and other operations.”

Upon realizing the crisis facing the Keys personnel, Ward immediately started contacting members of the community to organize support.

“This is especially important to the Coast Guard people who live off base. They have leases, they need to feed their families,” said Ward.

Until recently, the Coast Guard operated under the umbrella of the Department of Transportation. Now it falls under the Department of Homeland Security.

Historically, Congress has paid personnel who were furloughed during previous lapses in appropriation, but this is not guaranteed, according to the Coast Guard spokeswoman.

The federal government has been partially shut down for 26 days. The last time the federal shutdown was in January 2018, for three days.

In 1995-96, federal workers were furloughed for a total of 26 days over two periods during the Clinton administration.

arlier this week, the Fish and Wildlife Conservation Commission announced that the Monroe County osprey population is no longer considered a Species of Special Concern. While that’s good news in some quarters, not everyone agrees.

Shylyn Pierce, Florida Keys Wild Bird Rehabilitation manager, said Monroe County was singled out because while osprey are found year-round in Florida as either nesting or migrating, there is a non-migratory population found exclusively in southern coastal Florida. While the decrease in population is unclear, Pierce said it could be due to a number of factors including water quality, mercury and hurricanes affecting nesting sites.

Pierce says ospreys are unique nesters, as they require platforms on high, free-standing structures like utility poles, cell towers, billboards, and manmade poles.

“Examples can be seen along the stretch on the northbound side, across the street from Postcard Inn, and in the median in Key Largo, near MM 97,” she said. “Following Hurricane Irma, we received several calls regarding such nest sites that had been damaged or destroyed.”

Kelly Grinter of the Marathon Wild Bird Center is also ambivalent.

“It’s funny you should ask.

Do I think the population is healthy? Yes and no,” she said.

“It seems like they are going strong, but with so many platforms down, it’s hard to tell.

I am seeing a lot more eagles, though.”

The Marathon Wild Bird Center currently has one caged osprey. Oliver has been a fixture at the center for 18 years.

STATE SAYS OSPREY POPULATION IS OK

While some osprey nesting platforms have been repaired, others were completely gone, and new nest sites were built nearby. Pierce said over the course of the last year, the Wildlife Rehabilitation Center has been thrilled to see that not only were the nest sites being used, but quite a few pairs of osprey built their own nests on previously unused sites.

In terms of rehabilitation, in 2016 the Florida Keys Wild Bird Center received 17 osprey.

In 2017, the center took in 14 osprey, and in 2018 that number went down to 11.

“The number of juveniles we’ve received has decreased, which in theory means that local pairs are producing healthier clutches and nesting sites have stabilized,” she said. “Our main causes for admission in regards to osprey are vehicle collision and powerline collision. Hopefully by encouraging people to not only be alert while on the road, but also call us in any case of suspected collision so we may act quickly and efficiently, we can get our intake numbers down even further.”

The FWC also removed the harlequin darter, Homosassa shrew, and southern fox squirrel from the Species of Special Concern. Two species of alligator snapping turtles are no longer listed, but the Suwannee alligator snapping turtle will now be listed as State Threatened.The new listing status for these species took effect Dec. 23, 2018.

uns and priests may take vows to live in poverty. But as the Sisters of Perpetual Sewing can attest, there’s a large gray area when it comes to sobriety. That’s exactly what the audience can expect in “Drinking Habits” by Tom Smith, Marathon Community Theatre’s newest farce about a hysterically dysfunctional convent.

Unbeknownst to the ever-watchful Mother Superior (Joanne Zimmerman), Sister Philamena (Suzanne Terpos) and Sister Augusta (Marianne Benvenuti) have enlisted the help of their groundskeeper George (Jim Kelly) to make the wine that has kept their tiny convent afloat for years. Mother Superior has a comical hatred for the liquid she calls, among other things, “Satan’s hair tonic,” but what she doesn’t realize is that the undercover vineyard is the recipient of a $500,000 award. It is this very award that brings reporters Paul (Nando Bonilla) and Sally (Trish Hintze) to the convent, hoping to break the “big story” about the wine’s origins.

The reporters’ arrival, along with the entrance of the convent’s new nun, Sister Mary Catherine (Norma Jean Kelly) does nothing but stir up paranoia and suspicion for Mother Superior and Father Chenille (Jim Zimmerman). The true fun begins when Paul and Sally

decide that their best shot at uncovering the truth lies in joining the religious ranks, and secrets begin to flow as freely as the wine.

The show’s comedy begins right away, and the laughs only get bigger until the final curtain. The true hilarity of “Drinking Habits,” though, comes from the ability of each onstage “couple” to energetically play off one another. As director Jackie O’Neil explained, three of the four are either married in real life or have shared the stage before, and the familiarity among all the pairs takes center stage.

“They became a family, and totally a team. That’s what I just find beautiful about working with this group.” “Drinking Habits” in fact sports three actors with no prior experience in a play, but the trio blend in perfectly with the rest of the show’s talented veterans.

Supplementing the acting is an understated set design that allows the cast to capitalize on their myriad farcical entrances and exits (good luck keeping track of them all).

Put all of this together, and “Drinking Habits” makes for a thoroughly enjoyable evening full of humor from top to bottom. O’Neil may have summed it up the best: “We really like making people forget about any problems they have with a couple hours of laughter, and this play does it.”

pened in the 1950s, Porky’s is one of the longest continuously operating restaurants in the Keys. Today, it’s famous for its smoked pork (Cuban or North Carolina style), ribs, beef brisket, chicken, chicken wings, turkey and smoked fish. The latter goes into the fish dip, which is one of the most popular appetizers.

Chef Raymond, who has been with the restaurant for 27 years, starts the smokers daily.

Early in the morning the meats start simmering for BBQ samplers or fall-off-the-bone pork spare ribs. In the high season the restaurant smokes 1,000 pounds of pork per week.

Not everyone likes BBQ, and a lot of people now are looking for smaller, lighter and healthier meal options. Porky’s offers seven salads and seven soups. There is a variety of ahi tuna salads, spicy shrimp or conch salads.

Since the local catch is delivered daily, one can find Key West pink shrimp, mahimahi and mutton snapper.

Try the snapper beer battered and served with French fries and coleslaw. By the way, the house coleslaw recipe has been perfected over years; the local honey and celery seeds make it special.

Porky’s owners Magda Jedrzejewska and Sean Johnson are partners in business and life. They are at the restaurant 24/7 and take off only for an occasional trip to the mainland to keep themselves current with “foodie” trends.

Sean’s favorite is the fresh sushi, served from 3 p.m. to close on weekdays and all day long on the weekends.

Magda loves the breakfast and has a spinach and feta omelet or eggs with avocado every morning. For those who wake up with a sweet tooth, try the French toast with Key lime pie filling topped with piña colada maple syrup, also made in-house.

Porky’s is open for breakfast, lunch and dinner. Porky’s has a laid-back Caribbean or “old Keys”atmosphere, complemented by its waterfront location and tiki construction. There’s live music every night from 6 to 9 p.m. The restaurant is pet-friendly and since it also boasts a marina, diners are welcome to arrive by boat and tie up.

on DeSantis was sworn in as Florida’s 46th Governor on Jan. 8. I have lived in Florida for decades, and I have never seen a first week of a new administration as eventful and potentially consequential as this one. And after eight years of environmental neglect and ecological damage, this new governor seems to be committed to doing all he can to reverse the damage and plan for a better future.

Needless to say for all of us who care about the JOHN Keys, Florida Bay and the Everglades — this is a very BARTUS refreshing change.

Out of the gate, DeSantis called for $2.5 billion in is the mayor of additional Everglades and water resource spending the City of Marathon. He also is over four years. He also called for the creation of a a musician who blue-green algae task force, and appointment of a chief performs around science officer for the Department of Environmental town. For more Protection (DEP). The new governor also issued an exsee johnbartus. ecutive order that requested that DEP organize an Office com of Resilience and Coastal Protection “to help prepare Florida’s coastal communities and habitats for impacts from sea level rise.”

All this after eight years of an administration blinded to actual science?

While it’s too soon to celebrate, the cautious optimism was everywhere to be seen at last weekend’s Everglades Coalition Conference held at Hawks Cay Resort.

The conference theme was “Send the Water South” — a hopeful paean to water managers and legislators that restoring the historical southward flow of water from the Everglades to Florida Bay will prevent the dumping of blue-green algae-infested waters into the Caloosahatchee and St. Lucie basins (and the estuaries and eventually the Gulf and Atlantic), and restore the flow of naturally filtered freshwater into the hypersaline Florida Bay. Yes, the previous was a bit of a run-on sentence. But it’s a summary of a seemingly simple solution to Florida’s water-quality problems.

One of several refreshing developments of the new administration’s first week was DeSantis’ request that all members of the South Florida Water Management District board resign. This request came after a November SFWMD agenda edit that resulted in the district board (without advance notice) agreeing to lease 16,000 acres of land to a subsidiary of the Florida Crystals sugar company. That land had been earmarked for a project designed to cut polluted discharges from Lake Okeechobee into rivers.

Many supporters of this land being used for environmentally treating the water saw this as a slap in the face of Floridians who care about clean water. Thankfully, so did our new governor.

Big Sugar has always had a moneyed grip on a lot of what happens in Tallahassee. But after a year like 2018 that saw algal blooms and red tide kill so much wildlife and so many summer tourist seasons for the Gulf Coast, Big Sugar’s stranglehold on the state may finally be at an end. As big as Big Sugar is, Florida’s tourism industry is bigger — and it’s time they all spoke with one voice that loudly states that without clean water, Florida is dead.

As an aside, I’ve lived in Florida permanently since 1984, and for many years in the 1960s and 1970s. It wasn’t until last year that I had ever heard of red tide on the east coast of Florida. That never happened. The only rational cause is the polluted water coming from Lake Okeechobee … caused by water mismanagement from the State.

Back to the SFWMD board: only the Florida Senate can remove board members who refuse to resign immediately. Two so far have resigned; six members have so far refused. The governor can suspend on the grounds of wrongdoing, neglect of duty, incompetence, permanent inability to perform official duties, commission of a felony, or drunkenness, but the Senate will still have the final say.

Leasing land earmarked for Everglades restoration falls under at least a few of the criteria above. I am hopeful DeSantis will pursue this issue to the end. I am also hopeful on environmental issues — for the first time in eight years — and I thank DeSantis for an amazing first week.

A

trip through the Florida Keys will no doubt yield countless live music venues with talented singer-songwriters and guitarists. Add in a djembe and a harmonica? This particular combination is significantly less common, but that’s exactly what the Pinebillies offer.

Though they have booked numerous gigs in the Keys, primarily at the Square Grouper, drummer and guitarist Mac Childress said the group’s formation was entirely organic. The Pinebillies’ origins can be credited to a recurring large group jam session at the Big Pine Key home of a mutual friend. That’s where Childress first met Kenny Blackburn, a classically trained singer who serves as the band’s primary vocalist and rhythm guitarist, and Van Fischer, the group’s harmonica player. Harmonica isn’t exactly a common instrument in most jam groups, but Mac recalled, “Van just blew me away right off the bat. I remember thinking, ‘This guy is legitimately good.’”

With their instrumental variety came an equal diversity of musical backgrounds; Blackburn’s journey in

music took him through collegiate studies as a trained singer, while Childress originally learned from his father and was primarily a self-taught musician throughout high school and college. A shared interest in the joy of music nonetheless united the trio.

After playing together more and more, the group decided to begin booking gigs, but to do so, they needed a name. Paying tribute to the island that brought them together, Blackburn began calling the group the Pinebillies, and according to Childress, “It kind of just stuck. We’ve never talked about another name, so we’ll give Kenny credit for that one.”

Today, the band uses a blend of guitar, djembe, and harmonica to produce an acoustic classic rock sound.

They have their fair share of covers to fill sets that frequently run for several hours, from the Beatles and Tom Petty to Bill Withers and the Revivalists, but audiences for their sets will hear their fair share of Pinebillies originals mixed in as well.

Above all, the band has the vibe of three friends appreciating one another’s company and the joy of music.

Although they play gigs as a trio, the group stays true to their formative roots, and the members still attend the large group jam session in Big Pine Key whenever possible. “We all have kids, all have daytime jobs,” Childress said.

“We’re really in it for the fun of the music. It’s great to just get out and play.”

The Pinebillies play primarily at the Square Grouper, but Childress says the group hopes to appear more in Marathon and at other venues in the near future. Any venue looking to add the Pinebillies to their live music lineup can reach out to Childress at 305-304-1114.

lass artist Jesse Vandervoort explains: Believe it or not but one of the most told tales about the saying “an arm and a leg” is connected to art.

Before the invention of photography, the only way to record one’s memories would be a portrait. Supposedly the painters charged more when they had to paint arms and legs. That’s why the subjects in older paintings are often pictured standing behind a chair or sitting at a table. The story goes that the head and shoulders picture was the cheapest version. Whether or not that’s the case, it’s certain artists charged more for larger canvases.

Although the exact origin of the idiom is unknown, it entered the regular lexicon after World War I and World War II, when losing a limb in the battle for their country would be a high price to pay.

My name is Jesse Vandervoort and I am a glass artist and the general manager of The Art Studio in Marathon. I was born in Michigan and received my education from Florida State University and The Art Institute of Fort Lauderdale. I moved to Marathon in 1998 to complete a college internship. UWFK supports programs that meet a critical need for working families in Monroe County, providing an unduplicated service in local community impact focus areas. Recognizing the need for continued support of Hurricane Irma long-term recovery efforts, UWFK has added a Hurricane Irma focus area for the 2019-20 Community Investment cycle only. Focus areas for this application cycle are: • Access to nutritious food for people in critical need; or • School aged, early childhood, or after care support with an educational or positive behavioral component; or • Safety net services providing referral and emergency assistance to residents of Monroe County; or • Hurricane Irma long-term recovery efforts, with an emphasis on those addressing needs directly related to Hurricane Irma’s impact on residents’ stability.

The Florida Keys Aqueduct Authority offers discounts to income-eligible seniors and permanently disabled veterans by reducing their monthly utility bills. This discount removes the base facility charge for the water bill and will also eliminate the wastewater base facility charge for those customers in FKAA wastewater districts (Bay Point, Big Coppitt, Cudjoe Regional, Conch Key, Duck Key, Key Haven and Layton).

What is something most people don’t know about you? I would rather spend the night in PJs watching movies and eating pizza than getting dressed up to go out and having to be social.

Who is your all-time favorite teacher and why? I have had so many wonderful teachers who are special to me and there is no way to pick just one, but both Ms. Buyhoff and Mrs. Paulson are amazing. Mrs. Paulson understands every student of hers and treats us as her own. She makes each kid feel special and assures us that we can do anything once we set our minds to it. We all know that we can go to her if we need anything. Ms. Buyhoff is so patient and loves each one of us just for being ourselves.

What does “a good education” mean to you? A good education means that we are able to learn in our own way and not to be compared to others. Everyone learns differently and should be recognized for his or her strengths.

What is something you know now that you didn’t know when you were a freshman? Showing up in school is the first step toward being successful in school.

What are your plans after high school? I will be attending Santa Fe State College for two years and then transferring to the University of Florida. I would like to do something in the medical field.

What do you hope to be remembered for at Marathon High School?

I would like to be remembered for being kind and respectful. My mom has always told me that you don’t necessarily have to be friends with everyone but you sure have to be kind.

I’m still working on it!

Will you make Keys your permanent home? I have no clue, but I will always come back to visit my parents.

What three things would you like to accomplish before your 10year reunion? I want to graduate from a college, buy a house and make my parents proud.

Annual event bigger than ever

T

he sixth annual Florida Keys Celtic Festival went off without a hitch this past weekend at Marathon Community Park. “We were really pleased,” said Rev. Debra Andrew Maconaugheyof St. Columba Episcopal Church. The church hosts the festival every year, and proceeds support the church’s Hammock House, which serves local children.

“The weather was amazing,” she said. “We’re grateful to our sponsors and the City of Marathon, and to everyone who turned out.” She also thanked volunteers, like the Marathon Electric Sign and Light workers who hung banners in windy conditions.

The earlier story line follows some children forcibly removed from their parents’ home (a river boat) and “sold” into adoption, based on some true life history surrounding the Tennessee Children Home’s Society. That part is pretty good. It’s the modern part of the novel that veers off into trite, cookie-cutter, politically correct, Harlequinromance drivel. Yuck. Pass.

This time Mahershala Ali and Stephen Dorff star as a pair of Arkansas state police detectives investigating the macabre disappearance of two children.

The first two episodes aired this past Sunday. Written by show creator Nic Pizzolatto, the plot is set in the Ozarks and spans three separate time periods — featuring a cast of characters whose troubled histories stick to tense narrative like congealed blood on a shag carpet.
