ocal celebrity David Sloan made his debut on “CBS Sunday Morning,” not for ghosts or roosters or iguanas, but to weigh in on the debate: “Is Key lime pie really from Key West?” Stella Parks’ book “Bravetart” alleges the earliest recipe is from 1931, published by Borden Dairy in New York City. Sloan, cookbook author and co-founder of Key Lime Festival, countered that “Aunt Sally” made the first Key lime pie at Key West’s Curry Mansion. In the aftermath, the dueling pie makers did a cook-off on CBS, resulting in a tie. And at the end? They broke pie.

Facebook documented it (this post was liked 145 times and shared 20) and celebrated the pie-ndemonium.

THE MAJESTY OF THE MONARCH FADING

A

disturbing report has recently been published concerning the iconic monarch butterfly.

Tragically, their population is dwindling at an alarming rate. Known for its iridescent orange and black tiger like markings, the monarch is a familiar sight along both east and west coasts of the United States. The Xerces Society for Invertebrate Conservation, a nonprofit group, studies their over-winter migration to California every Thanksgiving and observed there was an 86 percent decline from 2017 to 2018. Using 97 counting sites, Xerces volunteers registered 148,000 monarchs in 2017, which dropped to an estimated 20,456 in 2018. This is on top of the decline over the past three decades when 4.5 million were registered in the ‘80s. Xerces worries the monarch is reaching “quasi-extinction” for North America.

“It’s the small things that suffer and go unnoticed,” said Sam Trophia, founder of the Key West Butterfly and Nature Conservatory, and creator of The Trophia Butterfly Foundation.

Trophia has studied monarchs since he was 7 years old and has visited one of their protected over-winter migration sites in Mexico’s Oyamel Fir Forest.

“It was 50 acres in the ‘70s, and now it’s dropped to just a few. I didn’t know the scope until I could see the beauty and the majesty.” According to the World Wildlife Federation, in the ‘90s, monarchs occupied roughly 45 acres in all of Mexico — down to 1.66 acres in 2013 — but up to 6.12 acres in 2017.

Still, their population isn’t nearly as strong as it used to be.

Trophia echoes the Xerces assertion that a decrease of farmland habitats, as well as climate change and increased pesticide use, have all been factors in eliminating the milkweed plant vital to the monarch on both coasts. Milkweed is a food source for monarch caterpillars and also where the butterflies lay their eggs. “Remember when they used to cut the grass on the side of the road? Now they just

spray pesticides to kill it and that kills the milkweed, ” said Trophia.

California’s recent historic drought and wildfires have also played a major role in reducing air quality and decimating milkweed for the western monarch.

Another threat is the proposed border wall between Mexico and the United States. For example, the 100-acre National Butterfly Center in Mission, Texas occupies land the wall would cut through, which would directly affect its ecosystem. A wall would stop valuable animals and plants from thriving and would disrupt the landscape for more than 240 different species of butterflies that inhabit the center. As pollinators, a decrease in butterflies would affect plants and flower growth as well. According to Trophia, the monarch travels through Texas after becoming sexually mature in Mexico (okay, there is a joke in there) to lay its eggs. Again, if the milkweed is disturbed or destroyed, then monarch numbers likely will fall.

“There is always hope that people will realize what’s happening and begin to protect them,” continued Trophia.

On a positive note, he saw an “inundation” of eastern monarchs this year in North Carolina en route to Mexico.

Xerces expects the Mexico numbers to be relatively positive this year but the fact remains there has been an estimated 80 percent decline of eastern monarchs since the mid-1990s.

For now, the focus is on milkweed restoration on both coasts. The Key West Butterfly and Nature Conservatory offers milkweed seed packets for

everyone to plant. As Trophia said, it’s the little things that make a difference.

Trophia is also concerned with the declining giant swallowtail butterfly, as the numbers are down in the Keys.

He will be fundraising through the TrophiaButterflyFoundation.org and concentrating efforts to save the swallowtail as well. While it may seem like a minor issue, declining numbers of butterflies negatively impact pollination, harming plant growth and ultimately damaging our delicate ecosystem.

hile the primary focus of the Jan. 15 city commission meeting was the much-publicized ordinance banning the sale of oxybenzone and octinoxate, the meeting also honored local heroes and students.

City Hall was packed, with lots of young people being honored for excellent participation in the holiday parade.

The meeting started on a reverent note. Commissioners Clayton Lopez and Jimmy Weekley stood with the family of the late City Manager Julio Avael to honor his memory. Weekley said, “Once he started laughing, you had to join in.”

Lopez also commented on having served during Avael’s term and “having the pleasure and honor and opportunity to work with someone who showed you the ropes in a ‘save the world’ type of commission.”

Mayor Teri Johnston honored holiday parade winners. Tied for the Mayor’s Cup were Key West Sports Academy and the Key West High School Conchettes. Vice Mayor’s Cup went to Key West Pinebellies, Commissioner’s Cup went to Sugarloaf Sharks Cheerleading, and Honorable Mention to the Basilica of St. Mary’s School.

An announcement was made for the annual Martin Luther King Day March, invoking Key West’s “One Human Family” motto. Commissioner Sam Kaufman encouraged standing up against prejudice of all kinds. The MLK March will take place at 4 p.m. on Monday, Jan. 21.

City Manager Jim Scholl told the commission the city recently received $1.8 million from FEMA and expects another $700,000 soon.

“That means they should be up to $4.3 million … working up to $6 million expected in soon.” Scholl said.“It took long to get the spigot open, but we’re encouraged by the recent activity.”

Lopez asked about the progress of work on Duval, Simonton, and Whitehead streets. Simonton will be done by the end of this fiscal year, reported the committee, while other streets remain in progress.

Retired City Commissioner Richard Payne spoke on behalf of a free bus pass for city bus routes for senior citizens and disabled veterans, sponsored by Commissioner Greg Davila. The resolution passed.

Finally, the proposed ordinance restricting the sale of oxybenzone and octinoxate sunscreens came up on the agenda (For more, see page 9).

The commission allotted two hours for presentations from both sides, and divers, teachers, students, fishermen, scientists, dermatologists, industry reps, and environmental activists spoke.

Commissioner Jimmy Weekley, a sponsor of the ordinance, called the moment “our time to do something for our next generation.”

The commission voted 7-0 in favor of the ordinance. There will be a second vote at an upcoming commission meeting.

A vote on the ordinance regarding restrictions on cosmetic application at cosmetic shops was postponed.

KEYS RALLY AROUND ‘COASTIES’ LOCAL BANKS ENSURE MEN AND WOMEN WILL STILL HAVE PAY DURING SHUTDOWN

T

he power struggles and the government shutdown in Washington, D.C. are very removed from the Florida Keys’ turquoise waters and drinks with little umbrellas. And yet, the matter hit very close to home when more than 700 members of the U.S. Coast Guard stationed in the Keys did not receive a paycheck on Jan. 15.

According to Coast Guard spokeswoman Crystalynn Kneen, based in Miami, it will take three to five business days to “process” paychecksonce legislation is passed — whenever that may be.

For now, the Coast Guard men and women are working through the uncertainty.

“We are going to be here 24/7,” said Master Chief Timaree Sparks of Coast Guard Station Marathon. “And we appreciate the community’s support.”

Several local banks have come together with plans to keep the Coast Guard afloat. First State Bank is offering a “no fee, no interest” loan to any member of the Coast Guard — or any other member of the federal government going without pay, for that matter. They only need to bring in a pay stub and proper identification, bank officials said, and are guaranteed same-day funds.

“First State Bank appreciates the service of our Coast Guard and federal employees and wants to try and ease the hardship placed on them during this shutdown,” said Karen Sharp, president and CEO of First State Bank. “In a situation that is out of their control, we trust this will give them some peace of mind to be able to at least remain in control of their daily needs and finances.”

The loans have to be paid back within 15 days of the next paycheck, or the government reopening — whichever occurs first.

Keys Federal Credit Union is offering a similar deal, but is emphasizing a personalized approach and urges customers to call the bank directly. “There’s a big difference between a two-year career Coast Guard employee who needs to defer a boat loan payment, and a 25year member who wants to redeem a certificate of deposit, without incurring a penalty,” said Maggie Sayer, CEO of Keys Federal Credit Union. She said the KFCU is historically a military financial institution in the Keys and when the shutdown appeared to be open-ended, the bankers sat down to work on solutions.

“The Coast Guard ARE our community,” she said. “This whole thing has nothing to do with their personal choices.”

When the government shut down on Dec. 22, 2018, the Homeland Security Department found a way to supply the $75 million needed to cover the Dec. 31 pay period. Members of the other branches of the military — Army, Navy, AirForce and Marines — are receiving paychecks because the Department of Defense had already passed its budget before the shutdown.

There are some 800,000 federal workers and roughly 500,000 are deemed “essential” and so are still working, but not receiving a paycheck, such as Customs and Border Protection, federal park rangers, Homeland Security employees as well as the Coast Guard.

The 2018 Fantasy Fest Queen Bernadette Restivo and King Larry Blackburn, with the help of Amy Culver in Key West and Marathon’s Rich Malafy, are also organizing support. They are collecting gift cards and cash to see the unpaid employees through the rough patch. Centennial Bank branches are collection points, and the public can also donate cash into an established account. They are publicizing their effort on a newly created Facebook page: “Friends for Furloughed (This is EFF’d Up).”

“Speaking as a former federal employee, personally I was furloughed one time. Fortunately, it didn’t devastate me, but it hit other people much harder,” Blackburn said. “This furlough is different. And I don’t know how to say that without getting political.”

Restivo said she made it her mission after reading heart-felt posts on Facebook. She said, “It’s a sense of helplessness … what can we do?”

“Our Coast Guard is very valuable to us in the Keys, as a peninsula,” said State Attorney Dennis Ward. “They are a necessity and they do so much good work, with rescues and drug interdictions and other operations.”

Upon realizing the crisis facing the Keys personnel, Ward immediately started contacting members of the community to organize support.

“This is especially important to the Coast Guard people who live off base. They have leases, they need to feed their families,” said Ward.

Until recently, the Coast Guard operated under the umbrella of the Department of Transportation. Now it falls under the Department of Homeland Security.

Historically, Congress has paid personnel who were furloughed during previous lapses in appropriation, but this is not guaranteed, according to the Coast Guard spokeswoman.

The federal government has been partially shut down for 26 days. The last time the federal shutdown was in January 2018, for three days.

In 1995-96, federal workers were furloughed for a total of 26 days over two periods during the Clinton administration.

DEBATE BEHIND THE SUNSCREEN ORDINANCE

O

n Jan. 15, demonstrators filled the sidewalks outside of Key West City Hall, brandishing signs with message like “Have Morals, Save the Corals.” Reef Relief, a nonprofit organization “dedicated to improving and protecting our coral reef ecosystem,” spearheaded the demonstration, providing coral-colored T-shirts for volunteers and samples of mineral sunscreens.

The debate at hand is regarding a city ordinance prohibiting the sale of sunscreens containing reportedly harmful chemicals oxybenzone and octinoxate. The conversation kicked off with a presentation from Dr. Carys Michelmore, marine biologist and professor at University of Maryland, who expressed concern about “very little research” and the need to assess most damaging stressors to coral.

Mill McCleary, executive director of Reef Relief, voiced adamant support of the ordinance.

“In our opinion, the threat to Keys reefs is directly related to water quality,” he said. McCleary also cited a local media survey, which he said found 87 percent of the 3,700 votes were in favor of the ordinance.

There were dozens of presenters, from local teachers reading student letters to “save our reefs” to fishermen and divers in agreement, to dermatologists and cosmetic industry representatives urging commissioners to consider the negative impact the ordinance could have on sunscreen use.

In final discussions, Mayor Teri Johnston said: “We aren’t naïve enough to think that there aren’t financial stakes at play.” The Commission voted 7-0 in favor or the ordinance, but it’s only the first vote. And there are indeed high stakes: the life of our most valuable ecosystem in the Keys, the coral reef, as well as our skin protection and cancer prevention. And for personal care companies like Johnson & Johnson and L’Oreal, there are billions of dollars at stake. So what are the experts on each side saying?

We spoke with Dr. Craig Downs, who holds a doctorate in molecular and cellular pathology from University of Hawaii Manoa and is the executive director at Haereticus Environmental Laboratory. His paper on the toxic effects of oxybenzone in sunscreen was published in the journal Environmental Contamination and Toxicology in 2015, and it has been the backbone of much legislation drafted.

We also spoke with Dr. Kurt Reyerson, who holds a doctorate in plant science from City University of New York, and has a background researching cancer pharmacology in South Florida.

Of his role in policy at Johnson & Johnson, he said, “My job is a combination of understanding the regulation and all the science and the conversation surrounding the products.”

Here, we break down the issues into topics covered in conversation with these opposing experts.

How bad are these chemicals for us, and how prevalent are they?

CD: The concentrations in some places like in the Florida Keys, Hawaii, the Bahamas are really high.

We first saw it in the Virgin Islands: it was a beautiful iridescent sheen. We sampled the water and found a number of chemicals, and at that time, in the early 2000s, oxybenzone was in everything: moisturizers, shampoo, sunscreen. It was also the highest concentration of any chemical we found.

Then we noticed, after 5 to 10 years, that where people are, sunscreen is one of the primary pollutants in the water. We see parts per billion of these chemicals if not more ... Oxybenzone is an endocrine disruptor that can feminize fish. It is a toxin, and it can be absorbed in your body. We are seeing it in urine and in breast milk.

KR: In a real-world environment, the levels being tested are parts per trillion. If that’s dispersed, your chances of encountering a molecule of it are low. So squirting it on a cell in a lab doesn’t really tell you anything. … I’ve seen the bad science that says it’s toxic, but I also haven’t heard anyone do published research on whether zinc is “reef safe,” which is a completely made up term.

It begs the question… What else is out there?

How strong is the research?

CD: Other researchers have found oxybenzone in fish we eat, shellfish, birds’ eggs, and sea turtle eggs. It’s pervasive and ubiquitous. And what’s more is the eco-toxicology studies, showing how it’s toxic to seagrass, sea urchins, and shrimp.

Four other groups have done coral studies similar to mine, and shown how toxic it is to fish. Oxybenzone can be toxic in low concentrations, and it’s toxic in the parts per billion or trillion level. ...

Oxybenzone is an endocrine disruptor that can cause male fish to become feminized. And that’s not my study; I believe that was a U.S. Fish and Wildlife study.

KR: Craig Downs’ was the only paper I saw, and the [Roberto] Danovaro paper. These are literally the only papers that are dealing with oxybenzone and coral, and you can’t draw those conclusions.

Especially from a methodological point of view, there are flaws. … Most of what it’s based on is taking individual cells and growing them in a petri dish, and it’s not a reef. Coral lives in one of the most richly biodiverse communities on a planet.

Isolating it is the kind of thing you would do if you already knew there was a problem.

So, what are the alternatives? Why not ban oxybenzone to be “better safe than sorry?”

KR: People talk about alternatives. The FDA allows 16 UV filters. The monograph is pretty old, and industry really only uses six or seven of them, including zinc and titanium dioxide. There’s a lot of science and also art to making sunscreen. So, it’s also like making a cake. I’ve talked to physicists and engineers, and they work to formulate sunscreen so that it sits on your skin a certain way. Oxybenzone is one of our best sunscreen filters, and it’s also photo-stable ... You could say that zinc is a broad spectrum filter in that sense, but it’s not as efficient. You can only get up to SPF 50 or 60 with a purely mineral sunscreen. Then you’re getting a 20-25 percent mineral sunscreen, and they are hard to put on. We always say that the best sunscreen is the one that people will use. … Florida has the highest melanoma rates, and Monroe County is literally like twice the rate of the rest of Florida.

CD: We’d like to have the product protection industry gone, and then actually engage with these companies, Johnson & Johnson and L’Oreal, and find new chemicals that will be safe and do the job of UVA protection. The industry is doing the same thing it’s been doing for the last 70 years, and their corporate policies are fossilized back in the 1940s and 1950s. They keep adding new chemicals, and we don’t know what the risk or harm is of these chemicals, and we don’t know what’s going on until 40 or 50 years later, until they’ve made billions of dollars on it. We want them to be profitable, and to make products that are safe for the environment and safe for humans. There should be time for distributors to phase out old products and phase in new. Johnson & Johnson and L’Oreal have known about this since 1992, and they haven’t done anything.

Keys react to DeSantis’ water plans apt. Xavier Figueredo is very pleased with Florida’s new governor, straight out of the gate.

“Gov. Ron DeSantis hit the ground with both feet running,” said Figueredo, a Florida Bay Forever board member. “The promises he made on the day after inauguration are incredible. In fact, that the Everglades is one of the first things he’s talked about is encouraging.”

Gov. DeSantis was sworn in on Jan. 8. On Jan. 10, he released a five-point plan for major water-quality reform in Florida. And on the same day, he asked for the resignations of the 11-member board of the South Florida Water Management District.

“He’s made the environment a priority, and that’s obviously a huge priority of mine,” said state Rep. Holly Raschein. “I think everybody should be encouraged by his stance, but I also want people to understand that we are not going to flip a switch (and reverse damage to the Everglades). We have to have reasonable expectations.”

By his actions, however, DeSantis has made it clear to Florida that this is a pressing concern.

“That’s why … I am taking immediate action to combat the threats which have devastated our local economies and threatened the health of our communities,” DeSantis said in a statement.

The executive order calls for: • $2.5 billion over the next four years for Everglades restoration and protection of water resources.

• Establishment of a Blue-Green Algae Task Force charged with expediting progress.

• Instruction to the South Florida Water Management District to begin work immediately on the Everglades Agricultural Area Storage Reservoir Project.

• The creation of the Office of Environmental Accountability and Transparency, charged with integrating scientific research and analysis to ensure all agency actions are on the same page.

• The appointment of a chief science officer to coordinate and prioritize scientific data, research, monitoring and analysis with Florida’s most pressing problems.

Raschein said the appointment of a chief science officer is critical.

RASCHEIN IN UNIQUE POSITION TO HELP With her current committee assignments, state Rep. Holly Raschein said she’s uniquely situated to assist important water quality measures that affect the Keys. Most important, perhaps, is as chair of the Agriculture and Natural Resources Appropriations Subcommittee.

“That’s significant because all of the funding for programs like the Stewardship Act, Florida Forever, the FWC’s budget and the Water Management District comes through that subcommittee,” she said. In addition, she is vice chair on the same panel’s policy board.

She is also a member of the appropriations, joint administrative procedures, rules and state affairs committees.

“With a scientific solution in place, it removes party politics. We need to follow the science and get the right solution and funding in place as quickly as possible,” she said.

The order addresses other details, like expediting the work on the C-44 and C-43 reservoirs, both key Everglades projects, and taking action to adamantly oppose all off-shore oil and gas activities and hydraulic fracturing in Florida.

Insiders say the new SFWMD board is in response to a November 2018 vote, just days after the election, to extend the lease of a parcel where the largest reservoir in Florida is set to be built. DeSantis sent an envoy — U.S. Rep. Brian Mast — to the meeting to ask the board to delay the vote. They didn’t. Everglades Foundation CEO Eric Eikenberg was one of the first to protest the SFWMD actions and applaud DeSantis’ commitment to not only starting the Everglades restoration project, but finishing key portions of it early, including the estimated $1.5 billion reservoir just south of Lake Okeechobee.

“After decades of delay, Gov. DeSantis has today placed Florida on a trajectory to complete the EAA Reservoir, not in 10 years, but in four,” Eikenberg said. “He has clearly heard the cries of Floridians who have had enough of perennial algae outbreaks, and to scientists and engineers who confirm that construction of the reservoir will reduce algae-causing Lake Okeechobee discharges by more than half. We applaud him for directing the state’s resources to immediately commence design of the reservoir, with construction to begin on schedule.”

UNDER THE INFLUENCE LITERARY SEMINAR TAKES TOWN

he 37th annual Key West Literary Seminar, with the theme “Under the Influence: Archetype & Adaptation,” descended upon the San Carlos Institute for three days of lectures, panels, book signings and general revelry. The celebration of letters, the brainchild of late novelist David Kaufelt, is spearheaded by Executive Director Arlo Haskell, as well as his board of directors with Diane Selby as president, and their staff. Haskell describes this year’s theme in his program letter: “Life (it seems more and more) is all about recognizing our influences, about taking the things that came before us as a kind of scaffolding for the now.”

The theme was apparent in the John Hersey Memorial Address on Jan. 10, in which keynote speaker Margaret Atwood focused on classical influence, translation and the dangers of religiosity and misogyny. Highlights of the weekend included panels and conversations with such luminaries as Dexter Palmer, Geraldine Brooks, Victor LaValle and Joyce Carol Oates. Next year’s theme also was announced: “Reading Between the Lines: Sports and Literature.”

anadian author Margaret Atwood published “The Handmaid’s Tale” back in 1985. Yet, it has resurged with new life and new prescience — the eponymous Hulu show has garnered Emmy Awards and devoted followers. Not a few viewers and critics have also drawn parallels to our current political and social climate.

Atwood wrote for LitHub: “It had become a sort of tag for those writing about shifts toward policies aimed at controlling women, and especially women’s bodies and reproductive functions: ‘Like something out of ‘The Handmaid’s Tale’’’ and ‘Here comes the ‘Handmaid’s Tale’’’ have become familiar phrases.

On Jan. 10, Atwood echoed these sentiments from the dais at the San Carlos Institute as she delivered “Alert! Influences at Work!” for the 37th Annual Key West Literary Seminar’s John Hersey Memorial Address.

“I’m happy to be here at the literary seminar and pleased to find that American writers are not already in the Gulag,” she said.

“Let me tell you how I got my magic tickle truck full of rags and bones, which we otherwise call influences.”

In front of a screen displaying iconic cover art of Atwood’s many novels, she focused on the mammoth influences, from the Bible to Chaucer (and even Aquaman!), that have shaped her work.

The tone Atwood struck was wry and half-winking, with the fire of protest but the panache of great story-telling. Atwood promotes the borrowing and even “cannibalizing” of stories, acknowledging the true mythology — the idea of originality (or originality that exists devoid of influence or predecessor).

Atwood has a slight frame and nearly monotone voice, evoking the image of a miniature Medusa — her words — with Homeric range and authority. With these references in mind, Atwood said, “It appears archetypes and mythology are making a comeback.”

That’s certainly the case with Aquaman, whom she dissected and connected to a number of classical touch points, citing his triton, and of course, his hometown of Atlantis. Our hometown too, Atwood noted, has echoes of mythology.

“The tradition that islands are likely to be magic go back to our dead old friend Odysseus,” she said. “Each island contains weirdness and adventure and peril.”

Islands are utopias, but also dystopias, as in stories like H.G. Wells’ “Island of Doctor Moreau” (to which I’ve noted some Key West parallels, particularly during Fantasy Fest).

Atwood’s final words were rousing, if not optimistic. She mentioned a recent protest sign she saw — one might guess from an iteration of the Women’s March — that read “Make Margaret Atwood Fiction Again.” She laughed, “Which means I have been fiction once and could be again.”

Laughs aside, of which there were plenty filling the auditorium, her message was one of grave seriousness. She discussed the rollback of women’s rights, the danger of the fundamentalist religious right, and the peril felt in the ‘80s, and today, of an America moving toward theocracy. Shudder.

“I wrote this in 1984 in West Berlin where there was a clear view of totalitarianism,” she said. “These are possibilities in every society, including ours.”

“I just hope that ‘The Handmaid’s Tale’ will remain between its covers and not become more of a reality than it already is.”

: That’s the number that keeps bothering the Supervisor of Elections Joyce Griffin. It is the number of absentee ballots that arrived after the Nov. 6, 2018 election deadline and, looking at the postmarks, she noticed a pattern that pointed to the United States Postal Service, not voter error. The consequence? When one voter learned his ballot arrived late, he issued a verbal death threat at Griffin and called her an unprintable name. Luckily the state attorney was upstairs, intervened and an apology was issued to Griffin.

Anyone who knows Griffin knows how meticulous she is after 34 years with the Monroe County elections office. When she compared the lot by mail postmarks, she said it became obvious the fault was with the United States Postal Service. It took one ballot a whopping 36 days from Washington State to Key West — it was mailed Oct. 9 and received Nov. 13.

In another instance, more than 20 ballots were mailed from Oct. 24-26 from all parts of the U.S., including Florida, but they all arrived simultaneously on Nov. 8. One ballot took 18 days from Tavernier; another, 13 days from Key Largo.

“I could have gotten on a horse and ridden to get it and still gotten back in time for the election,” said a frustrated Griffin. One voter spent $7.45 on three-day Priority Mail and still it took 11 days and, consequently, arrived late.

The USPS has no service standard or set delivery time for first class or standard mail, simply touting an average of two to three days.

The only service that is guaranteed is Priority Mail Express.

“Ever since they closed Pembroke Pines (in 2015) all mail has had to go through the Opa-Locka processing center. That’s the problem — OpaLocka is not built to handle the volume of mail,” Griffin said. “We need to investigate,” she told U.S. Rep. Debbie Mucarsel-Powell at an open forum recently. Griffin said she doesn’t fault the local postal carriers.

Opa-Locka has already made headlines for receiving the October mail bombs before the midterm elections. And after the elections, claims surfaced that scores of missing ballots were at the center, according to the Miami New Times. The online complaints about the facility are plenty and commonly refer to the facility as a “black hole” for mail and packages.

Debra J. Fetterly, USPS spokeswoman for the South Florida District, said in an email, “We employ a robust and proven process to ensure proper handling of all election mail, such as ballots.

For the 2018 election, local postal officials performed regular checks for all ballots received and tendered those to the election office.” She did not respond to questions about whether there was a formal investigation following the election, and, if so, its findings.

In late November, Griffin sent letters to the 320 voters informing them of their late vote-by-mail ballots and encouraging them to contact the USPS about the problem. She has also written the USPS district manager, postmaster general and Florida elected officials, looking for a solution before the next election.

“There is a lot of responsibility on the voter to get their ballot in on time but two weeks should be plenty,” said Griffin who will be working to make sure every ballot gets counted in the future.

s of Jan. 8, 2019, Florida’s Amendment 4 went into effect, restoring voting rights to potentially 1.2 million to 1.4 million Florida residents with a criminal history. Newlyelected Gov. Ron DeSantis created a media kerfuffle back in December, saying that until state legislators worked on the “implementing language,” the amendment would be on hold.

But the Florida constitution puts amendments before lawmakers’ wishes, and there was nothing to stop convicted felons (except those convicted of homicide or sex crime offenses) who have served their sentences, completed probation or parole and paid any obligatory fees from registering to vote.

“The legislature never anticipated Amendment 4,” said Joyce Griffin, Monroe County’s supervisor of elections. She points to the Division of Elections, which will have to create guidelines for processing the new applications. There is no database of felons who have gone from ineligible to eligible, thus no appointed department in charge of verifying these new voters.

As it stands, registering is as simple as filling out an application online or going to the election office in person, answering the questions truthfully, and submitting the application. The burden is on the state to find any false claims. Before the amendment, a convicted felon had to get permission from the clemency board, but not any more.

If in doubt, residents can check with their parole officer, Clerk of Courts or Florida Department of Law Enforcement. The Florida Rights Restoration Coalition and ACLU are also prepared to help with legal guidance. While it may take the state months to notify applicants of ineligibility, as of now there is no stopping anyone from registering and voting in upcoming elections.

There has not been a surge of new voter registrants, but Griffin predicts an uptick closer to election time, especially 2020.

he shoe has dropped. The wench has returned to — well, wherever wenches return to.

More importantly, the candy has been thrown and retrieved, the eggnog sampled, the ham and latkes polished off (albeit probably not in the same meal), and perhaps for an extra measure of good luck, a few additional black-eyed peas consumed.

What that means for us grown (in more ways than one) folks are a few extra pounds, not to mention guilt pangs and weight-loss ad viewings.

While we get it together to deal with all those things, particularly the endless ads for gyms and diets, it’s prime time for us to look at an issue that seems a little less seasonal — childhood obesity.

The obesity epidemic in kids has been a recent hot topic among pediatricians for a couple of reasons.

First of all, we are seeing more “adulttype” diseases related to weight, such as high blood pressure and diabetes.

Second, there is good evidence that obesity tends to track through life.

Even an overweight infant appears to have some risk for the problem continuing into adulthood.

As a parent you might be asking, “What can parents do to healthily and safely prevent weight problems in my child?” You may be surprised to find out that prevention can start with that first feed! Breastfeeding has been shown to help prevent weight issues in infants and young children. And although some parents prefer to supplement breastfeeding with formula for a variety of reasons, avoid doing so simply because your newborn baby doesn’t seem to be taking a lot or isn’t “filled up” by the feed. Your provider will keep an eye on intake and weight.

Older infants and toddlers are often their own best “food police.” If your 1-year-old isn’t eating, it’s likely his body telling him that he doesn’t need much to eat at this point. Sometimes young kids seem to live on air only, but most will balance out their diets over time. For children of all ages, good strategies include offering small amounts of everything, leaving it up to the child to take or leave food, and having some good distraction-free family mealtimes.

Finally, what about that child who’s already overweight? Although the issue is not an easy one, there definitely are ways of attacking the problem. Most of the time, it involves sitting down and figuring out what steps would be the easiest in your particular household.

For example, some families may need to rely on convenience foods a few hectic times a week, but is there one food choice that could be swapped out for a healthier one? Maybe a school sport isn’t an option, but can you walk as a family? (Let’s face it, we don’t have quite the weather and safety concerns that a lot of the rest of the country has.) The key seems to be small steps, rather than trying to do everything at once.

Childhood obesity is an issue that affects about one in five families, and Florida is in the middle of the pack nationally. While we continue to look for solutions at the community and school levels, we’ll continue to encourage families to weigh in with their game plans for maintaining a healthy weight. At the same time, it’s important to never lose sight of the fact that kids should continue to feel good about themselves and their bodies — whatever the scale reads!

arlier this week, the Fish and Wildlife Conservation Commission announced that the Monroe County osprey population is no longer considered a Species of Special Concern. While that’s good news in some quarters, not everyone agrees.

Shylyn Pierce, Florida Keys Wild Bird Rehabilitation manager, said Monroe County was singled out because while osprey are found year-round in Florida as either nesting or migrating, there is a non-migratory population found exclusively in southern coastal Florida. While the decrease in population is unclear, Pierce said it could be due to a number of factors including water quality, mercury and hurricanes affecting nesting sites.

Pierce says ospreys are unique nesters, as they require platforms on high, free-standing structures like utility poles, cell towers, billboards, and manmade poles.

“Examples can be seen along the stretch on the northbound side, across the street from Postcard Inn, and in the median in Key Largo, near MM 97,” she said. “Following Hurricane Irma, we received several calls regarding such nest sites that had been damaged or destroyed.”

Kelly Grinter of the Marathon Wild Bird Center is also ambivalent.

“It’s funny you should ask.

Do I think the population is healthy? Yes and no,” she said.

“It seems like they are going strong, but with so many platforms down, it’s hard to tell.

I am seeing a lot more eagles, though.”

The Marathon Wild Bird Center currently has one caged osprey. Oliver has been a fixture at the center for 18 years.

STATE SAYS OSPREY POPULATION IS OK

While some osprey nesting platforms have been repaired, others were completely gone, and new nest sites were built nearby. Pierce said over the course of the last year, the Wildlife Rehabilitation Center has been thrilled to see that not only were the nest sites being used, but quite a few pairs of osprey built their own nests on previously unused sites.

In terms of rehabilitation, in 2016 the Florida Keys Wild Bird Center received 17 osprey.

In 2017, the center took in 14 osprey, and in 2018 that number went down to 11.

“The number of juveniles we’ve received has decreased, which in theory means that local pairs are producing healthier clutches and nesting sites have stabilized,” she said. “Our main causes for admission in regards to osprey are vehicle collision and powerline collision. Hopefully by encouraging people to not only be alert while on the road, but also call us in any case of suspected collision so we may act quickly and efficiently, we can get our intake numbers down even further.”

The FWC also removed the harlequin darter, Homosassa shrew, and southern fox squirrel from the Species of Special Concern. Two species of alligator snapping turtles are no longer listed, but the Suwannee alligator snapping turtle will now be listed as State Threatened.The new listing status for these species took effect Dec. 23, 2018.

pply dubbed “the premier black tie event in Key West,” the 2019 Mayor’s Ball for the Children took place this past weekend at the beautiful Casa Marina Resort. All proceeds benefited the Florida Keys Children Shelter, which supports abused, abandoned and at-risk youth throughout Monroe County. The sold out event also marked Key West Mayor Teri Johnston’s initial ball, and hosted various other mayors, dignitaries and community leaders throughout the Florida Keys.

R

obin Smith-Martin defines the Key West character, complete with eccentric childhood stories and a resume dedicated to the community. Growing up, he watched his mother, artist Sunshine Smith, go from working at the Raw Bar to helping build Jimmy Buffett’s Margaritaville merchandise empire. His dad, BJ Martin, was a musician and filmmaker but also became a convicted marijuana smuggler when Smith-Martin was 9. Back in the day, there were parties with the famous Phoenix clan including River and Joaquin; watching Goldie Hawn filming “Criss Cross” seemed normal; and getting yelled at on the beach by Hunter S. Thompson through a bullhorn wasn’t a big deal. His family even once lived at 425 Caroline St., which later become famous for owners Kelly McGillis and Kenny Chesney. For Smith-Martin it was just Key West, his only home, full of wonder and freedom. His roots thread throughout Key West history but he has made his own mark in many ways.

Smith-Martin went from the Key West Montessori Children’s School to Kenyon College for a bachelor’s degree and Vienna University of Economics for an MBA, among others. “Before, during and after my education, I’ve worked in Key West as a produce stocker, boat washer, host, bar back, roofer, ditch digger, house painter, cook, bartender, musician, video producer, website designer, fishing guide, I.T. technician, marketing strategist, management consultant, brand strategist, marketing director, concierge, entrepreneur, and private equity manager.” He’s also been active in community service, including membership on the Keys Energy Advisory Board, school board and Reef Relief Board, and positions including chair of the Monroe County Democratic Party and senior advisor to then-U.S. Rep. Joe Garcia. And his latest business creation, Our Key West, is a local concierge service offering genuine island experiences. But his favorite accomplishment? Marrying his wife Beth and raising their two kids on the island he loves.

RED BARN DELIVERS WITH ‘ENJOY THE RIDE’

ttention deficit disorder isn’t always a bad thing — especially when it inspires entertainment like “Short Attention Span Theatre: Enjoy The Ride,” now playing at the Red Barn Theatre through Feb. 5. In one evening, audiences can rejoice in seven amusing and delightful 10-minute plays and, as promised, it’s a good-humored ride.

The style of Short Attention allows six actors to excel at different roles in each production. No one actor or actress outshines another; with the superb choice of plays, witty writing and John Reynolds in a penguin suit, the evening hits many high notes. The cast includes the boisterous Reynolds, as well as seasoned stage vets Vanessa McCaffrey, Carolyn Cooper, Erin McKenna, Jeremy Zoma and Don Beardon. Their comedic timing and deadpan expressions enrapture the audience like an episode of “The Office.” And a word of caution: don’t look away for second.

The plays tackle familiar and aptly humorous scenarios, like comparing a young couple to mating penguins. “What strange birds they are,” says Reynolds in a full body bird tuxedo in “Off The Map.” And then meet “The Whites,” where McCaffrey shines as her unlikely alter ego, a wealthy, clueless socialite receiving booty calls from Tiger Woods who misses “the days when we had the Irish to kick around.” “Wedding Bash,” a winner of the Samuel French Off-OffBroadway Festival of Plays, hilariously spoofs wedding guests who want a refund because the wedding was in Sedona, yes Sedona. “Ailurophobia” goes over the top with Zoma as Mr. Jinx, the large-scale cat equivalent of a chastity belt. And lastly, they deserve a round of applause for “One More Time” directed by Dave Bootle, which is one of the most annoyingly adorable plays in a long time. The audience falls in love with a little Dutch doll played by Cooper. If the cast set out to make magical moments, they accomplished just that.

“We decided for a positive approach this year; we wanted it to be entertaining and funny,” said Mimi McDonald, play director and founder of the Red Barn. The whole production is a wonderful collaborative affair with all the McDonalds: Gary McDonald directing and doing set design, Amber McDonald Good directing and Jack McDonald as stage manager. The Red Barn family, from those on stage and off, certainly know how to have a good time and include audiences for the ride.

POST OFFICES AND TRAGEDY KEY WEST HISTORY

T

he first post office in the Florida Keys was established in Key West during the month of February in 1829. The post office was on the corner of Caroline and Front streets.

Dr. Henry Waterhouse would be named its first postmaster. Waterhouse has been described as having a sallow complexion with sunken cheeks and ill-fitting dentures. His false teeth were said to have been carved from the tusk of a hippopotamus. In 1834, Waterhouse would move to Indian Key with his only son.

The island chain’s second post office had been established on Indian Key the year before, on May 21, 1833.

Silas Fletcher, considered the island’s first white settler, became its first postmaster.

Waterhouse would replace Fletcher to become Indian Key’s second postmaster. On Jan. 17, 1835, Waterhouse decided to venture out from Indian Key in a small boat with his son for a night of fishing. A tremendous gale blew through the darkness. In the morning, it was discovered that Waterhouse had not returned. Boats were immediately launched to search for Waterhouse and his son. Their boat was discovered overturned. Waterhouse and his son drowned in the storm.

FROM HERE TO ‘HEAVEN’

R

owan Ricardo Phillips isn’t new to islands. The celebrated poet, National Book Award finalist and author of the collection “Heaven” is the child of Antiguan immigrants and lives in New York. He also is a regular visitor to the Keys and the Caribbean. A friend of the Key West Literary Seminar and recurring speaker, he is, however, a new addition to the lecture series hosted by Key West High School through KWLS. Previous speakers include Jamaica Kincaid and Victor LaValle.

Phillips addressed the student crowd, including visiting Marathon High School students, about the fluidity of being from an island, and considering the lens of movement and embracing change. He said, “You are made to change; you are an organism made of cells that are constantly regenerating and dying.” He asked the students about traveling for sports and other extracurricular activities: “You’re always leaving this island and crossing bridges.” He said, “You guys are always taking flight in a wonderful way. … It’s mythic and historical.”

His bridge of concern wasn’t ultimately a geographical one, but a philosophical one. He began with advice “for anyone who wants to make art.” Phillips said: “Empathy is the bridge between the self and others.” Likewise, he encouraged the students’ perspective on their lives. He said, “I miss those days, but I’m glad that they are over. … There’s something strange about high school. It’s all-encompassing, and it seems like it will never end, and then it ends.”

Phillips brought the accessibility of art — and poetry in particular — to the forefront. He dropped quotes, from Homer to James Baldwin to Big Daddy Kane. He encouraged students to do what others before them have and borrow: from influences around them, music and existing art and from their own lives. He suggested beginning with a poem about one’s name. “A name is something you don’t give yourself until you give it to yourself.”

He read his poem “Proper Names in the Lyrics of Troubadours”: “My parents never call me Rowan/I’m Ricky, from Ricardo/but not Ricky Ricardo.”

Then: “For the record, that’s an Old Norse first name/A Spanish middle name/And one of those faux-English-faux-Dutch-sounding last names.”

“It’s just a poem about a name,” he said, and I stole the name of the poem (from a book with that title). … Proper names, steal them — steal something, not cars, don’t shoplift, but steal art!”

“We have been doing mash-ups and touchups and remixes forever,” he said. Encouraging students to riff, reflect and write what they know, he went on to field questions from the student audience. Phillips said, “One student asked what inspired me to be a poet, and I talked a bit about the supreme fiction of that question. A poet can’t describe a crystalline moment.”

So how then, did Phillips wind up on the path to a successful poetry career (a bizarre concept itself these days — what is a “career poet” in the age of Twitter?).

He said, “I realized I was writing poems when I was in high school, but it was something I did, but without the idea of doing something with it. Some folks in class draw, but I wrote.”

Phillips admits, “Part of me still hasn’t digested a career in poetry. … It’s more like a commitment to making, and the word comes from the Greek poiesis, or ‘making.’”

Phillips described pursuing a doctorate in English literature, but knowing he would “write poems my entire life.” He mentioned predecessors in the genre having “day jobs,” like Wallace Stevens’ famous career in insurance. “Whatever I was going to do, there would be poetry with it,” he said. “I had things to say, and poetry was always the way I made sense of the world.”

He’s written about those early days. In “Boys,” he writes: “We’d cut school like knives through butter, the three/Of us — Peter, Stephen and I — to play/Just about all the music

we knew.”

Of youth, he said: “We all are introduced to the world through song and rhyme, and something happens when we get older and start to be socialized. We get socialized into a prosaic world. The faucet gets turned off, and you have to turn it back on.”

“Your generation is more equipped than any generation to make art. Turn it off, and it’s a choice, unplug. Technology has always been around, and you have a choice. … Do not let it take away the beautiful imaginative part of art. So many people are using technology to make art.”

Phillips ultimately returned to the pragmatic idea of creating “situations of poetry” (the word “prompt” is trite, he said), as well as using existing influences as a place from which to riff or evolve.

He said, “You may not be feeling inspiration, but you have to keep playing your scales. You don’t feel the muse. Well, pick up a poem by a Hungarian poet, put it through Google Translate; it will give you a terrible translation, so work on it, and make it viable in “Heaven” was published by Farrar, English.”

Straus and Giroux He said, “It’s like in 2015. jazz. … You’ll say, ‘Oh, here are things I recognize, and here are things I don’t recognize.’ And they layer over one another, and you look at the big mess, the whole harmonium of it, and then you look at it and decide what to dip in amber and make permanent.”

“Poetry is an object that can be stretched, and it’s like dance. And the stage is a page. It’s theme and variation.”

Key West could be described as “theme and variation,” on the larger fabrics of Florida and the Caribbean as well. Last year, Phillips was part of the “Writers of the Caribbean” seminar and acknowledges “wisps” of similarities here to Caribbean islands.

Phillips said: “What I like about Key West is that it’s close — literally and rhetorically. You can find a slice of life that has the (Caribbean) aroma here.” He speaks of the diversity of this part of the world, of Kincaid’s “small place” in Antigua, of Walcott’s exile from Trinidad. Of Key West, he said: “It’s the closest Stevens and Frost ever got.”

“I love Key West,” he said. “It’s a beautiful, kaleidoscopic place, and it doesn’t necessarily remind me of any place else, except for those wisps and whispers of the Caribbean. … It’s useful to think of Key West as a sort of slant rhyme.”

Kind of like jazz.

ANOTHER SUCCESSFUL RIDE THROUGH THE KEYS

T

he 14th annual Wounded Warrior Soldier Ride traversed the Keys last weekend, honoring those who have served and sacrificed for the country. Crowds lined the Overseas Highway and welcomed 47 riders at Bayview Park on Jan. 12. The ride’s director, Adam Faine, said it best: “I want the community to know this event truly saves lives.” The community is proud of the hope and support the ride provides the servicemen.
