ONE LIFE AT A TIME Marathon Fire Rescue gets new life-saving tools KATIE ATKINS

A

major increase in critical-care emergency transfers between hospitals over the last year has resulted in more advanced life-saving equipment for Marathon Fire Rescue.

“We’ve pretty much tripled our numbers,” said Capt. Joe Forcine about the number of people transferred out of Marathon to facilities other than Fishermen’s Community Hospital. It’s been closed since Hurricane Irma, which caused major roof damage to the building.

More than $20,000 in county money from Monroe County Sheriff Rick Ramsay recently went to the purchase of three different life-saving pieces of equipment for the fire department.

All three pieces – a ventilator, ultrasound unit, and blood analyzer – were delivered to the firehouse in the last few weeks.

“This was not a grant, and it’s not taxpayer money, but I had access to some funds that were non-taxpayer based,” Ramsay said, adding that when the equipment arrived, the firefighters were like kids on Christmas morning. “The equipment makes them one of the most advanced rescue department in the Keys, right up there with Trauma Star, and better equipped than many agencies on the mainland.”

“It’s really cutting edge,” Forcine said of the three pieces.

Overall, this equipment is going to help medics better figure out what’s happening to critical care patients, and seeing as how he was deputy chief of Marathon at one point, Ramsay said he holds the Middle Keys dear to his heart.

AN ADVANCED TRANSPORT VENTILATOR. “Ventilators have to be approved by the Department of Transportation,” Forcine said, because they are sensitive to bumpy rides and can affect patient care. “This one does so much, and it’s so tough that if you threw it against a wall nothing would happen.”

A PORTABLE ULTRASOUND UNIT, used for fractured bones, internal organ bleeding and fetus heart sounds.

“So if we have a pregnant woman and need to check for fetal heart tones or the position of the fetus, we can do that. We can flip this device around and do an echocardiogram and we can see the heart move too,” Forcine said.

AN ISTAT BLOOD ANALYZER, which delivers blood test results in 30 seconds, and also identifies blood gases and cardiac enzymes.

“Without that lab work, we can’t do anything,” Forcine said.

ild things have been said about Robert the Doll, which is saying something considering Robert is thought by some to be the most haunted artifact in the Florida Keys. The doll stands 40-inches tall and is stuffed with excelsior, or wood wool made of slivers cut from logs. The eyes are shoe buttons and the face, originally, was painted like a court jester.

Those colors have long since faded and all that is left of the façade is the doll’s spongy countenance.

The Otto family brought the doll to Key West. The Ottos were a prominent Key West family.

Thomas Osgood Otto was a thirdgeneration doctor. He married Minnie Elizabeth and they moved into their home at 534 Eaton St. in 1898. It is where Robert Eugene, the youngest of three boys and a girl, was born. The doll was given to Robert Eugene on Oct. 25, 1904 as a present for his fourth birthday.

Robert Eugene gave the doll his first name and kept the name Gene for himself. He also dressed Robert in the sailor suit he wears today. It is one that once belonged to Gene.

Robert has developed his own unique Florida Keys history, much of which has been passed around by barstool historians sipping rum

and telling tales. The doll has zero affiliation with Chucky and his successful Child’s Play film franchise.

The doll was not stitched together by an angry Bahamian servant.

Rather, the doll was a product of Steiff, the same company that produced the first teddy bear. Also, Robert did not attempt to suffocate a 10-year-old girl when he was still living at the Eaton Street address.

What is true is that Robert and Gene were inseparable. A room was built for Robert in the attic, complete with furniture and toys where he and Gene would spend hours playing. Gene would be heard having conversations that were accompanied by giggling.

When no one was in the room, the scratch and thud of objects being dragged across the attic floor could be heard. When Gene would be accused of boyhood mischief he would declare, “Robert did it!”

Today, Robert lives at the Fort East Martello Tower Museum where a wall is decorated with letters apologizing for taking his picture without asking permission. Sometimes, when you take his picture without asking first, people say Robert makes bad things happen. Just in case, ask his permission before taking his picture.

T

imothy McGarry, 72, died Oct. 28 in Vero Beach, Florida. He was Monroe County director of growth management and planning director from 1996 to 2006.

With master’s degrees in public administration and city planning, he dedicated his 40year career to public service.

He was an important steward of the county’s future, drawing from his wide-ranging work experience, consensus-building skills and steady determination.

He greatly valued the Keys’ unique natural environment and set high standards for fairness and the rule of law. Strong work ethics, along with his creativity, helped lead him to imaginative solutions.

His self-deprecating style and dry sense of humor were well-known. He was proudest of his contributions to implement the Smart Growth/Tier System governing future land use, affordable housing initiatives, protection of natural and marine resources, customer service improvements and community master planning.

Tim is survived by his wife, Susan, who served four years as land steward for the Village of Islamorada. He was a member of the American Institute of Certified Planners and the American Planning Association’s Florida chapter.

FIVE DAYS TO GO Election will decide BOCC seats KATIE ATKINS

he next two Monroe County Commissioners are to be selected by voters in just five days. A new face, either that of Michelle Coldiron (R) or Tommy Ryan (D), will fill the former seat of George Neugent in District 2 for the first time in 20 years, while the District 4 seat will welcome either Vicki Tashjian (NPA) or incumbent David Rice (R).

The Weekly asked the candidates how they’re feeling less than a week out and what they hope to accomplish immediately if elected.

DISTRICT 2 • “I’m ready,” said Thomas “Tommy” Ryan of his first-ever election. “I feel good, and I’m ready for whichever way it’s going to go. It can only go one of two ways.”

If elected, he wants to get started immediately on some building department changes, the permitting process in particular.

“It needs some serious attention,” he said. “People who lose their home in a hurricane or natural disaster, when they go to rebuild they have to pay the same price for their permit as someone building a brand new home.

They’re building a home because they lost it, and it feels like they’re being penalized by the county. It needs to be streamlined, and updated.”

If he does not win, Ryan said, he doesn’t think he’d run for office again.

“I didn’t do this for a career move.

I’m not your average politician just looking to crawl up the political ladder. I did it because of the hurricane aftermath and four years from now I don’t know where I’ll be, but you never know,” he said.

Ryan is a U.S. Army veteran and former New York City firefighter. He lives on Big Pine Key with his husband Jon Baird. Ryan has three children from a previous marriage and also adopted a set of twin girls.

• Michelle Coldiron said she’s feeling optimistic with less than a week to go.

“If people vote on who is the most qualified candidate, the one who’s worked the hardest and will continue to work the hardest after the election, they’ll vote for me,” she said.

If elected, Coldiron wants immediately to form a committee comprising people from throughout District 2, “so I can hear the needs and concerns from each Key that make up the district.”

If not elected, Coldiron said, she’ll “regroup and figure it out.”

After three years on Marathon City Council and one year as mayor, Coldiron said she’s most proud of the “extra” 300 affordable units she helped the city acquire from the state Department of Economic Opportunity.

“We’ve now changed our comprehensive plan and land development regulations, and this is something that’s been really important to me,” she said.

Coldiron has a bachelor’s degree in psychology from Northern Kentucky University, and is the vice president of Global Health Connections Inc. An 18-year resident of the Keys, she’s married to Greg Coldiron and has one daughter, Mallory Morton.

DISTRICT 4 • David Rice says he has no worries about the election, “because life means more than this.”

“I don’t have any bad options here — I

either win and get another four years of doing things or I lose and I get to do other things that I don’t get to do now,” said the incumbent, who is seeking a fourth four-year term on the board.

He’s also been mayor for one year, and if re-elected, Rice said he’d like to continue working on one of his top issues: congestion on the Overseas Highway.

“Many people feel like they’re held captive in their home on weekends and holidays. We need to change that, and I hope to change that by significantly advancing public transportation options and improving our bus system to give them a much better alternative to driving,” he said.

When asked whether he’d run again if not elected on Nov. 6, he joked, “Oh hell no, are you kidding me?”

“If I lost and the people in this county decided they wanted to move on, I would get the message,” he said.

Rice has lived in the Keys for 45 years and founded the Guidance Clinic of the Middle Keys, serving as its executive director for more than 30 years before his retirement in 2006. He is married to Mary Rice and they have two children, Lisa and Michael.

• Vicki Tashjian said she’s feeling a combination of “exhausted, exhilarated and confident, all packaged into one.”

“I can’t wait to see the results Tuesday,”

she said.

If elected, she’d like to get on board with what’s happening with affordable housing and projects in the works, “So we can make people a little more aware and comfortable about what we’re actually producing. And then I’d jump on evacuation re-entry,” she said, as it’s one of her top priorities.

If not elected, Tashjian said, she might run again.

“There’s always that possibility,” she said.

Tashjian is managing director of Florida Keys Vacations Inc. and has an extensive background in corporate international hospitality. She’s married to James Tashjian and has one adult son.

Case closed against Zieg

Motorcycle club celebrates 34 years

The case of an anonymous complaint filed Oct. 16 over a video posted on Facebook of Marathon City Councilman Dan Zieg endorsing Michelle Coldiron in her race for the Board of County Commissioners has been closed, according to the State Attorney’s Office. The video was of Zieg in the City Hall chambers, with the city seal behind him, but State Attorney’s Office investigator Christopher Weber said Zieg did not violate Florida statute and “the allegation does not rise to the level of criminal prosecution.”

“In the video, Zieg identified himself as a city of Marathon council member; however, Zieg does not indicate that he is speaking on behalf of the city of Marathon, the city of Marathon council or anyone other than himself individually,” Weber said.

Plus, there is no evidence that any seal for the city of Marathon was ever officially adopted — the original reason for the complaint being that the endorsement included the city seal.

Southernmost Chapter of ABATE of Florida turns 34 years old in November.

Abate is a motorcycle rights organization whose primary goal it is to promote motorcycle safety both to riders and the general public. Representatives of the organization also work with our legislators to protect the rights and safety of riders on issues such as motorcycle helmet laws.

Although ABATE is a national organization, began in the early 1970’s, the Southernmost chapter, which includes the entire Florida Keys, was established in 1984.

According to its current President, Sandy MacLaren, the chapter was founded in the pouring rain in the parking lot of Whiskey Creek Motors in Marathon, Florida. The chapter’s formation is credited to a man known locally as “Wink” (Winchester) and a number of the original members are still on the roles, including Marty and Anna Baird and Herb and Diane Kempert.

In addition to the birthday celebration, the DAV will be the venue for another ABATE event on Thanksgiving weekend. On Sunday, Nov. 25, the Southernmost Chapter of ABATE will host its Annual Toys For Conch Kids Toy Run. This popular annual event has provided many wonderful toys over the years exclusively for the children of the Florida Keys.

Veterans Parade set for Nov. 11 Join local veterans on Sunday, Nov. 11 for the annual Veterans Day Parade. Participants will line up at 20th Street (former entrance to Boot Key Bridge) starting at 10 a.m. The parade will begin at 11 a.m. and travel north on U.S.1 turning left on 107th Street and left again on Aviation Blvd., ending at the DAV building. aptain Steve Friedman is on a mission with multiple fronts: “Florida needs to be the leader in how we treat our senior citizens, in healthcare, in education, in immigration reform, and we’re not. We have an incredible housing crisis, and we’re 45th in the country in teacher pay. How are we going to educate the next generation?”

Standing outside Five Brothers in Key West, sipping a coffee with citizens last Friday morning, Friedman is in his final push for state representative, running against incumbent Republican Holly Raschein. Friedman tells a story about going to see Raschein among other elected officials, in order to ask them about one of the most pressing issues for the district: the environment. Specifically, the water.

Friedman said, “I went to ask them about the special interests that are funding the campaigns for these individuals that consistently vote according to the way these special interests want them to vote.”

Friedman calls out these special interest groups: the Koch brothers, Disney, Florida Crystals, and the Board of Florida Realtors.

“These entities are consistently on the winning side of these votes,” he said. “And the environment continues to lose.” While he’s known for his call to save the Everglades and demand polluters pay to purify

water, Friedman argues that it’s not one issue. “It’s many issues … and it comes down to putting people over profits.”

Beyond the environment, Friedman also is a vocal advocate for rights of immigrants. “The fact is that we are overlooking the history that some of our greatest inventors and leaders in this country came from other countries.” Friedman also is bilingual, conversing with Spanish-speaking constituents about the obligation to our rich immigrant population and heritage. “We need to figure out how to lessen the bureaucracy, and yet understand who we’re bringing in and how to bring them in.”

Both of these concerns, the environment and immigration, are hot-button issues for the midterm elections. Friedman speaks of feeling a civic duty, rather than a political impulse, to run for office. Citing an American founding philosophy, Friedman said, “You come in from the fields, you do your part for your country, you get out, and go back to the fields. I can’t even afford to leave the fields.” He plans to continue to work as a fishing guide, even if elected to the state legislature.

“This position would require me to go to the legislature at the busiest time of year. But we need to have this change,” he said. “My interest is to get in and do what I can.”

n recent weeks, the contest for the state representative seat serving the Florida Keys has become heated. The ballot features the incumbent Republican Holly Raschein against political newcomer and Democratic challenger Steven Friedman.

Friedman’s Facebook channel — Social Florida Accountability Project — says Raschein “sides with corporate polluters.” In a mass email on Oct. 26, Friedman’s campaign manager Robert Becker wrote in the first sentence “… Rep. Holly Raschein (R-Big Sugar) must think we are dumb.”

It’s an unusual tone in a local race.

“I am trying not to focus on my opponent’s negativity. When you don’t have a record to stand on, that’s what you have to go to … which is unfortunate,” Raschein said.

In 2012, Raschein defeated Ian Whitney by 5 points, in 2014 she was unopposed, and in 2016 she bested Dan Horton by 15 points. In 2018, she’s seeking her final term as what’s called a senior legislator. Her opponent, Friedman, is a charter fishing guide from the Upper Keys.

In 2018, Raschein served on six committees and subcommittees, most notably as chair of the Natural Resources and Public Lands Subcommittee, and committee member of the Agriculture & Natural Resources Appropriations Committee.

In a year of tough choices — school safety funding among them — Raschein still secured $15 million for af-

fordable housing in the Florida Keys, almost $6 million for a new Emergency Operations Center and $10 million for the ongoing Stewardship Act with funds split between water projects (such as canal restoration) and land conservation acquisition.

Raschein, her husband who is a small business owner, and young son live in Key Largo. Prior to becoming a state legislator, she earned a bachelor’s degree in political science from Florida State University; she holds a master’s in public administration from Florida International University. She served as a legislative aide for then-Rep. Ron Saunders before assuming his seat. When she’s not legislating, she’s fulfilling a role as a very involved member of the community including fundraising for the hospital, attending Rotary, etc.

“This is a part-time job, but I treat it like a full-time job,” she said.

“My team and I sacrifice family time and other activities to travel to Tallahassee and around the district. I am present, I am accessible and I am open.` “If you tally up the last three years compared to other legislators from similar districts, our numbers are very high. That speaks to my leadership style and how hard I work to share the Keys message about our unique geography and the challenges we face. My job is twofold: to make sure we have a voice and get the resources back to plug them into useful projects like affordable housing or water quality, and also to serve our constituents.

We were elected first and foremost to help the people of the Keys.”

M

arathon Yacht Club is serious about increasing its membership. On Sunday, Nov. 11, the club is waiving the initiation fee of $1,800.

There’s one catch: the deal only lasts 24 hours. The public is invited to learn more at a free reception from 3 to 5 p.m.

“Word is getting around,” said Rear Commodore Rosemary Thomas, regarding the memberships.

The public is encouraged to visit the yacht club open house and membership drive. Reserve a spot by calling 305-743-6739.

Here’s more about the club: 1. Dockage & Cruising The MYC is part of the Florida Council of Yacht Clubs.

That means members can visit the 36 other clubs and are entitled to a night’s free dockage. Which leads to one of the other benefits of membership — planned cruises.

MYC plans two or three a year to places like Eau Gallie on the East Coast or Captiva on the West Coast. “It varies, but there’s usually about 10 boats on each trip,” said Larry Wagner, past commodore. Naturally, MYC is a popular stop on this circuit as mainland sailors head to the Bahamas.

MYC has about 22 slips and costs about $11 to $16 per foot, per month, depending on season. Not all members keep their boats at the club. In fact, not all members have boats.

2. Community Outreach The MYC and the Marathon Yacht Club Education Foundation (MYCEF) are paying it forward with a variety of programs. Every year the MYCEF hands out scholarships to graduating seniors interested in pursuing some branch of marine engineering, mechanics or environmental science. It’s also three years deep into a fully-booked summer sailing program for youth which has now extended to the fall.

“Right now, I’m teaching a bunch of homeschool children how to sail,” said Matt Gamel. “But it’s more than that; we’re also covering some marine science as well.”

MYC has taught more than 100 children to sail (some are scholarship students) and handed out more than $24,000 in higher education grants in three years.

3. Social Scene Fashion shows, games of chance, trivia contests, murder mystery dinners, and Friday Night Grilling — it’s all on the calendar at MYC.

“This is really a social club,” said Thomas. “Put it this way: I’ve never in my life worn a costume, but I have a sailor outfit for this year’s Halloween party at Marathon Yacht Club.”

On Free Sail Saturday, members of the yacht club can sail on MYCEF boats for free — a collection of adult-size Flying Scots, Lasers and Sunfish.

During high season, the club is open Tuesday to Saturday for lunch and dinner with brunch on Sunday.

4. Flexible membership plans The initiation fee waiver is a big deal, the first time the club has ever offered this type of promotion. The onetime cost is usually $1,800. Members also pay annual dues of $1,980; agree to spend $600 for couples or $450 per individual at the clubhouse or in yacht club programs. There is also a $10 per month maintenance fee. However, there are other deals, separate and distinct from the initiation fee (don’t try to combine them): • The 49ers: New members who are 49 or younger pay only half of the one-time initiation fee: $900.

• LAMPs (Local Area Membership Program): are for locals who live here year-round and don’t own a home anywhere else. They pay half the annual dues ($990), and half the initiation fee ($900). These folks don’t have voting rights and don’t have access to the other clubs in Florida.

It’s hard to resist all the bright colors and rich textures and healthy vibe.

The tomatoes are outstanding. The avocados are ripe. The cilantro aroma has the right amount of bite. And then there are the special offerings, too, varied depending on what’s good at the market. On a recent Tuesday it was passion fruit and poblanos and banana peppers and Asian pears, which is a perfect cross between an apple and a pear. Anderson fetched one from the cooler and cut it up on the spot to share with customers. He’s a wealth of information.

“If you’re making sandwiches, I would go with the special yellow tomato — I love those — they are a tiny bit sweeter. And you want a Florida avocado because it holds together a little bit better between the bread,” he said. “But guac? Well, then you need a Haas avocado. I’m definitely a Haas man.”

Paradise Produce is always trying out new avenues. The locally sourced honey is VERY local — from the Sombrero Beach Road. It’s started selling jars of special tea like the hibiscus flower tea (think cranberry tart and sweet).

ike many local businesses, Paradise Produce closed its doors for the month of September. The distinction, though, is the number of folks who welcomed its reopening on Oct. 1 with such gusto. It’s a great achievement for the three-year-old business.

“Business has been steady,” said employee Kevin Anderson, who works for owners Cesar and Alani Sandoval. “Customers come in waves. One clears out and I have time to restock and tidy up, and the next group comes in.”

JIMMY BUFFETT ON HIS VERSION OF KEY WEST

n the south end of Duval Street, just before you hit the water, there used to be a restaurant flanked by red fringed umbrellas with a thatched tiki bar inside.

“Logun’s Lobster House” the sign read, and if you wandered into the seaside lot on the right night in the early ’70s, you might have heard a long-haired young Jimmy Buffett play with his band.

“The first gig we did as the Coral Reefer Band, we did at Logun’s Lobster House, and it was a dollar a ticket,” says Jimmy Buffett.

“David had a table on the front row, and at the table was Truman Capote, John Malcolm Brinnin, Dotson Rader, and a few other people.”

The “David” in question was David Wolkowsky, longtime friend and patron of Buffett’s. A few years before the Logun’s gig, in 1968, Wolkowsky opened the Pier House Resort at the north end of Duval Street.

The Miami Herald called the opening “the turning point in Key West’s transformation from washed-up military outpost to funky tourist destination.” Wolkowsky recognized the glitter of Key West under the grime of neglect and economic depression. And he recognized something special in Jimmy Buffett. “One of the great attributes of his was his tolerance of crazy people … me included,” he says.

Buffett and Wolkowsky first crossed paths when he was taken to Key West by Jerry Jeff Walker and his girlfriend, Teresa “Murphy” Sadler. He was living in Miami and struggling to make it. “I had just come from Nashville, and I didn’t have enough money to get my own apartment.” As strange as it sounds coming from the Margaritaville mogul of today, Buffett’s past is the one that lives on in his song lyrics: flip flops and pop tops and peanut butter. The trio rolled into Key West on the momentum of Walker’s reputation, having broken into the public consciousness with “Mr. Bojangles” in ’68.

“They took me to the Chart Room, and Jerry Jeff was already a force of nature in Key West in those days. That was my first time, and they kind of left me there.” After a few days of playing downtown, Buffett returned to Miami, but the island stayed with him.

“I loved it so much. After I did a few gigs back in Miami, I thought … I’m going back to Key West. I had odd jobs and could play the Chart Room, and then I met David, the owner.”

Buffett’s Key West story is a familiar refrain: I met X who introduced me to Y over on Z street and 20 more years slipped away. “I ran into my now brother-in-law Tom McGuane at the Chart Room. I ended up subletting his apartment at 123 Ann Street, and then I was a Key West resident.” Buffett didn’t immediately skyrocket to fame—it would be nearly 15 years before he and Sunshine Smith opened the Margaritaville Café on Duval Street—but he fell in love with the island.

Wolkowsky was already known for championing writers, quietly supporting eccentrics and artists who have become the defining set of Key West culture. Buffett says, “He was so supportive in every way, from letting writers he knew stay there, and putting up with our nonsense.”

Buffett describes the Pier House poolside scene: a band of charming (and multitalented) miscreants who were kept in line by Wolkowsky, playing the part of the bemused adult in the room. “I don’t think David ever paid me there, but he let me sing … and we’d just lay out by the pool and hang with the paying guests.” One of Buffett’s best friends, Larry “Groovy” Gray (it seems all of his friends had cool nicknames) ran a catamaran sailboat school on the beach at the Pier House. “Groovy always got along too, and any time David had problems with our crowd — if something had gone wrong or we stayed too late — I’ll never forget his voice, ‘Oh, Groovy,’ and that meant something had happened.” Buffett laughs. “I’m talking about real artistic support: you could lay around the pool and not get thrown out.”

He describes Key West not as a musician’s town then, but a literary town (one improvement, in his eyes, is the current Key West music scene, thanks to efforts like Charlie Bauer’s Songwriters Festival). “I was hanging with a literary crowd: Dotson Rader and McGuane and met [Jim] Harrison, and I was just a bar singer on the street.” The joke almost makes itself: Jimmy Buffett as “just a bar singer.” But he was then. “I had graduated from the university of the Chart Room and moved onto graduate work at Howie’s Lounge.” It was a time mythologized, romanticized, and riffed on by everyone from the guy at the package store to my grandmother. In ’70s Key West, literary giants, rock stars and pirates broke bread. Preferably Cuban bread.

Buffett is as mythologized as Key West.

Everyone has a spin on the legend, whether he’s a founding father or a prodigal son.

Rumors about him trying to cash his first big check at Ed Swift’s record store, or surprise shows at Margaritaville (that one’s true), or about him being Warren Buffett’s nephew

(he’s not—but he calls the billionaire “Uncle Warren” anyway) fly with the frequency of trade winds.

The Jimmy Buffett of today has grown up. He no longer resembles the long-haired, pot-smoking singer of the ’70s. The mogul-inflip-flops has recently negotiated a licensing deal for his “Coral Reefer” brand name to be applied to medical marijuana products.

According to Forbes, the Margaritaville lifestyle brand “has more than $4.8 billion in the development pipeline.” Now, it’s a white sport coat and a conglomeration. The icon of tropical escapism successfully turned what used to be a feeling into destinations around the world: bars, restaurants and even retirement homes. The Margaritaville website bills it as “a state of being” in addition to a state of mind.

But Jimmy Buffett’s voice sounds the same as it always has. That Mississippi-byway-of-New-Orleans twang, with laughter in nearly every word. When he reminisces, his voice takes the listener on a boat ride into the past. So which of the stories are true?

The Coral Reefer Band did used to rehearse in an old gas station on Fleming Street, where Tom Corcoran also had a leather hat shop. In Buffett’s “Louie’s Backyard Days” (he lived in the house next to the restaurant on Waddell Street), “one of Tennessee Williams’s boyfriends worked at Louie’s backyard, and on one or two occasions, I was hired to play a pool party at Tennessee’s.” He demurs, “Let’s just say it was an interesting gig, and he loved Hank Williams songs.”

David Wolkowsky did invite Buffett out to Ballast Key a number of times, under the auspices of being a regular party guest, and then would say, “Oh Jimmy, bring your guitar.” And while they “hemmed and hawed” about Buffett buying Ballast Key (Buffett eventually “came to his senses”), he did sell Buffett the building that is now Margaritaville ... with the stipulation that Wolkowsky got to keep the rooftop apartment at a fixed rate until his death. “I think he was 60 at the time,” Buffett laughs, “and so he had a fixed rate on the roof for as long as he lived.”

Wolkowsky died this year at 99.

Sometimes the charm of today’s Key West gets overlooked in favor of nostalgia.

Locals bemoan the congestion of tourists, the CVS that once was Fast Buck Freddie’s, and espouse the general “this was better when it was that” attitude. Does Buffett take credit—or responsibility—for this more commercialized version of paradise, rough edges smoothed and lawns manicured?

“I never thought it would be what it’s become, but I’m not ashamed of any part of it. I made some mistakes along the way, but today, it sure seems like an extension of what it was to us.” Buffett tells a story about filming “Tarpon,” the ’73 rogue fishing documentary for which Buffett wrote the music. “In ‘Tarpon,’” Buffett says, “they were interviewing Jim Harrison and he said, ‘Every place I’ve been to, they say I needed to be here 10 years ago.’”

“There’s a lot of people I know from those days who still live in the past,” Buffett says. “Because it was a wide-open town, still a Navy town to a degree, and it was also a primary location for the marijuana business. It was very casual, and it had that kind of pirate mentality.” Yet he attributes the enduring charm of Key West to its tolerance.

“Everyone had a place there. … New Orleans was the magic city of my youth. I played on Bourbon Street, and it has that same je ne sais quoi feel that you have about a place that’s tolerant.”

His voice does that thing where you can hear it drifting out the window. “Everyone has their version of Key West. I hope that people still have that. I still smell black beans and chicken cooking when I’m riding my bike around,” he says. “It’s much more gentrified, but it still has that authenticity. … I relish the past, but I don’t live in it.”

Everyone has a version of Jimmy Buffett, too. The one we want to keep preserved in time, with his Gulf Coast drawl and his dream of escape. Does Jimmy Buffett still dream of what’s next for Key West? This version seems to have his sights set on the rest of the world, rather than the original “Margaritaville.” Since Wolkowsky’s recent passing, the old rooftop apartment above the restaurant is vacant, and Buffett muses on plans for that. “In my fantasy world,” he says, “I wanted to have a great mambo club up there. I thought it has one of the best views, and I still have the rights to the roof. … If I can get some management, I’d like to keep my mambo fantasy.”

“I don’t spend a lot of time in Key West any more,” he says, “but I might fix it up and let it be mine until I leave the planet, and have it up there, kind of in David’s honor. I think I’m going to go back to Key West and take a look at it.” Until then, we can dance in the mambo club that only exists in Jimmy Buffett’s mind.

Monroe County Planning Commissioners just recommended how much residential density is appropriate within suburban and rural islands of unincorporated Monroe County. Now the Board of County Commissioners will decide.

In the weeks after Irma, County staff and developers put together Goal 109, an amendment to our Comprehensive Plan that defines workforce housing, and streamlines approval of these projects.

It would increase residential density, eliminate community meetings and eliminate a neighbor’s right to file a protest. The Planning Commission agreed with residents who spoke in support of the definition and streamlining but opposed a county wide density increase, the loss of community meetings and elimination of the protest.

The Planning Commission noted that: • Goal 109 impacts only unincorporated Monroe – not Key West, Marathon or Islamorada.

• The County already has 50% to 200% density bonuses for employee housing. This seems to be working.

• Community meetings and the protest do not slow projects down. Eliminating them just disadvantages the neighbors.

• Expedited approval is for two years, but the impact of deed restricted projects exists for 99 years.

Planning Commissioners recognized that compared to the needs in Key West, there is a better workforce housing supply in the Upper Keys. Marathon is building and has workforce projects waiting in the pipeline. Would all areas of the County benefit from more truly affordable single-family homes?

Sure, but County ROGOs are limited, (Big Pine Key has no more) and the greatest workforce need is currently in Key West.

Stock Island supplies Key West workforce housing today. Those newer two- and three-bedroom projects were built with existing density bonus. On Stock Island where bicycle, scooter and bus transportation are prevalent, density increases would allow older mobile home parks to be rebuilt with more studio and one-bedroom apartments.

Goal 109 incentivizes replacement rental housing. Is Stock Island already too dense? Is cheap land in the Lower Keys really the best place for large urban apartment buildings? Goal 109 is the opportunity to incentivize the right housing in the right place.

COLOR | “THIS ANNOYING LIFE” It’s an adult coloring book, and normally we wouldn’t go near one of these things unless we were having a level 10 meltdown and ran out of booze … BUT this book is really clever. “This Annoying Life” by Oslo David nails the problems of the first world — squeaky new shoes, exploding smoothie blenders, lost eye contacts on an overly complicated tile floor and “no signal” on movie night. It even pokes fun at itself with some coloring jokes. It’s slightly calming to know that the rest of the world is just as irritated by the little things. Let’s be petty together.

FKAA WORKERS PAY IT FORWARD Keys team back from helping after Hurricane Michael

A

fter nearly two weeks working in Panama City and the surrounding areas, the Florida Keys Aqueduct Authority’s Hurricane Michael Recovery Team returned home.

On Oct. 15, Brian O’Conner, Matt Mansueto, Dylan Moore, Aaron Anker, Mick O’Conner and Bryan O’Berry began their Hurricane Michael recovery mission. In a scene eerily similar to that of the Keys after Hurricane Irma, local and out-of-state water and wastewater utilities teamed up to track down and repair damaged mains, in an all-out effort to restore water service.

Knowing that resources would be scarce, the crew arrived prepared to be self-sufficient, bringing a travel trailer and supplies, along with several pieces of heavy equipment to get the job done.

With Hurricane Irma fresh in their minds, the crews were determined, knowing that restoring water service was critical to the recovery and the health and safety of the residents.

NO HOPE LEFT? How do we rediscover the ties that truly bind?

I

n the immediate aftermath of 9/11, which occurred after a bitter and contested presidential election, Americans rediscovered that we were Americans first, not Republicans or Democrats. That realization didn’t last as long as many of us had wished.

I’ve written often in this column about the sad state of political discourse in this country. I’ve bemoaned the lack of civility. I’ve wondered what happened to concepts like comity, compromise, and the Greater Good.

But I don’t believe that I’ve ever truly lost hope in the fundamental belief that underneath it all, we all were still Americans first.

Until now.

The events of this past week are the culmination of years of bitter partisanship and the demonizing of one’s political opponents. (Thank you, Lee Atwater.) Let’s not forget the undercurrent of white nationalism and hatred that until recently had been hiding under rocks and in the dark depths of American subculture. As the partisan divide has grown, the racists and bigots have felt empowered and are rising up in greater numbers. I’m not blaming any political party for this; any decent American finds these developments abhorrent and antithetical to the America we know and love.

But as the rhetoric ramps up, the extremist nutjobs want to claim their part in the unraveling of the American fabric. That’s why bad things like Charlottesville happen. That’s why some lunatic decides to shoot up Republican representatives practicing for a softball game. That’s why some Florida loser living in his van sends (thankfully) poorly constructed pipe bombs to various critics of the current administration. And that’s why an antiSemitic hatemonger took an AR-15 into a Pittsburgh synagogue and killed 11 worshippers.

We have lost sight of the abundant majority of the things we all have in common over the issues that divide us.

We have forgotten that we are Americans first. If you believe that someone is less American than you are because of his or her vote in the last election, you are part of the problem. America was the melting pot, the Great Experiment, the shining beacon on the hill.

Our values, our compassion, our fighting spirit, and our humanity were ideas to which people around the world aspired. We achieved great things. Created technological marvels. We even

invented rock and roll and went to the moon!

All of these achievements were created with the can-do attitude that we were America, and we could do JOHN anything if we came together and just BARTUS did it. Ronald Reagan and Tip O’Neill fought hard for their issues, but still worked together and had a cocktail together at day’s end. Neither doubted how American the other was.

Barry Goldwater and Hubert Humphrey knew that. Dwight Eisenhower and John Kennedy knew that.

John McCain and John Kerry knew that.

Barack Obama and George W. Bush knew that.

Sadly, it seems only the extreme views are the ones that gain traction.

Try and run as a moderate in a party primary and see where that gets you.

Extremism doesn’t believe one can see eye to eye with a political opponent without demonizing said opponent.

Only people with similar extreme views are “real� Americans; everyone else is the enemy.

This is why we can’t achieve common-sense gun law reforms that protect everyone’s 2nd Amendment rights while keeping guns out of the hands of violent nutjobs. This is why we can’t come together and fix a healthcare system that could provide health care for everyone with solutions that could also work for everyone. This is why we can’t work together to protect the economy and the environment at the same time.

And this is why events we saw last week are likely to become more commonplace. Given the state of discourse in America, I’m not optimistic. Prove me wrong.

OPEN ENROLLMENT STARTS TODAY MARKETPLACE HEALTH INSURANCE EXPLAINED high number of service industry workers and family-owned businesses goes hand in hand with Monroe County’s high rate of uninsured residents. The local rate of 19 percent uninsured for 2017 topped the statewide average of 13 percent for the year, and was more than double the national average of 8.7 percent uninsured, according to the U.S. Census Bureau’s American Community Survey.

Nov. 1 marks Day 1 of open enrollment to get coverage for 2019 under the Affordable Care Act, and we’ve put together some basic information on how to go about doing so. It may be easier than you think to get coverage from the health insurance marketplace, especially if you’re young, healthy and between 26 and 34 years old – the age range in Monroe containing the highest number of uninsured residents.

“If you’re eligible for a subsidy there’s probably a plan you can get for free,” said Dixie Humelsine of Dixie Humelsine Insurance in Islamorada. “If you can get a subsidy, Monroe County is a great place to purchase health insurance on the marketplace.” Qualifying factors for a subsidy involve age, income and county of residency.

“There are so many bits and pieces to it, and coverage is not that hard to get, but there are so many little caveats and there are so many things to be careful of,” said Stacey Dumas of Benefit Solutions of Florida. “If you’re a single person on a low income, then the chances are really good you’ll be able to get a high subsidy and costshare reduction.”

Humelsine said, as an example, a single person making $30,000 in the Keys would be eligible for a little more than $600 per month as a subsidy for a plan with a higher deductible and out-of-pocket maximum. The lower the annual income, the higher the subsidy will be, but that goes for Monroe County because it has a high cost of living. By comparison, a single person with a $40,000 salary living in Homestead, Miami-Dade County, would have to pay $227 per month for the cheapest coverage.

Florida Blue is the only health insurance company on the Marketplace offering coverage, and Humelsine recommends talking to an agent (which is free) to get a clear idea about coverage for the coming year. Do not take advice from marketplace operators who answer the 1-800 number, she said.

“They are not there to give you insurance advice,” she said. “There are options, so talk to someone who understands this stuff, and we don’t charge you, whether you do it yourself or use an agent. An agent will make your life so much easier.”

Dumas also suggests people talk to an agent, navigator or assister, and do it in the next 15 days because “People often think they can get health insurance at any time, then get upset when they find out they have to wait until open enrollment,” Dumas said.

Additionally, Humelsine said it’s important for people who already have marketplace insurance to update or make changes to their plan now, “because if you do nothing, the insurance you have now will automatically renew.”

umelsine cautioned people with Medicare to review their plans carefully for the coming year.

“There have been a lot of changes to Medicare drug plans in Monroe County.

This year we had 22 plans available, and next year we have 27, so there are some startling changes and it’s not smart for people to just assume they’re going to be covered the same way next year,” she said.

SHINE (Serving Health Insurance Needs of Elders) is a free program offered by the Florida Department of Elder Affairs and your local Area Agency on Aging.

Humelsine recommends speaking to Pam Martin at 305-853-0907 about Medicare.

Defining the terms: Subsidy – Money the government will contribute monthly toward a person’s premium.

Premium – Amount owed per month for health insurance coverage.

Deductible - The amount you pay for covered health care services before your insurance plan starts to contribute. With a $2,000 deductible, for example, you pay the first $2,000 of covered services yourself, with help from the insurance company for services thereafter.

Out-of-pocket maximum - The most you have to pay for covered services in a plan year. After you spend this amount on deductibles, copayments, and coinsurance, your health plan pays the costs of other covered benefits.

Co-pay – A fixed amount for a covered service, paid by a patient to the provider of service.

Cost share reduction - A discount that lowers the amount you have to pay for deductibles, copayments and coinsurance.

Scenic Key Largo Bridge Run set for Nov. 10

H

undreds of foot racers are to experience the panorama above the Upper Keys and the eastern edges of the Florida Everglades in the annual First State Bank Key Largo Bridge Run set for Saturday, Nov. 10.

Runners of all ages can enjoy the scenic race that for 2018 is to be a revamped 10k and 5k run/walk event. Since its inception, participants from the Bahamas, Puerto Rico, Canada and Europe have been attracted to the unique bridge race, spearheaded this year by new event organizers.

The out-and-back USA Track & Field–certified course is to start at the bridge entrance at Gilbert’s Resort, MM 107.9, and cross the 65-foot-high Jewfish Creek Bridge, considered the entryway to the Florida Keys.

Racers are to occupy the northbound lanes of the bridge and the southern portion of the 18-Mile Stretch, the section of the Overseas Highway that connects mainland South Florida with Key Largo.

According to race organizers, runners are to gather for a start time of 7:30 a.m. Each race concludes at 9:30 a.m. Awards are to be presented to the overall top three male and female finishers, overall masters male and female finishers, and the top three finishers in different age groups. All runners receive a medal upon completion.

Runners can pick up race packets Friday at First State Bank at MM 97 from 10 a.m. to 6 p.m., as well as the morning of the race starting at 6 a.m.

Late registrants pay $45 per person for the 5k and $60 for the 10k, according to organizers.
