ou know what to do. The City of Marathon and law enforcement officials are bringing out the Halloween plan they know works: a one-way circuit around the neighborhood behind the airport, with central streets closed to vehicular traffic.

“On Halloween, the traffic will be directed in a one-way loop on the edges of the neighborhood for safety reasons and some streets will be closed to vehicular traffic after 6 p.m.,” said Monroe County Sheriff Office’s Capt. Don Hiller.

Merrymakers can enter on Harbor Drive, circle around to Gulfstream Boulevard and exit on Dolphin Drive. The streets of Marlin, Tuna, Shark, Porpoise and Bonito will be closed to vehicles.

Parking rules will be relaxed for Aviation Boulevard, but there’s plenty of room to park on Gulfstream Boulevard towards the back of the neighborhood and fronting the bay, as well.

PRO TIPS: • One, if you wish to preserve expensive or elaborate costumes, or small innocent children, leave before the shaving cream comes out. • Two, be courteous about parking, whether it’s along the bicycle path on Aviation or in the neighborhood. • Three, be respectful when the neighborhood policeman tells you it’s time to go home; nothing good ever happens after midnight.

arathon City Council members took the final step Tuesday to accept a bundle of 300 affordable housing units from the state.

Barring any appeals, the city could have its allotment, part of a total 1,300 designated for Monroe County municipalities, in just two months after the council voted unanimously for a second time to accept its 300.

The package of units, Gov. Rick Scott’s initiative, was announced in April. Future development agreements will require tenants to evacuate within 48 hours of a mandatory evacuation.

How to enforce the evacuation has yet to be determined.

City Planner George Garrett explained changes to the comprehensive plan and land use regulations and said both, which are required to accept the units with the early evacuation clause, have been submitted to the state Department of Economic Opportunity.

“I think the majority of these will be Florida Housing Finance Corporation projects,” Garrett said of future developments.

Now that the city has approved accepting the units, there is a 30-day appeal period for the comprehensive plan changes, followed by a 21-day appeal period for the land use regulations changes.

The 48-hour window in advance of tropical storm winds is when non-residents, visitors, recreational vehicles, travel trailers, live-aboards and military personnel have to leave. Thirty hours in advance of tropical storm winds is when phased evacuation of permanent residents begins.

ELECTION COMPLAINTS A complaint was filed last week over a video posted on Facebook of Marathon City Councilman Dan Zieg endorsing Michelle Coldiron in her race for the Board of County Commissioners. The video is of Zieg in the City Hall chambers. “It’s not an election law violation,” said county Supervisor of Elections Joyce Griffin about the video of Zieg on the dais. “I have not been notified that there is any complaint whatsoever,” Zieg said. The Florida Commission on Ethics, state Elections Commission, and Marathon city attorney David Migut could not comment on the complaint.

Middle Keys resident Stan Haines said he filed a complaint this week with the Elections Commission after a mailer from Marathon City Council candidate George Neugent did not contain the required disclaimer as to who paid for it along with the office sought. “It was an unwilling oversight on my part not to catch the required political disclaimer required on all political ads,” Neugent said. “I take full responsibility for this oversight.”

BRIEFLY Gift drive benefits needy kids A national effort to distribute gifts to children includes Keys churches, and a packing party for the effort is planned for Key Largo.

The national collection week for Samaritan’s Purse Operation Christmas Child begins on Nov. 12 at area churches. The weeklong event collects shoeboxes that have been packed with toys, school supplies and hygiene items for distribution to needy children around the world. Operation Christmas Child is a project of Samaritan’s Purse, an international Christian relief and evangelism organization headed by Franklin Graham.

Individuals, families and organized groups can pack shoebox on their own or at a packing party scheduled for Sunday, Nov. 4, from 2 to 4 p.m. at John Pennekamp State Park in Key Largo.

ince the island chain first became an American interest, Key West has been the primary community. Even in the early decades of development, other communities rose from the limestone substrate. One of the most successful was Indian Key or, as Bahamian sailors called it, Kay Comfort.

Located midway along the Florida Reef, the island had a deep natural harbor, a freshwater source on nearby Lower Matecumbe, and a reputation for being relatively mosquito-free.

While Key West livestock sometimes suffocated because their nostrils would become too thick with mosquitoes to breathe, a relatively mosquito-free environment must have been an attractive feature. By 1829, Indian Key’s growing community was home to nearly 50 people and not just a hotel, but one offering amenities like billiards and nine-pin bowling.

The following advertisement for a hotel on the island was placed in the St. Augustine Herald, Charleston Courier, Philadelphia Saturday Courier and New York Advocate: “The subscriber having settled himself on Indian Key, have determined to open a House for boarding and lodging, and believing it to be one of the most favorable situations in the United States for persons who are suffering from pulmonary, dyspeptic and numerous chronic diseases, and obliged to seek refuge from the chill blasts of a northern winter, he feels safe in saying that Indian Key cannot be surpassed for beauty, health and climate. … It is entirely exposed to the sea from every point of the compass. The fare of his table and bar shall be as good as the market will afford, and attended by experienced servers. Private rooms for lodging gentlemen, ladies, and families neatly arranged. The undersigned hopes by diligent attention and industry to merit the custom of his friends and the public generally. S. A. Spencer (proprietor).

Indian Key, Monroe County, Territory of Florida, November 7th, 1835.”

The Indian Key community would suffer after the August 7, 1840 Indian attack and though it ended one period of the island’s rich history, it did not complete the Indian Key story. By 1870, there were only 133 people living in all of the Upper Keys.

While there were 61 people occupying Key Largo, the largest island in the chain, 46 were living on the 11-acre Indian Key. By comparison, Upper Matecumbe Key, today the heart of Islamorada, was home to 13 people. Today, Indian Key Historic State Park is home to the island chain’s only ghost town.

n a little more than five years, new development will come to a grinding halt in the Florida Keys. At least, that is what the State of Florida has decreed for the islands it has designated an “Area of Critical Concern.” Beginning in 2023, it will no longer issue NEW building permits for Keys municipalities.

None. Zilch. Zip. Nada. If this comes to pass, what happens next? Will landowners sue because the state (and local governments) is gutting the value of their investment by preventing them from building their dream home on their vacant lot? Will that raise taxes?

What will happen to real estate values?

Will builders be out of business? The ramifications are wide and far-reaching. he concern over the 2023 moratorium only affects those property owners who own un-built, buildable lots. That leaves 77,000 other existing residents of the Keys to deal with the permit problem, but more importantly, with the other issues that impact on the quality of life in the Keys.

The state’s regulatory authority seems, after 25 years of oversight, outdated and not relevant to our current circumstance. There has been good progress made, in environmental protection, with the acquisition of large tracts of environmentally sensitive land, and the huge improvement in our nearshore water with the advent of central sewer systems throughout the Keys. Our enhanced building codes now display the difference in destruction in the panhandle after Hurricane Michael and the strength of our newer buildings after Hurricane Irma. Our local governments have improved services while demonstrating admirable transparency and efficiency.

The question has to be, is state oversight offering any real improvement to our current quality of life? The 2023 moratorium is both unwarranted and unnecessary, and state oversight has not impacted at all the more pressing issues such as the education of our children, the resiliency of our economy, or most importantly the type and kind of communities we will become. The state’s restriction has had the predictable outcome of artificially raising property values, stifling workforce housing and squeezing our working population.

And now that problem is exacerbated with the state’s shortsighted preemption of local control over vacation rentals.

There is no vision to state oversight, only regulation with diminishing benefit. And the existence of state oversight is an inhibiting restraint on vigorous or imaginative local efforts to shape our own destiny.

There has long been a debate about what is the ambience of the Keys and how best to protect it. Is there a ‘tipping point’ where the Keys will no longer be what is expected, but some variation of Boca Raton with all the quirky small town virtues of this unique place lost forever? As the population of Florida (and the country) grow, is the loss of ‘Olde Key West Charm’ and the Keys as fishing villages inevitable? And isn’t that discussion best left to those of us who live here, and the leaders we select?

Are we planning for beautification, adequate housing, better schools, and a more robust economy? We must not let the focus on hurricane evacuation, or the effects of a 2023 moratorium, blind us to ignore those steps that can assure that the Keys of tomorrow is a better successor to the Keys of today.

And those decisions will never come from the state, but only from those of us who live here, and speak up for what is needed to create a better future for all of us — residents and visitors. It is a discussion worth having.

We must bring together diametrically opposed stakeholders and give them an opportunity to gradually realign their positions to reach sustainable solutions. If we don’t, the quality of life in the Florida Keys will decline.

The 2023 building moratorium stems from decisions made decades ago that didn’t consider one critical issue — climate change. Fortunately we are about to rid Tallahassee of Gov. Rick Scott and many of his climatechange-denying cronies and hopefully install lawmakers who take this issue seriously. Florida must revisit the 2023 moratorium taking into account rising sea-levels, super storms and most importantly, empowering Monroe County leaders to make this decision.

The Land Authority’s role of land acquisition from willing sellers remains important but it can’t resolve the 2023 issue alone.

Partnering with the county and state on land buying is paying off after several years of inaction. As part of the triad of comprehensive planning, land acquisition and environmental permitting, we are working to protect one of this nation’s most unique places. The 2016 Florida Keys Stewardship Act addressed our special status and needs as an Area of Critical State Concern. Funding will always be a consideration, but remember few people thought central sewer would ever happen — it did, at a cost approaching $1 billion. The state has spent more than $244 million on parks and conservation lands in the Keys. Answering the 2023 issue can be done, and the Land Authority is ready to do its part in making this a reality.

By 2023 market forces will take over. Insurance companies understand risks, meaning windstorm and flood rates will rise to reflect dangers from rapidly intensifying storms and higher surge. ROGOs for homes with unrestricted evacuation rights will be a commodity for sale that will allow construction to continue when some owners abandon repetitively damaged homes. Takings cases, when successful, will be settled for much smaller amounts as the economics of building to stronger code requirements and evidence of rising seas quench desires for building second and third homes.

Public safety concerns will continue to influence decisions on future growth limits in the Keys.

Vehicle capacity of the road and hurricane evacuation timelines will remain a development constraint as long as private vehicles are the primary means of evacuation.

Also, adaptation and sustainability impacts of sea level rise will have increasing influence on future development opportunity analysis.

Additional variables like improved building codes, improved weather forecasting, utilities capacity, services capacity and land conservation requirements will all need to be evaluated to determine if any future growth beyond 2023 can be permitted.

I’m not exactly sure what the situation will be in 2023, but I do believe there will always be redevelopment, upgrades and improvements made to existing structures. There will be future storms. There will be unused building rights circulating. It will be different and our review and permitting processes will have to adapt to these new realities.

Solving our development challenges is going to take continued collaboration at all levels of government and we’ve got to keep thinking outside the box about how to balance public safety and the protection of our unique environment with responsible and sustainable growth. That means utilizing the set-aside for land acquisition under the Florida Keys Stewardship Act that I passed in 2016 to reduce exposure while also employing programs like the County’s Less Than Fee proposal.

I also think we need to keep the open and collaborative dialogue going with the Department of Economic Opportunity, something I’ve worked hard to develop since I was elected in 2012. If we keep strengthening these partnerships I have no doubt that we will be able to provide additional housing options for our workforce, and minimize the exposure of our local and state governments while also working to make sure we can evacuate Monroe County safely and preserve the incredible natural resources that draw millions of tourists to the Florida Keys each year.

The Land Authority has its own budget derived from tourist taxes and park surcharges (over $15 million for 2018-19 fiscal year) for the conservation lots, but what about the County “density reduction” lot purchases? And what about the maintenance of those lots? I believe they are purchased and maintained with our property taxes. All the liability is with the county property owners. We pay for the “density reduction” purchases, we pay for the maintenance of the lots, and we pick up the taxes that the county is not paying. (What is) the wisdom and the costs of this approach? How was it derived? I don’t remember the property owners being consulted by referendum on these purchases.

Monroe County’s elected constitutional officers discuss Amendment 10 The constitutional officers of the Florida Keys — Monroe County Sheriff Rick Ramsay, Monroe County Tax Collector Danise Henriquez, Monroe County Clerk of Court Kevin Madok and Monroe County Property Appraiser Scott Russell — jointly wish to educate citizens of the upcoming state Constitutional amendment that will appear on November election ballot as Amendment 10.

The amendment safeguards the interests of Floridians by protecting our right to vote. Amendment 10 keeps, and in some cases returns, the power into the hands of the people, by ensuring voters have the power to choose their sheriff, clerk of the court, property appraiser, tax collector and supervisor of elections.

Thus, the purpose of Amendment 10, which is also called the Protection Amendment, aims to improve state and local government by protecting:  • Our right to vote by ensuring all constitutional officers in your county are elected (sheriff, tax collector, property appraiser, clerk of court and supervisor of elections).  • Our families by creating the Office of Domestic Security and Counterterrorism within the Florida Department of Law Enforcement.  • Our tax dollars by improving state budgeting by starting the Legislature’s annual session in January of even-numbered years.  • Our veterans by preserving the structure and governance of the Department of Veterans’ Affairs to support the changing needs of Florida’s military members.  Amendment 10 ensures county constitutional officers are elected by the people they serve. Not all constitutional officers are elected or held accountable to the people they serve.

Most counties are fortunate to have elected constitutional officers. Everyone should care about protecting their right to vote. Even though citizens of Monroe County are among the fortunate citizens who have the right to vote for their constitutional officers, charter counties have the capability to take over the constitutional offices, which may not be in the best interest of the public.

In other words: Amendment 10 ensures that home rule is not abused. Constitutional officers create a much-needed bridge between the State of Florida and all 67 counties. This provides transparency and accountability. The “home� should be ruled by its citizens.

he Florida Keys got plenty of help from outsiders when Hurricane Irma struck in 2017. Just over a year later, Keys residents paid that help forward when Michael hit communities in the panhandle. Here are some of their stories.

CYNTHIA HULL KEY WEST “I’m not a paramedic or a firefighter. I’m not the person with a chain saw or sitting in a law enforcement vehicle,” said Cynthia Hull, an attorney for Monroe County. “But I can sit at a computer and answer the phone and try to find the things these people need.”

Hull arrived at the state Emergency Operations Center a day ahead of Hurricane Michael and stayed for two weeks. As a member of the logistics team, it was her job to find supplies, contact the vendor and get a quote, turn it into the finance department sitting at the next desk, and get a purchase order.

“All that would happen in minutes,” she said. The requests flowed fast and furious from the 11 counties affected and the townships within.

She handled requests for full base camps complete with shower facilities, tires for fire trucks, toner cartridges for photocopiers and tankers of water. From her own experience with Hurricane Irma, and her seat at the EOC in Marathon, she knows about storm needs.

“The responders and the cities and the counties … they need this stuff. They legitimately need it,” Hull said.

She said the troubles facing the panhandle are different than those that besieged the Keys in 2017. They were different hurricanes. Some areas were completely wiped out.

“And some of these counties are much smaller than Monroe County.

That can be a good or bad thing — not as many people on one hand, but a smaller tax base and annual income on the other,” she said.

Oct. 22, Rob Christensen and Andy Baxter were in the truck headed home to the Keys, part of an eightman crew dispatched by Florida Keys Electric Cooperative to help in North Florida. The men left two weeks ago and had spent the last 10 days in South Port, just a few miles north of Panama City Beach.

The sight, they said, was grim.

“Total devastation,” said Baxter, “total.” The men said many of the domiciles in the area were manufactured homes, easily pierced by the big and towering trees.

With the help of a “bird dog” — a local utility employee who knows the neighborhood — the men of the FKEC started the work of replacing some 10,000 poles on the ground serving the 23,000 customers of the Gulf Coast Electric Cooperative.

“They have a lot of trees,” said Christensen. “You can’t even reach around them. They were twisted around and broken off.”

“The people were really nice. Everybody was really appreciative. Even people driving past in their cars would slow down and say thanks for the help.

It was sad, for sure,” said Baxter.

ONE STEP CLOSER Okeechobee reservoir like ‘putting a stent’ in the Everglades’ heart

verglades restoration activists are lauding the recent 99-1 passage of legislation with provisions for a billion-dollar reservoir near Lake Okeechobee.

It pushes the $1.6 billion project closer to reality, after passing from the White House Office of Management and Budget to the U.S. Senate, where it was approved Oct. 10 as part of a water resources bill.

When Lake Okeechobee is filled to the max from excessive rainfall, billions of gallons of polluted water are released and flow to the east and west coasts. It comes as no surprise that the nutrient-rich fresh water, plagued by too much phosphorous, causes algae blooms, especially when accompanied by higher summer temperatures.

“It’s like pouring gasoline on an already-lit fire,” said Eric Eikenberg, chief executive officer of The Everglades Foundation, referring to the lake water as it fuels algae growth.

The 16,000-acre reservoir will be able to hold 75 billion gallons of would-be released toxic water, which will be filtered in water treatment marshes and further flow south, and to the Everglades.

“That estuary is desperate for a reliable source of fresh water,” he said.

After the reservoir project received approval from both the U.S. House and Senate, it moved on to the desk of President Trump, who signed it Oct. 23. The next step is for Congress to appropriate $200 million annually for the reservoir to be built, and for other Everglades projects.

“We’re hoping this reservoir can be built in the next four years,” said Eikenberg, which could help stem the growth of red tide. The algae red tide has been all over the news on both sides of Florida, as it causes fish kills, and poisons pets as well as people.

Keys residents were a vital part of getting the reservoir project moving, Eikenberg said, adding that activists have been working on getting the bill passed at the federal level for two years.

“I met with Sandy Moret in January 2016 and urged him to mobilize the Keys community in the fight for this reservoir and what came of that was a coalition of business environmental groups called the Now or Neverglades Coalition, and Sandy spearheaded that whole movement,” he said.

Moret and his wife, Sue, operate Florida Keys Outfitters in Islamorada.

He is also the founder and an instructor of the Florida Keys Fly Fishing School.

“The rain water in the rainy season is supposed to fill up Okeechobee, and it’s supposed to overflow,” Moret said.

“If you look at Google Earth, the whole agricultural area was part of the lake, and that overflow was supposed to come through the belly between the east coast and the west coast,” he said, especially into the Florida Bay. After the “belly” was dammed in 1935, it starved the bay of fresh water.

The pollution is an issue everyone cares about, as proven by the bipartisan legislation passed, Eikenberg said.

“It’s great,” Moret said. “It’s putting a stent in the blockage of the heart for the Everglades. That’s how I like to look at it.”

isabled American Veterans club officials want the county to keep them in mind as the plans evolve for a new $22 million emergency operations center on the grounds of the Florida Keys Marathon International Airport property.

The DAV has been housed in a building at the west end of the airport property for the last four decades, said Johnny Maddox, commander, at the Oct. 17 Board of County Commissioners meeting.

“We understand this building belongs to you and we understand the county may have future plans for this building,” he said. “With that, the DAV is willing to relocate from the building and still provide our veterans services in other manners. We’d like to ask Monroe County to provide us moving and funding expenses to move forward and facilitate the veterans affairs we’ve been taking care of in this county for 60 years.”

Maddox said there needs to be a facility for veterans, “not just a bar to be drinking in or a canteen to be trading war stories. We’d love to have a service here that’s multi-service and multi-family.”

Assistant County Administrator Kevin Wilson said the county is far from making a decision about the DAV building.

“We haven’t even thought about whether it’s the right site,” he said, but promised Maddox the county will be engaged with the DAV as the EOC plans move ahead.

Capital projects approved The BOCC also approved funding for capital projects through the county’s Tourist Development Council. The board has the final say over projects approved by the TDC, and gave a thumbs up for more than $800,000 in capital projects in Marathon. The money comes from the bed tax levied on hotel rooms and vacation rentals. The projects include:

Canal update In other county news, 28 more canals have been approved under the U.S. Department of Agriculture’s Natural Resources Conservation Service cleanup project, bringing the total to be cleaned to 172. Using Monroe County’s $49.2 million NRCS grant, cleanup started in August.

In the first 65 days of cleanup, 26 percent of the damaged canals, or 45 out of 172, have been cleaned.

CONSTITUTIONAL AMENDMENTS Voters will decide on a dozen in November

I

n the general election in November, Keys voters will have 12 amendments to vote on, ranging from vaping in public places to when a judge should retire. There used to 13 amendments, but Amendment 8 regarding education has been removed. In September, the state Supreme Court ruled the ruled the title and summary were misleading.

Amendment 1 (taxes) Increases the amount of a home’s value exempted from property tax. Proposed changes would apply to the assessed value of a homestead property between $100,000 and $125,000, raising the maximum exemption to $75,000.

Voting yes: Homeowners pay less taxes.

Voting no: Homeowners pay same tax rate.

Amendment 2 (taxes) Makes a cap on non-homestead parcel assessment increases permanent. Since 2008, property tax assessment increases have been limited to 10 percent of the previous year’s assessed value.

Voting yes: Limits tax increases to 10 percent annually for non-homestead properties.

Voting no: Lifts tax caps on non-homesteaded properties with no limits.

Amendment 3 (gambling) Requires voter approval for any form of new casino gambling. Currently, that authority rests with the legislature AND voters as decreed by constitutional amendment.

Voting yes: Only voters can authorize casino gambling in state by collecting thousands of signatures.

Voting no: No change.

Amendment 4 (suffrage) Automatically restores the voting rights of felons after they have completed their sentences, except for those convicted of murder or sex offenses. Since 2011, the state has required that felons wait five years after their sentences are complete before applying to regain voting rights.

Voting yes: Felons, except murderers and sexual offenders, will automatically have voting rights restored after sentences, parole and probation are complete.

Voting no: No change.

Amendment 5 (legislature) Requires a two-thirds vote of the legislature to approve any new or increased taxes or fees.

It’s not a coincidence. The state’s Constitution Revision Commission meets every 20 years and is responsible for placing amendments 6-13 on the 2018 ballot. Two are petition driven (amendments 3 and 4) and three have a legislative source (amendments 1, 2 and 5).

Voting yes: Increases protections and notifications for victims of crime (and their families), raises retirement age, and requires judges to interpret agency rules.

Voting no: No change.

Amendment 7 (education) Would provide college tuition for the survivors of first responders or military personnel killed in action; requires a supermajority of trustees to raise college fees (not tuition); and includes the state college system (sometimes called community colleges) in the Florida Constitution alongside state universities.

Voting yes: Increases survivor benefits already covered by employers, and would replace the current state education system.

Voting no: No change.

Amendment 9 (environment) Prohibits oil and gas drilling beneath all waters controlled by Florida and prohibits vaping in enclosed indoor workplaces.

Voting yes: Bans offshore drilling for oil and natural gas on lands beneath all state waters and vaping at work, indoors.

Voting no: No change.

Amendment 10 (administration) Requires the legislature to begin two months earlier on even-numbered years; creates an Office of Domestic Security and Counter-Terrorism; makes a state Department of Veterans Affairs constitutionally required; and requires all counties to elect (rather than appoint) all constitutional offices such as Clerk of the Court and Sheriff.

Voting yes: Requires, rather than suggests, the two new offices for terrorism and veterans affairs; and requires elections for constitutional officers.

Voting no: Would allow for abolishing some constitutional offices, or appointing leaders; and make no change to when the legislature convenes.

Amendment 11 (administration) Repeals the state’s ability to prohibit “aliens ineligible for citizenship” from buying, owning and selling property; deletes a provision that forces the state to prosecute criminal suspects under a law that has become obsolete; deletes obsolete language regarding high-speed rail in Florida.

Voting yes: Would remove a 1920s law (never enforced) that prohibits Asians and American Asians from owning land in the state; plus removes language about the now-defunct high-speed rail plan; and would stop retroactive sentencing practices dating back to the 1800s.

Voting no: No change; laws stay on the books regardless of enforcement.

Amendment 12 (accountability) Expands ethics rules for elected officials and government employees by barring public officials, both during their terms and for six years following, from the ability to lobby state government.

Voting yes: Requires new lobbyists to wait six years, instead of two, after leaving office or position.

Voting no: No change.

Amendment 13 (gambling) Would ban the actual practice of commercial greyhound and other dog racing in state of Florida, but Floridians could still wager on races in five other states where it is still legal.

In Florida, dog tracks must continue to race animals in order to offer slot and card games to guests.

Voting yes: Stops dog racing and betting on dog races in Florida, but not betting on dog races occurring in other states.

Voting no: No change.

PICK TWO Election will decide new members of Marathon Council

MARATHON CITY COUNCIL If a contract for essential city services comes up for renewal, and an out-of-town company puts in a bid at 35 percent lower than a local bid, how would you vote?

Mark Senmartin* 45% over the lowest bidder is a nonstarter for me. (Locals get an extra 10% already). I don’t want to hear excuses about getting what you pay for. That’s what contracts are for. If they don’t perform they are fired. Taxpayers (like me) should not pay for poor contract management.

Luis Gonzalez I will vote for the lowest, most qualified reputable bidder.

John Kissick I am always in favor of Locals First.

The lowest bidder is not always the best choice. If the lower bidder meets all the criteria and is proven to be of the same quality, then I would have to go with them.

George Neugent Project managers usually have a ballpark idea of what a project will cost.

Whenever a bid is 35% less than what has been projected - Beware! Bids to projects must always be scrutinized in great detail. However, I would never expect our taxpayers to pay 35% more for equal service. *Incumbent Candidate answers appear as submitted.

he future of Marathon City Council is to be decided by voters in just 12 days. Luis Gonzalez, George Neugent, John Kissick and incumbent Mark Senmartin are running for two open seats in the nonpartisan, at-large election.

The Weekly asked the candidates how they’re feeling less than two weeks out and what they hope to accomplish immediately if elected.

• John Kissick said he’s committed to representing the City of Marathon — if he doesn’t win, he said, he would run for office again. If he does win, he said he thinks it’s likely he would seek two terms.

“I want to stop all the shenanigans with elected officials who do a lot of favoritism, to be on the inside and have a closer watch of what’s going on,” said Kissick.

Kissick opposes the hospital tax, supports the purchase of the former Quay property, and thinks the community needs a pool. “A standalone competition pool would be a financial loser, but a miniature water park (has a good rate of return).”

Kissick owns Fazoli Brothers Pools. He is married and has two young children.

• This is not Luis Gonzalez’s first rodeo. He ran for a school board seat 12 years ago, and he said the experience is vastly different.

“The school board is countywide,” he said. “Running for Marathon City Council — from the 7 Mile Bridge to Grassy Key — it’s one community.”

Gonzalez and his team have been canvassing the town heavily. He said he’s amazed by how many new people he’s met, given that he’s a 30year resident.

If elected, he said he would focus on the budget: “I want to see where we can use our dollars to serve the people of this community.” His other focus is affordable home ownership in Marathon.

If elected, he said he would seek a second term. If he’s defeated, he doesn’t know if he would run again. “I would stay involved, but I don’t know that answer,” Gonzalez said.

Gonzalez is married to Jackie, with grown children. He and his brother, Willie, own and operate Gonzalez Landscaping.

• Mark Senmartin, incumbent, said he can’t wait for Nov. 7 (the day following the election) and he’s hearing positive feedback from Marathon residents in his bid for a third term.

“You never want to be overconfident, but I definitely feel the love from Marathon,” he said.

If he doesn’t win, Senmartin he said he will not run for office again.

“Win, lose or draw, the experiences and the lessons in the last five years, and what I got to teach my kids about fairness and what’s right and wrong and the role of civic duty in our community – it’s priceless,” he said.

If re-elected, he said he’d continue advocating for a splash pad and would bring back the U.S. 1 Beautification Committee.

“If I get another chance to serve Marathon, for my last term I promise to bring the same dedication that I have for the last five years,” he said.

• George Neugent said his first run for Marathon City Council is interesting, because while he has campaigned before, it’s never been against anyone from Marathon. Oct. 17 was his final meeting of the Board of County Commissioners, on which he served 20 years.

The outcome of the Marathon City Council race is hard to predict, he said.

“I’m doing everything I can, though, and Marathon has always been good to me from the standpoint of percentages,” he said. “I think I have good name recognition throughout the city, so we’ll just have to see how things turn out come Nov. 6.”

His top issues are the environment, the economy, and affordable workforce housing.

If elected, he said he’d like the city to work closer with nonprofits, in particular Crane Point Hammock and the Pigeon Key Foundation.

“With my longevity in Tallahassee and Washington D.C., I still have people we can call on to move things forward hopefully,” he said.

he City of Marathon Parks and Recreation 2018 youth flag football season came to an end with a final game and awards on Oct. 16. The football program runs six weeks and is a fun, instructional program, said Coach Andre Garvey, recreation specialist with the city. This year there were 40 co-ed players who made up four teams, two teams of 4- to 6-year-olds and two teams of 6to 9-year-olds. The teams, along with three volunteer coaches, met twice a week at Marathon Community Park for six weeks.

When the club, often referred to as the Junior Rotary, was looking for a project with international impact, Reed suggested one that she had been previously involved with, the Purple Pinkie Project. Although the United States has been polio-free since the 1960s, other countries still are dealing with the disease. The Purple Pinkie Project raises funds for vaccines in countries still affected by polio. The Bill and Melinda Gates Foundation matches funds raised by the project two for one. CONTRIBUTED

Animal Farm welcomes new residents The Sheriff’s Office Animal Farm welcomed the newest resident on Oct. 19: Jack the ostrich.

Farmer Jeanne Selander said Jack came from a farm in central Florida where his home situation just didn’t work out. Jack has a bad eye and cannot see well. He’s 2 years old, and when he’s fully grown he will weigh about 300 pounds and possibly reach 9 feet tall. Right now Jack is in the living space rented by Kramer the Emu, but Farmer Jeanne has turned the area into “a split condominium of sorts.� “We have to give them time to get to know one another,� said Farmer Jeanne.

While Jack the Ostrich was peeking, poking and pecking around his new home, just across the way, two additional members joined the animal family: Kinx the kinkajou and King Julien the ring-tailed lemur.

Kinx’s family in Ohio wanted her to live on our Animal Farm and Kinx flew in last week. Kinx, a female with three legs, is settling in well and will eventually join the farm’s other longtime resident kinkajou, Tucker.

King Julien, a male, lost his place with his other Lemur family and found a new home at the Animal Farm!  “I couldn’t be happier to have these animals at our Animal Farm,� said Sheriff Rick Ramsay. “They will have a wonderful home here under the watchful and caring eye of our Farmer Jeanne. And I know residents, especially the children of our community, will love them as well.� —Contributed

here was no shortage of activities at Florida Keys Marathon International Airport’s 75th anniversary party on Oct. 20. The event lasted all day with historical aircraft on display, a dance show from Body Language students, Monroe County Sheriff’s Office Animal Farm guests and live music. The Marathon Airport opened in 1943 as a U.S. Navy auxiliary airfield for Naval Air Station Key West. It was deactivated as a military facility at the end of World War II and transferred to the county for use as a civilian airport.

WALK FOR FREEDOM Middle Keys walkers bring awareness about human trafficking

s part of a nationwide campaign to end human trafficking, local A21 Campaign participants walked silently down U.S. 1 on the morning of Oct. 20 – and raised more than $14,000 in the process. The walk sheds light on forced slave labor, and the fact that millions of people worldwide are forced into it each year.

A21 aims to “disrupt the trajectory of slavery and shake its foundation.”

n Saturday, Oct. 27 and Saturday, Nov. 3, from 7:30 to 8:45 a.m., there will be try-outs for the U.S. Swimming club based at Cabana Club on Key Colony Beach. The club is open to children age 6 all the way up to adults.
