ayrides, potato sack races, bobbing for apples, roasted corn, kid’s crafts, live music, and crisp Islamorada Beer Co. beverages will prevail at the annual Fall Festival. on Sunday, Oct. 28 from 4 to 8 p.m. on the Crane Point grounds.

“We are really excited to have this true fall event again in Marathon,” said co-coordinator Allison Sayer. “It’s a great way to celebrate the fall and enjoy this time of the year with our fellow community members.”

Last year, the event, now heading into its third year, almost didn’t happen since the museum took considerable wind damage to many of the trees, blocking most of the trails on the site. With a lot of dedicated staff members and volunteers, more than 700 people enjoyed hayrides through the Crane Point trails.

“It was a tough year, so I am really looking forward to just having fun and not having a worry in the world,” said Crane Point CEO Charlotte Quinn. The funds raised at the event go toward the children’s education program at the museum.

The ‘blessed girls’ bring their wide-eyed wonder.

The highlight of the event is the tractor rides. Two tractors will run this year, which should lessen the hayride lines, according to the coordinators.

“We will have a lot of fun games for the kids in that area, just in case a line does form this year,” said Sayer, “including potato sack races and apple bobbing.”

Centennial Bank’s Weenie Wagon will be on site to provide free hot dogs, and new this year, the coordinators, Sayer, Christina Gonzalez, Michelle Coldiron, and Charlotte Quinn will be making homemade chili to add to the dogs. “Maybe next year, we can incorporate a chili cook-off,” said Sayer.

Marathon High School Z-Club members will be doing face painting, and kids can have fun drinking apple cider and making candy apples.

Also be on the lookout for Winter Wonderland, coming Dec. 8 to Crane Point.

Admission to the Fall Festival is $5 for adults, $3 for children, and free for little ones under 3 years old. “There will be fun games for adults, too, this year,” said Sayer. “But, you’ll have to come out to the event to see what they are.”

gists, who say they’re doing everything they can to stop the disease from destroying entire colonies of stony corals.

John Hunt, program administrator for the Florida Fish and Wildlife Conservation Commission, told the BOCC that antibiotics are being tested on a small scale on infected corals.

“We’ve gotten approval to start using amoxicillin that we mix up in certain types of epoxies, and it delivers it to the coral, not to the water,” he said, adding the water and sediment are further tested to make sure the antibiotic has not spread to surrounding areas. “We’re trying to treat corals at the individual level, but not on a large scale yet.”

The process involves mixing the adhesive with the antibiotic in powder form and “mushing it onto the coral,” Hunt said. “It hardens on the outside and tends to release the antibiotic into the coral.”

Whether it will work as a cure for the infection is unknown, but it’s worth a try, Hunt said.

“We’ve lost the ability for corals to recover unless we take action,” he said.

The trials are happening in spots off of Marathon and the Lower Keys.

Back in late 2014, coral disease incidents were reported near Key Biscayne by staff of the state Department of Environmental Protection and area scientists. In a year’s time, nearly 55 linear miles of reef experienced

widespread disease, according to the environmental agency. By 2016-17, the disease continued to spread as far north as Palm Beach County and south to Lower Matecumbe.

Overseas Traffic Representatives from Aecom gave a presentation on traffic data in and out of the Keys. Using cellphone data from 2016-17, Jillian Scholler did a study on where Keys visitors come from and where they’re going and found: The use of a personal vehicle to get to the Keys went from 19 percent to 26 percent year over year among people traveling Keyswide.

A majority of visitors to the Keys live in Florida.

In the winter months, Marathon had a higher percentage of visitors than Key Largo, and in the summer months, Key Largo had a higher percentage of visitors than Marathon.

From 2016 to 2017, about 30 percent of visitors in the Keys were from out of state, a majority from the Northeast in the wintertime, and from Georgia and Texas in the summertime.

wo events in attorney Richard Malafy’s early life would set the course. When he was 12, the family visited Key West for some relaxation and fishing. When he was 16, he got a traffic ticket for some “alleged drag racing.” He argued his way out of the ticket and his mother, in turn, spared his life.

“I had a whole presentation for the judge about the calibration of radar guns and the acceleration capabilities of my Jeep,” he said. “The two cops congratulated me on the way out of the courtroom and told me I should be a lawyer.”

Originally from New England (Connecticut and New Hampshire), Malafy did his undergraduate work at University of Tampa and received his law degree from Nova University in Fort Lauderdale.

In September, Malafy was awarded “Best Lawyer,” a people’s choice recognition in the Best of Marathon awards. Next week, he’ll receive the Equal Justice designation from Dade County Legal Services / Put Something Back program for his pro bono work.

When did you move to the Keys?

In 1999 I joined the Cunningham law firm. Now I’m a partner at Campbell and Malafy.

What type of law do you practice?

We specialize in civil trial work — business disputes, real estate disputes. We don’t do divorces, or criminal cases or even transactional work like real estate closings. Only about 20 percent of our cases end up going to trial, so a lot of work is hearings, depositions, etc.

What’s your personal definition of lawyer? Well, sometimes people need protection from themselves. Sometimes it’s about protecting them from others. I think lawyers get a bad rap, but that isn’t true. If someone has a dispute, they need help to get through it.

Is the work satisfying? I like to write.

That’s how I spend 75 percent of my day. And I like putting an argument together; it’s like piecing together a puzzle. But it can be stressful at times, and it’s not a 9-to-5 job.

What’s it like to practice law in a small town? I spend about 50 percent of my time talking people out of lawsuits. I tell them, “Let’s get this resolved.” Marathon is a small town and you’re going to have to deal with the same people again.

What type of pro-bono work did you do after the hurricane? Mostly I just helped people through the SBA (Small Business Association) and FEMA applications … they were daunted by the process. Sometimes it was just sitting with them while they filled it out. We also handled a lot of tenant and landlord disputes. I spent about 250 hours on pro bono work. (Editor’s note: That’s six work weeks!)

So you weren’t arguing Hurricane Irma claims? Mostly it was just reviewing policies, which we did for free. We told people just get your best offer before you hire us, otherwise you’re gambling with your own money.

What was it like assisting Keys residents with their Deepwater Horizon oil spill claims? We calculated that our Keys office handled more than $25 million in claims. I felt like Santa Claus, driving around and handing out checks.

Dream meal: you are sitting at the diner counter eating … who walks in and sits down next to you and what do you order? My wife of seven years, Cristina, and we eat whole fried yellowtail. She is the luckiest thing that has every happened to me.

What is your nerdiest passion? Taking selfies with my dog.

If you could turn any activity into an Olympic sport, what would you have a good chance at winning a medal for? Drinking beer.

LAND LINE Repairs are not complete

Although the ancient wooden telephone poles made it through Hurricane Irma, the infrastructure started collapsing a few months ago. According to City of Marathon officials who have reached out to AT&T, it might take another month until the problem can be fixed. Most of the cable is already running underground, but about 30 percent of what is on top must be spliced in for full functionality.

Then the poles will be removed. “The phone utility said they were working as quickly as they could, but they are understaffed,” said City of Marathon Public Works director Carlos Solis.

ABOUT GOAL 109 County workforce housing initiative multi-faceted KATIE ATKINS

t has taken a village – or multiple people from several villages – to raise a plan for Monroe County’s workforce housing crisis.

County commissioners won’t discuss it until the December meeting, but a plan has been put together called Goal 109. It’s a two-year initiative focused on speeding up the development of workforce housing in unincorporated Monroe County. The terms “workforce housing” and “affordable housing” are not interchangeable, according to Goal 109, and workforce housing is defined as housing for those who derive at least 70 percent of their income as members of the workforce in Monroe County. There was a shortage of places for employees at the median and low-income levels in the Keys to live since before Hurricane Irma, which worsened the situation.

• Eliminates the need for Planning Commission approval of projects over 20 units.

• Deed-restricts projects for 99 years.

Bill Hunter, president of the Lower Keys Alliance, sat on the AHAC when it was formed in 2015 and has been following affordable housing issues ever since.

“Today’s zoning allows 25 units per acre in urban residential areas and 18 units in mixed-use and suburban commercial zones,” he said.

A mixed-use zone can have a blend of homes, commercial spaces and schools. “So Goal 109 increases the units by 50 percent – so 37.5 in urban residential, and 27 in mixed-use and suburban commercial – for two years.”

“Why would we want to increase the density? Because doing so allows you to build more studios and onebedroom apartments,” he said.

Here are the basics of Goal 109.

“You have a limited amount of space within one acre on which to build,” Hunter said. “With the existing density, you could build two-bedroom and three-bedroom apartments in the space and not even reach 18 units. If you don’t have any room left to build anything, why would you want to go up to 27 units? Because you could take a three-bedroom and make it three studio apartments, although you’d have to build more kitchens.”

Hurley said the main concern from residents has been the double-density part, because of concern over excessive development.

Other concerns, Hunter said, are that Goal 109 will be extended, and that whatever gets approved during the two years will be deed-restricted for 99 years.

Hurley said the initiative will most likely come up for discussion at the December BOCC meeting, and it requires approval from the state Department of Economic Opportunity. It wouldn’t be implemented for another six to eight months from now, she said.

In November of last year, county staff along with Commissioner Heather Carruthers, in discussions about the county’s exacerbated lack of workforce housing, evolved suggestions into amendments to the county’s land development code to incentivize the construction of workforce housing, and Goal 109 was born.

“It’s a combination of suggestions by BOCC and the Affordable Housing Advisory Committee, so you can’t really say it’s from one or the other,” said Christine Hurley, assistant county administrator.

Goal 109:

• Aims to streamline the approval process for workforce housing projects.

• Increases the existing workforce housing density throughout unincorporated Monroe by 50 percent.

• Eliminates the requirement of community meetings for workforce housing comprehensive plan and land development code changes.

DRUG TESTING

By the end of the fall sports season, the Monroe County School District will have drug-tested 124 student athletes — roughly 30 at Coral Shores High School, 20 at Marathon High School and 50 at Key West High school. Students are tested in groups of eight, and no more than 15 percent of a particular team (volleyball or football, for example) are tested at one time.

According to district spokesperson Lynsey Saunders, “all tests have come back negative.” The one positive result came from a student who acknowledged beforehand having a prescription for the substance and provided proof.

The Monroe County School District is conducting a one-year trial of student athlete drug testing. After receiving the school board’s approval, the district announced it would distribute 200 tests evenly throughout the district, based on student athlete population at each high school.

Students must consent to drug testing. No consent means no sports participation. This includes consenting to further random testing at any time “upon reasonable suspicion.”

SPORTS SUSPENSION

Because of a fight that broke out on Oct. 5 between the Marathon High School and Coral Shores High School football teams, 13 students have been reprimanded by the Florida High School Athletic Association. At Coral Shores, three students received a one-game suspension, one student received a three-week suspension and two students received a six-week suspension.

At Marathon High School, five students received a one-game suspension and two students received a six-week suspension.

Both schools were fined.

Coral Shores was fined $900 and Marathon High School was fined $1,000.

District spokesperson Lynsey Saunders said the FHSAA issued a formal reprimand with administrative probation through 2019-2020. Students must also go through a sportsmanship program.

FIELD UPDATE

The price tag on improvements to the Marathon High School athletic fields and parking lot has jumped from $5 million (based on the design team estimates) to $12 million.

“Right now, we are going through the process of value engineering everything to bring the price back down,” said Doug Pryor, facilities planner for the school district. For example, the district plans to use the rubble from Marathon Manor, in addition to other fill, to raise the fields about 18 inches. It will also address current flooding issues by installing three injection wells.

The football field will be circled by a full-size track on the former Marathon Manor property just east of Marathon High School.

The plan calls for new bleachers and a concession stand to serve those fields. The current football field and baseball diamond will be configured into both a baseball and softball fields, another concession stand, rest rooms and poured concrete, terrace seating.

The subcontractor bids will be opened in November and a better cost estimate will be available then. The project’s build starts in January 2019 and the football field should be ready by August 2019.

hen it comes to wreckers in the Florida Keys, none is more colorful than John Jacob Housman. One of nine children, Housman was born on Staten Island in 1799. The son of an oysterman, he grew up sailing New York’s harbors and lake passages. Housman’s father sufficiently believed in his son’s seamanship to declare him master of his 56-foot schooner the William Henry. In 1822, the young Mr. Housman decided on a change of scenery, hoisted the sails on the William Henry, and set his compass for the West Indies.

Housman subsequently encountered the Florida Reef. The boat suffered damage. He was forced to seek safe harbor and repair at Key West.

Housman would stay in Key West and enter the wrecking industry, though he and Key West would not get along. Their argument was brought to public light in the wake of the salvage of the ship Revenge in 1825. At the conclusion of the operation, Housman sailed away with the salvaged cargo on a northern heading. When word reached Key West, people who knew Housman were convinced he was taking the salvaged items to Charleston, S.C. The laws governing the Florida Territory stipulated that all items salvaged in territorial waters were to be taken to ports at either St. Augustine or Key West for adjudication. When the William Henry arrived in St. Augustine, Housman discovered that Key West resident Fielding A. Browne had charged he had “defied the civil and military authorities of this place to proceed to Charleston to dispose of his cargo.” Browne went so far with his charge of theft that he compelled Captain Brown of the U.S. revenue cutter Florida to chase down Housman and place him under arrest. Fielding A. Browne, by the way, would go on to become Key West’s second mayor.

Innocent of the charges, Housman responded to Browne’s statements in a letter dated Oct. 29, 1825 and published in the East Coast Herald. In the letter he threatened to “take another occasion to lay before the public, a history of the impartial and disinterested conduct of the gentlemen of many avocations at Key West, in their disposal of property falling under their control, and it will then be fairly understood whether there was more wisdom or folly in my giving preference to a decision at St. Augustine over one at Key West.”

Housman would later move his base of operations north to Indian Key where he would be remembered, at least in lore, as the Wrecker King of Indian Key. Brad Bertelli is curator of the Keys History & Discovery Center.

n a little more than five years, new development will come to a grinding halt in the Florida Keys. At least, that is what the State of Florida has decreed for the islands it has designated an “Area of Critical Concern.” Beginning in 2023, it will no longer issue NEW building permits for Keys municipalities.

None. Zilch. Zip. Nada. If this comes to pass, what happens next? Will landowners sue because the state (and local governments) is gutting the value of their investment by preventing them from building their dream home on their vacant lot? Will that raise taxes?

What will happen to real estate values?

Will builders be out of business? The ramifications are wide and far-reaching. The future starts now.

Using the high side of the equation, there could be as many as 10,000 buildable lots left in the Florida Keys. In 2018, the average lot cost is $200,000. The value of the buildable lots, then, is approximately $2 billion in 2018.

If there is no policy change between now and 2023, it is likely the affected property owners would sue the state and local governments for an illegal taking of their property, and obtain judgments. If the state refuses to contribute to the settlements, then local governments would be subject to collection. In this case, local governments could raise taxes, reduce services, and borrow money to pay the judgments and the Keys fall into a feudal/dependent status with the state for minimum services, while high taxes stifle investment and harm business and property owners. Yikes.

But nature abhors a vacuum and a couple of factors could change the landscape before 2023. The first is the new census scheduled for 2020. Much of the rate-of-growth restrictions are based on population and demographics.

The second is the new state leadership that will be put in place in the midterm election next month. Here are some other scenarios to head off chaos.

SCENARIO NO. 1: BUY ’EM OUT. Working on the plausible assumption that property owners who can’t build would rather be bought out than have to sue and await an iffy outcome, the county could step up its land-buying efforts. Since 1988, the Monroe County Land Authority has spent $100 million buying both conservation and affordable housing plots. The state also makes funds available through the Stewardship Act and the Florida Forever program. The result is a large reduction in the number of affected property owners, and a more manageable risk to tax dollars. The other option is what’s called accessory use, or as the county calls it “less than fee.” The properties remain on the tax roll, but government purchases and retires the building right. Property owners can leave the lot vacant for privacy, or get permits for secondary uses such as a garage or pool.

A flexible addendum to this program would be setting aside certain tracts of land that could support residential growth, and trading rights on this tract for properties that can’t be built on in the rest of the county.

ALTERNATE SCENARIO NO. 2: IT’S THE STATE’S PROBLEM. When 2023 rolls around, local governments could continue to issue permits in defiance of the state. If the state wants to stop building in the Keys, the theory goes, let the state enforce it. This also may reduce the liability exposure of local governments, which would not be taking a property owner’s right to build. However, the state may not sit idly by while this hot potato gets passed to them. The state could sue the local governments to enforce its sovereignty, and also obtain a judicial determination of the Keys governments’ liability in the taking cases.

ALTERNATE SCENARIO NO. 3: IF IT AIN’T BROKE, DON’T FIX IT. For more than 30 years, local governments have improved building codes, enforced environmental restraints, and otherwise followed a state-approved comprehensive plan. The 2023 moratorium, imposed in 1992, is increasingly out of date and arbitrary. With the improvements in sewage, storm water regulation, transportation, and hurricane preparedness, there is no need for the draconian prohibition on building. The state could lift the rate-of-growth restriction that would stop all new development, and continue to manage the time-release of new building allocations.

ALTERNATE SCENARIO NO. 4: FIX THE EVACUATION MODEL. If the state is going to premise a building moratorium on efficient hurricane evacuation, then the need for a better model is paramount.

There is a wide gap between the reality of hurricane evacuations and the hurricane evacuation model used as a growth management tool.

As the current evacuation model calculates 3,500 persons evacuated per hour, and the number of vacant lots is estimated to be somewhere between 3,500 and 10,000, it would only take 1 to 3 hours more (based on the evacuation models used) to evacuate if all unimproved property were developed. With a recalculated model, the additional evacuees may fold into existing plans without any effect on public safety.

ALTERNATE SCENARIO NO. 5: MORE “GIFTS.” The state’s gift of an additional 1,300 affordable housing allocations — awarded after Hurricane Irma — reduced the scale of the crisis facing the Keys. Not only does it provide an avenue to build new affordable housing that meets hurricane code, it also prolongs the moment the Keys run out of building allocations, even if they are only “beneficial” in that a property owner who wants to build a mansion may be legally satisfied with an affordable, deed-restricted building right. The most recent gift of affordable building rights issued by the state comes with “strings,” such as different evacuation requirements and ownership stipulations. Whether or not these can be enforced is currently in question, as is the state and local governments’ will to enforce such rules.

CALCULATING A MOVING TARGET

How many allocations and lots are left?

T

rying to determine how many building allocations are left, and how many lots will be “exposed” in 2023 when the state stops issuing building rights, is a little bit like skeet shooting. The target is constantly moving.

The Weekly asked local governments to tally up what’s left, but the result is not a perfect number, for a variety of reasons. One, not every entity is counting lots or the number might not be up-to-date. The second is that every allocation that is handed out may not result in a completed home or building.

To wit: “Our (allocations) are in various states of being requested, awarded, issued, completed and c’o’ed,” said Emily Schemper, acting senior director of planning and environmental resources in Monroe County.

Some building permits are issued, but never constructed. The permit expires and is either put back into the pool or set aside for a process called “administrative relief.” In other cases, especially in the case of affordable housing developments, the projects may need some type of preliminary approval in the form of permits, before the officials can apply for financing. If the financing falls through, the affordable housing allocations go back into the pot.

With those caveats, here’s what is left to be issued before 2023*: MONROE COUNTY Affordable building rights: 550 Market rate building rights: 630 Buildable lots: 8,700 “The last time we did a count of privately owned parcels in unincorporated Monroe County was in 2012,” said Emily Schemper, acting senior director of planning and environmental resources in Monroe County. “Since that time, some of the parcels have received building allocations, some land has been donated to the county, and some lots purchased by the county or state.”

The number of buildable lots above does not reflect all of the $100 million Monroe County has spent since 1988 acquiring conservation lands and lands for affordable housing. The county also instituted a “less than fee” program (see scenario No. 1).

KEY WEST Affordable building rights: 271 Market rate building rights: 271 Vacant lots: 200 The city’s last count of vacant lots was conducted eight years ago, in some cases by volunteers. According to City Planning Director Patrick Wright, it is “very rough.” The city also has a sepa-

rate pool of what it calls “beneficial use” building rights (other municipalities call them administrative relief). There are just over 100 — enough to satisfy the approximate number of vacant, residential lots in city limits. And, all unused market rate allocations can be converted into affordable housing permits (although the inverse is not true).

“With the foresight of our predecessors, we preserved those allocations for beneficial use,” said Key West City Manager Jim Scholl. Key West also seems to have enough affordable housing allocations left to build on the larger parcels of land on Stock Island and the Truman Annex. City leaders also see the benefit of transferring affordable building allocations to places like Big Coppitt (The Quarry project), that would serve residents who work in Key West, but reside outside of it. “When the city chooses to do so, it will benefit the city,” Scholl said. “We’re not going to transfer building rights to Key Largo.”

City Planning Director George Garrett said there are 70 allocations in the administrative relief pool.

The City of Marathon has already begun the process of amending its land use and comp plans to accept Gov. Rick Scott’s “gift” of an extra 300 units for affordable housing. Already, the Seaview Commons project has applied for 64 of those, specifically from the anticipated windfall.

Village Manager Seth Lawless estimates the city has about 500 lots that will be vacant come 2023, but the data on how many of those lots are “buildable” — in other words, not environmentally sensitive — is not available.

Lawless said the village is experiencing increased interest in affordable housing developments. “They are mostly small and medium sized projects, up to about 50 units,” he said.

SAVING LIVES IN THE KEYS TRAUMA STAR’S STATS EXCEL

R

emember the fear of paying for an emergency medical helicopter ride out of the Keys? It was terrifying even if it was to save a life. Now it’s a different story, thanks to the efforts of Monroe County’s Trauma Star, which became the only air ambulance program in 2017 but has been operational since 2001. Overseen

by Monroe County Fire Rescue and the Monroe County Sheriff’s Office, Trauma Star has seen a dramatic increase in emergency flights over the past decade. The good news is twofold: it’s a free service for residents of Monroe County, and is managing to cover all the costs for patients.

“Trauma Star has never been about the money,” said Monroe County Fire Rescue Capt. Andrea Thompson, who has been on board since the first helo flight 17 years ago.

“It’s about providing definitive care to the community who otherwise does not have access to it. Our success comes from our passion for it and is always focusing on the patient.”

The numbers don’t lie. Each year, Trauma Star is becoming more invaluable by transporting patients not just from Marathon and Key West airports, but also from the site of crashes and accidents — bridges and roads and even the Dry Tortugas. The 2018 fiscal year saw a total of 987 patients (an average of three a day) up from 2017’s 814 and double 2016’s 471. As long as traffic and tourism stay on the rise, so will the need for better air transport. Since 2006, Trauma Star has transported more than 4,400 patients to critical care not available in the Keys.

The success of the program can now be measured by its bottom line. There are no out-of-pocket costs for county residents who use the life-saving service. Trauma Star’s 2018 fiscal year’s operational cost was $6.6 million but it has collected more than $7 million.

“Private companies were charging an insane amount of money to appease shareholders. We keep it reasonable, below industry standard, so insurance companies do respond and pay the bills.” Thompson credits the in-house billing done by two local women, who understand the community as well as know how to fight for every dollar.

Trauma Star employees live here, so the operation has a personal touch and understanding when it comes to finances and care.

Proof of residency has never been more vital in getting the help needed to save thousands of dollars.

Trauma Star will be adding a third Sikorsky helicopter, already paid for by infrastructure funds, by the end of the year if everything goes to plan. From Sweden, the aircraft already had a medical interior and

was EMS ready. It is just being fitted with a new pedestal to accommodate two patients, new wiring and air conditioning.

“The program is attracting some of the most qualified medical attendants and all of our pilots have some sort of military background with countless flying hours. All around, we know our community and we work hard to keep it healthy,” said Thompson.

hether it’s at home or on the way to work, most of us start the day with a cup of joe — statistics show more than half of the American population indulges daily.

But let’s face it — there’s something special about a cheery barista whipping up your favorite concoction, sending you out the door with enough energy to tackle every last task on the to-do list.

Find that boost, and smiling barista, at the Coffee Loft inside the Art Studio, MM 53.5 oceanside.

The whirring sound of milk steaming, the grinding of the beans and inevitable aroma wafting through the loft, on top of warm lighting and music, make for one of the coziest atmospheres around.

Barista Donald McMullen talks about coffee in the most unpretentious yet scientific way. He’s approachable, and happy to answer any questions about the differences in how coffee drinks are concocted.

It all starts with fresh South American coffee beans, so fresh they’re used within about a week of being roasted, resulting in excellent flavor.

“Optimally, a few days after the date of roasting is best,” he said. “It’s really what sets our coffee apart.”

Being in the Keys, with such a mixed blend of cultural coffee preferences, McMullen said making drinks to the customer’s taste can easily be done.

The Coffee Loft always has a milk alternative on hand, along with natural sweeteners like local honey and stevia.

Curl up with a good book and a latte or cappuccino. What’s the difference? Both have espresso, but a latte has more milk, whereas a cappuccino has more steamed milk foam. The way the ingredients are layered makes a difference, too. McMullen makes a mean café mocha, which is a latte with pure chocolate sauce made by Godiva.

“This chocolate sauce is so pure it has no dairy,” he said, layering espresso on top of the chocolate to “marry the flavors” and wrapping it all together with steamed milk.

In the kitchen of the Coffee Loft are two large glass contraptions for cold-brewed coffee. It takes anywhere from four to eight hours for the grounds to brew, resulting in the strongest coffee available at the shop.

Trust us, it will take you soaring to new heights.

“With the slow brew, since there is no heat, we’re not forcing it through like with the espresso machine,” McMullen said. “It comes out as strong as an espresso shot, but tastes more like a coffee tea.”

The pumpkin spice iced Americano cold brew tastes like Thanksgiving Day. Just try it, or any one of the other 21 flavors.

“There’s so much to try. Maybe you like dark roast black coffee, or a latte with a lot of sugar, or coffee milk, mostly milk with a little coffee,” McMullen said. “Go out and explore and educate yourself.”

What makes the Coffee Loft so special, besides its atmosphere, art and pleasant aroma, is how the drinks are “Joyfully-brewed.” Joy Elledge, the mother of Art Studio co-owner Sheila Cook, loves her coffee, McMullen said.

“It makes a difference. When there are happy people making you something, it’s going to taste better, and we’ve got good ingredients and intelligent baristas, and that’s the special touch of the whole Art Studio. We’re happy you’re here.”

antasy Fest isn’t the only thing the Keys celebrate this time of year. Oct. 15 marked the opening of stone crab season, a crucial time for Keys fishermen, businesses, consumers, and epicureans alike. The Keys produce about 65 percent of the stone crab harvested in Florida, and it affects our ocean and our economy.

Most of us know that stone crabs are delicious, and that they are one of the few truly sustainable marine foods: they can live after having their claws removed.

What else is important to know about this crustacean? We ask experts Bill Kelly, executive director of Florida Keys Commercial Fisherman’s Association, and Jack Davis, a commercial fisherman for more than 30 years (he started selling fish at age 6) operating out of Summerland Key, to shed wisdom on the most important things to know about stone crab season.

How much stone crab is harvested in the Florida Keys?

“Typically, the annual harvest in Florida is about 3.7 million pounds, and last year it was only 2.1… and they were harvested mostly in Monroe County,” said Kelly. He attributes the drop to “weather, lack of cold front to move these animals around, impacts from storms, especially Irma, and red tides.”

The Monroe County commercial fleet supports more than 1,600 families, or 5 percent of the county’s population. Both men say predictions for harvest this season are positive.

What impact has red tide had on stone crabbers?

“We are entering this season cautiously optimistic … We have a persistent and significant red tide, which will definitely affect harvest levels. It happens annually,” said Kelly, describing the impact on the west coast of Florida as “horrific.” “It’s covering a broad range, and it impacts businesses: seafood suppliers and producers. Fortunately, outbreaks have dissipated and do not present problems for us in the Florida Keys in Monroe County.”

1) When cracking stone crabs, don’t smash them! Light taps with something solid breaks the shell and lets you get a whole piece out.

2) Never ice fresh raw stone crabs or the meat sticks to the shell.

3) Fresh hot stone crabs are the holy grail of richness. Ask a friend with traps or as the fishermen bring them in; it’s worth the effort.

4) Stone crabs can release a claw for your pleasure and regrow another for theirs. They are truly one of the only sustainable seafoods in the ocean.

5) Don’t let your eyes be bigger than your stomach, as stone crabs are packed with a lot of protein and you can fill up fast. Order slow.

STONED MAYO 1 large egg yolk 1 1/2 teaspoons key lime juice or lime if you must :) 1 teaspoon white wine vinegar 1/4 teaspoon Dijon mustard 1/2 teaspoon sea salt 3/4 cup olive oil or mix half olive and half coconut Use a food processor, blender or some really strong hands and a whisk to mix.

Add egg yolk, mustard, key lime juice and vinegar into you mixer or bowl.

Blend until mixed and slowly, while mixing, pour in oil until thick. Add salt to taste. Tip: the slower you go when mixing the oil, the better the mayo; if mixing by hand, have a friend do the oil.

Add other spices or hot sauce to make it really good.

A DAY IN THE LIFE OF A FISHERMAN DURING STONE CRAB SEASON T

he first week of season, when we are setting gear, is the most competitive. It’s a mad rush to get our traps in the water as quickly as possible. To be successful, it helps to keep your traps clean and move them when necessary. When crabbing, I generally leave the dock a half hour before sunrise. I run anywhere from five minutes to 45 minutes to reach my traps. I always pull into the current so there is slack in the line when I pick up the buoy. I pull up the line of 60 traps, clearing the crabs, baiting, and resetting them. I then run back down current to the end of the next line and repeat. I usually pull between 300 and 400 traps by 4 p.m. and then run back to BSC Fisheries to unload. I let the traps soak for a week to ten days before pulling them again. I’m fishing 1,000 traps this season. I’m spoiled and will only eat the claws hot and fresh out of the pot. Just boil them for five minutes and enjoy. If it ain’t broke ...

COOL/NOT COOL Reflections of an Old Fogey

A

s you read this column, I am on the verge of celebrating my 57th birthday. During these five-and-a-half-plus decades on Planet Earth, I (along with a whole lot of you) have seen incredible changes, some cool, others not so cool. Whatever anyone can say, it’s been an interesting trip. Come along for a stroll down Memory Lane as a latter-day Baby Boomer reflects on a lifetime of music, culture, and experiences – Cool or Not Cool.

Cool: Growing up with the Space Program. As a kid in the 1960s, we lived on Merritt Island, just across the river from Cape Canaveral. At that time, my father was an engineer working on the Saturn IB rocket project. Not only could we see every liftoff, we could feel them as well.

The Saturn V rockets would really shake the house and our sliding glass doors as they lumbered slowly into the sky. It was perhaps the most incredible place to be a kid in the entire world. Not Cool: when we left the Space Coast for South Carolina near the end of NASA’s boom years.

I remember arriving in Mauldin (just south of Greenville) in the fall of 1968. It was the biggest culture shock I ever experienced. Not only were there no palm trees, the people talked real funny. I learned about grits (you can’t eat just one!), how to “mash� an elevator button, and that you could put salt peanuts in the Coke-Cola and watch it fizz.

Now it wasn’t all bad — South Carolina has the southern edge of the Appalachian Mountains in its northwest corner, and the beauty of the Lowcountry, beaches, and Charleston is beyond compare. I watched the transformation of the rural farm and textile-based Deep South into the New Industrial South with the influx of big business and manufacturing plants. I learned a great deal about myself while attempting to study marine biology at the University of South Carolina, and I also learned that Columbia is as hot as hell in the summer.

In subsequent visits back, I’ve also learned that things can change.

Greenville has become a nice place with a great downtown scene as well as cool restaurants and microbreweries.

Cool Again: the 2003 Florida Marlins (and being at Game 4 of that World Series). Not Cool: how Major League Baseball has lost a lot of fans, perhaps because a slow-paced sometimescerebral sport doesn’t compete well in this short-attention-span world.

Cool: Fender electric guitars. I love my Strats and my Telecasters. Cool: Martin acoustic guitars. I started playing Martins regularly about four years ago, and their legendary reputation is well deserved. Cool: Guild 12-string guitars. Their six-strings are really good, but nobody makes a 12-string that rings like a Guild. Not Cool: Taylor guitars. They are very popular, and lots of pros around the world use them on stage and in studio (right, Brian Roberts?). They are very consistent and well-built and ‌ they leave me cold.

I’ve tried loving them, even bought a high-end Taylor 12, but ‌ not my cup of joe. Your mileage may vary; opinions are like, well, you know.

And finally ‌ Cool: Living in the Keys. Not Cool: summer weather in the Keys. If you live here, you know what I mean. There’s no place on Earth you’d rather be, but it comes with its own set of drawbacks (hurricanes, the humidity, October feels like August, three insurance policies on your house, mosquitoes and no-see-ums, etc.). Still, we have the best winters in the world, and the people sure are fine. And I do love it here! See you next week!

t sounds super creepy but is all too real. It’s called “video voyeurism” and it is happening in the Keys. Recently, a male sales clerk was arrested for allegedly recording women customers in a bathroom at a Circle K at MM 92.

By chance, a teenage girl found a cell phone inside a toilet paper dispenser and reported it. The clerk was arrested.

But this hasn’t been the only alleged case.

“There are a small number of cases but definitely an uptick,” said Sheriff Rick Ramsay. “It’s like a needle in a haystack, so catching them is a fluke, but video voyeurism is happening.”

The sheriff warns no public bathroom is 100 percent safe.

It isn’t just women being targeted.

Last June, a 32-year-old Big Pine Key man was arrested for allegedly placing a video camera in the stall of a men’s bathroom on Big Pine. In 2017, an Islamorada man allegedly taped a 21-year-girl in his condo; another man, wanted for 14 accounts of alleged voyeurism in the Upper Keys involving two underage victims, was arrested in Washington state.

“They aren’t just using smart phones, but pinhole cameras with bluetooth the size of erasers that can be easily hidden,” said Ramsay. Some cameras are made to look like coat hooks. He warns men and women to take two minutes to check any bathroom, public or private, and look for anything that seems oddly angled or slightly out of place.

“It’s people with the slightest bit of control, like store employees, homeowners and even roommates. They can be pretty bold about it.” While public bathrooms are obvious, there have been cases in private homes, as well as libraries and schools throughout the state. Ramsay advises that if there is suspicion, do not confront the store employee or homeowner but leave and contact law enforcement to handle the situation.

Video voyeurism is defined as when a person uses an imaging device to secretly view someone in a private area without permission. For those over 19, it is a third degree felony punishable by up to five years in prison, and with a prior conviction, it is a second degree felony with a penalty of up to 15 years in prison.

“It’a part of life now; everyone has access to a camera, so be cautious and suspicious,” said the sheriff.

The U.S. Navy is conducting an assessment regarding the historical use and disposal of general radioactive materials (G-RAM) at NAS Key West. One known source of G-RAM was the use and refurbishment of radium dials and gauges associated with aircraft maintenance activities beginning in the 1940s.

Examples of other G-RAM include radioluminescent personnel markers, deck markers, electron tubes, thoriated welding rods, certain types of engine exciters, thorium lenses, radioisotopes, and depleted uranium counterweights. arathon Community Theatre presents the first event of the 2018-2019 season, the annual fundraiser and variety Show “One Weekend Only.” The dates are Friday and Saturday, Oct. 19-20, with curtain at 8 p.m.

OWO is directed by Marianne Benvenuti and produced by Allison Sayer, with special guest Arnie Steinmetz. This year’s OWO theme is “Somewhere in Time” – the theatre has been pulled into a time warp, and is traveling back and forth through history! Not to worry ...

Father Time (Steinmetz) will be there to tell the audience “when” it is.

Doors open at 7 p.m. so theater-goers can peruse the silent auction and bid on artwork, jewelry and fashion accessories, health and beauty services, home and kitchen decor, restaurant certificates, entertainment vouchers, as well as travel and hotel packages — all locally donated items — ranging in value from $25 to $1,500. Bring cash or a checkbook, as bid winners will be announced at the end of the evening.

n Oct. 11, traffic stopped (literally) to watch life go by. This year, Marathon High School students were tasked with a board game theme for the homecoming floats. The parade started on the west end of Marathon and traveled along U.S.1 for the waving crowds. The football game was played on Friday and the homecoming court was crowned after the final whistle.
