urricane season always brings wind, rain and ... The Weather Channel. While Keys citizens appreciate being in the hearts and minds (and on the television sets) of our loved ones around the country, weather reporting can get downright ridiculous.

So we asked five Key Westers …

What is the most absurd thing you’ve seen The Weather Channel do?

During Irma, they were showing clips of Hurricane Katrina, and it said “Key West,” and I knew it wasn’t. We were down here!

Commission hears housing update, approves parks and rec board

K

ey West City Commissioners heard a mix of affordable housing updates from Planning Director Patrick Wright on Tuesday.

“Resolutions passed in September identified six areas of interest and potential projects,” Wright said, starting with a brief update on the state’s package of affordable housing units, announced in May. Comprehensive plan and land use regulation amendments to accept the 300 units from the state are set to go before the Planning Board Thursday, Oct. 18, he said.

Whether the county will accept its 300 allocations is unknown.

“Whether there is potential for the city to gain additional units not accepted by the county, I don’t know,” Wright said. “If they didn’t accept, would we be able to pursue any avenue to receive those allocations? I think we would.”

Wright said the Bahama Village Redevelopment Advisory Committee is champing at the bit to get an affordable housing project moving on 3.2 acres.

“We may be a year or two years out from breaking ground or having that area ready,” he said, but an architectural firm has been assigned to come up with a design.

As for a project on Trumbo Road, Wright said the city and Monroe County School Board are committed to developing 104 affordable housing units on the property.

“The timeline on removal of the school board’s operation is three years, and we plan on starting to amend the zoning district. We’re interested in developing our 1 acre,” Wright said, referring to the city-owned part of the parcel.

Regarding the status of remaining affordable housing units belonging to the city, there are 543 in the pool, and “We’ve made an application for 104 units to be set aside for the College Road project,” Wright said.

Commissioner Sam Kaufman asked what a realistic time frame is for breaking ground at College Road on Stock Island. “When the funding is in place we should be ready to go forward with a contract timeframe,” said City Manager Jim Scholl. “It could be a year, but we’ll have to decide what the right funding vehicles will be for that.”

The council also unanimously voted to establish a seven-member parks and recreation advisory committee with each commissioner appointing a member.

“Certainly we want someone on there from the school board, probably the U.S. Navy, and probably a few ex-officio members from different sports organizations – lacrosse, softball, baseball, football,” Kaufman said “You need their input because of all the issues pertaining to maintenance and priority for funding.”

VOTING ON STATE AMENDMENTS THE WEEKLY CHEAT SHEET

A

mendments can be the most confusing part of any voter ballot. Here’s the Weekly cheat sheet. We did the best we could deciphering the political mumbo jumbo, so that voters don’t have to go it on their own. We hope it makes casting your vote painless.

Amendment 1 INCREASED HOMESTEAD PROPERTY TAX EXEMPTION

Increases the amount of a home’s value exempted from property tax.

Proposed changes would apply to the assessed value of a homestead property between $100,000 and $125,000, raising the maximum exemption to $75,000.

Currently, it is a $50,000 exemption, so this would give another $25,000 reducing income for local taxes.

VOTE YES: For more tax cuts for homeowners.

VOTE NO: If you think the average savings of $270 per homeowner is worth taking away from local coffers.

Amendment 2 LIMITATIONS ON PROPERTY TAX ASSESSMENTS This applies to businesses, like hotels, and second homeowners: anyone who is non-homesteaded. They would get their taxes capped at a 10 percent increase even though the property value might increase more than that. This has been in effect since 2008 but will expire in January.

VOTE YES: Every non-homesteaded property is limited to a 10 percent tax increase.

VOTE NO: Taxes on non-homestead properties will be based on full market value and no limit to increase.

Amendment 3 VOTER CONTROL OF GAMBLING IN FLORIDA

This would give voters the sole right to say whether new casinos should be built in Florida. It would make it difficult for anyone to start a new gaming business, requiring thousands of signatures to even get on a voter ballot and essentially hand existing casinos the monopoly. At present, it is up to the state legislators and voters to approve casinos.

VOTE YES: Casinos can only be approved by a statewide vote.

VOTE NO: If local residents, not statewide, should have more of a say on gaming, and keep the government involved.

Amendment 4 VOTING RESTORATION AMENDMENT** Automatically restores the voting rights of felons after they have completed their sentences, paroles and probation, except those convicted of murder or sex offenses. At present, they must wait five years and petition the Board of Clemency. Florida is one of only four states that does not automatically restore rights and currently there are 10,000 people on a waiting list to go before the board. This would allow 1.5 million people to vote in the next election.

VOTE YES: If you think felons, having paid their dues, should be equal in society.

VOTE NO: If reinstating voting rights should be on a case-by-case basis determined by the governor and Cabinet.

Amendment 5 SUPERMAJORITY VOTE REQUIRED TO IMPOSE, AUTHORIZE, OR RAISE STATE TAXES OR FEES Both State Senate and House would need two-thirds of their members to pass a bill to enact a new tax or fee or increase an existing one. It would also stop state legislature from raising taxes or fees by adding it to other state bills.

VOTE YES: If you want it to be harder for state legislature to agree on new taxes or fees.

VOTE NO: The law would stay the same and simply require a majority vote to change taxes or fees.

Amendment 6 RIGHTS OF CRIME VICTIMS; JUDGES A “bundled” amendment where unrelated items are on one proposal. 1) Creates a bill of rights for crime victims. 2) Raises retirement age for judges from 70 to 75. 3) New guidelines for how judges rule in cases about state agencies.

VOTE YES: For more victims rights but also higher ages for judges and rulings on interpretations of state agencies.

VOTE NO: If you are confused by bundling or disagree with an individual portion of the “bundle.”

Amendment 7 FIRST RESPONDER AND MILITARY MEMBER SURVIVOR BENEFITS; PUBLIC COLLEGES AND UNIVERSITIES Another “bundled” amendment where unrelated items are on one proposal. 1) More death benefits for spouses of first responders, including paramedics and military, who died on duty. 2) Changing the way colleges impose student fees and make state colleges a part of the state constitution.

VOTE YES: If families of first responders need more compensation and colleges need more government guidelines.

VOTE NO: If either move doesn’t make sense to you.

Amendment 8 ANOTHER BUNDLED AMENDMENT WAS REMOVED. Amendment 9 PROHIBITS OFFSHORE OIL AND GAS DRILLING; PROHIBITS VAPING IN ENCLOSED INDOOR WORKPLACES Another bundled amendment of two completely unrelated issues. It can ban customers or employees from using ecigarettes indoors but also ban oil drilling within nine miles of the Florida coast.

VOTE YES: If you are against vaping indoors and offshore drilling.

VOTE NO: If vapers have rights but so does big oil.

SOUTHERNMOST POST #3911 VFW The Southernmost Post #3911 VFW provides assistance at every stage of military and civilian life.

Although the Post was rendered uninhabitable by Hurricane Irma, members made the parking lot available as a staging area for relief supplies and assisted where needed, donating time and sweat to help someone in need.

Amendment 10 STATE AND LOCAL GOVERNMENT STRUCTURE AND OPERATION** This bundles four unrelated topics. 1) Dictates the dates the legislature meets. 2) Creates an Office of Domestic Security within the Florida Department of Law Enforcement. 3) Makes a state Department of Veteran Affairs. 4) Requires all counties to elect all constitutional officers such as property appraisers, tax collector, clerk of court and supervisor of elections.

VOTE YES: If you agree with all topics and officials being elected, not appointed.

VOTE NO: If bundling still makes you want to…

Amendment 11 PROPERTY RIGHTS; REMOVAL OF OBSOLETE PROVISION; CRIMINAL STATUTES Another bundled amendment. 1) Stops the state’s ability to prohibit “aliens ineligible for citizenship” from buying, owning or selling property. 2) Deleting language about the high speed rail from state constitution. 3) Allows legislators to change criminal law retroactively.

VOTE YES: If you can understand it.

VOTE NO: If you can’t.

Amendment 12 LOBBYING AND ABUSE OF OFFICE BY PUBLIC OFFICERS Expands ethics rules for elected officials and government employees. Public officials cannot both during their term, and for six years after, lobby for compensation. Currently, they are banned for only two years.

VOTE YES: To stop politicians from receiving disproportionate benefits and lobbying for compensation for longer than two years.

VOTE NO: To let it stay as is at two years.

Amendment 13 ENDS DOG RACING This would ban greyhound racing in the state of Florida.

VOTE YES: If you want to ban greyhound racing and end the dog racing industry as a whole.

VOTE NO: If you want to keep the industry, which is also tied to gaming. **Hot button issues: Amendment 4 has been vocally supported by local activists, Amendment 10 has been vocally supported by local law enforcement.

It’s time to capitalize.

‘IT’S NOT A JOB’ GUZMAN TREATS GENERATIONS

“Dentistry is one of the best things I ever did. It’s not a job; it’s a vocation. Something I do well. The people I work with and the people we see every day are what makes it so enjoyable,” said Dr. Guzman. That must be why he has garnered a couple of People’s Choice Bubba awards and why his practice has doubled, adding new doctors in the past few years. His involvement in the community alongside his wife Rebecca, helping Rotary, sports teams and after-school children’s programs while raising two kids is his own Key West street cred. But Dr. Guzman isn’t all work and no play. He loves being on the water. Like his favorite animal decorating his office, the turtle, he’s happiest out at sea.

What’s on your bucket list? Visit India and the Orient.

What question can you ask to find out the most about a person? What do you like to do in your spare time?

Do you have a life credo or motto? I believe in making every day count. Vivir, gozar.

I

t’s mostly likely not six or even four but two degrees of separation when talking about Dr. Hector Guzman, one of the most well-known and loved family dentists in Key West. “Generations,” he said, when asked how many residents he has helped over his 25 years practicing. Originally from Mexico, Dr. Guzman grew up in east L.A., which makes for some serious street cred.

In college he was drawn to science, and he attended the prestigious dental school at Georgetown University in Washington, D.C. before making his way to Miami and then to Key West.

Why did you start a practice in Key West?

I moved to Miami in the early ‘90s. It was a fascinating time, but the excitement was dulled by the reality of living in the suburbs and having to commute every day. One day, I had the opportunity to fill in for one of the local dentists in Key West and 25 years later, I’m still here. I’ve found Key West is a curious little island: very quirky, abnormal and with many interesting people and customs. Every month has something exciting or unusual to do. Yet, it also very normal here. It is small enough to know and care for your neighbors, but large enough so you don’t know everyone — but know someone who knows someone. ... This community is not just a party town; it’s a great place to live and raise a very normal family. It has provided me a great opportunity to practice and develop professionally.

What advice do you always give patients?

Brush and floss the teeth you want to keep.

What’s the funniest thing a kid has said to you in the chair? “I can see what’s up your nose.”

You’re an outdoor man; list all the crazy things you do when not in the office. Too many crazy things to list. But one I don’t do any more is solo diving and spearfishing.

What did you think you would grow out of but haven’t? Peanut butter on tortillas.

Which TV, movie or superhero character is your alter ego? SuperChicken. “You knew the job was dangerous when you took it, Fred.”

What job would you be terrible at? Kindergarten teacher.

If invisible in Key West what would you do? Sing karaoke.

Favorite guilty pleasure? Sneaking out of the office early and going boating.

What job would you secretly love to have?

I used to have a view of the softball fields from my office. I would often watch the groundskeeper groom and prepare the field.

I’d think to myself: that would be a great job to do.

What is something you think everyone should do at least once in their lives? Get out of their comfort zone. Go somewhere new, try something you’re afraid to do. You never know, you might like it.

Lunch with one famous person, whom would you choose? Mother Teresa.

Finish these sentences: My friends and family would describe me as … When I’m working, I’m in work mode.

When I’m not, then look out.

My autobiography would be titled … At the right place at the right time.

I can never refuse … another day out on the water.

hen it comes to wreckers in the Florida Keys, none is more colorful than John Jacob Housman. One of nine children, Housman was born on Staten Island in 1799. The son of an oysterman, he grew up sailing New York’s harbors and lake passages. Housman’s father sufficiently believed in his son’s seamanship to declare him master of his 56-foot schooner the William Henry. In 1822, the young Mr. Housman decided on a change of scenery, hoisted the sails on the William Henry, and set his compass for the West Indies.

Housman subsequently encountered the Florida Reef. The boat suffered damage. He was forced to seek safe harbor and repair at Key West.

Housman would stay in Key West and enter the wrecking industry, though he and Key West would not get along. Their argument was brought to public light in the wake of the salvage of the ship Revenge in 1825. At the conclusion of the operation, Housman sailed away with the salvaged cargo on a northern heading. When word reached Key West, people who knew Housman were convinced he was taking the salvaged items to Charleston, S.C. The laws governing the Florida Territory stipulated that all items salvaged in territorial waters were to be taken to ports at either St. Augustine or Key West for adjudication. When the William Henry arrived in St. Augustine, Housman discovered that Key West resident Fielding A. Browne had charged he had “defied the civil and military authorities of this place to proceed to Charleston to dispose of his cargo.” Browne went so far with his charge of theft that he compelled Captain Brown of the U.S. revenue cutter Florida to chase down Housman and place him under arrest. Fielding A. Browne, by the way, would go on to become Key West’s second mayor.

Innocent of the charges, Housman responded to Browne’s statements in a letter dated Oct. 29, 1825 and published in the East Coast Herald. In the letter he threatened to “take another occasion to lay before the public, a history of the impartial and disinterested conduct of the gentlemen of many avocations at Key West, in their disposal of property falling under their control, and it will then be fairly understood whether there was more wisdom or folly in my giving preference to a decision at St. Augustine over one at Key West.”

Housman would later move his base of operations north to Indian Key where he would be remembered, at least in lore, as the Wrecker King of Indian Key. Brad Bertelli is curator of the Keys History & Discovery Center.

n a little more than five years, new development will come to a grinding halt in the Florida Keys. At least, that is what the State of Florida has decreed for the islands it has designated an “Area of Critical Concern.” Beginning in 2023, it will no longer issue NEW building permits for Keys municipalities.

None. Zilch. Zip. Nada. If this comes to pass, what happens next? Will landowners sue because the state (and local governments) is gutting the value of their investment by preventing them from building their dream home on their vacant lot? Will that raise taxes?

What will happen to real estate values?

Will builders be out of business? The ramifications are wide and far-reaching. The future starts now.

Using the high side of the equation, there could be as many as 10,000 buildable lots left in the Florida Keys. In 2018, the average lot cost is $200,000. The value of the buildable lots, then, is approximately $2 billion in 2018.

If there is no policy change between now and 2023, it is likely the affected property owners would sue the state and local governments for an illegal taking of their property, and obtain judgments. If the state refuses to contribute to the settlements, then local governments would be subject to collection. In this case, local governments could raise taxes, reduce services, and borrow money to pay the judgments and the Keys fall into a feudal/dependent status with the state for minimum services, while high taxes stifle investment and harm business and property owners. Yikes.

But nature abhors a vacuum and a couple of factors could change the landscape before 2023. The first is the new census scheduled for 2020. Much of the rate-of-growth restrictions are based on population and demographics.

The second is the new state leadership that will be put in place in the midterm election next month. Here are some other scenarios to head off chaos.

KEY WEST WEEKLY / OCTOBER 18, 2018 SCENARIO NO. 1: BUY ’EM OUT. Working on the plausible assumption that property owners who can’t build would rather be bought out than have to sue and await an iffy outcome, the county could step up its land-buying efforts.

Since 1988, the Monroe County Land Authority has spent $100 million buying both conservation and affordable housing plots. The state also makes funds available through the Stewardship Act and the Florida Forever program. The result is a large reduction in the number of affected property owners, and a more manageable risk to tax dollars. The other option is what’s called accessory use, or as the county calls it “less than fee.” The properties remain on the tax roll, but government purchases and retires the building right.

Property owners can leave the lot vacant for privacy, or get permits for secondary uses such as a garage or pool. A flexible addendum to this program would be setting aside certain tracts of land that could support residential growth, and trading rights on this tract for properties that can’t be built on in the rest of the county.

ALTERNATE SCENARIO NO. 2: IT’S THE STATE’S PROBLEM. When 2023 rolls around, local governments could continue to issue permits in defiance of the state. If the state wants to stop building in the Keys, the theory goes, let the state enforce it. This also may reduce the liability exposure of local governments, which would not be taking a property owner’s right to build. However, the state may not sit idly by while this hot potato gets passed to them. The state could sue the local governments to enforce its sovereignty, and also obtain a judicial determination of the Keys governments’ liability in the taking cases.

ALTERNATE SCENARIO NO. 3: IF IT AIN’T BROKE, DON’T FIX IT. For more than 30 years, local governments have improved building codes, enforced environmental restraints, and otherwise followed a state-approved comprehensive plan. The 2023 moratorium, imposed in 1992, is increasingly out of date and arbitrary. With the improvements in sewage, storm water regulation, transportation, and hurricane preparedness, there is no need for the draconian prohibition on building. The state could lift the rate-of-growth restriction that would stop all new development, and continue to manage the time-release of new building allocations.

ALTERNATE SCENARIO NO. 4: FIX THE EVACUATION MODEL. If the state is going to premise a building moratorium on efficient hurricane evacuation, then the need for a better model is paramount. There is a wide gap between the reality of hurricane evacuations and the hurricane evacuation model used as a growth management tool. As the current evacuation model calculates 3,500 persons evacuated per hour, and the number of vacant lots is estimated to be somewhere between 3,500 and 10,000, it would only take 1 to 3 hours more (based on the evacuation models used) to evacuate if all unimproved property were developed. With a recalculated model, the additional evacuees may fold into existing plans without any effect on public safety.

ALTERNATE SCENARIO NO. 5: MORE “GIFTS.” The state’s gift of an additional 1,300 affordable housing allocations — awarded after Hurricane Irma — reduced the scale of the crisis facing the Keys. Not only does it provide an avenue to build new affordable housing that meets hurricane code, it also prolongs the moment the Keys run out of building allocations, even if they are only “beneficial” in that a property owner who wants to build a mansion may be legally satisfied with an affordable, deed-restricted building right. The most recent gift of affordable building rights issued by the state comes with “strings,” such as different evacuation requirements and ownership stipulations. Whether or not these can be enforced is currently in question, as is the state and local governments’ will to enforce such rules.

CALCULATING A MOVING TARGET

How many allocations and lots are left?

T

rying to determine how many building allocations are left, and how many lots will be “exposed” in 2023 when the state stops issuing building rights, is a little bit like skeet shooting. The target is constantly moving.

The Weekly asked local governments to tally up what’s left, but the result is not a perfect number, for a variety of reasons.

One, not every entity is counting lots or the number might not be up-to-date. The second is that every allocation that is handed out may not result in a completed home or building. To wit: “Our (allocations) are in various states of being requested, awarded, issued, completed and c’o’ed,” said Emily Schemper, acting senior director of planning and environmental resources in Monroe County.

Some building permits are issued, but never constructed. The permit expires and is either put back into the pool or set aside for a process called “administrative relief.”

In other cases, especially in the case of affordable housing developments, the projects may need some type of preliminary approval in the form of permits, before the officials can apply for financing. If the financing falls through, the affordable housing allocations go back into the pot.

With those caveats, here’s what is left to be issued before 2023*: MONROE COUNTY Affordable building rights: 550 Market rate building rights: 630 Buildable lots: 8,700 “The last time we did a count of privately owned parcels in unincorporated Monroe County was in 2012,” said Emily Schemper, acting senior director of planning and environmental resources in Monroe County. “Since that time, some of the parcels have received building allocations, some land has been donated to the county, and some lots purchased by the county or state.”

The number of buildable lots above does not reflect all of the $100 million Monroe County has spent since 1988 acquiring conservation lands and lands for affordable housing. The county also instituted a “less than fee” program (see scenario No. 1).

KEY WEST Affordable building rights: 271 Market rate building rights: 271 Vacant lots: 200 The city’s last count of vacant lots was conducted eight years ago, in some cases by volunteers. According to City Planning Director Patrick Wright, it is “very rough.”

The city also has a separate pool of what it calls “beneficial use” building rights (other municipalities call them administrative

relief). There are just over 100 — enough to satisfy the approximate number of vacant, residential lots in city limits. And, all unused market rate allocations can be converted into affordable housing permits (although the inverse is not true).

“With the foresight of our predecessors, we preserved those allocations for beneficial use,” said Key West City Manager Jim Scholl. Key West also seems to have enough affordable housing allocations left to build on the larger parcels of land on Stock Island and the Truman Annex. City leaders also see the benefit of transferring affordable building allocations to places like Big Coppitt (The Quarry project), that would serve residents who work in Key West, but reside outside of it. “When the city chooses to do so, it will benefit the city,” Scholl said. “We’re not going to transfer building rights to Key Largo.”

MARATHON Affordable building rights: 14 Market rate building rights: 87 Buildable lots: 797 City of Marathon estimates there are about 400 vacant parcels that qualify as conservation lots — basically unbuildable.

City Planning Director George Garrett said there are 70 allocations in the administrative relief pool.

The City of Marathon has already begun the process of amending its land use and comp plans to accept Gov. Rick Scott’s “gift” of an extra 300 units for affordable housing. Already, the Seaview Commons project has applied for 64 of those, specifically from the anticipated windfall.

ISLAMORADA Affordable building rights: 40 Market rate building rights: 121 Lots: 525 The Village of Islamorada is addressing the “no new development” deadline in a variety of ways — purchasing property for conservation, affordable housing and incentives for affordable housing development. Village Manager Seth Lawless estimates the city has about 500 lots that will be vacant come 2023, but the data on how many of those lots are “buildable” — in other words, not environmentally sensitive — is not available.

Lawless said the village is experiencing increased interest in affordable housing developments. “They are mostly small and medium sized projects, up to about 50 units,” he said.

SAVING LIVES IN THE KEYS TRAUMA STAR’S STATS EXCEL

R

emember the fear of paying for an emergency medical helicopter ride out of the Keys? It was terrifying even if it was to save a life. Now it’s a different story, thanks to the efforts of Monroe County’s Trauma Star, which became the only air ambulance program in 2017 but has been operational since 2001. Overseen

by Monroe County Fire Rescue and the Monroe County Sheriff’s Office, Trauma Star has seen a dramatic increase in emergency flights over the past decade. The good news is twofold: it’s a free service for residents of Monroe County, and is managing to cover all the costs for patients.

“Trauma Star has never been about the money,” said Monroe County Fire Rescue Capt. Andrea Thompson, who has been on board since the first helo flight 17 years ago.

“It’s about providing definitive care to the community who otherwise does not have access to it. Our success comes from our passion for it and is always focusing on the patient.”

The numbers don’t lie. Each year, Trauma Star is becoming more invaluable by transporting patients not just from Marathon and Key West airports, but also from the site of crashes and accidents — bridges and roads and even the Dry Tortugas. The 2018 fiscal year saw a total of 987 patients (an average of three a day) up from 2017’s 814 and double 2016’s 471. As long as traffic and tourism stay on the rise, so will the need for better air transport. Since 2006, Trauma Star has transported more than 4,400 patients to critical care not available in the Keys.

The success of the program can now be measured by its bottom line. There are no out-of-pocket costs for county residents who use the life-saving service. Trauma Star’s 2018 fiscal year’s operational cost was $6.6 million but it has collected more than $7 million.

Proof of residency has never been more vital in getting the help needed to save thousands of dollars.

Trauma Star will be adding a third Sikorsky helicopter, already paid for by infrastructure funds, by the end of the year if everything goes to plan. From Sweden, the

aircraft already had a medical interior and was EMS ready. It is just being fitted with a new pedestal to accommodate two patients, new wiring and air conditioning.

“The program is attracting some of the most qualified medical attendants and all of our pilots have some sort of military background with countless flying hours. All around, we know our community and we work hard to keep it healthy,” said Thompson.

STONE CRAB SEASON IN THE KEYS CRUCIAL TIME FOR FISHERMEN, CONSUMERS SARAH THOMAS

antasy Fest isn’t the only thing the Keys celebrate this time of year. Oct. 15 marked the opening of stone crab season, a crucial time for Keys fishermen, businesses, consumers, and epicureans alike. The Keys produce about 65 percent of the stone crab harvested in Florida, and it affects our ocean and our economy. Most of us know that stone crabs are delicious, and that they are one of the few truly sustainable marine foods: they can live after having their claws removed. What else is important to know about this crustacean? We ask experts Bill Kelly, executive director of Florida Keys Commercial Fisherman’s Association, and Jack Davis, a commercial fisherman for more than 30 years (he started selling fish at age 6) operating out of Summerland Key, to shed wisdom on the most important things to know about stone crab season.

How much stone crab is harvested in the Florida Keys?

“Typically, the annual harvest in Florida is about 3.7 million pounds, and last year it was only 2.1… and they were harvested mostly in Monroe County,” said Kelly. He attributes the drop to “weather, lack of cold front to move these animals around, impacts from storms, especially Irma, and red tides.”

The Monroe County commercial fleet supports more than 1,600 families, or 5 percent of the county’s population. Both men say predictions for harvest this season are positive.

What impact has red tide had on stone crabbers?

“We are entering this season cautiously optimistic. … We have a persistent and significant red tide, which will definitely affect harvest levels. It happens annually,” said Kelly, describing the impact on the west coast of Florida as “horrific.” “It’s covering a broad range, and it impacts businesses: seafood suppliers and producers. Fortunately, outbreaks have dissipated and do not present problems for us in the Florida Keys in Monroe County.”

Davis said, “Due to the red tide just north of us, and the high ending price this season, we’re expecting a good opening this year.”

How has hurricane season affected stone crab season?

Like many fishermen, Davis lost much of his equipment last season in Hurricane Irma.

He said, “I’m still recovering from that. It is still a sore subject for me and many other fishermen.” Many of the same people who trap stone crabs also trap spiny lobster, and Irma impacted many spiny lobster fisheries.

Kelly notes that while Irma hit before stone crab season, it had a significant negative impact on harvest. “The biggest nemesis to stone crab fisheries are hurricanes and tropical storms.”

But hurricanes cut both ways. Davis said, “The recent hurricane, Michael, which went by last week, should make for a good first pull (in the Keys). Stormy weather generally makes the crabs move around.”

Stone crab claws are delicious! And expensive. What prices can we expect to see this year?

“Last season was the highest price I’d ever seen with jumbo claws fetching over $30 a pound,” said Davis.

Kelly adds, “It’s a premium product, and prices have started on the high side. It’s a welcome relief for fishermen. It’s in high demand locally and throughout the U.S. In the Keys, we need a few weeks to see what might bode for the long haul.” That said, Kelly said, “With guys catching crabs yesterday and cooking them last night, they should have them available. The pricing for jumbo is going to be $30-$32, $27 for large, and mediums at $17.”

Is it okay to trap stone crabs recreationally, and how does it affect commercial fishermen?

The Florida Fish and Wildlife Conservation Commission allows recreational crabbers to harvest one gallon of claws per person, or two per vessel, per day (whichever is less).

While the FWC is taking a strong stance on regulations for recreational stone crabbers, they can be difficult to enforce. Davis said, “The FWC needs to address the recreational traps that now outnumber commercial gear in many inshore bays. … I heard they are going to start a tag program for them soon, but it will be hard to enforce violations.” Despite being “severely undermanned” on the water, Davis said the FWC does “the best they can with the resources available.”

What is the industry’s relationship with marine life?

“There has been a proactive movement for conservation,” Kelly said. Ryan Gandy, a crab biologist with the FWC, has worked with Kelly and the FKCFA to establish good practices. With input from Gandy, they reorganized the Commercial Stone Crab Advisory Panel. That way, fishermen and conservationists are coming together to dictate the norms of the industry. “If (the claws) are 2 and ¾ inches in length, it is legal, but we have encouraged our stakeholders to harvest only one claw, and to not take claws from egg bearing females.” They have also introduced and encouraged placing cull rings on stone crab traps, which would allow undersized crabs and other marine organisms to escape.

In terms of climate change, Kelly notes that “We’ve seen cold fronts increase in recent years, and we’ve seen the temperature of water increase slightly. At this juncture we haven’t seen it changing the migratory pattern of the crabs.”

The great news? Season is open, and claws are available at a restaurant, market, or fishery near you.

aul Menta, Chef of The Stoned Crab, shares his favorite tips for stone crab preparation.

1) When cracking stone crabs, don’t smash them! Light taps with something solid breaks the shell and lets you get a whole piece out.

2) Never ice fresh raw stone crabs or the meat sticks to the shell.

3) Fresh hot stone crabs are the holy grail of richness. Ask a friend with traps or as the fishermen bring them in; it’s worth the effort.

4) Stone crabs can release a claw for your pleasure and regrow another for theirs. They are truly one of the only sustainable seafoods in the ocean.

5) Don’t let your eyes be bigger than your stomach, as stone crabs are packed with a lot of protein and you can fill up fast. Order slow.

6) It’s all about the sauce. Even though they are good alone, the dipping sauce really adds to the whole experience. Make your own and you’re a pro!

STONED MAYO 1 large egg yolk 1 1/2 teaspoons key lime juice or lime if you must :) 1 teaspoon white wine vinegar 1/4 teaspoon Dijon mustard 1/2 teaspoon sea salt 3/4 cup olive oil or mix half olive and half coconut Use a food processor, blender or some really strong hands and a whisk to mix.

Add egg yolk, mustard, key lime juice and vinegar into your mixer or bowl.

Blend till mixed and slowly, while mixing, pour in oil until thick. Add salt to taste. Tip: the slower you go when mixing the oil, the better the mayo; if mixing by hand, have a friend do the oil.

Add other spices or hot sauce to make it really good.

A DAY IN THE LIFE OF A FISHERMAN DURING STONE CRAB SEASON T

he first week of season, when we are setting gear, is the most competitive. It’s a mad rush to get our traps in the water as quickly as possible. To be successful, it helps to keep your traps clean and move them when necessary. When crabbing, I generally leave the dock a half hour before sunrise. I run anywhere from five minutes to 45 minutes to reach my traps. I always pull into the current so there is slack in the line when I pick up the buoy. I pull up the line of sixty traps, clearing the crabs, baiting, and resetting them. I then run back down current to the end of the next line and repeat. I usually pull between 300 and 400 traps by 4:00 and then run back to BSC Fisheries to unload. I let the traps soak for a week to ten days before pulling them again. I’m fishing 1,000 traps this season. I’m spoiled and will only eat the claws hot and fresh out of the pot. Just boil them for five minutes and enjoy. If it ain’t broke...

ewbery award-winning poet Kwame Alexander’s answer to most any question is “poetry.”

How do we restore faith in humanity? Poetry. How do we combat propaganda? Poetry. How do we engage teenagers with literature?

“Poetry is a surefire way,” said Alexander. “I don’t know if it’s THE answer, but it’s AN answer that works. … Figurative language packs so much emotional punch.

Poetry is a great bridge to get and keep kids excited about literature.”

Alexander and his cohort, musician and former English teacher Randy Preston, visited Key West High School on Oct. 12 for a multi-media performance demonstrating the power of language.

Alexander told stories and recited poems, engaging the students in word play games and haiku, while Preston accompanied on vocals and guitar, riffing on the words and themes. Alexander said, “My goal is to make them leave here wanting to read anything.”

His goal appeared to be accomplished at KWHS. The audito-

rium was electric with energy: students raising their hands, volunteering, laughing, and asking for photos and autographs. The high school, with the help of Books & Books, who hosted Alexander and Preston for an evening event, gave students 200 copies of “Swing.”

Alexander’s performance and approach are visionary. “We need to change our relationship with poetry,” he said. “For so many years, we were given poetry that was incomprehensible and staid and boring. … We need to find those poems that are accessible, that are relatable, that are interesting.

That are going to make kids want to read. I try to write books like that.”

Alexander’s career has spanned 21 books and a National Book Award Nomination. He has also visited more than 1,000 schools as a writer and educator. His most recent book is “Swing,” co-authored by Mary Rand Hess, a

novel-in-verse about two boys’ quest to find “cool,” through jazz, baseball, and yes, poetry. The book comprises short poems, making it a quick, engaging, and perhaps most importantly, relatable read.

One reads simply: “We lie across the bed/holding hands/in silence,/staring at stars/painted on the ceiling/and before it gets/more awkward/I play some music.”

Publishing hasn’t always been easy for Alexander. His career has seen “hundreds of rejections.” “Nobody wanted to publish poetry, because it didn’t sell. Even my biggest selling book, that I won the Newbery with, it was rejected 22 times,” he said. “It took five years, because nobody saw what was possible.”

Now that he’s a famous author, Alexander has a new job. “I’m the ambassador to remind people that poetry is cool. That’s my job. I’m self-appointed.”

t sounds super creepy but is all too real. It’s called “video voyeurism” and it is happening in the Keys. Recently, a male sales clerk was arrested for allegedly recording women customers in a bathroom at a Circle K at MM 92.

By chance, a teenage girl found a cell phone inside a toilet paper dispenser and reported it. The clerk was arrested.

But this hasn’t been the only alleged case.

“There are a small number of cases but definitely an uptick,” said Sheriff Rick Ramsay. “It’s like a needle in a haystack, so catching them is a fluke, but video voyeurism is happening.”

The sheriff warns no public bathroom is 100 percent safe.

It isn’t just women being targeted.

Last June, a 32-year-old Big Pine Key man was arrested for allegedly placing a video camera in the stall of a men’s bathroom on Big Pine. In 2017, an Islamorada man allegedly taped a 21-year-girl in his condo; another man, wanted for 14 accounts of alleged voyeurism in the Upper Keys involving two underage victims, was arrested in Washington state.

“They aren’t just using smart phones, but pinhole cameras with bluetooth the size of erasers that can be easily hidden,” said Ramsay. Some cameras are made to look like coat hooks. He warns men and women to take two minutes to check any bathroom, public or private, and look for anything that seems oddly angled or slightly out of place.

“It’s people with the slightest bit of control, like store employees, homeowners and even roommates. They can be pretty bold about it.” While public bathrooms are obvious, there have been cases in private homes, as well as libraries and schools throughout the state. Ramsay advises that if there is suspicion, do not confront the store employee or homeowner but leave and contact law enforcement to handle the situation.

Video voyeurism is defined as when a person uses an imaging device to secretly view someone in a private area without permission. For those over 19, it is a third degree felony punishable by up to five years in prison, and with a prior conviction, it is a second degree felony with a penalty of up to 15 years in prison.

“It’a part of life now; everyone has access to a camera, so be cautious and suspicious,” said the sheriff.

THE EXORCIST (1973) This is the horror flick that most everyone lists among their top three most horrifying movies. And it’s also the film that you can likely recall exactly where — and when — you first experienced the realistic realm of demonic possession.

Like many horror classics, “The Exorcist” was a book adaptation, but it changed the horror genre as we know it today.

Since 1973, the film has been crafted into a movie franchise, but the grainy effects of ’70s culture and low-budget cinematography offer an unsettling experience every time.

Naval Air Station Key West Do you have any information about the historical use or disposal of radiological material at Naval Air Station (NAS) Key West?

The U.S. Navy is conducting an assessment regarding the historical use and disposal of general radioactive materials (G-RAM) at NAS Key West. One known source of G-RAM was the use and refurbishment of radium dials and gauges associated with aircraft maintenance activities beginning in the 1940s.

Examples of other G-RAM include radioluminescent personnel markers, deck markers, electron tubes, thoriated welding rods, certain types of engine exciters, thorium lenses, radioisotopes, and depleted uranium counterweights. If you have any information about the historical use or disposal of radiological material at NAS Key West, the Navy would appreciate your input and recollections. If you would like to participate in an interview and/or wish to provide your recollections, please dial 844-236-0390 or email (HRA_keywest@aecom.com) and provide your contact information. All information provided will be considered in preparation of an assessment report for NAS Key West. What advice would you give to underclassmen? Don’t slack off in school because you will regret it later.

What is your favorite social medium, why, and whom do you follow?

I like Instagram because I can see pictures of different people’s lifestyles and of other places in the world. I follow professional surfers like Alana Blanchard and Leila Hurst.

What do you want to be remembered for at Key West High School? I want to be remembered for being smart, nice, and a genuine person.

What three things do you want to accomplish before your 10-year high school reunion? Graduate college, travel around the world, and live in Hawaii for a few years.

Do you think you will make the Keys your permanent home? Why or why not?

I’m not sure because I want to travel and live in other places, but I also love Key West.

What organizations and activities are you involved with at Key West High School and why are they important to you? I am involved with lacrosse, NHS, Interact and Zonta. Lacrosse is important to me because it is fun and good exercise.
