New EOC plans coming together KATIE ATKINS

t will be a long time, possibly years, before Monroe County has a new emergency operations building in Marathon, but plans are in motion.

Hurricane Irma taught county officials much about the logistics and need for emergency operations to be housed in one building, and that building will potentially go on the grounds of the Florida Keys Marathon International Airport property. Exactly where has yet to be determined.

“Right now, we’re calling it a public safety complex, kind of like the new models seen in Charlotte and Leon counties,” said Monroe County Administrator Roman Gastesi. “We want all the first responders in one building and that’s what we intend.”

Emergency operations director Marty Senterfitt said the building will be about 30,000 square feet, and built about 20 feet above ground level.

“It’ll truly be built to withstand a major storm surge and will also be built to some of the highest wind speed standards. All of the systems in the building — water, sewer and generators — have redundant systems and it’ll be able to operate on its own for seven days,” he said.

The cost estimate is around $22 million, and no renderings have been drawn yet, Senterfitt said.

“There were some old sketches, but after Irma we realized they weren’t really adequate, so we’re going to redesign the whole floor plan,” he said.

Construction will be fully funded with federal and state grants, according to Gastesi.

“No local dollars,” Gastesi said. “It’ll have a good ‘wow’ factor, the way it should be for the most vulnerable county in the state.”

County building, zoning and planning departments will remain housed at the Marathon Government Center, and the Board of County Commissioners will continue to meet in the chambers there.

“A lot of government agencies use that room, and one of the challenges we’re facing is finding a place for training,” Senterfitt said, referring to the community emergency response teams (CERT) that have been training since earlier this year.

“A new EOC will give us a location that can be dedicated to disaster planning and training.”

So far, more than 300 Keys residents have been CERT trained, which involves training in basic first aid and survival skills and grants residents a “golden ticket” for re-entry after a hurricane.

Are there bears in Florida? Why, yes, there are, about 4,050 of the Florida black bears, according to the Florida Fish and Wildlife Commission. The closest population of them to the Keys is located south of Fort Myers and Cape Coral, all the way to Marco Island. The 2015/16 census suggests that there are about 1,040 bears in South Florida.

iddle Keys residents got a snapshot of what the future holds for Marathon City Council at Monday’s forum hosted by the Weekly and the Greater Marathon Chamber of Commerce.

Luis Gonzalez, George Neugent, John Kissick and incumbent Mark Senmartin are running for two open seats in the nonpartisan, at-large election. Voters had the chance to hear where the candidates stand on issues like the visual appeal of Marathon, vacation rental laws and how best to spend city money.

RESOLUTIONS Given the choice to sponsor their own resolution, Senmartin said he’d like to increase the transfer fee for Rate of Growth Ordinance units from $20,000 to $60,000. Gonzalez said he’d like to propose an ordinance governing taxicabs to increase safety; Kissick said he’d like to make changes to the building department so people can get permits easier; and Neugent said he’d like a sign ordinance in Marathon.

ARCHITECTURE On the topic of architectural standards for the U.S. 1 corridor, all candidates except Gonzalez agreed there should be requirements adopted. “I do not,” Gonzalez said. “I feel everyone should be able to develop their properties how they please. We don’t want trashy-looking places, but we want them to be maintained.”

AIRPORT “It’s a complicated situation,” Neugent said about bringing commercial air service to Marathon’s airport, adding he has spoken with the county’s new director of airports about the issue. “The FAA regulations create situations to where the FAA is going to be reluctant to bring in certain commercial carriers, but we can bring in the smaller regional jets.”

Council to hear airport, jail updates The Oct. 9 Marathon City Council meeting will feature updates on the Hurricane Irma-damaged jail in Marathon, future changes to the Marathon Airport runway, and a discussion about adding Middle Keys municipality representatives to the Baptist Health South Florida board. The council will also have a public hearing about Seaview Commons, a proposed 64-unit workforce housing project planned for Coco Plum. Developer Brian Schmitt is awaiting approval from the Florida Housing Finance Corp., as Seaview Commons is a tax credit project, before moving ahead with development. The meeting starts at 5:30 p.m. at Marathon City Hall.

Senmartin said he’s had meetings with smaller airlines, but air service in Marathon needs to come from the right carrier.

“I can wave a magic wand and hope to get them here,” Gonzalez said jokingly, while Kissick said he would encourage airlines to come to Marathon.

VACATION RENTALS Given the opportunity to change Marathon’s vacation rental law (state law currently does not allow changes), Gonzalez said he’d like to see a managing agent enforce the rules. “The quality of life for our residents cannot continue to be jeopardized by lack of enforcement,” he said. Kissick agreed, and Senmartin said he’s been fighting for home rule in Tallahassee for years.

“There’s nothing we can do now,” Neugent said. “They’ve preempted us, and enforcement is the most important thing we can do with the rules we have in place.”

EXPERTISE When asked separately what they can bring to the table, Kissick said he can listen to what people have to say and govern accordingly; “plus, I’m a good guy,” he said. Neugent said his relationships established over the years with Tallahassee and representatives at the state and federal level can be valuable to the city. Senmartin said in his fifth year on the council, he now knows “how the sausage is made.”

Gonzalez said “I’m going to say I know how to change the recipe and make it work for the citizens of Marathon.”

H

ow does the dissemination of misinformation confuse history? Here is one example: a few decades ago a local newspaper reporter was visiting Baltimore, Maryland. While there, he boarded the U.S. Sloop-of-War Constellation. The historic ship serves as a floating museum. During the reporter’s tour, a docent informed him that the Constellation was the first ship to arrive at Indian Key after the Aug. 7, 1840 attack during the Seminole War. The reporter walked away from his experience believing what he was told. When he returned home to Key Largo, he wrote a story about it for the paper. About a year ago, the reporter reached out to the Keys History & Discovery Center to relay the story of the Constellation’s service in the Keys, adding that he had also read the account in a book he had seen in the Islamorada library, or so he thought. Having never heard this story, there were questions that needed some investigating. First, based on the facts that the ship is 181 feet in length at the waterline and has a draft of 21 feet, it seems difficult to imagine a ship of that

size approaching Indian Key. Also, the U.S. Sloop-of-War Constellation was not commissioned until July 28, 1855.

As is frequently the case when it comes to the manner in which misinformation becomes incorporated into the historic record, there is a kernel of truth in the story. There was another ship christened with the same name, the U.S. Frigate Constellation, commissioned on Sept. 7, 1797. This first version of the ship did serve in the area. In 1835, it was sent to the Gulf of Mexico to offer support during the Seminole War. However, this Constellation was nowhere near Indian Key during the 1840 event. In 1838 and 1839, the ship was undergoing repairs. During the early 1840s, the Constellation was circumnavigating the globe. By 1845 the ship had returned to Norfolk, Va., and was later decommissioned. Broken up in 1853, some of the timbers of the frigate Constellation were used in the construction of the Sloop-of-War Constellation. In any case, no version of the Constellation was at Indian Key after the 1840 attack, but today there are any number of people who still think it was. And that is just one way misinformation becomes stitched into the historic fabric.

SPARKY’S LANDING Carolyn and Matt Anthony, pictured, are winning. The couple’s restaurant and bar has a perfect record when it comes to serving beverages during that golden window, also known as Best Happy Hour.

Since 2009, Sparky’s has won many awards, but always best happy hour.

“We’re happy our Happy Hour is able to make people happy for all these years,” said Carolyn. “We are humbled by the nominations as much as the wins.”

Sparky’s tends to win an assortment of awards each year. In 2018, it took home another superlative — Best Live Music Venue.

STUFFED PIG There can only be ONE best breakfast, apparently. The Stuffed Pig has won the award every year.

In 2018, The Stuffed Pig racked up 1,016 votes — or 39 percent of the tally — to edge out Marathon Bagel by about 100 votes, and Wooden Spoon in third place.

The breakfast menu features all the favorites, but folks LOVE the very special “Ultimate Bloody Mary” — featuring Grey Goose or Stoli Jalapeño vodka with a skewer of shrimp, sausage, bacon, and a stuffed olive.

3 Fun Facts • There were 2,842 votes cast in the 2018 Best of Marathon contest. Now, some people cast a vote more than once, depending on how many email addresses they currently possess. But it’s still a very healthy number. Consider this: About 3,300 voters decide who will be our next Marathon councilman.

• Few things in life are as perfect as a tie. The Butterfly Café and Plaza Grill both get a first-place prize for Marathon’s Best Fine Dining. They each received exactly 929 votes or 37 percent of the vote, edging out The Barracuda Grill with 642 votes.

• In the slightly odd category were the results of the Best Neighborhood.

Apparently, Key Colony Beach is the “Best Neighborhood” in Marathon although it is not technically, or even figuratively, within the city limits. Go figure.

BEST VET “I am so impressed with the outreach and the love from this small town community,” said veterinarian Dr. Mike Dunn, pictured, of Keys Animal Hospital. “It’s huge. I’m honored and humbled.”

If there were to be a “most loved” category in the Best of Marathon, it’s fairly certain that Dr. Mike Dunn would take home BOTH the Best Vet and Most Loved plaques. Heck, let’s throw in the He Never Ages award. (Seriously, what’s up with that?)

The Dunns – a family of six including wife Katherine and four children — have nine pets covering four species.

We asked him earlier this year about the guiding principle of his work.

“I want to take care of every animal. I have gotten a lot of breaks — scholarships and community support,” Dunn said. “To me, that means I have to give back to the community. I want animals to receive the quality care that they deserve.”

Our informants tell us he was eyeing the boxes of leftover fried chicken at the Best of Marathon awards gala and wondering how many he could sneak away with for the following day’s outing on the boat. But … he restrained himself.

“I thoroughly love my job and the people that help me do it,” Dr. O’Connor said, “and that includes my staff, and my patients. I hope our office can continue to provide the excellent service that this community so much deserves.”

BEST SALON SALON BLANCO Melissa Blanco, owner of Salon Blanco in Marathon, has so many wins to count: 2009, 2011, 2013, 2014, 2015, 2016, 2017 and 2018 AND A BRAND NEW BABY. She and her husband Steve Levine welcomed Skye Cielo Levine on Aug. 18. (Levine is the general manager of the Marathon Publix grocery store, which won for Best Customer Service; so that’s another win.) See the baby’s birth announcement on page 26.

BEST CELEBRITY JOHN BARTUS This man has had an almost unbroken reign of celebrity in Marathon.

Since the inception of the Best of Marathon awards back in ’09, John Bartus has only lost twice — to Mike Puto.

Bartus is, of course, a Marathon City Councilman, a publisher, an entertainer, and a columnist.

“I just happen to have very high-profile jobs. I play music live four or five nights a week, I serve on city council and I’m not known for necessarily being a shy, retiring or quiet council member,” he said. “Add in my former life as a radio personality, and the answer seems to be boiled down to one word: overexposure.”

Bartus also took home an award for Best Band — Storm Watch — and Best Elected Official.

ROTARY AWARDS An established element of the Best of Marathon annual awards is

special recognition for members of the community, singled out by the Marathon Rotary Club.

PERSON OF THE DECADE JASON KOLER AWARD JASON KOLER As this is the 10th annual Best of Marathon celebration, it’s time to introduce a new award. It’s special because both the award and the recipient are all about endurance and perseverance and prosperity. It will only be given out once every 10 years to a person who has demonstrated unparalleled commitment to the City of Marathon. The criteria for this award is volunteer service, longevity in the community, steadfast assistance in good times and bad, and someone who embodies the best qualities of Marathon.

This year’s recipient fits all these categories. He is a person who wants to see everyone succeed in whatever they are doing.

Over the past 10 years he’s built his business through a combination of hard work and by acting on the principle that we don’t rise alone, but together. So if he says, “Let’s give you some juice,” you know you have been marked for success. This person has spent many evenings and weekend afternoons away from home emceeing events for almost every nonprofit in town. He will be remembered for his jokes at the Habitat for Humanity spelling bee and the Sombrero Beach Run awards celebration, which for some reason he refuses to participate in although he could probably finish the course in just seven loooong steps. He’s flipped countless burgers, and consumed many “sodas” at the city’s 4th of July, and the Pigeon Key festival. He’s supported causes ranging from preserving the Old Seven Mile Bridge, to the rebuild of the hospital, to lowering the speed limit all over Marathon to 35 mph to make his new golf cart totally street legal. After Hurricane Irma, he collected shell-shocked friends and brought them into his office to begin the SBA paperwork. All of these things are true, but it’s this last thing that ALMOST made us nominate SOMEONE ELSE. We had to forgive him this one flaw. He’s a loose cannon, a reckless lunatic when it comes to … spelling.

MIKE PUTO MAN OF THE YEAR AWARD RICH MALAFY This guy may be biologically incapable of saying no. He has spent almost two decades in Marathon practicing law.

But “practicing” is such a mild word for his dedication to justice. Last year, he traveled to Las Vegas and came back with $40,000 in hurricane recovery money he collected from other lawyers (that’s not easy). This man has donated hundreds of hours to pro bono causes alongside the Monroe County Bar Association, Legal Services of Miami and the Put Something Back programs. He is also a huge supporter of the community’s backbone and lends his efforts to help Marathon’s teachers, first responders and nurses. He mentors and coaches Marathon High School students on the mock trial team. He has the love of a good dog, the love of a good woman, and he can put you on the big fish. Richard Malafy is the 2018 Man of the Year.

HENRY FLAGLER SETTLER AWARD MIKE LEONARD This recognition goes to a resident whose vision and determination has made Marathon a better place to live.

The recipient of the 2018 award gives of himself in many ways such as serving on the City of Marathon Planning Commission and as a mentor in the Take Stock in Children program. But over the past 12 months he has mostly dedicated himself to ensuring that Marathon residents will have access to quality healthcare for decades to come. He has raised funds locally and convinced friends from afar also to donate. And he has stood at the microphone and told poignant stories about his own family’s positive experiences with Baptist Health South Florida. The 2018 Henry Flagler Settler Award goes to the chairman of the Baptist Fishermen’s Foundation, Mike Leonard. Go buckeyes!

KAY GRADICK WOMAN OF THE YEAR AWARD MICHELLE COLDIRON The men and women who continuously lead our community with character, grit, humor – and, of course, no fear of getting their hands dirty – set an example for all.

One in particular stands out in the Middle Keys. She has unselfishly dedicated her time and energy helping rebuild Marathon over the last 12 months. She’s assisted the city and its residents in finding the right resources for recovery, and stayed civically involved on several boards and committees through the process. The Take Stock in Children Program, Zonta International, Greater Marathon Chamber of Commerce, Marathon Rotary, and Area Health Education Center are just a few of the organizations with which she is involved – all with the goal of making Marathon the very best it can be. Michelle Coldiron is the Kay Gradick Woman of the Year Award winner.

ROBIN TANNER PUBLIC SERVICE AWARD COACH ANDRA GARVEY Each year this award is given in the memory of one of Monroe County’s finest and the public service that she gave. Robin Tanner served us, protected us and lost her life in the line of duty. This person puts service above self.

It is said that the children are our future. It is well documented that sports make kids better. They learn discipline, teamwork and how to lose.

Athletics build confidence, leadership and problem-solving skills that last well beyond youth sports.

The recipient is making our future better by teaching our kids all of these things. We cannot recall a single youth sports event where he wasn’t a coach, umpire, referee, or organizer. Weeknights, weekends, you name it. He has coached many and is adored. He is one of the strongest role models in kids’ lives outside of their own families. Coach Andra Garvey is this year’s Robin Tanner Public Service award winner.

“Oh…The Games We Play” Oct. 19-28 Fantasy Fest, established in 1979, is an annual 10-day festival full of costumes, parades, libations, and fun. Started by a group of local artists, the festival celebrates the Florida Keys and its creative roots. It has grown into an imaginative, wild, and popular extravaganza, and is the largest festival in the Keys.

The festival brings revenue during an historically slow time of year and draws more than 75,000 revelers who stay at locally-owned hotels, eat and drink at bars and restaurants, and spend money throughout the Keys.

n Sept. 29, about 150 Marathon citizens (maybe more than that, whatever the maximum occupancy sign says) gathered for the annual Best of Marathon awards presented by the Marathon Rotary Club and the Marathon Weekly Newspaper. Almost 3,000 votes were cast in 55 categories, ranging from Best Place to Watch the Sunset to Best Bank. It’s a chance to celebrate what makes Marathon unique, what makes it prosper, and what makes it fun.

DOMESTIC VIOLENCE AWARENESS MONTH EVENT HELPS RAISE FUNDS FOR LOCAL SHELTER

his year, Monroe County’s Domestic Abuse Shelter (DAS) received 404 domestic violence hotline calls, served 139 women, 5 men, and 22 children and has been helping victims in Monroe County for 35 years. DAS has a 15-bed emergency shelter, has bought 55 bus passes, and has paid for 20 hotel stays and bought 10 bicycles for local transportation.

Domestic violence does not discriminate by age, financial status, religious affiliation, gender identity, or age. One in four women and one in seven men will experience domestic violence in their lifetime, according to DAS Executive Director Sherrie Schwab.

“We serve all of Monroe County,” said board member Rachel Neller, who is coordinating three “Bubbles and Bids” fundraisers on Saturday, Oct. 6 from 6 to 8 p.m., on Stock Island at The Perry Hotel, in Marathon at Lighthouse Grill, and in Islamorada at Islamorada Beer Company. “If you call us today, we are here to make sure you are safe and assist you to get help.”

The fundraiser wants the community to take a stand against domestic violence, with the proceeds from the silent auctions and specialty cocktails going to the shelter. “I ran into a man the other day who asked how he can help,” said Neller.

“His mom fled an abusive relationship with him when he was young and they stayed in a shelter; now he wants to help others who are in the same situation.”

Other services offered beyond the emergency shelter are a 24-hour crisis hotline, individual supportive counseling and advocacy, assessment of children, information and referral, case management, community education, professional training, primary prevention, courthouse advocacy, outreach services and safety planning. All services are accessed through the 24-hour crisis line, 305-7434440.

And all of it is for free. “We don’t charge the victims of domestic violence one penny,” said Neller.

Jennifer Powell, also a board member of DAS, said Monroe County doesn’t have any less of an issue than anywhere else. “It’s a blight on our society and I am working as hard as I can to help people who are trying to survive this,” she said. “It is difficult to reach out for help. I want people to know that we are there for them.”

The shelter is working on a capital campaign to eventually rebuild the 25-bed Middle Keys shelter that was lost in Hurricane Irma. In the meantime, officials are working on outreach and matching funds with fundraisers like the upcoming “Bubbles and Bids.”

Two blinks for no. On April 14, 2012, her mother was strangled, beaten, and left for dead by someone she tried to love and support.

She was a victim of domestic violence.

“This can happen to anyone,” said Morgan. “Your sister, your co-worker, your best friend, college roommate, neighbor, and even you.”

Every 10 seconds someone becomes a victim of domestic violence. Morgan urges people to volunteer, support and donate to domestic abuse shelters. “The more word gets out about this, the more likely someone’s life will be saved,” she said.

On Oct. 9, 2015, Jean Marie Morgan died. Her daughters Alyssa and Krista, both Marathon High School graduates, never heard their mom’s pretty voice again because of domestic violence.

SKYE CIELO LEVINE Skye Cielo Levine was born at 9:23 p.m. on Aug. 18, 2018, at South Miami Hospital, weighing 4.9 pounds and measuring 18.5 inches.

Mom is Melissa Blanco Levine, owner and hair stylist at Salon Blanco in Marathon. Dad is Steven Edward Levine, store manager of Publix in Marathon.

BRIEFLY Marathon Airport hosts 75th anniversary party The Florida Keys Marathon International Airport is celebrating its 75th Anniversary with a free, family-friendly event on Saturday, Oct. 20 from 9 a.m. to 5 p.m.

The celebration will be held on the Marathon General Aviation ramp located at 9850 Overseas Highway in Marathon. Event parking is at the main terminal parking lot (with golf cart shuttles to the celebration) and along the airport access road.

The celebration will include more than 30 historical aircraft, about 12 antique cars, the Monroe County Sheriff’s Office petting zoo animals, Irie Eats food vendor, music, video of historical Marathon airport photos, Body Language Studio dance routines, display booths and more.

The historical aircraft include: a 1931 Stearman Speedmail, a 1941 Waco, 1941 J3 Cub, a 1942 BEECH 18, a C45, a Republic Seabee, a 1942 Ryan PT22, a 1953 Cessna 195, a 1947 G73 Mallard, a Pipstrel Motor Glider, a 1946 Piper J3, a Kodiak 100, a North American T28B, a Citabria and a Rans RV8.

The Marathon Airport opened in 1943. It was built by the U.S. Navy as an auxiliary airfield for Naval Air Station Key West. It was deactivated as a military facility at the end of World War II and transferred to the Monroe County Board of County Commissioners for use as a civilian airport.

For most of its existence, the county owned-and-operated airport has been a general aviation facility. It had scheduled passenger airline service for more than 25 years in the past.

n Oct. 1, the Marathon High School volleyball team traveled to Key West. They went in with a 10-7 record, but had a bad night, losing all three games — 25-14, 25-8, 25-15. On Oct. 2, the team rallied with a win over Palm Glades.

“Grace Kirwan has really stood out over the last two weeks,” said Coach Kevin Freeman. She had 12 kills against Palm Glades and six aces.

MHS is the No. 2 seed going into the district playoffs, which begin the week of Oct. 15.

Next up, the team plays at Archimedean at 6 p.m. on Tuesday, Oct. 9, while the JV team tackles Island Christian School, also an away game, at 5 p.m. On Wednesday, Oct. 10, both the JV and varsity teams play at home starting at 4 p.m. against the SLAM charter school academy from Miami.

WHAT HAPPENS IN

n a little more than five years, new development will come to a grinding halt in the Florida Keys. At least, that is what the State of Florida has decreed for the islands it has designated an “Area of Critical Concern.” Beginning in 2023, it will no longer issue new building permits for Keys municipalities.

None. Zilch. Zip. Nada. If this comes to pass, what happens next? Will landowners sue because the state (and local governments) is gutting the value of their investment by preventing them from building their dream home on their vacant lot? Will that raise taxes?

What will happen to real estate values?

Will builders be out of business? The ramifications are wide and far-reaching. The future starts now.

lorida’s Comprehensive Planning law requires local government to inventory and evaluate all parts of a community to be able to determine future needs for development. This includes potential population growth, land area, water supply and utility services, school capacity, environmental concerns, and economic sustainability, among much else. The idea is to plan development rationally to maximize success to build better communities, and the services needed to supply them. The planning process is not to inhibit growth, but to accommodate it wisely.

But in the Florida Keys, there is another hurdle to development that has created a brick wall that will stop all development, irrespective of what other data might exist to encourage it. Development in the Keys stops when the state determines that we cannot evacuate all – 100 percent – of our population in 24 hours, in the face of a hurricane.

There are many ways government can stop development – setbacks, environmental constraints, zoning restrictions – but it’s rare if not unprecedented that any jurisdiction would stop all development on the threat of a natural disaster. After all, Europeans have lived in the Keys for more than 300 years, and have certainly suffered damage from hurricanes, but nobody has asserted that they couldn’t live here because of the threat of a storm. Nor, to the best of legal experts’ knowledge, has any government, anywhere, taken that position.

But Florida has said that to the people of the Florida Keys. The state has determined that the 24-hour evacuation requirement will be impossible to meet after 2023, and there will be no more new building permits issued in the Florida Keys after that date.

Florida’s no-permit edict is based on a “Regional Evacuation Transportation Analysis” prepared by the South Florida Regional Planning Council that forecasts the hurricane evacuation that will occur in South Florida. The study is based on limited assumptions. For example, it has devoted a very limited amount of consideration to behavioral elements. That part is based on a 2008 statewide regional evacuation study program that asked four questions — how many people would evacuate, when would they leave, what type of refuge would they seek, where they would travel for refuge. In Monroe County, the survey consisted of 400 random telephone interviews.

“The study is all about modeling.

And a big part of modeling has to deal with behaviors which are not as quantifiable,” said Monroe County Emergency Management Director Marty Senterfitt. “The evacuation model is a process that falls under growth management and has its own set of state statutes that govern it. The practice side is my world of emergency management. It is a totally different part of government.

You may have growth management policy, but you have the practitioners like me who carry out the hurricane evacuation.”

First and foremost, Monroe County’s growth rate is based on the study’s assumption of a 100 percent evacuation, when anyone who lives in the Keys knows you couldn’t get 100 percent of the Keys population to accept a $20 bill, much less unanimous evacuation. And why just 24 hours, in light of improved meteorological predictions, and the reality that evacuation begins much earlier in the Florida Keys?

“Our higher education institutions — University of Florida, Florida State University — have been studying hurricane evacuation for many years, trying to find a better model,” Senterfitt said. “But, because you’re dealing with social behaviors, that’s where the challenges are. Models are cutting edge for what they are, but hurricanes are all so different. When you start building behavioral models based on the last storm, the whole model goes out the window.”

The Regional Evacuation Transportation Analysis is limited in other areas as well. It evaluates evacuation in Dade and Broward Counties by anticipated storm surge and wind strength, based on anticipated landfall. In the Keys the evacuation is “not based on storm surge, but apportioned geographically, by sub regions: Key West, Lower Keys, Middle Keys and Upper Keys.” The growth management policy tasks the Keys with a total evacuation without determining the effect or strength of a landfall anywhere along the 130-mile length of the Keys.

The analysis apportions greater clearance times for the Upper Keys than the Lower Keys, despite the obvious fact that evacuation times would be shorter in the Upper Keys than in Key West and the Lower Keys. For Key West the clearance time is 16.5 hours; for the Upper Keys, 32.5 hours — it is unclear what those numbers are based on. What’s the logic for the longer evacuation time for the Upper Keys? The study only states that the “clearance time” is calculated from the point an evacuation order is given, to the point in time when the last vehicle exits the county. And, the study posits that the Keys will evacuate 24 hours before Dade and Broward, irrespective of the Hurricane’s strength and location, and then adds Monroe County into the traffic congestion caused by the Dade-Broward populations. It does not consider evacuation to the west, Collier County and west Florida, instead of north into Dade.

WHAT IS THE ‘MILLER MODEL?’ Miller Model is short speak for hurricane evacuation analysis. It was reportedly developed by a professor at the University of Miami for the Florida Keys, about 18 years ago, but despite weeks of searching, the Weekly Newspapers could not find a hard copy, and it’s only referenced online by other hurricane evacuation studies.

We did, however, find this tidbit from the University of Utah, published in 2010 by Reid Ewing.

“The conventional model is widely referred to as the Miller Model. The model is a spreadsheet-based program executed in Microsoft Excel. The model is comprised of 39 Excel spreadsheets, 31 of which relate to individual roadway segments. The 31 roadway segments are defined by roadway cross-section, capacity, and mile markers. The model is deterministic, predicting evacuation movement link-by-link, in 2-minute increments, assuming a 30 mph average driving speed.”

The Regional Evacuation Transportation Analysis relies on “maximum sustainable traffic flow rates” to show that the evacuation cannot happen in less than 24 hours, but it does not take into account the very efficient and experienced Monroe County Sheriff’s Office that successfully met that evacuation time frame for Hurricanes Wilma, Georges, and most significantly Irma. Nor did it consider the use of one way traffic on U.S. 1, which has not been necessary, but has been planned, nor the use of the newly constructed shoulders on the 18 mile stretch, although shoulder use is considered for I-95 and the Turnpike.

The analysis uses 100 percent occupancy for the time clearance model, including site built homes, mobile homes, and hotel/motels, for a total evacuation population of 89,351 (in 2015). It does not consider the practice of how Monroe County actually calls evacuations — in zones and phases.

For example, the county can call for an evacuation of all motels and hotels and RV parks 72 hours before the storm. Also, the analysis does not consider that many of the Keys’ “site built homes” are for winter residents only, and are unoccupied during hurricane season. In other words, the study calculates Keys’ population very loosely, and requires total evacuation of that number within a very specific time.

Senterfitt said from a logistical standpoint, fewer people make for an easier evacuation but the equation is much more nuanced.

“Even when I’m speaking publicly, I try to detach growth management policy with hurricane evacuation decision making. They don’t deserve to be in the same conversation,” he said.

And, yet, the state will stop new development in the Keys in five years despite this disconnect.

U.S. CONGRESSIONAL DISTRICT 26

With increasing gun violence in our country, how do we reconcile the need for safety and the right to bear arms?

CARLOS CURBELO* (R): I think Florida set an example on how Republicans and Democrats can work together. I support the Florida gun reform. I think we should have 72-hour waiting periods for gun purchases, universal background checks and raise the age to 21. These are solutions that will actually keep us safer.

DEBBIE MUCARSEL-POWELL (D): What our teachers need is funding for books, funding to teach, and not to be arm bearers. I believe we need to pass universal background checks and get military-style weapons off the streets.

BOARD OF COUNTY COMMISSIONERS A tax to support indigent care at Fishermen’s Community Hospital has been controversial. It will run from MMs 40 to 63 at a maximum 0.5 mills for 10 years, with the goal to raise $15 million. What is your response to constituents who oppose the tax, simply because there wasn’t a referendum?

DISTRICT 2 TOMMY RYAN (D): I don’t think they’re wrong in opposing the tax. I think there should have been a referendum. The whole proposal — if you’re against the tax, you’re against the hospital — that’s just political rubbish. They could well afford to do this without the tax, and when I asked, none of the hospital officials could say what the damages to the hospital were.

MICHELLE COLDIRON (R): As elected officials, we’re required to provide levels of service, and a hospital is a critical care service needed in the Middle Keys. It won’t last any longer than 10 years and every single year it’ll go to review by the City Council and they’ll approve it or write an ordinance disallowing it if it’s no longer needed.

DISTRICT 4 DAVID RICE* (R): I believe we did exactly the right thing.

The thing we gained from not going to referendum is we get to review the effectiveness of this process ever year for the 10 years. Had we gone to referendum, it would have been approved for the entire 10 years.

VICKI TASHJIAN (NO PARTY): I understand why people wanted to vote on this. I don’t think either side gave a very good report to the public so that people clearly understood what was going on. If you look at our tax base, we’re not going to have a tax raise overall. I’m not happy with the transparency issue and there needs to be better PR.

WALK FOR FREEDOM Event highlights the tragedy of human trafficking KRISTEN LIVENGOOD kristen@keysweekly.com

What were you doing when you were 12 years old? That is the average age of children preyed upon for forced labor and sex trafficking. Every 30 seconds, someone becomes a victim of human trafficking, the world’s fastest-growing criminal industry — a $150 billion business.

While on a mission trip in Honduras, Marathon resident Sheila Cook met a girl who was trafficked at 5 years old and rescued. (Only about 1 percent are ever rescued.) “I want to open people’s eyes to the seriousness of slavery and human trafficking,” said Cook. “It’s not just other countries dealing with this, it’s in our own town.”

To raise awareness, Cook helped coordinate the Florida Keys to take part in the National Walk For Freedom Day on Saturday, Oct. 20. “It is very serious,” she said. The walkers are encouraged to wear black and will walk from Marathon’s city hall a mile down the road and back. “We will be walking in a single-file line and no one will be talking.”

The walk has been happening for 10 years through the nonprofit organization A21, but it will be the first walk happening in the Florida Keys. Walkers are encouraged to raise at least $100, which is used to help A21 (known as 21st Century Abolitionists) combat the crime, as well as raise awareness about the signs of human trafficking.

“My hope is to educate people about this and educate local community members to look out for signs,” she said. “We need to know how to spot this and protect our children.”

Before and after the walk, two women will share their stories of being trafficked. After a conference in Miami, Marathon resident Cheryl Roll’s eyes were opened while walking through shipping containers used to transport people. “Standing in the small spot just big enough for a child to stand in that container really makes you think,” she said. “Human trafficking doesn’t look like what we expect it to look like.”

Red flags include things like skipping school, expensive gifts from boyfriend or girlfriend, overly jealous boyfriend or girlfriend who could be controlling, significantly older, and makes promises too good to be true, who is vague about his or her job, and more. “If you see something, say something,” said Roll, who had the national hotline number memorized 888-3737888. A victim can also text “help” to BEFREE (233733).

“The manipulation of how some of the children are pulled into this is scary. It’s well thought-out and well organized,” she said, while recalling a documentary she watched about victims. “They are scared to death, and they are naïve. I know it could have been me, you, any of us, at some point.”

The Walk for Freedom registration opens at 7 a.m. on Saturday, Oct. 20 at Marathon City Hall. To preregister, visit a21.org. The program starts at 8 a.m. with the speakers and includes a question-and-answer time period.

Truth & Politics Is veracity always a casualty in our divided nation?

T

urn the clock back 20 years.

Bill Clinton, 40th President of these United States, lied to the American people and lied under oath when asked about having sexual relations with Monica Lewinski.

The political right wing was upset, and Bill Clinton was impeached by a very partisan House of Representatives. The Senate, on the other hand, did not find grounds to convict. Clinton stayed in office and served out his term.

I was writing this same column (in a different publication) all those years ago, and I opined then that since Clinton had committed perjury — a serious offense and actual crime — he should resign. The chief law enforcement officer, which the president is, comes off as a bit hypocritical as an offender who gets a pass while other offenders go to jail on perjury charges.

Because the infidelity issue (which was by all accounts consensual) had so little to do with policy or national security, the president should have refused to answer the questions that were beneath the dignity of the office of president. Filled with hubris and entitlement, Clinton opted to lie under oath rather than challenge the judge to hold a sitting president in contempt of court.

Back to the present — and it’s funny how some things come full circle — Supreme Court nominee Brett Kavanaugh actually worked under Ken Starr on the Clinton case, rationalizing that the nation needed to know all the sordid details of Clinton’s extramarital exploits. Now he faces his own sexual allegations and potential lying-underoath accusations.

Not only that, but the political left wing is doing the same thing with Kavanaugh that Senate Republicans did with Merrick Garland in 2016. And angry whining hypocrite Senator Lindsey Graham, while auditioning for a spot in Trump’s cabinet, seems to have totally forgotten that he and his cohorts did the same thing then that he’s angrily accusing Democrats of doing now.

Regardless of what happened between him and Dr. Christine Blasey Ford in 1982, Kavanaugh hasn’t done himself any favors in his testimony under oath to the Senate Judiciary Committee. People on the left who believe Bill Clinton deserved a free pass for his perjury, as well as people on the right who believe Brett Kavanaugh would deserve a free pass if he perjured himself, are symptomatic of the partisan divide in America. Because if Bill Clinton’s lying was bad and impeachable, but Brett Kavanaugh’s lying isn’t that bad and should be overlooked, then that’s a real problem.

Unlike politics, truth isn’t malleable or variable. And a chief executive or a Supreme Court justice must be held to the highest standard of truth. Their jobs literally demand it.

Marathon is set to show Little Texas a little “love” on Saturday, Oct. 13 at the Coral Country Road concert at Marathon Community Park. The band will play along with Zach Stone and the Carousers, the Billy Rice Band and Jerrod Neimann (more on him next week). Little Texas hit big with their first radio release in 1991 with “Some Guys Have All the Love,” as well as their next single “First Time For Everything.” CONTRIBUTED
