NEW PROGRAM PROVIDES HURRICANE RELIEF

State gets $616 million for Rebuild Florida

tate level officials joined locals for the kick off of the Rebuild Florida program. The first phase of Rebuild Florida is the Housing Repair Program, which will assist families to rebuild their homes that were damaged or destroyed by Hurricane Irma. The program will distribute $616 million across the state of Florida, funds that came from the federal Housing and Urban Development Department (HUD). Rebuild Florida will be administered by the state Department of Economic Opportunity.

There are four ways for residents to begin the application process: • Visit rebuildflorida.gov.

• Call 844-833-1010.

• Visit the Keys’ only help center on the second floor in the state building next to the Marathon Government Center, 2796 Overseas Highway.

The center is open Monday through Saturday from 9 a.m. to 5 p.m. Bring identification.

• Beginning Monday, Oct. 1, the program will roll out mobile offices — buses — that travel to the most affected areas. The schedule will be on the website (above).

What sets this program apart is that it cuts out the middleman, so to speak. Residents who are eligible, and approved for the award, will have contractors and laborers sent directly to the damaged home; homeowners will not select their own contractors. It’s open to homeowners and landlords of properties that are rented at affordable rates. That includes repairs to, reconstruction or replacement of homes, including bringing the home into code compliance and providing resiliency for future storms.

It also covers completion of work to homes that have been partially repaired, and repair or replacement of manufactured and mobile homes.

The program is designed to help the most vulnerable — the elderly, people with disabilities and families with very young children. There are also income requirements and participants must earn less than or equal to 80 percent of annual median income — in the Keys, that’s $73,500 for a family of four.

roposed changes to traffic lanes at Aviation Boulevard and U.S. 1 are moving right along.

Monroe County Sheriff Rick Ramsay gave an update to Marathon City Council members Sept. 25 about ideas he first mentioned earlier this month.

Plans through the Florida Department of Transportation are to shorten the center median between 72nd and 73rd streets instead of completely removing it, as first proposed. A southbound turning lane is planned for U.S. 1 at Aviation Boulevard. The mouth of Aviation will potentially be widened so three lanes instead of two can safely travel. Cars turning right onto U.S. 1 from Aviation will have enough room to do so, while a car turning left, north, would have enough room to wait in a center turning lane.

trailers often end up hogging lanes, making it further unsafe for cars going north and south.

“So we’re going to cut that median down by 20 feet on both ends,” Ramsay said. “And, as for 72nd street, everyone pretty much agrees, coming out [onto Aviation] it should be a right turn only.”

He said FDOT has been “very receptive” and city staff is working to get the permits rolling.

“We think this is the best design and think FDOT is willing to pay for it,” Ramsay said.

The council also: • Approved reserving 64 affordable housing unit allocations out of its allotted 300 from the state for developer Brian Schmitt’s Coco Plum project, Seaview Commons. He is awaiting approval from the Florida Housing Finance Corp., as it is a tax credit project, before moving ahead with development.

• Approved a three-year contract with W.D. Thompson Inc., the sole bidder, to have the Sombrero and Coco Plum beaches raked for $143,637. The beaches will now be raked three days a week instead of two.

• Gave the final approval for the city to purchase the Quay Property in Marathon, with a closing date in the first week of October. The property formerly housed a restaurant and retail complex, which were destroyed in Hurricane Wilma in 2005. It comes with a price tag of $2.1 million, with the city mortgaging $1.57 million.

Who is your all-time favorite teacher and why? Mr. Murphy because he’s my coach and a great teacher. I have traveled farther with him than my own parents.

What is the dumbest rule at your school? Not being able to wear “hoodies” is dumb.

What is something you know now that you didn’t know when you were a freshman?

I know the same things.

What organizations and activities are you involved with at MHS and why are they important to you? I run cross country and track at MHS. They are important to me because I hope to pursue running after high school.

What are your plans after high school? I hope to run in college.

What do you hope to be remembered for at MHS? Academic and athletic accomplishments.

What is one favorite way to spend your spare time? Usually relaxing.

he 18th Amendment prohibited the manufacture, transport, export, sale, or possession of alcoholic beverages in the United States. The National Prohibition Act was also known as the Volstead Act. Andrew J. Volstead, a Minnesota Republican and chairman of the House Judiciary Committee, sponsored the legislation written to provide a means to enforce the 18th Amendment. It was passed by Congress on Oct. 28, 1919. When the 18th Amendment went into effect on Jan. 16, 1920, it ushered in a 13-year period known as Prohibition.

In the years that followed, up and down the Atlantic demarcation of the jurisdictional limit of the United States, hundreds of mother ships from Key Largo to New Jersey anchored along an imaginary line outside of territorial limits. It was known as Rum Row. These ships, stocked with liquor, awaited American captains willing to make the run out to international waters to conduct business in the hopes of making it back to shore where they could make a tidy profit.

Back on land, secret (and not so secret) drinking establishments popped up around the country and became known as speakeasies, drums, and blind pigs. One of these was Club Florence located in Key West at 1117 Duval St. Owner Raul Vasquez allegedly gave his club its particular

name because a number of the regulars had wives named Florence. Because Vasquez worked regular hours at a local cigar factory and could not always tend the bar, he kept a marble slab on the bar where customers could tally their drinks. Raul claimed never to have lost a bottle. Not wanting to advertise his illicit business by hanging the regular sign “Club in Rear,� he used gingerbread with the cutouts shaped like liquor bottles and the suits from a deck of playing cards to advertise the availability of booze and gaming on the premises. These days, 1117 Duval St. is home to the Speakeasy Inn. The Blind Pig, another Key West watering hole, operated out of the building at 428 Greene St. Built in 1851, the structure has served as an ice house and city morgue, wireless telegraph station, cigar factory, and bordello. Owner Isaac Wolkowsky rented the building to Joe “Josie� Russell during the Prohibition years for $3 a week. Russell operated the Blind Pig until Dec. 5, 1933, the day Prohibition ended, when he changed the name of his bar to Sloppy Joe’s. He would move the bar to its current location in 1938.

n Sept. 15, Dolphin Research Center was delighted to welcome about 600 people with free admission for the Keys Strong Dolphin Party. Seventy-four lucky people won the opportunity to swim with the dolphins and dozens of children were welcomed to the docks to greet new dolphin friends with backrubs. Even those who did not go into the water had time to splash and play in the Sprayground and watch the dolphins and sea lions in action in several sessions. Spirits were high; smiles and laughter were frequent.

The dolphins themselves equally enjoyed the attention and enthusiasm given to them by our guests that day!

During the day we learned that some of the attendees had evacuated their homes in the Carolinas and Georgia to escape from Hurricane Florence. How wonderful that the Keys could be their safe place!

The Keys Strong Dolphin Party was supported by others in the community who helped make it a great event. Many thanks to Ocean Breeze Rentals for donating use of a tent for shade; Publix and Coca Cola for providing complimentary water and soda; and James Norman for entertaining with his music.

The festivities began with the official Grand Opening and ribboncutting of the Jayne Shannon Rodriguez and Mandy Rodriguez Welcome Center. Thank you to Monroe County Mayor David Rice, County Commissioner George Neugent, Marathon City Mayor Michelle Coldiron, Marathon City Manager Chuck Lindsey, Greater Marathon Chamber of Commerce CEO Dan Samess, aide to Senator Marco Rubio Lea Padron, and Tourist Development Council District Advisory Committee III Chairperson Vicki Tashjian for joining us for the ribbon-cutting. The Welcome Center was funded by a TDC grant, private donations by DRC supporters, and public visitors.

n the last six weeks, Hurricane Irma marine debris removal throughout the Keys has been ahead of schedule – so ahead of schedule that another 41 canals have been added to the laundry list.

Adventure Environmental Inc. the lead contractor on the multi-million dollar cleanup project with Monroe County, has until March 2019 to bring the waterlogged debris to the surface.

During a discussion at the Sept. 19 meeting of the Board of County Commissioners, Adventure director Greg Tolpin said crews are 22 percent of the way through.

That leaves more time to clean an additional 41 canals, with 15 in Key Largo, 16 in Islamorada and 10 in Marathon.

“This is to stretch the existing $49 million grant further,” said Rhonda Haag, county sustainability director. “In some of the canals, there’s not a lot, so there is a diving team on each boat and they’re using the divers to get the stuff on the bottom.”

If there were no new canals added to the list, Adventure would still meet the clearing deadline by January for all 103 canals.

So far, 29 have been cleared, Haag said. Among the estimated 59,281 cubic yards of debris in all canals, about 12,000 has been collected, Tolpin said.

The debris includes a car and a minivan that were removed from a canal on Big Pine Key this week.

Adventure Environmental and subcontractor Arnold’s Towing of Stock Island have a combined workforce of about 60 people committed to the project using four grapple trucks, five sonar boats and 15 barges specifically built to perform in the Keys environment. Wood Environment and Infrastructure Solutions Inc. is monitoring the work.

The hurricane marine debris is being taken to nearby sites before being hauled to Homestead for proper disposal.

“A

ll I need is an excuse to come to Marathon,” said Billy Rice.

Well, he’s got one.

On Saturday, Oct. 13, the Billy Rice Band will join Jerrod Neimann, Little Texas, Zach Stone and The Carousers for a special all-day-intonight concert at Marathon Community Park. It’s being put together by the American Legion Riders Post 154 in Marathon and called the Coral Country Road.

What will set Rice apart from the rest of the musicians is the number of friends in the audience. That’s because Rice has owned a house in the Keys for decades, and sold his house on Mockingbird Lane just a few months before the hurricane.

“But I was just there, staying on my boat at Banana Bay,” Rice said.

“I have two passions — music and fishing.”

Back in the day, Rice did a lot of songwriting in Marathon. Which led to impromptu, backyard concerts.

“He’s a big deal and a hell of a songwriter,” said Steve Buckholt of Shelter Bay Marine in Marathon and former neighbor. “I’ve been to many of his concerts in his backyard. They started at about 8 p.m. and ended at midnight.”

Rice has toured extensively throughout Florida and graced the stage with acts such as Tommy James, The James Gang, Marshall Tucker, The Box Tops, The Turtles, Mamas & Papas, Moody Blues and even Eric Clapton. He’s also played with Toby Keith, John Michael Montgomery, Lonestar, Danny & Frankie Toler from the Allman Brothers, Ricky Lynn Greg from the band Head East, and Mark Chesnutt.

According to Rice, about 90 percent of the music he’ll play at the one-day festival is “rockin’ country stuff” and all original. Tracks from his latest album include “Taking on Water,” and the title track “I’m Just Saying.” But he also performs a chillingly good “Wicked Games.”

He approaches the music with a songwriter’s appreciation of what makes a good tune: good lyrics. For residents of the Keys, that makes for a good time.

y the time Christmas rolls around, Claudia McEwen will be able to decorate her brand new 76th Street home.

With the exception of the last 12 months, she’s lived on the same lot since 1982. Like many, McEwen lost her home to Hurricane Irma and has spent months jumping through hoops, she said, to get a new home.

Sept. 21, she jumped for joy instead, as both parts of an elevated modular home were delivered from Lakeland, Ga., and set on their pilings.

Next, the two parts will be “married,” as the manufacturer’s general manager calls it, with all the finishing touches complete around November or December.

“The happy ending starts today,” said Marilyn Tempest, who spoke about McEwen, her friend of 20 years.

“She is concluding a post-Irma saga.”

“I never had to worry about a place to live,” McEwen said. “(Tempest) took me in after the storm, and I took care of her house until she came back to the Keys in December. We’ve been friends for a long time and she and I are both very active at Marathon Community Theater.”

McEwen was a local pediatrician from 1980 to 2000, and followed that career as a paralegal until 2015.

The ground-level oceanside home she bought in 1982 flooded during the storm.

“Everything below five feet was pretty much destroyed, so I jumped through all the hoops and did all the things and bought this new house,” she said.

The 1,400-square-foot modular was manufactured by Affinity Building Systems.

“The Keys are our biggest market,” said district sales manager Frank Marrow. “We’re booked now through February, with about a dozen of our homes going up in Marathon.”

They’re built to withstand 180-mph winds, he said.

“I went through about six of our homes after Irma, and there was no damage in any of them, up and down the Keys,” he said.

The street is just one of many being “resurrected in true Marathon Strong fashion,” Tempest said.

“I’m so ecstatic,” McEwen said. “It’s going to be my Christmas present to myself.”

She also thanked Keys Contracting for its help through the process.

With new lunch hours, and new owners, Barracuda Grill is winning over old friends and a new clientele.

“We’ve only been once but are looking forward to a return trip to try some other items on the menu. The steak fries are just … evil,” said Patty Ivy, laughing. “And the cole slaw has blueberries in it!”

Romin and Yani Burdiez’s approach is simple — it’s all about quality and friendliness.

Those opposite-of-evil steak fries are made in house. (The distinction between Barracuda’s fries and their frozen brethren is impossible to miss.)

The seafood is fresh, the lettuce is crisp, the rice and beans are delicious.

For lunch, patrons flock to the fish wrap or tacos, or the buffalo shrimp wrap. The latter has a mild bite, but that doesn’t overwhelm the rest of the ingredients. Don’t miss the chance to try a cup of the Grill’s tomato soup. It’s hard to identify the secret ingredient — Romin says it’s “love” while patting the center of his broad chest — but diners detect a hint of something Asian. Lemon grass? Curry?

For dinner, start with the calamari appetizer. It’s lightly breaded and deep-fried, topped with tomatoes, oinions, cilantro, banana peppers and finished with a house-made Key lime sauce. Then move on to the duck, or the filet mignon, or the lamb entrees.

Romin has a deft touch with those dishes, as well, and his ability hasn’t gone unnoticed.

Yani, who runs the front of the house, said customers are pleased across the board. That’s no small feat, considering Barracuda Grill has always had a place in Marathon’s fine dining scene.

“They say it’s as good as, or better,” said Yani. “It gives me goose bumps.”

The restaurant has lunch and dinner hours Monday through Saturday, and soon will make the space available for private parties on Sundays. It has many gluten-free and vegetarian offerings, with more to come, Romin said.

Romin, who has been cooking in Marathon for almost two decades, said he was lucky to learn from some very strong mentors.

“Whatever I make, I want to make it well,” he said.

n a little more than five years, new development will come to a grinding halt in the Florida Keys. At least, that is what the State of Florida has decreed for the islands it has designated an “Area of Critical Concern.” Beginning in 2023, it will no longer issue new building permits for Keys municipalities.

None. Zilch. Zip. Nada. If this comes to pass, what happens next? Will landowners sue because the state (and local governments) is gutting the value of their investment by preventing them from building their dream home on their vacant lot? Will that raise taxes?

What will happen to real estate values?

Will builders be out of business? The ramifications are wide and far-reaching. The future starts now.

ack in 1972, Florida initiated a statewide planning and growth management law that required each county to create a “Comprehensive Plan” for land use management and to accommodate the fast population growth Florida was experiencing.

In the 1960s and 70s, the Florida Keys had become infamous for rampant drug smuggling and ineffective government.

Local Keys government appeared to accommodate both smuggling and unrestrained development. One of the issues that brought the development issue to state attention was a 1972 plan to build three high-rise apartment buildings in Marathon, which led to a well-publicized campaign for “No high-rise in the Keys.” As a result of the public outcry, only one tower was built (Bonefish Towers) but development in the Keys was now on the state’s radar. Because of the Keys’ unique environment, and the risk to America’s only living reef, environmental organizations such as Friends of the Everglades, 1000 Friends of Florida and local activists such as George and Mary Barley in Islamorada lobbied the state to do more to protect the Keys from overdevelopment and inadequate governance.

Locals are very used to living in an “Area of Critical Concern” — it’s as normal as sliced bread. But there are only five such areas in Florida — City of Apalachicola, City of Key West and the Florida Keys (counted separately), The Green Swamp, and The Big Cypress Swamp. In Apalachicola, the area measures about 12 city blocks by 13 city blocks. The Green Swamp and Big Cypress Swamps are very sparsely populated. While there are environmental stipulations that come with this designation, it only has one purpose: “to guide local government growth and development decisions related to local comprehensive plans and land development regulations.”

comprehensive plan. (Under Gov. Rick Scott, the Department of Community Affairs morphed into the Department of Economic Opportunity.)

In 1992, the state required the county commission to pass a Rate of Growth Ordinance (ROGO), which severely limited the number of buildings to be built in the Keys. No further development permits would be allowed. This restriction was based on the state’s evaluation of the limited resources available within the Keys, and most importantly, the state’s determination that the restrictions imposed by ROGO would allow all residents of the Keys to evacuate within 24 hours in the event of a major hurricane. That evacuation model has been the primary rationale for restricting growth in the Florida Keys.

But why 2023? How did we arrive at that expiration date? Well, in 2012, the state and Keys municipalities came together to determine how many more building rights could be given out before the hurricane evacuation model reached “capacity.” At that meeting, it was determined that there was “one hour” of evacuation time left, or equal to the time it would take an extra 3,550 households to evacuate. The 3,550 permits were split among the county (with the lion’s share), Key West, Islamorada, Marathon, etc. The entities then identified a rate at which they would dole out the building allocations … which brings us to 2023.

There is no firm count on how many lots are still undeveloped in the Keys. Some put the number at about 3,500; others, as high as 10,000. The concern is that in 2023, there will be many, many property owners suing the county and the cities for compensation for the “taking” of their right to develop their property. At today’s property values, such a liability is far beyond the local governments’ ability to pay. That threat is perceived as a financial Armageddon by Keys governments.

“Back in the ’80s I think we estimated that it would cost $1 billion (to purchase the lots without allocations) that would be paid by the federal, state and local governments. It was too big a number to focus on. But looking back, and seeing what happened with sewage treatment, it could have been possible,” said Pattison, referring to the high cost of sewering the Keys.

In the mid-’80s, the Keys became a guinea pig of growth management, required to come up with a growth management plan long before it was required of other counties. Now, in 2023, the Keys will once again be first to test the “no new development” waters.

In response, in 1974, the state decreed the Florida Keys an “Area of Critical Concern.” (Key West’s separate Area of Critical Concern designation would come later.) In 1979, the state passed “Principles for Guiding Development” for the Florida Keys. The state took over the previously local responsibility for land management and development oversight. In real effect, all development in the Keys would be run by the state until the state had confidence that local governments could be trusted to protect the valuable resource of the Keys. That lack of confidence was not misplaced. Back in the 1980s, the City of Key West was dumping 6 million gallons of raw sewage into the ocean every day. In 1980, Monroe County approved Port Bougainville – a 2,800-unit development on 406 acres in the Upper Keys.

In 1982, a countywide election put new progressive leaders in the judiciary, state attorney, public defender, and county commission seats. A proposed comprehensive plan was presented at public hearings throughout the Keys, and in 1986 a new county commission passed the county’s first Comprehensive Plan and Land Use Regulations.

The plan evolved over 88 meetings — every single one of them attended

“I’m not sure why the hell that happened,” said Swift. The gargantuan task was accompanied by much opposition, including that of former state Rep. Joe Allen, who encouraged Keys residents to fight back against the state. Tensions were high at the meetings, and a report in a 1986 issue of Florida Trend magazine said an audience member at a public hearing tried to attack a speaker with a knife.

“I don’t remember that,” Swift said, “but I was at plenty of meetings where people shook their fists and shouted.”

In 1983, Charles Pattison was a Keys field agent for the state Department of Community Affairs, charged with overseeing Keys development.

(He is now director of Monroe County Land Authority.)

“The early days were contentious.

Anything the county did had to be approved by DCA,” he said.

The state and the county began cooperating in land use decisions, and the state slowly transferred more responsibility to local government but retained overall control over development in the Keys. For example, in order to build, a developer must meet a number of state-mandated requirements regarding open space, size of the building, etc. However, the state Department of Economic Opportunity must still approve changes to the

Ralph De Palma (D): I am a licensed commercial pilot and hold airframe and power plant certificates, worked on the Space Shuttle. Drone use is being tested for surveillance and some minimal treatment activities. But are in the very early stages. FKMCD will need to replace old airframes soon. I can help guide those procurements.

Phil Goodman* (R): For the past four years we have used two small drones, within restricted limits. Numerous governmental regulations currently prevent us from expanding use. We will always have large areas to chemically treat that require the new, larger aircraft. Michelle Coldiron (R) Tourism needs, traffic snarls and quality of life issues matter Keyswide. Let’s form a Keys Sustainable Coalition with stakeholders from tourism, businesses, neighborhood associations and government.

We’ll brainstorm solutions such as expanded mass transit or establishing ferries and area trolleys to reduce the number of cars on the road.

Tommy Ryan (D) I don’t believe it’s only the Upper Keys that deals with tourism fatigue. Perhaps the TDC could use brick-and-mortar funds to address the issue, such as more bus service from mainland airports. The county and municipalities could join together to get a mass transit system working.

Tourism fatigue can be expressed in terms of too many cars, too little highway.

Potential solutions are: 1. Placement of temporary housing for emergency relief workers. Many are commuting daily from Broward and Dade. 2. Greatly enhanced improvements in public transportation for both workers and tourists.

3. Place a toll on U.S.1.

Vicki Tashjian (No party) This is a difficult issue that has increased over time. Explore options for mass transit and include positive advertising to get off the road. Another issue is the day-trippers that bring boats, especially in the Upper Keys. I think about this often. MARATHON CITY COUNCIL Should the City of Marathon spend money on a “splash pad?” How much should the city spend and where should it be installed?

Mark Senmartin* I am currently pursuing a splash pad. It can be funded almost completely with grant money and private funding. We haven’t decided on a location, but Rotary Park is an option. Having a safe place for our families to come together and enjoy themselves should be one of our goals.

George Neugent Absolutely! Location: the city park; centrally located with existing infrastructure and a respite for users of the park on our long, hot summers. It would be an almost year-round asset for our youngsters and if it’s open to the general public, it should qualify for TDC funding. A very nice one would cost $650,000.

In order to build a small splash pad, like the one in Key West’s Cozumel Park, you will have to spend roughly $200,000 as they did. The playground cost another $80,000. The splash pad at Key West’s Truman Waterfront Park cost roughly $500,000. I think the best place for it is at the park behind City Hall. There is lots of room and room for parking.

The city should have conversations with Crane Point to determine the status of the project, which is part of their long-range plan. This soft-spoken man (salty words notwithstanding), who identifies as a Texan, has made Marathon his second home for six years. Most recently he was the commander of the 4th Amphibian Assault Battalion headquartered in Tampa, which represents 40 percent of the Marine Corps Amphibian Assault capabilities with companies in Virginia Beach, Virginia; Jacksonville, Florida; Galveston, Texas; and two in Tampa. There were roughly 1,200 men in his command.
