DOLPHINS GRANTS HELP KEYS GROUPS

Organizations benefit from team’s charitable donations

P

ost-hurricane grants from the Miami Dolphins are helping several Keys charitable organizations.

After Hurricane Irma hit, Miami Dolphins Owner Stephen Ross announced a pledge of $1 million to rebuilding efforts for the region. The Dolphins also announced efforts to help the recovery.

On Sept. 12, the Miami Dolphins and Baptist Health South Florida teamed up to donate equipment to the Key West High School, Marathon High School and Coral Shores High School football teams.

The team also selected the following grant recipients: Catholic Charities of the Archdiocese of Miami: financial housing assistance as a part of the efforts to help rebuild Monroe County after Hurricane Irma.

The Education Coalition of Monroe County (ECMC): to purchase athletic shoes and attire, athletic gear (shin guards, gloves, etc.), and to pay for camps for high school students.

Fishermen’s Community Hospital (Baptist Health): support for Baptist Health Foundation’s fundraising campaign to build an entirely new Fishermen’s Community Hospital in Marathon.

Florida Keys Children’s Shelter: to help fund the salary of a counselor for youths in the Florida Keys for 12 months.

Florida Keys Healthy Start Coalition: to provide care coordination and support services to pregnant women and families with small children; to include providing necessary baby items and supplies along with community building, mental health, and educational programming to families.

Habitat for Humanity of Key West and the Lower Florida Keys: for help with purchasing required architectural drawings for hurricane recovery critical home repairs.

Habitat for Humanity of the Middle Keys: to assist with the cost of materials and supplies for critical repairs to homes.

Key Bridge: to provide additional mental health support.

Reef Relief: for the Discover Coral Reefs School Program.

Sugarloaf School and Community Park: to rebuild and upgrade the park.

Catholic Charities of the Diocese of Venice: direct assistance to those individuals and families still in a hurricane relief recovery process.

Key by the Sea canal finished, more in the works

“T

he future is not bleak,” said Marathon City Manager Chuck Lindsey at Tuesday’s City Council meeting in an update about Hurricane Irma recovery and the city’s financial position.

“It’s a little nerve-wracking going into this season but we are by no means destitute,” Lindsey said of the city’s financial situation.

The city has submitted claims for $32 million in damage to the Federal Emergency Management Agency for reimbursement, $12 million of which was for debris removal.

“Projects like the beach, parks, the things that we need funding for are still kind of on hold until we see money from FEMA, and in the FEMA system we have numerous projects which have been submitted” for reimbursement, he said. FEMA has obligated, or approved, $700,000 for Marathon, which must now be sent from the state.

City Planner George Garrett said cleanup of the canal at Key by the Sea in Marathon is complete, along with two others as part of the county’s Natural Resources Conservation Service grant.

Also, a half-sunk houseboat in Dodge Lake has been made a priority for cleanup, he said.

According to a weekly progress report from the county, more than 645 cubic yards of debris were been removed from the Key by the Sea canal. The total volume of marine debris removed Keyswide is nearly 1,600 cubic yards. In Marathon, 17 canals were severely affected by the storm.

The county is also working on submitting documentation to the Natural Resources Conservation Service for a number of additional canals, 10 of which are in Marathon. An NRCS grant is being used for the cleanup.

In other matters, a new agreement was presented to the council concerning the new Middle Keys hospital tax, after council members requested it be reviewed each year rather than it being “automatically renewed” as written in a previously approved ordinance.

The council agreed it should be reviewed at the first March meeting of each year, but Councilman Mark Senmartin voted “no” when it was time to call the roll.

“I have serious reservations about entering into this with the county without having a contract in place,” he said, adding that the county would most likely have a finalized contract with Baptist Health South Florida by October.

The Board of Monroe County Commissioners-approved taxing district was first approved in June. The tax will be .05 mills or less for a maximum of 10 years. The county commissioners approved it for a second time in July, unanimously.

The goal is to raise about $15 million from the tax, which encompasses the stretch between MMs 40 and 63, with proceeds going toward indigent care.

A

t 11 a.m. on some random Thursday back in 2006 I realized our page designer wasn’t going to show up for work.

She had an affinity for beer and wine, so I made the call to her favorite watering hole as we were scheduled to print at 6 p.m. The bartender helped me narrow down the search to a trailer park and guessed she was “in the one without a door.”

I found her, and our staff of five published the paper.

The last 15 years have been rife with adventure as we have grown this publication to become the only locally-owned and -operated publishing company covering the entire Florida Keys.

Today the Weekly employs 12 full-time staffers, two parttimers, four freelance writers and several stingers that work across our offices in Tavernier, Marathon and Key West. Our employees are our greatest asset and we gauge our success through their achievements.

They have helped us grow in spite of odds stacked against us.

We survived the recession, hurricanes, screw worm, Cay Clubs, power outages, traffic jams, late night council meetings, personal attacks, competition that challenged our market position and the national shift

away from printed journalism- a shift we recognize and understand. Fortunately for us, locally-owned community newspapers are thriving across the country and the Weekly is no different.

Our biggest frustration has been how to properly expand the business. Britt and I have spent the past few years assembling a staff that thrives on experimentation, which has enabled us to expand our services to a complete media and marketing company. Our staff would work themselves to death and, in fact, one of our page designers, Javier, may be decomposing in front of his computer as I type this.

The three editions come out every Thursday and we average about 35 magazines a year that cover a wide range of local topics like hurricane preparation, home and garden, lobster mini-season, local dining and real estate.

While the Weekly’s corporate portfolio has increased at the same pace as the staff, our commitment to the communities we serve remains constant.

We continue to serve in Rotary clubs, support our local non-profits, volunteer, and take the time to learn about what is important to our readers. Your stories are important to us and we look forward to many more years of covering the Florida Keys.

he Adams-Onis Treaty incorporated the Florida Territory into the growing United States. The rights to the Florida Reef were also part of the treaty when, though signed in 1819, it became effective in 1821. What soon became apparent was the need to light the dangerous reef line as ships worked to carry goods between the Mississippi River and the Eastern Seaboard. One of the early attempts came in the form of lightships, twomasted schooners that could be anchored at strategic locales along the reef and serve as navigational beacons. Each of the ship’s masts was equipped with a lantern that, when lit, would be visible for a distance of 12 miles — in theory. The schooners, too, were equipped with bells that would clang and carry over the ocean’s surface with every roll of the tide.

At one time or another, at least five lightships served along the Florida Reef, including Aurora Borealis marking the Dry Tortugas, Honey marking Sand Key, the Key West Lightboat, and the Caesar and Florida marking Key Largo’s Carysfort Reef, historically described as the most dangerous tract of coral in the barrier reef system.

It was 1824 when Congress allocated $20,000 for the construction of a 220-ton two-lantern schooner to be stationed near Carysfort Reef. The schooner, christened the Caesar, set sail for Key West in 1825, but encountered squally weather and was blown ashore near Key Biscayne. The transport crew abandoned the ship that was later salvaged by wreckers and brought to Key West for repairs where John Whalton, her new captain, was waiting.

The Caesar was repaired, restocked and re-crewed, and Captain Whalton set sail for Turtle Harbor, a safe anchorage near Carysfort Reef.

The Caesar would be remembered as having the shortest career of any lightship as it began to deteriorate after only a few years of service. In 1830, Congress would again allocate $20,000 to build a replacement. The new lightship was christened the Florida.

The lightships were not always effective, as Commander David D. Porter, U.S.N., of the U.S. mail-steamer Georgia, pointed out in a letter dated July 1851. “On the reef near Cape Large, the floating lightship, showing two lights, intended to be seen twelve miles, but they are scarcely discernible from the outer ledge of Carysfort Reef, which is from four to five miles distant.

On to (sic) occasions I have passed it at night, when the lights were either very dim or not lighted.�

Layton’s Bruce Halle elected unopposed SARA MATTHIS

ruce Halle lived all over the states as his banking career unfolded — Miami, New York (twice), Phoenix, Maryland (twice) and one fouryear stint overseas in Brussels.

He started as a clerk at American Express making $91 a week and ended as a managing director of CitiBank before retiring three years ago.

And now, he is the mayor of the Keys’ littlest burg — Layton. Located at MM 68, the tiny town boasts about 155 homes and 160 registered voters. But Halle didn’t have to count the ballots to win — he ran unopposed and will assume the seat held

by Norm Peterson for 17 years.

How many shady back-room deals did he have to conduct to be named mayor?

“I just had to register to vote,” Halle said, laughing. “There were no backroom deals!”

More seriously, he added, “I figure if you live in a place, you should have a stake in making it a better place.”

Do you intend to serve 17 years as mayor like your predecessor? I don’t think so; I’m 70 years old. I think a term or two.

What projects are on-going in Layton right now? Well, we’re finishing up the repairs to city hall after Hurricane Irma. (It’s the small building on the highway right next to the fire station.) In the budget for next year is repaving the roads. Layton has an operating budget of about $250,000.

What does the mayor do on a day-to-day basis? Well, there’s lots of meetings and activities that you go to. We have a spot on the fire board for District 1, and we attend various workshops hosted by groups like the Heritage Trail and emergency management.

What’s the structure of Layton’s city government? We have five councilmembers, a mayor, a city clerk and city manager.

The council and mayor are unpaid positions. We employ a couple of people for maintenance, but we outsource law enforcement and sewer to other agencies.

Why did you choose Layton for your retirement? We had friends here, but I thought I was going to retire on a golf course somewhere in the Carolinas. But my wife said, “Let me explain this to you. You’re 70, and you have a bad hip, and you’re going to be overlooking the 15th green and you can’t play. But, if you live in Layton, you can still go out on your boat and fish.” That was the pitch. (Halle and his wife, Linda, have been married for 39 years.)

What’s your guilty pleasure? Spending time with my wife.

We’ve always worked full-time and she works at the Dolphin Research Center. I just like to sit down with my wife, have a drink, and chit chat.

Beer, wine or scotch? Martinis.

You’re stranded on an island; what three things would you want to have? My satellite phone, water, and a supply of food.

For lunch with one famous person, dead or alive, whom would you choose and what would you eat? Enzo Ferrari and red wine and pasta, of course.

What’s your best fish story? I was out with Capt. Billy Harbaugh and Frank Riley and we had just pulled two nice-sized cobia up to the side of the boat. All of the sudden, the bottom moved. This huge 700- or 800-pound jewfish came up and swallowed them both. In one bite. It was like a Volkswagen came off the bottom.

When you were little, what were your career ambitions?

Mechanical engineering.

You are a recent graduate of the Leadership Monroe class.

What’s the big take-away? I really developed interesting relationships with my class members. Not to be trite, but it really broadened my connections within Monroe County. This year, our city clerk Mimi Young has been accepted into the class.

My motto or favorite saying is … It’s better to give ulcers than to get them. Or, one of my father’s favorite sayings: Most of the world’s work is done by people who don’t feel very well.

Middle Keys mark history with Irmaversary events

silent auction, chicken dinner, 50/50 raffle, face painting and live music were all part of Saturday’s “KeysStrong-er” event at the Overseas Pub to raise money for Keys Area Interdenominational Resources (KAIR). The party was dual-purpose, raising money for the food pantry and observing the oneyear anniversary of a storm that left its mark on Marathon. On Sunday, the City of Marathon hosted a come-one, come-all celebration at the park. It featured free hot dogs and ice cream, little dancers, music and an opportunity to re-live what makes Marathon so special — the bond we share.

hat started off as a rainy Saturday morning turned into the perfect recovery celebration day at Big Pine Key Community Park. Although half of the park is still closed down due to the hurricane, a new observation pier was unveiled at the event. The event brought out local nonprofits, reaching out to anyone who is still needing help, as well as free food, drinks, entertainment and more.

s municipalities Keyswide move ahead with comprehensive plan amendments to accept hundreds of affordable housing units from the state, the Board of County Commissioners meeting on Wednesday, Sept. 19, should reveal direction for unincorporated Monroe.

Commissioners will have a long-awaited discussion about the initiative, announced in early May. No action has been taken on behalf of commissioners to acquire the units.

Each municipality can apply for 300, while those living in the future units will be required to evacuate within 48 hours of a major hurricane, like tourists and people in travel trailers. Thirty hours in advance of tropical storm winds is when phased evacuation of permanent residents begins.

After the unit proposal was announced, Commissioner George Neugent said at the May 16 meeting, “We were blindsided by this happening at the level and degree that it happened. Whether we take them or not, the Keys are going to change.”

County attorney Bob Shillinger said one of the risks of not accepting the units involves potential “taking” lawsuits come 2023, when there is no more development allowed in the Keys. Who will pick up the tab as a result of the statemandated ROGO, the rate of growth ordinance?

“So when we get the first set of takings lawsuits, the state could say, ‘We offered you some (units) and you didn’t take them.’ You don’t know who the players are going to be, but you’re handing them a potential argument that ‘We offered you an option five years ago and you didn’t take it.’”

The units cannot be accepted until the comprehensive plan is changed to allow for them, which is a lengthy process.

There will also be a presentation about debris removal from canals in unincorporated Monroe, Marathon and Islamorada.

It’s been nearly a month since contractors at six different sites throughout the Keys simultaneously began the cleanup under Adventure Environmental Inc. They have through March 2019 to clean up the waterlogged debris.

The county is using a grant of $49.2 million from the U.S. Department of Agriculture’s Natural Resources Conservation Service (NRCS) and its Emergency Watershed Protection Program.

It’s divided into $35.2 million for unincorporated Monroe, $7.5 million for Marathon and $6.5 million for Islamorada.

The meeting starts at 9 a.m. at the Murray Nelson Government Center in Key Largo.

he cities of Key West, Marathon and Islamorada have already begun changes on land development regulations in order to accept 300 affordable housing allocations (per city), gifted by the state in May. “For business owners across the Keys, the availability of affordable workforce housing has been a challenge that was compounded by Hurricane Irma,” said Gov. Rick Scott in a press release.

Monroe County has yet to take any action on accepting 300 affordable housing allocations for unincorporated Monroe County. If the BOCC were to vote on this today, would you move to accept or decline the extra allocations?

MONROE COUNTY COMMISSION DISTRICT 2 Michelle Coldiron (R): More workforce housing is a critical necessity. Accepting the 300 housing units requires changes in the Comprehensive plan and LDR. The changes must consider natural resource protection, infrastructure management and hazard mitigation, including the plan for mandatory evacuation. If the state approves the changes, I would vote yes.

Tommy Ryan (D): I would vote to decline. This so-called gift to the county is an attack on home rule. The 48 hours rule is questionable on how it would be enforced. The county has worked hard, and the people have voted to maintain our land use. What’s to stop any governor from stepping in and over ruling our county planning?

MONROE COUNTY COMMISSION DISTRICT 4 Vicki Tashjian (No party): I would vote to accept the 300 allocations.

Whether they are used or not would remain to be determined.

I believe it’s better to have and if down the road, they are not needed or ROGO has prevailed, return to the state.

David Rice* (R): This item will be discussed at our BOCC meeting on Sept 19.

Unless there appears new information before that date, I plan to vote in support of accepting. This represents 300 takings cases, which will not be paid for by Monroe County taxpayers. It’s an estimated savings of $60 million and 300 additional affordable workforce homes.

IRMA, ONE YEAR LATER

Recovery can take a long time‌

T

his past week marked the one-year anniversary of Hurricane Irma’s destructive path through the Middle and Lower Florida Keys. Homes and businesses were destroyed, lives were upended, and some lives were lost because of Irma’s aftermath. In my direct experience with four large and powerful hurricanes, it’s easy to understand why recovery takes years, not just months or weeks.

For many South Floridians, Hurricane Andrew in 1992 was a sobering reminder just how destructive these storms can be. A very compact but powerful hurricane, Andrew roared through Homestead, Florida City, and South Dade County (it wasn’t Miami-Dade at the time) like a 30-mile-wide tornado. I can remember reinforced concrete light poles snapped in two, vegetation and landscaping obliterated, and buildings and neighborhoods rendered unrecognizable because Andrew blew away all the street signs and landmarks. Although South Florida went on and rebuilt, it took many years to achieve some sense of normal. And some never recovered.

1998’s Hurricane Georges was the first hard impact the Keys felt in many years. High winds and a significant oceanside storm surge showed just how vulnerable low-lying Keys properties really are. It was the first time everything under my house and in my shed was ruined. The storm surge brought in to my yard three boats, five bait freezers (one still full of dead rotting bait), and a couple of feet of debris, seaweed, and muck.

Our landscaping went to the great garden in the sky. And I learned firsthand just how evil insurance companies can be. It took years to fully recover ‌ and some never did.

2005 brought four hurricanes to the Keys: Dennis, Katrina, Rita and Wilma. This resulted in three states of emergency, three mandatory evacuations. The one storm we all stayed for was Katrina, which veered south and sent a tornado right down my street at 4 a.m. before heading up the Gulf to decimate New Orleans and the small Delta/Gulf communities. By the time Wilma arrived for her visit, we were all some degree of shell-shocked.

We enjoyed a 12-year break from big storms until our luck ran out a year ago. We hadn’t experienced a storm this intense since

Donna roared through in 1960. I don’t feel the need to rehash details of Irma’s aftermath because we all are still living them.

So many others are caught between being turned down for SBA loans, FEMA assistance, and other help. The bureaucracy and red tape sometimes strangle the life out of any attempt to assist. And one year later, the City of Marathon has received $0.00 in FEMA reimbursement funds that were promised and approved even as Irma was just leaving the Keys.

Last year, after having applied (and been turned down) for three SBA loans and additional FEMA assistance, I did the same thing I did after a severalmonth-long fight with the old FWUA after Georges: sucked it up and financed a good chunk of the repairs myself.

But I’m still one of the lucky ones. The situation has, however, given me new definitions for the acronyms. FEMA = Falsely Expecting Monetary Assistance.

SBA = Sorry I Bothered Applying.

And still, some never recover. I’m sure we all know people who couldn’t take any more, counted their losses, and left to start anew elsewhere. Our hearts break for those who, so frustrated after not finding assistance anywhere, chose to end it all rather than face another day in the hell that is aftermath. It can be very hard not to lose hope. But there is still assistance.

Recovery will take years. It just sucks that there are so many obstacles in the way of that much-needed assistance.

efore the final demolition of Stanley Switlik Elementary takes place, the Marathon Mason Lodge 323 helped excavate a time capsule buried in 1971 in one of the central columns of the main administration building.

On Sept. 10, it was uncovered.

“Underneath the cornerstone was a really cool copper box, all soldered shut,” said Principal Brett Unke.

Most of the items were Masonic in nature. There were brochures and pamphlets and newsletters that described club business. The materials were from different Mason lodges around South Florida — Key West (including an all-Hispanic lodge), Marathon and Dade County.

“I recognize a couple of names — like the Scharch family from Big Pine Key,” said Adam Geaneas, the past master for the Marathon lodge (sort of like an outgoing director). Other familiar names include Coffey, Mayette and Martin-Vegue.

“That says there were 75 in attendance at one meeting … incredible,” said Geaneas.

Another item of interest was a 20-page Monroe County School District directory. Every single person’s name and phone number, at every school, painstakingly typed out on a typewriter and reproduced on a mimeograph. Other items were original, with the strike marks visible on the opposite side of the sheet of paper … with no corrections.

Also included in the time capsule was a federal pamphlet about the wage freeze of 1971. It included this quote by thenPresident Richard Nixon: “I am today ordering a freeze on all prices and wages throughout the United States, for a period of ninety days. … I am relying on the voluntary cooperation of all Americans — workers, employers, consumers — to make this freeze work.”

More Mason cornerstones are scattered around Marathon — at the Marathon government center, the courthouse, etc.

“And, of course, we’ll put one in the new elementary school when it is completed,” Geaneas said.

On Sept. 10, the anniversary of Hurricane Irma, it was a veritable crush of dignitaries. U.S. Sen. Marco Rubio, U.S. Rep. Carlos Curbelo, state Rep. Holly Raschein, and state Rep. Jeanette Nunez (who was just named as Republican governor candidate Ron DeSantis’ running mate), arrived in Marathon. They met with City of Marathon officials, checked on the progress of canal cleanup, and attended Fishermen’s Hospital’s ceremony as well as a furniture giveaway sponsored by Farm Share.

What’s the take-away?

“We’ve done lots of good work recovering from Irma, but there is lots of work still to do.

Families are still struggling,” said Curbelo.

Rubio, attending a special meeting at Marathon City Hall, learned about canal cleanup progress performed with funds he was instrumental in securing from the U.S. Department of Agriculture.

Environmental Adventure, the umbrella contractor overseeing the cleanup, reported that 20 canals of the 103 severely impacted canals are in final stages of completion just three weeks into the job. There are six “stations” operating simultaneously along the island chain from Key Largo to Key West.

“That’s about 20 percent of the canals, and so far we have only used about 5 percent of the funds,” said Monroe County administrator Roman Gastesi. “We’re ahead of schedule and ahead of budget.”

Gastesi cautioned Rubio that the county may apply for more funds to clean other canals, not as severely impacted, as well as dredging needs.

City officials also took the opportunity to discuss the lack of FEMA reimbursement for municipal costs — about $30 million each for Monroe County and City of Marathon. Rubio asked if this was a federal delay or a state delay. Gastesi said it’s a “combo” and everyone at the table agreed the amount of proof to substantiate hurricane claims was knocked off track by the amount of fraud perpetuated after Hurricane Katrina.

“We spend more money being accountable than people can steal from us,” said Monroe County Mayor David Rice.

Officials from Baptist Health South Florida organized a press conference to reiterate its commitment to the Middle Keys.

“This asset is vital,” said Curbelo, speaking in front of Fishermen’s Hospital modular hospital that will begin accepting in-patients soon and remain on-site for two years while the permanent $40 million hospital is constructed.

From there, the entourage moved to San Pablo Catholic Church — the site of the Farm Share giveaway. Since Irma, the nonprofit that deals mainly in food donations has stepped up. It has brought down tractor trailers filled with mattresses, and collected and distributed $100,000 in gift cards in the Middle Keys.

“In the beginning, we brought food, water and ice down to the Keys,” said COO Stephen Shelley.

“In all, I think we have made 14 trips to the Keys.

In the 10 days after Hurricane Irma, we distributed 1.7 million pounds of food, ice and water all across Florida.”

From the church, the delegation moved west to Sunshine Key for the unveiling of the restored RV camp, and then to The Quarry on Big Coppitt Key for the groundbreaking of a 208-unit affordable housing development. (See story, page 45.)

A

tragic wave of recent suicides in the Florida Keys have shellshocked our “one human family.” All too often familes and friends are left with more questions than answers in the wake of suicides — often questioning what, if anything, could have been done differently.

But Lynda Woods, a licensed clinical social worker who is a counselor with Keys Strong, said asking the simple question, “Are you suicidal,” can open the door for help.

“It’s hard to bring up the word suicide,” said Woods. “The topic needs to have less of a stigma attached to it so that if you see a friend or family member acting differently or isolating themselves, you can just ask the question directly.”

“Are you feeling suicidal?” A simple, yet direct question that can start the conversation for someone suffering from suicidal thouhts — while offering a gesture of love and concern to an individual feeling isolated.

“Seeking help should be a part of normal conversation,” Woods said.

Hurricane Irma’s aftermath only magnified the need to address the topic of suicide in the Florida Keys. Monroe County already owns one of the highest rates of alcohol and drug use in Florida, which can escalate the symptoms of depression. There are so many people feeling hopeless,” said Woods. “The

real challenge is now.”

However, aside from proactive family members and friends, there are options for those seeking help. Keys Strong received an American Red Cross grant aimed at increased communication with community members in need. Woods, who has seen over 200 people since April 16, said it begins with a referral and she can meet with individuals where they feel most comfortable — be it in their home or over a cup of coffee.

“Are you feeling suicidal?” For anyone who answers yes, Woods said the first step should be a deep breath and a phone call.

“Seek help,” said Woods, who says her phone number is a starting place, along with national hotlines, or even reaching out to family, friends or your doctor. “There are so many places to get help.”

magine being polite, happy, gracious, knowledgeable and helpful every minute of the workday because your pay depends on it. It’s referred to as service with a smile and Florida Keys workers excel at it. But at what cost to themselves?

What if the customer isn’t always right, or polite, or even respectful?

How does that affect the 102 million Americans who work in the service industry (according to the Pew Research Center)? Or specifically, Key West, where the service industry makes up roughly 24 percent of jobs, the largest industry by far in the Keys.

A study by Oregon Health & Science University published in July may shed some light behind the scenes of the industry. 20,000 individuals were followed over 14 years, both in tipped and un-tipped service positions, and researchers found that service workers who rely on tips are at greater risk for depression, sleep problems and stress compared with employees who work in non-tipped positions. The strongest impact is on women, who make up 56 percent of all service workers.

“The higher prevalence of mental health problems may be linked to the precarious nature of service work, including lower and unpredictable wages, insufficient benefits, and a lack of control over work hours and assigned shifts,” said lead author Sarah Andrea, a Ph.D. candidate in epidemiology at the OHSU-PSU School of Public Health.

“On average, tipped workers are nearly

twice as likely to live in poverty relative to un-tipped workers.”

Industry workers in Key West have added stress variables, like the cost of living, hurricanes, and the unpredictable nature of tourism that affect their bottom line. And worse, mainly women are prone to sexual harassment from customers causing them to suppress anger and resentment.

“Either you are tough as nails or a pushover, and no one wants to be a pushover,” said server Amy Bowlen, 36, who has worked in the industry for two decades. “It’s okay to show anger but you do not show sorrow.” Bowlen works at Little Pearl Restaurant, a higher-end establishment, but started with tourists and big-volume places like Rick’s on Duval.

“It’s inconvenient to show your emotions, so it teaches you to hide them and compartmentalize,” said Bowlen, who lost the contents of her home during Irma and is still recovering, “We are under stress at home, but you can’t portray that sadness to customers because it would be bad for tourism.”

It’s the unfortunate catch-22 for the Keys’ service industry. The study concludes: “Improving working conditions to provide higher wages, predictable and stable schedules, and adequate benefits may alleviate the stressors common in tipped occupations. Solutions will likely be found through collaborative efforts from policymakers, employers, and workers and their unions.”

Something to keep in mind to keep our industry healthy, and remember they need a friendly face too.

he Marathon High football Dolphins (2-1) hope to extend their two-game winning streak after Friday’s 42-20 win over the Patriots of Florida Christian School (0-3).

Enthusiasm carried over from the Aug. 31 home win over St. Brendan High (1-2), 22-14. Marathon competes in Florida High School Athletic Association’s Class 3A, and an independent conference, while some of its opponents are completely independent.

Ahead of Friday’s home game against the 3A Eagles of St. John Paul II (0-3), Dolphins coach Mac Childress said his team will play tough, gritty, and with tremendous heart, like all games so far this season.

“We always tell our guys, it’s more about our execution and what we do than our opponent that we’re play-

ing. If we play Dolphin-tough physical football, that’s what matters,” he said.

“We certainly prepare and watch our opponents on film, but it’s way more about us and our execution.”

On Sept. 21, the Dolphins host the independent Raiders of Ransom Everglades (1-2), followed by an away game at Westminster Christian School (3-0), Sept. 28.

Home games start at 4 p.m., the same time of day the Dolphins have practiced since preseason.

“The heat is no joke, but the way we condition and hold our practices transitions to the games,” Childress said. “We have a lot more competitive games on the horizon, but I think the kids are doing great, getting better every week, and it’s a great team of kids to coach.”

VOLLEYBALL District 8-4A Marathon volleyball girls (2-4) were on the road Tuesday and Wednesday against undefeated district opponent Palmer Trinity School (7-0) and District 7’s SLAM Academy (0-3). The girls return home Saturday to host Palmer at noon.

FKCC APPRENTICESHIP PROGRAM AIMS AT LABOR SHORTAGE

W

hen Elly Claire returned to her Big Pine home after Hurricane Irma, there was not only structural damage, but also two feet of standing water. The project of rebuilding the house from the ground up was truly a community effort.

“First, the Coast Guard painted the outside, then the group from Looe Landing — all the families came and helped with the spackling — and then during spring break the students from Hood College in Frederick, Maryland put up all the ceilings, then the four bottom feet of cement board was Diana Nyad and her group Everwalk … and then Habitat (for Humanity) came in.” Habitat for Humanity is completing the kitchen and back bathrooms and deck. Claire will enjoy a homecoming in her “new” place this week.

While Claire’s experience is unique, having to patch together construction aid via non-profits and community brawn is not unusual for Keys residents. After Hur-

ricane Irma, the Keys experienced a serious demand for skilled labor, and often the needs of the islands were not being met.

Kiersten VanSickle is one such worker; she moved to the Keys after seeing a Habitat for Humanity ad seeking laborers. Originally from Wisconsin, VanSickle was working on construction with an AmeriCorps program in South Carolina.

“I was searching for disaster recovery jobs, and this popped up,” VanSickle said. She has worked with Habitat in the Keys for a month, primarily in Habitat Landing in Big Pine, as well as other private residences like Claire’s home.

VanSickle is one of two women in Florida Keys Community College’s new apprenticeship program, launching this fall. Like many new students, she already has experience, having done “a little bit of everything” on construction sites in South Carolina and the Keys. Her supervisor at Habitat, Marty Elek, suggested she sign up

for the program. Habitat is one of the local businesses that have offered to sponsor students at FKCC, which boasts being a tuition-free, four-year program.

FKCC has launched carpentry and electrical apprenticeships, and at the core of the program is addressing the severe need for skilled labor. FKCC President Jonathan Guevarra teamed up with County Commissioner Heather Carruthers to initiate a project that had been many years in the making. “The vision was basically to have this building that was more or less going to be like a barn,” said Guevarra, “that we could break down, put together, do wiring, rip it out, another group could come in and start from scratch.”

The benefactor of the program passed away and funding fell through. When Hurricane Irma hit, Guevarra and the team at FKCC knew that the community had come to a breaking point.

Carruthers and Guevarra agree that not only is there a need for the labor, but also an affordable housing crisis. The program is aimed at addressing these needs concurrently.

The program balances full-

time on-the-job training with twice-weekly classroom instruction. At the conclusion, an apprentice will be considered a “journey worker” and will receive a fourlevel certification by the National Center for Construction Education and Research (NCCER) as well as a nationally-recognized Completion of Apprenticeship certificate by the State of Florida.

“We didn’t just create a program where people go out and learn the skill,” Guevarra said.

“They also get a credential where they can go not only to another state but anywhere else in the world.”

That’s where Wayne Garcia and Ron Leonard, of Check Electric, come in. Both local contractors, Garcia and Leonard have signed on to be instructors for the program, and they have sponsored employees from their respective companies.

“My family are Conchs,” said Leonard, “and I saw a way to help the community and the contractors in town. It’s hard to get help any more. We really needed this.”

Leonard and Garcia are lecturing and giving hands-on instruction.

The feeling in the classroom is collaborative, with both instructors offering personal experience through practical, often funny, anecdotes or fun facts; for example, Gatorade’s sodium content can make a person more of an electrical conductor.

Guevarra hopes to expand, not only from carpentry and electrical to plumbing and HVAC, but also geographically. “We started it out primarily in Key West, and we are going to expand it into Marathon and the Upper Keys. We are going to work with our K-12 partners, to get it into the high schools so young people are exposed to a variety of options.”

FIRST QUARRY APARTMENTS COULD BE READY NEXT SUMMER

W

hen some tenants are given their keys to The Quarry Apartments on Big Coppitt Key a year from now, their new homes will be the result of a partnership aiming to fill the void that is Monroe County’s affordable housing stock.

The 208-unit rental complex at the intersection of Avenue F and Barcelona Drive has been in the works since 2015, when the Toppino family sought to break ground on the 14-acre property it has owned since the early ’80s.

The Naval Air Station Key West opposed the project from the start because of increased density in an area affected by noise from the military’s flight operations, and a lawsuit followed in 2015.

“We prevailed, they appealed, and we prevailed again in early 2016,” said Bart Smith, attorney for the Toppinos.

There were also some project delays because of Hurricane Irma. Finally, construction of the complex is underway.

State and local officials, along with the Toppinos and affordable housing developer Vestcor, gathered on site Monday for a groundbreaking ceremony.

“We’ve developed over 14,000 apartments and there is not one community we are more excited about, or that has a better view, than The Quarry,” said Vestcor Chairman John Rood, adding the 208 units will help address the shortage of workforce housing and “would not have been possible if it weren’t for the tremendous effort of those at the state and county level.”

Rood said the complex will be complete in 2020, with the first units available about a year from now.

It was made possible with $18 million in equity generated by low-income tax credits from Florida Housing Finance Corp., $13 million by SAIL (State Apartment Incentive Loan) funds from the state, and $30 million in loans from BB&T, Suntrust and FNMA, according to Vestcor Marketing Manager Holly Hepler.

The project comprises one-, two- and three-bedroom apartments ranging from 750 to 1,200 square feet, designated for those with very low, low and moderate annual median incomes (AMI).

Ninety-six of the units will be for very low and low annual median incomes ($30,900 to $49,400 for a single person), while 112 will be for the moderate category of AMI ($61,800 for a single person).

“How appropriate that we’re here one year after Hurricane Irma,” said U.S. Rep. Carlos Curbelo. “We had an affordable housing crisis before Irma that was made that much worse, and here we are celebrating a new day, a new beginning and new opportunities for the people of the Florida Keys.”

ose Diezel turns 90 on Saturday, Sept. 15. Her children — Wendy Houser and Tom Diezel — coordinated with the Marathon Weekly to celebrate the happy occasion.

How long have you lived in Marathon?

After a bad winter snowstorm in New Jersey, my husband and I decided to sell our home and move here, too.

That was in 1959. We bought the house across from my parents for $9,000. Until Hurricane Irma, I lived in that same house, but it got severely damaged so I could no longer live there. While I did, I so enjoyed walking to the end of the street to look out over the beautiful ocean. It was a great neighborhood, and I have fond memories of all my neighbors over the years Did you work outside the home?

If so, where?

I worked 27 years for the Monroe County School District. I started working at Sue M. Moore Elementary as a part-time secretary when my youngest child started school. Then, I transferred over to Marathon High School, where I became the office manager.

Mrs. Gradick was the principal at both schools when I began at them, and we became lifelong friends.

Name one thing that has disappeared from Marathon?

Most of the people that I have known! Time and distance have taken them away and left very few. Until these later years, I was always active with my job, the PTA, school events and clubs, square dancing, selling wooden clocks and toys made by my husband at flea markets and the Tick Tock Shop, traveling, being a Cub Scout leader, being a member of the Business and Professional Women and the Women of the Moose, volunteering for the Fishermen’s Hospital Auxiliary, participating in the Middle Keys Chapter of AARP, Strides Walk, playing mahjong, and spending time with my family.

Best fish story / funny memory?

One of my funniest memories comes from my time at Marathon High School. I’m a pretty “by the book” kind of person, and we had to keep track of all the equipment and furniture that had a Board of Public Instruction (BPI) number. We had an old piano that was infested with termites that had a BPI number on it, so we were not allowed to just get rid of it. We didn’t know what to do with it, so we had the janitor take it out back past the football field to the water’s edge and bury it. Lo and behold, the inventory fella showed up and wanted to see that piano, so we had to march him out to where we had buried it. Thank goodness he agreed that we had done the right thing.
