ile this under random Florida info: changing our clocks permanently to Daylight Saving Time was approved by the state legislature, 103–11 in the state House and 33–2 in the state Senate last March. Then Sen. Marco Rubio presented the Sunshine Protection Act to make Daylight Saving Time the norm throughout the country. Okay, so what happened?

Does Florida change our clocks Nov. 4 or what? The state bill is conditional on the federal government being on board, so Gov. Rick Scott cannot change time with a wave of his signature. Florida could only move forward if the rest of the country does and right now the bill is somewhere lost in Commerce, Science, and Transportation Committee waiting for approval. For now, the other states have time to catch up with Florida’s idea. So we asked locals…

Would you want Daylight Saving Time to be permanent and never change your clocks again?

“Makes sense,” said 11th-grader Taylor Leonard. “I’d like to say on the same schedule and sleep better.”

“No,” said Andy Griffiths from the school board. “We did it back in the seventies under Nixon and it didn’t work. It’s a safety issue for kids getting to school.”

“It’s a good idea,” said Alyson Crean, “but can only work if unified throughout the United States. It cannot just be Florida.”

“No, we don’t get much change down here in a tropical climate, so it makes it feel like a change of seasons,” said Chrissy Gallagher.

s municipalities Keyswide move ahead with comprehensive plan amendments to accept hundreds of affordable housing units from the state, the Board of County Commissioners meeting on Wednesday, Sept. 19, should reveal direction for unincorporated Monroe.

Commissioners will have a longawaited discussion about the initiative, announced in early May. No action has been taken on behalf of commissioners to acquire the units.

Each municipality can apply for 300, while those living in the future units will be required to evacuate within 48 hours of a major hurricane, like tourists and people in travel trailers. Thirty hours in advance of tropical storm winds is when phased evacuation of permanent residents begins.

After the unit proposal was announced, Commissioner George Neugent said at the May 16 meeting, “We were blindsided by this happening at the level and degree that it happened.

Whether we take them or not, the Keys are going to change.”

County attorney Bob Shillinger said one of the risks of not accepting the units involves potential “taking” lawsuits come 2023, when there is no more development allowed in the Keys. Who will pick up the tab as a result of the state-mandated ROGO, the rate of growth ordinance?

“So when we get the first set of takings lawsuits, the state could say, ‘We offered you some (units) and you didn’t take them.’ You don’t know who the players are going to be, but you’re handing them a potential argument that ‘We offered you an option five years ago and you didn’t take it.’”

The units cannot be accepted until the comprehensive plan is changed to allow for them, which is a lengthy process.

There will also be a presentation about debris removal from canals in unincorporated Monroe, Marathon and Islamorada.

It’s been nearly a month since contractors at six different sites throughout the Keys simultaneously began the cleanup under Adventure Environmental Inc. They have through March 2019 to clean up the waterlogged debris.

The county is using a grant of $49.2 million from the U.S. Department of Agriculture’s Natural Resources Conservation Service (NRCS) and its Emergency Watershed Protection Program.

It’s divided into $35.2 million for unincorporated Monroe, $7.5 million for Marathon and $6.5 million for Islamorada.

The meeting starts at 9 a.m. at the Murray Nelson Government Center in Key Largo.

unning for the Utility Board this past election, Jim Marquardt lost to the incumbent but made quite a few followers along the way. It’s hard not to notice the very tall, good natured general manager of The Gardens Hotel with the infectious wit.

Originally from Phoenix, Arizona, Marquardt has a bachelor’s degree in telecommunications management and started his career in television. He once received an award personally from Tom Brokaw for a show he produced about the effects of Agent Orange on veterans. Later, Marquardt produced and directed for ABC, NBC and The Signal Companies. He admits he has filmed just one wedding, for Hollywood legend James Woods, so it was worth it. But on a trip to the old Hawks Cay in 1986, he fell in love with the Keys. Leaving the Big Apple in 1999, Marquardt entered the media here with WKEY and marketing and managing for Celebrate! The Newspaper. Best known for his column, “Dear Mary Louise,” Marquardt is thinking about publishing the seven years’ worth of hilarious articles (yes, please).

“I was raised by very giving parents. They taught me to always give back and pay forward.”

Marquardt, who ran for City Commission in 2005, and Utility Board twice, hasn’t given up on serving Key West in some capacity. As for running for future office, he’ll see, but for now he will still promote solar energy in the Keys one panel at a time.

JIM MARQUARDT LOST THE ELECTION BUT WON OUR HEARTS Full Name? Nickname? James Leonard Marquardt. Tall Jim. Do you have a life credo or motto? Strive to be the best I can be.

What about Key West has had the biggest influence on you? One Human Family. I know everyone says this; however, when traveling it is not so in many places.

You are passionate about the community; what do you think are important topics after the elections for city officials? To be in touch with the citizens at all levels and listen. Always do what is best for them, regardless of personal opinion or those who try to sway you. Be transparent at all times in all decisions. If the elected officials do this, we may have a great couple of years.

Managing such an established, long running, highly regarded business in these uncertain economics, what’s the key? Unique to the world is indeed The Gardens Hotel.

With Kate Miano, owner, we are able to do many great things for our guests and our community and have fun doing it. I treat my team with the same respect as I would want to be treated, and we have worked together a long time.

We think out of the box and anticipate improvements.

You do not seem afraid to take on a challenge or voice your opinion; why is that?

Andrew Jackson said, “One man with an opinion makes a majority.” I was taught to stand up for what I believe and when I believe in something it is full steam.

Funniest hotel guest story?

A guest was in the pool when Kate’s dog Loopy started to chase a chicken around and the chicken tried to fly across the pool. (The pool bar was full and watching). The guest nicely saved the chicken but Loopy chased it again, and this time it flew into the guest’s hair.

Everyone, except the chicken and the guest, were in hysterics. The guest got the chicken off her head and back on the patio, but it fell over. Immediately concerned, we warmed it with a towel until it was fine. All of this and not one picture.

Which TV, movie or superhero character is your alter ego? Dame Edna.

What is your nerdiest passion? Food; I love to cook.

What is your most treasured possession? Our home.

If invisible, what would you do in Key West? Fly around in my invisible Wonder Woman Jet and visit places that interest me.

On what occasion do you lie?

Since I did not win an office, I have not had the opportunity. Ha. Seriously, though, my birthday.

Favorite guilty pleasure?

Movies in the theater with a large buttered popcorn.

If you could grant Key West one wish? 100% renewable energy.

What is your greatest fear?

There will never be term limits.

Really 18 years?

For lunch with one famous person, whom would you choose? Since the name is one: ABBA, all four of them!

DOWN TO TWO MAYORAL CANDIDATES ADDRESS THE ISSUES

round the country, women candidates are breaking records this year. From Congress to gubernatorial races, women are dominating elections and the Key West mayoral race is right on trend. For the first time ever, it’s not whether a woman will be mayor, but which woman, Teri Johnston or Margaret Romero? Both have business backgrounds, both are former city commissioners and both have a great passion for the city. Their differences can best be expressed through their individual approach to issues.

1. You both use the term “improving the quality of life.” Can you list three specific areas you would address?

2. Duval Street is the crown and thorn of Key West. Residents are often frustrated by sanitation, lack of local business (many empty storefronts) and the code enforcements for Duval businesses — specifically, the business practices of the cosmetic shops.

Any ideas to clean up Duval, both literally and figuratively?

3. The city has initiated a “King Tide photo campaign” to document rising floodwaters on our streets, an acknowledgement of a growing environmental problem. How do you think we can address the infrastructure problems the floodwaters present?

4. You will inherit the Irma deficit as mayor, specifically, the federal government’s lack of reimbursement so far of the city’s Irma debt. Do you have a plan to get our money?

5. As a commissioner, you are familiar with the struggle to enact and pass initiatives; how can you help the commission become more productive as its leader?

6. Craig Cates will be remembered for, among other things, building City Hall and Truman Waterfront. What big city projects would you like to see move forward under your term as Mayor?

7. Traffic is a major Old Town issue; residents and tourists, drivers and bicyclists are all frustrated. The infrastructure is not sustainable, the roads are eroding, there isn’t enough room in general for everyone. Parking garages were vehemently protested. Any ideas how to move forward?

8. What is the biggest problem with pushing through affordable housing legislation?

9. The TDC operates with a budget ranging from $40 million to $50 million, which promotes tourism, events and infrastructure in the Keys. Are you content with how that money is spent to promote tourism in Key West?

If not, would you propose more/ less?

10. Illegal rentals that operate without transient licenses continues to be a growing concern.

What more can the city do to enforce our laws and what is your position on Airbnb’s ongoing push to operate in Key West without paying its share of fees and taxes?

11. After Hurricane Irma, leadership was put to the test, especially with the unpopular decision not to allow residents back in immediately, for the sake of safety. It required many agencies to work together, tough choices, and working in the national spotlight. Do you feel prepared for such a monumental task?

TERI JOHNSTON

1. Adequate housing for our key employees. Reduce traffic congestion by creating alternative ways to traverse Key West i.e.: safe bicycle paths and sidewalks. Pave our streets and then routinely maintain them. Smart parking solutions prioritizing our residents.

2. Yes, lots of ideas, mostly generated by discussions with the business owners who are eager to improve Duval Street. Duval can use an immediate face lift by paving the washboard street block by block, repair and paint the curbs, get the gum off of the sidewalks, plant and maintain the existing planters, add benches for locals and visitors alike, provide a public restroom for Duval Street pedestrians, add more bicycle racks and remove the visual clutter from an already over crowded street. Let’s try a “pedestrian only” pilot program for portions of Duval to see if it creates a “more desirable” Duval to bring locals back and boost the sales of our loyal merchants.

Deceptive practices by any merchant will not be tolerated anywhere on Duval.

3. That’s the magic of Key West.

We attract the brightest, most successful people from around the world who possess a wealth of experience in many areas including flooding and sea level rise. In fact, I just met with one of those citizens eager to help.

His mantra is “Build with nature, Live with water.” We are a porous island so it makes sense that we need to build up some infrastructure while developing and improving our systems to take water off of our island effectively.

4. Put pressure on Tallahassee.

We have the perfect opportunity to impact the speed in which

we are reimbursed with the mid term elections. Getting our money back must be an election issue for Key West with the Gubernatorial and House 120 races at stake. As a City we should also re-evaluate the documentation provided to the State to make sure that we have done everything needed to speed the process. It is going to take daily pressure on Tallahassee.

5. We become more productive as a Commission when we listen, negotiate, build consensus, appreciate alternative viewpoints, open to change your viewpoint with new information, be receptive to new, different ideas and approaches and be able to make the tough decisions in the face of vocal opposition if those decisions benefit the majority of Key West.

6. Prepare Key West to manage flooding of our streets and neighborhoods. A Duval Street and Mallory Square facelift. Focus on properly repairing and maintaining our streets and infrastructure and to maintain and improve the public parks and recreational areas of Key West. It’s time to find a couple of free boat launches for our locals, institute our master bicycle plan and focus on bringing Bayview Park back to a peoples park. I also want to bring back HOSPICE services to Key West.

7. Our narrow streets must be one-way accommodating on-street parking and a dedicated bicycle lane. Our paving schedule for Key West should be based on road conditions, not a predetermined budgeted paving figure. If we need 4 miles of roads paved, we need to pave 4 miles. We have hundreds of cars daily in Old Town that could be parked elsewhere (like College Road) given an efficient system to get into Old Town and back to your car.

8. #1 “NIMBYism” (Not in my backyard). #2 As a Commission, we have authority to add whatever conditions we deem necessary to any Major Development Agreement. Those need to include affordable housing requirements for both development and re-development. #3 Accessory units need to be easy to apply for and build throughout Key West. #4 Our entire process needs to be streamlined to encourage affordable/workforce housing.

9. Key West is in a different position than many of the other municipalities in Monroe County.

I would like to see more funding to improve our tourism “product” as a way to increase business and a campaign to attract a tourist who has the time and money to enjoy all of the wonderful experiences that Key West has to offer.

10. Need strong representation in Tallahassee so that Key West retains control of our vacation rental markets which is under debate every legislative session.

Increase our Code staffing to enforce our vacation rental ordinances. This should be revenue neutral. Make a statement at the penalty phase of this infraction that is substantial enough to change behavior.

11. Yes. I am by nature a calm, fact based individual who works effectively in a team environment like the EOC. I spent 8 years serving the City of Key West as a City Commissioner actively involved with County/ City coordination and preparation for hurricanes. I have always been ready to make the tough call based on input, facts and instinct.

1. Three things that need addressing are greed, political hypocrisy, and self-serving interests.

Quality of life runs the gamut of noisy leaf-blowers to cost of living to sustainability. Fact based decision making based on community best interests while considering cost implications will all help in bettering life on our island.

2. Enforce current ordinances that property owners/tenants are responsible for the area in front of their building out to the beginning of the street to improve cleanliness/appearance.

Empty storefronts are a result of higher rents and availability of “good” workers – neither under city control. The code compliance department should not be only complaint driven and fines should be stiffer.

3. Mother Nature is in control of hurricanes and sea level rise. For such things, you can prepare or get out of the way. To prepare – you look to the experts, learn from their experience, and apply that most useful to the situation.

To raise streets only dumps the water onto individual lots. Building a wall around the island is just not the solution.

4. City deficits were not only caused by Irma. FEMA monies are being distributed after state evaluations of claims filed. I currently have contacts within our city, as well as throughout the county, and state and federal levels with whom I will continue to work to address the situation.

5. I will use my successful business experience to bridge differences, facilitate meaningful and respectful discussion (from the dais and the public), lead fact based dialogues, clarify the problem/ issue at hand, explain the “why needed,” follow transparent

procedures, and be mindful of our responsibilities to the community — not the entitlements some wish for. I will lead by example while demonstrating integrity, fairness, professionalism and adherence to Sunshine Laws and State Ethics guidelines.

6. There are many cans that have been kicked down the road for years: preserving workforce housing, providing a new KOTS, addressing parking on the entire island and road improvement with practicality and prioritization, tackling Community Services equipment and personnel needs to better serve the public. It is not all about projects and buildings, it is about our city becoming more efficient, responsive, accountable and innovative while being fair and impartial in all our dealings.

7. Here is just one idea - Build a parking garage near the Simonton St. fire station; central to downtown businesses and attractions, quickly accessible to the free Duval Loop. A good solution to benefit workers, residents and visitors. It increases number of off-street parking spaces, generates revenue, and takes cars off the street that travel round and round looking for a place to park.

8. Money and proper planning.

9. It is not a question of TDC spending more or less. It is how it is spent and on what. That all depends on what conditions are at hand – post hurricane, post oil spill, competing markets, desired demographics of visitors, availability of “product” for the demographic that is desired, attraction for those desired as repeat visitors …. and the list goes on. TDC does not promote infrastructure.

10. What the city should do for ALL transient and short term

11. YES! I have the stamina and successful background experience to lead, even in times of crisis. To make things happen, one has to have their ego in check — to inspire confidence and resilience in others by keeping their composure. To be productive in difficult situations, one must have always treated others fairly and respectfully along the way, for everyone is in it together to be successful. Making the right decision, based on listening and all perspectives, can be difficult — yet when faced with the improbable, my old senior class motto comes to mind — “we will either find a way or make one.”

I am comfortable working in the local and national spotlight — and communicating on all levels. Such communication is not running off at the mouth or spouting sound bites. It is necessary to just face reality and tell the truth with poise, competence, and conviction.

A

t 11 a.m. on some random Thursday back in 2006 I realized our page designer wasn’t going to show up for work.

She had an affinity for beer and wine, so I made the call to her favorite watering hole as we were scheduled to print at 6 p.m. The bartender helped me narrow down the search to a trailer park and guessed she was “in the one without a door.”

I found her, and our staff of five published the paper.

The last 15 years have been rife with adventure as we have grown this publication to become the only locally-owned and -operated publishing company covering the entire Florida Keys.

Today the Weekly employs 12 full-time staffers, two parttimers, four freelance writers and several stingers that work across our offices in Tavernier, Marathon and Key West. Our employees are our greatest asset and we gauge our success through their achievements.

They have helped us grow in spite of odds stacked against us.

We survived the recession, hurricanes, screw worm, Cay Clubs, power outages, traffic jams, late night council meetings, personal attacks, competition that challenged our market

position and the national shift away from printed journalism- a shift we recognize and understand. Fortunately for us, locally-owned community newspapers are thriving across the country and the Weekly is no different.

Our biggest frustration has been how to properly expand the business. Britt and I have spent the past few years assembling a staff that thrives on experimentation, which has enabled us to expand our services to a complete media and marketing company. Our staff would work themselves to death and, in fact, one of our page designers, Javier, may be decomposing in front of his computer as I type this.

The three editions come out every Thursday and we average about 35 magazines a year that cover a wide range of local topics like hurricane preparation, home and garden, lobster mini-season, local dining and real estate.

While the Weekly’s corporate portfolio has increased at the same pace as the staff, our commitment to the communities we serve remains constant.

We continue to serve in Rotary clubs, support our local non-profits, volunteer, and take the time to learn about what is important to our readers. Your stories are important to us and we look forward to many more years of covering the Florida Keys.

T

he Adams-Onis Treaty incorporated the Florida Territory into the growing United States. The rights to the Florida Reef were also part of the treaty when, though signed in 1819, it became effective in 1821. What soon became apparent was the need to light the dangerous reef line as ships worked to carry goods between the Mississippi River and the Eastern Seaboard. One of the early attempts came in the form of lightships, twomasted schooners that could be anchored at strategic locales along the reef and serve as navigational beacons. Each of the ship’s masts was equipped with a lantern that, when lit, would be visible for a distance of 12 miles — in theory. The schooners, too, were equipped with bells that would clang and carry over the ocean’s surface with every roll of the tide.

At one time or another, at least five lightships served along the Florida Reef, including Aurora Borealis marking the Dry Tortugas, Honey marking Sand Key, the Key West Lightboat, and the Caesar and Florida marking Key Largo’s Carysfort Reef, historically described as the most dangerous tract of coral in the barrier reef system.

It was 1824 when Congress allocated $20,000 for the construction of a 220-ton two-lantern schooner to be stationed near Carysfort Reef. The schooner, christened the Caesar, set sail for Key West in 1825, but encountered squally weather and was blown ashore near Key Biscayne. The transport crew abandoned the ship that was later salvaged by wreckers and brought to Key West for repairs where John Whalton, her new captain, was waiting.

The Caesar was repaired, restocked and re-crewed, and Captain Whalton set sail for Turtle Harbor, a safe anchorage near Carysfort Reef.

The Caesar would be remembered as having the shortest career of any lightship as it began to deteriorate after only a few years of service. In 1830, Congress would again allocate $20,000 to build a replacement. The new lightship was christened the Florida.

The lightships were not always effective, as Commander David D. Porter, U.S.N., of the U.S. mail-steamer Georgia, pointed out in a letter dated July 1851. “On the reef near Cape Large, the floating lightship, showing two lights, intended to be seen twelve miles, but they are scarcely discernible from the outer ledge of Carysfort Reef, which is from four to five miles distant.

On to (sic) occasions I have passed it at night, when the lights were either very dim or not lighted.”

FIRST QUARRY APARTMENTS COULD BE READY NEXT SUMMER

W

hen some tenants are given their keys to The Quarry Apartments on Big Coppitt Key a year from now, their new homes will be the result of a partnership aiming to fill the void that is Monroe County’s affordable housing stock.

The 208-unit rental complex at the intersection of Avenue F and Barcelona Drive has been in the works since 2015, when the Toppino family sought to break ground on the 14-acre property it has owned since the early ’80s.

The Naval Air Station Key West and neighbors opposed the project from the start because of increased density in an area affected by noise from the military’s flight operations, and a lawsuit followed in 2015.

“We prevailed, they appealed, and we prevailed again in early 2016,” said Bart Smith, attorney for the Toppinos.

There were also some project delays because of Hurricane Irma. Finally, construction of the complex is underway.

State and local officials, along with the Toppinos and affordable housing developer Vestcor, gathered on site Monday for a groundbreaking ceremony.

“We’ve developed over 14,000 apartments and there is not one community we are more excited about, or that has a better view, than The Quarry,” said Vestcor Chairman John Rood, adding the 208 units will help address the shortage of workforce housing and “would not have been possible if it weren’t for the tremendous effort of those at the state and county level.”

Rood said the complex will be complete in 2020, with the first units available about a year from now.

It was made possible with $18 million in equity generated by low-income tax credits from Florida Housing Finance Corp., $13 million by SAIL (State Apartment Incentive Loan) funds from the state, and $30 million in loans from BB&T, Suntrust and FNMA, according to Vestcor Marketing Manager Holly Hepler.

The project comprises one-, two- and three-bedroom apartments ranging from 750 to 1,200 square feet, designated for those with very low, low and moderate annual median incomes (AMI).

Ninety-six of the units will be for very low and low annual median incomes ($30,900 to $49,400 for a single person), while 112 will be for the moderate category of AMI ($61,800 for a single person).

“How appropriate that we’re here one year after Hurricane Irma,” said U.S. Rep. Carlos Curbelo. “We had an affordable housing crisis before Irma that was made that much worse, and here we are celebrating a new day, a new beginning and new opportunities for the people of the Florida Keys.”

hat started as a simple phone call in 2009 – from an Army private in Iraq, trying to arrange for a honeymoon when his deployment ended – created Troop Rewards, an organization that rewards troops after being deployed to reconnect with their families. The program has been going six years strong in Key West with partners like Sunset Key, We’ve Got The Keys, Fury Watersports, and the many restaurants and attractions that help host the troops and their families for a five-day vacation. hat started off as a rainy Saturday morning turned into the perfect recovery celebration day at Big Pine Key Community Park. Although half of the park is still closed down due to the hurricane, a new observation pier was unveiled at the event. The event brought out local nonprofits, reaching out to anyone who is still needing help, as well as free food, drinks, entertainment and more.

FKCC APPRENTICESHIP PROGRAM AIMS AT LABOR SHORTAGE

W

hen Elly Claire returned to her Big Pine home after Hurricane Irma, there was not only structural damage, but also two feet of standing water. The project of rebuilding the house from the ground up was truly a community effort.

“First, the Coast Guard painted the outside, then the group from Looe Landing — all the families came and helped with the spackling — and then during spring break the students from Hood College in Frederick, Maryland put up all the ceilings, then the four bottom feet of cement board was Diana Nyad and her group Everwalk … and then Habitat (for Humanity) came in.” Habitat for Humanity is completing the kitchen and back bathrooms and deck. Claire will enjoy a homecoming in her “new” place this week.

While Claire’s experience is unique, having to patch together construction aid via non-profits and community brawn is not unusual for Keys residents. After Hur-

ricane Irma, the Keys experienced a serious demand for skilled labor, and often the needs of the islands were not being met.

Kiersten VanSickle is one such worker; she moved to the Keys after seeing a Habitat for Humanity ad seeking laborers. Originally from Wisconsin, VanSickle was working on construction with an AmeriCorps program in South Carolina.

“I was searching for disaster recovery jobs, and this popped up,” VanSickle said. She has worked with Habitat in the Keys for a month, primarily in Habitat Landing in Big Pine, as well as other private residences like Claire’s home.

VanSickle is one of two women in Florida Keys Community College’s new apprenticeship program, launching this fall. Like many new students, she already has experience, having done “a little bit of everything” on construction sites in South Carolina and the Keys. Her supervisor at Habitat, Marty Elek, suggested she sign up

for the program. Habitat is one of the local businesses that have offered to sponsor students at FKCC, which boasts being a tuition-free, four-year program.

FKCC has launched carpentry and electrical apprenticeships, and at the core of the program is addressing the severe need for skilled labor. FKCC President Jonathan Guevarra teamed up with County Commissioner Heather Carruthers to initiate a project that had been many years in the making. “The vision was basically to have this building that was more or less going to be like a barn,” said Guevarra, “that we could break down, put together, do wiring, rip it out, another group could come in and start from scratch.”

The benefactor of the program passed away and funding fell through. When Hurricane Irma hit, Guevarra and the team at FKCC knew that the community had come to a breaking point.

Carruthers and Guevarra agree that not only is there a need for the labor, but also an affordable housing crisis. The program is aimed at addressing these needs concurrently.

The program balances full-

time on-the-job training with twice-weekly classroom instruction. At the conclusion, an apprentice will be considered a “journey worker” and will receive a fourlevel certification by the National Center for Construction Education and Research (NCCER) as well as a nationally-recognized Completion of Apprenticeship certificate by the State of Florida.

“We didn’t just create a program where people go out and learn the skill,” Guevarra said.

“They also get a credential where they can go not only to another state but anywhere else in the world.”

That’s where Wayne Garcia and Ron Leonard, of Check Electric, come in. Both local contractors, Garcia and Leonard have signed on to be instructors for the program, and they have sponsored employees from their respective companies.

“My family are Conchs,” said Leonard, “and I saw a way to help the community and the contractors in town. It’s hard to get help any more. We really needed this.”

Leonard and Garcia are lecturing and giving hands-on instruction.

The feeling in the classroom is collaborative, with both instructors offering personal experience through practical, often funny, anecdotes or fun facts; for example, Gatorade’s sodium content can make a person more of an electrical conductor.

Guevarra hopes to expand, not only from carpentry and electrical to plumbing and HVAC, but also geographically. “We started it out primarily in Key West, and we are going to expand it into Marathon and the Upper Keys. We are going to work with our K-12 partners, to get it into the high schools so young people are exposed to a variety of options.”

eysStrong.org came into being last September when Samuel’s House began organizing donations and grants to help families affected by Hurricane Irma and rebuild communities throughout Monroe County.

A year later, founder and CEO Elmira Leto of Samuel’s House Inc. said, “We are a long way from being done.”

Recently, KeysStrong was able to give away 68 units of furniture in partnership with Rooms To Go, and and just received a grant from Volunteer Florida for $250,000 that will enable up to 20 families that extra financial help to get back into a homes. These grants help people get back

One grant from the Red Cross that is garnering more attention lately enables licensed clinical social worker Lynda Woods, to provide mental health help to more than 500 individuals throughout Monroe County until March 2019.

“A year later we still have people who feel hopeless,” said Woods. “This grant allows us to reach out and personally go into people’s homes and provide consultations.” People do not just need physical items but also help dealing with stress and trauma a major hurricane can leave in its wake. Woods takes referrals for patients from other charities, organizations

A

tragic wave of recent suicides in the Florida Keys have shellshocked our “one human family.” All too often familes and friends are left with more questions than asnwers in the wake of suicides — often questioning what, if anything, could have been done differently.

But Lynda Woods, a licensed clinical social worker who is a counselor with Keys Strong, said asking the simple question, “Are you suicidal,” can open the door for help.

“It’s hard to bring up the word suicide,” said Woods. “The topic needs to have less of a stigma attached to it so that if you see a friend or family member acting differently or isolating themselves, you can just ask the question directly.”

“Are you feeling suicidal?” A simple, yet direct question that can start the converstion for someone suffering from suicidal thouhts — while offering a gesture of love and concern to an individual feeling isolated.

“Seeking help should be a part of normal conversation,” Woods said.

Hurricane Irma’s aftermath only magnified the need to address the topic of suicide in the Florida Keys. Monroe County already owns one of the highest rates of alcohol and drug use in Florida, which can escalate the symptoms of depression. There are so many people feeling hopeless,” said Woods. “The real challenge is now.”

However, aside from proactive family members and friends, there are options for

those seeking help. Keys Strong received an American Red Cross grant aimed at increased communication with community members in need. Woods, who has seen over 200 people since April 16, said it begins with a referral and she can meet with individuals where they feel most comfortable — be it in their home or over a cup of coffee.

“Are you feeling suicidal?” For anyone who answers yes, Woods said the first step should be a deep breath and a phone call.

“Seek help,” said Woods, who says her phone number is a starting place, along with national hotlines, or even reaching out to family, friends or your doctor. “There are so many places to get help.”

On Sunday, Sept. 16 from noon to 3 p.m. a community picnic will be held at Truman Waterfront Park in Key West.

The event is bring-your-own picnic items, games and instruments.

Local community advocate Carol Tedesco believes gatherings like these offer unity and hope. “The kind of event where people gather on the beach, in parks, on piers, to drum together, dance, hoop, picnic, hug,” said Todesco. “Please come and share simple connections... and your hugs and your heart, too,”

magine being polite, happy, gracious, knowledgeable and helpful every minute of the workday because your pay depends on it. It’s referred to as service with a smile and Florida Keys workers excel at it. But at what cost to themselves?

What if the customer isn’t always right, or polite, or even respectful?

How does that affect the 102 million Americans who work in the service industry (according to the Pew Research Center)? Or specifically, Key West, where the service industry makes up roughly 24 percent of jobs, the largest industry by far in the Keys.

A study by Oregon Health & Science University published in July may shed some light behind the scenes of the industry. 20,000 individuals were followed over 14 years, both in tipped and un-tipped service positions, and researchers found that service workers who rely on tips are at greater risk for depression, sleep problems and stress compared with employees who work in non-tipped positions. The strongest impact is on women, who make up 56 percent of all service workers.

“The higher prevalence of mental health problems may be linked to the precarious nature of service work, including lower and unpredictable wages, insufficient benefits, and a lack of control over work hours and assigned shifts,” said lead author Sarah Andrea, a Ph.D. candidate in epidemiology at the OHSU-PSU School of Public Health.

“On average, tipped workers are nearly

twice as likely to live in poverty relative to un-tipped workers.”

Industry workers in Key West have added stress variables, like the cost of living, hurricanes, and the unpredictable nature of tourism that affect their bottom line. And worse, mainly women are prone to sexual harassment from customers causing them to suppress anger and resentment.

“Either you are tough as nails or a pushover, and no one wants to be a pushover,” said server Amy Bowlen, 36, who has worked in the industry for two decades. “It’s okay to show anger but you do not show sorrow.” Bowlen works at Little Pearl Restaurant, a higher-end establishment, but started with tourists and big-volume places like Rick’s on Duval.

“It’s inconvenient to show your emotions, so it teaches you to hide them and compartmentalize,” said Bowlen, who lost the contents of her home during Irma and is still recovering, “We are under stress at home, but you can’t portray that sadness to customers because it would be bad for tourism.”

It’s the unfortunate catch-22 for the Keys’ service industry. The study concludes: “Improving working conditions to provide higher wages, predictable and stable schedules, and adequate benefits may alleviate the stressors common in tipped occupations. Solutions will likely be found through collaborative efforts from policymakers, employers, and workers and their unions.”

Something to keep in mind to keep our industry healthy, and remember they need a friendly face too.

ey West is a distracting place. There is always something to look at to make the focus wander.

Beautiful, scantily-clad folks.

Windows stocked with T-shirts of negligible humor. Famous fictional characters playing instruments. (And I wonder … how does someone decide to dress as Spiderman and play the sitar on the streets of Key West? Just name “a superhero,” “a place,” and “an instrument” on a Mad Libs page and decide to make that into a marketable reality?)

It’s worse nowadays, when our attention is easily diverted due to the advent of smart phones. I’m just assuming here, but I don’t think back in the preiPhone era that anyone’s ever fallen into an open manhole because they were enraptured by a newspaper’s “Marmaduke” comic. There have been more people actually crushed by playing Candy Crush than there have been Marmaduke manhole mishaps. I believe that our phones have trained us to be even more inattentive than usual.

But tourists, distracted or not, also have a certain boldness as well. In many of their minds, they assume vehicles will just stop for them, and traffic lights don’t really count because they are on vacation. I’ve seen them cross in front of speeding cars with a simple “stop” motion of their hand. Maybe they think Key West is located in “The Matrix?”

I’ve seen them cross against traffic leading with their baby stroller because, hey— who’s going to run over a kid? They have clearly not watched “Pet Sematary.”

HERE ARE SOME OF THE ONLY VALID REASONS YOU SHOULD STEP IN FRONT OF A CAR: You are: • Iron Man • A ghost • Jackie Chan filming a movie • The world’s best limbo star • An exceptionally nimble Smurf • A swarm of bees in the shape of a human • Scott Pruitt AND REASONS NOT TO: You are: • made of meat.

I’ve spent some time performing stand-up in Manhattan.

That is a city where if you step off the curb the second the light turns red, you’d better hope the cab that hits you is heading to your destination, because you will be arriving via car hood. And the cabbie will still charge you the full fare. I wish visitors to Key West would catch on to that possibility. But we’re too super paradise chill to want to harsh anyone’s good time with rules, safety and logic.

Masses of humanity walk down the Duval Street sidewalk like it’s not narrow and congested. It’s a clusterf**k of people walking three-abreast, (so I should dive into traffic so you folks chat like you’re doing a

”Sex and the City” strut?) Holding hands. (I care nothing for your love. I’d sooner see it wither and die so I can get to work on time.) People suddenly stopping short to gaze upon the wonder of storefront windows. (You will never afford those paintings, so my pelvis and your butt should not have to accidentally meet because of it.) Also the myriad wandering drunks, free-roaming children, and bachelor/bachelorette party clusters that follow an unexpected path like a drunken hurricane that makes random “WOOOO!” noises.

I did accidentally stumble upon one of the best methods of clearing the way on Duval Street’s sidewalks. I had to deliver a large pipe wrench to someone at a local bar. Brandishing that thing out in the open? It split the pedestrians like Moses parting the Red Sea. Or like a hot dog cart parting a vegan picnic. Why was it so effective? I think it’s because a pipe wrench is typically red. And red usually denotes “danger.” And red sends signals to the brain that stimulate a fight-or-flight response. Or maybe because it’s a large, metal tool with the ability to smush fleshy pedestrian parts?

Who knows? I’m no science guy.
