ohn Dick prevailed, winning a fourth four-year term on the Monroe County School Board, edging out political newcomer Jim Doran. Dick pulled down 54.24 percent of the vote and 8,878 votes compared to Doran’s 45.76 percent and 7,491 votes.

“I ran hoping to pay it forward,” said Doran, after the results were tallied. “I wish the students, the board and teachers well. I wanted to be on the board for the sake of students and teachers. I hope the board will take that to heart.” When asked if he would run again, he said he was unsure.

“Four years is a long way down the road,” he said. “I really don’t know.”

Dick accepted his win graciously.

“I am very humbled by the support that I got out of people coming out for me. A lot of people worked hard and a lot of people helped me and I am greatly appreciative.”

Dick said the number one priority going forward is safety.

“School safety is number one right now. Then we need to get down to the business of education,” he said.

Other issues he will be looking at are the number of students enrolled, and finishing the three school projects currently under construction.

Dick will be celebrating the win and thanking supporters on Friday, Aug. 31 starting at 6:30 p.m. at the American Legion Post in Marathon.

Although Sue Woltanski was elected to the school board unopposed, she still attended the gathering at Harvey Government Center in Key West to congratulate all the candidates.

SCHOOL TAX Monroe County voters were split 60 percent to 40 percent in favor of passing the Increased Security Funding for Monroe County Schools.

“I would have liked to see more support, but this is all right,” said Monroe County School Board Chairman Bobby Highsmith on election night. “It gets the job done.”

The tax levy is designed to raise no more than $1.5 million per year.

School officials purposely included the “up to” language so as to levy only enough tax to pay for the gap between what’s provided by the state and the actual cost of the school security.

On Aug. 21, the Office of the Governor announced an extra $58 million to be distributed statewide — the remainder of the $67 million in unclaimed funds to support the Guardian Program, which trains and arms volunteer staff. That is on top of the $700,000 allocation for Monroe County from the $162 million distributed statewide for school safety and the mandate to put a school resource or safety officer in every school in Florida.

arly last week anxious paddle boarders received their first glimpse of the new Florida Keys Poker Paddle course that starts and ends behind the library on Lower Matacumbe.

“I am really excited about it,” says Cheryl McBay, owner of Florida Keys Brewing Co. and founder of the Florida Keys Poker Paddle.

“We coordinated it with the tides and hopefully there is going to be little wind on the bayside. Plus the scenery as we paddle through the mangroves will be awesome.”

McBay and her husband, Craig, hatched the idea after meeting a doctor at their brewery who had used paddling to raise money for charities.

This year’s proceeds are earmarked for Gold Star Teen Adventures – a non-profit that provides “healing, mentorship, development, and opportunity to the children of Special Operations service members who lost their lives in the line of duty.”

For $60, participants get a cool T-shirt, schwag bag loaded with goodies, and entrance into the poker game.

After leaving the beach at the library, paddlers will head east to the Lorelei before cruising back west to the Islander’s bayside beach. The third stop will be a pair of pontoon boats anchored in shallow water to give the paddlers a break before they head back east.

“It’s definitely not a race,” laughs McBay about the 3.7 mile course.

“Most complete it in about an hour and a half to two hours. One lady got it done in about half an hour, but it’s leisurely. If-you-see-a-manatee-just hang-out-with-it-kind-ofpace.”

Naturally, the competition concludes with free beer at the Florida Keys Brewing Co. where the winning poker hand will receive an original Pasta Pantaleo creation. Other prizes include a two-night stay at the Cheeca Lodge and a chance to win one-of-a-kind art by David Wirth and Jessica Ann. KEYS HISTORY How long is the Overseas Highway?

I

t seems like a straightforward question: How long is the Overseas Highway? It is not, at least according to countless travel guides and magazine articles, printing numbers from 106 to 127 miles in total distance. Some accounts name Jewfish Creek as the end of the line; others, the top of the 18-Mile Stretch.

There have been several versions of the road connecting Key West to the mainland. J. Otto Kirchheiner, chairman of the Monroe County Commission at the time, is credited as being the first person to drive the length of the highway.

He left Key West on July 18, 1927.

State Road 4A, as the first version of the Overseas Highway was officially known, opened to public traffic on Jan. 25, 1928. The road had little in common with the path taken by today’s road. Besides traveling along what is today the Card Sound Road route, the first version of the road required a 40-mile trip aboard an automobile ferry between Lower Matecumbe and No Name keys.

The second version of the Overseas Highway would incorporate a series of solid bridges, instead of relying on a ferry system, when it opened to traffic on March 29, 1938. The official opening was

celebrated on July 4, 1938. A toll road during this incarnation, it had toll booths on Lower Matecumbe and Big Pine keys.

When it opened May 16, 1944, the third version of the Overseas Highway had abandoned the Card Sound Road route and followed what has become known as the 18-Mile Stretch. The road, too, was now officially called U.S. Highway 1 and connected Key West not just to the mainland but to Fort Kent, Maine. It is this version of the road that most closely resembles the modern Overseas Highway.

While the start of the highway is ceremoniously marked in Key West, near the corner of Whitehead and Fleming streets, with the designation Mile Marker 0, where does the highway officially end?

While U.S.1 stretches between Key West and Maine, the Overseas Highway officially stretches from Key West to the Monroe County line. On the Monroe County side of the line, the road is the Overseas Highway. This is the general area of Manatee Creek, as well as Sea Hunter Marina and Pelican Cay RV Park, near Mile Marker 113. On the Dade County side, the road becomes the South Dixie Highway.

n Aug. 28, U.S. Rep. Carlos Curbelo successfully defended his incumbency by defeating political newcomer Souraya Faas in Florida’s primary election. In November, the Republican will face Debbie Mucarsel-Powell, who won the Democratic primary. And while many are worried about today’s divisive political climate, Curbelo is focusing on just the climate.

Curbelo’s proposal of The Market Choice Act — dubbed a carbon tax — rolled out July 23 and caught the attention of two of the world’s biggest publications, The Guardian of England and Der Spiegel of Germany, as well as the international business community. They have seized upon Curbelo as part of the new era of politician who is putting forth a valid bipartisan solution to combat climate change and help America’s infrastructure.

Curbelo said he has been researching the carbon tax concept for two years. He proposes to tax carbon dioxide emissions and eliminate gasoline and aviation fuel taxes. The new taxes will then be used to pay for nationwide infrastructure improvements.

“The $24 per ton price this bill would set on carbon with an annual 2 percent increase plus the consumer price index would result in 27– to 32-percent reductions in carbon emissions by 2025,” said Curbelo. “That’s a reduction of one third of U.S. greenhouse gas emissions in less than seven years and, if adopted, could generate $57 billion in 2020 and $63 billion in 2030.

This money would be funneled into the nation’s infrastructure, fulfilling one of President Trump’s campaign promises to rebuild roads. The measure would also achieve what was promised by President Obama in the 2015 Paris Agreement, and renounced by Trump — reducing carbon emissions.

“Elected officials owe it to every American, and especially to younger generations who are understandably concerned about the future, to work on a comprehensive solution to mitigate and adapt to climate change,” Curbelo said.

Also, he said, the Market Share Act would “protect lower income Americans from higher utility bills and assist displaced workers.”

One day after Curbelo’s bill was introduced, he was praised and commended by multiple groups for being “bold,” “bipartisan,” “innovative,” and “sensible.” Among them were the Climate Leadership Council, Evangelical Environmental Network, Audubon Society, The Nature Conservancy, Alliance to Save Energy, The National Wildlife Federation, World Wildlife Fund, Citizens Climate Lobby: Conserve America, Environmental Defense Fund and Center for Climate and Energy Solutions.

“34 U.S. businesses sent a public letter thanking Rep. Carlos Curbelo (R-FL 26th District) for introducing the MARKET CHOICE Act (H.R. 6463), a bill to fund infrastructure investment while cutting climate pollution. Companies that signed the letter include BP America, Campbell Soup Company, The Dow Chemical Company, DuPont, General Motors, Ingersoll Rand, Lyft Inc., IKEA North America Services LLC, National Grid, PG&E Corporation and Shell, and the Sustainable Food Policy Alliance which includes Danone, Mars, Nestle USA and Unilever.”

OCEAN STUDIES’ NEW LAB IS READY Marine Discovery Center will open next month

O

cean Studies Charter School, a free public charter school open to the students of the Middle and Upper Keys communities, will open its Marine Discovery Center for Children at the campus in Tavernier on Tuesday, Sept.

4, 2018.

The newly designed and refurbished science lab includes all new laboratory-grade furniture, flexible seating options, and hands-on manipulatives geared toward both marine science and state science standards.

There will be children-built aquarium eco-systems, both salt and fresh water; hydroponic and aquaponics gardens growing food in a sustainable way; and interactive lab equipment to help monitor projects that the students work on throughout the year.

“This lab will provide the students of Ocean Studies a space of their own to explore data gathered on weekly field labs and investigate the scientific world around them,” said elementary science teacher Martha Loizeaux. “We named it the Discovery Center because we want a place for our local kids to discover their passion for science and to be inspired by their unique and amazing environment of the Florida Keys.”

Ocean Studies Charter School is an elementary school serving grades kindergarten-5. Enrolled families are welcome to attend the opening of the Marine Discovery Center. The school is continuing to enroll for the 2018-19 school year. More information is available at 305-852-7700 or online at www.

Record-setting certification year for <Monroe /> COMPUTE$ kids

M

onroe County School District students earned a recordsetting number of industry certifications in information technology courses in 2017-18, and this year’s students are ready to complete courses and gain certifications once more – and, in some cases, they will get paid.

“Monroe County students earned over 800 individual industry certifications,” said Superintendent Mark Porter. “Students earning industry certifications in various computer science courses also received over $70,000 in cash incentives from <Monroe /> COMPUTE$ for their efforts.”

The district also had more students than ever taking, and passing, AP computer science courses in high school.

Students earned certifications in Microsoft Office, Adobe and the IC3 Digital Literacy program, starting as early as fifth grade.

“We more than doubled last year’s certifications and had a substantial number of students in AP computer sciences courses,” Porter said.

Out of 73 students who sat for the AP computer science exam, 45 passed with a score of 3 or better, for an overall district pass rate of 62 percent. The course, which was offered for the first time at Key West High School, Coral Shores High School and Key West Collegiate Academy, introduced students to the creative aspects of programming, abstractions, algorithms, large data sets, the Internet, cybersecurity concerns and computing impacts.

“We are very encouraged by the number of students that not only passed the AP computer science exam, but of all the students who chose to undertake such a rigorous course,” Porter said.

“The success of the course, which includes a $250 incentive from <Monroe /> COMPUTE$ for those that pass, has prompted us to expand computer science courses across the district.”

The IC3 Digital Literacy program, which is designed to promote safe and responsible internet use by young people, was so well-received that the district implemented three summerschool programs to meet the demand, which resulted in 10 additional certifications.

“Our goal is to have every MCSD student certified in all four components of the IC3 Digital Literacy program by the time they leave middle school,” Mira said.

Porter said industry certifications add value to students’ educations, and provide critical skills for them to succeed in college and career endeavors.

“Thanks to Key West philanthropists John Padget and Jacob Dekker’s generous donations, our students continue to be motivated to work towards these valuable certifications,” he said.

ZINNER RECEIVES COAST GUARD AUXILIARY LEGION OF MERIT

T

he Coast Guard on Aug. 25 awarded its Auxiliary Legion of Merit to Donald A. Zinner of Islamorada. The second-highest of all awards given by the Coast Guard to an auxiliarist, the Legion of Merit is authorized only by the commandant of the Coast Guard. It was presented to Zinner by the Coast Guard’s vice commandant, Admiral Charles Ray, at the closing banquet of the Coast Guard Auxiliary’s National Conference.

Zinner was cited for “exceptionally meritorious conduct in the performance of outstanding services” while serving as the director of response on the Auxiliary national staff and as an executive assistant to the chief director of the Auxiliary. Among the activities listed in the award’s citation, Zinner managed 17 short-term specialty training schools and their instructors with a budget of more than $2.8 million in his role as executive assistant. Accomplishments in his role as director of response included establishing a surface operations standardization team and supervising development of comprehensive contingency operations guidelines based upon the Auxiliary’s 2017 hurricane response efforts.

ON DUTY ON THE OCEAN Big Pine Key sailor supports Navy’s ‘Silent Service’

2014 Marathon High School graduate and Big Pine Key native is providing a critical maintenance capability to the U.S. Navy’s submarine force in the Pacific as part of a hybrid crew of sailors and civilian mariners working aboard the expeditionary submarine tender USS Frank Cable.

Petty Officer 2nd Class Edmund Thompson is a mass communication specialist aboard the Guam-based submarine tender, one of only two such ships in the U.S. Navy. The Frank Cable and its crew provide maintenance and resupply capabilities both in port and at sea.

“The best part of my job is networking with the people I meet and work with and being able to tell their story,” Thomp-

son said.

Thompson credits success in the Navy to many of the lessons learned on Big Pine Key. “I grew up in the Florida Keys and it helped me learn how important the ocean and waterways are,” said Thompson. “That helped me understand and have more respect for supporting and protecting the waterways, which the Navy is all about.”

Christine Latronico finds a home at Upper Keys League of Women Voters SARA MATTHIS

he just wanted to go to Cuba, in fact had planned the trip with her mother before she passed. But as things happen, life happened; Christine Latronico’s mother was gone before they could make the trip to mom’s homeland. Then two things happened simultaneously — a friend told her about a group trip to Cuba sponsored by League of Women Voters, and she received a small inheritance.

“It just seemed like it was meant to be,” Latronico said.

Latronico was completely upfront and apologetic with the other members of the League at the very first meeting she attended in the Upper Keys. This was just about the trip. But as civic life happens in the Keys, before she knew it, she was elected secretary. Then president and secretary.

“I found these women — Catherine Bosworth and Carol Betts-Keller — to be very refined, very gracious women,” she said, smiling, “women that I wanted to emulate.”

In 2015 she assumed the presidency of the Upper Keys League of Women Voters (while retaining club secretary duties) and continues to this day. In five years, the club has increased its membership by more than 50 percent, to about 20 regular members, and increased its community outreach by organizing solar programs and inviting speakers to its meetings.

Full name: Christine Latronico. My friends call me Chris.

When did you come to the Keys?

In 1974. My late husband fished here in the ’60s and was a commodities driver. We moved down here with a fully assembled aluminum shed and a 17-foot boat in the back of the trailer. It was like the covered wagon of the 20th Century. I think there were about 3,000 people here back then. It felt like I was a pioneer.

How much time do you spend on League business? Mmmm. About one day a week. More than that to prepare for a meeting. Maybe 10 days a month.

What other clubs do you belong to?

I am also the secretary for the Historical Preservation Society of the Upper Keys and a literacy volunteer. In January I am going to help a couple study for their citizenship test. Believe it or not, everybody should study for it. We all know something about it, but not everything. This is a wonderful country and we should be grateful.

What happens when you don’t agree with a League of Women Voters position? Honestly, I haven’t run into that. But the League has something like 20 issues they are working on at a time. There’s always something to be passionate about, and an issue to become involved in.

What is the local club doing? Well, we just participated in a solar energy cooperative initiative. We held three meetings for homeowners associations and about 250 people attended.

I think about 20 homeowners are signing contracts to have solar energy installed.

What are your thoughts going into the primary? As a league officer, I can’t talk about specific candidates. But I would like to see a lot of working together across the aisle and a focus on education. I know how good schools can be with dynamic principals and good leadership.

If you could have any super-power, what would it be? I would be Wonder Woman; she puts her bracelets up and can stop anybody.

What issues are important to you? Well, the League has worked hard on Amendment 4 which would restore felons’ voting rights. While Florida has a process to do that, you need to look at Gov. Scott’s record — only a minuscule amount of the thousands that have applied have had their rights restored. It can take up to 15 years. Florida’s law has already been ruled unconstitutional this year by a judge because of the enormous delays. The League is also challenging Amendment 8, which would allow schools in a district with no local control.

What did you think you were going to be when you grew up? I thought I would join the Navy and become a doctor until my mother pointed out that all of my patients would be men.

That didn’t sound so good to me. Instead, I got married at 18 and spent 35 years at Key Largo School in the front office. I did registration, bookkeeping and was office manager over the years. It was a very nurturing place. I also have worked part-time at the Shell World since the ’80s.

I would like to see a lot of working together across the aisle and a focus on education.

You’re sitting at a diner … someone walks in and sits down next to you.

Who is it and what are you eating?

What were the last three books you read? Well, I belong to three book clubs and a Shakespeare reading group. Recently, I’ve read “Hillbilly Elegy” by J.D. Vance, “The Goldfinch” by Donna Tartt, and “The Nightingale” by Kristin Hannah.

My friends and family would call me … the alpha woman. I am the oldest of seven daughters and always ran the show. I just thought that was the way it was!

Do you have a life motto? Well, I don’t think that mistakes are always bad things. You can learn from them.

Borski’s talent evolves in Keys

T

he Florida Keys is not only a mecca for fishing and diving. It has evolved into a growing community of talented artists, including well-known Keys artist Tim Borski.

“I was 23 when I decided to take a vacation to the Keys,” he said. “My goal was to catch a bonefish, and I did,” he said, reminiscing about his first fishing trip alongside legendary bonefish guide Bill Curtis. “I decided that day (April 19, 1983, to be exact) that I was not flying back to my hometown of Stevens Point, Wisconsin.”

Not only has Borski had a passion for fishing as far back as he can remember, he’s also always been inspired to create works of art, using watercolors starting in high school. After making the move to Florida, his focus was naturally on fishing. He lived in Miami for several years and worked 15-hour days just to have plenty of fishing time. He had a variety of jobs early on, from making picture frames at an arts and crafts store to working at a tackle shop. It wasn’t until he worked as a caretaker on Craig Key that he would get the opportunity to focus on his art, without the worry of having enough income. Borski further developed his talents and began to paint with oils and acrylics. It wasn’t long before his paintings became admired throughout the Keys.

Borski paints anything he finds interesting and exciting (fish are popular) and admits when he paints outside of his traditional choices, it can require more time. “I do my best work at my home studio. In the winter months, I prefer to paint oils because I can work outside. During the summer, I paint inside with acrylics and watercolors.” He likes to paint with acrylics and watercolors because they are water-based and nonhazardous to the environment, but he prefers using oils.

Borski has received a variety of awards, including first place in acrylics in a Purple Isles Art Guild show and being named “2015 Artist of the Year” by The International Game and Fish Association. He was featured in a 2007 Men’s Journal article, “Keys Characters,” and has written a series of fly fishing articles for Redbone Journal.

He spends much of his time fishing in the Keys and enjoying the outdoors with his wife, Jill, and two boys, Josef and Gus. here’s been a lot of talk recently about the debris that washes up on our shores, but what about the debris that sits on the bottom of our beloved nearshore environments? This past week I had the pleasure of joining John El-Koury of Coastal Realty and Eric Billips of Islamorada Dive Center and a crew of dedicated volunteers as they headed offshore to free the reefs of debris. Over the course of four dives we collected six anchors, hundreds of feet of rope and the remnants of old fish traps (Probably Irma casualties).

This was the fourth trip out to the reef for these guys and their collection is building fast. They’ve also found an old grill, 250 feet of anchor chain and even one of the buoys that used to mark the wreck of The Eagle. It’s not easy work, but man is it ever rewarding.

Bottom debris is destructive to our reefs and if left on the bottom will eventually strangle and transform them into something we’d all probably dislike very much. So next time you’re snorkeling or diving, keep an eye out for the stuff, try and pick it up if you can or mark it so you can tell someone else who’d better fit at recovering it.

Also, mind your anchors and try to anchor only in the sand.

ewly elected Monroe County School Board member Sue Woltanski, has donated the majority of her unused campaign contributions to local schools.

Woltanski was elected on June 22, at the end of the ballot qualifying period, when she remained unopposed in her District 5 race. She will assume her position on the School Board in November.

“I am grateful for the tremendous community support I received during my campaign and wanted to be sure my unused campaign funds were put to good use,” Woltanski said.

As per 106.141, F.S., candidates are required to dispose of excess campaign contributions. She has donated her unused campaign contributions to local non-profits.

She donated $1,000 to Plantation Key School PTA, to be used to help fund “Science On a Sphere” in the new school.

Often seen in science centers, the NOAA website describes the facility as “a room sized, global display system that uses computers and video projectors to display planetary data onto a six foot diameter sphere, analogous to a giant animated globe.”

NOAA researchers developed it as an educational tool to help illustrate Earth System science to people of all ages. “Once installed, Science On a Sphere will be a valuable learning tool for PKS students and I hope it will become a field trip destination that all Monroe County students can enjoy,” Woltanski said.

Another $1,000 was donated to Rotary Club of Key Largo Charitable Events to help fund the VPK wraparound program at Key Largo School. Voluntary Pre-K, or VPK, is a state funded pre-Kindergarten program. The state currently funds three hours per day of Pre-K. Key Largo School’s VPK wraparound program provides before and after care for children, making VPK more accessible for working families. Woltanski explained, “High quality childcare is scarce in the Upper Keys and I believe this program fills a vital need in our community. I believe public schools can and should serve as the center of their community; Key Largo School and this wraparound program provide a great example of a school serving its community’s needs.”

She also donated $700 to the Upper Keys Band Boosters to help fund a new drum line for Coral Shores High School’s Marching Band. A few years ago, Coral Shores Marching Band’s drums were damaged and need to be replaced. Finally, she donated $300 to Treasure Village Montessori PTO to support their arts programming.

Seminole Theatre announces season

F

rom country music to tribute groups celebrating folk singers and rock bands, the historic Seminole Theatre in Homestead and Oak View Group Facilities has announced the 2018-2019 Seminole Showcase Series.

The announced bill includes a variety of performers from famous singers to tributes, from comedians to magicians, and even a couple firsts for the Seminole Theatre, like an ice-skating show—a daring feat for such an intimate venue. “I don’t want to give away how it works, but suffice to say, we will have figure skaters on stage,” said Mickey McGuire, the theatre’s executive director.

The venue will also be throwing special events for select performances, like Country Night featuring BBQ food, line-dancing, and games for Lee Ann Womack, and Oktoberfest, celebrating German culture, food and beer for German a cappella supergroup, Vocaldente.
