want to change the culture for the good of the people who work at city hall, and residents of the city,� said Marathon City Manager Chuck Lindsey.

To that end, the City of Marathon has created a new umbrella — growth management — to oversee building, planning and code departments. “This is all about finding efficiencies to offer better customer service,� said City Manager Chuck Lindsey.

The changes, he said, will take about six months and affect about 20 employees.

George Garrett remains as Director of Planning. Doug Lewis has been named the head of growth management. Immediately following Hurricane Irma, Lewis managed the debris pickup in Marathon on behalf of Grubbs

in a bucket list town — to be able to combine something I’ve always wanted to do, with somewhere I’ve always wanted to live,� said Lewis. With 30 years in the building and development side of things, Lewis said he’s always longed for a chance “on the other side of the table.� He said, “I’ve been coming to Marathon since I was a small child. I have a connection and a love for Marathon.� “I am excited to have Doug on board. He really impressed me (after Hurricane Irma). He is a ‘process person’ and that’s what we need right now,� Lindsey said.

Lindsey said he envisions better communication among the three departments regarding projects within city limits. For instance, a new home under construction may need attention from more than one department.

He said this move will streamline the process.

n Aug. 28, U.S. Rep. Carlos Curbelo successfully defended his incumbency by defeating political newcomer Souraya Faas in Florida’s primary election. In November, the Republican will face Debbie Mucarsel-Powell, who won the Democratic primary. And while many are worried about today’s divisive political climate, Curbelo is focusing on just the climate.

Curbelo’s proposal of The Market Choice Act — dubbed a carbon tax — rolled out July 23 and caught the attention of two of the world’s biggest publications, The Guardian of England and Der Spiegel of Germany, as well as the international business community. They have seized upon Curbelo as part of the new era of politician who is putting forth a valid bipartisan solution to combat climate change and help America’s infrastructure.

Curbelo said he has been researching the carbon tax concept for two years. He proposes to tax carbon dioxide emissions and eliminate gasoline and aviation fuel taxes. The new taxes will then be used to pay for nationwide infrastructure improvements. “The $24 per ton price this bill would set on carbon with an annual 2 percent increase plus the consumer price index would result in 27– to 32-percent reductions in carbon emissions by 2025,� said Curbelo. “That’s a reduction of one third of U.S. greenhouse gas emissions in less than seven years and, if adopted, could generate $57 billion in 2020 and $63 billion in 2030.

ohn Dick prevailed, winning a fourth four-year term on the Monroe County School Board, edging out political newcomer Jim Doran. Dick pulled down 54.24 percent of the vote and 8,878 votes compared to Doran’s 45.76 percent and 7,491 votes.

“I ran hoping to pay it forward,” said Doran, after the results were tallied. “I wish the students, the board and teachers well. I wanted to be on the board for the sake of students and teachers. I hope the board will take that to heart.” When asked if he would run again, he said he was unsure.

“Four years is a long way down the road,” he said. “I really don’t know.”

Dick accepted his win graciously.

“I am very humbled by the support that I got out of people coming out for me,” Dick said. “A lot of people worked hard and a lot of people helped me and I am greatly appreciative.”

Dick said the number one priority going forward is safety.

“School safety is number one right now. Then we need to get down to the business of education,” he said. Other issues he will be looking at are the number of students enrolled, and finishing the three school projects currently under construction.

Dick will be celebrating the win and thanking supporters on Friday, Aug. 31 starting at 6:30 p.m. at the American Legion Post in Marathon.

Although Sue Woltanski was elected to the school board unopposed, she still attended the gathering at Harvey Government Center in Key West to congratulate all the candidates.

SCHOOL TAX Monroe County voters were split 60 percent to 40 percent in favor of passing the Increased Security Funding for Monroe County Schools.

“I would have liked to see more support, but this is all right,” said Monroe County School Board Chairman Bobby Highsmith on election night. “It gets the job done.”

The tax levy is designed to raise no more than $1.5 million per year.

School officials purposely included the “up to” language so as to levy only enough tax to pay for the gap between what’s provided by the state and the actual cost of the school security.

On Aug. 21, the Office of the Governor announced an extra $58 million to be distributed statewide — the remainder of the $67 million in unclaimed funds to support the Guardian Program, which trains and arms volunteer staff. That is on top of the $700,000 allocation for Monroe County from the $162 million distributed statewide for school safety and the mandate to put a school resource or safety officer in every school in Florida.

arathon Mayor Michelle Coldiron won the Republican primary and will face off with Democrat Tommy Ryan in the November general election for the District 2 seat of the Monroe County Commission.

She received 48.29 percent of the votes, while Chuck Weitzel earned 36.43 percent and Debbie Halama earned 15.27 percent.

Almost 8,000 voters cast a ballot in this race. Most of them were by absentee ballot (3,828) and early voting (1,067). Another 3,074 voted on election day. In total, Coldiron received 3,380 votes to Weitzel’s 2,550.

“I am going to sleep for 48 hours and then start working again,” said Coldiron, after the win, smiling. She spent election day visiting almost every precinct in the Florida Keys, starting in Key Largo and working her way down to Key West. She and her supporters wore their purple shirts and carried purple signs in solidarity.

She said she has a solid plan for the next two months.

“Up and down the Keys, people are complaining about the permitting and code process and I want to see what we can do to streamline that process,” Coldiron said. “On Friday, I have a meeting with the people from Florida Keys Community Land Trust, Maggie’s group, to learn the game plan for how they can continue doing what they are. I like that type of privatepublic partnership using outside sources that don’t get caught up in government red tape.”

She also said she will continue to spread the message about

hurricane recovery. “I want to get the message out that there is still help for people who need it,” she said.

Ryan, who will begin his campaign in earnest now, said he will continue to focus on the hurricane’s impact and the recovery still needed in District 2.

“We were hit the hardest.

We’re not recovered yet. Key West is recovered, Key Largo is recovered — pretty much everybody north of Marathon,” he said.

He said he wants to emphasize the need to have cleanup contracts in place before the storm hits, as well as backup plans.

Ryan said most subjects he cares about are related to the hurricane in some way — whether that’s affordable housing or a living wage.

“I had two adult children who couldn’t ‘make it’ in the Keys — it’s just too expensive,” he said. “We are losing firefighters and teachers. We need to watch costs, but we are losing money by training firefighters, seeing them leave, and retraining new ones.”

Weitzel arrived at the Harvey Government Center after the race had been called to shake Coldiron’s hand and offer his congratulations. The day after, Weitzel urged Ryan and Coldiron to focus on the county’s fiscal responsibility.

“Don’t buy Murray Marine for $8 million. The county has no business buying a marina,” he said, adding that he will continue to attend the once-a-month, day-long county commission meetings in order to keep an eye on the budget. He said he also hopes the county can come up with a better, less-expensive solution for ground-level homes destroyed by the storm.

ASHLEY PALLISCO With two degrees from the University of West Florida — in exceptional student education and elementary education — Ashley Pallisco will combine both as the ESE teacher for third to fifth grades at Stanley Switlik Elementary. This is the Detroit native’s first year as a teacher, although she’s lived in the Keys for six years. She enjoys snorkeling, diving and exercising. Her teaching philosophy: “To help students feel safe, loved and confident so that they can have an effective and positive learning experience.”

TIFFANY SAUDERS Tasked with exceptional student education for pre-kindergarten students, Sauders is one of the new teachers at Stanley Switlik Elementary, although she worked last year as a paraprofessional. She has a bachelor’s from University of Mary Hardin-Baylor in Texas, and is originally from Fort Worth, Texas. “A few years ago, my family and I began an adventure traveling across the United States. … We fell in love with the Keys and the people and my family of four quickly made Marathon our home.” She and her husband, Brandon, have two young sons. “I believe all children can learn. I believe all children deserve love and respect. I believe it is my responsibility, as an educator, to do everything I can to provide my students with tools for success,” she said.

NEW EDUCATORS ARRIVE IN STANLEY SWITLIK

TISA LALL Lall was hired to teach science to all grades at Stanley Switlik Elementary.

She taught 11 years in New York City and five years at Plantation Key School.

Originally from Georgetown, Guyana, she has degrees in business administration and a master’s in literacy, the latter from Touro College in New York.

“I was looking for a warmer climate. I had some family living in Key Largo,” she said. Lall is married to Mike, a wood sculptor, and has a daughter who is a speech pathologist. She has two strong career beliefs — equity in education for all students; and projectbased learning with multiple forms of assessment. She likes playing tennis, hiking, biking and dancing.

TANYA SLY Marathon has been the “tropical getaway” for Tanya Sly’s family for the past decade. Now, the Michigan native calls it home. Sly is a former reading recovery teacher, early literacy consultant and former teacher of kindergarten and first grade students. She will be Switlik’s reading coach. She and her husband have three grown boys, all attending colleges in Michigan. “I believe that all students can learn and it is up to the teachers to help them find their paths,” she said.

JUNE MAY For the past 18 years, June May (yes, that’s her name; it’s so cool) has been teaching in New Jersey. An experienced exceptional student educator, May earned her degree in that specialty from Georgian Court University.

“My husband and I wanted to start a new life together in the Keys so we got in our cars and made the trip down, found jobs and are now citizens of Marathon,” she said. The couple has two grown daughters. She said she believes that every student can learn.

“We, as teachers, need to find the way that is best for each student,” she said.

TRACY GARCIA Garcia is part of the staff teaching the youngest children at Stanley Switlik Elementary — the pre-kindergarten and VPK. Originally from West Virginia, she moved to the Keys when she was in fourth grade. She’s married, has four children and two grandchildren.

When she’s not teaching, she’s reading or cooking. “Love what you do and it is fun, not work,” she said.

SHANNON WILEY A graduate of Florida State University, with a bachelor’s in art education and working toward a master’s, Wiley recently moved to the Keys from Vero Beach. He is Switlik’s art teacher. He has 14 years teaching experience and said, “Teach what you love, love what you teach.” Wiley has two children — Tristan in kindergarten and Lillian in fourth grade. When he’s not teaching, Wiley likes fishing, boating, diving, painting, sculpture, graphic design and coaching soccer.

KEYS HISTORY How long is the Overseas Highway?

I

t seems like a straightforward question: How long is the Overseas Highway? It is not, at least according to countless travel guides and magazine articles, printing numbers from 106 to 127 miles in total distance. Some accounts name Jewfish Creek as the end of the line; others, the top of the 18-Mile Stretch.

There have been several versions of the road connecting Key West to the mainland. J. Otto Kirchheiner, chairman of the Monroe County Commission at the time, is credited as being the first person to drive the length of the highway.

He left Key West on July 18, 1927.

State Road 4A, as the first version of the Overseas Highway was officially known, opened to public traffic on Jan. 25, 1928. The road had little in common with the path taken by today’s road. Besides traveling along what is today the Card Sound Road route, the first version of the road required a 40-mile trip aboard an automobile ferry between Lower Matecumbe and No Name keys.

The second version of the Overseas Highway would incorporate a series of solid bridges, instead of relying on a ferry system, when it opened to traffic on March 29, 1938. The official opening was

celebrated on July 4, 1938. A toll road during this incarnation, it had toll booths on Lower Matecumbe and Big Pine keys.

When it opened May 16, 1944, the third version of the Overseas Highway had abandoned the Card Sound Road route and followed what has become known as the 18-Mile Stretch. The road, too, was now officially called U.S. Highway 1 and connected Key West not just to the mainland but to Fort Kent, Maine. It is this version of the road that most closely resembles the modern Overseas Highway.

While the start of the highway is ceremoniously marked in Key West, near the corner of Whitehead and Fleming streets, with the designation Mile Marker 0, where does the highway officially end?

While U.S.1 stretches between Key West and Maine, the Overseas Highway officially stretches from Key West to the Monroe County line. On the Monroe County side of the line, the road is the Overseas Highway. This is the general area of Manatee Creek, as well as Sea Hunter Marina and Pelican Cay RV Park, near Mile Marker 113. On the Dade County side, the road becomes the South Dixie Highway.

OBITUARY

James H. Peters

J

ames H. Peters, 75, of Key Colony Beach, Florida, and Marblehead, Ohio, passed away at Stein Hospice Care Center, Sandusky, Ohio, on Aug. 19, 2018. He was born Aug. 22, 1942 in Cleveland, Ohio, the son of James H. and Mary Sue (Rooney) Peters Sr. On Nov. 13, 1971 he married Linda Overly and she survives. Jim grew up in Cleveland and graduated from John Marshall High School, at which time he entered the U.S. Navy. He was the proprietor of Mole Agency, an insurance agency in Grafton, Ohio, for many years. Jim and Linda have

resided in Key Colony Beach for the last 18 years, returning to Marblehead each summer. His passions were fishing, hunting, boating and traveling with his wife. He will be remembered and missed by his family and many friends he nurtured over the years.

Surviving are his wife of 46 years, Linda; brother-in-law, Gary F. (Debbie) Overly of Pinehurst, N.C.; nephew, Michael Peters of Los Angeles, Calif.; and many cousins in the Cleveland area. He was preceded in death by his father, James H. Peters Sr.; mother, Mary Sue Peters; and brother, Michael Peters.

Memorial services will be at 11 a.m. Friday, Aug. 31 at Neidecker, LeVeck & Crosser Funeral Home & Cremation Service, Peninsula Chapel, 7755 E. Harbor Rd. LakesideMarblehead, Ohio. Fr. John Missler will be officiating. In lieu of flowers, memorial contributions may be given to Stein Hospice, 1200 Sycamore Line, Sandusky, Ohio 44870.

10 YEARS OF THE ‘BEST’ Annual Best of Marathon contest is underway

A

decade ago, Weekly publisher Jason Koler teamed up with his future business partner Britt Myers to produce the inaugural Best of Marathon, and so far, the event has raised nearly $100,000 for local scholarships and civic causes.

Back in 2008, the program was presented with the Marathon Jaycees and held at Jaycee building across the street from Stanley Switlik. In 2013, the Weekly Newspapers and Rotary Club of Marathon teamed up on the ticketed gala that is a “can’t miss” event designed to celebrate the collective success of Marathon.

And now, the voting has moved completely online.

“There are no more paper ballots,” said Patrick Stevens, a Rotary member and staunch member of the ballotcounting committee (he was there most of the time). “This is going to be a lot faster.”

Right now, voters can still nominate people or businesses at keysweekly.com for each category. For example, “Bill, from behind Publix” can be nominated as Best Local Celebrity. The nomination period ends at 5 p.m. on Tuesday, Sept. 4. The top three finalists in each category will be announced in the Weekly on Thursday, Sept. 6. Then voters have until Thursday, Sept. 20 to choose the ultimate winners.

In 2017, still reeling from Hurricane Irma – who was responsible for postponing the September event to November – Karen Thurman needed a wheelbarrow to truck away all her plaques. Not only was the general manager of Hyatt Place named Woman of the Year, the resort also received three other awards — Best Resort, Best Marina and Best Pool. The community was responding, no doubt, to the resort’s response after the hurricane and its important involvement in the continuing recovery.

“It is always wonderful to be recognized, but to honored by your neighbors, especially after such a trying year, is very special and very humbling,” Thurman said.

The 2018 winners will be announced at the Best of Marathon Gala on Saturday, Sept. 29. Tickets for the event to be held at Marathon City Hall will go on sale in a few weeks.
