Mayor Cates, who recused himself from the vote, clarified the agenda item was not his idea, although he was honored it was proposed. Ultimately, the measure failed by a vote of 3-3. “I think that Mayor Cates did a good job,” said Chad Will, who was adamant on social media that the chambers should not be named after a living person.

“However, I don’t think that we should be renaming all of our landmarks to stoke the egos of the rich and powerful.”

Clayton Lopez brought the resolution forward because he thinks Cates is deserving. “It had nothing to do with politics, but everything to do with the work he put into making City Hall happen,” he said. “We should always have the capacity to give credit where it is due. Hard work, unrewarded and unappreciated, discourages others from doing good.”

JOHNSTON, ROMERO MOVE TO NOVEMBER RUNOFF

D

epending on whom you ask, there were up to 19 Key West mayoral candidates in the spring of 2018. Yet after two potential frontrunners unexpectedly bowed out, and many other names faded during the summer, the smoke cleared with seven candidates bidding for Key West’s top spot.

On Tuesday, the expected frontrunner, Teri Johnston, collected just over 49 percent of the vote — leaving her less than two percentage points shy of walking away with a clear, uncontested victory. Instead, City Commissioner Margaret Romero and George Bellenger anxiously monitored

the polls as they battled for the remaining spot for a November runoff.

Just after 8 p.m. it was clear Johnston would finish short of the 50 percent (plus one) mark needed to avoid a runoff. And with 9 of 10 Key West precincts reporting, Bellenger and Romero were within 50 votes of one another. Moments later, the final precinct reported, giving Romero a second-place victory, by just 28 votes over Bellenger.

By law, the narrow margin separating Bellenger and Romero required a recount, which immediately took place on Wednesday morning at 10 a.m.

The results of the recount confirmed Romero as Johnston’s opponent in November.

There will be plenty of “what ifs” in the wake of Tuesday’s election. What if there hadn’t been so many candidates — could that have changed the results for Bellenger? Or what if 29 more people (out of the 42.18 percent turnout)

had visited the polls on Tuesday? Or what if more doors were knocked on … more babies kissed … what if?

But elections are not decided on “what ifs.” Romero and Johnston will begin a new campaign, scrambling for the votes belonging to the five other candidates in the primary election.

With both having successful terms on the City Commission, each candidate will inevitably tout her experience on the dais. Yet it remains to be seen what the clear-cut differences are between the two.

“Things will be a little different now,” Romero told the Weekly shortly after the final results were revealed.

When asked if she would share those differences, Romero smiled and replied, “Not right now.”

What is certain is that Romero has a large margin to overcome before November. Not only did Johnston command nearly half of the primary votes, she also dwarfed Romero’s campaign contributions by nearly $70,000. But in politics, anything is possible. And the race for mayor is expected to heat up over the next nine weeks.

MORE ELECTION NEWS: Key West Mayor Craig Cates announced he will run for County Commission in 2020. The seat he is seeking is currently held by Heather Carruthers, who has not confirmed if she will seek re-election.

Beth Ramsay-Vickery edged Walt Drabinski by just over 100 votes in the Utility Board Seat D race. Ramsay-Vickery will take on Robert Barrios, who collected 39 percent of the primary vote.

1. Key West Mayor Craig Cates is denied having the City Hall chambers named after him after a 3-3 vote in a recent commission meeting (Cates recused himself).

Some dissenters argued the commission should wait until Cates has been retired for five years, and others simply didn’t want to name the chambers after someone living. Great points, except another item on the same agenda unanimously named a public sports complex plaza after Richie Garcia…who is alive and doing well (thankfully). The tackiness of it all — this agenda item could have been pulled at any point, saving Mayor Cates and his family the unnecessary process of watching the measure get denied in a public

vote, especially when this was not his idea. Our take? He’s won more mayoral elections than anyone in history … and by a wide margin.

You don’t have to love him, but more respect should be offered to one of Key West’s most popular mayors.

Sure, it’s never a great idea to go political while using your company’s platform, but maybe now is not the time to send a message to women everywhere that you will be demoted or fired for speaking your mind.

2. In a matter of 24 hours ESPN demoted and parted ways with two outspoken female anchors. First, ESPN demoted Michelle Beadle from her position on the network’s premier morning show, “Get Up.” Within hours, the network also announced it was parting ways with another female anchor, Jemele Hill.

The reasons for both moves were clear, as both Beadle and Hill have been outspoken on social and political items. Hill, an African American, engaged in a public spat with President Donald Trump that eventually led to her referring to the president as a “white supremacist” in the wake of the Charlottesville, Virginia hate crimes. And Beadle has recently been outspoken on the NCAA’s and Ohio State’s light response to domestic abuse coverups, stating she would boycott NCAA football games (sort of like how many people are boycotting

Yet, just over a week later, a shooter by the name of David Katz murdered two people in a Jacksonville gaming device tournament.

Many of the same networks that politicized Tibbets’ murder used the Jacksonville shootings to call for more support and inquiries into mental illness. Our take?

Some people are bad. And gun issues are a growing problem.

Maybe it’s time both sides begin to compromise and address the issues without politicizing tragedies.

n Aug. 28, U.S. Rep. Carlos Curbelo successfully defended his incumbency by defeating political newcomer Souraya Faas in Florida’s primary election. In November, the Republican will face Debbie Mucarsel-Powell, who won the Democratic primary. And while many are worried about today’s divisive political climate, Curbelo is focusing on just the climate.

Curbelo’s proposal of The Market Choice Act — dubbed a carbon tax — rolled out July 23 and caught the attention of two of the world’s biggest publications, The Guardian of England and Der Spiegel of Germany, as well as the international business community. They have seized upon Curbelo as part of the new era of politician who is putting forth a valid bipartisan solution to combat climate change and help America’s infrastructure.

Curbelo said he has been researching the carbon tax concept for two years. He proposes to tax carbon dioxide emissions and eliminate gasoline and aviation fuel taxes. The new taxes will then be used to pay for nationwide infrastructure improvements.

“The $24 per ton price this bill would set on carbon with an annual 2 percent increase plus the consumer price index would result in 27– to 32-percent reductions in carbon emissions by 2025,” said Curbelo. “That’s a reduction of one third of U.S. greenhouse gas emissions in less than seven years and, if adopted, could generate $57 billion in 2020 and $63 billion in 2030.

This money would be funneled into the nation’s infrastructure, fulfilling one of President Trump’s campaign promises to rebuild roads. The measure would also achieve what was promised by President Obama in the 2015 Paris Agreement, and renounced by Trump — reducing carbon emissions.

“Elected officials owe it to every American, and especially to younger generations who are understandably concerned about the future, to work on a comprehensive solution to mitigate and adapt to climate change,” Curbelo said.

Also, he said, the Market Share Act would “protect lower income Americans from higher utility bills and assist displaced workers.”

One day after Curbelo’s bill was introduced, he was praised and commended by multiple groups for being “bold,” “bipartisan,” “innovative,” and “sensible.” Among them were the Climate Leadership Council, Evangelical Environmental Network, Audubon Society, The Nature Conservancy, Alliance to Save Energy, The National Wildlife Federation, World Wildlife Fund, Citizens Climate Lobby: Conserve America, Environmental Defense Fund and Center for Climate and Energy Solutions.

Companies that signed the letter include BP America, Campbell Soup Company, The Dow Chemical Company, DuPont, General Motors, Ingersoll Rand, Lyft Inc., IKEA North America Services LLC, National Grid, PG&E Corporation and Shell, and the Sustainable Food Policy Alliance which includes Danone, Mars, Nestle USA and Unilever.”

KEYS HISTORY How long is the Overseas Highway?

I

t seems like a straightforward question: How long is the Overseas Highway? It is not, at least according to countless travel guides and magazine articles, printing numbers from 106 to 127 miles in total distance. Some accounts name Jewfish Creek as the end of the line; others, the top of the 18-Mile Stretch.

There have been several versions of the road connecting Key West to the mainland. J. Otto Kirchheiner, chairman of the Monroe County Commission at the time, is credited as being the first person to drive the length of the highway.

He left Key West on July 18, 1927.

State Road 4A, as the first version of the Overseas Highway was officially known, opened to public traffic on Jan. 25, 1928. The road had little in common with the path taken by today’s road. Besides traveling along what is today the Card Sound Road route, the first version of the road required a 40-mile trip aboard an automobile ferry between Lower Matecumbe and No Name keys.

The second version of the Overseas Highway would incorporate a series of solid bridges, instead of relying on a ferry system, when it opened to traffic on March 29, 1938. The official opening was

celebrated on July 4, 1938. A toll road during this incarnation, it had toll booths on Lower Matecumbe and Big Pine keys.

When it opened May 16, 1944, the third version of the Overseas Highway had abandoned the Card Sound Road route and followed what has become known as the 18-Mile Stretch. The road, too, was now officially called U.S. Highway 1 and connected Key West not just to the mainland but to Fort Kent, Maine. It is this version of the road that most closely resembles the modern Overseas Highway.

While the start of the highway is ceremoniously marked in Key West, near the corner of Whitehead and Fleming streets, with the designation Mile Marker 0, where does the highway officially end?

While U.S.1 stretches between Key West and Maine, the Overseas Highway officially stretches from Key West to the Monroe County line. On the Monroe County side of the line, the road is the Overseas Highway. This is the general area of Manatee Creek, as well as Sea Hunter Marina and Pelican Cay RV Park, near Mile Marker 113. On the Dade County side, the road becomes the South Dixie Highway.

n the spring of 2017, a 17page questionnaire regarding business and residential priorities circulated the Keys. 433 were returned. It was created to help craft the 2018 budget with the strategic plan in mind, since it expires in 2020.

Monroe County’s Strategic Planner Kimberly Matthews knew there had to be a better way. The interactive process she implemented has already polled 392 people during six presentations. And she’s just now getting to the halfway mark of collecting feedback.

“This is more straightforward,” said Matthews. “At the end of the three months, we will compile all the answers and present the findings to the county commissioners. What you have to say really matters to us.”

At the Lower Keys Chamber of Commerce general meeting on Aug. 20, 26 Lower Keys residents put their opinions to work with the anonymous interactive presentation via their cell phones.

Questions included words to describe their personal beliefs for the future of Monroe County, with words like “affordable,” “sustainable” and “environment” popping up.

Before Hurricane Irma, recurring issues included traffic and workforce housing, and since the storm, she has seen other priorities rise, including resiliency and insurance rates.

Next, members were asked to rank what they believe should be the county’s top priorities in the next three to five years. During this par-

ticular presentation, they were ranked 1) affordable workforce housing, 2) traffic on U.S.1, 3) growth control and over-development, 4) water quality, 5) wind insurance rates, 6) building to resiliency, 7) hardening infrastructure such as cellular and utilities, and 8) planning building and code processes.

The director of recovery asked a specific question on the survey: What aspect of the community do you feel was more impacted by Hurricane Irma? In an overwhelming response, housing had 85 percent of the vote, easily outpacing infrastructure, environment and jobs.

The chamber members were then asked what redevelopment project they would feel would be most beneficial to community; statements like “permits in a timely manner,” “underground utilities,” and “tiny homes” were shown on the projector.

The whole process takes about 30 minutes. Other questions included what things Monroe County does well, and what it can improve on, and whether “you get your money’s worth” with Monroe County.

Groups can also email Matthews directly to book the presentation at Matthewskimberly@monroecounty-fl. gov. “It’s easy to get to the Chambers and the Rotarys, but I am happy to do homeowner associations, mom’s groups or book clubs, too,” she said. “We want to make sure everybody’s opinion is represented.”

arvey Rochman, an eccentric figure in Key West for more than 40 years, passed away on Aug. 21, 2018, after battling cancer for several months. A selfdescribed “garrulous recluse,” Harvey was a film producer and internationally known media facilitator, conducting all his business over the telephone from his mysteriously reclusive Key West abode.

Born in New York City in 1951, Harvey traveled the world before settling in Key West in the mid-1970s. In his travels, he retraced the ancient route of Alexander the Great, absorbing the core ideas and cultural aspirations of developing nations.

He had the ear of decision-makers around the globe. His life’s work was arranging financing to produce films with heroes and stories from other venues beyond American stereotypes.

He envisioned global media advancing human consciousness.

With incredible intellect and incisive wit, Harvey captivated everyone he engaged with, be they on the other end of the telephone or listeners to his numerous radio interviews, always full of rapid-fire fascinating insights and grandiose visions. He is survived by ten first-cousins living throughout the country, and countless creative collaborators around the world.

His self-spoken epitaph: “He refused to live for the American Dream, and lived happily ever after.” Harvey’s ashes will be spread appropriately in Key West, the place he loved and lived for the majority of his most unique and unusual life.

‘A WAY TO GIVE BACK’ Emily Nixon pays it forward

E

mily Nixon moved to Key West from New England for a temporary, oneyear position with Star of the Sea (SOS) Foundation. More than four years later, she’s the deputy director at the foundation and has zero plans on leaving.

“At this point, I don’t think I could even survive a winter,” she said.

She’s passionate about SOS and the gaps that nonprofits fill in the community.

“Nonprofits are a way to give back for everything that has been given to me,” she said.

“At no doing of my own, I was blessed with so many things easily taken for granted: an amazing family, access to education, positive role models, my health, the list goes on.”

Nixon explained that the system doesn’t always work in everyone’s favor. “Nonprofits are a way to ‘pay it forward’ for the opportunities I have been fortunate enough to have,” she said. “I work with incredible people, doing a job I truly believe in, at an organization that I’m proud to be associated with.”

Her favorite part: “It allows me to live here. What’s not to love?”

Coming off being presented one of the 2018 Rooster Awards at this year’s Key West People’s Choice “Bubba” awards, she was adamant that next year SOS will win the Bubba for best nonprofit: “Mark my words, SPCA!” We wanted to know more about what makes Nixon tick.

What was your first job? Grocery store check-out girl. On my first day, I watched a boy who was collecting carts get a running start, attempt to hop on the back of a cart, slip, tear both ACLs, and chip his tailbone.

It must have been some type of record for most dramatic grocery-store related injury.

Dream meal: you are sitting at a diner counter eating…who walks in and sits next to you? Ellen DeGeneres, and we order Maine lobster.

Favorite Keysy thing to do? Would I even live in the Keys if I didn’t say boat day? And sunrises.

What does success look like? Leaving my corner of the Earth just a little bit better than I found it.

You might have the most interesting college mascot. What is it? We are the “Spitting” Camels. (Bachelor’s in environmental science from Connecticut College.)

Speaking of workout, you’re jacked; what’s your workout schedule like? It varies, but right now, I’m on a running kick.

(She’s also an AYSO girl’s soccer coach.)

Favorite guilty pleasure? Watching horrible, wretched, trashy reality TV shows.

What’s on your bucket list? Climb Mt. Kilimanjaro, and a South America backpack trip with my sister.

If you could change the world, what would you do? Essentially the opposite of what the current administration’s EPA is doing. Climate change is a thing. I hope that’s not too political.

Favorite place you’ve traveled to? The Galapagos Islands.

What did you want to be when you grew up? A firefighter. Now, I just ogle at them from afar.

One fun fact about you? I can balance anything on the top of my head, and I have a twin brother.

What’s the most rewarding project you’ve worked on? SOS’s Child Nutrition Program, which serves free summer and after school meals to children throughout the Keys.

What was your first thought this morning? Coffee. Then “Is this workout really going to happen?”

If you won the lottery, what’s the first thing you do? Fly my closest friends, family, and a financial planner to the Maldives.

Nickname? Em-o

Like what have you balanced? Riskiest things have included my laptop, bottle of champagne, full pizza box.

If you could take one item on a deserted island, what? Bug spray. Any mosquito within a 5-mile radius finds me and loves on me.

Which TV or movie character is your alter ego? Dottie Hinson from “A League of their Own.” She’s my fave.

What would your superpower be? Teleport. I guess that is kind of a selfish superpower.

Best piece of advice you ever received?

Nothing is worth it if you aren’t happy.

What is your nerdiest passion? Reading maps. I hate not knowing where I’m going, and I hate when Google Maps tells me to head south … left or right.

Tom Callahan, executive director of SOS, would describe me as … a procrastinating perfectionist. But it’s not my fault I work better under pressure.

My autobiography would be titled …

“What Is Your Favorite Dog Breed? And Life’s Other Difficult Questions.”

Key West is like … a melted, salty box of chocolates.

I live by the motto … Keep showing up! It’s my favorite quote from Boston Marathon winner Des Linden.

ey West Brewfest kicks off this Thursday, Aug. 30, with more tastings, brunches, dinners and hoppy goodness than ever before. And the event’s signature festival will take place on South Beach, alongside the Southernmost Beach Café, this Saturday.

As the event enters a ninth year, we caught up with the godfather of the event, Matt Babich of the Southernmost Beach Resort, who also belongs to the Key West Sunrise Rotary. Together, the entities have raised more than $400,000 for local charities during the past eight years. The “Beer Father” explains how a gesture of diplomacy led to one of Key West’s most anticipated weekends of the year.

Why is Brewfest important and does this year hold a special significance following the storm? It is important to raise funds for our local Key West Sunrise Rotary, which then commits to over $60,000 per year to Key West High School students, college scholarships for local students and many other local charities. Plus eliminating polio from the planet and bringing clean drinking water and sanitation to those who need it.

How many vendors can we expect in Year 9 of Brewfest? We have 59 vendors bringing over 175 beers. We have local craft and brewed beer, plus southern Florida.

Also national and worldwide beers.

What was the conversation that launched the idea for Key West Brewfest? I was planning a beer symposium to invite breweries from all over the USA to come and talk about brewing beer. However, when Obama invited police officer (James) Crowley and Harvard professor Henry Gates Jr. to the White House to discuss the arrest issue over beer (with Vice President Joe Biden) in a private, cordial meeting near the White House Rose Garden; this became known colloquially as the “Beer Summit.” That is when I decided we needed a Brewfest in Key West and start it immediately.

How many people do you expect and what advice would you give a first time attendee? Hope to have around 1,500 attendees.

What impact do you think Brewfest has played on the island’s craft beer movement we’ve witnessed over the past five years? We were on the wave of a lot of craft beer bars opening and all of our bars now have a much larger selection of beers for your taste!

very now and again even we locals need a little pampering. Being whisked through Key West Harbor to the exclusive Sunset Key for a day “off the rock” on the ferry Island Time starts the day off right. The Carpe Diem spa package is the way to go.

Starting with a welcome at the door by the spa’s Svetlana and Shannon, the package allows guests to “stay the day” on the island, and includes a customizable package with two 50-minute spa treatments, lunch at either the award-winning Latitudes or at the exclusive pool bar, day pass to the beach and the usually guest-only pool area, locker room access stocked with towels and amenities, and complimentary parking at the Margaritaville garage close to the ferry launch.

For 50 minutes, one of the island’s five masseuses can work magic on bodies from head to toe.

Sarah Bell, a 2014 graduate of Key West High School, was excited to join the team at Sunset Key. “I don’t think I could ever get tired of this view,” she said of the island and her commute via the boat to the island.

Each treatment room has its own stocked bathroom and a private, tropical patio.

For the second treatment, a facial, body scrub, or hydrating wrap can be chosen. Esthetician Linda

Fryer assesses her client’s skin and creates a customized facial treatment using Hawaiian and Italian combinations depending on the skin type presented.

The Key West-born and -raised esthetician’s passion is for helping clients’ skin glow to its best potential.

The wraps are perfect to help with sunburned skin, or dehydration, especially after a long night of doing the “Duval Crawl.”

Spa manager Svetlana Van Hove, who has been at Sunset Key since 2008, said the team brainstormed the package to add a little flair to the island. Usually a day pass to the beach is offered, but the pool has always been off-limits to non-island guests. “This package gives guests a way to experience the whole island, without having to book a room,” she said.

The pool is quiet, complete with a waterfall and plenty of space to lounge. The bartender will take great care of you, and you can choose to eat the included lunch by the pool in bathing suit or in casual dress overlooking the ocean at Latitudes restaurant.

Server Eddy at Latitudes suggested the gorgonzola steak salad with perfectly seared steak over a salad with a white balsamic vinaigrette – he didn’t go wrong.

lmost as if a starting bell rang, hundreds of Royal Poinciana caterpillars can be seen ascending Royal Poinciana trees just after sunset. Then, nearly in harmony with daylight cresting over the horizon, their descent begins and the caterpillars go back into hiding.

This is the interesting behavior of the Royal Poinciana Caterpillar (Melipotis acantoides) and seems to be an effort to avoid light.

This pest is unique in that there appears to be 10 to 15 years or so between major outbreaks.

Severe defoliations were first reported in St. Petersburg and in Key West in 1942. The next year, alarming rates of defoliation were reported

by Stephen C. Singleton, manager of the Key West Chamber of Commerce.

Singleton also noted the defoliated trees did not put out any new growth until June of the following year and that some of the trees died. In 1945 Singleton noted caterpillars were active in April and October.

More recently, there was an outbreak in Naples in 2006 when four 30to 40-feet-tall Royal Poincianas were 50 percent defoliated by October. All of the current infestations being reported in Monroe County are coming from Key West, except for an isolated occurrence in Islamorada.

The caterpillars are roughly 1 5/8 inches long with highly variable markings, mottled, lateral black-brown longitudinal stripes. This is one of the few cutworm species that will climb tall trees; most other cutworms attack vegetable crops or herbaceous plants.

The caterpillar is a nocturnal feeder, climbing the trunk of the tree shortly after sunset to feed on the canopy and descending the trunk during the day to hide in the grass or mulch at the soil surface near the base of the tree. The caterpillars will also hide in cracked or opening seed pods.

Due to the lacy foliage of the tree, early infestation in the canopy won’t be visible; what will be noticed is massive amounts of droppings on decks or sidewalks, or the caterpillars ascending or descending the trunk. This provides an excellent opportunity for control because there is no need to spray the canopy of the tree, which would be extremely costly and harmful to other insects.

A contact insecticide sprayed at the base of the trunk to about 3 feet up will provide effective control. Bt products (Bacillus thuringiensis) are highly effective against caterpillars, but since it is a stomach toxin and would need to be ingested, other products might offer better control. However, a couple of residents have reported successful results from treatment.

Bifenthrin products or Carbaryl (Sevin) would be effective. It’s very important to read the label! Whatever is used has to be labeled for the site you are using it on. As a homeowner, any products applied would have to be labeled for use in residential landscapes; you couldn’t use something that is registered for commercial nurseries just because it might have the same active ingredient. That is a violation of the label and federal law.

Damaged tree roots.

Since the caterpillars like to hide from light during the day, another effective method of control would be applying a burlap cloth trap around the trunk. Caterpillars will hide in the cloth. It could then be removed and the cloth dunked into soapy water to remove the caterpillars and reapplied to the trunk.

The Royal Poinciana tree (Delonix regia), is not native to North America, but to the dry deciduous forests of Madagascar. It has been introduced into tropical and subtropical regions all over the world. According to the University of Florida, IFAS Assessment of Non-Native Plants in Florida’s Natural Area, it is to be planted with caution in Southern Florida due to its ability to escape cultivation. Due to their large size and sprawling roots, they are better suited to larger landscapes, since the tree can reach heights of 40 feet with a canopy width of 40 to 60 feet.

Baseball is important to me as I’ve been playing my whole life and it’s everything to me. Executive Board is important because I am with my peers performing activities.

Intro to I.T. What advice would you give to underclassmen? Make the most out of high school. Have fun, it goes fast. Have no regrets, but be smart about it. And, focus on your grades.

What is your favorite social medium, why, and whom do

you follow? Snapchat; it’s one I get the most joy out of using.

I follow all my friends and a couple celebs.

What do you want to be remembered for at Key West High School? Being different than everyone else and being my own person. Also, being someone that anyone could come to if they needed to.

What three things do you want to accomplish before your 10year high school reunion? Have a stable income, buy a house, have a dog.

Do you think you will make the Keys your permanent home? Why or why not? I would like to make it my home, but realistically probably not, because it is too expensive down here.
